Washington, D.C. – U.S. Senator Mitch McConnell (R-KY), Chairman of the Senate Appropriations Subcommittee on Defense, addressed the Center for Strategic & International Studies (CSIS) Global Security Forum today in Washington, D.C. Below are the Senator’s remarks as prepared for delivery:

“If I told you that the West’s greatest strategic adversary was outpacing America in critical sectors like shipbuilding, hypersonic weapons, and unmanned systems…

“If I told you this adversary was helping the largest state sponsor of terrorism skirt sanctions and pour more resources into the proxies who sow chaos across the Middle East, target U.S. personnel, and shut down a major artery of global trade…

“If I told you that both of them – along with an erratic, nuclear-armed hermit kingdom – were helping a neo-Soviet imperialist wage an unprovoked war in the backyard of America’s closest allies and trading partners…

“And if I told you that this has been going on for years…You might expect to see a greater sense of urgency in Washington.

“Instead, the chasm between the threats we face and what we’re doing to meet them is wide. And it ought to terrify us.

“A Chinese authoritarian calls American hegemony the product of ‘fascist forces.’ A Russian despot calls the former a ‘dear friend.’ And yet, as our adversaries drew closer together, influential members of both parties have chosen to pick fights with our allies and partners or consoled themselves with the naïve fantasy that we can retreat to Fortress America while spending a historically tiny fraction of our GDP on defense.

“Now that I have your attention… I’m grateful for the opportunity to be with all of you today. There’s a great deal to discuss. We’re here, in particular, to talk about innovation. That’s time well spent.

“America won the Cold War thanks in part to the way we exploited our technological military and economic advantage over the Soviet Union. Back then, we recognized that investing in technological superiority to deter conflict was less costly than fighting one. As a share of GDP, defense spending hit 37% at the height of World War II, 13.8% during Korea, and 9.1% during Vietnam. The Reagan buildup hit 6%. All told, the Cold War drove an annual average of 7.5%. That level of spending didn’t just keep the peace; it ushered in an unprecedented period of prosperity for the United States and the free world. It was worth it.

“Today, we’re spending less than half of what we did during the Reagan build-up – 3% — and we’re getting less for it. Every year, a smaller and smaller percentage goes to buy actual military capabilities.

“In and out of government, talented people are still thinking about what tomorrow’s battlefield will look like, and what it will require of America’s military and of our allies. And there are conversations worth having about harnessing these talents more effectively. About keeping American and Western technologies at the cutting edge. About making sure that future capabilities don’t die on the vine (or in the Valley of Death).

“The bureaucracies and processes that slow the development, acquisition, and integration of new weapons systems are in desperate need of reform. But advanced, autonomous systems have not supplanted the traditional ways of war. Presence, personnel, logistics, and mass still matter. And neglect for the fundamental realities of hard power has left us playing from behind in some important ways.

“Today, we must do multiple things at once. First, our approach to innovation across industry must be: yes, and we should continue to encourage new entrants into the defense ecosystem. But we shouldn’t be blind to their challenges of fielding novel combat-capable systems at scale.

“Of course, many technologies don’t pan out. Many startups fail. They are worth the investment and the risk. Legacy defense manufacturers are also still critical, and it’s naïve to pretend otherwise. But that doesn’t mean glossing over the need for the primes to pick up the pace.

“We need talented engineers, patriotic developers, and highly-skilled employees on the job across the defense enterprise. It’s yes, and. If we pretend otherwise, the only ones who stand to gain are America’s adversaries.

“A lot of ink has been spilled about the technologies and concepts transforming modern war…about unmanned and autonomous systems, artificial intelligence, disinformation, and the gray zone. But the experience of modern war in eastern Europe and the Middle East reminds us that the depth of our magazines remains as decisive as any single cutting-edge capability. Quantity has a quality all its own.

“One of the greatest strategic challenges we’re facing today is the prospect of high-end conflict or simultaneous conflicts in different theatres that would strain the depth of our arsenal and the resilience of our supply lines. Victory would depend on delivering at scale and in time. Our magazines aren’t deep enough to fight such a war. And if we don’t make overdue investments in expanding our production capacity, we may not have the time to manufacture it.

“So, when we talk about innovation, let’s talk about innovating our mass and our speed. Let’s talk about our supply chains. The only capabilities that can make a difference on the battlefield are the ones that can get there at the speed and scale of relevance. This, of course, is not hypothetical. Just look at Ukraine. Necessity is the mother of invention, and our friends have developed what arguably the world’s foremost drone innovation sector. But even more remarkable is the sustained speed with which Ukrainian producers are honing and refining unmanned systems in real time. As Russian countermeasures emerge and render previous capabilities obsolete, they’re producing new iterations to stay on the cutting edge.

“American manufacturers – whether new startups or legacy primes – should ask themselves if they could keep up with such a pace. On the shortcomings of our defense industrial base, there’s plenty of blame to go around. Congress has a clear constitutional role in which we are all too often delinquent. Regular order appropriations are what give industry and the department the certainty they need to plan for the future. And we haven’t been holding up that end of the bargain. But the department has more authorities than it sometimes cares to acknowledge – middle-tier acquisition pathways, Other Transaction Authority, and the Defense Production Act, to name a few. And when these tools aren’t used the way they were designed, it’s unreasonable to expect improved outcomes on acquisitions and procurement of actual military capabilities.

“Our industry partners, for their part, are right that inconsistent demand signals make their work harder. Services for too long have short-changed purchases of critical munitions.

“I don’t know of an example where the Senate defense appropriations subcommittee has rejected a request for multi-year procurement authority for munitions. On the other hand, the services have – for reasons of their own – downplayed the munitions requirements of combatant commanders.

“To be fair, under perennial budgetary constraints from above, it’s not surprising that the services have made tough decisions to protect their core modernization and acquisition programs.

“Since Russia’s 2022 escalation of its war against Ukraine, the global demand for essential capabilities like long-range munitions and missile defense interceptors has only gone up – even if upward trends in annual defense budgets have lagged. And producers of these capabilities do bear responsibility of their own for not having planned sooner to meet the inevitable demand.

“But let’s be absolutely clear: nothing undermines the prospects of innovation and reform like anemic topline spending. Nothing signals more unmistakably that America is unserious than asking allies to double their investments in hard power while we propose to cut our own.

“If the administration recognizes – as it says it does – the grave stakes of major-power competition, OMB’s budget proposal for the coming year fails to show it. And no amount of budgetary sleight of hand will be able to prove otherwise. That said, this administration can still avoid the self-inflicted crises of credibility that dogged its predecessor. Our adversaries and allies alike are still watching closely for real signs of political will and measurable shifts in the balance of hard power.

“American politicians have criticized partners who used special funds to mask shortcomings in annual defense spending. Well, we should be careful not to mistake our budget reconciliation for long-term commitment, either.

“I support the use of reconciliation to make a significant, one-time investment in defense. But pretending that this procedure – or, for that matter, a year spent under a continuing resolution – can make up for failures on predictable, full-year appropriations is as dangerous as it is profoundly unserious. Reconciliation spending may fund short-term operations or investments, but without sustained annual growth, it risks creating massive cliffs in sustainment, personnel, and procurement costs.

