  • MIL-OSI Global: The roots of dementia can start in childhood – prevention should be a lifelong goal

    More than 60 million people are estimated to be living with dementia, resulting in over 1.5 million deaths a year and an annual cost to the global healthcare economy of around US $1.3 trillion (almost £1 trillion).

    Despite decades of scientific research and billions of pounds of investment, dementia still has no cure. But what of the old saying that prevention is better than cure? Is preventing dementia possible? And if so, at what age should we be taking steps to do so?

    Despite what many believe, dementia is not simply an unavoidable consequence of ageing or genetics. It is estimated that up to 45% of dementia cases could potentially be prevented by reducing exposure to 14 modifiable risk factors common throughout the world.

    Many of these risk factors – which include things like obesity, lack of exercise, and smoking – are traditionally studied from middle age (around 40 to 60 years old) onwards. As a result, several of the world’s leading health bodies and dementia charities now recommend that strategies aimed at reducing dementia risk should ideally be targeted at this age to reap the greatest benefits.

    We argue, however, that targeting even younger ages is likely to provide greater benefits still. But how young are we talking? And why would exposure to risk factors many decades before the symptoms of dementia traditionally appear be important?

    To explain, let’s work backwards from middle age, starting with the three decades covering adolescence and young adulthood (from ten to 40 years old).

    Many lifestyle-related dementia risk factors emerge during the teenage years, then persist into adulthood. For example, 80% of adolescents living with obesity will remain this way when they are adults. The same applies to high blood pressure and lack of exercise. Similarly, virtually all adults who smoke or drink will have started these unhealthy habits in or around adolescence.

    This poses two potential issues when considering middle age as the best starting point for dementia-prevention strategies. First, altering health behaviour that has already been established is notoriously difficult. And second, most high-risk individuals targeted in middle age will almost certainly have been exposed to the damaging effects of these risk factors for many decades already.

    As such, the most effective actions are likely to be those aimed at preventing unhealthy behaviour in the first place, rather than attempting to change long-established habits decades down the line.

    The roots of dementia

    But what about even earlier in people’s lives? Could the roots of dementia stretch as far back as childhood or infancy? Increasing evidence suggests yes, and that risk factor exposures in the first decade of life (or even while in the womb) may have lifelong implications for dementia risk.

    To understand why this may be, it’s important to remember that our brain goes through three major periods during our lives – development in early life, a period of relative stability in adult life, and decline (in some functions) in old age.

    Most dementia research understandably focuses on changes associated with that decline in later life. But there is increasing evidence that many of the differences in brain structure and function associated with dementia in older adults may have at least partly existed since childhood.

    For example, in long-term studies where people have had their cognitive ability tracked across their whole lives, one of the most important factors explaining someone’s cognitive ability at age 70 is their cognitive ability when they were 11. That is, older adults with poorer cognitive skills have often had these lower skills since childhood, rather than the differences being solely due to a faster decline in older age.

    Similar patterns are also seen when looking for evidence of dementia-related damage on brain scans, with some changes appearing to be more closely related to risk factor exposures in early life than current unhealthy lifestyles.

    Taken together, perhaps the time has come for dementia prevention to be thought of as a lifelong goal, rather than simply a focus for old age.

    A lifelong prevention plan

    But how do we achieve this in practical terms? Complex problems require complex solutions, and there is no quick fix to address this challenge. Many factors contribute to increasing or decreasing an individual’s dementia risk – there is no “one size fits all” approach.

    But one thing generally agreed upon is that mass medication of young people is not the answer. Instead, we – along with 33 other leading international researchers in the field of dementia – recently published a set of recommendations for actions that can be taken at the individual, community and national levels to improve brain health from an early age.

    Our consensus statement and recommendations deliver two clear messages. First, meaningful reductions in dementia risk for as many people as possible will only be achievable through a coordinated approach that brings together healthier environments, better education and smarter public policy.

    Second – and perhaps most importantly – while it’s never too late to take steps to reduce your risk of dementia, it’s also never too early to start.

  • MIL-OSI Global: How Denmark’s oysters are transforming foodies into citizen scientists

    This year 80 people put on their waders, grabbed buckets and quadrats (square metal frames), and splashed through the clear shallow waters. Once they reached one of the many sampling locations, marked by miniature floats, they threw their quadrats into the shallow water, ready to collect all the sea life that landed inside their quadrats.

    No one had any idea what they might find living on the seabed until they reached into the water. Nearby, kids peered down at the seabed using underwater scopes, grandparents chuckled as they returned for a second forage.

    This citizen science project combines coastal ecology and gastronomy. Our groups returned to the sorting stations to identify, count, weigh and measure each bucket of creatures and algae. A typical bucket might contain four living Pacific oysters, nine dead, a brush-clawed shore crab, four folded sea squirts and a handful of snails.

    Then, we sat down together to eat a gourmet oyster dinner, prepared by Denmark’s top chefs. Organised by a shellfish gastrotourism association called Danmarks Skaldyrshovedstad, this oyster hunt (Østerjagten 2025) is a new annual festival held at the Salling Sund Bridge in the Danish Limfjorden, a 110-mile strait of water in northern Denmark.

    The invasive Pacific oysters people had collected from the seabed then went on to be shucked and cooked. They were served au gratin, with wild flavour combinations, ranging from blueberry and blue cheese to shavings of prosciutto with strawberries and lime.

    Most people told us they came along because of the quirkiness of this event, and the promise of gourmet food. Less than one in five people stated their interest in marine research as their reason for joining. Nobody attended the event just for the science.

    As a coastal change researcher, this result was exciting – we were reaching an audience that might not normally engage. Even after participating, many people didn’t feel like citizen scientists. But when asked what they had learnt, most recalled facts about coastal ecology, as well as new ways to cook oysters.

    Eating aliens

    Back to the basket sample contents. Pacific oyster, brush-clawed shore crab, folded sea squirts: none are native to the Limfjorden or Danish waters. So many people were shocked to find out that their baskets were full of invasive species – these “alien species” are non-native and can compete with the resident species for both food and space.

    Despite an increase in the number of empty Pacific oysters shells we found this year compared to last (indicating more oyster deaths), temperatures are rising in this estuary system. This means that conditions are becoming more suitable for the Pacific oysters and the other invasive creatures, many of which originate in warmer waters.

    All oysters provide ecosystem services; improving water quality, forming new habitats and protecting coastlines from erosion by reducing wave energy. As Pacific oysters are bigger, rougher, tougher and much faster growing than native European oysters, they can have a greater impact on the environment.

    This, however, is not necessarily a good thing. As Pacific oysters take over European oyster and blue mussel beds, birds which once fed on these species are left without vital food sources. The thick shells mean they have no predators once they reach a certain size. Beach goers can also be affected as the razor-sharp shells occupy previously sandy bathing areas.

    Farming of the Pacific oyster has been banned in Denmark since 1998, yet despite this measure, Pacific oyster beds are now widespread and prevalent across Denmark’s estuaries. A single oyster can release between 50 and 200 million eggs during a spawning event each year meaning it is impossible to control them.

    While children were discovering the joy of sea squirts, other marine scientists and I could have tougher conversations with adults about climate change. We explained that warming temperatures are clearly visible in the here-and-now of local monitoring data.

    The Limfjorden is made up of a series of fjords and islands in northern Denmark which link the North Sea to the Kattergat (the sea between Denmark and Sweden). This area is characterised by undisturbed coastlines and rolling hills, as well as some famous geological sites. It is a popular holiday destination for those that enjoy being in nature, some Danish hyggelig (comfort) and seafood.

    But the Limfjorden is subject to numerous pressures: eutrophication (when extra nutrients in the water cause toxic algal blooms), changing climate, fishing, dumping of dredged materials and the arrival of invasive species. Its resilience to these may serve as an ecological bell weather for the rest of the world’s coasts.

    Our event highlights how we’ll have to deal with environmental issues together. One feedback form still sits on my desk, the participant wrote in Danish: “Forskning er alle mands projekt og at det har effekt.” This translates to “research is everyone’s project and it has an effect”.

