  • MIL-OSI Canada: Water Security Agency Launches Agricultural Water Stewardship Policy with $1 Million Research Initiative

    Today, the Water Security Agency (WSA) announced a finalized Agricultural Water Stewardship Policy (policy), a key piece of Saskatchewan’s Agricultural Water Management Program. Also, WSA is committing $1 million over the next three years to ongoing research and monitoring to ensure the policy’s long-term effectiveness.

    “I appreciate the contributions of the 80 stakeholder and Indigenous organizations who helped shape this policy,” Minister Responsible for the Water Security Agency Daryl Harrison said. “We are committed to getting this right for Saskatchewan and will continue to invest in research, monitoring and make adjustments where needed.”

    Saskatchewan producers are caretakers of over 4.6 million acres of wetlands. With 86 per cent of the wetlands in Saskatchewan’s agricultural area undrained, it is clear Saskatchewan producers take their role seriously and are committed to the stewardship of these important features of our landscape. This policy will ensure that stewardship continues by establishing a limit on how many wetlands can be drained and how many wetlands need to be retained on the landscape.

    The policy was developed over the last two years after completing 11 different demonstration and research projects and engaging stakeholder and producer organizations, and Métis and Indigenous rights holders. 

    “The policy is a made-in-Saskatchewan approach to agriculture water management,” Water Security Agency President and CEO Shawn Jaques said. “The policy will support flood prevention, and protection of water quality and wetland habitat, while still allowing drainage to be used as a tool to improve farm efficiency and productivity, as well as soil health.”

    It is a regional approach that considers the different landscapes found in our vast province. It sets a baseline wetland retention goal of 40 per cent, and higher (up to 60 per cent) where required to protect important water sources. 

    The $1 million research initiative will fund projects that help to ensure the policy continues to make sense for Saskatchewan people and its landscape. WSA will monitor and publicly report on a set of key indicators to assess the policy’s progress and effectiveness. Saskatchewan will be the first jurisdiction in Canada to do this.

  • MIL-OSI Canada: Increasing access to affordable child care

    There continues to be growing demand for affordable child-care spaces across Alberta. Alberta’s government continues to support growth in the child-care sector, through the licensing of new child-care programs and upgrading our current facilities. 

    Alberta’s government and the Government of Canada are investing $53 million over two years in the Building Blocks Capital Grant Program to encourage the creation of new child-care spaces. The funds will help Alberta’s child-care providers create more affordable, high-quality spaces where Alberta families need them most.

    The grant will provide non-profit and public child-care providers the capital to build, expand, upgrade and make repairs to their existing facilities. These improvements must support the creation of new child-care spaces.

This funding will help non-profit and public child-care providers make their programs more inclusive, create new child-care spaces and meet the diverse needs of their communities, while maintaining the high-quality care parents deserve and expect.”

    Funding will prioritize the creation of new child-care spaces in high-need areas, such as areas with limited or no child-care options, or underserved communities and communities with barriers to access. Alberta’s rural and remote communities will be a top priority for funding.

    The Building Blocks program will offer two grant streams: major capital and minor capital projects.

    • Major capital grants: For projects that cost $500,000 or more and may include new construction of a child-care facility, building expansions, substantial upgrades and the purchase, assembly, installation and delivery of a modular building structure.
    • Minor capital grants: For projects that cost less than $500,000 and may include interior and exterior renovations, upgrades, repairs, refurbishment or improvements without changes to the structure in a new or existing building.

    Alberta’s government will start accepting applications on Jan. 30 for the Building Blocks Capital Grant Program and eligibility requirements are available online.

    This grant builds on the province’s December 2024 Inclusive Spaces Program Grant announcement, which incentivizes existing licensed child-care facilities to become more inclusive. The Inclusive Spaces Program Grant is open to all licensed providers – facilities, preschools and family day home agencies, and supports equipment, resources and minor renovations. Through these investments, programs can become more accessible, improve their quality and expand their operations.

    Alberta’s government will continue to work with communities and child-care providers to support the creation of accessible and affordable spaces in every corner of the province.

  • MIL-OSI Security: St. John’s — RCMP NL warn residents of email scam

    RCMP NL is warning the public of an email scam that is currently in circulation. The scammer is representing themselves as part of the RCMP, investigating online sexual related offences against youth.

