    China to contribute more wisdom, technology to global high-speed rail development: vice premier

    BEIJING, July 8 — Chinese Vice Premier Zhang Guoqing on Tuesday said that China will contribute more wisdom, technology and solutions to the development of high-speed rail around the world, upholding the vision of extensive consultation, joint contribution and shared benefits.

    Zhang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks when addressing the opening ceremony of the 12th UIC World Congress on High-Speed Rail.

    Driven by a commitment to innovation-led development, China has built the world’s largest high-speed railway network and become a global leader in high-speed rail technology. These achievements have significantly enhanced travel convenience, strengthened regional connectivity, and promoted balanced economic and social development for China, Zhang said.

    He noted that China is ready to deepen cooperation with other countries by actively advancing bilateral and multilateral railway partnerships, and to enhance connectivity through both “hard connectivity” in infrastructure and the “soft connectivity” of rules and standards.

    Zhang also stressed the importance of strengthening technology sharing. China, he said, is willing to share its experience in high-speed railway construction and operations with other countries, and to work with other countries to promote the application of cutting-edge technologies in the sector.

    Efforts should also be made to coordinate the implementation of major projects and “small yet beautiful” livelihood initiatives to support economic growth more effectively and improve public well-being, he added.

    Themed “High-Speed Rail: Innovation and Development for a Better Life,” the 12th UIC World Congress on High-Speed Rail opened on Tuesday, attracting more than 2,000 participants from over 60 countries, regions and international organizations.

    Hosted by China State Railway Group Co., Ltd. and the International Union of Railways (UIC), the congress aims to provide a platform to showcase global high-speed rail achievements, facilitate technology exchange and promote international industrial cooperation.

    At a parallel exhibition on modern railway technology and equipment, 30 advanced trains and locomotives are on display, including a prototype of China’s CR450 electrical multiple unit, which is the world’s fastest high-speed train, with test speeds of up to 450 km per hour and an operational speed of 400 km per hour.

    Initiated by the UIC in 1992, the congress is convened every two to three years.

    SECRETARY-GENERAL/BRICS
    The Secretary-General is wrapping up his visit to Rio de Janeiro, where he was attending the BRICS Summit. He held a number of bilateral meetings today, notably with the Premier of the State Council of the People’s Republic of China, Li Qiang. They discussed cooperation between the United Nations and China, sustainable development, climate change and financing.
    And yesterday afternoon, on the margins of the BRICS, the Secretary-General also met the Iranian Foreign Minister, Seyed Abbas Araghchi. The Secretary-General noted the importance of the consolidation of the ceasefire to lay the groundwork for the resumption of negotiations.
    He also held a bilateral meeting with the Foreign Minister of Türkiye, Hakan Fidan. They exchanged views on the war in Ukraine, the situation in the Middle East and the next round of meetings on Cyprus.
    The Secretary-General is leaving Rio later today and will be back in New York at daybreak tomorrow.

    BOSNIA AND HERZEGOVINA
    This morning, the General Assembly held a ceremony in solidarity and reflection on the 30th anniversary of the genocide in Srebrenica, as mandated by the General Assembly.
    Courtenay Rattray, the Secretary-General’s Chef de Cabinet, delivered remarks on the Secretary-General’s behalf, saying that we must remember the more than 8,000 Bosnian Muslim men and boys who were killed at Srebrenica, and we pay tribute to the strength, to the dignity and the courage of the survivors and their families.
    Thirty years ago, the Secretary-General said in his message, the United Nations and the world failed the people of Srebrenica. This collective failure, he added, was the result of policies, propaganda, and international indifference.
    Today, he said, we remember, and we must also confront reality.
    After Srebrenica, the world said – once again – “Never Again”. Hate speech is on the rise again – fueling discrimination, extremism, and violence. We see the glorification of war criminals. We see the same dangerous currents that once led to atrocity crimes. The Secretary-General said we cannot ignore these warning signs.

    As a note, Rosemary DiCarlo, the Under-Secretary-General for Political and Peacebuilding Affairs, will be representing the Secretary-General at the official remembrance in Srebrenica that takes place this Friday.

