    For Canadian visitor Stephanie Wing See Yau, the therapy experience at a care center in Bo’ao, a coastal city in China’s southernmost island province of Hainan, felt more like “a vacation.”

    “This place is top-notch. They cater to so many aspects of wellness, not just physical, but mental too,” she told Xinhua during her stay in the Boao Lecheng International Medical Tourism Pilot Zone, which hosts over 30 top-tier domestic and international medical institutions.

    Thanks to special policy support, the pilot zone has introduced 485 cutting-edge medicines and medical devices that are licensed abroad but not yet available in the domestic market. The policy has benefited more than 130,000 patients, including individuals like Yau.

    Her four-day experience — blending advanced health screenings, traditional therapies, tea ceremonies, and cultural immersion — offers much more than just a chance to relax. It showcases a tangible outcome of a key move in China’s opening-up strategy: the transformation of Hainan into a Free Trade Port (FTP).

    As the Hainan FTP is set to begin independent customs operations by the end of the year, it is poised to become not only a tourist haven but also a pivotal gateway for China’s opening-up drive.

    Frontier for free-flowing factors

    A central component of this transformation is the Lecheng medical tourism pilot zone. A total of 25 medical tourism routes have been rolled out to cater to a wide range of needs, including traditional Chinese medicine, chronic disease care, luxury diagnostics and cosmetic rehab, garnering popularity among visitors from countries such as Indonesia, Russia, Spain, and beyond.

    In 2024, the medical special zone attracted over 410,000 medical visitors, up 36.76 percent year on year.

    Lecheng is only one part of Hainan’s wider push for opening up. Beyond the medical sector, the province has been fast-tracking foreign access across sectors ranging from finance and education to communication and high-tech industries, as China aims to build an FTP with global top-tier trade standards.

    Hainan, supported by the country’s vast domestic market and its strategic positioning, stands as a vital hub that connects the world’s second-largest economy with global markets.

    The FTP is gearing up to be “a pivotal gateway leading China’s new era of opening-up,” said Chi Fulin, head of the China Institute for Reform and Development.

    With independent customs operations imminent, the FTP’s policy framework, underpinned by features like zero tariffs, low tax rates, simplified tax systems and facilitated factor flows, has taken shape.

    For firms in Lecheng, a zero-tariff policy on medical imports has saved nearly 8.2 million yuan (about 1.14 million U.S. dollars) in duties since December 2024.

    The start of independent customs operations will represent a concrete step toward building a major gateway for China’s high-level opening-up, Chi said.

    Institutional opening-up luring foreign capital 

    As Hainan FTP has prioritized institutional integration and coordination across trade, finance and regulatory systems, experts believe this will create a powerful driving force for the development of the FTP and contribute to China’s high-standard opening up strategy.

    Official data showed that so far, the province has rolled out a total of 158 institutional innovation cases. These reform measures include technology-empowered public tendering, one-stop business licensing, and a specialized IP zone to support the seed industry.

    Hainan FTP serves not only as a testing ground for free-flowing goods, services and data, but as a frontier for the innovation of regulations and mechanisms, said Zhou Xiaochuan, vice chairman of the Boao Forum for Asia (BFA).

    With its optimized business environment, Hainan has emerged as a premier foreign investment destination, ranking among China’s top performers. In 2024, the number of foreign-invested enterprises in Hainan rose 19.2 percent year on year, while its foreign direct investment volume climbed to the tenth spot nationally.

    To date, Hainan has attracted investment from 158 countries and regions, while its economic openness ratio — the ratio of total trade to GDP — more than doubled from 17.3 percent in 2018 to 35 percent in 2024.

    High-profile events held in the province like the BFA, a premier platform advocating openness and multilateral cooperation, and the China International Consumer Products Expo, the largest consumer expo in the Asia-Pacific region, offer global investors dynamic gateways to observe the country’s evolving openness agenda.

    DFS, the travel retail company of the luxury goods conglomerate LVMH, in 2024 sealed its largest single investment in 60 years to launch a landmark complex in Yalong Bay of Sanya, the well-known tropical resort city in Hainan. The project will merge luxury retail, hotels and entertainment, with the goal of building a top destination for luxury shopping and tourism.

