    Today, the Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, alongside the Honourable Randy Boissonnault, Minister of Employment, Workforce Development and Official Languages, and the Honourable Jean-Yves Duclos, Minister of Public Services and Procurement and Quebec Lieutenant, announced further action to protect and create jobs for Canadian workers.

    First, the Deputy Prime Minister and Minister of Finance announced that effective today, imports of certain Chinese-made steel and aluminum products are subject to a 25 per cent tariff. These tariffs will help level the playing field to protect Canadian workers whose job security is being put at risk by China’s unfair, intentional, and state-directed trade practices of oversupply and overcapacity, as well as its lack of robust environmental and labour standards. Through this action in lockstep with key trading partners, Canada is also preventing trade diversion with these tariffs.

    Recognizing that Canadian businesses may need time to adjust, the federal government is prepared to offer tariff relief in certain, exceptional circumstances to help make sure that Canadian workers aren’t punished as new supply chains are established. Canadian businesses can apply for relief by emailing remissions-remises@fin.gc.ca. Requests received before November 8, 2024, will be processed on a priority basis.

    Second, the Minister of Employment, Workforce Development and Officials Languages announced further robust reforms to the Temporary Foreign Worker Program to ensure the labour market is fair for Canadian workers. Some employers are using the Temporary Foreign Worker Program to hire from abroad at lower wages than what they would pay Canadians. This undercuts Canadians’ wage growth and the number of available jobs, puts temporary foreign workers into precarious situations, and erodes confidence in our immigration system.

    To protect Canadian workers from unfair wage competition, starting November 8, 2024, the hourly wage criteria for the high-wage stream will be raised to 20 per cent above the median hourly wage—between $5 per hour and $8 per hour—depending on the province or territory. This will incentivize employers to hire Canadians before turning to the program and encourage greater wage growth. And to crack down on employers who provide false information on their applications, starting October 28, 2024, the government is implementing stringent new data verification processes, which will ensure only genuine and legitimate job offers are approved.

    Third, the Ministers launched new measures to secure Canada’s artificial intelligence (AI) advantage, including the $200 million Regional Artificial Intelligence Initiative. AI is already unlocking growth and job opportunities in industries across the economy and helping many Canadian workers become more productive. In the past year, job growth in AI increased by nearly one third in Canada—among the highest growth of any sector. And most AI jobs pay well above the average income.

    Today, the government is launching two key parts of its $2.4 billion AI package to ensure the economic benefits of AI reach all corners of our country. Through the new $200 million Regional Artificial Intelligence Initiative, Canada’s Regional Development Agencies will support AI start-ups to bring new technologies to market, and drive AI adoption by small businesses in critical sectors across the economy, such as agriculture, clean technology, health care, and manufacturing. In addition, the National Research Council of Canada Industrial Research Assistance Program is receiving $100 million to help small- and medium-sized businesses scale up and increase productivity by building and deploying new AI solutions.

    The federal government’s economic plan is taking action to protect and create good-paying jobs for Canadian workers. We are protecting workers from unfair Chinese competition and from having their wages undercut. And we are investing in the technologies that create good-paying jobs, accelerate innovation, and boost productivity, so workers can focus on what they do best. This is all part of our plan to raise wages, increase living standards, and build a Canada that’s fairer for every generation.

  • MIL-OSI Canada: Manitoba Government Increases Investment in Ste. Agathe Infrastructure Project

    The Manitoba government is investing $48.6 million in a major bridge crossing, named after Louis Riel, the first premier of Manitoba, to ensure the safe, efficient movement of people, goods and services, Premier Wab Kinew and Transportation and Infrastructure Minister Lisa Naylor announced today.

    “Our government is committed to improving infrastructure across the province and will continue to consult with municipalities to identify the highest priority projects.” said Naylor. “The rehabilitation of the Louis Riel Bridge will improve safety as well as enhance and streamline inter-community travel.”

    The major structure rehabilitation contract for the Louis Riel Bridge on Provincial Road (PR) 305 began this August. The rehabilitation of the bridge will include major foundation works and feature the construction of a new bridge riding surface, which will be wider than the existing with two 3.7-metre travel lanes with 1.8-metre shoulders, plus a 2.7-metre-wide pedestrian pathway. The rehabilitation work will be completed in stages with both stages scheduled to be completed by September 2026. Completion of all work is scheduled for later in the fall-winter of 2026, noted the minister.

    “Our government is committed to improving infrastructure across the province,” said Naylor. “This project will improve safety and enhance inter-community connections.”

