This is what his father Angelo said on the day his son Vincenzo became a Catholic priest in April 1987: “Just as gold does not change over time, so too will our love for you remain.” Father Vincenzo Bordo, missionary of the Oblates of Mary Immaculate, still loves with the same love “to the end”. He has done this since he arrived in South Korea, which will be 35 years ago next May.In South Korea today everyone knows the “strange foreigner” by the name of Kim Ha-jong Shinbunim. He grew up in the Viterbo area, with the solid human temperament of a farmer, animated by the strong desire to “love and serve the last” since he was a boy.Fascinated by the Orient and oriental studies, he set off for Korea with his confrere Father Mauro Concardi. Today he can often be found in “Anna’s House” in Seongnam City, the second largest city after Suwon in the Gyeonggi-do province in the suburbs of Seoul, about 28 km from the center of the metropolis.The area has long been an ideal place for the homeless: close to a large market and in the middle of a nerwork of subways and bus lines that made it easier for them to get around. That is why he started his work there, which he continues with a clear view and a work apron. Korea between past and presentThe Korea that welcomed him three decades ago is no longer the same. Impressive economic development, rapid change, international tensions and even political unrest in recent times. “When I arrived here, the most commonly used word in Korean was 우리 (we). Our family,’ ‘our community,’ ‘our church,’ ‘our homeland,’ ‘our neighborhood.’ The feeling of belonging was very strong. Today, the most used word is ‘I,’” says Father Bordo, adding: “We have gone from a very strong community dimension, sometimes even too strong, to an egocentric ‘I’ in an egocentric city. The society that was used to taking care of relatives, parents, the community has become a society where a person dies in the neighborhood and you do not know it because the number of people living alone is increasing dramatically.”Compared to when he came to Korea, the beggars have disappeared. The “new poverty” manifests itself in the lives of those who “don’t have an intelligent, complex, articulate mind” and are unable to keep up with the “modern, rich, fast, intelligent, diverse and complex” society, explains Father Vincenzo.When it is time for dinner, he is amazed at how many people in their 50s come and line up to eat. “Apart from the pensions paid by big companies like Samsung or Hyundai,” says Father Vincenzo, “in the 1990s there was no form of social security for people. Today there is a minimum pension, a system to support people in serious difficulties and even a minimum guarantee of health care.”

  • MIL-OSI Africa: International Monetary Fund (IMF) Staff Completes Staff-Monitored Program (SMP) Discussion Mission to Zimbabwe

    Following the request for a Staff-Monitored Program (SMP) by the authorities in 2023, an International Monetary Fund (IMF) staff team led by Mr. Wojciech Maliszewski conducted a mission to Harare from January 30 to February 13, 2025, to advance discussions on the SMP.

    At the conclusion of the IMF mission, Mr. Maliszewski issued the following statement:

    “Zimbabwe’s economic activity has started recovering after the El Niño-induced drought. Growth slowed from 5.3 percent to an estimated 2 percent in 2024, as the drought lowered agricultural output by 15 percent. This was compounded by reduced electricity production and declining prices for key mineral exports (platinum and lithium). That said, strong remittances continued supporting activity in domestic trade, services, and construction, and improved the current account surplus to an estimated US$500 million (1.4 percent of GDP) in 2024. The ZiG willing-buyer willing-seller (WBWS) exchange rate was stable from the ZiG’s introduction in April 2024—with the ZiG month-on-month inflation averaging 2.3 percent—until September, when the currency weakened. Relative stability returned with the tightening of monetary policy since September, and the WBWS and parallel market exchange rates have stabilized, and the gap between these rates has narrowed. Meanwhile, fiscal pressures intensified—owing, in large part, to the transfer of the RBZ’s quasi-fiscal operations to the Treasury. Strong revenue collection helped limit the 2024 budget deficit to an estimated 1 percent of GDP, but fiscal pressures resulted in an accumulation of domestic expenditure arrears, leading to the government implementing emergency spending cuts. Going forward, growth in 2025 is projected to increase to 6 percent, with the recovery in agriculture output due to better climate conditions and the projected improvement in the terms-of-trade.

    “Against this background, the Zimbabwe authorities had requested an SMP to support their efforts to stabilize the economy and re-engage with the international community on the arrears clearance and debt resolution process. The main objective of the SMP would be to durably anchor macroeconomic stability, building on policy recommendations from the 2024 Article IV consultation.

    “Building on progress achieved during the mission on the ongoing SMP discussions, Fund staff will continue working closely with the authorities on defining the key parameters and modalities of the program. Discussions include (1) adjusting the fiscal position to avoid a recourse to monetary financing and new arrears and building foundations for a durable fiscal consolidation; (2) fiscal risks residing off-budget (including from the operations of the Mutapa Investment Fund); (3) the effectiveness of the monetary policy framework for the ZiG; and (4) reforms to strengthen economic governance.

    “International reengagement remains critical for debt resolution and arrears clearance, which would open the door for access to external financing. The authorities’ reengagement efforts, through the Structured Dialogue Platform (SDP), are key for attaining debt sustainability and gaining access to concessional financial support. In this context, the SMP will help in enhancing policy credibility and advancing the reform agenda embedded in the SDP.

    “The IMF continues to provide policy advice and extensive technical assistance in the areas of revenue mobilization, expenditure control, financial supervision, debt management, economic governance, as well as macroeconomic statistics. However, the IMF is currently precluded from providing financial support to Zimbabwe due to its unsustainable debt situation—based on the IMF’s Debt Sustainability Analysis (DSA)—and official external arrears. An IMF financial arrangement would require a clear path to comprehensive restructuring of Zimbabwe’s external debt, including the clearance of arrears and a reform plan that is consistent with durably restoring macroeconomic stability; enhancing inclusive growth; lowering poverty; and strengthening economic governance.

  • MIL-OSI Economics: Asian Development Blog: AI Can Free Human Intelligence for Discovery and Exploration

    Artificial intelligence is reshaping knowledge generation, but human intelligence remains essential for ethical oversight, innovation, and problem-solving. Integrating AI into industries, shifting away from Industrial Era work models, and accelerating learning will be key to harnessing its full potential for sustainable development.

    Human cognitive abilities have grown over time, influenced by environmental and cultural factors. Despite a slight decrease in brain size over the past 3,000 years, the Flynn effect shows that people are becoming smarter across generations.

    Innovations in sharing and storing information—from writing to the rise of the Internet—are accelerating collective cognitive development because of the rapid dissemination of knowledge.

    In the age of artificial intelligence, human intelligence is likely to grow even faster. People will be able to access vast amounts of information across a wide range of topics more quickly than before. AI can also deliver personalized educational experiences to suit the learning style of students, making the learning process more engaging. 

    People are far from being mere passive recipients of AI’s impacts: they are actually the ones who are actively spurring its development, and this in turn is further advancing human intelligence. Leveraging both human and artificial intelligence will be critical to developing innovative solutions to address climate change and other complex global challenges. 

    People, from casual users to experts, need to have functional knowledge of AI to fully benefit from it, and AI’s usefulness depends on trust. This is where the Artificial Intelligence Quotient (AIQ), the level of readiness in humans to successfully adopt AI, comes in. 

    Just as travelers trust a plane or a car because they understand how they work, AI should also be made more understandable to increase the likelihood of its use and adoption. Patients will not be interested in undergoing a medical procedure performed by AI-powered robots if they are not confident that the benefits of technology-assisted surgery far outweigh the risks.

    Similarly, businesses will not blindly trust AI systems to engage in trade on their behalf without first understanding how these systems evaluate business risks.

    Building Artificial Intelligence Quotient requires educating oneself on AI advancements, capabilities, and limitations. Hands-on experience in using AI-powered tools will help individuals and institutions trust AI and make them more comfortable in using it. 

    Trust in AI, in turn, will encourage the development of more AI tools for societal benefit, including healthcare, education, and climate adaptation.     

    Technological know-how is crucial, but emotional intelligence is equally important. 

    Emotions drive creativity and problem-solving. With a few prompts, some AI tools can generate photos, videos, and stories. These outputs, however, are not truly original content. They are instead derived from training data.

    Context and purpose matter as there is no one-size-fits-all solution when it comes to AI.
     

    Humans, on the other hand, can generate original content, developing innovative ideas, and collaborating with other people to find solutions to complex issues. More importantly, they are the ones steering the direction of AI development, including putting in place policies and guidelines for the ethical and responsible use of AI. 

    These ethical guardrails help to ensure that AI tools and systems are built not for their own sake but to address pain points in a way that respects human values and rights. Thus, managing one’s emotions and understanding others’ emotions are necessary skills in a technology-driven era. 

    AI can mimic compassion, as seen with mental health chatbots, but it lacks genuine emotional connection. Trust is only the first step to developing an Artificial Intelligence Quotient. You need to be aware of your own capacity to use AI depending on your specific needs so you can find the right tool to address your concerns. 

    From an international development perspective, each country has a different set of needs and priorities when it comes to AI use. For instance, one country may be interested in focusing on leveraging AI to increase production capacity of a certain industry, while another country may want to use AI to improve delivery of basic services, such as healthcare, education, and social protection.

    Context and purpose matter as there is no one-size-fits-all solution when it comes to AI. Recognizing the differences in these challenges and how these need to be adjusted to be responsive to specific issues is critical to leveraging AI effectively to promote sustainable development and climate resilience.  

    AI’s strengths and weaknesses also need to be recognized. AI might be a powerful tool, but it has its limitations. There are instances when AI is not the best solution, with other tools being better suited to address an issue. In addition, AI does not hold all the answers to the world’s questions and is limited by the data with which it was trained.

    Finally, it is important to let AI know you. AI tools have a feedback loop that you can use to improve their performance, and this mechanism will help train these tools to better address climate and development challenges.

    If AI’s full potential is unleashed, it can handle all current cognitive tasks that humans are doing, freeing up humans to focus on big thinking and creating. 

    While it is improbable for sentient AI to emerge anytime soon, AI, along with robotics, will likely bear the brunt of the work of humans, including knowledge generation. By the 22nd century, AI will be solving the issues that humans previously handled, freeing humans to tackle new, yet-unsolved mysteries, leading to the rise of a new age of discoveries. 

    This will require rethinking and reskilling. The payoff, however, will be worth it if it means finding solutions to poverty, climate change, and other challenges faced by humanity and the world. 

    As AI grows, humans must continue to grow as well. In the next century, we are looking at a new age of discoveries arising from freeing up human intelligence to resolve new problems rather than resolving issues that could be resolved by AI and robotics.   

    To achieve climate and development goals, we need to be doing three things: 

    Integrate AI and robotics. Institutions and industries need to evolve to integrate technology—not just in business-related tasks but also in daily operations. Industries such as construction, shipping, and manufacturing will increasingly rely on AI and robotics to perform tasks. Embracing technology is critical, especially since its use will likely scale up in the coming years.

    Give up industrial era ways of working. AI and robotics will render obsolete the conventional assembly line setup that focuses on efficiency in physical production. People must shift towards human-centered work. Institutions and industries should redesign their operations and empower people to use their creativity and critical thinking skills to perform AI-augmented work. 

    Accelerate learning and adoption. The fundamental shift from the Industrial Era practices puts more emphasis on the knowledge economy. This, along with the rapid development brought about by AI and the rapid boom of industries, requires an accelerated pace of learning. Humans should therefore dedicate over half of their workday to learning to keep up with and adopt new technologies and methods. Human resource departments must play a key role to facilitate this shift from Industrial

    Era practices to more agile mindsets and practices in the age of AI.

    The future of intelligence will be shaped by the dynamic interplay between human cognition and artificial intelligence. By fostering a symbiotic relationship with AI, humanity can unlock new frontiers of knowledge, innovation, and problem-solving in the decades ahead.

    At one of two panel discussions held today by the Commission for Social Development, speakers stressed that the Second World Summit for Social Development must advance humanity’s fight against structural inequalities by promoting quality employment for young people, closing digital divides, addressing the challenges of ageing populations and tackling the climate crisis.

    The Commission — established in 1946 by the Economic and Social Council as one of its functional commissions — advises the United Nations on social development issues, and its sixty-third session will run through 14 February.

    The first panel discussion, titled “Preparations for the World Social Summit under the title of the Second World Summit for Social Development”, focused on the specific needs of various regions ahead of the meeting to take place in November in Doha.  Panellists provided updates collected via various regional consultations and underscored the global summit’s unique opportunity to reset global priorities and build a more sustainable future for all.

    Navid Hanif, Assistant Secretary-General for Economic Development, Department of Economic and Social Affairs, moderated the panel.  “The state of play looks good, but then I ask myself if I were to describe it in two words I would say, not good,” he emphasized.  Around 300 million people will still be living in poverty by 2030 if the world continues the same trajectory.

    “Unless we act with foresight, the gaps we seek to close will only deepen,” said Rola Dashti, Executive Secretary, United Nations Economic and Social Commission for Western Asia (ESCWA).  For the Arab region, social development cannot succeed unless conflict and displacement are addressed.  “Social policies must be designed for resilience,” she went on to stress.  The Arab region also faces a growing divide between the skills needed for emerging industries and those currently being developed through the education system.  The Summit in Doha must ensure employment policies are fit for the future.  The political declaration to come out of that meeting must promote policies that enable all generations to contribute meaningfully to economic and social progress.  The digital divide in the Arab region remains significant, she also underscored, noting the gap between men and women, and urban and rural communities.

    Laura Thompson, Assistant Director-General for External and Corporate Relations, International Labour Organization (ILO), said that the opportunity to renew the global social contract should be an invitation to all Member States to uphold social justice principles.  “Technological innovations create both challenges and opportunities, and monitoring their impact and optimizing their potential for decent work creation is critical,” she added.  One in five young persons in the world is neither in employment, education or training.  The rate is almost 26 per cent for young women.  “This is a personal drama for the young person concerned, but also a waste of assets for national development plans,” she added.

    Magdalena Sepúlveda Carmona, Director, United Nations Research Institute for Social Development (UNRISD), said that environmental degradation, including climate change and biodiversity loss, is widely recognized as a cross-cutting issue affecting livelihoods, health and equity.  More specifically in Africa, formality, lack of social protection and labour rights, youth unemployment, gender inequality and climate change are all considered to be major challenges.  Meanwhile, Asia faces significant structural challenges, including a digital device, ageing population and climate related risk.  For Latin America and the Caribbean region, structural inequalities, backlash against progressive policies, weakened democratic governance and climate change risk are challenges most identified.  The political declaration must mobilize resources towards achieving universal rights to ensure access to adequate income and social assistance.

    Srinivas Tata, Director of the Social Development Division of Economic and Social Commission for Asia and the Pacific (ESCAP), said that the region is undergoing an unprecedented demographic transition.  The number of older persons — 65 years or above — is expected to nearly double from 500 million in 2024 to almost 1 billion in 2050.  “Yet, there are many countries in the region which are still having a youth bulge, and so we also need to pay specific attention to the needs of the youth,” he added.  It is estimated that 42 million people in the region were pushed into extreme poverty in 2020 compared with pre-pandemic levels.  “We really suffered during the COVID-19 pandemic,” he added, expressing alarm that in many countries in the Asia region fewer than 50 per cent of the population are covered by any form of social protection.

    Rodrigo Martinez, Senior Social Affairs Officer, Economic Commission for Latin America and the Caribbean (ECLAC), said that all people must achieve a life free of poverty and have access to economic growth and freedom and dignity.  Every person must be able to fully exercise their economic, social and cultural rights.  “Poverty and hunger are two persistent but surmountable scourges,” he added.  “Inequality, in its multiple dimensions, represents a trap for development,” he also emphasised.  People must be able to access the labour market, decent working conditions, education and healthcare.  On urbanization, he urged Governments to also expand access to energy, water and sanitation.

    In the afternoon, the Commission held a multi-stakeholder forum on achieving the Sustainable Development Goals (SDGs) through the “social and solidarity economy”, which encompasses a wide range of organizations, including cooperatives, mutual societies, associations, foundations and social enterprises, that prioritize people and communities over profit.

    Moderating the discussion was Konstantinos Papadakis, Principal Social Affairs Officer at the United Nations Department of Economic and Social Affairs, who recalled the General Assembly resolutions on cooperatives and the social and solidarity economy in 2022 and 2023, respectively.  He also noted that 2025 marks the International Year of Cooperatives, observed under the theme “Cooperatives Build a Better World”.  He then introduced three panellists, who shared their experiences and actions taking place in their countries.

    Carlos Jorge Paris Ferraro, Vice-Minister for Social Policies at the Ministry of Social Development of Paraguay, said that while the social economy was not a public policy in his country until 2024, such an idea has historically existed in indigenous communities whose economies are marked by reciprocity.  They were able to create a self-sufficient solidarity economy during the colonial period.  Currently, peasant organizations and family agriculture include this culture of solidarity and reciprocity.  In Paraguay, the social and solidarity economy accounts for 12 per cent of the gross domestic product (GDP), with cooperatives producing 72 per cent of dairy products and 24 per cent of meat for export.  About 500,000 small- and medium-size enterprises are members of cooperatives.  In a country with only 6 million people, “the cooperative sector is gigantic and is growing”, he said.  He then detailed several national initiatives, such as cash transfers to preserve forests or to plant trees that benefited 268 families.  To promote this growth model, the Government created the Department for the Social and Solidarity Economy within the Ministry of Social Development.

    Ankhbayar Nyamdorj, Permanent Representative of Mongolia to the United Nations, said that his country in April 2024 launched the “New Cooperative” programme under its “New Recovery Policy” to enhance agriculture, particularly risk-resistant livestock husbandry through cooperatives.  The programme aims to stabilize herders’ income, improve social security and boost the livestock sector’s climate resilience.  By the end of 2024, it had reached 16,009, or 6.4 per cent, of Mongolia’s 247,900 herder families.  Government efforts include establishing a National Committee led by the Deputy Prime Minister, granting $200 million in investment loans, and subsidizing $9.27 million in interest.  Loans support breeding animal purchases, facility expansion and dairy/meat production.  Training programmes engaged 1,500 cooperative members, while forums promoted development strategies.  Public outreach reached 1 million citizens.  Future plans include model cooperatives, national insurance integration and food safety standards.  Challenges include strengthening the “social and solidarity economy” capacities, enhancing research and fostering public-private partnerships.  Mongolia also shared experiences internationally, such as at the Global Cooperative Conference in India, he added.

    Maxime Baduel, Ministerial Delegate for the Social and Solidarity Economy at the Ministry of the Economy, Finance and Industrial and Digital Sovereignty of France, said that the social and solidarity economy is imbued with equality, justice and cooperation. In his country, it represents 10 per cent of GDP.  “The strength of this French ecosystem also lies in its legislative framework,” he said, noting how laws are designed to encourage organizations like cooperatives. Developing the social and solidarity economy is “a strong lever” to meet the SDGs, and it should be encouraged by the Commission.  In conclusion, he stressed the importance of establishing a legislative regulatory framework to “give a structure to this ecosystem”, as well as the need to ensure that they are resourced financially and capacity-building instruments are in place. It is also vital to promote these structures with financial institutions and create public policies in line with the social and solidarity economy, he emphasized.

  • MIL-OSI Submissions: Africa – Mozambique Commits to ‘Drill Baby Drill’ During AEC Stakeholder Roundtable

    The African Energy Chamber united Mozambican oil and gas stakeholders and global partners to discuss opportunities and progress being made to advance the growth of the oil and gas industry

    MAPUTO, Mozambique, February 13, 2025/ — Our module being a developing nation as we are is to ‘Drill Baby Drill’ and maximize the exploration and production of oil and gas to catalyze industrialization and economic growth.

    This was the key message delivered by Florival Mucave, Chairman of the Mozambique Energy Chamber, during the Invest in African Energies: Mozambique Roundtable held in partnership with the African Energy Chamber (AEC) in Maputo on Thursday.

    In his opening remarks, Mucave emphasized that increased investment in oil and gas projects is Mozambique’s best opportunity to eradicate poverty and boost economic development.

    “We are confident that oil and gas will deliver significant benefits to our people. While we recognize the challenges posed by climate change and remain committed to addressing them, we cannot afford to sit on these vast resources and continue to struggle economically,” he stated.

    NJ Ayuk, Executive Chairman of the AEC, echoed this sentiment, stressing the need for stronger collaboration between the private and public sectors to foster youth and women’s inclusion while creating an investor-friendly environment.

    “Mozambique’s energy story is still being written, and it must be written here in Mozambique. We must get it right by prioritizing local content, avoiding resource nationalization and strengthening partnerships with both global and local companies – they are not our adversaries,” Ayuk remarked.

    He further urged Mozambique to push back against the demonization of fossil fuels, stating, “When they tell you oil is bad, yet they continue to benefit from it, we must produce every drop to empower ourselves. Do not apologize for developing this God-given resource. The Chamber will continue to stand by you.”

    During the event, Mozambique’s Petroleum regulator Administrator Milton Macuacua Zibane said the country is implementing efforts fast-track implementation of over $15 billion worth of planned projects to create local jobs and drive economic expansion.

    Activists and speakers – including King Okabi of the Ogale community – today called for an end to Shell’s pollution of the Niger Delta and compensation for the damage they have done on day one of the Ogale and Bille communities vs Shell trial.

    Amnesty International UK, the Movement for the Survival of the Ogoni People (MOSOP), AFRICA: Seen & Heard and Justice 4 Nigeria marked the start of the trial with the stunt ‘Ecocide Babe’ by British-Nigerian artist-activist The Crude Madonna outside the Royal Courts of Justice.

    For 60 years Shell’s oil spills and leaks due to poorly maintained pipelines, wells and inadequate clean-up attempts that have ravaged the health and livelihoods of many of the 30 million people living in the Niger Delta – most of whom live in poverty.

    More than 13,500 Ogale and Bille residents in the Niger Delta have filed claims against Shell over the past decade demanding the company clean up oil spills that they say have wrecked their livelihoods and caused widespread devastation to the local environment. They can’t fish anymore because their water sources, including their wells for drinking water, are poisoned and the land is contaminated which has killed plant life, meaning communities can no longer farm.   

    Ahead of the start of the trial, a stunt supported by the organisations (listed above) by The Crude Madonna – representing Niger Delta womanhood and resistance – wore traditional Nigerian dress and gold-painted Shell-shaped medallions saying ‘hell’ and ‘oil’ coated with ‘crude oil’ and holding the Ecocide Babe Alera (which means ‘it is enough’ in the local Khana language) with crude oil congealed around the baby’s mouth.

    Created by artists The Crude Madonna and THE DnA FACTORY MRSS, the Ecocide Babe symbolises the devastating effect of Shell’s oil pollution on fertility, pregnancy and infant health in the region as well as its overall impact on communities and the environment.

    Peter Frankental, Amnesty International UK’s Business and Human Rights Director, said:

    This vividly powerful performance highlights the devastation that people across the Niger Delta have suffered for so long. Shell must take responsibility for the poisoning they have caused both directly and indirectly and commit to cleaning up their toxic mess before they leave the region.

    “Shell must not be allowed to leave without making sure the Niger Delta’s land and water are 100 percent clean of their petrochemical poison. It is vital that the affected communities are properly compensated and that they are fully involved in the legal process and their demands are reflected in the final ruling.”

    A protest also took place in Ogoniland in the Niger Delta as the trial began.

    Shell plc is domiciled in London and should be legally responsible for the environmental failures of its subsidiary company, the Shell Petroleum Development Company of Nigeria.

  • MIL-OSI United Nations: Experts of the Committee on Economic, Social and Cultural Rights Welcome Peru’s National Action Plan on Business and Human Rights, Ask about the High Percentage of the Workforce in the Informal Sector and Sexual Violence against Children in the Condorcanq

    The Committee on Economic, Social and Cultural Rights today concluded its review of the fifth periodic report of Peru, with Committee Experts welcoming the State’s adoption of a national action plan on business and human rights, while asking about the high percentage of the workforce in the informal sector and sexual violence against children in the Condorcanqui region.

