    BEIJING, May 5 (Xinhua) — As of April 27, the China-Kazakhstan International Boundary Cooperation Center Khorgos (ICBC Khorgos) has received more than three million visitors since the beginning of this year, Zhongxinshe News Agency reported.

    For comparison, last year the number of visitors to the Khorgos ICBC exceeded the 3 million mark 74 days later – only in July.

    The Khorgos ICBC in the city of the same name in the Xinjiang Uyghur Autonomous Region was commissioned in April 2012. Its total area is 5.28 square kilometers, of which 3.43 square kilometers belong to China and 1.85 square kilometers to Kazakhstan. The center is mainly used as a venue for trade negotiations, exhibitions, sales, storage and transportation of goods, as well as the provision of financial services.

    Currently, there are more than 2,000 retail outlets in the Chinese part of the Khorgos International Centre of Boundary Cooperation, where they sell about a thousand types of goods produced in 40 countries and regions of the world.

    As reported at the Khorgos border checkpoint, the border service has developed measures in advance to provide assistance to various categories of citizens in connection with the expected sharp increase in the number of people crossing the state border during the May Day holidays. -0-

  • MIL-OSI Russia: 60 years of international education: Polytechnic celebrated the anniversary of the preparatory faculty

    Peter the Great St. Petersburg Polytechnic University celebrated the 60th anniversary of the preparatory faculty for foreign students. This event was not just an anniversary date, but a vivid demonstration of many years of successful experience and achievements in the field of international education.

    The history of the faculty began in 1965, when the first 200 students from Cuba, Arab countries and Africa crossed the threshold of the classrooms at 21 Politekhnicheskaya Street. Under the leadership of Dean A. N. Nosov, a unique educational structure was created with three departments: Russian language, natural sciences and humanities. In 1988, the faculty found a new home – a modern building at 28 Grazhdansky Prospekt, which today remains a center of attraction for foreign students.

    The special value of the preparatory faculty is its ability to adapt to the challenges of the time, while maintaining the best traditions. Today we see how graduates of the preparatory faculty become successful specialists all over the world, and many remain in Russia, contributing to the development of our economy and science. This is the best assessment of our work, – noted the Vice-Rector for International Affairs of SPbPU Dmitry Arsenyev.

    Over six decades, the preparatory faculty has achieved impressive results in educational activities.

    When I came to Russia, I knew only a few Russian words. But thanks to the unique teaching method, after a month and a half I could understand speech and participate in dialogues, recalls 2016 graduate Hanaa Itri from Morocco. Today, she successfully works at a large Russian university, continuing the traditions of intercultural communication.

    The anniversary celebrations lasted two days. On the first day, an all-Russian scientific and methodological seminar was held, where representatives of leading Russian universities – Moscow State University, Peoples’ Friendship University of Russia, Kazan Federal University, Tomsk and Volgograd Polytechnics – discussed current issues of teaching taking into account the ethnic factor.

    On the second day, a festival of Russian language and culture was held, where students enthusiastically competed in linguistic contests, participated in master classes on folk crafts, and mastered the secrets of traditional Russian cuisine.

    The culmination of the celebration was the gala concert in the White Hall “Day of the Russian Language”, in which more than 60 students from 30 countries participated. The staff and veterans of the Higher School received gratitude from the Committee for Science and Higher School of St. Petersburg and honorary certificates from SPbPU.

    Preparatory faculty graduates shared their memories of their student years. One of them is the senior teacher of additional education at the Higher School of MOP Mukbil Mansur Hassan Muhammad from Yemen. After studying at the preparatory faculty, he graduated from the physics and metallurgy faculty and defended his PhD thesis at the Polytechnic University.

    The Polytechnic Institute has become my home. I love my job and my students. My students are my friends. I know from my own experience how difficult it is to adapt to life in another country where everything is new: the climate, the cuisine, the language, the people. Creative events help students get to know the country and get to know each other better, – shared Mukbil Mansur Hassan Muhammad.

    Foreign students performed Russian songs and dances at the concert. The numbers dedicated to the 80th anniversary of the Victory in the Great Patriotic War were presented: the compositions “Katyusha”, “Wait for me”, “Yablochko” and “Siniy kerchief”.

    The event was attended by students from Turkmenistan, China, Latin America and Africa, as well as from other parts of the world. Many students of the preparatory faculty have talents: they dance, sing, recite poems. Concerts and similar events help foreign children adapt to our culture. Creativity plays an important role in this process, – said Lyubov Stepanova, senior teacher of additional education at the Higher School of MOP and the organizer of the event.

    Last year’s preparatory faculty graduates and current first-year students of the Institute of Historical and Cultural Studies Anzhi and Roz from Haiti also took part in the concert: Russia is a large, beautiful country with a rich culture and history. When we were choosing a university for study on the Internet, we really liked the Polytechnic, and were impressed by the opportunities for students. And our friends study here, and they told us a lot of good things. We like it here, the teachers are very helpful, for which we are very grateful to them.

    60 years is not just a number. It is thousands of graduates, dozens of countries, hundreds of educational programs. But the main thing is the traditions of quality and innovation that we carefully preserve and develop, – summed up the director of the Higher School of International Educational Programs Viktor Krasnoshchyokov.

    Today, the preparatory faculty of SPbPU is a modern educational center, where time-tested methods and innovative approaches are harmoniously combined. As a graduate from Indonesia, Desmarnov Tirto Pamangin, said: Here they not only give knowledge of the language, but also open the door to a new life. This is precisely the mission of the Higher School – to be a bridge between cultures and peoples.

  • MIL-OSI USA: ICE Philadelphia supports large effort to remove more than 130 illegal aliens from central Asia

    HARRISBURG, Pa. — U.S. Immigration and Customs Enforcement Philadelphia removed 90 Central Asian illegal aliens April 29 as part of a greater mission that ultimately involved more than 130 aliens. The repatriation flight joined with the final group in New York and continued its trip to Uzbekistan on April 30. The aliens on board came from across the country.

    “The Department of Homeland Security’s coordination with the government of Uzbekistan was instrumental in the successful removal of these individuals. Under Secretary Noem’s leadership, this operation not only reinforced our strong international partnerships but also strengthened national security,” said ERO Philadelphia acting Field Office Director Brian McShane. “It is precisely this kind of leadership that enables ICE to continue to fulfill its mission of protecting the American public by ensuring that our immigration enforcement efforts uphold safety and security for communities across the country.”

    According to a statement, the Department of Homeland Security partnered with the government of Uzbekistan to successfully deport over 100 illegal aliens from Uzbekistan, Kazakhstan and Kyrgyzstan. This operation, in which Uzbekistan fully funded the deportation of its own nationals, underscores the deep security cooperation between the U.S. and Uzbekistan and sets a standard for U.S. alliances.

    As part of its routine operations, ICE arrests aliens who commit crimes and other individuals who have violated our nation’s immigration laws. All aliens in violation of U.S. immigration law may be subject to arrest, detention and, if found removable by final order, removal from the United States, regardless of nationality.

    Since Jan. 20, ICE has significantly increased its immigration enforcement activities with additional support from other federal law enforcement and DOD partners. In an effort to keep the American people informed about the results of the agency’s efforts with only the most accurate information, ICE is compiling and validating the data and is working toward updating its enforcement statistics. Currently, statistics are three months in arrears and published on a quarterly basis.

  • MIL-OSI USA: ICE New York City arrests illegal alien charged with numerous sex crimes

    NEW YORK — U.S. Immigration and Customs Enforcement arrested Uzbekistan national Ulugbek Davronov April 28. The 21-year-old illegal alien is currently pending charges for rape: oral sexual contact without consent-other than incapacity consent; sexual misconduct: engage in oral sexual contact without consent; attempted assault: with intent to cause physical injury; and sexual abuse: subject another person to sex contact without consent.

    “ICE places a high priority on arresting and removing criminal aliens who pose a threat to public safety, especially those who commit heinous crimes against residents of New York City,” said ICE Enforcement and Removal Operations New York City acting Field Office Director William P. Joyce. “Thankfully, ICE officers and agents, with the help of our FBI partners, were able to safely apprehend this alien subsequent to his release from local custody, before he could do any further harm.”

    U.S. Border Patrol encountered Davronov Dec. 28, 2022, near Lukeville, Arizona, after he illegally entered the United States from Mexico without admission or parole by an immigration official. Border Patrol officials arrested him and placed him in removal proceedings. On July 28, 2023, an immigration judge ordered him removed in absentia from the U.S. The Queens County Criminal Court arraigned Davronov on the aforementioned charges Feb. 19. ICE New York City identified Davronov as a criminal alien amenable to removal and lodged an immigration detainer with Queens Central Booking that same day. The following day, Queens County Central Booking released him without honoring the request or notifying ICE of his release.

    ICE New York City Fugitive Operations officers and Homeland Security Investigations special agents arrested Davronov on Staten Island during a targeted operation and transported him to the ICE field office for processing. He is currently detained in ICE custody.

    The Soyuz MS-26 spacecraft is pictured backing away from the International Space Station shortly after undocking on April 19, 2025. Three hours later, the spacecraft landed in Kazakhstan, returning astronaut Don Pettit and cosmonauts Alexey Ovchinin and Ivan Vagner to Earth.
    While aboard the International Space Station, Pettit conducted hundreds of hours of scientific investigations, including research to enhance on-orbit metal 3D printing capabilities, advance water sanitization technologies, explore plant growth under varying water conditions, and investigate fire behavior in microgravity, all contributing to future space missions.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Racial Discrimination Commend Kyrgyzstan on Eradicating Statelessness, Ask about Measures to Prevent Hate Speech and Bride Kidnapping

    The Committee on the Elimination of Racial Discrimination today concluded its consideration of the combined eleventh and twelfth periodic reports of Kyrgyzstan, with Committee Experts commending the State on resolving all known cases of statelessness, and asking about measures to prevent hate speech and the practice of bride kidnapping.

    Mazalo Tebie, Committee Expert and Country Co-Rapporteur, and other Committee Experts commended Kyrgyzstan on having resolved all known cases of statelessness in 2019.  They asked how the State party was bringing its legislation on statelessness in line with international standards.

    Guan Jian, Committee Expert and Country Rapporteur, said conflicts between the country’s various ethnic groups had occurred in recent years.  The State party needed to consider early detection and preventative measures to prevent hate speech.  Could the delegation provide data on crimes motivated by racist hate speech occurring online and in the media?

    Ms. Tebie also said there was a phenomenon in Kyrgyzstan called “ala kachuu” (bride kidnapping), in which young women or girls from marginalised and vulnerable ethnic groups were abducted by men and forced into marriage.  How did the State ensure the effective implementation of laws prohibiting the practice?

    In opening remarks, Marat Tagaev, Deputy Minister of Culture, Information and Youth Policy of Kyrgyzstan and head of the delegation, said Kyrgyzstan fully adhered to its international obligations under the Convention.  The President had approved the national development strategy until 2040, one of the main priorities of which was to ensure interethnic harmony and strengthen the unity of the people.

    In addition, Mr. Tagaev said Kyrgyzstan continued systematic and continuous work on the issues of refugees, internally displaced persons and stateless persons.  In 2019, it became the first country in the world to resolve all known cases of statelessness.  It had also introduced a universal system that ensured 100 per cent registration of births.

    On measures to address hate speech, the delegation said a new bill on the media had been prepared in 2022 which prevented the spread of disinformation online.  In 2025, only 25 complaints related to online hate speech had been received by the State; the State had moved to block websites in response in seven cases.

    The delegation said bridal theft was a form of violence against women.  Persons who abducted women for the purpose of marriage were punished with up to seven years imprisonment, or up to 20 years for the abduction of minors. In 2022, courts found 42 individuals guilty of these crimes.  In all schools, a special subject was taught that addressed kidnapping and abductions, explaining that these actions were crimes.

    In concluding remarks, Michal Balcerzak, Committee Chair, said the dialogue had been very constructive, addressing many issues.  The information provided by the delegation would allow the Committee to develop targeted concluding observations.

    Mr. Guan, in concluding remarks, thanked the State party for its contributions to the dialogue, which had helped to make it a success.

    Mr. Tagaev, in his concluding remarks, said that the Committee’s comments and questions would help the State party to strengthen measures to promote equality and prevent discrimination. Kyrgyzstan would continue to take active steps to prevent racial discrimination and implement the Convention, working in collaboration with civil society.

    The delegation of Kyrgyzstan consisted of representatives of the Supreme Court; General Prosecutor’s Office; Ministry of Internal Affairs; Ministry of Health; Ministry of Labour, Social Security, and Migration; Ministry of Education and Science; Ministry of Foreign Affairs; Ministry of Economy and Commerce; Cabinet of Ministers; State Commission on Religious Affairs; Administration of the President; and the Permanent Mission of Kyrgyzstan to the United Nations Office at Geneva.

    Presentation of Report

    MARAT TAGAEV, Deputy Minister of Culture, Information and Youth Policy of Kyrgyzstan and head of the delegation, said that since Kyrgyzstan gained independence, the human rights and freedoms of its citizens, regardless of their racial and ethnic affiliation, had remained absolute and unchanged in the State.  Kyrgyzstan fully adhered to its international obligations under the Convention.  It was a multi-ethnic State with representatives of more than 100 different ethnic groups, including Uzbeks, Russians, Dungans, Uyghurs, Tajiks and other ethnic groups.  The Constitution prohibited discrimination based on race, language, ethnicity, religion, origin, as well as other circumstances.  The commission of a crime based on racial, ethnic, national, religious or interregional enmity was an aggravating circumstance.

    Set up in 2013, the Coordinating Council on Human Rights aimed to improve the mechanisms for ensuring the protection of human and civil rights and freedoms, and the implementation of international obligations in the field of human rights.  The Council included the heads of key State bodies whose activities were related to the protection of human rights, and it was headed by the Deputy Chairman of the Cabinet of Ministers of Kyrgyzstan.

    Kyrgyzstan continued systematic and continuous work on the issues of refugees, internally displaced persons and stateless persons.  In 2019, it became the first country in the world to resolve all known cases of statelessness.  It had also introduced a universal system that ensured 100 per cent registration of births.  Draft laws on Kyrgyzstan’s accession to the 1954 Convention relating to the Status of Stateless Persons and the 1961 Reduction of Statelessness Convention had also been submitted for public discussion. 

    The courts of the country applied not only the laws of Kyrgyzstan but also international treaties that had entered into force.  The Convention was thus an integral part of the legal system.  The President had approved the national development strategy until 2040, one of the main priorities of which was to ensure interethnic harmony, strengthen the unity of the people, and protect the rights of citizens, regardless of their ethnicity.

    In November 2020, the President of Kyrgyzstan had approved the plan for the promotion of a civil identity Kyrgyz jarany (Kyrgyz citizen) for the period 2021-2026.  The purpose of the plan was to develop a favourable environment for the promotion of the civic identity of Kyrgyz jarany, including through forming of a conscious understanding of the civil identity of Kyrgyz citizens; strengthening the unity of the people of Kyrgyzstan, increasing tolerance and promoting diversity; developing and promoting the State language and preserving multilingualism; promoting equal access to decision making; and increasing confidence in political institutions and public authorities.  Various national and international stakeholders were involved in developing the plan. 

    The People’s Assembly, which included 30 ethnic associations, played an important role in strengthening interethnic harmony, and preserving languages, culture and traditions of ethnic groups living in Kyrgyzstan.  In April 2025, the National Agency for Religious Affairs and Interethnic Relations was established, which implemented State policy in the field of religious relations, strengthening interethnic harmony, providing early warning, and preventing interethnic conflicts.

    Public reception offices for interethnic relations operated in 23 multiethnic districts, carrying out preventive measures, monitoring work in places where multiethnic communities lived, and promoting effective interaction with the civil sector.  In 2024, these offices carried out more than 1,100 early warning and prevention measures regarding interethnic conflicts, and close to 4,000 measures over the past four years.  As a result of this work, the number of interethnic incidents had decreased four-fold.

    Kyrgyzstan had created a legal framework to prevent discrimination in the courts.  The constitutional principle of equality before the law and the courts was reflected in the Criminal Procedure Code and laws on the status and behaviour of judges, as well as on the Supreme Court and local courts.

    The State party supported members of all ethnic groups in Kyrgyzstan to preserve, study and develop their native languages. In 161 local schools, students had the opportunity to study in Uzbek.  In 22 of them, education took place only in Uzbek.  The State strove to implement a balanced language policy that would foster a new trilingual generation of Kyrgyz citizens who spoke the official languages and one foreign language, while ensuring guarantees for the preservation of the native languages of ethnic communities.  Kyrgyzstan had developed a regulatory framework for its multilingual and multicultural education programmes.

    Questions by a Committee Expert

    GUAN JIAN, Committee Expert and Country Rapporteur, said that the high-level delegation showed the great importance that the State party attached to the dialogue.

    The demographic data that the State party had provided was not sufficiently comprehensive or specific. How did the State party apply the principle of self-identification in data collection on ethnicity, and how would it implement the Committee’s recommendations on data collection as soon as possible?

    Mr. Guan commended the State party’s legislative work.  However, in its previous concluding observations, the Committee expressed concern about the persistent lack of anti-discrimination legislation, calling on the State party to adopt such legislation in line with the Convention, with assistance from the Office of the High Commissioner for Human Rights.  Had progress been made in this regard?  How did the Criminal Code of 2019 contribute to combatting racial discrimination?  A draft anti-discrimination law was submitted to Parliament in 2023 but was subsequently removed from its agenda for revision.  Why was this?

    The previous concluding observations also called for compliance with Convention obligations in the judicial field. During the reporting period, law enforcement units initiated 189 criminal cases related to incitement to ethnic, racial, religious or interregional hostility.  Were all these cases brought before the courts?  Did the judicial system have internal guidelines for handling cases involving racial discrimination?  Were there rules and procedures on cooperation between judicial bodies and the Office of the Ombudsperson on such cases?  Were regular training courses on anti-racial discrimination provided for judicial personnel?  Could the delegation provide examples of cases of racial discrimination where the provisions of the Convention had been invoked in, or applied by, domestic courts?

    Mr. Guan expressed appreciation for the State party’s policy efforts related to racial discrimination, including the national action plan on development of the civil identity of Kyrgyz jarany (Kyrgyz citizen) for the period 2021-2026 and the national development strategy for 2018-2040.  What preliminary achievements had been made by these policies, and by the State programme for the security and socioeconomic development of border areas, and what challenges remained?

    The Committee was concerned that the Office of the Ombudsperson was not in compliance with the Paris Principles and that it received a low number of complaints of racial discrimination. What measures had the State party taken to strengthen the mandate of the Office to effectively promote human rights and to independently monitor and evaluate progress in the implementation of the Convention, while ensuring adequate financial and human resources to carry out its mandate?  Had the State adopted a 2017 bill aiming to strengthen the independence of the institution? Why had its head been dismissed in 2023?

    Mr. Guan expressed appreciation for the State party’s endeavours to prohibit and punish racist hate speech and hate crimes, including in the media and over the internet, according to its Constitution, Criminal Code and other laws.  The State party had also reported that there were no recorded cases over the reporting period of racist statements in the media or incitement to hatred by politicians or public figures.  However, conflicts between the country’s various ethnic groups had occurred in recent years, and development gaps and uneven opportunities between different ethnic groups in some regions still existed. 

    The State party needed to consider early detection and preventative measures to prevent hate speech, including awareness raising campaigns, incentives for strengthening self-regulation of media, systematic monitoring of online hate speech, and capacity building for State authorities.  Could the delegation provide data on cases of hate speech and ethnic groups involved in conflict, and rates of completion of trials on such cases?

