  • MIL-OSI Russia: US oil production at current prices has reached its peak – Sechin

    Translation. Region: Russian Federal

Source: Rosneft – Rosneft – An important disclaimer is at the bottom of this article.

Oil production in the US at current prices has probably reached its peak, said Rosneft CEO Igor Sechin at the Energy Panel of the XXVIII St. Petersburg International Economic Forum.

In his keynote address, the Company’s CEO called the energy policy initially announced by the new US administration promising. However, most of these goals have not yet been achieved: tariff wars have led to a drop in oil prices, while taxes for the oil industry remain at the same level and interest rates are not decreasing. Against this background, the number of active drilling rigs has fallen by 9% to 439 units over the past two months and oil production growth has stopped. In less than a year, the US Department of Energy has reduced its forecast for oil production in the US by the end of 2025 by 400 thousand barrels per day.

“At current prices, oil production in the US has apparently peaked,” Sechin said, noting that Diamondback Energy and ConocoPhillips recently voiced this opinion. And Liberty Energy, an oilfield services company founded by US Energy Secretary Chris Wright, expects drilling activity to slow significantly in the second half of this year, which should lead to a reduction in the US drilling fleet by about another 10%. “It is not surprising that against this backdrop, many shale players have already begun to reduce investments,” the head of Rosneft believes.

He noted that the sharp decline in oil prices this year has already led to a revision of investment plans. According to the latest IEA estimate, global investment in oil exploration and production will fall by 6% this year for the first time in five years, with the drop in the US being around 10%. “I think this is just the beginning,” the head of Rosneft noted.

“The new US Treasury Secretary Scott Bessent has repeatedly stated that for Trump’s second presidential term to be successful, oil production in the country must increase by three million barrels per day. This is part of the so-called “3-3-3 Plan,” which also implies reducing the US budget deficit to 3% of GDP and achieving three percent GDP growth,” Igor Sechin recalled.

The head of the Company also wonders what difference it makes for the American market where these barrels come from? “It is quite possible that these could be barrels produced in OPEC member countries. The Alliance has consistently, since the end of last year, stated the need to increase production in connection with changes in consumption,” Sechin said.

The CEO also noted that in addition to the interests of states, it is necessary to take into account the interests of shareholders. Low oil prices in the current period do not allow many companies to maintain the previous level of dividend payments and share buybacks, the head of Rosneft said. According to the assessment of Rystad Energy experts, cited by Sechin, if oil majors maintain payments to shareholders, then already this year they will have to almost completely abandon investments or significantly increase their debt.

“The price decline has already started to affect the major players, with BP and Chevron cutting their share buybacks by nearly 60% and 30%, respectively, and Aramco having to increase its debt to be able to pay dividends,” the CEO said.

  • MIL-OSI Russia: China is moving towards complete energy independence and will soon become a major energy exporter – head of Rosneft

    Translation. Region: Russian Federal

Source: Rosneft – Rosneft – An important disclaimer is at the bottom of this article.

China is moving towards complete energy independence and in the foreseeable future will transform from an importer into a major energy exporter, said Rosneft CEO Igor Sechin in his report at the Energy Panel at the XXVIII St. Petersburg International Economic Forum.

He noted that China is a unique example of a competent approach to the development of the energy system – the country today accounts for a third of global investment in the energy sector.

“In my opinion, China, having already ensured its energy security, is confidently moving towards complete energy independence, forming a stable energy balance based on its own resources. There is no doubt, taking into account the persistence and professionalism of our Chinese friends, that in the foreseeable future they will achieve the desired result, which will turn China from an importer of energy resources into a major exporter of energy,” the head of Rosneft noted.

According to Igor Sechin, in recent years, it is China that has been introducing the largest volume of new renewable energy capacity and is home to more than 70% of the world’s capacity for producing equipment for the “green” economy. This concerns the entire value chain: from critical minerals to the production of high-tech equipment that has no analogues in Western countries.

The head of Rosneft also noted China’s efforts to increase investment in related infrastructure: investment in power grids increased by 15% last year, and could double this year. “Investments in storage batteries have grown almost fivefold and reached $11 billion. Today, the total capacity of such batteries in China exceeds 35 GW, which is two-thirds of all global capacity,” said Igor Sechin.

At the same time, China has never given up on fossil fuels. In terms of the volume of new coal-fired power generation capacity introduced over the past five years, the country has outpaced the rest of the world. “Today, the share of coal in electricity production in China is almost 60%. Last year alone, China issued permits for the construction of about 100 gigawatts of new coal-fired power generation, the highest figure in the past ten years, which should strengthen the role of coal in the energy system,” the head of Rosneft emphasized.

China’s efforts to strengthen its own energy security are causing a storm of criticism, often disguised as concern for the environment. “As the outstanding Chinese strategist and thinker Sun Tzu aptly noted two and a half thousand years ago: ‘The more brilliant your plan, the fewer people will agree with it,’” the head of Rosneft added.

