    International Petroleum Corporation (“IPC” or the “Corporation”) (TSX, Nasdaq Stockholm: IPCO) is pleased to announce that the Annual General Meeting (the “Meeting”) of holders of common shares (“Shareholders”) will be held at the offices of Blake, Cassels and Graydon LLP, Suite 3500, 855 – 2nd Street S.W., Calgary, Alberta, Canada T2P 4J8 on Wednesday, May 7, 2025 at 8:00 a.m. (Mountain time), for the following purposes:

    1. To receive the audited consolidated financial statements of the Corporation for the financial year ended December 31, 2024 and accompanying report of the auditor;
    2. To set the number of directors of the Corporation at eight;
    3. To elect the eight nominees of the Corporation standing for election as directors of the Corporation to hold office until the next annual meeting of Shareholders or until his or her successor is duly elected or appointed;
    4. To appoint PricewaterhouseCoopers LLP, Chartered Professional Accountants, as the auditor of the Corporation, to hold office until the next annual meeting of Shareholders and to authorize the directors to fix the auditor’s remuneration; and

    At the heart of the company’s vision is the AI Home display.1 Built upon the innovation of the first introduction of the AI Home display last year, the AI Home with new size options has been expanded to a broad range of new products, such as Bespoke AI Refrigerators, the Bespoke AI Laundry Vented Combo, Washers and Dryers.2

     
    The 9-inch AI Home screen on the Bespoke AI Refrigerator lineup increases consumers’ options by offering a similar experience to what’s available on the larger AI Family Hub screen. With the upgraded AI Vision Inside,3 food management has been enhanced with new features such as automatic recognition of processed food items,4 for models with the AI Family Hub and those with the AI Home. Through the 7-inch AI Home in the Bespoke AI Laundry, users can intuitively control the washing and drying cycles, as well as monitor and control other connected devices.5

The smart screen is now an even better central control hub, even connecting third party devices through SmartThings without the need for a separate hub device.18 Users can also utilize features like the refrigerators’ Daily Board to receive personalized information and better manage their day — or use Map View to effortlessly monitor and control other connected devices.

     
    The upgraded Bixby allows for easier control of appliances through voice commands and enhances usability through new features like Voice ID.19 It personalizes services by recognizing the user’s voice, automatically switching to the Samsung account of the speaker and showing their calendar on the screen. And if that person also uses the low vision option on their Galaxy smartphone, it will be automatically synced to the screen for a better viewing experience.
     
    New SmartThings services were also introduced during the event, including Family Care,20 which sends an alert to other family members if a user’s movement is not detected at the set time — or if there is no activity for a certain amount of time after the last activity.     To complete its “AI Home” vision for 2025, Samsung shone a light on how it is pushing the boundaries of innovation, prioritizing a trusted experience for users.
     
    First, Samsung will apply enhanced Knox security to devices across the lineup so that users will be able to enjoy their AI Home experience with peace of mind. This year in particular, Trust Chain, which is part of Knox Matrix, is applied to all Wi-Fi enabled appliances launching in 2025. Users can continuously monitor products’ security status in real time through the dashboard.21
     
    Knox Vault is also applied to home appliances for the first time,22 storing particularly sensitive user information, such as passwords and authentication information, in a separate hardware chip to ensure protection. Furthermore, to protect against the potential of future quantum attacks, Samsung’s security is also equipped with post-quantum cryptography (PQC), a part of Knox Matrix Credential Sync, for its screen-applied products.23

     
    Another key priority for Samsung is making sure that customers can use the latest software features on their existing appliances without buying new ones. With Smart Forward,24 the software update service through SmartThings, Samsung continuously updates its appliances with new features to enhance the consumer experience.
     
    Samsung is also actively improving product maintenance. SmartThings Home Care utilizes AI to diagnose each appliance’s status, and if signs of malfunction are detected, it sends a notification in advance. In addition, a technical support representative can provide guidance on remote measures based on pre-diagnosis results.25 This support feature has already expanded to more countries, including France, Netherlands and Canada, following Korea and the United States.

  • MIL-OSI Submissions: Geopolitical Risks and Trade Conflicts: How Resilient is the Swiss Economy? – KOF

    Since the new U.S. administration took office, geopolitical risks and international trade conflicts have significantly intensified. KOF has examined the risks and possible consequences for the Swiss economy. The findings show: trade conflicts can lead to declines in Swiss gross domestic product (GDP), ranging from fractions of a percent to over one percent per year on a sustained basis. In the case of severe and prolonged trade conflicts, the economy could fall into a recession.

    In their KOF Working Paper “Resilience of Small Open Economies to Geopolitical Shocks: The Case of Switzerland,” Hans Gersbach, Paul Maxence Maunoir, and Kieran James Walsh examine various scenarios concerning the risks to the Swiss economy arising from trade conflicts and its consequences. “The Swiss economy is both resilient and vulnerable,” summarizes Hans Gersbach, Co-Director of KOF Swiss Economic Institute, reflecting on the study’s findings.

    Although the Swiss economy is relatively resilient to the effects of geopolitical shocks, it is also quite vulnerable in the event of intense and prolonged trade conflicts. In such cases, permanent losses of around one percent of GDP per year are possible. In some scenarios, additional effects (so-called “second-layer” effects) can further amplify these losses. If severe trade conflicts were to arise between the U.S., Mexico, and Canada, as well as between the U.S. and Europe, there would be a clear risk of recession for several countries, including Switzerland.

    Two-Stage Process for Analysis

    To examine the resilience of the Swiss economy, the authors employed a two-step approach. The impact of geopolitical disruptions on international trade in goods and services for Switzerland and other countries is analyzed using the new “KOF Trade Model”. This model is a modern quantitative general equilibrium model of global trade networks. It captures the effects of relative price and demand changes resulting from tariffs, how companies respond in their production of goods and services, and feedback effects on all market participants.

    However, a number of further effects—such as downward amplification, structural changes in investment activity, further nominal exchange rate fluctuations, or product-specific supply chain disruptions—are not included in the model. Depending on the scenario, these second-layer effects may have minor, significant, or major implications. They must therefore be considered for a comprehensive assessment.

    In (Almost) All Scenarios, the Economy Suffers Losses

    The Swiss economy is particularly vulnerable if the U.S. administration imposes tariffs on imports from all countries, including key sectors of the Swiss economy. These sectors would include the pharmaceutical industry, mechanical engineering, and precision instruments for instance. If this scenario were to occur, the Swiss economy would be the most affected of all countries on the European mainland. If the European Union (EU) responded to broad U.S. import tariffs with comprehensive countermeasures, also against Switzerland, significant losses could arise—potentially exceeding 1% of GDP.

    However, in both scenarios, the economies of the U.S. and major countries in the EU would suffer similarly or even more. Therefore, such comprehensive tariff wars are difficult for these countries to sustain in the long term and are not considered the most likely scenario. Should critical raw materials or computer chips become unavailable due to geopolitical tensions, or if there were a rapid policy-driven decoupling between a Western sphere (including Switzerland) and a sphere centered around China, major disruptions would be expected. Such a decoupling could even lead to a global economic crisis.

    Our results provide a foundation for discussion on how the economic resilience of Switzerland can be strengthened and what role the state should play in this process. Key policy levers include free trade agreements to promote diversification and risk mitigation, conditions to ensure supply security, and the government’s contribution to a resilient innovation system.

    Opposition Leader Peter Dutton would withdraw Australia’s bid to co-host next year’s global climate summit if the Coalition wins the federal election.

    Australia has lobbied hard for the right to host the talks, known as COP31, in conjunction with Pacific nations. Australia has emerged as a leading contender, and has the backing of most countries in its United Nations grouping, including the United Kingdom, France, Germany, Canada and New Zealand.

    However, Dutton on Sunday described the idea of hosting the UN climate conference as “not something we are supporting — it is madness”. He also falsely claimed it would cost Australia “tens of billions” of dollars to host the event.

    COP31 would be one of the biggest diplomatic summits Australia has ever hosted. Tens of thousands of people could be expected for a fortnight of negotiations, with satellite events held across the nation and the Pacific.

    Adelaide is in the box seat to play host. The South Australian government estimated hosting the UN talks could generate more than A$500 million for the state. But economic benefits would be much wider, and longer-lasting, than tourism receipts from those attending. The talks are a chance to attract investment for Australia’s energy transition and for clean energy industries of the future, including critical minerals and green iron.

    The UK government’s assessment of the value of hosting the UN climate summit in Glasgow in 2021 found the net economic benefit was double that spent – around A$1 billion. That includes benefits from trade deals and foreign investment. With abundant critical minerals, and excellent wind and solar resources, Australia has even more to gain.

    Hosting the world’s largest climate summit is a chance to attract the investment needed to replace ageing and unreliable coal-fired power stations. According to the Clean Energy Investor Group, which represents the capital behind large-scale renewables, more than 70% of the investment in clean energy comes from international sources.

    Dutton says he plans to replace coal with nuclear power (and to rely on gas until nuclear plants are built decades from now). The Coalition’s nuclear plan would require hundreds of billions of dollars of taxpayer support.