    This edible approach offers a new way of communicating complex issues such as biodiversity and the introduction of alien species. Oyster hunt-style events such as this offer an excellent opportunity for scientists like us to provide some food for thought.

  • MIL-OSI Global: How to write a perfect wedding speech – according to ancient orators

    Looking for an example of how not to give a wedding speech? Try this. I was recently told an anecdote about guests at a wedding who became suspicious about the detached, cliched style of the groom’s speech, and the monotonous way it was read. Gathered at the reception afterwards, they asked ChatGPT to write a groom’s wedding speech. Bingo! The result was as good as identical.

    Admittedly, whether you’re bride or groom, best man or chief bridesmaid, giving a wedding speech can be a scary prospect. But if you want to keep it personal and memorable, AI is not the answer.

    So what is? You could do a lot worse than following the five canons of classical rhetoric, as recommended by the great practitioners of the ancient world, Cicero and Quintilian: invention, arrangement, style, memory and delivery.

    1. Invention

    The first canon of classical rhetoric is invention. That’s the process of discovering and developing the ideas you’ll use in your speech.

    You can’t speak about everything, and no one likes a speech that drones on. Around ten minutes is all you need. That leaves you time for maybe six or seven events in the life of the person you’re talking about.

    If you visualise those six or seven events, that will help you remember them. Is there a theme or characteristic that binds them together? Identify one or two, and use them to create a thread.

    Good speakers often begin with a bit of a warm-up – maybe some light-hearted comments about the venue, or something in the news, or just a good joke. Plan to single out people in the audience for a mention or a laugh. Say something nice about the new family, or friendship groups you’ve discovered through the relationship.

    2. Arrangement

    History is your best friend when it comes to arranging the order of your speech. The events you’ve chosen under “invention” happened in order of time. So lean on history and organise them chronologically.

    Also, remember that many of the best wedding speeches often follow an arc from light to serious. You can make fun of your subject for a while, but nothing quite beats ending with love.

    3. Style

    This will vary depending on your role. Best men and chief bridesmaids traditionally skirt the boundaries of politeness, or sometimes go crashing through them (the worst best-man jokes are not repeatable here, nor anywhere else, and there’s no shortage of books dedicated to them).

    Mostly you’ll be talking to a mixed audience. You can be a bit risqué without offending anyone (sexist jokes are not recommended). And because you’re likely to be talking to people you know, try to be informal – the “familiar style”, as it used to be called. That also means being personal. The speech has to sound like you.

    4. Memory

    The prospect of remembering a speech may feel daunting or impossible. But speaking without notes makes a huge difference to how you engage your audience.

    Look into their eyes and they will be drawn in. The ancient Roman educator Quintilian was one among many orators to recommend visual analogues as a memory aid – often, the ground plan of a house, where a porch leads to a hall, which leads to a dining room, and so on. You populate each room with clues. They might be verbal or visual.

    Anything that helps you lift your eyes from a script will increase your chances of getting the audience on your side.

    5. Delivery

    Calm your nerves by visualising the scene ahead of time. Most people visit their wedding venue before the big day, so take the opportunity to get used to the space, and then run it through in your head afterwards.

    Try rehearsing the speech while you’re going for a walk. When it comes to the big day and the room is full, remember that you can’t speak directly to everyone. Instead, pick out maybe three or four people to focus on, in different parts of the room.

    There are novel approaches and there are disasters. The double-act approach can work brilliantly, where bride and groom take turns to deliver a single speech, but it may need scripting. If the venue has the facilities, a slide show can work well. Picking out the various groups of families and friends and getting them to wave usually works as a good warmup.

    When you get a laugh, ride it – start speaking again just as the laughter is dying down. Don’t wait for silence. If you get into a panic and can’t think of anything, just say you’re so happy that you’re speechless, and raise your glass for a toast.

  • MIL-OSI Global: Symptoms of androgen excess in women are too often being overlooked – or dismissed as ‘just cosmetic’

    Acne that won’t go away. Hair thinning at the crown. Unwanted facial hair, unpredictable periods, mood swings and weight gain. For millions of women, these aren’t just annoying symptoms – they’re signs of a deeper, often ignored condition: androgen excess. Despite affecting at least one in ten women worldwide, this hormonal imbalance remains underdiagnosed, misunderstood, and too often dismissed.

    Androgens are commonly known as “male hormones”, but all women have them too. The problem arises when levels become too high. This excess can wreak havoc across multiple systems in the body, disrupting menstrual cycles, fertility, metabolism and even mental health. Yet because some of the more visible symptoms, like acne or hirsutism, are often brushed off as cosmetic, many women don’t get the support or treatment they need.

    The most well known cause of androgen excess is polycystic ovary syndrome (PCOS). It affects up to 13% of women globally and costs the US alone an estimated US$15 billion (£11 bllion) each year.

    But, even though PCOS dominates the conversation, it’s not the only condition behind androgen excess. Other, sometimes more serious, disorders can also cause elevated hormone levels like hormone-secreting tumours, congenital adrenal hyperplasia (a group of genetic disorders that affect your adrenal glands), Cushing’s syndrome (a rare hormonal disorder caused by prolonged exposure to very high levels of the hormone cortisol) and severe insulin resistance. Yet too often, the assumption is that any woman with high androgens has PCOS, which can delay diagnosis of these rarer but potentially serious conditions.

    The effects of androgen excess go far beyond skin deep. It’s associated with significant metabolic issues – insulin resistance affects the majority of women with PCOS, putting them at higher risk for type 2 diabetes. Many also live with higher body weight and are more likely to develop high blood pressure, liver disease and cardiovascular problems.

    For some, difficulty conceiving is what finally leads them to seek medical help. But even among women not trying to become pregnant, hormonal imbalance can take a toll: anxiety and depression are two to three times more common in women with PCOS than in the general population.

    And yet, hormonal health is still too often treated as an afterthought. Many women describe years of feeling dismissed by doctors, told to “come back if you want to get pregnant”, or offered little more than the contraceptive pill. On average, women with PCOS wait over two years and consult several different healthcare professionals before receiving a diagnosis. Nearly half say their symptoms were initially ignored.

    Part of the problem may be the name itself. “Polycystic ovary syndrome” is a misnomer – many women with PCOS don’t actually have cysts on their ovaries, and having ovarian cysts doesn’t necessarily mean you have PCOS. It’s a complex metabolic and hormonal disorder, not just a reproductive one. That’s why some experts and patient advocates around the world are calling for a name change to better reflect the condition’s true nature. A more accurate label could raise awareness and improve the way it’s diagnosed and treated.

    Encouragingly, there’s been a major step forward in how androgen excess is addressed. In June 2024, the Society for Endocrinology in the UK published new clinical guidelines to help doctors better identify and manage the condition. These guidelines include clear diagnostic pathways, recommendations for when to carry out blood tests or scans, and guidance on when to refer patients for specialist care. Crucially, they acknowledge that androgen excess can affect women at all ages – not just during the reproductive years.

    A real difference

    Publishing guidelines is only the first step. To make a real difference in women’s lives, several things need to happen. First, there must be greater investment in research. We still don’t fully understand why some women develop excess androgens while others don’t, or why symptoms vary so much between individuals. Research in women’s health has long been underfunded and androgen-related conditions are no exception.

    Doctors also need better training. General practitioners, gynaecologists, dermatologists and even mental health professionals all have a role to play in recognising the signs of androgen excess. If they don’t feel confident identifying the symptoms or knowing when to investigate further, women will continue to fall through the cracks.

    Just as importantly, women need access to clear, trustworthy information. Too many are left to Google their symptoms or rely on online forums. Knowing what to look out for – and what to ask a doctor – can empower women to advocate for themselves and get the care they deserve.

    Finally, we need to move toward more joined up, holistic care. Hormonal health doesn’t exist in a vacuum. It affects – and is affected by – mental wellbeing, lifestyle, metabolism and reproductive health. Effective treatment means looking at the whole picture, not just prescribing a pill or focusing on fertility alone.