    On Monday, January 27, 2025, Sheshatshiu RCMP received a report from an individual who had received such an email. The scammer stated that the individual was the subject of a police investigation for sexual offences committed against a youth and further stated that the individual was found guilty of these offences.

    The email address used to contact the individual in this particular incident was grc-rcmp-specialized@syberservices.com. This email address is not associated to the RCMP.

    RCMP NL warns that this is a scam. If you are the subject of a criminal investigation, police officers will contact you, most commonly in person. Contact could also take place over the phone or via email however, formal statements about an investigation will be taken in person. Findings of guilt are determined through a court process and not by the police.

  • MIL-OSI Security: New Germany — Lunenburg County District RCMP requesting public assistance with break and enter investigations

    Lunenburg County District RCMP is seeking the public’s assistance in relation to a series of break and enters that have recently occurred in New Germany and Barss Corner.

    On January 27, at approximately 2:48 a.m., Lunenburg County District RCMP was called to a gas station in Barss Corner where at least one person tried to enter the business, triggering the business’s alarm. No items were taken but the building was damaged during the break and enter.

    Later that morning, Lunenburg County District RCMP responded to a workshop in Barss Corner where at least one person had gained access to the shop overnight and taken approximately $8,000 of tools.

    On January 29, Lunenburg County District RCMP members were called to a business in New Germany where at least one person had entered the business overnight and took approximately $4,000 of equipment.

    There is no suspect description available at this time. Lunenburg County District RCMP, with assistance of RCMP Forensic Identification Services, is investigating and asking the public to be vigilant and to report any suspicious activity in the area.

  • MIL-OSI Canada: Introducing $15 a day child care for families

    As part of the $3.8-billion Canada-Alberta Canada-Wide Early Learning and Child Care Agreement, Alberta is supporting families to access affordable child care across the province with their choice in provider.

    Starting Apr. 1, parents with children zero to kindergarten age attending full-time licensed daycare facilities and family day home programs across the province will be eligible for a flat parent fee of $326.25 per month, or roughly $15 a day. Parents requiring part-time care will pay $230 per month.

    To support these changes and high-quality child care, about 85 per cent of licensed daycare providers will receive a funding increase once the new fee structure is in place on Apr. 1.

    Every day, parents and families across Alberta rely on licensed child-care providers to support their children’s growth and development while going to work or school. Licensed child-care providers and early childhood educators play a crucial role in helping children build the skills they need to support their growth and overall health. As Alberta’s population grows, the need for high-quality, affordable and accessible licensed and regulated child care is increasing.

    While Alberta already reduced parent fees to an average of $15 a day in January 2024, many families are still paying much more depending on where they live, the age of their child and the child-care provider they choose, which has led to inconsistency and confusion. Many families find it difficult to estimate their child-care fees if they move or switch providers, and providers have expressed concerns about the fairness and complexity of the current funding framework.

    A flat monthly fee will provide transparency and predictability for families in every part of the province while also improving fairness to providers and increasing overall system efficiency. On behalf of families, Alberta’s government will cover about 80 per cent of child-care fees through grants to daycare facilities and family day homes.

    This means a family using full-time daycare could save, on average, $11,000 per child per year. A flat monthly parent fee will ensure child care is affordable for everyone and that providers are compensated for the important services they offer.

    As opposed to a flat monthly parent fee, Alberta’s government will reimburse preschools up to $100 per month per child on parents’ behalf, up from $75.

    To make Alberta’s child-care system affordable for all families, the flat monthly parent fee is replacing the Child Care Subsidy Program for children zero to kindergarten age attending child care during regular school hours. The subsidy for children attending out-of-school care is not changing.

    As the province transitions to the new flat parent fee, child-care providers will have flexibility to offer optional services for an additional supplemental parent fee. These optional services must be over and above the services that are provided to all children in individual child-care programs. Clear requirements will be in place for providers to prevent preferential child-care access for families choosing to pay for optional services.

    Cutting red tape and supporting child-care providers

    By moving to a flat monthly parent fee, Alberta’s government is continuing the transition to a primarily publicly funded child care system. To support high-quality child care, approximately 85 per cent of licensed daycare providers will receive a funding increase once the new structure is in place on Apr. 1.

    The province is enhancing the system to streamline the child-care claims process used to reimburse licensed child-care providers on behalf of Alberta parents. Alberta’s government is also putting technological solutions in place to reduce administrative burden and red tape.