“We’re all familiar with the headwinds of rising mandatory costs and inflation, the real drivers of our budget deficit. This is also true at the Defense Department, where such costs eat up a larger and larger share of the defense budget, crowding out procurement, readiness, and modernization costs. Making urgent, nimble, innovative discretionary investments won’t get any easier if we cut the topline in real terms or force the defense enterprise to innovate for today’s challenges with yesterday’s dollars. But you know as well as I do that the consequences of missing opportunities for innovation here at home aren’t limited to here at home. Coming up short on America’s topline commitment to the national defense sends an unmistakable signal to the allies and partners who, for decades, have bet big on American technologies and American leadership.

“We should not be surprised to see our friends rethinking their integration with American-made platforms… or, for that matter, American-led security architecture. Least of all, I must say, when we pick fights with them over trading balances. This is particularly true in Europe, where we seem to be punishing NATO allies even though they’ve finally made exactly the kind of defense investments President Trump demanded in 2018.

“In response to Putin’s aggression, European allies are becoming the stronger, more capable partners the President had urged them to become. NATO allies are sharing more of the burden of collective security. And in the near term, that’s meant a gusher of foreign investment in American-made capabilities. By the tens of billions of dollars, allies have flocked to buy American – an endorsement of American leadership.

“Even as our allies develop more high-end technologies of their own, close partnership is as essential as ever. I was proud to support the expansion of the trans-Atlantic alliance to include Sweden and Finland – not as hungry customers for American technologies but as highly-capable industrial economies that recognize the value of interoperability and coproduction.

“There’s little question that our adversaries are working hard to split American and its European allies. If we’re making their job easier, we’re doing something wrong. As history begs us to recall, we don’t get to pick and choose which conflicts will threaten our interests and for how long they will last. And we will rely on friends to help us deter and contain aggression in the coming years, from the Indo-Pacific to Eastern Europe. Going it alone will only increase costs for taxpayers and risks to our warfighters. We should be working more closely with allies worldwide to protect our economies and supply chains from the PRC. If we push these friends away, we shouldn’t expect them to keep buying American.

“Our allies’ desire for interoperability is a tremendous asset. Take the CH-47 Chinook helicopter – an aging airframe in need of a major update. More than a decade ago, the Canadian government, which has long been delinquent on defense spending, footed the development costs for a new variant, saving U.S. taxpayer dollars and putting an important, updated platform on the apron for the U.S. Army.

“But let’s be clear: if we let the single most important metric of America’s will to fight and win wane further, we should not expect many allies and partners to make major investments of their own like this…certainly not like the hundred-plus billion in orders under contract right now with U.S. defense producers from our friends in Europe and the Indo-Pacific.

“Our friends understand, as our own leaders once did, that the threats to our shared interests are not contained neatly within continents. Just as Asian allies feel threatened by Russia’s war in Ukraine, Baltic and Nordic allies are guarding against China’s meddling in northern waters. As Russia and China deepen their strategic cooperation, France and the United Kingdom are projecting power into the Indo-Pacific.

“We should welcome, not discourage, our allies’ contributions to global security.

“If America chooses to deny unmistakable ties – between the threats we face and between the West’s interests – we will live in a lonely state of denial. The time to signal our enduring commitment is right now.

“I ought to close on an uplifting note. We have no shortage of bright minds thinking about how to deter and defeat threats to America and to the systems we lead that underpin our peace and prosperity. And for decades now, one of the best has been behind the wheel here at CSIS. I’d like to add my name to the well-deserved chorus of praise for Dr. John Hamre and his leadership – both in and out of government. When the time comes to hand off the reins of this proud institution, he’ll be able to do so with great pride and with confidence that while the challenges we face are urgent and grave, we have the talent and capacity to meet them – much of it right here in this room.

“Thank you all.”

MIL-OSI Global: HBC’s artworks and collections help us understand Canada’s origins — and can be auctioned off

The proposed liquidation of many of the Hudson’s Bay Company’s (HBC) collections that together trace over three centuries of Indigenous and European interaction across this continent represents a profound threat to Canada’s collective memory and identity.

An Ontario Superior Court judge ruled that the company could move forward with an auction of 4,400 items — including historic artifacts and artworks.

Several government and non-government cultural agencies, including the Manitoba Museum and the Indigenous Council of the Canadian Museums Association, have expressed concern to HBC and the financial advisory firm it’s working with.

First Nations leaders and scholars say many of the objects likely have profound significance to Indigenous Peoples and are calling for repatriaton.

As an art history professor who has researched curatorial and museum practices, I can attest to the cultural and scholarly value of keeping documentary and cultural collections intact, rather than being scattered across the globe or disappearing into private hands.

This situation exposes the reach and limits of Canada’s Cultural Property Export and Import Act (CPEIA). The act has provisions to delay or block export of cultural property, defined broadly as “any cultural or heritage object, regardless of its place of origin, which may be important from an archaeological, historical, artistic or scientific perspective.” Yet, this legislation offers no guarantees that the objects will end up in Canadian museums or under Indigenous stewardship.

Importance for memory

After moving its head office from London to Canada in 1970, HBC first loaned records to the Archives of Manitoba in 1974 and then donated them in 1994 to the province. The vast collection includes about 130,000 images and all minute books from meetings of HBC’s governor and committee from 1671 to 1970.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) designated a substantial part of that collection as part of the Memory of the World Register. Items with this designation are recognized as showcasing and preserving the most significant documents of human heritage.

If the items heading to auction are similar, they, too, would be embedded with stories of political negotiation, cultural exchange and economic transformation that helped forge Canada over three centuries.

Some HBC records have provided a window into Canada’s climate history and ecology, offering valuable long-term data to environmental researchers. Others show evidence of Indigenous trade, land occupation and cultural presence relevant to genealogical research, band membership documentation and land claims.

The Assembly of Manitoba Chiefs, citing the United Nations Declaration on the Rights of Indigenous Peoples, has called for transparency and consultation in any discussion concerning the disposition of HBC items and stopping any sale or transfer of artifacts that “may belong to or be linked with First Nations.”

1977 legislation

Prior to Parliament passing the CPEIA legislation in 1977, the federal government had few legal mechanisms to safeguard cultural heritage at home or abroad.

The 1951 Massey Report into the development of Canadian arts and culture acknowledged the sale and export of important collections, including Indigenous cultural belongings. It noted that some Canadian museums had been requesting “an embargo on the sale abroad of objects of particular national significance as well as for suitable grants to the museums which should preserve these objects ….”

Global concern for cultural property

An emerging global consensus on the need for a stronger cross-border regulatory system also shaped CPEIA’s development. The 1954 UNESCO Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict was the first international legal framework for the protection of moveable “cultural property.” This was created in response to the Nazi looting of private and public collections.