    Michael Windfuhr, Committee Expert and Leader of the Taskforce for Peru, welcomed the State’s adoption of a national action plan on business and human rights, and the training it had provided for officials on business and human rights. 

    Karla Vanessa Lemus De Vásquez, Committee Vice-Chair and Member of the Taskforce for Peru, said the Committee was concerned that more than 70 per cent of the workforce, including 85 per cent of migrant workers, worked in the informal sector. The taxation system discouraged companies and workers from transitioning into the formal sector.  Would the State party amend tax provisions and promote the transition into the formal sector? 

    Santiago Manuel Fiorio Vaesken, Committee Expert and Member of the Taskforce for Peru, said it was concerning to receive reports of cases of systemic sexual abuse of children and adolescents by teachers, particularly in the Condorcanqui region, including more than 600 reported cases of sexual abuse.  What was being done to eliminate the systemic sexual abuse in this region and punish the perpetrators?  What was the State doing to guarantee access to justice for victims? What mechanisms were being developed to prevent such crimes and their recurrence?  What was the State doing to ensure oversight in schools? 

    Concerning the informal sector, the delegation said Peru had conducted awareness raising campaigns and provided training to public officials on migrants’ labour rights.  In addition, it had conducted activities to promote trade union rights, with a particular emphasis on the agricultural sector. There had been improvements in levels of formal employment between 2021 and 2023, thanks to a new law promoting the transition to the formal sector. 

    The delegation said the State wanted to ensure the cases in Condorcanqui were being appropriately investigated and punished.  The intersectoral plan of action for Condorcanqui was a guide to monitor progress to prevent and deal with sexual violence against children in the province. Teachers had been trained on sexual and reproductive health rights and health professionals had been recruited. A multisectoral roundtable had been held to tackle sexual violence against children in the Condorcanqui province. Teachers who had restraining orders could not teach in 2025.  Intercultural mediators had also been recruited to deal with the issue.  There was an investigation relating to the proceedings and cases submitted.

    In concluding remarks, Mr. Windfuhr thanked the delegation for the effort made during the dialogue.  The Committee would appreciate if the outcome of the constructive dialogue would be published in Peru and made available to all stakeholders.

    In his concluding remarks Mr. Domínguez Vera thanked the Committee for the constructive dialogue.  Peru had full respect for economic, social and cultural rights, particularly for those in vulnerable situations, and would aim to strengthen national efforts to achieve these rights under the Covenant. 

    The delegation of Peru was comprised of representatives from the Ministry of Justice and Human Rights, and the Permanent Mission of Peru to the United Nations Office at Geneva.

    Presentation of Report

    LUIS FERNANDO DOMÍNGUEZ VERA, Director-General for Human Rights, Ministry of Justice and Human Rights of Peru and head of the delegation, said Peru was a democratic, social, independent and sovereign State committed to upholding human rights and democratic principles.  Approximately 99.8 per cent of inhabitants were currently covered by health insurance.  Non-resident foreigners diagnosed with HIV or tuberculosis were authorised to enrol for insurance. 

    To advance the fight against poverty, the National Policy for Development and Social Inclusion 2030 was approved in 2022.  At the end of 2024, the “pension 65” programme granted protection to over 830,000 older adults in extreme poverty.  The Cooperation Fund for Social Development had intervened in 573 population centres, financing development projects, and there were also other programmes providing monetary incentives to vulnerable households.  One programme benefited 1.5 million people in poverty in rural areas from 2019 to 2024, promoting access to health services, justice and development, financial inclusion, and education.

    To ensure the prevention of forced labour, a new protocol against forced labour was approved in 2023, which committed public institutions to a comprehensive and multisectoral approach to cases of forced labour with a victim-centred approach.  Since 2003, the National Steering Committee for the Prevention and Eradication of Child Labour had been working with public and private non-profit institutions on activities to prevent child labour.  The national policy for the prevention and eradication of child labour was also being formulated.  The child labour rate had been reduced by 5.8 percentage points from 2012 to 2023.

    To prevent gender-based violence, the Ministry of Health had carried out training workshops and counselling sessions to promote healthy cohabitation for couples, and as of 2024, had trained 155,600 health professionals on the subject.  As part of State nutritional programmes for pregnant women and children, half a million children aged up to 12 months and over 94,000 pregnant women were supported and around seven million home visits were made from February to November 2024.

    To reduce gaps in educational performance, a sectoral policy to strengthen intercultural and bilingual education was being drawn up. To address school dropouts, since 2012, bicycle kits had been distributed to the poorest educational institutions in rural areas, and an intervention was created in 2018 to support river transport in the Amazon area.  Both interventions benefitted more than 90,000 students.

    With regard to drinking water and sanitation services, the Government had implemented various strategies to reduce issues related to access, quality and sustainability of drinking water and sanitation services in the country.  The Ministry of Housing, Construction and Sanitation was developing two important drinking water, sewerage and wastewater treatment projects that would support access to these services for more than 83,000 people in Lima and Callo.  In July 2024, the State approved a roadmap towards a circular economy in drinking water and sanitation, which would promote the efficient use of drinking water and the reuse of wastewater.

    Peru remained firmly committed to becoming more sustainable. In 2024, environmentally friendly investment projects were launched in sectors such as mining, transportation, electricity, hydrocarbons, agriculture, sanitation and health. 

    The draft national policy on indigenous peoples included regulations on prior consultation processes.  Designed in a participatory manner with national indigenous organizations, the policy promoted public services that would reduce inequality and generate social and economic development for the indigenous population. Further, the “alert service against racism” guided citizens on actions to be taken in the face of discrimination and the recently approved “Peru without racism 2030” strategy aimed to improve procedures to guarantee citizens timely attention to cases of ethnic or racial discrimination.

    The State reaffirmed its commitment to building a more just, inclusive, and equitable society.  It had approved the National Multisectoral Human Rights Policy 2040, which aimed to achieve substantial progress in social inclusion and respect for human rights. The State would continue to work for the full exercise of economic, social and cultural rights for all people, with the national multisectoral human rights policy 2040 as a guide.  The State’s multisectoral efforts to eradicate inequality and discrimination and the dialogue with the Committee would allow Peru to continue to implement the Covenant efficiently.

    Questions by a Committee Expert

    MICHAEL WINDFUHR, Committee Expert and Leader of the Taskforce for Peru, said Peru’s Constitution covered economic, social and cultural rights in a comprehensive manner.  How often was the Covenant used in court rulings?  Were judges trained in Covenant rights?  How did economic, social and cultural rights inform policy making? How was the national human rights institution dealing with economic, social and cultural rights and related complaints?  Were rules regarding the election of the Ombudsman in line with the Paris Principles? Did the State party plan to ratify the individual complaints procedure for the Covenant and to revisit ratification of the Escazú Agreement?

    The Committee was concerned by repeated declarations of states of emergency by Peru, including in connection with social protests.  Also of concern was the frequent deployment of the armed forces during states of emergency and for domestic law and order tasks.  There were multiple reports of violent suppression of protesters and other human rights violations occurring at protests in 2020 and 2023.  What was the State party doing to prevent violence against and intimidation of protestors?  The State had been criticised for describing protests as “terrorist activities”, a severe step given Peru’s strict anti-terrorism legislation.  How did the State party plan to change discourse around protests?  What was the intention of the new law on the control of the finances of civil society organizations?

    Human rights defenders in Peru reportedly faced threats to their life and family, as well as intimidation and sanctions, particularly for activists protesting mining, oil, and agricultural projects.  There had been an increase in murders of indigenous community leaders defending their territories.  The Committee welcomed the State’s decision to finance an office to investigate abuse of human rights defenders.  How many attacks against human rights defenders, including environmental human rights defenders, had the State party recorded?  How would the State party prevent attacks against human rights defenders and delays in justice for victims?

    How did the State party ensure free, prior and informed consent from indigenous communities for development projects and protection for indigenous territories? Mr. Windfuhr welcomed the State’s adoption of a national action plan on business and human rights and the training it had provided for officials on business and human rights.  What were the sectors with the highest risks of human rights violations?  How did the State party monitor human rights impacts in the extractive and agricultural sectors?  What measures were in place to support small-scale indigenous farmers and indigenous peoples?

    The Committee welcomed the State party’s national climate change adaptation plan and disaster preparedness activities.  What progress had been made in meeting greenhouse gas emissions targets? Why had 38 new licences for the exploitation of hydrocarbons been granted?  How did the State party control the impact of deforestation activities and hydrocarbon spillages?  How did it assess its climate change adaptation projects?  Several legislative decrees from 2013 to 2015 had weakened environmental regulation and oversight, preventing the imposition of fines on polluting companies.  Were there plans to revise these?

    Public spending in health, education and sport had increased up to 2018.  How had spending progressed since then? Twenty-seven per cent of the population lived in poverty and five per cent in extreme poverty in 2022, compared to 20 and three per cent respectively in 2019.  The tax system reportedly did little to alleviate poverty.  How would the State party reform tax policies to reduce inequality and address poverty?  Around one per cent of the population held one-third of the State’s income.  How would the State party promote income equality and prevent corruption?

    The Committee welcomed efforts to promote respect for the rights of women, children, and lesbian, gay, bisexual, transgender and intersex persons through national action plans. Several plans had terminated in 2021; had they been renewed?  Was the State party planning new policies to sanction non-State actors that violated the rights of vulnerable groups?

    Responses by the Delegation

    The delegation said Peru was a democratic State that respected human rights, and rejected allegations to the contrary.  It did not persecute persons who expressed their opinions freely.  The Inter-American Court of Human Rights had in 2024 noted the efforts that Peru had exerted to implement its recommendations related to the protection of the rights of protesters.  In December 2022, a multi-sectoral commission was set up to address the needs of wounded persons and the family members of persons who had died in protests.  An investigation had been carried out into incidents occurring during the 2022 and 2023 protests, and a directive had been developed to ensure appropriate human rights-based responses from the police to protests.  A human rights office had also been established in the police force.

    The procedure for electing the Ombudsman had not changed; it was determined by the Constitution.  The Constitution stipulated that all international instruments ratified by Peru could be applied directly by the justice system.  Peru was considering ratification of the Escazú Agreement.

    Peru had established an intersectoral mechanism for the protection of human rights defenders and a platform through which human rights defenders could make complaints.  Eight regional roundtables had been established on the protection of human rights defenders in areas in which they were active.

    As part of actions under the national action plan on business and human rights, the State had trained 197 public and private sector workers on business and human rights and had developed a training programme for trade unions.  Awareness raising campaigns on due diligence had also been developed.

    The COVID-19 pandemic had increased poverty rates in Peru.  The State party was collecting data to inform targeted policies to support vulnerable households.  A multi-sectoral committee and strategy aiming to reduce urban poverty had been established.  The Government was working to increase access to State services for low-income households. There were State benefits for early childhood, students, and households living in poverty.  The State had also implemented a programme promoting access to school feeding programmes.

    The “CONACOT” National Council on Discrimination was working to promote human rights and peaceful coexistence and assessing individual complaints related to discrimination.  Awareness raising campaigns had been carried out to eliminate discrimination against lesbian, gay, bisexual, transgender and intersex persons.  The Council had developed a platform for reporting discrimination and monitoring follow-up to cases.

    Follow-Up Questions by Committee Experts

    Committee Experts asked follow-up questions on plans to address threats against human rights defenders from private actors; plans to develop a general anti-discrimination law; whether the State party had a system for monitoring recommendations from the treaty bodies; the contributions that civil society had made to the State party’s report; the standards in place to guarantee the right to free, prior and informed consent for indigenous peoples; steps taken by the Government to combat illegal mining, which had allegedly destroyed 30,000 hectares of forest and leaked large volumes of mercury into the Amazon River; measures to regularise the mining sector and ensure that legislative reforms did not promote impunity for illegal miners; progress made in implementing the national policy for persons with disabilities; reasons why the budget for supporting persons with disabilities had been reduced; barriers to promoting the rights of lesbian, gay, bisexual, transgender and intersex persons; and plans to close down the Ministry for Women.

    Responses by the Delegation

    The delegation said Peru had a law against acts of discrimination, which imposed punishments for perpetrators of such acts. All public policies and programmes promoted inclusion and the redistribution of wealth.  The Ministry for Justice and Human Rights included a body that followed up on recommendations from human rights protection bodies, and a national digital platform had been set up to manage and monitor responses to these recommendations.  There were national standards for free, prior and informed consent and judicial remedies were available in cases of violations of citizens’ rights.

    Job centres matched job seekers’ skills to employers’ needs.  Economic incentives and a range of other policies were in place to promote access to employment, including self-employment, for young persons living in poverty.

    The Government had yet to decide whether to merge the Ministry of Women with other ministries.  Whether or not the merger took place, the State would continue to implement this ministry’s mandate.

    Questions by a Committee Expert

    KARLA VANESSA LEMUS DE VÁSQUEZ, Committee Vice-Chair and Member of the Taskforce for Peru, asked whether the State party had updated the national action plan on forced labour and related strategies.  What measures were in place to strengthen the capacity of the National Commission on Forced Labour?  Current measures were reportedly not sufficient for promoting the inclusion of persons with disabilities into formal employment.  There were no sanctions for companies that did not respect disability quotas.  What measures were in place to provide training on reasonable accommodation and ensure that workplaces were accessible?

    The Committee was concerned that more than 70 per cent of the workforce, including 85 per cent of migrant workers, worked in the informal sector.  The taxation system discouraged companies and workers from transitioning into the formal sector.  Would the State party amend tax provisions and promote the transition into the formal sector?  Temporary contracts could be renewed for up to five years for an unlimited number of times. Were there plans to reform legislation on temporary contracts to limit their use?

    What criteria were used to establish and update the minimum wage?  What measures had the State party taken to ensure appropriate oversight of the informal sector to prevent adolescents from engaging in dangerous work?  How was the Government promoting trade union representation and informing workers about trade union rights?  What sectors were restricted from engaging in strikes?  How did the State party ensure effective protection from reprisals for strikers?

    How did the State party ensure that social services had sufficient resources?  The International Labour Organization had called for a comprehensive protection system for the unemployed.  What progress had been made on its implementation?

    Responses by the Delegation

    The delegation said reports on the implementation of annual disability policies had been published by the State, including in Easy Read format.  There were State programmes in place promoting persons with disabilities’ access to employment.  A forum had been set up that displayed job information tailored to persons with disabilities, and job fairs for persons with disabilities were also held in various regions.  The State party provided training to public officials and private sector employers on promoting the inclusion of persons with disabilities in workplaces and providing reasonable accommodation.

    The State party had conducted awareness raising campaigns and provided training to public officials on migrants’ labour rights.  In addition, it had conducted activities to promote trade union rights, with a particular emphasis on the agricultural sector.  There had been improvements in levels of formal employment between 2021 and 2023, thanks to a new law promoting the transition to the formal sector.  Since 2021, the Directorate for the Settlement of Labour Disputes had conducted 213 interventions to settle disputes between employers and employees. There had been 17 trade unions established in the agricultural sector since 2021.  Around 540,000 workers in Peru were affiliated with a union; affiliation with unions was voluntary.

    The State party was drafting a new policy aimed at the eradication of forced labour and it hoped to conclude these efforts in coming weeks.  Peru had developed three national action plans on combatting forced labour, the most recent of which ended in 2022.  This plan had had a positive impact, with over 70 per cent of its measures having been effectively implemented.  A national day for the eradication of forced labour had been established, and data collection on forced labour had been strengthened. Outreach on preventing forced labour was conducted nationally.

    Questions by Committee Experts

    Committee Experts asked follow-up questions on the number of people benefitting from programmes promoting employment of persons with disabilities; measures to resolve wage disputes involving persons with disabilities; disaggregated data on access to social services in the State party; plans to reform the pension system to make it more sustainable and to guarantee a minimum income for all older persons; measures to protect workers in the mining industry from acts of violence and intimidation; measures to ensure the traceability of illegally mined gold, prevent illegal mining, and provide remedies for harms caused; how the labour inspection system addressed the situation in remote areas; and protections for workers in the illegal mining sector.

    LUDOVIC HENNEBEL, Committee Vice-Chair and Member of the Taskforce for Peru, asked about measures to guarantee access to protection and justice services for women victims of violence.  To what extent had protective legislation been implemented?  Why were acts of femicide and domestic violence still prevalent in the State party despite legislative developments?  What measures were in place to tackle systemic sexual violence in schools, particularly in rural areas?

    How would the State party effectively implement the prohibition of child marriage and make all such unions void?  How would it tackle de-facto unions?  What measures were in place to combat child labour in agricultural and mining sectors?

    Was the State party planning to bolster protections against forced evictions?  There was a clear disparity between social classes in terms of access to housing.  How would the State party address this?  How was it supporting access to water infrastructure in rural areas and preventing the contamination of water sources by extractive industries? Around 31 per cent of the population was exposed to heavy metal pollution in water sources.  What measures were in place to combat overexploitation of natural resources by extractive industries?

    What programmes were in place to combat malnutrition?  How did the State ensure that indigenous communities could benefit from food distribution programmes?  How was the Government tackling child malnutrition and anaemia? What measures were in place to bolster the national healthcare system, particularly in rural areas, and to combat the shortage of pharmaceutical products?  How was the State party supporting access to quality mental health services in rural areas and preventing suicides, tackling HIV infections in indigenous communities, and combatting discrimination against persons suffering from HIV?  How was it supporting access to contraception and abortions and preventing obstetric violence?  What support systems were available for girls who were victims of rape and incest?

    Responses by the Delegation

    The delegation said in 2024, the Congress presented a bill to adapt the scope of Peruvian sign language and ensure public and private entities would provide for it. This was being carried out to enhance the implementation of Peruvian sign language. 

    Persons who were self-employed were included in the informal economy.  The Ministry of Labour undertook different activities to ensure the self-employed could transit to a formal economy.  Guidelines had been adopted to strengthen the production of formal and decent self-employment to guide actions to promote self-employment at all levels of Government. 

    The General Directorate of Employment had been looking at adolescents who worked for others to ensure decent working conditions for them and avoid the worst forms of child labour.  The State had a model to identify and eradicate child labour.  Peru dealt with cases identified in different authority areas. When it came to monitoring and oversight of children engaged in dangerous jobs, the National Labour Inspectorate had a special unit for child and forced labour.  This meant there was detailed supervision by this unit that carried out investigations and checks to determine if any children or adolescents were involved in dangerous jobs. 

    Educational programmes were being implemented in rural areas, including a programme for secondary education with only part-time attendance.  Another part-time educational programme was in place to promote the development of communities through different learning models. National legislation on union rights was in line with what was established with international fora, including the International Labour Organization.  The Labour Inspection Unit had the ability and resources to ensure the existence of the right to strike, pursuant to Peruvian law and international standards.  The Labour Inspectorate Service carried out monitoring and oversight activities to protect the rights of workers.  The unit had made a significant step in putting in place the Trade Union Rights Unit. This team included inspectors who had specific training on cases relating to the right to strike. 

    Around 2,331 persons with disabilities were registered in the job centre of the Ministry of Labour in 2024 and 1,724 persons obtained an employment certificate. In 2024, the National Council for Persons with Disabilities investigated 105 public entities and 103 sanctions were issued due to non-compliance with the employment quotas.  Around 90.7 per cent of the population had reported as having some kind of health insurance, with the figures being higher in rural areas. 

    It was difficult to access some of the most remote areas in the country.  In these cases, a system of documentary checks was used to allow inspections to be carried out without physical visits. There was a database of indigenous communities, including qualitative and geographical information.  This allowed different levels of Government to implement public policies for indigenous peoples and guarantee their rights. 

    Between 2017 and 2018, Peru changed its approach to combat corruption.  Instead of doing this retroactively, it was now part of the comprehensive policy for integrity and combatting corruption.  There were specialised prosecutors to deal with the scourge of corruption, and these cases were conducted independently, including in the cases of public officials.   

    A specialised justice system had been created in 2018 to punish any acts of violence against women by members of their families.  Violence against women and girls had reached its most acute stage, which meant the need to adopt differentiated approaches.  During the pandemic, a legislative decree was passed to guarantee protection measures to victims of gender-based violence.  Several instruments had been passed to support women victims of violence.  The Peruvian State would continue to try and tackle violence against women head on.

    There were 60 services under the public prosecutor’s service, 25 of which were connected to legal aid under the specialised justice system.  Numerous steps had been implemented to address the issue of femicides.  One of the main leaps forward was the implementation of the national system of justice for protection.  Furthermore, the Ministry of Women and Vulnerable Populations had a direct link to victims of femicide and their family members through the support centres which had been created to tackle emergency situations. Steps had been taken to try and establish support campaigns for victims of femicide within these centres.  A mobile application provided information on services for gender-based violence and could be used to privately contact a platform for help and share location to trusted contacts.  Medical and psychological assistance was provided to child victims of femicide on an individual and monthly basis. 

    The Peruvian State was committed to reducing the levels of social tolerance to victims of violence in Peru. The high levels of violence against children in the Amazonas region was a priority for the State, and there were multiple challenges in this regard.  Since August 2024, the State had adopted the plan to address sexual abuse against children and adolescents in the Condorcanqui in the Amazonas area; 607 teachers had reports of sexual violence levied against them.  In 2022, a pact was introduced for indigenous youth, which included specific activities for implementation in the Amazonas area. In 2024, training was carried out for indigenous women to enhance their leadership and organizational skills. 

    The State had adopted a law to prohibit the marriage of children.  Any minor had the ability to request the annulment of a marriage contracted prior to the law entering into force.  There were no registered cases of child marriage. 

    A decree had been approved promulgating a social housing rule.  The law on buildings in rural areas had been amended, and the building of social housing was promoted to make up for the housing shortages.  Progress had been made in recent years, in water and sanitation, including decreasing the gap between rural and urban areas. 

    Questions by Committee Experts

    LUDOVIC HENNEBEL, Committee Vice-Chair and Member of the Taskforce for Peru, asked for more information about activities relating to illegal mining and deforestation.  Corruption could have a significant impact relating to the implementation of all public policies.  What challenges did the State face when combatting corruption?  What measures were being taken to combat corruption? 

    MICHAEL WINDFUHR, Committee Expert and Leader of the Taskforce for Peru, said corruption was a major issue when it came to land transfers.  How was the State able to control corruption in these cases?  How could labour rights be controlled everywhere if officials could not travel there? How did the written submissions work? 

    SANTIAGO MANUEL FIORIO VAESKEN, Committee Expert and Member of the Taskforce for Peru, said more than 300 persons of Peruvian nationality were being detained in the United States, awaiting deportation.  A growing number of Peruvian nationals had been deported already and others were leaving the country.  What measures had the Government put in place to receive these persons and re-include them in society? 

    An Expert asked how the system was monitored to ensure the water supply complied with national standards, considering the difficult geographic conditions mentioned? 

    Responses by the Delegation

    The delegation said there was a legislative framework which had been harmful to economic, cultural and social rights.  Peru was a sovereign State which respected international human rights law. Standards and rules were approved via a legislative process befitting of a democratic State.  If there were any rules which ran counter to any treaty or agreement, they could be called into question.  There was a national oversight mechanism. 

    The Government was fighting corruption head on.  There had been a change of approach in the State to a preventive approach, and there was now a special unit on corruption which guided national policy in this area.  The geography of Peru meant that the State was dealing with certain idiosyncrasies.

    Illegal mining was a crime defined in Peru’s Legal Code.  Small-scale mining was being formalised and there was an associated extraordinary process and specific decrees which defined this activity as one taken in a non-prohibited area.  Peru currently had a health directive and multisectoral plan to deal with people who had been exposed to heavy metals and other toxins.  Steps had been taken to identify the early steps of lead poisoning within the community.  Peru guaranteed the exercise of consultation and there was a technical body specialised in this area; 98 prior consultation processes applying these provisions had been held. 

