  • MIL-OSI Canada: Prime Minister Carney engages First Nations Rights Holders on the Building Canada Act

    Canada’s new government is ready to get our country building major projects again – and projects built in collaboration with Indigenous Peoples will be at the forefront of this work.

    To that end, the Prime Minister, Mark Carney, convened the First Nations Major Projects Summit in Gatineau, Québec, to engage First Nations groups on the Building Canada Act and how to most effectively build major projects in partnership with Indigenous Peoples. Over 250 First Nations leaders, regional organizations, and other Rights Holders’ representatives attended the meeting in person and virtually to share their insights, ideas, and priorities.

    The Prime Minister heard from First Nations and discussed how the Building Canada Act was designed to transform the Canadian economy and contribute to greater prosperity for Indigenous communities, through equity and resource management projects. To ensure that these major projects are built in partnership with Indigenous Peoples, the federal government is moving forward with several new measures, including:

    • Standing up an Indigenous Advisory Council that will closely work with the new Major Federal Projects Office. Comprised of First Nations, Inuit, Métis, as well as Modern Treaty and Self-Government representatives, the Advisory Council will help ensure Indigenous perspectives and priorities are integrated at each stage.
    • Dedicating $40 million in funding for Indigenous participation. From early discussions on which projects to include to ongoing governance and capacity-building, new funding streams will support meaningful participation of Indigenous leadership in nation-building projects.
    • Expanding the Indigenous Loan Guarantee Program. The government has doubled the program to $10 billion to help unlock capital for Indigenous communities to gain full equity ownership in major nation-building projects.

    Collaboration will continue with First Nations leadership at all levels through regional dialogue tables. The Prime Minister will soon meet separately with the Inuit-Crown Partnership Committee and Métis leadership to further advance these conversations on a distinctions basis.

    As of 11:00 a.m. on Thursday, July 17, there are 48 active wildfires in Saskatchewan. Of those active fires, six are categorized as contained, 10 are not contained, 17 are ongoing assessment and 15 are listed as protecting values. 

    Eight communities are currently under an evacuation order: Resort Subdivision of Lac La Plonge, La Plonge Reserve, Northern Village of Beauval, Jans Bay, Patuanak/English River First Nation as well as priority individuals from Montreal Lake Cree Nation, Northern Village of Pinehouse and Canoe Lake Cree First Nation/Cole Bay/Canoe Narrows.  

    Any evacuees should register through the Sask Evac Web Application and then call 1-855-559-5502 between 8 a.m. and 5 p.m. to have their needs assessed and for additional assistance. Individuals who need help registering through the application can call the 855 Line for assistance.   

    Evacuees supported by the Canadian Red Cross should call 1-800-863-6582.

    As a reminder, there is a fire ban in place in the area north of the provincial forest boundary, up to the Churchill River. The fire ban prohibits any open fires, controlled burns and fireworks in the designated boundary. This includes provincial parks, provincial recreation sites, and the Northern Saskatchewan Administration District within the boundary. 

    Earlier today, the Province of Saskatchewan and the community of Denare Beach announced the opening of a Community Resilience Centre to provide a safe and supportive space for residents and business owners to share their questions, describe their needs, provide information and updates, receive case management supports and receive services to help them through recovery and rebuilding efforts. Case management support and services will include financial support, navigation assistance, help with applications and individual counselling services. 

    The centre is located at the Denareplex, 1700 Wigwam Drive, and is running today, July 17, 2025, from noon to 9 p.m., and will open again on July 18, 2025, from 9 a.m. to noon. The centre is expected to be open two days per week for the following weeks.

    The Honourable Maninder Sidhu, Minister of International Trade and the Honourable Heath MacDonald, Minister of Agriculture and Agri-Food, issued the following statement on the resolution of the dairy tariff rate quotas (TRQs) dispute with New Zealand under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

    “This Government remains committed to maintaining, protecting and defending supply management, and standing up for the dairy industry, farmers, workers and the communities they support.

    “Canada has reached a mutually satisfactory solution with New Zealand to resolve the CPTPP dairy TRQs dispute. This agreement, negotiated in close consultation with Canadian dairy stakeholders, will result in certain minor policy changes to Canada’s TRQ administration, and does not amend Canada’s market access commitments. These technical policy changes are limited to quotas administered under the terms of the CPTPP, and will not negatively impact Canada’s dairy industry or supply management.

    “With these changes, New Zealand has confirmed that it will not take further action under the CPTPP dispute settlement process.

    “This outcome shows how Canada and New Zealand, key CPTPP partners, worked together to use the mechanisms established under the trade agreement to resolve differences. Canada and New Zealand will continue to work together to promote trade and investment under the CPTPP and in other fora.”

