  • NCGG launches 9th Capacity Building Programme to boost digital governance for Sri Lankan civil servants

    The National Centre for Good Governance (NCGG) on Monday commenced the 9th Capacity Building Programme for mid-career civil servants from Sri Lanka, aimed at strengthening their skills in digital governance and enhancing the effectiveness of public service delivery.

    Scheduled from May 26 to June 6, the two-week intensive training is hosting 40 officers serving in key administrative roles including Senior Assistants, Divisional Secretaries, and Deputy Directors. These participants represent vital ministries such as Public Administration, Defence, Health and Mass Media, and Education.

    Inaugurating the programme, Dr Surendra Kumar Bagde, IAS, Director General of NCGG, lauded the diverse representation of officers and highlighted its focus on strengthening digital governance capabilities.

    “This initiative is designed to equip participants with practical knowledge of India’s best practices in e-governance and to highlight the transformative role of technology in modern administration,” he said.

    Dr AP Singh, Associate Professor and Course Coordinator at NCGG, provided a detailed overview of the programme during the inaugural session. The training includes focused modules on critical themes such as the changing paradigms of governance, Aadhaar, digital payments in India, the Government e-Marketplace (GeM), the Public Finance Management System (PFMS), cybersecurity and cyber fraud, and the Digital India Land Records Modernisation Programme (DILRMP).

    Participants will also undertake several field visits to gain hands-on exposure. These include visits to the Lal Bahadur Shastri National Academy of Administration (LBSNAA), the Computerised Land Record Centre in Uttarakhand, the Mussoorie Dehradun Development Authority (MDDA), the PM Gati Shakti Anubhuti Kendra, the Election Commission of India, the National E-Governance Division, and the iconic Taj Mahal.

    Dr Bagde encouraged the Sri Lankan officers to actively participate and make the most of their interactions with mentors and subject experts throughout the programme.

    As announced in company announcement no. 1/2025 of January 17th, 2025, Columbus has conducted a strategic review to evaluate possible changes in the ownership structure, mergers or other consolidation. During the period of the review, the global financial markets have been considerably affected by increased uncertainty, leading to a significant slowdown in M&A transactions. The Board of Directors has concluded that the obtainable premium associated with a change of ownership is at an unsatisfactory level, hence the Board has decided to end the strategic review without changes to the ownership structure.

    However, the global slowdown in M&A transactions does offer interesting acquisition opportunities for Columbus to evaluate given the conservative debt level and strong cashflow of Columbus.

    Columbus will continue its strategic transformation and pursue further growth and margin improvement as outlined in the EBITDA15 plan. Columbus has identified the introduction of the agentic workforce as a significant driver of growth in the coming years and is well positioned to take lead in this transformation.

  • MIL-OSI United Kingdom: 40mph to 30mph speed limit reduction implementation to begin across the city

    From Monday June 9, we’ll begin implementing a series of speed reduction measures, from 40mph to 30mph, in locations across the city.

    We will be installing the new speed limit signs through June and July, beginning with Biggar Road.

    Once the new 30mph speed limit signs are in place, the new speed limits will be enforceable.

    We’re urging motorists to look out for the new signage and respect the speed limit.  

    Transport and Environment Convener, Councillor Stephen Jenkinson said:

    Road safety is a key priority for us and I’m glad that we’re moving ahead with this important process. Whilst this has taken longer than we initially anticipated, I’m confident that these measures will make many of our roads across the city safer.

    The evidence is clear – lower speed limits make roads safer for everyone. A pedestrian or cyclist has twice the chance of surviving a collision at 30mph compared to 40mph. Any action that we can take to make sure all road users are safer is a positive step.

  • An ode to the fourth-largest economy of the world

    In May 2025, India stands as the fourth-largest economy in the world, surpassing Japan and trailing only the United States of America, China, and Germany.

    With a Gross Domestic Product of over four trillion dollars, the economic might of the nation is now evident to the world. In the last decade, India’s GDP has more than doubled. To put things in perspective, it took India more than 65 years to reach its first two trillion dollars, and only eleven years to add the next two.

    The economic upliftment of rural India has been integral to this leap. For decades, the countryside was plagued by issues of food, shelter, and clothing. However, in the last eleven years, these challenges have been addressed through precise and people-centric policymaking.

    While an array of welfare programmes tells a compelling story, the simplest policy moves have been most effective. For instance, the Pradhan Mantri Garib Kalyan Anna Yojana has ensured an additional quota of foodgrains for more than 80 crore people. Before the Narendra Modi government took office, surplus foodgrains in government coffers were under contention, yet the previous government was unwilling to distribute them to those in need.

    Beyond welfare, this has had a significant economic impact. People in villages now have more disposable income, which they are using to buy consumer durables, processed foods, and foods with higher nutritional value. Aspirations are changing, and the success of the Mudra Yojana is a testament to this shift. No longer a liability, rural India is now an asset for a rising nation.

    Urban pockets are evolving as well. With every trillion dollars added to the economy, consumer demand is transforming. Earlier this month, Lego, one of the world’s largest toymakers, opened its first store in India in Gurugram, Haryana. Apple, the world’s leading technology company, is now embedded in urban markets, increasing its manufacturing volume and value within India.

    But India’s manufacturing story is not just about Apple; it encompasses millions of young and old entrepreneurs shifting to local production, moving beyond the role of traders. Near the Haryana border, in Delhi’s North-West district, lies Bawana, an example of this significant shift. The Prime Minister’s larger message of ‘Make in India, Make for India, and Make for the World’ has resonated with entrepreneurs here, who are leading the change.

    The greatest supplement to India’s growth over the last decade has been infrastructure. Prime Minister Narendra Modi has shown an unprecedented commitment to infrastructure development, rivaling Franklin D. Roosevelt in the 1930s.