    The Committee had previously called on the State party to put an end to racial profiling by the police, undertake effective investigations into all allegations of racial profiling, hold those responsible accountable, and provide effective remedies to victims, as well as to develop training programmes for law enforcement officers on identifying, investigating and prosecuting racist incidents.  Mr. Guan welcomed educational seminars and training of citizens as part of the programme on Kyrgyz jarany (Kyrgyz citizen).  What measures were in place to ensure that law enforcement officers did not engage in racial profiling?

    Responses by the Delegation

    The delegation said Kyrgyzstan was committed to its obligations under the Convention and took every effort to prevent racial discrimination.  A bill on the rights of minorities had been prepared to strengthen legal mechanisms to prevent racial discrimination.  However, Parliament had called for the revision of this bill to consider different views and proposals; this process was ongoing.

    Kyrgyzstan was a poly-ethnic State. As of January 2025, the State had a population of 7.2 million.  The 2022 census revealed that Kyrgyz, Uzbeks, Russians, Uyghurs and Kazakhs represented the largest ethnic groups.  Citizens had the right to voluntarily report their ethnic identity in the census.  The Constitution enshrined the equality of all citizens regardless of their nationality or ethnicity.

    Discrimination in all forms was prohibited in Kyrgyzstan.  No person could be discriminated against based on race, ethnicity or other characteristics.  The State provided judicial protection from all forms of discrimination.  Courts treated people equally regardless of their ethnicity.  All persons subjected to discrimination could file a complaint with the courts.  The Supreme Court had called on the State party to revise laws that contravened the Constitution.  In cases of serious crimes such as murder and ill-treatment, discriminatory motives based on race, ethnicity, religion, language or other grounds were considered to be aggravating circumstances and could be qualified as crimes against humanity.

    The Ministry of the Interior provided 1,000 hours of training for newly recruited law enforcement officers, which included classes on human rights, international human rights law, and preventing all forms of discrimination.  Disciplinary cases had been brought against 5,400 officials in recent years.  A service had been established for submitting complaints against law enforcement officers. There were 53 cases related to racial discrimination in 2023 and 47 in 2024.  The judicial academy, from 2019, had also trained 429 judges on international human rights standards.  There were judges of Russian, Tartar and Kurd ethnicity in the Supreme Court.

    The Office of the Ombudsperson provided oversight on human rights issues in the State.  A new constitutional law on increasing the independence and powers of the Office and bringing the Office in line with the Paris Principles had been developed.  Recently, the Office’s budget had been increased to allow it to carry out its activities more effectively.

    Follow-Up Questions by Committee Experts

    GUAN JIAN, Committee Expert and Country Rapporteur, asked whether the national statistics committee had a fixed term for carrying out the next census.  How many staff members did the Ombudsperson’s Office have and what were their roles?  What were the sources of its funding and what was its annual budget?  How did it work with courts and law enforcement?  Did the Office have branches in each region of the country?

    A Committee Expert said racist incidents in the country seemed to have increased over the years, but disciplinary measures against the police seemed to be decreasing.  In how many disciplinary cases had police officers been convicted?  What were the outcomes of disciplinary proceedings?

    One Committee Expert congratulated the State party on having completely eradicated statelessness.  Did the State party ensure the independence of the Council of Human Rights, which was under the President’s Office?  What findings had the Council made?  How did it cooperate with civil society?

    Responses by the Delegation

    The delegation said that currently, 115 persons worked for the Ombudsperson’s Office, which had branch offices in seven regions.  The Office’s financial resources had increased each year in recent years.  The Office had departments for oversight on human rights and children’s rights, a complaints department, and a department for judicial activities.  The Office monitored the rights and freedoms of citizens during both open and closed judicial proceedings.  It cooperated with law enforcement agencies and monitored the compliance of these agencies with their human rights obligations.

    All law enforcement agents underwent training activities on human rights.  Disciplinary offences for police officers were not administrative or criminal processes; they were internal processes.  Persons could submit complaints against officers via social media and email.  If investigations found that crimes had been committed, cases were transferred to the Prosecutor’s Office.  There had been an increase in complaints recently, which had led to an increase in disciplinary proceedings, but around half of complaints were found to be groundless.

    The Kyrgyz jarany (Kyrgyz citizen) project promoted respect for diversity, social cohesion and statehood. Under the project, some 23 regions had established offices that carried out monitoring and activities to prevent interethnic conflicts, including meetings with ethnic community representatives and training activities.

    The State programme on the development of border areas aimed at improving the living conditions of the population in these areas, strengthening the State border and reducing internal migration.  There were plans to develop infrastructure, agriculture and electrical supply, and reduce natural disasters in these areas.  The comprehensive programme of socio-economic development of regions was also in place, which included policies for the development of mountainous and border regions.

    Questions by a Committee Expert

    MAZALO TEBIE, Committee Expert and Country Co-Rapporteur, said public offices responsible for interethnic issues had received 167 requests in 2022 related to preventing discrimination against ethnic groups.  What follow-up was given to these requests?  Could the delegation provide data on investigations into crimes motivated by racist hate speech and hate crimes occurring online and in the media? How did the State help victims to access legal aid and support services?

    Reportedly, women and girls belonging to ethnic minorities, such as Uzbeks, Tajiks and Dungans, and rural women remained underrepresented in the public and political sphere, and patriarchal norms and socio-economic barriers restricted their access to education and professional opportunities.  How were they encouraged to participate in public and private life?  What measures were in place to prevent gender and ethnic stereotypes?  Were there quotas or mechanisms to ensure fair representation of women from ethnic minorities in decision-making bodies?  How did the State party support access to basic social services for minority women?

    Members of the lesbian, gay, bisexual, transgender and intersex community had reportedly faced difficulties in accessing health services, and were frequently exposed to blackmail, intimidation, extortion, as well as arbitrary arrests and ill-treatment. What measures were in place to include these persons in awareness raising campaigns, prevent and investigate discrimination and violence against them, and ensure their access to legal protection?

    There were reports of restrictions of rights to freedom of expression, peaceful assembly, association and opinion in the State party.  Human rights defenders and journalists were frequently exposed to threats, stigmatisation, arrests, arbitrary detentions, and sanctions such as fines, expulsions or closures of entities.  Kyrgyzstan had fallen 50 places in the 2023 World Press Freedom Index, to 122nd out of 180 countries.  What was being done to prevent the intimation of human rights defenders, to guarantee freedom of expression and other fundamental freedoms, and to release detained journalists, human rights defenders and non-governmental organization leaders?

    In 2024, the President promulgated a law on “foreign agents”.  How would the State party address concerns related to this law, which seemingly could force some non-governmental organizations to close or self-censor?  What safeguards were in place to ensure that civil society organizations could operate freely, regardless of their foreign funding?  Many non-governmental organizations had reported an increase in negative attitudes to their work by State representatives.  What measures were in place to protect non-governmental organizations from interference and intimidation by public authorities?

    A general ban on public assemblies had been imposed in 2022 to prevent certain peaceful assemblies.  Why was this ban introduced?  How did the State party ensure that citizens could exercise their right to freedom of assembly?  What measures were planned to prevent abuses of this ban by the police? Were there any redress mechanisms for citizens sanctioned under this ban?

    New laws had been implemented that banned wearing of religious clothing, including the niqab, in public spaces, and proselytising outside places of worship.  Why had these new restrictions, which ran the risk of violating the right to freedom of religion, been introduced?  How did the State party protect the right to freedom of religion and prevent religious minorities from being marginalised by these laws?

    Responses by the Delegation

    The delegation said non-profit organizations played an important part in life in Kyrgyzstan, helping to solve societal problems.  Amendments were brought to the law on non-commercial organizations in 2024 that aimed to ensure transparency and accountability for these organizations. Inclusion of these organizations in the State register ensured transparency in their finances.

    The State party banned discrimination against lesbian, gay, bisexual, transgender and intersex persons, who were guaranteed equal access to justice.  In one case, it was found that a television station had recorded a member of this community without their permission; the station was issued with a fine in response.

    There were 21,000 civil service employees, of which 35 per cent were women.  There were 340 members of minority groups in the civil service. There were no quotas for employment in the civil service.

    The draft bill on freedom of worship and religious associations sought to bring State legislation on religion in line with international norms.  It included regulations on registration of religious organizations and sites and labour relations in such organizations.  Freedom of worship was a fundamental right enshrined in the Constitution and the legal system.  There was no ban specifically on religious clothing, only a ban on covering one’s face in public institutions.  Religious organizations could not proselytise, but there were no other bans on their activities.

    Under State law, no one had the right to restrict peaceful assemblies.  Laws prevented citizens from being forced to participate in meetings. Public authorities needed to ensure public safety, and could ban public meetings that threatened public order.

    A new bill on the media had been prepared in 2022.  The bill was now under review in the President’s Office.  Representatives of the media fully supported this bill, which prevented the spread of disinformation online.  In 2025, only 25 complaints related to online hate speech had been received by the State; the State had moved to block websites in response in seven cases.

    Questions by Committee Experts

    MAZALO TEBIE, Committee Expert and Country Co-Rapporteur, said that the State party had established several measures to prevent discrimination against minorities.  How did it evaluate the effectiveness of these measures? Could women wear the niqab?  How did the State party ensure freedom of religion?

    There was a phenomenon in Kyrgyzstan called “ala kachuu” (bride kidnapping), in which young women or girls were abducted by men and forced into marriage.  This practice was said to mainly affect women and girls from rural communities, and from marginalised and vulnerable groups.  What actions had been taken to ensure the effective implementation of laws prohibiting the practice, and to raise awareness among rural communities about women’s rights?  What support services were available to abducted women and girls?  Did the State party have up-to-date data on the most affected ethnic groups or regions?

    Another Committee Expert asked whether there was a framework for the participation of minorities in all law-making processes.

    FAITH DIKELEDI PANSY TLAKULA, Committee Expert and Follow-Up Rapporteur, said that the Committee’s previous concluding observations had called on the State party to implement the views of the Human Rights Committee and pardon Azimjan Askarov, considering his poor health.  The Committee deeply regretted that he had passed away five days after the State party had reported that his health was improving.  What measures were in place to protect human rights defenders, journalists and non-governmental organizations working on the rights of ethnic minorities from reprisals?

    A Committee Expert welcomed that there were thousands of civil society organizations in the State party.  Did they take part in meetings preparing for the current dialogue?  How many of these organizations had been banned?

    Another Committee Expert said that in one court case concerning an attack against homosexual persons, the court had sent back the case to the prosecution.  What happened to the case after this?  Was the fine issued to the television station for recording a member of the lesbian, gay, bisexual, transgender and intersex community without their permission sufficient?

    GUAN JIAN, Committee Expert and Country Rapporteur, welcomed measures to promote the protection of equal rights for all ethnic groups.  The Committee had previously expressed concern about the low living standards of the Mughat, characterised by high unemployment and school dropout rates; land expropriation, home demolitions and forced evictions, disproportionately affecting Uzbeks from Osh and Jalalabad and frequently carried out in the absence of due process guarantees; discrimination against Uzbeks in access to work; and the absence of remedies for persons arbitrarily dismissed from their posts following the events of 2010.  What measures were implemented to address the Committee’s concerns?

    Parliamentary deputies’ seats had in 2021 been reduced from 120 to 90.  Representatives of minority ethnic communities had held 16 seats in 2021. What impact did the reduction of seats have on the representation of ethnic groups?  As of 2022, some 11 per cent of members of local councils and four per cent of State and municipal administration staff were members of minority ethnic groups, while 3.1 per cent of police officers were from minority groups. What measures were in place to increase minority representation in these bodies and the judiciary?

    Mr. Guan welcomed the State party’s efforts to promote multilingual education.  The law on education stated that educational services could be provided in a foreign language.  Were minority languages considered to be “foreign languages”?  What financing was provided for multilingual education? There were only 2,450 ethnic Uzbeks, 125 ethnic Tajiks, and 417 Dungans studying in their mother tongues in Kyrgyzstan in 2021.  Why were these numbers so low?

    Many institutions had been established by the State party to address interethnic tensions, such as the public advisory councils on interethnic relations; community liaison offices; the monitoring centre of the Ministry of Culture, Information, Sport and Youth Policy; and the interagency commission.  Were these organizations run by the State or non-governmental organizations?  What were each of their tasks, including in implementing the Kyrgyz jarany (citizens of Kyrgyzstan) plan?  What personnel did these institutions have, how were their powers divided, and how did they cooperate with law enforcement?

    Related to June 2010 ethnic violence in the south of the State, among a total of 5,642 criminal cases initiated by law enforcement agencies, proceedings had been suspended in 3,919 cases, a majority of the cases, while inquiries were being conducted.  What data could be provided on these suspended cases?

    Responses by the Delegation

    The delegation said bridal theft was a form of violence against women.  This crime was punished under criminal legislation and punishments had recently been strengthened.  Persons who abducted women for the purpose of marriage were punished with up to seven years imprisonment, or up to 20 years for the abduction of minors.  No amnesty was provided to perpetrators.  In 2022, courts found 42 individuals guilty of these crimes.  In all schools, a special subject was taught that addressed kidnapping and abductions, explaining that these actions were crimes.

    Some 97 per cent of children in the State party attended schools.  The State promoted education in native tongues and official languages.  More than 4,000 children were being taught in the Uzbek language, and there were also special schools teaching in other minority ethnic languages such as Tajik.

    Currently, there were around 1,500 members of ethnic minorities serving as civil servants, some 35 per cent of whom were women.  There were three representatives of minority ethnic groups currently serving in Parliament. Uzbeks, Dungans, Russians and Kazakhs were represented in parliamentary deputy seats, five per cent of which were held by women.

    After the events of June 2010, more than 5,300 criminal cases had been launched and more than 300 people had been brought to justice, including one life sentence conviction.  Investigations were based on respect for human rights and ethnicity was not a factor in the consideration of cases.  Kyrgyzstan was committed to carrying out fair trials in line with international standards.  There were some 42 cases involving murder, and several cases involving destruction of public and private property.  Some three billion som in damages were incurred by the State.

    Regarding the death in custody of Azimjan Askarov, the central prison hospital had diagnosed him with pneumonia and had provided him with treatment; however, he had rejected this treatment, leading to his death.  An investigation into the death was ongoing.

    The case of an alleged attack on homosexual people had been dropped after being returned to the prosecution. Regarding the case of a transgender girl recorded by a television station, courts provided financial compensation for moral damage, considering the degree of damage caused and the circumstances of the case.

    Questions by Committee Experts

    GUAN JIAN, Committee Expert and Country Rapporteur, called for more detailed information on public works undertaken in Osh city without the permission of local residents, and the situation of the Mughat community, some members of which were relocated after their lands were flooded.  Were affected people provided with compensation?

    A Committee Expert said that racial discrimination and climate change inhibited access to health for the Mughat community.  How did the State party promote access to health, safe food and drinking water for this community, and access to reproductive health rights for its women and children?

    Another Committee Expert asked whether parents who refused to send their children to school were criminally prosecuted by the Ministry of Justice.

    Responses by the Delegation

    The delegation said the State party was implementing a project to digitally register all newborns, which had promoted 100 per cent registration of births in the Mughat community.  Some 95 per cent of the Kyrgyz population had access to drinking water.  The State party was building water pipelines to increase access to drinking water in remote communities, including to the Mughat community.

    Citizens had the inalienable right to healthcare services, regardless of their ethnicity or other characteristics. The programme on State guarantees approved in 2023 aimed to improve access to medical services for vulnerable groups and increase the quality of health services.

    Parents were required to send school age children to school.  They had the right to choose the language of education and between public and private schools or homeschooling.  A bill had been developed that called for fining of parents who refused to send their children to school.

    The State party had identified sites for demolition in Osh in a project to develop public roads.  Some 69 million som had been provided in compensation to persons whose homes or property were affected.  Persons who felt that their property rights had been infringed by State development projects could file complaints in court.

    The Coordinating Council on Human Rights was an advisory council that sought to improve the implementation of human rights and fundamental freedoms in the State party.  Headed by the Deputy Prime Minister and including representatives of State authorities and the Ombudsperson, it coordinated the preparation of reports to international treaty bodies and implementation of these bodies’ recommendations.

    Parliament included representatives of national ethnic groups, who were involved in drafting legislation.  A web portal had also been set up that allowed citizens to make comments on legislative proposals.

    Questions by a Committee Expert

    MAZALO TEBIE, Committee Expert and Country Co-Rapporteur, said the Committee welcomed the State’s initiatives regarding the protection of refugees, including planned accession to the 1951 Refugee Convention and its 1967 Protocol, and the national action plan on migration management for 2022 to 2025. However, there was a high rate of rejection of applications for refugee status, and some refugees reportedly lived in precarious conditions, including in overcrowded temporary shelters with limited access to healthcare, clean water and education.  Uyghur, Uzbek and Chechen refugees and asylum seekers were reportedly extremely vulnerable.  What measures were in place to protect the rights of refugees and asylum seekers and promote access to residence?

    In 2024, protests against migrants had been held, leading to violence against foreigners with legal residence status.  What measures were in place to prevent violence against foreigners, including irregular migrants, and to provide victims with support? Migrants employed in the agricultural and construction sectors often faced precarious working conditions, with limited access to health and support services.  What measures were in place to protect the rights of migrant workers, establish clear standards for the employment of migrants, and promote their integration into society?  Were there institutions that assessed working conditions for migrants? 

    Nearly one in four Kyrgyz citizens migrated to neighbouring countries to work.  These emigrants reportedly struggled to access basic services in host countries.  Why did many women choose to emigrate?  What measures were in place to support them, including in Russia?  There were some Kyrgyz nationals in Syria and Iraq that were reportedly waiting to be repatriated.  How was the State party supporting their return?

    The Committee had received reports of numerous cases of extradition of refugees and asylum seekers, including Uyghurs from China and Uzbeks.  How did the State party prevent refoulement?  How many extradited migrants had been subjected to refoulement?

    The State party had implemented a law that guaranteed the civil registration of all children.  Kyrgyzstan was also the first country in the region to have resolved all known cases of statelessness; this was commendable. However, the Government had proposed amendments in 2023 to the citizenship law that prevented the conferral of Kyrgyz citizenship to the children of foreign parents born in Kyrgyzstan. This could lead to statelessness. How was the State party bringing its legislation on statelessness in line with international standards?

    What measures had been taken to provide continuous training to judges and lawyers on human rights, discrimination and the application of the Convention?  How many judges and lawyers had been trained?

    Responses by the Delegation

     

    The delegation said that in Kyrgyzstan, refugees had the right to health and education services and the right to freedom of movement.  The State assessed each application for refugee status in cooperation with the United Nations High Commissioner for Refugees and promoted the integration of refugees into society.  From 2019 to 2024, the State party had received around 300 appeals against decisions to refuse refugee status.  Around 140 of these cases had gone to the cassation court, which had decided to grant refugee status in some cases.

    Kyrgyzstan upheld the principle of non-refoulement.  Extraditions could not be carried out if there was suspicion of the person involved being subjected to torture or other cruel, inhuman or degrading treatment. Kyrgyzstan worked with international partners to assess risks in individual cases.  In 2024, the State party extradited 49 foreign citizens, including seven to the Russian Federation.  None of these persons had requested refugee status.

    Some 37 criminal cases had been initiated in response to violent incidents relating to 2024 protests against migrants.  The State party was carrying out activities to prevent broad-scale violations against foreign nationals, including ongoing informational activities.  Local populations now understood better the rights of foreign nationals.

    State laws regulated the situation of stateless persons in Kyrgyzstan.  Efforts to address statelessness were ongoing.  The State party had devised procedures for providing the children of stateless persons with identification documents, including the 2024 project that ensured 100 per cent issuance of birth certificates to newborns.

    Consular services provided for the protection of Kyrgyz citizens abroad, including migrant workers.  The Ombudsperson’s Office received complaints of rights violations from migrants and implemented response measures. Children of Kyrgyz migrants needed to be able to speak basic Russian to attend school in the Russian Federation; the State party thus provided Russian language courses to these children.

