  • MIL-Evening Report: Rare, almost mythical Australian tree kangaroos can finally be studied, thanks to new tech

    Bennett’s tree kangaroos, one of Australia’s most mysterious marsupials, have long eluded researchers. Our new study, published in Australian Mammalogy today, has achieved a breakthrough: using thermal drones to detect these rare animals with unprecedented efficiency.

    Tree kangaroos are found only in the tropical rainforests of Australia and New Guinea. Unlike their ground-dwelling relatives, they spend their lives in treetops, feeding on leaves and vines. Their dependence on rainforest trees makes them vulnerable to deforestation and climate change.

    Alarmingly, 12 of the 14 species of tree kangaroos are listed as threatened. Yet we know little about their numbers or habits due to difficulties studying them in dense rainforest.

    Our new findings mark a significant step forward, offering hope for improved conservation of these elusive, near-mythical creatures. Thermal drones, which detect animals by their body heat, may help to unravel the mysteries of tree kangaroos and guide efforts to protect them.

    Rugged, dense rainforests

    Bennett’s tree kangaroos inhabit Australia’s most rugged and densely vegetated rainforests north of the Daintree River in Far North Queensland. They rarely descend from their vine-covered treetop roosts, which can be up to 40 metres high.

    Traditional survey methods like spotlighting (that is, methodically using flashlights) or handheld thermal cameras (using infrared sensors to detect warm bodies) often fail to detect tree kangaroos, as these tools are limited to what can be seen from the ground.

    As a result, there have been no systematic surveys of Bennett’s tree kangaroos. Population estimates rely on outdated observations and anecdotal evidence, leaving their conservation status unclear.

    We need robust population estimates to detect shifting population trends and prevent population declines. This requires new monitoring methods to help us find these elusive animals.

    Hotspots in the treetops

    Thermal drones are just what they sound like – drones equipped with infrared cameras that detect heat signatures from the air.

    Warm-blooded animals like tree kangaroos stand out against the cooler rainforest background, even when partially hidden by foliage. This technology offers a powerful advantage over traditional methods, allowing researchers to scan large areas from above and see past vegetation.

    In our study, we conducted three drone flights at the Daintree Rainforest Observatory, Cape Tribulation, during the morning and evening.

    To our surprise, we detected six Bennett’s tree kangaroos in under an hour of flight time – an unprecedented result. These included a solitary animal, a pair, and a group of three, all consistent with known home range sizes for the species.

    By comparison, traditional ground surveys often require several nights of survey effort to spot a single animal. The drones not only made detection easier but also allowed us to closely observe the animals’ behaviour, such as feeding on specific plant species, without disturbing them.

    Shedding light on a hidden species

    Our findings suggest Bennett’s tree kangaroos are thriving in Cape Tribulation’s lowland rainforest.

    While this is encouraging, further systematic surveys are needed to assess how population density varies with forest type, elevation and other factors.

    Another intriguing discovery was the tree kangaroos’ diet. Using the drone’s colour zoom camera, we identified the vines and leaves they were eating. Mile-a-minute vine (Decalobanthus peltatus) and fire vine (Tetracera daemeliana) were popular choices on the menu.

    These observations deepen our understanding of the species’ habitat needs and could inform future conservation efforts.

    Conservation research methods must prioritise minimising stress on wildlife. The tree kangaroos showed no signs of disturbance, continuing to forage after briefly pausing to look at the drone.

    This non-invasive approach is a promising alternative to traditional methods, like radio tracking (where a tag is attached to the animal), which can disrupt natural behaviours.

    Craning for a better view

    Despite showing promise, drone-based wildlife monitoring has its challenges. Regulations require drone operators to maintain visual line of sight with their drone. This can be difficult in a rainforest due to the height and density of the canopy.

    To overcome this, we remotely operated our drone from a 47-metre-high canopy crane designed for research. This extra height allowed us to maintain a clear view while surveying a larger area.

    However, canopy cranes are rare – there’s only one in tropical Australia. Expanding this approach will require alternative strategies, such as using mountaintops or canopy walkways as vantage points.

    Our study is just the beginning. The next step is designing methods to estimate population densities more accurately – not only for Bennett’s tree kangaroos but also other tree kangaroo species in the remote mountains of New Guinea. By identifying individual tree kangaroos based on their unique fur markings, we aim to also study their social structure and sex ratios.

    Thermal drones have the potential to revolutionise conservation efforts for hard-to-study wildlife. They offer a powerful tool to monitor populations and guide management decisions.

    WASHINGTON, D.C. – Today, at a meeting of the Senate Committee on Finance, U.S. Senator Maria Cantwell (D-WA) voted no on advancing the nomination of Robert F. Kennedy Jr., President Trump’s nominee to serve as Secretary of Health and Human Services.

    “I wanted to vote for Mr. Kennedy in the context of my family’s history. My dad stood behind his father the night his father gave the famous speech. I told him in my office, in my family, the Kennedy’s stood up. But when he answered Senator Cassidy’s question, and he couldn’t even give him the answer — that yes, the data is there to support vaccines today — I don’t need any more data, all of a sudden.”

    Sen. Cantwell continued: “I need someone at HHS who is going to say, we are going to be a leader in medical technology, science, vaccines, we are going to fight foreign powers, we are going to be there to provide global health. And I don’t want a recalcitrant. I need a leader. And that is why I’m voting no,” said Sen. Cantwell.

    The speech Sen. Cantwell referenced was on the night of Dr. Martin Luther King Jr.’s assassination on April 4, 1968, when Sen. Robert F. Kennedy Sr. spoke in Indianapolis and delivered the tragic news to attendees. Her father, Paul Cantwell, was standing just behind the late Senator during that speech. Today, the Kennedy-King National Commemorative Site near the site of the speech honors both Dr. King and Sen. Kennedy.

    Sabra Lane: The US-China trade war is escalating, with Beijing imposing retaliatory tariffs and restrictions on critical mineral exports. Where does Australia stand? Senator Don Farrell is Australia’s Trade and Tourism Minister and Special Minister of State. Minister, thanks for joining the program.

    Minister for Trade: Nice to be with you, Sabra.