By the 1960s, Canada was studying British and French laws, particularly the U.K.’s 1952 Waverly Report, as models for export controls.
Borrowing from the Waverly Report, CPEIA relied upon, in the words of Canadian diplomat Ian Christie Clark, a “co-operation of the collector-dealer fraternity” working together with the government to ensure compliance.

The final push to develop national policies flowed from the 1970 UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. This obliged signatory states to develop their own laws to protect cultural heritage and facilitate the return of illegally exported property. To claim the reciprocal benefits of the convention, Canada had to act.

Relevance of the CPEIA

An independent committee of specialists, established through the CPEIA, can designate parts, or the entirety, of the HBC collection as “of outstanding significance and national importance” if the HBC proposed to donate or sell items to a designated Canadian institution.

In such a circumstance, the HBC, in tandem with a collecting institution, can request a review to unlock generous tax incentives if certified.

This designation could also arise if the owner — either the HBC or a successful buyer — applied for an export permit to move the collection out of Canada. This application would be screened against CPEIA’s export control list, which covers everything from archaeological and scientific specimens to documentary records and artworks that exceed age and value thresholds.

If those thresholds were met, and an export permit is denied, the works would be referred to an expert examiner for a full Canadian Cultural Property Export Review Board assessment. A private sale within Canada would not alone prompt the review.

Receiving a cultural property designation would, at least temporarily, restrict the possibility of exporting items.

Importantly, the delay would give federally designated institutions like public museums or archives, as well as Indigenous-led organization with the mandate to preserve and support Indigenous heritage, an opportunity to purchase cultural property that has been denied an export permit. For this, CPEIA offers grants and loans for designated institutions to match the appraised value. Those grants and loans can also be used to repatriate collections that are abroad.

HBC’s historic archive is a prism through which we view Canada’s origins.

Dispersing or exporting this collection would significantly diminish our understanding of Canada. While CPEIA may play a role in retaining it, it offers no certainties.

MIL-OSI Global: Why the future of workplace mental health support may be self-guided online tools

Employee mental health, once a silent and often overlooked issue, has now become an urgent workplace concern. In Canada, the rate of depression and anxiety has doubled since the COVID-19 pandemic.

The Mental Health Commission of Canada reports that one in five adults experiences mental illness, but stigma remains a significant barrier, with 60 per cent of those affected choosing not to seek help.

These mental health challenges directly translate to workforce challenges: 7.5 per cent of employees have taken time off because of stress or mental health concerns, leading to an average loss of 2.4 work days per employee.

With 77 per cent of employees acknowledging that work-related stress adversely affects their physical health, the demand for innovative wellness solutions has never been greater.

Traditional mental health support is falling short

For decades, employers have relied on employee assistance programs to address the mental health needs of their employees.

These programs typically refer individuals to short-term counselling, which can be effective for immediate concerns. However, their overall impact remains limited, with usage rates hovering around five per cent across industries.

Traditional counselling is also expensive, with waitlists that can stretch for weeks, and may require employees to take time off during work hours, which many avoid due to fear of stigma or judgment.

Stigma associated with seeking traditional counselling has left many mental health challenges unaddressed until they escalate to burnout, presenteeism, absenteeism, turnover or mental health disability leave.

As the gap between what employees need and what is available to them widens, businesses are recognizing that conventional methods are no longer providing the accessible and responsive care that today’s workforce demands.

Single-session digital interventions

Many mental health interventions have demonstrated remarkable success with just a single, well-designed session. This offers intriguing evidence and sets the stage for an innovative advancement in mental-health care. The research has shown that, when carefully crafted, single-session interventions may serve as an efficient and scalable alternative to multi-week commitments, especially when access to therapy is limited.

Self-guided single-session digital interventions (SSDIs) are carefully crafted, evidence-based programs designed to require only one focused interaction with a digital platform.

Unlike the traditional one-size-fits-all model, SSDIs are personalized and can adapt content based on individual responses and needs.

For instance, an employee struggling with insomnia might receive cognitive-behavioral techniques specifically aimed at improving sleep, while a manager experiencing burnout could access modules for building resilience and managing work stress.

The strength of SSDIs lies in their accessibility, adaptability, immediacy, affordability, scalability and confidentiality. They offer practical strategies without the prolonged wait times of traditional therapy.

A growing body of research supports the effectiveness of single-session digital interventions as effective tools for initiating meaningful change.

Research into single-session digital interventions is still in its early stages, but the available evidence suggests they can be both effective and highly scalable. This is particularly important at a time when access to traditional therapy is often limited by a lack of resources.

Real-world examples of digital tools

The growing success of SSDIs can be seen in a number of real-world programs that translate these principles into practical, measurable outcomes. Although these initiatives are not yet publicly available, they were successful in demonstrating early positive results during the initial research phases:

1. Happy@Work

Happy@Work is an online, guided self-help intervention designed for employees experiencing symptoms of depression. Drawing on both problem-solving therapy and cognitive therapy, it addresses areas ranging from learning problem-solving methods and identifying maladaptive thoughts to managing work-related challenges and preventing relapse.

Each lesson combines psychoeducation, structured exercises and personalized feedback. The program also incorporates stress management and burnout prevention techniques with the goal of bolstering employees’ psychological wellness.

In a randomized controlled trial, Happy@Work showed small but statistically significant benefits in reducing anxiety and exhaustion among the participants.

2. Three Good Things

Three Good Things is a digital gratitude-based intervention designed to enhance well-being among healthcare workers.

Participants receive three text messages each week that prompt them to record and reflect on three positive experiences from their day. This structured reflection is intended to amplify positive emotions and nurture a sense of gratitude.

A randomized controlled trial found that Three Good Things produced small and short-term increases in positive emotions among participants.

3. Beating the Blues

Beating the Blues is a structured cognitive behavioural therapy program targeted at employees dealing with stress-related absenteeism.

It guides participants through techniques like cognitive restructuring to challenge unhelpful thoughts, problem-solving skills, relaxation training and behavioural activation to organize daily activities. It also addresses sleep management and introduces graded exposure to reduce anxiety.

A randomized controlled trial found that Beating the Blues successfully reduced depression symptoms and negative attributional styles immediately following the treatment, with lower anxiety scores noted one month post-treatment.

Why these digital interventions work

Digital mental health interventions are proving to be effective for a number of reasons:

1. They break the stigma cycle

Digital self-help tools offer a discreet and accessible way for employees to address mental challenges, allowing individuals to engage anonymously and at any time, on their own schedule.

And, since these tools are available online and can be used anonymously, they offer an added layer of privacy and comfort. This flexibility helps minimize the stigma often linked to taking time off for traditional counselling sessions.

2. They are cost-effective and scalable

Traditional employee mental health programs, which often rely on therapist-centred models, can be prohibitively expensive and difficult to scale. By contrast, SSDIs provide an accessible solution that significantly reduces the financial burden on businesses and employees. Their digital format ensures support is available 24/7, providing employees with immediate access to help at a fraction of the cost of conventional approaches.

3. They deliver rapid and measurable results

When it comes to addressing burnout and other workplace mental health challenges. SSDIs provide quick access to coping strategies and stress relief techniques, helping employees strengthen their psychological well-being before issues escalate as an effective preventive tool.