    The State party had trained 429 judges in 2025 on international human rights standards.  The judiciary was committed to promoting diversity and equality.

    In 2021, the State party repatriated more than 400 citizens from Iraq and Syria, including children.  Measures had been implemented to promote the reintegration and rehabilitation of these citizens and prevent their stigmatisation.

    Questions by Committee Experts

    MAZALO TEBIE, Committee Expert and Country Co-Rapporteur, asked whether only foreigners who did not have refugee status could be extradited.  The Committee hoped that the law implementing the 1951 Refugee Convention and the 1967 Protocol would be adopted soon.  If foreign women who were married to Kyrgyz men divorced, did their children keep Kyrgyz nationality?  Why did the State party require foreigners to take HIV tests? The State party had developed a “compatriots of foreign nationality” card.  Who were these “compatriots of foreign nationality”?

    A Committee Expert said there had been a reported drop in teaching of the Uzbek language after the 2010 violence. Were nation-wide examinations conducted in the Uzbek language for students learning in that language?

    Another Committee Expert asked if training course for judicial officials addressed the application of the Convention in civil and criminal cases.  Were there examples of judicial decisions where the Convention was applied?

    A Committee Expert congratulated the State party on eradicating statelessness as of 2019, and for developing a statelessness determination procedure.  Kyrgyzstan needed to ratify the statelessness conventions and share its best practices with other nations.

    Responses by the Delegation

    The delegation said that under national legislation, refugees could not be extradited.  The State party waited until processes considering applications for refugee status concluded before considering extradition.  Two draft bills on acceding to the 1951 Refugee Convention and 1967 Protocol were currently under consideration.

    If one parent had Kyrgyz nationality, children could receive Kyrgyz nationality, regardless of the location of their birth.  Children of stateless parents born in Kyrgyzstan were also granted Kyrgyz nationality.  Persons could lose Kyrgyz nationality if they served in the army of a foreign State or if they received citizenship after submitting falsified documents.  Kyrgyz citizens could change their citizenship only once; persons needed to submit documents proving their ethnic identity to change their citizenship.  Divorces were not grounds for changing citizenship.

    To enrol in universities in Kyrgyzstan, students needed to sit the General Republican Exam in either Kyrgyz or Russian.

    Kyrgyzstan did not required foreigners to submit a certificate showing that they were HIV-negative when applying for a visa.  Information related to HIV tests was not made public.  Forced tests were carried out in a confidential manner based on court decisions.

    Courts could apply international conventions directly.  All criminal cases related to the June 2010 events had been closed, but affected persons had the right to appeal cases and seek compensation.

    The children and grandchildren of Kyrgyz citizens who lived overseas had the right to apply for the “compatriots of foreign nationality” card, which allowed them to live and work in Kyrgyzstan without additional residence or work permits.

    Closing Remarks

    MICHAL BALCERZAK, Committee Chair, said the dialogue had been very constructive, addressing many issues.  The information provided by the delegation would allow the Committee to develop targeted concluding observations.

    GUAN JIAN, Committee Expert and Country Rapporteur, thanked the State party for its contributions to the dialogue, which had helped to make it a success.  He expressed hope that the State party would follow-up on remaining unanswered questions and closed by thanking all persons who had contributed to the dialogue.

    MARAT TAGAEV, Deputy Minister of Culture, Information and Youth Policy of Kyrgyzstan and head of the delegation, said that the Committee’s comments and questions would help the State party to strengthen measures to promote equality and prevent discrimination. Kyrgyzstan would continue to take active steps to prevent racial discrimination and implement the Convention, working in collaboration with civil society.  The State party would work to implement the Committee’s recommendations and to build an inclusive and just society.

  • MIL-OSI United Nations: Committee against Torture Concludes Eighty-Second Session

    The Committee against Torture this morning closed its eighty-second session, after adopting concluding observations on the reports of Armenia, France, Mauritius, Monaco, Turkmenistan and Ukraine, which were reviewed during the session. The session was held from 7 April to 2 May.

    Claude Heller, Committee Chairperson, read out a summary of the concluding observations for each country reviewed this session under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment . The concluding observations will be available on the webpage of the session as of 1 p.m. this afternoon.

    Mr. Heller said that the Committee had still not been informed whether its next two sessions scheduled for 2025 would take place. Sixteen treaty body sessions were at stake, and the Subcommittee on the Prevention of Torture had had to postpone four of its eight visits planned for 2025. As soon as more information became available, the Committee would announce the dates of its upcoming sessions and the country reviews planned for each session.

    Mr. Heller also noted that the sudden cessation of hybrid meetings would continue to negatively impact the work of the Committee members, civil society organizations, national human rights institutions, national preventive mechanisms and other stakeholders.

    In conclusion, he said that the Committee now came to the end of yet another session, held with professionalism, independence, and a constructive spirit to fully adhere to its mandate.

    Statements

    PETER VEDEL KESSING, Committee Rapporteur, presented the Committee’s annual report, which covered the period from 11 May 2024 to 2 May 2025, including the eightieth session, which was held from 8 to 26 July 2024; the eighty-first session which was held from 28 October to 22 November 2024; and the eighty-second session which was held from 7 April to 2 May 2025.

    As of today, there were 175 States parties to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment. Since the adoption of the Committee’s previous annual report, Dominica had acceded to the Convention, on 5 December 2024. The Committee called upon all States that had not ratified the Convention to do so and called upon those that were already parties to accept all the procedures of the Convention in order to enable the Committee to fulfil all aspects of its mandate. As of today, there were 94 States parties to the Optional Protocol to the Convention. 

    The Committee held a joint meeting between the members of the Committee and the Chair of the Subcommittee on Prevention of Torture. The Committee adopted a joint statement with the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, the Subcommittee on Prevention of Torture, and the Board of Trustees of the United Nations Voluntary Fund for Victims of Torture to mark the United Nations International Day in Support of Victims of Torture, which was commemorated on 26 June.

    To mark the fortieth anniversary of the adoption of the Convention, the Committee, jointly with the other United Nations anti‑torture mechanisms held a high-level event in Geneva on 14 November 2024.

    The Committee expressed its appreciation to non-governmental organizations, with special thanks to the World Organization against Torture. The Committee requested that all multilingual hybrid meetings be maintained as a feature of an adequately resourced session and called upon States parties to support this request. 

    Concerning complaints under article 22 of the Convention, as of today, the

    the Committee had registered, since 1989, 1,260 complaints concerning 45 States parties. Of those, 449 complaints had been discontinued and 152 had been declared inadmissible. The Committee had adopted final decisions on the merits in 524 complaints and found violations of the Convention in 220 of them. Considering the adopted communications during the current session, some 133 complaints were pending consideration. All the Committee’s decisions could be found in the updated treaty body case law database, on the website of the Office of the High Commission for Human Rights, and in the Official Document System of the United Nations.

    At its eightieth session, the Committee adopted decisions on the merits in respect of 10 communications. The Committee further found two communications inadmissible and it discontinued the consideration of 19 complaints. At its eighty-first session, the Committee adopted decisions on the merits in respect of six communications. The Committee found three communications inadmissible and discontinued the consideration of 12 communications. At its eighty-second session, the Committee adopted decisions on the merits in 12 communications. It found 2 communications inadmissible and it discontinued the consideration of 12 cases. One communication was postponed.

    CLAUDE HELLER, Committee Chairperson, read out a summary of the concluding observations on the reports of the States parties that were reviewed during the session.

    Armenia

    Concerning Armenia, the Committee commended the State party on the adoption of its new Criminal Code, which established an expanded definition of torture, along with the adoption of a new Criminal Procedure Code, introducing a number of new procedural safeguards against torture and increasing the availability of non-custodial measures. The Committee recommended that Armenia ensure that the penalties for torture were commensurate with the gravity of the crime. It also recommended that the State party train prosecutors and judges on the use of non-custodial measures, provide sufficient material and financial resources for their application, and adopt the necessary regulations to ensure that they may be applied in practice.

    With regard to psychiatric and social care institutions, the Committee recommended that the State party guarantee sufficient legal and procedural safeguards for residents in psychiatric institutions and social care facilities, both in law and in practice. It also recommended that the State party reduce recourse to coercion in psychiatric settings, and ensure that physical or chemical means of restraint were used in accordance with domestic law and international standards. 

    France

    As for France, the Committee expressed its deep concern about the numerous allegations of excessive use of force, including lethal force, and ill-treatment by law enforcement officials, and was seriously concerned that such cases reportedly disproportionately affected members of certain minority groups, in particular persons of African descent, persons of Arab origin or Muslim religion, indigenous peoples and non-nationals. The Committee recommended that the State party ensure that all allegations of excessive use of force and ill-treatment were investigated promptly, thoroughly and impartially by an independent body, that those responsible were held accountable, and that victims or their families obtain adequate redress.

    The Committee recommended that France continue its efforts to improve living conditions in all places of deprivation of liberty and to reduce overcrowding in prisons and other places of detention. It also recommended that the State party ensure that all allegations of ill-treatment were thoroughly investigated, that alleged perpetrators were prosecuted and, if found guilty, sentenced to appropriate penalties, and that victims or their families received redress, including adequate compensation. It recommended that the State party improve the monitoring and control of violence among prisoners. The Committee recommended that the State party take all necessary measures to encourage the reporting of hate crimes motivated by racist, Islamophobic, anti-Semitic, xenophobic or homophobic prejudice, and to ensure that such crimes were thoroughly investigated, that perpetrators were prosecuted and punished, and that victims had access to effective remedies.

    Mauritius

    Concerning Mauritius, the Committee acknowledged the State party’s commitment to develop a code of practice for police officers and to strengthen their training to address those shortcomings. The Committee recommended that Mauritius strengthen its efforts to further ensure that the Independent Police Complaints Commission was properly resourced and equipped to carry out its functions, and guarantee that acts of torture and ill-treatment were promptly, impartially and effectively investigated and prosecuted, as appropriate. The Committee also asked the State party to take all appropriate measures to prevent acts of intimidation and reprisals against alleged victims, their legal representatives, and relatives.

    The Committee recommended that Mauritius ensure that all deaths in custody were promptly and impartially investigated by an independent entity, including through independent forensic examinations, with due regard to the Minnesota Protocol on the Investigation of Potentially Unlawful Death. Where appropriate, the Committee recommended that the corresponding sanctions be applied. It also asked the State party to compile and provide it with detailed information on all incidents of death in all places of detention, the causes, and the outcomes of the investigations.

    Monaco

    As for Monaco, the Committee voiced its concern about reports that the “maison d’arrêt de Monaco” and its facilities were structurally incompatible with their current purpose, as they remained unsuitable for prolonged deprivation of liberty. While it was aware of the State party’s land-use constraints, the Committee encouraged the State party to consider transferring prisoners to a new prison facility that better complied with international standards on deprivation of liberty and the prevention of ill-treatment. Meanwhile, it recommended that the State party continue its efforts to improve living conditions in the “maison d’arrêt de Monaco”, including by ensuring that persons in pretrial detention were allowed visits or telephone calls without specific authorisation from the judicial authorities.

    The Committee expressed its concern about reports of precarious working conditions affecting many migrant domestic workers and undeclared migrant workers, particularly in the construction, hotel and catering sectors, as well as on private yachts. The Committee recommended that the State party strengthen the capacity and resources of the labour inspectorate to enable it to monitor more effectively the situation of migrant workers, in particular domestic workers, including with regard to their recruitment and working conditions. It also recommended the State party to redouble its efforts to inform migrant workers, including undeclared workers, of their rights and the complaint mechanisms available to them, and facilitate their access to those mechanisms.

    Turkmenistan

    With regard to Turkmenistan, the Committee expressed grave concern about the persistent reports of widespread torture and ill-treatment of detainees in the State party. Despite the installation of audio-visual equipment in some detention facilities across the country, such measures appeared insufficient in preventing and curbing abuse. The Committee had further expressed serious concern about the lack of accountability, which reflected a worrying pattern of institutional impunity. The Committee urged the State party to adopt a zero-tolerance policy towards torture, including a clear public statement from the highest levels of Government, and to ensure that all allegations were promptly and independently investigated, perpetrators held accountable, and victims granted full redress.

    The Committee noted and welcomed the adoption of the Ombudsman Act and the recent “B” status accreditation of Turkmenistan’s Ombudsperson by the Global Alliance of National Human Rights Institutions. However, it expressed concern about the reported lack of independence and limited authority of the Ombudsperson’s office, particularly its failure to address serious and systemic human rights violations. The Committee recommended that the State party fully implement the recommendations of the Alliance’s Subcommittee on Accreditation and take all necessary steps to establish an independent national monitoring body capable of conducting unannounced visits to all places of detention, engaging with detainees in private, and responding effectively to allegations of abuse in line with the Paris Principles.

    Ukraine

    Concerning Ukraine, the Committee acknowledged the challenges faced by the State party in fully implementing its obligations under the Convention due to the full-scale invasion by the Russian Federation against it. It recalled, nevertheless, that the Convention was applicable in the State party’s entire territory and Ukraine should therefore take all possible steps to implement it.

    The Committee noted Ukraine’s commitment and measures taken to abide by international humanitarian law and international human rights law in the context of the ongoing armed conflict and occupation, but expressed concerns about reports indicating allegations of torture and ill-treatment, threats, humiliation, and other violations of Russian prisoners of war, allegedly committed by the Ukrainian armed forces and military police, as well as the inadequate recording and reporting of their visible injuries sustained by torture or ill-treatment, among other concerns. The Committee underscored that the prohibition of torture was non-derogable, that no exceptional circumstances whatsoever may be invoked as a justification of torture, and that the obligations stemming from this prohibition were not subject to reciprocity.

    The Committee also recommended that Ukraine ensure that all fundamental legal safeguards were guaranteed in practice for all detained persons from the outset of the deprivation of their liberty, including the right to request and receive a medical examination by an independent doctor, free of charge, or a doctor of their choice, that was conducted out of hearing and sight of police officers, unless the doctor concerned explicitly requested otherwise, as the access to an initial confidential medical examination did not appear to be routinely granted in Ukraine, and if it was granted, it was reportedly performed in the presence of a police officer.

    Other

    Mr. Heller said that during the session, the Committee also adopted lists of issues for Pakistan and Tajikistan and lists of issues prior to reporting for Antigua and Barbuda, Botswana, Iceland, Iraq, Kenya, Montenegro, State of Palestine and Uruguay.

Furthermore, the Committee adopted 12 discontinuance requests.

  • MIL-OSI Russia: Tajikistan: Staff Concluding Statement for the 2025 Article IV Mission

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Washington, DC: An International Monetary Fund (IMF) mission led by Mr. Matthew Gaertner held the 2025 Article IV consultation and discussions on the second review under the Policy Coordination Instrument (PCI) with the Tajikistan authorities during April 2-15, 2025, in Dushanbe. At the conclusion of the mission, Mr. Gaertner issued the following statement:

    Economic Developments, Outlook and Risks

    Strong broad-based growth continued in 2024, and the external position remained favorable. Real GDP increased 8.4 percent in 2024, marking the fourth consecutive year of growth above 8 percent, as strong momentum in mining, manufacturing and agriculture was underpinned by public and private investment. Strong financial inflows, including remittances, have also supported domestic demand and liquidity and contributed to a current account surplus of 6.2 percent of GDP in 2024. This alongside the NBT’s purchases of domestic gold production has boosted FX reserves from $3.6 billion at end-2023 to $4.7 billion at the end of February 2025, amounting to 7 months import coverage.

    Inflation remains well contained within the NBT’s target range. Twelve-month inflation stood at 3.7 percent in February, within the NBT’s updated target range of 5 percent (±2 percent) for 2025, reflecting stable prices for imported food and fuel and an appreciation of the somoni against key trading partner currencies. Reserve money growth has moderated since mid-2024 as the NBT stepped up its sterilization efforts but remained strong at 32 percent (y/y) in February, boosted by the NBT’s gold purchases.

    Banks’ asset quality continued to improve in 2024, amid strong growth in consumer lending. Banks’ NPL ratio declined to 7.0 percent in February as they continued to clean up their balance sheets, largely through write-offs of legacy NPLs. Credit to the private sector grew at 29 percent (y/y) in February, boosted by a continued expansion of banks’ deposit base. This has been primarily driven by household loans in local currency, supported by the introduction of new retail lending products.

    The medium-term outlook appears positive. Real GDP is projected to increase by 7 percent in 2025, retaining the current strong momentum. Twelve-month inflation (y/y) is projected to remain close to the mid-point of the NBT’s target range in 2025 and 2026, in line with stable inflation expectations. The current account surplus is expected to narrow in 2025 as financial inflows stabilize, with FX reserves projected to remain at comfortable levels. Financial inflows are expected to normalize over the medium term after the strong inflows experienced since 2022, heightening the importance of continuing to advance structural reforms to strengthen potential growth over the medium-term.

    Risks to the outlook are tilted to the downside, in the context of significant regional and global uncertainty. A pronounced decline in financial inflows due to a less favorable environment for remittances or a slowdown in Tajikistan’s key trading partners would adversely affect growth, fiscal performance, and the banking sector. More frequent and severe natural disasters and heightened security risks can also strain budget resources. On the upside, continued strength in gold prices and rising demand for rare earth metals could attract increased investment in the mining sector.

    Fiscal Policy

    Fiscal performance remained well within the program target in 2024, with a fiscal surplus of 0.3 percent. The favorable fiscal outturn was underpinned by stable revenue growth despite a reduction in the VAT rate from 15 to 14 percent, while externally financed capital spending was lower than planned. Revenue collection reflected continued improvements in tax and customs administration supported by digitalization measures. The 2025 budget envisages a fiscal deficit of up to 2.5 percent of GDP, conditional on available financing. In this context, continuing to expand the domestic debt market is key to diversifying sources of financing. The MOF successfully launched market-based auctions of government securities in 2024; establishing a robust secondary market for these instruments will help to expand the investor base and further deepen the market.

    The fiscal deficit target of 2.5 percent of GDP remains an important anchor to ensure that debt remains on a favorable medium-term trajectory. Prudent fiscal policy coupled with strong GDP growth has contributed to a notable reduction in the public debt ratio over the past few years, with public debt declining to 25 percent of GDP at the end of 2024. Public debt is assessed as sustainable but remains at high risk of distress due to large debt service obligations during 2025-2027; the first semi-annual Eurobond repayment was completed as planned in March. Building fiscal buffers is key to mitigating fiscal risks from potential shocks to revenue and expenditure in the context of the uncertain external environment, with contingency plans for spending reprioritization to protect social assistance and other critical spending.

    Improved revenue mobilization and spending efficiency are key to increasing fiscal space for priority social and development projects. The Medium-Term Revenue Plan (MTRP) aims to raise total revenues by at least 2 percentage points to 26 percent of GDP in 2026 through a combination of tax policy, tax administration and SOE reform measures. In line with the MTRP, the MOF has taken steps to improve revenue mobilization through the expansion of digitalization of payments. Moreover, tax exemptions granted to several large investment projects were discontinued in 2024. A time-bound action plan is essential to anchor a further streamlining of tax exemptions and customs preferences over the medium-term. On the expenditure side, strengthening appraisal, selection and oversight of internally financed capital projects are crucial for enhancing the efficiency of public investment.

    Strong corporate governance and oversight is essential to strengthen SOE efficiency and minimize fiscal risks. Recent reforms include the expansion of the MOF’s financial monitoring coverage from 27 SOEs to 77 entities with state participation, and amendments to the regulations for SOE board composition to ensure that board members are appointed through transparent and competitive procedures in line with best practices. The MOF has also continued to expand the scope of the annual fiscal risk statement, which provides an overview of SOE performance, including profitability, leverage, and budget allocations to SOEs. The publication of an updated SOE list and completion of the ongoing sectorization exercise will also improve monitoring and oversight.