    The Louis Riel Bridge in Ste. Agathe was originally constructed in 1959 and is a vital east-west link over the Red River connecting people, businesses and agricultural land to Provincial Trunk Highway (PTH) 75. Named in honour of Louis Riel, founder of the province of Manitoba and his contributions toward justice for Métis rights and cultural representation, investment in the ongoing integrity of this structure is a priority for the Manitoba government, noted the premier.

    “The rehabilitation of the Louis Riel Bridge is an important project for our community and the region. This bridge serves as a critical link for residents, businesses, and agricultural operations, and its modernization will ensure safe and efficient travel for all,” said Mayor Chris Ewen, Ritchot. “We are deeply grateful for the provincial investment in this infrastructure, which honours the legacy of Louis Riel and supports our growth and prosperity for generations to come.”

    The bridge will remain open during construction with a single lane controlled by signal lights at each end of the bridge. This is an active construction area and drivers are encouraged to move through with extra caution and consider allowing extra time when traveling in this area.

  • MIL-OSI USA: Department of Labor obtains judgment to recover $120K in wages, damages from Huddle House franchisee who withheld wages, made illegal deductions

    OKLAHOMA CITY – The U.S. Department of Labor has obtained a consent judgment and injunction to recover $120,000 in back wages and liquidated damages for 177 Oklahoma restaurant workers whose employer deducted time for lunch breaks not taken and failed to pay employees for all hours worked.

    The Sept. 18, 2024, judgment in the U.S. District Court for the Western District of Oklahoma against Gregg Hansen operator of Huddle House franchise locations in Ardmore, Edmond and Oklahoma City follows an investigation by the department’s Wage and Hour Division that found the employer’s pay practices from October 2019 to February 2023 violated federal minimum wage and overtime provisions.

     “Gregg Hansen has deprived hundreds of low-wage workers at his Huddle House franchise locations of their full, hard-earned wages,” explained Wage and Hour Division District Director Michael Speer in Oklahoma City. “The Wage and Hour Division is determined to stop employers who repeatedly and willfully disregard federal labor regulations and hold them accountable for such blatant violations.”

    The division previously cited the Chattanooga, Tennessee-based employer for similar violations at the same Oklahoma locations from 2016 to 2021, and at its locations in Missouri, Tennessee, and Texas. The willful and repeated nature of Hansen’s Fair Labor Standards Act violations prompted the department to pursue legal remedies. 

    At one point owning nearly 20 locations in nine states, Gregg Hansen has been known as one of the largest Huddle House franchise operators in the nation. The Huddle House brand is owned by Ascent Hospitality Management in Sandy Springs, Georgia, a multi-brand restaurant company with nearly 600 Huddle House and Perkins Restaurant & Bakery locations in the U.S. and Canada.

  • MIL-OSI Global: The Canadian Arctic shows how understanding the effects of climate change requires long-term vision

    Embrace change, they say, or become a casualty. This adage weighed heavily on my mind during my latest research trip to the Arctic. Repeatedly, I found myself clutching the .303 calibre rifle over my shoulder — a piece of equipment I once considered unnecessary.

    As my research assistants and I crossed the tundra of Victoria Island in northern Canada, firearms were only the most obvious addition to our gear. Each of us carried a whistle around our neck, a canister of bear spray on our hip, and new alertness in our routine. Back at our camp near Wellington Bay, Nunavut, an electric fence surrounded our tents. Grizzly bears were new inhabitants on this island. Safety called for different provisions and a different mindset.

    After three decades, I had returned north with a purpose: to assess how tundra plants were responding in a rapidly changing climate. For my assistants and me, the plan was straightforward. We would return to the exact sites I had studied some 30 years earlier, to evaluate how they had changed during those intervening years.

    By the end, I learned a more fundamental point: that perseverance, and long-term planning, are the key to enabling scientific progress and unlocking ecological secrets.

    Alarming pace of change

    In the Arctic, the pace of environmental change is especially troubling. Species like grizzlies and orcas are advancing northward, weather is more volatile and sea ice is shrinking — driven by temperatures rising nearly four times more quickly than the global average.

    The Arctic is the earth’s air conditioner. Disruptions at the top of the world could reverberate elsewhere.

    While the significance of the Arctic is planetary, an encounter with the land is intensely personal.

    North of the treeline, in the expanse of arctic tundra, you take in the whole horizon. In summer, you hear the distant bugling of cranes and geese as you walk boundlessly in the midnight sun.

    In winter, you may come upon a band of caribou as you travel atop the wind-sculpted snow. Once you’ve stood north of the treeline, your worldview is transformed.

    I am one of those transformed individuals. As a graduate student in the 1990s, I resided at Ekalluktok — a special place on the south coast of Victoria Island where the migrations of char and caribou intersect, where Inuit have lived for thousands of years. Here I studied the abundance and variety of tundra plants.