    There had been a significant increase in cases of mental health since 2018.  Steps had been taken to ensure harmonious cohabitation and avoid inter-family violence.  In Peru, domestic violence was a major problem, and as such psychological support was being provided to victims of violence.  Steps were also being taken to create safe environments to prevent risk, and roll out campaigns for girls and women in the field of mental health.  The State rolled out a multisectoral plan to prevent teenage pregnancy, which had yielded significant results.  A technical guide had been developed for therapeutic abortion before 22 weeks. 

    There was a group that contacted nationals who had been deported under the migration policy of the United States to ensure they were provided with basic services. 

    Questions by a Committee Expert

    SANTIAGO MANUEL FIORIO VAESKEN, Committee Expert and Member of the Taskforce for Peru, asked for details on public spending in 2024 and plans for 2025 earmarked for education?  There had been reports of a drop in the quality of education in Peru.  What measures had the State taken to reverse the deterioration in levels of reading among primary school students?  Recently, the Ministry of Education through its website revealed more than 19,000 cases of violence reported in schools.  What specific measures was the State planning to take in this regard?  Were there protocols or procedures in place to respond to these cases? 

    It was concerning to receive reports of cases of systemic sexual abuse of children and adolescents by teachers, particularly in the Condorcanqui region, including more than 600 reported cases of sexual abuse.  What was being done to eliminate the systemic sexual abuse in this region and to punish the perpetrators?  What was the State doing to guarantee access to justice for victims?  What mechanisms were being developed to prevent such crimes and their recurrence?  What was the State doing to ensure oversight in schools? 

    The Committee was aware of the prohibition of using pupils in the education system to promote any political beliefs and aims.  How was it guaranteed that teachers did not politically manipulate pupils? Were teacher salaries in Peru competitive?  How did they compare to the minimum or average wage in Peru?  There had been public criticism about the school meal programme, Qalia Warma, including that children did not receive enough nutrients. There had been cases of using horse meat instead of meat, offal, and food which was mouldy or contained vermin faeces.  Would there be changes made to this service?  How was the distribution of these foods monitored?  Had the State identified the companies which provided the substandard foods?  Did they still hold contracts with them?  What steps had been taken to ensure accountability of the State authorities responsible?  What would be done to ensure that this did not happen in the future?   

    Responses by the Delegation

    The delegation said the State of Peru rejected all forms of violence, particularly against children.  The State wanted to ensure the cases in Condorcanqui were being appropriately investigated and punished.  The intersectoral plan of action for Condorcanqui was a guide to monitor progress, to prevent and deal with sexual violence against children in the province. Teachers had been trained on sexual and reproductive health rights and health professionals had been recruited. Sampling of HIV and syphilis had been carried out in more than 30 indigenous communities.  There were 18 local authority protection networks in place. 

    The feeding programme provided food to 18 residential facilities and more than 30,000 students benefitted in the Condorcanqui province.  The State provided technical assistance to operators working in rural areas.  Care had been provided to 100 communities that benefitted from a mobile justice system. A multisectoral roundtable had been held to tackle sexual violence against children in the Condorcanqui province. Teachers who had restraining orders could not teach in 2025.  Intercultural mediators had also been recruited to deal with the issue.  There was an investigation relating to the proceedings and cases submitted. 

    In 2025, there was a planned budget for education for over 49 billion Solis.  In 2022, steps had been taken to close the digital gap in rural and urban areas in primary and secondary schools.  Mobile educational material and digital content gave teachers and students the opportunity to learn in different contexts. 

    Punishment had been issued for workers who had allegedly been involved in corruption in the Qali Warma school food programme.  Reports had been lodged with the prosecution service to ensure legal steps were taken against workers and providers.  Those who had breached agreements were to be held to account. There was a focus to prevent corruption and there were channels to report this. 

    Questions by a Committee Expert

    SANTIAGO MANUEL FIORIO VAESKEN, Committee Expert and Member of the Taskforce for Peru, asked if justice settings provided translation in the original languages of Peru?  To what extent could parents have influence in the drafting of the school curriculum? What measures was the State offering to provide comprehensive sexual reproductive education? 

    Responses by the Delegation

    The delegation said there were hubs where culturally sensitive advice was provided free of charge.  There were more than 600 cultural hubs throughout the country.  Programmes had been launched at schools to prevent teenage pregnancies. 

    Closing Remarks

    MICHAEL WINDFUHR, Committee Expert and Leader of the Taskforce for Peru, thanked the delegation for the effort made during the dialogue.  The Committee’s concluding observations aimed to provide constructive feedback.  The Committee would appreciate if the outcome of the constructive dialogue would be published in Peru and made available to all stakeholders.  It was important for the State to reduce fear and complications around civil society to improve the outcome on economic, social and cultural rights. 

    LUIS FERNANDO DOMÍNGUEZ VERA, Director-General for Human Rights, Ministry of Justice and Human Rights of Peru and head of the delegation, thanked the Committee for the constructive dialogue.  Peru was a democratic State that respected the rule of law and allowed anyone to express their beliefs.  Peru had full respect for economic, social and cultural rights, particularly for those in vulnerable situations, and would aim to strengthen national efforts to achieve these rights under the Covenant.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Praise Sri Lanka’s Action Plan on Women, Peace and Security, Ask about Legislation on Child Marriage and Domestic Violence

    The Committee on the Elimination of Discrimination against Women today concluded its consideration of the ninth periodic report of Sri Lanka, with Committee Experts praising the State’s national action plan on women, peace and security, and raising questions about the Muslim Marriage and Divorce Act, which permitted child marriage, and domestic violence.

    One Committee Expert said the national action plan on women, peace and security was a positive step in addressing the needs of women in conflict.  Were there plans to conduct a mid-term assessment of the plan?

    Yamila González Ferrer, Committee Expert and Country Rapporteur for Sri Lanka, said that the Muslim Marriage and Divorce Act was amended in 2022, but there were still concerns about elements of the law.  Were there plans to further amend the law, including to ban child marriage?

    Another Committee Expert said at least one in five women in Sri Lanka had experienced violence from an intimate partner, and many did not report it.  What was the timeline for adopting proposed amendments to the Prevention of Domestic Violence Act?  What protections were provided to women victims of violence?

    Introducing the report, Saroja Savitri Paulraj, Minister of Women and Child Affairs of Sri Lanka and head of the delegation, said the Sri Lankan Government was committed to upholding the rights of women and girls and advancing gender equality.  This review held particular significance, as it was the country’s first engagement with an international human rights treaty body since the presidential and parliamentary elections of 2024.

    Ms. Paulraj said Sri Lanka’s first national action plan for women, peace and security for 2023 to 2027 had been launched.  The Government was committed to realising the full promise of the women, peace and security agenda.  The delegation added that the action plan addressed displacement, and women’s protection, security and participation in peacebuilding.  The State party was planning to conduct a review of the implementation of the action plan.

    On the Muslim Marriage and Divorce Act, the delegation said the Government had conducted consultations regarding its amendment.  It was trying to strike a balance between women’s and children’s rights and cultural rights.  Ms. Paulraj added that the Women’s Parliamentary Caucus had suggested setting a minimum age for marriage and establishing a multi sectoral committee to address this issue.

    On domestic violence, the delegation said the Prevention of Domestic Violence Act had been amended; the amended Act would come into force this year.  The Assistance to Victims Act underlined the rights of victims to be treated with respect and privacy, and to request legal, medical and psychosocial assistance.  A toll-free hotline operated by female officers was available for reporting domestic violence.

    In closing remarks, Ms. Paulraj said the Sri Lankan Government had undertaken significant efforts to strengthen women’s empowerment.  It was fully committed to addressing the issues that women faced in the State and would continue to engage with the Committee constructively.

    In her concluding remarks, Nahla Haidar, Committee Chair, said that the State party had shared candidly and transparently the progress made and difficulties it was facing.  She commended the State party for its efforts and encouraged it to implement the Committee’s recommendations for the benefit of all Sri Lankan women and girls.

    The delegation of Sri Lanka consisted of representatives from the Ministry of Women and Child Affairs; Attorney General’s Department; Sri Lanka Police; Ministry of Foreign Affairs, Foreign Employment and Tourism; and the Permanent Mission of Sri Lanka to the United Nations Office at Geneva.

    The Committee has before it the ninth periodic report of Sri Lanka (CEDAW/C/LKA/9).

    Presentation of Report

    SAROJA SAVITRI PAULRAJ, Minister of Women and Child Affairs of Sri Lanka and head of the delegation, said the Sri Lankan Government was committed to upholding the rights of women and girls and advancing gender equality.  This review held particular significance, as it was the country’s first engagement with an international human rights treaty body since the presidential and parliamentary elections of 2024 and the formation of the new Government in Sri Lanka.  Sri Lanka was proud to have a member from Sri Lanka in the Committee, Rangita de Silva de Alwis.  Her contribution to this Committee’s work was highly appreciated.

    Ms. Paulraj said she was the first Tamil Member of Parliament elected from the Southern Province, which had a predominantly Sinhala community.  Women’s representation in Sri Lanka’s Parliament had risen from 4.8 to 9.7 per cent with the election of 22 female members in November 2024.  These women included individuals from the working class and marginalised communities, including, for the first time in history, two women from the Malayaga community. 

    Sri Lanka was proud to have its third female Prime Minister, Dr. Harini Amarasuriya.  One of the Government’s key electoral pledges had been to ensure the equal representation of women in Government. Appointing a woman to the post of Deputy Chairman of Committees of Parliament for the first time was another milestone.  The Sri Lankan judiciary also had a high percentage of women at senior levels. Thirty-two per cent of Ambassadors in Sri Lanka were women.  Across all levels of Sri Lanka’s diplomatic service, women were in the majority. During the reporting period, Sri Lanka Police appointed four female Deputy Inspectors General of Police and the first female Director of the Criminal Investigation Department.  Many women had been appointed to the Government’s decision-making councils, commissions and boards.

    The Government had made a policy commitment to reduce the burden of unpaid care work for women. Women played a crucial role in driving the economy in Sri Lanka, with their contributions being essential in generating income across key sectors.  Women made up most of the workforce in industries such as garments, plantations, and as migrant workers.  For the first time, a woman had been appointed as the Chairperson of the Sri Lankan Apparel Exporters Association in the corporate sector.

    The Government had introduced several initiatives to support economic recovery and empower citizens, particularly focusing on women and youth.  One notable proposal was the establishment of a new development bank aimed at providing new entrepreneurs, including rural and disadvantaged women, with loans without the requirement for collateral.  The Sri Lanka Women’s Bureau was the national mechanism implementing projects and programmes for the social and economic development of women from national to grassroots level.

    The Women Empowerment Act of 2024 introduced mechanisms to give effect to the obligations undertaken by Sri Lanka in relation to the Convention, and defined women’s right to equality and non-discrimination.  A key component of this Act was to establish an independent National Commission on Women, and to provide provisions for the appointment of a Woman Ombudsperson on ensuring women’s rights and setting up a National Fund for Women. 

    The Land Development (Amendment) Act of 2022 had brought in provisions to ensure gender equality and non-discrimination in land inheritance.  The Women’s Parliamentary Caucus had suggested setting a minimum age for marriage and establishing a multi sectoral committee to address this issue.

    Addressing sexual and gender-based violence was a key priority for the Government.  It would establish mechanisms to prioritise and expedite the resolution of cases involving sexual offences against women and minors, ensuring that victims received timely redress.  The progress review of the first national action plan to address sexual and gender-based violence for the period 2016-2020 found a 70 per cent level of implementation.  Thereafter, a second plan for the period 2024-2028 was launched in 2024.  This plan focused on prevention programmes in schools, places of work, and community-based initiatives, as well as programmes on engaging men to address gender-based violence. 

    Children and Women Desks had been newly established in police stations, and the Government would also double the allocation for 2025 for the establishment and expansion of shelter homes for women.

    Sri Lanka’s first national action plan for women, peace and security for 2023 to 2027 had been launched.  The action plan was developed through an inclusive process of broad consultations with survivors of conflict and vulnerable women and children.  The Government was committed to realising the full promise of the women, peace and security agenda. 

    Technology-facilitated gender-based violence was another pressing challenge that Sri Lanka was facing.  The Government was working to implement stronger laws and policies to protect individuals from privacy violations, online stalking, and hate speech.  Sri Lanka was a party to the Budapest Convention on Cybercrime, which focused on addressing online and technology-facilitated violence against women.  The Online Safety Act of 2024 aimed to protect the vulnerable sections of the society in line with international standards.

    Sri Lanka was committed to upholding human rights, gender equality, and social justice.  Its foremost priority was to ensure that no one was left behind.  Sri Lankan women had been active participants in the country’s development agenda and the Government was committed to addressing existing challenges and supporting women to carry out this role.

    Questions by Committee Experts

    YAMILA GONZÁLEZ FERRER, Committee Expert and Country Rapporteur for Sri Lanka, said that Sri Lanka’s Constitution established that all persons had the right to live free from discrimination. However, this was not yet a reality. Sri Lanka was in the process of drafting a new Constitution.  Were there plans to incorporate the rights of women and girls into the Constitution? Proposals had been made to reform criminal laws to remove discriminatory provisions affecting women related to marriage. What progress had been made in this regard?

    The national human rights institution had “A” status under the Paris Principles.  What actions had it implemented to protect women’s rights? Were its complaints mechanisms effective?  Were there plans to update the national action plan on human rights?  There were several obstacles limiting the capacity of the judicial system to protect women affected by sexual and gender-based violence and domestic violence.  How was the State party strengthening the judiciary and reducing trial times?

    The death penalty was legal in Sri Lanka.  Although there was a de facto moratorium in place, courts continued to sentence women to death, often not considering mitigating circumstances such as gender-based violence.  Could the State party provide data on women sentenced to death?  Had the Convention been invoked before the courts?

    Responses by the Delegation

    The delegation said that the Constitution guaranteed the right to non-discrimination.  Violations of fundamental rights could be brought before the Supreme Court, which had drawn reference to the Convention in some of its determinations.  In one case, it had held that equality could be seriously impaired when women were subjected to workplace gender-based violence.  The Women’s Commission was mandated to introduce mechanisms to give effect to Convention obligations.

    There were several mechanisms in place facilitating access to justice.  The Legal Commission of Sri Lanka provided free legal services to citizens who had incomes of less than 40,000 rupees.  This threshold did not apply for cases of a domestic nature. The Human Rights Commission and the Women’s Commission were empowered to receive complaints related to human rights violations directly from victims, investigate the matter, and make recommendations.  Financial assistance and counselling were provided to women victims of violence. The Prevention of Domestic Violence Act allowed for victims to make complaints directly to the police.

    Sri Lanka had maintained a moratorium on the death penalty since 1978.  The Supreme Court had intervened in the past to prevent the death penalty from being carried out.  A recent amendment to the Penal Code increased the minimum age from which the death penalty could be applied from 16 to 18 years.

    Many efforts had been made to implement the Committee’s previous concluding observations.  The Government had established a coordinating committee to follow-up on the Committee’s concluding observations, in collaboration with civil society.  In 2022, legislation on marriage and divorce was amended to remove all provisions permitting the marriage of a minor with parents’ permission. Legislation on inheritance had also been revised to remove its gender components.

    Questions by Committee Experts 

    YAMILA GONZÁLEZ FERRER, Committee Expert and Country Rapporteur for Sri Lanka, said that the Muslim Marriage and Divorce Act was amended in 2022, but there were still concerns about elements of the law addressing abortion and rape.  Were there plans to further amend the law?  Was work underway to ensure that authorities could mainstream a gender perspective in measures promoting access to justice?

    Another Committee Expert congratulated the Government on appointing a woman Prime Minister.  Ms. de Silva’s contributions enriched the Committee. The national action plan on women, peace and security was a positive step in addressing the needs of women in conflict.  However, challenges remained in this field.  Were there plans to conduct a mid-term assessment of the plan?  How would the Government ensure accountability for past conflict-related gender-based violence and ensure the rights of victims to protest and mourn publicly?

    Non-governmental organizations faced financial and regulatory obstructions.  How would the State party support women human rights defenders and remove restrictions on the activities of civil society?

    One Committee Expert welcomed measures for increasing the political representation of women, but said the Committee was concerned by the low level of representation of women in public and private life.  She commended the quota of 25 per cent representation for local government bodies, but said this was not in line with the Committee’s recommendation of 50 per cent representation.  The Expert further commended an initiative to enhance the incomes of women in the agricultural sector.  Had this initiative been successful?  What affirmative actions had been implemented in other sectors?

    Responses by the Delegation

    The delegation said the Government had conducted consultations regarding the Muslim Marriage and Divorce Act.  It was trying to strike a balance between women’s and children’s rights and cultural rights, and was working to ensure that the law reflected the views of the people.  There was constant training of police officers and the judiciary on the Convention.  Persons who caused a woman to miscarry, except to save the life of the woman, were punished, but the Government was considering legal amendments in this regard.

    Sri Lanka’s civil society had made important contributions to the protection of human rights.  The window in which civil society could challenge bills had been extended from seven to 14 days.  Freedom of expression, speech and assembly were protected in the Constitution. The Government was committed to protecting the freedom of expression of civil society.  It had simplified administrative requirements for registering non-governmental organizations.  Regulatory measures were needed to prevent non-governmental organizations from engaging in money laundering and financing of terrorism. Complaints could be made regarding infringements of the rights of human rights defenders to the Supreme Court, the National Police Commission, the Women’s Ombudsperson, and the Human Rights Commission, which had produced guidelines on the protection of human rights defenders.

    Women were selected to leadership roles on public bodies on merit.  Their representation was improving.  Sri Lanka had had the world’s first woman Prime Minister.  There was no quota for appointments to roles in the public sector, but over 50 per cent of prosecutors were women.  The Government had conducted several awareness raising campaigns encouraging women’s participation in public life.  Diploma programmes were developed to train women to participate in political roles, and a forum had been held to advocate for increased representation of women in trade unions.  Leadership courses had been held for minority women.  Women’s representation in local government had risen to 25 per cent in 2018, thanks to the quota enacted in 2017.  The Government aimed to increase the representation of women in Parliament and provincial councils to 30 per cent.

    The women, peace and security action plan addressed displacement, and women’s protection, security and participation in peacebuilding.  A steering committee had been established to implement the plan and make policy recommendations.  The State party was planning to conduct a review of the implementation of the action plan.

    The Government was developing a truth and reconciliation process that had the people’s trust.  The Office for Reparations had reviewed more than 6,000 complaints, tracing around 180 missing persons and helping over 4,000 families to access remedies.  Investigation results were accessible to the public.  The national reparations policy was tabled in Parliament in 2022.  It included provisions for memorialisation. The Office provided livelihood support, land rights, housing, psychosocial support and measures to prevent violence.  Payments had been provided for over 11,000 individuals across various categories. An independent body had also been established to conduct investigations into historic violations.

    Questions by Committee Experts 

    A Committee Expert congratulated Sri Lanka on having the first female Prime Minister in the world and on electing its third female Prime Minister.  The State party needed to consider temporary special measures such as quotas to improve women’s representation in various fields.  Would the State party increase its 25 per cent quota for Parliament and other bodies?

    Another Committee Expert said gender stereotypes perpetuated inequalities in Sri Lanka.  What actions had been taken by the State party to promote gender equality in school curricula and tackle gender stereotypes? What was the timeline for amending the Muslim Marriage and Divorce Act to ban child marriage?

    At least one in five women in Sri Lanka had experienced violence from an intimate partner, and many did not report it. Women who sought justice faced discriminatory treatment in the judicial system.  What was the timeline for adopting proposed amendments to the Domestic Violence Act?  How would the State party address barriers to women victims accessing justice?  Were gender courts available in rural areas? What protections were provided to women victims of violence?  Courts did not recognise marital rape and girls over age 16 were not protected from statutory rape.  How would the State party ensure that all girls without exception were protected from rape?

    One Committee Expert welcomed the national action plan to combat trafficking, the Witness Protection Act, and a fund to compensate victims of violence.  Was the unit working to prevent trafficking a militarised unit? Most persons trafficked to the Middle East were female domestic workers.  Traffickers recruited women and girls from rural areas and forced them to work in the commercial sex industry in urban areas.  Law enforcement lacked proper training on identifying trafficking. What measures were in place to ensure the protection of victims who reported trafficking crimes?  Were there efforts being made to reduce the evidence threshold for declaring trafficking crimes?  How did the State party ensure that victims of trafficking were not criminalised?  Did police officers receive training on trafficking and labour rights?

    Responses by the Delegation

    The delegation said the Prevention of Domestic Violence Act had been amended and would come into force this year. The Assistance to Victims Act provided for the establishment of a national authority for the protection of victims and witnesses.  It underlined the rights of victims to be treated with respect and privacy, and to request legal, medical and psychosocial assistance.  Female victims could request investigating officers of a particular gender.

    The police had implemented specialised protective units and a targeted programme that encouraged increased reporting of domestic violence and reduced death rates.  A toll-free hotline operated by female officers was available for reporting domestic violence.

    The National Anti-Human Trafficking Taskforce coordinated police actions to investigate trafficking in persons. The Taskforce included members of various Government departments; it was not a militarised entity.  There was also an anti-trafficking desk within the Ministry of Defence.  The Government operated a shelter for female victims of trafficking, which provided health, food and other support services.  Awareness raising campaigns on the importance of reporting trafficking crimes were in place.  Trafficking in persons was an offence in the Penal Code.  Persons who committed or conspired to commit trafficking offences were liable for a penalty of between three to 15 years imprisonment. 

    Persons who committed rape were punished with imprisonment for no less than seven years, or no less than 15 years when the victim was under 16.  A man who had a non-consensual sexual relationship with a woman who was formerly his wife was criminalised.

    Questions by Committee Experts 

    One Committee Expert asked whether marital rape had been criminalised, and if not, when it would be.  Were there plans to provide specific services for victims of technologically-assisted gender-based violence and to provide training to stakeholders on this issue?

    YAMILA GONZÁLEZ FERRER, Committee Expert and Country Rapporteur for Sri Lanka, asked how awareness raising campaigns promoted the rights of women in vulnerable situations.

    Another Committee Expert said that in 2023, 51 per cent of harmful speech online targeted women.  Women’s rights groups and even the Prime Minister were targeted by online hate speech.  How did legislation protect women and rights groups online?  Some social media platforms had not removed harmful content due to high thresholds for removal.  Did the State party plan to hold these platforms to account to protect women?  Thirty-two per cent of Ambassadors were female, though women made up more than half of the foreign service.  How would the State party support women to become Ambassadors?  Many transgender women faced barriers in accessing residence certificates and the right to vote.  How was the State party addressing these barriers?

    Another Committee Expert said Sri Lankan women who married foreigners faced barriers in passing their nationality to their children.  What measures were in place to ensure that women could transmit their nationality on par with their male counterparts?  Tamil women, women in rural zones, and displaced women often lacked documentation to prove their nationality.  Lesbian, bisexual, transgender and intersex women faced discrimination from police and confronted obstacles in obtaining gender recognition papers.  Children born to foreign parents did not obtain Sri Lankan nationality, raising issues of statelessness for plantation workers.  How was the State addressing these issues?

    Responses by the Delegation

    The delegation said statutory rape was currently rape of persons aged up to 16 years.  Marital rape was not currently criminalised.  The Online Safety Act aimed to promote safety for women and girls online.  The Cybercrime Investigation Unit was tasked with handling all cyber-related complaints, including those related to sexual and gender-based violence and online child exploitation.  It acted swiftly to remove harmful online content, including from social media platforms. Women could submit complaints of online abuse through email and hotlines.  The Act established an independent Online Safety Commission that could issue directives to internet service providers, requiring them to respond to discriminatory online acts.  The Commission could also disable users, remove offending content, and seek internet intermediaries to disclose the identities of offenders.