    Greater efforts are needed to improve the financial performance of the electricity sector. Low collection rates for key electricity consumers, together with high technical and commercial losses and end-user tariffs that are below cost recovery levels has led the state electricity generation company Barki Tojik to accumulate sizable arrears to suppliers and creditors. Reducing quasi-fiscal losses in the electricity sector will require sustained efforts to improve collection rates for the largest electricity consumers, as well as implementation of the authorities’ strategy to roll-out smart metering, increase penalties for electricity theft and improve cost controls across the electricity sector. The electricity tariff was increased by about 15 percent in April 2025, and further annual tariff adjustments are envisaged to reach cost recovery by 2027.

    Monetary, Exchange Rate and Financial Sector Policies

    Inflation remains well contained, but strong credit growth warrants continued vigilance. The NBT lowered its inflation target from 6 to 5 percent (±2 percent) for 2025 to reflect well-anchored inflation expectations, and the policy rate was lowered by 25 basis points to 8.75 percent in February 2025 as inflation remains close to the lower bound. Although the real policy rate is still relatively high at about 5 percent (based on realized inflation), monetary policy should remain data-driven and vigilant to potential upward demand pressure on inflation from strong credit growth and robust financial inflows. Proactive liquidity management also remains essential to moderate the impact of the NBT’s gold purchases and FX interventions on the money supply.

    Enhancing exchange rate flexibility is essential to build resilience to external shocks. The NBT has taken several measures to modernize the local FX market, including ending auctions of inward transfers improving the mechanism for executing public sector FX transactions; enhancing the dissemination of information on FX rates; and introducing price-based auctions for FX interventions to facilitate price discovery. The NBT should also aim to limit its FX operations only to avoid disorderly market conditions to facilitate development of the FX market and further support greater exchange rate flexibility.

    Strong macroprudential oversight and banking supervision are key to mitigating external risks to financial stability. The banking system has strengthened its balance sheet following the resolution of two troubled banks but may face possible challenges from the volatile external environment and any reversal of recent inflows. Strong lending to households warrants careful oversight of macroprudential norms to ensure prudent lending standards, and close monitoring of maturity mismatches and funding- and asset-side concentration risk. The planned introduction of macroprudential tools and forward-looking stress tests is essential to manage risks posed by strong credit growth.

    Structural Reforms

    Governance and transparency reforms across economic sectors aim to foster sustainable and inclusive growth. Structural reforms are underway to close existing governance gaps across the public and private sectors through upgrades to the legal and regulatory frameworks. The reforms aim to (i) improve public sector efficiency; (ii) foster financial and private sector development; and (iii) promote an enabling investment climate for private sector-led growth.

    Transparent governance and policy frameworks and robust financial safety nets are key to further strengthen trust in public institutions. Good governance fosters macro-financial stability both directly and indirectly by enhancing the credibility and effectiveness of macroeconomic policies. Transparent corporate ownership is critical to promote an enabling business climate based on the rule of law and prudent AML-CFT standards.

    Timely and comprehensive macroeconomic data is essential to economic policymaking. The authorities have started publishing fiscal statistics in line with GFS standards and broadened the coverage of state-owned enterprises. Compilation of quarterly demand-side GDP data and expanding the use of GFS-based fiscal data would further strengthen data quality.

    Discussions on the policies to complete the second review under the PCI are well advanced and will continue following this mission.   • MIL-OSI United Nations: WFP and EFSD Partner to Improve Food Security by Strengthening Water Management Systems in Armenia

    Yerevan, ARMENIA – The United Nations World Food Programme (WFP) and the Eurasian Fund for Stabilization and Development (EFSD) are joining forces to improve food security in Armenia through better water management. An agreement for the “Capacity Strengthening of Water Users Associations of Armenia” initiative has been signed with the Government of Armenia, represented by the Armenian Territorial Development Fund (ATDF). The initiative aims to strengthen food security, reduce reliance on assistance, and build community resilience in Armenia.

    “At the EFSD, investments in the rehabilitation of basic infrastructure are among our strategic priorities. However, we recognise that ensuring the sustainability of projects in the irrigation sector requires more than physical efforts. To address this, we place a strong emphasis on building the capacity of water user associations and strengthening sector institutions, enabling them to manage water resources more effectively and independently in the long term,” said Garik Arabyan, Head of the Project at the EFSD.

    WFP will work with 15 Water User Associations (WUAs) across Armenia, training over 125 WUA leaders and community water managers in practical water management skills. These include optimizing irrigation schedules, maintaining infrastructure, and adopting efficient practices like drip and sprinkler irrigation. The training will strengthen irrigation systems and support food-insecure communities in managing water more effectively for agriculture.

    This is particularly important in regions facing water scarcity due to aging infrastructure, overuse of groundwater, and climate change – factors that have contributed to low crop yields and food insecurity. Improved irrigation management will reduce water waste, minimize crop failure risks, and ensure better water access during key growing seasons.

    Although 125 individuals will be trained directly, they manage systems serving thousands of smallholder farmers nationwide. More efficient water use is expected to boost yields of water-intensive crops, increase rural incomes, and improve household food access.

    “Improved water management leads to improved food security,” said Nanna Skau, WFP Representative and Country Director in Armenia. “By investing in water systems and building the knowledge of the people who manage them, we’re laying the foundation for stronger food systems and more resilient communities across Armenia.”

    WFP remains committed to supporting food-insecure communities across Armenia and aligning with the priorities of the Government. By investing in water user associations and local communities, the initiative will help farmers and their families improve income levels and gain consistent access to nutritious food.

    For several years, the OSCE Programme Office in Bishkek (POiB) has been leading a sustained effort to promote financial literacy among youth in Kyrgyzstan. Through comprehensive training programmes held annually across the country, the POiB helps young people build the skills they need to make informed financial decisions and navigate the digital economy with confidence. These efforts contribute directly to the OSCE’s broader mandate of fostering inclusive economic participation, democratic resilience, and equal access to education.According to the OECD “Financial Literacy Levels in the Commonwealth of Independent States” survey, there is a positive trend in improving the financial literacy of the country’s population. In 2017, the degree of financial behaviour of the country’s citizens was 11.1 out of the maximum of 21. In 2021, this indicator increased to 11.6 (an increase of 0.5).
    Building on these encouraging results and with the goal of further improving these indicators, the OSCE continues to conduct training sessions for youth across the country.Between 2022 and 2025, the POiB, in close co-operation with the National Bank of the Kyrgyz Republic, conducted 137 financial literacy trainings across all regions of the country, reaching more than 3,000 students. Each year, participants improve their financial literacy skills by over 15% on average — clearly showing the programme’s effectiveness and lasting impact.In April 2025, the POiB expanded this initiative to the southern regions of Osh, Jalal-Abad, and Batken — areas where young people often have fewer opportunities to access financial education.
    From 14 to 26 April, nearly 500 students participated in practical, interactive trainings on budgeting, saving, banking services, investment basics, digital financial platforms, financial safety, taxation, and insurance. Later this year, additional sessions are planned in the northern regions of Kyrgyzstan, aiming to ensure full national coverage and reach students in all seven regions of the country.
    The OSCE Programme Office in Bishkek will continue expanding its financial literacy programme in collaboration with the National Bank and other partners, empowering the next generation of Kyrgyz citizens to take charge of their financial futures — and to do so with clarity, confidence, and resilience.

  • MIL-OSI China: Xi’s diplomacy injects certainty, stability into turbulent world

    BEIJING, May 2 — Chinese President Xi Jinping has engaged in extensive diplomatic efforts both at home and abroad this spring, cementing a closer bond with neighboring countries, advocating unity and cooperation, and injecting certainty and stability into a turbulent world.

    CLOSER BOND WITH NEIGHBORING COUNTRIES

    In a world grappling with growing uncertainty and instability fueled by protectionism and unilateralism, China has reaffirmed the continuity and stability of its neighborhood diplomacy and its vision for lasting peace and shared development in Asia.

    The first major international event that China hosted in 2025 is the 9th Asian Winter Games from Feb. 7 to 14 in the city of Harbin, capital of northeast China’s Heilongjiang Province. It brought together leaders from many of China’s neighboring countries, including Brunei, Kyrgyzstan, Pakistan, Thailand and the Republic of Korea.

    At a banquet hosted by Xi and his wife, Peng Liyuan, ahead of the opening ceremony of the games, the Chinese leader called on Asia to uphold the common dream of peace and harmony, jointly respond to all sorts of security challenges, and contribute to building an equal and orderly multipolar world.

    Xi’s Southeast Asia visit, his first overseas trip this year, highlighted China’s dedication to deepening traditional ties, expanding practical cooperation, and advancing its vision of building a community with a shared future with its neighbors.

    From April 14 to 18, Xi paid state visits to Vietnam, Malaysia and Cambodia. China signed a record 108 cooperation documents with the three countries in total, which span a wide range of fields, from infrastructure to digital and green economy. A focal point of the tour was high-quality Belt and Road cooperation with the aim of enhancing regional connectivity and creating development opportunities.

    The trip came after a central conference on work related to neighboring countries held in Beijing from April 8 to 9. At the conference, Xi called for building a community with a shared future with neighboring countries and striving to open new ground for the country’s neighborhood work.

    The conference noted China’s relations with its neighboring countries are currently at their best in modern times, and are also entering a critical phase where regional dynamics and global transformations are deeply intertwined.

    A flurry of diplomatic activities show how China, a major country, gets along with its neighbors, international observers said.

    In his talks with Sri Lankan President Anura Kumara Dissanayake on Jan. 15, Xi said China will continue to support Sri Lanka in maintaining its national independence, sovereignty and territorial integrity.

    Extending condolences to Myanmar leader over the massive earthquake in late March, Xi said China is ready to provide assistance, and support efforts to overcome the disaster and rebuild homes at an early date.

    INJECTING CERTAINTY INTO WORLD

    Amid the international trade chaos caused by the so-called “reciprocal tariffs” of the United States, China has taken swift and firm countermeasures not only to safeguard its own legitimate rights and interests, but also to protect the common interests of the international community and defend international fairness and justice.

    On April 11, Xi had a three-hour-long meeting with Spanish Prime Minister Pedro Sanchez, who made his third trip to China in three years. Xi called on China and the EU to fulfill their international responsibilities, work together to safeguard economic globalization and the international trade environment, and jointly reject unilateral and bullying actions.

    Noting that China is an important partner of the EU, Sanchez said Spain always supports the stable development of EU-China relations. Facing the complex and challenging international situation, Spain and the EU are willing to strengthen communication and coordination with China to maintain the international trade order, he said.

    Malaysia is ASEAN chair and the Country Coordinator for ASEAN-China Dialogue Relations for 2025. On April 16, during a meeting with the visiting Chinese president, Malaysian Prime Minister Anwar Ibrahim said facing the rise of unilateralism, Malaysia is willing to strengthen cooperation with China to jointly address risks and challenges, noting that ASEAN will not endorse any unilaterally imposed tariffs, and will promote collective advancement through cooperation to maintain economic growth.

    On April 24, Xi held talks with Kenyan President William Ruto in Beijing, saying the fundamental purpose of China-Africa cooperation for win-win results and common development will not change, which is a welcome policy statement from a major country in a world full of uncertainty.

    Trade wars undermine the existing international rules and order, and Kenya appreciates China’s role as a stabilizer in the current volatile situation, Ruto said.

    After the talks, the two heads of state witnessed the signing of 20 cooperation documents in areas such as the Belt and Road Initiative, new and high technology, people-to-people and cultural exchanges, economy and trade, and media.

    As certainty and stability increasingly become scarce globally, not only political leaders but also business community turn to China for certainty and stability.

    On March 28, Xi met with more than 40 global chairmen and chief executive officers of foreign businesses as well as representatives of business councils, including leaders from FedEx Corporation, Mercedes-Benz Group AG, Sanofi SA, HSBC Holdings Plc, Hitachi Ltd., SK Hynix Inc and Saudi Aramco.

    A key message Xi sent is that China has been and will remain an ideal, secure, and promising destination for foreign investors, and that investing in China is investing in the future. He pointed out that China offers a vast stage for business development, vast market prospects, stable policy outlook, and a secure environment, making it a favored choice for foreign investment and business operations.

    Having the world’s second-largest consumer market and largest middle-income group, China offers great potential for investment and consumption. China is now a major trading partner with more than 150 countries and regions. China continues to build up industrial strength and foster institutional opening-up, drawing influential foreign investors such as tech giants and automakers into the world’s second-largest economy.

    Aramco is currently investing in projects in China that have a collective and total value of over 240 billion yuan, covering petrochemical projects and equity acquisition deals. Amin H. Nasser, president and CEO of the company, said: “China is becoming an oasis of certainty in an increasingly unpredictable global environment.”

    CALLING FOR SOLIDARITY

    This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. In response to the provocative actions of certain nations inciting great power strategic competition, China emphasizes the roles of major countries, the Global South and the UN in global peace and development.

    Xi talked with Russian President Vladimir Putin via video meeting on Jan. 21 and held a phone conversation with him on Feb. 24, conducting in-depth strategic communication on major international and regional issues and steering China-Russia relations at a critical moment.

    Despite changes in the international situation, China-Russia relations will proceed with ease, which will help each other’s development and revitalization, and inject stability and positive energy into international relations, Xi said.

    To develop relations with China is a strategic choice made by Russia with a long-term perspective, rather than an expedient measure, Putin told Xi, adding that the strategy is not subject to any temporary trend or external interference.

    In his phone conversation with European Council President Antonio Costa on Jan. 14, Xi said there exists no clash of fundamental interests or geopolitical conflicts between China and the EU, making them partners that can contribute to each other’s success.

    Both the EU and China respect the principles of the UN Charter, uphold multilateralism, safeguard free trade, and oppose bloc confrontation, and they should cooperate rather than compete, Costa said, adding that in this era full of challenges, the world needs closer EU-China cooperation to tackle global challenges such as climate change, and to contribute to world peace, stability and development.

    Global South is also a priority in Xi’s diplomatic agenda.

    On April 29, Xi visited the New Development Bank in Shanghai and met with Dilma Rousseff, president of the institution, calling the bank “a pioneering initiative for the unity and self-improvement of the Global South” and noting that the Global South countries have risen collectively into an important force in maintaining world peace, promoting common development and improving global governance.

    His other interactions on the Global South include sending congratulations respectively to the 38th African Union Summit and the 9th summit of the Community of Latin American and Caribbean States (CELAC), having in-depth exchanges on regional cooperation with leader of Malaysia, and hosting leaders of Grenada, Sri Lanka, Bangladesh, Azerbaijan and Kenya.

    As the rotating chair of the Shanghai Cooperation Organization (SCO), China will host an SCO summit this autumn in the northern city of Tianjin. China will also host the fourth ministerial meeting of the China-CELAC Forum in Beijing.

    Xi delivered a speech via video link at the Leaders Meeting on Climate and the Just Transition on April 23. Calling for adherence to multilateralism, Xi said that all countries should firmly safeguard the UN-centered international system and the international order underpinned by international law, and firmly safeguard international fairness and justice.

    “However the world may change, China will not slow down its climate actions, will not reduce its support for international cooperation, and will not cease its efforts to build a community with a shared future for mankind,” Xi said.

    “In these trying times, the world yearns for steadiness, reliability and purpose. We see this in China’s conduct,” said Malaysian Prime Minister Anwar Ibrahim. “Amid this turbulence, China has been a rational, strong and reliable partner. Malaysia values this consistency,” he said.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Racial Discrimination Commend Gabon on Special Contingent Composed of Indigenous Persons, Ask Questions on Treatment of Hausa Gabonese Population and Human Trafficking

    The Committee on the Elimination of Racial Discrimination today concluded its consideration of the tenth periodic report of Gabon, with Committee Experts commending the State on the establishment of a special contingent in the National Guard made up of indigenous persons, while asking questions on the treatment of the Hausa Gabonese population and steps taken to combat human trafficking.

    Régine Esseneme, Committee Expert and Country Rapporteur, said the Committee was informed that the President of the Transition, the current Head of State, had set up a special contingent in the National Guard composed of members of the indigenous peoples’ communities, with a view to protecting the environment, which was a commendable action.

    Ms. Esseneme asked about the situation of the Hausa Gabonese since their naturalisation as Gabonese citizens in 2015, in terms of facilitating their national integration? What measures were being taken to ensure effective access to birth registration for members of ethnic minorities and indigenous peoples and to ensure the issuance of official identity documents and passports, especially in remote areas?

    Bakri Sidiki Diaby, Committee Expert and Country Co-Rapporteur, asked what was the proportion of Gabonese nationals who were victims of trafficking? What were the main forms of trafficking found in Gabon? What was the profile of the perpetrators of human trafficking, their gender and their nationality? What were the measures for reparation and rehabilitation of victims of trafficking? What was being done by the State to prevent and combat trafficking in persons, including for the purpose of labour exploitation, sexual exploitation and domestic servitude, including of non-citizens, especially children?

    The delegation said the Hausa Gabonese benefitted the same as any other citizen who held Gabonese nationality. A naturalisation decree had been implemented which granted Gabonese nationality to all Hausa people living in the country at the time; this was around 1,000 people. Some people had tried to fall through the cracks and benefit from this decree without actually meeting the requirements, which had a negative impact on the administrative situation. The Ministry of Justice was currently verifying the validity of these documents.

    The delegation said in 2023, Gabon completed the procedure required for the State to be in a position to proactively identify cases of human trafficking by identifying irregular movements. The country was also collecting data in this regard, to identify trends and receive up to date information on this phenomenon in Gabon. Underground networks operated the trafficking of women and children, and irregular migration was the driving force behind this phenomenon. Gabon was working with Benin to find a solution to this issue. The State was fully committed to rolling out the project to have practical solutions to these issues, including police investigations into these cases.

    Introducing the report, Paul-Marie Gondjout, Minister of Justice, Keeper of the Seals of Gabon and head of the delegation, apologised for the late submission of the report, which should have been submitted more than 20 years ago. Since the “ coup of liberation” of 30 August 2023, the country had been engaged in a democratic transition process under the aegis of the President of the Transition. Structured around profound institutional reforms, this inclusive process had laid the foundations for more transparent and democratic governance. A new Constitution was adopted in December 2024, which brought substantial innovations in governance; and the Electoral Code adopted in January 2025 introduced greater involvement of electoral observers, two seats of deputies for the Gabonese diaspora, and the guarantee of the right to vote for incarcerated citizens.

    In concluding remarks, Ms. Esseneme congratulated Gabon for the multi-sectoral approach taken to the dialogue, which had been productive and fruitful. Gabon was urged to do its utmost to implement the recommendations contained in the concluding observations, to ensure ongoing collaboration with the Committee.

    Mr. Gondjout, in his concluding remarks, thanked the Committee for the constructive and respectful exchange which had taken place. Gabon would continue engaging with the Committee and looked forward to the concluding observations and follow-up. It would respond within the timeframes indicated.

    Presentation of Report

    PAUL-MARIE GONDJOUT, Minister of Justice, Keeper of the Seals of Gabon and head of the delegation , apologised for the late submission of the report, which should have been submitted more than 20 years ago. It covered the period from 1999 to 2021 and was drafted in an inclusive, participatory process. Since gaining sovereignty, Gabon had promoted equal dignity among all citizens by prohibiting any distinction of race, origin or religion. The country had made the fight against all forms of discrimination one of the priorities in its resolute commitment to building a State governed by the rule of law that respected and protected human rights and guaranteed access to rights for all.

    Since the “ coup of liberation” of 30 August 2023, the country had been engaged in a democratic transition process under the aegis of the President of the Transition. Structured around profound institutional reforms, this inclusive process had laid the foundations for more transparent and democratic governance. A new Constitution was adopted in December 2024, which brought substantial innovations in governance; and the Electoral Code adopted in January 2025 introduced greater involvement of electoral observers, two seats of deputies for the Gabonese diaspora, and the guarantee of the right to vote for incarcerated citizens. The presidential election was held on 12 April, which would be followed on 3 May by the inauguration of the President of the Republic, thus putting an end to the transition. Transitional authorities had taken determined action to periodically update the legislative arsenal to bring it into line with ratified international treaties.