    Securing our place in the Pacific

    In 2022, Solomon Islands signed a security deal with China, which raised the prospect of a potential Chinese naval base in Australia’s maritime approaches. Foreign Minister Penny Wong – who was in opposition at the time – described it as the worst foreign policy blunder in the Pacific since the end of WWII.

    The Albanese government has looked to cement Australia’s place in the Pacific by working with island nations to address climate change. In July 2022, Albanese joined Pacific leaders to declare a Pacific climate emergency and launched bid to co-host a UN climate summit with Pacific nations. In 2023, Australia signed a climate migration deal with Tuvalu that also prevents Tuvalu from pursuing a security deal with China.

    Pacific leaders have welcomed Australia’s plans to host the UN climate talks and have agreed to work together to advocate for the joint bid. Walking away now could do real damage to Australian strategy in the region.

    Australia is leading the clean energy transition. This is a story to tell the world. One in three households have rooftop solar. Already 40% of the main national power grid is powered by wind, solar and storage. We are on track for 80% renewables by 2030.

    South Australia is moving even faster, set for 100% clean electricity by 2027. Hosting COP31 in the state is also a chance to showcase clean energy export industries, especially plans to produce green iron and green steel at the Whyalla steelworks.

    Australia is the world’s largest exporter of raw iron ore, but is well positioned to export more-valuable, and lower-polluting, green iron to major economies in our region. The potential export value of green iron is estimated to be $295 billion a year, or three times the current value of iron ore exports.

    More broadly, our clean energy exports – including green metals, green fertilisers and green fuels – could be worth six to eight times more than our fossil fuel exports.

    Walking away from the chance to host the world and showcase our clean energy future would be costly indeed.

Australia has emerged as a leading contender, and has the backing of most countries in its United Nations grouping, including the United Kingdom, France, Germany, Canada and New Zealand.

    However, Dutton on Sunday described the idea of hosting the UN climate conference as “not something we are supporting — it is madness”. He also falsely claimed it would cost Australia “tens of billions” of dollars to host the event.

    Australia would reap big benefits by hosting the high-profile global talks.   • MIL-Evening Report: These 3 arguments are part of the long game in Trump’s trade wars

    Since returning to office in January, US President Donald Trump has doubled down on using trade measures – mostly tariffs – to reshape global trade. He plans to impose reciprocal tariffs on what he has labelled “Liberation Day”, April 2.

    The Trump administration claims US producers face higher tariffs and more restrictions abroad than foreign producers when they export to the US.

    The administration also examined tax systems such as Europe’s Value Added Tax and Australia’s GST, import regulations and other factors. It believes – mostly wrongly – these unfairly disadvantage American businesses and contribute to the US trade deficit.

    As with many Trump initiatives, actual tariffs often change significantly between announcement and implementation, if they are implemented at all.

    His reciprocal tariffs have been narrowed to imports from the US’ largest trading partners instead of imports from all countries. There may also be tariffs on specific sectors. Last week, Trump announced 25% tariffs on cars from overseas. At the weekend said he “couldn’t care less” if this made cars more expensive for US consumers.

    Coercive control, revenue and re-shoring

    President Trump has raised a myriad of puzzling arguments in favour of tariffs. They largely fall into three categories:

    The first is the use of tariffs as a coercion tool against other countries. In the first Trump presidency, trading partners were pressured to renegotiate trade agreements such as the renamed but largely identical US-Mexico-Canada agreement.

    Similarly, the Trump administration used the threat of tariffs to gain market access, elicit better trade terms or as a form of weaponised trade to achieve unrelated foreign policy goals.

    Last week, Trump suggested he would consider a reduction in tariffs on China in exchange for a sale of TikTok by its Chinese owner.

    The second category is the use of tariffs as a source of revenue. The Trump administration envisions tariffs to be collected by a yet-to-be-created External Revenue Service. This would form the flip side of the powerful and much-maligned Internal Revenue Service.

    Trump claims tariffs will be paid by the exporting country. This would be in theory to finance future tax cuts. In practice, tariffs are almost always paid by the importer of goods and usually get passed on to consumers.

    There is a potential contradiction between these two rationales. It appears the Trump administration wants to make at least some tariffs permanent. But doing so would almost nullify the use of tariffs as a bargaining chip and coercion tool.

    The final category is to encourage companies to “re-shore” production to the US to avoid tariffs and to support US jobs.

    This would signal a reversal of what 1994 presidential candidate Ross Perot, speaking of the North American Free Trade Agreement, called the “giant sucking sound going south”. Some manufacturing may return to the US. But the high costs of building new factories, re-routing supply chains and uncompetitive US labour costs will hinder large-scale re-shoring efforts.

    A long-term plan?

    The Trump administration’s trade moves can be seen as part of a larger strategy to reshape the US domestic and the global economic system.

    In a recent speech, US Vice-President JD Vance argued for a structural reshaping of the US economy, to increase domestic innovation capacity.

    Vance warned “deindustrialisation poses risks both to our national security and our workforce”. Vance himself sums up this approach by characterising tariffs as a “necessary tool to protect our jobs and our industries”.

    This line of argument overlooks a number of critical factors. Tariffs lead to higher prices for consumers. Unless currencies adjust, the inflationary impact could disadvantage the very people that can least afford it.

    The same is true if other countries respond to US trade measures by responding in kind, as Canada and the European Union already have.

    American farmers and other export-oriented industries will be hard hit. From a strategic perspective, the US position as global leader has suffered a severe blow. Some countries are openly pivoting to its geopolitical and economic rival, China.

    If this scenario comes to pass, the US pullback – an outright withdrawal is unlikely – from the highly integrated international trading system might end up a more chaotic version of the UK’s pursuit of Brexit.

    A step back in time

    The world of liberalised trade that followed the end of the Cold War in 1990 is ending. Countries will turn inwards, prioritising their economic security and resilience. The costs of this turn away from multilateralism and international institutions, however, are not just economic.

    The close economic integration we have witnessed post-1990 has led to reduced uncertainty in international economic relations, increased international security and greater prosperity.

    A return of the “beggar thy neighbour” policies of the 1930s would be a dangerous path, with the world inching closer to the abyss. “Liberation Day” might push the world over the edge.

  • MIL-Evening Report: The best space telescope you never heard of just shut down

    On Thursday 27 March, the European Space Agency (ESA) sent its last messages to the Gaia Spacecraft. They told Gaia to shut down its communication systems and central computer and said goodbye to this amazing space telescope.

    Gaia has been the most successful ESA space mission ever, so why did they turn Gaia off? What did Gaia achieve? And perhaps most importantly, why was it my favourite space telescope?

    Running on empty

    Gaia was retired for a simple reason: after more than 11 years in space, it ran out of the cold gas propellant it needed to keep scanning the sky.

    The telescope did its last observation on 15 January 2025. The ESA team then performed testing for a few weeks, before telling Gaia to leave its home at a point in space called L2 and start orbiting the Sun away from Earth.

    L2 is one of five “Lagrangian points” around Earth and the Sun where gravitational conditions make for a nice, stable orbit. L2 is located 1.5 million kilometres from Earth on the “dark side”, opposite the Sun.

    L2 is a highly prized location because it’s a stable spot to orbit, it’s close enough to Earth for easy communication, and spacecraft can use the Sun behind them for solar power while looking away from the Sun out into space.

    It’s also too far away from Earth to send anyone on a repair mission, so once your spacecraft gets there it’s on its own.

    Keeping L2 clear

    L2 currently hosts the James Webb Space Telescope (operated by the USA, Europe and Canada), the European Euclid mission, the Chinese Chang’e 6 orbiter and the joint Russian-German Spektr-RG observatory. Since L2 is such a key location for space missions, it’s essential to keep it clear of debris and retired spacecraft.

    Gaia used its thrusters for the last time to push itself away from L2, and is now drifting around the Sun in a “retirement orbit” where it won’t get in anybody’s way.

    As part of the retirement process, the Gaia team wrote farewell messages into the craft’s software and sent it the names of around 1,500 people who worked on Gaia over the years.

    What is Gaia?

    Gaia looks a bit like a spinning top hat in space. Its main mission was to produce a detailed, three-dimensional map of our galaxy, the Milky Way.

    To do this, it measured the precise positions and motions of 1.46 billion objects in space. Gaia also measured brightnesses and variability and those data were used to provide temperatures, gravitational parameters, stellar types and more for millions of stars. One of the key pieces of information Gaia provided was the distance to millions of stars.

    A cosmic measuring tape

    I’m a radio astronomer, which means I use radio telescopes here on Earth to explore the Universe. Radio light is the longest wavelength of light, invisible to human eyes, and I use it to investigate magnetic stars.

    But even though I’m a radio astronomer and Gaia was an optical telescope, looking at the same wavelengths of light our eyes can see, I use Gaia data almost every single day.

    I used it today to find out how far away, how bright, and how fast a star was. Before Gaia, I would probably never have known how far away that star was.

    This is essential for figuring out how bright the stars I study really are, which helps me understand the physics of what’s happening in and around them.

