    Excellencies, Ladies and Gentlemen,

    I thank the Government of Thailand for hosting this important Forum and Executive Secretary Ibu Armida Alisjahbana, for bringing us together.

    We stand at a critical juncture in history, where our actions over the next five years will define the future of our planet and its people.

    All of you here today share the immense responsibility of steering the Asia-Pacific region towards a sustainable and prosperous future.

    Excellencies,

    The 2030 Agenda for Sustainable Development is not just a set of goals, it is our collective promise to future generations.

    Yet, globally, only 17 per cent of the Sustainable Development Goals are on track. Progress on almost a third of targets has stalled or gone into reverse.

    Here in the Asia-Pacific, less than a sixth of the SDG targets will be met on current trends.

    Though economic growth has lifted millions out of poverty, it has been uneven, and a series of global crises have disproportionately affected vulnerable populations. 

    Five years to the 2030 deadline, we need urgent action to get the Goals on track.

    The Pact for the Future, agreed by countries last year, includes commitments to action to turbocharge sustainable development.

    We must come together to ensure they are delivered.

    Excellencies,

    This region has immense potential to accelerate SDG progress – through action to harness the power of technology, accelerate the energy transition and transform food systems, driving progress across all the Goals.

    You are a global leader in digital innovation and connectivity. You have accessible emerging technologies.

    And you are transforming financial inclusion and service delivery through rapid fintech adoption and initiatives. The Republic of Korea’s Digital New Deal and Thailand’s Big Data Initiative are prime examples.

    The region is also uniquely positioned to lead the global energy transition.

    You are rapidly deploying clean energy and embracing cross-border energy integration. Initiatives like the South Asian Hydropower Trade and the ASEAN Power Grid are enhancing energy security while reducing emissions.

    Innovations in food systems, such as regenerative agriculture in India, are improving sustainability and food security.

    Excellencies,

    Accelerating action requires regional collaboration.
     
    With a common vision of sustainability and prosperity, we can create new opportunities for economic resilience and social progress.

    Strengthened financial cooperation can enhance cross-border connectivity and drive regional supply chain integration.

    The United Nations and the Regional Economic Commissions will continue to work closely with Resident Coordinators and the UN Country Teams to strengthen support for sustainable development across the region.

    Helping to forge investment paths.

    Shape policy and regulatory frameworks.

    And garner support from United Nations agencies and partners, including multilateral and regional development banks and private investors.

    The strong link between the Regional Economic Commissions and our Resident Coordinators since the reforms made by Secretary-General António Guterres has been critical in bringing together our policy and operational assets in ways we had not witnessed before.

    It gives me great hope that we can build on this string foundation to step up our support to each country in Asia and the Pacific, as you strive to accelerate action and protect our ambition for people and planet. 

    And I urge all of you to make the most of the opportunities this year to accelerate action.

    From Beijing +30 to the Fourth Conference on Financing for Development, the World Social Summit, the Fourth Food System Summit Stocktake, and COP30.

    Use your voice to ensure that the needs and priorities of this region shape action over the coming years.

  • MIL-OSI Global: If US attempts World Bank retreat, the China-led AIIB could be poised to step in – and provide a model of global cooperation

    Donald Trump is no fan of international organizations. Just hours after taking office on Jan 20, 2025, the U.S. president announced his intention to withdraw from the World Health Organization and the Paris agreement on climate change.

    Could the International Monetary Fund and the World Bank be next?

    Certainly, supporters of the twin institutions – that have formed the backbone of global economic order for 80 years – are concerned. A Trump-ordered review of Washington’s support of all international organizations has led to fears of the U.S. reducing funding or pulling it altogether.

    But any shrinking of U.S. leadership in international financial institutions would, I believe, run counter to the administration’s ostensible geopolitical goals, creating a vacuum for China to step into and take on a bigger global role. In particular, weakening the World Bank and other multilateral development banks, or MDBs, that have a large U.S. presence could present an opportunity for a little-known, relatively new Chinese-led international organization: the Asian Infrastructure Investment Bank – which, since its inception, has supported the very multilateralism the U.S. is attacking.

    AIIB’s paradoxical role

    The Asian Infrastructure Investment Bank (AIIB) was created by China nine years ago as a way to invest in infrastructure and other related sectors in Asia, while promoting “regional cooperation and partnership in addressing development challenges by working in close collaboration with other multilateral and bilateral development institutions.”

    Since then, it has served as an example of an international body willing to deeply cooperate with other major multilateral organizations and follow international rules and norms of development banking.

    This may run counter to the image of Beijing’s global efforts portrayed by China hawks, of which there are many in the Trump administration, who often present a vision of a China intent on undermining the Western-led liberal international order.

    But as a number of scholars and other China experts have suggested, Beijing’s strategies in global economic governance are often nuanced, with actions that both support and undermine the liberal global order.

    As I explore in my new book, it is clear that today the AIIB is a paradox: an institution connected to the rules and norms of the liberal international order, but one created by an illiberal government.

    The AIIB is deeply tied to the rules-based order as displayed through its many cooperative connections with other major multilateral development banks, such as the World Bank and the Japan-led Asian Development Bank.

    As such, the AIIB may present a Chinese counterpoint in a landscape where U.S. leadership is receding.

    The cooperative design of the AIIB

    For decades, multilateral development banks have served the important task of lending billions of dollars a year to support economic and social development.

    They can be vital sources of funding for poverty reduction, inclusive economic growth and sustainable development, with a newer emphasis on climate change. These international lenders have also been remarkably durable in today’s climate of fragmentation and crisis, with member nations actively considering ways of further strengthening them.

    At the same time, MDBs perennially face criticism from civil society organizations who highlight areas of weak performance and are concerned about potential downsides of the major MDBs’ greater emphasis on working more closely with the private sector. MDB expert Chris Humphrey has also noted that major “MDBs were built around a set of geopolitical and economic power relationships that are coming apart before our eyes.”

    When Chinese President Xi Jinping in 2013 proposed creating the AIIB to lend for infrastructure development in Asia, there was a lot of suspicion among major nations about China’s intentions.

    The Obama administration responded to the move by urging other countries not to join. Its concern was that China would use lending to gain further influence in the region, but without adhering to strong environmental and social standards.

    Nonetheless, all the other major nonborrowing nations, with the exception of Japan, joined the new bank. Today, the AIIB is the second-largest multilateral development bank in terms of member countries, behind only the World Bank. It currently has 110 member nations, which translates to over 80% of the global population. With US$100 billion in capital, it is one of the medium-sized multilateral lenders.

    From the get-go, the AIIB was designed to be cooperative. Jin Liqun, who became the bank’s first president, is a longtime multilateralist with a long career at China’s finance ministry and past positions on the boards of the World Bank and the Global Environmental Facility, as well as a vice presidency of the Asian Development Bank.

    The international group of experts that helped design the AIIB also included former executive directors and staff from the IMF and other development banks, as well as two Americans with long careers at the World Bank who played leading roles in designing the bank’s articles of agreement and its environmental and social framework.

    How the AIIB took its cue from others

    The bank fits into the landscape of other multilateral development banks in a variety of ways. The AIIB’s charter is directly modeled on the Asian Development Bank’s foundation, and built into the AIIB’s charter is the bank’s mission of promoting “regional cooperation and partnership in addressing development challenges.”

    The AIIB shares similar norms and policies with other major multilateral development banks, including its environmental and social standards.

    Alongside borrowing foundational principles, the AIIB also works in close conjunction with its peers. The World Bank initially ran the AIIB’s treasury operations. The AIIB has also co-financed a high percentage of its projects with other multilateral development banks, particularly in its first years.

    In a recent sign of cooperation, in 2023, a deal between the AIIB and World Bank’s International Bank for Reconstruction and Development (IBRD) saw the AIIB issue up to $1 billion in guarantees against IBRD sovereign-backed loans. This increased the IBRD’s ability to lend more money, while diversifying the AIIB’s loan portfolio.

    As of Feb. 6, 2025, the AIIB has 306 approved projects totaling $59 billion. Energy and transportation are its two largest sectors of lending. Recently approved projects include loans to support wind power plants in Uzbekistan and Kazakhstan, and a solar plant in India. India, which has a bumpy relationship with China, is one of the bank’s largest borrowers, along with Turkey and Indonesia.

    Cooperating and competing with China

    From its birth until recently, the multilateral AIIB has repeatedly distinguished itself from China’s bilateral initiatives. Chief among those is China’s Belt and Road Initiative, an umbrella term for infrastructure lending by Chinese institutions that has been criticized for lacking transparency and accountability.

    Indeed, some Belt and Road Initiative-linked projects have faced concerns about corruption, costs and the opacity of the loan agreements.

    In the past several years, the AIIB has made more mention of synergy with Belt and Road lenders, and the bank now hosts the secretariat of a facility, the Multilateral Cooperation Center for Development Finance, that offers grants and support to developing countries seeking to finance infrastructure in countries where Belt and Road lending takes place. This may blur the line between the AIIB and lending under the Belt and Road umbrella, but it does not appear to weaken the bank’s standards.

    Concerns about the level of Chinese government influence at the AIIB are not new. Canada froze its ties with the bank in June 2023, pending a review of allegations by a Canadian staff member, who dramatically quit after accusing the bank of being dominated by members of China’s Communist Party.

    No other member nations expressed such concern, and Canada has not yet published any review. A group of AIIB executive directors oversaw an internal review that found no evidence to support the allegations.

    As the new U.S. administration formulates its policies toward China, it would do well to take into account the variation in China’s strategies in global economic governance, as a recognition of areas of cooperation, competition and conflict requires more nuanced responses. In many areas, the U.S. will both cooperate and compete with China.

    Paradoxically, any moves by the Trump administration to pull back from multilateral organizations may leave the AIIB, whether or not it is an anomaly, in a position to offer a better model of cooperation than leading multilateral development banks with a powerful U.S. role.

  • MIL-OSI China: China’s all-round efforts to drive agricultural development

    BEIJING, Feb. 25 — With the release of China’s “No. 1 Central Document” for 2025, which outlines a series of enhanced measures aimed at advancing all-around rural revitalization, the country has reaffirmed its commitment to prioritizing and strengthening the agricultural sector.

    China remains committed to “opening a new chapter in advancing the development of agriculture, rural areas, and farmers,” Han Wenxiu, the Executive Deputy Director of the Office of the Central Committee for Financial and Economic Affairs, told a press conference on Monday.

    It is poised to significantly boost agricultural efficiency, invigorate rural areas, and raise farmers’ incomes by implementing targeted measures that address key priorities and pressing challenges, Han said.

    ENHANCING FOOD SUPPLY CAPACITY

    Given the tight balance of overall grain supply and demand in China, “efforts to boost grain production must not be relaxed,” Han said. He stressed improving the supply capacity of grain and other essential agricultural products and firmly ensuring food security.

    China will focus on increasing per-unit yields of grain by expanding projects aimed at improving these yields and intensifying the promotion of high-yield and efficient production models.

    China will also harness cutting-edge technologies to improve the efficiency and diversity of its food supply, leverage national land resources to expand food sources in multiple ways, and establish a long-term mechanism to prevent grain and food waste, according to Han.

    “Arable land is the foundation of ensuring food security,” Han said. With less than 10 percent of the planet’s arable land, China feeds one-fifth of the world’s population.

    To consolidate the foundation of food security, China will also strengthen its protection efforts for arable land and improve its quality. This will be done through measures such as strictly maintaining the quantity of the land and regulating land use, according to the landmark document released on Sunday.

    EXTENDING SUPPORT FOR LOW-INCOME GROUPS, UNDERDEVELOPED REGIONS

    China’s policy support will not stop after the conclusion of the five-year transition period dedicated to both consolidating and expanding achievements in poverty alleviation and integrating them with rural revitalization. Instead, the country will refine its support policies for low-income residents and underdeveloped areas, according to Han.

    Safeguarding the bottom line to prevent a large-scale lapse or relapse into poverty is not a task that belongs solely to 2025, the last year in the transition period, Han said. “The bottom line must be upheld persistently and permanently after the transition period.”

    China will strengthen support for low-income rural populations by enhancing social assistance as a safety net and emphasizing the stimulation of the internal driving force within this population group, according to Han.

    For underdeveloped rural regions, the country will implement targeted policy support, with a key focus on promoting their revitalization and development. Differentiated assistance will be provided through mechanisms such as collaboration between eastern and western regions, as well as targeted assistance, enabling these regions to gradually catch up in the modernization process.

    ENCOURAGING ENTREPRENEURSHIP IN RURAL REGIONS

    The key to rural revitalization lies in the talent, Han said, emphasizing that the talent pool needed to revitalize rural areas must be developed to address prominent issues in the process of China’s modernization.

    The improvements in rural infrastructure over recent years, along with factors such as a favorable ecological environment, a slower pace of life and lower living costs have attracted college graduates and white-collar talent to develop new forms of businesses in rural areas, Han said.

    Currently, the number of people returning to or relocating to rural areas to start businesses in China has exceeded 12 million, according to data released at the press conference.

    The document outlines plans to improve the mechanisms for cultivating and developing rural talent, emphasizing a combination of local training and external recruitment.

    On the one hand, China will strengthen technical and skill training for farmers and advancing initiatives to cultivate rural artisans. On the other hand, it will create a favorable entrepreneurship environment and improve services at grassroot levels, attracting a group of urgently needed professionals to support rural development.

    “By addressing concerns such as career development and social security, we can ensure that young people not only stay in rural areas but also thrive and achieve greater success there,” Han said.

    The Prime Minister Shri Narendra Modi inaugurated the Advantage Assam 2.0 Investment & Infrastructure Summit 2025 in Guwahati, Assam today. Welcoming all the dignitaries to the event, Shri Modi said “East India and North East India are embarking on a new journey of future today and Advantage Assam is a mega initiative to intertwine the incredible potential and progress of Assam with the world”. He added that history is a witness to the major role played by Eastern India in India’s prosperity. Expressing hope, the Prime Minister said, “Today, when we are progressing towards Viksit Bharat, Eastern India and North East will display their true potential”.  He said that Advantage Assam was a representation of the same spirit and congratulated the Government and Chief Minister of Assam for organising such a grand event. He recalled his words from 2013, when he had said that it was not very far when ‘A for Assam’ would be the norm. 

    “Despite global uncertainties, experts unanimously agree on one certainty: India’s rapid growth”, said the Prime Minister. He emphasized that today’s India is working with a long-term vision for the next 25 years of this century. He highlighted that the world has immense trust in India’s young population, which is rapidly becoming skilled and innovative. He also noted the growing confidence in India’s neo-middle class, emerging from poverty with new aspirations. Underscoring the trust the world places in India’s 140 crore people who support political stability and policy continuity, Shri Modi highlighted India’s governance that continues to implement reforms. Furthermore, he pointed out that India is strengthening its local supply chains and entering free trade agreements with various global regions. He also mentioned the robust connectivity with East Asia and the new India-Middle East-Europe Economic Corridor, bringing new opportunities.

    Highlighting the growing global trust in India, as witnessed by the gathering in Assam, Shri Modi remarked, “Assam’s contribution to India’s growth is steadily increasing”. He noted that the first edition of the Advantage Assam Summit was held in 2018, at which time Assam’s economy was valued at ₹2.75 lakh crore. Today, Assam has become a state with an economy of approximately ₹6 lakh crore, he added, emphasizing that under their government, Assam’s economy has doubled in just six years. Furthermore, he said that this is the double effect of their Governments at the Center and the state. The numerous investments in Assam have turned it into a state of unlimited possibilities, he stated. The Prime Minister highlighted that the Assam government is focusing on education, skill development, and creating a better investment environment. He noted that their Government had worked extensively on connectivity-related infrastructure in recent years. He provided an example, stating that before 2014, there were only three bridges over the Brahmaputra river, built over 70 years. However, in the past 10 years, four new bridges have been constructed. One of these bridges is named after Bharat Ratna Bhupen Hazarika. Shri Modi remarked that between 2009 and 2014, Assam received an average rail budget of ₹2,100 crore but their Government increased Assam’s railway budget more than four times to ₹10,000 crore. He added that over 60 railway stations in Assam are being modernized and also mentioned that the first semi high-speed train in the North East is now operational between Guwahati and New Jalpaiguri.

    Touching upon the rapid expansion of air connectivity in Assam, the Prime Minister said that until 2014, flights operated on only seven routes, but now there are flights on nearly 30 routes. This expansion has provided a significant boost to the local economy and created employment opportunities for the youth, he added. Shri Modi emphasized that these changes are not limited to infrastructure alone, but there were unprecedented improvements in law and order, with numerous peace accords signed in the past decade and long-pending border issues resolved. He underscored that every region, every citizen, and every youth in Assam is working tirelessly for the state’s development.

    “India is undergoing significant reforms across all sectors and levels of the economy and continuous efforts have been made to enhance the Ease of Doing Business, and a comprehensive ecosystem has been established to promote industry and an innovation culture”, emphasised Shri Modi. He highlighted that excellent policies have been formulated for startups, manufacturing through PLI schemes, and tax exemptions for new manufacturing companies and MSMEs. He also noted the substantial investment the Government is making in the country’s infrastructure. Prime Minister underscored that the combination of institutional reform, industry, infrastructure, and innovation forms the foundation of India’s progress. He stated that this progress is also being seen in Assam, which is advancing at double engine speed. He pointed out that Assam has set a target to achieve a $150 billion economy by 2030. He expressed confidence that Assam can achieve this goal, attributing it to the capable and talented people of Assam and the commitment of their Government. Remarking that Assam is emerging as a gateway between South East Asia and India, Shri Modi said, to further this potential, the Government has launched the North East Transformative Industrialization Scheme, ‘Unnati.’ He highlighted that the ‘Unnati’ scheme will accelerate industry, investment, and tourism across the entire North East region, including Assam. He urged industry partners to take full advantage of this scheme and Assam’s unlimited potential. The Prime Minister noted that Assam’s natural resources and strategic location make it a preferred destination for investment. He cited Assam tea as an example of Assam’s potential, stating that it has become a global brand over the past 200 years, inspiring progress in other sectors as well.

    Highlighting the significant changes occurring in the global economy, with a growing demand for resilient supply chains worldwide, the Prime Minister said, “India has initiated mission-mode efforts to advance its manufacturing sector”. He emphasized that under the Make in India initiative, the focus is on promoting low-cost manufacturing in sectors such as pharmaceuticals, electronics, and automobiles. He noted that India’s industry is not only meeting domestic demands but also setting new benchmarks for manufacturing excellence in international markets. He pointed out that Assam is playing a significant role in this manufacturing revolution.

    Stressing that Assam has always had a share in global trade, Shri Modi remarked that today, over 50 percent of India’s on-shore natural gas production comes from Assam and there has been a significant increase in the capacity of Assam’s refineries in recent years. He also pointed out that Assam is rapidly emerging in sectors such as electronics, semiconductors, and green energy. He emphasized that due to Government policies, Assam is becoming a hub for high-tech industries as well as startups.

    Highlighting that in the recent budget, the Central government has approved the Namrup-4 plant, the Prime Minister remarked that this urea production plant will meet the demand of the entire North East and the country in the future. He said, “the day is not far when Assam will become a major manufacturing hub in Eastern India”. He emphasized that the Central Government is fully supporting the state Government of Assam in achieving this goal.

    Emphasising that the progress of the 21st century world depends on digital revolution, innovation, and technological advancements, Shri Modi stated, “The better prepared we are, the stronger we will be globally”. He added that the Government was advancing with 21st century policies and strategies. He highlighted India’s significant leap in electronics and mobile manufacturing over the past decade and expressed the desire to replicate this success story in semiconductor production. Prime Minister proudly noted that Assam is developing as an important center for semiconductor manufacturing in India and mentioned the recent inauguration of the Tata Semiconductor Assembly & Test facility in Jagiroad, Assam, which will promote technological growth in the Northeast. He emphasized the collaboration with IIT for innovation in the semiconductor sector and the ongoing work on a semiconductor research center in the country. The Prime Minister projected that by the end of this decade, the value of the electronic sector will reach $500 billion. He confidently stated, “With India’s speed and scale, the country will emerge as a major force in semiconductor production, creating employment for millions and benefiting Assam’s economy”.