    Statistical data was a major challenge for Gabon. To address this, the Directorate General of Statistics had set up a technical body to carry out the seventh national census, which would provide data on age, gender, ethnicity, nationality and language spoken for the total population, indigenous peoples, ethnic minorities and migrants, as well as information on employment, income level and social protection. The project for the harmonisation and improvement of statistics in West and Central Africa was providing financing of statistical activities between 2025 and 2029, ensuring the production of reliable and regularly updated statistics.

    The Convention was directly applicable in Gabon and took precedence over national laws. To raise awareness of the Convention, several initiatives were implemented during the reporting period, from capacity-building workshops to the dissemination of multilingual communications. In various training schools, the Convention was presented in the module on human rights.

    No Gabonese text defined racial discrimination in the same terms as those in article one of the Convention. However, the Constitutions of 1991 and 2024 had adopted and enshrined the main principles of article one, targeting discrimination based on race, colour, national or ethnic origin and covering several sectors of the population. The Constitution also enshrined the equality of citizens before the law and the courts and the presumption of innocence for accused persons. The Government envisaged developing a national plan of action to combat racial discrimination and related intolerance in the coming year. Training sessions on the issue had been organised and a committee had been set up to develop a draft.

    A law on the reorganisation of the National Human Rights Commission was promulgated in November 2024. The process of re-establishing the institution would be completed in the coming weeks after the selection of the commissioners by the Bureau of the National Assembly. Premises for the Commission were made available in 2014, and it had recruited staff since 2012. Its budget has increased from 12,000,000 CFA francs in 2016 to 592,000,000 in 2025.

    During the period under review, measures were taken to ensure that the Criminal Code and other legislation complied with the Convention. State laws prohibited and penalised acts of racial, religious and ethnic discrimination and regionalist propaganda; secular or religious associations that provoked hatred between ethnic groups; and the dissemination, including online, of racist hate speech, which constituted an aggravating circumstance.

    The High Authority for Communication had imposed sanctions on media outlets on several occasions, but no decision condemning hate speech had been handed down by courts to date. A digital campaign entitled “Gabon against hate” was launched in December 2023 to educate citizens on the dangers of hate speech and disinformation, and in December 2024, the Government organised a workshop on the Central African strategy and action plan for the prevention and response to hate speech and incitement to violence, which led to the drafting of a national action plan.

    The new Constitution recognised civil society organizations as a part of pluralist and participatory democracy. A bill was also submitted in September 2024 on the protection of human rights defenders. Civil society organizations, including the network of human rights defenders, were strongly involved in the transition process, both in the Government and in Parliament.

    To align legislation on migrants with international standards, Gabon prepared a draft law establishing rules governing the admission and residence of foreigners in the Republic. The Government planned to integrate the issue of migrants into the curricula of training schools, particularly at the National School of the Judiciary and the National Police Academy, which also had a module on trafficking in persons.

    Gabon had made commitments at international, regional and national levels to combat trafficking in persons through local initiatives and partnerships with international actors. In 2023, the State party created a commission that was mandated to strengthen the capacities of actors addressing trafficking and establish coordinated mechanisms for the identification, care and protection of victims in each province. In addition, a proposed strategy and action plan on trafficking for the period 2025-2029 would implement actions to prevent the phenomenon, protect victims and prosecute perpetrators.

    Questions by Committee Experts

    RÉGINE ESSENEME, Committee Expert and Country Rapporteur , extended warm congratulations to the elected President of the Republic, Brice Oligui Nguema. She said the Committee had considered Gabon’s last report in 1998 in the absence of a delegation. The State submitted its next report 26 years late in 2024. The report did not provide sufficient information on the implementation of the Committee’s previous concluding observations. However, Ms. Esseneme congratulated the State party on significant developments that had been made in the legal and institutional framework, particularly the prohibition of hate speech.

    Gabon’s new Constitution of 2024 did not contain all the grounds of discrimination provided for in article one of the Convention, including skin colour, national origin and ancestry. Was this Constitution currently in effect? By what mechanism could the Convention be invoked before national courts? Could the delegation give examples of court cases in which Convention provisions had been applied? Were there plans to adopt comprehensive anti-discrimination legislation in line with the Convention? Gabon’s Common Core Document dated from 1998 and did not contain precise information on equality and non-discrimination. Were there plans to update it?

    Was there any legislation in the State party explicitly prohibiting racial profiling by police? Gabonese police reportedly carried out racial profiling checks and extorted foreigners staying in Gabon, demanding sums of money from them that varied depending on whether they held a residence permit. What measures were envisaged to prevent, prohibit and expressly punish racial profiling?

    Was the Government drafting a new Criminal Code that incorporated all the provisions of article four of the Convention? Since the events of 30 August 2023, there had reportedly been a rise in racist hate speech against Gabonese of foreign origin, including the Hausa Gabonese group, and foreigners. What measures had the State party taken to counter this hate speech? Had the Prosecutor’s Office received cases of discriminatory acts against Hausa Gabonese?

    The situation seemed to have deteriorated since the presidential election. Some 500 vehicles belonging to non-nationals employed in a private scheme for disadvantaged people had been seized and impounded. Could the State party provide an update on this case, which appeared to amount to racially motivated violence?

    Did Gabon’s law hold persons from a dominant group to account when they destroyed the property of or committed violence against a member of a minority group? What measures were in place to improve the reporting and monitoring of racist hate crimes and hate speech? What progress had been made through the “Gabon against hate” campaign?

    BAKRI SIDIKI DIABY, Committee Expert and Country Co-Rapporteur, called for data on the demographic composition of the population based on self-identification, disaggregated by ethnic origin; data on migrants, refugees, asylum seekers and stateless people; and disaggregated economic and social indicators on the different groups living in the territory, in particular minority groups? The Committee was concerned about the State’s general lack of disaggregated data, including on ethnicity, needed to monitor progress on human rights and inform policymaking. How was the State addressing this? Did it plan to establish a comprehensive data collection and reporting system that would provide insight into racial discrimination, socio-economic inequalities and implementation of the Convention?

    Responses by the Delegation

    The delegation apologised for Gabon’s lateness in submitting the report. The State party was fully committed to working with the Committee. The transitional authorities sought to fulfil the country’s international obligations.

    The Constitution reflected the principles of the Convention, even though it did not reproduce its provisions word for word. There had been no complaints submitted to courts on racial discrimination. The President would take office in three days’ time, when the new Constitution would enter into force.

    The Convention had supremacy over all domestic laws, and when there were Convention provisions that were contrary to the Constitution, the Constitutional Court could recommend amendments to the Constitution. The Criminal Code was last revised in 2020 and Gabon was engaging in work to further revise the Code to formalise within it all elements of article one of the Convention.

    Police officers apprehended persons based on the acts that they conducted. They did not consider persons’ racial or ethnic identity; State law prohibited racial profiling. The Government worked to promote unity between different ethnic groups and ensure that hate speech did not gain ground.

    Data on ethnic origin was not collected in the previous census of 2013, though data on nationality was. The next census would collect data on age, gender, ethnic origin and languages spoken. The Government had undertaken a project to reform the national statistics system, which aimed to provide more resources to the national statistics institute and to establish officers on statistics in each ministerial department, who would collect data on the implementation of the Convention.

    Last year, a leader of a political party made a statement against an ethnic group; investigations into this incident were ongoing. The State party embraced the Hausa Gabonese and other populations of foreign origin, promoting their integration into society. It sought to resolve institutional friction to ensure such integration. It was not aware of reports of seizing of non-nationals’ vehicles.

    Follow-Up Questions by Committee Experts

    RÉGINE ESSENEME, Committee Expert and Country Rapporteur, asked whether the President would need to approve legislation to bring the new Constitution into force. What happened when constitutional or domestic legal provisions ran counter to international norms? Did victims need to lodge complaints related to hate speech for criminal investigations to start? Did the law on the protection of personal data include measures to prevent racial profiling?

    A Committee Expert said the Committee was very pleased to see the delegation of Gabon after nearly a quarter-century and looked forward to continued dialogue with the State. In 2011, a law was implemented that addressed ritualistic crimes against children. What measures had the State party taken to protect children from these crimes? How many children were affected by such crimes?

    Responses by the Delegation

    The delegation said the new Constitution was in force, but its content on ceasing the transitional process was not applicable immediately. The Constitutional Court assessed new laws to ensure that they were aligned with the Convention and the Constitution. It informed the Government when laws contained provisions that did not align with the Convention and called for their revision.

    The Higher Authority on Communication could suggest administrative sanctions against media agencies that disseminated hate speech.

    There were no legal provisions that specifically referred to “ritualistic crimes”, but there were provisions punishing related acts, such as murder and removal of vital organs, as aggravated crimes.

    Questions by Committee Experts

    RÉGINE ESSENEME, Committee Expert and Country Rapporteur, said Gabon had not adopted a plan of action to combat racial discrimination. What measures had the State party taken to develop such a plan and implement the Durban Programme of Action, and what results had it obtained?

    The National Human Rights Commission was reorganised in November 2024. Had the State party applied for accreditation from the Global Alliance of National Human Rights Institutions? The Commission received and examined complaints from individuals and victims. What was the procedure for this, and how many complaints had it examined, including related to racial discrimination? How was the Commission raising awareness about human rights protections? The Commission’s financial resources had been significantly increased; the Committee hoped that this would strengthen the Commission’s ability to combat racial discrimination.

    The registration procedure for non-governmental organizations was reportedly very expensive and inconsistent, which discouraged organizations from carrying out their activities. The Committee had not received any alternative report from civil society. How was the State party encouraging this? What progress had been made in establishing a consultation framework between the State and civil society, and in developing a law on human rights defenders? Human and environmental rights defenders in the country were highly vulnerable to abuses and reprisals, including women, farmers and indigenous peoples fighting against deforestation. What measures were being taken to ensure the protection of human rights defenders who fought against racial discrimination and defended indigenous peoples and migrants?

    The Committee welcomed that the State automatically appointed a lawyer to accused persons who could not afford one, and that such persons benefitted from the presumption of innocence. How many persons had benefitted from legal aid in the last two years, including persons from ethnic minorities?

    What continuous training or awareness raising activities were being carried out for the judiciary, law enforcement officials and the public on human rights, international human rights treaties, non-discrimination and minority rights? Did training on human rights for security and defence forces address the Convention? What measures had been implemented to support the filing of complaints and claims for redress in cases of racial discrimination, particularly for ethnic minorities, indigenous peoples and non-citizens? Victims often struggled to prove that they had been discriminated against when perpetrators held positions of authority. Did the State party intend to introduce a reversal of the burden of proof in favour of victims of discrimination? How would the State bring the administration of justice closer to rural areas inhabited by indigenous peoples, and remove obstacles related to linguistic diversity?

    What progress had been made on introducing human rights education into school curricula and higher education? Did curricula address the Convention, combatting racial discrimination, and the history, culture and traditions of the different ethnic groups and indigenous peoples? What difficulties did the State party encounter in promoting education on national languages? Were there any community radio stations in the State party where information was disseminated in local languages and indigenous languages such as Baka? What programmes were in place to promote ethnic cultures and traditions and social cohesion?

    BAKRI SIDIKI DIABY, Committee Expert and Country Co-Rapporteur, said the new Constitution stipulated that citizens’ gatherings, demonstrations or parades in public spaces needed to be authorised under the conditions provided for by law. This seemed to restrict freedom of assembly and contradict 2017 legislation calling only for a declaration of planned gatherings. Why had this regressive change been made? How would the State party bring its rules on freedom of assembly in line with international standards? Were remedies available for persons whose demonstrations had been banned?

    In February 2021, tear gas and grenades were used in Libreville and Port Gentil to disperse a crowd demonstrating in opposition to the restrictions imposed during the COVID-19 pandemic. What justified this use of public force? Had investigations been carried out to establish responsibility? Could legislation on assembly be used to restrict private meetings? What measures had the State party adopted to ensure that indigenous peoples, ethnic minorities and non-citizens could exercise their right to freedom of assembly without discrimination, including at demonstrations in opposition to infrastructure projects or calling for protection of the environment and natural resources?

    FAITH DIKELEDI PANSY TLAKULA, Committee Expert and Follow-Up Rapporteur , said she was encouraged by the State’s desire to strengthen its institutions. How were the members of the National Human Rights Commission appointed and to whom were they accountable? The State party had not ratified the African Charter on Democracy, Elections and Governance. Did it plan to do so?

    Responses by the Delegation

    The delegation said that the National Human Rights Commission would apply for accreditation with the Global Alliance of National Human Rights Institutions. Funding for the Commission had increased exponentially. Legislation on the re-establishment of the Commission was in line with the Paris Principles; it had been developed with the Office of the High Commissioner for Human Rights. There had not been any complaints of racial discrimination submitted to the Commission yet. The State party would work to raise awareness of the Commission’s complaints mechanism.

    The Commission and civil society were involved in drafting the State party’s reports to treaty bodies. Civil society had submitted alternative reports to the Human Rights Committee, and training had been provided to civil society on preparing such reports. Reports that the procedure for creating non-governmental organizations was onerous were false. There were no costs associated with creating such organizations in Gabon.

    Gabon sought to rebuild its institutions based on justice. It had set up a legal aid office, which provided legal aid to vulnerable persons, and sought to strengthen this system and make it accessible throughout the country. There was no discrimination in the provision of legal aid. All plaintiffs appearing before a criminal court needed to be represented by a lawyer. The State party would consider revising the Criminal Code to reverse the burden of proof for cases involving racial discrimination.

    The new Constitution enshrined the principles of freedom of expression and assembly for all citizens. Legislation set up a system of declaration for public demonstrations; there was no authorisation system. Individuals who had been banned from holding demonstrations could file administrative appeals and appeals with the courts. There were no barriers to the freedom of expression in Gabon.

    Human rights education was part of the Gabonese civic education programme from primary level onwards. There had been an initiative to bolster this programme and to provide human rights education in vocational training institutions. Teaching on national languages was provided in religious establishments, and there were plans to include national language education in the general primary and secondary curricula.

    The new members of the National Human Rights Commission would be appointed by an ad-hoc committee within the National Assembly through a transparent process that ensured appropriate geographic balance. These members would be standing, independent members. Members’ reports would be sent to relevant institutions for follow-up.

    Initial training for members of the magistracy included a module on human rights, and ongoing training was provided on certain issues, for example concerning migrants and trafficking.

    Questions by a Committee Expert

    RÉGINE ESSENEME, Committee Expert and Country Rapporteur, asked which groups in Gabon self-determined as national minorities, even though the State declared it did not grant them legal status? What was the situation of the Hausa Gabonese since their naturalisation as Gabonese citizens in 2015, in terms of facilitating their national integration? According to information received by the Committee, the State was struggling to issue birth certificates and national identity cards to ethnic and indigenous minorities. What measures were being taken to ensure effective access to birth registration for members of ethnic minorities and indigenous peoples and to ensure the issuance of official identity documents and passports, especially in remote areas?

    It was reported that in 2022, people returning from holidays, whose surnames sounded foreign, had had their passports taken away by border police officers, and they had to go and collect them and justify their Gabonese nationality. What was at the origin of this search for the original “Gabonness” that seemed to be coming back in force since the events of August 2023? What was the State party doing to ensure social cohesion in these circumstances?

    How many members of the indigenous peoples’ communities held positions of responsibility in the central and local State administration? What measures were being taken to strengthen the political and administrative capacities of the members of these communities for better representation? What was the proportion of women, and particularly women from indigenous peoples and the Hausa Gabonese minority, in elective and decision-making positions in the civil service? Did it mean the State would prefer to appoint a less qualified man to a senior job in the State rather than a highly qualified woman, if the 30 per cent quota for women was reached? What measures had the State party taken to prevent and combat racial discrimination in the workplace, as well as abusive practices and labour exploitation, in particular against indigenous peoples and other minorities?

    From the report, it appeared the State party was made up of the Baka, Babongo, Bakoya, Baghame, Barimba, Akoula and Akwoa ethnic groups that were settled in different regions of Gabonese territory. What were the legal and institutional frameworks, as well as policies and programmes established for the promotion and protection of the specific rights of these indigenous peoples? What measures had been taken to enable indigenous peoples to enjoy genuine equality of opportunity and treatment with other members of the population? How many indigenous peoples were there in Gabon?

    What mechanism had been implemented to conduct prior consultations to obtain the free and informed consent of the indigenous peoples concerned by projects, including the deployment of fibre optics, and to involve them in their implementation? Was there a permanent framework for cooperation with community leaders or associations that represented these populations? Who were the ethnic groups of the indigenous inhabitants of the 26 villages concerned by the development project, being conducted with the United Nations Children’s Fund?

    The Committee was informed that the President of the Transition, the current Head of State, had set up a special contingent in the National Guard composed of members of the indigenous peoples’ communities, with a view to protecting the environment, which was a commendable action. It was hoped this would not be an isolated act.

    According to available information, entire villages populated by indigenous communities had been displaced without prior consent for mining projects in Bakoumba, and had been relocated to undesirable and polluted areas, with no action taken by the authorities to follow up on the complaints of those affected by the pollution. Could information on this situation be provided? What measures were being taken to ensure the right of indigenous peoples to own, develop, control and use the lands, resources and community territories that they traditionally occupied or used? What tools did the Government use to promote equal opportunities in education and training? How were the specific needs of indigenous peoples taken into account? Did pre-primary and primary education include the teaching of mother tongue languages?

    The Gabonese Government had adopted a commendable housing policy with the home savings plan put in place since March 2019. However, a World Bank report from 2020 revealed that more than one in two households did not have access to decent housing. What was the real situation in terms of housing? Could information be provided on the poverty rate among indigenous peoples and other minorities and their access to basic services?

    The education system had specialised facilities for children with hearing impairments, including those belonging to indigenous peoples and other minorities. What was the situation of the education of other children with special needs, such as autistic children, considered in some societies to be evil or sorcerous children? Given that some 50 national languages were spoken in Gabon, what languages were used within the media and what methodology was used to choose these languages? Were there programmes in the Baka and Koya languages that were spoken by indigenous peoples? What measures had been taken to promote the dissemination of and respect for the traditions and culture of the different ethnic groups in Gabon, and to protect indigenous languages, such as Baka and Koya?

    Responses by the Delegation

    Regarding the Hausa whose passports were removed if their names sounded foreign, the delegation said there were people who had not been careful to keep up with the administrative situation in the country in which they lived. They may not see the importance of having birth and identity documents. This meant today, when the State was focused on restoring its institutions, these matters came to the surface. There had been some confusing situations which arose because many people had held fake documents for a long time before. The Government was looking into this issue as a matter of national security.

    Members of the Hausa population benefitted the same as any other citizen who held Gabonese nationality. A naturalisation decree had been implemented which granted Gabonese nationality to all Hausa people living in the country at the time; this was around 1,000 people. Some people had tried to fall through the cracks and benefit from this decree without actually meeting the requirements, which had a negative impact on the administrative situation. The Ministry of Justice was currently verifying the validity of these documents.

    It was true that there were more women than men in Gabon. However, when it came to elections, not many women wanted to participate in political life, and the State wanted to change this. This was why legislation had been developed which established quotas; this aimed to be positive discrimination for women. The quotas intended to encourage more women to become involved in political life at the local and national level. The 30 per cent minimum quota was in place for all political parties, with the requirement that 30 per cent of all candidates should be women. The State also aimed to encourage more young people and persons with disabilities to become involved in political life.