  • MIL-OSI Canada: Prime Minister engages First Nations Rights Holders on the Building Canada Act

    Canada’s new government is ready to get our country building major projects again – and projects built in collaboration with Indigenous Peoples will be at the forefront of this work.

    To that end, the Prime Minister, Mark Carney, convened the First Nations Major Projects Summit in Gatineau, Québec, to engage First Nations groups on the Building Canada Act and how to most effectively build major projects in partnership with Indigenous Peoples. Over 250 First Nations leaders, regional organizations, and other Rights Holders’ representatives attended the meeting in person and virtually to share their insights, ideas, and priorities.

    The Prime Minister heard from First Nations and discussed how the Building Canada Act was designed to transform the Canadian economy and contribute to greater prosperity for Indigenous communities, through equity and resource management projects. To ensure that these major projects are built in partnership with Indigenous Peoples, the federal government is moving forward with several new measures, including:

    • Standing up an Indigenous Advisory Council that will closely work with the new Major Federal Projects Office. Comprised of First Nations, Inuit, Métis, as well as Modern Treaty and Self-Government representatives, the Advisory Council will help ensure Indigenous perspectives and priorities are integrated at each stage.
    • Dedicating $40 million in funding for Indigenous participation. From early discussions on which projects to include to ongoing governance and capacity-building, new funding streams will support meaningful participation of Indigenous leadership in nation-building projects.
    • Expanding the Indigenous Loan Guarantee Program. The government has doubled the program to $10 billion to help unlock capital for Indigenous communities to gain full equity ownership in major nation-building projects.

    Collaboration will continue with First Nations leadership at all levels through regional dialogue tables. The Prime Minister will soon meet separately with the Inuit-Crown Partnership Committee and Métis leadership to further advance these conversations on a distinctions basis.

    To address the higher heating costs faced by families and businesses in the Nordegg regions – saving them up to 25 per cent on their utility bills – Alberta’s government is providing $2.5 million through the Rural Gas Program to build a natural gas pipeline. This pipeline will provide Nordegg and surrounding communities with safer, more reliable and more affordable heating, as well as more opportunities to grow their local economies.

    Albertans living in rural and remote areas face unique challenges in accessing the affordable, reliable utilities they need. In Nordegg, to keep families, homes and businesses warm during cooler weather, residents have relied primarily on propane and other alternative heating fuels, and as a result, face significantly higher utility bills than the average Albertan.

    The lockdown put in place at Joyceville Institution on July 11, 2025, has ended and the exceptional search has been completed. The institution has continued with its normal operations and visits have resumed.

    During the exceptional search, contraband and unauthorized items were found. The contraband and unauthorized items seized items included marijuana, tabacco, edged weapons, tattoo paraphernalia, as well as items for producing alcohol.

    The Correctional Service of Canada (CSC) is strengthening measures to prevent the entry of contraband into its institutions in order to ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to have contraband brought into correctional institutions.

  • MIL-OSI Canada: Province moves to protect supply of two more diabetes drugs

    The Province is limiting sales of the drugs tirzepatide and dulaglutide, commonly known by the brand names Mounjaro and Trulicity, to preserve the supply for people with diabetes who really need it.

    In April 2023, the provincial government added a “limits on sale” regulation to the Pharmacy Operations and Drug Scheduling Act to prevent sales of semaglutide (Ozempic, Wegovy, Rybelsus) to non-Canadian residents, to limit the impact of a supply shortage.

    “Tirzepatide, dulaglutide and semaglutide are prescription drugs approved for the management of Type 2 diabetes, but their off-label use for weight loss is driving shortages of the drugs in several countries, including the United States,” said Josie Osborne, Minister of Health. “Our government is continuing to take action to ensure that people living with diabetes have reliable access to these essential medications.”

    Drugs in the regulation, which now include tirzepatide and dulaglutide, can be purchased from B.C. pharmacies, online or in-person, by B.C. residents, Canadian citizens and permanent residents.

    B.C. pharmacists will not be able to sell tirzepatide, dulaglutide and semaglutides to people who are not a citizen or permanent resident of Canada and who are not at the pharmacy in person. However, they will still be able to sell the drugs, in person at the pharmacy, to non-Canadians who have a valid prescription signed by a Canadian doctor or nurse practitioner.

    The College of Pharmacists of B.C. is responsible for ensuring that college registrants comply with the regulation.