    “India has made policy decisions over the past decade while understanding its environmental responsibilities and the world considers India’s Renewable Energy Mission as a model practice”, said the Prime Minister. He highlighted that India has made significant investments in solar, wind, and sustainable energy resources over the past ten years. This has not only fulfilled ecological commitments but also expanded the country’s renewable energy production capacity multiple times, he added. Shri Modi noted that the country has set a target to add 500 GW of renewable energy capacity by 2030. “Government is working on a mission to achieve an annual green hydrogen production of 5 million metric tons by 2030”, he said. Pointing out that the growing gas infrastructure in the country has led to increased demand, and the entire gas-based economy sector is rapidly expanding, Shri Modi remarked that Assam has a significant advantage in this journey. He emphasized that the Government has created many pathways for industries, including PLI schemes and policies for green initiatives. He expressed his desire for Assam to emerge as a leader state in the renewable energy sector and urged industry leaders to maximize the potential of Assam.

    Impressing that Eastern India will play a significant role in making India a developed nation by 2047, Shri Modi remarked, “today, the Northeast and Eastern India are rapidly advancing in infrastructure, logistics, agriculture, tourism, and industry”. He expressed confidence that the day is not far when the world will see this region leading India’s development journey. He invited everyone to be partners and companions in this journey with Assam and concluded by calling for collective efforts to make Assam a state that elevates India’s capabilities to new heights across the global south. The Prime Minister boosted the confidence of the investors and industry leaders by saying that he stood by them in the journey of Viksit Bharat by fully supporting their contributions.

    The Governor of Assam, Shri Lakshman Prasad Acharya, Chief Minister of Assam, Shri Himanta Biswa Sarma, Union Ministers Dr. S Jaishankar, Shri Sarbananda Sonowal, Shri Jyotiraditya Scindia, Chief Minister of Tripura, Dr. Manik Saha, Union Minister of State, Shri Pabitra Margherita were present among other dignitaries at the event.

    Background

    The Advantage Assam 2.0 Investment and Infrastructure Summit 2025 in Guwahati, is being held from 25th to 26th February. It includes an inaugural Session, seven ministerial sessions and 14 thematic sessions. It also includes a comprehensive exhibition illustrating the state’s economic landscape, with a focus on its industrial evolution, global trade partnerships, booming industries, and the vibrant MSME sector, featuring over 240 exhibitors.

    Various international organisations, global leaders and investors, policymakers, industry experts, startups, and students among others will participate in the Summit.

    It it time to break the link between global gas prices and electricity bills.

    The Labour government is badly failing in its promise to lower energy bills, says Scottish Green co-leader Lorna Slater.

    Ms Slater’s comments come as Ofgem has announced the energy price cap will rise by 6.4% this April, or £111 a year for an average household.

    Ms Slater said:

    “The fossil fuel giant executives are laughing their way to the bank and toasting eye watering profits, but households and families across our country are being plunged into poverty by a broken energy market.

    “Scotland has renewable resources that any country would envy, but bill payers are not seeing the benefit of them.

    “Labour promised to cut costs, but this is the third increase in a row since Keir Starmer took office. It simply isn’t good enough. People want to know when they will stop being hit with one increase after another.

    “We need radical and urgent reform of our energy markets and to break the link between global gas prices and electricity bills. Renewables have helped cut the cost of generating electricity, this should be reflected in household bills.

    “The shift to clean, green renewable energy is crucial for our environment, and it is key to lowering bills and building a system that works for people and planet.”

    by Pascale RizkSan Carlos (Agenzia Fides) – A few days ago the seventh edition of the “Asian Mission” initiative ended, which this year had the motto “Made for a mission. Made for peace”. The event brought together 50 participants, including eight young people from Japan, five from the diocese of Daejon in South Korea, five from the Philippine diocese of Nampicuan and two from San Fabian, as well as 30 young people from the “Servants Missionary Youth” group from Malasiqui. The meeting, organized by the Congregation of the Servants of the Gospel of the Divine Mercy, takes place once a year and was held from February 6 to 16 in San Carlos, in the Philippine province of Pangasinan.”While young people in the Philippines suffer from poverty, young people in South Korea and Japan suffer from their families’ crushing expectations of success within a very competitive, rigid and demanding social system that causes a high suicide rate. The Asia Mission initiative aims to support all these young people,” says Sister Ana Palma, a Spanish missionary who has been in the Philippines with her community since 2015. “By creating this space, we want to sensitize young people to realities that are different from their own.””They should experience ‘human fraternity’ by being able to participate in pastoral activities with young people, children and university students. At the Pangasinan State University, young people meet with the university pastoral staff to share experiences of life in their respective societies and discuss ways to promote peace. In general, games, workshops and key meetings are held on human values such as freedom of expression, human dignity and work, depending on the age group,” explains the nun.San Carlos is 122 kilometers from Manila and is characterized by great poverty. It is usually the fathers who provide for the families by working in agriculture; families are made up of an average of five or six people and the most common work is building bamboo houses, called “Bahay-kubo”. The daily wage is 450 pesos, which is about 9,900 pesos a month, or about 200 euros. Women who do the cleaning work receive 350 pesos a day. With this income, families cannot afford to send all their children to university, and they only choose those who have the best prospects of success.The different needs of these young people also include the financial aspect. The parishes promote university scholarships of 1,500 pesos (about 26 euros) per month for the entire academic year. “My community sponsors 20 students with financial support of 1,750 pesos – 360 euros per year – from private donors,” adds Sister Ana, who continues: “Our work with young people aims above all to give them the confidence to change their lives. We encourage them to discover their potential, their talents and abilities. They are all very gifted, but at the same time they are crushed by the reality of poverty, which always makes them underestimate their potential.”According to Sister Ana, young people who are unable to continue their studies at university help their fathers with construction work, and the girls act as “laundresses,” washing the clothes by hand for families who do not have washing machines. It also happens that girls enrolled in university have difficulty paying the exam fees and therefore turn to prostitution.In addition to their work with young people, the missionaries of the Congregation of the Servants of the Gospel of Divine Mercy are involved in children’s catechism in parishes, in the distribution of the Eucharist to the elderly from door to door and in various educational, recreational and entertainment programs for young people. Every week, the missionary community meet with the youth group of the “Servants Missionary Youth” to pray. “The strength and power of prayer is very important. Filipino Catholics have a strong sense of popular piety,” emphasizes the missionary from Granada.”I am very happy that these young people, who come from very poor families – I know, for example, a family with up to fourteen members – can study at university. Many study nursing, political science or education. It is beautiful to see how they mature through open-mindedness,” says Sister Ana, “Even if, unfortunately,” reports Sister Ana, “today many are leaving the Catholic Church to join the ‘Born Again’ sect, attracted by music and animation”.     Extra energy bill support for the country

    The government is bringing forward strengthened support for millions of households to help pay their energy bills next winter.

    • Nearly 3 million more families would be eligible to receive the £150 Warm Home Discount next winter under new proposals to help people with their energy bills
    • 1 in 5 families in Britain would get help with their bills through these proposals, giving households a helping hand to deal with an unpredictable international energy market
    • comes alongside plans to accelerate a debt relief scheme which will help tackle debt and reduce households’ energy costs

    Almost 3 million more households, including almost 1 million households with children, would get support to pay their energy bills next winter, as the government consults on proposals to offer more support to consumers across the country.  

    Due to global gas price spikes this winter and the continued impacts of Russia’s invasion of Ukraine, the energy regulator Ofgem has announced today (Tuesday 25 February) an increase in the energy price cap for April to June 2025. This price is set independently of the government, reflecting changes in wholesale prices and global markets. 

    In response, the government is acting to protect billpayers by consulting on the expansion of the Warm Home Discount, giving eligible households £150 off their energy bills. This would bring around 2.7 million households into the scheme – pushing the total number of households that would receive the discount next winter up to an estimated 6.1 million.

    Energy Secretary Ed Miliband said:

    This is worrying news for many families.

    This government is determined to do everything we can to protect people from the grip of fossil fuel markets. Expanding the Warm Home Discount can help protect millions of families from rising energy bills, offering support to consumers across the country.

    Alongside this, the way to deliver energy security and bring down bills for good is to deliver our mission to make Britain a clean energy superpower- with homegrown clean power that we in Britain control.

    The government will also work closely with Ofgem to accelerate proposals on a potential debt relief scheme, first consulted on last year, to target unsustainable debt built up during the energy crisis.  

    The proposed debt support scheme, alongside the Warm Home Discount, is an important first step to cut the costs of servicing bad debt, which is currently contributing to higher bills for all billpayers. Under these plans, the target would be to reduce the debt allowance to pre-crisis levels, with Ofgem estimating that these plans could lower these costs by £25 to £30 per year. 

    This additional support for households complements the government’s mission to make Britain a clean energy superpower, delivering energy security and bringing down bills for good. The expected rise in the price cap shows once again the cost of remaining reliant on the unstable global fossil fuel markets that are driving price increases. Three years on from Russia’s invasion of Ukraine, wholesale gas prices have now risen by 15% compared to the previous price cap period, which is directly affecting the cost of generating power and heating of homes. Moving to a power system based on homegrown, clean energy will reduce the UK’s reliance on volatile markets and protect billpayers. 

    To achieve this, government has set out the most ambitious reforms of the UK’s energy system in a generation. Within its first 8 months in office, the government has lifted the onshore wind ban, established Great British Energy, approved nearly 3 GW of solar, delivered a record-breaking renewables auction and kickstarted the carbon capture and hydrogen industries in the UK. Reforms to nuclear planning rules have also been introduced to clear a path for smaller, and easier to build nuclear reactors – helping to deliver energy security, grow the economy and deliver clean, cheap energy.

    Ofgem CEO Jonathan Brearley said:

    Energy debts that began during the energy crisis have reached record levels and without intervention will continue to grow. This puts families under huge stress and increases costs for all customers.

    We’re developing plans that could give households with unmanageable debt the clean slate they need to move forward. We welcome the government’s support for these plans, and their plans to expand the Warm Home Discount, which will also offer financial help to nearly 3 million more households that need it most.

    While the government presses on with the clean power mission, swift action has already been taken to shield energy consumers from high prices. These measures include:

    • extended the Household Support Fund to provide help through local councils to struggling households with essential costs, including energy bills
    • worked with energy suppliers to negotiate a £500 million winter support package for consumers
    • rolled out the next steps of the Warm Homes Plan, which will upgrade 300,000 homes this financial year
    • consulting on boosting living standards in the private rented sector by requiring all private landlords in England and Wales to meet Energy Performance Certificate (EPC) C or equivalent in their properties by 2030, which will help a million renters out of fuel poverty
    • announced a comprehensive review of the energy regulator Ofgem, empowering it to facilitate growth and innovation and become a stronger champion for consumers
    • driving forward with pro-consumer reforms: 

      • challenging unlawful back billing; taking action on inaccurate bills
      • driving the smart meter rollout
      • giving every family the option of a zero standing charge tariff, so they have more choice in how they pay for their energy
      • ensuring compensation for wrongful installation of prepayment meters

    In addition, government has also moved quickly to protect working people from wider cost of living pressures, including:

    • helping to keep prices down at the pumps by freezing fuel duty for an additional 12 months, saving motorists £3 billion in 2025 to 2026
    • targeting support with the largest increase to the Carer’s Allowance earnings limit since it was introduced in 1976 – worth £41 a week
    • capping the amount that can be deducted cut from Universal Credit payments when repaying short-term loans and debts, saving 1.2 million of the poorest families in the UK £420 a year on average
    • through the government’s commitment to the Triple Lock, millions will see their State Pension rise by up to £1,900 over this parliament

    Taken together, these reforms will help to improve the lives of working people and put more money in their pockets, secure home-grown energy and kickstart economic growth, as part of the Prime Minister’s Plan for Change. Through this ambitious programme, the government will deliver a decade of national renewal and fix the foundations of the country.

    The consultation sets out proposals to expand the reach of the Warm Home Discount Scheme by removing the high-cost-to-heat threshold in the current Warm Home Discount (England and Wales) Regulations 2022 (for winter 2025 to 2026) and increasing the level of spend available in Scotland for suppliers to allocate through the Broader Group. All households in receipt of means-tested benefits would then be eligible to receive the £150 electricity bill rebate. 

    If you live in England and Wales, you currently qualify for the Warm Home Discount if you either get the Guarantee Credit element of Pension Credit, are on a means tested benefit and have high energy costs.

  • MIL-OSI Submissions: Asia Pacific – Regional UN forum calls for targeted and evidence-based solutions to speed up sustainable development progress

    Sustained economic growth in Asia and the Pacific has lifted millions out of poverty. Yet, the attainment of the 17 Sustainable Development Goals (SDGs) by 2030 remains well beyond the region’s grasp as less than a sixth of SDG targets will be met on current trends.

    At the opening of the 12th Asia-Pacific Forum on Sustainable Development today, government officials, civil society, youth and international organization representatives called for prioritized, targeted actions with strong multiplier effects across different sectors so that the region moves closer to as many targets as possible.

    “With the technology and finance that drive the world now largely coming from the region, the means to attain sustainable development lie within us. Our commitments must be translated into concrete actions,” urged Armida Salsiah Alisjahbana, United Nations Under-Secretary-General and Executive Secretary of the Economic and Social Commission for Asia and the Pacific (ESCAP).

    “This region has immense potential to accelerate SDG progress – through action to harness the power of technology, accelerate the energy transition and transform food systems, driving progress across all the Goals,” said United Nations Deputy Secretary-General Amina J. Mohammed in her video remarks. “Use your voice to ensure that the needs and priorities of this region shape action over the coming years.”

    Asia and the Pacific faces defining challenges, urgent actions needed

    With recent years being the warmest on record, the world is rapidly approaching the critical +1.5°C threshold. The consequences — ranging from disruptions in agriculture and health to the increasing frequency of disasters and challenges for human settlements — are set to reshape livelihoods and economies. Delegates at the opening further called for urgent action to mitigate climate change risks and build resilience. This includes an accelerated shift towards renewable energy and regional power systems, integrating cooling solutions into sectoral policies and investing in climate adaptation to safeguard communities.

    Additionally, they drew attention to the fundamental demographic shift taking place with increasingly ageing populations, especially in countries still developing. Delegates highlighted the need to invest in future generations: better education, health and youth employment as well as intergenerational collaboration to ensure everyone remain well-integrated into society.

    “It is time to move beyond conversations, trust young people with inclusive, innovative and science-based solutions and facilitate intergenerational linking and learning for a cohesive sustainable development agenda,” said Shayal Nand, who presented the Youth Call to Action at the session.

    Speaking on behalf of the Asia-Pacific Regional Civil Society Engagement Mechanism, Beena Pallical said, “We call on all states and UN agencies to commit to comprehensive redressal of systemic barriers, centering people and the planet over profits, in line with the principle of equity and inclusivity to realize development justice for a far better world for our tomorrow.”

    APFSD serves as a crucial regional platform to shape global development dialogue

    Suman Bery, Vice Chair of NITI Aayog of India was elected Chair of the session. He underscored the Forum’s importance as a key platform to review regional progress and discuss sustainable development priorities moving forward at a fast pace.

    Over the next four days, Forum participants will undertake an in-depth review of the region’s progress on Sustainable Development Goals 3 (good health and well-being); 5 (gender equality); 8 (decent work and economic growth); 14 (life below water) and 17 (partnership for the Goals). The outcome of the regional Forum will feed into the global High-Level Political Forum in July.

    Bob Rae, President of the United Nations Economic and Social Council noted that of the 39 countries that will present their Voluntary National Reviews at the High-Level Political Forum in July in New York, 12 are ESCAP members. “This very strong number demonstrates the region’s commitment to evidence-based follow-up and shared learning which is so critical in pursuit of the SDGs,” he said.

    ESCAP, ADB and UNDP launch report on advancing a just transition

    At the Forum, ESCAP, the Asian Development Bank and the United Nations Development Programme jointly launched the latest edition of the Asia-Pacific SDG Partnership Report 2025, which highlights the critical need for a just transition to green and blue economies. This is a necessary step to addressing climate change while ensuring sustainable development, but it must be fair and inclusive, creating decent work opportunities and leaving no one behind.

    The report reveals that a just transition has the potential to generate millions of new jobs while addressing the risks of disruptions to employment and livelihoods, particularly for workers in carbon-intensive industries, the informal sector and those lacking social protection. It further highlights more than 50 examples of potential solutions and good practices implemented across the region, showcasing how a just transition can be pursued on many fronts as well as scalable and adaptable across diverse national contexts.

    The Scottish Greens have secured investment in our climate and communities.

    The Scottish Greens have secured cheaper bus travel, expanded free school meals and increased funding for schools, says the party’s finance spokesperson Ross Greer ahead of the final budget vote taking place today.

    Through budget negotiations the Scottish Greens secured record investment in climate action, more money for local services including schools, social care and bin collections, free ferry travel for young islanders and free bus travel for people seeking asylum.

    The party also secured the expansion of free school meals for thousands more S1-S3 pupils, more funding for nature restoration and a year-long trial where bus fares in one region of the country will be capped at £2. They also increased the tax paid when buying a second or holiday home, giving a boost to first-time home buyers and raising more money for public services.

    Mr Greer said:

    “More children will be fed and lifted out of poverty, buses will be cheaper and nature will be protected because of Scottish Green MSPs.

    “We want to build a fairer and greener Scotland where no child is hungry at school and where public transport is always affordable and accessible. This budget is an important step in that journey.

    “Scotland’s Green MSPs worked to deliver record funding for nature restoration, building on the huge progress we delivered when we were in government. That money will create more well-paid jobs across the country, especially in rural communities.”

    Mr Greer added:

    “There is a stark contrast between what Green MSPs have achieved and the antics of Scottish Labour, who asked for nothing and got nothing.

    “Other parties may have been happy to play silly games, but the Scottish Greens worked to support families in poverty, create jobs and protect the world around us.”