    Today, the Arctic has already blown past 2 C of warming. Understanding the effects of climate change on this island could provide insights into the dynamics of change across the entire Arctic region.

    Plants, foundation of the food chain, are a top research priority. Shifts in the flora are likely to be consequential to herbivores such as muskoxen and caribou — and therefore to people.

    Measuring change

    Nature reveals her swings and proclivities with reluctance. To prise open those mysteries, I added a key ingredient: time. On this return trip, I intended to walk back decades to uncover the response of plants in an altered climate by using precisely the same methods at precisely the same locations as I had in the 1990s.

    For deciphering ecological change, it’s a potent recipe: measure, add decades, repeat.

    Measuring the vegetation, I knew, would be straightforward. In the wry words of the pioneering British botanist, John Harper, “plants stand still and wait to be counted.”

    Our more immediate challenge was finding those same locations. Three decades earlier, in the days before GPS, I had marked each location with a metal stake. Now, I trusted that stakes, too, “stand still and wait to be revisited.”

    For weeks, my assistants and I scoured the land for those stakes, guided by maps, memory and a metal detector. And our search — sometimes easy and direct, sometimes meandering and desperate — yielded 98 per cent of them.

    At each stake, we bent low, occasionally on hands and knees, to tally the abundance of sedges, shrubs, lichens and diminutive wildflowers. It was a repeat performance from my original study almost three decades earlier.

    Those repeat observations revealed long-term shifts in vegetation, some unexpected.

    Grasses and sedges increased substantially, an example of arctic greening, regarded as one of the world’s clearest illustrations of climate change effects. Some species — notably purple saxifrage, the official flower of Nunavut — declined dramatically, contributing to arctic browning.

    Many other plants showed no apparent change, suggesting climatic resilience, at least over decades. But across the Arctic, the picture of vegetation change remains incomplete, complicated by variations among species and regions. Sustained science will be needed to unravel this ecological complexity.

    Funding the long-term

    That broader message, unforeseen to me at the outset, is now clear.

    Without precisely paired observations, the vegetation shifts at Ekalluktok would have been indistinct. Elegant in their simplicity, repeat observations offer a double vantage point: an instant retrospective for decoding the past and a foundation for monitoring the future.

    But long-term studies are still uncommon. They demand sustained investment, at odds with conventional, short-term cycles of scientific training and funding.

    Managing change starts with awareness. And in a changing world, sustained science will be essential to interpret, mitigate and steer us along a favourable path. Conservation is not a sprint, but a determined trek toward better understanding and a better future.

  • MIL-OSI Security: Yellowknife — “G” Division RCMP to host Peace Officer’s Memorial Ceremony

    Each year across the country on the last Sunday of September, communities gather to honor and remember those Police and Peace Officers who gave their lives in service to Canada.

    This year, RCMP Constable Rick O’Brien, who was killed serving his community, will have his name added to the national memorial in Ottawa. 2024 will mark the 45th anniversary of the national event held on Parliament Hill.

    Here in the Northwest Territories, a ceremony will take place in front of the cenotaph at RCMP Headquarters in Yellowknife at 11:00 a.m. on September 29th. We will gather to recognize those who have died in service to Canada’s Arctic region and ensure the magnitude of their sacrifice is not forgotten. The public is encouraged to attend. Road closures will be in place.

  • MIL-OSI Security: Yellowknife — Yellowknife RCMP respond to fatal collision

    At approximately 5:00p.m. on September 27th, Yellowknife RCMP were dispatched to a report of a collision between a vehicle and a pedestrian in the downtown core of Yellowknife.

    Officers attended the scene and found a 62-year-old female pedestrian had been struck by a vehicle. She was taken to hospital and later pronounced deceased.

    Investigation led to officers formulating grounds to believe the driver of the vehicle was intoxicated. The driver was arrested at the scene and remains in custody at this time.

    This matter is under investigation in partnership with the Office of the Chief Coroner.

    The Yellowknife RCMP believe there are witnesses to this tragic occurrence and are asking anyone in the area with information to contact the Yellowknife RCMP at 669-1111 or Crime Stoppers at http://www.p3tips.com.

    Officers are requesting anyone with video or photos of the accident or the moments leading up to it to come forward to police. This could include cellphone video or photos, dashcam footage or businesses with exterior video footage in the area of 50th Street and Franklin Avenue and the downtown liquor store.

    At approximately 5:00p.m. on September 27th, Yellowknife RCMP were dispatched to a report of a collision between a vehicle and a pedestrian in the downtown core of Yellowknife.

    He appeared before a Justice of the Peace and was released, next appearing in Yellowknife Territorial Court on October 29th, 2024.