Sechin said China’s coordinated approach to energy security is particularly evident in the example of electric vehicles. The growth of their sales led to a significant slowdown in demand for motor fuel last year, and “the continuation of this trend could have a significant reverse effect on the balance of the oil market.”

An important part of China’s strategy to reduce dependence on energy imports is the processing of coal into synthetic fuel and chemical products. “Chinese companies are investing billions of dollars in the development of this industry. According to experts, today 40 million tons of coal in China are used to produce synthetic fuel and more than 260 million tons are used to produce methanol and ammonia,” Igor Sechin concluded.

Speaking at the Energy Panel at the XXVIII St. Petersburg International Economic Forum, Rosneft CEO Igor Sechin said that the Company had completed the development of its own technologies and catalysts for the entire GTL* process chain.

“I would like to inform you that Rosneft has also completed the development of its own technologies and catalysts for the entire GTL process chain. All stages of the technological process are covered by the corresponding patents. It is planned to implement this technology in Taimyr,” said Igor Sechin.

The Head of the Company demonstrated a flask with the obtained fuel to the participants of the energy panel, noting that it is synthetic oil consisting of the purest hydrocarbon molecules, with zero sulfur content. “We are ready to provide samples to anyone who is interested,” he added, addressing the participants and listeners of the Energy Panel.

Speaking about the importance of such fuel, Igor Sechin cited the example of China, where an important part of the strategy to reduce dependence on energy imports is the processing of coal into synthetic fuel and chemical products. “Chinese companies are investing billions of dollars in the development of this industry. According to experts, today in China 40 million tons of coal are used to produce synthetic fuel and more than 260 million tons – to produce methanol and ammonia,” Igor Sechin emphasized.

  • MIL-OSI China: Chinese vice premier says China-Russia ties rock-solid, unbreakable

Source: People’s Republic of China – State Council News

ST. PETERSBURG, June 20 — Chinese Vice Premier Ding Xuexiang said here on Friday that China-Russia relations are now at their best in history, being stable, rock-solid and unbreakable.

Ding, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks when answering questions after delivering a speech at the plenary session of the 28th St. Petersburg International Economic Forum.

Noting that China is happy to see Russia and the United States resume contacts and exchanges, Ding said engagements between major countries are a boon to the entire world as they can help stabilize the international situation and revitalize the global economy.

The China-Russia relations, under the strategic guidance of Chinese President Xi Jinping and Russian President Vladimir Putin, have reached a historic height, being stable, rock-solid and unbreakable, he said, adding that the China-Russia friendship can hardly be disturbed by a third party, nor is targeted against a third party.

Meanwhile, Ding said major countries should act like major countries and take the lead in safeguarding the international system with the United Nations at its core, defending international fairness and justice, and providing more certainty to the world.

China, as a responsible major country, is willing to work with all parties to boost global prosperity and stability, said the Chinese vice premier.

While attributing the educational and technological achievements so far made worldwide to exchanges and cooperation, Ding pointed out that certain countries politicizing educational and technological cooperation and setting up obstacles would harm global sustainable development.

Realities have shown that innovation and advancement can happen where there is blockade or containment, Ding said, adding that China is willing to work with Russia to consistently expand the scale and scope of their cooperation and improve the cooperation mechanisms, so as to jointly lift bilateral educational and technological collaboration to a new level.

Prior to the economic forum meeting, Ding briefly met with Russian oil company Rosneft’s chief executive Igor Sechin and exchanged views on enhancing China-Russia cooperation in the oil sector.

  • MIL-OSI Russia: Sechin called the new face of energy a synthesis of traditional and alternative sources

    Translation. Region: Russian Federal

Source: Rosneft – Rosneft – An important disclaimer is at the bottom of this article.

The synthesis of traditional and alternative energy sources is currently the optimal solution for the development of the global energy sector, said Rosneft Chief Executive Officer Igor Sechin at the Energy Panel at the XXVIII St. Petersburg International Economic Forum.

According to the head of the Company, the search for new energy sources never stops, and today active work is underway to develop a number of promising technologies. However, their full implementation is still far away, since modern technological solutions in this area are too expensive and inferior to traditional energy sources in a number of parameters.

“For many years now, great hopes have been placed on the use of hydrogen. However, low-carbon hydrogen still accounts for less than 1% of all produced volumes. According to the consulting company Deloitte, the introduction of “green” hydrogen fuel will cost almost 10 trillion dollars by 2050,” noted Igor Sechin, adding that the cost of green hydrogen varies from 200 to 400 dollars per barrel of oil equivalent, which, in the current conditions, makes it uncompetitive compared to oil and gas.

He also stressed that using cheaper methods of hydrogen production does not reduce the carbon footprint, since the production of so-called “grey” hydrogen exceeds the emissions that occur during the full cycle of production and use of gasoline.

The introduction of space solar energy is also associated with large expenses, Igor Sechin emphasized. The head of the Company noted that the cost of a satellite capable of converting solar energy into electricity in space exceeds 30 billion euros, while there is still no technology that would allow transmitting huge amounts of energy to Earth from space.

