  • MIL-OSI Canada: Sask Parks Reminds All Residents to Stay Water Safe During Drowning Prevention Week

    Source: Government of Canada regional news

    Released on July 21, 2025

    The Government of Saskatchewan has proclaimed July 20 to 26, 2025 as Drowning Prevention Week in Saskatchewan. While provincial parks and recreational sites remain popular summer destinations, the Ministry of Parks, Culture and Sport reminds all residents to make water safety a priority wherever they live, work or play.

    “Each year, countless families and friends head out to enjoy Saskatchewan’s beautiful lakes, rivers and beaches,” Parks, Culture and Sport Minister Alana Ross said. “But water safety is not just important for park visitors. It is critical for everyone who spends time around water, whether it is boating on the lake, swimming in a backyard pool or fishing on a quiet river.”

    A key safety initiative in provincial parks is the Lifejacket Loaner Station program. Launched in 2016 in partnership with the Lifesaving Society, the program has continued to grow and now offers free lifejackets in a range of sizes, from infants to adults, at 24 stations throughout the province.

    “Personal flotation devices (PFD) add a level of protection for swimmers and non-swimmers alike, whether they are worn in a boat or while swimming in open water,” Lifesaving Society Saskatchewan CEO Shelby Rushton said. “Donning a PFD from one of the loaner stations is an easy way to stay safe and an added bonus is that the PFDs are free to use; just put them back at the station once you are done.”

    Water safety tips recommended by the Lifesaving Society include:

    • Always swim with a buddy.
    • Always keep children within arm’s reach.
    • Avoid alcohol while swimming or boating.
    • Wear a properly fitted life jacket or PFD whenever on or near open water.

    “I encourage everyone to have a safe and enjoyable time on the water this summer, creating lasting memories with loved ones,” Minister Ross said.

    Sask Parks encourages everyone to learn more about safety practices and how to respond in an emergency. A full list of Lifejacket Loaner Station locations can be found at: saskparks.tourismsaskatchewan.com/beaches?filters=filter-lifejacket_loaner_station

  • MIL-OSI Analysis: AI in universities: How large language models are transforming research

    Source: The Conversation – Canada – By Ali Shiri, Professor of Information Science & Vice Dean, Faculty of Graduate & Postdoctoral Studies, University of Alberta

    Generative AI, especially large language models (LLMs), present exciting and unprecedented opportunities and complex challenges for academic research and scholarship.

    As the different versions of LLMs (such as ChatGPT, Gemini, Claude, Perplexity.ai and Grok) continue to proliferate, academic research is beginning to undergo a significant transformation.

    Students, researchers and instructors in higher education need AI literacy knowledge, competencies and skills to address these challenges and risks.

    In a time of rapid change, students and academics are advised to look to their institutions, programs and units for discipline-specific policy or guidelines regulating the use of AI.

    Researcher use of AI

    A recent study led by a data science researcher found that at least 13.5 per cent of biomedical abstracts last year showed signs of AI-generated text.

    Read more:
    AI-detection software isn’t the solution to classroom cheating — assessment has to shift

    Large language models can now support nearly every stage of the research process, although caution and human oversight are always needed to judge when use is appropriate, ethical or warranted — and to account for questions of quality control and accuracy. LLMs can:

    • Help brainstorm, generate and refine research ideas and formulate hypotheses;

    • Design experiments and conduct and synthesize literature reviews;

    • Write and debug code;

    • Analyze and visualize both qualitative and quantitative data;

    • Develop interdisciplinary theoretical and methodological frameworks;

    • Suggest relevant sources and citations, summarize complex texts and draft abstracts;

    • Support the dissemination and presentation of research findings, in popular formats.

    However, there are significant concerns and challenges surrounding the appropriate, ethical, responsible and effective use of generative AI tools in the conduct of research, writing and research dissemination. These include:

    • Misrepresentation of data and authorship;

    • Difficulty in replication of research results;

    • Data and algorithmic biases and inaccuracies;

    • User and data privacy and confidentiality;

    • Quality of outputs, data and citation fabrication;

    • And copyright and intellectual property infringement.

    AI research assistants, ‘deep research’ AI agents

    There are two categories of emerging LLM-enhanced tools that support academic research:

    1. AI research assistants: The number of AI research assistants that support different aspects and steps of the research process is growing at an exponential rate. These technologies have the potential to enhance and extend traditional research methods in academic work. Examples include AI assistants that support:

    • Concept mapping (Kumu, GitMind, MindMeister);

    • Literature and systematic reviews (Elicit, Undermind, NotebookLM, SciSpace);

    • Literature search (Consensus, ResearchRabbit, Connected Papers, Scite);

    • Literature analysis and summarization (Scholarcy, Paper Digest, Keenious);

    • And research topic and trend detection and analysis (Scinapse, tlooto, Dimension AI).

    2. ‘Deep research’ AI agents: The field of artificial intelligence is advancing quickly with the rise of “deep research” AI agents. These next-generation agents combine LLMs, retrieval-augmented generation and sophisticated reasoning frameworks to conduct in-depth, multi-step analyses.

    Research is currently being conducted to evaluate the quality and effectiveness of deep research tools. New evaluation criteria are being developed to assess their performance and quality.

    Criteria include elements such as cost, speed, editing ease and overall user experience — as well as citation and writing quality, and how these deep research tools adhere to prompts.