    India’s infrastructure push over the last decade has been the most ambitious in any democracy in the past century. A simple litmus test is that every individual within a 50-kilometer radius can vouch for redevelopment and numerous greenfield infrastructure projects.

    These projects are empowering people in every state, enabling access to greater economic and employment opportunities. Projects like the Dedicated Freight Corridors, dormant under the previous government, are now instrumental in reducing export costs and enhancing the ease of doing business.

    In the northeastern part of the country, projects are opening new avenues for tourism and the regional economy. In the Himalayas, strategic infrastructure initiatives, from Arunachal Pradesh to Ladakh, are strengthening military capabilities.

    The government’s intent toward infrastructure is validated by its annual capital expenditure commitment. In recent years, the Centre has committed over Rs. 50 lakh crore to infrastructure development. This also serves as evidence of the government’s fiscal management, which has navigated the pandemic, the global supply chain crisis, and the Russia-Ukraine war. The focus has been on creating long-term assets to fuel economic growth.

    The dual impact of welfare and infrastructure is fostering a generation of job creators. These are citizens, born in the late 1980s, 1990s, and early 2000s, who are not seeking employment but creating it.

    This new generation is further empowered by the digitisation of the economy and the pan-India market it has opened. These include digital creators as well. Employing anywhere from two to two hundred professionals, these entrepreneurs are transforming the dynamics of the Indian job market.

    This is what makes India the largest free market in the world. Beyond geopolitical dynamics, the economic might of India’s market size cannot be underestimated. India’s market access alone can cripple foreign powers, as seen in 2020 when the government banned TikTok and in 2025 when it sent a stern message to Pakistan through Operation Sindoor. The world needs India more than India needs the world. That is the power of 140 crore people.

    India’s rise to the third-largest economy is certain and will occur before 2029. Then begins a long journey toward becoming one of the world’s most important economic centres, driven by its market and demography. If the last decade was about cementing the size of the economy, the next will witness sharp and steep progress in microeconomic fundamentals, from per capita income to changing expenditure dynamics.

    From being among the ‘Fragile Five’ in 2013, India has come a long way by 2025, ranking among the top five. The comeback has been remarkable, and the country retains the momentum to surge further ahead. In 2015, it was the story of an economy struggling to find its footing. In 2025, it is about an economy ready to rise like an albatross, and by 2035, the story will be of a ten-trillion-dollar economy, reclaiming its civilisational position in a brave new world.

    Chinese director Bi Gan won the Special Prize on May 25 at the 78th Cannes Film Festival for his epic fiction feature “Resurrection.”

    Visionary auteur Bi’s “Resurrection” premiered on Thursday at Cannes to a 10-minute standing ovation and widespread critical acclaim. The art house sensation, starring Yi Yangqianxi, Shu Qi, Mark Chao and Li Gengxi, represents the sole Chinese-language contender in the main competition.

    In his acceptance speech, Bi expressed gratitude to the festival, jurors and all those who contributed to his film’s creation on behalf of the cast and crew. 

    The film has not yet set a release date, but it has sold widely following its world premiere, with companies from Italy, Germany, Spain, Greece, Switzerland, South Korea and others acquiring distribution rights.

    “Resurrection” unfolds through labyrinthine-like six sensory chapters of “visual,” “auditory,” “gustatory,” “olfactory,” “tactile” and “consciousness,” mirroring the Buddhist philosophy of the six senses. Set in a world where humanity has lost the ability to dream, one creature remains entranced by fading illusions — until a woman with the rare gift of perception appears, and she ventures into the monster’s dreams to uncover their hidden truth. The director uses this two-hour-and-forty-minute film to showcase his love for cinema, while framing a century-spanning fever dream through sensory and mental dimensions.

    On May 23, Bi Gan and the creative team took part in a Cannes press conference to discuss the film’s creative process. When addressing his signature long takes, Bi called them his “most familiar technique,” while Yi Yangqianxi revealed their pivotal sequence took 15 consecutive days of midnight-to-sunrise filming, completed with “ideal weather conditions.” Bi elaborated on the leads: “Yi’s character Fantasmer drifts frenziedly through time and space, while Shu Qi’s embodies absolute rationality — yet becomes mesmerized by his character.”

    Within the film’s setting, Yi portrays five distinct roles across the chapters — marking his first multi-character performance. He meticulously crafted their unique voices, postures and movements to embody the director’s vision, creating instantly recognizable traits for these multiple identities.

    Renowned Chinese sci-fi writer Chen Qiufan, who served as script consultant for “Resurrection,” described the film as “sci-fi poetry cinema” at a Cannes event on May 19 and revealed his frequent discussions with the director about consciousness.

    The film is Bi Gan’s first feature since the 2018 festival sensation “Long Day’s Journey into Night,” a groundbreaking 3D experiment. Festival organizers described his work as a showcase of his evolving creativity that maintains the sensory and poetic qualities defining his style. They also noted that at just 35 years old, he has established himself as a major force in shaping China’s new generation of art house cinema since his directorial debut “Kaili Blues” a decade ago.

    At the post-closing ceremony press conference on May 25, jury president Juliette Binoche revealed the jury unanimously created this special award for Bi because of the film’s singular creativity, stating, “‘Resurrection’ is like a UFO — an amazing invention.”

    Binoche also remarked on the film’s uniqueness. “Visually, it really moved me. I found it extraordinary. This film allows for dreams, subtexts that we feel and that are real. It’s full of poetry and allows us to feel something within ourselves,” she said.

    Bi added, explaining his inspiration: “There should be a film about the cinema that can comfort people in this world full of changes.”