The future of workplace mental health is digital. Self-guided single-session digital mental health interventions offer a pragmatic and immediate way to reduce stigma, cut costs and foster resilience. These tools can complement and integrate with traditional therapy to provide employees with an accessible and immediate resource to help them cope with stress and build resilience.

MIL-OSI Security: Harbour Grace — Man arrested by RCMP East District General Investigation Section following internal fraud investigation

Following an investigation that began in April 2023, charges have been laid by RCMP NL’s East District General Investigation Section (GIS) against 53-year-old Craig Williams.

In April 2023, Independent Fish Harvesters Ltd. contacted the RCMP about possible internal fraud. Williams, who was the company’s office manager and accountant, was suspected as being involved.

As part of the investigation, RCMP GIS engaged the Forensic Accounting Management Group (FMAG) and a forensic financial audit was completed. The investigation discovered internal fraud in excess of $125,000.00.

Williams was arrested on March 12, 2025, and is charged with the following criminal offences:
- Fraud over $5,000.00 – four counts
- Theft over $5,000.00
Williams is set to attend court in Harbour Grace on July 2, 2025.

MIL-OSI Security: Lansdowne Station — Update: Missing children investigation and search in Pictou County

The Pictou County District RCMP, with the assistance of the Northeast Nova RCMP Major Crime Unit, continue to investigate the disappearance of Lilly and Jack Sullivan.

“We’re exploring all avenues in this missing persons investigation,” says Staff Sergeant Curtis MacKinnon, Pictou County District RCMP. “We have officers from multiple disciplines dedicated to finding Lilly and Jack, including highly trained RCMP major crime and forensic investigators.”

To date, more than 180 tips have been received from the public, and are being followed up on. Officers have so far identified 35 people for formal interviews as part of the investigation, including community members and those closest to the children. And on May 8 and 9, the RCMP’s Underwater Recovery Team (URT) scoured bodies of water around Lansdowne Station; URT’s two-day operation didn’t uncover any evidence.

On May 2, at approximately 10 a.m., Pictou County District RCMP received a report that Lilly and Jack were missing. They were believed to have wandered away from their home on Gairloch Rd. A multi-agency search and missing persons investigation began immediately.

The search, which was scaled back to specific areas on May 7, has covered 5.5 square kilometres of heavily wooded, rural terrain in the Gairloch Rd. area. It has involved up to 160 trained volunteer searchers and many others, and tens of thousands of search hours. Efforts to locate Lilly and Jack also included two vulnerable missing persons alerts.

MIL-OSI Global: Tax Canadian movies? Why culture has always been at the centre of trade wars

The United States government recently announced a plan to leverage a 100 per cent tariff on “foreign” films. President Donald Trump explained it was because he wanted to protect the U.S. film industry. He said other reasons include “national security” and “propaganda.”

The current announcement may seem out of place in trade talks about steel and automobiles. But culture has long been a key part of North American trade relations.

In my book, Trading on Art: Cultural Diplomacy and Free Trade in North America, I examine how culture became a vital tool for shaping relationships among Canada, Mexico and the United States. I focus on visual art — including exhibitions and museum initiatives — to show how culture is intertwined with the negotiation of free trade in North America.

A history of cultural negotiations

In the late 20th century, when Canada negotiated the Canada-United States Free Trade Agreement (later expanded into NAFTA), culture was central to free-trade debates.

The period was charged with anxiety over American cultural imperialism and concerns about protecting Canadian cultural production. Ultimately, at Canada’s urging, culture was formally exempted from free-trade agreements, with limited provisions focused on cultural industries. But even though the cultural exemption in trade agreements may give the impression that culture has nothing to do with the histories of free trade, my research shows otherwise.

This exemption isn’t just about protecting markets. Political scientist Patricia Goff says it also comes from a “desire to uphold …a distinct cultural identity.” Culture held a key place in the discussions about the impact of free trade. And it served as a means to construct new geopolitical identities, helping to introduce and reinforce the trade alliance.

Culture was mobilized in different ways. It functioned as a unifying tool, but also a venue for critique.

For example, following the creation of NAFTA, the online exhibition Panoramas: The North American Landscape in Art brought together art from Canada, Mexico and the U.S. The show offered a new transnational approach and explored landscapes across the continent.

Other artworks such as Free Expression by Canadian activist-artists Carole Condé and Karl Beveridge articulated a critical response to impending free trade. Their piece depicts apprehension about the danger of U.S. cultural domination and speaks to the need to protect Canada’s cultural producers.

Art as a diplomatic tool

All three governments — of Canada, Mexico and the United States — used art exhibitions as a way to create and share stories about North American unity. While art has long been used for national narratives, this collaboration and these new stories about the North American region were a departure.

For most of the 20th century, people did not think of North America as a unified or shared cultural entity. Most people saw the Americas as divided between Anglo and Latin America.

Art was seen as a means to overcome this. It provided a way to support and depict the new alliance between Canada, Mexico and the United States under free trade. Exhibitions offered a way to depict North America in a new perspective. They presented concepts about continental unity to the public.

How could Canada, Mexico and the United States understand themselves as part of a regional group? These art shows worked on many levels. They brought together work that helped make visual, thematic connections. They helped cultural professionals meet and make connections. They helped museums forge relationships.

On top of that, the exhibitions also provided diplomatic spaces. Many openings celebrated specific moments in bi- and trilateral relationships, creating and facilitating social spaces for diplomatic and government connections.

In this way, these exhibitions functioned as a form of cultural diplomacy. Some were initiated by governments to mark the economic integration of the continent. Others picked up on new understandings of the continent that were circulating. It was a process, according to American historian Nicholas Cull, by which international relationships became managed through the circulation of “cultural resources and achievements.”

Art and cultural exchange gave people a meaningful and accessible way to see and understand the growing ties between the three countries. Art also offered a powerful and engaging way to tell the public about North American connections.

Artistic resistance, critiques of free trade

These were not the only messages circulating in this period. A body of contemporary art questioned and challenged free trade.

For many Canadian artists, their work offered a means to question and critique increasing economic integration under free trade. In the 1980s and ‘90s, video art was a particularly active site for such work.

An affordable medium that was easily disseminated, video art critiqued the media coverage of free trade, reflected on cultural nationalism and advanced experimental narratives about North America. Video art was also deeply tied to the anti-globalization protests that began at the start of the economic integration of North America under free trade.

Video offered a space for creative expression and documentation of the protests. Video also enhanced protection for activists who were safer because they were recording their encounters with law enforcement. Beyond producing artworks, many artists joined other cultural producers, community and labour organizations to advocate against free trade.

The role of culture

Free-trade agreements radically reshaped the economies and public understandings of the western hemisphere in the late 20th century. Political scientist Guy Poitras argues that North America as a region was invented at this time.

Culture is often overlooked when considering free-trade histories and dismissed as a form of “soft power.” But the cultural sphere does not sit apart from daily life and political economic concerns. Art and exhibitions from this period offer a rich vantage point on how free trade was perceived and contested. Examination of culture also reveals how it was used to construct a North American identity.