    The purpose of deep research tools is to meticulously extract, analyze and synthesize scholarly information, empirical data and diverse perspectives from a wide array of online and social media sources. The output is a detailed report, complete with citations, offering in-depth insights into complex topics.

    In just a short span of four months (December 2024 to February 2025), several companies (like Google Gemini, Perplexity.ai and ChatGPT) introduced their “deep research” platforms.

    The Allen Institute for Artificial Intelligence, a non-profit AI research institute based in Seattle, is experimenting with a new open access research tool called Ai2 ScholarQA that helps researchers conduct literature reviews more efficiently by providing more in-depth answers.

    Emerging guidelines

    Several guidelines have been developed to encourage the responsible and ethical use of generative AI in research and writing. Examples include:

    LLMs support interdisciplinary research

    LLMs are also powerful tools to support interdisciplinary research. Recent emerging research (yet to be peer reviewed) on the effectiveness of LLMs for research suggests they have great potential in areas such as biological sciences, chemical sciences, engineering, environmental as well as social sciences. It also suggests LLMs can help eliminate disciplinary silos by bringing together data and methods from different fields and automating data collection and generation to create interdisciplinary datasets.

    Helping to analyze and summarize large volumes of research across various disciplines can aid interdisciplinary collaboration. “Expert finder” AI-powered platforms can analyze researcher profiles and publication networks to map expertise, identify potential collaborators across fields and reveal unexpected interdisciplinary connections.

    This emerging knowledge suggests these models will be able to help researchers drive breakthroughs by combining insights from diverse fields — like epidemiology and physics, climate science and economics or social science and climate data — to address complex problems.

    Research-focused AI literacy

    Canadian universities and research partnerships are providing AI literacy education to people in universities and beyond.

    The Alberta Machine Intelligence Institute offers K-12 AI literacy programming and other resources. The institute is a not-for profit organization and part of Canada’s Pan-Canadian Artificial Intelligence Strategy.

    Many universities are offering AI literacy educational opportunities that focus specifically on the use of generative AI tools in assisting research activities.

    Collaborative university work is also happening. For example, as vice dean of the Faculty of Graduate & Postdoctoral Studies at the University of Alberta (and an information science professor), I have worked with deans from the University of Manitoba, the University of Winnipeg and Vancouver Island University to develop guidelines and recommendations around generative AI and graduate and postdoctoral research and supervision.

    Considering the growing power and capabilities of large language models, there is an urgent need to develop AI literacy training tailored for academic researchers.

    This training should focus on both the potential and the limitations of these tools in the different stages of the research process and writing.

    Ali Shiri does not work for, consult, own shares in or receive funding from any company or organisation that would benefit from this article, and has disclosed no relevant affiliations beyond their academic appointment.

    Source: Government of Canada News (2)

    July 21, 2025 – Ottawa – National Defence / Canadian Armed Forces

    Today, His Majesty’s Canadian Ship (HMCS) Ville de Québec completed the forward rearmament of Block II Harpoon Missiles while participating in Exercise TALISMAN SABRE 25 in Australia. The rearmament, conducted at the port of Darwin, Australia, was a joint Canadian Armed Forces (CAF) and Australian Defence Force effort, demonstrating the continued military interoperability between Canada and Australia.

    This rearmament follows the forward rearmament of HMCS Vancouver in the port of Broome, Australia, in 2024, which was the first of its kind for a Royal Canadian Navy (RCN) ship outside of North America. The 2025 rearmament builds on important lessons learned from the inaugural iteration in 2024 and further develops an important logistical capability that ensures the CAF can be agile when deploying RCN ships to the Indo-Pacific region.

    The rearmament took place ahead of, and immediately after, a live-fire missile shoot of a Block II Harpoon Missile during Exercise TALISMAN SABRE, where the missile engaged a ground-based target.

  • MIL-OSI Canada: Joint statement on behalf of 26 partners on the Occupied Palestinian Territories

    Source: Government of Canada News

    July 21, 2025 – Ottawa, Ontario – Global Affairs Canada

    The Foreign Ministers of Australia, Austria, Belgium, Canada, Denmark, Estonia, Finland, France, Iceland, Ireland, Italy, Japan, Latvia, Lithuania, Luxembourg, The Netherlands, New Zealand, Norway, Poland, Portugal, Slovenia, Spain, Sweden, Switzerland, the United Kingdom, and the European Union Commissioner for Equality, Preparedness and Crisis Management, today issued the following statement:

    “We, the signatories listed below, come together with a simple, urgent message: the war in Gaza must end now.

    “The suffering of civilians in Gaza has reached new depths. The Israeli government’s aid delivery model is dangerous, fuels instability and deprives Gazans of human dignity. We condemn the drip feeding of aid and the inhumane killing of civilians, including children, seeking to meet their most basic needs of water and food. It is horrifying that over 800 Palestinians have been killed while seeking aid. The Israeli Government’s denial of essential humanitarian assistance to the civilian population is unacceptable. Israel must comply with its obligations under international humanitarian law.

    “The hostages cruelly held captive by Hamas since 7 October 2023 continue to suffer terribly. We condemn their continued detention and call for their immediate and unconditional release. A negotiated ceasefire offers the best hope of bringing them home and ending the agony of their families.

    “We call on the Israeli government to immediately lift restrictions on the flow of aid and to urgently enable the UN and humanitarian NGOs to do their life-saving work safely and effectively.