    NASA invites innovators of all ages to register for the NASA Space Apps Challenge, held on Oct. 4-5. The 2025 theme is Learn, Launch, Lead, and participants will work alongside a vibrant community of scientists, technologists, and storytellers at more than 450 events worldwide. Participants can expect to learn skills to succeed in STEM fields, launch ideas that transform NASA’s open data into actionable tools, and lead their communities in driving technological innovation. During the NASA Space Apps Challenge, participants in the U.S. and around the world gather at hundreds of in-person and virtual events to address challenges authored by subject matter experts across NASA divisions. These challenges range in complexity and topic, tasking participants with everything from creating machine learning models and leveraging artificial intelligence, to improving access to NASA research, to designing sustainable recycling systems for Mars, and to developing tools to evaluate local air quality here on Earth. Dr. Yoseline Angel Lopez, a former space apps challenge winner and now an assistant research scientist at NASA’s Goddard Spaceflight Center in Greenbelt, Maryland, can attest that the opportunity to Learn, Launch, Lead goes far beyond the hackathon.    “The NASA Space Apps Challenge gave me and my team a meaningful opportunity to apply science to real-world problems and gain validation from NASA scientists and industry experts,” said Angel. In 2021, her team’s winning web-app prototype was adopted by Colombia’s Ministry of Agriculture, connecting smallholder farmers with local buyers. The platform also supported agricultural land-use monitoring using satellite imagery. After the hackathon, project submissions are judged by NASA and space agency experts. Winners are selected for one of 10 global awards. “Participating in the hackathon is exciting on its own. But when your project can lead to greater opportunities and make a difference in your community, that’s a dream come true,” said Angel.   • MIL-OSI United Nations: Indigenous youth meet trailblazers ahead of Nelson Mandela Day

    Accompanied by their parents and mentors from the midwestern state of Wisconsin, the group wore handmade ribbon skirts and vests featuring seven coloured bands, each symbolizing a Sustainable Development Goal (SDG) of personal significance, such as good health and gender equality.

    Also visiting the UN in New York for the first time that day was Brenda Reynolds, a social worker from Canada and a member of the Fishing Lake First Nation. She was joined by her husband, Robert Buckle, and 12-year-old granddaughter Lillian, and wore one of her own ribbon skirts for the occasion.

    Ms. Reynolds will be awarded the 2025 United Nations Nelson Rolihlahla Mandela Prize on 18 July. The Prize, presented every five years, recognizes two individuals whose life work exemplifies service to humanity. Ms. Reynolds will receive the award alongside Kennedy Odede, a social entrepreneur from Kenya.

    Agents of change

    After a UN tour (unanimously enjoyed) and a quick stop for lunch and souvenirs at the UN Bookshop (where one plushie hummingbird was traded for a green turtle named “Coral”), the group settled into a briefing room.

    Onstage, Ms. Reynolds was joined by Mirian Masaquiza Jerez, a Kichwa woman from Ecuador and a Social Affairs Officer at the UN Department of Economic and Social Affairs (UNDESA), easily recognized in the UN corridors for always wearing traditional regalia from her Indigenous community of Salasaka,

    “Wherever you go to public spaces, wear who you are,” she said.  “The UN is the place to raise your voice. Be free to be who you are.”

    Encouraging them to speak their languages and honour their cultures, Ms. Masaquiza urged the young students to see themselves as agents of change.

    “You didn’t come by invitation. You came because you belong,” she said. “You are the future. You are the present. As Indigenous, we have the space. Use it.”

    A painful past

    Ms. Reynolds shared her personal story with the group, reflecting on her early career as a counsellor at Gordon’s Indian Residential School in Saskatchewan, the last federally funded residential school to close in Canada.

    She described seeing children as young as five separated from their families for a year at a time and issued shirts with numbers instead of their names written inside: “The only other time I had seen people identified that way was when Jewish people had numbers tattooed on them.”

    During her first year at Gordon’s in 1988, a young girl confided that she had been abused. By the next morning, 17 would come forward, launching what would become the province’s first major residential school abuse case.

    Ms. Reynolds, then labeled a “troublemaker,” went on to help shape the Indian Residential Schools Settlement Agreement and advise the Truth and Reconciliation Commission. Her work has impacted hundreds of thousands of Indigenous People across Canada.

    The room echoed with laughter, knowing nods and tears, and phrases from Ojibwe and other languages represented by the Indigenous Peoples in the room, including Potawatomi, Ho-Chunk, Ojibwe, Menomonee, Oneida, Navajo, Hawaiian, Pacific Islander, and Afro-Indigenous communities.

    Coming full circle

    The youth came from the Daughters of Tradition and the Sons of Tradition, part of a long-running healing initiative by Milwaukee’s Healing Intergenerational Roots (HIR) Wellness Institute, which supports Indigenous communities with no-cost, comprehensive mental healthcare and other services.

    The founder, Lea S. Denny, wants Indigenous youth to see themselves in positions of power. This particular group has been together for eight years, with some heading off to college in the fall.