Culture is not simply an entity to be instrumentalized for international relations, but a key venue in which these relations always play out. In the lead up to the renegotiation of the Canada-United States-Mexico Agreement and amid the current tariff war, the ties between Canada, Mexico and the United States seem fragile. We should pay attention to how culture will be used as a tool to support or fracture these connections.

Healthy eating supports healthy aging: Canada’s Food Guide recommends daily intake of fruits and vegetables as a way to help prevent multiple chronic conditions that typically affect older adults.

We know that healthy eating is strongly influenced by our social connections and different settings. But aging often brings losses to different social connections that can put healthy eating at risk.

As researchers who study the interaction of nutrition, age and social issues, we were curious to know if adverse changes in an older person’s social connections matter for maintaining a good diet, and who is most affected?

Social isolation and social diversity change with age

There is broad health research focused on social isolation that measures this concept at one point in time using a combination of different types of social contexts such as living alone, infrequent social contact, no social participation and not married.

Social isolation, however, is not a static experience as aging adults frequently go through changes in different types of social relationships, often reducing their social contacts and activities over time.

Our recent research shows that the number of different social activities decreases over time for middle-age and older adults.

About one in five aging adults reduces the variety of their social engagement (for example, seeing friends and family, volunteering, sports, religious and educational activities, etc.), with greater declines seen among older women.

In addition, about 14 per cent of aging Canadians either became socially isolated or stayed socially isolated over time. Canadians in the oldest age group and in more socio-economically disadvantaged groups appear most vulnerable to staying or becoming either socially isolated or less socially diverse over time.

It is important, then, for research on nutrition and healthy aging to better capture distinct alterations in social engagement over time, not only in terms of a lack of regular social interaction but also in terms of a diversity of social interactions.

Dietary risks of changing social connections

Both the quantity and the quality of the foods we eat can be affected by our meal setting, and eating alone is correlated with poor diet quality.

Among older adults, being socially isolated is linked to inadequate intakes of fruits and vegetables — a marker of diet quality that is associated with chronic disease. More specifically, both older men and women with no or rare friend contact have poor diet quality compared to those with frequent friend contact.

It has been unclear whether staying or becoming socially isolated is a problem for maintaining healthy eating habits as people age. It is also unknown whether reducing the variety of social activities puts diet quality at risk of declining.

The handful of nutrition studies that do consider changes in social connections all focus on marital transitions, leaving a critical gap in knowledge for healthy aging policy and practice.

Our new study with collaborators is filling this knowledge gap by using multiple waves from a nationally representative cohort of middle-aged and older Canadians.

The first important finding is that older women who stayed socially isolated — meaning one or no monthly activity — reduced their diet quality over time compared to women who stayed engaged in two or more monthly social activities.

The second notable finding is the older women who reduced their diversity of social activities also had declines in diet quality over time. And finally, both older women and older men who had a small number of social activities that stayed the same over time were also at risk of declining diet quality.

These results were not explained by other social or behavioural factors that were included in the study’s analysis.

Social interventions to support healthy eating

Canada’s healthy aging strategy and Food Guide both emphasize the important role of social connections for maintaining health and healthy eating. There have long been programs, such as Meals on Wheels, that support health and well-being by providing hot, nutritious meals to individuals, especially older adults, who are home-bound.

Maintaining regular and diverse social activities is vital for promoting health and well-being as people transition from mid to later life. Everybody can benefit from not just being connected, but also from staying connected across a range of social settings.

We want to call attention to the significance of both persistent isolation and losses of social diversity for women’s nutrition and health in Canada. Different types of social connections may matter for women than for men, and their maintenance over time can show different effects on diet and health that need more research and policy action.

Understanding the social determinants of diet for women is key to addressing health inequities and to tailoring more effective social interventions for aging Canadians, such as social prescribing and other social relational models of care.

MIL-OSI Global: Have journalists skipped the ethics conversation when it comes to using AI?

Artificial intelligence (AI) is being used in journalistic work for everything from transcribing interviews and translating articles to writing and publishing local weather, economic reports and water quality stories.

It’s even being used to identify story ideas from the minutes of municipal council meetings in cases where time-strapped reporters don’t have time to do so.

What’s lagging behind all this experimentation are the important conversations about the ethics of using these tools. This disconnect was evident when we interviewed journalists in a mix of newsrooms across Canada from July 2022 to July 2023, and it remains a problem today.

We conducted semi-structured interviews with 13 journalists from 11 Canadian newsrooms. Many of the people we spoke to told us that they had worked at multiple media organizations throughout their careers.

The key findings from our recently published research:
- AI literacy varies within the same newsroom and certainly within the industry as a whole.
- There’s agreement that humans play an important role in supervising the use of AI, but there’s no agreement on where human journalists must be involved in the process — at the AI tool coding level? Before a piece is published?
- Journalists believe professional practice and industry standards are being followed when using AI in journalism, but there is no agreed-upon “rule book” for how AI should be used.
- There are issues with transparency about how and when AI is being used, both among journalists working in the same newsroom and in terms of what is revealed to audiences about whether the content they are consuming was created using AI tools.

What journalists told us

Some of what we heard was reassuring. One journalist told us:

“The one thing that we are very particular about when we use this technology is that our editors always have the ability to override what the machine is doing.”

At the same time, however, it became clear that many news organizations are still operating in the ethical equivalent of the Wild West.

In many cases, journalists we spoke to talked about just following their gut when it came to deciding if using that AI tool to do that task was ethical. As one of our interviewees put it: “There’s a rule book in my head.”

When we asked interviewees how they knew their colleagues at the same publication followed the same ethical code they did when using AI, most could not answer except to imply that their co-workers wouldn’t have been hired if they didn’t share the same principles. One journalist said:

“I’ve worked there for 14 years now …I can’t think of anyone whose ethics I would disagree with.”

Getting the ethics of AI right and being seen to be doing so is important because journalism has a growing trust problem and needs to do everything possible to reverse the trend.

Multiple studies have shown that Canadian audiences want to know if AI tools are being used in newsrooms, and they aren’t sure if they want to pay for journalism created using AI.

AI and news

Audiences, meanwhile, are being fed a steady diet of examples that illustrate how using AI tools to create journalistic work can go very wrong. For instance:
- The Winnipeg Free Press was forced to disavow its AI audio tool because it was mispronouncing the Manitoba premier’s name.
- An article in the Los Angeles Times was accused of “softening the image of the Ku Klux Klan.”
- An AI-generated poll about a report in The Guardian provoked outrage when it quizzed readers on how a woman who was featured in the article had died. The poll was created by a Microsoft news aggregator, but The Guardian stated that it damaged their reputation.
- Sports Illustrated was caught creating fake bylines for AI-generated stories on their websites.
Journalists and news organizations are still struggling to arrive at a shared understanding of how to use AI tools.

News organizations might think they’re being transparent with audiences about how much content is being created using AI, but our research finds the evidence is mixed at best, especially in circumstances where AI generates the content and an editor approves it in the content management system before it is published.