    “We call on all parties to protect civilians and uphold the obligations of international humanitarian law. Proposals to remove the Palestinian population into a “humanitarian city” are completely unacceptable. Permanent forced displacement is a violation of international humanitarian law.

    “We strongly oppose any steps towards territorial or demographic change in the Occupied Palestinian Territories. The E1 settlement plan announced by Israel’s Civil Administration, if implemented, would divide a future Palestinian state in two, marking a flagrant breach of international law, and critically undermine the two-state solution. Meanwhile, settlement building across the West Bank and East Jerusalem has accelerated while settler violence against Palestinians has soared. This must stop.

    “We urge the parties and the international community to unite in a common effort to bring this terrible conflict to an end, through an immediate, unconditional and permanent ceasefire. Further bloodshed serves no purpose.  We reaffirm our complete support to the efforts of the US, Qatar and Egypt to achieve this.

    “We are prepared to take further action to support an immediate ceasefire and a political pathway to security and peace for Israelis, Palestinians and the entire region.”

    This statement has been signed by:

  • MIL-OSI Security: NATO Secretary General highlights new opportunity for support at Ukraine Defence Contact Group meeting

    Source: NATO

    On Monday (21 July 2025) NATO Secretary General Mark Rutte took part in an online meeting of the Ukraine Defence Contact Group (UDCG). The meeting was hosted by the German Minister of Defence, Boris Pistorius, and the UK Defence Secretary, John Healey.

    Speaking to Defence Ministers who joined for the meeting, the Secretary General highlighted the initiative that he and US President Donald J Trump announced last week to boost support for Ukraine by opening additional US assets to Ukraine through investment by Allies in Europe and Canada. This new initiative is open-ended and has already seen numerous Allies express interest in contributing. It complements a range of other initiatives through which Allies support Ukraine and provides new access to US equipment and technology that Ukraine has requested for urgent delivery. This voluntary effort will be coordinated by NATO, given the experience and infrastructure the Alliance provides, including through its command in Wiesbaden, Germany – NATO Security Assistance and Training for Ukraine (NSATU) – that is already coordinating support for Ukraine and has logistical hubs in the eastern part of the Alliance. The UDCG will also continue to play a vital role.

    This initiative and others bring together the three key decisions made by leaders at the NATO Summit in The Hague just a few weeks ago: increasing defence investment, ramping up defence production, and supporting Ukraine. The aim of all Allied security assistance to Ukraine is to bring the conflict to a just and lasting end as quickly as possible.

    Source: GlobeNewswire (MIL-OSI)

    SINGAPORE, July 21, 2025 (GLOBE NEWSWIRE) — With Bitcoin’s price fluctuating above $120,000, many analysts predict a prolonged period of high volatility in the crypto market. Holding spot positions may struggle to generate short-term profits in such conditions. As a result, 100x leverage futures trading has become the preferred tool for seasoned investors looking to maximize potential gains in this volatile market. BexBack Exchange is ramping up its efforts to offer traders unmatched promotional packages. The platform now features a 100% deposit bonus, a $50 welcome bonus for new users, and 100x leverage on cryptocurrency trading, providing exceptional opportunities for investors.

    What Is 100x Leverage and How Does It Work?

    Simply put, 100x leverage allows you to open larger trading positions with less capital. For example:

    Suppose the Bitcoin price is $100,000 that day, and you open a long contract with 1 BTC. After using 100x leverage, the transaction amount is equivalent to 100 BTC.

    One day later, if the price rises to $105,000, your profit will be (105,000 – 100,000) * 100 BTC / 100,000 = 5 BTC, a yield of up to 500%.

    With BexBack’s deposit bonus

    BexBack offers a 100% deposit bonus. If the initial investment is 2 BTC, the profit will increase to 10 BTC, and the return on investment will double to 1000%.

    Note: Although leveraged trading can magnify profits, you also need to be wary of liquidation risks.

    How Does the 100% Deposit Bonus Work?
    The deposit bonus from BexBack cannot be directly withdrawn but can be used to open larger positions and increase potential profits. Additionally, during significant market fluctuations, the bonus can serve as extra margin, effectively reducing the risk of liquidation.

    About BexBack?

    Rouge National Urban Park, Canada’s first national urban park and one of the largest protected urban parks in the world, offers easy access to residents of Canada’s largest urban centre to explore a rich assembly of forests, creeks, farms and trails as well as marshland, a beach on Lake Ontario and human history spanning 10,000 years.

    Today, the Honourable Gary Anandasangaree, Minister of Public Safety and Member of Parliament for Scarborough—Guildwood—Rouge Park, on behalf of the Honourable Steven Guilbeault, Minister of Canadian Identity and Culture and Minister responsible for Official Languages, celebrated this important milestone at an event honouring Indigenous partners, volunteers, farmers, advocates, and local stakeholders who have helped shape the vision of the park. The ceremony highlighted key achievements from the past decade, including major land assembly and legislation, the completion of the park’s first management plan, the development of a multi-species action plan, the completion of 137 restoration projects with partners and collaborators, the addition of 23 km of new trails and a $21 million investment in the future visitor, learning and community centre.

    Since its establishment in 2015, Rouge National Urban Park has become a globally recognized model for conservation in an urban setting. Spanning over 79 square kilometres, an area 1.3 times larger than the city of Manhattan, the park protects a remarkable diversity of natural, cultural, and agricultural landscapes and continues to evolve through Indigenous leadership, community stewardship, restoration efforts, and collaboration across all levels of government.