  • MIL-OSI Security: Ulukhaktok — Ulukhaktok RCMP respond to overdue boater

    On September 27th, 2024, Ulukhaktok RCMP were made aware that a resident of the community had failed to return from a boating trip in an 18-foot red Lund boat. An RCMP Search Manager was immediately assigned to the matter. Ulukhaktok Search and Rescue had begun a search for the man.

    The Joint Rescue Coordination Center (JRCC) took charge of the search on the water. Numerous resources were deployed to the search including two Canadian Coast Guard vessels (including Coast Guard Auxiliary) and rotary wing aircraft, a C-130 Hercules as well as local search and rescue vessels.

    Ulukhaktok Search and Rescue ground crews continued search efforts to Kiijivik camp and inland, as well as around the hamlet.

    After intensive efforts, JRCC has suspended the search at this time.

    The Ulukhaktok RCMP would like to thank all of the volunteers and searchers who tirelessly contributed to the search efforts.

    On October 21, 2024, Caleb Head, an inmate from Bowden Institution, died while in our custody.

    On October 21, 2024, Caleb Head, an inmate from Bowden Institution, died while in our custody.

    At the time of death, the inmate was 32 years old and had been serving an indeterminate sentence since December 1, 2017.

    The inmate’s next of kin have been notified.

    As in all cases involving the death of an inmate, the Correctional Service of Canada (CSC) will review the circumstances. CSC policy requires that the police and the coroner be notified.

  • MIL-OSI Security: Yellowknife — Yellowknife RCMP urge public to secure parked vehicles

    Yellowknife RCMP are urging members of the public to ensure their vehicles are secure with no valuables visible when parking. Officers routinely respond to reports of residents having their vehicles rummaged through across all areas of the city and many of these instances could be preventable.

    Leaving items such as purses, wallets phones and other electronics in a vehicle makes it an easy target for theft. Ensure your vehicle is locked before leaving it.

    With winter around the corner, the RCMP also reminds the public not to leave vehicles running with keys inside, even if for a short time, as this makes vehicle theft only too easy to carry out.

  • MIL-OSI Security: Whatì — Whatì RCMP respond to assault with a weapon

    On October 6th, 2024, Whatì RCMP received a report that two people had been shot with a pellet gun at a residence. Officers attended the scene and located two victims who were taken for medical treatment. The suspects had already fled the community in a vehicle.

    Officers from the Behchokǫ̀ detachment were able to intercept the vehicle and arrested the 4 occupants. They have since been released conditionally.

    The RCMP believe this was a targeted occurrence and that there is no risk to the general public.

    The matter remains under investigation at this time and no charges have been laid.

  • MIL-OSI Security: Yellowknife — Yellowknife RCMP lay charges after aggravated assault

    On October 4th, 2024, Yellowknife RCMP received a call that a person had been stabbed in the area of Sunridge Apartments. Officers attended the scene and confirmed a person had been assaulted with a weapon, after which the assailant had fled in a vehicle.

    Officers located the vehicle a short time later and arrested several suspects believed to be involved in the assault. As a result of this investigation, a 40-year-old Yellowknife woman is currently facing the following charges:

    • Aggravated assault, contrary to section 268(2) of the Criminal Code
    • Possession of a weapon for a dangerous purpose, contrary to section 88(1) of the Criminal Code
    • Obstructing a peace officer, contrary to section 129(a) of the Criminal Code

    She appeared before a Justice of the Peace and was subsequently released to appear in court on October 29th, 2024 in Yellowknife.

    This investigation remains ongoing.

Diluted income per share in the third quarter of 2024 was $2.06 compared to $1.66 in the second quarter of 2024 and $1.66 in the third quarter of 2023.

    Third quarter 2024 cash flows provided by operating activities were $262 million, compared to $150 million in the second quarter of 2024 and $172 million in the third quarter of 2023. Adjusted free cash flow* was $184 million, an increase of $88 million sequentially and $47 million year-over-year. Capital expenditures were $78 million in the third quarter of 2024, compared to $62 million in the second quarter of 2024 and $42 million in the third quarter of 2023.

The margin performance underscores our ability to deliver strong returns in a softer market environment. Despite continued North America weakness, customer scheduling delays in Latin America and a reduced activity outlook in certain other geographies, we still expect strong revenue growth and adjusted EBITDA margins of greater than 25% for the full year.

    In the third quarter, Weatherford acquired Datagration, enhancing our position with one of the industry’s most advanced digital offerings for production and asset optimization. The acquisition demonstrates our commitment to driving innovation across our technology portfolio and accelerating our growth in the digital transformation of the energy industry. Following our announcement in the third quarter regarding Weatherford’s first-ever shareholder return program, we paid our first quarterly dividend of $0.25 per share on September 12, 2024, to shareholders on record as of August 13, 2024, and as of September 30, 2024, we have bought back $50 million of ordinary shares.