    This year’s Cannes Film Festival featured 22 films competing for its top honor — the Palme d’Or. The competition section awards were announced at the festival’s closing ceremony. The Palme d’Or went to Iranian director Jafar Panahi’s “Un Simple Accident.” Joachim Trier’s “Sentimental Value” received the Grand Prix, while the Jury Prize was shared by Oliver Laxe’s “Sirat” and Mascha Schilinski’s “Sound of Falling.” The night’s big winner was Brazil’s “The Secret Agent,” earning best director for Kleber Mendonça Filho and best actor for Wagner Moura. Best actress went to Nadia Melliti for “The Little Sister,” and Belgium’s Dardenne brothers claimed best screenplay for “Young Mothers.”

  • MIL-OSI Europe: Looking Back on King Willem-Alexander’s Visit to Expo 2025 Osaka

    On Wednesday, 21 May, and Thursday, 22 May, King Willem-Alexander of the Netherlands visited the World Expo in Osaka as part of his journey to Japan. Between 13 April and 13 October 2025, Expo 2025 Osaka, Kansai, Japan is expected to welcome no less than 28 million visitors. The Netherlands has its own pavilion at the Expo, which has already received many thousands of guests in its first month. The King’s visit marked the highlight of the Netherlands’ National Day at the Expo. He was accompanied by Minister Klever for Foreign Trade and Development and Minister Beljaarts of Economic Affairs, who are in Japan for an economic working visit and a trade mission focusing on high tech and digitalization.

    National Day Celebrations

    National Day at the Expo is a special occasion hosted by each participating country. On 21 May, it was the Netherlands’ turn, and the King traveled to Osaka for the event. After signing the guestbook and attending an official ceremony—featuring the Dutch national anthem and flag-raising—King Willem-Alexander delivered a welcome address. In his speech, he emphasized the long-standing relationship between Japan and the Netherlands. In addition to Expo, 2025 also marks 425 years of Dutch–Japanese relations.

    Dance and Design on Display

    To mark National Day, the King attended a dance performance in the National Day Hall on the Expo grounds. Dutch ensemble Introdans collaborated with the Japanese group LAND FES for the occasion. Choreographers Adriaan Luteijn and Dai Matsuoka are pioneers in inclusive dance, creating performances where professional dancers share the stage with dancers with disabilities. The King also visited the temporary exhibition Arts & Crafts on Common Ground, where Dutch designers and Japanese artisans collaborated to create works that fuse contemporary and traditional techniques.

    Strengthening Economic Ties

    As part of the economic mission, a roundtable was held at the Netherlands Pavilion with CEOs from Dutch and Japanese companies. The meeting was attended by the King and co-hosted by the Kansai Economic Federation and the Confederation of Netherlands Industry and Employers (VNO-NCW). The goal: to encourage economic cooperation between the Netherlands and the Kansai region in western Japan—particularly in the fields of natural sciences, healthcare, and chemistry.

    Circular Pavilion

    The King concluded the day with a visit to the rest of the Netherlands Pavilion. A day earlier (20 May), AND BV, the design and construction consortium behind the pavilion, reached an agreement with the Japanese multinational Pasona Group to purchase and repurpose the pavilion after the Expo. This was always the intention: the Dutch pavilion is a model of circular construction—each part is registered and can be dismantled and reused elsewhere without loss. The day also included visits to the Japanese and Czech pavilions.

    425 Years of Shared History

    Throughout May, Osaka Castle is spotlighting the long-standing relationship between Japan and the Netherlands. The exhibition A New Dawn on Common Ground: 425 Years of Exchange between Japan and the Netherlands features objects dating back to the year 1600. That year, the Dutch ship De Liefde arrived in Japan, carrying the first Dutchmen to make contact with the country. This meeting eventually led to an exclusive trading relationship that lasted more than 200 years. On the second day of his visit, the King visited this exhibition, which was organized by the Dutch Consulate in Osaka and features items from both Dutch and Japanese collections.

    The Legacy of Rangaku

    Later that day, 22 May, the royal delegation visited Tekijuku, one of the most important Dutch-language schools in Japan. Until well into the 19th century, Japanese students studied Dutch there to access Western books. The presence of the Dutch in Japan offered a rare window to the rest of the world. Through Rangaku (Dutch Studies), the latest knowledge in fields such as medicine was introduced to Japan. Today, Tekijuku is part of Osaka University, where last year a new medical cooperation agreement was signed between Japan and the Netherlands. The King also visited Nakanoshima Qross, a new hub for research into the future of healthcare.

    Innovation and Future Collaboration

    In the afternoon, King Willem-Alexander and Minister Klever joined the economic mission on high tech and digitalization, led by Minister Beljaarts. Around 70 Dutch companies were introduced to approximately 170 Japanese guests. Multiple partnership agreements were signed to promote cooperation in areas such as semiconductors, quantum computing, and 6G telecommunications. The day concluded with an Innovation Parade, where 19 Dutch and Japanese organizations presented their work to the King.

  • MIL-OSI Europe: Sweden: EIB finances major expansion of Stockholm metro – one of Europe’s largest urban transport projects

    • The European Investment Bank (EIB) is providing approximately 400 million euro in additional financing to the Region of Stockholm and the City of Stockholm.
    • The project, which will affect four municipalities, involves 30 km of new tracks, 18 metro stations, and the expansion of a depot.
    • This is one of the largest metro expansion projects currently underway in Europe.

    The European Investment Bank (EIB) is stepping up its support for a project to expand the Stockholm metro by providing additional loans to the Region of Stockholm and the City of Stockholm. The EIB will provide a total of SEK 4.5 billion in financing, which equates to around €400 million. Including these new loans, the EIB has provided a total of over SEK 12 billion (more than €1 billion) for the project in Sweden’s capital.

    The project to expand the Stockholm metro is one of the largest infrastructure projects in Sweden to have been funded by the European Union and is the largest investment that the EIB has ever made in public transport in Sweden.