    Parks Canada will celebrate the 10th anniversary of Rouge National Urban Park throughout 2025. Weekly features on the park’s Facebook page will highlight key moments of its history, while on-site anniversary programming will offer visitors opportunities to reflect on the park’s past, share their own stories, and contribute to a collective vision for the future of Canada’s first national urban park.

  • MIL-OSI Security: Tennessee Man Sentenced to Prison for Operating Investment Scheme

    Source: US FBI

    KANSAS CITY, KAN. – A Tennessee man was sentenced to 71 months in prison after being convicted of running a $1.9 million Ponzi scheme.

    According to court documents, Alcides Roman, 66, of Lebanon, Tennessee, pleaded guilty to one count of wire fraud.
    Roman defrauded victims in Kansas, New York, Texas, and in Canada by soliciting their participation in purportedly high-yield investment programs. In truth, these investment opportunities were fraudulent. Roman did not invest the funds and failed to redeem the investments upon the victims’ requests. Rather, he left the funds in bank accounts he controlled and used the money for his own and others’ benefit. Roman induced victims to make additional or larger investments by making payments to them, ostensibly as returns on investment. Those payments, however, were from the same victim’s prior principal investments or another victim’s investments.

    Roman used funds from the scheme to pay for his personal living expenses, to buy vehicles and land, and to send money to numerous foreign and domestic companies. The total known loss to victims was $1,977,857.

    The Federal Bureau of Investigation (FBI) investigated the case.

    Assistant U.S. Attorney Ryan J. Huschka prosecuted the case.

  • MIL-OSI Submissions: Congo and critical minerals: What are the costs of America’s peace?

    Source: The Conversation – Canada – By Evelyn Namakula Mayanja, Assistant Professor, Interdisciplinary Studies, Carleton University

    In March 2025, President Félix Tshisekedi of the Democratic Republic of Congo (DRC) offered the country’s critical mineral reserves to the United States and Europe in exchange for security and stability.

    At the time, the March 23 (M23) militia insurgency was unleashing violence: killing civilians, committing sexual violence, displacing communities and looting mineral resources. Since 1996, eastern Congo has been engulfed in wars and armed conflicts driven by regional powers and more than 120 armed groups.

    The U.S.-brokered peace agreement between Rwanda and the DRC raises critical questions: Is this a genuine path to sustainable peace, or a continuation of U.S. President Donald Trump’s strategy to secure access to critical minerals through coercive diplomacy?

    Read more:
    4 things every peace agreement needs – and how the DRC-Rwanda deal measures up

    Global arms race for critical minerals

    The global shift toward renewable energy, digital infrastructure and military modernization has sparked a geopolitical scramble for critical and rare earth minerals.

    In early 2025, Trump signed a series of executive orders that introduced aggressive and imperial-style tactics to secure access to mineral wealth. He threatened Canada with annexation and tariffs, demanded access to Greenland’s resources and linked U.S. support for Ukraine to access to its mineral reserves.

    The DRC’s offer must be viewed through this lens of global resource competition.

    Congo’s critical mineral wealth

    The DRC holds some of the world’s richest deposits of critical minerals and metals. A 2012 article estimated the value of Congo’s untapped mineral wealth at US$24 trillion, a figure nearing the U.S. first-quarter 2025 GDP of $29.962 trillion.

    The DRC produces 70 per cent of the world’s cobalt, ranks fourth in copper, sixth in industrial diamonds and also possesses vast reserves of nickel and lithium, including the Manono deposit expected to yield 95,170 tonnes of crude lithium.

    But the struggle to control these resources has fuelled a cycle of armed violence, displacement and exploitation. Despite several peace agreements, peace and stability remain elusive.

    America’s interests in Congo

    U.S. involvement in Congo stretches back to the Cold War, when it played a role in the 1961 assassination of Patrice Lumumba, Congo’s first elected prime minister who sought economic sovereignty.

    In 1996, the U.S. was accused of backing Rwanda and Uganda in the initial invasion of eastern Congo. A U.S. diplomat, “Mr. Hankins,” was quoted in Goma saying: “I am here …to represent American interests.”

    In 2024, President Joe Biden met Tshisekedi to advance the Lobito Corridor, a strategic trade route to counter China’s dominance in the region. Chinese companies currently control around 80 per cent of Congo’s copper market.

    When Trump signed the 2025 peace agreement, he openly stated the U.S. would gain “a lot of mineral rights … foreign trade and investment from the regional critical mineral supply chains.”

    U.S.-brokered peace deal

    The deal, however, prioritizes America’s access to minerals over the well-being of Congolese citizens. Historically, Congo’s mineral wealth has enriched elites and foreign powers while leaving its people impoverished and vulnerable. The new agreement could entrench existing inequalities and inflame tensions further.

    The U.S. has also cut off aid for war survivors, including emergency medical kits and antiretrovirals for rape victims, undermining humanitarian efforts.

    Crucially, the agreement overlooks:

    • The root causes and drivers of conflict at national, regional and international levels.

    • The role of Rwanda and Uganda, whose militaries and intelligence services have long been implicated in supporting groups like M23. Gen. Muhoozi Kainerugaba, son of Ugandan President Yoweri Museveni, has referred to M23 as “our brothers” and threatened military action in Congo.

