    May 18 marks the International Maritime Organization’s (IMO) annual International Women in Maritime day, and in honour of it, we asked one of the members of our team to speak to us about her experiences of working offshore, and how her gender might have impacted her compared to her male colleagues.

    Q: Hi Sara, thank you for agreeing to speak to us, could you describe your journey into hydrographic surveying and what drew you to work at sea in this specialised field?

    A: I studied Geography at university and became interested in geospatial information systems which led me to pursue a hydrographic survey course. This opened the door for me to join an offshore construction company as a graduate hydrographic surveyor. Despite not knowing much about the offshore industry, I enjoyed the discipline and thought I would give it a go. Little did I know, it would become something I am so passionate about! Fifteen years later, I’m still working with fantastic hydrographic survey professionals developing technical guidance to support other survey professionals and supporting programs to ensure safety and quality offshore.

    Q: What did a typical day look like for you onboard, and what were some of the most memorable or challenging projects you’ve worked on?

    A: At the start of a job, during mobilisation, the surveyor has a lot of work to do – installation of sensors, calibrations, verifications, setting up the navigation software, liaising with the relevant teams for the job (ROV/Dive/Marine/OM) to ensure the team was prepared. After a couple of years offshore, my preferred shift was midnight to noon and although this meant I was usually the only surveyor on shift and there was minimal onshore support available, it was quieter and I enjoyed the responsibility. 

    I would be responsible for ensuring all the survey sensors were operating as required, and to the accuracy expected. That all necessary data was provided in real time to the required teams on board, logged and reported. I was primarily based on construction vessels, so my day to day would involve positioning support for subsea installations.

    In 2013 I took part in the Guara-Lula project offshore of Brazil which was the development of a field in the Santos pre-salt basin. This project was a completely different kettle of fish for the survey team on this vessel after years in the UK, the North Sea and Norway. The operations involved were in 2km of water depth and therefore required the use of a wide suite of sensors to obtain accurate subsea positioning in deep water. This required the installation and maintenance of two very large (18 transponder) subsea positioning arrays along with high grade ROV based sensors for the installation operations. This was a very busy project working in a small survey team of five. It was the best project I worked on as it was the time I learned the most. It was incredibly busy and I wouldn’t have wanted it any other way!

    Q: How has your experience been as a woman working in the maritime sector, particularly in the often male-dominated environment of offshore surveying?

    A: I am fortunate to have discovered a field I am passionate about. Hydrographic Survey, as a scientific discipline, draws academics who are dedicated and focused on their work. However, the general offshore environment when I began in 2010, was challenging  and I was often singled out for my gender. On a vessel of around 120 people, there would have been around five women on board. Sexism and misogyny was always present  but not acknowledged, addressed or prevented. Thankfully, towards the end of my offshore career, things started to change. More women were present and that alone changed the dynamic away from being solely a male world. In my offshore space, attitudes were shifting towards an environment where gender wasn’t noted. However,  there was, and still is, a way to go but I was glad to see it moving.

    Q: Have you noticed any shifts in how women are perceived or supported in maritime careers since you began, and what further changes would you like to see?

    A: In 2025 I am happy to see there are more opportunities for women in the Maritime sector and a move towards a more gender balanced workforce. In my opinion this is down to some of the incredible professionals across the world who forged through male-dominated environments and changed perceptions, not just by those currently in the space, but also by those looking to enter it.

    In general, the maritime industry seems to be prioritising diversity by focusing on attracting women to careers in the sector. Initiatives run by organisations like the Women’s International Shipping & Trading Association (WISTA) and the IMO promote inclusive policies, recruitment, and education for women. Simply changing the gender balance should open doors and careers for those who may not have considered it previously, changing these spaces for everyone, but particularly women.

    Q: What advice would you offer to young women considering a career in hydrographic surveying or maritime more broadly?

    A: If you enjoy a subject, go for it. If you are apprehensive of entering a male dominated place because of your gender, just get in, take up space, work hard, earn respect, make it your space. Don’t allow your gender to define what you can do.

    As for Hydrographic Survey and Hydrography in general, it is full of women. Fantastic academics and practical professionals, working across many different industries, developing new technologies and working within a real-world environment. It’s a fantastic discipline to enter with endless possibilities for careers supporting things like mapping the unknown parts of the ocean, Global Positioning Systems, climate change and environmental sustainability (among others) whilst using and developing state-of-the-art technology.     From Landscapes to Portraits, Every Moment Is Crystal Clear
    The Galaxy S25 Ultra is equipped with a 50MP ultra-wide-angle camera, the first in the Galaxy series. “This means that photos with a wide angle of view can be taken with greater clarity and detail,” said Wonchul Choi, who led the development of camera quality. “We optimized not only hardware upgrades such as high-pixel sensors and lenses, but also software technology by building a system that enables AI models to operate organically,” Choi explained. As a tip for getting the most out of the feature, he added, “The ultra-wide-angle camera is ideal for capturing vast landscapes, but it can also be used for close-up shots to create a unique sense of depth.”