    One father, attending with his three daughters, reflected on raising Indigenous youth in the digital age. “We want them to access the world out there,” he said, “but also protect the inside world we want to hold dear.” He said he also offered the advice that “if you don’t see yourself on the screen, sometimes you have to be the first.”

    The day finished with hugs and exchanges of handmade leis as a symbol of the breath of life and sharing a good life source.

    They will reunite on 18 July to see Ms. Reynolds accept the Mandela Prize in the General Assembly Hall.

    Before then, a planned detour to visit Times Square.

    Meanwhile, Ms. Reynolds and her family discussed their plans for a Broadway show. On the way out, she paused to hug a life-sized bronze statue of Nelson Mandela, a gift from the South African Government to the UN.

    “I started my work with children,” she said. “And today, I spoke to children. This feels full circle for me.”

  • MIL-OSI United Nations: Human Rights Committee Closes One Hundred and Forty-Fourth Session

    The Human Rights Committee this afternoon closed its one hundred and forty-fourth session in Geneva after adopting its concluding observations on the reports of Guinea-Bissau, Haiti, Kazakhstan, Latvia, North Macedonia, Spain and Viet Nam, which were reviewed during the session.

    Changrok Soh, Committee Chairperson, said the Committee had come to the end of a productive session and commended the Committee members for their commitment and professionalism.  The Committee had held constructive dialogues with Guinea-Bissau, Haiti, Kazakhstan, Latvia, North Macedonia, Spain and Viet Nam.   The concluding observations would be issued on the Committee’s webpage later today. 

    Mr. Soh said also during the session, the Committee adopted nine lists of issues prior to reporting related to Argentina, Australia, Bahamas, Denmark, Ghana, Liechtenstein, Morocco, Sweden and Switzerland.

    On individual communications, the Committee considered 22 drafts, including one draft decision prepared in accordance with the simplified format adopted by the Committee at its one hundred and fortieth session. The drafts related to 51 communications: 26 were decided on the merits, 12 communications were declared inadmissible, and 13 communications were discontinued.  Regarding the communications decided on the merits, the Committee found violations in 25 of them.

    The Committee also adopted the follow up report on concluding observations of Armenia and Germany. 

    Mr. Soh said the Committee’s one hundred and forty-fifth session was scheduled to take place in March 2026, instead of October 2025 as originally planned, due to the financial crisis.  The Committee greatly regretted the cancellation of the October session, which was unprecedented in the Committee’s 50-year history.  As a result, the Committee had convened an emergency meeting with States parties at this session and he expressed appreciation for the 60 States that had attended and were committed to finding solutions which enabled the Committee to fulfil its mandate.   

    At its next session from 2 to 19 March 2026, the Committee is scheduled to review the periodic reports of Andorra, Canada, Chad, Republic of Moldova and Slovakia, and adopt lists of issues prior to reporting on Belgium, Bosnia and Herzegovina, Cabo Verde, Czechia, the Democratic Republic of the Congo, Hungary, Mexico and Senegal, as well as the list of issues on Rwanda.

    In closing, Mr. Soh expressed appreciation to members of the bureau as well as the members of the Secretariat, the Petitions Section, United Nations entities, civil society and all those who made the session possible. 

    Before the meeting closed, several Committee Members took the floor, discussing the unique and challenging situation which the Committee had found itself in, and the impact that the financial crisis had on the work of the Committee.  Despite the constraints, the current session had still been productive, and the Committee would continue to strive to ensure the human rights of people all around the world.  Experts thanked all those responsible for the success of the current session.  It was hoped Member States could come together to solve the current challenges, and that all sessions could take place next year as planned. 

    The Committee’s next session is scheduled to be held from 2 to 19 March 2026, during which it will review the reports of Andorra, Canada, Chad, Republic of Moldova and Slovakia.

    The Canadian government recently announced the suspension of its planned digital tax to avoid tensions with the United States and relaunch trade talks. This decision was taken under direct diplomatic pressure from Washington, despite previous Canadian pledges on fair taxation of digital technology companies.

    Within the EU, effective measures against tax avoidance by large digital platforms have also failed to materialise as yet. Initiatives are often postponed or weakened under the influence of international pressure.

    In view of this:

    • 1.What is the Commission’s assessment of Canada’s decision to scrap its digital tax under pressure from the United States?
    • 2.Does the Commission face similar pressures from third countries, in particular the US, regarding its own proposals for a digital tax?
    • 3.What is the state of play regarding European plans to tax digital services in a fair way, both within and outside the OECD framework?