    Looking ahead

    Over the final year of the federal agreement, Alberta’s government is working to support the child-care system while preparing to negotiate the next term of the agreement, reflective of the needs of Albertans and providers. Alberta joins its provincial and territorial partners across the country in calling for a sustainable, adequately funded system that works for parents and providers long term.

    Quick facts

    • In line with requirements under the Canada-Alberta Canada-Wide Early Learning and Child Care Agreement, the flat monthly parent fee only applies to children zero to kindergarten age requiring care during regular school hours.
    • Children attending 100 or more hours in a month are considered full-time and parents will pay $326.25 a month. Children attending between 50 and 99 hours are considered part-time and parents will pay $230 a month.
    • Families with children attending preschool for up to four hours a day are eligible for up to $100 per month.
    • There are no changes to the out-of-school care Child Care Subsidy Program for children requiring care outside of school hours in grades 1 to 6 and attending full-time kindergarten.
    • Programs may choose to provide optional services for a supplemental fee. Examples may include transportation, field trips and food. Child-care programs are not required to charge parents additional supplemental fees.

    Today government released the 2024 Domestic Violence Death Review Report for Saskatchewan. 

    “Saskatchewan recognizes the need to take action to address the issue of interpersonal violence and domestic violence deaths in our province” Justice Minister and Attorney General Tim McLeod said. “The recommendations in this report will inform future government responses to domestic and interpersonal violence, and can serve as a roadmap for all of us as a province to make our province safer for everyone.”

    The review was conducted by a multi-ministry steering committee and three multidisciplinary case review teams. They completed an analysis of 31 domestic homicide-related deaths, including an in-depth analysis of 11 cases.  

    The report found rates of domestic violence related homicide in rural areas were more than double the rates in urban areas. The majority of domestic homicide victims were female (83 per cent) and most perpetrators were male (82 per cent). Most victims were murdered by current intimate partners. Indigenous peoples were overrepresented as victims. 

    The review emphasized the need for a comprehensive and coordinated approach to address domestic violence in Saskatchewan. 

    The six recommendations promote action in the following areas:

    • education and awareness;
    • intervention for perpetrators;
    • victim-centered approaches;
    • legislation and policy;
    • services in rural and northern areas; and
    • infrastructure development.

    The recommendations in this report put the onus of change on societal systems and individuals who use violence. The full recommendations are available in the report, which is available in its entirety at the bottom of this release. 

    As part of the review, family members and loved ones of domestic homicide victims were invited to participate in the development of a piece of art to act as a memorial for those lost. This memorial expresses loss, grief and memories. It also depicts hope for the future and for change.

    “The loss of lives to domestic violence is a tragic and deeply painful outcome in which women are disproportionately victimized,” Minister Responsible for the Status of Women Alana Ross said. “We honour those lost by learning from their deaths and continuing our efforts to prevent all forms of interpersonal violence and abuse.”

    The Government of Saskatchewan is committed to responding to the recommendations and opportunities for action in the 2024 Domestic Violence Death Review. 

    The province conducted its first Domestic Violence Death Review in 2016 and released the resulting final report in 2018 to expand the provincial understanding of domestic violence deaths and inform future policies and practices. 

    The 2018 Domestic Violence Death Review was used to develop numerous initiatives to address domestic violence in Saskatchewan, including, but not limited to: 

    • funding for second stage housing;
    • the development of Family Intervention Rapid Support Teams;
    • Clare’s Law;
    • 10-day work leave (including five paid days) for survivors;
    • expanded interpersonal violence supports at the 211 crisis line; and
    • the Face the Issue public awareness campaign.

    About the meeting

    The workshop will address questions of business and data ethics in the current evolving landscape of Official Statistics. With adoption of new technologies and methodologies, old policy and guidelines of National Statistical Offices are no longer cover all aspects of business operations, so progress in data ethics is now more important than ever. Business ethics is also gaining importance, as NSOs must act as moral agents upholding ethical behavior. Addressing both these questions is essential to maintain public trust and credibility in an evolving and data driven environment.

    The target audience of the includes senior and middle-level managers responsible for business, institutional and data ethics in their NSOs. As well as communication experts who handle ethical issues within their NSOs.