    HAITI
    Turning to Haiti, where the Office for the Coordination of Humanitarian Affairs report that armed attacks in the Centre department last week displaced more than 16,000 human beings. Most have found refuge with host families, while 2 per cent of them have settled in seven informal displacement sites that were created in the wake of these incidents.
    These developments reflect the continued deterioration of the security situation in Haiti, which is compounding humanitarian needs in a country where more than 1.3 million people are already internally displaced. Half of those are children. Overall, 6 million people in Haiti need humanitarian assistance, amid persistent insecurity and the gradual collapse of essential services.
    Displaced women and girls face particular risks.
    They face severe risks to their safety, including exposure to sexual and gender-based violence, with cases reported in some displacement sites.
    Despite major challenges, humanitarian partners continue to deliver life-saving assistance to the most vulnerable in Haiti. From January to March, more than 720,000 people received emergency food assistance, 25,000 people received emergency shelter kits, and 35,000 benefited from essential non-food items. Nearly 170,000 people gained access to safe drinking water, and 55,000 accessed emergency sanitation facilities.
    However, as we said yesterday, the lack of funding is significantly impacting our ability and our partners’ ability to meet the growing needs of the Haitian people. And as I said, unfortunately, the Haitian humanitarian appeal remains the least funded of all of our humanitarian appeals, which are almost all underfunded. Out of the $908 million we need, we have less than $75 million in the bank.
    OCHA remains committed to working closely with humanitarian partners, national authorities and others to increase funding levels, coordinate the delivery of assistance, facilitate humanitarian access, and ensure that the needs of Haiti’s most vulnerable people are addressed.

    BEIJING, July 8 (Xinhua) — China will contribute more wisdom, technology and solutions to the development of high-speed rail worldwide by adhering to the concept of extensive consultation, joint contribution and shared benefits, Vice Premier Zhang Guoqing said Tuesday.

    Zhang Guoqing, also a member of the Politburo of the CPC Central Committee, made the remarks while speaking at the opening ceremony of the 12th World Congress on High-Speed Rail.

    As the vice premier noted, thanks to its commitment to innovation-driven development, China has built the world’s largest high-speed rail network and become a global leader in related technologies. According to him, these achievements have greatly improved travel convenience, promoted regional connectivity and the coordinated socio-economic development of China.

    Zhang Guoqing stressed that China is willing to deepen cooperation with other countries by actively developing bilateral and multilateral railway cooperation, and is also willing to comprehensively promote the “hard connectivity” of infrastructure facilities and the “soft connectivity” of rules and standards.

    The Vice Prime Minister stressed the importance of more active technology exchange. He noted that China is willing to share its experience in building and operating high-speed railways with other countries and jointly promote the widespread use of advanced technologies in the railway sector.

    The 12th World Congress on High-Speed Rail, themed “High-Speed Rail: Innovation and Development for a Better Life,” opened on Tuesday. More than 2,000 participants from more than 60 countries, regions and international organizations attended the opening ceremony.

    Organized by China State Railway Corporation and the International Union of Railways (UIC), the congress provides a platform to showcase global achievements in the high-speed rail sector and promote technology exchange and international industrial cooperation.

    Simultaneously with the congress, an exhibition of modern railway technologies and equipment is being held, where 30 advanced models of rolling stock are presented, including a prototype of the Chinese CR450 train, which is the fastest high-speed train in the world with a test speed of up to 450 km/h and an operating speed of 400 km/h.

    Tbilisi, July 8 (Xinhua) — The regional security situation, development of parliamentary cooperation and strengthening of friendly relations and partnership between Georgia and Uzbekistan were the main topics of the meeting between Georgian Foreign Minister Maka Bochorishvili and Uzbek Foreign Minister Bakhtiyor Saidov held in Tbilisi on Tuesday, the Georgian Foreign Ministry reported.

    The parties paid special attention to the development of trade and economic ties. They emphasized the importance of bilateral cooperation in the development of the Trans-Caspian International Transport Route, and also gave a positive assessment of the activities of the intergovernmental commission on economic cooperation.

    LONDON, July 8 (Xinhua) — French President Emmanuel Macron began a three-day state visit to Britain on Tuesday, becoming the first French leader to make such a visit since 2008.

    “Together, we will respond to the main challenges of our time: in security, defense, nuclear energy, space, innovation, artificial intelligence, migration and culture,” E. Macron wrote on the social network X shortly after landing in the UK.

    “The United Kingdom’s expressed willingness to strengthen ties with the European Union is a strong signal – a signal that I welcome,” added E. Macron, calling his visit “a significant moment for our Europe.”

    King Charles III and Queen Camilla of Great Britain receive E. Macron and his wife Brigitte at Windsor Castle. Earlier, upon arrival at the Royal Air Force Northolt, the Macrons were met by Prince William and Princess Kate.

    The French president will address the British parliament and meet with British Prime Minister Keir Starmer. The two leaders are expected to discuss a range of topics, including how to stop small boats carrying migrants crossing the English Channel, a thorny issue for both sides. –0–

    SHANGHAI, July 8 (Xinhua) — Overseas companies have shown increased interest in the 8th China International Import Expo (CIIE), with the total exhibition area of registered exhibitors already exceeding 300,000 square meters, event organizers said Tuesday.