    A huge success

    Gaia has contributed to thousands of articles in astronomy journals. Papers released by the Gaia collaboration have been cited well over 20,000 times in total.

    Gaia has produced too many science results to share here. To take just one example, Gaia improved our understanding of the structure of our own galaxy by showing that it has multiple spiral arms that are less sharply defined than we previously thought.

    Not really the end for Gaia

    It’s difficult to express how revolutionary Gaia has been for astronomy, but we can let the numbers speak for themselves. Around five astronomy journal articles are published every day that use Gaia data, making Gaia the most successful ESA mission ever. And that won’t come to a complete stop when Gaia retires.

    The Gaia collaboration has published three data releases so far. This is where the collaboration performs the processing and checks on the data, adds some important analysis and releases all of that in one big hit.

    And luckily, there are two more big data releases with even more information to come. The fourth data release is expected in mid to late 2026. The fifth and final data release, containing all of the Gaia data from the whole mission, will come out sometime in the 2030s.

    This article is my own small tribute to a telescope that changed astronomy as we know it. So I will end by saying a huge thank you to everyone who has ever worked on this amazing space mission, whether it was engineering and operations, turning the data into the amazing resource it is, or any of the other many jobs that make a mission successful. And thank you to those who continue to work on the data as we speak.

    Finally, thank you to my favourite space telescope. Goodbye, Gaia, I’ll miss you.

    A surge in misogyny, and a furious kickback against equality threaten to slam on the brakes, and push progress into reverse,” he said.

    “Let me be clear: This is unacceptable, immoral, and self-defeating. We must stop it – and we must stop it together.”

    The event, marking 30 years since the Beijing Declaration and 25 years since the landmark Security Council Resolution 1325 on women, peace and security, saw civil society leaders raise concerns about shrinking civic space, underfunding of feminist movements and rising gender-based violence.

    Backsliding on rights

    While acknowledging progress in maternal health and education, the Secretary-General warned that hard-won gains are at risk.

    Women’s organizations and civil society played a major role in securing those gains. I applaud your efforts. Yet, women and girls still face an appalling array of wrongs,” he said.

    The threats facing women’s rights defenders were a major concern. “Around the world, women’s rights defenders face harassment, threats and violence – even murder.”

    “They face shrinking civil space and shrinking funds. The result: the erosion of rights and a deficit of accountability,” he warned.

    Linda Sestock of the Canadian Federation of University Women asked the UN chief how civil society could be better integrated into CSW negotiations.

    Mr. Guterres acknowledged the challenge, noting that “power is never given, it must be taken” and urged feminist movements to mobilise.

    Power and parity

    The Secretary-General emphasised the structural inequalities that persist. “We still live in a male-dominated world with a male-dominated culture,” he said.

    Highlighting progress within the UN system, he stated that “the UN system has reached, and sustained, gender parity at leadership level.”

    Women now hold 53 per cent of senior management positions, though he admitted challenges remain in field offices in conflict zones, where representation is lower.

    Speakers also highlighted male dominance in technology and engineering.

    “Clear male predominance in areas like technologies, engineering and mathematics (…) can be seen in many of the algorithms produced by the tech industry being biased against women,” he noted.

    Funding gaps

    A representative from the youth movement Restless Development called for dedicated funding for young feminists, particularly those living in conflict zones.

    “True inclusion requires co-creation, dedicated funding and decision-making power for young people at every level,” she said.

    The Secretary-General agreed, pointing to the limited resources available. “Let’s be clear, the Women’s Peace and Humanitarian Fund has raised $100 million since 2023 for this purpose, which is completely insufficient to support adequately the civil society.”

    Civil society leaders pressed for concrete commitments, urging the UN and Member States to revitalise CSW by decentralising consultations and improving accessibility, and guarantee sustainable funding for feminist organizations.

    A woman Secretary-General?

    As the event concluded, a representative from the Sociologists for Women in Society asked the question many have long posed:

    “When are we finally going to have the first woman, female UN Secretary-General?”

    Mr. Guterres responded candidly. “Now, I’m not going to apologise for the fact that I’m not a woman,” he said as the Assembly responded with laughter, but he suggested he had been determined to “act decisively against the routine and to promote an effective mechanism of gender parity for the UN.”

    He reaffirmed the UN’s goal of full gender parity by 2028, with steady progress already made, and expressed “hope” that those who will choose the next Secretary General “will be wise.”

    “We share a common vision: a world of equality, where the human rights of women and girls are realised in full. Let’s keep working together to make that vision a reality,” he concluded.  

    Political Declaration adopted

    Later in the day, Member States adopted by consensus a powerful Political Declaration reaffirming their commitment to advancing the rights, equality and empowerment for all women and girls.

    Recognizing that 2025 presents a significant opportunity to intensify efforts toward the full implementation of the Beijing Declaration and Platform for Action, originally adopted in 1995 at the Fourth World Conference on Women, Member States reaffirmed that gender equality is essential for sustainable development and for fulfilling the pledge to leave no one behind.

    Welcoming its adoption, Sima Bahous, Under Secretary-General and Executive Director of UN Women said that “at a time when hard-fought gains for gender equality are under attack the global community has come together in a show of unity for all women and girls, everywhere”.

    2025, ‘a pivotal moment’

    The Declaration reinforces commitments to women, peace, and security, emphasising the need to integrate women’s voices and leadership into all stages of conflict prevention, peacebuilding, and conflict resolution.

    It recommits Member States to eliminating all forms of violence against women and girls, including emerging forms such as digital violence, online harassment, and cyberbullying.

    “No nation has yet fully achieved gender equality”, Ms. Bahous added, stating that the Declaration “makes clear that the world’s governments recognize 2025 as a pivotal moment, where promises made 30 years ago can no longer be deferred”.

    BARRIE, Ontario, March 30, 2025 (GLOBE NEWSWIRE) — Alectra Utilities’ powerline crews will continue restoration efforts overnight on Sunday to return service to approximately 18,000 customers still without power in Barrie, Penetanguishene and Richmond Hill. This is down from the more than 44,000 customers who were without power at the height of the storm early Sunday morning.

    Alectra crews are working 24/7 in very challenging and hazardous conditions, prioritizing public safety and critical infrastructure while restoring service as efficiently as possible. The utility has also brought in additional forestry crews to clear downed tree limbs from around the damaged powerlines in advance of the emergency crews that are repairing the grid. Unfortunately, due to the severity of the damage from ice accretion across Alectra’s service territory, and significant tree damage in downtown Barrie that is complicating restoration, some customers will be without power overnight and into Monday morning.

    “Residents use the Kootenay Lake ferries to get to work, go to school, access services and stay connected to their communities. The ongoing labour dispute has been disruptive to daily life and the local economy. To help resolve the ongoing labour dispute between Western Pacific Marine and BCGEU Local 2009, I have appointed Vince Ready as a special mediator.

    “Mr. Ready has vast experience in labour relations and is renowned for his success in helping employers and unions reach agreements. This appointment provides a path for the parties to work through their differences and I appreciate their willingness to engage in this process.

    “I expect the two sides to bargain fairly throughout this process, while ensuring reliable ferry service for residents in the Kootenays.

    “Mr. Ready will begin work immediately to reach a settlement. If a settlement is not reached between the parties within 14 days, he will issue recommendations to the minister and the parties. 

    “These recommendations will represent a fair and transparent path to the resolution of this dispute. It is in the best interest of both parties to carefully consider the special mediator’s recommendations.”

    BARRIE, Ontario, March 30, 2025 (GLOBE NEWSWIRE) — Alectra Utilities’ powerline crews worked throughout the night to restore service to homes and businesses who experienced power disruptions due to the freezing rain and icy conditions, which began on Friday night and have extended into Sunday. Most damage to Alectra’s grid occurred in Barrie and Penetanguishene overnight, with additional outages in Richmond Hill and, unfortunately, approximately 44,000 customers are still without service this morning.

    Alectra anticipates that service will be restored to many customers throughout Sunday but given the infrastructure damage, we are not able to provide an estimated time for full restoration (ETR) at this point. Service restoration times will be provided as crews assess the damage in hard hit neighbourhoods. Customers can get updates on the company’s power restoration efforts by following the Alectra X account, @AlectraNews, or by viewing the outage map at alectrautilities.com.

    Medium-range models appear to be in good agreement with overall
    evolution of the synoptic-scale pattern into the Day 7 (Saturday
    April 5) time period, when divergence in solutions increases.

    Earlier in the period however, model consistency lends fairly high
    confidence that a widespread/potentially substantial outbreak of
    severe weather will evolve Wednesday/Day 4, from Lower Michigan and
    the Ohio Valley, southwestward across the Middle and Lower
    Mississippi Valleys, and into eastern portions of Texas and
    Oklahoma. Convection will likely be ongoing or developing early in
    the day, over western portions of the risk area — from Wisconsin
    southwestward to Oklahoma/North Texas. As an upper low shifts
    northeastward across the northern Plains toward the upper
    Mississippi Valley through the day, and the cold front crosses
    Iowa/Missouri/eastern Oklahoma, steep lapse rates atop a
    moist/diurnally heating warm sector will support widespread
    convective development.