    Androgen excess may be invisible to those who don’t experience it, but its impact is profound. For too long, it has flown under the radar. With better understanding, better care, and a stronger voice for women’s health, we can ensure that hormonal symptoms are taken seriously – and treated with the urgency and compassion they deserve.

  • MIL-OSI Global: Is the pope a mathematician? Yes, actually – and his training may help him grapple with the infinite

    Humans are finite creatures. Our brains have a finite number of neurons and we interact with a finite number of people during our finite lifetime. Yet humans have the remarkable ability to conceive of the infinite.

    This ability underlies Euclid’s proof that there are infinite prime numbers as well as the belief of billions that their gods are infinite beings, free of mortal constraints.

    These ideas will be well known to Pope Leo XIV since before his life in the church, he trained as a mathematician. Leo’s trajectory is probably no coincidence since there is a connection between mathematics and theology.

    Infinity is undoubtedly of central importance to both. Virtually all mathematical objects, such as numbers or geometric shapes, form infinite collections. And theologians frequently describe God as a unique, absolutely infinite being.

    Despite using the same word, though, there has traditionally been a vast gap between how mathematicians and theologians conceptualise infinity. From antiquity until the 19th century, mathematicians have believed that there are infinitely many numbers, but – in contrast to theologians – firmly rejected the idea of the absolute infinite.

    The idea roughly is this: surely, there are infinitely many numbers, since we can always keep counting. But each number itself is finite – there are no infinite numbers. What is rejected is the legitimacy of the collection of all numbers as a closed object in its own right. For the existence of such a collection leads to logical paradoxes.

    A paradox of the infinite

    The most simple example is a version of Galileo’s paradox and leads to seemingly contradictory statements about the natural numbers 1,2,3….

    First, observe that some numbers are even, while others are not. Hence, the numbers – even and odd – must be more numerous than just the even numbers 2,4,6…. And yet, for every number there is exactly one even number. To see this, simply multiply any given number by 2.

    But then there cannot be more numbers than there are even numbers. We thus arrive at the contradictory conclusion that numbers are more numerous than the even numbers, while at the same time there are not more numbers than there are even numbers.

    Because of such paradoxes, mathematicians rejected actual infinities for millennia. As a result, mathematics was concerned with a much tamer concept of infinity than the absolute one used by theologians. This situation dramatically changed with mathematician Georg Cantor’s introduction of transfinite set theory in the second half of the 19th century.

    Cantor’s radical idea was to introduce, in a mathematically rigorous way, absolute infinities to the realm of mathematics. This innovation revolutionised the field by delivering a powerful and unifying theory of the infinite. Today, set theory provides the foundations of mathematics, upon which all other subdisciplines are built.

    According to Cantor’s theory, two sets – A and B – have the same size if their elements stand in a one-to-one correspondence. This means that each element of A can be related to a unique element of B, and vice versa.

    Think of sets of husbands and wives respectively, in a heterosexual, monogamous society. These sets can be seen to have the same size, even though we might not be able to count each husband and wife.

    The reason is that the relation of marriage is one-to-one. For each husband there is a unique wife, and conversely, for each wife there is a unique husband.

    Using the same idea, we have seen above that in Cantor’s theory, the set of numbers – even and odd – has the same size as the set of even numbers. And so does the set of integers, which includes negative numbers, and the set of rational numbers, which can be written as fractions.

    The most striking feature of Cantor’s theory is that not all infinite sets have the same size. In particular, Cantor showed that the set of real numbers, which can be written as infinite decimals, must be strictly larger than the set of integers.

    The set of real numbers, in turn, is smaller than even larger infinities, and so on. To measure the size of infinite sets, Cantor introduced so-called transfinite numbers.

    The ever-increasing series of transfinite numbers is denoted by Aleph, the first letter of the Hebrew alphabet, whose mystic nature has been explored by philosophers, theologians and poets alike.

    For Cantor, a devout Lutheran Christian, the motivation and justification of his theory of absolute infinities was directly inspired by religion. In fact, he was convinced that the transfinite numbers were communicated to him by God. Moreover, Cantor was deeply concerned about the consequences of his theory for Catholic theology.

    Pope Leo XIII, Cantor’s contemporary, encouraged theologians to engage with modern science, to show that the conclusions of science were compatible with religious doctrine. In his extensive correspondence with Catholic theologians, Cantor went to great lengths to argue that his theory does not challenge the status of God as the unique actual infinite being.

    On the contrary, he understood his transfinite numbers as increasing the extent of God’s nature, as a “pathway to the throne of God”. Cantor even addressed a letter and several notes on this topic to Leo XIII himself.

    WASHINGTON – Senate Judiciary Committee Chair Chuck Grassley (R-Iowa) introduced the Artificial Intelligence (AI) Whistleblower Protection Act to provide explicit whistleblower protections to those developing and deploying AI. Currently, AI companies’ restrictive severance and nondisclosure agreements (NDAs) create a chilling effect on current and former employees looking to make whistleblower disclosures to the federal government, including Congress.  
    The legislation merges existing AI and whistleblower protection laws to shield the communications of current and former AI employees who make disclosures. The bill would also provide relief for AI whistleblowers who suffer retaliation, including reinstatement, back pay and compensation for damages incurred, where applicable.
    “Transparency brings accountability. Today, too many people working in AI feel they’re unable to speak up when they see something wrong. Whistleblowers are one of the best ways to ensure Congress keeps pace as the AI industry rapidly develops. We need to act to make these protections crystal clear. I’m proud to introduce this legislation to increase accountability and protect AI whistleblowers,” Grassley said.

  • MIL-OSI Security: Cargo Airline Operator Sentenced To Two Years In Prison For Paying Millions In Kickbacks In Large-Scale Scheme To Defraud Cargo Airline

    Jay Clayton, the United States Attorney for the Southern District of New York, announced today that SKYE XU was sentenced to two years in prison by U.S. District Judge Jesse M. Furman for his part in a scheme to defraud Polar Air Cargo Worldwide, Inc. (“Polar”), a leading cargo airline, of more than $32 million dollars in revenue.  XU previously pled guilty to conspiracy to commit wire fraud and honest services wire fraud, wire fraud, and conspiracy to commit money laundering.

    U.S. Attorney Jay Clayton said: “During the COVID-19 pandemic, Skye Xu paid approximately $4.4 million in kickbacks to Polar executives to obtain highly lucrative business from Polar.  The Polar executives concealed the kickbacks from Polar using shell companies.  Corruption of this type has costs that extend way beyond Polar’s or any one company’s bottom line. Today’s sentence should be a reminder that commercial bribery has no place in America.

    According to the charging documents and other public filings and statements made in public court proceedings:

    From at least in or about November 2020 through in or about July 2021, XU operated Sky X Airlines, LLC, a cargo airline company based in California. During those nine months, and without Polar’s knowledge, XU paid approximately $4.4 million in kickbacks to shell companies controlled by three senior executives of Polar (the “Executive Defendants”) in exchange for two lucrative business contracts with Polar. These fraudulently obtained contracts earned XU and his cargo airline approximately $46 million in gross revenue and nearly $10 million in net revenue based on the sales of unused space on passenger airlines to transport cargo during the COVID-19 pandemic.

    The approximately $4.4 million in kickbacks that XU paid to the Executive Defendants in a nine-month span was part of more than $20 million in kickbacks and other financial benefits that the Executive Defendants and other co-conspirators received from certain Polar customers and vendors from at least 2009 to at least 2021 in exchange for ensuring that those vendors and customers received favorable business arrangements with Polar.  The fraud that XU and his coconspirators perpetrated—which involved a substantial portion of Polar’s senior management and at least ten customers and vendors of Polar—led to pervasive corruption of Polar’s business, touching nearly every aspect of the company’s operations, for over a decade.

    XU was the last of 10 defendants charged in this case to be convicted. Five of the 10 charged defendants have previously been sentenced.

    In addition to the prison term, XU, 43, of West Covina, California, was sentenced to three years of supervised release.  XU was also ordered to forfeit $4,487,830 and to make restitution to Polar in the amount of $1,390,000. 