    EIB Vice-President Thomas Östros said: “This investment boosts both sustainable mobility and regional development. By providing an additional loan, we are demonstrating our long-term commitment to climate-smart investments in Europe’s growing cities. This project is an excellent example of how EU funding can benefit both people and the climate.”

    The metro project involves three new 30-kilometre sections in the Region of Stockholm, of which 20 kilometres will be in double-track tunnels, as well as 18 new stations. 130 500 housing units will be built along these new sections.

    The project will be implemented in the municipalities of Stockholm, Nacka, Solna and Järfälla. This initiative is essential to provide sustainable and efficient public transport to meet the needs of the growing population. 730 000 people currently use public transport in the county every day.

    Region of Stockholm Director-General Emma Lennartson said: “The EIB’s support is essential for investment in the metro expansion project. Continuing to invest in, and rely on, public transport is an effective way of reducing greenhouse gas emissions in the Region of Stockholm.”

    Lennartson also added:

    “With the City of Stockholm and our other partners in the county, we are working hard to reduce greenhouse gas emissions by 12% every year, which is necessary for the county to do its part to meet the objectives of the Paris Agreement. Investing in the metro will help to increase our chances of reaching carbon neutrality by 2045.”

    The new EIB loan is divided between the two borrowers:

    • SEK 2.5 billion will go to the Region of Stockholm
    • SEK 2 billion will go to the City of Stockholm.

  • MIL-OSI Europe: EIB awards design services contract for West Campus Programme

    The European Investment Bank (EIB) has awarded the contract for design services for its West Campus Programme to a leading multi-national consortium, after a competitive tender process initiated in 2024.

    The selected consortium comprises Assar Universum Architects (Luxembourg), Assar BE Architects (Belgium), Schmidt Hammer Lassen Architects (Denmark), Paul Wurth Geprolux (Luxembourg), Tractebel Engineering (Belgium), Topotek 1 (Germany), and Papaya Urbanistes et Architectes Paysagistes (Luxembourg). Collectively, these firms bring extensive expertise in large-scale building design and renovation, with a particular focus on projects in Luxembourg.

    Under the signed Framework Agreement, the consortium will provide design services for an initial period of eight years, with the possibility of extension for up to three additional years. The agreement is valued at up to EUR 33 million.

    This milestone marks a significant step forward in the EIB West Campus Programme, which aims to renovate and extend the West Building (WKI) while preserving its historic façade. The consortium will be initially responsible for developing the preliminary design, for submission to the EIB’s governing bodies in early 2026.

    Driving Environmental Impact

    1. Beach Cleanup

Sea turtles, fish, and dolphins are often endangered by such waste, risking entanglement or ingestion that can result in injury or death.   • MIL-OSI New Zealand: Port leaders embedding the ACOP on ports

    The Port Health and Safety Leadership Group enthusiastically welcomed the Approved code of practice for loading and unloading cargo at ports and on ships (ACOP) when it came into effect late last year.

    All commercial ports in New Zealand now have a set of base level safety standards that has been approved by the Minister for Work Place Relations and the Associate Minister of Transport.

    The ACOP provides assurance and clarity under the Health and Safety at Work Act 2015 (HSWA). If a business can show that what it has done is equivalent to or better than the requirements in the ACOP, then it’s likely to be meeting the test of what is reasonably practicable under the HSWA.
    Now, at its annual strategy meeting, the Leadership Group has made embedding the ACOP on ports one of its top priorities so that it’s widely understood and the benefits are felt across the sector.

    One of the focus areas is developing education resources. Over the past several months, Maritime NZ has been working with sector and union representatives to identify priority areas to support the workforce’s understanding of key topics under the ACOP. Following feedback gathered from two workshops, the group has decided to begin with risk management. The next steps will be to design the education resources and content, which will be done in collaboration with the sector.

    Maritime NZ has also begun proactive inspections relating to critical risks within the ACOP. Our first focus is on how a Person Conducting a Business or Undertaking (PCBU) is effectively managing hazards to health and safety relating to the loading and unloading of breakbulk cargo. Following this phase of the inspections, we’ll share our findings and themes with the Leadership Group and the sector, as well as support any future guidance or education material development.

    Over time, we’ll publish guidance and education resources, to support the ACOP. We will continue to provide updates in SeaChange and through other channels.

  • MIL-OSI United Kingdom: Regeneration Capital Grant Fund 2026-27 – opportunity to submit expressions of interest

    The Highland Council is now accepting expressions of interest for the Regeneration Capital Grant Fund for 2026-27.

    The Fund supports locally developed place-based regeneration projects that involve local communities, helping to tackle inequalities and deliver inclusive growth in deprived, and fragile communities across Scotland.

    The Regeneration Capital Grant Fund (RCGF) is delivered in partnership with the Scottish Government and COSLA. This year, for the first time, RCGF will streamline the funding previously delivered through the Vacant and Derelict Investment Programme (VDLIP) and the Regeneration Capital Grant Fund (RCGF) into one dedicated fund. 

    Chair of the Economy and Infrastructure Committee, Councillor Ken Gowans said: “The Highland Council has been successful in securing Regeneration Capital Grant Fund grants from the Scottish Government since it was established in 2014.  The fund is an incredibly competitive challenge fund. We can only submit applications for projects that are suitably well developed and can demonstrate that they will start in 2026-27.

    “Due to the tight timescale I would encourage any organisations or groups with eligible projects to act now and submit an expression of interest form to our CRF Team by the deadline of 13 June 2025.”

    Since the grant fund opened in 2014, 19 projects from The Highland Council region have received funding. Among the most recent projects that have secured grant funding are Knoydart Bunkhouse (£560,000) John O’Groats Mill (£1.5M) and Glenurquhart Hall (£602,500).

  • MIL-OSI Russia: Bashneft planted more than 40 thousand trees

    The Bashneft company (part of the Rosneft structure) continues large-scale greening of the Republic of Bashkortostan. In the spring of 2025, the company’s employees planted over 41 thousand tree seedlings in the region.