    With ascent along the front somewhat modest as stronger large-scale
    ascent focuses northward into the western Upper Great Lakes and into
    Ontario, storm mode may tend toward isolated storms, as opposed to
    more linear development. This, combined with flow that is forecast
    to weakly veer but dramatically strengthen with height, suggests a
    primarily supercell storm mode. In additional to very large hail
    (particularly with southward extent), widespread damaging winds and
    several tornadoes are expected, some possibly significant. Risk is
    expected to continue well into the evening and likely overnight,
    shifting slowly eastward across the Midwest and mid/lower
    Mississippi Valley through the end of the period.

    Day 5/Thursday, trailing portions of the cold front should become
    aligned east-northeast to west-southwest across the Ohio and mid
    Mississippi Valleys and into the southern Plains, as the upper
    system shifts quickly across eastern Canada. While weak short-wave
    ridging will evolve atop the surface frontal zone in the wake of the
    departing system, daytime heating of a very moist boundary layer
    along and south of the front combined with strong flow aloft will
    support reinvigorated convection through the afternoon and evening
    hours, along with attendant severe-weather risk.

    Day 6/Friday, the surface front should remain quasi-stationary, but
    short-wave ridging should increase as a cut-off low evolves across
    the West. As such, much of the Day 6 convection may occur to the
    cool side of the surface front, in the zone of warm
    advection/isentropic ascent. While some severe risk will likely
    evolve, mainly in the form of hail, uncertainty overall (given the
    ridging aloft) precludes inclusion of a Day 6 risk area.

    By the weekend, deviation in model solutions increases, due to
    uncertain evolution of the low/trough over the West. As such, no
    risk areas will be included.

  • MIL-OSI Africa: Nigerians having babies abroad: women explain their reasons

    Nigerian women make up a significant proportion of foreign women giving birth in several countries.

    A study done in Calgary in Canada found 24.5% of foreign women identified as having travelled abroad to give birth were from Nigeria.

    Research in Chicago in the US found the majority (88%) of those seeking obstetric care in a hospital were Nigerian citizens.

    In the UK, the phenomenon is labelled by some as the “Lagos Shuttle”, highlighting the high number of Nigerian women said to be so-called “birth tourists”.

    It is estimated that over 23% of pregnant Nigerian women would like to travel abroad to give birth.

    Why is this? As medical and legal scholars we asked women who had travelled overseas for the birth of their babies to share their experiences.

    Existing research has not done enough to capture their voices, which matter in framing service delivery and immigration policies.

    We reported findings from this first-of-its-kind study in PLOS Global Public Health.

    As there is no registry of foreign pregnant women who gave birth abroad, it is a challenge to find them. For our study, we used social media platforms to recruit 27 Nigerian women who had given birth to at least one child abroad and conducted in-depth interviews with them to understand their motivations and experiences.

    Why women do it

    Of all recruited, 23 gave birth to at least one child in the US, and four gave birth to at least one child in the UK. One woman each gave birth in Canada, Ireland and Zambia.

    All the women in the study had at least a university degree.

    We found that reasons for seeking childbirth abroad varied.

    Some women were motivated by both perceived and experienced gains of foreign citizenship, which they believed might give their children a good education, a better living environment, and easier access to jobs and loans.

    However, it was not all about citizenship. Another motivation was to benefit from “better healthcare”, especially for those who had either had bad experiences during previous births in Nigeria or were concerned because they were carrying what they called a “precious baby”, for example after years of infertility.

    Many women in the study also sought childbirth abroad because it is where they had loved ones to support them through pregnancy, childbirth and having a newborn – a motivation not previously reported.

    Indeed, the number of Nigerians living in the US has increased over time and as of 2023, over 760,000 Americans identify as being of Nigerian origin. Essentially, more than one in 10 African immigrants in the US are Nigerians.

    Some Nigerian women planned to give birth abroad long before they even got pregnant. Others were encouraged to do so by family, friends or colleagues.

    Some decided to seek childbirth abroad after their income increased.

    Mostly positive

    Childbirth abroad is mostly a positive experience, but some women reported feeling treated badly because they were “self-paying” patients, “black”, or not native to the country.

    While travel for many was mostly uneventful, some experienced life-threatening situations en route to their destination or upon arrival.

    They found the cost of care to be exorbitant, but many reported that they were able to pay it off in instalments, or negotiated rebates or discounts from hospitals. A separate study showed that four in five foreign pregnant women who gave birth in a Canadian hospital, including some from Nigeria, had no outstanding bill after discharge.

    In our study, those who struggled to pay said they incurred unexpected costs due to complications that resulted in caesarean sections or other surgical procedures.

    Support during childbirth abroad was considered crucial and included loved ones from Nigeria who would travel with the pregnant woman to their destination.

    Push and pull syndrome

    With an ongoing exodus of Nigerians out of the country due to push and pull factors, known locally as jàpa, it is more likely that there will be more Nigerian pregnant women who have their support system abroad.

    Countries like Nigeria should do more to improve the quality of care obtainable in their health systems.

    Clearly motivations vary, and it is not always about birthright citizenship. While most women have mostly positive experiences, some have negative experiences that require attention and safeguards. For example, care guidelines in host countries specifically assuring good quality care for all pregnant women, including women who have crossed the border to seek childbirth.

    The return of US president Donald Trump makes the need to install these safeguards particularly urgent. In his first term he ordered the United States Department of State to discontinue the approval of visas for pregnant women.

    In his second term he has focused on abolishing birthright citizenship altogether.

    The Shastri Indo-Canadian Institute (SICI) successfully organized the Shastri Bilateral Education Forum (SBEF) 2025, themed “Bridging Borders with Sustainable Academic Collaborations”, on March 27-28, 2025. Funded by Global Affairs- Canada, the event was hosted in the premises of the National Museum, Janpath, New Delhi with co-operation of the Indian Institute of Heritage & a valued member of SICI’s Members’ Council.