    While the macroeconomic environment is volatile and there is heightened risk of geopolitical events creating sector challenges, Weatherford remains focused on fulfillment initiatives, acquisition integrations, and technology commercialization, which should drive further financial performance.”

    • Drilling & Evaluation (“DRE”)
      • An NOC deployed Weatherford MPD solutions in its first two deep geothermal exploration wells in the Middle East. This innovative use of MPD technology mitigates risks from elevated geothermal gradients during exploration drilling.
      • Weatherford celebrates 25 years of Compact Memory Logging technology, with over 10,000 deployments, consistently delivering value and reliability to our customers.
    • Well Construction and Completions (“WCC”)
      • In Norway, Weatherford successfully integrated the Vero™ system into an offshore rig control system, enabling further efficiency while maintaining well integrity. This integration allows existing rig crews to operate the Vero system autonomously.
      • Perenco deployed Weatherford’s digital ForeSite® Sense optical monitoring system to oversee injectivity testing performance for the Poseidon carbon capture and storage project, the UK’s first well to inject CO2 underground.
      • Weatherford launched its new Remote-Opening Barrier Valve that decreases risk and time associated with conventional well barriers.
    • Production and Intervention (“PRI”)
      • The acquisition of Datagration Solutions Inc. added the PetroVisor and EcoVisor platforms to Weatherford’s Digital Solutions portfolio, enhancing the integration of customer data with ForeSite and Cygnet® for improved real-time analysis and decision-making.

    Shareholder Return

    During the third quarter of 2024, Weatherford repurchased shares for approximately $50 million and paid dividends of $18 million, resulting in total shareholder returns of $68 million.

    On October 17, 2024, our Board declared a cash dividend of $0.25 per share of the Company’s ordinary shares, payable on December 5, 2024, to shareholders of record as of November 6, 2024.

    Third quarter 2024 DRE revenue of $435 million increased by $8 million, or 2% sequentially, primarily from higher Drilling-related Services activity partly offset by lower MPD asset sales and lower international Wireline activity.     North America

    Third quarter 2024 North America revenue of $266 million increased by $14 million, or 6% sequentially, primarily due to activity increase in Canada due to favorable seasonality and activity increase offshore in the Gulf of Mexico. Year-over-year, North America decreased by $3 million, or 1%, primarily from lower Tubular Running Services and Cementation Products activity offshore in the Gulf of Mexico, partly offset by an increase in Wireline activity.

    International

    Third quarter 2024 international revenue of $1,143 million decreased 1% sequentially and increased 9% year-over-year.

    Third quarter 2024 Latin America revenue of $358 million increased by $5 million, or 1% sequentially, primarily due to higher Well Services in Brazil and Drilling-related Services in Mexico. Year-over-year, Latin America revenue increased by $1 million.

    Third quarter 2024 Middle East/North Africa/Asia revenue of $542 million was flat sequentially, mainly due to increased activity in United Arab Emirates partly offset by a decrease in Integrated Services & Projects activity in Oman and a decrease of activity in Kuwait. Year-over-year, the Middle East/North Africa/Asia revenue increased by $71 million, or 15%, due to an increase in activity across all product lines within the DRE and WCC segments, primarily in United Arab Emirates, Saudi Arabia, Asia and Kuwait.

    Third quarter 2024 Europe/Sub-Sahara Africa/Russia revenue of $243 million decreased by $15 million or 6% sequentially, mainly driven by lower MPD asset sales. Year-over-year Europe/Sub-Sahara Africa/Russia revenue increased by $27 million, or 13%, due to increased activity across all segments.

    Adjusted EBITDA* – Adjusted EBITDA* is a non-GAAP measure and represents consolidated income before interest expense, net, income taxes, depreciation and amortization expense, and excludes, among other items, restructuring charges, share-based compensation expense, as well as other charges and credits. Management believes adjusted EBITDA* is useful to assess and understand normalized operating performance and trends.   • MIL-OSI Security: Hay River — Hay River RCMP seize thousands in cash believed to be proceeds of crime

    On October 8th, 2024, officers of the Hay River detachment were on patrol when a vehicle was observed speeding. A traffic stop was conducted with the vehicle. Investigation led officers to believe the vehicle was being used to transport illicit cargo and the occupants were arrested.

    A subsequent search of the vehicle led to the seizure of over $9,000 in cash believed to be proceeds of crime relating to the illegal drug trade, as well as several cellphones and drug paraphernalia.