In one memorable Zoom interview, an editor walked us through the AI-generated content in an article posted online, saying that it was clearly identified as AI on the webpage.

However, upon sharing the page, they were shocked to discover there was no information about the article being AI-generated anywhere. They said it would be fixed immediately, but when we last checked, the article still said nothing about the AI tool used to generate it.

While we gathered data from interviews, newsrooms in Canada started releasing guidance through internal emails and public blog posts. It is hard to find any language in publicly accessible policies that refers explicitly to how AI is being used or the ethics surrounding such use. It’s also unclear who is involved in conversations about ethical AI use in newsrooms, and who is not.

As one journalist we interviewed put it:

“I think my frustration personally comes from again the lack of openness to have this conversation about AI, and the urgency of it, because I think … we’re so busy trying to survive, we don’t realize that having this conversation about AI will help us survive.”

Our research suggests journalists and news organizations are still struggling in the midst of rapid technological change to arrive at a shared understanding of AI tools, their usage, the limitations of programming and best practices that build rather than erode trust.

MIL-OSI Canada: Province Lifts Moratorium on Seafood Buying, Processing Licences

Nova Scotians can apply for seafood buyer and processor licences starting August 1, as the Province ends the moratorium that started in 2018.

“Now, more than ever, we have the opportunity to reimagine the economic potential of our traditional and natural resources,” said Kent Smith, Minister of Fisheries and Aquaculture. “Accepting applications from new entrants, or established businesses that want to diversify or expand their products, will help drive the economy and grow our seafood sector.”

Over the last seven years, the Province has consulted with industry representatives during a policy and regulation review, which is now complete. The moratorium was a temporary measure to maintain fair competition and to reduce speculation during the review period.

Seafood is Nova Scotia’s primary export and generates significant economic return to the province, supporting about 20,000 jobs. Buyers purchase seafood after it has been caught, and processors produce seafood products such as fish fillets and frozen snow crab sections.

About 50 per cent of the industry is in southwest Nova Scotia. Nova Scotia fish and seafood exports totalled $2.4 billion in 2024.

The Province is also lifting the long-standing moratorium on issuing groundfish buying and processing licences, which has been in place since the 1994 collapse of the groundfish fisheries.

The moratoriums will be lifted in two stages. The government will begin accepting applications for buyer and processor licences for most species on August 1. Following continued consultation with industry partners, the government will begin accepting applications for lobster buyer licences and snow crab buyer and processor licences on January 2, 2026.

MIL-OSI Security: Lunenburg County — Police arrest two people from Lunenburg County for drug trafficking

The South Shore Integrated Street Crime Enforcement Unit has arrested two people from Lunenburg County for drug trafficking in Lunenburg and Queens Counties.

On May 8, police conducted a targeted traffic stop in Hebbville as part of an investigation into drug trafficking in Lunenburg and Queens Counties. Officers safely arrested a 30-year-old woman and a 26-year-old man, both of Lunenburg County. A short time later, police executed a search warrant at a home on Charles Boliver Rd. in Conquerall Mills. Officers seized a quantity of cocaine, hydromorphone, cash, ammunition and mobile devices during a search of the vehicle and home.

The woman and man were released on conditions by police to face drug trafficking charges. They are scheduled to appear in Bridgewater Provincial Court on August 20.

The investigation, which is ongoing, is being led by the South Shore Integrated Street Crime Enforcement Unit with assistance of the Criminal Intelligence Service of Nova Scotia, Lunenburg District RCMP and the Bridgewater Police Service.

MIL-OSI Security: Clarenville — Clarenville RCMP tickets off-road vehicle operator not wearing a helmet; RCMP NL reminds operators of Off-Road Vehicles Act

A 32-year-old man was ticketed by Clarenville RCMP for not wearing a helmet while operating a side-by-side all-terrain vehicle (ATV) on May 10, 2025.

Shortly before 6:30 p.m. on Saturday, police stopped the ATV which was traveling on the shoulder of the Trans-Canada Highway near Clarenville. In addition to not wearing a helmet, the driver was unable to provide proof of insurance. He was ticketed for the violations.

With the expected increased use of off-road vehicles heading into the Victoria Day Weekend and continuing over the summer, RCMP NL reminds operators of the province’s Off-Road Vehicles Act. Off-road vehicles include dirt bikes, quads, side-by-sides and snowmobiles.

All occupants of off-road vehicles are required to wear helmets, as well as seat belts where available. Children who are required to use a child seat restraint system, such as a booster seat, under the Highway Traffic Act are required to follow that same legislation as a passenger of an off-road vehicle.

It is illegal to operate an ATV on a roadway, except to cross from one side to the other, and the operator must have registration, insurance, a driver’s licence and not less than one hundred and fifty metres of visibility to do so. To access a trail, an ATV can be operated on the shoulder of a roadway for a maximum distance of 1 kilometre and at a maximum speed of 20 kilometres an hour, all while yielding to motor vehicle traffic.

Airtel Africa is the latest in the line of telecoms operators partnering with LEO (low-earth orbit) operator Starlink to expand its reach and services. The deal was facilitated by parent company Bharti Airtel, which struck its own agreement with Starlink in India in March. The tie-up between Airtel and Starlink will benefit both companies as well as enterprise customers and businesses, pending regulatory approval in India and five African markets within Airtel Africa’s footprint markets where Starlink is not yet currently licensed, according to GlobalData, a leading data and analytics company.

Ismail Patel, Senior Analyst, Enterprise Technology and Services at GlobalData, comments: “For Starlink, partnering with telcos will give it access to points of sale on the ground as it competes with other LEO satellite systems that are vying for position globally. For telcos like Airtel, Starlink can help expand its reach to business customers with rural presence, educational institutions, health centers, logistical firms, agricultural and mining workers, remote tourist hotspots, and others generally requiring a more robust quality of service. There is also an opportunity for the Airtels of both India and Africa to improve their cellular backhaul through Starlink.”

Accessibility Nutrition Labels Come to the App Store

Accessibility Nutrition Labels bring a new section to App Store product pages that will highlight accessibility features within apps and games. These labels give users a new way to learn if an app will be accessible to them before they download it, and give developers the opportunity to better inform and educate their users on features their app supports. This includes VoiceOver, Voice Control, Larger Text, Sufficient Contrast, Reduced Motion, captions, and more. Accessibility Nutrition Labels will be available on the App Store worldwide, and developers can access more guidance on the criteria apps should meet before displaying accessibility information on their product pages.

“Accessibility Nutrition Labels are a huge step forward for accessibility,” said Eric Bridges, the American Foundation for the Blind’s president and CEO. “Consumers deserve to know if a product or service will be accessible to them from the very start, and Apple has a long-standing history of delivering tools and technologies that allow developers to build experiences for everyone. These labels will give people with disabilities a new way to easily make more informed decisions and make purchases with a new level of confidence.”