    • The voices of Congolese civil society, war survivors and the public, who were excluded from the negotiation process.

    • State fragility and institutional collapse — major enablers of protracted violence.

    • The grievances of Hutu and Tutsi communities in the DRC, deeply rooted in colonial and regional politics.

    • The presence of more than 120 armed groups, many of them proxies for foreign powers engaging in what some scholars call “geocriminality.”

    Between January and February 2025 alone, more than 7,000 people were killed in the DRC. The United Nations and several human rights organizations have documented mass atrocities, including crimes of genocidal magnitude.

    A path toward real peace

    The peace agreement fails to demand justice for crimes committed against the Congolese people. Nobel Peace laureate Denis Mukwege condemned the deal for “rewarding aggression, legitimizing the plundering of Congo’s natural resources, and sacrificing justice for a fragile peace.”

    It also ignores the roles of international mining corporations and external entities that have long profited from Congo’s instability.

    True and lasting peace in the DRC cannot be imposed from the outside. U.S.-led mineral extraction without justice risks deepening the crisis. Since 1999, UN peacekeepers have been deployed in the Congo , yet violence continues.

    Sustainable peace will require:

    • An end to impunity;

    • Thorough investigations into war crimes;

    • Regional truth-telling processes;

    • Justice and reparations for victims;

    • And most importantly, inclusion of Congolese voices in shaping their future.

    Without these commitments, the U.S. risks replicating a long history of exploitation, trading in minerals while ignoring the human cost.

  • MIL-OSI United Kingdom: Why it can be harder to sleep during the summer

    Source: Anglia Ruskin University

    By Timothy Hearn, Anglia Ruskin University

    As the days stretch long and the sun lingers late into the evening, most of us welcome summer with open arms. Yet for a surprising number of people, this season brings an unwelcome guest: insomnia.

    For these people, summer is a time of tossing and turning, early waking – or simply not feeling sleepy when they should. Far from just being a nuisance, this seasonal insomnia may chip away at mood, concentration and metabolic health.

    But why does insomnia spike in summer — and more importantly, what can be done about it? The answer lies in the light.

    Every tissue in the body owns a molecular “clock”. However, these clocks take their cue from a central timekeeper – the brain’s suprachiasmatic nucleus. This cluster of about 20,000 neurons synchronises the myriad cellular clocks to a near 24-hour cycle.

    It uses the external light detected by the eyes as a cue, driving the release of two different hormones: melatonin, which makes us sleepy and a pre-dawn surge cortisol to help us wake.

    In winter, this light cue is short and sharp. But in June and July, daylight can stretch on for 16 or 17 hours in the mid‑latitudes. That extra dose matters because evening light is the most potent signal for pushing the central timekeeper later. In summer melatonin shifts by roughly 30 minutes to an hour later, while dawn light floods bedrooms early and kills the hormone off sooner.

    This can have a big effect on the amount of sleep we get. One study monitored the sleep of 188 participants in the lab on three nights at different times of the year. The researchers found that total sleep was about an hour shorter in summer than winter.

    Rapid eye movement (REM) sleep — the sleep stage most strongly linked to emotional regulation and the consolidation of emotionally charged memories — accounted for roughly half the sleep loss in summer.

    The same team later tracked 377 patients over two consecutive years and showed that sleep length and REM sleep began a five‑month decline soon after the last freezing night of spring. Sleep length shrank by an average of 62 minutes, while REM decreased by about 24 minutes. Slow-wave sleep – the phase most critical for tissue repair, immune regulation and the consolidation of factual memories – reached its annual low around the autumn equinox.

    Both studies took place in a city bathed in artificial light – suggesting that even in modern environments our sleep remains seasonally affected.

    Big population surveys echo these findings. Among more than 30,000 middle‑aged Canadians, volunteers interviewed in midsummer said they slept eight minutes less than those interviewed in midwinter. The summer interviewees also reported greater insomnia symptoms in the fortnight after the autumn clock change – suggesting the abrupt time shift exacerbates underlying seasonal misalignment.

    One study also compared the effect of summer sleep in people living at very different latitudes – such as near the equator, where there’s little change in day length in the summer, and near the Arctic circle, where the differences are extreme. The study found that for people living in Tromsø, Norway, their self-reported insomnia and daytime fatigue rose markedly in summer. But for people living in Accra, Ghana (near the equator), these measures barely budged.

    This show just how strongly daylight – and the amount of daylight hours we experience – can affect our sleep quality. But it isn’t the only culprit of poor summertime sleep.

    Temperature is another factor that can spoil sleep during the summer months.

    Just before we fall asleep, our core body temperature begins a steep descent of roughly 1°C to help us fall asleep. It reaches its lowest point during the first half of the night.

    On muggy summer nights this can make falling asleep difficult. Laboratory experiments show that even a rise from 26°C to about 32°C increases wakefulness and reduces both slow-wave and REM sleep.

    Different people are also more vulnerable to summer insomnia than others. This has to do with your unique “chronotype” – your natural preference to rise early or sleep late.

    Evening chronotypes – “night owls” – already lean towards later bedtimes. They may stay up even later when it stays bright past 10pm. Morning chronotypes, on the other hand, may find themselves waking up even earlier than they normally do because of when the sun rises in the summer.

    Mood can amplify the effect. Research found people who suffered with mental health issues were more likely to experience difficulty sleeping in summer.