    The ProVisual Engine, which uses AI-powered technology to enhance the camera experience, has also evolved. “We analyzed a full range of skin tones and preferences, and worked to use AI technology to present options for a broader variety of users. For better results, developers of various age groups took portraits themselves in different environments,” said Choi, explaining the improved portrait experience compared to previous models. “AI recognition and processing technologies analyze elements such as the person, clothing and background in the photo and optimizes each area to bring out the finer details, such as hair texture and even the subject’s pupils.”
     
    The Nightography feature for shooting in low-light conditions has been improved as well. “For the Galaxy S25 series’ Nightography, we focused a lot on video shooting,” said Choi. “We applied 10-bit HDR video as the default for videos to achieve more realistic and richer picture quality, and applied a solution that separates the subject from the background and analyzes movement to remove noise with precision,” he said.
     
     
    Shooting and Editing With DSLR Quality Like a Pro
    Is it possible to get DSLR-quality results with a smartphone camera? The new Virtual Aperture feature in the Expert RAW app does by creating depths of field and aperture effects similar to those of a DSLR camera, delivering high-quality results that look like they were shot by a professional.
     
    “We applied an interface that recreates the effect of changing the aperture of a lens on a DSLR camera, allowing users to flexibly select deep or shallow depths of field,” said Pyojae Kim, who led the development of the Virtual Aperture feature, before proudly adding that the AI-powered innovation overcomes the physical limitations of smartphones.

    Achieving the depths of field and bokeh effects unique to DSLR cameras was no easy task. The training image database was built using more than 200,000 photos taken simultaneously with both Galaxy and DSLR cameras. “We had to manually control both the focus and exposure of the DSLR camera, and there were some nerve-wracking moments of having to dispose of our hard work because the photos were out of focus or taken with the wrong exposure,” said Kim. “We learned how difficult of a task it is to obtain data.”
     
    While photos have a DSLR-like quality, videos can now be filmed in Log Video mode, a feature normally found in digital cameras that professionals use. Log video is a recording format that makes it easier to color-correct in post-production and create high-quality videos. To make log videos accessible to the average user, the Galaxy S25 series also comes with the Color Correction feature, which allows users to easily correct their video footage in the Gallery app with the click of a button.
     
     
    Fun and Easy AI Editing With Just a Few Taps
    First introduced in the Galaxy S24 series, Generative Edit has evolved by leaps and bounds in the Galaxy S25 series. “We focused on enhancing the fun and useful features that only generative AI can deliver,” said Jihye Kim. “We’ve improved the AI models so that they can now accurately recognize areas of the photo with only a simple touch and seamlessly erase those areas or add onto them. We also made improvements to each of the component technologies involved in generative editing.”

    The AI models used for Generative Edit and other generative AI features were developed through continuous collaboration with Google. “My team members and I took turns traveling to Google’s San Francisco Campus for a month at a time,” Jihye Kim said. “I remember staying up late at night, sharing ideas with the developers to improve the model.”
     
    The nature of generative AI, which produces different results each time, often posed challenges during development. “We constantly mulled over how to quantitatively evaluate the results in a situation where they change every time. We also had to anticipate a wide range of edge cases to prevent the AI from producing inappropriate images,” she explained.
     
    New to the Galaxy S25 series and the Galaxy lineup as a whole is the Best Face feature. This feature selects the best facial expressions of up to five people from multiple Motion Photos and composites them into a single picture-perfect group shot. “The Best Face feature can not only change a closed-eyed face to an open-eyed face, but can also turn a face from looking to the side to looking straight ahead,” Kim said. “My mom kept closing her eyes every time we took family photos, so we often had to retake them several times. It’s very useful in that kind of situation,” she added with a laugh.
     
     
    An Unrivaled AI Filter Experience That Captures the User’s Unique Vibe
    With Filters, the Galaxy S25 series also offers a variety of filters that intuitively capture each user’s unique aesthetic.
     
    “We have enhanced the AI-powered feature to make it easier for anyone to capture the color or mood of their favorite photos while also improving the overall user experience to make it more user-friendly,” said Yunju Bae, who led the development of Filters. “We went through detailed tuning and repeated evaluations to balance technology and aesthetics to perfect filter quality.”

    Filters let users choose a photo they like and utilize AI to analyze the color and style of the photo to produce a personalized filter. “I often look at a photo and think, ‘I want to take a photo with this kind of vibe,’ so I wanted to make it easy to recreate the style I like without going through complicated editing,” Bae said as she explained the background behind the feature’s development.
     
    Filters’ new film-style filters naturally capture the aesthetic unique to analog film. “The look and feel of analog film is a subjective area, so we went through a lot of trial and error to quantify it for digital reproduction,” Bae said. “We analyzed a lot of actual film, and through constant experiments and adjustments, we made meaningful progress in numerical representation to adequately reproduce the aesthetic of analog film,” she said. Bae also expressed her gratitude for the various experiments and analyses done in collaboration with Samsung Research, which played an integral role in enhancing the technical reliability of Filters.