    As part of the environmental campaigns, seedlings of various tree species adapted to the climatic conditions of the regions were used. All work was carried out under the supervision of regional forestry departments.

    The Asly-Kul Nature Park in the Davlekanovsky District of Bashkiria is a specially protected natural area and an important recreational site. Bashkir oil workers planted 24 thousand pine seedlings as part of the all-Russian patriotic campaign “Garden of Memory”. This is a continuation of the annual program aimed at preventing swamping of Aslikul, the largest lake in the republic. The campaign makes a significant contribution to strengthening the ecosystem and preserving the unique natural complex of the reservoir. The employees of the Bashneft-Dobycha enterprise (Bashneft’s oil and gas production operator) have been systematically restoring the forest frame of Lake Aslikul since 2023. Thanks to the efforts of oil workers, over 100 thousand pine and larch seedlings have already been planted on the territory of the nature park, which in a few years will form four massive forest areas with a total area of 25 hectares.

    The importance of Bashneft’s initiative is also confirmed by experts from the Biology Research Center of the Ufa Federal Research Center of the Russian Academy of Sciences. Scientists have established that the creation of a coniferous forest in the northwestern part of Lake Aslikul will help stop the swamping of the shores and preserve the reservoir for future generations.

    In addition, workers of the Bashneft-Novoil plant cleared the shores of the lake from household waste as part of the federal environmental project “Water of Russia”. The anthropogenic load on the coastal area is high, since the reservoir is very popular with tourists. During the campaign, almost 22 kilometers of the coast were cleared.

    In just the last 5 years, thanks to the initiatives of Bashkir oil workers, more than 5.2 million trees have been planted on an area of over 1.5 thousand hectares. Young green areas will soon form full-fledged coniferous forests, which will contribute to the restoration and preservation of the ecological balance of the territories.

    Preserving the environment for future generations is an integral part of Rosneft’s corporate culture.     With the support of Rosneft, Lomonosov Moscow State University celebrated Biologist Day. The event was attended by about 6,000 people, including students and graduates of the educational institution, scientists, as well as schoolchildren and applicants interested in current issues of biology.

    MSU has been a key partner university of Rosneft since 2006. The main areas of cooperation include training and retraining of personnel and scientific research activities.     The port industry enthusiastically welcomes the Approved Code of Practice (ACOP) for loading and unloading cargo at ports and on ships coming into effect today, November 29.

    For the first time, all commercial ports in New Zealand now have a code of practice approved by the Minister to follow. The ACOP replaces all other existing industry codes of practice related to stevedoring.

    The Port Health and Safety Leadership Group – made up of ports and stevedoring companies, the Port Industry Association, unions and Maritime NZ – is pleased to see one of its key priorities under its multi-year work programme to address inconsistency of practice and reduce harm on New Zealand’s ports, come into force.

    The ACOP has now been signed by the Minister for Work Place Relations and Safety, Hon Brooke van Velden, and the Associate Minister for Transport, Hon Matt Doocey.

    A criticism of the current health and safety system from several industries’ leaders has been that it does not have the regulations, approved codes of practice and guidance to support businesses to understand what they need to do to comply with the law.

    Leadership Group Chair, Director of Maritime NZ, Kirstie Hewlett, said the ACOP provides assurance and clarity under the Health and Safety at Work Act.     Maritime NZ will take the ACOP into account when undertaking inspections, assessments and investigations and when deciding the appropriate enforcement action. Courts may also take the ACOP into account in their deliberations.

    The National President of the Rail and Maritime Transport Union, Aubrey Wilkinson, said the focus is rightly on loading and unloading ships because that is the most dangerous activity on ports – it is when most incidents and injuries happen.

    Port Industry Association Chair, Pat Kirk, said development of the ACOP has been strongly supported by the port sector. It has involved a large amount of work and effort from the sector, there is collective buy-in of the sector to it, and it will make a significant impact on the health and safety on ports.

    Demonstrating the level of buy-in, and collaborative approach taken, the ACOP took only 15 months to develop and reach agreement on. In addition, many businesses on ports are already considering how to implement and integrate it into their health and safety systems and processes, and some are already implementing it.

    We would like to thank all the industry and WorkSafe subject matter experts who gave their time to the development of the ACOP.

    Alongside the ACOP, the Leadership Group are working on further guidance, case studies, and educative tools and training to support implementation of the ACOP.

    Port Sector Insights Picture and Action Plan

    In 2022 the Port Health and Safety Leadership Group developed the Port Sector Insights Picture and Action Plan so that we could target actions based on evidence.

    The plan pulls together information from fatalities, injuries, incidents, near-misses, regulatory notifications, investigations and assessments, worker surveys, and worker interviews and workshops to build a picture of what drives serious harm on ports – who it is happening to, and why. It lays out six key interventions where changes can have a real impact:

    • Putting in place an ACOP for loading and unloading cargo to implement more consistent regulatory standards for some of the highest risk activities on ports. (ACOP approved.)
    • Implementing the Fatigue Risk Management System: Good Practice Guidelines to reduce the risks associated with worker fatigue. (All businesses on ports have started implementing a fatigue risk management system.)
    • Recommending the Government extend Maritime NZ’s designation to cover the whole port. (Government has amended HSWA. Maritime NZ’s extended designation takes effect July 1.)
    • Action to improve training and workforce issues. (Initial micro credentials have been referred to NZQA for review and approval, and a roles and skills matrix is being developed, which will identify additional training and build career pathways.)
    • Work to improve incident reporting, notifications, insights and learning across the Ports, so the sector can get better real time understanding of harm and take necessary action. (Work is underway.)
    • Actions to ensure there are easier ways of sharing good practice that the sector is doing here, or overseas, to encourage continuous improvement on Ports. (Work is underway.)