The head of Rosneft also drew attention to the search for alternative options in the field of energy storage. “Alternative types of batteries are appearing, which already offer certain advantages, but are not yet ready for widespread implementation. For example, a sodium-ion battery reduces charging time by 75% and has higher performance at low temperatures, but is several times inferior to existing lithium-ion analogues in energy capacity and service life,” said Igor Sechin.

“As we can see, we are still very far from the full implementation of all these technologies. Therefore, today the optimal solution is a synthesis of traditional and alternative sources,” the head of Rosneft concluded.

  • MIL-OSI Russia: Igor Sechin spoke about the renaissance of nuclear energy

    Translation. Region: Russian Federal

Source: Rosneft – Rosneft – An important disclaimer is at the bottom of this article.

The importance of nuclear energy, which is a natural complement to fossil fuels, is growing, said Rosneft Chief Executive Officer Igor Sechin at the Energy Panel at the XXVIII St. Petersburg International Economic Forum.

“Against the backdrop of growing consumption, all types of generation, including nuclear, are experiencing a rebirth. This is well illustrated by the price of uranium fuel, which has grown more than threefold over the past seven years,” noted Igor Sechin.

He recalled that the idea of thermonuclear fusion was formulated back in the 1930s, and many famous scientists, including Nobel laureates Hans Bethe, Pyotr Kapitsa, Igor Tamm and later Andrei Sakharov, sought to reproduce this process and control it. In theory, thermonuclear fusion is capable of generating almost four million times more energy than burning oil or coal, said Igor Sechin. However, to maintain a thermonuclear reaction and obtain sustainable energy, it is still necessary to improve the methods of plasma containment, ensuring its stability, and increasing efficiency.

The head of Rosneft noted that just a few years ago, nuclear energy was in a deep crisis due to a decline in activity in the industry, and such large companies as Westinghouse and Areva had to go through restructuring and change of ownership. However, the situation began to change. “Over the past 5 years, annual global investments in nuclear energy have increased by 50% and reached $70 billion last year. China is becoming one of the leaders in nuclear energy today. Over the past ten years, the installed capacity of nuclear generation in this country has increased fivefold and approached 60 GW. In the coming years, China plans to complete the construction of another 32 reactors,” he noted.

At the same time, Sechin called an important point the fact that China, in developing its nuclear industry, relies on the latest technological achievements of the leading nuclear powers – Russia, the USA and France, Sechin said.

He noted that Russia has many years of experience in building nuclear power plants. The cost of the most modern Russian reactor VVER-1200 is significantly lower than the American “AP-1000”. Today, such reactors are already operating in Russia and are planned for commissioning in friendly countries.

At the same time, Sechin noted, the availability of a resource base is of particular importance. Today, only seven countries, including the Russian Federation, control more than 90% of the world’s uranium fuel production and about 70% of the world’s uranium reserves.

“Today, Russia is the only country in the world that has expertise in the entire technological chain of the nuclear fuel cycle, from uranium mining to nuclear fuel disposal. In total, 80 nuclear reactors have been built in the world using Russian technologies,” he said.

Russia also has the world’s only floating low-power nuclear power plant. Four more nuclear power plants are currently under construction.

In our country, a sodium-cooled nuclear reactor belonging to the category of fast neutron reactors, BN-800, has been successfully operated for ten years already; another fast neutron reactor of the latest generation, BN-1200, is under construction.

“Reactors of this type incorporate the most advanced technical solutions, including the enlargement of fuel elements, the use of uranium-plutonium mixed fuel, as well as new structural steels with increased radiation protection, which ensure deeper fuel burnup and higher efficiency. In particular, the efficiency of electricity generation increases by 20-25%, even without taking into account the significantly higher efficiency of fuel use,” said the head of Rosneft.

According to the IEA forecast, by 2050 the installed capacity of nuclear generation in the world will grow by almost 60% and reach 650 GW. “I think this estimate is underestimated. Just a few weeks ago, the US President set a goal to increase the capacity of nuclear generation in this country fourfold to 400 GW,” Sechin noted.

The head of Rosneft expects further growth in investments in the nuclear sector: new technologies, such as small modular reactors, are attracting increased attention from investors today. Although such reactors are more mobile, their implementation also requires investments in the development of power grids. In addition, special attention should be paid to issues of their safety and security from terrorist threats.

“Recently, Rolls-Royce announced that it had won a tender to build such reactors in the UK. Experts note that these reactors have a number of features. One of them is described in Ecclesiastes: “What is crooked cannot be made straight, and what is not can not be counted.” None of these reactors have yet been put into operation,” Sechin explained.

The proposed smaller reactors will require no less effort and expense, including fuel disposal and safety, than existing larger reactors.

“And finally, nuclear energy is, in any case, a dual-use technology. The issue of non-proliferation of nuclear weapons should be given the closest attention, because it is believed that it is precisely because of them that the Middle East conflict is currently escalating. It is necessary to understand whether we want further expansion of the nuclear club,” Igor Sechin concluded.