    On the morning of February 21, President Lai Ching-te met with Abe Akie, the wife of late Prime Minister Abe Shinzo of Japan. In remarks, President Lai thanked Mrs. Abe for carrying on the legacy of former Prime Minister Abe, being a benevolent and determined force for regional peace and prosperity, and calling on all parties to continue to place attention on peace in the Taiwan Strait. The president stated that Taiwan will carry on the legacy and spirit of former President Lee Teng-hui and former Prime Minister Abe, safeguard the values of freedom and democracy, and deepen the Taiwan-Japan friendship. A translation of President Lai’s remarks follows: Last May, Mrs. Abe came to Taiwan to attend the inauguration ceremony for myself and Vice President Bi-khim Hsiao, and we reminisced about the past here at the Presidential Office. I would like to warmly welcome her back today. I am also delighted to be meeting with all guests in attendance. Yesterday, Mrs. Abe and I attended the opening of the very first Halifax Taipei forum, for which Mrs. Abe also delivered a keynote speech earlier today. In her speech, she offered valuable input on global security and democratic development. I would like to thank Mrs. Abe for making this special trip to Taiwan to take part, showing her strong support for Taiwan. Former Prime Minister Abe pioneered the vision of a free and open Indo-Pacific, and called on the international community to pay attention to peace and stability in the Taiwan Strait and Indo-Pacific. These have become common strategic goals of democratic countries around the world and will have a far-reaching influence over international developments and Taiwan’s security. They were important contributions that former Prime Minister Abe made in regard to the Taiwan Strait and the Indo-Pacific region. Recently, current Prime Minister of Japan Ishiba Shigeru and United States President Donald Trump held a meeting and jointly reiterated the importance of peace and stability across the Taiwan Strait, as well as opposed unilateral changes to the status quo by force or coercion. They also expressed support for Taiwan’s participation in international organizations. This shows that Prime Minister Ishiba is furthering the legacy of former Prime Minister Abe. We are very grateful for the former prime minister’s friendship toward Taiwan, and to Mrs. Abe for carrying on his legacy. Mrs. Abe is a benevolent and determined force for regional peace and prosperity, and has called on all parties at numerous public venues to continue to place attention on peace in the Taiwan Strait. Last December, for instance, she traveled at the invitation of President Trump and his wife to the US, where she addressed cross-strait issues and spoke up for Taiwan. We were deeply moved by this. As authoritarian states continue to expand, Taiwan will keep working alongside like-minded nations such as Japan and the US, as well as the European Union, to jointly contribute to regional and global peace and prosperity. I look forward to continued advancement of regional peace and prosperity with the help of Mrs. Abe’s efforts. Mrs. Abe will also be meeting with daughter of former President Lee and Lee Teng-hui Foundation Chairperson Annie Lee (李安妮) tomorrow. Former President Lee and former Prime Minister Abe were both fully devoted to promoting Taiwan-Japan relations. We will carry on their legacy and spirit, safeguard the values of freedom and democracy, and deepen the Taiwan-Japan friendship. In closing, I wish you all a smooth and successful visit. Mrs. Abe then delivered remarks, first expressing her sincere thanks to President Lai for taking the time to meet. She said that former Prime Minister Abe hailed from Yamaguchi Prefecture, and that accompanying her that day were House of Councillors Member Kitamura Tsuneo, Yamaguchi Prefecture Governor Muraoka Tsugumasa, Yamaguchi Prefectural Assembly Deputy Speaker Shimata Noriaki, and many other important figures from Yamaguchi. If former Prime Minister Abe’s spirit could look upon this scene, she said, he would certainly be very pleased. Mrs. Abe recalled that when the former prime minister passed away, then-Vice President Lai traveled to their official residence to express his condolences and pay tribute. She said that she will never forget such a gesture of deep friendship, heartfelt condolences, and care. The year before last, she indicated, a memorial photo exhibition for former Prime Minister Abe was held in Taiwan, and many Taiwanese people from all walks of life came to view it. Last year, Mrs. Abe continued, she had the privilege of attending President Lai’s inauguration ceremony, where she met with many friends from Taiwan and personally felt the close and beautiful ties that Taiwan and Japan share. Mrs. Abe stated that she will carry out the wishes of former Prime Minister Abe and do her utmost to help raise Taiwan-Japan relations to new heights, saying that she looks forward to hearing the advice that President Lai and all those present have to offer.     President Lai attends opening of 2025 Halifax Taipei forum
    On the afternoon of February 20, President Lai Ching-te attended the opening of the 2025 Halifax Taipei forum. In remarks, President Lai thanked the Halifax International Security Forum for their strong support for Taiwan, and for having chosen Taiwan as the first location outside North America to hold a forum. Noting that we face a complex global landscape, the president called on the international community to take action. He said that as authoritarianism consolidates, democratic nations must also come closer in solidarity, and called on the international community to create non-red global supply chains, as well as unite to usher in peace. President Lai emphasized that Taiwan will work toward maintaining peace and stability in the Taiwan Strait, and collaborate with democratic partners to form a global alliance for the AI chip industry and together greet a bright, new era. A transcript of President Lai’s remarks follows: To begin, I want to give a warm welcome to all the distinguished guests here at the very first Halifax Taipei forum. The Halifax International Security Forum, held every year in Canada, has been an important gathering for freedom-loving nations worldwide. I would like to thank Halifax and President [Peter] Van Praagh for their strong support for Taiwan. Every year since 2018, Taiwan has been invited to participate in the forum. Last year, former President Tsai Ing-wen was invited to speak, and this year, Halifax has chosen Taiwan as the first location outside North America to hold a forum. As President Van Praagh has said, “While the security challenges ahead are too big for any single country to solve alone, there is no challenge that can’t be met when the world’s democracies work together.” Today, we have world leaders and experts who traveled from afar to be here, showing that they value and support Taiwan. At this very moment, Russia’s invasion of Ukraine is still ongoing. Authoritarian regimes including China, Russia, North Korea, and Iran continue to consolidate. China is hurting economies around the world through its dumping practices. We face grave challenges to global economic order, democracy, freedom, peace, and stability. Taiwan holds a key position on the first island chain, directly facing an authoritarian threat. But we will not be intimidated. We will stand firm and safeguard our national sovereignty, maintain our free and democratic way of life, and uphold peace and stability across the Taiwan Strait. Taiwan cherishes peace, but we also have no delusions about peace. We will uphold the spirit of peace through strength, using concrete actions to build a stronger Taiwan and bolster the free and democratic community. I sincerely thank the international community for continuing to attach importance to the situation in the Taiwan Strait. Recently, US President Donald Trump and Japan’s Prime Minister Ishiba Shigeru issued a joint leaders’ statement expressing their firm support for peace and stability across the Taiwan Strait, and for Taiwan’s participation in international affairs. As we face a complex global landscape, I call on the international community to take the following actions: First, as authoritarianism consolidates, democratic nations must also come closer in solidarity. Just a few days ago, the top diplomats of the US, Japan, and South Korea held talks, underlining the importance of maintaining peace and stability across the Taiwan Strait. They also conveyed their stance against “any effort to destabilize democratic institutions, economic independence, and global security.” On these issues, Taiwan will also continue to contribute its utmost. I recently announced that we will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP.  Soon after I assumed office last year, I formed the Whole-of-Society Defense Resilience Committee at the Presidential Office. This committee aims to combine the strengths of government and civil society to enhance our resilience in national defense, economic livelihoods, disaster prevention, and democracy. We will also deepen our strategic partnerships in the democratic community to mutually increase defense resilience, demonstrate deterrence, and achieve our goal of peace throughout the world. Second, let’s create non-red global supply chains.  For the democratic community to deter the expansion of authoritarianism, it must have strong technological capabilities. These can serve as the backbone of national defense, promote industrial development, and enhance economic resilience. So, in addressing China’s red supply chain and the impact of its dumping, Taiwan is willing and able to work with global democracies to maintain the technological strengths among our partners and build resilient non-red supply chains. As a major semiconductor manufacturing nation, Taiwan will introduce an initiative on semiconductor supply chain partnerships for global democracies. We will collaborate with our democratic partners to form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. The achievements of today’s semiconductor industry in Taiwan can be attributed to our collective efforts. Government, industry, academia, and research institutions had to overcome various challenges over the last 50 years for us to secure this position.  We hope Taiwan can serve as a base for linking the capabilities of our democratic partners so that each can play a suitable role in the semiconductor industry chain and develop its own strengths, deepening our mutually beneficial cooperation in technology. This benefits all of us. Moreover, it allows us to further enhance deterrence and maintain global security. Third, let’s unite to usher in peace. China has not stopped intimidating Taiwan politically and militarily. Last year, China launched several large-scale military exercises in the Taiwan Strait. Its escalation of gray-zone aggression now poses a grave threat to the peace and stability of the Indo-Pacific region. As a responsible member of the international community, Taiwan will maintain the status quo. We will not seek conflict. Rather, we are willing to engage in dialogue with China, under the principles of parity and dignity, and work toward maintaining peace and stability in the Taiwan Strait. As the agenda of this forum suggests, democracy and freedom create more than just opportunities; they also bring resilience, justice, partnerships, and security. Taiwan will continue working alongside its democratic partners to greet a bright, new era. Once again, a warm welcome to all of you. I wish this forum every success. Thank you.     President Lai meets British-Taiwanese All-Party Parliamentary Group delegation
    On the morning of February 18, President Lai Ching-te met with a delegation from the British-Taiwanese All-Party Parliamentary Group (APPG). In remarks, President Lai thanked the delegation members, the Parliament of the United Kingdom, and the UK government for continuing to demonstrate support for Taiwan through a variety of means. He also stated that Taiwan-UK relations have advanced significantly in recent years, noting that the Taiwan-UK Enhanced Trade Partnership (ETP) is the first institutionalized economic and trade framework signed between Taiwan and any European country. The president said he looks forward to continuing to deepen Taiwan-UK relations and jointly maintaining regional and global peace and stability, and indicated that together, we can create win-win developments for both Taiwan and the UK and Taiwan and European nations. A translation of President Lai’s remarks follows: This is the first UK parliamentary delegation of the current session to visit Taiwan. On behalf of the people of Taiwan, I extend my sincerest welcome to you all. APPG Chair Sarah Champion visited Taiwan last May to attend the inauguration ceremony of myself and Vice President Bi-khim Hsiao. In July, she also attended the annual summit of the Inter-Parliamentary Alliance on China (IPAC), which was held in Taipei. I am delighted that we are meeting once again. Taiwan-UK relations have advanced significantly in recent years. I would especially like to thank our distinguished guests, as well as the UK Parliament and government, for continuing to demonstrate support for Taiwan through a variety of means. For example, the House of Commons held a debate on Taiwan’s international status last November. After the debate, a motion was unanimously passed affirming that United Nations General Assembly (UNGA) Resolution 2758 does not mention Taiwan. Responding to the motion, Parliamentary Under-Secretary of State Catherine West stated that the UK opposes any attempt to broaden the interpretation of the resolution to rewrite history. This highlighted concrete progress in Taiwan-UK bilateral relations. I would also like to thank the UK Parliament and government for openly opposing on multiple occasions any unilateral change to the status quo across the Taiwan Strait, and for emphasizing that the security of the Indo-Pacific and transatlantic regions is closely intertwined. We look forward to continuing to deepen Taiwan-UK relations and jointly maintaining regional and global peace and stability. Together, we can create win-win developments for both Taiwan and the UK and Taiwan and European nations. For example, the Taiwan-UK ETP is the first institutionalized economic and trade framework signed between Taiwan and any European country. We hope to swiftly conclude negotiations on signing sub-arrangements on investment, digital trade, and energy and net-zero transition. This will facilitate even more exchanges and cooperation between Taiwan and the UK. We also hope that the UK will continue to support Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Together, we can build even more resilient global supply chains and further contribute to global prosperity and development. I believe that this visit adds to a strong and solid foundation for future Taiwan-UK cooperation. Thank you once again for backing Taiwan. I wish you a fruitful and successful visit. Chair Champion then delivered remarks, thanking President Lai for his warm welcome and for the hospitality he has shown to her and the delegation, and thanking Taiwan’s excellent team of officials for their care and attention. Chair Champion expressed that she thinks the IPAC conference held in Taiwan at the end of July last year was very significant, with legislators from 23 countries coming to show support for Taiwan, adding that that is something they have built on since the conference. She stated that she is also very proud that the UK Parliament supported the motion which made very clear that UNGA Resolution 2758 is specific to China and only to China, expressing that it was important and powerful that they recognize that. The chair went on to say that after the UK’s general election, more than half of the members of parliament are now new. She said she is very proud that there are new MPs as part of the delegation, and that she hopes it gives President Lai reassurance that their commitment to Taiwan is still there.  Chair Champion emphasized that the all-party group is important because it is indeed all-party, and that they work together for their common interests, stating that the common interest for the UK and for the world is to maintain Taiwan’s sovereignty. She also noted that the United States has now come out very much in support of Taiwan, which she said she hopes encourages other countries around the world to do the same. Chair Champion said that the UK will be going into the 27th trade negotiation with Taiwan, and that they hope the partnership that develops is very fruitful. The chair closed by saying that it is wonderful for the delegation to be meeting President Lai, as well as legislators and ministers, and to be understanding more about the culture of Taiwan so that they can build a deeper, longer-lasting friendship. The delegation also included Lord Purvis of Tweed of the House of Lords and Members of Parliament Ben Spencer, Helena Dollimore, Noah Law, and David Reed.     President Lai meets former United States Deputy National Security Advisor Matthew Pottinger
    On the morning of February 17, President Lai Ching-te met with a delegation led by former United States Deputy National Security Advisor Matthew Pottinger. In remarks, President Lai thanked the delegation for demonstrating staunch support for Taiwan through their visit. The president pointed out that increased cooperation between authoritarian regimes is posing risks and challenges to the geopolitical landscape and regional security. He emphasized that only by bolstering our defense capabilities can we demonstrate effective deterrence and maintain peace and stability across the Taiwan Strait and around the world. The president stated that moving forward, Taiwan will continue to enhance its self-defense capabilities. He also expressed hope of strengthening the Taiwan-US partnership and jointly building secure and resilient non-red supply chains so as to ensure that Taiwan, the US, and democratic partners around the world maintain a technological lead. Now, as we meet again eight months later, I am pleased to learn that Mr. Kanapathy is now serving on the White House National Security Council. The Mandarin translation of The Boiling Moat is also due to be released in Taiwan very soon. This book offers insightful observations from US experts regarding US-China-Taiwan relations and valuable advice for the strengthening of Taiwan’s national defense, security, and overall resilience. I am sure that Taiwanese readers will benefit greatly from it. I understand that this is Mr. Montgomery’s fourth visit to Taiwan and that he has long paid close attention to Taiwan-related issues. I look forward to an in-depth discussion with our two friends on the future direction of Taiwan-US relations and cooperation. Mentioning President Lai’s recent statement pledging to increase Taiwan’s defense budget to above 3 percent of GDP, Mr. Pottinger said he thinks that the benchmark is equal to what the US spends on its defense and that it is a good starting point for both countries to build deterrence. Echoing the president’s earlier remarks, Mr. Pottinger said that peace through strength is the right path for the US and for Taiwan right now at a moment when autocratic, aggressive governments are on the march. He then paraphrased the words of former US President George Washington in his first inaugural address, saying that the best way to keep the peace is to be prepared at all times for war, which captures the meaning of peace through strength. In closing, he said he looks forward to exchanging views with President Lai.

    President Lai meets Deputy Prime Minister Thulisile Dladla of the Kingdom of Eswatini
    On the afternoon of February 11, President Lai Ching-te met with a delegation led by Deputy Prime Minister Thulisile Dladla of the Kingdom of Eswatini. In remarks, President Lai thanked Eswatini for continuing to support Taiwan’s international participation at international venues. The president stated that Taiwan and Eswatini work closely in such areas as agriculture, the economy and trade, education, and healthcare, and expressed hope that the two countries will continue to support each other on the international stage and strive together for the well-being of both peoples.  A translation of President Lai’s remarks follows: I warmly welcome our distinguished guests to the Presidential Office. Deputy Prime Minister Dladla previously visited Taiwan while serving as minister of foreign affairs. This is her first time leading a delegation here as deputy prime minister. She was not only Eswatini’s first woman foreign minister, but is also the second woman to have held her current key position. I am truly delighted to meet with Deputy Prime Minister Dladla today. During her term as foreign minister, she facilitated bilateral cooperation in those areas. Now, as deputy prime minister, she is actively attending to the disadvantaged and advancing social welfare. These policies are very much in line with the priorities of my administration. I look forward to strengthening cooperation with Deputy Prime Minister Dladla for the benefit of both our societies. Taiwan and Eswatini are peace-loving nations. Faced with a constantly changing international landscape and the growing threat posed by authoritarianism, we hope that our two countries will continue to support each other on the international stage and strive together for the well-being of both our peoples. Deputy Prime Minister Dladla pointed out that education is the foundation of any nation’s progress, and that Taiwan’s contribution to Eswatini’s education sector cannot be overstated. Through Ministry of Foreign Affairs scholarship programs, she said, Eswatini has sent numerous students to Taiwan, where they’ve received world-class education in various disciplines, including engineering, business, and medicine. In turn, she said, these graduates are now contributing to the development of Eswatini. The deputy prime minister stated that Taiwan has also strengthened Eswatini’s industrial and technological sectors, with collaborations and partnerships that create new opportunities for employment and innovation, and that Taiwan’s technical and medical assistance has strengthened Eswatini’s healthcare systems and uplifted the expertise of its professionals. Deputy Prime Minister Dladla also congratulated President Lai once again on his presidency, which she stated will lead Taiwan to new heights, adding that His Majesty coming to Taiwan personally for the inauguration was a resounding declaration of Eswatini’s enduring support for Taiwan’s sovereignty, stability, and rightful place on the world stage.     President Lai holds press conference following high-level national security meeting
    On the morning of February 14, President Lai Ching-te convened the first high-level national security meeting of the year, following which he held a press conference. In remarks, President Lai announced that in this new year, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. He stated that the government will also continue to reform national defense, reform our legal framework for national security, and advance our economic and trade strategy of being rooted in Taiwan while expanding globally. The president also proposed clear-cut national strategies for Taiwan-US relations, semiconductor industry development, and cross-strait relations. President Lai indicated that he instructed the national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches outlined. He also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. He expressed hope that as long as citizens remain steadfast in their convictions, are willing to work hand in hand, stand firm amidst uncertainty, and look for ways to win within changing circumstances, Taiwan is certain to prevail in the test of time yet again. A translation of President Lai’s remarks follows: First, I would like to convey my condolences for the tragic incident which occurred at the Shin Kong Mitsukoshi department store in Taichung, which resulted in numerous casualties. I have instructed Premier Cho Jung-tai (卓榮泰) to lead the relevant central government agencies in assisting Taichung’s municipal government with actively resolving various issues regarding the incident. It is my hope that these issues can be resolved efficiently. Earlier today, I convened this year’s first high-level national security meeting. I will now report on the discussions from the meeting to all citizens. 2025 is a year full of challenges, but also a year full of hope. In today’s global landscape, the democratic world faces common threats posed by the convergence of authoritarian regimes, while dumping and unfair competition from China undermine the global economic order. A new United States administration was formed at the beginning of the year, adopting all-new strategies and policies to address challenges both domestic and from overseas. Every nation worldwide, including ours, is facing a new phase of changes and challenges. In face of such changes, ensuring national security, ensuring Taiwan’s indispensability in global supply chains, and ensuring that our nation continues to make progress amidst challenges are our top priorities this year. They are also why we convened a high-level national security meeting today. At the meeting, the national security team, the administrative team led by Premier Cho, and I held an in-depth discussion based on the overall state of affairs at home and abroad and the strategies the teams had prepared in response. We summed up the following points as an overall strategy for the next stage of advancing national security and development. First, for overall national security, so that we can ensure the freedom, democracy, and human rights of the Taiwanese people, as well as the progress and development of the nation as we face various threats from authoritarian regimes, Taiwan must resolutely safeguard national sovereignty, strengthen self-sufficiency in national defense, and consolidate national defense. Taiwan must enhance economic resilience, maintain economic autonomy, and stand firm with other democracies as we deepen our strategic partnerships with like-minded countries. As I have said, “As authoritarianism consolidates, democratic nations must come closer in solidarity!” And so, in this new year, we will focus on the following three priorities: First, to demonstrate our resolve for national defense, we will continue to reform national defense, implement whole-of-society defense resilience, and prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. Second, to counter the threats to our national security from China’s united front tactics, attempts at infiltration, and cognitive warfare, we will continue with the reform of our legal framework for national security and expand the national security framework to boost societal resilience and foster unity within. Third, to seize opportunities in the restructuring of global supply chains and realignment of the economic order, we will continue advancing our economic and trade strategy of being rooted in Taiwan while expanding globally, strengthening protections for high-tech, and collaborating with our friends and allies to build supply chains for global democracies. Everyone shares concern regarding Taiwan-US relations, semiconductor industry development, and cross-strait relations. For these issues, I am proposing clear-cut national strategies. First, I will touch on Taiwan-US relations. Taiwan and the US have shared ideals and values, and are staunch partners within the democratic, free community. We are very grateful to President Donald Trump’s administration for their continued support for Taiwan after taking office. We are especially grateful for the US and Japan’s joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community,” as well as their high level of concern regarding China’s threat to regional security. In fact, the Democratic Progressive Party government has worked very closely with President Trump ever since his first term in office, and has remained an international partner. The procurement of numerous key advanced arms, freedom of navigation critical for security and stability in the Taiwan Strait, and many assisted breakthroughs in international diplomacy were made possible during this time. Positioned in the first island chain and on the democratic world’s frontline countering authoritarianism, Taiwan is willing and will continue to work with the US at all levels as we pursue regional stability and prosperity, helping realize our vision of a free and open Indo-Pacific. Although changes in policy may occur these next few years, the mutual trust and close cooperation between Taiwan and Washington will steadfastly endure. On that, our citizens can rest assured. In accordance with the Taiwan Relations Act and the Six Assurances, the US announced a total of 48 military sales to Taiwan over the past eight years amounting to US$26.265 billion. During President Trump’s first term, 22 sales were announced totaling US$18.763 billion. This greatly supported Taiwan’s defensive capabilities. On the foundation of our close cooperation with the past eight years’ two US administrations, Taiwan will continue to demonstrate our determination for self-defense, accelerate the bolstering of our national defense, and keep enhancing the depth and breadth of Taiwan-US security cooperation, along with all manner of institutional cooperation. In terms of bilateral economic cooperation, Taiwan has always been one of the US’s most reliable trade partners, as well as one of the most important cooperative partners of US companies in the global semiconductor industry. In the past few years, Taiwan has greatly increased both direct and indirect investment in the US. By 2024, investment surpassed US$100 billion, creating nearly 400,000 job opportunities. In 2023 and 2024, investment in the US accounted for over 40 percent of Taiwan’s overall foreign investment, far surpassing our investment in China. In fact, in 2023 and 2024, Taiwanese investment in China fell to 11 percent and 8 percent, respectively. The US is now Taiwan’s biggest investment target. Our government is now launching relevant plans in accordance with national development needs and the need to establish secure supply systems, and the Executive Yuan is taking comprehensive inventory of opportunities for Taiwan-US economic and trade cooperation. Moving forward, close bilateral cooperation will allow us to expand US investment and procurement, facilitating balanced trade. Our government will also strengthen guidance and support for Taiwanese enterprises on increasing US investment, and promote the global expansion and growth of Taiwan’s industries. We will also boost Taiwan-US cooperation in tech development and manufacturing for AI and advanced semiconductors, and work together to maintain order in the semiconductor market, shaping a new era for our strategic economic partnership. Second, the development of our semiconductor industry. I want to emphasize that Taiwan, as one of the world’s most capable semiconductor manufacturing nations, is both willing and able to address new situations. With respect to President Trump’s concerns about our semiconductor industry, the government will act prudently, strengthen communications between Taiwan and the US, and promote greater mutual understanding. We will pay attention to the challenges arising from the situation and assist businesses in navigating them. In addition, we will introduce an initiative on semiconductor supply chain partnerships for global democracies. We are willing to collaborate with the US and our other democratic partners to develop more resilient and diversified semiconductor supply chains. Leveraging our strengths in cutting-edge semiconductors, we will form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. Through international cooperation, we will open up an entirely new era of growth in the semiconductor industry. As we face the various new policies of the Trump administration, we will continue to uphold a spirit of mutual benefit, and we will continue to communicate and negotiate closely with the US government. This will help the new administration’s team to better understand how Taiwan is an indispensable partner in the process of rebuilding American manufacturing and consolidating its leadership in high-tech, and that Taiwan-US cooperation will benefit us both. Third, cross-strait relations. Regarding the regional and cross-strait situation, Taiwan-US relations, US-China relations, and interactions among Taiwan, the US, and China are a focus of global attention. As a member of the international democratic community and a responsible member of the region, Taiwan hopes to see Taiwan-US relations continue to strengthen and, alongside US-China relations, form a virtuous cycle rather than a zero-sum game where one side’s gain is another side’s loss. In facing China, Taiwan will always be a responsible actor. We will neither yield nor provoke. We will remain resilient and composed, maintaining our consistent position on cross-strait relations: Our determination to safeguard our national sovereignty and protect our free and democratic way of life remains unchanged. Our efforts to maintain peace and stability in the Taiwan Strait, as well as our willingness to work alongside China in the pursuit of peace and mutual prosperity across the strait, remain unchanged. Our commitment to promoting healthy and orderly exchanges across the strait, choosing dialogue over confrontation, and advancing well-being for the peoples on both sides of the strait, under the principles of parity and dignity, remains unchanged. Regarding the matters I reported to the public today, I have instructed our national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches I just outlined. I have also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. My fellow citizens, over the past several years, Taiwan has weathered a global pandemic and faced global challenges, both political and economic, arising from the US-China trade war and Russia’s invasion of Ukraine. Through it all, Taiwan has persevered; we have continued to develop our economy, bolster our national strength, and raise our international profile while garnering more support – all unprecedented achievements. This is all because Taiwan’s fate has never been decided by the external environment, but by the unity of the Taiwanese people and the resolve to never give up. A one-of-a-kind global situation is creating new strategic opportunities for our one-of-a-kind Taiwanese people, bringing new hope. Taiwan’s foundation is solid; its strength is great.   • MIL-Evening Report: What do young people want to see in politics? More than 20,000 pieces of their writing hold some answers