    About the meeting

    The High-Level Group for the Modernisation of Official Statistics (HLG-MOS) was established by the Bureau of the Conference of European Statisticians (CES) in 2010 to actively steer the modernisation of statistical organisations. The mission of the HLG-MOS is to work collaboratively to identify trends, threats and opportunities in modernising statistical organisations and provide a common platform for experts to develop solutions in a flexible and agile way. The purpose of the workshop was to ensure that the work of HLG-MOS is community driven and that activities and initiatives are aligned with the implementation of the HLG‑MOS vision, avoiding duplication and maximising efficiency. The workshop will also include sessions where the broad official statistics community could share ongoing initiatives related to modernisation and innovation, thus creating synergies among the organisations and opportunities for further collaboration, which will further enrich the work programme of HLG-MOS.

    The target audience of the workshop is experts, managers and leaders in statistical organisations who work on modernisation and innovation initiatives. This includes experts who have participated in the HLG-MOS activities this year as well as those with a broad knowledge of the recent developments in this area and understanding of international cooperation.

    The Supreme Court of Canada has announced that it will hear a challenge to Québec’s secularism law, known as Bill 21.

    The law, passed in 2019 “to affirm the laicity of the State,” restricts certain public sector employees in Québec from wearing religious symbols “while exercising their functions.”

    Those challenging Bill 21 have used a variety of legal tools to oppose a law they argue imposes discriminatory treatment, mainly on Muslim women.

    Muslim women who wear hijabs, and other visibly religious minorities, have been living with the ongoing effects of the law for more than five years. This includes the inability to be employed as a public-school teacher, government lawyer or judge, despite their expertise and training. For those who were already working in the public service while wearing a religious symbol, the law prohibits them from receiving any promotions or transfers.

    There are also restrictions when receiving public services, specifically that a person must uncover their face. This may deter niqab- and burqa-wearing women from accessing public services that they need and deserve.

    When a discriminatory law is enacted, it has implications beyond the legislated text. In Québec, it has promoted the rejection of those who live visibly religious lives through violence on the streets and an insistence that they do not belong to Canadian society.

    The exclusionary power of this law has created a culture of discrimination such that Muslim women are prohibited from wearing the clothing of their choice in employment sectors even beyond the parameters of Bill 21.

    Overriding rights: the notwithstanding clause

    The case is also significant because of the Québec government’s use of Section 33 of the Canadian Charter of Rights and Freedoms — known as the notwithstanding clause — and Section 52 of the Québec Charter of Human Rights and Freedoms to shield the law from legal challenges.

    Bill 21 was enacted with broad popular support in Québec. However, Canadian history is replete with examples of discriminatory laws, from the Indian Act to the Chinese Exclusion Act to the legal orders authorizing Japanese internment camps. Without strict guardrails around how Section 33 can be used, Canadian governments could gain great leeway to create legislation that infringes upon Charter rights.

    Typically, a discriminatory law like Bill 21 would never withstand a constitutional challenge since the Canadian and Québec Charters protect religious freedom and the right to equality. However, because the Québec government invoked both override provisions pre-emptively — before a court could decide on the law’s constitutionality — challenging the law has become more difficult.

    The Charter’s Section 33 is called the “notwithstanding clause” because it permits federal Parliament or provincial/territorial legislatures to make laws notwithstanding (in other words, despite) certain rights and freedoms guaranteed in the Charter. Essentially, it gives governments the power to override certain constitutional provisions. A Section 33 declaration is valid for five years, after which it ceases to have effect, unless it is renewed, as it was in the case of Bill 21.

    Despite the predominant view among legal experts that Bill 21 is discriminatory, and a finding by the Québec Superior Court that it has a cruel and dehumanizing impact on Muslim women, the law continues to stand because courts have interpreted Section 33 to have no substantive limits.

    Unwritten constitutional principles

    With this case, the Supreme Court of Canada has a critical opportunity to set reasonable parameters around the use of Section 33 that will have important implications for human rights cases in the future.

    The notwithstanding clause permits governments to override some of our most cherished Charter rights: religious freedom, equality, rights to life, liberty and security of the person, the right against unreasonable search and seizure, the right against arbitrary arrest and detention, and the right to legal counsel among other rights. Therefore, there must be constitutional constraints on its use.

    Section 33 should not be viewed as a bottomless pit where rights and freedoms go to die.