    Sabra Lane: China has announced retaliatory action to Mr. Trump’s tariffs. They’re both Australia’s friends, but only one is an ally. Does the government back Mr Trump?

    Minister for Trade: We want to have a cool, calm and collected approach to this issue. We believe that we have a very strong argument to defend free and fair trade, and that’s the argument that we put to the Chinese Government. And at the end of last year, the last of the products that had been subject to those impediments, namely crayfish, were sent back into China. When the opportunity arises, I’ll be putting exactly the same argument to my American counterpart that we support free and fair trade and it’s in the best interests of both our countries to continue to do that.

    Sabra Lane: Some say it’s shakedown diplomacy. You argue, and the government says, Australia is prepared, but a slowdown in China could affect Australia. How hard could this be?

    Minister for Trade: Well, it’s always possible that higher tariffs on Chinese products going into the United States will have an impact on the Australian economy. As I say, what Australia needs to do is to push issues that are in our national interest. We’re an island. We rely on trade to produce our prosperity. It’s been very successful in recent years. We’ve had record trade. One thing that this government has managed to do is to diversify our trading relationship. So, we now have new free trade agreements with the with the United Kingdom, with India. In fact, in the last few days, India made us a fresh offer to extend our free trade agreement. We’ve negotiated a new free trade agreement with the United Arab Emirates. So, all around the world, we’re looking to diversify our trading relationship so that we’re not simply reliant on one or two countries to provide for our prosperity. We’re looking for a much broader relationship and we’ve been successful in that.

    Sabra Lane: Mr. Trump’s choice of Commerce Minister Howard Lutnick has not been confirmed just yet. Have you spoken with him yet or when do you expect to meet with him to discuss trade?

    Minister for Trade: No, I haven’t spoken with him yet, Sabra, but I have approached the person who will be his Chief of Staff. We’ve indicated that we are very keen to talk. under their system until you get approved by the Senate, you’re not in a position to discuss with other countries. But we’ve made it very clear, and the message that’s come back from Mr Lutnick is that he is very happy to talk with us as soon as he’s legally able to do that. And I hope to be, if not the first person or first overseas minister to speak with him, to be one of the first. And when we get that opportunity, we will push our argument in our national interests that we believe in free and fair trade. That there is no reason for the American Government to impose tariffs on Australia.

    Sabra Lane: We avoided them last time round on steel and aluminium. Are you confident that we can do that again?

    Minister for Trade: What I’m confident about, Sabra, is that we will push the issues that are in our national interest. One of the points I’ll be making to Mr Lutnick is that since President Trump was last in the White House, American sales to Australia have virtually doubled. So, free trade has been very good for the American businesses in Australia. Of course, it’s been good for us because we have increased our trade with the United States. But right at the moment, the balance is very much in the United States’ favour. We buy almost twice as much from the United States as we sell to them. So, I pose this question; why would you impose a tariff on a country where you’ve got a surplus? And, of course, that was the argument that former Prime Minister Turnbull used with Mr Trump last time. So, I think we’ve got a very strong argument. In Singapore mid-last year, we signed another trade agreement with the United States, the Indo-Pacific Economic Framework. So, we’ve been building strong relations with the United States over the last few years. And I think we have a very, very good and strong argument. And I want to do, I want to present that argument to the United States and ask for their serious consideration about what further action they might take.

    Sabra Lane: We have heard this morning with your Special Minister of State hat on, the group Advance is sending out material right now to voters that the Electoral Commission ruled at the last election was misleading. The group says it’s legal right now because it’s being sent before the writs have been issued. Do our laws need tightening to stop this kind of misleading material being sent all the time?

    Minister for Trade: Well, we’ve got laws to deal with the issue of truth in advertising in the electoral context.

    Sabra Lane: Well, this is getting through right now.

    Minister for Trade: Well, those laws haven’t yet passed. We’ve got legislation before the Parliament that’s coming on this Thursday. They’re trying to put downward pressure on the cost of Australian elections. We want every ordinary Australian to be able to participate in the electoral process. And as you saw earlier in the week, Sabra, there’s massive amounts of money going into the Australian electoral system. We want to stop that.

    Sabra Lane: Have you got to deal with the Coalition to get this passed?

    Minister for Trade: Well, I’m talking to everybody, Sabra, as I have been for the last couple of years. And I’m hopeful that this Senate, this week will see the merit in putting downward pressure on the amount of money that’s being spent in Australian elections. It’s interesting over the break, President Biden himself warned that we can’t have a situation where the billionaire oligarchs simply determine who gets into the Australian Parliament. Ordinary Australians, people like you and me, Sabra, have to be able to participate in the electoral process without having billionaire sponsors determining who will and won’t get into the Parliament. So, I’m hopeful that all the discussions I’ve had and I’ve, you know, met with all of the serious players in this space and I’m hopeful that the arguments that we’re presenting for putting downward pressure on the cost of Australian elections will be successful.

  • MIL-OSI Security: Superseding Indictment Charges Chinese National in Relation to Alleged Plan to Steal Proprietary AI Technology

    A federal grand jury returned a superseding indictment today charging Linwei Ding, also known as Leon Ding, 38, with seven counts of economic espionage and seven counts of theft of trade secrets in connection with an alleged plan to steal from Google LLC (Google) proprietary information related to AI technology.

    Ding was initially indicted in March 2024 on four counts of theft of trade secrets. The superseding indictment returned today describes seven categories of trade secrets stolen by Ding and charges Ding with seven counts of economic espionage and seven counts of theft of trade secrets.

    According to the superseding indictment, Google hired Ding as a software engineer in 2019. Between approximately May 2022 and May 2023, Ding uploaded more than 1,000 unique files containing Google confidential information from Google’s network to his personal Google Cloud account, including the trade secrets alleged in the superseding indictment.

    While Ding was employed by Google, he secretly affiliated himself with two People’s Republic of China (PRC)-based technology companies. Around June 2022, Ding was in discussions to be the Chief Technology Officer for an early-stage technology company based in the PRC.  By May 2023, Ding had founded his own technology company focused on AI and machine learning in the PRC and was acting as the company’s CEO. 