    Chronic anxiety, alcohol use and certain prescription drugs — notably beta blockers, which suppress melatonin — can all make sleep more elusive in summer.

    Reclaiming summer sleep

    Happily, there are many ways of fixing the issue.

    • Get some morning sunshine. Try to step outside within an hour of waking up – even if it’s just for 15 minutes. This tells the clock that the day has begun and nudges it to finish earlier that evening.

    • Create an artificial dusk. Around two hours before bed, close the curtains, turn off the lights and reduce the intensity of your phone screen’s blue light to help your melatonin rise on time.

    • Don’t let the dawn light in. Being exposed to the dawn light too early will wake you up. Blackout curtains or a contoured eye-mask can ensure you don’t wake before you’re rested.

    • Keep things cool. Fans, breathable cotton or linen sheets or a lukewarm shower before bed all help the body to achieve that crucial one-degree drop in core temperature needed to get a good night’s sleep.

    The deeper lesson here from chronobiology is that humans remain, biologically speaking, seasonal animals. While our industrialised lives flatten the calendar, our cells still measure day length and temperature just as plants and migratory birds do.

    By adapting and aligning our habits with those light signals, we might just be able to recapture some sleep – even during the warmer months.

    Press release

    Government revives landmark Pensions Commission to confront retirement crisis that risks tomorrow’s pensioners being poorer than today’s

    Millions of people could benefit from a more secure retirement as the Government today [Monday 21 July 2025] revives the landmark Pensions Commission to examine why tomorrow’s pensioners are on track to be poorer than today’s and make recommendations for change.

    • Without action tomorrow’s retirees are on track to be poorer than today’s.
    • Almost half of working-age adults are still saving nothing with low earners, some ethnic minorities and the self-employed least likely to be pension saving.
    • Revived Pension Commission will consider the long-term future of our pensions system to make today’s workers better off in retirement.

    Millions of people could benefit from a more secure retirement as the Government today [Monday 21 July 2025] revives the landmark Pensions Commission to examine why tomorrow’s pensioners are on track to be poorer than today’s and make recommendations for change.

    The Commission of 2006 was a huge success, building a consensus for the roll-out of Automatic Enrolment into pension saving that means 88% of eligible employees are now saving, up from 55% in 2012.

    However, new analysis shows that there is more to do with the incomes of retirees set to fall over the next few decades if nothing changes:

    • Retirees in 2050 are on course for £800 or 8% less private pension income than those retiring today.
    • 4-in-10 or nearly 15 million people are undersaving for retirement.

    This partly reflects too many working age adults (45%) saving nothing at all into a pension, with lower earners, the self-employed and some ethnic minorities particularly at risk:

    • Over 3 million self-employed are not saving into a pension.
    • Only 1-in-4 low earners in the private sector are saving into a pension.
    • Just 1-in-4 of those from a Pakistani or Bangladeshi background are saving.

    New analysis today also reveals a stark a 48% gender pensions gap in private pension wealth between women and men. A typical woman currently approaching retirement can expect a private pension income worth over £5,000 less than that of a typical man (just over £100 per week for a woman compared to just over £200 a week for a man).

    While the introduction of Automatic Enrolment increased the numbers saving, saving levels have often remained low. Around 1-in-2 workers in the private sector only save around the minimum contribution level (8% or less of earnings).

    So the Government is today announcing it will revive the landmark Pension Commission two decades on, to address these stark findings.

    The relaunched Commission will explore the complex barriers stopping people from saving enough for retirement, with its final report due in 2027. It will examine the pension system as a whole and look at what is required to build a future-proof pensions system that is strong, fair and sustainable.

    Work and Pensions Secretary Liz Kendall said:

    People deserve to know that they will have a decent income in retirement – with all the security, dignity and freedom that brings. But the truth is, that is not the reality facing many people, especially if you’re low paid, or self-employed.

    The Pensions Commission laid the groundwork, and now, two decades later, we are reviving it to tackle the barriers that stop too many saving in the first place.

    Chancellor of the Exchequer Rachel Reeves said:

    We’re making pensions work for Britain. The Pension Schemes Bill and the creation of pension megafunds mean an average earner could get a £29,000 boost to their pension pots. Now we are going further to ensure that people can look forward to a comfortable retirement.

    Minister for Pensions Torsten Bell said:

    The original Pensions Commission helped get pension saving up and pensioner poverty down. But if we carry on as we are, tomorrow’s retirees risk being poorer than today’s. So we are reviving the Pensions Commission to finish the job and give today’s workers secure retirements to look forward to.

    Rain Newton-Smith, Chief Executive of the Confederation of British Industry said:

    The only route to higher living standards both in work and in retirement is through higher growth, productivity and better savings. As we look to the next decade and beyond, finding a consensus across business, government and our society on how to support people to save by building on the Mansion House reforms can create a pathway to a better future.

    Taking the time to review the best pathway to achieve this, whilst pursuing broader measures to support growth, will be needed to make it affordable for employers and workers and crucial to the aim of rising living standards, now and in retirement.

    Paul Nowak, General Secretary of the Trades Union Congress said:

    Everyone deserves dignity and security in retirement, but right now many workers – especially those in the private sector – will find themselves without enough to get by on. Far too many people won’t have enough pension for a decent retirement, and too many – especially women, BME and disabled workers and the self employed – are shut out of the workplace pension system all together.