    Former US President Joe Biden, aged 82, has been diagnosed with an aggressive form of prostate cancer that has spread to his bones, marking a serious escalation in the disease.

    The diagnosis was made after he sought medical help for worsening urinary symptoms – a decision that likely saved his life. A small nodule on his prostate led to further investigation, revealing a high-grade cancer with a Gleason score of nine out of ten. This score indicates one of the most aggressive and fast-growing types of prostate cancer.

    Prostate cancer is the second most common cancer in men worldwide, especially affecting those over the age of 50. The prostate is a walnut-sized gland located just below the bladder, responsible for producing seminal fluid. While many prostate cancers grow slowly and may never cause serious harm, some – like Biden’s – are far more dangerous, capable of spreading quickly, often before symptoms are even noticed.

    The Gleason score is a critical tool used to grade prostate cancer based on how abnormal the cancer cells appear under a microscope. It ranges from six to ten, with higher scores indicating more aggressive disease.

    A score of nine suggests that the cancer cells are highly abnormal and likely to spread rapidly, requiring immediate and intensive treatment.

    In Biden’s case, the cancer has already metastasized – or spread – beyond the prostate, to the bones. This places him in stage four, the most advanced stage of prostate cancer. While not curable at this point, it is still treatable and can be managed with a combination of therapies aimed at slowing the disease’s progression and alleviating symptoms.

    A significant detail in Biden’s diagnosis is that the cancer is hormone-sensitive. Prostate cancer cells typically rely on male hormones such as testosterone to grow. Hormone-sensitive cancers can respond well to treatments that block or lower hormone levels – a common first step in managing the disease. This therapy may be combined with chemotherapy, targeted medications, and drugs that help reduce the risk of complications from bone metastases, such as fractures or severe pain.

    Early prostate cancer often has no symptoms, which is why regular screening is crucial, especially for older men or those with a family history of the disease.

    When symptoms do appear, they might include frequent urination (especially at night), difficulty starting or maintaining urine flow, or a feeling that the bladder hasn’t fully emptied. More advanced cancer may manifest as pain in the hips, back, or pelvis, as well as fatigue or unexplained weight loss – all of which contributed to Biden’s decision to seek medical attention.

    While the news of Biden’s diagnosis has been met with concern, it has also sparked a wave of bipartisan support. Messages have poured in from political allies and opponents alike, including President Donald Trump. Beyond the personal response, Biden’s condition has reignited public discussions about prostate cancer – particularly around access to screening, the importance of early detection, and disparities in treatment outcomes.

    The reality is stark: one in eight men will be diagnosed with prostate cancer in their lifetime. For many, it may never become life-threatening. But for others, it can be aggressive and fast-moving, underscoring the importance of vigilance and regular check-ups.

Additionally, inflation has seen a significant decline, from 3.4% in April 2024 to 2.3% in April 2025. However, tariff-related worries have kept small businesses on edge as they struggle to make revenue projections.

  • MIL-OSI United Kingdom: Preston Caribbean Carnival Returns for its Spectacular 51st Year!

    Preston is set to come alive with colour, music and culture this May as the Preston Caribbean Carnival marks its incredible 51st anniversary. Over the late May Bank Holiday weekend, thousands are expected to join the celebrations which promise to be bigger, brighter and even more vibrant than ever before.

    The festivities began with the King & Queen competition to decide who will lead the parade this year. The King & Queen competition was held on Saturday, 17 May on Preston’s Flag Market and featured pieces judged by Rhonda Martin. Rhonda has judged Carnival competitions all over the world including Trinidad & Tobago, and Notting Hill Carnivals. There was live entertainment with DJs from around the world, providing the tunes and good vibes as a backdrop for the show, which included a stunning costume display and performances from three local dance troupes.

    The excitement continues with the One Park Living Legends on Saturday, 24 May, a ticket-only event held to raise funds for the Carnival. From 2pm to 8pm, Moor Park will host a packed programme of live music featuring renowned headline artists including: The Queens of Lovers Rock – Janet Kay & Carroll Thompson, plus Winston Reedy, Winsome, J Ray and Adele, alongside Sound Systems Love Unlimited & Friends from London and from Preston, Phoenix Sound and Johnny Rockers.     The highlight of the weekend is the much-loved Carnival Parade on Sunday, 25 May setting off at 1pm from Moor Park Avenue. The parade route will move through Deepdale Road, Meadow Street, St Paul’s Road, Sedgewick Street, North Road, Garstang Road and back to Moor Park, celebrating the rich Caribbean heritage with live music, dance, drummers and dazzling costumes representing more than 50 years of Carnival traditions.

    Following the parade, the Carnival Day Family Fun Park event will continue the festivities at Moor Park until 7.30pm, featuring live stage performances showcasing music from the Caribbean, children’s rides and creatives, Caribbean and international food stalls, bars, and sound system areas.

    The Seventy-eight World Health Assembly (WHA78) takes place on 19−27 May 2025 in Geneva, Switzerland. 

    Elimination awards

    During the plenary session on Monday, 19 May, the Director-General will award Botswana for achieving gold tier status on the path to elimination of mother-to-child transmission of HIV as a public health problem.