Source: Rosneft – Rosneft – An important disclaimer is at the bottom of this article.

Most of the world today is sitting on a “debt needle”, and the overall level of debt of developed countries is at an extremely high level, said Igor Sechin, Chief Executive Officer of PJSC NK Rosneft, speaking at the Energy Panel within the framework of the XXVIII St. Petersburg International Economic Forum.

In his keynote speech, “The Odyssey of the World Economy in Search of the Golden Fleece. The New Face of Global Energy,” the head of Rosneft recalled that the 2008 mortgage crisis left the financial sector on the brink of collapse. To save it, the world printed the equivalent of $35 trillion.

“As a result of such Western policies, most of the world is now sitting on a ‘debt needle.’ The overall level of debt in industrialized countries, including the debt of the non-state sector, is at an exorbitant level, approaching 300% of GDP,” Igor Sechin noted.

Igor Sechin said that the disproportionate growth of the financial sector has led to the fact that today in the US the value of financial assets is more than 5 times higher than GDP, and this trend is typical for most economies in the world, including Russia. “Even in Russia, the size of financial assets is already approaching 100% of GDP,” he noted.

“The odyssey of the global economy includes various attempts to find a solution to the accumulated issues. Including one of the tools for eliminating the problem of the US budget deficit in recent times have become trade restrictions. However, a sharp increase in import duties leads to a break in chains, the creation of a deficit, inflation,” the head of the Company said.

Sechin noted that China has hardly noticed the restrictions introduced this year.

According to the head of Rosneft, in its latest report the World Bank lowered its forecast for US GDP growth this year to 1.4% – the worst average figure since the financial crisis of 2008. For China, the World Bank forecast has not changed: its economy is expected to grow by 4.5% this year.

  • MIL-OSI: MountBay Energy Unlocks Microbial Biofilm Technology to Revolutionize Battery Longevity

    Source: GlobeNewswire (MIL-OSI)

NEW YORK, June 21, 2025 (GLOBE NEWSWIRE) — MountBay Energy has unveiled groundbreaking research on microbial biofilms that could redefine the future of grid-scale energy storage. The study, led by founder Vrushabhraj Tanawade, introduces a bio-integrated insulation method using thermophilic and mesophilic microbial consortia to regulate heat inside battery modules. The results are striking: up to a 22% reduction in internal temperature and a 30% improvement in carbon lifecycle efficiency.

“This innovation is about biology meeting infrastructure,” says Tanawade. “We’ve discovered how nature’s mechanisms can dramatically extend the life of our clean energy systems.”

Unlike conventional synthetic cooling solutions, MountBay’s microbial approach is circular, biodegradable, and scalable—opening up new frontiers for climate resilience and fire-risk reduction in hot environments.

The research aligns perfectly with MountBay’s mission to power the AI economy through clean, sustainable, and advanced infrastructure. It also positions the company as a frontrunner in biological material integration across the energy sector.

Additionally, MountBay has released a preliminary transformative feasibility report for a Lunar Solar Belt—a continuous solar array on the Moon that can beam uninterrupted, clean energy back to Earth.

The report outlines how in-situ resource utilization (ISRU), autonomous lunar robotics, and microwave power transmission could enable the construction of a moon-based solar plant by the 2030s. With an energy return on investment (EROI) of 8:1, the system offers a scalable, emission-free solution to humanity’s growing power demands.

“This is not just an energy project—it’s a civilization-scale investment in global stability,” said Tanawade. “We believe the Moon should be a cooperative utility, not a geopolitical race.”

MountBay is also proposing a new diplomatic framework—The Earth-Moon Energy Accord (EMEA)—to ensure equitable access, safety, and international cooperation.

The concept directly supports MountBay’s mission: to push the frontiers of clean power while securing energy independence for AI-driven economies.

Tanawade is rallying governments, institutions, and innovators to join him. “It’s time for America to lead the most ambitious energy project in human history,” he said.

Beijing is cementing its position as a national leader in the commercial space sector, with local firms breaking records in rocket launches and satellite technology as the city pushes for global industry prominence.

“Beijing’s commercial space ecosystem is among the best in China — certainly in the top tier,” said Xia Dongkun, executive president of Beijing-based launch service provider Galactic Energy, during a media tour of the company’s exhibition hall on June 18.

Galactic Energy has completed 19 successful commercial missions, delivering 81 satellites with various functions into orbit. Its CERES-1 rocket holds the record for the most successful launches among China’s privately developed rockets, underscoring Beijing’s growing commercial space capabilities.

As the birthplace of China’s space program, Beijing is implementing the 14th Five-Year Plan’s directive to promote the integrated development of strategic emerging industries.

The city has established a comprehensive commercial space supply chain, hosting more than half of the country’s core aerospace R&D institutions and over 300 high-tech commercial space enterprises. Of these, 46 were named to the 2024 China Top 100 Commercial Space Companies list, accounting for nearly half of the national total and highlighting Beijing’s leading position in the industry.