    Indigenous peoples were included in Gabon’s social protection coverage. They were covered by the social protection system and received unemployment and health benefits. The 26 villages covered by the support programme were villages with people from Baka, Bango and other groups. Work was done with pregnant women to ensure neonatal services were provided, especially in remote parts of the country where many indigenous groups lived. The State had set up a centre for autistic children and aimed to roll this out to other parts of the country.

    In 2016, a programme was launched to combat all forms of discrimination in employment, healthcare and education, and other areas of public life. The State sought to support all levels of society in Gabon through this programme, which covered indigenous peoples, women and other vulnerable groups. All programmes were intended to promote equality of opportunity for all. Indigenous peoples, regardless of where they were located in the country, could benefit from State programmes.

    In Gabon, there was an observatory which focused on the issue of equality and undertook various studies, including a recent one on the equality of opportunity for indigenous peoples in Gabon. On the basis of this study, an action plan had been developed, with policies to be rolled out to address the situation of indigenous peoples in the country. The most recent census had enabled the State to identify 15,000 persons with disabilities who needed additional support, and actions relating to education and health were carried out in this regard. Gabon was on the right track in terms of indigenous peoples, as the State was pursuing inclusive policies, taking into account all persons on the territory of the country.

    Questions by Committee Experts

    RÉGINE ESSENEME, Committee Expert and Country Rapporteur, said several questions had not been answered, namely on the languages used in the media; the use of land by indigenous peoples; and the medicinal practices of indigenous peoples. There had been a case where indigenous peoples were forcibly removed from their village and transported to polluted areas; could this be addressed? Was it correct that the 30 per cent quota was a minimum? If there was a list of candidates which did not reach the minimum threshold, was it then rejected? Was the State considering an individualised approach to the Hausa Gabonese?

    A Committee Expert asked if the State looked at issues which might be particularly harmful to indigenous peoples, and then adopted policies and programmes to address these issues?

    Another Committee Expert asked what members of the delegation meant when they said they did not recognise minorities as a legal concept? Did this mean these minorities did not qualify for legal protection?

    An Expert asked if the State had investigated what held women back from applying for election posts?

    A Committee Expert said Gabon had last reviewed the Constitution in 2011. How had Gabon addressed the issues of discrimination in education?

    Responses by the Delegation

    The delegation clarified that Gabon had a brand-new Constitution. The law on data protection stated that it was prohibited to collect or process any data which revealed the racial or ethnic background of an individual, their political or religious views, and data related to their sex life or health, among other points. The profiling of children was strictly prohibited, except when strictly necessary. Personal data could be accessed on the grounds of State security defence. When the police were carrying out controls or checks, they treated all passengers in stopped vehicles the same; everyone was asked to show their identity documents.

    When the 30 per cent quotas were not achieved, steps were taken to encourage favourable treatment for women, by ensuring a male and female alternance for candidates in electoral lists, to achieve the 30 per cent representation. This was a “carrot rather than stick” approach. Women were being encouraged to overcome cultural blocks and stand for leadership roles. A workshop had been held last week which sought to address the grassroot social issues, including that women were typically viewed as homemakers and housewives. The quota law aimed to break these traditional mindsets.

    Gabon had enacted specific measures, including the law on persons with disabilities, which mandated that education was compulsory for all children with disabilities. Education was compulsory by law for all children between ages three and 16 in Gabon. A forum was organised in 2019 on the implementation of inclusive education. New schools being built were required to meet accessibility standards, to ensure free and easy access for children with motor disabilities.

    The relocation of individuals in certain areas had been required, but the fact that they were relocated to polluted areas was refuted. Some people had to accustom themselves to living in a new location, but it was the sovereign right of the State to ensure they could tap their resources for the overall benefit of the country. More information about the claims would be appreciated. There were community radio stations which broadcast programmes in local indigenous languages.

    Questions by Committee Experts

    RÉGINE ESSENEME, Committee Expert and Country Rapporteur, said there had been no shadow report received from Gabonese civil society. The information regarding the relocation of indigenous peoples had been received by the Committee members which was why they asked the question. State sovereignty should not be used against the population, but rather for their wellbeing.

    What measures had been adopted, including special measures or affirmative action measures, with a view to combatting inequalities and multiple forms of discrimination, including racial discrimination, with regard to ethnic minorities and indigenous peoples, such as the Baka, Babongo, Bakoya, Baghame, Barimba, Akoula and Akwoa? To what extent did the 2018 national strategy to combat gender-based violence and the law on the elimination of violence against women take into account the specific needs of indigenous girls and women? What other measures had been adopted to address the multiple and intersecting forms of discrimination faced by women belonging to ethnic minorities, indigenous peoples, and other vulnerable groups?

    BAKRI SIDIKI DIABY, Committee Expert and Country Co-Rapporteur, said law no. 5/86, establishing the regime for the admission and residence of foreigners in the Gabonese Republic, provided for severe fines and imprisonment for foreigners in an irregular situation, which considerably reduced the scope of protection for persons who arrived in Gabon irregularly or those already in Gabon in need of international protection. What measures had been taken by the State party to harmonise its national legislation, including this law, with international obligations, in particular to decriminalise irregular migration? What measures had been adopted to prevent and combat racial discrimination and xenophobia against migrants, asylum seekers, refugees and stateless persons, and to facilitate the integration of non-citizens?

    What measures had been adopted by the State party to ensure that the practical application of the policy of “Gabonisation” of employment did not lead to cases of discrimination in hiring and dismissal on the basis of race, colour, descent or national or ethnic origin? According to a provision within the refugee act, the majority of refugees in Gabon lived with families. What was the profile of these families? How was the legal integration of refugees carried out? What were the socio-demographic, spatial and legal-administrative characteristics of the descendants of refugees in Libreville? Clear procedures were needed to ensure the prompt identification of persons seeking international protection at land borders and arrivals by sea; what measures were being taken in this regard? What had been done to strengthen the National Commission for Refugees?

    The Committee had been told that asylum seekers remained excluded from the national medical insurance scheme and did not have access to medical services pending a decision on their refugee status. What steps had been taken to extend primary health care to asylum seekers who were awaiting a final decision on their refugee status? What efforts had the Gabonese Government made to develop and implement a statelessness determination procedure? The Committee had been informed that many foreigners were forced by the administrative services to add so-called “Gabonese” surnames to their surnames, which discouraged some parents of children born in Gabon from finalising the procedures for obtaining Gabonese nationality or identity documents; what measures had been taken to address these situations?

    What was the proportion of Gabonese nationals who were victims of trafficking? What were the main forms of trafficking found in Gabon? Did forced labour include domestic servitude, commercial exploitation and sexual exploitation? What was the profile of the perpetrators of human trafficking, their gender, and their nationality? How many cases had been prosecuted and convicted? What were the measures for reparation and rehabilitation of victims of trafficking? What was being done by the State to prevent and combat trafficking in persons, including for the purpose of labour exploitation, sexual exploitation and domestic servitude, including of non-citizens, especially children? Had appropriate resources been allocated to the National Commission for the Prevention and Combatting of Trafficking in Persons to enable it to carry out its mandate?

    Responses by the Delegation

    The delegation said a guide had been produced to inform people on how to tackle different forms of violence, including sexual violence, and how to support victims. A specific programme had been developed for indigenous children with nomadic lifestyles. Gabon provided support to refugees and asylum seekers as required. The right to health was recognised as a universal human right. Those in an irregular situation received healthcare regardless of their status.

    There was a small number of cases of irregular migration in Gabon today. In recent years, it was ensured that migrants in an irregular situation had been provided with documents and put into a regular situation.

    In 2023, Gabon completed the procedure required for the State to be in a position to proactively identify cases of human trafficking by identifying irregular movements. The country was also collecting data in this regard, to identify trends and receive up to date information on this phenomenon in Gabon. Transnational networks existed, operating by both land and sea. Underground networks operated trafficking of women and children, and irregular migration was the driving force behind this phenomenon. Gabon was working with Benin to find a solution to this issue. The State was fully committed to rolling out the project to have practical solutions to these issues, including police investigations into these cases. Trafficking was a transnational problem, and it was important to go back to the country of origin.

    Everyone in Gabon enjoyed the right to freedom of assembly. Indigenous peoples were dealt with on an equal footing, the same way as other citizens in Gabon. They were appropriately supported if they wished to establish associations. If the laws on equal treatment were not respected, appropriate penalties would be handed down.

    Legislation established the National Commission for the Prevention of Human Trafficking in Gabon. The Commission spearheaded a national strategy to counter trafficking. Gabon was a party to the 1951 Geneva Convention on Refugees. An appeals mechanism existed for those who were not satisfied with their asylum decision. There were no refugee camps in Gabon; refugees and asylum seekers shared the same schools and hospitals as Gabonese citizens. A refugee held the same rights as a Gabonese citizen. A refugee card was issued and gave access to many of the same rights as an identity card.

    BAKRI SIDIKI DIABY, Committee Expert and Country Co-Rapporteur, congratulated Gabon on the mechanism adopted to tackle human trafficking. Could statistics on the number of stateless people be provided? 

    A Committee Expert asked what steps had been taken by the Gabonese Government to push back against hate speech and xenophobia? Would Gabon ratify the Convention on the Rights of Migrants and Members of their Families?

    Another Expert asked if history education was compulsory in the State party at all levels of the education system? Given the colonial legacy of the State party, to what extent did the educational curricula cover this issue? Was Gabon supportive of the concept of reparations for colonial wrongs?

    A Committee Expert asked if any measures had been taken to eradicate malaria, particularly among migrants and asylum seekers?

    Another Expert asked how refugees were cared for in Gabon, including accommodation needs, in light of the fact that there were no camps?

    An Expert said Gabon had made good progress in regard to the education of children with disabilities. Had Gabon ratified the Convention on the Protection of Persons with Disabilities, and instruments on displaced persons.

    One Expert paid tribute to the father of the Gabonese nation.

    Responses by the Delegation

    The delegation said in history classes in public schools, there was no political link with colonialism. The curriculum was based on the programme drafted by a national pedological institution.

    Closing Remarks

    FAITH DIKELEDI PANSY TLAKULA, Committee Expert and Follow-up Rapporteur , said it would be the first time that Gabon would receive recommendations with a follow-up. Several recommendations would be highlighted for follow-up within one year.

    RÉGINE ESSENEME, Committee Expert and Country Rapporteur, congratulated Gabon for the multi-sectoral approach taken to the dialogue, which had been productive and fruitful. Ms. Esseneme thanked all those who had made the dialogue possible, especially in the hybrid format. Gabon was urged to do its utmost to implement the recommendations contained in the concluding observations, to ensure ongoing collaboration with the Committee.

    PAUL-MARIE GONDJOUT, Minister of Justice, Keeper of the Seals of Gabon and head of the delegation , thanked the Committee for the constructive and respectful exchange which had taken place. The Committee’s questions had provided an opportunity to share more information about the situation in Gabon. Gabon would continue engaging with the Committee and looked forward to the concluding observations and follow-up. Gabon would respond within the timeframes indicated. Gabon would take steps to ensure the optimal implementation of the provisions enshrined within the Convention, working with all stakeholders involved in human rights.

  • MIL-OSI United Nations: A new international day to protect against earthquakes

    The UN General Assembly has designated the 29th of April of every year as the International Day in Memory of the Victims of Earthquakes, highlighting both the need to support earthquake survivors and to build resilience against earthquakes.

    Earthquakes are among the deadliest natural hazards and are responsible for some of the largest disasters in human history. Currently, Myanmar is in the midst of responding to the earthquake that struck it on 28 March, which killed over 3,700 people, as of 24 April. In Türkiye and Syria, millions are still struggling to rebuild their lives two years after the devastating earthquakes of 2023, which killed over 55,000 people. 

    Recognizing the tremendous toll of earthquakes on lives, economies and sustainable development, Chile, Phillippines, and Uzbekistan introduced a resolution that was adopted by the UN General Assembly on 29 April designating the day as the International Day in Memory of the Victims of Earthquakes. The resolution also invites the United Nations Office for Disaster Risk Reduction (UNDRR) to facilitate the observance of the new international day.

    “We express our heartfelt appreciation to all Member States who participated in the informal consultations and contributed to the drafting process. We also extend sincere thanks to the United Nations Office for Disaster Risk Reduction for its invaluable support and cooperation,” said Ulugbek Lapasov, Ambassador and Permanent Representative of Uzbekistan to the UN in New York, noting that, “it should be emphasized that the adoption of this resolution is not only an act of commemoration but a call to action on earthquake risks.”

    The resolution specifies two distinct needs that this day aims to highlight. The first is the need to support the victims of earthquakes, including the provision of international assistance for recovery and long-term psychosocial support. The second is the need to raise awareness around earthquake risks and how they can be reduced. 

    “By honoring those affected worldwide, this day seeks to strengthen solidarity with impacted communities, raise awareness, and promote resilience and preparedness. It also encourages the implementation of measures to improve response, recovery, and disaster risk reduction, ensuring better support for future earthquake events,” said Paula Narváez Ojeda, Ambassador and Permanent Representative of Chile to the UN in New York.

    While earthquakes cannot be prevented, their destructive impacts can be greatly reduced through proactive disaster risk reduction measures. This includes supporting countries to better understand their earthquake risks, strengthening disaster risk reduction plans and governance, increasing investments in resilience building, and enhancing preparedness to “build back better” in the aftermath of earthquakes. All of these are key priorities for action within the Sendai Framework for Disaster Risk Reduction 2015-2030.

    Kamal Kishore, Special Representative of the UN Secretary-General for Disaster Risk Reduction and Head of UNDRR, has called on countries to do more to reverse the trend of growing earthquake-related disaster costs:

    “Our understanding of the physics of earthquakes has improved. We also understand how buildings and infrastructure respond to earthquakes, and we know how to make them safer. From designing a simple structure to a complex physical infrastructure, engineering knowledge is at an all-time high. Yet the risk of losses from earthquakes is rising in most seismic countries. But trend is not destiny. It can be arrested. It can be reversed.”

    Ambassador Lapasov encouraged countries to actively support commemorations of the new international day:

    “We encourage all Member States to consider making voluntary contributions and urge earthquake-prone countries to organize meaningful national activities in observance of this day. A robust commemoration will serve not only as a tribute to victims but also as a catalyst for advancing disaster prevention and preparedness.”

    Today is the 100th day of the Trump-Vance Administration after being inaugurated on Jan. 20. In his inaugural address, President Trump laid out a bold and ambitious vision for NASA’s future throughout his second term, saying, “We will pursue our manifest destiny into the stars, launching American astronauts to plant the Stars and Stripes on the planet Mars.” NASA has spent the first 100 days in relentless pursuit of this goal, continually exploring, innovating, and inspiring for the benefit of humanity.
    “In just 100 days, under the bold leadership of President Trump and acting Administrator Janet Petro, NASA has continued to further American innovation in space,” said Bethany Stevens, NASA press secretary. “From expediting the return of American astronauts home after an extended stay aboard the state-of-the-art International Space Station, to bringing two new nations on as signatories of the Artemis Accords, to the historic SPHEREx mission launch that takes us one step closer to mapping the secrets of the universe, NASA continues to lead on the world stage.     Bringing Astronauts Home Safely, Space Station Milestones

    America brought Crew-9 safely home. NASA astronauts Butch Wilmore, Suni Williams, and Nick Hague, along with Roscosmos cosmonaut Aleksandr Gorbunov, returned to Earth after a successful mission aboard the International Space Station, splashing down in the Gulf of America. Their safe return reflects America’s unwavering commitment to the agency’s astronauts and mission success.
    A new, American-led mission launched to space. The agency’s Crew-10 mission is currently aboard the space station, with NASA astronauts Anne McClain and Nichole Ayers, joined by international partners from Japan and Russia. NASA continues to demonstrate American leadership and the power of space diplomacy as we maintain a continuous human presence in orbit.
    The agency welcomed home NASA astronaut Don Pettit, concluding a seven-month science mission aboard the orbiting laboratory. Pettit landed at 6:20 a.m. Kazakhstan time, April 20 on his 70th birthday, making him NASA’s oldest active astronaut and the third oldest person to reach orbit.
    NASA astronaut Jonny Kim launched and arrived safely at the International Space Station, marking the start of his first space mission. Over eight months, he’ll lead groundbreaking research that advances science and improves life on Earth, proving once again that Americans are built to lead in space.
    The four members of the agency’s SpaceX Crew-11, NASA astronauts Zena Cardman and Mike Fincke, JAXA (Japan Aerospace Exploration Agency) astronaut Kimiya Yui, and Roscosmos cosmonaut Oleg Platonov were named by NASA. Launching no earlier than July 2025, this mission continues America’s leadership in long-duration human spaceflight while strengthening critical global partnerships.
    NASA announced Chris Williams will launch in November 2025 for his first spaceflight. His upcoming mission underscores the pipeline of American talent ready to explore space and expand our presence beyond Earth.
    NASA is inviting U.S. industry to propose two new private astronaut missions to the space station in 2026 and 2027 – building toward a future where American companies sustain a continuous human presence in space and advance our national space economy.
    NASA and SpaceX launched the 32nd Commercial Resupply Services mission, delivering 6,700 pounds of cargo to the International Space Station. These investments in science and technology continue to strengthen America’s leadership in low Earth orbit. The payload supports cutting-edge research, including:

    New maneuvers for free-flying robots

    An advanced air quality monitoring system

    Two atomic clocks to explore relativity and ultra-precise timekeeping

    Sending Humans to Moon, Mars

    Teams began hot fire testing the first of three 12-kW Solar Electric Propulsion (SEP) thrusters. These high-efficiency thrusters are a cornerstone of next-generation spaceflight, as they offer greater fuel economy and mission flexibility than traditional chemical propulsion, making them an asset for long-duration missions to the Moon, Mars, and beyond. For Mars in particular, SEP enables three key elements required for success:

    Sustained cargo transport

    Orbital maneuvering

    Transit operations

    NASA completed the fourth Entry Descent and Landing technology test in three months, accelerating innovation to achieve precision landings on Mars’ thin atmosphere and rugged terrain.
    NASA’s Deep Space Optical Communications experiment aboard Psyche broke new ground, enabling the high-bandwidth connections vital for communications with crewed missions to Mars.
    Firefly Aerospace’s Blue Ghost Mission One successfully delivered 10 NASA payloads to the Moon, advancing landing, autonomy, and data collection skills for Mars missions.
    Intuitive Machines’ IM-2 mission achieved the southernmost lunar landing, collecting critical data from challenging terrain to inform Mars exploration strategies.
    NASA cameras aboard Firefly’s Blue Ghost lander captured unprecedented footage of engine plume-surface interactions, offering vital data for designing safer landings on the Moon and Mars.
    The agency’s Stereo Cameras for Lunar Plume-Surface Studies (SCALPSS) 1.1 aboard Blue Ghost collected more than 9,000 images of lunar descent, providing insights on lander impacts and terrain interaction to guide future spacecraft design.
    New SCALPSS hardware delivered for Blue Origin’s Blue Mark 1 mission also is enhancing lunar landing models, helping build precision landing systems for the Moon and Mars. The LuGRE (Lunar Global Navigation Satellite System Receiver Experiment) on Blue Ghost acquired Earth navigation signals from the Moon, advancing autonomous positioning systems crucial for lunar and Mars operations.
    The Electrodynamic Dust Shield successfully cleared lunar dust, demonstrating a critical technology for protecting equipment on the Moon and Mars.
    Astronauts aboard the space station conducted studies to advance understanding of how to keep crews healthy on long-duration Mars missions.
    NASA’s Moon to Mars Architecture Workshop gathered industry, academic, and international partners to refine exploration plans and identify collaboration opportunities.