  • MIL-OSI New Zealand: Health and safety obligations highlighted in sentencing of former port chief executive

    A chief executive who oversaw the Port of Auckland for more than a decade has been sentenced on 21 February, in a significant case in relation to a 2020 fatal incident at the port.

    In November last year, Judge Bonnar KC in the District Court at Auckland released a decision finding Tony Gibson guilty of one Health and Safety at Work charge, after stevedore Pala’amo Kalati was killed in August 2020.

    This is the first time in New Zealand an officer of a large company has been convicted of a breach of their due diligence duty.

    The Judge’s decision is seen as one that clarifies legislative health and safety obligations for officers of large companies.

    Maritime NZ Director, Kirstie Hewlett, says people are at the centre of prosecutions such as this, and Mr Kalati’s family, will forever feel the impact of what occurred at the Port of Auckland nearly four and a half years ago.

    “Our thoughts continue to go out to Mr Kalati’s family, friends, as well as those also impacted by this tragic incident, including the other surviving victim.

    “This has not been a quick process, and we fully understand how difficult the ongoing proceedings against the Port and Mr Gibson would have been for those close to Mr Kalati, and the other victim,” says Ms Hewlett.

    The District Court found that, as the chief executive of Port of Auckland, Mr Gibson did not exercise his due diligence responsibility for ensuring that the Port complied with its health and safety responsibilities.  

    “This was a serious departure from the duty of care he should have provided to the workers at the port as the senior officer in charge (the chief executive).

    “Mr Gibson had the knowledge, influence, resources and opportunity to address safety gaps and ensure that appropriate systems were in place at the port, but failed to do so,” Ms Hewlett says.

    During his more than a decade managing it, the port company was convicted of several offences under health and safety legislation. These past incidents resulting in fatalities and serious injuries.

    Mr Gibson knew of safety issues raised around the critical risks that could hurt people on the Port, but did not take timely action to address them, even though it was in his control and influence to do so.

    It is hoped this case will serve as a strong reminder to chief executives of large companies that they need to understand the critical risks at their businesses; and assure themselves, through reliable sources, that there are controls and systems in place, and that these are working effectively on the ground.

    “In saying this I recognise there are many officers in New Zealand who are meeting their health and safety obligations, and they should be confident this decision reaffirms the work they do to keep their people safe at work.

    “More broadly I also want to recognise the work of the Port sector- port companies, stevedores and unions since the death of Mr Kalati to improve safety on New Zealand ports. This work has included the delivery of the Approved Code of Practice (for loading and unloading cargo at ports and on ships) which was launched last year to ensure consistent base line safety standards. It is important that this work continues to ensure we prevent tragedies like this and that workers come home healthy and safe,” Ms Hewlett says.

    Fiji cannot compete with Australia and New Zealand to retain its teachers, the man in charge of the country’s finances says.

    The Fijian education system is facing major challenges as the Sitiveni Rabuka-led coalition struggles to address a teacher shortage.

    While the education sector receives a significant chunk of the budget (about NZ$587 million), it has not been sufficient, as global demand for skilled teachers is pulling qualified Fijian educators toward greener pastures.

    Deputy Prime Minister and Finance Minister Biman Prasad said that the government was training more teachers.

    “The government has put in measures, we are training enough teachers, but we are also losing teachers to Australia and New Zealand,” he told RNZ Pacific Waves on the sidelines of the University of the South Pacific Council meeting in Auckland last week.

    “We are happy that Australia and New Zealand gain those skills, particularly in the area of maths and science, where you have a shortage. And obviously, Fiji cannot match the salaries that teachers get in Australia and New Zealand.

    According to the Education Ministry’s Strategic Development Plan (2023-2026), the shortage of teachers is one of the key challenges, alongside limited resources and inadequate infrastructure, particularly for primary schools.

    Hundreds of vacancies
    Reports in local media in August last year said there were hundreds of teacher vacancies that needed to be filled.

    However, Professor Prasad said there were a lot of teachers who were staying in Fiji as the government was taking steps to keep teachers in the country.

    “We are training more teachers. We are putting additional funding, in terms of making sure that we provide the right environment, right support to our teachers,” he said.

    “In the last two years, we have increased the salaries of the civil service right across the board, and those salaries and wages range from between 10 to 20 percent.

    “We are again going to look at how we can rationalise some of the positions within the Education Ministry, right from preschool up to high school.”

    Meanwhile, the Fiji government is currently undertaking a review of the Education Act 1966.

    Education Minister Aseri Radrodro said in Parliament last month that a draft bill was expected to be submitted to Cabinet in July.

    “The Education Act 1966, the foundational law for pre-tertiary education in Fiji, has only been amended a few times since its promulgation, and has not undergone a comprehensive review,” he said.

    “It is imperative that this legislation be updated to reflect modern standards and address current issues within the education system.”

    Ramank Bharti, of Napa, has been appointed Director of Risk Management and Project Controls at the California High Speed Rail Authority. He was a Program Director at Transportation and Transit Associates from 2003 to 2004. Bharti was an MBA Intern at the New Orleans Regional Transit Authority from 2002 to 2003. He was a Deputy Chief Mechanical Engineer at the North Eastern Railway from 1996 to 2001. Bharti was a Manager, Industrial Engineering at Diesel Component Works from 1992 to 1996.     Kevin Parzych, of San Luis Obispo, has been appointed Chief of Primary Care Services at Atascadero State Hospital. Parzych has been Chief Medical Officer at Wilshire Health and Community Services since 2013 and Owner of Wilshire Connected Care and K Parzych a Medical Corp since 2017. He was Medical Director of Hospice at Good Shepard Homecare and Hospice from 2004 to 2013. Parzych was Owner of Parzych Family Practice from 2002 to 2013. Parzych earned a Doctor of Medicine degree from Albany Medical College and a Bachelor of Arts degree in Psychology from the University of Connecticut. This position does not require Senate confirmation, and the compensation is $374,400. Parzych is registered with no party preference.