    Mr. Clayton praised the outstanding work of the Federal Bureau of Investigation and the Internal Revenue Service – Criminal Investigations. 

    The case is being prosecuted by the Office’s Complex Frauds and Cybercrime Unit. Assistant U.S. Attorneys Danielle Kudla, Kevin Mead, Qais Ghafary, and Jerry J. Fang are in charge of the prosecution.

  • MIL-OSI Security: Bowling Green, Kentucky Man Sentenced to Federal Prison and Ordered to Pay Over $1.5 Million in Restitution for Tax Evasion and Defrauding Employer

    Bowling Green, KY – A Bowling Green man was sentenced yesterday to 3 years and 10 months in federal prison for wire fraud, money laundering, and tax evasion.

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge Karen Wingerd, Cincinnati Field Office, IRS Criminal Division, and U.S. Postal Inspector in Charge Lesley Allison of the Pittsburgh Division made the announcement.

    Kenneth Ray Moore, 56, was sentenced to 3 years and 10 months in prison, followed by 2 years of supervised release, for three counts of wire fraud, two counts of money laundering, and four counts of tax evasion. According to court documents, between October 2009 and May 2020, Moore committed wire fraud by engaging in a scheme to embezzle $1,145,800 from his employer. Moore, who formerly held the position of Vice President of Finance, caused his employer to issue checks to “KBM Solutions,” a shell company he created to receive embezzled funds. Moore laundered money by transferring the embezzled funds to his personal financial accounts. Moore also failed to file personal income tax returns between 2013 and 2020, and owed over $300,000 in unpaid taxes, penalties, and interest.

    Moore was ordered to pay $1,158,194.80 in restitution for the embezzlement scheme and $342,155.84 in restitution for tax evasion, for a total of $1,500,350.64 in restitution.

    There is no parole in the federal system.

    This case was investigated by the IRS Criminal Investigation Bowling Green Office and the USPIS Bowling Green Office.

    Assistant U.S. Attorney Raymond McGee, of the U.S. Attorney’s Paducah Branch Office, and Assistant U.S. Attorneys Erin Bravo and Madison Sewell of the Louisville Office, prosecuted the case.

    BACKGROUND: For about 150 years, state insurance regulators and laws have regulated insurance companies. The Federal Insurance Office (FIO), created under Dodd-Frank, grew increasingly aggressive under the Biden-Harris Administration in collecting data from insurance companies, most recently issuing a proposed data collection to assess “climate-related financial risk.” Despite working with state regulators on previous efforts, Biden’s FIO intentionally chose to not collaborate with state regulators on an overarching nationwide climate data call.

    Although FIO has never issued a subpoena, as the office has accumulated power and become more aggressive in their encroachment of state regulators, the threat of a subpoena and other efforts to encroach on state-based insurance regulation should be eliminated.

    The Conscience Protection Act of 2025 strengthens and expands the Weldon Amendment, a federal provision—attached to annual appropriations bills since 2004—that prohibits any federal, state, or local government from discriminating against or penalizing health care providers who decline to perform, pay for, or refer for abortions. So they can give massive tax cuts to billionaires, corporations, and oil companies. Republicans want to strip health care away from over 13.7 million Americans who rely on Medicaid, which will raise prices for the privately insured too,” said Congressman Mullin. “The bill also cuts funding for clean energy innovation while allowing oil and gas companies to buy their way out of having to follow environmental laws. This will stagnate American progress in developing affordable, sustainable solutions to meet our energy needs. This isn’t efficiency, it’s cruelty and Republicans are making it clear that they don’t care about raising costs for working families.”

    “Republicans’ reconciliation bill is a shameless sell-out to corporations at the expense of hard-working Americans’ health and prosperity,” said Congresswoman Matsui. “This bill eliminates and defunds pollution protections and pollution reduction programs that my constituents rely on, illegally and insidiously clawing back funding that is already supporting projects in communities across this country. Is it the $12 million in unobligated funds to reduce air pollution in schools? How about DOE money to train contractors to retrofit people’s homes? What about money to upgrade our ports with the latest and greatest technologies? These are just a few examples of commonsense investments that are being targeted today that are creating American jobs and deploying new technologies that will indeed reduce pollution. And when you start to list them out, you can see how ridiculous this proposal is. But why on Earth would Republicans be doing this? Well, we know these funds will be used to partially offset yet another round of tax cuts, the benefits of which will overwhelmingly go to the wealthiest.”

A lot of times, these communities were poisoned due to large corporations that were exploiting corrupt loopholes in the law in order to poison the most vulnerable communities in America,” said Congresswoman Ocasio-Cortez. “And I deeply fear that there is a loophole and similar provision in this bill. This bill allows gas companies to pay $1 million in order for their project to bypass the traditional permitting process. In fact, this bill allows natural gas pipeline projects to pay a fee of $10 million to cut the line and bypass the normal permitting process. Allowing massive corporations to simply cut a check to bypass the very real reasons why permitting exists in the first place, poses a deep and grave danger to people across the country.”

But there’s ways to streamline permitting and get new energy resources online without sidelining solar, wind, nuclear, hydropower, or hydrogen projects. Streamlining permitting is key if we’re going to meet energy demand. Clean power should have the same opportunity as oil and gas and we shouldn’t be disregarding important environmental protections.”

    “This is a bad deal for the South, whether it’s consumers in Florida or whether it’s all these high-paying jobs going to all these Southern states. This is a job killer,” said Congressman Soto. “In addition, adding in defunding of interstate transmission lines. I’ve heard from both sides of the aisle how often this is critical. So why in the world would you defund the interstate transmission lines? That makes no sense. That will raise energy prices. It will prevent efficiencies in the market.     House Republicans are gutting critical pollution protections and pollution reduction programs, raising American household energy costs, pulling the rug out from under America’s manufacturing sector, and creating a brazen new “pay-to-play” bribery scheme for polluting corporations. Here’s what the bill does:   

    • Repeals and rescinds funding from Environmental Protection Agency programs that protect Americans from pollution and help American households save money on energy costs and medical bills. Some of these programs include:
      • Greenhouse Gas Reduction Fund that is dedicated to lowering energy bills and cutting pollution.
      • Environmental and Climate Justice Block Grants that support disadvantaged communities to reduce pollution and pollution-related health impacts in their communities.
      • Methane Emissions and Waste Reduction Incentive Program to reduce pollution and waste from the oil and gas sector, improving the health and economic well-being of overburdened communities, while also saving energy.
      • Clean Heavy Duty Vehicle Program that helps communities replace old polluting diesel engines and vehicles—some of the dirtiest vehicles on the road—with new, clean vehicles.
      • Clean Ports Program that helps improve air quality around U.S. ports and address the public health and environmental impacts to surrounding communities.
    • Repeals life-saving Clean Air Act standards for vehicle pollution and fuel efficiency that help Americans save money at the pump and improve health outcomes in our communities.
    • Eliminates funding for the Department of Energy Loan Programs and the Advanced Industrial Facilities Deployment Program that help commercialize next-generation American-made technology, bringing manufacturing back to America and creating good-paying jobs, while also developing cutting-edge technologies that save Americans money and reduce pollution in American communities.
    • Creates a pay-to-play bribery scheme for polluters that allows oil and gas companies to pay a fee and bypass standard permitting, environmental reviews, and judicial review processes. Whether it’s a natural gas pipeline or a natural gas export terminal, companies can simply buy all the permits they need to build their pipeline through your community. This is blatant and unconscionable corruption.

    Republicans had multiple opportunities to improve the bill and ensure that Americans’ pocketbooks, health, and livelihoods are protected, but Republicans repeatedly rejected Democratic amendments, including Democratic-led efforts to: 

    • Ensure that this bill does not raise energy costs for American households. Representative Castor’s amendment would have required the U.S. Energy Information Administration to publish the impacts of the Energy Subtitle of the bill on monthly energy costs for American households.
    • Protect the health and safety of our families and communities. Representative Dingell’s amendment would have prevented the repeal of the Greenhouse Gas Reduction Fund.
    • Hold polluters accountable and prevent the legalization of corruption under this bill. Representative Ocasio-Cortez’s amendment would have required the Inspector General of the Department of Energy to certify that this bill will not increase risks of corruption or ‘pay-to-play’ politics.
    • Protect American energy independence and deliver cheap energy to Americans. Representative Auchincloss’ amendment would have prevented the energy provisions from going into effect until the Secretary of Energy certifies that tariffs on energy imports are no greater than they were on January 19, 2025.