    Botswana was already the first country in the world to meet the criteria for silver tier status on the path to elimination of HIV, in 2021. Now, Botswana is the first country to achieve gold tier status, by reaching stringent targets for HIV prevalence among new mothers, HIV incidence among newborns, and service coverage for antenatal care, HIV testing and antiretroviral therapy.

  • MIL-OSI Security: Lexington Business Owner Sentenced for Failure to Pay Taxes

    LEXINGTON, Ky. – A Lexington business owner, Matthew Buresh, 65, was sentenced on Friday by U.S. District Judge Karen Caldwell to 24 months in prison, for two counts of failure to pay taxes.

    Buresh was the owner and President of CR Cable Construction Inc. (CR), a company operating in Lexington that installed underground utility lines. As the owner of the company, Buresh was required to remit trust fund taxes withheld from employee paychecks, such as individual income, Social Security, and Medicare taxes, as well as the matching amounts contributed by the employer, to the IRS on quarterly basis. These taxes are generally known as “employment taxes.”

    According to his plea agreement, between March 2018 and December 2022, Buresh knew that his company was required to make deposits of the employment taxes to the IRS on a periodic basis, but chose not to pay the employment taxes withheld from CR’s employees’ paychecks to the IRS. Buresh was notified of CR employment taxes due and owing, accounted for such taxes, had sufficient funds to pay them, but willfully chose not to pay a significant portion of those employment taxes from 2018 through 2022. At the same time, between 2017 and 2022, Buresh withdrew $2.9 million in cash from CR’s bank account to pay for business expenses, his wages, and his distributions.

    Under federal law, Buresh must serve 85 percent of his prison sentence. Upon his release from prison, he will be under the supervision of the U.S. Probation Office for three years. Buresh is also required to pay $805,787.82 in restitution.

    Paul McCaffrey, Acting United States Attorney for the Eastern District of Kentucky; and Karen Wingerd, Special Agent in Charge, IRS-Criminal Investigations, Cincinnati Field Division, jointly announced the sentence.

    The investigation was conducted by the IRS. Assistant U.S. Attorney Brittany Dunn-Pirio is prosecuting the case on behalf of the United States.

  • MIL-OSI Global: The new Carney government must tackle Canada’s outdated system of intergovernmental relations

    Throughout the recent federal election campaign, political leaders outlined their vision for Canada’s future. Responding to a dramatically changing geopolitical climate, party platforms contained ambitious policy proposals about how to reposition the country for the challenges that lie ahead.

    But the leaders were silent about how a new federal government would navigate the division of powers among various levels of government in order to bring their proposals to life.

    Canada’s Constitution separates powers between Ottawa and the provinces based on the principle of divided sovereignty. No order of government is subordinate to the other and, in principle, all governments can act autonomously in their respective areas of jurisdiction.

    Life would be easy if the problems we faced adhered to the 1867 Constitution Act. Most challenges, however, transcend the individual categories of jurisdiction. Collaboration among jurisdictions is therefore essential to meet the individual and collective needs of Canadians.

    From apprenticeships to energy corridors, childcare to caregiving, most policy areas require sustained and substantive co-ordination to succeed. Often, like in case of housing and climate change, this must also include municipalities.

    In addition, intergovernmental co-ordination must finally reflect a nation-to-nation relationship with Indigenous peoples.

    How exactly to work together?

    Nonetheless, the significance of intergovernmental relations in implementing policy continues to be overlooked, including by the victorious Liberals.

    The Liberal Party’s Canada Strong platform refers eight times to nation-building projects. But it fails to acknowledge the need to transform intergovernmental relations for 21st century challenges.

    Instead, the Constitution is seemingly perceived as a minor inconvenience, not as a key governance challenge: “We will work with the provinces and territories,” the policy says, seemingly hoping that somehow things will work out.

    Federal leaders seem oblivious to the fact that Canada is one of the most decentralized federations worldwide. The provinces exercise fiscal and jurisdictional autonomy exceeding those of other countries. In the meantime, the decisions of individual provinces and territories have implications that stretch far beyond their own borders.

    Take natural resources.

    Natural resources fall under the exclusive jurisdiction of provinces and, increasingly, the territories. But their development profoundly affects economic and environmental policy.

    If one province or territory unilaterally decimates the natural resources of their region, it’s not just that specific province or territory that bears the consequences. This is just one of many sectors in need of collective consideration so that all of Canada benefits.

    Ottawa isn’t really the ‘leader’

    There is a simple truth here: orders of government in Canada are not completely autonomous over their areas of jurisdiction. The federal government does not have the legitimate authority to compel provincial-territorial action; in the meantime, provinces and territories have little means to influence federal policy according to the needs and wants of their constituents.

    Rather than tackling this institutional problem, the federal government often asserts itself as the leader
    Alternatively, the federal government evokes an ad hoc “Team Canada” approach in response to imminent crises, like the re-negotiation of the former NAFTA agreement in 2017 and today’s threats and tariffs by U.S. President Donald Trump.