    Today, on National Indigenous Peoples Day, the Honourable Randeep Sarai, Secretary of State (International Development), in collaboration with Indigenous partners, announced $5.1 million in federal funding over 2 years to support 3 new Indigenous-led initiatives that will help build climate resilience and support climate action by Indigenous Peoples in South America, Africa and the Indo-Pacific region. These initiatives will be designed and implemented in partnership with First Nations, Inuit and Métis in Canada and Indigenous Peoples abroad.

    The Indigenous Climate Action Partnership: The Inuit Circumpolar Council (Canada) will aim to increase the climate resilience of Indigenous Peoples in developing countries by fostering partnerships, shared learning and mutual support in climate adaptation work and advocacy skills. The project will highlight Indigenous-led nature-based solutions through learning experiences on the land and connect Indigenous leaders around the world.

    The Canada Border Services Agency (CBSA) has issued a temporary halt on removals to Israel. This measure is being taken given the volatile and unpredictable situation in Israel due to ongoing hostilities with Iran.

    The temporary halt, known as an Administrative Deferral of Removals (ADR), is imposed pursuant to paragraph 230(1)(c) of the Immigration and Refugee Protection Regulations, on countries that are considered unsafe due to conditions such as environmental disasters or violence. There are currently 16 ADRs in place for countries around the world, including one for Iran which was imposed on November 14, 2022.

    The ADR does not apply to individuals who are inadmissible on grounds of criminality, serious criminality, international or human rights violations, organized crime, or security.

    Once the situation in Israel stabilizes and the circumstances no longer pose a generalized risk to the entire civilian population, the ADR will be lifted and the CBSA will resume removals for individuals who are inadmissible to Canada and have a removal order that is enforceable.

    People receiving provincial income assistance in British Columbia who are also eligible to receive the new federal Canada Disability Benefit will keep the entire benefit, thanks to a B.C. exemption.

    The first Canada Disability Benefit payments from the Government of Canada will begin in July 2025. The exemption applies to all recipients of income, disability and hardship assistance under the B.C. Employment and Assistance program. This exemption is part of the Province’s ongoing work to reduce poverty and improve the lives of people with disabilities. The Canada Disability Benefit is a federal initiative aimed at reducing poverty and supporting the financial security of Canadians with disabilities.

    “With the cost of living so high, it’s more important than ever to ensure people with disabilities have access to the supports they need,” said Sheila Malcolmson, Minister of Social Development and Poverty Reduction. “With this exemption, people receiving provincial assistance can keep the full support they receive from the federal Canada Disability Benefit.”

    Eligible people can receive up to $200 per month, or $2,400 per year in additional income from the federal Canada Disability Benefit. With this B.C. exemption, any Canada Disability Benefit payment received from the federal government will not affect provincial income assistance payments. This formalizes a commitment the B.C. government first made in September 2024. Ensuring people can keep all of the Canada Disability Benefit is also one of the commitments under the four-year agreement between the B.C. NDP and the B.C. Green Party signed in December 2024.

    “People with disabilities disproportionately live below the poverty line in B.C., often forced to choose between food and shelter,” said Rob Botterell, MLA for Saanich North and the Islands. “The B.C. From now to August 23, 2025, on Thursdays and Saturdays, Quebec City’s residents and visitors are invited to enjoy free musical and cultural events against the enchanting backdrop of the Plains of Abraham.

    Tennessee Whiskey to start off the season
    This series of shows will begin this Saturday, starting at 7 p.m. The six artists of the group Tennessee Whiskey will be on stage for a faithful recreation of Chris Stapleton’s country music. Backed by six talented musicians, the show promises powerful harmonies and heartfelt guitar solos that brilliantly capture iconic Stapleton songs like Broken Halos and Tennessee Whiskey.

    Next week: Chico Band, and Duo Christian Marc Gendron & Manon Séguin
    To continue this live music series, two vibrant evenings are on the program. On Thursday, June 26 at 7 p.m., the best of Latin music takes over the EBB stage with the Chico Band.     “We are proud to mark the 20th anniversary of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions. Canada is deeply attached to the values of this Convention and is proud to be one of its founding countries. For 20 years, it has guided us in the development of innovative cultural policies that serve our artists and creative sectors.