    Highland Councillors have considered £756m investment across Highland communities over the next 5 years when they discussed an updated report on the consolidated Highland Investment Plan (HIP) at a meeting of The Highland Council today Thursday 15 May.

    Convener of the Council, Cllr Bill Lobban said: “The consolidated programme which was presented to Members is part of a longer-term strategy for the Highland Investment Plan which creates a potential £2.1bn of capital investment over a twenty-year period.

    “Councillors agreed that officers progress actions to ensure the HIP programme is managed within the overall funding as described in the report.”

    Leader of the Council, Cllr Raymond Bremner said: “The Highland Investment Plan is creating a new generation of community based facilities known as Points of Delivery or PODs. In addition to schools and community facilities the HIP also aims to provide investment for transport and roads, depots and offices. People will start to see a real difference in their communities over the coming five years as these projects are rolled out.”

    The first phase of agreed HIP projects includes investment in Beauly, Charleston, Dingwall, Dunvegan, Fortrose, Inverness High and Thurso schools.

    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment.   • MIL-OSI Global: After an autocratic leader was toppled in Bangladesh, democratic renewal remains a work in progress

    Last July, a powerful student-led uprising in Bangladesh toppled the authoritarian, corrupt government led for 15 years by Prime Minister Sheikh Hasina.

    Bangladesh now shows modest signs of democratic recovery. Months into its tenure, a transitional government has reopened political and civic space, especially at universities, and begun reforming key state bodies.

    Yet, violence and political retribution persist. This week, the interim government banned Hasina’s former party, the Awami League, under the country’s Anti-Terrorism Act while a tribunal investigates its role in the deaths of hundreds of protesters last year.

    Elections have also been delayed and may not happen until 2026.

    Amid this fragile transition, interim leader Muhammad Yunus, the 84-year-old Nobel-prize winning economist, has emerged as a rare figure of trust and calm. His popularity is so high, in fact, many are calling for him to remain at the helm for another five years.

    Given the uncertainty, Bangladesh faces some uncomfortable questions: can it afford electoral democracy right now? Or must stability come first, with democracy postponed until institutions can catch up?

    And what happens if emergency governance becomes the new normal?

    Fraught road to democratic renewal

    According to a global democracy report, Bangladesh is still classified as an “electoral autocracy” — one of the few in the category that actually got worse in 2024.

    The opposition, chiefly the Bangladesh National Party (BNP), has mounted a fierce challenge to the interim government’s legitimacy, arguing it lacks a democratic mandate to implement meaningful reforms.

    While the BNP and its former ally, the Islamist party Jamaat-e-Islami, may appeal to segments of Bangladesh’s Muslim majority, their support is undermined by reputational baggage and limited resonance with younger voters.

    At the same time, radical, right-wing, Islamist forces are exploiting the vacuum to reassert themselves, exacerbating tensions between Muslims and the Hindu minority.

    Economically, the country is also still reeling from the damage done under Hasina’s regime.

    Corruption hollowed out the banking system, leaving key institutions almost bankrupt. Although Yunus has taken steps to stabilise the economy by bringing in competent officials, uncertainty continues to dampen investor confidence.

    Inflation remains high. And unless job creation accelerates, especially for the youth, the seeds of further unrest are already planted.

    In addition, law and order has deteriorated sharply. The country’s police force has been tainted by its association with the Alami League, and the former police chief is facing charges of crimes against humanity.

    Street crime is rising and minorities are experiencing growing harassment. Women feel deeply unsafe — both online and on the streets. Some parties are also seen as a threat to countering violence against women.

    Despite strong laws on paper, weak law enforcement and victim-blaming are allowing violence to flourish. It’s very difficult to hold perpetrators of crimes to account.

    Bangladesh is also increasingly isolated on the global stage.

    India, long allied to Hasina’s government, has turned its back on the interim government. The United States is disengaging, as well. USAID had committed nearly US$1 billion (A$1.6 billion) from 2021–26 to help improve the lives of Bangladeshis, but this funding has now been suspended.

    Some gains on civil liberties

    This year, Bangladesh improved slightly in Freedom House’s index on political freedoms and civil liberties, from a score of 40 points out of 100 last year to 45. This is a step in the right direction.

    Among the improvements in the past year, the government has:

    The appointment of new election commissioners and the creation of advisory commissions for judicial and anti-corruption reform also signal an institutional reset in motion.

    But gains remain fragile. While politically motivated cases against opposition figures have been dropped, new ones have emerged against former ruling elites. The military’s policing role has expanded and harassment of Awami League supporters by protesters persists.

    In addition, media freedom remains heavily constrained, with a human rights group reporting the interim government had targeted hundreds of journalists in the past eight months.

    In this fractured environment, urgent reforms are needed. But these need to be sustainable, as well. Whether the interim government has the time, authority or support to deliver them remains in doubt. The government also needs to deliver on its promise to hold free and fair elections.

    A new party on the rise

    The country’s politically engaged youth have not been dissuaded by these issues. Rather, they are trying to reshape the political landscape.

    The new National Citizen Party (NCP) was formed in early 2025 by leaders of last year’s student uprising. It has positioned itself as the party to bring a “second republic” to Bangladesh. Drawing from historical models from France and the US, the party envisions a new elected, constituent assembly and constitution.

    With organisational support and tacit backing from the interim government, the NCP has rapidly grown into a viable political force.

    Still, the party faces a steep, uphill climb. Its broad, ideological umbrella risks diluting its message, blurring its distinctions with the BNP.

    For the NCP to turn protests into policy, it must sharpen its identity, consolidate its base, and avoid being co-opted or outflanked.

    Whether this moment of political flux leads to real transformation or yet another cycle of disillusionment will depend on how boldly — and how sustainably— the interim government and new actors like the NCP act. And they must not draw out the process of transition for too long.

    U.S. Senators Kirsten Gillibrand (D-NY), Ron Wyden (D-OR), Bernie Sanders (I-VT), Jeff Merkley (D-OR), Amy Klobuchar (D-MN),and Chuck Schumer (D-NY) wrote a letter to their Republican colleagues asking them to reconsider their proposed cuts and attacks on programs and agencies that support senior nutrition programs. The senators wrote in their capacities as ranking members of the Senate Committees on Aging; Finance; Health, Education, Labor, and Pensions; Budget; Agriculture, Nutrition, and Forestry; and as Senate Democratic Leader, respectively. If implemented, the Republican’s proposed cuts to the programs will take hot meals, nutritious food, and social interaction away from millions of older adults nationwide, jeopardizing their health and quality of life.
    “We are writing today to express our serious concerns regarding efforts by the Trump administration and the potential of cuts proposed in your budget resolution to debilitate our nation’s beloved nutrition programs for seniors, taking hot meals, sustenance, and social interaction away from our seniors to fund tax cuts for billionaires,” wrote the lawmakers. “These attacks are multifaceted and will deeply hurt all aspects of senior nutrition services, from funding to program delivery.     Specifically, the Senators asked Republicans to reconsider the following actions:
    Cuts to the Supplemental Nutrition Assistance Program (SNAP), which is the largest food assistance program in the country;
    The dismantling of the Administration for Community Living (ACL), which administers the Older Americans Act’s nutrition programs; 
    The elimination of the Social Services Block Grant, which provides critical funding for senior nutrition programs;
    Cuts to Medicaid, which funds meal-delivery programs through Section 1115 waivers for home-bound older adults and people with disabilities; and
    Attacks on the Social Security Administration, which ensures accurate and timely payment of Social Security benefits so that older adults and people with disabilities can put food on the table.