    Neither option, however, addresses the deeper problem: intergovernmental relations in Canadian federalism are notoriously weak and lack the legitimacy and transparency to bring about effective collective action.

    Canadian and international research shows that a robust institutional framework is critical for nurturing the key ingredient for effective and legitimate intergovernmental relations: Reciprocity.

    Regular policy meetings among governments and senior level public servants, especially when backed by sufficient administrative and political support, promotes shared norms and understandings, enhancing the potential for long-term policy solutions.

    Royal commission?

    If this type of regular collaboration is entrenched, it would be more difficult to obstruct meaningful collective action that respects Canada’s political integrity.

    Reciprocity is at odds with Alberta Premier Danielle Smith’s threats to create a national unity crisis if a list of demands isn’t met. It is also at odds with Ottawa’s penchant under former prime minister Justin Trudeau to use federal tax dollars to pursue policy objectives that were within provincial jurisdiction.

    As Mark Carney’s new government gets to work, Canadians must question not only the fiscal soundness of its proposals, but also their feasibility considering the deep divisions in Canadian federalism.

    Without taking tangible steps to reimagine Canada’s outdated system of intergovernmental relations or developing a road map for institutional reform, the lasting policy changes that are needed to reposition Canada in an increasingly hostile environment are unlikely to materialize.

    About 100 Canadian academics recently argued in an open letter, Canada needs to establish a royal commission for securing Canada’s future. As past experience has shown, this approach has great potential, but it must be developed in partnership among federal, provincial and territorial governments, including those of First Nations, Métis and Inuit peoples.

    UK Trade Envoy Visits Ghana to Deepen Bilateral Economic Relations

    This Bell Ribeiro-Addy’s first official visit to Ghana since her appointment as Trade Envoy in January 2025 to strengthen UK-Ghana economic partnerships.

    The British High Commission Accra is pleased to announce that Bell Ribeiro-Addy, the UK’s Trade Envoy to Ghana, will undertake her first official visit to Ghana from 19 –22 May 2025. The four-day mission will include engagements in Accra and Kumasi, underscoring the UK’s commitment to deepening bilateral trade relations and fostering economic growth.  

    Appointed by Prime Minister Keir Starmer in January 2025, Ms. Ribeiro-Addy is part of the UK government’s global network of Trade Envoys, working to promote British trade interests in over 70 countries. Her visit to Ghana marks a significant milestone in her role and reflects the UK’s strategic focus on strengthening partnerships across Africa. 

    During her visit, Ms. Ribeiro-Addy will meet with a range of high-level stakeholders, including: 

    • Hon. Dr. Cassiel Ato Baah Forson, Minister of Finance
    • Hon. Elizabeth Ofosu-Adjare, Minister of Trade, Agribusiness and Industry

    The States of Jersey Ambulance Service and associated voluntary agencies are holding an Open Day between 12pm-4pm on Bank Holiday Monday, 26 May 2025.

    We are inviting Islanders to the Weighbridge to learn what happens when we attend a major incident, or a public event. 

    Alongside the frontline Ambulance and Patient Transport Services, the voluntary agencies in attendance will include St John Ambulance, Normandy Rescue, the Ambulance Support Unit, the Aquatic Rescue Team, Jersey Honorary Police and the Community First Responders. 

    Our partner agencies are invaluable to our emergency responses and provide first aid support to our community – attending events and assisting with the nighttime economy, at peak times. 

    This open day is an opportunity to showcase what each organisation does, how we work together and some of our lifesaving equipment. On the day, Islanders can also learn about volunteering opportunities and how they could use life-saving skills at public events and supporting SoJAS in a major incident.​

    ​Invest Hong Kong (InvestHK) announced today (May 19) that the Director-General of Investment Promotion and leadership team have completed multiple duty visits to emerging markets in Eastern Europe, Africa, and the Middle East this month, actively promoting Hong Kong’s business advantages and opportunities in overseas markets and fostering mutual co-operation. The team participated in various events, met with government organisations, chambers of commerce, business leaders, and company representatives, to deepen exchange in economic and trade between Hong Kong and these places. During the visit to the Middle East, as witnessed by the Chief Executive, Mr John Lee, and local leaders, a Memorandum of Understanding (MoU) was signed to strengthen economic and trade ties and promote deeper business collaboration between the two regions.

    Director-General of Investment Promotion, Ms Alpha Lau, Associate Director-General of Investment Promotion Mr Charles Ng, Acting Associate Director-General of Investment Promotion Ms Loretta Lee, and sector team heads visited Türkiye, Hungary, Egypt, Côte d’Ivoire, Morocco, Qatar, Kuwait, Dubai, Abu Dhabi, Oman, and Romania, actively promoting Hong Kong’s business advantages and opportunities. They emphasised Hong Kong’s advantages of connecting the country with the world under “one country, two systems,” and sought to actively expanding into emerging markets, deepen international exchanges and co-operation, and demonstrate the synergistic power of the complementary strengths between the city and the Mainland.