    The superseding indictment alleges that Ding intended to benefit the PRC government by stealing trade secrets from Google. Ding allegedly stole technology relating to the hardware infrastructure and software platform that allows Google’s supercomputing data center to train and serve large AI models. The trade secrets contain detailed information about the architecture and functionality of Google’s Tensor Processing Unit (TPU) chips and systems and Google’s Graphics Processing Unit (GPU) systems, the software that allows the chips to communicate and execute tasks, and the software that orchestrates thousands of chips into a supercomputer capable of training and executing cutting-edge AI workloads. The trade secrets also pertain to Google’s custom-designed SmartNIC, a type of network interface card used to enhance Google’s GPU, high performance, and cloud networking products.  

    As alleged, Ding circulated a PowerPoint presentation to employees of his technology company citing PRC national policies encouraging the development of the domestic AI industry. He also created a PowerPoint presentation containing an application to a PRC talent program based in Shanghai. The superseding indictment describes how PRC-sponsored talent programs incentivize individuals engaged in research and development outside the PRC to transmit that knowledge and research to the PRC in exchange for salaries, research funds, lab space, or other incentives. Ding’s application for the talent program stated that his company’s product “will help China to have computing power infrastructure capabilities that are on par with the international level.”

    If convicted, Ding faces a maximum penalty of 10 years in prison and up to a $250,000 fine for each trade-secret count and 15 years in prison and $5,000,000 fine for each economic-espionage count. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The FBI is investigating the case.

    Assistant U.S. Attorneys Casey Boome and Molly K. Priedeman for the Northern District of California and Trial Attorneys Stephen Marzen and Yifei Zheng of the National Security Division’s Counterintelligence and Export Control Section are prosecuting the case.

    Today’s action was coordinated through the Justice and Commerce Departments’ Disruptive Technology Strike Force. The Disruptive Technology Strike Force is an interagency law enforcement strike force co-led by the Departments of Justice and Commerce designed to target illicit actors, protect supply chains, and prevent critical technology from being acquired by authoritarian regimes and hostile nation-states.

    A superseding indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    WASHIGNTON – Sen. Chuck Grassley (R-Iowa), a senior member and former chairman of the Senate Finance Committee, and Sen. Peter Welch (D-Vt.) introduced the bipartisan Rural Hospital Support Act to prevent rural hospital closures by extending and modernizing critical Medicare programs. 

    “As a lifelong resident of rural Iowa, I know the importance of having access to health care services close to home. In addition to providing life-saving care, rural hospitals are a source of economic security for many rural communities,” Grassley said. “Our bipartisan bill will ensure the continuity of these vital programs and help keep rural hospitals’ doors open.” 

    “Rural hospitals provide essential care to patients in rural communities, including to folks who rely on Medicare and Medicaid. In Vermont, rural hospitals are also job creators and economic drivers. But across the country, rural hospitals are struggling to stay open, and they need a lifeline,” Welch said. “Our bipartisan legislation will help ensure rural hospitals are reimbursed for resources they need to continue delivering vital care in our rural communities.” 

    Specifically, the Rural Hospital Support Act would: 

    • Permanently extend the Medicare-Dependent Hospital (MDH) program to ensure eligible rural hospitals are reimbursed for their costs; 
    • Permanently extend the Low-Volume Hospital (LVH) program to level the playing field for rural hospitals whose operating costs often outpace their revenue; 
    • Update the rebasing year for Sole Community Hospitals (SCH) and MDHs to allow hospitals to tie reimbursement estimates to more recent trends in costs.

    Background:

    Rural hospitals provide critical care for patients, many of whom rely on Medicare and Medicaid. These hospitals also serve as economic anchors – accounting for around 14 percent of total employment in rural areas. 

    The MDH and LVH programs have supported rural communities for decades. The programs were last extended as part of the Continuing Resolution on December 20, 2024, and would expire on March 31, 2025, without congressional action. The Rural Hospital Support Act does not change other rural hospital Medicare programs including critical access hospitals (CAH), rural referral centers (RRC), Rural Community Hospital Demonstration or the new voluntary rural emergency hospitals (REH). Each of these rural programs offer unique flexibilities to ensure health care services are accessible in rural America.

    David Seymour’s speech at the Treaty Grounds today is widely anticipated. This week’s Free Press covers other matters, but for a preview of ACT’s Treaty approach, you can read Seymour’s column in the Herald.

    The COVID Royal Commission, Mark II, designed by Brooke van Velden, is open to public submissions, and now there’s an online portal to make it easy. After Labour’s attempted whitewash, ACT campaigned for people to be able to say what they think about the lockdowns, mandates, and other public health measures. There will be another pandemic, probably not this decade but almost certainly this century, and lessons learned from this one could be worth hundreds of billions of dollars.

    If you don’t normally listen to Radio New Zealand, we understand. However Kathryn Ryan interviewed David Seymour for half an hour on the Regulatory Standards Bill, and we think it’s worth an exception.

    Owning the Wrong Stuff

    Last Monday we shared David Seymour’s State of the Nation speech. This week it is still in the headlines. How is this possible? The speech said two things people know deep down are true, but politicians are afraid to say.

    The Government owns the wrong stuff. Its books show $570 billion worth of assets, enough to build a four-lane highway from Whangarei to Invercargill six times, but you wouldn’t know it. The Government is having to downsize hospitals while the rest of the world is buying military hardware, and our roads and pipes need attention.

    Meanwhile, in New Zealand, the Government is invested in houses (60,000), a property valuation firm, farms, electricity generators, and sunset industries such as mail and television, among many other weird and wonderful things.

    Could it be an idea to, just maybe, just ask the question, without anyone getting their knickers in a knot: Does the Government own the right stuff. And if not, should it try selling some shares in power companies to invest in some roads and water treatment plants?

    Perhaps all Governments should think of ownership like this. Every year we ask what we own, what benefits the public get from it, and could the Government own something with greater public benefits for the same money? If the answer is yes, and it doesn’t look like it’s going to change, then sell the thing that doesn’t pay and buy something that does.