The city has established a distinctive spatial layout known as “Southern Rockets, Northern Satellites.” In the south, areas such as E-Town and Fengtai district have become hubs for commercial rocket manufacturers, including industry leaders Landspace and Galactic Energy, representing more than 70% of China’s commercial launch vehicle companies.

Meanwhile, Haidian district in the north has developed into the country’s most advanced cluster for satellite manufacturing, boasting a fully developed supply chain for spacecraft production.

Beijing’s technological achievements continue to set new industry benchmarks. Landspace’s Zhuque-3 test vehicle completed a 10-kilometer vertical takeoff and landing, making it the first Chinese reusable rocket to demonstrate mid-air reignition.

Galactic Energy launched seven missions in 2023, ranking third globally among commercial space firms. In satellite technology, Galaxy Space carried out Thailand’s first low-Earth orbit broadband satellite internet test in May 2024, marking China’s first overseas deployment of such services.

On the international stage, Beijing is advancing the Chinese Academy of Sciences’ International Meridian Circle Program, which recently completed its second phase after securing cooperation with 13 overseas institutions. The city also uses platforms like the Zhongguancun Forum’s space sessions to promote global industry dialogue and expand space infrastructure partnerships under the Belt and Road Initiative.

Following the 14th Five-Year Plan’s call to advance core technologies, the city has launched several initiatives, including establishing the Beijing Reusable Rocket Technology Innovation Center and supporting more than 30 research projects by firms such as Landspace. The city attracted 1 billion yuan ($139 million) in investment for seven commercial space and low-altitude economy firms in 2024 and released 10 initial application scenarios for technologies such as natural resource monitoring and emergency relief.

Looking ahead, Beijing’s commercial space sector will focus on three key areas. For launch vehicles, the goal is to achieve orbital recovery and reuse of rockets by 2026 and to start developing a super heavy-lift rocket. For satellites, plans include research on a space computing constellation and advances in solar arrays and electric propulsion. The city also aims to boost commercial satellite services in areas such as mobile communications, insurance claims, smart cities and autonomous driving.

  • MIL-OSI China: China boosts autonomous driving with expanding test zones, policy support

Source: People’s Republic of China – State Council News

In Beijing Economic-Technological Development Area, also known as Beijing E-Town, drivers and pedestrians have grown increasingly accustomed to driverless robotaxis.

Wang Wei conducts road testing for an autonomous vehicle at an autonomous driving demonstration area in Yizhuang in Beijing, capital of China, June 19, 2024. (Xinhua/Ju Huanzong)

But autonomous technology isn’t just limited to ride-hailing in the area. Driverless sanitation vehicles now sweep the streets along pre-programmed routes, while autonomous minibuses shuttle back and forth along tree-lined avenues.

This futuristic reality can be traced back to September 2020, when the Chinese capital launched the world’s first high-level autonomous driving demonstration zone.

Since then, the city has completed the intelligent deployment of roadside infrastructure across 600 square kilometers and plans to expand the demonstration zone to approximately 3,000 square kilometers between the fourth and sixth ring roads.

To date, the demonstration zone has issued road test permits to 33 companies, covering some 900 vehicles with a combined autonomous driving test mileage of over 32 million kilometers, accounting for over a quarter of the total national autonomous test mileage.

Autonomous driving has become a key area in China’s push to integrate digital technologies with the real economy. As pilot projects expand, cities such as Beijing, Shanghai, and Shenzhen are advancing multi-scenario applications, from ride-hailing and logistics to public transit and street cleaning.

Beijing, home to leading companies in the field, including Baidu, Pony.ai and Neolix, is forging the road ahead with both regulation and deployment. In April, a new local regulation on autonomous vehicles took effect, providing a clear regulatory framework for autonomous vehicles equipped with Level 3 and higher systems.

Shanghai and Shenzhen are also accelerating development. Shanghai recently expanded its autonomous driving test roads to more than 750 kilometers, while Shenzhen has rolled out AI-powered buses on several urban routes. Backed by dedicated legislation and cutting-edge vehicle-road coordination systems, both cities are rapidly scaling their smart mobility ecosystems.

At a modern distribution facility in the E-Town operated by autonomous driving vehicle producer Neolix, a fleet of autonomous delivery vehicles glides in one after another.

Inside the sleek white building, each vehicle halts precisely beneath a massive overhead conveyor belt.

As the vehicles open their lids automatically, parcels slide down from the second floor, neatly filling each compartment. Once loaded, the lids close, and the vehicles quietly roll out, ready for dispatch.

Powered by an intelligent backend scheduling system, the factory can coordinate hundreds of autonomous delivery vehicles with various sorting lanes, achieving precise and efficient package matching.

“Our autonomous vehicles are primarily operating regularly in Beijing’s Shunyi District and E-town. Overall, we can help courier companies reduce logistics costs by around 50 percent while improving delivery efficiency by roughly 30 percent,” said Yang Zhe, the co-founder of Neolix.

“Our vehicle is equipped with 12 cameras and a LiDAR, enabling full 360-degree perception with no blind spots,” Yang added. “When the system detects an obstacle, it locks onto the object, calculates its size and distance, and then decides whether to continue forward or take an alternate route.”