    Ms Alpha Lau visited emerging markets along the Belt and Road initiative including Istanbul, Türkiye; Budapest, Hungary; and Cairo, Egypt, from May 10 to 20, meeting with external economic relations committees, export promotion agencies, investment promotion agencies, chambers of commerce, financial services organisations and strategic enterprises, to promote Hong Kong’s business advantages and opportunities and the advantages of raising capital through Hong Kong. She spoke at multiple business seminars co-organised by chambers of commerce, business associations, and external economic relations committees, expanding networks and seeking new business opportunities for Hong Kong and hosted two media roundtable discussions to tell the good stories of Hong Kong.
     
    Mr Ng visited Abidjan, Côte d’Ivoire, and Casablanca, Morocco, from May 11 to 16. In Côte d’Ivoire, Mr Ng spoke at a CEO Forum and engaged with chambers of commerce and industry to highlight Hong Kong’s role as a super-connector in the Belt and Road Initiative. In Morocco, he met with various financial institutions and professional associations to emphasise Hong Kong’s robust financial markets and innovation ecosystem. Mr Ng also met with local media to promote Hong Kong’s business advantages.
     
    Global Head of Financial Services, FinTech & Sustainability at InvestHK, Mr King Leung met with representatives from local financial institutions in Oman, Dubai, and Abu Dhabi to discuss opportunities for digital and technological collaboration between the two regions. The Head of Consumer Products, Ms Angelica Leung met with retail and luxury brand leaders in Bucharest, tapping into emerging markets like Romania and demonstrating why Hong Kong is the ideal location to set up a regional headquarters to thrive across the region’s retail and luxury sectors.

    GSK’s Nucala (mepolizumab) demonstrated a consistent reduction in exacerbation rates among patients with eosinophilic chronic obstructive pulmonary disease (COPD), irrespective of prior severe event history, according to findings presented at the 2025 American Thoracic Society (ATS) International Conference. These results further solidify the role of IL-5 inhibition in biomarker-driven COPD management, says GlobalData, a leading data and analytics company.

    GlobalData’s latest analysis of the Phase III MATINEE trial (NCT04133909) highlights Nucala’s ability to reduce moderate or severe exacerbations by 25% in patients with a history of severe exacerbations and by 21% in those without such a history. In both groups, Nucala significantly lowered the rate of exacerbations requiring emergency department (ED) visits or hospitalization—by 32% in the severe subgroup and 40% in the non-severe group—over a period of up to 104 weeks.

    Tezepelumab, a thymic stromal lymphopoietin (TSLP) inhibitor developed by AstraZeneca and Amgen, demonstrated significant reductions in chronic obstructive pulmonary disease (COPD) exacerbations among eosinophilic subgroups, regardless of chronic bronchitis status, according to new post hoc findings presented at the 2025 American Thoracic Society (ATS) International Conference. These results further support the potential for biomarker-driven biologic therapies in COPD, a historically underserved market, says GlobalData, a leading data and analytics company

    GlobalData’s latest analysis reveals that tezepelumab, evaluated in the Phase IIa COURSE trial, achieved a 26% reduction in annualized moderate or severe exacerbations in patients with chronic bronchitis (CB), with a 28% reduction in those with baseline blood eosinophil counts (BECs) ≥150 cells/μL. Notably, in patients without CB but with elevated BECs, a 56% reduction was observed. These findings highlight the impact of type 2 inflammation and eosinophilic status in shaping treatment response.

In addition to exacerbation reductions, tezepelumab was associated with improvements in lung function and quality of life, particularly in CB patients with elevated eosinophils.

    These results align with prior patterns seen in other biologics targeting eosinophilic COPD, including GSK’s Nucala (mepolizumab) and AstraZeneca’s Fasenra (benralizumab). However, tezepelumab’s upstream mechanism of action may offer a broader anti-inflammatory effect, which could differentiate it in a competitive landscape increasingly defined by biomarker stratification.

    Nawab continues: “Biologics remain a small segment of the COPD market, largely due to underwhelming results in unselected populations.     Recruitment consultant sentenced after fraudulently using Covid loans for personal purposes

    Suspended sentence for Bounce Back Loan fraudster

    • Rico Iheagwara fraudulently applied for two £20,000 Bounce Back Loans during the summer of 2020  

    • Iheagwara’s SJR Recruitment Limited company was not trading at the time of the applications 

    • SJR Recruitment was placed into liquidation in 2021 with liabilities of more than £67,000

    A recruitment consultant who fraudulently spent Covid support funds for personal purposes has been handed a suspended sentence. 

    Rico Iheagwara secured two Bounce Back Loans worth £20,000 each from different banks for his Essex-based SJR Recruitment Limited company when businesses were only entitled to a single loan under the scheme. 

    Iheagwara, 36, of River Meads, Stanstead Abbotts, Hertfordshire, was sentenced to 18 months in prison, suspended for 18 months, for fraud when he appeared at St Albans Crown Court on Friday 16 May. 

    He was also ordered to complete 120 hours of unpaid work and 15 days of rehabilitation activity. 