    As for healthcare and education, the Government shells out a fortune, nearly $6,000 in healthcare for every single person each year. That’s up from $4,000 five years ago, but nobody’s happy. Perhaps it is time to say, if you want to take your $6,000 to a private insurer like Southern Cross, you can.

    There would have to be rules. The company would need to accept any patient who applied, without discrimination. The company could never cancel anyone’s policy. They would become responsible for all of the person’s care. Hospitals still owned by the Government would need to accept patients from any insurer at the same price.

    If this all sounds out there, fear not. It’s roughly how most healthcare systems in Europe work. It means that there would be people with an incentive to sort out the endless waste and dysfunction in what’s been described as our third world system run by first world medics.

    The Left say in a private system the poor miss out. Europeans would be surprised to hear this. What the Left don’t seem to get is this: You can have equal public funding, but allow competition to provide the service. Some would say the best of all worlds.

    Of course there is a reason why few politicians dare to raise these questions. The media have demanded to know from David Seymour exactly what he will sell tomorrow. They want a list. The hard Left say this is another Seymourian conspiracy, but they can’t say what. The Opposition have called on the Chris Luxon to rule out ever selling anything. Luxon says he won’t now but might in the future.

    There’s another reason why there are still articles in today’s papers, ten days after the speech was given. People know that, while New Zealand is a success story, as countries go, we’re not holding our ground at the moment. What we’re doing isn’t working.

    If we want to remain a first world nation and an island paradise—most countries can only do one—we need to work differently. That’s the other thing about Seymour’s speech, it told the truth we avoided all through the Clark-Key-Ardern era.

    As goes the Treaty Principles Bill, so goes this speech. This country needs a party that’s brave, articulate, and patriotic, and we’re glad we have ACT.

  • MIL-OSI Security: Local 98 Member Sentenced for Unlawfully Seeking Money From Union Employer for Hours Not Worked

    PHILADELPHIA – United States Attorney Jacqueline C. Romero announced that Gregory Fiocca, 32, of Philadelphia, Pennsylvania, was sentenced today by United States District Court Judge Jeffrey L. Schmehl to two years of probation for unlawfully demanding money as a union representative from a union employer for hours he did not work, in an amount not exceeding $1,000.

    On August 19, 2020, following a week where he did little work and was frequently absent, Fiocca received a paycheck that was for substantially less than 40 hours. In response, Fiocca confronted and assaulted a Local 98 member who was the project manager. Fiocca slapped the project manager, choked him, threw him across a desk, spit on him, and threatened to beat him and the owner if they continued to monitor his attendance and performance. Fiocca then unlawfully demanded money from the project manager for hours he did not work.

    Fiocca was charged by superseding information and pleaded guilty in September 2024.

    “Fiocca, as the nephew of then-Local 98 Business Manager John Dougherty, abused his power and influence and resorted to violence to unlawfully claim wages he did not rightfully earn. That force and intimidation is detrimental to the integrity of hardworking and law-abiding members of Local 98, and such actions cannot be tolerated as business as usual,” said U.S. Attorney Romero. “Many thanks to our law enforcement partners at FBI for their persistence in fighting corruption in Philadelphia and helping to ensure no one is threatened by economic retaliation or physical harm while engaging in honest business practices.”

    “Gregory Fiocca exploited his position within the union and resorted to violence in an unlawful attempt to claim wages he did not rightfully earn,” said Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia“The FBI remains committed to working alongside the U.S. Attorney’s Office to root out corruption and uphold the integrity of our city for the citizens we serve.”

    The case was investigated by the FBI and prosecuted by Assistant United States Attorney Jason Grenell and former Assistant United States Attorney Frank Costello.

  • MIL-OSI Submissions: Europe – Research Highlights: 5K+ Women Reveal Career Progression Barriers In Tech Industry

    Women Go Tech published results from a Google.org and OSCE-backed study on the challenges and disparities facing women at all levels of the tech sector. Over 40 experts and 5,000 women provided insight into how the situation can be improved, mostly through public policy and private development.

    February 5, Vilnius–Lithuania. Women Go Tech, a Lithuanian NGO focused on empowering women in tech, recently released a new study highlighting the challenges women in Central and Eastern Europe face during their career progression in the tech industry, and presenting strategies to empower women in tech.

    The study, “Building the Future Power Hub for Women in Tech,” surveyed 5,475 women across 13 countries, with support from Google.org and the Organization for Security and Cooperation in Europe (OSCE). The results revealed which countries are most ready to enable women in tech: Bulgaria, Lithuania, Romania, and Latvia. On the other hand, Slovakian, Czech, and Croatian women are experiencing the most barriers to enter the industry.

    “After women shared their experiences, they were analyzed by more than 40 experts, outlining solutions to shift the tech industry landscape to help women succeed faster, in CEE and around the world,” Žydrūnė Vitaitė, co-founder of Women Go Tech, shared.

    In the study, respondents from all CEE countries agreed that ageism, negative stereotypes about women’s abilities, and education bias were all factors holding women back or discouraging them from pursuing careers in tech. Women also reported poor work-life balance and low representation in leadership roles as influencing their career decisions, as well as fewer opportunities to learn about tech compared to men.

    Specifically in Slovakia, Czechia, Croatia, Slovenia, Hungary, Poland, Austria, Estonia, and Latvia, women also believe it is harder for them to succeed in the tech sector than for men. Croatian and Slovenian women are still facing the strongest stereotypes regarding female incapacity to work in the tech sector.

    “Although women in the tech sector today face several challenges, this study also explains where the tech industry can improve and how it can attract more female talent,” noted Žydrūnė. “We need to create a robust environment where women feel supported and empowered not only by the government but also by their peers and other women. A more gender-balanced company will understand and serve the diverse demands of its users and clients, resulting in better products and services. This in turn will help unlock the CEE’s potential to become a global leader in tech innovation.”

    Bulgaria, for instance, boasts one of the highest rates of women in tech and science in all of Europe, and respondents in the WGT study recognized opportunities for upskilling as well as equal access to education and jobs. The country’s tech sector grew by 12% in 2023 and has witnessed steady growth over the past 15 years and is one of Europe’s most dynamic tech hubs.