    As a result, 20-year-old Salim Abdullahi Abdi of Edmonton and 53-year-old Bruce Dowdeswell of Fort Simpson have been charged with Possession of property obtained by crime, contrary to section 354(1)(a) of the Criminal Code.

    Abdullahi Abdi appeared before a Justice of the Peace and was subsequently remanded into custody. Dowdeswell was released on strict conditions to appear in court at a later date.

    Investigation into the matter remains ongoing.

  • MIL-OSI Security: Yellowknife — Northwest Territories RCMP to participate in Operation Impact

    Each year, police services across the country participate in Operation Impact, a traffic safety initiative intended to target and reduce driving behaviors that put motorists and the public at risk.

    This year, Operation Impact will run from October 11th – October 14th, corresponding to the long weekend. During this period, motorists can expect to see increased police patrols as well as additional checkstops on roadways throughout the Territories.

    Be prepared to provide breath samples as part of Mandatory Alcohol Screening if you are stopped by police, along with all required driving documentation.

    Motor vehicle collisions kill or injure thousands of Canadians every year. The main causes of these collisions are impairment, distracted driving, aggressive driving behaviors and failure to utilize seatbelts, all of which are preventable.

  • MIL-OSI Security: Yellowknife — Hay River RCMP recover stolen Yellowknife vehicle

    On the evening of October 7th, 2024, Yellowknife RCMP received a report that a vehicle had been stolen from a driveway in Yellowknife. Fortunately, the owner of the vehicle was able to use tracking technology to discover that the vehicle had subsequently left the city.

    With assistance from the owner, officers from the Hay River detachment were able to locate the vehicle in the hamlet of Enterprise, where it then fled from police. A short time later, the vehicle was located abandoned elsewhere in the community. Officers recovered a replica firearm from inside the vehicle. Two suspects were subsequently located and arrested in the area. They have since been released conditionally to appear in court at a later date.

    The investigation remains ongoing.

  • MIL-OSI Global: Is conservatism really on the rise in Canada? Blaine Higgs’ big loss in New Brunswick suggests not

    Make no mistake, New Brunswick Premier Blaine Higgs lost big on Monday night. The province’s voters delivered a forceful rebuke of Higgs’ Progressive Conservatives similar to the 1995 election, when the party won only six seats against Frank McKenna’s Liberals.

    This time, the PCs were reduced to 16 seats while the Liberals won 31. The Greens dropped to two seats.

    This seat count downplays the Liberals’ 13-point popular vote lead in a tough political environment.

    Historically, the Liberals have had inefficient support that’s been concentrated in safe francophone ridings. This time, they made inroads with anglophones beyond Moncton.

    Higgs, among Canada’s most socially conservative premiers, lost his own safe seat of Quispamsis, which was among the province’s most Conservative ridings in the 2020 election.

    The result was a referendum on Higgs’ brand of conservatism. Along with the failure of the resurgent Conservatives in British Columbia to win a clear victory on Oct. 19, Higgs’ loss challenges the narrative that conservatism is on the rise across Canada.

    Governing to the (far) right

    Since gaining power in 2018, Higgs embraced a neoconservative social agenda.

    Most notably, he triggered a national conversation on trans children’s recognition in schools. Using the language of “parental rights,” Higgs introduced parent consent restrictions for name and pronoun changes for children under 16.

    Research shows trans children have high rates of suicidal ideation, especially when they’re not supported in how they identify.

    Over time, Higgs supported anti-trans and anti-sex education protesters, even as many advocates, parents and educators raised concerns about the safety and mental well-being of LGBTQ+ youth. He also refused to deny what’s known as the so-called kitty litter myth that falsely alleges students are allowed to identify as animals and use litter boxes.

    When confronted by parents about a safe-sex presentation slide for a high-school audience, Higgs banned the group that conducted the presentation.

    It didn’t end there. Higgs erroneously suggested an Indigenous nation sought to claim most of the province from property owners. In 2021, his government discouraged land acknowledgements by provincial employees. Higgs also argued that Indigenous people had already ceded their land.

    Taking aim at francophones, social issues

    Higgs’ relationship with francophones was just as bad. He refused to learn French in Canada’s only bilingual province after promising he would. He alleged he was unfairly targeted as an anglophone.

    When coming to power in 2018 with a minority government, Higgs weakened bilingual requirements for paramedic positions. Later, he controversially proposed ending French immersion programs, arguing it was unfair to “English Prime” students in the province.

    When he won a majority in 2020, Higgs lowered taxes on the highest income earners while constraining increases to health care and education.

    Higgs was successful in uniting the right. As a former leadership contender of the linguistic segregationist Confederation of Regions party, Higgs welcomed far-right People’s Alliance representatives to his party.