    Ge Hong, deputy director of the China International Import Expo Bureau, announced that the 8th CIIE will be held in Shanghai from November 5 to 10.

    According to Ge Hong, trade delegations are currently being formed, registration of professional visitors has begun, applications for accompanying events are being accepted, and targeted work to attract investment and match supply and demand is being intensified.

    At a pre-show matchmaking event held on Tuesday, Xu Meizhen, deputy general manager of BWT China Trading Co., Ltd., said that her company had launched a total of more than 20 new products at previous CIIEs, five of which were showcased for the first time in Asia.     “We have to get the Secretary of Agriculture on CFIUS to protect our farmland. If we don’t do it, we’re going to continue to lose at the end of the day.”

    WASHINGTON – Today,U.S. Senator Tommy Tuberville (R-AL) joined U.S. Department of Agriculture (USDA) Secretary Brooke Rollins and Department of Defense (DoD) Secretary Pete Hegseth and other government officials in a press conference announcing the Trump administration’s National Farm Security Plan. 

    During the event, Secretary Rollins announced that as of today, the Ag Secretary will enter into a Memorandum of Agreement with the Chair of the Committee on Foreign Investment in the U.S. (CFIUS) to be a permanent member of CFIUS. This is something Senator Tuberville has pushed for since he entered the Senate with his Foreign Adversary Risk Management (FARM) Act. In addition to the FARM Act, Sen. Tuberville has introduced multiple other pieces of legislation to help combat the rise of foreign influence in our domestic ag supply chains during his time on the Senate Ag Committee, including the AFIDA Act and the Protecting America’s Agricultural Land from Foreign Harm Act. According to the most recent data from the USDA, Alabama has the fourth-highest amount of foreign-owned farmland, at 2.2 million acres.

    “I always looked for a day like this when I was coaching. I’d work the hell out of them, and we’d line up down there in the parking lot and just run for about an hour, you know?

    Just think about it right now though, our farmers every day go out every morning to scratch the ground, to try to make a living, and try to feed all of us in this country. And they’re very important. I’m on the Ag Committee [and the] Armed Services Committee. I’ve seen it all. I’m not a politician. I’ve been on the front row and been able to watch the devastation of our farming community in the last four years under the Democrat, Socialist, Communist Biden party. It was devastating.

    Input costs [were] high, $5 diesel, [and] instead of a $700,000 cotton picker, they’re a million dollars and a half. They wanted to put our farmers under. We lost 150,000 farms and 25,000 farmers in the last few years. Folks, we are in trouble in Ag. Real trouble. And we just tried to help them with reference prices in the Big Beautiful Bill we just passed, but they’re gonna need a lot of help. They are scratching and clawing just to make a living.

    China is a threat. They’re not [just] a threat— they are dominating us in almost everything that they do because we’ve sat back, and the politicians have been counting their money instead of doing what’s right, and helping this country stay in the front. We’ve got to be number one. We can’t be number two. We’ve got to fight back. They are coming into our country and buying our farmland.

    In my state of Alabama alone, they own 2.2 million acres of farmland. That’s right—in Alabama—foreign adversaries [own our land]. It’s embarrassing, what we’ve done. Now, don’t blame the farmers. The farmers have to make a living. And if they can’t make a living, they have to sell their farmland.

  • MIL-OSI Africa: Tanzania advances avocado sector with support from Food and Agriculture Organisation’s (FAO’s) One Country One Priority Product (OCOP) initiative

    The United Republic of Tanzania is promoting avocado as a key driver of sustainable agricultural transformation under the One Country One Priority Product (OCOP) initiative. Led by the Government and supported by the Food and Agriculture Organization of the United Nations (FAO), the initiative is helping to strengthen the avocado value chain through innovation, investment, and inclusive development.

    Tanzania is one of more than 30 African countries participating in OCOP, a global initiative that supports countries to promote one Special Agricultural Product with unique qualities and market potential. Avocado was selected as Tanzania’s OCOP crop in line with national strategies to develop high-value horticultural exports.

    The country is currently one of Africa’s top three producers of avocado, with Kenya and South Africa. Smallholder farmers account for about 90 percent of this production, highlighting the crop’s role in supporting rural livelihoods. Avocados are grown across many parts of the country, including Arusha, Kilimanjaro, Mbeya, Songwe, Njombe, Kagera, Kigoma, Rukwa, Tanga, Manyara and Ruvuma. National efforts have focused on increasing production, improving quality and expanding access to international markets.