By the end of August 2024, Chinese public security authorities had issued 16,000 test licenses for autonomous vehicles, with some 32,000 kilometers of roads nationwide opened for autonomous vehicle testing, according to the Ministry of Public Security.

As intelligent vehicle technology advances rapidly, safety has become a core industry challenge. From data privacy to AI misjudgments in autonomous driving, experts stress the need for clearer safety boundaries as AI plays a deeper role in the sector.

“As AI reaches a certain stage of development, it is essential to address deeper issues spanning industry, technology, safety, as well as social, legal, and ethical dimensions,” said Su Linke, an executive from the new energy vehicle brand Deepal.

Finding ways for AI to serve both vehicles and people better and to help foster more harmonious social relationships should be a shared priority in advancing the industry, Su added.

  • MIL-OSI USA: Sens. Scott, Alsobrooks Introduce Bipartisan Legislation to Allow Federal Tax Credit for Beauty Industry Small Businesses

    US Senate News:

Source: United States Senator for South Carolina Tim Scott

WASHINGTON — U.S. Tim Scott (R-S.C.) and Angela Alsobrooks (D-Md.) introduced the Small Business Tax Fairness and Compliance Simplification Act. This legislation allows beauty industry small businesses, such as hair stylists, barbers, and nail technicians, to qualify for the Section 45(B) federal tax credit and provides a safe harbor for these businesses to establish procedures for tipped employees to better report their wages without attracting additional tax liability.

The beauty industry is the second largest tip-based sector but is excluded from the Section 45(B) federal tip tax credit. Currently, the tax credit is only available for the restaurant industry and not the beauty industry. Providing beauty industry small businesses with access to the Section 45(B) credit would allow them to hire more employees and decrease their federal tax burden.

“The beauty services industry is expanding rapidly, with entrepreneurs supporting over 1.3 million hardworking Americans,” said Senator Scott. “This important effort to modernize the tax code ensures small businesses—like salons and barbershops—have a fair shot at success. I’m proud to lead this bipartisan legislation that will support these business owners and their employees in building wealth and achieving their own American Dream.”

“It is long past time that we allow small businesses in the beauty industry to qualify for this federal tax credit so they have more opportunities to grow their businesses, create more jobs, and fuel our economy. Small businesses are the backbone of Maryland, the backbone of our country, and this legislation would allow Maryland’s small businesses in the beauty industry to flourish,” said Senator Alsobrooks.

“The beauty industry is powered by women-owned small businesses, employing over more than one million professionals and offering countless entry-level opportunities,” said Megan Patton, Chair of the National Association of Women Business Owners (NAWBO) Board of Directors. “This bill relieves owners of the burden of unpredictable tip taxation, paving the way for greater financial stability. With projected industry growth of close to 20% by 2030, now is the time to act,” continued Patton. “This legislation will not only support small businesses but also strengthen retirement security for spa, beauty, and barbering professionals across the country.”

“As a longtime small business owner in the beauty industry, I know firsthand how important it is to have policies that reflect the realities we face every day. The Small Business Tax Fairness and Compliance Simplification Act is a game-changer for businesses like mine. It gives us the tools to operate more transparently, take care of our teams, and build for the future without the fear of unexpected tax penalties. This kind of support can make all the difference for barbers, stylists, and salon owners working hard to stay afloat and serve their communities,” said Derick Ausby, State of Maryland Barber Board Member and Owner of the Groomatory Mens Club.

The Small Business Tax Fairness and Compliance Simplification Act has broad industry support, including the Professional Beauty Association (PBA), the International Spa Association, the National Association of Barber Boards of America, the Professional Beauty Employment Coalition, the National Association of Women Business Owners, the Personal Care Products Council, the International SalonSpa Business Network, and the Esthetics Council.

Representatives LaHood (R-Ill.-16) and DelBene (D-Wash.-01) reintroduced this bill in the House last month with bipartisan support.

  • MIL-OSI Russia: Special Report: Alternative North-South Highway Becomes “Road to Happiness” for Residents Living Along It

    Translation. Region: Russian Federal

Source: People’s Republic of China in Russian – People’s Republic of China in Russian –

Source: People’s Republic of China – State Council News

BISHKEK, June 21 (Xinhua) — “When we were children, we thought about how to keep livestock, and now young people are learning from us how to better serve tourists,” said Marat Rysaliev, 54, a resident of Kazarman village in Kyrgyzstan’s Jalal-Abad region. He credited the new road built with Chinese construction workers for the big change.

Kyrgyzstan is a mountainous country. Its capital Bishkek in the north and Jalal-Abad and Osh in the south are important economic areas of the country. However, traffic on the old highway connecting the north and south of Kyrgyzstan was inconvenient.

“The road used to be bad, gravel. Accidents often happened on it,” recalls M. Rysaliev. “Heavy-duty vehicles like semi-trailers never came here. And the materials and tools needed for construction could not be brought to us.”