    SBEF 2025 brought together representatives from 22 Canadian and 55 Indian universities and institutions, primarily from SICI’s esteemed Members’ Council. I am sure that Governor Dunleavy’s visit will help us explore even more opportunities for cooperation and continue to deepen Taiwan-United States relations. In the face of such challenges as expanding authoritarianism, climate change, and pandemics, we look forward to strengthening collaboration between Taiwan and the US. By drawing on our strengths, we can jointly build non-red supply chains to bolster our economic resilience and drive the advancement of global technology. I want to thank the US government for reiterating the importance it attaches to peace and stability across the Taiwan Strait and its opposition to any attempt to change the status quo by force or coercion. These statements backing Taiwan help in maintaining stability across the Taiwan Strait and in the Indo-Pacific region. Once again, I thank Governor Dunleavy for traveling such a long way to Taiwan. We hope to see more frequent engagement and exchanges between Taiwan and Alaska so that our relations can continue to grow, and we can create prosperous development for both sides. Governor Dunleavy then delivered remarks, saying that their trip to visit friends in Taiwan has been fantastic, thanking President Lai for the invitation to meet, and thanking all the staff. Governor Dunleavy said that as the pandemic was raging, the world went from “before COVID” to “after COVID.” Before COVID, he said, the world relied on a number of systems that were in place for decades after World War II involving supply chains, alliances, sources of energy, trading partners, and friends. He went on to say that as we go beyond COVID, we are reestablishing and reevaluating who our friends are, where we are going to get our energy, and who our trading partners are going to be. The governor said that we are creating a new world for the next 50 years with the new administration in Washington, and this is an opportunity for us to reevaluate and reinvest with our friends for the next 50 years in each other, our futures, and our security. Governor Dunleavy stated that one thing is for certain: that Taiwan is a friend of the US and a friend of Alaska, and has been for many, many decades. He said that it is their hope in this trip and subsequent trips to establish an even tighter bond among their friends in Taiwan, the US, and Alaska. The governor also said that we have much in common in that we are members of the Pacific family, are democracies, and believe in freedom, free speech, and capitalism. He indicated that he has much optimism for the future, and that as we reestablish relationships throughout the world, energy is going to be the key and the basis for our economic development, our national security, and our friendship.     President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. I believe that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity.     President Lai meets Arizona Governor Katie Hobbs  
    On the afternoon of March 18, President Lai Ching-te met with a delegation led by Arizona Governor Katie Hobbs. In remarks, President Lai said that Taiwan and Arizona enjoy close economic and trade relations, and expressed hope that through our joint efforts, Arizona will become a shining example for Taiwan-United States high-tech collaboration and the creation of non-red supply chains. The president indicated that the next goal for Taiwan and the US is the signing of an agreement for the avoidance of double taxation, which would provide greater incentives for Taiwanese businesses to invest in the US, facilitate the establishment of more comprehensive industry clusters, and generate more job opportunities, representing a win-win outcome for Taiwan-US relations.     President Lai meets 2025 Yushan Forum participants
    On the afternoon of March 18, President Lai Ching-te met with participants in the 2025 Yushan Forum. In remarks, President Lai thanked the guests for gathering here in Taiwan and discussing ways to enhance regional cooperation, demonstrating that our democratic allies and friends are standing together as we take on the challenges of a new world and a new era. The president reiterated that Taiwan will continue to engage with the world, and we welcome the world to come closer to Taiwan. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Chairman Rasmussen then delivered remarks, saying that it is a great pleasure to be back here in Taipei after meeting with President Lai in 2023. He then thanked President Lai for the Taiwanese hospitality on behalf of the Yushan Forum international visitors and participants, who represent four continents and very different political parties but who are united by one thing – the commitment to democracy. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. Chairman Rasmussen noted that they have many interests in making sure Taiwan remains free and that we must always stand up for freedom when it is under assault by a dictator. This is why Ukraine’s fight is also everyone’s fight, he explained. He then praised Taiwan for all of the support it has given to Ukraine since Russia’s invasion and honored the two Taiwanese volunteer soldiers who gave their lives for freedom in Ukraine. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai holds press conference following high-level national security meeting
    On the afternoon of March 13, President Lai Ching-te convened a high-level national security meeting, following which he held a press conference. In remarks, President Lai introduced 17 major strategies to respond to five major national security and united front threats Taiwan now faces: China’s threat to national sovereignty, its threats from infiltration and espionage activities targeting Taiwan’s military, its threats aimed at obscuring the national identity of the people of Taiwan, its threats from united front infiltration into Taiwanese society through cross-strait exchanges, and its threats from using “integrated development” to attract Taiwanese businesspeople and youth. President Lai emphasized that in the face of increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and expressed hope that all citizens unite in solidarity to resist being divided. The president also expressed hope that citizens work together to increase media literacy, organize and participate in civic education activities, promptly expose concerted united front efforts, and refuse to participate in any activities that sacrifice national interests. As long as every citizen plays their part toward our nation’s goals for prosperity and security, he said, and as long as we work together, nothing can defeat us. A translation of President Lai’s remarks follows: At many venues recently, a number of citizens have expressed similar concerns to me. They have noticed cases in which members of the military, both active-duty and retired, have been bought out by China, sold intelligence, or even organized armed forces with plans to harm their own nation and its citizens. They have noticed cases in which entertainers willingly followed instructions from Beijing to claim that their country is not a country, all for the sake of personal career interests. They have noticed how messaging used by Chinese state media to stir up internal opposition in Taiwan is always quickly spread by specific channels. There have even been individuals making careers out of helping Chinese state media record united front content, spreading a message that democracy is useless and promoting skepticism toward the United States and the military to sow division and opposition. Many people worry that our country, as well as our hard-won freedom and democracy and the prosperity and progress we achieved together, are being washed away bit by bit due to these united front tactics. In an analysis of China’s united front, renowned strategic scholar Kerry K. Gershaneck expressed that China plans to divide and conquer us through subversion, infiltration, and acquisition of media, and by launching media warfare, psychological warfare, and legal warfare. What they are trying to do is to sow seeds of discord in our society, keep us occupied with internal conflicts, and cause us to ignore the real threat from outside. China’s ambition over the past several decades to annex Taiwan and stamp out the Republic of China has not changed for even a day. It continues to pursue political and military intimidation, and its united front infiltration of Taiwan’s society grows ever more serious. In 2005, China promulgated its so-called “Anti-Secession Law,” which makes using military force to annex Taiwan a national undertaking. Last June, China issued a 22-point set of “guidelines for punishing Taiwan independence separatists,” which regards all those who do not accept that “Taiwan is part of the People’s Republic of China” as targets for punishment, creating excuses to harm the people of Taiwan. China has also recently been distorting United Nations General Assembly Resolution 2758, showing in all aspects China’s increasingly urgent threat against Taiwan’s sovereignty. Lately, China has been taking advantage of democratic Taiwan’s freedom, diversity, and openness to recruit gangs, the media, commentators, political parties, and even active-duty and retired members of the armed forces and police to carry out actions to divide, destroy, and subvert us from within. A report from the National Security Bureau indicates that 64 persons were charged last year with suspicion of spying for China, which was three times the number of persons charged for the same offense in 2021. Among them, the Unionist Party, Rehabilitation Alliance Party, and Republic of China Taiwan Military Government formed treasonous organizations to deploy armed forces for China. In a democratic and free society, such cases are appalling. But this is something that actually exists within Taiwan’s society today. China also actively plots ways to infiltrate and spy on our military. Last year, 28 active-duty and 15 retired members of the armed forces were charged with suspicion of involvement in spying for China, respectively comprising 43 percent and 23 percent of all of such cases – 66 percent in total. We are also alert to the fact that China has recently used widespread issuance of Chinese passports to entice Taiwanese citizens to apply for the Residence Permit for Taiwan Residents, permanent residency, or the Resident Identity Card, in an attempt to muddle Taiwanese people’s sense of national identity. China also views cross-strait exchanges as a channel for its united front against Taiwan, marking enemies in Taiwan internally, creating internal divisions, and weakening our sense of who the enemy really is. It intends to weaken public authority and create the illusion that China is “governing” Taiwan, thereby expanding its influence within Taiwan. We are also aware that China has continued to expand its strategy of integrated development with Taiwan. It employs various methods to demand and coerce Taiwanese businesses to increase their investments in China, entice Taiwanese youth to develop their careers in China, and unscrupulously seeks to poach Taiwan’s talent and steal key technologies. Such methods impact our economic security and greatly increase the risk of our young people heading to China. By its actions, China already satisfies the definition of a “foreign hostile force” as provided in the Anti-Infiltration Act. We have no choice but to take even more proactive measures, which is my purpose in convening this high-level national security meeting today. It is time we adopt proper preventive measures, enhance our democratic resilience and national security, and protect our cherished free and democratic way of life. Next, I will be giving a detailed account of the five major national security and united front threats Taiwan now faces and the 17 major strategies we have prepared in response. I. Responding to China’s threats to our national sovereignty We have a nation insofar as we have sovereignty, and we have the Republic of China insofar as we have Taiwan. Just as I said during my inaugural address last May, and in my National Day address last October: The moment when Taiwan’s first democratically elected president took the oath of office in 1996 sent a message to the international community, that Taiwan is a sovereign, independent, democratic nation. Among people here and in the international community, some call this land the Republic of China, some call it Taiwan, and some, the Republic of China Taiwan. The Republic of China and the People’s Republic of China are not subordinate to each other, and Taiwan resists any annexation or encroachment upon our sovereignty. The future of the Republic of China Taiwan must be decided by its 23 million people. This is the status quo that we must maintain. The broadest consensus in Taiwanese society is that we must defend our sovereignty, uphold our free and democratic way of life, and resolutely oppose annexation of Taiwan by China. (1) I request that the National Security Council (NSC), the Ministry of National Defense (MND), and the administrative team do their utmost to promote the Four Pillars of Peace action plan to demonstrate the people’s broad consensus and firm resolve, consistent across the entirety of our nation, to oppose annexation of Taiwan by China. (2) I request that the NSC and the Ministry of Foreign Affairs draft an action plan that will, through collaboration with our friends and allies, convey to the world our national will and broad social consensus in opposing annexation of Taiwan by China and in countering China’s efforts to erase Taiwan from the international community and downgrade Taiwan’s sovereignty. II. Responding to China’s threats from infiltration and espionage activities targeting our military (1) Comprehensively review and amend our Law of Military Trial to restore the military trial system, allowing military judges to return to the frontline and collaborate with prosecutorial, investigative, and judicial authorities in the handling of criminal cases in which active-duty military personnel are suspected of involvement in such military crimes as sedition, aiding the enemy, leaking confidential information, dereliction of duty, or disobedience. In the future, criminal cases involving active-duty military personnel who are suspected of violating the Criminal Code of the Armed Forces will be tried by a military court. (2) Implement supporting reforms, including the establishment of a personnel management act for military judges and separate organization acts for military courts and military prosecutors’ offices. Once planning and discussion are completed, the MND will fully explain to and communicate with the public to ensure that the restoration of the military trial system gains the trust and full support of society. (3) To deter the various types of controversial rhetoric and behavior exhibited by active-duty as well as retired military personnel that severely damage the morale of our national military, the MND must discuss and propose an addition to the Criminal Code of the Armed Forces on penalties for expressions of loyalty to the enemy as well as revise the regulations for military personnel and their families receiving retirement benefits, so as to uphold military discipline. III. Responding to China’s threats aimed at obscuring the national identity of the people of Taiwan (1) I request that the Ministry of the Interior (MOI), Mainland Affairs Council (MAC), and other relevant agencies, wherever necessary, carry out inspections and management of the documents involving identification that Taiwanese citizens apply for in China, including: passports, ID cards, permanent residence certificates, and residence certificates, especially when the applicants are military personnel, civil servants, or public school educators, who have an obligation of loyalty to Taiwan. This will be done to strictly prevent and deter united front operations, which are performed by China under the guise of “integrated development,” that attempt to distort our people’s national identity. (2) With respect to naturalization and integration of individuals from China, Hong Kong, and Macau into Taiwanese society, more national security considerations must be taken into account while also attending to Taiwan’s social development and individual rights: Chinese nationals applying for permanent residency in Taiwan must, in accordance with the law of Taiwan, relinquish their existing household registration and passport and may not hold dual identity status. As for the systems in place to process individuals from Hong Kong or Macau applying for residency or permanent residency in Taiwan, there will be additional provisions for long-term residency to meet practical needs. IV. Responding to China’s threats from united front infiltration into Taiwanese society through cross-strait exchanges  (1) There are increasing risks involved with travel to China. (From January 1, 2024 to today, the MAC has received reports of 71 Taiwanese nationals who went missing, were detained, interrogated, or imprisoned in China; the number of unreported people who have been subjected to such treatment may be several times that. Of those, three elderly I-Kuan Tao members were detained in China in December of last year and have not yet been released.) In light of this, relevant agencies must raise public awareness of those risks, continue enhancing public communication, and implement various registration systems to reduce the potential for accidents and the risks associated with traveling to China. (2) Implement a disclosure system for exchanges with China involving public officials at all levels of the central and local government. This includes everyone from administrative officials to elected representatives, from legislators to village and neighborhood chiefs, all of whom should make the information related to such exchanges both public and transparent so that they can be accountable to the people. The MOI should also establish a disclosure system for exchanges with China involving public welfare organizations, such as religious groups, in order to prevent China’s interference and united front activities at their outset. (3) Manage the risks associated with individuals from China engaging in exchanges with Taiwan: Review and approval of Chinese individuals coming to Taiwan should be limited to normal cross-strait exchanges and official interactions under the principles of parity and dignity, and relevant factors such as changes in the cross-strait situation should be taken into consideration. Strict restrictions should be placed on Chinese individuals who have histories with the united front coming to Taiwan, and Chinese individuals should be prohibited from coming to Taiwan to conduct activities related in any way to the united front. (4) Political interference from China and the resulting risks to national security should be avoided in cross-strait exchanges. This includes the review and management of religious, cultural, academic, and education exchanges, which should in principle be depoliticized and de-risked so as to simplify people-to-people exchanges and promote healthy and orderly exchanges. (5) To deter the united front tactics of a cultural nature employed by Chinese nationals to undermine Taiwan’s sovereignty, the Executive Yuan must formulate a solution to make our local cultural industries more competitive, including enhanced support and incentives for our film, television, and cultural and creative industries to boost their strengths in democratic cultural creation, raise international competitiveness, and encourage research in Taiwan’s own history and culture. (6) Strengthen guidance and management for entertainers developing their careers in China. The competent authorities should provide entertainers with guidelines on conduct while working in China, and make clear the scope of investigation and response to conduct that endangers national dignity. This will help prevent China from pressuring Taiwanese entertainers to make statements or act in ways that endanger national dignity. (7) The relevant authorities must adopt proactive, effective measures to prevent China from engaging in cognitive warfare against Taiwan or endangering cybersecurity through the internet, applications, AI, and other such tools. (8) To implement these measures, each competent authority must run a comprehensive review of the relevant administrative ordinances, measures, and interpretations, and complete the relevant regulations for legal enforcement. Should there be any shortcomings, the legal framework for national security should be strengthened and amendments to the National Security Act, Anti-Infiltration Act, Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Laws and Regulations Regarding Hong Kong & Macao Affairs, or Cyber Security Management Act should be proposed. Communication with the public should also be increased so that implementation can happen as soon as possible. V. Responding to threats from China using “integrated development” to attract Taiwanese businesspeople and youth (1) I request that the NSC and administrative agencies work together to carry out strategic structural adjustments to the economic and trade relations between Taiwan and China based on the strategies of putting Taiwan first and expanding our global presence while staying rooted in Taiwan. In addition, they should carry out necessary, orderly adjustments to the flow of talent, goods, money, and skills involved in cross-strait economic and trade relations based on the principle of strengthening Taiwan’s foundations to better manage risk. This will help boost economic security and give us more power to respond to China’s economic and trade united front and economic coercion against Taiwan. (2) I request that the Ministry of Education, MAC, Ministry of Economic Affairs, and other relevant agencies work together to comprehensively strengthen young students’ literacy education on China and deepen their understanding of cross-strait exchanges. I also request these agencies to widely publicize mechanisms for employment and entrepreneurship for Taiwan’s youth and provide ample information and assistance so that young students have more confidence in the nation’s future and more actively invest in building up and developing Taiwan. My fellow citizens, this year marks the 80th anniversary of the end of the Second World War. History tells us that any authoritarian act of aggression or annexation will ultimately end in failure. The only way we can safeguard freedom and prevail against authoritarian aggression is through solidarity. As we face increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and to ensure that the freedom, democracy, and way of life of Taiwan’s 23 million people continues on as normal. But relying solely on the power of the government is not enough. What we need even more is for all citizens to stay vigilant and take action. Every citizen stands on the frontline of the defense of democracy and freedom. Here is what we can do together: First, we can increase our media literacy, and refrain from spreading and passing on united front messaging from the Chinese state. Second, we can organize and participate in civic education activities to increase our knowledge about united front operations and build up whole-of-society defense resilience. Third, we can promptly expose concerted united front efforts so that all malicious attempts are difficult to carry out. Fourth, we must refuse to participate in any activities that sacrifice national interests. The vigilance and action of every citizen forms the strongest line of defense against united front infiltration. Only through solidarity can we resist being divided. As long as every citizen plays their part toward our nation’s goals for prosperity and security, and as long as we work together, nothing can defeat us.