    David Snasdell, Chief Investigator at the Insolvency Service, said: 

    Rico Iheagwara blatantly abused a taxpayer-backed scheme designed to support genuine small businesses through the pandemic. He knew he was not entitled to support yet continued with his fraudulent applications nonetheless. 

    Iheagwara’s business was not trading at the time of his application so he was not entitled to a single penny from the scheme, let alone the £40,000 he fraudulently secured. 

    Tackling Covid support scheme abuse remains a key priority for the Insolvency Service and we will not hesitate to prosecute fraudsters such as Iheagwara who stole from the public purse during a national emergency.

    SJR Recruitment was incorporated in January 2017 with Iheagwara as its sole director. The company’s registered office address was on High Road in Loughton. 

    Iheagwara was also the sole signatory on both company bank accounts which were opened in May 2020, just one month before his first fraudulent application. 

    For both applications, made in June and July 2020, Iheagwara claimed the company’s turnover was £82,000. 

    Iheagwara transferred the first £20,000 loan into his personal account on the same day he received the funds. For the second loan, he moved all £20,000 into his personal account the following day. 

    None of the £40,000 was used for the economic benefit of his business. Insolvency Service analysis of bank statements suggested that the funds were used for everyday expenses and paid to various family members. 

    In interviews, Iheagwara said he spent the funds on rent, paying off personal finance and supporting his children. 

    SJR Recruitment went into liquidation in April 2021. No repayments were made on the loans. 

    The Insolvency Service is seeking to recover the fraudulently obtained funds under the Proceeds of Crime Act 2002.

  • MIL-OSI Global: Sex and disability: Nigerian women share their stories

    Imagine feeling invisible simply because of your body. Now imagine that invisibility extends into how society treats your desires, your safety, and your rights.

    That is the everyday reality for many women with disabilities in developing countries, where 80% of people with disabilities live. And it’s an issue the policymakers must address to promote inclusive policies that reach the most marginalised.

    We are global health researchers and authors of a recent qualitative study that explores the sexual experiences of women with disabilities in Lagos, Nigeria.

    Despite growing global interest in sexual and reproductive health, the voices of women with disabilities have remained largely unheard, especially in low- and middle-income countries such as Nigeria.

    Our research aims to break this silence.

    The women in our study told us they had sexual needs and desires like any other women, but they faced particular challenges such as societal stigma, inadequate access to reproductive health services, widespread misconceptions about contraception and sexual harassment. They suggested how more accessible health services and better legal protection could help them.

    How we did our study

    We spoke to 24 women in Lagos between the ages of 20 and 45. Sixty-seven percent of participants had physical disabilities, while 33% had visual impairments.

    Participants were recruited through local networks and came from a range of educational, employment and marital backgrounds. They were asked open-ended questions in interviews conducted in English, Yoruba or Pidgin.

    We focused on how disability influenced their sexual activity, autonomy, contraceptive use, engagement in risky sexual behaviours, and experiences of sexual violence.

    What we learnt

    Our research found that the women were mostly sexually active and understood their sexual rights.

    However, they faced major barriers:

    • physical limitations

    • poor access to affordable contraceptives

    • misinformation

    • vulnerability to sexual violence, with limited support available

    • widespread stigma that made it difficult for them to express their sexuality freely and safely.

    ‘We are not asexual’

    Many participants rejected the stereotype that they were “asexual” or uninterested in sex. They emphasised they had sexual needs and desires just like any other woman.

    Some participants expressed that being disabled made certain sex positions painful or physically impossible.

    A woman who was in her thirties told us that her husband complained that she couldn’t “do different styles”.

    Other women expressed sadness, frustration, or even guilt for not being able to satisfy their partners, leading to feelings of rejection and abandonment.

    Accessing modern contraceptives was another major issue.

    Some of the women said they were afraid of using contraceptives because of health myths – like the fear that birth control might worsen their disability or cause infertility.

    Others struggled to go to pharmacies because of their limited mobility and obstacles such as being unable to use stairs.

    Several women said they had experienced harassment, assault or rape, often linked to their vulnerability and social isolation.

    One woman described her sexual assault.

    If I were not disabled and nothing was wrong with me, the one that happened to me would not happen. Because of my leg, I didn’t have any energy to shout, and the people that were supposed to assist me did not show up. If I had legs and was complete, the thing that happened to me will not happen.

    A visually impaired woman said she couldn’t defend herself or even recognise her attacker when she was abused.

    Another said:

    If I had legs, that thing would not have happened to me.

    A number of women also spoke about the fear of being blamed or shamed about their sexual harassment experience. Others said people in their communities believed they had no right to complain.

    It’s not all bad

    Still, it wasn’t all despair. The women in the study had clear and actionable suggestions.

    They called for accessible health facilities, better education for men about disability and sex, and more media campaigns to challenge stigma.

    They wanted laws that specifically protected them against sexual harassment and health systems that included them in terms of physical accessibility and financial subsidy.

    Some called for free or subsidised contraceptives or door-to-door services for those unable to travel.

    One participant simply asked for a walking aid so she could visit the hospital when she needed to.