    According to a 2023 McKinsey study of 1,265 companies in 23 countries, those companies performing in the top quartile of gender representation had a 39% better chance of financial outperformance versus their peers in the bottom quartile. The same held true for diversity on companies’ boards of directors, with a 27% greater likelihood of outperformance. Moreover, the study concluded that diverse representation will foster diverse talent and innovation.

    Governmental input into mentorship programs is needed to close the gap

    Better compensation is the primary motivator for women of any age or experience to enter the tech sector, despite the persistence of a pay gap. Work flexibility and work-life balance are also important incentives. Unfortunately, many women working in tech report a lack of these elements in their jobs.

    “This discrepancy may be discouraging to women’s willingness to mentor and inspire others to join the industry,” said Vitaitė.

    Study revealed that most women surveyed did not have a mentor while progressing through a tech sector.

    Survey also revealed that to change the dynamic, policymakers should invest in mentorship and training programs tailored to women. While this is recommended on a governmental level, businesses should also prioritize mentorship programs for women, embrace diverse hiring practices, and work to increase female representation in leadership positions.

    An issue that remains in the industry is equal pay, alongside the need to promote transparent equal pay policies. The study encourages hybrid and remote work options in tech. Enabling equal career progression for IT professionals is crucial as Europe faces Information and Communication Technology (ICT) skills shortage–only 12 million specialists are projected by 2030 despite EU’s target of 20 million.

    “Building the Future Power Hub for Women in Tech” also included a section focusing on the barriers and biases faced by Ukrainian women in exile who are working to build professional lives within the tech sector.

  • MIL-OSI United Kingdom: Funding secured for next phase of major flood defence scheme

    Derby’s Our City, Our River (OCOR) project has been handed a £35 million boost by the Government, with the allocation of Flood Defence Grant-in-Aid to deliver the next phase of the scheme

    The funding has been released by the Department for Environment, Food and Rural Affairs (Defra) from their Flood and Coastal Erosion Risk Management Investment Programme and will be managed by the Environment Agency on their behalf.

    This secures the future of Derby Riverside, which will deliver significant flood resilience protection to many properties along the east bank of the Derwent. It will now go to Cabinet to be formally accepted and allows the Council to enter into contract with construction partners.

    Councillor Carmel Swan, Cabinet Member for Climate Change, Transport and Sustainability, said: 

    It’s incredible news for Derby that this funding package has been allocated by the government to protect our city from the risk of flooding. This will be such welcome news for households and businesses alike. We can now really start to push ahead with the works at Derby Riverside as we continue to future proof the city against extreme weather. 

    Here in Derby, we’re all too familiar with the effects of climate change. In the last six years we have seen the five highest river levels on record. The Our City, Our River flood prevention scheme has already delivered enhanced protection to thousands of properties, but there is still more work to do to ensure our city has the best defences possible.

    This £35 million investment from the Government means we can now build on the years of hard work from the Council and Environment Agency to deliver this critical infrastructure our city needs.

As the project moves into its next phase we will continue to support Derby City Council to deliver this vital infrastructure for the city centre, helping the city to keep pace with our changing climate.

    The city saw the effects of climate change in action in 2023 when river levels reached their highest point ever recorded during Storm Babet, and while the flood gates and defences built during earlier phases of OCOR have not been called into action since, there have been several named storms in recent months.

    Derby Riverside will deliver enhanced protection along the east bank of the river, starting at Causey Bridge and ending at the Railway Bridge across the river. The new flood wall and flood gates will offer far better protection for Exeter House and properties on Meadow Road and Meadow Lane, as well as unlocking the potential for regeneration in this part of the city. 

    This next stage will also provide enhanced protection to businesses such as Rolls-Royce, which is planning to expand its riverside site at Raynesway. Terry Meighan, Director – Infrastructure at Rolls-Royce Submarines said:

    These works will involve the demolition of the riverside office blocks on Stuart Street to create a new riverside green area, providing more space for water to pass through the city in a controlled corridor during a flood event.     WASHINGTON – At today’s Senate Judiciary hearing on the fentanyl epidemic, U.S. Senator Amy Klobuchar (D-MN) highlighted the need for Congress to take action to stop online drug trafficking to save children’s lives and give law enforcement what they need to combat the crisis. 

    Bridgette Norring of Hastings, Minnesota testified about her son’s death from illicit fentanyl. Norring’s 19-year old son Devin died in April 2020 after buying a pill online for tooth pain that he thought was a painkiller but turned out to be a fentanyl laced counterfeit. Bridgette founded the Devin J. Norring Foundation to raise awareness about the dangers of fentanyl and advocate for stronger drug prevention measures.

    “My husband and I are no different than every American parent doing the best we can to protect our kids from the constant threat that social media poses. We did our due diligence in spot-checking our children’s accounts when they were minors. We preached constantly about internet safety and etiquette. None of that stopped Snapchat from allowing my children to open multiple new accounts to avoid our scrutiny. It did not stop them from pushing products designed to addict and exploit America’s young people. It did not stop them from blaming parents when our kids died. And it is no different than when opioid companies created a product they knew was extremely harmful and addictive, told the public that it was safe, and then blamed the parents when kids died as a result,” said Norring at the hearing. 

    “Social media has been a gateway to drugs for too many kids, and we must meet this threat with the all-hands-on-deck response it requires. We need to crack down on the sale of fentanyl through social media platforms and pass the Cooper Davis and Devin Norring Act.     In 2023, nearly 75,000 Americans lost their lives to synthetic opioids like fentanyl, including nearly 950 opioid-related deaths in Minnesota. In Hennepin County, fentanyl kills an average of one resident every day. The number of Minnesotans who died from opioids last year was more than double the total number of people who died from car accidents.

    Senator Klobuchar is a leader in the fight to pass the Cooper Davis and Devin Norring Act, which would require social media companies to report to the DEA when they know of the sale or distribution of illicit drugs including fentanyl, methamphetamine, or a counterfeit controlled substance on their platforms.