    Women played a significant role in diplomatic representation at all levels.  They accounted for more than 50 per cent of diplomatic mission staff, so it was likely that women would account for more than 50 per cent of Ambassadors in future.

    Freedom of expression was recognised in the Constitution, but this right was not without limitation.  It could not be used to infringe on the rights of others. Hate speech against political candidates could be reported to the Elections Commission, as well as the Women’s Commission and the Human Rights Commission.

    The conferment of citizenship was previously linked to fathers in legislation; however, this had been amended to allow for citizenship to be conferred by both parents.  Citizenship could be provided to stateless children by the State.  There was no legal impediment to persons obtaining birth certificates.  Tamils of Indian origin would be recognised as Sri Lankan citizens.  The Government was considering programmes to provide permanent residency to members of the Malayaga community, and the members of Parliament from this community could take up this issue in the legislature.  There were measures to identify stateless children and register them. Mobile units were in place that supported birth registration for families living on plantations.

    The family background report system had been criticised as being discriminatory, placing the burden of childcare on women.  In 2022, the Cabinet of Ministers removed the mandatory family background report for women seeking work abroad and lowered the age limit for them.  The Government was supporting access to caretakers for children aged two and above.  It sought to support both women and men to seek work overseas without compromising their family’s welfare.

    Questions by Committee Experts

    One Committee Expert asked whether the Online Services Act was effective.  Had there been any prosecutions under it?  What was the State party doing to implement local elections, which had not been held since 2018, and to support women’s participation in those elections?

    A Committee Expert asked whether the period of free birth registration would be extended.

    One Committee Expert said Sri Lanka had made achievements regarding girls’ education.  Girls’ literacy rate was over 90 per cent, which was much higher than many other countries in the region.  However, child marriages remained a challenge in rural communities and were a major reason for girls dropping out of schools.  The COVID-19 pandemic also affected girls in rural areas, as they had limited opportunities to participate in online education.  The computer literacy rate on plantations was less than half that of other regions. 

    Stereotypes hindered the access of Muslim women and girls to education.  What measures had the State party taken to combat dropouts of girls in primary and secondary education?  What measures were in place to promote gender mainstreaming in education? How did the State party ensure that girls of all religions could access education?  What activities were carried out to prevent stereotypes in education?

    Responses by the Delegation

    The delegation said the Online Safety Act was a new law.  There had yet to be prosecutions under the law.  The related Commission would soon be set up and would be able to investigate complaints.

    Every citizen over the age of 18 who was qualified to be an elector could become one.  Sri Lanka had established an independent Election Commission that could investigate complaints of violations and issue sanctions. The Supreme Court had upheld the right to vote and held that any impediment to such was a violation.  The law on local government elections was being revised; once this had concluded, local elections could be held.

    The education system was committed to ensuring equal access for all students, regardless of gender.  The provision of free school meals and textbooks allowed for girls from poor families to pursue their education.  The State party was committed to reducing the burden that education placed on parents.  Education was compulsory until age 16.  An initiative to provide girls with sanitary pads was implemented in 2024, benefitting 800,000 girls.  Scholarships were provided to girls from low-income families to participate in technology studies.  There had been an increase in the share of girls participating in science, technology, engineering and maths courses in university in recent years; the share was currently 37 per cent.

    Questions by Committee Experts

    A Committee Expert commended the State party for establishing sexual harassment committees and creating a labour complaints mechanism.  Most women worked in the informal sector, where they lacked labour rights and were vulnerable to abuse.  Many informal sector workers lacked access to social security, leave and childcare services. What measures were in place to protect the rights of women in the informal sector?  Did the State party plan to establish mechanisms to allow domestic workers to seek redress in cases of abuse?  Were there plans to extend paid maternity leave to at least 14 weeks and promote shared parental leave?  Were there plans to ratify International Labour Organization Conventions 181, 189 and 190?  The number of Sri Lankan migrant domestic workers had increased in recent years. These workers often faced abuse from their employers.  How were these workers informed about their rights and protected from abuse? 

    Another Committee Expert commended Sri Lanka’s commitment to strengthening public health care. Persistent barriers obstructed women’s sexual and reproductive health rights.  How would State policies address these barriers?  Restrictive laws forced many women to resort to unsafe abortions. What steps had been taken to ensure women’s safe access to abortion?  What measures were in place to prevent forced sterilisation and ensure informed consent? Girls faced challenges in accessing information on contraception, leading to high rates of early pregnancies. What measures were in place to reduce early pregnancies?  Many schools in rural areas lacked proper sanitation facilities, forcing girls to miss school during menstrual periods.  There was also a very high tax of 47 per cent on menstrual products. How was the State party supporting access to sanitation facilities and menstrual products for women and girls?

    Female genital mutilation continued to be practiced in some Muslim communities.  There was no law criminalising female genital mutilation in Sri Lanka.  When would one be developed?  What awareness raising campaigns on female genital mutilation were in place?  Some women experienced obstetric violence during childbirth.  Did the State party intend to implement measures to prevent such practices?

    Responses by the Delegation

    The delegation said women spent more time than men in unpaid domestic work in Sri Lanka.  The Government had taken steps to train care workers to improve the availability of childcare and disability care services for working mothers and reduce the burden of unpaid care work.  Sri Lanka was interested in ratifying International Labour Organization Convention 190.  The necessary amendments had been incorporated into legislation.  The State had also implemented policies to promote women’s employment.  The Minister of Labour and Foreign Employment was conducting consultations with stakeholders to strengthen protections of Sri Lankan domestic workers overseas.  The Women’s Empowerment Act aimed to address the gender pay gap.

    Taxes on sanitary products and baby formula had been removed.  Budgetary allocations had been ensured for sexual and reproductive health services across the country.  All students from sixth grade received sexual and reproductive health education, which addressed preventing unwanted pregnancies.  Medical practitioners who practiced or promoted female genital mutilation were sanctioned.  There were no specific offences on female genital mutilation or obstetric violence, but these acts were prohibited under general legislation on violence.

    Questions by Committee Experts 

    One Committee Expert commended the State party on working to ensure the empowerment of women and girls through the rural employment programme and programmes on digital transformation. What concrete actions were being taken to ensure that vulnerable women and girls were aware of the economic empowerment policies in place?  How was the State party preventing the abuse of women by financial institutions and regulating lending practices?  Had the State party assessed fiscal reforms and their impacts on the rights of women and girls?  How was the State party mitigating the unfair financial burden of tax on women and girls? What measures were in place to increase the representation of women and girls in decision making related to economic empowerment?  What measures were there to support female athletes to overcome structural barriers in sports? 

    Another Committee Expert said female tea plantation workers continued to have less access to Government subsidies and microcredit due to their lack of access to land ownership.  How was this being addressed?  Women with disabilities continued to face stigma and discrimination, and infrastructure was not adapted to persons with disabilities.  How was the State party working to make inclusive education programmes more adapted to persons with disabilities?  There were also persistent hate crimes against lesbian, bisexual, transgender and intersex women.  What measures were in place to prevent such hate crimes?  Same sex sexual acts were criminalised; would they be decriminalised?  What reforms had been made to ensure adequate facilities for women in prisons?  Were women prisoners allowed to live with their young children in prisons?

    Responses by the Delegation

    The delegation said the Government had implemented various welfare measures for persons in poverty.  Around 1.7 million households benefited from welfare support.  There were various Government programmes for empowering women-led households.  The banking system had also provided special loan schemes with favourable interest rates and flexible return policies for women entrepreneurs during the financial crisis.  Banks had offered advisory services and capacity building programmes for women entrepreneurs.  The State had been regulating lending institutions.  Support had been provided to 185 rural women affected by unregulated microcredit schemes.  A socioeconomic protection scheme helped to ease loss of income due to unemployment.

    Sri Lanka had undertaken various initiatives to empower women to engage in technology studies and the digital economy. The national strategy for women’s development promoted women’s digital freedom and security.  Many women entrepreneurs had been trained on digital skills.

    Sanitary facilities in prisons had been improved to ensure a comfortable stay for women, and facilities for children in prison with their mothers had also been improved.  There were plans to establish a separate women’s prison aligned with international standards.

    The police had been instructed on protecting the fundamental rights of lesbian, gay, bisexual, transgender and intersex persons and investigating complaints from these persons.  A bill had been lodged in Parliament on decriminalising same-sex relations.  The Supreme Court had found that there was no barrier to the amendment of this legislation. The bill had yet to be considered due to the dissolution of Parliament.

    Questions by Committee Experts 

    YAMILA GONZÁLEZ FERRER, Committee Expert and Country Rapporteur for Sri Lanka, asked whether the law on terrorism could be used to prevent the operation of women’s organizations.

    Another Committee Expert welcomed the State party’s efforts to ensure women’s equal rights in law and family relations.  Had measures been taken to amend the Penal Code to ensure that legislation on statutory rape protected all girls under age 16, including girls over age 12 who were married?  The Committee expected that the State party would address legislation on polygamy. When would the State party revise the family law to allow women to have equal rights to men concerning custody of children?  What was the status of legal amendments seeking to strengthen the rights of widows?

    NAHLA HAIDAR, Committee Chair, said that, while respecting the freedom of belief, the State party needed to work to protect the rights of Muslim women and girls.

    Responses by the Delegation

    The delegation said the law on terrorism had not been used to limit the activities of women’s organizations in recent years.  The law was only used in instances when it was necessary.

    The amended Muslim Marriage and Divorce Act set the age of marriage at 18, but children from age 16 could be married with parental consent.  The previous Cabinet of Ministers had approved the amended bill, and the new Government would consider whether to take this legislation forward.  The Parliamentary Caucus had proposed the establishment of a committee to address the issue of child marriages.

    Concluding Remarks

    SAROJA SAVITRI PAULRAJ, Minister of Women and Child Affairs of Sri Lanka and head of the delegation, said Sri Lanka participated in the review in a spirit of openness.  It appreciated the Committee’s recognition of the progress it had made and the challenges it faced.  The Government had undertaken significant efforts to strengthen women’s empowerment.  It was fully committed to addressing the issues that women faced in the State. Ms. Paulraj thanked the Committee for the constructive dialogue.  The Government was committed to the promotion and protection of the human rights of all Sri Lankans and would continue to engage with the Committee constructively.

    NAHLA HAIDAR, Committee Chair, said that the State party had shared candidly and transparently the progress made and the difficulties it was facing.  The dialogue had helped the Committee to better understand the situation of women and girls in Sri Lanka.  It commended the State party for its efforts and encouraged it to implement the Committee’s recommendations for the benefit of all women and girls in the State party.

    The municipality of Bologna has launched the ‘Fioravanti 24’ cohousing project to provide 10 social housing flats with co-financing from EU funds (‘National Metro Plus and Southern Medium Cities Programme 2021-2027’, ERDF and ESF+[1]).

    The project, however, selects residents on the basis of ratings and criteria that are skewed towards people with experience in environmental and social activism and with a marked sensitivity to the ecological transition, thus raising questions about compliance with the principles of equality and non-discrimination enshrined in Articles 2 and 3 of the Treaty on European Union (TEU) and the acquis communautaire.

    These criteria risk excluding households in economically vulnerable conditions suffering energy poverty but which do not meet the ideological and experience requirements laid down in the notice, thus discriminating against people on the basis of their opinions.

    In the light of the above:

    • 1.Does the Commission believe using European funds for a housing model with scores and selection criteria based on environmental and social activism to be compatible with the EU’s principles of equality and non-discrimination?
    • 2.What will it do to ensure that European funding for social housing and combating energy poverty is used for projects that are accessible to all citizens, regardless of their views or experiences on environmental and social matters?

  • MIL-Evening Report: As new charter schools open, we still know too little about how they worked last time

    Seven new charter schools are opening their gates, and ACT leader and Associate Education Minister David Seymour – the politician responsible for their existence – has been singing their praises.

    He says some will deliver “new and innovative ways to help students who are struggling at school to succeed, especially neurodiverse students, where there is huge need”.

    Seymour also says charter schools will free teachers from “constant upheavals in education” policy and provide the flexibility to “allow them to better cater to students who are priority learners” – the term charter schools use for “those with neurodiversity and a background of disadvantage and poverty”.

    Such innovation will raise overall educational achievement, he says, particularly for students who are underachieving, disengaged or neurodivergent. It may be too early to tell whether this optimism is justified, but it seems the new charter schools will enjoy a range of benefits unavailable to state schools.

    For example, Seymour recently praised Arapaki School in Christchurch for its teaching ratio of one teacher and three teacher aides for every 25 students. Australian students with this level of resourcing, he said, learned up to 60% faster than those in state schools.

    But teachers, principals and researchers in the state system have been asking for reduced class sizes and one teacher aide per classroom for years. So we need to ask why the resources and privileges being channelled into charter schools can’t be made available to the state school system instead.

    An underfunded education system

    The coalition government has set aside NZ$153 million to fund charter schools over the next four years. These schools are state funded but operated by a “sponsor”: 75% of their teachers must be qualified and 25% can be permanently employed with a “limited authority to teach”.

    The government’s Charter School Agency describes considerable flexibility around teaching, curriculum, governance, hours and days of operation, and how funding is spent.

    According to chief executive Jane Lee, this flexibility supports innovation and provides opportunities for students to learn differently. And there is little doubt a sizeable minority of pupils are not well served in the mainstream system.

    One in five children and young people in our schools need extra support for their learning. For decades, official reports have documented inequities in this area, including poor achievement for disabled and neurodivergent students.

    The problems and solutions are well understood. Disabled and neurodivergent students face barriers to learning because funding, resources and timely support for them and their teachers are inadequate.

    This includes a shortage of teacher aides, specialist teachers and therapists, and class sizes being too big.

    Many teachers try to compensate for these challenges. But research undertaken for the New Zealand Educational Institute warns that without the extra support they can come close to burnout. A damning 2024 report from the Education Hub described the experiences of neurodivergent pupils, their whānau and teachers who viewed

    the current education system as outdated and heading towards major crises, with many seeing home schooling as the only option.

    Lack of supporting evidence

    Rather than addressing under-resourcing in the state system, however, charter school advocates view the problem as a lack of choice, exacerbated by constant upheavals in education policy.

    So, what can we learn from the last time charter schools operated between 2012 and 2018? The evidence is mixed, according to an evaluation of eight charter schools undertaken for the Ministry of Education.

    While whānau and student experiences appeared positive, low and uneven response rates from these groups make drawing any conclusion difficult.

    There was evidence of innovative practices in school governance and management, and to a lesser extent in staffing, student engagement and support, teaching and learning. The schools were least innovative in curriculum design and engagement with their communities.

    The schools themselves felt small school rolls and class sizes contributed to their successful operation. As for the key aim of charter school policy supporting priority learners, the report described a good understanding of their needs.

    But insufficient data mean we don’t know whether student achievement improved overall, and we know nothing about the achievement of students who received learning support.

    Focus on state schools instead

    Other questions remain, too. As the New Zealand Educational Institute pointed out last year, the $153 million being spent on charter schools would pay for more than 700 teacher aides in the state system.

    Given the existing shortage of learning-support resources overall, will charter schools (which will also have access to those resources) simply add another layer of competition for state schools?

    And if charter schools themselves struggle to recruit the necessary expertise, will their staff have the professional knowledge of student diversity and inclusion that’s needed to support students and whānau well, and who will judge that?

    Finally, charter schools must select priority group applicants by ballot if there are more applicants than capacity allows. How will they decide on the number of available places?

    At the risk of answering these questions with another question, wouldn’t our thinking be better directed at improving the public education system?

    All children – including those needing learning support – deserve to belong and learn well in their local school, with all the checks and balances that currently ensure equity, inclusion and a fully qualified teaching staff.

  • MIL-OSI United Nations: Islamic Development Bank, WFP launch ‘nutritious start’ financing initiative to boost funding for child nutrition and school meals

    ROME – The Islamic Development Bank (IsDB) and the UN World Food Programme (WFP) today launched an innovative financing initiative to boost funds available for governments to combat child malnutrition and expand school meals programmes.

    The ‘Nutritious Start’: Human Capital Development Initiative (HCDI) will see IsDB provide governments with financing worth up to US$3 for every $1 secured in grants for nutrition and school meals programmes in least-developed and lower-middle-income countries belonging to the Organization of Islamic Cooperation (OIC).

    The agreement was signed by WFP Executive Director Cindy McCain and IsDB President H.E. Dr. Muhammad Al Jasser at WFP headquarters in Rome on 12 February 2025.

    “Ensuring vulnerable people are well-nourished, healthy, and educated is fundamental for long-term economic growth,” said WFP Executive Director Cindy McCain. “Across the world, school meals and nutrition programs are the essential building blocks of a future free from hunger and poverty. WFP is proud to partner with IsDB on this innovative financing initiative. Together, we will mobilize critical resources to transform the lives of the most vulnerable people.”

    HCDI addresses the first 8,000 days of a child’s life through adolescence (up to 21 years of age). This starts with the first 1,000 days – a crucial window for cognitive and physical growth. Every US$1 invested in addressing early childhood undernutrition can yield up to US$23 in economic returns, while school feeding programmes generate between US$7 and US$35 per dollar invested.

    “Investing in human capital is fundamental to breaking the cycle of poverty and achieving sustainable development,” said H.E. Dr. Muhammad Al Jasser, Chairman of the Islamic Development Bank (IsDB) Group. “The ‘Nutritious Start’ initiative is not just about combating malnutrition—it is about equipping future generations with the foundation to thrive. By strategically blending our financing with targeted grant funding, we are amplifying impact and ensuring that every dollar drives meaningful progress toward national development goals.”

    This collaboration builds on the extension of the Memorandum of Understanding (MoU) between IsDB and WFP reinforcing their shared commitment to addressing food insecurity and malnutrition. The IsDB and WFP are also partners in the Scaling Up Nutrition (SUN) Movement and the School Meals Coalition, two country-driven initiatives focusing on combating child malnutrition.

  • MIL-OSI Russia: IMF Staff Completes SMP Discussion Mission to Zimbabwe

    Harare, Zimbabwe: Following the request for a Staff-Monitored Program (SMP) by the authorities in 2023, an International Monetary Fund (IMF) staff team led by Mr. Wojciech Maliszewski conducted a mission to Harare from January 30 to February 13, 2024, to advance discussions on the SMP.

    At the conclusion of the IMF mission, Mr. Maliszewski issued the following statement:

    “Zimbabwe’s economic activity has started recovering after the El Niño-induced drought. Growth slowed from 5.3 percent to an estimated 2 percent in 2024, as the drought lowered agricultural output by 15 percent. This was compounded by reduced electricity production and declining prices for key mineral exports (platinum and lithium). That said, strong remittances continued supporting activity in domestic trade, services, and construction, and improved the current account surplus to an estimated US$500 million (1.4 percent of GDP) in 2024. The ZiG willing-buyer willing-seller (WBWS) exchange rate was stable from the ZiG’s introduction in April 2024—with the ZiG month-on-month inflation averaging 2.3 percent—until September, when the currency weakened. Relative stability returned with the tightening of monetary policy since September, and the WBWS and parallel market exchange rates have stabilized, and the gap between these rates has narrowed. Meanwhile, fiscal pressures intensified—owing, in large part, to the transfer of the RBZ’s quasi-fiscal operations to the Treasury. Strong revenue collection helped limit the 2024 budget deficit to an estimated 1 percent of GDP, but fiscal pressures resulted in an accumulation of domestic expenditure arrears, leading to the government implementing emergency spending cuts. Going forward, growth in 2025 is projected to increase to 6 percent, with the recovery in agriculture output due to better climate conditions and the projected improvement in the terms-of-trade.

    “Against this background, the Zimbabwe authorities had requested an SMP to support their efforts to stabilize the economy and re-engage with the international community on the arrears clearance and debt resolution process. The main objective of the SMP would be to durably anchor macroeconomic stability, building on policy recommendations from the 2024 Article IV consultation.

    “Building on progress achieved during the mission on the ongoing SMP discussions, Fund staff will continue working closely with the authorities on defining the key parameters and modalities of the program. Discussions include (1) adjusting the fiscal position to avoid a recourse to monetary financing and new arrears and building foundations for a durable fiscal consolidation; (2) fiscal risks residing off-budget (including from the operations of the Mutapa Investment Fund); (3) the effectiveness of the monetary policy framework for the ZiG; and (4) reforms to strengthen economic governance.

    “International reengagement remains critical for debt resolution and arrears clearance, which would open the door for access to external financing. The authorities’ reengagement efforts, through the Structured Dialogue Platform (SDP), are key for attaining debt sustainability and gaining access to concessional financial support. In this context, the SMP will help in enhancing policy credibility and advancing the reform agenda embedded in the SDP.

    “The IMF continues to provide policy advice and extensive technical assistance in the areas of revenue mobilization, expenditure control, financial supervision, debt management, economic governance, as well as macroeconomic statistics. However, the IMF is currently precluded from providing financial support to Zimbabwe due to its unsustainable debt situation—based on the IMF’s Debt Sustainability Analysis (DSA)—and official external arrears. An IMF financial arrangement would require a clear path to comprehensive restructuring of Zimbabwe’s external debt, including the clearance of arrears and a reform plan that is consistent with durably restoring macroeconomic stability; enhancing inclusive growth; lowering poverty; and strengthening economic governance.

    “The IMF mission held meetings with the Minister of Finance, Economic Development and Investment Promotion Hon. Professor Mthuli Ncube, his Permanent Secretary Mr. George Guvamatanga; the Reserve Bank of Zimbabwe Governor Dr. John Mushayavanhu; the Chief Secretary to the President and Cabinet Dr. Martin Rushwaya, other senior government and RBZ officials, honorable members of Parliament, representatives of the private sector, civil society, and Zimbabwe’s development partners.

  • MIL-OSI Global: Trump and Maduro refresh a complex relationship governed by self-interest and tainted by Venezuela election fraud

    In 2019, President Donald Trump recognized then-Venezuelan opposition leader Juan Guaidó as the country’s interim leader over Nicolás Maduro, who has ruled the country since 2013.

    The policy, which led Venezuela to officially sever ties with the United States, was consistent with the first Trump administration’s policy of maximum pressure and a desire for regime change when it came to the socialist government in Caracas.

    Fast forward six years: The early days of Trump’s second administration has seen the U.S. president negotiate with Maduro over the release of detained Americans and an apparent willingness from Venezuela to receive hundreds of thousands of its nationals being deported from the U.S.

    As a diplomat who served in Venezuela and knew Maduro’s predecessor and mentor, Hugo Chavez, I detect a subtle shift in the evolving Trump administration’s policy toward Venezuela. It’s true that the administration retains a strong dose of the anti-Maduro posture it held last time, particularly in light of Maduro’s widely denounced election fraud in 2024 and an undercurrent of antipathy in Washington toward left-wing authoritarianism in Latin America.

    But U.S.-Venezuela relations under a second Trump term are subject to other factors and dynamics, including Trump’s desire to be known for deal-making and the fulfillment of his campaign promise to deport immigrants back to Latin America. At the same time, Trump needs to balance satisfying anti-Maduro voices in his coalition with not pushing Venezuela further toward China, a country all too willing to exert greater influence in parts of Latin America.

    Deal-making and immigration

    So far, the second Trump’s administration seems to be sticking to the line of not officially recognizing Maduro and preferring his departure from the scene. It has kept sanctions on the country intact and continues to recognize Maduro’s opponent, Edmundo González, as the legitimate president-elect.

    But that hasn’t stopped the administration from pursuing negotiations. In late January, Trump’s envoy Richard Grenell visited Caracas to secure the release of six Americans accused by Venezuela of plotting to destabilize the country. Trump subsequently announced that Maduro would accept repatriation of deportations of Venezuelans in the U.S. The U.S. administration also revoked the Temporary Protected Status, a categorization prioritized by President Joe Biden, for hundreds of thousands of people who fled Maduro’s Venezuela.