    The world has changed a great deal since 2005. We are facing new challenges everywhere, but also new opportunities as the digital shift—particularly the phenomenal rise of artificial intelligence—revolutionizes our societies, including our cultural and media sectors.

    Canada will always strongly defend the right of states to protect their culture. Today we are making a call to strengthen international cooperation to ensure digital governance in accordance with the principles of the 2005 Convention.     In light of the discussions that took place during this conference, we hear the plea of Canadian civil society and of our partner of choice at UNESCO, the Government of Quebec. We are continuing our close collaboration with Quebec, civil society and several Parties to the Convention to implement the recommendations to protect cultural diversity in the digital environment that were presented to UNESCO in February 2025 by a group of international experts.

    Canada supports the decisions made during the Conference today by the 160 signatory countries, which will support the ongoing implementation of the Convention in the digital age. The updating of digital operational guidelines and ongoing reflection on an additional protocol to the Convention will make it possible to take action now while considering other long-term solutions.

  • MIL-OSI Canada: Province Exempts the Canada Disability Benefit from Income Assistance Programs

    The Government of Saskatchewan has exempted the Canada Disability Benefit from its core income assistance programs. Eligible clients with disabilities can now receive up to $200 per month in additional federal income without impacting their provincial income assistance benefits. 

    “In addition to having among the highest income assistance benefits in Canada, exempting the Canada Disability Benefit will put more money in the pockets of Saskatchewan income assistance clients each month,” Social Services Minister Terry Jenson said. “Our government is committed to supporting people with disabilities, and we brought our Saskatchewan perspective to collaborations with the Government of Canada on this new program.” 

    The Government of Saskatchewan continues to advocate for broader and streamlined access to the Canada Disability Benefit so that as many Saskatchewan residents as possible are eligible.

    As part of the 2025-26 Provincial Budget, Saskatchewan Income Support (SIS) and Saskatchewan Assured Income for Disability (SAID) benefits increased by two per cent. In addition, SAID clients are also benefiting from a $1,000 increase in annual earned income exemptions, enabling clients to earn more from employment before their benefits are impacted.

  • MIL-OSI Canada: B.C. strengthens response to repeat violent offending

    Abbotsford Police Department:

    A total of $643,000 in SITE funding was allocated to support the Abbotsford Police Department’s Project Spotlight, an eight-month initiative targeting repeat violent offenders involved in violent property crimes.

    Combining uniformed and undercover resources, officers employed a variety of tactics including surveillance and patrols by vehicle, foot, bike and ATV. The project involved collaboration with loss prevention officers, business owners and criminal-justice partners to remove repeat violent offenders from the community and streamline justice processes.

    The project resulted in 272 individuals investigated, 108 people charged with 271 offences, and 122 warrant arrests. Officers also seized weapons, drugs, cash and stolen property, issued 106 violation tickets, prohibited eight impaired drivers and impounded several vehicles.

    Cranbrook RCMP:

    Two projects with more than $148,000 in funding were used to engage with a prolific repeat violent offender who had committed armed robbery. The investigation and subsequent arrest disrupted the individual’s ongoing criminal activities, resulting in seized firearms and yielding evidence that resulted in Criminal Code charges.

    Kelowna RCMP:

    Three projects with more than $216,000 in funding were used to support a joint Lake Country and Kelowna RCMP operation targeting a violent offender’s property.

    Surveillance led to investigations into various property crime offenders and drug traffickers, resulting in recovered stolen vehicles and the seizure of drugs (meth, cocaine, fentanyl) and weapons, including 20 firearms, ammunition and a live grenade.

    Twenty-two individuals were investigated during this time, of whom five individuals were charged with 16 offences. Since the search warrant was enforced, there was a notable decrease in activity at the residence and the surrounding area.

    Prince George RCMP:

    To address rising violent crime and street disorder linked to the opioid crisis, homelessness and public disruptions in downtown Prince George, the RCMP secured more than $93,000 in SITE funding to support overtime patrols from November 2023 to April 2024.