    The Canadian Constitution contains an irreducible minimum core of human rights embodied in unwritten constitutional principles that have been recognized multiple times by the Supreme Court of Canada.

    The Supreme Court has defined unwritten constitutional principles as norms that “inform and sustain the constitutional text.” The unwritten constitutional principle most relevant to addressing Bill 21 is “respect for or protection of minorities.” The protection of minorities was a key consideration motivating the enactment of the Charter of Rights and Freedoms and it is a fundamental norm of justice so basic that it must inform the scope of Section 33’s use.

    ‘Blank cheque?’

    The unwritten constitutional principle of “respect for minorities” provides a constitutional guardrail against abuse of Section 33, which has been interpreted by judges as a constitutional blank cheque, allowing governments to reduce rights to discretionary entitlements.

    Since the notwithstanding clause lives within the Canadian Constitution itself, it must conform to the defining features of the constitutional structure. The use of Section 33 must be consistent with the fundamental “principles that define our society.” For rights to be real and meaningful — to be legal pillars that people can rely on — they must have enduring constitutional protection.

    To achieve this, the Supreme Court of Canada needs to draw appropriate boundaries around the use of Section 33. If the notwithstanding clause continues to be viewed as an open licence for governments to pick and choose which rights they respect, one might reasonably question whether Charter rights exist at all.

    Saskatchewan’s vibrant and diverse history takes center stage during the celebration of Archives Week 2025. This year, Archives Week runs from Sunday, February 2 to Saturday, February 8. This annual event shines a spotlight on the vital work of archives across the province in preserving and sharing the stories that have shaped Saskatchewan’s identity.

    “Saskatchewan’s Provincial Archives make a significant contribution to our province by maintaining the historical and cultural richness found in our communities,” Parks, Culture and Sport Minister Alana Ross said. “It is important to recognize the substantial scope and value of heritage conservation, the work undertaken leads to a deeper understanding and appreciation of our provincial identity.”

    Organized by the Saskatchewan Council for Archives and Archivists (SCAA), Archives Week 2025 features events and activities that showcase the province’s cultural and historical treasures. We are inviting the public to explore and celebrate their shared heritage.

    One highlight of this year’s celebrations is the 80th anniversary of the Provincial Archives of Saskatchewan. The Provincial Archives will host an event: The Thrill of Discovery. Taking place on Wednesday, February 5, at 7 p.m. at 2440 Broad Street in Regina, the evening will feature a presentation by renowned historian Frank Korvemaker, displays from local archives, and a new exhibit showcasing unique and fascinating records. Admission is free and refreshments will be served.

  • MIL-OSI Global: Growing ‘anti-gender’ movements are trying to restrict equality and sex education in schools around the world

    The start of a new Trump presidency in the US may well signal the introduction of policies that limit the knowledge children can access in schools.

    Already, districts in states across the US are able to ban books from schools and libraries, often on topics such as race and LGBTQ+ identities. And during the presidential campaign, Trump said that he would withhold federal funding from schools that “recognise transgender identities”.

    But these kinds of limits on education are not only present in the US. Across the world, there are concerted efforts to control who can access education and what children can learn in schools.

    “Anti-gender” movements reject the social changes that come from an increase in rights for women and LGBTQI+ people. They promote a social order based on patriarchal gender norms, heterosexual marriage and a binary understanding of gender. They target schools because education has unique potential to influence social norms and attitudes for the long term.

    These movements are funded largely by conservative foundations and individuals, largely in the US and Europe. They work together to disrupt children’s educational opportunities and undermine gender equality in the global south, particularly Africa and Latin America.

    My report, co-written with colleagues from the thinktank ODI Global, has found that this is an accelerating and well-funded trend. But it can be countered, including through the use of legislation that upholds human rights. Understanding the nature of these movements and how to counter them is vital to protect all children’s rights to a quality education.

    Global reach

    In the last decade, these movements have become greatly influential. They are global in reach and include politicians, foundations, think-tanks, media ecosystems, religious institutions and grassroots civil society.

    One such group, for instance, is the multi-lingual online platform CitizenGO. It mobilises people to sign petitions and engage in letter-writing campaigns to influence policy both at national and global levels.

    In 2017 CitizenGo sponsored an orange “anti-trans” bus that travelled through Europe and the Americas. Though the organisation boasts that it is funded by small donations, investigative research indicates it likely received seed funding from religious and far-right sources in Russia and western Europe.