An All-New Magnifier for Mac

Since 2016, Magnifier on iPhone and iPad has given users who are blind or have low vision tools to zoom in, read text, and detect objects around them. This year, Magnifier is coming to Mac to make the physical world more accessible for users with low vision. The Magnifier app for Mac connects to a user’s camera so they can zoom in on their surroundings, such as a screen or whiteboard. Magnifier works with Continuity Camera on iPhone as well as attached USB cameras, and supports reading documents using Desk View.

With multiple live session windows, users can multitask by viewing a presentation with a webcam while simultaneously following along in a book using Desk View. With customized views, users can adjust brightness, contrast, color filters, and even perspective to make text and images easier to see. Views can also be captured, grouped, and saved to add to later on. Additionally, Magnifier for Mac is integrated with another new accessibility feature, Accessibility Reader, which transforms text from the physical world into a custom legible format.

A New Braille Experience

Braille Access is an all-new experience that turns iPhone, iPad, Mac, and Apple Vision Pro into a full-featured braille note taker that’s deeply integrated into the Apple ecosystem. With a built-in app launcher, users can easily open any app by typing with Braille Screen Input or a connected braille device. With Braille Access, users can quickly take notes in braille format and perform calculations using Nemeth Braille, a braille code often used in classrooms for math and science. Users can open Braille Ready Format (BRF) files directly from Braille Access, unlocking a wide range of books and files previously created on a braille note taking device. And an integrated form of Live Captions allows users to transcribe conversations in real time directly on braille displays.

Introducing Accessibility Reader

Accessibility Reader is a new systemwide reading mode designed to make text easier to read for users with a wide range of disabilities, such as dyslexia or low vision. Available on iPhone, iPad, Mac, and Apple Vision Pro, Accessibility Reader gives users new ways to customize text and focus on content they want to read, with extensive options for font, color, and spacing, as well as support for Spoken Content. Accessibility Reader can be launched from any app, and is built into the Magnifier app for iOS, iPadOS, and macOS, so users can interact with text in the real world, like in books or on dining menus.

Live Captions Arrive on Apple Watch

For users who are deaf or hard of hearing, Live Listen controls come to Apple Watch with a new set of features, including real-time Live Captions. Live Listen turns iPhone into a remote microphone to stream content directly to AirPods, Made for iPhone hearing aids, or Beats headphones. When a session is active on iPhone, users can view Live Captions of what their iPhone hears on a paired Apple Watch while listening along to the audio. Apple Watch serves as a remote control to start or stop Live Listen sessions, or jump back in a session to capture something that may have been missed. With Apple Watch, Live Listen sessions can be controlled from across the room, so there’s no need to get up in the middle of a meeting or during class. Live Listen can be used along with hearing health features available on AirPods Pro 2, including the first-of-its-kind clinical-grade Hearing Aid feature.

An Enhanced View with Apple Vision Pro

For users who are blind or have low vision, visionOS will expand vision accessibility features using the advanced camera system on Apple Vision Pro. With powerful updates to Zoom, users can magnify everything in view — including their surroundings — using the main camera. For VoiceOver users, Live Recognition in visionOS uses on-device machine learning to describe surroundings, find objects, read documents, and more.¹ For accessibility developers, a new API will enable approved apps to access the main camera to provide live, person-to-person assistance for visual interpretation in apps like Be My Eyes, giving users more ways to understand their surroundings hands-free.

Additional Updates
- Background Sounds becomes easier to personalize with new EQ settings, the option to stop automatically after a period of time, and new actions for automations in Shortcuts. Background Sounds can help minimize distractions to increase a sense of focus and relaxation, which some users find can help with symptoms of tinnitus.
- For users at risk of losing their ability to speak, Personal Voice becomes faster, easier, and more powerful than ever, leveraging advances in on-device machine learning and artificial intelligence to create a smoother, more natural-sounding voice in less than a minute, using only 10 recorded phrases. Personal Voice will also add support for Spanish (Mexico).²
- Vehicle Motion Cues, which can help reduce motion sickness when riding in a moving vehicle, comes to Mac, along with new ways to customize the animated onscreen dots on iPhone, iPad, and Mac.
- Eye Tracking users on iPhone and iPad will now have the option to use a switch or dwell to make selections. Keyboard typing when using Eye Tracking or Switch Control is now easier on iPhone, iPad, and Apple Vision Pro with improvements including a new keyboard dwell timer, reduced steps when typing with switches, and enabling QuickPath for iPhone and Vision Pro.
- With Head Tracking, users will be able to more easily control iPhone and iPad with head movements, similar to Eye Tracking.
- For users with severe mobility disabilities, iOS, iPadOS, and visionOS will add a new protocol to support Switch Control for Brain Computer Interfaces (BCIs), an emerging technology that allows users to control their device without physical movement.
- Assistive Access adds a new custom Apple TV app with a simplified media player. Developers will also get support in creating tailored experiences for users with intellectual and developmental disabilities using the Assistive Access API.
- Music Haptics on iPhone becomes more customizable with the option to experience haptics for a whole song or for vocals only, as well as the option to adjust the overall intensity of taps, textures, and vibrations.
- Sound Recognition adds Name Recognition, a new way for users who are deaf or hard of hearing to know when their name is being called.
- Voice Control introduces a new programming mode in Xcode for software developers with limited mobility. Voice Control also adds vocabulary syncing across devices, and will expand language support to include Korean, Arabic (Saudi Arabia), Turkish, Italian, Spanish (Latin America), Mandarin Chinese (Taiwan), English (Singapore), and Russian.
- Live Captions adds support to include English (India, Australia, UK, Singapore), Mandarin Chinese (Mainland China), Cantonese (Mainland China, Hong Kong), Spanish (Latin America, Spain), French (France, Canada), Japanese, German (Germany), and Korean.
- Updates to CarPlay include support for Large Text. With updates to Sound Recognition in CarPlay, drivers or passengers who are deaf or hard of hearing can now be notified of the sound of a crying baby, in addition to sounds outside the car such as horns and sirens.
- Share Accessibility Settings is a new way for users to quickly and temporarily share their accessibility settings with another iPhone or iPad. This is great for borrowing a friend’s device or using a public kiosk in a setting like a cafe.
Celebrate Global Accessibility Awareness Day with Apple

Apple Retail is introducing dedicated tables spotlighting accessibility features on a variety of devices in select store locations throughout the month of May. Additionally, Apple offers accessibility sessions year-round through Today at Apple for deeper learning, tips, and feature customization. Sessions can be scheduled at all Apple Store locations worldwide through Group Booking or by visiting a nearby store.

Apple Music shares the story of artist Kiddo K and the power of music haptics for users who are deaf or hard of hearing, unveils updates to its Haptics playlists, and launches a brand-new playlist featuring ASL interpretations of music videos alongside Saylists playlists.

The documentary tells the story of the greatest civil rights movement most people have never heard about, which unfolded across eight tumultuous days in 1988. At the world’s only Deaf university, four students must find a way to lead an angry mob — and change the course of history.

Pension schemes back British growth

Mansion House Accord unlocks up to £50 billion investment for the economy, with first commitments to invest in the UK.
More ambitious targets than 2023 Mansion House Compact will unlock investment into UK businesses and major infrastructure projects, including clean energy developments.