    Avocado: a strategic crop for growth

    Recent data from the Tanzania Horticultural Association (TAHA) shows that avocado exports increased by 74 percent between 2021 and 2023, rising from 15,432 tonnes to 26,826 tonnes. Over the same period, export earnings grew from USD 44.3 million to USD 77.3 million. In November 2024, Tanzania’s first shipment of avocados arrived in China, opening access to a new Asian market.

    The OCOP initiative complements Tanzania’s national plans by promoting sustainable production and green value chain development. It encourages countries to build more inclusive and resilient agrifood systems through improved practices in production, storage, processing and marketing.

    Tanzania has set a national target to increase avocado production from 190,000 tonnes in 2018 to 290,000 tonnes by 2025. Reaching this goal will require further investment in quality seedling production, irrigation systems, storage and processing infrastructure, and harvesting technologies. Strengthening the capacity of extension workers is also a priority.

    Transforming agrifood systems

    The OCOP initiative provides a platform for knowledge sharing and collaboration across countries. To date, 33 African countries are participating, each focusing on one special agricultural product. The initiative is country-led, with FAO offering technical support and facilitating partnerships.

    The OCOP initiative is aligned with FAO’s vision for more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment and a better life, leaving noone behind.

    Tashkent, July 8 (Xinhua) — Uzbek President Shavkat Mirziyoyev and Russian President Vladimir Putin held a telephone conversation, the press service of the Uzbek leader reported on Tuesday.

    “On July 8, a telephone conversation took place between the President of the Republic of Uzbekistan Shavkat Mirziyoyev and the President of the Russian Federation Vladimir Putin,” the statement said.

    During the conversation, topical issues of further development and strengthening of Uzbek-Russian relations of comprehensive strategic partnership and alliance were discussed. Particular attention was paid to the practical implementation of agreements at the highest level, primarily in the trade and economic sphere.

    HANGZHOU, July 8 (Xinhua) — Typhoon Danas, the fourth typhoon this year, made landfall for the second time in Dongtou District of Wenzhou City, east China’s Zhejiang Province, on Tuesday evening, local authorities confirmed.

    According to the Zhejiang Provincial Meteorological Station, the center of the typhoon made landfall at 21:25 local time, with wind gusts of up to 23 m/s and a minimum pressure of 990 hectopascals at the center.

    WASHINGTON, DC – Today, Governor Jim Pillen joined national and state leaders in Washington, D.C. for the national rollout of the U.S. Department of Agriculture’s (USDA) Farm Security Action Plan – a new initiative focused on protecting America’s rural farms, food suppliers and ag interests.

    Addressing the crowd outside the USDA Whitten Building, Gov. Pillen highlighted his unique perspective as the first governor from Nebraska in 100 years to make his living from agriculture. Since entering office, Gov. Pillen has issued two executive orders and introduced several bills aimed at protecting the state’s property, infrastructure and other assets from the threat of foreign adversaries. He signed LB644 into law just last month – a comprehensive piece of legislation that among other things, bars companies associated with the Chinese Communist Party (CCP) from receiving Nebraska tax credits.

    At today’s event, speakers touched on the variety of emerging threats from China and other nations including land ownership near military installations, intellectual property theft, and bioterrorism. The seven-point plan unveiled today by the USDA was developed in response to the purchase of significant amounts of American farmland by people and companies connected to the CCP.  

    “Farm security equals food security, which equals national security,” said Gov. Pillen. “Thanks to these actions taken by President Trump and his team, we can further protect the backbone of Nebraska’s economy from foreign adversaries like China.”

    Additional speakers at today’s event, hosted by USDA Secretary Brooke Rollins, included Department of Defense Secretary Pete Hegseth, Department of Homeland Security Secretary Kristi Noem, Attorney General Pam Bondi, White House Counselor Peter Navarro, Arkansas Governor Sarah Huckabee Sanders, Tennessee Governor Bill Lee, U.S. Senator Tommy Tuberville (Alabama), U.S. Senator Roger Marshall (Kansas) and House Agriculture Committee Chairman G.T. Thompson.

    Gov. Pillen joined governors Lee, Huckabee Sanders and other speakers in complimenting the collective and coordinated effort by those in President Trump’s cabinet to provide solutions for better protecting rural farms – now and for future generations. 

    “It’s important that we continue to have the courage and the wisdom to never back down and to stand up and protect our land and protect our families. In agriculture, we risk everything we have every single day to put food on grocery store shelves,” said Gov. Pillen.