    Ahead of the Australian election, candidates, advisers and political parties might be paying attention to what young people think. And if they’re not, they should be.

    This election will be the first in which Gen Z and Millennial voters (aged 18–40) will outnumber Baby Boomers (aged 60–79). Many of these young people were in high school during the previous two elections.

    While there are concerns about the effectiveness of civics and citizenship education, there is also evidence young people are interested in, and active on, many issues.

    So what do young people care about most? We analysed thousands of pieces of writing by young Australians to find out.

    What matters to young people?

    For the past 20 years, young people have been telling us what matters to them as part of the Whitlam Institute’s What Matters? writing competition. Students in years 5–12 can write about whatever they like. Most are directed by their schools to contribute as a part of their civics curriculum. Some opt to enter the competition out of interest.

    A unique sample, our analysis of 22,500 entries from 2019 to 2024 provides insight into the issues that resonate most with this generation.

    We identified common themes: society and democracy, mental health, environment and climate change, intergenerational justice and (social) media.

    1. Society and democracy

    We found young people were actively grappling with complex and diverse issues in an increasingly fragmented political landscape. They are also concerned about anti-democratic forces.

    They reflect on what makes this moment exceptional – climate change, war and violence, rapid technological change – and consider actions needed from individuals, communities and institutions for them to have a future.

    Our research shows young people prioritise care in local and global futures, valuing peer support, family, intergenerational ties, and connections across communities and borders. The most common topic was family, followed by pollution, racism and poverty.

    An ethics of care shapes their sense of belonging and responsibility –
    and the responsibilities of government. As a senior student wrote in 2022:

    Children are being abused, or watching one of their parents be abused countless times. The Government needs to step up and do their job properly by using more effective ways of helping children and their parents get out of unsafe environments.

    Our sentiment analysis shows that they write with hope – and frequently with anxiety and fear.

    2. Mental health

    Many young people write about “health”, including physical health and the health of communities and natural environments. Most often, though, they write about mental health and the causes of worry, distress and illness.

    Young people want governments and leaders to tackle the causes of the causes of ill-health. In other words, they want action on what creates the drivers of ill-health, including climate change, inequality and loneliness.

    For policymakers and advocates, this means recognising mental health as deeply connected to broader social and political issues – issues young people believe governments must address if they are serious about improving wellbeing.

    3. Environment and climate change

    Environmental issues, particularly climate change, were dominant themes — more so than in previous years. Students write about their relationship to the environment and the benefits of connecting to nature.

    Some are calling out extractive relationships with the environment, particularly by large corporations. They demand urgent action from individuals and institutions, advocating for policies that prioritise future generations and the planet.

    A senior student wrote in 2019:

    our future is under threat because of climate change […] it is our generation’s future that is on the line, yet we continue to be unheard.

    4. Intergenerational justice

    Young people see intergenerational justice and social justice as interconnected, demanding climate action, economic opportunity and democratic participation. Their concerns reflect a commitment to human rights including refugee rights, gender equality and Indigenous justice.

    Their writing shows awareness of Australia’s role in the world. Many discuss global conflicts and the responsibilities of nations in promoting peace and security. They want to contribute to efforts to address these issues.

    Young people want to trust and have more of a role in Australian democracy. They want those in power, and the institutions and agencies over which they preside, to be more transparent, to communicate regularly and honestly, and to show how they are taking action for a better future for all generations.

    Key areas where young people want greater accountability are in government, the media and business. Twelve-year-old Ivy said in an interview:

    young children should have a direct voice to parliament […] adults would take us more seriously instead of just viewing us as just kids. If issues affect kids right now or this generation, they should have a say about that to parliament.

    Young people want their activism and efforts recognised and supported. They hope for a democracy in which they’re not just heard, but are actively engaged by leaders, with a direct voice in government (at all levels) and institutions.

    5. (Social) media

    Young people highlight social media’s pros and cons, calling for strategies that better engage with them to reduce harm and maximise benefits.

    They stress the need for digital literacy to navigate online information critically, and they want online environments to be supportive and safe.

    Young people are concerned about how they are represented in the media generally. They argue that inclusive and accurate portrayals are key to having their voices heard and respected – crucial for meaningful civic participation.

    Candidates on notice

    Young people are not just future constituents – they are voting at the next election.

    The young people whose writing we analysed have formed civic and political values during a turbulent time in Australian and world history: catastrophic bushfires and floods, a climate crisis, a pandemic, and digital technologies that are changing our lives.

    They reject the idea they are too young to understand issues, and instead want a participatory democracy in which their voices influence real decisions. Indeed, the public has shown a desire to let young people have more of a say.

    Our analysis tells us many of this year’s 18–24-year-old voters are informed, engaged and ready to hold leaders accountable. They want action on climate, mental health, economic justice and democratic accountability. They’re tired of being ignored and sidelined.

  • MIL-OSI China: China outlines key tasks to deepen rural reforms, advance rural revitalization

    China unveiled its “No. 1 central document” for 2025 on Sunday, outlining priorities to deepen rural reforms further and solid steps to advance all-around rural revitalization.
    As the first policy statement released by China’s central authorities each year, the document is seen as an indicator of policy priorities.
    The document consists of six parts covering six areas: ensuring the supply of grain and other important agricultural products, consolidating the achievements of poverty elimination, developing local industries, advancing rural construction, improving the rural governance system, and optimizing the rural resource allocation system.
    The document calls for enhanced efforts in work related to agriculture, rural areas and farmers in 2025 and beyond, and sets the goals of advancing all-around rural revitalization and consolidating the country’s agricultural foundations further.
    With reform, opening-up, and scientific and technological innovation as driving forces, the country will safeguard its grain security and ensure that no large-scale lapse or relapse into poverty occurs, the document says.
    The country will make every effort to enhance agricultural efficiency, invigorate rural areas and increase farming incomes, thereby laying a solid foundation for the advancement of Chinese modernization, the document stresses.
    It emphasizes the importance of developing new quality productive forces in agriculture in light of local conditions. It also calls for the cultivation of leading high-tech agricultural enterprises, and the acceleration of breakthroughs in crop varieties.
    China will support the development of smart agriculture and expand the application scenarios of technologies such as artificial intelligence, big data, and low-altitude systems, according to the document.
    It outlines plans to expand cold-chain logistics and instant retail services to townships, and encourages regions with suitable conditions to establish public charging and battery-swap facilities for electric vehicles.
    To promote the effective management and utilization of rural resources and assets, the document calls for the exploration of feasible ways to make good use of legally owned rural housing through methods such as leasing, equity participation and cooperation.
    The document urges innovation efforts related to the financing mechanisms for rural revitalization. Steps will be taken to strengthen support from central budget investments, ultra-long special government bonds, and special local government bonds for major projects in agriculture and rural areas. Monetary policy tools will be utilized to encourage financial institutions to increase funding for rural revitalization.
    Reforms related to forestry, state farms, and supply and marketing cooperatives will be advanced in a coordinated manner. The document stresses the importance of deepening the reform of the collective forest tenure, of enhancing comprehensive reforms of water pricing and water rights in the agricultural sector, of strengthening water usage management, and of promoting water-saving irrigation technologies.
    Eligible cities are encouraged to include their agricultural migrant populations with stable employment into the scope of local urban housing security policies gradually, the document notes.

  • MIL-OSI New Zealand: The Most Important Fact Schools Don’t Teach

    The Chinese navy has made a big mistake. Sending what Defence Minister Judith Collins called a ‘formidable ship’ so close to Sydney, and interrupting Air New Zealand domestic flights, shows the New Zealand public we need to spend more on defence. ACT supporters have been alone in voting for two per cent of GDP on defence, we predict there will now be more.

    We remember the Ukrainians who’ve lost their lives and their homes in the three years since the Russian invasion. Free Press remains resolute. There are basic facts that cannot be changed. Russia is the aggressor. The war is not just or legal. The breach of borders by force is dangerous to free people everywhere. We must never accept might is right, but we must build our strength so the world doesn’t end up that way.

    The Most Important Fact Schools Don’t Teach

    Schools are teaching children all sorts of things, but so far as we are aware they are not teaching the most important fact of human life. The fact they’re not teaching this fact tells us how mindless education has become, and it limits children’s thinking.

    The fact we’re talking about is the astonishing growth of human life expectancy in the last two centuries. For 100,000 years, people lived to thirty on average. Now, the global average is 72 years.

    People have different ideas about what a good life is. But (except for a few terrorists and cults), everyone agrees being alive is better than being dead. Something in the last 200 years gave us a whole extra life.

    If the education system teaches children nothing else, it should teach that something happened in the last 200 years and it doubled life expectancy. Once they know that, they can learn what works.

    We think the answer might be the problem. The education bureaucracy, academics, and teacher unions don’t want to teach that capitalism is a raging success.

    They’d have to teach about the genesis of the free market in the swamps of the Netherlands. People driven to the lowlands by violence decided to make something of themselves. They drained swamps and built dykes, creating usable land that was theirs.

    The result was a society where ordinary people could make a difference in their own lives. They demanded property rights because they’d literally created their own property. If you couldn’t take then you had to trade, and tribalism gave way to the market. It was around this time Abel Tasman discovered New Zealand for Europe.

    William of Orange, a Dutchman who became King of England, helped take the revolution across the sea, where it germinated on an island buffered from invasion. The common law and the market, along with the enlightenment made the industrial revolution possible.

    In turn the British Navy opened up the world’s sea lanes to trade, and spread their system of democracy and capitalism to the new world, ensuring it would endure for centuries even when they themselves came under attack from fascism.

    All the while ordinary people could get enough calories to be healthy, live in cities with sanitation free of disease, and medical care would stop children and their mothers dying in childbirth or shortly after. Violence that was normal for most humans most of the time, and shortened many lives, is now an exceptional event for most people most of the time.

    The revolution spread further after the Cold War, lifting billions from poverty in the East the same way they had thrived in the west. That same prosperity has raised their life expectancy too. Now the whole world lives twice as long on average as it did before the industrial revolution, but your teacher won’t dwell on that basic fact in most of the world’s schools.

    Instead we have an epidemic of anxiety and depression amongst young people. The tremendous gains of the last two centuries are barely understood. Instead the gains are banked and forgotten while children worry about comparatively small problems.

    We spend a lot of time worrying about differences between people living today when, in reality, everyone is doing vastly better than everyone was even a few generations ago. So much division, so little reality, and not enough hope.

    Imagine if the most important thing children learned was that we’ve doubled our lives in 200 years after 100,000 years of misery. That could be springboard for asking what works and building a much more hopeful future. We just need the Left to make peace with capitalism.

    China will not hit the brakes on its support policies after the end of the five-year transition period dedicated to both consolidating and expanding achievements in poverty alleviation and integrating them with rural revitalization.
    Instead, the country will refine support policies for low-income residents and underdeveloped areas, according to an official.
    Han Wenxiu, executive deputy director of the Office of the Central Committee for Financial and Economic Affairs, made the remarks at a press conference on Monday.
    Safeguarding the bottom line to prevent large-scale lapse or relapse into poverty is not a task only for 2025, the last year in the transition period, Han said. “The bottom line must be upheld persistently and permanently after the transition period.”
    The “No. 1 central document” for 2025 issued on Sunday, which is the first policy statement released by China’s central authorities this year, called for coordinating the establishment of a mechanism to prevent lapse and relapse into poverty, as well as creating a categorized assistance system for low-income residents and underdeveloped regions in rural areas.
    China is conducting a comprehensive evaluation of the five-year transition period. Based on the findings of this evaluation, support policies will be categorized, optimized and improved, Han added.
    China will strengthen support efforts for low-income rural populations, by enhancing social assistance as a safety net, and emphasizing the stimulation of the internal driving force within this population group, according to Han.
    For underdeveloped rural regions, the country will implement targeted policy support — with a key focus on promoting their revitalization and development.
    Differentiated assistance will be provided through mechanisms such as collaboration between eastern and western regions and targeted assistance, enabling these regions to gradually catch up in the modernization process.

    There needs to be a lasting and just peace with Ukraine’s voice at the heart of any talks: UK statement at the UN Security Council

    Statement by Ambassador Barbara Woodward, UK Permanent Representative to the UN, at the UN Security Council meeting on Ukraine.

    Today marks the third year of President Putin’s full-scale invasion, forced on the Ukrainian and Russian people, in clear breach of the UN Charter.

    So first of all today, of all days, we pause to remember and honour the victims of this war. Those who have lost their lives, their homes, their futures, their limbs, their childhoods, family members and friends. Millions who have been displaced, tens of thousands who have lost their lives.

    They’ve lost schools, playgrounds, farms, churches, hospitals.

    While Russian forces have used rape, torture and execution as weapons of war and put nuclear safety at risk.

    This is a war that Putin said would take three days.

    Three years on, Ukrainians have paid a terrible price.

    And the impact of this war is not limited to Ukraine.

    Hunger, poverty and energy insecurity have increased worldwide.

    So second, as we look forward to peace, let’s be clear, no country wants peace more than Ukraine. Ukraine is more than ready for this war to end.

    But there needs to be a lasting and a just peace, with Ukraine’s voice at the heart of any talks.

    A peace that is not just a pause in fighting but a peace that leaves Ukraine secure and free from Russian attack. A peace that shows that aggression does not pay. And a peace that ends forever Putin’s imperialist ambitions.

    And we have to remember that Putin by contrast, only wants capitulation.

    So if Russia is allowed to win, we will live in a world where might is right, where borders can be redrawn by force, where aggressors think they can act with impunity. The consequences for peace and security around the world are dire.

    So third then, a lasting peace must come from strength.

    Strength and courage that Ukraine has shown abundantly in the last three years.

    But that strength and courage needs to be underpinned by robust security agreements from the outset because Putin has repeatedly shown that he will break a weak deal.

    He has long denied Ukraine’s right to exist as a free state.

    So the UK, with our European partners and the United States, will work closely together for Ukraine and Europe will continue to take responsibility for our continent’s security.

    The UK is ready to play a leading role to support Ukraine in its right to self-defence. To support the negotiation and implementation of a peace agreement, a just and lasting peace agreement, which protects Ukraine’s sovereignty and territorial integrity, its internationally recognised borders, in line with the UN Charter.

  • MIL-OSI United Nations: Human Rights Council Opens Fifty-Eighth Regular Session and Holds Minute of Silence for Victims of Human Rights Violations

    The Human Rights Council this morning opened its fifty-eighth regular session, hearing statements from the President of the General Assembly, the United Nations Secretary-General, the United Nations High Commissioner for Human Rights, and the Head of the Federal Department of Foreign Affairs of Switzerland.  The President of the Council called for a minute of silence for victims of human rights violations around the world. 

    Jürg Lauber, President of the United Nations Human Rights Council, declared the fifty-eighth session of the Human Rights Council open, saying they were gathered at a time of profound global challenges and an alarming backlash against human rights around the world.  The Council’s responsibility was to make a tangible impact on people’s lives.  Victims of human rights violations needed to be at the centre of discussions.  The international community needed to rise to the challenge and reaffirm that human rights were not optional; they were essential for peace, security and development. 

    Philemon Yang, President of the General Assembly, said the three pillars of the United Nations were deeply interwoven.  Upholding human rights was fundamental to achieving lasting peace and security, and constituted a sound basis for the realisation of the 2030 Agenda for Sustainable Development.  The world faced serious global challenges and was witnessing a sharp decline in human rights, with growing violations and often brazen disregard for international humanitarian law.  The human suffering and destruction of civilian infrastructure in Gaza, Ukraine, Sudan, Haiti and the Democratic Republic of the Congo were intolerable; these injustices must end.  Mr. Yang said protecting human rights and dignity was a cornerstone of his role as President of the General Assembly. 