Comes ahead of Pensions Investment Review final report, which will create megafunds to drive more investment, boost pension pots and grow the economy through the Plan for Change.

Up to £50 billion of investment for UK businesses and major infrastructure projects is set to be unlocked through a new agreement with Britain’s biggest pension funds, as the Government goes further and faster to drive growth through the Plan for Change.

Seventeen workplace pension providers managing around 90 percent of active savers’ defined contribution pensions will sign the Mansion House Accord at a roundtable with the Chancellor and Minister for Pensions in the City of London today (Tuesday 13 May).

Signatories to the Accord will pledge to invest 10 percent of their workplace portfolios in assets that boost the economy such as infrastructure, property and private equity by 2030. At least 5 percent of these portfolios will be ringfenced for the UK, expected to release £25 billion directly into the UK economy by 2030.

This investment could support clean energy developments across the country, delivering greater energy security and helping to lower household bills, as well as delivering growth finance to Britain’s world-leading science and technology businesses – creating jobs, boosting businesses and putting more money into people’s pockets.

Pension savers will also benefit from the commitment to invest in private markets. Comparable Australian schemes invest significantly more in private markets and domestic companies than UK schemes, and research suggests greater investment in private markets can deliver security through diversified asset holdings and potentially drive higher returns.

The pledge follows hot on the heels of securing trade agreements with India and the US, which will add billions of pounds to the UK economy and protect thousands of steel and car manufacturing jobs, as well as a fourth interest rate cut since last Summer. This demonstrates the UK’s strength in navigating a changing world, going further and faster through our Plan for Change to drive growth and put more money into people’s pockets.

Today’s announcement is more ambitious than the 2023 Mansion House Compact, where eleven funds committed to the aim of investing 5 percent of their workplace defined contribution default funds – the off-the-shelf funds providers offer to the vast majority of savers – in unlisted companies by 2030. The new commitment involves the vast majority of the industry and brings more assets into scope, doubles the target from 5 percent to 10 percent, and includes a specific commitment to investing 5 percent in the UK.

Progress against the commitment will be monitored and the initiative will be reinforced by measures to be announced in the upcoming final report of the Pensions Investment Review. The final report will tackle fragmentation in the UK pension system, creating pension megafunds that take advantage of scale and consolidation like Australian and Canadian funds do, to invest in productive assets like private markets and big infrastructure projects.

Some pension funds have already indicated privately that they will go beyond the targets agreed through the Mansion House Accord, which could lead to even more direct investment in the UK economy – and is particularly welcomed by the government.

Today’s commitment comes alongside progress in the government’s efforts to help pension savers benefit from the opportunities of investing in UK growth. The British Business Bank has now received regulatory approval from the Financial Conduct Authority to deliver the British Growth Partnership – which will provide UK pension funds and other institutional investors with access to the Bank’s extensive pipeline of UK venture capital opportunities.

The government will continue working with the industry to make sure pension schemes deliver the best possible value for savers — while driving the investment needed to deliver growth and put more money into people’s pockets.

This is a voluntary expression of intent by seventeen signatories. The Mansion House Accord has been jointly led by the ABI, City of London Corporation and the Pensions and Lifetime Savings Association.

Signatories to the new commitment include: Aegon, Aon, Aviva, Legal & General, LifeSight, M&G, Mercer, Natwest Cushon, Nest, NOW: Pensions, Phoenix Group, Royal London, Smart Pension, the People’s Pension, SEI, TPT Retirement Solutions and the Universities Superannuation Scheme (USS).

The signatories to the Accord have stated that £252 billion of assets are subject to the pledge. Based on historical growth rates (which have been halved to reflect a maturing market (17% per annum)) and reflecting further consolidation in the pensions market, this could rise to around £740 billion by 2030.

The £50 billion and £25 billion cash estimates for investment unlocked are indicative and assume current private market investment levels are at 3.5%, of which 40% is UK-based. These are increased to 10% and 50% respectively by 2030 in line with the Accord.

Some providers have indicated they may exceed the private markets investment targets in the Accord, which could lead to additional investment.

Investments will support UK growth sectors, including clean energy infrastructure and innovative small businesses.

Government Actuary Department Analysis from 2024 found that a portfolio with greater exposure to private markets – including infrastructure and private equity – delivered stronger returns than a baseline portfolio comprised largely of overseas equities.

The Pensions Investment Review interim report was published at Mansion House 2024, with the final report due Spring 2025.

CUPERTINO, Calif., May 13, 2025 (GLOBE NEWSWIRE) — Aemetis, Inc. (NASDAQ: AMTX), a renewable natural gas and renewable fuels company focused on low and negative carbon intensity renewable fuels, announced today that its Aemetis Biogas subsidiary has signed a $27 million equipment agreement with Centuri Holdings, Inc. (NYSE: CTRI), a $2.6 billion infrastructure services contractor, to build biogas cleanup systems for 15 dairy digesters.

This signed agreement, and expected future agreements with Centuri, will enable Aemetis Biogas to rapidly scale up the construction of dairy digesters to produce renewable natural gas (RNG) for a total of 50 dairies that have already been signed by Aemetis Biogas. This summer, 16 dairies are scheduled to be operating in the Aemetis Biogas Central Digester Project near Modesto, California, with 36 miles of biogas pipeline and a central biogas-to-RNG production facility already in operation delivering RNG into the PG&E utility gas pipeline.

“Our expanding strategic relationship with the experienced team at Centuri ranges from this agreement for biogas equipment to plans for construction management and pipe assembly to build upcoming energy efficiency, carbon sequestration and other projects,” stated Eric McAfee, Chairman and CEO of Aemetis. “We expect that Centuri will play a key role in building Aemetis projects on time and on budget, given their expertise in constructing industrial facilities, large scale gas pipeline projects. and utility electrical systems.”

Aemetis renewable energy and energy efficiency projects include the expansion of dairy renewable natural gas production to generate more than 1 million MMBtu of renewable natural gas from 50 dairies that have signed agreements; the Keyes ethanol plant mechanical vapor recompression system that is expected to generate $32 million of increased annual cash flow starting in 2026; the Riverbank carbon sequestration project to inject 1.4 million tons of CO2 per year underground; the 78 million gallon per year sustainable aviation fuel and renewable diesel plant which has already received the Authority To Construct air permits and the other key approvals; and negotiations underway for other large scale industrial and electrical projects at the Riverbank site.

(TSXV: CMC; OTC PINK: CWSFF) (“Cielo” or the “Company”) is pleased to announce a non-brokered private placement finding for gross proceeds of up to C $3,000,000 through the issuance of up to 60,000,000 units (each a “Unit, collectively the “Units”) at a price of $0.05 per Unit (the “Offering”).

Each Unit is comprised of one common share of the Company (each, a “Common Share“) and one whole Common Share purchase warrant (each, a “Warrant“) of the Company, each Warrant entitling the holder thereof to purchase one Common Share at a price of $0.07 per Common Share for a period of two (2) years from the date of issuance.