    On Feb. 10, two Venezuelan planes returned home from the U.S with nearly 200 deported Venezuelan nationals, a signal that negotiations between the two nations were more than just optics. But news that the Trump administration has sent Venezuelan detainees to a U.S. military camp at Guantanamo Bay in Cuba – and is trying to send more – could yet prove a thorn in the side of any diplomatic thaw.

    Regardless, the shift in stance on Venezuela has raised eyebrows among some Republicans and Democrats alike. Their concern is that Grenell’s visit – and overtures from the White House – gives Maduro’s regime a veneer of legitimacy.

    But so long as Trump feels Venezuela under Maduro is useful to his aims of deportations, other U.S. issues with the government in Caracas are, I believe, likely to remain of secondary importance.

    Rhetoric vs. reality

    The complicated dynamic of two men, ideologically opposed but aware of the other’s usefulness, is reciprocated by Maduro. The Venezuelan leader congratulated Trump on his election victory in November, and he appears to treat his more powerful adversary with some pragmatism. But Maduro also remains willing to take a strident line rhetorically, even suggesting that Venezuela might “liberate” Puerto Rico if the U.S. keeps meddling with Venezuela’s affairs.

    Rhetoric aside, Maduro – as evidenced by his apparent willingness to deal with the new administration on hostages and immigration – is likely to pursue self-interest where possible. And he will be well aware that the survival of his rule may be tied with his country’s economic situation.

    Venezuela has been hit hard by U.S. sanctions that have been in place since 2017.

    The level of poverty in the country is estimated to be around 80% of the population. This bleak economic picture is improving slowly but is still hampered by sluggish oil production despite having vast reserves.

    Under Biden, the U.S. granted some exemptions for oil companies to work in Venezuela despite sanctions, helping the struggling export industry to recover some of its lost productivity.

    Maduro will want to see where he can work with the Trump team to continue such allowances and avoid a full embargo. But recent noises coming from the administration have been mixed on this front. On Jan. 20, Trump suggested that he may pull the plug on Venezuelan oil exports to the U.S. “We don’t have to buy their oil. We have plenty of oil for ourselves,” he said.

    Such a move would be a severe blow to Venezuela’s economy, which has benefited from increased exports to the U.S. in recent years. But the move will likely face resistance from oil producers like Chevron, the American company that has a license to operate in Venezuela.

    Election fraud and beyond

    It’s plausible Trump will be swayed by the elements of his base or administration who view Venezuela primarily in terms of a socialist authoritarian adversary to be defeated.

    In 2024, Maduro pulled off one of Latin America’s great election frauds. Computer printouts had shown the opposition campaign of González and Maria Corina Machado won the July election by a landslide. And yet, Maduro declared himself the winner with no evidence.

    Many in Trump’s circle viewed the fraudulent election as another reason for being hawkish toward the nation – a position that takes in both ideological and electoral considerations.

    Trump knows there is a strong base of anti-communist Venezuelans in Florida who want to be tough on the Cuban-aligned government of Maduro. The new U.S. administration’s deportation policy has already concerned some among this strongly Trump voting base; any relaxation on Maduro could be seen as a further “betrayal.”

    And Trump has appointed several people who have long been critical of Maduro, including his national security adviser, Mike Waltz, and Secretary of State Marco Rubio.

    Rubio, in particular, is a longtime critic of any accommodation with Venezuela. He has spoken to opposition leaders, called González the legitimate president, blasted any relaxation of sanctions and, during his confirmation hearing, labeled Maduro’s government “a narco-trafficking organization.”

    And while U.S. envoy Grenell has been shaking hands with Maduro, Rubio has been seizing the Venezuelan leader’s aircraft. On Feb. 6, the U.S. secretary of state personally oversaw its confiscation while visiting the Dominican Republic, where it had been impounded since last year.

    Competition with China

    During his first administration, Trump failed in his efforts to encourage the replacement of Maduro.

    In any case, the Venezuelan government under Maduro, like Chavez before him, has shown itself capable of withstanding U.S. pressure.

    Throwing a further wrinkle to any U.S. intentions of influencing the future of Venezuela is the role China has taken on in the country and Maduro’s increasing closeness with Beijing. In contrast to leaders in the West, China’s president, Xi Jinping, congratulated Maduro following the latter’s claim of victory in 2024. China is the leading importer of Venezuelan crude oil and has signed a series of bilateral trade and tourism pacts that have provided Maduro an economic lifeline.

    To some U.S. hawks, China’s influence with Maduro represents a breach of a long-standing vision of the U.S. as a regional hegemony, as envisioned by the Monroe Doctrine. Yet other voices within the administration – including Trump, who has spoken positively about diplomatic overtures to Beijing, or Elon Musk, who has extensive business interests in China – view the country in far different terms than predecessors.

    Ultimately, whatever path Trump chooses on relations with Venezuela is likely to be conditioned on what factions win out in his administration and which political constituencies the president is most keen to please.

    Introduction

    Cancer is one of the leading causes of death worldwide. In 2022, about 20 million new cancer cases were reported, and 9.7 million people died from the disease globally. Cancer also remains a critical public health challenge in India, with cases projected to rise significantly. In India, around 100 out of every 1 lakh people are diagnosed with cancer. According to the Indian Council of Medical Research (ICMR), the estimated number of incidences of cancer cases was more than 14 lakhs in 2023 in India.

    The National Cancer Registry Programme (NCRP) under ICMR has been tracking cancer incidence, burden, and trends since 1982, playing a vital role in gathering and analyzing data, enabling evidence-based policy decisions. The National Institute of Cancer Prevention & Research (NICPR) is the nodal agency research and screening guidelines under NPCDCS.

    The Government of India has introduced robust policies, strategic interventions, and financial assistance schemes to enhance prevention, early detection, treatment, and patient care nationwide. This article outlines cancer prevalence, government efforts, financial aid, research, and budget commitments to strengthen cancer care in India.

    Union Budget 2025-26: Prioritizing Cancer Care

    The Ministry of Health and Family Welfare has been allocated a total of Rs.99,858.56 crore, with Rs. 95,957.87 crore designated for the Department of Health and Family Welfare and Rs. 3,900.69 crore for the Department of Health Research.

    The Union Budget 2025-26 underscores the Government of India’s dedication to enhancing cancer care through several key initiatives:

    • Day Care Cancer Centres: The government plans to establish Day Care Cancer Centres in all district hospitals over the next three years, with 200 centres slated for 2025-26.
    • Customs Duty Exemptions:
    • To alleviate treatment costs, 36 lifesaving drugs and medicines for treating cancer, rare diseases and chronic diseases fully exempted from Basic Customs Duty (BCD)
    • Six lifesaving medicines to attract concessional customs duty of 5%
    • Furthermore, specified drugs and medicines under Patient Assistance Programmes run by pharmaceutical companies fully exempted from BCD.

    Holistic Cancer Control: A Policy-Driven Approach

    1. National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) The NPCDCS is a flagship initiative under the National Health Mission (NHM) focuses on controlling non-communicable diseases (NCDs), including cancer. Three most common types of cancers (oral cancer, breast cancer and cervical cancer) are an integral part of NPCDCS. It is aimed at strengthening cancer control efforts, focusing on health promotion, early detection, and treatment infrastructure for cancer.

    Components

    • Cancer screening: For oral, breast, and cervical cancers at the community level.
    • Early detection & awareness: Through health workers and digital platforms.
    • Strengthening infrastructure: Establishment of tertiary cancer centers (TCCs) and state cancer institutes (SCIs).

    Under this program, the government has established

    • 770 District NCD Clinics
    • 233 Cardiac Care Units
    • 372 District Day Care Centres
    • 6,410 Community Health Centre NCD Clinics

    These facilities provide accessible and affordable cancer screenings, particularly for oral, breast, and cervical cancers.

    2.  Strengthening of Tertiary Care for Cancer Scheme

    It enhances specialized cancer care facilities with aims to decentralize cancer treatment, making services more accessible across states.

    Tertiary Cancer Care Network Strengthening

    • India has significantly expanded its cancer treatment ecosystem, with the establishment of:
      19 State Cancer Institutes (SCIs)
    • 20 Tertiary Care Cancer Centres (TCCCs)

    The National Cancer Institute (NCI) in Jhajjar, Haryana, and the second campus of Chittaranjan National Cancer Institute (CNCI) in Kolkata are playing a pivotal role in providing cutting-edge cancer treatment and research opportunities.

    3. Ayushman Bharat Yojana Launched in 2018, Ayushman Bharat is a landmark health initiative designed to provide universal health coverage, particularly for rural and vulnerable populations. The scheme plays an important role in ensuring timely treatment of cancer patients within 30 days. The scheme covers chemotherapy, radiotherapy, and surgical oncology for cancer treatment for economically vulnerable families. Till 2024, over 90% of registered cancer patients have commenced treatment under this scheme, reducing out-of-pocket expenses and ensuring financial protection for millions.

    4. The Health Minister’s Cancer Patient Fund (HMCPF): The Health Minister’s Cancer Patient Fund under Rashtriya Arogya Nidhi (RAN) provides financial aid up to ₹5 lakh for cancer treatment to patients below the poverty line. The maximum financial assistance admissible under the Scheme will be ₹15 Lakh. It covers treatment at 27 Regional Cancer Centres (RCCs), with ₹50 lakh revolving funds allocated to each center. Established in 2009, the scheme ensures accessible and affordable cancer care for underprivileged patients.

    5. National Cancer Grid (NCG): The National Cancer Grid (NCG) was established in 2012 to ensure high-quality, standardized cancer care across India. Eight years later, it has grown into the world’s largest cancer network with 287 members, comprising cancer centres, research institutes, patient advocacy groups, charitable organizations and professional societies. Between the member organizations of the NCG, the network treats over 750,000 new patients with cancer annually, which is over 60% of all of India’s cancer burden. The NCG also works closely with Ayushman Bharat – PMJAY to provide affordable, evidence-based cancer treatment and streamline costs under the scheme. It has also played a key role in shaping the National Digital Health Mission (NDHM) by contributing to the development of electronic patient health records.

    Advancing Cancer Research and Treatment

    1. India’s First Indigenous CAR-T Cell Therapy: NexCAR19 – A Breakthrough in Cancer Treatment

    In April 2024, India achieved a historic milestone in cancer care with the launch of NexCAR19, the nation’s first indigenously developed CAR-T cell therapy, created through a groundbreaking collaboration between IIT Bombay, Tata Memorial Centre, and ImmunoACT. This cutting-edge innovation offers a highly effective, next-generation treatment for blood cancers, bringing hope to thousands of patients. Designed to be affordable and accessible, NexCAR19 marks a critical step towards self-reliance in oncology care, reducing dependence on expensive imported therapies and strengthening India’s position in advanced cancer treatment and biotechnology research.

    2. Quad Cancer Moonshot Initiative

    In Sep 2024, India, in partnership with the US, Australia, and Japan, has launched the Quad Cancer Moonshot to eliminate cervical cancer across the Indo-Pacific region. This initiative aims to scale up screening and vaccination programs, advance cutting-edge research, and strengthen global collaboration to ensure early detection, effective treatment, and improved survival rates.

    3. Expansion of ACTREC

    In January 2025, the Advanced Centre for Treatment, Research, and Education in Cancer (ACTREC), a key arm of Tata Memorial Centre (TMC), embarked on a major expansion to revolutionize cancer research, treatment, and patient care. This initiative aims to accelerate clinical breakthroughs, enhance oncology care, and establish cutting-edge therapeutic facilities, reinforcing India’s leadership in advanced cancer treatment and innovation.

    Awareness Generation

    The Indian government is working to raise awareness about cancer prevention and treatment in several ways:

    1. Community Awareness – Preventive aspect of Cancer is strengthened under Comprehensive Primary Health Care through Ayushman Aarogya Mandir by promotion of wellness activities and targeted communication at the community level.
    2. Media Campaigns – Print, electronic and social media are used to increase public awareness. Healthy lifestyle is promoted through observation of National Cancer Awareness Day and World Cancer Day.               
    3. Government Support – The National Programme for Non-Communicable Diseases (NP-NCD) provides funds to states for awareness programs under the National Health Mission (NHM).
    4. Healthy Eating Promotion – The Eat Right India campaign by the Food Safety and Standards Authority of India (FSSAI) encourages nutritious food choices.
    5. Fitness Initiatives – The Fit India Movement by the Ministry of Youth Affairs and Sports promotes physical activity, while the Ministry of AYUSH conducts yoga programs for better health.

    These efforts aim to educate people on leading a healthy lifestyle, preventing cancer, and seeking timely medical care.

    Conclusion

    India has made significant strides in cancer prevention, treatment, and research through policy reforms, expanded healthcare infrastructure, and financial assistance schemes. The Union Budget 2025-26 emphasizes strengthening cancer care with initiatives like Day Care Cancer Centres and customs duty exemptions on life-saving drugs.     New York/Johannesburg/Brussels — The decision by the United States (US) government to temporarily freeze funding to the President’s Emergency Plan for AIDS Relief (PEPFAR) alongside all other foreign aid for at least a 90-day period has had immediate effects on people living with HIV, said Médecins Sans Frontières (MSF) today. Although the US has since clarified that certain treatment programmes can continue at least until April, we are concerned that critical elements of the PEPFAR programme remain frozen.

    “More than three weeks since the US government froze PEPFAR funding, there is still widespread confusion and uncertainty as to whether this critical lifeline for millions of people has been cut off,” says Avril Benoît, chief executive officer of MSF USA. “Despite a limited waiver covering some activities, what our teams are seeing in many of the countries where we work is that people have already lost access to lifesaving care and have no idea whether or when their treatment will continue.”

    “MSF is calling on the US government to immediately resume funding for the full range of PEPFAR operations as well as other critical health and humanitarian aid,” says Benoît.

    On 1 February, after over a week of chaos and a freeze of activities, the US government issued a limited waiver allowing for the resumption of some programming with specific guidance for HIV. However, that guidance was unclear, and it did not immediately reach PEPFAR country teams. Across our broad network, MSF did not see a single organisation able to resume work as a result of this limited guidance on waivers. On 6 February, the US government issued clarified guidance on HIV care and treatment and prevention of mother to child transmission programmes.

    However, we remain concerned that key areas of HIV prevention, treatment, care, and support are not included in this additional guidance, such as pre-exposure prophylaxis (PrEP) for all vulnerable groups, including LGBTQ+ people and sex workers, specific interventions for adolescent girls and young women in high prevalence countries, and community-led monitoring programmes. These services are essential to ensuring a successful response to the epidemic.

    While MSF does not accept US government funding and will not be directly affected by cuts or freezes to PEPFAR, many of our activities are contingent on the programmes that have been interrupted. In some places we have had to adapt and change our activities, and the indirect effects of these freezes have already been felt in our projects in various parts of the world.

    In sub-Saharan Africa, where MSF runs several HIV/AIDS and related health programmes, we are already witnessing impacts on patients. In South Africa, many clinics providing HIV services, including testing, treatment, and PrEP through PEPFAR-funded organisations have been shuttered, leaving people confused and distressed about where to access their critical medication.

    In Mozambique, a major partner organisation of MSF that provided comprehensive HIV services had to stop activities completely. In Zimbabwe, most organisations providing HIV services have also stopped work, disrupting in particular the DREAMS program aimed at decreasing new HIV infections in adolescent girls and young women.

    “Any interruption to HIV services and treatment is deeply distressing to people in care and an emergency when it comes to HIV treatment,” says Tom Ellman, director of the South Africa Medical Unit at MSF Southern Africa. “HIV medicines must be taken daily or people run the risk of developing resistance or deadly health complications.”

    In Democratic Republic of Congo, the aid freeze was already affecting the most successful model of antiretroviral drug distribution ever implemented in the capital city of Kinshasa: the community-run free distribution and peer support points, known locally as “PODIs”. In a country where stigma against people living with HIV is massive and poverty remains a barrier to care, PODIs have proven to be a medically necessary approach for addressing delays or therapy abandonment. With PEPFAR-supported points of care now closed and other activities frozen, thousands of people were left without support and with a high risk of developing advanced HIV. MSF teams supporting advanced HIV disease care in Kinshasa might not be able to meet the increased demand if disruptions persist.

    In South Sudan, approximately 51 per cent of people living with HIV know their status, and 47 percent are on treatment. A discontinuation of this programme will have devastating effects on thousands of people and their communities. MSF has worked alongside PEPFAR providing essential HIV care in this context and has seen firsthand how this programme saves lives. The support of PEPFAR in this country is critical.

    PEPFAR-supported programming is deeply interconnected with and reliant on other components of the US foreign aid system, specifically implementation support provided by USAID and technical and other assistance provided by the US Centers for Disease Control and Prevention (CDC). Given that the foreign aid freeze and stop-work orders continue to affect these other agencies, and staff from these agencies have been put on immediate leave or recalled, it is unclear when and how even the limited activities now allowed will be able to restart.

    “These disruptions will cost lives and upend years of progress against this virus,” says Benoît. “Every day that passes is an emergency for millions of people for whom PEPFAR is a lifeline.”

    PEPFAR-supported programming has been heavily integrated into key aspects of the broader health systems of partner countries over the last 20 plus years and as a result the consequences of these disruptions have been far-reaching. For this reason, some of the services affected go beyond purely HIV treatment and prevention, such as in Uganda, where PEPFAR-funded aspects of infectious disease surveillance and response, including for Ebola virus, have been stopped.

    “When MSF first started treating people with HIV/AIDS in South Africa 25 years ago, there were no antiretroviral medicines on the shelves, every diagnosis felt like a death sentence, and communities were desperately trying to curb the virus’ spread,” says Ellman.

    Since then, PEPFAR support has helped save more than 25 million lives and encouraged the fight against HIV to be a truly global one. But continued success relies on continued access to the full range of HIV-related programmes, services, and goods including prevention services and treatment, population-specific and targeted programmes, programmes related to gender-based violence, and other critical areas.

    As health care providers, we are deeply concerned by these disruptions to this lifesaving programme.

    “Even temporary interruptions to key components of PEPFAR will harm people at risk of acquiring HIV and people living with HIV,” says Benoît. “We urge the US government to immediately resume all funding of critical humanitarian and health aid, including the full range of PEPFAR operations.”

  • MIL-OSI United Kingdom: York furniture charity gets boosted through council-funded scheme

    Through a partnership between City of York Council and York Centre for Voluntary Services (CVS), charities across the city can access expert support to maximise their social impact.

    One of the charities that has benefited from the project is York Community Furniture Stores (CFS), which has tackled furniture and digital poverty across North Yorkshire for over three decades by collecting pre-loved home furnishings and selling them back to the community at an affordable price, with additional discounts availble for those on means-tested benefits.

    Through the Organisational Health Check programme, supported by the council through the nationwide UK Shared Prosperity Fund, York charities can access the services of freelance, expert consultants to take a detailed look at all aspects of their organisation and understand which areas could be improved. They then work with the consultants on issues that could include fundraising, HR, structure and governance, and develop strategies to help the charities run more smoothly, become more cost-effective and build future resilience in the face of the challenges currently facing the voluntary sector.

    York CFS initially sought help with a merger process, combining their three branches in York, Selby and Scarborough, but through working with Adrian Ashton, a consultant specialising in voluntary sector governance, developed a broader plan for the organisation’s future.

    Speaking in a new video celebrating the project, Katy Ridsdill-Smith, CEO of York CFS, explained:

    What I thought would be a relatively straightforward project – merging the three charities into one – has transformed into a larger organisational change programme which will include a rebrand, the launch of a bold anti-poverty strategy and a new organisational structure.

    “The support has enabled to us to think critically about the level of support we provide to our local communities and how we can be more effective in our work. It’s a really exciting time for CFS!”

With over 440,000 Connecticut residents relying on these centers for essential care, health center leaders warn that ongoing payment and communication issues have caused panic among staff and patients, jeopardizing critical services like cancer detection and children’s medicine.

    “In Connecticut and across the country, health centers are a lifeline for vulnerable populations,” the members wrote. “1 in 8 Connecticut residents rely on health centers. These are often people with nowhere else to turn. 60% of health center patients in Connecticut are on Medicaid, while 16% are uninsured and 68% of these patients are below the federal poverty level. A threat to health center funding and operations is a threat to the health of our most vulnerable patients in Connecticut.”

    The members warned that funding disruptions may leave Connecticut’s health centers vulnerable to devastating service cuts, closures, and layoffs: “Health centers depend on federal funds to serve vulnerable populations. Most Connecticut health centers have only 57 days of cash on hand and would have to cut services and staff within two weeks of funding disruptions. For these reasons, the actions of the Trump Administration have put these health centers at risk. Since late January, following the announcement of the funding freeze, Connecticut health centers have experienced lock outs from the Payment Management System (PMS) where they normally draw down funds, experienced significant delays in receiving funds they are entitled to and undergone unusual review processes to ultimately access those funds. These disruptions have continued even following a judge’s court order blocking the funding freeze and have resulted in at least one center unsure if it can make its next payroll. In addition to disruptions in payments, centers have noted an inability to get feedback from normal communication channels with HRSA and the Electronic Handbooks (EHBs) system being inaccessible.”

    The senators then provided several examples of how U.S. foreign assistance in Panama, El Salvador, Costa Rica, Guatemala, and the DR has helped counter migration and drug trafficking, strengthen democratic institutions and the rule of law, and boost economic growth in the region. They also emphasized the critical role of U.S. foreign assistance in countering China, which has made significant investments in the region over the past decade in an effort to exert influence and control.  
    The senators continued, “During your confirmation hearing, you affirmed that our foreign policy should make America safer, stronger and more prosperous. This freeze in foreign assistance runs contrary to your stated goals and only helps the U.S’s  adversaries. We urge you to closely consider the disruption caused to U.S. security interests by the blanket freezing of these programs, and by the efforts of Elon Musk and the Trump Administration to destroy USAID.”
    “Now that you have returned from your historic trip, we urge you to reflect on the role of U.S. foreign assistance in solidifying our partnerships and advancing our national security interests in Panama, El Salvador, Costa Rica, Guatemala, and the Dominican Republic, as well as throughout the world, and quickly reverse this short-sighted and damaging freeze,” the senators concluded.