    António Guterres, United Nations Secretary-General, said the session was beginning under the weight of a grim milestone: the third anniversary of Russia’s invasion of Ukraine, in violation of the United Nations Charter.  Human rights were the oxygen of humanity.  But one by one, human rights were being suffocated: by autocrats; by a patriarchy that kept girls out of school, and women from basic rights; by wars and violence; by warmongers who disregarded international law and the United Nations Charter; by the climate crisis; by a morally bankrupt global financial system; by runaway technologies like artificial intelligence; by growing intolerance against entire groups; and by voices of division and anger.  This represented a direct threat to all the hard-won mechanisms and systems established over the last 80 years to protect and advance human rights. 

    Volker Türk, United Nations High Commissioner for Human Rights, said the international system was going through a tectonic shift, and the human rights edifice built up over decades had never been under so much strain.  Last year, the Office contributed to the release of some 3,145 arbitrarily detained people and took part in some 11,000 human rights monitoring missions.  It also observed nearly 1,000 trials, and documented some 15,000 situations of human rights violations around the world.  Mr. Türk said upholding human rights made eminent sense for stability, for prosperity, for a better common future, and was a winning proposition for humanity. 

    Ignazio Cassis, Head of the Federal Department of Foreign Affairs of Switzerland, said today, he had mixed feelings.  He was proud because Switzerland had been elected to the Human Rights Council and because Ambassador Lauber had been elected as the Council’s President, the first appointment of a Swiss President to the Council.  However, Mr. Cassis said, he was also deeply concerned as they lived in a time of global uncertainty, influenced by the climate crisis and global authoritarianism; a large portion of the global population lived under authoritarian rule. In this context, the Council had a duty to act.

    The fifty-eighth session of the Council is being held from 24 February to 4 April.  At 10 a.m., the Council started its high-level segment.

    Opening Remarks by the President of the Council

    JÜRG LAUBER, President of the United Nations Human Rights Council, declared the fifty-eighth session of the Human Rights Council open.  They were gathered at a time of profound global challenges and an alarming backlash against human rights around the world.  All needed to reflect on whether they were doing enough to protect the most vulnerable.  When human rights weakened, conflicts escalated, and societies fractured. Today, they were seeing this play out in real time with the escalation of violations and the shrinking of human rights protections.  This required an urgent response.  The Council’s responsibility was to make a tangible impact on people’s lives. Victims of human rights violations needed to be at the centre of discussions.  Their dignity needed to be everyone’s priority, Mr. Lauber said.

    Mr. Lauber said all needed to rise to the challenge and reaffirm that human rights were not optional; they were essential for peace, security and development. They needed to engage in earnest discussions and ensure that their words translated into actions, he concluded.

    At the request of the President, the Council held a minute’s silence in memory of victims of human rights violations around the world.

    Statements by Keynote Speakers

    PHILEMON YANG, President of the General Assembly, congratulated the President of the Council and the Bureau on their election. The three pillars of the United Nations were deeply interwoven.  Upholding human rights was fundamental to achieving lasting peace and security, and constituted a sound basis for the realisation of the 2030 Agenda for Sustainable Development.  The world faced serious global challenges and was witnessing a sharp decline in human rights, with growing violations and often brazen disregard for international humanitarian law.  Those violations had devastating consequences: more than 300 million people now required humanitarian assistance.  In every conflict, the victims were often women, children and minorities who bore the heaviest burden.  The human suffering and destruction of civilian infrastructure in Gaza, Ukraine, Sudan, Haiti and the Democratic Republic of Congo were intolerable; these injustices must end.  Even war had rules.  Civilians must never be targets. 

    The recent special session and the establishment of an independent fact-finding mission to investigate and document violations in the eastern Democratic Republic of the Congo were good symbols.  The Council had demonstrated its availability to act swiftly and uphold accountability.  The recent ceasefire and hostage release deal in Gaza offered a glimmer of hope.  Just and lasting peace in the Middle East depended on the two State solution, which would allow Israel and Palestine to exist in peace and stability.  Dialogue was a powerful weapon which needed to be used for peace everywhere.  With the eightieth anniversary of the United Nations approaching, calls for global peace needed to be more resolute, harnessing the powerful symbolism of this milestone year.

    Last September, world leaders unanimously adopted the Pact for the Future, along with the Global Digital Compact and the Declaration for Future Generations.  The Pact charted a course toward a more just, equitable, and sustainable world, and reaffirmed international law, including the Charter of the United Nations, the Universal Declaration of Human Rights and international humanitarian law.  The challenge now was implementation which required full global mobilisation, with robust engagement from governments, United Nations agencies, and civil society.   Organizations in Geneva would play a critical role in this process.

    Mr. Yang said protecting human rights and dignity was a cornerstone of his role as President of the General Assembly.  Last month, he convened a signature event on preserving dignity in armed conflict.  He was encouraged by the strong political will of Member States to uphold and reinforce their commitment to international humanitarian law.  Advocacy would be continued to eliminate child labour in all forms, including in armed conflict, and a discussion on child labour would be held in this regard. 

    Additionally, in the coming months, a high-level meeting would be convened to consider the recommendations of the working group on aging, to ensure older persons had full enjoyment of their human rights.  The spirit that guided the decision of Member States last December to declare a second International Decade for People of African Descent would be upheld.  Mr. Yang said he would convene the annual commemorative meetings for the International Day for the Elimination of Racial Discrimination and the International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade.

    Mr. Yang said he had joined the gender champions network, pledging to promote gender equality and empowerment and implementing a gender perspective throughout the work of the General Assembly.  He had re-established the Advisory Board on Gender Equality to focus on women’s economic empowerment and was happy that the Human Rights Council had followed this good practice.  Additionally, co-facilitators had been appointed to lead consultations in preparation for a high-level meeting, which would commemorate the thirtieth anniversary of the Fourth World Conference on Women and the landmark Beijing Declaration and Platform for Action—Beijing+30.

    This year marked the thirtieth anniversary of the World Programme for Youth, underscoring the critical role of young people in driving sustainable development.  A discussion would be held in May on how digitalisation could enhance the Sustainable Development Goals.  Throughout these engagements, Mr. Yang said he would outline the importance of civil society’s work in enhancing human rights.  The annual high-level debate on crime prevention would be held, which would mark the ten-year anniversary of the Nelson Mandela Rules.  This year, the Nelson Mandela prize would also be awarded to two individuals who had dedicated their lives to serving humanity.  States and relevant stakeholders were invited to submit their nominations this month. 

    These topics aimed to promote human rights and preserve human dignity for all everywhere.  Strengthening cooperation between the General Assembly and the Human Rights Council had never been more urgent.  The shared goal of the two mechanisms was upholding human rights and dignity, for everyone, everywhere. 

    ANTÓNIO GUTERRES, United Nations Secretary-General, said the session was beginning under the weight of a grim milestone: the third anniversary of Russia’s invasion of Ukraine, in violation of the United Nations Charter.  More than 12,600 civilians had been killed, with many more injured.  Entire communities had been reduced to rubble, hospitals and schools destroyed.  All needed to spare no effort to bring an end to this conflict and achieve a just and lasting peace in line with the United Nations Charter, international law and General Assembly resolutions.  Conflicts like the war in Ukraine exacted a heavy toll on people; on fundamental principles like territorial integrity, sovereignty and the rule of law; and on the vital business of this Council.  Without respect for human rights — civil, cultural, economic, political and social — sustainable peace was a pipedream.

    Like the Council, human rights shone a light in the darkest places. Through its work, and the work of the High Commissioner’s Office around the world, the Council was supporting brave human rights defenders risking persecution, detention and even death.  It was working with governments, civil society and others to strengthen action on human rights.  And it was supporting investigations and accountability.  Five years ago, the United Nations launched its Call to Action for Human Rights, embedding human rights across the work of the United Nations around the world in close cooperation with partners.  Mr. Guterres said he would continue supporting this important work, and the High Commissioner’s Office, as the United Nations fought for human rights everywhere.

    Mr. Guterres said that human rights were the oxygen of humanity.  But one by one, human rights were being suffocated — by autocrats, crushing opposition because they feared what a truly empowered people would do; by a patriarchy that kept girls out of school, and women at arm’s length from basic rights; by wars and violence that stripped populations of their right to food, water and education; and by warmongers who thumbed their nose at international law, international humanitarian law and the United Nations Charter.

    Human rights were being suffocated by the climate crisis; by a morally bankrupt global financial system that too often obstructed the path to greater equality and sustainable development; by runaway technologies like artificial intelligence that held great promise, but also the ability to violate human rights at the touch of a button; by growing intolerance against entire groups — from indigenous peoples, to migrants and refugees, to the lesbian, gay, bisexual, transgender, queer and intersex plus community, to persons with disabilities; and by voices of division and anger who viewed human rights not as a boon to humanity, but as a barrier to the power, profit and control they sought.  In short, human rights were on the ropes and being pummelled hard.  This represented a direct threat to all the hard-won mechanisms and systems established over the last 80 years to protect and advance human rights.

    But as the recently adopted Pact for the Future reminded all, human rights were, in fact, a source of solutions.  The Pact provided a playbook on how the world could win the fight for human rights on several fronts.

    First, human rights through peace and peace through human rights. Conflicts inflicted human rights violations on a massive scale.  In the Occupied Palestinian Territory, violations of human rights had skyrocketed since the horrific Hamas attacks of October 7 and the intolerable levels of death and destruction in Gaza.  Mr. Guterres expressed grave concern about the rising violence in the occupied West Bank by Israeli settlers and other violations, as well as calls for annexation. The world was witnessing a precarious ceasefire.  The world needed to avoid at all costs a resumption of hostilities.  The people in Gaza had already suffered too much.  It was time for a permanent ceasefire, the dignified release of all remaining hostages, irreversible progress towards a two-State solution, an end to the occupation, and the establishment of an independent Palestinian State, with Gaza as an integral part.

    In Sudan, bloodshed, displacement and famine were engulfing the country. The warring parties needed to take immediate action to protect civilians, uphold human rights, cease hostilities and forge peace.  Domestic and international human rights monitoring and investigation mechanisms needed to be permitted to document what was happening on the ground.

    In the Democratic Republic of the Congo, the world was seeing a deadly whirlwind of violence and horrifying human rights abuses, amplified by the recent M23 offensive, supported by the Rwandan Defence Forces.  As more cities fell, the risk of a regional war rose.  It was time to silence the guns, time for diplomacy and dialogue.  The recent joint summit in Tanzania offered a way forward with a renewed call for an immediate ceasefire.  The sovereignty and territorial integrity of the Democratic Republic of the Congo needed to be respected.  The Congolese people deserved peace.

    Mr. Guterres called for a renewed regional dialogue in the Sahel to protect citizens from terrorism and systemic violations of human rights, and to create the conditions for sustainable development.

    In Myanmar, the situation had grown far worse in the four years since the military seized power and arbitrarily detained members of the democratically elected government.  The world needed greater cooperation to bring an end to the hostilities and forge a path towards an inclusive democratic transition and a return to civilian rule, allowing for the safe return of the Rohingya refugees.

    In Haiti, the world was seeing massive human rights violations, including more than a million people displaced, and children facing a horrific increase in sexual violence and recruitment into gangs.  Mr. Guterres said that in the coming days, he would put forward proposals to the United Nations Security Council for greater stability and security for the people of Haiti, namely through an effective United Nations assistance mechanism to support the Multilateral Security Support Mission, the national police and Haitian authorities.  A durable solution required a political process led and owned by the Haitian people that restored democratic institutions through elections. 

    The Pact for the Future called for peace processes and approaches rooted in the Universal Declaration of Human Rights, international law and the United Nations Charter.  It proposed specific actions to prioritise conflict prevention, mediation, resolution and peacebuilding.  It also included a commitment to tackle the root causes of conflict, which were so often enmeshed in denials of basic human needs and rights.

    Second, the Pact for the Future advanced human rights through development. The Sustainable Development Goals and human rights were fundamentally intertwined.  They represented real human needs: health, food, water, education, decent work and social protection.  With less than one-fifth of the Goals on track, the Pact called for a massive acceleration through a Sustainable Development Goal Stimulus, reforming the global financial architecture, and taking meaningful action for countries drowning in debt.  This needed to include focused action to conquer the most widespread human rights abuse in history: inequality for women and girls.  The Pact called for investing in battling all forms of discrimination and violence against women and girls, and ensuring their meaningful participation and leadership across all walks of life.

    Along with the Declaration on Future Generations, the Pact also called for supporting the rights and futures of young people through decent work, removing barriers for youth participation, and enhancing training.  The Global Digital Compact called on nations to champion young innovators, nurture entrepreneurial spirit, and equip the next generation with digital literacy and skills.

    Third, the Pact for the Future recognised that the rule of law and human rights went hand-in-hand.  The rule of law, when founded on human rights, was an essential pillar of protection. It shielded the most vulnerable. It was the first line of defence against crime and corruption.  It supported fair, just and inclusive economies and societies.  It held perpetrators of human rights atrocities to account.  It enabled civic space for people to make their voices heard, and for journalists to carry out their essential work, free from interference or threats.  It also reaffirmed the world’s commitment to equal access to justice, good governance, and transparent and accountable institutions.

    Fourth, the world needed to achieve human rights through climate action. Last year was the hottest on record, capping the hottest decade on record.  Rising heat, melting glaciers and hotter oceans were a recipe for disaster. Floods, droughts, deadly storms, hunger, mass displacement — the war on nature was also a war on human rights.  The world needed to choose a different path. Mr. Guterres said he saluted the many Member States who legally recognised the right to a healthy environment, and he called on all countries to do the same. 

    Governments needed to keep their promise to produce new, economy-wide national climate action plans this year, well ahead of the thirtieth Conference of the Parties in Brazil.  Those plans needed to limit the rise in global temperature to 1.5 degrees, including by accelerating the global energy transition.  The world also needed a surge in finance for climate action in developing countries, to adapt to global heating, slash emissions and accelerate the renewables revolution, which represented a massive economic opportunity. They needed to stand up to the misleading campaign of many in the fossil fuel industry and its enablers, who were aiding and abetting this madness, while also protecting and defending those on the front lines of climate justice.

    Fifth, the Pact promoted human rights through stronger, better governance of technology.  Mr. Guterres expressed deep concern about human rights being undermined as fast-moving technologies expanded into every aspect of everyone’s lives.  At its best, social media was a meeting ground for people to exchange ideas and spark respectful debate.  But it could also be an arena of fiery combat and blatant ignorance; a place where the poisons of misinformation, disinformation, racism, misogyny and hate speech were not only tolerated, but often encouraged.  Verbal violence online could easily spill into physical violence in real life.  Recent rollbacks on fact-checking and content moderation online were re-opening the floodgates to more hate, more threats, and more violence.  These rollbacks would lead to less free speech, not more, as people became increasingly fearful to engage on these platforms.  Meanwhile, the great promise of artificial intelligence was matched by limitless peril to undermine human autonomy, human identity, human control and human rights.

    In the face of these threats, the Global Digital Compact brought the world together to ensure that human rights were not sacrificed on the altar of technology. This included working with digital companies and policymakers to extend human rights to every corner of cyberspace, including a new focus on information integrity across digital platforms. Mr. Guterres said the Global Principles for Information Integrity that he launched last year would support and inform this work as all pushed for a more humane information ecosystem.

    The Global Digital Compact also included the first universal agreement on the governance of artificial intelligence that brought every country to the table and set commitments on capacity building, so all countries and people benefited from artificial intelligence’s potential — by investing in affordable internet, digital literacy, and infrastructure; by helping developing countries use artificial intelligence to grow small businesses, improve public services, and connect communities to new markets; and by placing human rights at the centre of artificial intelligence-driven systems. The Pact’s decisions to create an Independent International Scientific Panel on Artificial Intelligence and an ongoing global dialogue that ensured all countries had a voice in shaping its future were important steps forward.  All needed to implement them, Mr. Guterres said.

    Mr. Guterres said all could help end the suffocation of human rights by breathing life into the Pact for the Future and the work of this Council.  He called for the Council’s cooperation, saying that there was no time to lose.

    VOLKER TÜRK, United Nations High Commissioner for Human Rights, said the international system was going through a tectonic shift, and the human rights edifice built up over decades had never been under so much strain. Today marked the third anniversary of the full-scale Russian invasion of Ukraine.  Any sustainable peace must be anchored in the rights, needs and aspirations of the Ukrainian people, in accountability, and in the principles of the United Nations Charter and international law.  In Israel and the Occupied Palestinian Territory, where the suffering had been unbearable, Mr. Türk repeated his call for an independent investigation into grave violations of international law, committed by Israel in its attacks across Gaza, and by Hamas and other Palestinian armed groups. Any sustainable solution must be based on accountability, justice, the right to self-determination, and the human rights and dignity of both Israelis and Palestinians.  Any suggestion of forcing people from their land was completely unacceptable. 

    Beyond Ukraine and Gaza, conflicts and crises were tearing communities and societies apart, from Sudan to the Democratic Republic of the Congo, Haiti, Myanmar and Afghanistan.  Social tensions were rising; the richest one per cent controlled more wealth than most of humanity; and the climate crisis was a human rights catastrophe.  Digital technologies were widely misused to suppress, limit and violate rights, with artificial intelligence bringing new speed and scale.  This was the backdrop against which the Office and the broader human rights ecosystem, including the Council, were working to safeguard and promote the rights of everyone, everywhere. 

    Last year, the Office contributed to the release of some 3,145 arbitrarily detained people and took part in some 11,000 human rights monitoring missions; observed nearly 1,000 trials, and documented some 15,000 situations of human rights violations around the world.  In addition to daily interventions with governments, the team issued about 245 statements, shining a light on human rights concerns in some 130 countries.  Teams on the ground contributed to human rights-based approaches to sustainable development, taxation and public spending, from Cambodia to Jordan and Serbia. Mr. Türk called on the international community to ensure the Office, national human rights institutions, and human rights non-governmental organizations could continue their essential work. 

    Since the adoption of the Universal Declaration of Human Rights, despite setbacks, there had been steady progress, but today this could no longer be taken for granted.  The global consensus on human rights was crumbling under the weight of authoritarians, strongmen and oligarchs, with autocrats now controlling around one-third of the world’s economy, more than double the proportion 30 years ago. 

    Everywhere, there were attempts to ignore, undermine, and redefine human rights, to chip away at gender equality and the rights of migrants, refugees, people with disabilities, and other minorities. 

    There needed to be an all-out effort by everyone, to make sure that human rights and the rule of law remained foundational to communities, societies and international relations.  Otherwise, the picture was very dangerous.  In previous centuries, the unrestrained use of force by the powerful, indiscriminate attacks on civilians, population transfers, and child labour were commonplace.  Dictators could order atrocity crimes consigning vast numbers of people to their deaths.  This could happen again.  But the world was far from powerless to prevent it.  The tools were the United Nations Charter, the Universal Declaration of Human Rights; the body of international law; and the institutions that worked to implement them.

    Today, there needed to be an alternative vision, rooted in facts, the law and compassion.  Human rights were about facts.  That was why the Office was monitoring, documenting, and reporting on violations and abuses in war zones and crises around the world, including Ukraine, the Occupied Palestinian Territory, the Democratic Republic of the Congo, Myanmar, Sudan, Syria, Afghanistan and Haiti.  Facts on their own could and must prompt action, which was why the work of the Council, and the other human rights mechanisms, was so important.  International legal frameworks and institutions, including the International Criminal Court, were fundamental to ensuring justice and achieving accountability, preventing future violations, and making the world safer for everyone. It was also important to have strong institutions at the national level to protect vulnerable people.

    Finally, human rights were nothing without compassion, going beyond thought leadership, to heart leadership.  Human rights had been central to movements for equality and justice throughout history and had the universal power to move people to action. In countries where human rights were not widely respected, people would risk their lives to defend them.  Mr. Türk paid tribute to brave human rights activists everywhere.  Upholding human rights made eminent sense for stability, for prosperity, for a better common future, and was a winning proposition for humanity. 