  • MIL-OSI Global: The move toward AI deregulation could put financial markets at risk

    As Canada moves toward stronger AI regulation with the proposed Artificial Intelligence and Data Act (AIDA), its southern neighbour appears to be taking the opposite approach.

    AIDA, part of Bill C-27, aims to establish a regulatory framework to improve AI transparency, accountability and oversight in Canada, although some experts have argued it doesn’t go far enough.

    Meanwhile, United States President Donald Trump’s is pushing for AI deregulation. In January, Trump signed an executive order aimed at eliminating any perceived regulatory barriers to “American AI innovation.” The executive order replaced former president Joe Biden’s prior executive order on AI.

    Notably, the U.S. was also one of two countries — along with the U.K. — that didn’t sign a global declaration in February to ensure AI is “open, inclusive, transparent, ethical, safe, secure and trustworthy.”

    Eliminating AI safeguards leaves financial institutions vulnerable. This vulnerability can increase uncertainty and, in a worst-case scenario, increase the risk of systemic collapse.

    The power of AI in financial markets

    AI’s potential in financial markets is undeniable. It can improve operational efficiency, perform real-time risk assessments, generate higher income and forecast predictive economic change.

    My research has found that AI-driven machine learning models not only outperform conventional approaches in identifying financial statement fraud, but also in detecting abnormalities quickly and effectively. In other words, AI can catch signs of financial mismanagement before they spiral into a disaster.

    In another study, my co-researcher and I found that AI models like artificial neural networks and classification and regression trees can predict financial distress with remarkable accuracy.

    Artificial neural networks are brain-inspired algorithms. Similar to how our brain sends messages through neurons to perform actions, these neural networks process information through layers of interconnected “artificial neurons,” learning patterns from data to make predictions.

    Similarly, classification and regression trees are decision-making models that divide data into branches based on important features to identify outcomes.

    Our artificial neural networks models predicted financial distress among Toronto Stock Exchange-listed companies with a staggering 98 per cent accuracy. This suggests suggests AI’s immense potential in providing early warning signals that could help avert financial downturns before they start.

    However, while AI can simplify manual processes and lower financial risks, it can also introduce vulnerabilities that, if left unchecked, could pose significant threats to economic stability.

    The risks of deregulation

    Trump’s push for deregulation could result in Wall Street and other major financial institutions gaining significant power over AI-driven decision-making tools with little to no oversight.

    When profit-driven AI models operate without the appropriate ethical boundaries, the consequences could be severe. Unchecked algorithms, especially in credit evaluation and trading, could worsen economic inequality and generate systematic financial risks that traditional regulatory frameworks cannot detect.

    Algorithms trained on biased or incomplete data may reinforce discriminatory lending practices. In lending, for instance, biased AI algorithms can deny loans to marginalized groups, widening wealth and inequality gaps.

    In addition, AI-powered trading bots, which are capable of executing rapid transactions, could trigger flash crashes in seconds, disrupting financial markets before regulators have time to respond. The flash crash of 2010 is a prime example where high-frequency trading algorithms aggressively reacted to market signals causing the Dow Jones Industrial Average to drop by 998.5 points in a matter of minutes.

    Furthermore, unregulated AI-driven risk models might overlook economic warning signals, resulting in substantial errors in monetary control and fiscal policy.

    Striking a balance between innovation and safety depends on the ability for regulators and policymakers to reduce AI hazards. While considering financial crisis of 2008, many risk models — earlier forms of AI — were wrong to anticipate a national housing market crash, which led regulators and financial institutions astray and exacerbated the crisis.