    Senator Klobuchar: Thank you, Mr. Chairman. Ms. Norring, I think everyone was touched by your story and your bravery for coming forward. I’ve been honored to get to know you, and I want to thank you for everything that you’ve done. As you said, “all the hopes and dreams we as parents had for Devin were erased in the blink of an eye, and no mom should have to bury their kid.” Those were your words. And I know the words of your all of your friends there that stand there to support you and have had their own pain. All he did was buy a pill off Snapchat. Thought it was a Percocet. You were there for that testimony with the tech executives, and there’s a bunch of us here that have had some battle wounds going after them when we just want to put some sensible rules in place or get rid of this legal protections that they have that other companies do not have, as you so well pointed out, but no wounds compared to what you have. You heard their testimony back then in January 2024. Do you think the social media companies are doing enough to stop the sale of drugs to kids online?

    Bridgette Norring: I do not think that they are doing enough. In fact, it’s still continuing. I was introduced to two new families just last week from Minnesota, both with ties to fentanyl, with their children passing, so no, they’re not doing enough. They could be doing more. I was just informed that Evan Spiegel is in support of the Cooper Davis and Devin Norring Act. And I must ask then if you are in such support of it, all these companies are in support of the Kids Online Safety Act. Why? Why aren’t they implementing those features and doing the job now? Why do we have to come before Congress and … have you make them do that?

    Klobuchar: Good point, thank you. Mr. Puerta, do you think we should get rid of or reform Section 230 in some way? Just to make this very clear. 

    Jaime Puerta: Absolutely, Senator Klobuchar. In 1996, as we all know, this legislative body came up with Section 230 C of the Communication Decency Act, and what it was meant to do was to protect free speech. But what’s happening right now cannot be free speech. When you have a drug dealer selling illicit fentanyl to unsuspecting children, that’s not free speech. Or a grown man sending unwarranted pictures to young ladies, sexual exploitation. This is not free speech. This is criminal behavior. And like Ms. Norring said, if it’s criminal, if it’s a criminal act in the real world, then it should be as well in the social media world. 

    Klobuchar: So you’re looking for that reform, which also I appreciate you bringing up Senator Cruz and I have this TAKE IT DOWN Act. There’s a number of other bills involving pornography as well. Sheriff Barnes, … thank you for your testimony and being here. Funding, as we look into this next year, funding for law enforcement, do you think that that is important to take on this Fentanyl crisis, as well, as well as the HIDTA program that helps your deputies get fentanyl off the streets?

    Donald Barnes: Senator, yes, thank you for the question. The HIDTA funding has been stagnant and still for the last 10 years. Hasn’t grown. If you look at the time value of money, it’s about 1/3 reduction over the last 10 years, and our costs have gone up, so it’s about 50 cents on the dollar. It’s not a fully funded program. My HIDTA program is funded at about 1/6 of the costs that we put into it and mostly subsidized through my investment of stabilizing that as other municipal agencies have withdrawn personnel. So yes, I think at this, the nation’s worst time in history, we have to reinvest those monies. We have to look at the use of those monies. And I think we have to look at what I call a Super HIDTA, the original intent of the gateway HIDTA, to invest on the greatest offense, which is our border HIDTA, and stop as much as drugs as we can at the border before they make it into the content of the United States.

    Klobuchar: Thank you. Dr Westlake, why does class-wide scheduling reduce the incentives for drug cartels to create new fentanyl variants? 

    Timothy Westlake: So the incentives were there before because when they initially created these without under the normal Controlled Substances Act, they were legal. So they could modify it. Instead of putting an ethyl group in, you could put a methyl group in. It’s a legal substance. I was on the controlled substance board in Wisconsin 2015. We had nine different fentanyl variants, fentanyl-related substances that were killing people. We could schedule them immediately, and then they were illegal. And when you schedule them and make them illegal, there’s no incentive for them to be created anymore, and there’s a cookbook of changes that you can do easily, look up the research to find what different chemicals to use. So, it literally just stops the incentive. It doesn’t stop illicit fentanyl incentive, but it closes the speculative fentanyl substances.

    Klobuchar: Thank you. One last point. Ms. Norring, and we’ll talk more in this committee. I am so pleased that Senator Grassley and Durbin will lead this together on some of the social media issues that go way beyond the ones we’ve talked about now. But you’ve also embarked on an education campaign, along with a lot of our sheriffs in Minnesota, that I think has been pretty effective going back in the schools with “One Pill Can Kill.” Ten seconds on that, and I’m out of time. 

    Norring: We have to do it because nobody else is doing it. It falls back on us. If we sit by and say nothing, children continue to die. So we feel it’s our obligation to get out there educate our community and the children because, as the ranking chair mentioned, the conversation really begins at home. It really has to begin at home.

  • MIL-OSI USA: Florida Court Orders Brazilian Nationals to Pay Over $128 Million for Fraudulent Commodity Pool Scheme