    Dear Secretary Rubio:
    We welcomed your decision to visit key Latin American countries from February 1-6, 2025 – Panama, El Salvador, Costa Rica, Guatemala and the Dominican Republic – for your first trip as Secretary of State. This decision reflects our mutual understanding of the critical role of our Western Hemisphere partnerships in U.S. national security.
    All five countries are also home to important U.S. foreign assistance programs and USAID missions that manage much of this funding. These programs are fundamental to advancing the exact national security priorities you highlighted as the trip’s themes: bolstering regional cooperation, preventing large-scale irregular migration, curtailing cartel activity, countering China and deepening economic partnerships. However, all five countries continue to be subject to a blanket freeze, including on critical national security assistance programming and the suspension of USAID activities on January 24.
    During your stop in El Salvador, you visited the Aeroman aeronautics plant and used this location as a venue for disparaging the work of USAID and its employees. Although you touted Aeroman as an example of private sector innovation, you may be interested to learn that Aeroman itself is a longstanding beneficiary of USAID’s Bridges to Employment program.
    Other examples include:
    Migrant return programs supported by USAID have helped El Salvador, Guatemala and Honduras receive and process nearly 150,000 returned migrants. Prior to January 24, USAID fostered the sustainable reintegration of these migrants into their communities, significantly reducing repeat migration. At a time in which the Trump administration is pushing these countries to accept more and more deportees, these programs are no longer active. 
    In Panama, U.S. foreign assistance has supported projects to enhance border security and boost Panama’s ability to counter narcotrafficking routes and networks. The Darien Gap, on Panama’s southern border with Colombia, is the only land route for migrants traveling north from South America. These programs are no longer active.
    In El Salvador, Congress has appropriated funds for programs to address the security, economic, and social drivers of irregular migration and to strengthen democratic institutions. With poverty around 30 percent over the last five years and with an economy highly dependent on remittances, mass deportations to El Salvador as well as political instability risk an explosion of gang violence. These programs are no longer active.
    In Costa Rica, U.S. foreign assistance has supported Costa Rican law enforcement efforts to dramatically reduce the influence of drug cartels and mitigate other destabilizing security threats – to include helping the country house migrants who would otherwise travel north to the U.S. border. U.S. economic assistance programming has also fostered a ripe investment climate for U.S. firms, including a major Intel computer chip factory that is essential to efforts to counter China’s chipmaking capacity. These programs are no longer active.
    In Guatemala, U.S. foreign assistance has promoted democratic resilience and political stability, including the provision of cost-effective development assistance to support job creation and fostering opportunities for foreign direct investment. This has played a major role in stemming migration and creating economic incentives for migrants and Guatemalans to stay in Guatemala rather than traveling north to the U.S. border. As a result of active U.S. partnership, Guatemala remains one of 12 countries to recognize Taiwan, despite significant pressure from China. These programs are no longer active.
    In the Dominican Republic, U.S. assistance has supported health programs that have limited the spread of infectious diseases – in a country geographically very close to the United States – and has served to mitigate migrant outflows. These programs are no longer active.
    As must have been clear during your trip, U.S. national security interests in every location you visited have been directly advanced by the thoughtful execution of U.S. foreign assistance programming.
    Throughout your Congressional career you were a forceful advocate for curtailing Chinese influence globally and advancing the interests of the American people. You spoke eloquently about the essential role of foreign assistance in advancing U.S. interests. You have also rightly asserted that although foreign assistance represents less than 1 percent of the U.S. budget, it is a major force multiplier that keeps our adversaries at bay. During your confirmation hearing, you affirmed that our foreign policy should make America safer, stronger and more prosperous. This freeze in foreign assistance runs contrary to your stated goals and only helps the U.S’s  adversaries. We urge you to closely consider the disruption caused to U.S. security interests by the blanket freezing of these programs, and by the efforts of Elon Musk and the Trump Administration to destroy USAID.
    What is further clear is that Elon Musk – who maintains deep financial connections to China and engages in secret meetings with Russian officials – does not share your priorities or those of the United States. China and Russia are already moving rapidly to exploit the weaknesses created by the Trump Administration’s global retreat.
    The United States is best able to project power around the world when we are comfortable in our own hemisphere. We are safer and more prosperous when our neighbors are safer and more prosperous. Now that you have returned from your historic trip, we urge you to reflect on the role of U.S. foreign assistance in solidifying our partnerships and advancing our national security interests in Panama, El Salvador, Costa Rica, Guatemala, and the Dominican Republic, as well as throughout the world, and quickly reverse this short-sighted and damaging freeze.

    Ladies and gentlemen,

    I thank the High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, Kaja Kallas for her invitation. It is a pleasure to be back following my participation in this conference in 2022.

    Let me begin by congratulating the new EU leadership and welcoming the EU Commissioners. Your leadership comes at a critical juncture, and I look forward to working closely with you to strengthen the vital and strong partnership between our institutions.

    There is no doubt that the world we face today is more complex and uncertain than when we last met in 2022.

    We are seeing that geopolitical tensions, economic uncertainty, and a growing climate crisis are reshaping our global landscape. We are seeing key global players redefining their foreign policy and adding uncertainty to what is already a highly volatile political and economic environment.

    A few years ago, who would have imagined the war in Ukraine? Yet here we are, still grappling with the aftermath.

    I hope that we will be able to restore peace and stability in Ukraine, returning to a state of security that transcends the borders that have been so deeply affected.  We must also recognise that the greatest impact of these conflicts is felt by the people— not just in Ukraine but also in Gaza, Sudan, and the Sahel— people who are desperately searching for hope.

    The human toll is immeasurable, and this pressure on humanitarian support—where the European Union has been a generous leader—only adds to the challenges we face in achieving our Sustainable Development Goals.

    Excellencies,
     When we adopted the 2030 Agenda in 2015, we had a vision, but today, with five years to go, the road to realising our SDGs has become much more difficult. However, this does not mean we should abandon these Goals. Quite the opposite – they are now more urgent than ever.

    When we look at the poverty agenda, the inclusion agenda, human rights, climate, and the need for stronger institutions to support these goals, it becomes clear that we must intensify our collective efforts.

     But to get there, we would need stronger, not weaker, international cooperation reinforced by leadership. In September, our Member States came together to adopt the Pact for the Future, reaffirming our commitment to the 2030 Agenda and highlighting four areas of shared concern.

    First, we must tackle the peace and security agenda, recognising the rapid pace of technological advancements and the importance of staying ahead.

    Second, there’s the matter of AI and quantum computing—fields where we are making strides and where we must establish clear guardrails and work collaboratively. The European Union has taken commendable steps in this area, and we value the leadership you’ve shown. We look forward to deepening this cooperation.

    Third, we must address the urgent need to reform the international financial architecture. Many developing countries are grappling with overwhelming debt burdens and limited fiscal space. The combination of rising interest rates—unexpected, partly due to the war in Ukraine—and the aftermath of COVID-19 has put these countries in a difficult position. They are often forced to choose between funding essential services like education or health and servicing their debt. This is not just about managing a crisis; it is about shifting the conversation toward investment—investing in people, the future, and resilience.

    While Official Development Assistance (ODA) is undeniably vital, we must ensure it is strengthened so that it can truly fulfil its promise. ODA alone won’t be enough to meet the scale of the challenges we face. That’s why we must also find innovative ways to harness domestic resources and create an environment that attracts private sector investment.
    As many countries prioritise industrialisation and the growth of small and medium-sized enterprises, it is crucial that we also create the conditions that allow these efforts to flourish. We need to ensure that there is a favourable environment for domestic resources to be better utilised and for private sector investment to flow in. This way, we are giving countries a fair chance at financing their own development and creating sustainable, long-term solutions that go beyond ODA alone.

    Last but certainly not least, the Pact for the Future calls upon us to consider the future generations that will inherit the world we shape today. It emphasises the importance of keeping climate action at the centre of our efforts. As we move forward, we must ensure that these future constituencies are included in the decisions we make now.

    The values that underpin our global stability – and on which the UN-EU partnership is rooted are under attack: solidarity, peace, justice, tolerance, human rights, and a rules-based international order.

    We see the EU as an indispensable partner in defending these values.

    As we look ahead to 2025, this is a crucial moment to reflect on the path ahead. What are the EU’s priorities, and how can it balance work within Europe while nurturing the global partnerships that contribute to a more stable Europe and a more peaceful world?

    These partnerships are fundamental, as they not only support Europe’s security and prosperity but also promote the shared values that we all hold dear. This aligns with our UN Charter, which calls for a future built on peace, dignity, and prosperity for all.

    Excellencies,
    The SDGs offer a valuable framework for engaging with our partners across sectors—civil society, government, academia, business, and beyond. Investing in the SDGs should not be viewed as a burden but as a strategic opportunity—one that will drive future markets, social cohesion, resilience, and security, not least for the European Union itself.

    Goals 7 to 15 represent critical areas where economic investments and equality must be prioritized. By addressing these, we unlock dividends for the first six SDGs—providing governments with the resources to fund critical programs such as social protection, education, health, and women’s empowerment.

    However, these goals also depend on robust partnerships and strong institutions. Investing in governance and institutions may take longer to yield results, but it is the foundation for lasting change. The work is difficult, but it is vital if we are to secure a future where no one is left behind.

    To make this a reality, we must find ways to accelerate action on the SDGs together. That is why we have invested in strengthening our strategic UN-EU partnership, not just at the global level but critically – in countries. 

    Over the past years, and with the impulse provided by the Joint Guidance that was shared with you and the UN Resident Coordinators in 2023. We have seen our partnership grow in scope and impact, yielding results in joint advocacy, policy, and programmatic collaboration.

    Together, we have engaged in significant reflection on how to sharpen our focus and ensure that our efforts on the ground deliver greater impact. The UN has established a strong presence, but should we aim for even greater coordination and coherence? Absolutely. We continue to strive for that, and with recent policy decisions by some of our larger donors, we need to leverage these efforts to accelerate action on the ground.

    This is a crucial moment for us to also focus on the regional level—how we can deploy from HQ to the regions and ensure that the countries most in need can come together. The UN has the expertise, but is it sufficient? Can we deliver at the scale and speed that development demands?

    Right now, the answer is no. We need more investment—investment that can drive real change. To do that, we need to work more effectively together with the EU, multilateral development banks, national development banks, and regional institutions so that we can all pull in the same direction. Only by working together can we achieve the progress we need.

    Excellencies,
    In Guatemala, we jointly support the national digital transformation agenda, leveraging the joint SDG Fund digital track—where the EU is the most significant contributor—to scale up innovation and modernize public services.

    In Ghana, our focus is similar, with a special emphasis on empowering women and young people through digital transformation.

    In Bosnia and Herzegovina, joint UN-EU teams are tackling shared priorities, from energy and green transition to digital transformation, human rights, and gender equality. And we are enhancing our programmatic and policy collaboration.

    In Nepal, the focus is on climate resilience, where the melting glaciers are a stark reminder of the climate challenges we face.

    In Zambia, we are focusing on human rights, governance, and emergency response—especially in the wake of climate-related events.

    These are just a few examples of our growing cooperation at the country level. New areas for collaboration are being identified, and we are looking to scale up the work already being done. For example, in the context of food systems and investments, we are identifying synergies that can create a multiplier effect.

    We know that issues like food systems are as important to Europe as they are to Africa, Asia, and SIDS. We are looking at enhancing connectivity and energy access, particularly for small and medium-sized enterprises. This will help empower women, young people, and the agricultural sector by ensuring that businesses can access energy and financial services.
    Trade also plays a key role in this. By improving connectivity and access to e-commerce, we can help women and young people thrive economically. The intersection between education, technology, and the climate agenda is crucial for transforming societies.

    The Global Gateway Strategy and EU priorities, such as infrastructure investments, are vital in this regard. We must ensure we’re better aligned and able to deliver scalable, impactful change. The example of the M300 project, which aims to connect 300 million people to power in Africa, shows great promise—but we need to ensure that these connections are linked with other investments to amplify their impact.

    With UN Resident Coordinators and EU Ambassadors in 122 countries where we share presence in partner countries, we can achieve significant development impact that speaks to the ambition of the 2030 Agenda.

    You lead Teams Europe, while our Resident Coordinators steer the UN country teams. Each is making a difference. But by working together, we can aim for large-scale transformation.
    In most countries, we are already consulting each other on the development of our respective country strategies. But we see scope to expand opportunities for you and Resident Coordinators to co-lead regular strategic dialogues that enable the advancement of shared priorities and investment pathways to accelerate the implementation of the SDGs.

    Such pathways – or transitions – range from increasing energy access to transforming food systems, to advancing decent jobs, social protection, health and education, to expanding digital connectivity, to tackling the triple planetary crisis of climate change, biodiversity loss and pollution.

    Excellencies,
    Our institutions are transforming rapidly.

    Just as the EU is reshaping its development cooperation approach, including through the Global Gateway Strategy and the Team Europe approach, the UN development system is also enhancing its impact, coherence and efficiency.

    The UN development system reform spearheaded by the Secretary-General is bearing fruit. The feedback received from developing countries on how the UN is responding to their development needs is very clear.

     In 2023, 96 percent of host governments said that UN teams on the ground are effectively responding to national priorities for SDG delivery. And 92 percent of host governments said that UN Resident Coordinators effectively lead the delivery of strategic support for national plans and priorities, compared to 79 percent in 2019.

    By leveraging our respective expertise and capacities, we can maximise synergies between Global Gateway priorities and the key transitions required for SDG acceleration.
    In complex settings, your leadership, alongside that of the Resident Coordinators, is equally critical to strengthening the coherence between humanitarian, development and peacebuilding action to enable early development investments and to help countries return to a development path.

    Together, we can promote development partners’ coordination mechanisms that are adapted to the country’s context and enable alignment of development investments with national priorities and the SDGs.

    By leveraging our respective convening power, we can scale up collaboration with governments and the national financing ecosystems, as well as International Financing Institutions and multilateral development banks – using existing tools such as the Integrated National Financing Frameworks.

    By challenging business as usual, beyond siloed or project-based models, we can — and we must— develop multistakeholder platforms for innovative financing and policy support.

    Excellencies,
    The challenges are immense but not insurmountable.

    Our strong partnership with the EU gives me hope.

    By strengthening our partnership even further, we can turn the Pact for the Future’s ambition for the SDGs into concrete, life-changing results across the globe.

    But the time for acceleration is now.

    Let us act boldly for a more equitable, resilient, and sustainable future where no one is left behind.

  • MIL-OSI Submissions: USAID Cuts – Uncertainty around PEPFAR program puts millions of people at risk – MSF

    New York/Johannesburg/Brussels, February 13, 2025 — The decision by the US government to temporarily freeze funding to the President’s Emergency Plan for AIDS Relief (PEPFAR) alongside all other foreign aid for at least a 90-day period has had immediate effects on people living with HIV (PLHIV), said Médecins Sans Frontières/Doctors Without Borders (MSF) today. Although the US has since clarified that certain treatment programs can continue at least until April, we are concerned that critical elements of the PEPFAR program remain frozen.

    “More than three weeks since the US government froze PEPFAR funding, there is still widespread confusion and uncertainty as to whether this critical lifeline for millions of people has been cut off,” said Avril Benoît, chief executive officer of MSF USA. “Despite a limited waiver covering some activities, what our teams are seeing in many of the countries where we work is that people have already lost access to lifesaving care and have no idea whether or when their treatment will continue. MSF is calling on the US government to immediately resume funding for the full range of PEPFAR operations as well as other critical health and humanitarian aid.”

    On February 1, after over a week of chaos and a freeze of activities, the US government issued a limited waiver allowing for the resumption of some programming with specific guidance for HIV. However, that guidance was unclear, and it did not immediately reach PEPFAR country teams. Across our broad network, MSF did not see a single organization able to resume work as a result of this limited guidance on waivers. On February 6, the US government issued clarified guidance on HIV care and treatment and prevention of mother to child transmission (PMTCT) programs.

    However, we remain concerned that key areas of HIV prevention, treatment, care, and support are not included in this additional guidance, such as pre-exposure prophylaxis (PrEP) for all vulnerable groups, including LGBTQ people and sex workers, specific interventions for adolescents girls and young women in high prevalence countries, and community-led monitoring programs. These services are essential to ensuring a successful response to the epidemic.

    While MSF does not accept US government funding and will not be directly affected by cuts or freezes to PEPFAR, many of our activities are contingent on the programs that have been interrupted. In some places we’ve had to adapt and change our activities and the indirect effects of these freezes have already been felt in our projects in various parts of the world.

    In Sub-Saharan Africa, where MSF runs several HIV/AIDS and related health programs, we are already witnessing impacts on patients. In South Africa, many clinics providing HIV services, including testing, treatment, and PrEP through PEPFAR-funded organizations have been shuttered, leaving people confused and distressed about where to access their critical medication. In Mozambique, a major partner organization of MSF that provided comprehensive HIV services had to stop activities completely. In Zimbabwe, most organizations providing HIV services have also stopped work, disrupting in particular the DREAMS program aimed at decreasing new HIV infections in adolescent girls and young women.

    “Any interruption to HIV services and treatment is deeply distressing to people in care and an emergency when it comes to HIV treatment,” said Tom Ellman, director of the South Africa Medical Unit at MSF Southern Africa. “HIV medicines must be taken daily or people run the risk of developing resistance or deadly health complications.”

    In Democratic Republic of Congo, the aid freeze was already affecting the most successful model of antiretroviral drug distribution ever implemented in the capital city of Kinshasa: the community-run free distribution and peer support points, known locally as “PODIs”. In a country where stigma against people living with HIV is massive and poverty remains a barrier to care, PODIs have proven to be a medically necessary approach for addressing delays or therapy abandonment. With PEPFAR-supported points of care now closed and other activities frozen, thousands of people were left without support and with a high risk of developing advanced HIV. MSF teams supporting advanced HIV disease care in Kinshasa might not be able to meet the increased demand if disruptions persist.

    In South Sudan, approximately 51 percent of people living with HIV know their status, and 47 percent are on treatment. A discontinuation of this program will have devastating effects on thousands of people and their communities.  MSF has worked alongside PEPFAR providing essential HIV care in this context and has seen firsthand how this program saves lives. The support of PEPFAR in this country is critical.

    PEPFAR-supported programming is deeply interconnected with and reliant on other components of the US foreign aid system, specifically implementation support provided by USAID and technical and other assistance provided by the US Centers for Disease Control and Prevention (CDC). Given that the foreign aid freeze and stop-work orders continue to affect these other agencies, and staff from these agencies have been put on immediate leave or recalled, it is unclear when and how even the limited activities now allowed will be able to restart.

    “These disruptions will cost lives and upend years of progress against this virus,” said Benoit. “Every day that passes is an emergency for millions of people for whom PEPFAR is a lifeline.”

    PEPFAR-supported programming has been heavily integrated into key aspects of the broader health systems of partner countries over the last 20 plus years and as a result the consequences of these disruptions have been far-reaching. For this reason, some of the services affected go beyond purely HIV treatment and prevention, such as in Uganda, where PEPFAR-funded aspects of infectious disease surveillance and response, including for Ebola virus, have been stopped.

    “When MSF first started treating people with HIV/AIDS in South Africa 25 years ago, there were no ARV medicines on the shelves, every diagnosis felt like a death sentence, and communities were desperately trying to curb the virus’ spread,” said Ellman.

    Since then, PEPFAR support has helped save more than 25 million lives and encouraged the fight against HIV to be a truly global one. But continued success relies on continued access to the full range of HIV-related programs, services, and goods including prevention services and treatment, population-specific and targeted programs, programs related to gender-based violence, and other critical areas, said MSF.

    As health care providers, we are deeply concerned by these disruptions to this lifesaving program.

    “Even temporary interruptions to key components of PEPFAR will harm people at risk of acquiring HIV and people living with HIV,” said Benoît. “We urge the US government to immediately resume all funding of critical humanitarian and health aid, including the full range of PEPFAR operations.”

    While MSF does not accept US government funding and will not be directly affected by cuts or freezes to PEPFAR, many of our activities are contingent on the programs that have been interrupted. In some places we’ve had to adapt and change our activities and the indirect effects of these freezes have already been felt in our projects in various parts of the world.

    In sub-Saharan Africa, where MSF runs several HIV/AIDS and related health programs, we are already witnessing impacts on patients. In South Africa, many clinics providing HIV services, including testing, treatment, and PrEP through PEPFAR-funded organizations have been shuttered, leaving people confused and distressed about where to access their critical medication. In Mozambique, a major partner organization of MSF that provided comprehensive HIV services had to stop activities completely. In Zimbabwe, most organizations providing HIV services have also stopped work, disrupting in particular the DREAMS program aimed at decreasing new HIV infections in adolescent girls and young women.

    “Any interruption to HIV services and treatment is deeply distressing to people in care and an emergency when it comes to HIV treatment,” said Tom Ellman, director of the South Africa Medical Unit at MSF Southern Africa. “HIV medicines must be taken daily or people run the risk of developing resistance or deadly health complications.”

    In Democratic Republic of Congo, the aid freeze was already affecting the most successful model of antiretroviral drug distribution ever implemented in the capital city of Kinshasa: the community-run free distribution and peer support points, known locally as “PODIs.” In a country where stigma against people living with HIV is massive and poverty remains a barrier to care, PODIs have proven to be a medically necessary approach for addressing delays or therapy abandonment. With PEPFAR-supported points of care now closed and other activities frozen, thousands of people were left without support and with a high risk of developing advanced HIV. MSF teams supporting advanced HIV disease care in Kinshasa might not be able to meet the increased demand if disruptions persist.

    In South Sudan, approximately 51 percent of people living with HIV know their status, and 47 percent are on treatment. A discontinuation of this program will have devastating effects on thousands of people and their communities.  MSF has worked alongside PEPFAR providing essential HIV care in this context and has seen firsthand how this program saves lives. The support of PEPFAR in this country is critical.

    These disruptions will cost lives and upend years of progress against this virus. Every day that passes is an emergency for millions of people for whom PEPFAR is a lifeline.

    PEPFAR-supported programming is deeply interconnected with and reliant on other components of the US foreign aid system, specifically implementation support provided by USAID and technical and other assistance provided by the US Centers for Disease Control and Prevention (CDC). Given that the foreign aid freeze and stop-work orders continue to affect these other agencies, and staff from these agencies have been put on immediate leave or recalled, it is unclear when and how even the limited activities now allowed will be able to restart.

    “These disruptions will cost lives and upend years of progress against this virus,” said Benoit. “Every day that passes is an emergency for millions of people for whom PEPFAR is a lifeline.”

    PEPFAR-supported programming has been heavily integrated into key aspects of the broader health systems of partner countries over the last 20-plus years and as a result the consequences of these disruptions have been far-reaching. For this reason, some of the services affected go beyond purely HIV treatment and prevention, such as in Uganda, where PEPFAR-funded aspects of infectious disease surveillance and response, including for Ebola virus, have been stopped.

    Since then, PEPFAR support has helped save more than 25 million lives and encouraged the fight against HIV to be a truly global one. But continued success relies on continued access to the full range of HIV-related programs, services, and goods including prevention services and treatment, population-specific and targeted programs, programs related to gender-based violence, and other critical areas, said MSF.  

    As health care providers, we are deeply concerned by these disruptions to this lifesaving program.

    “Even temporary interruptions to key components of PEPFAR will harm people at risk of acquiring HIV and people living with HIV,” said Benoît. “We urge the US government to immediately resume all funding of critical humanitarian and health aid, including the full range of PEPFAR operations.”

  • MIL-OSI United Nations: Policies to Bolster Social Resilience in Context of More Frequent, Complex Crises among Topics Discussed, as Commission for Social Development Continues Session

    During one of two round-table discussions held today by the Commission for Social Development, panelists emphasized the importance of governance, preparedness and investment in human capital to strengthen “social resilience” — the ability of individuals and societies to prevent, absorb, adapt and recover positively from crises.

    The Commission — established in 1946 by the Economic and Social Council as one of its functional commissions — advises the United Nations on social development issues, and its sixty-third session will run through 14 February.

    The first panel discussion, titled “Policies to bolster social resilience in the context of more frequent and complex crises”, featured presentations that together offered a comprehensive understanding of the multidimensional nature of resilience and the policy actions needed to reinforce it.

    “The sixty-third session of the Commission for Social Development comes at a pivotal time as we reflect on the legacies of the World Summit for Social Development held three decades ago in Copenhagen,” said Moderator Angela Kawandami, Permanent Secretary at the Ministry of Community Development and Social Services of Zambia.  While the principles of social inclusion, poverty eradication and equity remain as vital as possible, the global landscape has transformed significantly, presenting new and compounding challenges that demand urgent and innovative solutions today, she said, adding that crises — more frequent, interconnected and complex, spanning geopolitical, economic, health and environmental spheres — are testing the resilience of societies and institutions.

    Meir Bing, Chief Executive Officer at the Open University of Israel, presented a case study of building resilience in minority populations in his country, where the number of minority students in higher education more than doubled in the last decade.  He said that a year ago, he was General Director of the Ministry of Social Equality in charge of minorities.  Of the 10 million people in his country, 2 million are religious and ethnical minority groups, including Muslim, Christian and Druze, he said, adding that many of them are young and face socioeconomic challenges.