    WASHINGTON, D.C. – U.S. Senator Marsha Blackburn (R-Tenn.), Senate Majority Leader John Thune (R-S.D.), and U.S. Senator Mark Kelly (D-Ariz.) sent a letter to U.S Secretary of State Marco Rubio and U.S. Mission to the International Civil Aviation Organization (USICAO) Chargé d’Affaires Anthony Clare urging them to support ICAO’s effort to raise the mandatory commercial pilotretirement age. This would reduce the pilot shortage and increase safety by ensuring the most qualified and experienced pilots are on the flight deck.

    As the Chinese Communist Party (CCP) seeks to dominate international organizations around the world, the United States must not allow our adversary to lead international aviation standards, build goodwill with our allies, or gain a competitive advantage over the U.S.

    Global Data Confirms Experienced Pilots Have Less Accidents than Junior Pilots 

    During the 14th Air Navigation Conference held last year from August 26th to September 6th, the ICAO advanced formal action directed at raising or even eliminating the institution’srecommended pilot retirement age of 65 years. This initiative—led by Canada, Australia, Brazil, Japan, New Zealand, the United Kingdom, and the International Air Transport Association— makes it increasingly likely that the international community will move to increase the suggested retirement age in the near future. Such a move would be consistent with data from around the world, which confirm that experienced pilots have fewer accidents than junior pilots. Therefore, it would stand to reason that raising or eliminating the pilot retirement age—coupled with the existing rigorous technical and medical testing that pilots undergo—would result in a reductionof accidents by closing the experience gap and retaining the greatest level of experience our passengers expect on the flight deck. In fact, many countries around the world already allow pilots above the age of 65 to fly and have been doing so without compromising safety.”

    Senator Blackburn Has Led the Effort to Raise the Mandatory Commercial Pilot Retirement Age 

    “Last Congress, in the Senate Commerce Committee, Senator Blackburn led several of her colleagues in an amendment to the Federal Aviation Administration (FAA) Reauthorizationwhich would have raised the mandatory commercial pilot retirement age from 65 to 67. This amendment did not alter any other qualification to become a commercial pilot and was widely supported by industry.”

    USICAO Must Not Cede Its Leadership Role to China by Sitting on the Sidelines of this Debate

    “The United States is one of ICAO’s largest member states and one of 36 states that make up the ICAO Council. The USICAO is tasked with improving the safety, security, and sustainability of civil aviation in the U.S., and, as such, has an obligation to advocate for changes to international standards to benefit American consumers and our dominance in the skies. Therefore, the USICAO should not spend this debate sitting on the sidelines. As I know you understand, if the United States cedes our leadership role in this space on the international stage, China—who is presently and actively joining our partners to advocate for raising the pilot retirement age—will gladly fill that void.”

  • MIL-OSI Canada: Saskatchewan Research Council Adds Full Scale Laser Sorter to Its Mining Industry Services

    The Saskatchewan Research Council (SRC) is well-positioned as a global mineral sorting and separation centre of excellence with the addition of a full-scale laser sorter to the wide array of services it offers to the mining industry. 

    SRC’s Minerals Liberation Sorting Centre is the only third-party, independent testing centre to offer bench-to-pilot scale testing and offers front-to-back solutions for mining industry clients in early exploration, later stage exploration, established mining, and post-mining stages. SRC’s sorting centre now offers full production-scale sensor-based sorting services via XRT (X-ray transmission) and laser testing, services that no other independent testing centre in the world can boast. 

    “With the recent addition of a full-scale laser sorting unit, SRC will further strengthen its capability to run real-world scenario testing and deliver efficient, cost-effective and sustainable sorting solutions to the mining industry in Saskatchewan and beyond,” Minister Responsible for SRC Warren Kaeding said.  

    Sensor-based sorting technologies are widely used in various sectors like recycling and food production, but in the mining industry specifically, it is changing how companies evaluate mine design and economics. 

    Not only does sensor-based sorting offer improved efficiency, but it can reduce waste, environmental impact and operational costs for a company. Using sensor-based sorting, a mining company can generate waste streams earlier in the process based on mineralogical differences detected by sensors. By removing waste early, particle ore sorting can increase feed grade to the mill, minimize operational footprints, reduce water and energy usage and lower operating costs. 

    SRC’s comprehensive three-stage testing regime assists clients in selecting the most appropriate sensor-based sorting technology, progressing from mineral characterization to targeting and modelling and then to pilot-scale testing. Using this method, SRC has successfully implemented sensor-based sorting solutions for various commodities, leading to significant improvements in efficiency and cost savings.

  • MIL-OSI Canada: Climate scientists calculate role human-caused climate change plays in shifting weather extremes

    Environment and Climate Change Canada is committed to climate research into how and why the country’s climate has changed over the decades. Research like this will help us predict future changes and provide Canadians with a deeper understanding of how human-caused climate change affects extreme weather events, like heat waves and cold snaps.