    A blueprint for financial stability

    My research underscores the importance of integrating machine learning methods within strong regulatory systems to improve financial oversight, fraud detection and prevention.

    Durable and reasonable regulatory frameworks are required to turn AI from a potential disruptor into a stabilizing force. By implementing policies that prioritize transparency and accountability, policymakers can maximize the advantages of AI while lowering the risks associated with it.

    A federally regulated AI oversight body in the U.S. could serve as an arbitrator, just like Canada’s Digital Charter Implementation Act of 2022 proposes the establishment of an AI and Data Commissioner. Operating with checks and balances inherent to democratic structures would ensure fairness in financial algorithms and stop biased lending policies and concealed market manipulation.

    Financial institutions would be required to open the “black box” of AI-driven alternatives by mandating transparency through explainable AI standards — guidelines that are aimed at making AI systems’ outputs more understandable and transparent to humans.

    Machine learning’s predictive capabilities could help regulators identify financial crises in real-time using early warning signs — similar to the model developed by my co-researcher and me in our study.

    However, this vision doesn’t end at national borders. Globally, the International Monetary Fund and the Financial Stability Board could establish AI ethical standards to curb cross-border financial misconduct.

    Crisis prevention or catalyst?

    Will AI still be the key to foresee and stop the next economic crisis, or will the lack of regulatory oversight cause a financial disaster? As financial institutions continue adopt AI-driven models, the absence of strong regulatory guardrails raises pressing concerns.

    Without proper safeguards in place, AI is not just a tool for economic prediction — it could become an unpredictable force capable of accelerating the next financial crisis.

    The stakes are high. Policymakers must act swiftly to regulate the increasing impact of AI before deregulation opens the path for an economic disaster.

    Without decisive action, the rapid adoption of AI in finance could outpace regulatory efforts, leaving economies vulnerable to unforeseen risks and potentially setting the stage for another global financial crisis.

Chaotic, vindictive and accident-prone, marked by mendacity, driven by impulse and bent on securing the will of the leader, rather than – as in the US constitution – the will of the people. Or it could be a government masterminded by a man playing 4D chess while all around him are playing chequers. A president whose deal-making skills and focus on outcomes ensure the security and prosperity of America and its allies.

    If you base your assessment on the people Trump has chosen as his key national security advisers then, after the recent Signal chat group intelligence debacle, you’d almost certainly opt for chaotic and accident-prone, at the very least.

    Looking around the Signal chatroom, who do we have? National security advisor Mike Waltz, Vice-President J.D. Vance, secretary of state Marco Rubio, defense secretary Pete Hegseth, director of national intelligence Tulsi Gabbard, CIA director John Ratcliffe and a supporting cast of other senior Trump staffers. And, unwittingly, the editor-in-chief of the Atlantic, Jeffrey Goldberg.

    Heads must roll, say Trump’s critics. But who from this hydra-headed beast should take the fall? Should it be Waltz, who invited Goldberg to the chat group? Or Hegseth, who posted operational details of a US attack, including the when, where and how, hours before it was due to take place? Should it be Vance, whose swipe at America’s freeloading European allies has caused considerable angst across the Atlantic?

    Or perhaps one or another of Gabbard and Ratcliffe, who sat in front of the Senate select committee on intelligence on Tuesday and maintained that no classified material or “war plans” had been revealed to the group – sworn evidence now revealed to be unreliable at best?

He points to the hypocrisy of people like Hegseth who savaged Hillary Clinton for using a private email server to conduct official business when she was secretary of state under Barack Obama.

    Dover also notes the damage the episode will have done to America’s already shaky relations with its allies in Europe. Being disparaged by the vice-president as freeloaders and dismissed by the defense secretary as “pathetic”, he believes, will be “difficult to unsee”.

    But credit where it’s due, it appears that US diplomacy may at least be bearing some – limited – fruit. At least, that is, if the two partial ceasefires recently negotiated between Russia and Ukraine actually materialise. That’s a fairly big if, of course. Despite a pledge by both sides that they could support a deal to avoid targeting each other’s energy infrastructure, there’s no sign yet of a cessation of attacks.

    And there has been a degree of scepticism over the recently announced plan for a maritime ceasefire to allow the free passage of shipping on the Black Sea. Critics say this favours Russia far more than Ukraine. Over the course of the war, Ukraine has successfully driven Russia’s Black Sea fleet away from its base in Crimea, giving it the upper hand in the maritime war. But maritime strategy expert, Basil Germond, says the situation is more nuanced, and the deal represents considerable upside for Ukraine as well.

    Setting aside America’s eventful recent forays into foreign relations, there’s a major domestic fix brewing which many US legal scholars believe could plunge the country into a constitutional crisis.

    Anne Richardson Oakes, an expert in US constitutional law at Birmingham City University, anticipates a potential clash between between the executive and the judiciary which could threaten the separation of powers that lies at the heart of American democracy.

    Oakes observes there are more than 130 legal challenges to Trump administration policies presently before the courts, some of which will end up in front of America’s highest legal authority, the Supreme Court, which is tasked with assessing the constitutionality of those policies. She warns that we’ve already seen evidence that Trump and his senior officials resent what they consider to be interference from the judiciary into the legitimate executive power of the elected president.

    Will there be a stand-off where the Trump administration simply ignores the Supreme Court’s ruling? It’s happened before, says Oakes. In the mid-20th century, in Little Rock, Arkansas, when the governor used the state’s national guard to prevent the court-ordered desegregation of public schools. On that occasion the then president, Dwight D. Eisenhower, sent in federal troops to enforce the court’s ruling and a constitutional crisis was averted.

    But what if it’s the serving president who chooses to ignore a Supreme Court ruling? This was the case in the 1830s when greedy cotton farmers in Georgia were bent on forcing the Native American peoples off their lands. The Cherokee actually took the state of Georgia to the Supreme Court, which ruled that as a “dependent nation” within the United States they were entitled to the protection of the federal government and that the state of Georgia had no right to order their removal.

    As historian Sean Lang of Anglia Ruskin University recounts, Georgia ignored the Supreme Court’s ruling and sent in troops to expel the Cherokee who were then forced to move to new lands in a journey known as the “Train of Tears”. Lang writes that then US president, Andrew Jackson, a populist advocate of states’ rights and former “Indian fighter”, ignored the Supreme Court’s ruling, “sneering that [Chief Justice John] Marshall had no means of enforcing it”.

    Lang concludes: “It’s a history lesson Greenlanders, Mexicans and Canadians – and indeed many Americans who may fall foul of this administration and seek recourse to the law – would do well to study.”

    Trump’s chilling effect

    The Trump administration’s antipathy towards judges who have opposed its policies have extended towards those law firms who have in some way crossed the US president. But the legal system is not the only sector to feel the chilling effect of Trump’s displeasure, writes Dafydd Townley.

    The world of higher education in the US is also apprehensive after the administration went after Columbia University, home to some of the most outspoken protest over US policies towards Israel and Gaza. Columbia has recently had to agree to allow the administration to “review” some of its academic programmes, starting with its Middle Eastern studies, after the administration threatened to cancel US$400 million (£310 million) of government contracts with the university.

    The news media is also under heavy pressure. The administration has taken control of the White House press pool from the non-partisan White House Correspondents’ Association and has blackballed Associated Press for refusing to call the Gulf of Mexico the Gulf of America. We’ve also seen Trump himself bring lawsuits against media organisations he judges to have crossed him. And now the president has called for the defunding of America’s two biggest public broadcasters, NPR and PBL, for what he perceives as their liberal bias.

    Townley, an expert in US politics at the University of Portsmouth is concerned that this all adds up to a deliberate attempt to cripple institutions which underwrite American democracy.

    Popularity falls as prices rise

    Trump’s leadership continues to be very polarising, writes Paul Whiteley, a political scientist and polling specialist at the University of Essex, who has spent years studying political trends in the US. Looking at the most recent numbers, Whiteley finds that while Trump’s approval ratings are fairly steady at 48% approval and 49% disapproval, when you dig down you find that only 6% of registered Democrats approve of his performance, while 93% disapprove. For registered Republicans it’s almost exactly the opposite.

    Whiteley takes his analysis further, looking at measures such as consumer sentiment, which has fallen sharply since January, with talk of tariffs and the return of inflation affecting people’s confidence in the economy. He points out there tends to be a fairly strong historical correlation between confidence in the economy and popular approval of a president’s performance.

    Another factor which will surely affect people’s confidence in the government are the job losses flowing from Elon Musk’s work as “efficiency tsar”. Thomas Gift, the director of the Centre on US Politics at University College London, believes that federal job losses as a result of Musk’s cuts are spread indiscriminately among Democrat and Republican states. As a result there may be some Republican voters who are experiencing what he calls “buyer’s remorse”.

    At the same time, rising inflation is flowing into the cost of living, something many people voted for Trump to punish the Democrats for. As Gift points out, both parties are experiencing a dip in support at present as people reject politics for having a generally negative effect on their lives. But from now, it’ll be the Republicans who will feel the sting of popular disapproval more keenly.