    He highlighted the three keys to building resilience in vulnerable populations:  fostering trust between Government and social and business sectors; enhancing infrastructure and public services; and creating communities.  Sharing how educational and other infrastructure and socioeconomic projects are expanded in the country’s local communities, he said that the percentage of students from minority groups in bachelor’s degree programmes increased from 10 per cent in 2010 to nearly 20 per cent in 2023.

    Marek Kamiński, explorer and founder of the Kaminski Foundation, said that during his expeditions, he learned that physical strength isn’t enough, stating:  “The real fight happens in the mind, with fear and doubt.  We all need to ask, are we strong enough inside to face the challenges ahead?”  Today’s world needs practical solutions to help people handle crises.  That’s why he created LifePlan Academy, a programme that teaches mental resilience, stress management and how to adapt to challenges.  It’s a practical tool that works in any country with any culture, he said, stressing: “With the right tools and support, anyone can overcome challenges and achieve their goals.”

    Michael Woolcock, Lead Social Scientist in the Development Research Group at the World Bank, said that development policies are as effective as the shared legitimacy they enjoy.  Development policies will struggle, where societal groups despise one another, where elite factions use lies and violence to secure power, where there is little coherence or trust between local and national authority, and where Governments reject international law and covenants to which they are a signatory.  “So all these nice policies that we come up with — unless they can engage with these local contexts and imbue them with the legitimacy they need to do their difficult work — are probably going to struggle,” he said.

    Obiageli Ezekwesili, President of Human Capital Africa, founder of the School of Politics Policy and Governance, and Senior Economic Adviser at the Africa Economic Development Policy Initiative, said that “democracy is in crisis more than it had ever been”.  The power of society to be resilient depends on how everyone feels cared for within society. Today’s democratic processes are exclusionary in many ways.  That’s because the tiny fraction of people who exercise political leadership in many countries have become monopoly democrats.  “We must fix politics,” she said, noting a strong correlation between the quality of politics and economic performance.  “Let’s keep an eye on the United States of America,” she added.

    Michael Woolcock, Lead Social Scientist, World Bank, served as moderator for the second panel, which focused on “Universal rights-based social protection systems that adapt to evolving risks and support social resilience”.  “For our present purposes, we are going to recognize that social resilience refers to the capacity of individuals and societies to prevent, resist, absorb, adapt, respond and recover positively, efficiently and effectively when faced with a wide range of long-term prospects for sustainable development, peace and security, human rights and well-being for all,” he said before commencing the panel discussion.

    Danilo Türk, President of Club de Madrid and former President of Slovenia, stressed the need to make sure that social development is guided in a way that promotes the full realization of human rights.  “This means adopting an approach which anticipates and addresses the vulnerabilities of people,” he went on to stress.  That must include the consequences of climate change and its effect on populations, especially those vulnerable to displacement.  Innovations like digital cash transfers, mobile health services and data driven risk assessment can significantly improve service delivery, particularly for marginalized and remote populations.  Social protection systems must consider the interests of vulnerable segments of societies, particularly women, youth, older people and persons with disabilities.

    Angela Chomba Kawandami, Permanent Secretary at the Ministry of Community Development and Social Services, Zambia, said that social protection systems are central to addressing vulnerabilities, reducing poverty and mitigating the impacts of various risks such as climate change, pandemics and economic crises.  “Social protection systems in Zambia are designed to address both short-term needs and long-term vulnerabilities,” she added.  These systems include cash transfers, food assistance and social insurance schemes.  “The goal is to ensure that individuals, especially those in our rural areas, older persons, persons with disabilities and other vulnerable groups, have access to basic services and support mechanisms,” she emphasized.  Zambia’s social protection programmes aim to reduce vulnerability by providing financial support to households living below the poverty line.  Climate change is also included into Zambia’s protection system as the phenomenon poses an increasing threat with more frequent droughts and floods.

    Héctor Ramón Cárdenas Molinas, Executive Director of the Technical Unit of the Social Cabinet of the President of Paraguay, said that extreme weather events cause major damage and loss.  “Most of them are linked to climate events,” he said, noting their high economic and social impact.  Exposure depends not only on geographic location but also on the development policies and adaptation measures taken to mitigate the risks of climate change.  “It is absolutely essential that we integrate policies and strategies that promote sustainable and resilient development,” he said.  Underscoring other initiatives in health, education and poverty eradication, he said Paraguay aims to ensure that services meet very high standards in terms of efficiency and effectiveness.  “The main challenge remains financing,” he added.

    Edgilson Tavares de Araújo, Ministry of Development and Social Assistance, Brazil, said that Brazil’s social protection system is based on the principles of universality, equity and democracy.  “Since 2023, we have seen a drop of 84 per cent in severe food insecurity, according to a 2024 UN survey,” he added.  With the creation of a global alliance to fight hunger and poverty, Brazil hopes to continue to make progress.  A strong State working with a healthy civil society must be resilient to truly transform society.  “We are increasing our budgetary commitments and broadening our global alliance to combat hunger and poverty,” he went on to say.  Brazil is committed to providing decent employment and “an economy of solidarity” which can help build social resilience.  “Being protected means having someone to rely on,” he added.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Commend the Republic of the Congo on the Mouébara Act, Raise Questions on Women’s Access to Justice and Clandestine Abortions

    The Committee on the Elimination of Discrimination against Women today considered the eighth periodic report of the Republic of the Congo, with Committee Experts commending the State on the Mouébara Act which combatted violence against women, while raising questions on women’s access to justice and on clandestine abortions in the country. 

    Esther Eghobamien, Committee Expert and Country Rapporteur for the Congo, said extensive constitutional, legal and public policy reforms, and strategic approaches adopted by the Congo were commendable, including the celebrated Mouébara Act no. 19 of 2022 to combat violence against women, which specifically defined discrimination against women as in article 11 for the first time.  Many unique provisions of the law aligned with international human rights law and if effectively implemented, should guarantee protection for women on many fronts, including against sexual harassment. 

    A Committee Expert asked how the State was working with customary courts and informal justice actors to form a path for the protection of the rights of women and girls under customary law?  What concrete steps were being taken to improve and enhance access to quality justice, including through the provision of legal aid and addressing awareness in the justice sector?  How was the State party ensuring that the Mouébara Act was implemented, so that gaps could be closed? 

    Another Committee Expert said complications from clandestine abortions were responsible for up to 30 per cent of maternal deaths.  Use of contraceptives in the country was very low.  What specific measures were being taken to ensure people knew about the risks of early pregnancies?  What measures were being taken to ensure that women facing complications relating to insecure abortions received full medical support?  How was access to health services without criminalisation ensured, particularly for women involved in clandestine abortion? What measures would be taken to legalise abortion? 

    The delegation said work was being carried out at the grassroots level with community leaders on the rights of women.  Access to justice was guaranteed under the law and bolstered via the Mouébara Act. The national action plan for tackling gender-based violence had a staff, who were also active in ensuring women had access to justice.  There had been training sessions for judges and judicial staff so they understood the new laws and how their provisions needed to be applied in the courts.  More than 1,000 judicial staff had undergone training so far.  The Mouébara Act contained specific actions for judges, and judges received specific training on it. 

     

    The delegation said the Republic of the Congo banned the voluntary interruption of pregnancy, due to terrible past situations relating to abusive abortions in inappropriate locations.  The State monitored specific cases.  There had been a case involving incest where a girl was pregnant with twins and her father was responsible.  In this case, to have access to an abortion, she would need to go through the courts and the judge should accept the procedure for termination of pregnancy, taking into consideration the health of the mother.  These were exceptional cases, and the State was following this policy to limit any potential health problems. 

    Introducing the report, Inès Bertille Nefer Ingani Voumbo Yalo, Minister for the Promotion of Women, Integration of Women in Development and Informal Economy of the Republic of the Congo and head of the delegation, said many steps had been taken to enhance women’s participation in political and public life, including the national programme for the promotion of women’s leadership in political life, which strengthened the capacities of more than 3,000 women in politics, leadership, and communication.  The representation of women in institutions and decision-making spheres in the Republic of the Congo was experiencing a real improvement.  The Republic of the Congo aimed to be a model in the implementation of the Convention.

    In her closing remarks, Nahla Haidar, Committee Chair, said the Committee was impressed by the number of legal initiatives and texts being developed by the State party and the work being undertaken on the ground to translate those texts into something real. 

    Ms. Ingani Voumbo Yalo thanked the Committee for the efforts and the constructive dialogue. The Republic of the Congo was committed to moving forwards to improve the wellbeing and rights of women.

    Presentation of Report

    INÈS BERTILLE NEFER INGANI VOUMBO YALO, Minister for the Promotion of Women, Integration of Women in Development and Informal Economy of the Republic of the Congo and head of the delegation, said the promotion of equal human and women’s rights was one of the major pillars of the Congolese Government’s action.  Many steps had been taken to enhance women’s participation in political and public life, including the national programme for the promotion of women’s leadership in political life, which strengthened the capacities of more than 3,000 women in politics, leadership, and communication. The representation of women in institutions and decision-making spheres in the Republic of the Congo was experiencing a real improvement.  There were now 100 per cent of women on the Women’s Advisory Council, 47 per cent of women in the judiciary, 25 per cent of women in the high court of justice, and 15 per cent of women credited as ambassadors, among others. 

    Since the last dialogue with the Committee, the Republic of the Congo had strengthened and evolved its normative and institutional framework by adopting several texts, including the law establishing the right of asylum and refugee status; the law on combatting trafficking in persons; the law on sustainable environmental management; the Mouébara Act on combatting violence against women and its implementing texts; and the law establishing the Mouébara Centre for the reception and rehabilitation of women and girls victims of violence, among others.  The draft law on parity was in the process of being adopted. 

    Many activities had been carried out to promote and protect women’s rights, such as the establishment of the National Committee of Women Mediators for Peace; the adoption of the national strategy (2021-2025) to combat gender-based violence; the training of women magistrates in the courts of appeal on domestic violence; and the training of more than 1,000 magistrates and other judicial personnel under the jurisdiction of the five courts of appeal on the application of the Convention, the Mouébara Act on combatting violence against women, and the holistic care of victims of violence against women.  The Mouébara Centre for the rehabilitation of women victims of violence would benefit from a two-hectare plot of land in the centre of Brazzaville and a budget line of two billion FCFA for its construction in 2025.

    With regard to maternal and child health, the national health development plan 2023-2026 covered caesarean section and other complications related to pregnancy and childbirth, free antimalarial drugs for children aged 0 to 15 years old, as well as the care of children with sickle cell anaemia.  Other strategies to combat maternal and child mortality had been developed, including the integrated strategic plans for reproductive, maternal, newborn, child and adolescent health 2022-2026.  These actions made it possible to reduce the maternal mortality ratio from 304 deaths to less than 70 deaths per 100,000 live births over a period of three years. 

    Regarding the fight against HIV/AIDS, there had been a considerable reduction in the prevalence rate of mother-to-child transmission, as well as an increase in antiretroviral coverage among pregnant women, from 10 per cent in 2019 to 43 per cent in 2023. Awareness campaigns were being conducted in schools and in grassroots communities to combat teenage pregnancies in the Congo.

    To improve women’s access to education, the Republic of the Congo adopted the national policy for integrated early childhood development 2022-2030; the national strategy for girls’ schooling; and the education sector strategy 2021-2030. Schooling was compulsory for all until the age of 16, textbooks were free, and wearing a uniform was compulsory to fight against discrimination against the most disadvantaged children. The positive masculinity approach to combat violence against women and girls had raised awareness among nearly 4,000 students from different departments on family life, education, gender stereotypes and awareness against violence in schools. 

    The Congo was continuing efforts to ensure women’s empowerment through support for women’s and mixed groups as part of the programme for the development of protected agricultural areas.  Funding had been granted to women carrying out income-generating activities.  The Congo had also established a public support structure for small and medium-sized enterprises, called the “Impulse, Guarantee and Support Fund”, allowing women entrepreneurs to benefit from training on entrepreneurial leadership.

    Despite the progress made by the Republic of the Congo, significant challenges remained. The State was calling for multifaceted support from the international community for better management of issues related to the fight against all forms of discrimination against women and for the construction of the Mouébara Centre for the holistic care of victims of violence.  The Republic of the Congo aimed to be a model in the implementation of the Convention.

    Questions by Committee Experts

    ESTHER EGHOBAMIEN, Committee Expert and Country Rapporteur for the Congo, said the State possessed vast oil and forest resources but still faced challenges in providing a high quality of life to citizens, particularly women and girls. Extensive constitutional, legal and public policy reforms, and strategic approaches adopted by the Congo were commendable, notably the 2017-2021 national gender policy and action plan; the promotion of women’s leadership in politics and public life (2017-2021); the UNCR 1325 national action plan on women and peace and security (2021–2023); and the celebrated Mouébara Act no. 19 of 2022 to combat violence against women, which, specifically defined discrimination against women as in article 11 for the first time.  Many unique provisions of the law aligned with international human rights law and if effectively implemented, should guarantee protection for women on many fronts, including against sexual harassment. 

    However, key policies had expired, progress was slow, and the rights of women and girls were continually threatened by violence.  It was hoped the outcome of today’s dialogue would highlight thematic areas to build a future where gender equality was tangible and accessible to all women in the Congo.

    How systematic was the training for judges?  Was gender integrated into the curriculum for training?  Did the Congo have legal aid as a service for women?  What kind of capacity building was being given to the legislator? 

    A Committee Expert commended the State party for the Mouébara Act, and for the Constitution, which decreed equality between men and women.  Had the State party conducted an assessment on existing laws to identify legal frameworks which contradicted existing policies on equality?  What efforts was the State party taking to build the capacity of judges, prosecutors and the judiciary to apply the Convention in their work?  How was the State working with customary courts and informal justice actors to form a path for the protection of the rights of women and girls under customary law? 

    What was the situation of women and human rights defenders working on the human rights of women in the country?  What concrete steps were being taken to improve and enhance access to quality justice, including through the provision of legal aid and addressing awareness in the justice sector?  How was the State party ensuring that the Mouébara Act was implemented, so that gaps could be closed? 

    Responses by the Delegation 

    The delegation said the Mouébara Act was a significant legislative step, serving to resolve the different issues when it came to the protection of women.  Previously there were no specific guarantees protecting women from violence.  The Act allowed the State to criminalise various types of behaviour which did not respect the human rights of women.  It was enacted two years ago and was increasingly being referred to and cited. 

    Work was being carried out at the grassroots level with community leaders on the rights of women. Departmental networks had been established in every department in the Congo, and in every department there was a network to eradicate violence against women and girls.  Access to justice was guaranteed under the law and bolstered via the Mouébara Act.  Gender-based violence focal points had been appointed in the courts.  The national action plan for tackling gender-based violence had a staff, who were also active in ensuring women had access to justice. 

    There had been training sessions for judges and judicial staff so they understood the new laws and how their provisions needed to be applied in the courts.  This included training on the Convention and the State’s strategy to eliminate violence against women.  More than 1,000 judicial staff had undergone training so far. Regular criminal court hearings were held which allowed all those found guilty of violence against women to be prosecuted. 

    The Congo had been taking steps to improve prison settings, and women’s prisons were monitored and surveyed.  Visits were conducted every year to ensure female prisoners were being treated appropriately.  The Mouébara Act was the first comprehensive act in all of French-speaking Africa which criminalised violence against women.  Steps had been taken to ensure the suspension of judges who did not fulfil their duties, to reassure all women they would receive a fair hearing.  The Mouébara Act contained specific actions for judges, and judges received specific training on it. 

    Gender parity was provided for in the Constitution.  The Congo had an Electoral Code which provided for parity and things were improving gradually.  With each election, there was an increase in the number of women.  There were dedicated lawyers to provide support to women during legal proceedings. 

    Questions by Committee Experts

    A Committee Expert commended the State party on its updated national action plan on women, peace and security with four specific pillars in line with the United Nations trust facility supporting cooperation on arms regulation 1325.  How would civil society and women’s organizations be engaged in the implementation and monitoring of the plan?  And what about the involvement of the security sector? How did the plan align with national development priorities and the establishment of an inclusive security architecture?  What steps was the State party taking to adopt a legal framework for gender responsive budgeting?  What measures were being taken to enact a legal framework for women human rights defenders and ensure accountability for threats made against them?  What was the timeline for the Gender Observatory? 

    Another Expert asked about the status of the parity law?  Were there any political officials mandated to address the concept of temporary special measures?  Were any studies planned to assess the impact of temporary special measures on social development?  Were there any measures to address the gaps within the digital economy?  What concrete sanctions had been put in place for political parties to work towards parity? 

    Responses by the Delegation 

    The delegation said parity was progressive in the Congo.  It required a change in mentality and encouraging women along that path. Women needed to express their will to participate in politics, and the State was trying to raise awareness to help them not to be afraid that men would cheat and win anyway.  Around 3,000 women had been elected through municipal and local elections and in the Senate.  A Ministry had been established for the promotion of indigenous peoples, which was a huge step forward.  The legal regime which governed the human rights commission had been strengthened. The Government had been developing a national strategy on indigenous peoples, which had led to the adoption of a national action plan to improve their wellbeing. 

    The Republic of the Congo had made major headway when it came to peacekeeping.  As a result of the recent economic crisis, there had been a psychosis creeping in regarding peacekeeping, but women continued to play a full role in peacekeeping for the country.  The current economic crisis weighed heavily on the budget of the country. A national strategy had been rolled out on transitioning the informal sector towards a formal sector.  A fund was in place which would allow female market vendors to benefit from preferential rates to enable them to have access to financing which would allow them to become empowered.

    A Committee Expert said the Family Code contained provisions reinforcing women’s subordinate role in the household.  The introduction of new laws and policies, particularly the Mouébara Act was commendable. What progress had been made under this law in addressing gender stereotypes?  What efforts had the State party made to combat gender stereotypes? While progress had been made in the eradication of female genital mutilation, the practice still existed. What measures had been adopted towards ensuring the absolute prohibition of child marriage?  What steps was the State party taking to eliminate harmful practices?  Could data be provided on female genital mutilation for the past two years?  What support was provided to victims of female genital mutilation and child marriage? 

    Violence disproportionately affected indigenous women and women with disabilities.  How would the State party ensure regular awareness raising campaigns for women, who were the most vulnerable, to protect them against violence?  What mechanisms would be put in place to facilitate the reporting of gender-based violence?  What progress had been achieved under the Mouébara Act in prosecuting violence against women, particularly for indigenous women and for women with disabilities? 

    Another Expert said the Committee remained concerned about the lack of information available about trafficking.  Information would be welcomed on the number of cases and prosecutions.  Were steps being taken to improve coordination between law enforcement professionals working in the sphere of trafficking? What was being done to ensure victims of trafficking were not treated as criminals? 

    How were victims guaranteed access to services across the entire country?  Were the services accessible for rural and indigenous women? Prostitution was not legalised in the Republic of the Congo, however, States were obliged to scrap laws which discriminated against women, including laws against women who were prostitutes. Were women who were prostitutes able to be charged with a crime?  What steps was the State taking to decriminalise women working as prostitutes? What programmes were in place for women and girls who wished to leave prostitution? 

    Responses by the Delegation 

    The delegation said under the Mouébara Act, the Ministry of Women drafted an annual report which included statistics on the Act.  The Mouébara Act provided for new sets of exacerbating circumstances to ensure perpetrators of violence against women were duly charged.  This included law enforcement officials who tried to prevent victims from reporting the crime. 

    Work was being carried out to change culture and mindsets, including modernising the mindsets of women at the outset, which was no easy task.  However, progress was being made, including that the Minister of Indigenous Affairs was now a woman.  Significant work was being done with indigenous women to work with them to change minds in communities. 

    Female genital mutilation was not part of Congo tradition.  Foreigners sometimes set up residence in the country and conducted this practice, and this was monitored.  There had been cases at the border where young girls who had been brought into the Congo to marry were apprehended.  This had occurred within the Malian community who sought young girls and brought them into the Congo for marriage.  If there was a child who did not speak French, border control officers would make efforts to check the child was related to the person they were travelling with.  Forced marriages were prohibited in the Republic of the Congo; however, this practice was still seen in rural and agricultural areas. 

    There was no specific law prohibiting or condemning prostitution in the Congo.  Prostitution was very far removed from the State’s cultural values.  If there were conversations about prostitution in the public space, the State was concerned they would open a pandora’s box and result in an increase in sexually transmitted diseases, which would overwhelm services.  The State was aware that there may need to be a change in approach. 

    In 2019, the Congo had published a law on trafficking, and training was organised with members of the judiciary on this topic.  Polygamy was permitted and men could have up to four wives.  If couples wanted to be polygamous, this needed to be declared.

    The Mouébara Centre provided services for victims, and also acted as a forum for dialogue and an opportunity to follow-up with perpetrators responsible for such acts. The Republic of the Congo had not yet implemented the law on genocide.

    Questions by a Committee Expert

    A Committee Expert commended the minimum 30 per cent quota for candidate lists set by the State. The number of female members of the national assembly had risen to more than 15 per cent.  However, the current bureau established in 2022 included only one woman.  What were the recent programmatic measures to promote women’s leadership?  What had the State identified as the cause of the noticeable underrepresentation of women in the diplomatic area?  What endeavours had been undertaken to increase women’s awareness on the availability of opportunities as well as the importance of women’s representation in international leadership?  The State party’s efforts to raise awareness to combat gender stereotypes to overcome women’s low representation in decision-making positions were recognised.  What did these campaigns entail?  What were the resources allocated?  Had their impact been assessed?  What were their outcomes?  Were the campaigns targeting the younger generation? 

    Responses by the Delegation 

    The delegation said today women were heads of villages and districts.  The Consultative Committee on Women was the only body which had the right to make suggestions to the President.  Work was being done to ensure that before the next election, the articles related to the percentages of women would be modified.  The Consultative Committee had made several suggestions, including on women governors.  Thanks to these suggestions, two women had become governors. 

    The Committee made it possible to promote women in science as there had been few women scientists before that.  It also made it possible to prepare programmes on the education of young women and to improve the situation of girls in all schools.  Without awareness raising, girls were often mocked during their menstrual cycles, so it was necessary for schools to have social workers to deal specifically with issues for young girls.  This would be made mandatory in 2025 as a direct result of the work of the Consultative Committee.  

    The gender parity observatory had been established to monitor progress.  There needed to be female candidates who were capable of representing their constituents.  Work was also being carried out with political parties to ensure they were willing to put forward female candidates.

    Questions by Committee Experts

    A Committee Expert said the Congo had made headway when it came to issues of nationality. However, women of Congolese nationality faced issues when transmitting nationality to their foreign husbands. Would the State modify the laws in this regard?  Could women transmit their nationality to their children, like men could?   Was there a different level of birth registration between the different sexes?  What were the outcomes of any campaigns to boost the levels of birth registration? What measures would be implemented in rural areas to boost levels of registration?  Would civil status procedures be digitalised to make them more streamlined?

    The State should be commended for ratifying the two conventions on statelessness in 2023, and for establishing a committee to address statelessness.  What were the activities of the committee and what had it achieved? 

    Responses by the Delegation 

    The delegation said a reform was currently being debated, which if adopted would result in a new legal framework which would overhaul certain provisions in the Family Code. The Government was pushing to ensure that this reform was regalvanised and enjoyed some fresh momentum. 

    Failure to uphold the electoral law resulted in sanctions.  Alternating lists for male and female candidates had been drawn up to beef up the success of the parity law.  If parties failed to uphold the 30 per cent quota on the list, the entire list of candidates would be rejected.  This meant that at the most recent elections, parties took this seriously and ensured that more female candidates were put forward, resulting in the training of 3,000 female candidates. 

    In the Congo, there was a Minister for the Digital Economy.  In 2025, the goal had been set to digitalise all services and work was underway to deliver on this. 