    Overtime members conducted high-visibility patrols in violent crime hot spots, assisted with the removal of illegal encampments and disrupted ongoing criminal activity. The initiative resulted in more than 380 individuals investigated, including 12 ReVOII-prioritized individuals, 50 arrests on outstanding warrants, five breach-related arrests and 32 individuals charged with a total of 86 charges. Officers also seized numerous weapons and illicit substances. Throughout the initiative, officers engaged directly with business owners and civilians, who expressed strong appreciation for the increased police presence and its impact on community safety.

    Surrey police service (SPS):

    The SPS has received more than $181,000 for two projects focused on dealing with repeat violent offenders in the community.

    In December 2024, the SPS was notified of the imminent release of a high-priority ReVOII individual from provincial custody.

    In response, the SPS swiftly implemented an operational plan to conduct surveillance of the individual over a weekend period. This proactive approach allowed officers to gather updated intelligence on the offender. Within two weeks, the individual breached probation conditions and was arrested by SPS officers. During the arrest, a knife and a conducted energy weapon were seized. At the conclusion of the SITE-funded initiative, the ReVOII offender remained in custody.

    Surrey RCMP:

    When police of jurisdiction, the Surrey RCMP received almost $314,000 in SITE funding for six projects focused on dealing with repeat violent offenders in the community.

    Projects involved visible, proactive police work in specific areas of the city to prevent crime. Some were also done in conjunction with the Metro Vancouver Transit Police and involved uniformed foot patrols around Surrey’s transit hubs. These patrols aimed to make people feel safer and deter violence.

    Projects also focused on taking quick action to deal with a violent repeat offender living in the community.

    Vancouver Police Department (VPD):

    In Vancouver, more than $2 million has been allocated to the VPD to support 16 police operations to address repeat offending in the downtown core, particularly street disorder and associated forms of violent crime, including projects focused in the Downtown Eastside.

    In September 2024, the Province committed up to $1 million in SITE funding to the VPD for Project Brighthaven (part of Task Force Barrage) to address public safety concerns related to violence and street disorder in the Gastown and Hastings area.

    On Feb. 20, 2025, the VPD reported that in Hastings Crossing, violent crime decreased 27% between Oct. 1, 2024, and Jan. 31, 2025, compared to the preceding four months and was down 18% compared to the same period one year previously.

    In Gastown, assaults involving weapons and assaults causing bodily harm decreased by 45% compared to the preceding four months and were down 59% compared to the same period one year previously.

    Thanks to the SITE initiative, January 2025 saw the fewest number of violent crimes and property crimes in Hastings Crossing in more than two years.

    Victoria Police Department (VicPD):

    VicPD secured more than $150,000 in SITE funding to implement three iterations of Project Lifter, an initiative targeting organized retail theft involving violence.

    Through overtime patrols, officers worked in partnership with 13 retailers and more than 30 loss-prevention officers over 11 days. The initiative focused on individuals engaged in violent thefts and incorporated outreach efforts to connect repeat offenders with housing, substance-use and other community supports.

    The projects led to 141 individuals being investigated, 113 individuals charged and 155 charges recommended to Crown. Police also made 31 arrests for warrants or breaches, including 13 individuals arrested multiple times and two identified as ReVOII-prioritized. Officers seized a range of weapons, and recovered more than $65,000 in stolen merchandise.

    Saskatchewan is proud to recognize and celebrate National Indigenous History Month throughout June. This month provides an opportunity for all residents to reflect on the histories, heritages and ongoing contributions of First Nations, Métis and Inuit people across the province and country.

    “National Indigenous History Month gives us the chance to celebrate Indigenous cultures and honour the many contributions of Indigenous people to this great province,” Government Relations Minister Eric Schmalz said. “We encourage everyone to take part in the events planned and continue learning about the experiences and cultural diversity of Indigenous Peoples.”

    Every June, communities across Saskatchewan host a variety of events including walking tours, cultural workshops, film screenings, exhibitions and public education opportunities. The month’s celebrations include National Indigenous Peoples Day on June 21. This day of recognition and celebration coincides with the summer solstice, a date that holds deep cultural and spiritual significance for many Indigenous Peoples, symbolizing a time of renewal, connection and celebration.

    National Indigenous History Month was first designated by the federal government in 2009.

    The Ministry of Government Relations supports events across the province through its First Nations and Métis Sponsorships grant program, which helps fund events that promote reconciliation, cultural understanding and benefit Indigenous people in the areas of either education, employment, professional development, cultural celebrations or honouring veterans and Elders.