    Dear Republican Colleagues: 
    We are writing today to express our serious concerns regarding efforts by the Trump Administration and the potential of cuts proposed in your budget resolution to debilitate our nation’s beloved nutrition programs for seniors, taking hot meals, sustenance, and social interaction away from our seniors to fund tax cuts for billionaires. These attacks are multifaceted and will deeply hurt all aspects of senior nutrition services, from funding to program delivery. The cuts will exacerbate hunger, poor health, and social isolation, and our nation’s seniors will be gravely harmed by these decisions. 
    In 2022, nearly 7 million older Americans experienced food insecurity, with numbers projected to reach up to 9 million by 2050. Hunger is particularly salient for older adults living in rural areas and in the South. Food insecure seniors are 74 percent more likely to be diabetic, nearly 3 times more likely to suffer from depression, 71 percent more likely to have congestive heart failure, and 64 percent more likely to have a heart attack. Without access to nutritious food, seniors are more likely to live in poor health—this is not the life we want or envision for our older Americans. 
    Senior nutrition programs, such as Meals on Wheels, include meal delivery services and congregate nutrition programs (e.g., those provided at senior centers). For home-bound seniors, meal delivery services are a lifeline; for some, the meals delivered will be the only meal they have to eat all day. Beyond nutrition, meal delivery services provide life-sustaining social interaction and safety checks for older adults; many seniors report going for weeks without seeing another person if not for their home-delivered meals volunteers. Similarly, congregate meals provide the nutrition and social connection needed for seniors to live and thrive in their communities. Senior nutrition programs save taxpayer dollars by reducing more costly health care expenditures such as avoidable trips to the emergency room, and hospital admissions and readmissions. Furthermore, senior nutrition programs can delay or eliminate the need for placement in a long-term care facility. These programs use taxpayer dollars efficiently; the cost of just one day in a hospital or ten days in a nursing home is nearly equivalent to a full year of Meals on Wheels. Cutting senior nutrition programs will increase unnecessary health care expenditures among older adults. 
    In addition, funding from the Social Services Block Grant, Supplemental Nutrition Assistance Program (SNAP), Medicaid, and Social Security and Supplemental Security Income programs administered by the Social Security Administration (SSA) enable seniors to put food on the table and access nutrition support. Enacting policies and funding cuts that force seniors to go hungry is cruel. We ask that you to stand with older Americans and reconsider any efforts to scale back support and back off attacks on the SSA and Administration of Community Living (ACL) programs. 
    We are specifically concerned about the impact of the following actions and proposed cuts:
    The dismantling of the Administration for Community Living threatens the delivery of senior nutrition programs. The Older Americans Act (OAA) is a fundamental source of support for senior nutrition. In 2019, over 223 million meals were provided to older adults through OAA’s Nutrition Programs. ACL is responsible for the delivery of most OAA programs. The Department of Health and Human Services recently proposed a “reorganization” of ACL. However, there has been no clarity or transparency in the proposed reorganization. Transferring ACL programs to the Administration for Children and Families, Assistant Secretary for Planning and Evaluation, and Centers for Medicare and Medicaid Services—also reeling from devastating staffing reductions— disrupts implementation of the home-delivered and congregate meals programs. Disruption in program administration and delivery means that the 2.4 million seniors who rely on these meal programs for critical nutrition are at risk of going hungry and of further health complications. We ask that you work with us to ensure the integrity and wholeness of any and all OAA programs that are being transferred out of ACL. 
    Eliminating the Social Services Block Grant and cutting Medicaid take food away from seniors. In addition to OAA funding, the Social Services Block Grant also provides critical support for senior nutrition programs. For example, cuts to the Social Services Block Grant will force the Meals on Wheels program in Abilene, Texas to cut more than half of its services, taking away hot meals and sustenance away from hundreds of Texans who are older adults or people with disabilities. Medicaid can also fill the gap of unmet food needs and reduce the likelihood of nutrition-related health conditions through meal-delivery programs provided through Section 1115 waivers for home-bound older adults and people with disabilities. We ask that you reconsider any potential attacks to the Social Services Block Grant, Medicaid funding and changes to waiver programs that address health- related social issues, and other vital sources of social services funding that help seniors live full and healthy lives. 
    Attacks on Social Security threaten seniors’ food security. The so-called “Department of Government Efficiency” or DOGE’s attack on the SSA has debilitated its ability to provide quality customer service and threatens timely and accurate benefit payments for seniors and people with disabilities. Forty percent of older Americans rely on Social Security as their only source of retirement income—money to make sure they have food on the table. Without their Social Security Disability Insurance (SSDI) benefits, over half of disabled adult beneficiaries would live below the federal poverty line. Through office closures and slashing of staff, SSA will not be able to provide critical customer services to Social Security beneficiaries. If DOGE continues to toy around with the integrity of the SSA’s payment system, a total collapse may result—seniors will not receive their Social Security checks, and they will go hungry.     Cuts to the Supplemental Nutrition Assistance Program. The SNAP Program is the centerpiece of our public anti-hunger infrastructure and is, by far, the biggest food assistance program promoting the food security of Americans. Food insecure seniors consume less energy and have lower intake of key nutrients, and SNAP participation is linked to fewer nursing home and hospital admissions for seniors. SNAP cuts of $230 billion or more, as contemplated by the budget resolution, would fall heavily on senior citizens, who would almost certainly be subject to benefit or eligibility cuts, forcing elderly individuals to make painful choices between purchasing food, medicine, or other daily necessities. We urge you to reconsider any potential cuts to SNAP.

    Bringing Accessibility to the Forefront via the Games Industry, Hardware and Events

    Xbox Helps Launch the Accessible Games Initiative

    In March, Xbox joined partners across the gaming industry to unveil the Accessible Games Initiative. Helmed by the Entertainment Software Association (ESA), this initiative strives to provide players with clear information about the accessibility features in games through a set of “tags” shared across the industry that are surfaced on storefronts and game product description pages. These tags have specific criteria to help ensure that users who rely on them have consistently delightful experiences.

    We have also begun transitioning our current Xbox Accessibility Feature tags to the Accessible Games Initiative tags. As part of this process, players may notice some discrepancies in the tag names that appear in various Xbox experiences during this time and these potential discrepancies will be resolved once transition engineering work is completed by July 2025. Any Xbox Game Accessibility Feature tags that do not have equivalent Accessible Games Initiative tags will remain on our platform. This combination of tags will make it even easier for players with disabilities to find their next great game and understand the accessibility features available to play.

    King Player Accessibility Days (PAD)

    King is proud to announce the return of Player Accessibility Days (PAD) in 2025, which will be bigger, bolder, and more inclusive than ever.

    Disability Demographics around the world: We’ve been working with the World Bank Group as they launch the new Disability Data Hubthe first open data initiative to provide disability-disaggregated development data across 63 global economies. This addresses the need for a single, comprehensive global dashboard to close data gaps that have historically excluded disabled individuals from development agendas. “Robust disability disaggregated data,” says Charlotte McClain-Nhlapo, Global Disability Advisor and Lead Social Specialist at The World Bank, “is an essential component for inclusive development. Across the globe, governments, the private sector, organizations of persons with disabilities and development partners, need the data to design policies, provide services, and allocate resources.” Check out the hub for more information. 

    Accelerating ALS Research Worldwide: ALS currently has no known cure. We are proud to support Answer ALS and ALS Therapy Development Institute (ALS TDI) in their ongoing work to find a cure and therapies for ALS. When the Neuromine data portal launched on Azure, Clare Durrett, Managing Director at Answer ALS, “envisioned researchers worldwide diving into its rich data to uncover ALS’s hidden patterns, from genetic triggers to progression markers,” and now this tool has supported 400+ independent research projects around the world. As these organizations combine their data this summer, the total number of data points available to researchers on Neuromine will grow to more than 300 trillion, and Dr. Fernando Vieira, CEO and Chief Scientific Officer at ALS TDI, expects it “to be a force-multiplier, enabling researchers to leverage these complementary datasets to rapidly generate and validate hypotheses and, ultimately, uncover paths toward more effective treatments for people with ALS.”  