    But his tenure faced internal opposition. Atlantic conservatism tends to be closer to the political centre. Higgs’ Maritime counterparts, Premiers Dennis King of Prince Edward Island and Tim Houston of Nova Scotia, have largely avoided social issues.

    On the province’s Policy 713, also called the Sexual Orientation and Gender Identity policy, six PCs voted with an opposition motion against the proposed changes. Four were cabinet ministers.

    Several ministers resigned from cabinet with letters blasting Higgs’ leadership.

    Almost half of PC riding associations sought a leadership review. They fell just short of the minimum needed to trigger a review.

    Most leaders recognize when their time was up. Not Higgs.

    An embattled campaign

    The PCs’ tumultuous time in government made for an uninspired campaign. Twelve of the 26 winning PC representatives from 2020 did not run again. In their place came more social conservatives who would not oppose Higgs.

    The PCs received bad news early. They were projected to fall short of their 2024-25 balanced budget aims.

    Still, Higgs campaigned on his fiscal management. He offered a two per cent HST cut as a reward. For some, this proposal rang as vote-buying from a government that could have pursued a sales tax cut at any point in its six-year tenure.

    The PCs campaigned on few other commitments. Their two-page platform made generic promises like “respect parents.” They also sought to “compel individuals into drug treatment” and “axe the carbon tax.”

    Meanwhile, the Liberals hammered the PCs on housing, health care and education. All three areas had been stressed by population growth and tight funding. Housing policy was a particular weakness given the PCs’ long-term resistance to rent caps and its record as a housing-starts laggard.

    Higgs’ confidence in his record was misplaced. While his social conservativism has an audience in New Brunswick, few saw it as a priority relative to the cost of living.

    His other campaign efforts made little difference. Higgs sought to make his opponent Prime Minister Justin Trudeau. He also stirred anti-immigration sentiment over federal asylum-seeker plans. Both efforts seemed desperate.

    Rejection of grievance politics?

    The Liberals’ return to power could be attributed to a referendum on Higgs. There is no doubt Higgs had personal defects that cost him his own riding.

    But his loss is more than a personal rejection. It also seems a rejection of a grievance politics that favours anger over substance.

    After repeatedly focusing on social issues over matters like housing, the grievances lost their allure. Even for the most steadfast Conservative voters, Higgs’ targeting of minorities came across as bullying.

    While Higgs may be the worst offender, he is not the only practitioner of grievance conservatism. Federal Conservative Leader Pierre Poilievre and Alberta Premier Danielle Smith play the same tune. Will their political fates be any different?

Each Subscription Receipt and FT Subscription Receipt will be deemed to be automatically converted, without payment of additional consideration or further action by the holder thereof, into one unit of the Company (a “Unit“) and one flow-through unit of the Company (a “FT Unit”), respectively, immediately upon the satisfaction or waiver of the Escrow Release Conditions (as defined below) at or before the date that is 120 days from the closing date of the Offering (the “Escrow Release Deadline”).

    Each Unit will consist of one common share in the capital of the Company (a “Common Share”) and one common share purchase warrant of the Company (a “Type 1 Warrant”). Each Type 1 Warrant will entitle the holder to acquire one Common Share (a “Type 1 Warrant Share”) at a price of C$0.08 per Type 1 Warrant Share for a period of 36 months following the closing date of the Offering. Each FT Unit will consist of one flow-through common share in the capital of the Company (a “FT Share”) and one common share purchase warrant of the Company (a “Type 2 Warrant”). Each Type 2 Warrant will entitle the holder to acquire one Common Share (a “Type 2 Warrant Share”) at a price of C$0.08 per Type 2 Warrant Share for a period of 24 months following the closing date of the Offering. Each FT Share shall qualify as a “flow-through share” within the meaning of subsection 66(15) of the Income Tax Act (Canada) (the “Tax Act”).

    The gross proceeds from the sale of FT Subscription Receipts will be used by the Company to incur eligible “Canadian exploration expenses” that will qualify as “flow-through mining expenditures” as such terms are defined in the Tax Act (the “Qualifying Expenditures”) related to the Company’s project in Quebec. All Qualifying Expenditures will be renounced in favour of the subscribers of the FT Subscription Receipts effective December 31, 2024. The net proceeds from the sale of Subscription Receipts will be used by the Company for general working capital and corporate purposes, and for exploration costs incurred at the Company’s project in Quebec.