    Madelynn McClain, of Sacramento, has been appointed Director of the Division of Administrative Services at the California Department of Corrections and Rehabilitation. McClain has been Assistant Deputy Director of the Division of Adult Institutions at the California Department of Corrections and Rehabilitation since 2024. McClain held several positions at the Department of General Services from 2023 to 2024, including Deputy Director of the Real Estate Services Division and Chief Financial Officer. She held several positions at the California Department of Corrections and Rehabilitation from 2020 to 2023, including Deputy Director at the Office of Fiscal Services and Associate Director of the Budget Management Branch. McClain was a Principal Program Budget Analyst at the California Department of Finance from 2017 to 2020. She was a Judicial Fiscal Supervisor at the Judicial Council of California from 2015 to 2017.     A company’s failure to ensure health and safety policies and procedures were correctly followed played a key role in the tragic death of a passenger on a luxury charter vessel.

    Zefiro Charters Limited was today sentenced in the District Court at Auckland for a breach of the Health and Safety at Work Act 2015, in relation to the death of Danielle Tamarua on 1 April, 2021, after she fell overboard off the Zefiro. At the time Ms Tamarua was on the vessel with work colleagues on a trip around the Hauraki Gulf.  

    Maritime NZ’s General Manager Investigations, Pete Dwen says the company had been operating the Zefiro for 17 years, and it had policies and procedures in place to keep passengers safe while it was underway.  

    “Tragically these procedures were not followed on 1 April, 2021,” he says.  

    In accordance with the Maritime Operator Safety System, Zefiro Charters’ was operating under a Maritime Transport Operator Plan (MTOP).  This plan identified various health and safety risks, including the hazard of passengers being on the bow of the vessel while it is underway. Ultimatley, the company failed to ensure the systems and processes in the MTOP were properly implemented and enforced on board. 

    “All crew members are meant to know, understand and enforce the health and safety procedures on the vessel.  

    “The MTOP plan also covered a safety briefing which stated passengers were not allowed on the bow, side decks or the duckboard (the very rear of the boat) while it is underway.  

    “Some crew were unaware it was a policy for the vessel,” Mr Dwen says. 

    There was also a lack of a physical barrier for the passengers indicating the no-go areas. 

    Prior to Ms Tamarua falling overboard, the vessel was returning to berth, and weather conditions had worsened.  Ms Tamarua had gone up to the bow of the vessel with another passenger.  

    “When returning to go back inside the vessel, Ms Tamarua slipped and fell overboard. She was struck by the vessel and died, despite the efforts to save her.

    “If the prescribed health and safety procedures were followed, this incident would have likely been avoided,” Pete Dwen says.  

    “This should have been a fun day out on the water. This incident is a horrific example of what can go wrong when a company fails to ensure health and safety procedures are followed. 

    “I want to offer our sincere condolences to the family and friends of Ms Tamarua, as well as those on-board the Zefiro on 1 April, 2021. 

    “I also want to thank the emergency service personnel who responded quickly and professionally to a very difficult situation,” Pete Dwen says.

    A range of factors have been identified as contributing to an incident where a barge crew member was fortunate to survive.

    Nelson Ranger Fishing Company Limited was recently sentencing in the District Court at Christchurch for failing to comply with its duties under the Health and Safety to Work Act 2015.  

    The company, was in 2023 operating the mussel barge, St George. A crew member of the barge was injured while retrieving berthing lines (lines connecting the barge to the wharf) at Lyttelton Port.  

    The St George was crewed by five people.  

    Issues with the company’s safety systems for berthing (1), failings around training and supervision of the crew, and monitoring of procedures were identified as factors in the incident which saw the crew member suffering crushing injuries.  

    “There is risk when berthing a vessel of any type. In this instance the appropriate steps were not undertaken to ensure the safety of the crew,” Investigation’s Manager at Maritime NZ, John Maxwell says.  

    To manage the tidal changes when berthing, Nelson Ranger Fishing Company Limited installed nails on the wharf piles to secure the lines. The system meant on occasion, crew members needed to lean over the side to tie and untie the lines of the vessel while berthing, putting their bodies between the vessel and the wharf. This is what occurred the day the crew member got crushed between the barge and the wharf. 

    While the victim was leaning over the railing and attempting to untie the line, the St George drifted back into the wharf and crushed the victim’s head and neck between the side of the barge and the wharf pile.  

    “This was an incredibly serious incident, and it is very fortunate we are not talking about a fatality,” John Maxwell says.  

    There were other safe options available which could have enabled the crew to securely and safely retrieve berthing lines.  

    The berthing process was identified as a hazard in the vessel manual. With injury to crew listed as a risk.  

    “Unfortunately, this incident is an example of the consequences of what happens when berthing is incorrectly undertaken.  

    “This should serve as a strong reminder to everyone in the maritime industry, from recreational right through to commercial, full attention needs to be given when coming alongside,” John Maxwell says.

    A court’s decision this week to find a former Port of Auckland (POAL) CEO guilty in relation to the death of a stevedore, clarifies legislative health and safety obligations for senior officers of large companies.

    Following the death of Pala’amo Kalati in August 2020, Maritime NZ filed two alternative charges against former POAL CEO Tony Gibson under the Health and Safety at Work Act 2015 (HSWA), for a breach of his duties as an officer. Mr Kalati was killed in an accident while loading containers on a ship berthed at the port.

    Judge Bonnar found in favour of Maritime NZ on the charge that alleged: that by failing to comply with his duty under s 44 to exercise due diligence to ensure that POAL complied with its duties under HSWA, Mr Gibson exposed POAL’s stevedores to a risk of death or serious injury, namely, the risk of being struck by objects falling from operating cranes.