    That’s why reviving the Pensions Commission – bringing together unions, employers and independent experts – is a vital step forward. Twenty years ago the Pension Commission played a key role in bringing millions more people into workplace pensions and reducing the risks of pensioner poverty. We now have a chance to build on that work by reaching a long-term consensus on extending auto-enrolment to those workers still missing out, and making sure that this system delivers the decent retirement incomes all workers need.

    Rocio Concha, Director of Policy and Advocacy at Which? Said:

    Which? research has found that many consumers are concerned that they won’t have the money they need for a comfortable retirement, so it is encouraging to see the government take steps to reverse this trend.

    For some consumers, the idea of contributing more money into their pension pot is both daunting and unmanageable, so it is crucial that this review looks in depth at the challenges savers face, and Which? looks forward to working with the government towards long-term reform of the industry.

    The Pensions Commission will be made up of Baroness Jeannie Drake (a member of the original Commission), Sir Ian Cheshire and Professor Nick Pearce, who will be responsible for steering its work. Drawing on the success of the original Pension Commission in building a national consensus, they will work closely with stakeholders such as the Confederation of British Industry and the Trades Union Congress.

    The Commission will make proposals for change beyond the current parliament to deliver a pensions framework that is strong, fair and sustainable. It will build on the Investment Review and Pension Schemes Bill – both of which ensures that people’s savings are working hard to support them in retirement.

    Alongside the Commission, the Government has, as required by law, also launched the State Pension Age Review, commissioning two independent reports for Government to consider when deciding the State Pension age for future decades:

    • Dr Suzy Morrissey will report on factors government should consider relating to State Pension age.
    • The Government Actuary’s Department will prepare a report on the proportion of adult life in retirement.

    Additional quotes

    Caroline Abrahams, Charity Director of Age UK said:

    We warmly welcome the Pensions Review, which has the potential to lay the foundations for a system of retirement saving that’s fit for the future. If we’re to avoid future generations of pensioners experiencing financial hardship, we need reforms that enable more people to build a decent standard of living, and we need them sooner rather than later to maximise the numbers who can be helped.

    Income for pensioners in the UK is based around both State and private pensions working together to help people enjoy a decent lifestyle once retired. The current system of saving has some significant gaps which have left many current pensioners struggling to make ends meet. Hopefully this can be avoided in future and particularly disadvantaged groups, including low-paid women and self-employed people on low incomes, can be helped to put money aside when appropriate for them to do so.

    There’s no getting away from the fact that the State Pension provides the bulk of retirement income for most pensioners, with 1.1million (13%) receiving all their income from the State. It’s therefore hugely important to consider the future of the State Pension alongside the role of private savings, as only once this is clear will it be possible to say with any accuracy how much people need to put aside to attain a decent standard of living once they retire.

    We look forward to working with the Government and the reviewers in the months to come.

    Jonny Haseldine, Head of Corporate Governance and Business Environment Policy at the British Chambers of Commerce said:

    Too few people are saving enough for retirement, affecting millions of employees and the firms we represent. Businesses want to help their staff make the right decisions for their financial futures.

    We welcome the launch of the new Pensions Commission – which is a timely and necessary next step from the original Commission over two decades ago.

    “It is essential we have a pensions system that supports both employees to build up savings and employers in managing costs. That’s even more crucial in the current economic climate.

    We also welcome the reiterated commitment that employer contribution rates won’t be increased during this parliament. Any future rises in minimum contributions must be gradual and paused if economic conditions worsen, giving business time to adjust to increased costs.

    Jon Richards, General Secretary of UNISON said:

    Every worker needs a pension they can rely upon in their old age. No one should be plunged into poverty when they retire.

    Any initiative that enhances current provision would be a good thing, especially moves to improve equality between men and women.

    With more pensioners falling into poverty as time goes by, it’s vital the commission works quickly.

    Saving enough for retirement isn’t just important, it’s urgent to securing individual futures and building a more prosperous society. To do this we must tackle adequacy – we need people to be able to contribute the right amount from the first pound they earn, and to build a pot that is invested in assets that will generate returns to support them in later life.

    That’s why the launch of the new Pensions Commission matters. Whether that is gradually increasing minimum auto-enrolment contribution rates or making it easier to access private market investments, like L&G has delivered through its Private Markets Access Fund, it is time to break down the barriers to building a retirement pot that are faced by millions across the country.

    Miles Celic OBE, Chief Executive Officer of The CityUK said:

    The Pensions Adequacy Review is another positive step in reforming pensions investment. Auto-enrolment has been a policy success, bringing millions into retirement saving, but further action is needed to ensure pension savings are adequate to provide an appropriate level of income for our ageing population. Total contributions will have to rise if we are to emulate the successes of, for example, Australia and Canada. This will involve difficult political choices alongside technical changes to policy and regulation, so it is right the appointees to the Commission consider the options thoroughly and, crucially, that they also draw on the industry’s significant expertise.

    Steve Webb, Partner at LCP said:

    The first Pensions Commission changed the UK pensions landscape and started the process of reform by getting millions of employees saving for the first time. But much work remains to be done, and this new Commission will have to consider reforms against a much more challenging backdrop. The Government has selected people who are widely respected in the world of business, the trade union movement and academia, who will be well placed to undertake this vital work, and I look forward to working with them constructively as they map out a new agenda for retirement saving.