    Artemis Milestones

    NASA completed stacking the twin solid rocket boosters for Artemis II, the mission that will send American astronauts around the Moon for the first time in more than 50 years. This is a powerful step toward returning our nation to deep space.
    At NASA’s Kennedy Space Center in Florida, teams joined the core stage with the solid rocket boosters inside the Vehicle Assembly Building.
    Engineers lifted the launch vehicle stage adapter atop the SLS (Space Launch System) core stage, connecting key systems that will soon power NASA’s return to the Moon.
    Teams received the Interim Cryogenic Propulsion Stage and moved the SLS core stage into the transfer aisle, clearing another milestone as the agency prepares to fully integrate America’s most powerful rocket.
    NASA attached the solar array wings that will help power the Orion spacecraft on its journey around the Moon, laying the groundwork for humanity’s next giant leap.
    Technicians installed the protective fairings on Orion’s service module to shield the spacecraft during its intense launch and ascent phase, as NASA prepares to send astronauts farther than any have gone in more than half a century.
    The agency’s next-generation mobile launcher continues to take shape, with the sixth of 10 massive modules being installed. This structure will carry future Artemis rockets to the launch pad.
    NASA and the Department of Defense teamed up aboard the USS Somerset for Artemis II recovery training, ensuring the agency and its partners are ready to safely retrieve Artemis astronauts after their historic mission around the Moon.
    NASA unveiled the Artemis II mission patch. The patch designates the mission as “AII,” signifying not only the second major flight of the Artemis campaign but also an endeavor of discovery that seeks to explore for all and by all.

    America First in Space

    NASA announced the first major science results from asteroid Bennu, revealing ingredients essential for life, a discovery made possible by U.S. leadership in planetary science through the OSIRIS-REx (Origins, Spectral Interpretation, Resource Identification, and Security-Regolith Explorer) mission. The team found salty brines, 14 of the 20 amino acids used to make proteins, and all five DNA nucleobases, suggesting that the conditions and ingredients for life were widespread in our early solar system. And this is just the beginning – these results were from analysis of only 0.06% of the sample.
    NASA was named one of TIME’s Best Companies for Future Leaders, underscoring the agency’s role in cultivating the next generation of American innovators.
    NASA awarded contracts to U.S. industry supporting Earth science missions,  furthering our understanding of the planet while strengthening America’s industrial base.
    As part of the Air Traffic Management-Exploration project, NASA supported Boeing’s test of digital and autonomous taxiing with a Cessna Caravan at Moffett Federal Airfield. The test used real-time simulations from the agency’s Future Flight Central to gather data that will help Boeing refine its systems and safely integrate advanced technologies into national airspace, demonstrating American aviation leadership.
    NASA successfully completed its automated space traffic coordination objectives between the agency’s four Starling spacecraft and SpaceX’s Starlink constellation. Teams demonstrated four risk mitigation maneuvers, autonomously resolving close approaches between two spacecraft with different owner/operators.  
    In collaboration with the National Institute of Aeronautics, NASA selected eight finalists in a university competition aimed at designing innovative aviation solutions that can help the agriculture industry. NASA’s Gateways to Blue Skies seeks ways to apply American aircraft and aviation technology to enhance the productivity, efficiency, and resiliency of American farms. 
    In Houston, United Airlines pilots successfully conducted operational tests of NASA-developed technologies designed to reduce flight delays. Using technologies from the Air Traffic Management Exploration project, pilots flew efficient re-routes, avoiding airspace with bad weather upon departure. United plans to expand the use of these capabilities, another example of how NASA innovations benefit all humanity. 
    On March 11, NASA’s newest astrophysics observatory, SPHEREx, launched on its journey to answer fundamental questions about our universe, thanks to the dedication and expertise of the agency’s team. Riding aboard a SpaceX Falcon 9 from Vandenberg Space Force Base, SPHEREx will scan the entire sky to study how galaxies formed, search for the building blocks of life, and look back to the universe’s earliest moments. After launch, SPHEREx turned on its detectors, and everything is performing as expected.

    Also onboard were four small satellites for NASA’s PUNCH (Polarimeter to Unify the Corona and Heliosphere) mission, which will help scientists understand how the Sun’s outer atmosphere becomes solar wind. These missions reflect the best of the agency – pushing the boundaries of discovery and expanding our understanding of the cosmos.

    On March 14, NASA’s EZIE (Electrojet Zeeman Imaging Explorer) mission launched from Vandenberg Space Force Base. This trio of small satellites will study auroral electrojets, or intense electric currents flowing high above Earth’s poles, helping the agency better understand space weather and its effects on our planet. The mission has taken its first measurements, demonstrating that the spacecraft and onboard instrument are working as expected.
    The X-59 quiet supersonic aircraft cleared another hurdle on its way to first flight. The team successfully completed an engine speed hold test, confirming the “cruise control” system functions as designed. 
    NASA researchers successfully tested a prototype that could help responders fight and monitor wildfires, even in low-visibility conditions. The Portable Airspace Management System, developed by NASA’s Advanced Capabilities for Emergency Response Operations project, safely coordinated simulated operations involving drones and other aircraft, tackling a major challenge for those on the front lines. This is just one example of how NASA’s innovation is making a difference where it’s needed most. 
    NASA’s Parker Solar Probe completed its 23rd close approach to the Sun, coming within 3.8 million miles of the solar surface while traveling at 430,000 miles per hour – matching its own records for distance and speed. That same day, Parker Solar Probe was awarded the prestigious Collier Trophy, a well-earned recognition for its groundbreaking contributions to heliophysics. 
    In response to severe weather that impacted more than 10 states earlier this month, the NASA Disasters Response Coordination System activated to support national partners. NASA worked closely with the National Weather Service and the Federal Emergency Management Agency serving the central and southeastern U.S. to provide satellite data and expertise that help communities better prepare, respond, and recover. 
    As an example of how NASA’s research today is shaping the transportation of tomorrow, the agency’s aeronautics engineers began a flight test campaign focused on safely integrating air taxis into the national airspace. Using a Joby Aviation demonstrator aircraft, engineers are helping standardize flight test maneuvers, improving tools to assist with collision avoidance and landing operations, and ensuring safe and efficient air taxis operations in various weather conditions.
    NASA premiered “Planetary Defenders,” a new documentary that follows the dedicated team behind asteroid detection and planetary defense. The film debuted at an event at the agency’s headquarters with digital creators, interagency and international partners, and now is streaming on NASA+, YouTube, and X. In its first 24 hours, it saw 25,000 views on YouTube – 75% above average – and reached 4 million impressions on X. 
    Finland became the 53rd nation to sign the Artemis Accords, reaffirming its commitment to the peaceful, transparent, and responsible exploration of space. This milestone underscores the growing global coalition led by the United States to establish a sustainable and cooperative presence beyond Earth.
    In Dhaka, Bangladesh, NASA welcomed a new signatory to the Artemis Accords. Bangladesh became the 54th nation to commit to the peaceful, safe, and responsible exploration of space. It’s a milestone that reflects our shared values and growing global momentum, reaffirming the United States’ leadership in building a global coalition for peaceful space exploration. 
    At NASA’s Armstrong Flight Research Center in Edwards, California, engineers conducted calibration flights for a new shock-sensing probe that will support future flight tests of the X-59 quiet supersonic demonstrator. Mounted on a research F-15D that will follow the X-59 closely in flight, the probe will gather data on the shock waves the X-59 generates, providing important data about its ability to fly faster than sound, but produce only a quiet thump.
    In its second asteroid encounter, Lucy flew by the asteroid Donaldjohanson and gave NASA a close look at a uniquely shaped fragment dating back 150 million years – an impressive performance ahead of its main mission target in 2027.
    A celebration of decades of discovery, NASA’s Hubble Space Telescope celebrated its 35th anniversary with new observations ranging from nearby solar system objects to distant galaxies – proof that Hubble continues to inspire wonder and advance our understanding of the universe.
    The SPHEREx team rang the closing bell at the New York Stock Exchange, spotlighting NASA’s newest space telescope and its bold mission to explore the origins of the universe.
    NASA received six Webby Awards and six People’s Voice Awards across platforms – recognition of America’s excellence in digital engagement and public communication.
    The NASA Electric Aircraft Testbed and Advanced Air Transport Technology project concluded testing of a 2.5-megawatt Wright Electric motor designed to eventually serve large aircraft. The testing used the project’s capabilities to simulate altitude conditions of up to 40,000 feet while the electric motor, the most powerful tested so far at the facility, ran at both full voltage and partial power. NASA partnered with the Department of Energy on the tests.
    U.S. entities can now request the Glenn Icing Computational Environment (GlennICE) tool from the NASA Software Catalog and discover solutions to icing challenges for novel engine and aircraft designs. A 3D computational tool, GlennICE allows engineers to integrate icing-related considerations earlier in the aircraft design process and enable safer, more efficient designs while saving costs in the design process.

    Excellencies,ladies, and gentlemen,
    I am delighted to participate in this meeting in support of the accessions of Ethiopia and Uzbekistan to the WTO. I am also very pleased to be joined by the Chief Negotiators and representatives of Ethiopia and Uzbekistan as well as our development partners. I would in particular like to thank the Vice-President for Europe and Central Asia, Ms Antonella Bassani and the Acting Vice-President for East Africa Mr Amit Dar from the World Bank and the Deputy Director, Strategy and Policy Review Mr Ken Kang, from the IMF for their presence today.
    Ethiopia and Uzbekistan have been negotiating their accessions for several years and have made good progress towards their goal to join the WTO by 2026. There are a number of similarities between the two economies. Both are the most populous nations in their respective regions, notably with a significant young population which will be entering the job market. Both have a legacy of strong State presence which they are gradually reducing through market-based economic and legislative reforms. They are also very ably led by excellent negotiating teams which have made it possible to move accession negotiations forward rapidly and I acknowledge with thanks the presence today of their Chief Negotiators.
    Completing the long and often complex road to WTO accession requires strong political will, a technically strong and coherent negotiating team led by a competent Chief Negotiator, and support from development partners, both bilateral and multilateral. In the case of Ethiopia and Uzbekistan, I believe we have all these ingredients.
    Strong political will is key to any reform process. Ethiopia’s economic reforms have been pursued since 2018 under Prime Minister Abiy Ahmed Ali’s leadership, through the “Home-Grown Economic Reform Programme” which aims at structural transformation and private sector led growth. The bold steps taken in recent years including foreign exchange reforms, liberalization of key services, and reduced restrictions on foreign direct investment, have served Ethiopia well, resulting in strong economic growth, averaging over 6% annually since 2022. The reforms have also created an enabling environment for Ethiopia to benefit from its membership of the AfCFTA (which it ratified in 2019) once it starts to trade under its provisions. WTO Membership will further lock in these reforms and moreover provide a support structure to sustain economic reforms and growth. Ethiopia’s Government has indicated its strong commitment to finalizing accession by the Ministerial Conference and I look forward to the completion of negotiations during the course of 2025.
    In Uzbekistan continued support by President Mirziyoyev has underpinned reform in recent years. This includes key Presidential Decrees in 2024 and 2025 addressing issues of concern to WTO Members on WTO consistency such as the reduction of State dominance in the economy through the removal of exclusive rights in several sectors, the import ban on ethyl alcohol and export subsidies. Most recently a Presidential Decree in March replaced export restrictions with export duties thereby making the export regime more predictable and transparent. Continuing legislative reform has aimed at bringing domestic legislation into line with the WTO Agreements. Uzbekistan is also well on the way to completing all its remaining ten bilateral market access negotiations in 2025.
    While reform is necessary and often difficult to ensure consistency with WTO rules, acceding governments also face daunting challenges in building institutional capacity and bringing their officials up to speed in areas such as trade remedies, technical regulations and SPS measures. I am grateful to our development partners, both Members and multilateral agencies for their consistent efforts to step up and provide their expertise when and where it is needed. Your assistance has been invaluable and will remain so to help both countries meet their accession and post-accession challenges.
    Excellencies, a few weeks ago the WTO celebrated its 30th anniversary with a gathering of eminent persons to reflect on our achievements and the way forward. The keynote speaker, the former Prime Minister of Portugal and EC President, José Manuel Barroso noted that although we are passing through a great deal of turbulence, the WTO is probably even more necessary today than it was when it was established in 1995. Indeed, the fact that large economies such as Ethiopia and Uzbekistan wish to join the WTO is a testament to the continued importance of the multilateral trading system and the stability and transparency it offers. Time is of the essence if we are to meet their accession goals. I very much hope that the efforts of Ethiopia and Uzbekistan to become Members becomes reality in the very near future.

    The Director-General stressed that pursuing lasting economic reforms and accession to the WTO required strong political commitment. She highlighted Ethiopia’s economic reforms under Prime Minister Abiy Ahmed Ali’s “Home-Grown Economic Reform Programme” which aimed at structural transformation of the economy and private sector growth. She noted moreover that the reforms have also created an enabling environment for Ethiopia to benefit from its membership in the African Continental Free Trade Area (AfCFTA).
    Continued support by President Mirziyoyev of Uzbekistan had also underpinned Uzbekistan’s reform programme, DG Okonjo-Iweala said.  Key presidential decrees had aimed to reduce exclusive rights in several sectors and address other issues of concern to WTO members, while a Presidential Decree in March replaced export restrictions with export duties. This makes the export regime more predictable and transparent, the Director-General noted.
    She also took the opportunity to thank both WTO members and multilateral institutions such as the IMF and World Bank for their assistance in helping build institutional capacity and provide training to acceding governments. The fact that large economies like Ethiopia and Uzbekistan wish to join the WTO reaffirmed the continued importance of the organization and the stability and predictability provided by the multilateral trading system.     World Bank and IMF representatives lent their support to domestic reforms being undertaken by Ethiopia and Uzbekistan and looked forward to their accession to the WTO.
    Antonella Bassani, World Bank Vice President for Europe and Central Asia, noted that Uzbekistan had emerged as one of the top reformers worldwide, having completed over 200 domestic legal reforms since 2020. There was an expectation that Uzbekistan was in the final stretch of its WTO membership negotiations. Ms Bassani said WTO accession remained critical for emerging and developing economies and the World Bank was ready to support the process.
    Amit Dar, World Bank Acting Vice President for the Eastern and Southern Africa Region, highlighted the reforms undertaken by Ethiopia. He acknowledged that challenges remain, particularly in the areas of state-owned enterprises, competition, intellectual property rights, trade facilitation and subsidies. He emphasized that the World Bank remains fully committed to supporting Ethiopia through providing technical assistance and resources to help Ethiopia achieve its WTO membership goals and deepen its integration into world markets.
    Kenneth Kang, Deputy Director, Strategy, Policy and Review Department of the IMF, stressed the importance of structural reforms for generating a predictable and stable trade policy environment and the need for careful macroeconomic management and commended both countries on their progress. He noted that economic reforms during the accession process had a positive impact on economic growth. This has been demonstrated in a recent joint study by IMF and WTO staff that showed economies that made deeper commitments during their accession processes grew on average 1.5 percentage points faster than they otherwise would have done.
    Highlighting the economic and legislative reforms undertaken by their respective countries, representatives from Ethiopia and Uzbekistan reaffirmed their countries’ commitment to conclude accession negotiations by MC14, to be held in Cameroon in March 2026.
    Ethiopia’s State Minister for Finance Eyob Tekalgn said that WTO accession was important for further accelerating economic reforms. Ethiopia’s membership of the AfCFTA had also anchored its reform programme. He also pointed to the need for financial support to build capacity, notably for negotiations and implementation of reforms and to bring legislation into conformity with WTO rules. He added that Ethiopia was working actively to complete bilateral market access negotiations and hoped to conclude these shortly.
    Uzbekistan’s Chief Negotiator Azizbek Urunov noted key steps taken recently, including bringing its food and product safety rules in line with the WTO agreements. To date, nearly 120 legal acts had been harmonized with WTO agreements, he said, with various other draft laws expected to become law soon. Regarding privatization, Mr Urunov noted that Uzbekistan is on course to meet its goal of increasing the share of the private sector in the economy to 85 per cent by 2030.
    Both representatives indicated they were ready to take all the remaining necessary steps to complete their respective reform programmes and become WTO members.

  • MIL-OSI Economics: Thirty years of WTO accessions

    Since its establishment on 1 January 1995 to oversee the multilateral trade agreements negotiated by its 128 original members, the WTO has seen an ongoing expansion of its membership and continued interest from many economies seeking to join the organization. As a result, the percentage of world trade accounted for by WTO members has risen from 87 per cent in 1995 to over 98 per cent today.

    Over the past 30 years, 60 countries and customs territories have applied for accession to the WTO. Of these, 38 have completed the process, bringing the WTO’s total membership to 166. Meanwhile, 22 economies are currently at various stages of negotiating their accession.

    Although those seeking to join the WTO have followed similar paths of economic reform, WTO accession processes have varied significantly. Some completed the process relatively quickly – for example, after just three to four years of negotiations, the Kyrgyz Republic and Oman joined the WTO, in 1998 and in 2000, respectively. Others, such as Kazakhstan and Seychelles, spent nearly two decades in accession talks before becoming members, both in 2015. These longer timelines reflect the evolving nature of the accession process.

    Unlike accessions in the era of the General Agreement on Tariffs and Trade (GATT), WTO accessions require far-reaching structural reforms that go well beyond traditional trade-opening, often encompassing multiple sectors of the acceding economy. Moreover, the process demands a thorough understanding of the applicant’s economic systems, policy frameworks and reform priorities, which must be underpinned by broad-based domestic consensus.

    Why, then, do governments choose to undertake the rigorous demands of WTO accession? For many, the answer lies in a desire to modernize institutions and regulatory practices, enhance the business environment and attract foreign direct investment. These motivations often go hand-in-hand with broader national goals, including market-oriented reforms, poverty reduction and sustainable development.

    Market-opening and structural reforms, for instance, have been central to the evolution of many economies. Following the dissolution of the Soviet Union and Yugoslavia in 1991, international trade played a pivotal role in transforming the economies of the newly independent states and in strengthening their ties with the global economy. WTO membership served as a powerful vehicle for the modernization of these economies, as well as of other formerly centrally planned economies, such as China and Viet Nam.

    In addition, least-developed countries (LDCs), beginning with Cambodia and Nepal in 2004, and most recently Comoros and Timor-Leste in 2024 – making a total of 11 LDC accessions to date – have used the accession process to lay the foundations for poverty reduction and sustainable economic growth.

    In the cases of Cabo Verde, Samoa and Vanuatu, WTO membership was soon followed by graduation from LDC status (in 2008, 2014 and 2020, respectively). For others, including the Lao People’s Democratic Republic, Nepal and Cambodia, graduation is expected before the end of this decade.

    As many LDCs began their accession processes while classified as “fragile and conflict-affected states”, WTO membership has also played an important role in reshaping perceptions of their economic and development potential.

    Recently, WTO economists quantified the economic impact of undertaking the robust commitments required for WTO accession. Their analysis found that economies implementing reforms and making deeper commitments during accession negotiations grew an average of 1.5 percentage points faster than they otherwise would have done. A review of both completed and ongoing accessions underscores that the WTO accession process serves as a catalyst for domestic reform, helping to create an enabling environment for economic resilience and sustainable growth.

    In the same way that WTO accessions have anchored domestic transformations, accessions have also benefitted the global trading system. Through accessions, the percentage of world trade accounted for by WTO members has risen from 87 per cent in 1995 to over 98 per cent today.

    Despite the proliferation of free trade agreements and the sharp rise in tariff barriers, the vast majority of this trade – still more than 70 per cent – continues to be conducted under the WTO’s most-favoured-nation (MFN) principles. This has promoted the integration of global supply chains and, in so doing, has lowered trading costs for all WTO members.

    The scope of the WTO can also be measured in terms of population. At the time when the WTO was established, the original members represented just 69 per cent of the world’s population. Today, thanks to the accession of new members, that share has risen to 94 per cent. In other words, over the past 30 years, the WTO has extended its reach to an additional 2 billion people – further strengthening the inclusiveness and global relevance of the multilateral trading system.