    IGNACIO CASSIS, Chief of the Federal Department of Foreign Affairs of Switzerland, said today, he had mixed feelings — a sense of pride and deep worry.  He said he was proud because Switzerland had been elected to the Human Rights Council and because Ambassador Lauber had been elected as the Council’s President, the first appointment of a Swiss President to the Council.

    However, Mr. Cassis said, he was also deeply concerned as they lived in a time of global uncertainty, influenced by the climate crisis and global authoritarianism — a large portion of the global population lived under authoritarian rule.  In this context, the Council had a duty to act.

    Last year was marked by major elections.  More than four billion citizens, half of the world’s population, went to the ballot box.  This was a test for global democracy, and the result of these elections was deep unease. Young people were becoming more radical and social networks were exposing all to unfiltered hatred. Globalisation had reduced poverty but had led to deindustrialisation.  Identity claims had taken on a scale that was destabilising societies.  Social networks and the climate crisis were fuelling a sense of chaos and distrust in governments.

    Human rights were a fundamental bedrock on which all could stabilise societies. Rights to free and transparent elections, the right to work and the right to a sustainable environment were all very important, but the challenges to these and all rights were growing. Today, the world marked the third anniversary of the war in Ukraine.  There was also conflict in the Middle East, instability in southern Africa and war in sub-Saharan Africa.  It was more necessary than ever before to focus efforts on fundamental rights, including the right to education, ownership and the total prohibition of torture and slavery.  The Human Rights Council needed to act in a united manner and with determination. Concerted action was needed to guarantee peace and stability.  This was something the Swiss Presidency could achieve.

    Human rights were not a luxury but a necessity.  Switzerland was concerned by the decisions of some Member States to withdraw from the Council.  Every member of the United Nations needed to shoulder their responsibilities toward human rights.  Mr. Cassis expressed his full support for Ambassador Lauber, whose experience inside and outside the United Nations system would serve him well.

    Switzerland would also endeavour to uphold international humanitarian law and human rights as pillars of peace and security, as a member of the United Nations Security Council.  The state of the world was a reminder that Switzerland’s mission was far from complete. Mr. Cassis closed by wishing the Council fruitful discussions.

    WASHINGTON––U.S. Senator John Boozman (R-AR) partnered with Senators Eric Schmitt (R-MO) and Chris Van Hollen (D-MD) to introduce theEnsuring Nationwide Access to Better Life Experience (ENABLE) Act, bipartisan legislation to make several provisions related to Achieving a Better Life Experience (ABLE) savings accounts permanent.
    ABLE accounts allow Americans with disabilities and their families to utilize tax-free savings programs without losing eligibility for federal programs such as Medicaid and Supplemental Security Income.
    “Individuals with disabilities and their loved ones need flexibility to help meet financial needs. Giving them that opportunity is common sense and I’m pleased to support a bipartisan effort to ensure they can continue to save for the future and achieve financial security free from costly penalties,” said Boozman.
    “I was proud to lead the introduction of the ENABLE Act in the 118th Congress, where this critical legislation passed the Senate. I entered public service to fight for people like my son Stephen. Stephen was born with a rare genetic disease, is on the autism spectrum, has epilepsy, and is non-verbal. I know firsthand how critical ABLE accounts are to individuals with disabilities and their families. ABLE accounts allow individuals with disabilities to save for their future and ease burdens on their families. It’s a common-sense solution that provides an easy fix for those who depend on ABLE accounts, and I’m proud to have bipartisan, bicameral support for this important piece of legislation,” said Schmitt.
    “I worked alongside a bipartisan coalition to create the ABLE Program over a decade ago to expand financial tools for people with disabilities and their families. Since then, it has helped empower more than a hundred thousand Americans and provide greater flexibility for families to support loved ones with disabilities. Making these key ABLE provisions permanent will build on the success of the ABLE Act and allow these Americans and many more to continue growing their savings and strengthening their economic independence,” said Van Hollen.
    The ENABLE Act will make the below provisions that are set to expire this year permanent:
    529 to ABLE Rollover: Permits an individual with a disability to rollover savings from a 529 education savings account to an ABLE account that are less than or equal to the annual ABLE contribution limit tax and penalty free;
    ABLE Saver’s Credit: Permits an individual with a disability who makes qualified contributions to an ABLE account eligible for a nonrefundable saver’s credit of up to $1,000; and
    ABLE to Work: Permits an individual with a disability who is employed to contribute an additional amount to his or her ABLE account provided it is not greater than either the prior year’s federal poverty level for a one-person household ($15,060 in 2024), or the beneficiary’s yearly compensation.
    The legislation is cosponsored by Senators Tommy Tuberville (R-AL), Tim Kaine (D-VA), Katie Britt (R-AL), Amy Klobuchar (D-MN), Thom Tillis (R-NC), John Fetterman (D-PA), Dan Sullivan (R-AK), Chris Coons (D-DE), Raphael Warnock (D-GA), Jerry Moran (R-KS) and Mark Kelly (D-AZ). 
    Congressmen Lloyd Smucker (R-PA-11) and Don Beyer (D-VA-08) have introduced companion legislation in the U.S. House of Representatives.

    At the November 2024 Education Committee, the Council reported a review of the Highland Raising Attainment Strategy. Part of that review involves work around better understanding attendance challenges and the reasons for repeat absence from school. Two surveys are being distributed to schools across Highland for either pupils or parent/carers who struggle with regular school attendance to complete the short survey. The survey is anonymous and will run from Monday 24 February until Friday 14 March 2025.

    “Findings from the survey will be collated to assist our approaches to raise attainment, support health and wellbeing of learners and to help close the poverty related attainment gap.”

  • MIL-OSI Global: We need meaningful, not less, EDI and climate action in turbulent times

    Today, both climate action and equity, diversity and inclusion (EDI) are increasingly under attack. Nowhere is this more apparent than in the United States, where the Trump administration is leading a concerted effort to obstruct climate action and penalize EDI.

    A federal judge recently granted an injunction blocking U.S. government officials from terminating or changing federal contracts they consider equity-related.

    The injunction comes just over a month after President Donald Trump signed executive orders that end federal government support for programs promoting EDI. The judge found the executive orders could likely violate the U.S. Constitution and free-speech rights.

    In Canada, Conservative leader Pierre Poilievre has blamed carbon pricing for driving up prices, despite research showing that it has a minimal impact on inflation. Meanwhile, provincial governments in Alberta and Saskatchewan are pursuing punitive anti-transgender agendas and some universities are moving away from EDI, claiming it promotes exclusion.

    Until recently, governments, universities and corporations faced criticism for their lack of meaningful commitments on EDI and the climate. Many responded with ambitious pledges but insufficient action. This led to greenwashing and diversity-washing, symbolic commitments that mask inaction.

    Hypocrisies in climate and EDI policies have become easy targets for right-wing populists. As a result, EDI and climate action are being scapegoated for broader systemic failures. For instance, the most deadly American plane crash in two decades has been baselessly linked to EDI, rather than clear evidence of systemic failures.

    There are good reasons to challenge greenwashing and diversity-washing. Yet, denigrating climate and DEI actions wholesale avoids tackling the roots of complex problems and can have dangerous outcomes.

    Why we need meaningful EDI in climate action

    Climate policies that ignore social justice deepen exclusion, weaken public buy-in and provoke backlash. A just energy transition requires policies that resonate with marginalized communities and with those who feel threatened by change. Without this, opposition will only grow.

    We recently published a journal article, co-authored with researchers Neelakshi Joshi and Georgia Savvidou, outlining how greenwashing, diversity-washing and the backlash against EDI all undermine effective climate action. We argue that we cannot address environmental challenges without confronting class, gender and racial inequities.

    EDI is rooted in historical social movements that fought against exclusion. Established rights — like maternity leave, anti-discrimination in the workplace and marriage equality — are all products of these movements.

    Over the past decade, movements like #MeToo, Black Lives Matter and Missing and Murdered Indigenous Women and Girls have advanced our understanding of systemic discrimination. EDI efforts have aimed to make institutions more representative and reduce inequalities in workplaces and society.

    EDI in climate action has also gained traction, particularly through the push for a “just transition.” This movement seeks to restructure energy systems fairly and inclusively, ensuring no one is left behind.

    Energy systems are deeply inequitable. Who profits, who has access and who shapes energy policy is highly uneven. Meaningful EDI that redistributes these benefits is essential. This includes the need to support workers in fossil fuel industries and the most vulnerable to climate impacts.

    Ironically, political leaders who oppose EDI on merit grounds appoint key figures with no expertise. They ignore that diversity expands merit, not lowers it — EDI removes barriers, not standards.

    Meaningful EDI in energy transitions

    In our journal article we outline how public and private leaders make bold promises without transformative action, leading to greenwashing and diversity-washing.

    Insufficient and superficial efforts can hinder systemic change. In the energy sector, simply prioritizing boardroom and workforce diversity does not necessarily guarantee fairer working conditions or tangible benefits for local communities.

    We must move beyond empty greenwashing and diversity-washing rhetoric towards actions that target the needs of diverse populations where they live and work.

    For example, community-led clean energy projects enable citizens to actively participate in energy transitions. Indigenous-led renewable energy ownership facilitates Indigenous sovereignty. Community organizations like Empower Me address the energy poverty faced by newcomers, immigrants, single mothers, seniors and others.

    These examples demonstrate that more diverse perspectives are needed not to pursue EDI for its own sake, but to transform energy systems in real ways for more people.

    When diverse experiences are not taken into account, our energy and climate decisions are prone to blind-spots and groupthink. This locks us further into existing practices, rather than opening up innovative and transformative paths.

    We must reconnect with reality and not hide in fantasies that reject natural and social science alike. When EDI is obstructed, we cannot make effective progress on the climate crisis. We lose opportunities to discuss the injustices that are baked into energy systems — discussions that can lead to tailored and targeted policies relevant to the everyone’s needs.

    This means heating, cooling and transport options that work for people of all backgrounds, income and ability levels, and initiatives that suit rural and remote communities as well as urban residents.

    In turbulent times, the world needs more meaningful EDI, not less.

  • MIL-OSI United Kingdom: City Walls to be Illuminated to commemorate Joseph Rowntree

    To mark the 100th anniversary of Joseph Rowntree’s death, City of York Council will illuminate the city walls in blue and orange tonight, paying tribute to his lasting impact on the city.

    Joseph Rowntree is one of York’s most well-known names, not just for his business success but for his significant contributions to social reform and community development. As the owner of Rowntree’s from 1869, Joseph helped grow the chocolate company into an internationally recognised name, employing thousands and strengthening York’s position in the confectionery industry. 

    However, it is his commitment to social causes that remains a cornerstone of his legacy. Inspired by a desire to improve the lives of his workers, Joseph founded several trusts to address social issues, promote education, and advocate for reform. His son, Seebohm Rowntree, furthered this work with the publication of Poverty: A Study of Town Life in 1901, which highlighted the extent of poverty in York and sparked change. 

    Joseph’s vision for a better quality of life for York’s residents also led to the creation of New Earswick, a model village offering affordable housing, and the donation of Rowntree Park to the city in 1921, both of which continue to benefit the city today. 

    To remember Joseph Rowntree’s contributions, the city walls will be lit up in blue and orange, representing the Rowntree family’s connection to York, from dusk until 11pm this evening. 

    Councillor Pete Kilbane, Deputy Leader of the Council said: 

    “Joseph Rowntree’s influence on York cannot be overstated. His commitment to improving the lives of those who lived and worked in the city is as relevant today as it was during his lifetime.

    “This lighting is a fitting tribute to his enduring legacy, and I’m proud that we can acknowledge his contributions in this way.” 

    Councillor Michael Pavlovic, Executive Member for Housing, Planning and Safer Communities will be speaking at a special event marking Joseph Rowntree’s funeral, which takes place on Saturday 1 March at the Friargate Quaker Meeting House in the city, and he said: 

    “Joseph Rowntree’s vision of social justice, alongside his entrepreneurial spirit, has shaped York into the city we know and love today.

    “The lighting of the walls reminds us of his remarkable legacy and the values he instilled in York — values that continue to guide us as a city to this day.”

    The city is also supporting The Rowntree Society’s year-long programme of events.

    Nick Smith, Executive Director of The Rowntree Society said:

    “The impact that Joseph Rowntree had particularly on York is still felt today; both through the tangible assets he provided for us which still exist and with the example he gave in making life better for so many people.  We would like all of York to get involved in marking the Joseph Rowntree Centenary.”

    Pyay (Agenzia Fides) – The Catholic faithful of the Rakhine State (or Arakan), in western Myanmar, have welcomed their new Bishop, Peter Tin Wai, a “Good Shepherd” called to lead the Catholic faithful in a situation of civil war, while clashes between the “Arakan Army”, local militias and the regular Burmese army continue in the territory of the State.Despite the widespread violence and displacement, in recent days more than 2,000 Catholic faithful have gathered in the city of Pyay, the diocese that covers the entire territory of Rakhine State, to welcome the new Bishop. The solemn Eucharist and ordination of the new bishop, presided over yesterday by Cardinal Charles Maung Bo, president of the Bishops’ Conference of Myanmar, was attended by about 20 Burmese bishops, 150 priests, more than 200 nuns and thousands of faithful gathered from surrounding towns and villages. Many others were unable to leave their villages amid the fighting, but prayed in their homes or in the forests where they are sheltered.The diocese of Pyay is mostly inhabited by the Rakhine ethnic group, including about 30,000 Catholics, in a Buddhist-majority area. The episcopal seat is located in the Diocese of Pyay, the former Apostolic Prefecture of Sittwe (created in 1940), which was led by Father Thomas Newman, the first Apostolic Prefect. Later, the territory was entrusted to the Missionaries of Our Lady of La Salette, and in 1961 Bishop Thomas Newman became the first bishop of the diocese, which was initially called Prome and in 1991 became the Diocese of Pyay as it exists today.The faithful gathered – an extraordinary event in times of war – to pray with and for Bishop Peter Tin Wai and to celebrate the Jubilee of Hope despite the tragic context in the conflict region. “We have come to celebrate God’s time, which is always a time of hope,” said Cardinal Charls Maung Bo, who also took the opportunity to thank the previous Bishop Alexandre Pyone Cho, a Pastor who “embodied the spirit of Simon of Cyrene, walking the Via Crucis with the people”.In the war- and poverty-stricken region, life for priests and religious is difficult, but the bishop has always supported them, for which the faithful are grateful. “We live in difficult times when darkness seems to have prevailed,” Cardinal Bo continued. “Evil seems to strangle good. Hatred seems to have overwhelmed love. But we are a people of hope and we are celebrating the JubileeYear of Hope. The Lord is the Lord of life, not of death. As we celebrate the ordination of Bishop Peter Tin Wai as a family, we rejoice in spirit and offer comfort and encouragement to one another. This is a time of healing and reconciliation.”Bishop Peter Tin Wai was born and raised in Rakhine State and is therefore very familiar with the region, the local culture, the challenges and struggles of the local people and the plight of the internally displaced. As a priest, he was involved in pastoral care for the displaced, “and his resilience is a testimony to his evangelical spirit,” stressed those present, describing him as someone “who leads a simple life among the people of Rakhine State, who knows their tears, joys and the pain of displacement and poverty.” The bishop will be able to “spread the Gospel in places marked by wounds and despair” and “bring peace and healing where there is conflict, in our hearts, in our diocese and in the nation.” The area of Rakhine State is also facing the problem of Rohingya refugees, an ethnic minority of Muslim faith who have been increasingly displaced in recent years and are now also victims of the ongoing conflict.Meanwhile, the “Arakan Army” (AA) is approaching the city of Sittwe, the capital of Rakhine State, and, according to observers, is preparing an attack to bring the city under its control. In recent days, civilians have begun to flee Sittwe after initial fighting on the outskirts of the city. In the meantime, the junta has blocked all escape routes. Of the 17 townships in Rakhine State, 14 are already under the control of the Arakan Army and only three are still controlled by the Burmese army: Kyaukphyu, Munaung and Sittwe, where the regional headquarters of the Burmese military junta is located.The scenario unfolding in Rakhine State is found in several states in Myanmar and is an example of the presence of the Catholic community in this country marked by four years of civil war: they ensure pastoral and sacramental life, provide assistance and comfort to displaced people scattered throughout the territory – they have often left their villages and therefore their parishes. And the commitment continues with great dedication and a deep witness of faith even in this difficult and uncertain time.The Holy See also continues to pay special attention to the region with the erection of new dioceses, such as the Diocese of Mindat, with territory taken from the diocese of Hakha, in the Chin State, on the border with India. Recent actions by the Holy See include the appointment of Father Raymond Wai Lin Htun as Auxiliary Bishop of the Archdiocese of Yangon in 2024 and the appointment of Father John Mung-ngawn La Sam (MF), a religious of the Missionaries of the Faith, as Bishop of the Diocese of Myitkyina, the capital of Kachin State, another area affected by serious displacement. And this includes the appointment of Father Felice Ba Htoo as coadjutor bishop of the diocese of Pekhon, in Shan State, an area affected by violent clashes and where new guerrilla groups have recently emerged, such as the “United Wa State Army” and the “Shan State Army-North”, fueling general violence, in which the Catholic faithful suffer like everyone else, sharing the fate of the local population.   • MIL-OSI Global: Sanctions rarely achieve their goals – here’s why they failed in Russia and Myanmar

    Sanctions are, according to research, effective less than 10% of the time if success is defined as the complete compliance of a sanctioned regime with the imposed external pressure. Taking a more lenient view, which includes partial concessions or negotiated settlements, the success rate rises to 35% at most.

    The idea that sanctions can completely restrict trade to sanctioned countries is largely flawed. Iranian residents, for example, can still access many western products despite sanctions through intermediaries in countries like Turkey and the Gulf states.

    To better understand why sanctions fail, consider the cases of Russia and Myanmar. The sanctions imposed on Russia following its full-scale invasion of Ukraine in 2022 have undoubtedly caused some economic disruption, including inflation, labour shortages and a devaluation of the Russian rouble. But they have had a limited impact overall.

    In April 2024, the International Monetary Fund predicted that Russia’s economy would grow faster than all of the world’s advanced economies that year, including the US.

    Many countries have not participated in the west’s sanctions regime, which has created enforcement gaps. These gaps have largely enabled Russia to maintain access to sanctioned goods and continue its economic activities.

    In January 2023, a US thinktank called Silverado reported that some former Soviet states had increased their “transshipment” of goods produced by multinational firms that no longer export to Russia directly.

    Transshipment is a process where cargo is unloaded from one vessel and reloaded into another while in transit. Armenia and Uzbekistan, as well as China and Turkey, are the countries commonly used as “transshipment points” to Russia.

    Indeed, research of our own into how sanctioned goods continue to reach Russia reveals that companies often reroute their supply chains through politically allied intermediary nations. These rerouted imports can, however, drive up product prices for ordinary citizens.

    Russia has also reduced its dependency on imports by increasing production in sectors such as agriculture and manufacturing. In August 2023, for example, India and Russia signed the biggest ever grain deal between the two countries.

    And the Russian government implemented fiscal and monetary measures, including currency controls and subsidies, to stabilise the economy and support key industries.

    Russia’s large, diverse economy and abundant natural resources make it more resilient to sanctions compared to some smaller and less diversified nations. Much of the world is reliant on Russian gas and, since the imposition of western sanctions, countries like China and India have increased the amount they buy.

    Even the EU is still spending billions of US dollars on Russian gas. In the first 15 days of 2025, after an agreement allowing Russia to pump gas to the EU via pipelines running across Ukraine ended, the EU’s 27 countries imported Russian gas at a record rate.

    Sanctioning Myanmar’s military

    Targeted western sanctions have tried to undermine the financial interests of Myanmar’s military junta, which has been battling armed opposition to its rule since a coup in 2021. But these sanctions have only been partially effective, too.