    POAL was also charged and previously pleaded guilty to two charges under section 48 of HSWA and was sentenced in late 2023 to a fine of $561,000.

    Maritime NZ Director Kirstie Hewlett says she hopes this decision helps bring closure for Mr Kalati’s loved ones and the surviving victim, and clarity to the health and safety role of senior officers in large companies.

    “I want to extend our deepest sympathies to Mr Kalati’s family, loved ones, and colleagues. And also to the other victim who was working closely with Mr Kalati at the time,” she says.

    “The law Mr Gibson was prosecuted under was introduced following the Pike River tragedy to ensure officers of large companies take responsibility for the health and safety of their workers. We hope this result provides useful case law and clarification around the obligations, and helps prevent future tragedies.”

    This was the first time an officer of a large complex company had been charged under the Health and Safety at Work Act 2015, for a breach of health and safety duties.

    “Once we have time to considered the judgment we will work with WorkSafe NZ and the Institute of Directors to see whether the insights in the case could usefully be used to further support those in officer roles to understand their responsibilities,” Ms Hewlett says.

    “It is important to recognise that many officers in New Zealand take health and safety seriously and that this case was only taken after considering the harm caused, the compliance history on the port, and taking into account the broader public interest. As with any case it is important to understand the facts are specific to the case and what a reasonable Chief Executive would do in that situation.”

    Maritime NZ will now take time to consider the judgement and await to learn if Mr Gibson will appeal. We will not be able to comment further at this time.

          The Legislative Council (LegCo) Panel on Public Service conducted a duty visit to Shenzhen today (May 26) to gain insight into the developments in the use of artificial intelligence (AI) for assisting public officers in handling government administrative work. The Secretary for the Civil Service, Mrs Ingrid Yeung, and other government officials also participated in the visit.
     
          Members visited the Government Services and Data Management bureau of the Shenzhen Municipality in Futian District in the morning to learn about how the local government has introduced “AI digital employees” to assist public officers in their work. The system began development in 2023 and utilised DeepSeek to enhance the capability of its large language model for public administration early this year. Members were informed about how public officers make use of the “AI digital employees” installed on computers and mobile phones, including for drafting official documents and handling public cases more efficiently.
     
          Members then visited the Shenzhen Government Service Center and received a briefing by its representatives on how AI is used for providing various public services. During the visit, Members observed the services provided by the Center, and learned about the operation of the platform for addressing public concerns.
     
          Members went to the Shenzhen Intermediate People’s Court in the afternoon to learn about the operation of the nation’s first “Vertical Domain-specific Large Model” dedicated to judicial trials, which was established last year. Members observed the use of the AI-Enhanced Adjudication Assisting System, and exchanged views with representatives of the Court. The system covers the legal processes of civil, criminal and administrative litigation, helping judicial officers analyse case details, summarise facts and clarify points of contention. It also assists judges in accurately citing authoritative precedents in their rulings.
     
          Members also toured an innovative and technology company in Nanshan District to learn how AI is being used to enhance the efficiency of legal services. The company specialises in providing enterprises with large-model services and solutions for legal compliance. Members received a briefing from company representatives on innovations in the legal services sector, followed by an exchange session.
     
          Members who participated in the duty visit were the Chairman of the Panel, Ms Nixie Lam, the Deputy Chairman of the Panel, Mr Benson Luk, Panel members Ms Doreen Kong, Dr Johnny Ng, Mr Lam San-keung, Mr Dennis Leung, Mr Kingsley Wong, and Dr So Cheung-wing; as well as a non-Panel member Ms Maggie Chan. They returned to Hong Kong in the evening.

  • MIL-OSI USA: 1 Day Left To Apply for FEMA Assistance Following February Severe Storms and Flooding

    strong>FRANKFORT, Ky. – Homeowners and renters in Breathitt, Clay, Estill, Floyd, Harlan, Johnson, Knott, Lee, Leslie, Letcher, Martin, Owsley, Perry, Pike, Simpson and Woodford counties who experienced damage or losses caused by the February severe storms and floods have 1 day left to apply for federal disaster assistance. The deadline to apply for federal assistance is May 25.
     
    Survivors of the April storms still have until June 25 to Apply.
    How To Apply for FEMA Assistance
    There are several ways to apply for FEMA assistance:

    Online at DisasterAssistance.gov.
    Visit any Disaster Recovery Center. To find a center close to you, visit fema.gov/DRC, or text DRC along with your Zip Code to 43362 (Example: “DRC 29169”).
    Use the FEMA mobile app.
    Call the FEMA Helpline at 800-621-3362. It is open 7 a.m. to 10 p.m. Eastern Time. Help is available in many languages. If you use a relay service, such as Video Relay Service (VRS), captioned telephone or other service, give FEMA your number for that service.
    FEMA works with every household on a case-by-case basis.

    FEMA representatives can explain available assistance programs, how to apply to FEMA, and help connect survivors with resources for their recovery needs.
    When you apply, you will need to provide:

    A current phone number where you can be contacted.
    Your address at the time of the disaster and the address where you are now staying.
    Your Social Security Number.
    A general list of damage and losses.
    Banking information if you choose direct deposit.
    If insured, the policy number or the agent and/or the company name.

    Survivors should keep their contact information updated with FEMA as the agency may need to call to schedule a home inspection or get additional information.
     
    Disaster assistance is not a substitute for insurance and is not intended to compensate for all losses caused by a disaster. The assistance is intended to meet basic needs and supplement disaster recovery efforts.
     
    Homeowners and renters in Woodford County may be eligible for federal assistance, if you had property damage or loss in Woodford County from the February severe incident, and then again from the April severe incident, you would need to complete two separate disaster assistance applications.