  • MIL-OSI NGOs: On World Refugee Day, States throughout the Americas must uphold the right to seek asylum

    In response to measures being adopted by states across the Americas that violate the human rights of people seeking safety, Ana Piquer, Americas director at Amnesty International, said the following:

    “On World Refugee Day, we are witnessing a devasting erosion of the rights of people seeking safety and asylum protections across the Americas. The Trump administration has issued a barrage of executive actions which have halted the US Refugee Admissions Program and make it nearly impossible to seek asylum in the United States, placing countless lives at risk. These policies have already resulted in thousands of people being forcibly returned to places where their lives or safety are at risk. Currently, there is no longer any way for people to seek asylum at the US-Mexico border. This is not only unlawful but inhumane and cruel.

    The Trump administration has issued a barrage of executive actions which have halted the US Refugee Admissions Program and make it nearly impossible to seek asylum in the United States, placing countless lives at risk…This is not only unlawful but inhumane and cruel.

    The Trump administration has also dismantled other critical protections for people seeking safety, including stripping Temporary Protected Status from individuals of certain nationalities and revoking humanitarian parole granted to Cubans, Haitians, Nicaraguans and Venezuelans, which contradicts the narrative that these very same countries are experiencing the most dire human rights crises in the region. At the same time, the United States has escalated mass immigration raids, is detaining and separating families, is unlawfully removing individuals from the US with no due process guarantees, and is criminally prosecuting individuals for the way in which they entered the country – treating people in need of international protection as criminals.

    These harmful policies have rippled across the region. Costa Rica and Panama have accepted deportation flights of third-country nationals from the United States – many with ongoing asylum claims – leaving them stranded with limited access to humanitarian assistance and international protection. El Salvador is complicit in the enforced disappearance of hundreds of Venezuelans illegally expelled from the US under the guise of the Alien Enemies Act in the notorious CECOT prison, who were in the midst of ongoing court processes, were arrested while complying with their immigration obligations, were already granted protections in the United States including under the Convention Against Torture, and were labeled as gang members for their tattoos or connection to the Venezuelan state of Aragua with no other evidence.

    The Safe Third Country Agreement (STCA) between Canada and the United States bars most people crossing into Canada via the United States from seeking refugee protection in Canada, and vice versa. The agreement has forced individuals to attempt dangerous border crossings and has pushed people underground in order to seek safety, and resulted in people and families detained in the US. As the United States becomes increasingly unsafe for asylum seekers, the Canadian government must withdraw from the agreement immediately. 

    The Dominican Republic has been implementing a series of racist migration policies, without even recognizing the right to seek asylum for those fleeing violence from Haiti, and targeting people of Haitian origin. Haitians are being collectively expelled from the Dominican Republic despite the worsening humanitarian and security crisis in Haiti, placing those forcibly returned at grave risk and undermining the principle of non-refoulement.   

    People from Venezuela, Haiti, Cuba, Nicaragua, and across the region and beyond are fleeing widespread human rights crises. Instead of finding refuge and protection, they are being met with hostility, militarized borders and criminalization. The immigration and asylum policies being implemented by countries across the Americas are fueled by racist and xenophobic rhetoric that dehumanizes people seeking safety.

    The situation is further exacerbated by the US government’s severe cuts to foreign assistance, which have weakened shelters and frontline organizations that provide life-saving support to people seeking safety and internally displaced people. From Costa Rica to Mexico to the Haiti-Dominican Republic border, organizations have been forced to scale back or close food, shelter and legal and psychosocial programs for people seeking safety, just as need grows. 

    On World Refugee Day, Amnesty International urgently calls on states in the Americas to protect, not punish, people seeking safety. States must immediately restore access to asylum, reverse discriminatory policies and uphold their obligations under international law. We stand in solidarity with people across the region who have been forced to flee their homes in search of safety and dignity. Seeking safety is a human right. It’s time for governments to act like it.”

    A unique conference, presented by Canadian Renewable Energy Association (CanREA) in collaboration with Indigenous Clean Energy (ICE), recognizes the critical role of Indigenous engagement in Manitoba’s energy transition.