As one of the first countries to support and participate in the joint construction of the Belt and Road, Kyrgyzstan has cooperated with China in the construction of the North-South alternative highway. The new transport route, with a total length of 433 km, has brought real conveniences and improved the well-being of local residents, and has given new impetus to the development of areas located along it.

“After the construction of the new highway was completed, it became very convenient for people to get to Jalal-Abad, and now you can get to Issyk-Kul much faster. Large loads can be easily brought,” shared M. Rysaliev, adding that there are more and more tourists in Kazarman, and a significant part of the houses in the village were given to them. And in order to provide guests with better services, local residents are beginning to study foreign languages.

Azamat Mamyrbayev is a restaurant owner in Kazarman. He enthusiastically noted the tangible benefits that the alternative North-South highway has brought to local residents. “Our residents participated in the construction of the highway. They began to receive higher wages, their solvency increased. And my restaurant business took off,” he said.

    A. Mamyrbayev told Xinhua that he really likes driving on the new highway. “I often use this road to travel to Jalal-Abad and Bishkek. The road is very good, standard, and cars have started breaking down less,” he said.

However, the construction of such a road was not easy. The construction work of the first and second stages of the highway was carried out by the China Road company

According to Jin Zhe, due to the difficulties in construction work and the special geographical conditions along the route of the new highway, the builders developed special construction plans. “Kyrgyzstan is a mountainous country, so we built a tunnel about 4 km long. The route of the road passes through the Naryn River, the largest waterway in the country. We built two large overpass bridges for this. All this helped accumulate a lot of experience for the implementation of similar large-scale infrastructure projects in mountainous areas in the future,” he added.

As the head of the Toguz-Toro district of the Jalal-Abad region Manas Murataliev stated, the alternative North-South highway is historically significant for the district. Its construction greatly helped improve the quality of life of the population.

“It was difficult for residents of our district to travel to Bishkek. For a long time, communications were poorly developed,” said M. Murataliev. “Now the journey to the capital along the new road takes only 5-6 hours. Previously, it took as much as 8-9 hours and even longer.”

The head of the Toguz-Toro district also emphasized that with the opening of the new highway, local and foreign investors are coming to the district. According to him, this will contribute to the development of tourism and the hotel business of the district.

“It was the Chinese builders who built this unique road through the mountain and with their hard work made a huge contribution to the economic development of our region and Kyrgyzstan as a whole. Our residents are very grateful to them,” added M. Murataliev. –0–

  • Iran, Israel launch new attacks after Tehran rules out nuclear talks

    Source: Government of India

    Source: Government of India (4)

Iran and Israel exchanged fresh attacks early on Saturday, a day after Tehran said it would not negotiate over its nuclear programme while under threat and Europe tried to keep peace talks alive.
Shortly after 2:30 a.m. in Israel (2330 GMT on Friday), the Israeli military warned of an incoming missile barrage from Iran, triggering air raid sirens across parts of central Israel, including Tel Aviv, as well as in the Israeli-occupied West Bank.

Interceptions were visible in the sky over Tel Aviv, with explosions echoing across the metropolitan area as Israel’s air defence systems responded.

At the same time, Israel launched a new wave of attacks against missile storage and launch infrastructure sites in Iran, the Israeli military said.
Sirens also sounded in southern Israel, said Magen David Adom, Israel’s national emergency service. An Israeli military official said Iran had fired five ballistic missiles and that there were no immediate indications of any missile impacts.

There were no initial reports of casualties.

The emergency service released images showing a fire on the roof of a multi-storey residential building in central Israel. Local media reported that the fire was caused by debris from an intercepted missile. Israel began attacking Iran last Friday, saying its longtime enemy was on the verge of developing nuclear weapons. Iran, which says its nuclear programme is only for peaceful purposes, retaliated with missile and drone strikes on Israel.

Israel is widely assumed to possess nuclear weapons. It neither confirms nor denies this.

Its air attacks have killed 639 people in Iran, according to the Human Rights Activists News Agency, a U.S.-based human rights organisation that tracks Iran. The dead include the military’s top echelon and nuclear scientists.

In Israel, 24 civilians have been killed in Iranian missile attacks, according to authorities.

    TALKS SHOW LITTLE PROGRESS

Iran has repeatedly targeted Tel Aviv, a metropolitan area of around 4 million people and the country’s business and economic hub, where some critical military assets are also located.
Israel said it had struck dozens of military targets on Friday, including missile production sites, a research body it said was involved in nuclear weapons development in Tehran and military facilities in western and central Iran.

Iranian Foreign Minister Abbas Araqchi said there was no room for negotiations with the U.S. “until Israeli aggression stops”. But he arrived in Geneva on Friday for talks with European foreign ministers at which Europe hopes to establish a path back to diplomacy.
U.S. President Donald Trump on Friday reiterated that he would take as long as two weeks to decide whether the United States should enter the conflict on Israel’s side, enough time “to see whether or not people come to their senses”, he said.