  • MIL-OSI USA: SBA Offers Relief to Oklahoma Businesses, Nonprofits and Residents Affected by November Storms

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to Oklahoma businesses, nonprofits and residents affected by the severe storms, straight-line winds, tornadoes and flooding occurring Nov. 2‑3, 2024. The SBA issued an administrative disaster declaration on March 27, 2025.

    The disaster declaration covers the counties of Canadian, Cleveland, Kingfisher, Lincoln, Logan, Oklahoma and Pottawatomie.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP) organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Beginning Tuesday, April 1, customer service representatives will be on hand at a Disaster Loan Outreach Center (DLOC) to answer questions about the SBA’s disaster loan program, explain the application process and help individuals complete their application. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers play a vital role in helping small businesses and their communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “At these centers, SBA specialists assist business owners and residents with disaster loan applications and provide information on the full range of recovery programs available.”

    Morgan McKay, WNYW-TV: We are just days away from when the New York State Budget is due, but negotiations hit their first major roadblock on Thursday. Most lawmakers went home for the weekend and won’t be back in Albany until Tuesday. But not everyone went home and negotiations are continuing up in Albany, which is why my first guest, Governor Kathy Hochul, is joining us remotely today from Albany.

    Governor, thank you so much for being here. I knew you’d wanted to be here in person but thank you for finding the time for this interview.

    Governor Hochul: Thanks, Morgan, and congratulations on your new show. I think it’s going to provide an important public service so you can help them dissect the issues of the day, so thank you.

    Morgan McKay, WNYW-TV: Thank you so much, Governor. So, for our viewers, how Budget negotiations work: The Governor, Senate Majority Leader and Assembly Speaker, you’re all locked in a room for the most part, negotiating, hashing out that Budget. And it used to be called three men in a room, but now it’s two women and one man in a room. So the big question, will there be a Budget by April 1, or are you guys going to need to pass a Budget extender?

    Governor Hochul: Morgan, at this point, we’re still in deep conversations. There is a rhythm. You’re a real veteran of Albany, you know that it starts out with a flurry. We have a lot of intense meetings with leaders. We have a chance to share our top priorities, as I have done.

    We know public safety is number one. Getting these discovery law changes so cases aren’t thrown out is an important part of my agenda. Also, making sure that we deal with people who have severe mental illness, who can’t take care of themselves, who are on the streets of New York or in the subway. And also my affordability agenda and cell phones.

    So I have a chance early on to present my vision, and then the legislators have to take it back to their conferences. So when there’s a lull, which is very much part of the rhythm, it’s usually because they have to go back and maybe fine-tune some language or they have to talk to their conferences. So this is not unusual. This is my fourth Budget and we may or may not make April 1.

    But the truth is, I’ve been successful in achieving the goals I set out to do, and that’s what I’m focusing on right now, delivering for the people of this great state.

    Morgan McKay, WNYW-TV: Exactly. And one of these sayings up in Albany is, a deal has to come together and fall apart at least three times before you guys make a final Budget deal.

    But I’m hearing that one of the sticking points in this Budget is that involuntary removal language. Now, where do you guys stand exactly on this issue and getting those struggling with mental illness off the streets and into long-term care? I’m hearing some of the concerns are that they’re going to be back out onto the streets. How do you stop that revolving door?

    Governor Hochul: Well, that’s what’s happening right now, Morgan. They are being — sometimes off the streets because they’re in the throes of a severe mental health crisis. They could do harm to other people or themselves. But we’re also saying, in a case where someone clearly cannot take care of themselves, they’re not being fed properly, their clothes are not clean and they’re just unfortunately sliding into this place which is really inhumane.

    And when we see that, it is heartbreaking. These are God’s children as well. They deserve better than that. And if they don’t have the mental capacity to make decisions, then we have a moral responsibility to get them help.

    What that means is go to a hospital, be seen by two psychiatric experts and make a decision, should they be confined to the hospital. Not a jail. Not a jail. We’re talking about confined to a hospital in a nurturing, supportive environment and getting them on a path to recovery. And why that is so complicated, I’m not sure, because it’s common sense. It recognizes the dignity of every human life, but also takes away the anxiety that people have when they see these individuals because there have been cases where there have been violent acts and it’s unsettling for people on the subway in the streets.

    So we’re trying to get to language that is in place in 43 other states. So I don’t know why this is so challenging, but I’m very committed to getting this done.

    Morgan McKay, WNYW-TV: Now, Governor, earlier this year, you proposed guardrails on Mayor Eric Adams after there were allegations that he was cooperating with the federal government to get his criminal charges dropped. Do you think those guardrails will be in the budget?

    Governor Hochul: No. They have to go to the City Council first. We knew there was a process that said they have to make the changes and ask for a home rule change from the Legislature.

    So again, I was creating options for people in the city who were very concerned about that dynamic that was unfolding; is there undue pressure on the Mayor or not? I thought that we put in some guardrails related to legal decisions and investigations and the budget. Just some ways that we can keep an eye on the situation and give people that sense of confidence, which I thought would be helpful to the Mayor and the city getting stabilized. And if the City Council doesn’t want to do it, then they must be fine with the status quo. I was just reaching out a hand to help out and it’s up to the people in the City Council to decide whether to send it to the Legislature.

    Morgan McKay, WNYW-TV: Yeah, and Adams just recently appointed as First Deputy Mayor, Randy Mastro. He was leading a lawsuit against New York with New Jersey against congestion pricing, and he did back away from representing New Jersey in his lawsuits after he became First Deputy Mayor, but he is still representing Madison Square Garden and James Dolan, what’s your take on this?

    Governor Hochul: Well, I’ll tell you, we won rather handily against him in the congestion pricing lawsuit because they had nothing to stand on. And they actually ended up in a worse place than we were willing to do for them. So I’ll just put that as the aside.

    We are going to continue fighting for congestion pricing because it is working and many naysayers and people who said, “Never, never, never,” are saying, “Eh, it’s actually working.”

    It’s up to the Mayor who he selects to have around him. I hope he’ll pick people that inspire confidence. But again, my job is to work with the Mayor because I also represent 8.3 million New York City residents.

    Morgan McKay, WNYW-TV: Transportation Secretary Sean Duffy this week has been threatening to cut off federal funding to the MTA if there’s not some sort of subway safety plan.

    In fact he said, and we’re going to play this sound by, I know you can’t see it Governor, but we’re going to play it here. And then we’re going to give you a chance to respond. Go ahead.

    Transportation Secretary Sean Duffy: If you want people to take the train, take transit, then make it safe. Make it clean, make it beautiful, make it wonderful.

    Morgan McKay, WNYW-TV: Now they’re saying that if the State doesn’t give them a subway safety plan that they’re going to cut this funding. What’s your response?

    Governor Hochul: We have given them a subway safety plan. Something I unveiled three years ago. Which as you can see with the crime rates being 50 percent lower than they were back when Rudy Giuliani was the Mayor, “Mr. Tough on Crime,” 50 percent lower than that time, 25 percent lower than last year.

    I’m never going to be satisfied with the rate of subway crimes on the subway in our city. No one is ever satisfied as long as there’s even one. But you cannot argue with the fact that my cops plan, I’m funding — State is paying for overtime for police officers, two on every train starting at nine o’clock at night. That has calmed the situation down dramatically. I wanted to make that investment. That’s important. We now have cameras on every single train. I focused on this intently and got it done. We’re also putting up barriers in the subways so people are nervous about being pushed into the tracks. We’ve had some horrific cases.

    They will feel safer behind these barriers as well as continue to collect fares. Fair evasion is down 25 percent, but I’m not done. So I’m happy to work with the Secretary and show him what we’re doing and if he has other ideas on how to do that, we’ll be happy to take assistance from the federal government because they have a vested interest in the success of our subway system as well, because as goes New York City’s economy, so goes the nation.

    And I’ll work with him. He can call it anything he wants, but I know that people in the city rely on the subway and it is safer. It’s not where we want it to go yet, but it is safer than it was. But also he says people won’t take the subway. It’s up 10 percent since January, so people are taking the subway.

    Morgan McKay, WNYW-TV: Thank you so much, Governor, and we have one last question for you here. We reached out to our TikTok viewers and asked them if they wanted to ask you a question, which we’re going to put up here. And this is from Joey Lorenza – with opening day being yesterday, who is the Governor rooting for this baseball season?

    Governor Hochul: All right, here’s how I have to do this. I was raised as a Yankee fan, okay? In Western New York, the closest team of the Toronto Blue Jays, clearly we’re not going for a Canadian team. So there’s a lot of love for the Yankees. I watched them closely when I was in college. I knew all the players, watched them intensely, but I’m also from Buffalo and I have this affinity for the underdog, which the Mets historically had been.

    So I love when an underdog that’s trying to — really scrappy and trying hard. So I say, I want to see the Mets do it because the Yankees got really far last year and I’d like to see the Mets go that far this year. So there you have it. It’ll get me in trouble with half the population, but I will always be willing to take a position on something that’s as important as baseball.