    We are not invisible

    The findings highlight the need for accessible, affordable sexual and reproductive health services tailored to women with disabilities.

    This includes disability-friendly healthcare, public education to challenge stereotypes, stronger legal protections, and initiatives that empower women to assert their rights.

    Society needs to stop pretending that women with disabilities are invisible.
    They are here. They are sexually active. And they have a right to love, pleasure, safety and choice.

    On a glorious afternoon recently, I had the good fortune to attend a specially themed Education and Skills Garden Party hosted at Buckingham Palace in London to celebrate the contributions of educators in the United Kingdom and beyond.

    As a Canadian citizen living and working in education in the United Kingdom, I was invited to attend by the High Commission of Canada in London.

    The occasion provided a relaxing yet exciting opportunity to reflect on my involvement embedding sustainability into education related to innovation and intellectual property (IP) rights law.

    King Charles has been a lifelong supporter of sustainability education, which is a new addition to the curricula. For me, the Royal garden and lake beautifully highlighted concerns with sustainability.

    The King’s Royal garden at the Palace is an oasis in the city of London, alive with foliage and wildlife that guests may stroll around and explore. According to the event leaflet: “A survey of the Garden by the London Natural History Society revealed a wealth of flora and fauna, some quite rare species.”

    Garden parties are a special way for members of the Royal Family to speak to a broad range of people, all of whom have made a positive impact on their community. Today these events are a way to recognize and reward public service.

    A network of sponsors is used to invite guests, including lord-lieutenants, societies and associations, government departments and local government, as well as representatives of various churches and other faiths.

    Charles first marked the issue of pollution in 1970 when he was a 21-year-old student. The King continues to champion his lifelong passion regarding the importance of the health of the environment and living sustainably.

    Why intellectual property and sustainability?

    Since 2004, I have been an innovation, intellectual property rights and business law educator. My research group contributed to a publication called The Guide to The Sustainable Development Goals (SDGs), developed to explore the connections between the United Nation’s 17 SDGs, sustainable development and IP.

    Intellectual property is of concern because we need to envision and build a common future with innovation and creativity. How sustainability challenges are overcome depends on the commercialization of new green technology catalysts.

    However, this process is complex. Choosing between solar versus wind, or hydro, geothermal or tidal energy technologies involves making difficult choices. IP rights, such as patents, provide practical scientific information about new green technologies. This information helps society to prioritize public, private and alternative financing to support climate change mitigation and adaptation.

    Canadian firms have patented numerous climate change mitigation technologies.

    For example, the Toronto-based WhalePower has significantly advanced fluid dynamics and has filed Canadian, European Union, United States, Chinese and Indian patents to protect its new technology. Their award-winning invention, inspired by the bumpy flippers of humpback whales, results in more efficient and reliable wind turbine blades.

    This “tubercle” technology, named for a rounded point of a bone, also has applications for hydroelectric turbines and for revolutionizing fan design. These blades, featuring tubercles (bumps) on the leading edge, reduce aerodynamic drag and improve performance. WhalePower also generates revenue by licensing its patented technology to other companies to use in wind turbines.

    Patents encourage knowledge sharing

    Patents encourage knowledge sharing, because the way the invention works must be disclosed, rather than kept secret.

    For example, new tidal energy inventors can read Whalepower’s patents and be inspired to further advance the new technology with additional incremental innovations.

    A granted patent is published for free online and digitally tagged using globally recognized classification codes to facilitate easy searching by scientists, investors and financiers. The data collected on the patent register is also used to design new climate innovation research studies and inform policy-making.

    In this manner, IP often stimulates investment by providing the legal rights needed to justify longer-term investment in a changing landscape of innovation.

    Long-term investment into green technology is a form of environmental stewardship that I discuss in more detail in my article “Companies and UN 2030 Sustainable Development Goal 9 Industry, Innovation and Infrastructure.” IP rights support firms like Whalepower by enabling knowledge tools that can bring sustainable development goals closer to fruition.

    Patent attorneys and Earthshot Prize

    The significant role of IP rights in promoting sustainability gained a higher profile when the United Kingdom’s Chartered Institute of Patent Attorneys (CIPA) became an Official Nominator for the annual Earthshot Prize launched by Prince William’s Royal Foundation in 2020.

    CIPA helps to identify and nominate solutions for the environmental challenges that the prize aims to address. One nominated solution that uses DNA sequencing and nature’s own colours to create sustainable dyes to reduce the use of water and harmful chemicals in the fashion industry, Colorifix, was a runner-up in the 2023 edition.

    CIPA provides crucial IP rights checks to finalists, ensuring that their innovations have no outstanding IP issues. This partnership is an example of how the Royal Family works together with CIPA to use the power of IP to help solve sustainability challenges.

    As the King stated when he was Prince of Wales in 2017: “Mine is not a new commitment, but perhaps you will allow me to restate my determination to join you in continuing to do whatever I can, for as long as I can, to maintain not only the health and vitality of the ocean and all that depends upon it, but also the viability of that greatest and most unique of living organisms — nature herself.”