    Beyond their individual reforms, economies that have joined the WTO since 1995 have made substantial systemic contributions to the WTO. Each accession prompts existing members to reflect on how best to uphold and advance the WTO’s core values. As a result, accessions have repeatedly helped to deepen, clarify and modernize existing disciplines.

    Collectively, acceded members have added more than 1,500 legally binding commitments to the WTO rulebook. These commitments – coupled with guarantees for deeper access to their domestic markets for goods and services – have made the WTO stronger, more dynamic and more responsive to evolving global trade realities.

    In key areas, such as domestic support in agriculture and the regulation of state-owned enterprises, members who have joined over the past 30 years have often taken on more comprehensive and detailed commitments, reflecting an evolution of obligations in relation to existing WTO norms. In several areas – notably trade facilitation, tariff rate quotas and export subsidies – accession negotiations have also achieved concrete results years before the emergence of multilateral trade disciplines, demonstrating the forward-looking nature of the accession process.

    In the area of transparency alone, acceded members have adopted over 250 specific commitments. Some of these members could even be considered to be “transparency champions”, given that they have submitted extensive notifications to the WTO about their trade measures – including in areas where original members have been less forthcoming, or where multilateral disciplines do not yet exist, such as the notification of privatization programmes.

    Today, 30 years after the establishment of the WTO, acceded members account for more than one-fifth of its total membership. Accessions are a force for change – driving re-examinations of the WTO rulebook, steering the trading system away from complacency, and challenging original members to match the benchmarks set by the newer members. This has been especially relevant in recent years, as the multilateral trading system has been facing mounting pressure.
    Acceding members offer a source of hope for the future of the trading system. Even amid global uncertainty and growing challenges, many of them have remained actively engaged, recognizing that no economy’s prosperity is secure in isolation, however large or small that economy might be.

    The admission of new members has been a true success story, but work on WTO accessions is far from complete. Twenty-two governments – a diverse group, whose future membership will further enrich the WTO – remain in the process of accession.

    As an institution, the WTO will try to support these governments by providing targeted technical assistance and capacity-building. As always, a key area of focus will be the accession of the remaining LDCs, all of which are also classified as fragile and conflict-affected states. Supporting these countries in their WTO accession processes, through dedicated programmes and tailored approaches, can serve as a catalyst for economic reform, institution-building and integration into the global trading system. Over time, this can also help to foster lasting stability and peace and to establish a gradual pathway out of fragility and toward greater resilience.

    Over the years, it has become increasingly clear that integration into the multilateral trading system does not end on the date of an economy’s accession. Indeed, the immediate post-accession period presents a distinct set of challenges – particularly for governments with limited institutional and administrative capacity.

    While the WTO recognizes the need for sustained support during this critical phase – when newly acceded members are often required to implement further domestic reforms to fulfil their WTO commitments – it has yet to develop robust institutional mechanisms to provide targeted support during this period. There is scope for improvement in this area, and especially in supporting the effective integration of recently acceded LDCs.

    Thirty years since the establishment of the WTO, accessions continue to renew and enrich the organization. As new members continue to bring fresh perspectives and commitment to the multilateral trading system, WTO accessions will remain a powerful force for reform, international cooperation and global economic integration.

  • MIL-OSI Global: China is reshaping central Asia’s energy sector as Russian influence fades

    China has been developing closer ties with countries in central Asia over recent years. Trade between China and the central Asia region grew to US$89 billion (£69 billion) in 2023, an increase of 27% on the previous year. Chinese trade rose with every country there except Turkmenistan.

    In my paper from June 2024, which is part of a collection of studies looking at the impact of China’s sprawling belt and road initiative in low- and middle-income countries, I explored how Chinese investment is affecting Uzbekistan’s energy sector.

    Chinese investment in Uzbekistan has grown significantly since 2020. By the end of 2022, it had reached US$4.5 billion, up from US$2.8 billion one year before. There are now over 3,450 Chinese companies in Uzbekistan, accounting for roughly 20% of all foreign companies in the country.

    One of the main reasons for China’s expanding footprint in central Asia is to intensify energy cooperation. By becoming a major buyer, lender and investor in the region’s energy sector, China is hoping to reduce its dependence on countries such as Russia.

    Central Asia has been politically and economically dependent on Russia since the Soviet Union invaded the region in the 19th century. Much of its infrastructure was built to provide commodities like cotton and energy to Russia, with the latter selling it at high prices to Europe. This infrastructure has, until relatively recently, remained largely unchanged.

    However, some central Asian countries have been able to reduce their dependence on Russia over the past decade or so. China has become the main importer of Uzbek gas, with a peak share of more than 80%. And Uzbekistan exported almost US$2 billion worth of goods to China in 2022, matching its volume of trade with Russia.

    Investment in energy infrastructure is taking place in a reflection of these trade patterns. Central Asia boasts significant reserves of oil and gas. But most of the region’s pipelines were traditionally directed towards Russia and, to a lesser extent, south-west to Turkey.

    Pipelines have been built and maintained with China’s support that are directed towards the east. These pipelines have facilitated trade with China and have helped reduce operational waste in the energy sectors of Turkmenistan, Kazakhstan and Uzbekistan.

    In 2025, China plans to resume the construction of a pipeline stretching from Turkmenistan through Uzbekistan, Tajikistan and Kyrgyzstan, pending the finalisation of a gas supply contract with Turkmenistan. This will further strengthen China’s energy ties with the region.

    A few years ago, while I was carrying out fieldwork in Uzbekistan, I interviewed policy experts and those involved in the Uzbek energy industry. My interviewees saw deals with China as more reliable than Russia, which has in the past renegotiated the terms of long-term energy contracts with central Asian countries or has added unfair clauses in its favour.

    In 2018, for example, the Uzbek government needed additional gas to meet domestic demand. Russia’s Lukoil energy company agreed to sell the gas from a joint Lukoil-Uzbek production facility to Uzbekistan, but at a hefty price. The Uzbek government incurred debt to Lukoil worth US$600 million.

    Chinese involvement in the Uzbek energy sector is also having an indirect effect on Uzbekistan’s green economy. During the pandemic, Uzbekistan’s gas exports to China dropped significantly, exposing operators to the vulnerability of relying on a single energy source.

    Gas exports to China have recovered since 2021. But this shock prompted policymakers to explore ways of diversifying Uzbekistan’s energy production away from fossil fuels. Over the past few years, Uzbekistan has invested over US$4 billion in renewable energy production, with the technology and expertise often coming from China.

    With the support of Chinese companies, vast solar power plants have been planned and developed near the Uzbek capital, Tashkent, as well as other cities like Navoi. Wind turbines have been supplied by Chinese firms for projects in Ferghana, near the border with Kyrgyzstan.

    Chinese-led investment in the renewable energy sector has created further demand for skilled and semi-skilled labour, such as translators, logistics operators and engineers. My interviewees noted positive – albeit limited – effects on employment and wages in the sector.

    New challenges ahead

    There are, however, also drawbacks to Chinese involvement in central Asia’s energy sector. Uzbekistan’s gas trade with China is a possible source of political and economic vulnerability.

    The export price of Uzbek gas is more profitable for energy companies than the local subsidised price, so exports have taken priority over the domestic market. Uzbek consumers often have to contend with rationed gas supplies or no access to gas at all, especially during the winter when demand is at its highest.

    This has led to dissatisfaction among the Uzbek population, especially in rural areas where people have had to resort to burning alternative sources of fuel like coal, firewood and animal dung. These energy sources are harmful to health and the environment.

    Western sanctions on Russian oil and gas since 2022, when Russia launched its invasion of Ukraine, have also created further competition for Uzbek gas. Russian gas suppliers have sought alternative markets in Asia to circumvent the sanctions. Trade flow data shows that India, Turkey and even China have increased the amount of Russian fossil fuels they buy.

    But, by and large, the state of play in the global energy market seems to be changing. Central Asia is in a strong position to benefit.

    The International Islamic Trade Finance Corporation (ITFC) (www.ITFC-IDB.org), the trade finance arm of the Islamic Development Bank (IsDB) Group, has signed a US$ 20 million Line of Trade Finance Agreement with Asakabank to bolster trade finance solutions for SMEs and private sector clients in Uzbekistan.  

    Structured under Murabaha, this facility is designed to support trade finance needs of SMEs, enabling business expansion, strengthening economic resilience, and contributing to sustainable development. By advancing UN SDG 8 (Decent Work and Economic Growth), the agreement empowers businesses to thrive, create jobs, and drive long-term economic progress. 

    Through this financing, private sector companies in Uzbekistan will gain access to vital import and pre-export funding, further stimulating trade and enhancing key industries that drive the nation’s economic growth. This strategic partnership marks a key milestone, making Asakabank ITFC’s newest partner institution and increasing the number of active ITFC partner banks in Uzbekistan to 12.  

    Commenting on the signing, Mr. Abdihamid Aweis Abu stated: “The private sector serves as a key driver of economic growth in Uzbekistan, making access to funding essential for its contribution to the country’s development. At ITFC, we are delighted to launch this strategic collaboration with Asakabank and are committed to strengthening our partnership to enhance trade finance accessibility for Uzbekistan’s private sector and SMEs, empowering them to drive economic progress, as well as supporting the growth of Islamic finance in the country”.

    This financing aligns with the US$ 600 million Framework Agreement signed between ITFC and the Republic of Uzbekistan in March 2024, reinforcing ITFC’s ongoing efforts to enhance trade finance access for SMEs and private sector businesses. 

    Since 2019, ITFC has approved over US$ 168 million in financing for Uzbekistan’s private sector, facilitating trade and contributing to economic development.

    “It is vital that the government distance itself from this latest dodgy dossier from Blair and turn its attention instead to what the Climate Change Committee is saying today. Their report could not be clearer: we are woefully unprepared for the impacts of climate breakdown as a country. Tomorrow is likely to be the hottest local election day on record – a potent reminder that we need a comprehensive plan to prepare for increasingly extreme weather events.

    “Tony Blair and Nigel Farage apparently need reminding that a huge 89% of the world’s people want stronger action to fight the climate crisis, not a reset or watering down of ambition. And the CBI points to the fact that the UK’s net zero sector expanded 10 per cent last year, three times faster than the rest of the economy.

The main audience was senior students who studied in detail the prospects of entering Russian universities.

    Leading Advertising Manager of the SPbPU Center for International Recruitment and Communications Zhanna Trunkova and specialist of the Department for Work with Foreign Students Evgeniya Borodina held individual consultations for the guests. They explained in detail the conditions of enrollment, the range of available educational programs, as well as scholarship and financial support options for foreign students of the university.

    Uzbek schoolchildren received information about scholarships, admission requirements and promising professions. The speakers thanked the partners for their contribution to the organization of the largest educational project in the region.

  • MIL-OSI Russia: Students of SPbGASU won the international Olympiad in applied mechanics

    Two teams from SPbGASU took part in the All-Russian Student Olympiad in Applied Mechanics with International Participation. One of them won, the other became a bronze medalist.

    The Olympiad was held with the support of the Ministry of Education and Science of Russia, the Association of Technical Universities and the Federal Educational and Methodological Association in the field of “Mechanical Engineering” at the Advanced Engineering School “Digital Engineering” of Peter the Great St. Petersburg Polytechnic University (PISh SPbPU). 29 teams from 14 regions of Russia, as well as from Belarus, Kazakhstan and Kyrgyzstan registered.

    The first place was taken by the team of the construction faculty of SPbGASU. It included Artem Grigoriev, Vladislav Laptev, Anastasia Zimovets and Alexandra Leonova. The leader was Associate Professor of the Department of Structural Mechanics Nadezhda Ostrovskaya.

    The team of the Automobile and Road Faculty took third place. It consisted of Ilya Zhdanov, Maxim Golubovich, Daniil Agapov and Nikita Gladkov. The leader was Alena Kolomeets, senior lecturer of the Department of Land Transport and Technological Machines.

    In the individual competition, third place went to Artem Grigoriev.

    As Nadezhda Ostrovskaya explained, the Olympiad was held from 1999 to 2020, and in 2025 it was resumed at the Advanced Engineering School of SPbPU (AES). The goals of the Olympiad are to revive the platform for interaction between gifted and talented students and their mentors in the field of applied mechanics, to introduce students to real enterprises of high-tech industries and Russian engineering software.

    In addition to the main program, where students were asked to solve six problems – three on theoretical mechanics and three on the strength of materials, all days were filled with interesting events. On the first day, an engineering competition for students took place, on the second day – excursions to the museum and laboratories of the St. Petersburg Polytechnic University, as well as to the enterprises of industrial partners. On the third day, master classes were held on the use of domestic software for various engineering purposes.

    Artem Grigoryev shared his impressions: “The tasks covered all sections of strength of materials and theoretical mechanics. To solve them, I had to recall many tasks completed during preparation – typical and advanced. I really liked that each task had a “key”, after finding which the task became much easier. I would like to express my deep gratitude to the organizers for the interesting program, as well as appreciation to my teachers Anna Olegovna Yulina and Nadezhda Vladimirovna Ostrovskaya, who helped me prepare, conducted interesting classes and thus inspired me to win.”

  • MIL-OSI Security: Foreign National Pleads Guilty To Conspiring To Submit Over 100 Fraudulent Voter Registrations

    Tampa, Florida – United States Attorney Gregory W. Kehoe announces that Sanjar Jamilov (32, Uzbekistan) has pleaded guilty to conspiring to submit fraudulent voter registrations. Jamilov faces a maximum penalty of 5 years in federal prison. A sentencing date has not yet been set.

    According to the plea agreement, Dmitry Shushlebin (45, Russia) hired Jamilov and others to submit more than 100 fraudulent voter registration applications to the Pinellas County Supervisor of Elections in February and March 2023. These applications were submitted in names other than their own, in envelopes with return and address labels that were identically formatted, including containing the same typographical error, and bore various indicia of fraud including, among other things, repeating dates of birth and addresses and nearly sequential Social Security numbers. Change of address forms were also submitted to the U.S. Postal Service to route mail to the names and addresses on the fraudulent applications to three locations that Shushlebin and Jamilov allegedly controlled. The Pinellas County Supervisor of Elections was able to detect the fraud and rejected the fraudulent applications.

    Dmitry Shushlebin has been charged for his alleged role in this case. The case is currently pending.

    This case was investigated by the United States Postal Inspection Service, the Federal Bureau of Investigation, and the Florida Department of Law Enforcement. It is being prosecuted by Assistant United States Attorney Daniel J. Marcet and Trial Attorney Leo Wise from the Justice Department’s Public Integrity Section.

The guys also became winners in the individual competition “Battle of Robots – KRASHILOVO”, in which more than 40 teams from different regions of Russia participated.

    According to the results of the student karate competitions (VKF) within the framework of the St. Petersburg Student Sports Games 2025, Polytech won 1st place in the overall team standings. This is the merit of the coach of the Student Sports Club “Black Bears-Polytech” Elizaveta Orlova, as well as students Anastasia Vasilenko, Maria Luganskaya and Valery Kazantsev.

    “It is important that students from their first year begin to understand the values our university lives by, accept these values and leave the Polytechnic as spiritually mature people with the right life guidelines,” emphasized Maxim Pasholikov. “Our communities have always been the main actor in our youth policy. It is impossible to reach all 30 thousand students given the limited resources. That is why trade union organizations, the headquarters of student teams, the adapter movement, patriotic and sports clubs, creative associations that attract a large number of young people are important to us, and, accordingly, through them, through their leaders, we work with young people.”

    Maxim Aleksandrovich noted that the leaders of student associations in many cases become mentors for their younger comrades, and even after graduating from university, they return here as members of the alumni association and ambassadors of the Polytechnic University.

    The second issue on the agenda was the presentation of academic titles. By a majority of votes, the members of the SC voted to award the academic title of “professor” to Vladimir Sergeev (PhysMekh) and Alexey Flimonov (IEIT); the title of “associate professor” to Alexey Lukin (PhysMekh), Roman Burkovsky (IEIT), Alexey Grachev and Dmitry Masailo from IMMIT, Alexander Moskvichev (IBSS) and Elena Ladik (ISI).

    On the third issue, “On monitoring the implementation of decisions of the Academic Council,” the scientific secretary of SPbPU, Dmitry Karpov, made a report.

  • MIL-OSI China: SCO health officials push for deeper coordination toward better future

    XI’AN, April 28 — Senior health officials from Shanghai Cooperation Organization (SCO) countries on Monday called for deepening public health collaboration, aiming to build a healthier future for all.

    Gathering in Xi’an, the capital of northwest China’s Shaanxi Province, health leaders from SCO member states and dialogue partners, and representatives of the SCO and the World Health Organization (WHO) attended the eighth SCO Health Ministers’ Meeting.

    Under the theme “Promoting Sustainable Health Development and Sharing a Healthy Future,” they discussed strategies for tackling shared global health challenges.

    Central to the discussions was the collective need to strengthen emergency response systems, expand access to primary healthcare, harness digital technologies, and promote the development of traditional medicine across the SCO countries.

    Presiding over the meeting, Lei Haichao, head of China’s National Health Commission, highlighted the role of dialogue and cooperation in pioneering reforms in regional and global health governance systems amid an evolving international landscape with overlapping crises.

    In his address, Lei outlined China’s domestic achievements in improving public health and healthcare reforms, and reaffirmed China’s commitment to advancing policy coordination and technological cooperation with SCO partners.

    He also called for greater use of existing platforms — including the China-SCO Emergency Medical Center, the SCO Hospital Cooperation Alliance, and the SCO Forum on Traditional Medicine — to enhance joint capacity-building efforts in emergency response, primary care, digital healthcare, and traditional medicine across the SCO countries.

    Senior health officials from Belarus, India, Iran, Pakistan, Russia, Kazakhstan and other SCO countries shared updates on their national health initiatives and echoed the need to strengthen cooperation within the SCO framework.

    As the rotating president of the SCO for 2024-2025, China has introduced the theme “SCO Year of Sustainable Development” to guide cooperation efforts across multiple sectors, with public health identified as a key priority.

    Speaking at the opening ceremony, SCO Secretary-General Nurlan Yermekbayev emphasized that building resilient and inclusive healthcare systems is essential to securing a sustainable future.

    “It is also the key to addressing the public health challenges faced by SCO countries, which together represent nearly half of humanity,” he added.

    Hans Henri P. Kluge, WHO Regional Director for Europe, praised China’s leadership in global health and its vision for building a global community of health for all.

    “I am glad to see the SCO evolving into a model of constructive multilateralism, rooted in mutual trust and dialogue,” Kluge said. “The WHO looks forward to deepening its cooperation with the SCO to tackle pressing health challenges together.”

    “If we talk about promising areas of our cooperation, they are consolidated in national projects of technological leadership. We started their implementation in Russia this year. We place special emphasis on achieving sovereignty over the means of production, including additive solutions and industrial robots. The same applies to the development of all types of transport, including on alternative fuel and with elements of autonomy. Our special focus is the development of new materials and chemicals. As well as improving technologies for medicine, energy, agriculture and expanding the range of space services,” Denis Manturov emphasized.

    “It is gratifying to note that the scale of the exhibition is growing every year, attracting participants not only from Russia and Central Asian countries, but also from a number of other countries, such as Saudi Arabia, Belarus, and Afghanistan. Today we are seeing new promising and large-scale horizons for cooperation. By the end of 2024, Uzbekistan’s trade with Russia and Central Asian countries approached $20 billion. There are about 5,000 enterprises in Uzbekistan with capital from these countries. More than 650 joint projects worth $67 billion are being implemented in various sectors of our country’s economy. Despite such a rich level of relations, we all understand that this is far from the limit,” said Jamshid Khodjaev.

    Denis Manturov and Zhamshid Khodjaev also took part in the ceremony of exchanging folders of signed agreements at Innoprom, aimed at developing cooperation in the trade and economic, scientific and technical, social and cultural and humanitarian spheres.