    Winnipeg, Manitoba, June 20, 2025—More than 120 people attended the Manitoba Wind Energy Indigenous Equity Summit, held at the Winnipeg Art Gallery on June 18, 2025, presented by Canadian Renewable Energy Association (CanREA) in collaboration with Indigenous Clean Energy (ICE).

    This unique, invitation-only event brought together key representatives from Manitoba’s Indigenous and renewable energy communities to discuss Manitoba Hydro’s recently launched wind energy procurement, entitled “Call for Power: Indigenous Majority Owned Wind,” part of the Manitoba Affordable Energy Plan. This is the province’s first significant wind-energy procurement in many years. An RFP for 600 MWs of wind energy is expected to be issued in August of this year, with a majority Indigenous-ownership criteria.

    “In order for Manitoba’s new wind energy procurement to succeed, the renewable energy industry must commit to ensuring that development plans align with the priorities of Indigenous communities,” said Evan Wilson, CanREA’s Vice President of Policy—Western Canada and National Affairs.

    The Summit kicked off with opening remarks by the Hon. Mike Moyes, Manitoba’s Minister of Environment and Climate Change, as well as the Hon. Adrien Sala, Minister of Finance and Minister responsible for Manitoba Hydro, who spoke about the importance of collaboration and the value that such an event can bring to the process.

    In “Wind Energy 101 – Developer Spotlight Panel,” Wilson moderated a panel of wind energy developers with successful projects elsewhere in Canada, including Ina Gjoka (Innergex), Brian Hodder (Renewable Energy Systems / RES Group), Galvin Clancey (Nordex) and Jennifer Tuck (Potentia Renewables), who shared lessons learned and ideas for how best to work together for Manitoba’s energy transition.

    Following this discussion, ICE’s Founding Executive Director, Chris Henderson, moderated a panel on “Indigenous Nation: Wind Pathways Success,” featuring panelists Kory Wood (Kikinaw Energy Services), Troy Jerome (Sentii Energy, Kiruguj First Nation), and Drew Bernard (Lennox Island First Nation).

    Later that morning, CanREA’s Director for Saskatchewan and Indigenous Engagement, Kelly Hall, emceed a session on “Indigenous Loan Guarantees & Financing Options,” in which the Canada Infrastructure Bank’s Justin Lok presented on Financing Indigenous Equity, the Manitoba Finance Treasury Division’s Nicoleta Oprea presented on the Government of Manitoba Treasury, and the Canada Indigenous Loan Guarantee Corporation’s Pearl Yuzicappi presented on the Canada Development Investment Corporation.

    The afternoon was split into two simultaneous tracks: The CanREA track consisted of a session on “Wind Energy Procurement Guidance,” in which CanREA’s Director for Manitoba & Saskatchewan and for Indigenous Engagement, Kelly Hall, hosted Bryce Wood and team from Manitoba Environment and Climate Change’s Environmental Approvals Branch, as well as Adrienne McGarrigle of Solas Energy, who offered guidance to help navigate the upcoming Wind Energy Procurement Process.

    The Indigenous Clean Energy track consisted of several sessions. It began with an “Indigenous Nation-Nation Experience Sharing Session,” with opening remarks by Kisik Energy Manitoba’s Darrell Brown, a Founding Chair at ICE. Next, the “Indigenous Renewables Turtle Island Landscape” session was facilitated by ICE’s Henderson and ICE Board Member Mihskakwan James Harper of NRStor.

    The “Indigenous Wind Project Development Discussion,” also facilitated by Henderson, featured Kory Wood (Kikinaw Energy Services), Troy Jerome (Sentii Energy, Kiruguj First Nation) and Drew Bernard (Lennox Island First Nation).

    The Summit closed with an open Q&A discussion with the audience, facilitated by CanREA & ICE, with special guest Isabelle Deguise of Renewable Energy Systems (RES) Canada Inc., who is also a CanREA Board member.

  • MIL-OSI Canada: Taxpayers’ Ombudsperson releases his fifth and final annual report

    OTTAWA, June 20, 2025 – Canada’s Taxpayers’ Ombudsperson, Mr. François Boileau, has released his annual report, Clearing the Path, which was tabled today in the House of Commons. The report provides an overview of the activities of the Office of the Taxpayers’ Ombudsperson (OTO) between April 1, 2024, and March 31, 2025.