    David Raw, Managing Director for Markets at UK Finance said:

    We welcome efforts to help ensure people are saving enough to deliver a decent level of income in retirement . Boosting financial and pension literacy, continuing to encourage private pension holding, and building on the success of auto-enrolment are key to achieving this. Well-functioning capital markets play a key role in a successful pension system and UK Finance looks forward to continuing to work closely with government as it progresses its programme for capital markets and pension reform.

    Chira Barua, CEO of Scottish Widows and CEO of Insurance, Pensions & Investments, Lloyds Banking Group said:

    We’ve been mapping trends in the UK’s retirement saving for 20 years and while automatic enrolment has been a gamechanger in kickstarting pensions saving for millions of workers, 39% (around 15 million) still risk facing poverty in retirement and action needs to be taken while there’s still time.

    Bringing all the right groups and the pensions industry together in this way made real progress last time, and we look forward to supporting the Commission in getting closer to cracking the pension crisis.

    …THERE IS A SLIGHT RISK OF SEVERE THUNDERSTORMS TUESDAY INTO
    TUESDAY NIGHT ACROSS PARTS OF SOUTHEASTERN NORTH
    DAKOTA…NORTHEASTERN SOUTH DAKOTA…MUCH OF CENTRAL MINNESOTA…AND
    ADJACENT NORTHWESTERN WISCONSIN…

    …SUMMARY…
    Scattered strong thunderstorm development may impact parts of the
    northern Rockies and Great Plains into Upper Midwest Tuesday into
    Tuesday night, posing at least some risk for severe weather.

    …Discussion…
    Models continue to indicate that an increasingly prominent mid-level
    high will evolve across parts of the middle Mississippi/lower Ohio
    Valley region during this period, within persistent ridging
    encompassing much of the interior U.S. Modest, anticyclonic flow
    around the northern periphery of the broader ridging is likely to be
    maintained across the northern Great Basin through the Dakotas and
    Upper Midwest, Great Lakes and adjacent portions of Ontario and
    Quebec. It appears that mid-level ridging will also remain prominent
    across much of the northeastern Pacific, though it may begin to
    undergo some suppression.

    Between the ridging, weak mid-level troughing is likely to linger
    across the Pacific coast vicinity. As one much more significant
    short wave trough and embedded cyclone in higher latitudes progress
    slowly toward the Hudson Bay vicinity, it still appears that one
    smaller-scale short wave perturbation emerging from the Pacific
    Northwest may accelerate across and northeast of the mountains of
    western Montana. However, models now generally indicate that a
    slightly stronger perturbation may linger to the southwest, across
    the northern intermountain region.

    In lower levels, a cold front trailing the higher latitude cyclone
    is forecast to advance across the international border into the
    northern Great Plains late Tuesday into Tuesday night. It appears
    another cold front may make further progress southward though the
    southern Atlantic coast vicinity, well south of the mid-latitude
    westerlies.

    …Northern Rockies/Great Plains into Upper Midwest…
    Beneath the warm mid-level ridging, in the wake of a prior frontal
    passage, seasonably moist boundary layer air is forecast to surge
    from the middle Missouri Valley and adjacent Great Plains toward the
    Upper Midwest/adjacent Great Lakes, in advance of the front
    approaching from the Canadian Prairies. This moisture appears
    likely to once again contribute to moderate to large potential
    instability within modestly deep pre-frontal surface troughing,
    aided by insolation and the presence of generally steep tropospheric
    lapse rates, though with warm, capping layers aloft.

    Near the southern periphery of a belt of strengthening southwesterly
    mid-level flow, it still appears that this environment will become
    at least conditionally supportive of organized convective
    development. However, south of the international border, forcing
    for ascent to support convective development is likely to be mostly
    tied to subtle perturbations progressing around the northern
    periphery of the mid-level ridging, which remain uncertain at this
    time.

    There does appear a general consensus that stronger boundary-layer
    heating, within the lee surface troughing, will occur roughly in a
    narrow corridor from the western South Dakota/Nebraska state border
    vicinity through northeastern South Dakota/adjacent west central
    Minnesota by late afternoon, with a zone of strengthening
    differential heating extending east-southeastward across central
    Minnesota. It is possible that the boundary intersection could
    become a focus for isolated late afternoon supercell development,
    with warm advection along the zone of differential surface heating,
    aided by a strengthening southerly low-level jet impinging on it,
    contributing to an upscale growing cluster of storms Tuesday
    evening. However, due to the warm and capping air aloft, and
    possible weak upper support for ascent, this remains rather
    uncertain.

    With a more substantive short wave perturbation lingering back
    across the northern intermountain region, models suggest that more
    substantive destabilization is possible on moistening low-level
    northeasterly to easterly flow into the higher terrain of south
    central through southeastern Montana. Aided by the pronounced
    veering of winds from near surface to mid-levels, it appears that
    deep-layer shear may become conducive to isolated to widely
    scattered supercell development late Tuesday afternoon and evening.

    …South Carolina into Georgia…
    Although lapse rates may be modest, high moisture content
    along/ahead of the slowly southwestward advancing cold front may
    support the development of modest CAPE and contribute to an
    environment conducive to convection capable of producing a few
    strong downbursts. It is also possible that unsaturated layers may
    be sufficient to contribute to broader cold pools accompanied by
    potentially damaging winds along the gust fronts.