    This summer, climate scientists are using the Rapid Extreme Weather Event Attribution system to analyze heat waves across Canada to determine how CO2 and other emissions from human activities impacted extreme heat. During the summer of 2024, climate scientists analyzed the 37 most extreme heat events across Canada. In all cases, they found that the heat waves were likely because of climate change.

    This summer, human-caused climate change already made two heat waves in Canada much more likely to occur. This means that human influence on the climate made the following events at least two to 10 times more likely to occur:

    Yukon (June 20 to 23)

    • Peak daily high temperature during the heat wave: 22.0 °C
    • Degrees above normal daily high temperature: 6.5 °C

    Alberta (May 28 to 31)

    • Peak daily high temperature during the heat wave: 28.8 °C
    • Degrees above normal daily high temperature: 11.3 °C

    Analysis of how weather events are linked to human-caused climate change relies on advanced climate models and observations to compare today’s climate with what existed in the pre-industrial era (1850 to 1900). Comparison allows climate scientists to answer the question, “What role did human-caused climate change play in this event?” and provides concrete results that can be quickly understood.

    This past winter, climate scientists also piloted a new function to analyze climate change’s impact on cold weather events. As the global climate continues to warm, extreme cold temperatures are becoming less frequent. This work provides Canadians with direct insight into how human-caused climate change and its devastating impacts are affecting their lives and weather today and see these changes as they unfold.

    Canadians are encouraged to regularly monitor weather forecasts, take all weather alerts seriously, and get prepared for weather-related events by developing an emergency plan and being ready to adjust their travel plans.

    Canadians can download the WeatherCAN app to receive weather alert notifications directly on their mobile devices. Alerts help Canadians prepare to face severe weather events, save lives, and reduce the impacts on property and livelihoods.

    Scattered damaging winds and a tornado are possible across northern
    New England this afternoon. A confined corridor of large hail and
    severe gusts appears possible from north-central Montana to
    southwest North Dakota this evening.

    …Northeast…
    Midday visible-satellite imagery shows cloud breaks and surface
    observations show warming temperatures which imply a destabilizing
    airmass. A lead, convectively enhanced disturbance evident in
    radar/satellite imagery, is moving east across southern Quebec,
    while an upstream larger-scale mid-level trough continues eastward
    across Ontario and into Quebec later today. A cyclone will develop
    northeast from eastern Ontario into eastern Quebec while a cold
    front pushes through the Lower Great Lakes and through much of the
    Northeast through mid evening. The deep moisture through much of
    the troposphere and weak lapse rate profiles, which were sampled by
    the 12 UTC Buffalo and Albany, NY raobs, will undergo moderate
    destabilization by early to mid afternoon. Although forcing for
    ascent will favor Quebec into northern New England, scattered
    thunderstorms will likely develop from Maine southward into southern
    New England. The greatest potential for some organized storms will
    favor northern New England where stronger effective shear (30-40 kt)
    and adequate buoyancy will promote a wind-damage threat with the
    stronger storms. Forecast sounding over northern Maine show
    enlarged hodographs for a few hours, which may aid in low-level
    mesocyclone development and perhaps a risk for a tornado. Lower
    coverage of severe is forecast farther south where weaker shear will
    tend to limit storm intensity. The severe activity will likely
    diminish by the early to mid evening.

    Model guidance continues to show a focused corridor of supercell
    thunderstorm potential from north-central MT to southwest ND, mainly
    this evening. Water-vapor imagery shows a mid-level shortwave
    trough rotating southeastward across the southern part of the

    over the Northeast. A remnant MCV and outflow from overnight storms
    in the MO/KS/OK vicinity will aid in developing storms and perhaps
    localized threats for sporadic hail/wind mainly this afternoon.
    Isolated damaging winds may also occur with thunderstorms that
    develop east of the central Appalachians this afternoon, even though
    coverage should be somewhat less.

  • MIL-OSI Analysis: Why employees hesitate to disclose mental health concerns – and what employers can do about it

    About one in four employees has a diagnosable mental health condition, and up to 65 per cent say mental health concerns interfere with their ability to work.

    The economic toll is staggering. In the United States alone, mental health concerns cost over $280 billion annually. Worldwide, that figure reaches an estimated US$1 trillion annually.

    Mental health is increasingly being recognized as critical to workplace functioning. Organizations invest substantial resources in wellness programs, mental health training and employee assistance programs. Some even offer on-site therapy sessions at no cost to their employees.

    Yet despite these efforts, many employees remain hesitant to seek help or disclose their mental health conditions. This reluctance can leave employees under-supported and contribute to increased absenteeism and turnover. Those who choose not to disclose often miss out on access to workplace accommodations and support, which can exacerbate their conditions and even increase the risk of job loss.