    Between 2008 to 2017, the aggregate revenue of US-based organisations linked to the anti-gender movement amounted to US$6.2 billion (£5 billion) according to research from the Global Philanthropy Project, a group of funders aiming to advance LGBTI+ rights. Over this same period, 11 US-based organisations funnelled at least US$1 billion to like-minded organisations abroad.

    In schools, these movements focus on amplifying and manufacturing outrage around comprehensive sexuality education.

    Stifling sex education

    Comprehensive sex education has been developed to provide young people with age-appropriate and accurate information about sex, relationships, and bodily changes. It has been proven to help reduce teenage pregnancy and encourage safer, more equal sexual relationships. But it has become a lightning rod for the movement to generate fear, backlash and ignite parental protests in places as diverse as South Africa, Peru and Ghana.

    Anti-comprehensive sexuality education campaigns frame this educational content as inappropriate. They advocate for sex education based solely on “biological facts” or the promotion of abstinence.

    They present the discussion of topics such as consent and bodily autonomy, or information on contraception and safe sex practices, as likely to encourage sexual experimentation and teenage pregnancy. This is despite as decades of evidence showing that the opposite is true.

    In Peru, for example, the Con Mis Hijos No Te Metas (Don’t Mess with My Kids) movement started as a parental movement protesting against inclusion of gender equality material in the basic education curriculum. The movement’s campaigns have spread to oppose comprehensive sexuality education in countries including Argentina, Brazil, Chile, Colombia and Mexico.

    With long-term flexible funding, the anti-gender movement can respond to emerging policies and situations. It can wage long-term campaigns to shift norms and policies.

    In regions such as Africa and Latin America, one of the most successful tactics has been to deploy anti-colonial language. This includes painting comprehensive sexuality education or acceptance of homosexuality as being imposed by “the west”.

    However, funding from conservative US and European foundations designed to entrench certain gender norms and forms of sexual morality in Latin America and Africa can equally be considered as a form of neo-colonialism. Between 2007 and 2020, over US$54 million was spent on the African continent by US-based Christian groups, supporting campaigns against LGBTQ+ rights and comprehensive sexuality education.

    Another key tactic is the dissemination of misinformation, exploiting parental anxieties and fears. These include exaggerated claims that often bear little relation to the actual content of curricula and learning materials.

    However, our research has found that in countries where legal frameworks and systems uphold human rights, legal action can protect access to a full and effective education.

    For example, strategic litigation has overturned state laws in Mexico and Brazil that restricted sexuality education. Legal approaches have also ended policies that banned adolescent mothers from returning to school in Sierra Leone.

    Countering misinformation about what is taught in schools is vital. This can involve sharing accurate information about topics such as sexuality education with parents, and usually works best as part of a face-to-face dialogue.

    US president Donald Trump is surrounded by a new cohort of politicians and officials. While one of his campaign promises was to overthrow the “corrupt elites” he accuses of flooding the American political arena, his second term in office has elevated elites chosen, above all, for their political loyalty to him. Does his second term open the door to elites who can operate without concern for justice and truth?

    The media’s focus on Trump’s comments on making Canada the 51st US state and annexing Greenland and billionaire Elon Musk’s support for some far-right parties in Europe has obscured the ambitious programme to transform the federal government that the new political elite intends to implement.

    In the wake of Trump’s inauguration on January 20, the Republican elites most loyal to the MAGA (“Make America Great Again”) leader, who staunchly oppose Democratic elites and their policies, are operating amid their party’s control over the executive and legislative branches (at least until the midterm elections in 2026), a conservative-dominated Supreme Court that includes three Trump-appointed justices, and a federal judiciary that shifted right during his first term.

    However, the political project of the Trumpist camp consists less of challenging elitism in general than attacking a specific elite: one particular to liberal democracies.

    Castigating democratic elitism

    Typical anti-elite political propaganda, along the lines of “I speak for you, the people, against the elites who betray and deceive you,” claims that a populist leader would be able to exercise power for and on behalf of the people without the mediation of an elite disconnected from their needs.

    Political theorist John Higley sees behind this form of anti-elite discourse an association between so-called “forceful leaders” and “leonine elites” (who take advantage of the former and their political success): a phenomenon that threatens the future of Western democracies.