    WASHINGTON, D.C. — The Commodity Futures Trading Commission today announced the U.S. District Court for the Southern District of Florida issued an order of default judgment against Brazilian nationals Emerson Pires and Flavio Goncalves, as well as Florida resident Joshua Nicholas, for fraud in connection with the EmpiresX commodity pool scheme and other violations of the Commodity Exchange Act and CFTC regulations.
    The order requires Pires and Goncalves to pay, jointly and severally, more than $32 million in disgorgement and more than $96 million in civil monetary penalties. Nicholas is required to pay $289,000 in disgorgement and $867,000 in civil monetary penalties. The order also permanently enjoins the three individual defendants from engaging in conduct that violates the CEA, as charged, and permanently bans them from registering with the CFTC and from trading in any CFTC-regulated markets.
    The order resolves a CFTC complaint filed on June 30, 2022. [See CFTC Press Release No. 8551-22.] 
    The court previously ordered commodity pool operator Empires Consulting Corp. to pay $64 million in monetary sanctions for the fraud scheme. [See CFTC Press Release No. 8879-24.]
    Case Background
    The order finds that beginning in approximately September 2020, the defendants fraudulently solicited individuals to trade commodity futures and options and other products through commodity interest pools under the name EmpiresX through the EmpiresX website and in online videos posted on social media platforms. During the relevant period, Pires and Goncalves, along with Empires Consulting, the Florida corporation that operated the EmpiresX commodity pools, accepted and pooled at least $41.6 million from over 12,500 individuals. The order finds Pires and Goncalves collectively retained over $32 million in ill-gotten gains. 
    According to the order, Pires, Goncalves, and Nicholas knowingly made false claims regarding the use of pool participant funds, the size of the pools, and participant returns. The order further finds Nicholas showed pool participants an account page he identified as EmpiresX’s profitable account with a large, well-known electronic trading platform, when in fact EmpiresX had no account with that platform, and defendants created a fake website that mimicked the platform’s website to mislead participants into thinking that EmpiresX was actually trading their funds. By November 2021, the defendants stopped honoring participant withdrawal requests. 
    The order finds Pires, Goncalves, and Nicholas acted as associated persons of a commodity pool operator, Empires Consulting Corporation, without registering as required, and committed fraud in connection with EmpiresX. It further finds Pires and Goncalves commingled pool funds in violation of the CEA.
    Parallel Criminal/Civil Enforcement Actions 
    On Sept. 8, 2022, the Department of Justice announced Nicholas pleaded guilty to conspiracy to commit securities fraud in connection with his role in the EmpiresX scheme. [See DOJ press release here.]
    On June 21, 2023, the Securities and Exchange Commission obtained default judgment against Pires and Goncalves for their role in the EmpiresX scheme. SEC v. Empires Consulting Corp., No. 22-21995-Civ, ECF No. 48 (S.D. Fla. June 21, 2023).

  • MIL-OSI Security: Armed Threat of Insurance Inspector Leads to Guilty Plea by Convicted Felon for Unlawful Possession of Firearm

    James Elliott of Springfield was previously convicted in Kansas of aggravated assault, indecent conduct with a child

    BANGOR, Maine: A Springfield man pleaded guilty in U.S. District Court in Bangor today to unlawfully possessing a firearm.

    According to court records, in February 2024, a deputy from the Penobscot County Sheriff’s Office responded to a report that a home inspector from an insurance company had been threatened with a firearm by James Elliott, 66. During a search of Elliott’s home in March 2024, deputies found six firearms, including a loaded .44 magnum lever action rifle. Elliott is precluded from possessing firearms due to two prior felony convictions in the state of Kansas.

    Elliott faces up to 15 years in federal prison and a maximum fine of $250,000 to be followed by up to three years of supervised release. A federal district judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) investigated the case with assistance from the Penobscot County Sheriff’s Office, the Maine Warden Service, and the Maine Drug Enforcement Agency also assisted with the investigation.

    Mr. President, I’d like to make a statement regarding my vote in Committee on behalf of Robert F. Kennedy to be the Secretary of HHS. First, I thank everyone who has contacted me over the last few days. Almost all have been respectful and seek the best for our country. And I’ve been contacted by text, by phone, by email. And if I did not respond to anyone, it was not to be rude. It’s just I was getting hundreds of messages a day personally and thousands through the office. And I just physically could not.
    Now Mr. President, believe it or not, of these hundreds of people calling me or contacting me, however they did, many of them disagreed with each other. Diametrically, three dimensionally, they disagreed. But the unifying factor is that they all desire the best for our country, even though they differ from each other so much. And maybe that kind of frames my feelings about this nomination.
    For context, before entering politics, before ever thinking running for political office, I practiced medicine for 30 years in a public hospital for the uninsured. Caring for those who otherwise would not have been able to afford the access to the care that I provided. After seeing patients die from vaccine preventable diseases, I dedicated much of my time to vaccine research and immunization programs. Personally witnessing the safety monitoring, and the effectiveness of immunization. But simply, vaccines save lives.
    This is the context that informed me when considering Robert F. Kennedy Jr as the nominee to be Secretary of the Department of Health and Human Services.
    It was a decision I studied exhaustively. I took very seriously. As I said I would, I spoke with Mr. Kennedy not once, but multiple times over the weekend, including this morning. We had in-depth conversations about the medical literature and the science behind the safety of vaccines. He referred me to studies and people. I reviewed them and spoke to those whom he mentioned I should speak to.
    Now, the most notable opponents of Mr. Kennedy were pediatricians on the front lines of our children’s health who regularly have to combat misinformation; combating vaccine skepticism with correct information—correct information that comes from their education, training and experience as physicians. They are aware of the falling vaccine rates and the inevitability of increasing hospitalizations and deaths of children from vaccine-preventable diseases. They are aware that children are now contracting diseases that they would not have contracted if the children were vaccinated.
    I heard from others impassioned about the need to address chemicals in our food, and a belief that we are victims of large, impersonal forces maximizing profits while sacrificing our health. There is evidence for that. Although food safety is principally a USDA concern, I strongly agree that this is an issue society must address.
    Other RFK supporters are concerned regarding environmental risk. They fear these risks are being ignored by authorities. Mr. Kennedy’s history of environmental activism motivates their support. I pointed out that the Environmental Protection Agency monitors this, not the Department of Health and Human Services but they still feel that he can make a difference.
    So, as I looked how to resolve this, I returned to where I began. Would it be possible to have Mr. Kennedy collaborate in helping public health agencies re-earn the trust of the American people? 
    Regarding vaccines, Mr. Kennedy has been insistent that he just wants good science and to ensure safety. But on this topic, the science is good, the science is credible. Vaccines save lives. They are safe. They do not cause autism. There are multiple studies that show this. They are a crucial part of our nation’s public health response.
    But as someone who has discussed immunizations with thousands of people, I do recognize that many mothers need reassurance that the vaccine their child is receiving is necessary, effective, and most of all safe. 
    While I am aligned with Mr. Kennedy as regards to ultra-processed foods, reforming NIH, taking on chronic disease—once more, it still leaves vaccines.
    Now, Mr. Kennedy and the administration reached out seeking to reassure me regarding their commitment to protecting the public health benefit of vaccination.
    To this end, Mr. Kennedy and the administration committed that he and I will have an unprecedently close collaborative working relationship if he is confirmed. We will meet or speak multiple times a month. This collaboration will allow us to work well together and therefore to be more effective.
    Mr. Kennedy has asked for my input into hiring decisions at HHS, beyond Senate-confirmed positions. This aspect of our collaboration will allow us to represent all sides of those folks that were contacting me this weekend. 
    He has also committed that he would work within the current vaccine approval and safety monitoring systems, and not establish parallel systems. If confirmed, he will maintain the Centers for Disease Control and Prevention’s Advisory Committee on Immunization Practices without changes. CDC will not remove statements on their website pointing out that vaccines do not cause autism. Mr. Kennedy and the administration also committed that this administration will not use the subversive techniques employed under the Biden administration, like sue and settle, to change policies enacted by Congress without first going through Congress.
    Mr. Kennedy and the administration committed to a strong role of Congress. Aside from us meeting regularly, he will come before the Committee on a quarterly basis, if requested. He committed that the HELP Committee Chair, whether it’s me or someone else, may choose a representative on any board or commission formed to review vaccine safety.
    If he is confirmed, HHS will provide a 30-day notice to the HELP Committee if the agency seeks to make changes to any of our federal vaccine safety monitoring programs, and HELP Committee will have the option to call a hearing to further review. 
    These commitments, and my expectation that we can have a great relationship to make America healthy again, is the basis of my support. He will be Secretary, but I believe he will also be a partner in working for this end. 
    If Mr. Kennedy is confirmed, I will use my authority as Chairman of the Senate Committee with oversight of HHS to rebuff any attempts to remove the public’s access to life-saving vaccines without ironclad, causational scientific evidence that can be defended before the mainstream scientific community and before Congress. I will carefully watch for any effort to wrongfully sow public fear about vaccines between confusing references of coincidence and anecdote. 
    But my support is built on assurances that this will not have to be a concern and that he and I can work together to build an agenda to make America healthy again.
    We need a leader at HHS who will guide President Trump’s agenda to Make America Healthy Again. Based on Mr. Kennedy’s assurances on vaccines and his platform to positively influence Americans’ health, it is my consideration that he will get this done. 
    As I’ve said, it’s been a long, intense process. But I’ve assessed it as I would assess a patient as a physician. Ultimately, restoring trust in our public health institutions is too important and I think Mr. Kennedy can get that done. And as Chairman of the Senate committee with oversight authority of HHS, I will do my best to make sure that is what we accomplish.
    I want Mr. Kennedy to succeed in making America healthy again. His success will be tied to the health of our nation. He has the opportunity to address the most pertinent issues affecting Americans’ health. We also need to reform our health institutions like FDA and NIH. Those, as already been indicated, are my priorities as Chairman of HELP Committee. I look forward to his support in accomplishing this.