    Disclosure can be a gateway to vital support, but questions remain about how to facilitate such disclosures. Our research, recently published as an open-access article, shows the decision to disclose a mental health condition isn’t purely personal and can depend on the broader workplace environment.

    Supportive workplaces lead to better mental health

    Across two samples, we surveyed 1,232 employees from Canada and the U.S. We recruited participants from Qualtrics, an online panel provider, and a large financial institution in Canada that operates across multiple locations. We asked employees — both with and without mental health concerns — to indicate the extent to which they perceived their organization as supportive of disclosing mental health concerns.

    Employees with mental health concerns shared whether they had disclosed their condition to their employer, how willing they were to disclose in the future, their levels of anxiety and depression, and a range of work-related attitudes and behaviours.

    We found that a work environment that was safe and supported the disclosure of mental health concerns was extremely beneficial for both employees and organizations.

    First, employees working in highly supportive environments were 55 per cent more likely to disclose their mental health concerns. These environments were also linked to greater willingness to disclose current or potential mental health concerns.

    Second, supportive environments were associated with lower levels of anxiety and depression, both of which are important indicators of mental health. This suggests that organizations can contribute to employee mental health by fostering supportive environments.

    Third, employees who felt their organization supported disclosure reported higher job satisfaction, greater work engagement, and more organizational citizenship behaviours, such as helping co-workers or going above and beyond their job duties. These kinds of behaviours help create healthy, high-performing workplaces.

    In one of our samples, we matched employee responses with their organizational records of absenteeism. We found that when employees rated their organizational environment as supportive of mental health disclosure, they were less likely to miss work due to illness.

    Supporting mental health disclosure

    Our study identified three elements of a workplace that support mental health disclosure. The first is the absence of stigma and anticipated discrimination. Many employees choose to conceal their concerns because they are fearful of being stigmatized, facing unfair treatment or being passed over for promotions.

    Employees often pick up on subtle cues in their environment — consciously or not — to estimate the risk of stigma. If they observe colleagues with disclosed mental health conditions being treated negatively, this signals low organizational support and makes disclosure appear risky.

    The second element is the availability of organizational resources. Disclosing one’s mental health concerns should unlock access to organizational supports, such as time off or counselling programs. These supports need to be tangible and go beyond mere mentions in the employee handbook. Employees form perceptions about how seriously their organization takes mental health based on whether these resources are present and accessible.

    The third element is the presence of social support. Our research found that social support was an important indicator of informal culture around mental health concerns. Such support may include emotional support from peers or supervisors, and the ability to openly discuss mental health.

    Employees notice whether, and how, mental health is discussed at work. When employees are encouraged to talk openly about it, the workplace appears more conducive to disclosure. In contrast, when concerns are dismissed or met with unhelpful advice such as “stay positive” or “toughen up,” the environment is unlikely to be seen as supportive.

    How organizations can support disclosure

    Our research points to four main strategies organizations can use to foster an environment that signals support for disclosing mental health concerns.

    1. Identify areas for improvement.

    Our research provides a list of survey items that organizations can use to track employee perceptions and identify priority areas for improvement. For example, employees might be asked whether they feel safe disclosing a mental health concern, or whether they believe the organization responds supportively when others do. These items can be include in annual employee surveys, with anonymity ensured to encourage honest responses.

    2. Combat stigma by role modelling.

    Workplace leaders are well-positioned to make positive change and role model appropriate behaviours. Employees often look to leaders and model their behaviour. Providing leaders with training about implicit biases, and equipping them with tools to provide support to employees with mental health concerns, can help start the cycle of positive change. Leaders who receive mental health training tend to be more supportive, more likely to encourage disclosure and are better able to guide employees toward appropriate help.

    3. Make resources visible and easily accessible.

    Even when organizations have resources available, employees may not know about them or may find them difficult to access. Organizations and managers need to frequently communicate about the availability of mental health resources and ensure they are easy to access. Red tape and bureaucracy can deter employees from accessing organizational supports.

    4. Talk openly about mental health.

    Talking about mental health can help normalize it and encourage employees to share their concerns. This can include intentionally creating opportunities for such discussions, such as mental health days. In addition, when senior leaders share their experiences with mental health concerns, it can help normalize such discussions.

    Ultimately, a disclosure-supportive environment benefits employee mental health and encourages positive work behaviours. In other words, when employees feel safe enough to speak up, both employees and organizations benefit from it.

  • MIL-OSI Analysis: Polycystic ovary syndrome (PCOS) is a big threat to women’s health, but it’s still under-recognized, under-diagnosed and under-treated

    Polycystic Ovary Syndrome (PCOS) is a hormonal imbalance that affects ovaries, periods and fertility in about one in 10 Canadian women. Different from ovarian cysts, PCOS is associated with infertility, pregnancy complications, heart disease and a general decreased quality of life, and yet fewer than half of those affected even know they have it.