    Upon closing of the Offering, the gross proceeds of the Offering will be deposited in escrow with the Company’s legal counsel pending satisfaction or waiver of the Escrow Release Conditions, in accordance with the provisions of the Subscription Receipt Agreement. If the Escrow Release Conditions are not satisfied at or before the Escrow Release Deadline, each of the then issued and outstanding Subscription Receipts and FT Subscription Receipts will be cancelled and the Company’s legal counsel will return to each holder of Subscription Receipts and FT Subscription Receipts an amount equal to the aggregate issue price of the Subscription Receipts and FT Subscription Receipts held by such holder. To the extent that the escrowed funds are insufficient to refund such amounts to each holder of the Subscription Receipts and FT Subscription Receipts, the Company shall be liable for and will contribute such amounts as are necessary to satisfy the shortfall.

    Pursuant to the terms of the Subscription Receipt Agreement, each Subscription Receipt and FT Subscription Receipt shall automatically convert into one Unit and one FT Unit, respectively, upon:

    (a)  the receipt of all required regulatory approvals in connection with the uplisting of the Common Shares from the NEX to Tier 2 of the TSX Venture Exchange (the “Exchange”);

    (b)  the receipt of all required regulatory approvals in connection with the conditional listing approval by the Exchange for the listing of the Common Shares and FT Shares issued under the Offering, together with the listing of the Type 1 Warrant Shares and Type 2 Warrant Shares upon exercise of the Type 1 Warrants and Type 2 Warrants, respectively; and

    (c)  the Company having delivered a notice to the Company’s legal counsel confirming that all escrow release conditions have been met or waived;

    (collectively, the “Escrow Release Conditions”).

    I will join key economic ministers and central bank governors from the world’s most significant economies at the G20, International Monetary Fund and World Bank annual meetings over the coming days in Washington DC.

    Australia is not immune from the volatility and vulnerability which characterises the global economy.

  • MIL-OSI Canada: Update on Edmonton Public Schools negotiations

    The Canadian Union of Public Employees Local 3550, which represents roughly 3,200 employees, served notice for strike action to begin on Thursday, Oct. 24. Because the Disputes Inquiry Board was established before strike or lockout action began, the union local cannot strike and the employers cannot lock out employees until the inquiry process concludes.

    Negotiations between the two parties can occur even while the Disputes Inquiry Board is in place.

    “Alberta’s government is providing another mediator to the parties in this dispute so that there is a full opportunity for the parties to reach a negotiated settlement before a work disruption occurs.”

    If a settlement cannot be reached in the dispute, the board will make a recommendation for settlement to the Minister of Jobs, Economy and Trade.     If one or both parties to a dispute does not accept the recommendation, the Alberta Labour Relations Board conducts a vote of the party that did not accept it.

    If the recommendation is rejected again, the parties can continue negotiations to reach a settlement or a strike or lockout action may commence after 72 hours.

  • MIL-OSI Australia: Ambassador to France

    Today I announce the appointment of Ms Lynette Wood as Australia’s next Ambassador to France.

    Australia and France have a strong, enduring and forward-looking partnership underpinned by shared values and interests, particularly in the Indo-Pacific region.

    We are enhancing our cooperation through the ambitious Australia-France Roadmap and its three pillars – defence and security, resilience and climate action, and education and culture – which are delivering practical outcomes.

    The Ambassador to France is also accredited to the People’s Democratic Republic of Algeria, the Islamic Republic of Mauritania and the Principality of Monaco.

    Ms Wood is a senior career officer with the Department of Foreign Affairs and Trade. She was most recently First Assistant Secretary in the Strategic Planning and Coordination Group.

    She has previously served overseas as Ambassador to Germany and Acting High Commissioner to the United Kingdom. She has had earlier postings to Canada and Germany.

    I thank outgoing Ambassador Gillian Bird PSM for her contributions to advancing Australia’s interests in France since 2020.

    Today I announce the appointment of Ms Kate Logan as Australia’s next High Commissioner to Canada.

    Australia and Canada have a close and enduring relationship, underpinned by shared values and institutional ties.

    Our two countries work closely together in a range of international forums, including the United Nations, G20, APEC, WTO, OECD, CPTPP and the Commonwealth. We are also close partners in the Five Eyes group.

    We cooperate across a range of shared priorities, including upholding the multilateral system, taking greater action on climate change, advancing gender equality, and achieving meaningful reconciliation with Indigenous peoples.

    Australia welcomes Canada’s increased engagement in the Indo-Pacific through its Indo-Pacific Strategy, and is committed to working together to shape a region that is peaceful, stable and prosperous.

    Ms Logan is a senior career officer with the Department of Foreign Affairs and Trade and was most recently First Assistant Secretary, Pacific Strategy Division.

    She has previously served overseas as Australia’s Ambassador to Greece, and on postings to Australia’s missions in Paris and Colombo.

    I thank outgoing High Commissioner, the Hon Scott Ryan, for his contributions to advancing Australia’s interests in Canada since 2021.