    Since the Second World War, there has been a consensus in US politics on the idea of democratic elitism. According to this principle, elitist mediation is inevitable in mass democracies and must be based on two criteria: respect for the results of elections (which must be free and competitive); and the relative autonomy of political institutions.

    The challenge to this consensus has been growing since the 1990s with the increased polarization of American politics. It gained new momentum during and after the 2016 presidential campaign, which was marked by anti-elite rhetoric from both Republicans and Democrats (such as senators Bernie Sanders and Elizabeth Warren). At the heart of some of their diatribes was an aversion to “the Establishment” on the east and west coasts of the United States, where many prestigious financial, political and academic institutions are based, and the conspiracy notion of the “deep state”.

    The re-election of Trump, who has never admitted defeat in the 2020 presidential vote, growing political hostility and the direct involvement of tech tycoons in political communication –especially on the Republican side– further reinforce the denial of democratic elitism.

    Trump’s populism from above: a revolt of the elites

    The idea that democracy could be betrayed by “the revolt of the elites”, put forward by the US historian Christopher Lasch (1932-1994), is not new. For the anthropologist Arjun Appadurai, it is a particular feature of contemporary populism, which comes “from above.” Indeed, if the 20th century was the era of the “revolt of the masses”, the 21st century, according to Appadurai, “is characterized by the ‘revolt of the elites’.” This would explain the rise of populist autocracies (such as those currently led by Viktor Orban in Hungary, Recep Tayyip Erdogan in Turkey and Narendra Modi in India, and formerly led by Jair Bolsonaro in Brazil), but also the election successes of populist leaders in consolidated democracies (including those of Trump in the US, Giorgia Meloni in Italy, and Geert Wilders in the Netherlands, for example).

    As Appadurai explains, the success of Trumpian populism, which represents a revolt by ordinary Americans against the elites, casts a veil over the fact that, following Trump’s victory in November, “it is a new elite that has ousted from power the despised Democratic elite that had occupied the White House for nearly four years.”

    The aim of this “alter elite” is to replace the “regular” Democrat elites, but also the moderate Republicans, by deeply discrediting their values (such as liberalism and so-called “wokeism”) and their supposedly corrupt political practices. As a result, this populism “from above” carried out by the President’s supporters constitutes an alternative elite configuration, the effects of which on American democratic life could be more significant than those observed during Trump’s first term.

    Beyond the idea of a ‘Muskoligarchy’

    The idea that we are witnessing the formation of a “Muskoligarchy” –in other words, an economic elite (including tech barons such as Jeff Bezos, Mark Zuckerberg and Marc Andreessen) rallying around the figurehead of Elon Musk, whom Trump asked to lead what the president has called a “Department of Government Efficiency” (DOGE) –is seductive. It perfectly combines the vision of an alliance between a “conspiratorial, coherent, conscious” ruling class and an oligarchy made up of the “ultra-rich”. For the Financial Times columnist Martin Wolf, it is even a sign of the development of “pluto-populism”. (It is also worth noting that former president Joe Biden, in his farewell speech, referred to “an oligarchy… of extreme wealth” and “the potential rise of a tech-industrial complex.”)

    However, some observers are cautious about the advent of a “Muskoligarchy.” They point to the sociological eclecticism of the new Trumpian elite, whose facade of unity is held together above all by a political loyalty, for the time being unfailing, to the MAGA leader. The fact remains, however, that the various factions of this new “anti-elite” elite are converging around a common agenda: to rid the federal government of the supposed stranglehold of Democratic “insiders.”

    An ‘anti-elite’ elite against the ‘deep state’

    In his presidential inauguration speech in 1981, Ronald Reagan said: “Government is not the solution to our problem; government is the problem.” The anti-elitism of the Trump elite is inspired by this diagnosis, and defends a simple political programme: rid democracy of the “deep state.”

    Although the idea that the US is “beleaguered” by an “unelected and unaccountable elite” and “insiders” who subvert the general interest has been shown to be unfounded, it is nonetheless predominant in the new Trump Administration.

    This conspiracy theory has been taken to the extreme by Kash Patel, the candidate being considered to head the FBI. In his book, Government Gangsters, a veritable manifesto against the federal administration, the former lawyer writes about the need to resort to “purges” in order to bring elite Democrats to justice. He lists around 60 people, including Biden, ex-secretary of state Hillary Clinton and ex-vice president Kamala Harris.