    China, India, Japan and neighbouring south-east Asian countries continue to engage in business with Myanmar. In Myanmar’s lucrative gas export sector, the vacuum left by departing western companies has been swiftly filled by Asian partners. This has ensured the junta’s income streams remain largely intact.

    Brands that have ostensibly exited the market due to sanctions or activist pressure also remain accessible through the country’s porous border trade. And there have been cases where a significant delay between a company’s declared exit and its actual departure inadvertently allowed operations to continue as usual for some time.

    In 2024, we conducted a study with our colleague Anna Grosman, an expert on innovation and entrepreneurship at Loughborough University, on multinational firms operating in Myanmar. Our findings highlight the dilemma foreign businesses face in sanctioned countries over whether to stay or leave.

    This decision is shaped by formal pressure, such as home and host government restrictions. For instance, a multinational firm’s home government may penalise companies that continue to operate in a sanctioned country, while the host government may impose policies or financial barriers to prevent or delay their exit.

    However, informal pressure from activists, diaspora groups and international advocacy organisations also plays a role. Staying can help businesses avoid financial losses and the complexities of exit, but it also exposes them to reputational damage and ethical dilemmas.

    Some of the junta’s financial channels, such as revenue from the jade mining industry, are out of reach for sanctions. In 2021, the US treasury department sanctioned Myanmar’s state-owned gemstone company, Myanmar Gem Enterprise, describing it as “a key economic resource” for the military.

    However, sanctions on Myanmar Gem Enterprise have not been completely effective. Myanmar’s gemstone mining industry is mostly an informal sector, with data on mining income and distribution underreported and opaque. Continued revenue from this sector will almost certainly have further cushioned the impact of western sanctions.

    The sanctions have only partially stopped the flow of income to the junta. But they have contributed to the hardships facing ordinary citizens. Myanmar’s currency has cratered, while imported goods including pharmaceuticals and fuel are in short supply. Power outages are now common and there are soaring levels of unemployment.

    Some western governments have now imposed sanctions on state-owned banks in Myanmar in an attempt to stop revenue from reaching the junta. This move will only worsen the situation facing Myanmar’s people.

    Sanctions drive nations towards building domestic industries to replace imported goods and strengthening alliances with supportive countries. Far from achieving their intended political objectives, sanctions can exacerbate an already volatile geopolitical landscape, while driving up prices for ordinary people.

    But at the same time, governments and businesses have a duty to exit a country when they are no long able to adhere to their own human rights commitments.

  • MIL-OSI USA: PREPARED REMARKS: Sanders to Colleagues on Senate Floor: “Do You Have the Courage to Continue Telling the Truth When the President is Lying?”

    WASHINGTON, Feb. 20 – Sen. Bernie Sanders (I-Vt.) today gave remarks on the floor of the Senate regarding President Trump’s lies and asking his colleagues when they will stand up to the president.
    Sanders’ remarks, as prepared for delivery, are below and can be watched HERE: 
    We live in difficult times – in times where people throughout our country are experiencing a great deal of anxiety for a number of reasons. And in the midst of all of that, it is important that we not forget what is taking place, not only in Ukraine, but back home here in the United States. 
    And back home, right now, tens of millions of Americans are struggling economically to keep their heads above water. 60% of our people are living paycheck to paycheck. 85 million are uninsured or underinsured. And we have the highest rate of childhood poverty of almost any major nation on Earth. 
    And as someone who has visited senior centers throughout the state of Vermont and has spoken to seniors throughout our country, I can tell you that there is a significant level of fear and anxiety among the older people in this country with regard to what’s happening right here in DC. 
    When we have a president of the United States and Republicans who are talking about massive cuts to Medicaid, let’s understand – and seniors do understand – that we are not just talking about throwing millions of kids off the health care that they have, at a time when we are the only major country on Earth not to provide health care to all people, not just kids, off of health care.
    We are talking about massive cuts to community health centers, which receive over 40% of their funding from Medicaid, and where millions of seniors go to get the primary care they need. 
    And at a time when we already have a major crisis in nursing home availability, let us understand that Medicaid provides funding for two out of every three seniors who live in nursing homes. In other words, massive cuts to Medicaid would be a disaster for senior citizens throughout this country. But it is not just Medicaid cuts that worry our seniors. 
    Today, quite unbelievably, 25% of people in our country who are 65 years of age or older are trying to survive on incomes of $15,000 a year or less. I, myself, do not know how anybody, let alone a senior with health care needs, can survive on $15,000 a year, but that is what 25% of our seniors are trying to do. 
    Mr. President, this issue of so many seniors struggling to get by, struggling to heat their homes, struggling to buy the food or the prescription drugs they need – this is an issue we must address. And it is a crisis that is unacceptable in the richest country in the history of the world. 
    And that is why, Mr. President, I am proud to tell you that within the next several weeks I, along with a number of cosponsors, will be introducing legislation that expands Social Security benefits and extends the solvency of Social Security for decades.
    We’re hearing a lot of talk about cutting Social Security. We should not be talking about cutting Social Security. We must be talking about expanding Social Security benefits. And the legislation that I will introduce will do just that. 
    It will expand social security benefits by $2,400 a year, and it would not raise taxes by one penny on the bottom 93% of Americans – those who make less than $250,000 a year. And how do we do that? By lifting the cap and applying the Social Security payroll tax on all income above $250,000.
    Unbelievably, under current law, a billionaire pays the same amount of money into Social Security as someone who makes $176,000 a year. Elon Musk, worth $400 billion, pays the same amount into Social Security as somebody who makes $176,000. That is because, under Social Security, there is an absurd cap on taxable income. 
    If we lifted that cap and made sure that millionaires and billionaires paid the same percentage of their income into Social Security as the working class of this country, we could extend the life of Social Security for generations to come and lift millions of seniors out of poverty. 
    Further, Mr. President, when we talk about the needs of senior citizens in this country, I want to mention that I will also be introducing legislation to expand Medicare to cover dental, vision, and hearing.
    It is unacceptable that millions of seniors are unable to read a newspaper because they cannot afford eyeglasses, can’t have conversations with their grandchildren because they can’t afford hearing aids, and have trouble eating because they cannot afford dentures. That should not be happening in the United States of America in the year 2025. 
    Expanding Medicare to cover dental, vision, and hearing is an extremely popular concept. Poll after poll shows that 80% of the American people – Democrats, Republicans, Independents – support doing just that. 
    All across this country there is a growing fear that the Trump administration is undermining the Constitution of our country – a Constitution which has kept us a free nation and an example, a model of the rest of the world, for the last 250 years. 
    During the last month alone, President Trump has attempted to usurp the powers of Congress illegally and unconstitutionally, refusing to fund programs passed by Congress. 
    He has illegally destroyed agencies like USAID and the Consumer Financial Protection Bureau that were created by Congress. And under the leadership of Mr. Musk, they have illegally and inappropriately gained access to tax data and Social Security data of millions of Americans. 
    Every day, they are acting in an illegal and unconstitutional manner. Just this week, President Trump tweeted, “he who saves his country does not violate any law.” 
    Wow. 
    In other words, Mr. Trump sees himself, the president of the United States, as above the law and immune from the basic rules of the Constitution and the separation of powers that have governed this country since the founding. 
    “Anything I want to do, I’m president, I can do it. It doesn’t matter what Congress says, it doesn’t matter what the Constitution says, it doesn’t matter what the rule of law is about. I don’t need to hear from anybody else.” 
    That’s not what Americans fought and died to preserve. In regard to the move to authoritarianism, let me say a few words about an area that I think has not gotten much attention at all. And that is Trump’s attack on the free press, which is protected by the First Amendment to the Constitution. The Founding Fathers of this country considered freedom of speech and free press to be enormously important. That was the First Amendment. 
    Mr. Trump has sued CBS and its parent company, Paramount, for $20 billion because he didn’t like how they edited an interview with Vice President Kamala Harris. The company is now reportedly considering settling the lawsuit, and I certainly hope they do not do that, out of fear of retaliation from Trump’s FCC. 
    He did not like a television program on CBS. But you don’t sue somebody for $20 billion because you didn’t like the program. 
    And obviously, the intention of that lawsuit is clear: and that is that CBS, and every other network and media outlet, will now have to look over their shoulder. “Oh, my goodness, we’re saying something critical of Donald Trump. Is he going to sue us for $5 billion or $10 billion? Maybe we should not run that Maybe we should not do that investigative report.” 
    Not just CBS. In recent times he has sued ABC. He has sued Meta, which owns Facebook and Instagram. He has sued the Des Moines Register. 
    What crime did a little newspaper in Iowa make? What was their crime? They ran a poll which turned out, in retrospect, to be inaccurate. So pollsters all over America, be careful.  
    How absurd is that? And what kind of threat is it to freedom of speech and expression in this country? 
    Mr. President, when we talk about the Trump administration’s movement toward authoritarianism, we should take note of another remarkable and troubling set of events that happened just this week. We saw the president of the United States openly aligning himself with the dictator of Russia, Vladimir Putin, to undermine the independence of Ukraine and abandon our closest democratic allies in Europe. 
    Trump made it clear that he sees one of the world’s most brutal dictators as his pal. And our long time democratic allies as his enemies. 
    It appears that Mr. Trump wants a world that is safe for authoritarians and oligarchs, but dangerous and unstable for democracies. And when we talk about authoritarianism, we have got to mention the growing phenomenon in this country of the Big Lie: say something that is blatantly untrue, repeat it over and over again and then blast that lie out on social media until people actually believe it. 
    Let me mention one of the very big lies that Trump said recently regarding the war in Ukraine. Earlier this week, the president said that Ukraine started the war. Trump said that Ukraine started the war. Really? 
    That is, as I hope every member of the Senate knows, an absolute lie. 
    Russia invaded Ukraine twice, first in 2014 and then again on February 24, 2022. And on that date, February 24, 2022, Putin’s tanks and troops rolled into Ukraine. And on that day, Russian aircraft began bombing targets all over Ukraine. 
    Russia started the war, period, end of discussion. Trump is lying. 
    Since Putin’s invasion over one million people having been killed or injured. Every single day, Russia continues to rain down hundreds of missiles and drones on Ukrainian cities. Putin’s forces have massacred civilians and captured Ukrainian children, bringing them back to Russian “re-education” camps. There atrocities led the International Criminal Court to issue an arrest warrant for Vladimir Putin, in 2022, as a war criminal. 
    Further, Trump called Ukrainian President Zelensky – not Putin, but Zelensky, a dictator. And that obviously is not true either. Zelenskyy won 75% of the vote in free elections. And in the midst of a brutal war, Ukraine’s parliament continues to function and open and unfettered political debate takes place. 
    Trump recently claimed that our European allies have done little to support Ukraine in its fight against Putin’s invasion. He said the U.S. has contributed three times more than Europe. But that is another lie. In fact, Europe has provided more aid to Ukraine than the United States. 
    But it’s not just that Trump is lying again. That is not new. It’s what this all reveals about where we want to take our country and where we want the world to be moving – what direction.
    Trump is cozying up to Vladimir Putin. So who is Putin? And what kind of world does Putin want to build? 
    Putin is a dictator who crushed Russia’s movement toward democracy after the end of the Cold War. Russia now holds sham elections where Putin wins 90% of the vote, and authorities there do not even try to hide their ballot stuffing. 
    There it is no freedom of speech or free media in Putin’s Russia. Protests are violently suppressed. Tens of thousands of people are in prison for protesting Putin’s invasion of Ukraine. Political dissidents are harassed or thrown into jail. The bravest, like Alexei Navalny are killed outright. Hundreds of thousands of Russians have fled Putin’s Russia since his invasion of Ukraine. 
    That, Mr. President, is the Russian leader that Donald Trump admires. But, Mr. President, my Republican colleagues know all of this. And what is particularly disturbing to me – and I believe the American people – is my colleagues, my Republican colleagues understand and know that Trump is lying. They know that Russia started the war, not Ukraine. They know that Putin is a dictator, not Zelensky. But their silence has been overwhelming on this issue. 
    I cannot tell you how many times I have sat here on the floor and I have listened to my Republican colleagues come to the Senate to condemn Vladimir Putin and his brutal invasion of Ukraine. And many of their remarks were right on the money. They were perceptive and they were right. 
    And my simple question to my Republican colleagues right now is: “Where are you now?”
    Last I heard, Mr. President, this is still a democracy. Last I heard, we are still allowed to disagree with the president of the United States, even if he is a member of your own party. Last I heard, we are allowed to call out the president when he lies – blatantly lies, even if he is a member of our own party. And what really bothers me is I know that many of my Republican colleagues understand all of this. 
    And I just want to give you an example of what is going on right now. Let me just quote a few of my Republican colleagues in statements they have made since Putin’s invasion of Ukraine. These are Republican members of the United States Senate. And I’m not going to mention names right now. I don’t want to embarrass anybody, put anybody on the spot. But these are quotes. 
    One leading Republican said, “we must remember the instigator of this war was Russia. It was president Putin who launched an unprovoked attack on Ukraine.” And that Republican colleague was obviously right. 
    Another Republican said, and I quote. “I think Vladimir Putin started the war, I also believe, through bitter experience, that Vladimir Putin is a gangster.” That’s a Republican colleague. 
    A third Republican colleague said, “there is no equivalency between Vladimir Putin and President Zelensky. President Putin is evil and he has to be stopped.” 
    A fourth Republican said, when the war began, “today’s invasion of Ukraine by Russia is a premeditated and flagrant act of war. Putin has violated the border of a sovereign country.” And that senator later said, “anyone who is surprised by Putin’s deadly attack on a sovereign nation has not been paying attention. These are the actions of a mad man.” And just recently, that very same senator said, “Putin is not going to stop with Ukraine. If we abandon Ukraine and throw in the towel as some would like us to do, that is going to drastically change how people view the United States and how people rely on the United States and there will be major consequences.” 
    And a fifth Republican colleague here in the Senate called Putin a “thug” and compared him to Hitler. He said, “Vladimir Putin is not a legitimate leader. He is a war criminal that needs to be dealt with.” 
    That is what my Republican colleagues have said time and time again. 
    And the question is, now, do you have the courage to continue telling the truth when the president of the United States is lying? 
    This is an extraordinarily pivotal moment in American history. And all of us must have the courage to stand up for truth, to stand up for democracy, to oppose authoritarianism.

  • MIL-OSI Canada: A just and lasting peace for Ukraine

    Three years ago today, Russia launched an illegal full-scale invasion of Ukraine that has left hundreds of thousands dead and forced millions to flee. In the face of unimaginable hardship, Ukrainians have persevered and have fought for freedom and democracy. Canada has supported and will continue to support Ukraine in achieving just and lasting peace.

    The Prime Minister, Justin Trudeau, visited Kyiv today to reaffirm Canada’s unwavering support for Ukraine.

    During this visit, the Prime Minister highlighted the recent conclusion of negotiations between Canada and Ukraine on the terms of Canada’s $5 billion contribution to the G7 Extraordinary Revenue Acceleration (ERA) Loans mechanism. Canada will disburse the first half of its contribution, totalling $2.5 billion, in the coming days, with the remainder to follow soon. Announced last year at the G7 Summit in Apulia, Italy, the ERA Loans will bring forward the future revenues from frozen Russian sovereign assets. This initiative will provide Ukraine with approximately $69 billion (US$50 billion).

    To maintain pressure on Russia, Prime Minister Trudeau announced new sanctions targeting 76 individuals and entities providing support for the Kremlin’s military industrial base, involved in the unlawful deportation or forced transfer of Ukrainian children, or supporting the Kremlin’s information operations capabilities, as well as senior Russian government officials and oligarchs who support Putin’s regime. In total, Canada has sanctioned more than 3,000 individuals and entities who are complicit in the violation of Ukraine’s sovereignty and territorial integrity and in gross and systematic human rights violations. The Prime Minister also announced that Canada is taking action against Russia’s shadow fleet by sanctioning 109 vessels based on their involvement in the transfer of sanctioned goods, including hydrocarbons whose revenue fuels Russia’s war machine.

    In response to Russia’s renewed attacks on Ukraine’s energy infrastructure, which have left millions of civilians deprived of electricity, water, and heat, the Prime Minister also announced a $50 million contribution to help support Ukraine’s urgent efforts to repair and replace damaged energy equipment and critical infrastructure, in partnership with the Energy Community Secretariat. This builds on the $20 million in funding Canada announced last year in support of this initiative at the Summit on Peace in Ukraine, in Lucerne, Switzerland.

    During a bilateral meeting with the President of Ukraine, Volodymyr Zelenskyy, Prime Minister Trudeau noted progress on Canada’s assistance commitments, including the delivery of military training and critical equipment, such as armoured combat vehicles and infantry fighting vehicles, ammunition, and F-16 landing systems and simulators. 

    Building on the $3.02 billion announced in the Agreement on Security Cooperation between Canada and Ukraine last year, the Prime Minister announced that $40 million of the total $3.02 billion in funding will be allocated to deliver urgently needed capabilities to the Armed Forces of Ukraine through the Danish Model and another $15 million toward supporting Canadian companies seeking to operate and invest in Ukraine’s defence sector.

    The Prime Minister announced new assistance measures for Ukraine totalling $118.5 million, including:

    • $92.3 million in development assistance to strengthen local community building, support small-scale livelihood recovery projects that address community needs, reduce poverty and break down barriers to women’s full participation, address food security issues, and support the return of deported children and missing persons by improving the resilience of Ukraine’s government, communities, civil society, and private sector.
    • $14 million in humanitarian assistance, including for the provision of food, shelter, water, sanitation, hygiene services, and mental health and psycho-social support to those in need.
    • $8 million for weapons threat reduction to provide critical personal protective equipment to Ukrainians facing chemical, biological, radiological, and nuclear threats, and to strengthen nuclear security in the country.
    • $4.25 million to support peace and stabilization operations, including assisting regional women’s rights organizations and ensuring representatives from civil society and media can work safely.
    • $82,000 for local initiatives that will support the physical and mental health of former Ukrainian prisoners of war.

    In total, Canada has committed over $19.7 billion in multifaceted assistance for Ukraine since the beginning of Russia’s full-scale invasion in February 2022.

    In Kyiv, Prime Minister Trudeau joined President Zelenskyy and international partners to discuss the situation on the ground as well as Ukraine’s needs for military, financial, humanitarian, recovery, and other assistance. During a plenary session on the theme of “Defence and Security Strategy of Unity: Action Plan”, he delivered remarks commending the Ukrainian people for their bravery and resilience in the face of unjustified and brutal violence. He reaffirmed Canada’s position as an unshakeable ally who will continue to work with partners around the world to provide Ukraine with security and defence support – allowing it to recover, rebuild, and prosper.

    The Prime Minister also convened his G7 counterparts and President Zelenskyy for a hybrid meeting to further discuss support for Ukraine. He underlined the importance of G7 unity in supporting a just and lasting peace in Ukraine as well as Ukraine’s reconstruction and economic recovery, noting that these would be priorities for Canada throughout our G7 Presidency this year.

    The Prime Minister also attended a candle-lighting ceremony where he paid tribute to all those whose lives have been lost since the start of Russia’s aggression. Throughout his visit, he reiterated that Canada will always stand with Ukrainians as they continue to fight for freedom, justice, and democracy. We will defend a future for Ukraine that’s written by Ukrainians. We will defend a Ukraine that is strong and free. And we will be with Ukraine in this fight until a just and lasting peace is reached.

      • Marking the first anniversary of the launch of the International Coalition for the Return of Ukrainian Children, which 41 states and the Council of Europe have joined in a collective commitment to bringing Ukrainian children home. With the help of Coalition Member States and other key international partners, Ukraine has successfully facilitated the safe return of nearly 600 children since the launch of the Coalition, and over 1000 to date. The Coalition is co-led by Canada and Ukraine.
      • Signing a Memorandum of Understanding between Canada and Ukraine to share information and expertise that will help members of Ukraine’s security and defence forces and their families have access to resources to transition to life after service.
    • Since the beginning of 2022, Canada has committed $19.7 billion in multifaceted support to Ukraine. This includes:
      • Over $12.4 billion in direct financial assistance, the highest in the G7 on a per capita basis.