    Questions by a Committee Expert

    A Committee Expert said the Committee appreciated the State party’s commitment to advancing equality. Had the national action plan on education and its accompanying strategy been extended?  Could the State party clarify why indigenous children and orphans could not be enrolled in regular schools?  How was it ensured that all children had access to schooling?  What was being done to increase the retention of girls in secondary education, particularly indigenous girls? 

    The Committee commended the strategy to increase girls’ enrolment in maths and sciences, but was concerned at the low numbers mandated for the quotas.  How were girls being encouraged to enrol in maths and science subjects?  What initiatives had been implemented to combat gender stereotyping and increase the number of girls enrolled in industrial subjects?  Did literacy programmes aim only for the functional literacy of women?  Were there remedial programmes for girls who dropped out of school?

    Responses by the Delegation 

    The delegation said education was equal for boys and girls, and significant steps had been taken to reduce the gaps between the genders in education.  There was a plan for early childhood 2022-2030 that focused on ensuring that girls stayed in school, with several initiatives, including free education and textbooks.  The State also provided free school meals.  To ensure girls did not drop out due to menstruation, all school facilities in the country now had toilets separated by sex.  There were also showers built to allow for better menstrual hygiene.  Scholarships and fellowship grants were made available to young girls who wished to pursue a career in science.  Countries such as Cuba provided girls with the opportunity to pursue medical scholarships. There were vocational colleges set up to help girls who had dropped out of school. 

    Data indicated that as of 2020, there were more than 14,000 indigenous children, more than 7,500 of whom were girls, who were educated in the Congo.  A budget was specifically set aside for the celebration of International Women’s Day.  On the day, activities were organised, including for rural women. 

    The literacy programme covered all women in the Congo.  There were four institutions in the country providing specialised education and training for children with disabilities.  Students in indigenous communities benefitted from the Aura education programme, which ran until the end of primary school, or early secondary school.  Once they had attained that level of education, they could then go to the same schools as other children.  Educational awareness programmes were conducted with parents to ensure children were not pulled out of school to participate in the harvest. 

    Questions by Committee Experts

    A Committee Expert said the labour law of the Republic of the Congo guaranteed equal pay for equal work regardless of sex.  There were issues with sexual harassment in the workplace; could the delegation clarify the status of sexual harassment laws in the country?  What strategies were in place to raise awareness about sexual harassment in the workplace?  What measures would be adopted to reduce the pay gap and collect data in this regard? 

    ESTHER EGHOBAMIEN, Committee Expert and Country Rapporteur for the Congo, asked if there were any mechanisms which regulated the private sector? 

    Responses by the Delegation 

    The delegation said women and men earnt the same wages when they had the same responsibilities. A national strategy had been crafted to shift the informal economy to a formal economy.  The Republic of the Congo wanted to boost its gross domestic product, which could be done by formalising work which previously took place in the informal sector or on the black market.  The right to a retirement pension held true to all.  The Mouébara Act punished sexual abuse and sexual violence in the workplace as well as public spaces, including religious institutions. Fines and punishment were doubled if this involved a hierarchical responsible official. 

    A new law made it mandatory for all projects to have a social, economic and environmental impact statement and review. 

    Questions by a Committee Expert

    A Committee Expert said the leading cause of death in the Congo was HIV/AIDS, with the rate of deaths almost 50 per cent higher for women than men.  Complications from clandestine abortions were responsible for up to 30 per cent of maternal deaths.  Use of contraceptives in the country was very low.  What specific measures were being taken to ensure people knew about the risks of early pregnancies?  What measures were being taken to ensure that women facing complications relating to insecure abortions received full medical support?  How was access to health services without criminalisation ensured, particularly for women involved in clandestine abortion?  What measures would be taken to legalise abortion? 

    What was being done to reduce stigmatisation around HIV/AIDS?  What measures were being taken by the State to deal with challenges in terms of infrastructure in rural areas?  What was the overall number of persons benefitting from the universal health insurance fund, and how many were women and girls?  What measures had been put into place by the State to ensure indigenous women had access to safe drinking water? 

    Responses by the Delegation 

    The delegation said there was a programme for sexual and reproductive health which had been reintroduced in schools.  The State ensured the promotion of modern contraceptives and ensured they were free of charge in health centres.  The Republic of the Congo banned the voluntary interruption of pregnancy due to terrible past situations relating to abusive abortions in inappropriate locations. The State monitored specific cases. There had been a case involving incest where a girl was pregnant with twins and her father was responsible.  In this case, to have access to an abortion, she would need to go through the courts and the judge should accept the procedure for termination of pregnancy, taking into consideration the health of the mother.  These were exceptional cases, and the State was following this policy to limit any potential health problems. 

    Questions by Committee Experts

    ESTHER EGHOBAMIEN, Committee Expert and Country Rapporteur for the Congo, said women found it difficult to participate equitably in the socio-economic development of the country.  Unfortunately, poverty remained a leading cause of social exclusion for women. Existing and planned support programmes to help women entrepreneurs access finance and microfinance, develop their businesses, and provide services tailored to meet the needs of rural women were commendable. 

    What measures were being taken to enhance social protection systems for Congolese women, especially those in the informal sector and vulnerable groups?  How did the Government plan to address financial and infrastructural challenges which hindered women’s access to social services? Would the State party consider ratifying key International Labour Organization conventions?  What programmes existed to support women in core economic sectors such as energy, oil and gas, the extractive industry, and the blue economy in the Congo.  What measures were in place to strengthen the private sector’s accountability to the Committee? 

    Another Expert commended the State party for progress registered in advancing the rights of rural women and women in agriculture.  What concrete efforts was the State party taking to mobilise adequate financing to increase equal access to electricity and clean energy and technology for women and girls, especially women and girls in rural areas, women with disabilities, indigenous women, women living in poverty, and refugee, migrant, and asylum-seeking women and girls?  What efforts was the State party taking to increase access to inclusive water hygiene and sanitation programmes and activities in all parts of the country? To what extent were women and girls in rural areas; refugee, migrant and asylum-seeking women and girls; those living in poverty; and women and girls with disabilities involved in the development, implementation, monitoring and evaluation of rural and agricultural developmental programmes that were meant to benefit them?

    Responses by the Delegation 

    The delegation said the President of the Republic of the Congo was a champion of environmental causes.  Steps had been taken to ensure women were playing their full role in climate action. A fund was in place for the artisanal sector, which was also available to female artisans.  The medical insurance fund covered the needs of women in the informal sector.  At the rural level, the programme “water for all” encouraged the use of solar resources to achieve water and electricity goals.   Women benefited from credits and loans and women entrepreneurs had access to a fund which provided cash transfers. 

    A project was currently underway which would be launched in specific zones, focusing on environmental protection.  It aimed to be a grassroots project with ownership by the local communities, including indigenous communities.  There were interschool competitions to encourage all pupils to take an interest in sports.  There were also sporting academies for girls, particularly a handball academy, which was popular in the country.  There was a project involving 300 women who would undergo a self-defence training course, as a way of tackling violence against women.  The gender dimension was included throughout the environmental framework. 

    Questions by a Committee Expert

    A Committee Expert said adultery was illegal for men and women, but sanctions were harsher for women.  In the absence of an agreement between the spouses, the husband would choose the place of residence for the family.  How did the State ensure that customary marriages were recorded in the civil registry and all married women enjoyed the same rights when it came to civil procedures? What was the status of the current review process and the adoption of the code for the family?  What training was provided to those in the administration of justice to intervene in cases of child marriage?  The situation surrounding widows were very precarious, and they were not covered by the law.  What awareness raising activities were being undertaken to eradicate discriminatory practices against widows?  When would the new legal provisions be ready? 

    Responses by the Delegation 

    The delegation said there were several provisions within the Mouébara Act which focused on the rights of widows, ensuring they could not be thrown out of the home. Efforts were also being undertaken to make women more aware of their rights, so they could invoke the Act. The State was reviewing legal instruments, including the Family Code, which would take into account the Committee’s concerns.  There could be no official marriage which was just a customary marriage; however, steps were taken to ensure customary marriage was protected in law.  The Mouébara Act addressed discrimination while the State was waiting for the new codes to be adopted. 

    A review of several codes was being carried out.  Since 2022, the law relating to the Penitentiary Code was published.  The Committee’s concerns would be taken into account as this work continued. 

    Today everyone understood across the country that widows should be left alone, that their succession rights needed to be ensured, and that children should stay with their mothers. 

    Closing Remarks

    NAHLA HAIDAR, Committee Chair, said the Committee was impressed by the number of legal initiatives and texts being developed by the State party and the work being undertaken on the ground to translate those texts into something real. The Committee was grateful for the dialogue which had helped the Experts better understand the situation of women and girls in the Republic of the Congo.

    INÈS BERTILLE NEFER INGANI VOUMBO YALO, Minister for the Promotion of Women, Integration of Women in Development and Informal Economy of the Congo and head of the delegation, thanked the Committee for the efforts and the constructive dialogue. The Republic of the Congo had carried out many efforts to protect the rights of women, particularly the Mouébara Act, which was innovative and binding and was a first in Africa.  The State was proud of this law, which filled the existing legal gaps relating to specific protection and took into account the definition of all forms of violence.  The Republic of the Congo was committed to moving forwards to improve the wellbeing and rights of women.

  • MIL-OSI USA: Expanding Affordable Broadband Access

    Governor Kathy Hochul today announced a $26 million ConnectALL grant to Oswego County to construct a fiber-to-the-home network that will expand broadband access to about 10,792 homes, businesses and community institutions across 22 towns and villages. The project will construct 345 miles of fiber infrastructure, significantly expanding high-speed internet access throughout rural areas of the county. This grant is part of New York State’s Municipal Infrastructure Program, which has now awarded over $240 million in funding for broadband expansion projects. Collectively, these investments support the construction of nearly 2,400 miles of broadband infrastructure, reaching about 98,000 locations across New York State.

    “This $26 million investment in Oswego County’s broadband infrastructure represents our commitment to building a more connected New York, where every family and business can access affordable, high-speed internet,” Governor Hochul said. “By partnering with local governments to expand broadband coverage, we’re creating opportunities for economic growth, improving access to health care and education, and ensuring our rural communities are fully equipped to participate in our digital future.”

    Empire State Development President, CEO and Commissioner Hope Knight said, “Expanding reliable broadband connectivity is crucial for New York State’s economic growth. Through ConnectALL’s transformative work in Oswego County, we will help bridge the digital divide and connect thousands of Central New York residents and businesses to the modern digital economy. Through the ConnectALL initiative, we are building the infrastructure needed to provide all New Yorkers with reliable, affordable internet access.”

    Oswego County will own the broadband network and make it available for lease to internet service providers, including Empire Access, on a non-discriminatory and non-exclusive basis. The revenue generated from these leases will support the network’s ongoing maintenance and future expansion. This innovative public infrastructure model ensures sustainable, affordable access while promoting competition among service providers.

    The project specifically targets rural areas with high poverty rates and geographic isolation, addressing critical needs for affordable and reliable broadband service. The expanded connectivity will enhance residents’ access to essential services including:

    • Telehealth resources
    • Remote education opportunities
    • Digital employment platforms
    • Online business services

    Funding for ConnectALL’s Municipal Infrastructure Program has been awarded through the U.S. Department of the Treasury under the American Rescue Plan’s Capital Projects Fund. Broadband infrastructure in the Municipal Infrastructure Program will be owned by a public entity or publicly controlled. Internet Service Providers will use the new broadband infrastructure to provide New Yorkers with affordable, high quality service options.

    Oswego County Legislature Chairman James Weatherup said, “For more than a decade, we have been working to identify a funding source that would enable us to reach the areas in our county that, for various reasons, had been ignored by the major corporate Internet Service Providers. The Municipal Infrastructure Program offered by New York’s ConnectAll broadband office fit our needs nicely, allowing us to reach nearly 100 percent of the addresses that had been identified as unserved, as well as many that lacked service sufficient to carry out the needs of an average household. The project, when complete, will support the existing business community, enhance future economic development opportunities, provide a more robust learning environment for children and elevate the quality of life throughout the County. We are very grateful for this affordable opportunity to enhance our communities with these critical infrastructure assets.”

    Governor Hochul’s ConnectALL Initiative

    Governor Hochul has made expanding broadband access a cornerstone of her administration’s efforts to create a more equitable New York. Through the ConnectALL initiative, New York State is investing $1 billion to transform the State’s digital infrastructure, enhance competition among providers and ensure that every New Yorker has access to reliable, affordable high-speed internet.

    To date, ConnectALL has overseen the successful launch and implementation of several programs to advance broadband access, including:

    • The Digital Equity Program, which will invest $50 million, including a federal allocation of at least $37 million, to implement the New York State Digital Equity Plan to close the digital divide. ConnectALL is accepting responses to the Digital Equity Program Capacity Grant Request for Applications through March 24, 2025. ConnectALL will award about $15.5 Million through this Request for Applications to entities and partnerships working to bridge the digital divide.
      The Affordable Housing Connectivity Program, which will bring new broadband infrastructure to homes in affordable and public housing, leveraging a $100 million federal investment from the U.S. Treasury Department’s Capital Projects Fund. The program is currently accepting applications from internet service providers and expressions of interest from housing owners and public housing authorities.
      The ConnectALL Deployment Program, which will fund internet service providers to reach unserved and underserved locations, drawing on an allocation of $664.6 million in federal funding from the Broadband Equity, Access, and Deployment Program, as described in the ConnectALL Broadband Deployment Initial Proposal.

    Sex work should be fully decriminalised in the UK to protect sex workers’ human rights and safety, Amnesty International UK has said today.  

    In England and Wales, the buying and selling of sexual services is legal, but some activities around sex work are not – sex workers who decide to work together for safety can be charged with brothel keeping and it is a criminal offence to ‘solicit’ clients in public spaces. As a result, sex workers are forced to work on their own, at increased risk of violence.   

    A new poll* commissioned by Amnesty UK has shown that the majority of the UK public (61%) believe that it should not be a crime for two or more sex workers to work together, and more than half (53%) of UK adults agree that consensual adult sex work should be fully decriminalised.  

    Chiara Capraro, Amnesty International UK’s Gender Justice Programme Director, said:   

    “Our poll shows that the majority of the UK public wants the law to protect, not punish sex workers.  

    “Most people go into sex work due to poverty. Years of austerity and the cost-of-living crisis are pushing more and more women into sex work to support themselves and their families. Rather than keeping these women safe and helping them to leave sex work if they so wish, the current law forces sex workers into harmful, dangerous and isolating situations and can trap them in a cycle of poverty.  

    “Sex workers should be able to work together for safety, but instead criminalisation forces them to work in precarious situations alone, making them vulnerable to violence and abuse and blocking them from accessing health care and other vital services. 

    “Full decriminalisation is the only option to keep sex workers safe – it would allow them to work together for security, improve their ability to report violence to the authorities and access justice and support.” 

    Amnesty International UK is calling for decriminalisation alongside a coalition of sex worker led and human rights organisations, including Decrim Now and the English Collective of Prostitutes.  

    Megan Isaac, a spokesperson from Decrim Now, said:  

    “This polling shows that the general public agrees with what sex workers have long been calling for: we need full decriminalisation so that sex workers can work together for safety, without having to fear fines, eviction, or arrest. The government has abandoned millions of people in the UK to living in poverty – it’s deeply unfair to criminalise people who turn to sex work so that they can survive. 

    “We know that it’s possible for the law to change. New Zealand decriminalised sex work in 2003 and Belgium did so in 2022, recently implementing laws that would give sex workers access to maternity leave, sick pay, and protection from harassment. Politicians must take action to decriminalise sex work in the UK, to protect sex workers’ safety, health, and human rights.” 

    Laura Watson, a spokesperson from the English Collective of Prostitutes, said:  

    “Most of the women in our group are mothers working to support children and we are furious that we are pushed into this job by poverty and then criminalised for trying to survive and keep our families together. Those of us who are migrant and/or women of colour get particularly targeted.  

    “Sex workers are facing epidemic levels of rape and other violence but we can’t report to the police because we are frightened about being arrested ourselves for soliciting or brothel-keeping.  

    “If we are working on the street, we end up running from the police and being pushed into more isolated areas. Many of us would like to work together with another woman inside because it is safer but if we do that we can be arrested for brothel-keeping.”

    On Thursday 13 February, Amnesty International UK, the Movement for the Survival of the Ogoni People (MOSOP), AFRICA: Seen & Heard and Justice 4 Nigeria are marking the start of the Ogale and Bille communities vs Shell trial with the stunt ‘Ecocide Babe’ by British-Nigerian artist-activist The Crude Madonna outside the Royal Courts of Justice.

    In the performance, The Crude Madonna – representing Niger Delta womanhood and resistance – will wear traditional Nigerian dress and gold-painted Shell-shaped medallions saying ‘hell’ and ‘oil’ coated with ‘crude oil’ and hold the Ecocide Babe Alera (which means ‘it is enough’ in the local Khana language) with crude oil congealed around the baby’s mouth.

    Created by artists The Crude Madonna and THE DnA FACTORY MRSS, the Ecocide Babe  symbolises the devastating effect of oil pollution on fertility, pregnancy and infant health in the region as well as its overall impact on communities and the environment caused by Shell’s 60 years of oil spills and leaks due to poorly maintained pipelines, wells and inadequate clean-up attempts that have ravaged the health and livelihoods of many of the 30 million people living in the Niger Delta – most of whom live in poverty.

    This is the first stage of the trial that will take place in London throughout 2025. More than 13,500 Ogale and Bille residents in the Niger Delta have filed claims against Shell over the past decade demanding the company clean up oil spills that they say have wrecked their livelihoods and caused widespread devastation to the local environment. They can’t fish anymore because their water sources, including their wells for drinking water, are poisoned and the land is contaminated which has killed plant life, meaning communities can no longer farm.    

    Shell plc is domiciled in London and should be legally responsible for the environmental failures of its subsidiary company, the Shell Petroleum Development Company of Nigeria.

  • MIL-Evening Report: A new report card shows inequality in Australia isn’t as bad as in the US – but we’re headed in the wrong direction

    It’s hard to remember a time the United States seemed as tense and divided as it does today. That should serve as a stark reminder of just how important it is to monitor the health of our own nation.

    Today, our new report card on Australia’s progress will be launched in Canberra. It assesses progress on 80 economic, social and environmental targets and models a range of policy shifts that could boost progress.

    We find that progress on more than half of these targets has either stagnated or is going backwards. And growing inequalities threaten the wellbeing of many Australians.

    Our report comes on the heels of America’s own State of the Nation report, which puts the US near the bottom of global rankings on inequality, violence, trust and polarisation.

    The situation in Australia is not yet as dire. However, our results signal a need to start thinking long-term and take bold action on inequality to avoid a similar fate.

    Not an A+ student overall

    Our report draws on the 17 UN Sustainable Development Goals (SDGs) to select a broad and balanced set of 80 economic, social and environmental indicators.

    Each of our indicators can be grouped under one of these 17 goals and includes a 2030 target. We use this target to evaluate progress and allocate “traffic lights” that tell us about the direction in which the country is moving.

    We also benchmark Australia against peer nations from the OECD, including the US.

    The overall outlook for Australia is mixed. We aren’t completely on track to meet any of the 17 SDGs. And on some indicators, Australia is actually going backwards, away from the target.

    Many areas of concern centre on increasing inequality. These include:

    • a 30% decline in the share of wealth held by the bottom 40% of Australians since 2004
    • almost 20% of Australians living in financial stress
    • over 40% of lower-income renter households living in housing stress
    • household debt levels now exceed Australia’s annual gross domestic product (GDP).

    There are also some broader economic concerns. Australia’s level of investment in innovation is nearly 40% below OECD averages. Economic complexity – which measures the sophistication and diversity of what our economy produces – has fallen behind Honduras, Armenia and Uganda.

    And there’s been a rapid decline in education outcomes for students from lower socio-economic groups.

    Shining in some areas

    On the other hand, Australia is on track and actually leading our peers in life expectancy, road fatalities, tertiary education, water efficiency and government debt.

    We’re also above average on closing gender gaps in both income and political representation. Australia also has very low homicide rates and high feelings of safety and trust compared to our peers.

    In some key areas, Australia is actually trending rapidly towards SDG targets.

    The gender gap in superannuation, for example, has fallen from 53% in 2014 to 21% in 2021.

    The share of renewable electricity in our national energy grid has climbed to 35% and greenhouse gas emissions are steadily falling.

    And rates of unemployment, underemployment and youth unemployment have all declined to within or closer to SDG target levels of below 5-6%.

    How does the US compare?

    America’s State of the Nation report, which tracks progress on a range of similar measures to our report, paints a bleak picture.

    There are only four measures where the US performs in the top 20% of high-income countries – economic output, productivity, years of education and long-term unemployment.

    Compared to Australia, the US outperforms us on average per-capita income, investments in research and development and knowledge-based capital, economic complexity, household debt and broadband connection speeds.

    But despite their apparent economic success, mental health and life satisfaction have deteriorated. Social connections are fraying with increased social isolation, polarisation and eroding trust.

    Tragically, suicide rates, fatal overdoses and shootings have increased.

    Far worse on some measures

    In areas where Australia is also trending backwards, things in the US are often far worse.

    Income and wealth inequality, for example, are much higher in the US. The top 1% of Americans hold around 35% of wealth – compared to 24% for the top 1% of Australians.

    US welfare payments are almost 90% below the poverty line and the poverty rate is 30% higher than in Australia. Yet US government debt as a share of GDP is almost double that of Australia.

    This stark contrast suggests America’s approach to pursuing material prosperity is undermining social wellbeing, with rising inequalities fuelling social tensions and polarisation.

    Bold action needed

    For the first time, our new report models two future scenarios for Australia, exploring policies that reverse negative trends and accelerate progress towards SDG targets by 2050.

    Our modelling shows that with increased policy ambition, Australia can halve poverty and reduce income inequality by a third. We can also boost health, education and productivity, improve biodiversity, and deliver net-zero greenhouse gas emissions.

    To do it, we’d need to increase public investment by around 7% a year over 10 years in key areas such as education and health, disaster resilience, sustainable food, energy and urban systems and the natural environment.

    Our modelling shows that with these measures, Australia could achieve 90% of our Sustainable Development Goal targets by 2050.

    Without them, our future prosperity is projected to stagnate and decline by 2050, reaching just 55% progress towards our targets and with GDP around A$300 billion lower than our more ambitious scenario.

    There’s a famous aphorism that in the long run, economic productivity is almost everything. The social fissures in the US despite a strong economy would suggest otherwise.

    Australia should take note and take action to ensure the long-term sustainable prosperity of our nation.

    EU funding is subject to specific rules and regulations, in respect of sound financial management, which ensure oversight and accountability.

    Particular attention is given to the respect of fundamental values, human rights, democracy and rule of law. Assistance can be suspended in the event of the degradation of fundamental values.

    The Commission conducts regular monitoring and evaluation of funded programs to assess their impact, effectiveness and compliance with EU values and principles.

    The Commission involves civil society organisations (CSOs) in the design, implementation and monitoring of EU-funded programmes and projects since CSOs play a crucial role in promoting democratic values and transparency.

    The EU has also established solid mechanisms, such as continuous follow-ups, audits and verifications, to ensure transparency and accountability in the use of EU funds.

    As a key multilateral actor, the EU is committed to achieving the United Nations Sustainable Development Goals[1], which include reducing poverty and inequality worldwide, including in non-EU regions.

    Furthermore, the EU has established partnerships with countries in its Southern Neighbourhood to advance joint priorities, such as peace, stability, economic prosperity, upholding democratic values and human rights, notably working together with Member States through the Team Europe initiative and with special focus on gender issues (Gender Action Plan III[2]).

    By acting together, recognising the growing interdependence, the EU also aims at turning common challenges into opportunities. By investing in these regions, the EU promotes its own economic interests for instance by increasing trade and creating opportunities for European businesses, while ensuring mutual benefits for partner countries.