    This under-recognition and under-diagnosis is a significant problem, because a recent Canadian study suggests these women are 20 to 40 per cent more likely to experience negative health outcomes during their lifetime than the general population, including hypertension (high blood pressure), kidney disease, gastrointestinal disease, eating disorders, depression and anxiety.

    Heart disease risk

    The Canadian researchers also found obesity, dyslipidemia (abnormal levels of fat in your blood) and Type 2 diabetes to be two to three times more common for women with PCOS. And most importantly, cardiovascular disease, which causes heart failure and stroke, was not only 30 to 50 per cent more likely, but occurred three to four years earlier than average in women with PCOS.

    Cardiovascular disease is the leading cause of death worldwide, so when PCOS symptoms are missed and untreated, women’s health is at risk.

    High cost

    There is undoubtedly a personal cost to individual women, both physically and mentally, and living with PCOS can be a significant financial, health-care and work-life burden for many women, too, which may disproportionately affect those in lower socioeconomic groups.

    These experiences are further compounded by a system failure to properly diagnose and manage their symptoms. Women report doctors ignoring or dismissing their concerns, not believing them and struggling to make a diagnosis. In fact, a large international survey reported it can take several months, and even several years, before women are diagnosed.

    Common PCOS symptoms

    PCOS symptoms can vary between different women, but it is important to discuss the possibility of PCOS with your doctor, because careful management and/or treatment can help protect against developing more serious related health issues. Common symptoms include:

    • Irregular periods
    • Excess body hair, called hirsutism (usually darker hair on the face, arms, chest or abdomen)
    • Thinning or loss of hair (like excess body hair, this is caused by high levels of male hormones, or androgens)
    • Acne and/or oily skin
    • Weight gain

    Managing and treating PCOS

    Despite PCOS first being diagnosed almost a century ago, there is no single test to confirm whether a woman has it, and there is no cure. If your doctor suspects you may have PCOS, they may order blood work to check your hormone levels and an ultrasound to check your ovaries.

    Unlike ovarian cysts, which are fluid-filled sacs that develop on or inside an ovary and can be painful, polycystic ovaries are enlarged, with multiple follicles that can be seen on ultrasound.

    If PCOS is diagnosed, further testing for cholesterol and glucose levels is likely in order to manage heart disease and diabetes risk.

    Researchers also suggest ways women with PCOS can help manage their condition, which include:

    PCOS research underway

    Despite the current problems, improvement is possible, and there have been sustained efforts in recent years — all over the world — to advocate for women with this condition and invest in PCOS research.

    In 2023, an International PCOS Guideline, led from Australia, was published. It recommends an individualized approach to PCOS treatment, including lifestyle modifications (for example, healthy eating and exercising), medical management to treat symptoms and regular checkups to provide support and screen for related complications.

    In Canada, the province of Alberta recently launched a much-needed clinical pathway to recognize, treat and advocate for PCOS that could be adopted more widely.

    At the University of Calgary, Dr. Jamie Benham, one of the authors of this story, leads EMBRACE (Endocrine, Metabolic and Reproductive Advancements), a new women’s health research lab where a team of clinical researchers is focusing on reproductive disorders across the whole of a woman’s life system, including PCOS and gestational diabetes.

    This work, supporting patients’ PCOS care, includes a current online needs-assessment survey, and focus groups beginning later this year, to inform the development of a co-designed patient tool to support PCOS management.

    Patient engagement

    With such a huge demand for answers, the EMBRACE team works closely with a PCOS Patient Advisory Council, chaired by Robyn Vettese, another author of this story, to uncover complex connections between hormones and health, promote screening, find solutions and provide answers. Importantly, the lab’s research questions come directly from clinic patients, and the answers the lab finds go back to those patients and are then shared more widely.

    Other recent PCOS advocacy events include Dr. Benham’s presentation at the inaugural Sex, Gender and Women’s Health Research Hub’s Women’s Health Symposium event in Calgary, and her interview with the Libin Cardiovascular Institute.

    PCOS awareness

    Another exciting research program in Alberta is PCOS Together. Researchers with this group are working to establish methods that will detect early disease risk in all women with PCOS, as well as clinical interventions that will help prevent disease in high-risk women.

    Similar organizations exist in the United Kingdom and Australia, including Verity PCOS, a volunteer-based charity, and Ask PCOS, a researcher- and clinician-led organization. Both organizations provide a wealth of information online.

    This is a critical (albeit often overlooked) area of women’s health that needs greater awareness and attention so that we can improve and save women’s lives.