Trump said he was unlikely to press Israel to scale back its airstrikes to allow negotiations to continue.
“I think it’s very hard to make that request right now. If somebody is winning, it’s a little bit harder to do than if somebody is losing, but we’re ready, willing and able, and we’ve been speaking to Iran, and we’ll see what happens,” he said.

The Geneva talks produced little signs of progress, and Trump said he doubted negotiators would be able to secure a ceasefire.
“Iran doesn’t want to speak to Europe. They want to speak to us.

Europe is not going to be able to help in this one,” Trump said.
Hundreds of U.S. citizens have fled Iran since the air war began, according to a U.S. State Department cable seen by Reuters.

Israel’s envoy to the United Nations, Danny Danon, told the Security Council on Friday his country would not stop its attacks “until Iran’s nuclear threat is dismantled”. Iran’s U.N. envoy Amir Saeid Iravani called for Security Council action and said Tehran was alarmed by reports that the U.S. might join the war.

Russia and China demanded immediate de-escalation.

A senior Iranian official told Reuters that Iran was ready to discuss limitations on uranium enrichment but that it would reject any proposal that barred it from enriching uranium completely, “especially now under Israel’s strikes”.

  • MIL-OSI USA: Senator Hassan Answers Questions in Windham from Small Business Leaders and Workers

    US Senate News:

Source: United States Senator for New Hampshire Maggie Hassan

WINDHAM – U.S. Senator Maggie Hassan participated in an event today hosted by the Southern New Hampshire Chamber of Commerce where she answered questions from small business leaders and workers. Granite State small business leaders asked about strengthening the local economy, reducing the deficit, and other priorities.

“I appreciated hearing directly from New Hampshire’s small business leaders and workers about the challenges that they are facing, which have been made worse by the Trump Administration’s reckless and chaotic actions,” said Senator Hassan. “Small businesses are the backbone of New Hampshire’s economy, and I will continue to work to get small businesses the support that they need, including relief from President Trump’s recklessly broad tariffs.”

Senator Hassan has a record of supporting small businesses. Senator Hassan recently reintroduced bipartisan legislation to cut taxes for small businesses with fewer than 10 employees that create retirement accounts for their employees. She has stood up to the Trump Administration’s reckless tariffs that are raising costs on Granite State families and small businesses – which are also making it difficult for businesses to plan for the future. Senator Hassan has also been a leader in advocating for the full restoration of the research & development tax deduction so that businesses in the United States can continue to outcompete China.

  • MIL-OSI USA: President Trump signs Kennedy resolution undoing cumbersome Biden-era bank merger rule

    US Senate News:

Source: United States Senator John Kennedy (Louisiana)

WASHINGTON – President Donald Trump today signed Sen. John Kennedy’s (R-La.) joint resolution of disapproval under Congressional Review Act (CRA) procedures to block an Office of Comptroller (OCC) rule that hurts community banks by adding unnecessary red tape to the bank merger approval process.

When the Biden administration imposed crippling red tape on the bank merger process, they delivered a devastating blow to small community banks nationwide, strangling their ability to serve their customers. I’m deeply thankful to my House and Senate colleagues for passing this vital legislation and to President Trump for signing my resolution to dismantle this oppressive regulation,” said Kennedy.

The Biden administration’s rule, which went into effect on Jan. 1, 2025, amended the Bank Merger Act of 1960 to make it harder for the OCC to approve healthy bank mergers quickly. Kennedy’s resolution would reverse the Biden administration’s misguided rule so that banks can stay in business and serve hardworking Americans.

Sens. Tim Scott (R-S.C.), Bill Hagerty (R-Tenn.), Thom Tillis (R-N.C.), Steve Daines (R-Mont.) and Bernie Moreno (R-Ohio) cosponsored the Senate resolution.

“The Biden-era rule restricting bank mergers disproportionately harmed small and midsized banks and would have reduced access to credit and financial services. I’m grateful to President Trump for signing Senator Kennedy’s resolution to overturn the rule, which will ensure the free market can decide how financial institutions can best serve their customers,”said Scott, Chairman of the Senate Banking Committee.

Rep. Andy Barr (R-Ky.), Chairman of the Financial Institutions Subcommittee on the House Financial Services Committee, introduced the companion resolution.

“Bank mergers create competition and efficiency in the banking system. By eliminating this rule, we will remove unnecessary guardrails on the bank merger process that make smaller and medium-sized banks less competitive. This is another win for President Trump, who is making our economy stronger by cutting government red-tape and unleashing the free market,” said Barr.

    Background:

    • Historically, the OCC assumed that a potential merger passed muster if the agency did not take action on a merger application within 15 days. The burden of showing that a merger would harm businesses and consumers fell on the OCC and bank regulators.
    • The Biden administration’s rule shifted the burden of proof to individual banks, making it harder for banks – particularly community banks – to fulfill their obligations by making smart, strategic mergers.
    • In February 2025, Kennedy introduced his resolution to undo the Biden administration’s rule.
    • On May 8, 2025, the Senate passed Kennedy’s resolution.