    The report details how the OTO influenced service improvements at the Canada Revenue Agency (CRA) by reviewing service issues and complaints. It also includes two recommendations to the Minister of Finance and National Revenue and the Chair of the CRA’s Board of Management to improve the CRA’s service to Canadians.

    During the last fiscal year, the OTO released two systemic examination reports: Unintended Consequences, about the CRA’s administration of the 2023 bare trust filing requirements, and Timing Is Everything, about issues that may be causing delays in Canada child benefit (CCB) payments for temporary residents. Between these two reports, we made 16 recommendations, and the CRA accepted 13 of them.

    As this is the final year of Mr. Boileau’s five-year mandate, the annual report also includes a chapter about his views on improving the CRA’s services for vulnerable and hard‑to-reach populations. This chapter analyzes the CRA’s efforts to make sure these populations get the benefits and credits they are entitled to. It looks at the CRA’s existing programs, including the Community Volunteer Income Tax Program, the Income Tax Assistance – Volunteer Program (in Quebec) and SimpleFile, and discusses how they could be improved to better meet Canadians’ needs.

    Recommendations

    The Taxpayers’ Ombudsperson recommends:

    1. (…) that the CRA perform a comprehensive review of its content on Canada.ca, including its web page architecture and content, to remove redundant information and to make sure the information it provides is relevant, clear, concise and easy to find. It should complete this review by spring 2026 and start implementing changes by fall 2026.
    2. (…) that the CRA provide a permanently funded grant program for organizations participating in the Community Volunteer Income Tax Program and the Income Tax Assistance – Volunteer Program to support their free tax clinics for eligible taxpayers and help them offset their operating costs.

    Trends in complaints

    1. Contact centres: The top trend relates to issues with the information provided by contact centre agents. Many taxpayers who were able to reach the CRA’s contact centres claimed that agents provided them with incomplete, inaccurate, or unclear information, while others were unable to even reach an agent because the wait times were too long or they could not get into the queue.
    2. Income tax and benefit return processing and adjustments: Many complainants claimed that there were delays in processing returns beyond the CRA’s published service standard; however, it is important to note that the CRA’s service standard applies to returns received on or before filing due dates. As well, the standard excludes returns filed for deceased, bankruptcy, international and non-resident individuals as well as emigrants. It also does not apply in situations where returns are filed for multiple tax years or when the CRA has to contact the taxpayers for more information.
    3. Collection action: These complaints claimed the CRA did not consider the taxpayer’s personal circumstances when taking collection action, and in some cases the taxpayer claimed that the collection action put them in financial hardship.
    4. CCB: Many complainants said that the CRA’s review of their eligibility for the CCB put a burden on them. The CRA told them that the information they provided was not sufficient, even if they provided most of what was requested. They claimed that the CRA did not clearly inform them why what they provided was not sufficient and why additional documents were required.
    5. The CRA’s Service Feedback Program: These complainants said that the CRA’s Service Feedback Program did not respond to their complaint within its published service standard.

    Background information

    The Office of the Taxpayers’ Ombudsperson works independently from the CRA. Canadians can submit complaints to the Office if they feel they are not receiving the appropriate service from the CRA. Our main objective is to improve the service the CRA provides to taxpayers and benefit recipients by reviewing individual service complaints and service issues that affect more than one person or a segment of the population.

    The Taxpayers’ Ombudsperson assists, advises and informs the Minister of Finance and National Revenue about matters relating to services provided by the CRA. The Ombudsperson ensures, in particular, that the CRA respects eight of the service rights outlined in the Taxpayer Bill of Rights.

Budget 2025 invests $27.5 million to support this expansion, which includes $6 million for operational costs and $21.5 million for school improvements.

    Collegiate schools connect classroom learning with real-world careers by offering students hands-on experience and direct pathways to post-secondary education and employment. These specialized schools equip students with practical skills, industry experience and a strong foundation for future careers, helping young Albertans succeed and thrive in a fast-paced and evolving job market.

    Expanding collegiate schools

    In addition to the 16 new collegiate schools, four existing collegiate schools will receive funding to improve and expand their facilities. Funding will support the development of specialized learning spaces, such as film and media studios, skilled trades labs and more.