For the fourth quarter of 2024, revenue was $912.0 million, net income attributable to ChampionX was $82.8 million, and adjusted EBITDA was $212.3 million. Income before income taxes margin was 13.0%, and adjusted EBITDA margin was 23.3%. Cash provided by operating activities was $207.3 million, and free cash flow was $170.1 million.

    Agreement to be Acquired by SLB

    On April 2, 2024, SLB (NYSE: SLB) and ChampionX jointly announced a definitive Agreement and Plan of Merger (the “Merger Agreement”) for SLB to purchase ChampionX in an all-stock transaction.   The transaction was unanimously approved by the ChampionX board of directors and the transaction received the approval of the ChampionX stockholders at a special meeting held on June 18, 2024.   The transaction is subject to regulatory approvals and other customary closing conditions.

    ChampionX may continue to pay its regular quarterly cash dividends with customary record and payment dates, subject to certain limitations under the Merger Agreement.   Given the pending acquisition of ChampionX by SLB, ChampionX has discontinued providing quarterly guidance and will not host a conference call or webcast to discuss its fourth quarter and full year 2024 results.

    Production Chemical Technologies

    Production Chemical Technologies revenue in the fourth quarter of 2024 was $569.7 million, an increase of $10.1 million, or 2%, sequentially, due to seasonally higher volumes in certain international markets and higher volumes in North America.

    Segment operating profit was $103.6 million and adjusted segment EBITDA was $133.5 million. Segment operating profit margin was 18.2%, an increase of 259 basis points, sequentially, and adjusted segment EBITDA margin was 23.4%, an increase of 187 basis points, sequentially, in each case due to volumes and product mix.

    Production & Automation Technologies

    Production & Automation Technologies revenue in the fourth quarter of 2024 was $269.6 million, a decrease of $6.1 million, or 2%, sequentially, due primarily to seasonality in our North American businesses into the year-end holidays.

    Revenue from digital products was $62.3 million in the fourth quarter of 2024, an increase of $4.4 million, or 7.5%, compared to $57.9 million in the third quarter of 2024.

    Segment operating profit was $39.0 million, and adjusted segment EBITDA was $70.7 million. Segment operating profit margin was 14.5%, an increase of 210 basis points, sequentially, and adjusted segment EBITDA margin was 26.2%, an increase of 100 basis points, sequentially, in each case due to productivity improvements and product mix.

    Drilling Technologies

    Drilling Technologies revenue in the fourth quarter of 2024 was $51.9 million, an increase of $0.2 million, or flat, sequentially, in-line with flat sequential U.S. rig count activity.

    Segment operating profit was $10.7 million, and adjusted segment EBITDA was $12.3 million. Segment operating profit margin was 20.6%, a decrease of 160 basis points, sequentially, and adjusted segment EBITDA margin was 23.7%, a decrease of 112 basis points, sequentially, in each case due to slightly higher operating costs.

    Reservoir Chemical Technologies

    Reservoir Chemical Technologies revenue in the fourth quarter of 2024 was $21.9 million, an increase of $1.4 million, or 7%, sequentially, due primarily to higher product volumes.

    TAMPA, Fla., Feb. 04, 2025 (GLOBE NEWSWIRE) — The board of directors of HCI Group, Inc. (NYSE: HCI), a holding company with operations in homeowners insurance, information technology services, real estate, and reinsurance, has declared a regular quarterly cash dividend in the amount of 40 cents per common share. The dividend is scheduled to be paid March 21, 2025 to shareholders of record at the close of business February 21, 2025.