    Representation matters 

    We recognize the critical responsibility to ensure authentic disability representation in AI systems. One of the most pressing challenges is that generated content, such as images, can misrepresent or stereotype disability, leading to harmful inaccuracies or even the exclusion of certain identities. These gaps in representation data can reinforce bias and erode trust.  

    Launching today, Bing Image Creator will generate more accurate depictions of disabilities such as Autism and Down Syndrome, and will be expanding to other areas in the coming months. We collaborated with individuals with lived experience, trusted external partners, and AI researchers to better understand how disability is portrayed—both accurately and not—within AI models.   • MIL-OSI United Kingdom: expert reaction to study on new CRISPR gene therapy for children with a rare metabolic disease

    A study published in The New England Journal of Medicine looks at a new CRISPR gene therapy for children with a rare genetic disease.

    Dr Alena Pance, Senior Lecturer in Genetics, University of Hertfordshire, said:

    “The authors searched thoroughly for off-target effects because this would seriously jeopardise the use of the approach in therapy. However, as far as the document I could see goes, there is no attempt to assess the cell type targeting efficacy, meaning whether the genetic tools (CRISPR and guide RNA) are reaching hepatocytes and what percentage or proportion of these cells are being corrected. This is very important because this will determine the level of physiological improvement of the disease hence also the value of the intervention.

    “CRISPR-based therapy has been used to correct genetic diseases before as the authors mention in their introduction. The best example is the recently approved therapy for sickle cell disease. The approach used in that case, as well as the one in development for Duchenne muscular dystrophy, is different though in the sense that sickle cell anaemia is overcome by using CRISPR tools to de-silence a foetal globin gene that leads to functional haemoglobin. This is done outside the body using Haematopoietic stem cells which give rise to all cell types in the blood, these cells are obtained from the patient, modified and then put back to re-populate the bone marrow, so in this way full correction can be achieved. The DMD approach consists in using CRISPR to cause skipping of the portion of the dystrophin gene that has the most frequent mutations in it. These mutations lead to deficiency in dystrophin expression by generating a stop signal so the protein isn’t made, so by making the machinery ‘hope over’ this region, a smaller but functional dystrophin is made thereby restoring muscle mass and function. In this case, the therapy is administered intravenously and though not all the muscle cells are corrected, and the proportion varies, it is sufficient for a significant restoration to make a physiological difference. Many different cell types will be targeted but as only muscle cells produce dystrophin, it doesn’t really matter.

    “In the case of CPS1, the therapy consists in substituting a nucleotide for the correct one, so this is a highly precise corrective change. As opposed to the two examples described which can be applied to a variety of mutations causing the same disease, the approach in the paper is applicable to the one specific nucleotide change or in other words this specific form of the disease. The paper explains that the patient has in fact two different mutations affecting each of the genes from their father and their mother, only one, the paternal mutation, is targeted. The approach is applicable to any disease caused by a single nucleotide change, however more often than not, diseases are caused by a variety of variants so perhaps more general strategies could be more effective than very precise ones. It will depend on how accurate the general vs specific options can be in terms of targeting the right cell types and DNA sequences.”

    Dr Miguel Ángel Moreno-Mateos, Tenured scientist CSIC & PI, Andalusian Center for Developmental Biology, CSIC-Pablo de Olavide University, said:

    Since the emergence of CRISPR-Cas technology, progress has been made to develop a variety of tools that have the potential to contribute to the cure of many genetic diseases. This work demonstrates how, by detecting a specific congenital disease in the first days after birth, a robust protocol can be implemented with the ultimate goal of curing, at least partially, a patient with a particular genetic alteration that causes a rare disease. This protocol contains several steps, including i) characterization of the mutation or mutations that cause the disease, ii) design and comparison of the efficiency of various CRISPR-Cas approaches, which in this case are based on base editing and include various Cas proteins with different DNA recognition capabilities, iii) genetic and physiological safety testing of CRISPR-Cas reagents and lipid nanoparticle-based complexes both in vivo and in vitro, and iv) finally, targeted treatment in the patient’s liver in two doses seven months after birth, following approval by the relevant agencies.

    “Although this has been a very specific approach, partly motivated by the devastating nature of the disease, it represents a milestone that demonstrates that these therapies are now a reality. In any case, as the article reports, the patient will be monitored for a long time to ensure his well-being and determine whether additional doses are needed to further improve the symptoms of the disease.

    “On the other hand, given the risk involved and as the article itself acknowledges, the percentage of gene editing in the patient himself and any possible unwanted edits have not been evaluated, although they were determined in in vivo and in vitro studies. However, based on the physiological results, everything indicates that, at least so far, the therapy has been successful and has significantly improved the patient’s quality of life.

    “In summary, this work is proof of principle for a rapid and effective protocol for CRISPR-Cas therapies for the cure of human diseases in general and so-called rare diseases in particular, opening the door to other similar treatments in the near future.”

     

    Prof Marc Güell, coordinator of the Translational Synthetic Biology research group and full professor at Pompeu Fabra University (UPF), said:

    Is the study of good quality?

    “It seems to me to be a study of the highest quality and totally extraordinary. In fact, I was deeply moved to read it. It reflects the great potential of gene editing for therapeutic purposes. The researchers and clinical team have done a very thoughtful design with all the precautionary steps that the situation allows: characterisation of mutations, design of editors to correct, measurement of efficiency and off-target [unwanted effects], as well as testing the reagents in cell and animal models. Extraordinary work in record time.”

     

    How does this work fit with the existing evidence?

    “Great proof of concept that it is not impossible to treat very rare diseases at the individual level.”

     

    Are there any major limitations to be taken into account?

    “We will have to characterise the precision gene editing process in the future (patient safety permitting). For now, it has been possible to measure the positive clinical effects, but for patient safety reasons it has not been possible to obtain liver tissue to characterise the efficiency of gene editing.

    “It’s a great demonstration, but it’s also worth noting that this correction has been done in the liver; other tissues are much more difficult to gene edit, for now.”

     

    What are the implications for the real world?

    “Individualised, tailor-made therapies for a single patient are no longer a dream. Obviously, the process followed is of very high complexity and will require a lot of work to see how to scale it up and expand it to other cases. In any case, this work sheds a lot of light on the future.”

     

    Prof Gemma Marfany, Professor of Genetics at the University of Barcelona (UB) and CIBERER member, said:

    “This is the first case of a fully customised therapy, for a single baby (what is called ‘n of 1 therapy’), treated in vivo with a base-editing therapy for a very severe ultrarare disease. The disease causes the accumulation of ammonium, which is highly toxic to neurons and can lead to death in the first months of life. With the help of several leading biotech companies, a novel and very precise strategy has been designed to uniquely modify the mutated nucleotide in the gene to reverse the effect, and instead of a truncated protein, produce the complete protein. In addition, instead of using therapeutic viruses, lipid particles have been used to deliver the gene-editing system to the liver, in three doses within weeks of each other, avoiding an unwanted immune response and achieving remission of the most dangerous symptoms, reducing palliative medication and allowing incorporation of a normal diet.

    “It is truly a unique case, a successful proof of concept, designed and applied in record time, in which researchers and clinicians have not skipped a single preclinical step, as they have generated human cellular models and also a humanised mouse model with the patient’s mutation to test the safety of the dose and the efficiency of the therapeutic strategy. In addition, they have had all the approvals from the relevant bioethics committees. It seems to me to be a scientific ‘miracle’ that has made it possible to cure a very rare severe disease, and provides knowledge to treat many other diseases.”

    Cabo Verde has inaugurated the Mindelo Technology Park, completing the second campus of the TechPark CV project funded by the African Development Bank (www.AfDB.org). The facility aims to establish the country as a digital hub connecting Africa with global markets. 

    The ceremony took place on May 6 with representatives from the government, industry, and development partners in attendance. The EUR 51.85 million TechPark CV project received EUR 45.5 million in financing from the African Development Bank Group, supporting both the Praia and Mindelo campuses. 