Programming also addresses child protection, mental health support, and prevention and response to sexual and gender-based violence.
      • Nearly $225 million in security and stabilization assistance.
    • In Kyiv, the Prime Minister highlighted the ongoing work of members of the Canadian Armed Forces in the United Kingdom and Poland under Operation UNIFIER. Since 2015, they have provided training on a range of military skills to over 40,000 Ukrainian troops. He noted that Canada continues to engage closely with Ukraine, Allies, and partners on how best to enhance support through Operation UNIFIER to help Ukraine defend itself.
    • Last year, on February 24, Prime Minister Trudeau and President Zelenskyy signed the historic Agreement on Security Cooperation between Canada and Ukraine, establishing a new strategic security partnership between our two countries. This included $3.02 billion in critical financial and military support to Ukraine for 2024.
    • As part of the 2024 Fall Economic Statement, the federal government announced last year its intention to double down on our efforts to support Ukraine, including through proposed legislative changes that will ensure profits from frozen Russian assets are used to rebuild Ukraine.
    • Since the start of Russia’s full-scale invasion of Ukraine, Canada has welcomed more than 220,000 Ukrainians. We are helping Ukrainian families find a safe, temporary home and have put support services in place for their arrival.     • Canada and Ukraine have long been steadfast partners and close friends. In 1991, Canada became the first Western country to recognize Ukraine’s independence. Today, 1.3 million people of Ukrainian descent call Canada home – the largest Ukrainian diaspora in the Western world.   • MIL-OSI Global: Entrepreneurship as a way out of poverty? Study in rural Kenya shows why it doesn’t always work

    International development agencies and non-governmental organisations often seek to advance community development by fostering entrepreneurship. The premise is that poor people can enhance their household incomes by establishing small businesses or by adding value to natural resources.

    Such programmes commonly include training and the provision of loans to enable micro-entrepreneurs to get started. But these interventions aren’t straightforward and often fail to achieve their objectives.

    Prior research has pointed to the fundamental economic challenges of entrepreneurship in the context of poverty. Cultural and institutional factors also play a role. Researchers have argued, for instance, that cultural norms of collectivism shape how entrepreneurs define themselves. They are likely to prioritise their roles as mentors or community safety net. This constrains their ability to innovate and grow their businesses.

    We wanted to explore an entrepreneurship-focused intervention in more detail. Specifically, why do some people seem more inclined than others to adopt these new behaviours?

    In a recent paper we set out our findings based on a study we conducted with 25 participants in northern Kenya. We built on our combined interests in entrepreneurship in resource-constrained environments, identity theory, and community development. We found that programme participants responded to the intervention in very different ways, and that religion helped explain these differences.

    Our findings have implications for interventions promoting entrepreneurship as a means to reduce poverty. First, such interventions can create profound identity tensions for participants and so their proponents need to take into account local cultures much more than is commonly the case. Second, entrepreneurship-focused interventions can change participants’ behaviours in ways that potentially disadvantage the poorest community members, leading to greater inequality at the community level.

    On the ground

    The development intervention we examined was aimed at fostering entrepreneurship in extremely poor pastoralist communities. The programme built on a small government cash transfer and put recipients into savings groups of up to 30 people. Participants were encouraged to start small businesses in these group discussions. They also received training in life skills and basic financial and business skills, such as the concept of profit and how to buy and sell goods.

    We found that over the five-year period of our study, an increasing number of pastoralists began engaging in businesses involving the sale of livestock, beadwork, sugar, tea leaves, washing powder and other necessities. But we discovered that these new business-oriented behaviours created profound tensions for the participants, and participants responded in different ways.

    The source of these tensions was in how individuals defined themselves within the local culture.

    The collectivist culture in these communities involved norms such as nkanyit (loosely translated, respect), which meant that people should share their belongings with others. But the training and the credit repayment requirements associated with the intervention made this problematic.

    To make profits and repay loans, the programme participants had to deny other community members’ requests for handouts or loans. This contravened local norms and expectations. It also created the fear that community members might curse the entrepreneur or her or his family.

    One participant explained:

    Business is different from what we were doing; business is not to give credits and also not to just give things to people… but people can curse you {if you say no}.

    Yet participants responded to these tensions in different ways. Some (about one-third of our research participants) gave in to the existing expectations and the need to avoid curses. As a result, they gave handouts to community members and often this led to their business languishing or collapsing. One participant noted:

    When I have food {business goods} in the house, I can’t tell people that I don’t have anything, and they know that I do. I just give some to avoid {curses}.“

    Others, however, continued with the new business activities despite the threat of curses. We discovered that a key factor explaining this was religion.

    Christians believed that their faith would protect them from curses. For some this occurred from the beginning. Others, fearful of curses early on, came to believe that curses would not apply in the context of the businesses that they wanted to keep running.

    For instance, one participant argued:

    Don’t give to people because of the fear of curses, just say no and pray for protection from the curses because God is great.

    Implications

    We highlight the importance of people’s social identities – specifically religious identities – in explaining why some participants are more likely to adopt capitalist behaviours (such as borrowing money to invest in business, or charging consumers interest on loans) than others.

    Organisations delivering entrepreneurship interventions and education in contexts of extreme poverty need to be aware of what identities they are encouraging participants to construct, either directly or indirectly through training and mentorship, and even through the questions that they ask participants.

    They need to be careful about creating tensions between existing cultural norms and the new concepts and behaviours they are introducing.

    More broadly, there may also be unintended negative consequences at the community level. Among the research participants in our study that adopted the entrepreneur role, this was linked to a diminished willingness to support poor community members. So, even if participants in the programme benefit through higher incomes, their entrepreneurial behaviours reduce traditional habits of giving to the needy. This could increase hardships for the very poor and create greater inequalities.

  • MIL-OSI Global: Why including people with disabilities in the workforce and higher education benefits everyone

    Whether it’s declaring that blindness prevents government employees from doing their jobs or suggesting that hiring workers with intellectual disabilities contributed to Federal Aviation Administration safety lapses, the Trump administration has repeatedly questioned whether people with disabilities belong in the workplace.

    This stance reflects widespread stigma and misconceptions about what people with disabilities can and do accomplish.

    Negative stereotypes and exclusionary practices persist despite the fact that people with disabilities are the largest minority group in the United States, representing nearly 30% of the population. Whether or not you identify as disabled, most people live or work in close proximity to others with a disability.

    For years I have researched how people with disabilities have been kept out of efforts to guarantee equal access for everybody, particularly in higher education. This exclusion is often due to unfounded beliefs about capacity, intellect and merit, and the false premise that disability inclusion requires lowering standards.

    However, studies demonstrate that including people with disabilities is good for everyone, not just disabled people. Schools and workplaces are more collaborative and responsive when people with disabilities are included at all levels of the organization. In other words, disability inclusion isn’t about charity; it’s about making organizations work better.

    The Americans with Disabilities Act, enacted in 1990, provides legal protections for people with disabilities in the workplace.

    Rolling back protections

    President Donald Trump issued executive orders the day he took office for a second time that aimed at ending government and private-sector efforts to make U.S. workplaces and schools more diverse, equitable and inclusive. In addition to affecting LGBTQ+ communities and people of color, these measures could erode years of progress toward protecting the rights of people with disabilities to earn a living.

    Between 40 million and 80 million Americans identify as disabled. Even the higher end of this range underestimates the actual number of people with disabilities, because some individuals choose not to identify that way or even realize they qualify as such. That includes people with impairments from chemical and pesticide exposure, as well as many older people and those who are living with HIV and AIDS, to name some examples.

    Only 15% of people with disabilities are born with their impairment, so most individuals become disabled over their lifetime.

    Tracing historical precedents

    Blaming failures on people with disabilities and people of color echoes the harms embedded in eugenics, an attempt to scientifically prove genetic inferiority of disabled, LGBTQ+ Indigenous and Black people.

    Eugenics led to the institutionalization and forced sterilization of, and the coercive experimentation on, people with disabilities, immigrants and people of color across the U.S. Even the Supreme Court endorsed the concept in the early 20th century.

    These studies began to fade after World War II, but their legacy persists. Even today, forced sterilization continues to be lawful in U.S jurisdictions in 31 states and in Washington.

    Due to widespread activism and the advent of new legal protections, many states finally dismantled their eugenic policies in the late 1970s. But eugenics-era experiments provided foundations for contemporary medical research, standardized testing and segregated school placements.

    People with disabilities have far-reaching legal guarantees of civil rights and access today due to the Americans with Disabilities Act. The statute, which was enacted in 1990 and strengthened in 2008, provided protections in the workplace, educational settings, transportation and places of recreation and commerce, among others. It also guarded against negative perceptions of disability.

    For example, if an employer perceived someone as disabled and denied them consideration in the hiring process because of that, the candidate would be protected from discrimination under the ADA – whether or not they had a disability.

    While these advances are significant, many people with disabilities still do not have access to their basic civil rights. This is particularly true of Black people with disabilities, as they are disproportionately pushed out of school, disciplined more harshly, targeted for incarceration and marginalized in disability representation and research.

    Gaining workplace accommodations

    Critics of inclusion efforts sometimes wrongly argue that employing people with disabilities is too costly due to the accommodations they may require. But the Job Accommodation Network in the Department of Labor’s Office of Disability Employment Policy found in 2023 that nearly 60% of these accommodations cost nothing.

    What’s more, many tax incentives are available to cover these costs.

    Disability civil rights law does not mandate hiring people who are not qualified or lowering standards to include the disabled. The law requires that candidates meet the “essential functions” of the job in order to be hired.

    According to a 2024 Labor Department report, the employment rate for working-age people with disabilities was 38% compared with 75% for nondisabled people. Though there are countless reasons for this disparity, many people with disabilities can and want to work, but employers don’t give them the opportunity.

    Providing benefits for everyone

    Many accommodations designed for people with disabilities also benefit others.

    Captioning on videos and movies was originally meant to benefit the deaf community, but it also helps multilingual speakers and people who simply are trying to follow the dialogue. Similarly, visual or written instructions assist people with depression, Down syndrome or attention-deficit/hyperactivity disorder, but they can also make tasks more accessible for everyone, along with breaking assignments into smaller components.

    Sensory break rooms benefit people with autism and post-traumatic stress disorder, while also providing a reprieve in a noisy work environment and minimizing distractions. Remote work options can make it easier for people with chronic illnesses to be employed, and they similarly benefit others who may have caregiving responsibilities – helping attract and retain talented employees. Text-to-speech software provides people with cerebral palsy and nonspeaking individuals with options for communication, similar to options that many people already use on their phones.

    A large body of research demonstrates the broad benefits of making jobs and schools more accessible to people with disabilities, which is ultimately an advantage for everyone.

    Studies on diversity in educational and workplace settings also demonstrate positive outcomes. In a study of 10 public universities, researchers found that students who reported positive, informal interactions with diverse peers had higher scores on measures of more complex thinking, a concern for the public good and an interest in poverty issues, and were more likely to vote and develop strong leadership skills.

    In a national survey of human resources managers conducted in 2019, 92% of the respondents who were aware that one or more of their employees had a disability said those individuals performed the same or better than their peers who did not.

    Research published by the Harvard Business Review found many advantages to hiring people with disabilities.

    For one thing, people with disabilities can have unique insights that contribute to the workplace culture. The presence of employees with disabilities can make the environment of entire companies and organizations more collaborative. Earning a reputation for inclusiveness and social responsibility can improve customer relations and can give businesses an edge when they seek funding and recruit talented new employees.

    Ultimately, I believe it’s important to create conditions where anyone can thrive, including people with disabilities. Doing so benefits everyone.

  • MIL-OSI Global: South Africa’s ‘working for water’ programme is meant to lead to skills and jobs: why it’s failing

    South Africa’s Expanded Public Works Programme is part of its social safety net. It complements the country’s social grants system, which has over 28 million recipients.

    The public works programme helps fill a gap for people who fall outside the grant system, especially those who need work experience and skills training if they’re to get a job. These include unemployed young people, women and people with disabilities.

    One of the programmes under its umbrella is the Working for Water programme, which was launched in 1995. It was intended to control invasive alien plants so as to conserve water resources, and provide short-term employment and training for people not covered by the grants safety net.

    Since its inception, the programme, alongside other interventions targeted at the environment, has created over 200,000 person years of employment – the total number of days people were afforded work. More than half of these employment opportunities have been held by women, and more than 60% by young people under the age of 35 years.

    In my PhD research, I examined one of its flagship projects to assess its impact on the long-term livelihoods of beneficiaries. My aim was to determine whether the programme was achieving its intended role as a social protection mechanism.

    I found that the way the project was designed limited its potential to foster long-term livelihoods for participants. Long-term livelihoods are defined as the ability to achieve lasting economic stability and growth beyond the scope of the project itself.

    One key issue was the inconsistency in the number of workdays participants were assigned, as well as the quality and availability of the skills training they received. Specifically, the training lacked regularity and did not always align with market demands. It left participants without the practical, job-ready skills needed for sustained employment.

    This problem was compounded by budget cuts.

    Based on my findings, I propose key changes to improve the programme’s effectiveness: the provision of consistent funding and training that’s aligned to labour market needs.

    The project

    The project I looked at tackles the clearing of invasive Prosopis mesquite trees in the Northern Cape. This has involved clearing nearly 314,580 hectares of invaded land in that province.

    Spanning from 2004 to 2018, the project supported over 9,000 beneficiaries across three phases. In phase I (2004–2008), 2,411 people participated; in phase II (2009–2013), 2,861; and in phase III (2014–2018), 3,756.

    The project targeted youth, women and people with disabilities. Beneficiaries were spread across various age groups: 36–64 years in phase I, 22–35 and 36–64 years in phase II, and 18–35 years in phase III.

    Participants were paid monthly stipends which ranged from R2,900 to R5,000, which is equivalent to approximately US$157 to US$271 – higher than most South African social grants. For comparison, the disability social grant is R2,180 (US$118), the older person’s grant is R2,200 (US$119), the foster child grant is R1,180 (US$64), and the child support grant is R530 (US$28).

    I developed an evaluation framework to assess the programme’s impact on the long-term livelihoods of beneficiaries.

    The study was carried out over 14 days in 2020, coinciding with the height of the COVID-19 pandemic. With health restrictions in place, the research had to pivot from planned in-person interviews and focus groups to virtual interviews with key stakeholders and an online survey of beneficiaries. The survey gathered data from 33 beneficiaries, while interviews provided valuable insights from project managers overseeing the clearing initiative.

    The gaps

    I found that the project faced a number of challenges.

    Firstly, there was inconsistency in the number of workdays participants were assigned. Given that public works projects aim to alleviate poverty – primarily through stipends – budget cuts forced managers to focus on retaining beneficiaries to ensure they could at least feed themselves. This often meant reducing the number of workdays (from the required 230 days to just 100 days) and scaling back skills training.

    Secondly, there were shortcomings in the quality and availability of the skills training they received. Many of the courses offered were short-term or specific to invasive plant clearing, including herbicide application, brush cutter operation and firefighting. This meant it wasn’t relevant to the labour market.

    In the Northern Cape, the economy hinges on industries like mining, agriculture, manufacturing and construction. In mining, for example, knowledge of machinery operation, safety protocols and mine supervision is vital. Agriculture needs workers skilled in sustainable farming, irrigation techniques and equipment operation. Manufacturing needs expertise in production line management, welding and machinery operation. Construction projects require workers proficient in project management, site safety and heavy machinery operation.

    Given the region’s tourism potential, customer service and tour guiding are valuable. Finally, fostering entrepreneurship through business management and financial literacy can empower individuals to create small businesses. In addition, soft skills such as communication, leadership and teamwork are essential across all sectors for long-term employability.

    Thirdly, budget cuts restricted the availability of resources for both training and work opportunities.

    Given the findings of my research study, the programme requires a shift in focus and changes need to be made.

    What needs to be done

    Firstly, funding for projects needs to be consistent. Secondly, training needs to be aligned with labour market needs. And thirdly, there needs to be a structured system for tracking long-term outcomes on the beneficiaries’ livelihoods following their participation.

    Without a system to track outcomes, it’s difficult to assess whether the project is equipping participants with skills for employment in the sectors that are driving the local economy.

    With these changes the programme can transition from a short-term employment solution to a sustainable intervention that equips beneficiaries with useful, transferable skills that are applicable to a range of sectors. This would ultimately improve their prospects for stable employment and long-term economic security, provided those jobs are available.

    Union Home Minister and Minister of Cooperation Shri Amit Shah distributed sanction letters to 20 lakh beneficiaries and the first installment to 10 lakh beneficiaries under Pradhan Mantri Awas Yojana ‘Gramin’ (Phase-2) in Pune, Maharashtra today. The event was attended by Union Minister of State for Cooperation Shri Murlidhar Mohol, Maharashtra Chief Minister Shri Devendra Fadnavis, Deputy Chief Ministers Shri Eknath Shinde and Shri Ajit Pawar, along with several other dignitaries.

    In his address, Union Home Minister and Minister of Cooperation Shri Amit Shah said that it is the leadership of Prime Minister Shri Narendra Modi which has led to India witnessing for the first time, simultaneous allocation of 20 lakh homes to the beneficiaries. He said that 20 lakh houses have been allotted, and before the event concluded, Maharashtra also distributed their first installment to 10 lakh beneficiaries. He emphasized that the joint efforts of the central and state governments are turning the dream of home ownership for 20 lakh people into reality.

     

    Shri Shah said that along with the house, beneficiaries will also receive toilets, solar panels, and soon gas cylinders, and it has been possible because of the work carried out by Prime Minister Shri Narendra Modi and Chief Minister Shri Devendra Fadnavis.

    Shri Amit Shah remarked that Prime Minister Modi has set a target to make India a fully developed nation by 2047, ensuring growth of every citizen, shelter for his family, and access to basic infrastructural facilities.

     

    He noted that under Pradhan Mantri Awas Yojana Phase-2, Maharashtra has been allotted the highest number of houses. Shri Shah said that the homes signify the realization of dreams of development and they serve as the first step toward the progress of future generations.

    Union Home Minister said that by providing homes and toilets, Prime Minister Modi has safeguarded the dignity and self-respect of the poor. Under the “Housing for All” scheme, a target has been set to allocate 5 crore houses to women, backward classes, SC, ST, and other economically weaker sections by 2029, out of which 3 crore 80 lakh families have already been provided homes. He said that under the scheme, Maharashtra was initially allotted 13.50 lakh houses, which has now increased to 19.50 lakh houses, and arrangements have been made to ensure that all these houses are provided in a timely manner.

    Prime Minister Modi has ensured food security for millions by providing 5 kg of free food grains per person per month for the last 10 years, home security by providing houses to 4 crore families, and electricity access by bringing light into the homes of 4 crore people.

     

    Additionally, 13 crore toilets have been constructed to enhance the dignity of mothers, 36 crore Ayushman Bharat cards have been distributed for ensuring healthcare security, and 1 crore ‘LakhpatiDidis’ have been empowered, helping poor women gain self-reliance. Shri Amit Shah said that Prime Minister Modi has uplifted 25 crore people above the poverty line.

    Shri Amit Shah highlighted that Prime Minister Narendra Modi has initiated several infrastructure projects for Maharashtra’s development. He noted that under the leadership of Shri Devendra Fadnavis, Shri Eknath Shinde, and Shri Ajit Pawar, the government has effectively implemented all welfare schemes across Maharashtra.

    He added that various irrigation projects have helped Maharashtra tackle droughts, 11 Vande Bharat trains have been launched, and under the Amrit Bharat Scheme, 128 railway stations are being redeveloped.

    Shri Shah said that Metro projects in Mumbai, Pune, and Nagpur are progressing rapidly, and new airports in Shirdi and Sindhudurg are under construction. He added that the Atal Setu Trans-Harbour Link is an engineering marvel and will serve as a model worldwide. Union Home Minister said that India’s largest and the world’s biggest container port is being developed in Maharashtra at an estimated cost of ₹76,000 crore under the leadership of Prime Minister Modi.