    The appointment of Russell Vought as head of the Office of Management and Budget at the White House, a person who is known for having sought to obstruct the transition to the Biden Administration in 2021, also highlights the hard turn that the Trump administration is likely to take.

    Reshaping the state around political loyalty

    To “deconstruct the administrative state”, the “anti-elite” elites are relying on Project 2025, a 900-plus page programme report that the conservative think-tank The Heritage Foundation, which published it, says was produced by “more than 400 scholars and policy experts.” According to former Project 2025 director Paul Dans, “never before has the entire movement… banded together to construct a comprehensive plan” for this purpose. On this basis, the “anti-elite” elite want to impose loyalty to Project 2025 on federal civil servants.

    But this idea is not new. At the end of his first term, Trump issued an executive order facilitating the dismissal of statutory federal civil servants occupying “policy-related positions” and considered to be “disloyal”. The decree was rescinded by president Biden, but Trump on his first day back in office signed an executive order that seeks to void Biden’s rescindment. As President, Trump is also able to allocate senior positions within the federal administration to his supporters.

    The “anti-elite” elite not only want to reduce the size of the state, as was the case under Reagan’s “neoliberalism”, but to deconstruct and rebuild it in their own image. Their real aim is a more lasting victory: the transformation of democratic elitism into populist elitism.

    In 2023, U.S. nuclear generators used 32 million pounds of imported uranium concentrate (U3O8) and only 0.05 million pounds of domestically produced U3O8. Imports accounted for 99% of the U3O8 they used in 2023 to make nuclear fuel. Foreign producers predominantly supply the U.S. front-end nuclear fuel cycle, but federal policies have been implemented recently to build out the domestic U.S. nuclear fuel supply chain. The U.S. Department of Energy (DOE) recently received $2.7 billion in congressional funding to help revive domestic fuel production for commercial nuclear power plants.

    U3O8 is chemically extracted from uranium ore that has been mined and milled. The fine powder is packaged in steel drums and later enriched and processed further to prepare it for use as fuel in nuclear reactors. U.S. production of U3O8 in the third quarter of 2024 totaled 121,296 pounds, a 24% increase from production of 97,709 pounds in the second quarter. Production in the third quarter occurred at five U.S. facilities: three in Wyoming (Nichols Ranch ISR Project, Lost Creek Project, and Smith Ranch-Highland Operation) and two in Texas (Alta Mesa Project and Rosita).

    In 2023, the United States imported U3O8 and equivalents primarily from Canada, Australia, Russia, Kazakhstan, and Uzbekistan. The origin of U3O8 used in U.S. nuclear reactors could change in the coming years. In May 2024, the United States banned imports of uranium products from Russia beginning in August, although companies may apply for waivers through January 1, 2028.

The Fund’s ability to benefit from the Index level decreases will depend on prevailing market conditions, especially market volatility, at the time the Fund enters into the sold put option contracts and will vary from Put Period to Put Period. The value of the options contracts is affected by changes in the value and dividend rates of component companies that comprise the Index, changes in interest rates, changes in the actual or perceived volatility of the Index and the remaining time to the options’ expiration, as well as trading conditions in the options market. As the Index level changes and time moves towards the expiration of each Put Period, the value of the options contracts, and therefore the Fund’s NAV, will change. However, it is not expected for the Fund’s NAV to directly inversely correlate on a day-to-day basis with the returns of the Index level. The amount of time remaining until the options contract’s expiration date affects the impact that the value of the options contracts has on the Fund’s NAV, which may not be in full effect until the expiration date of the Fund’s options contracts.     Fourth quarter 2024 highlights

    • Revenue increased 16% to $1.88 billion; acquisition contribution was +9% and organic revenue was +7%
    • Operating cash flow was $722 million; adjusted operating cash flow increased 13%
    • GAAP net earnings increased 22% to $462 million; adjusted net earnings increased 10% to $520 million
    • Adjusted EBITDA increased 13% to $744 million
    • GAAP DEPS increased 22% to $4.28; adjusted DEPS increased 10% to $4.81

    Full year 2024 highlights

    • Revenue increased 14% to $7.04 billion; acquisition contribution was +8% and organic revenue was +6%
    • Operating cash flow was $2.39 billion; adjusted operating cash flow increased 16%