    In an address, Prime Minister José Ulisses Correia e Silva highlighted the transformative impact of the technology park: “Today we inaugurate this technological park hub with the conviction that we are already celebrating a special moment here. Yesterday was on the beach in Sao Vicente, a modern infrastructure important for the development of the digital economy. We want to position the digital economy as one of the key sectors for the diversification of Cabo Verde’s / Cavian economy, and increase the share of the digital economy in the GDP from around 7% to 25%.” 

    He further explained the goals of the project:“It is one of the sectors that create jobs and create quality jobs, simulates entrepreneurship and makes the capacity and talent of young people happen. We want to attract leading companies. We want to develop young digital entrepreneurship, startups and create well paid jobs.” 

    Dr. Akinwumi A. Adesina, President of the African Development Bank Group, emphasized the significance of this milestone: “These two events mark a turning point for the broader diversification of the economy of Cabo Verde and a landmark in its quest to become the digital gateway for Africa. These two technology park campuses will spark the spirit of digital innovation and spur the emergence of technology-enabled businesses that will propel the digital economy of Cabo Verde.” 

    Reflecting on the financial projections and potential impact, Dr. Adesina added, “The Technology Park will allow Cabo Verde to position itself to take advantage of the digital economy in Africa, which is estimated to add $180 billion to the GDP of Africa by 2025 and $712 billion by 2050. It will also allow Cabo Verde to benefit from the $16.5 trillion global digital economy by 2028.” 

    Carlos Monteiro, President of TechPark CV, shared his outlook on the project’s cultural and economic significance: “TechPark CV is the realisation of our ambition to transform Cape Verde into a technology hub for West Africa. Our unique mid-Atlantic location creates a gateway for investments and business opportunities linking Africa, Europe and the Americas.” 

    He added: “The spirit of morabeza lies at the heart of what we’re building – a welcoming environment where innovators from different backgrounds and cultures can collaborate and thrive together. Through this project, we’re not just building a digital hub; we’re fostering a community where technology drives economic growth and sustainable development for Cape Verde and our international partners.” 

    Project architect Fernando Mauricio Dos Santos, whose design balances technological needs with environmental considerations, noted: “The campus features a secure, basement-level data centre that ensures national security while harmonizing with the surrounding residential area. The U-shaped building’s orientation provides protection against northeast winds while maximizing southern light exposure, creating a comfortable and energy-efficient environment. A specialized technical box discreetly houses heavy refrigeration equipment, allowing the facility to blend advanced technology capabilities with Mindelo’s existing urban landscape.”  

    The Mindelo facility includes a data centre, a business incubation hub, and a training centre. The campus currently hosts ten companies from four countries and employs 125 young professionals, with 80% of its 25 office spaces occupied. The facility operates as a special digital economic zone, offering tax incentives to businesses specializing in artificial intelligence, cybersecurity, fintech, and digital health solutions. 

    In closing remarks, Dr. Adesina offered words of encouragement to the entrepreneurs and businesses establishing themselves at the technology park: “You will make it! You will grow! You will thrive!! Just like out of Mindelo the young voice of Cesaria Evora grew until it took the world by storm, so will the Mindelo Technology Park rise to become a gateway for innovation that will resound across Africa and the world. So, keep moving on and moving up!”

    “On the Senate Armed Services Committee, for the last 3 years of the previous administration, President Biden sent us a budget, and in a bipartisan way in the Senate we’ve, for the most part, a strong majority of the Committee agreed that it was not enough.” 

    “I am not happy with the way OMB is trying to turn this. President Trump has said he wants peace through strength. In order to have peace through strength, we have to continue to have a defense budget that meets the needs of our military, of our military members, and to meet those growing threats that we see in this world.”

    “There are a number of us that would like to see a much more robust budget.”

    Fischer on DOD Retaining Spectrum Access:

    “It’s extremely important for the Department of Defense to maintain their ownership and access of the lower 3 but also parts of 7 and 8 [GHz].”

    Fischer on House Spectrum Provisions in Reconciliation:

    “I think it needed to go much further, much further. I personally cannot accept it as it came out of the E&C Committee.”

    “I’m also on the Commerce Committee, and that Committee is looking at spectrum as well in having a pipeline established and also a spectrum auction.”

    “In the E&C bill, it put the pipeline in and somewhat defined it for the lower three. But there’s no definition for auction authority for the FCC, so they could go outside of that since they have the authority and be able to auction other bands, whether it’s the lower three or seven – eight [GHz].”

    “I believe in the Senate, we must be able to have complete definitions on what bands DOD needs. And this is again, for a number of radars, a number of sensors, and a number of assets I can’t tell you about, how important that is.”

    “When it comes to the idea that this is going to be the silver bullet for reconciliation, I disagree with that as well.”

    Fischer on Golden Dome Execution:

    “We’ve been working closely with the White House, and they have been very supportive working closely with the Department of Defense. And every time a military commander is asked about Golden Dome and spectrum, the need for spectrum, they will bluntly say …  it [Golden Dome] will not happen if the Department loses access to the spectrum they have.”

    WASHINGTON, D.C. – Today, U.S. Senators Tammy Baldwin (D-WI), Ashley Moody (R-FL), and Peter Welch (D-VT) introduced legislation to give relief to those who have been victims of fraud, scams, thefts, accidents, and other personal casualty losses. The Tax Relief for Victims of Crimes, Scams, and Disasters Act reinstates the tax deduction for personal casualty and theft losses and ensures victims of scams, robberies, storms, and fires do not have to pay taxes on stolen assets and further wipe out their hard-earned savings and financial security. 
    “When Wisconsinites fall victim to a fraud or scam, the last thing they should have to worry about is being slapped with an unexpected tax bill once tax season rolls around,” said Senator Baldwin. “I am proud to work with my Republican and Democratic colleagues to introduce this commonsense bill to help make sure if someone is down and out, they have one less thing to worry about than being hit with a tax bill.”

This legislation will help folks get back on their feet when they experience hardship. When I was Attorney General of Florida, I made sure to fight for Floridians who fell victim to scams, and I will continue bringing this fight to D.C. so that folks have the protections they need.”
    “It’s outrageous that folks scammed out of their life’s savings are hit with large tax bills. I’m proud to introduce this bill to reinstate this important tax deduction to provide crucial financial relief to those victimized by scams and theft,” said Senator Welch. “Vermont experienced catastrophic floods in July of 2023 and 2024. We know firsthand that victims of floods, storms, and fires go through so much—the last thing they should worry about is being penalized for a natural disaster.”
    Companion legislation will be introduced in the U.S. House by Representatives Jamie Raskin (D-MA-08) and Greg Steube (R-FL-17).

Raskin. “Our bipartisan legislation will help millions of Americans, including one of my constituents who was defrauded out of her entire retirement savings and then hit with an enormous tax penalty. I am proud to work with my colleagues on both sides of the aisle in the House and the Senate to bring a measure of justice to victims of scams, thefts and disasters.”
    Until 2018, the federal government allowed victims of crimes and unexpected, uninsurable disasters to deduct these losses from their taxes with a provision called the Casualty and Theft Loss Deduction. Today, scam victims and homeowners are on the hook for tens or hundreds of thousands of dollars in federal taxes unless their misfortunes meet a narrow set of criteria.
    The growing sophistication of cybercriminal networks has led to a rapid proliferation in fraud for the past five years. In 2024 alone, American taxpayers reported $16.6 billion in cyber fraud to the FBI. The average victim of elder fraud lost $83,000. Natural disasters are also on the rise during a period of increasing insurance premiums and unexpected claim denials.
    Senator Baldwin introduced this legislation last year after hearing the story of one Wisconsin woman who was scammed out of her entire savings, investments, and 401(k), more than $200,000 in total, and was forced to pay more than $15,000 in taxes.
    Without a reinstatement of the casualty and theft loss deduction, Americans who are victims of theft and non-federally declared disasters will continue to face hefty federal tax bills that the IRS is obligated to enforce.
    The Tax Relief for Victims of Crimes, Scams, and Disasters Act:
    Reinstates the tax deduction for personal casualty loss and provides retroactive coverage to taxpayers who suffered losses in the years that followed.
    Ensures that victims who suffered losses since 2017 are able to file an amended tax return accounting for their personal casualty loss.