    The multi-agency plan contains seven action items, some of which are touched on in a letter to Sec. Rollins, signed by Gov. Pillen and other members of the America First Governors’ Council. In it, the group affirms its support of the Farm Security Action Plan saying:

    “Across the country, Chinese investors now control hundreds of thousands of acres of U.S. agricultural land, posing risks not just to local economies but to our food supply, water access, and national security. This is a coordinated, strategic effort by the CCP to weaken America from within and use our land as a Trojan horse. Washington’s past failures allowed this threat to metastasize. The previous administration was too compromised and entangled with CCP interests to act decisively. As a result, the American people paid the price. That era is over.”

  • MIL-Evening Report: American science is in crisis. It’s a great opportunity for Australia to snap up top scientists

    Science in the United States in in trouble. The National Science Foundation, a key research funding agency, has suffered devastating funding cuts under the current administration. Critics say the cuts risk losing an entire generation of young scientists.

    In addition, about 280,000 scientists and engineers have been affected by US federal workforce cuts. Billions of dollars in further cuts have been proposed to US hospitals, universities and research institutions.

    The US has long been the global destination for science. But perhaps no longer. The rest of the world, including Australia, is looking to lure scientists from the US.

    And many of those scientists are looking to move. In March, a Nature survey suggested more than 75% of US researchers were considering leaving the country.

    What moves are under way to capitalise on this American brain drain? Where does Australia sit – and, importantly, are we doing enough?

    What are other countries doing?

    In May, the European Commission announced a two-year, €500 million package to woo scientists and researchers called Choose Europe. The announcement of the package highlighted how “academic and scientific freedom is increasingly under threat”, and offers researchers higher allowances, longer contracts and reduced regulatory barriers to innovation.

    Canada also has active efforts. The Toronto-based University Hospital Network, for example, aims to raise C$30 million to attract and recruit clinician scientists and medical talent.

    China, too, is actively seeking US scientists with dedicated recruitment programs and large salaries. This is accelerating the existing trend of Chinese-born scientists leaving the US.

    Programs such as the EU’s and Canada’s ostensibly aim to attract and recruit top talent from “around the world”. Given the timing, however, it’s no secret which country’s scientists they have their eyes on.

    What about Australia?

    In Australia, the scientific community is understandably concerned about events in the US and their impact on Australian research. The US is Australia’s largest research partner, with a conservatively estimated A$386 million in funding for Australian research organisations coming from the US government.

    At the same time, the US cuts represent an opportunity for Australia as for other countries. The Australian Academy of Science recently launched its Global Talent Attraction Program to take advantage of “a rare opportunity to strengthen our nation by attracting world-leading researchers to our shores”. The program will offer relocation packages for selected researchers, together with research funding, access to Australian infrastructure and family relocation support.

    As well as attracting US talent, it may also be an opportunity to reverse the brain drain and bring back talented Australians who may have moved to the US for what were once better career prospects.

    The global picture

    Attracting, recruiting and retaining US researchers and innovators at all levels is the right thing for Australia to pursue right now. But broader international relationships are also worth some effort, including with countries in our region such as Japan, South Korea and Singapore, as well as in Europe.

    These can be facilitated through existing initiatives such as the strategic arm of the Global Science and Technology Diplomacy Fund. Backed by the Australian government and delivered by the Australian Academy of Technological Sciences and Engineering (where I am the CEO) and the Australian Academy of Science, the fund brings together innovators and research initiatives in priority partner countries and Australia. Areas of interest include advanced manufacturing, artificial intelligence and hydrogen production.

    With the US pulling out of international collaborations, there is a chance for Australia to establish itself as a science and technology hub within our region.

    Australia has much to offer the world. We can provide insights into the behaviour and management of bushfires, floods and droughts. We bring a sophisticated understanding of extreme weather modelling, and are a global gateway to exceptional oceans and atmospheric research.

    We have huge clout in renewable energy and battery technologies. Australian-invented solar panels represent the majority of household solar around the world and Australian batteries technology is among the best.

    Australian researchers, policymakers and citizens are right to be concerned by what’s happening in the US. But we don’t need to wait anxiously. We have an extremely rare opportunity to foster talent in Australia on our terms.

    CHANGSHA, July 8 (Xinhua) — China, which is among the countries with the largest lithium reserves in the world, has discovered a super-large lithium ore deposit with reserves of 490 million tons in central China’s Hunan Province, the provincial department of natural resources said Tuesday.

    The deposit, discovered in the Jijiaoshan mining area of Linwu County, was classified as an altered granite lithium deposit containing about 1.31 million tons of lithium oxide, according to the department.

    It also contains other mineral elements such as rubidium, tungsten and tin.

    According to the Hunan Provincial Mineralogical Survey Institute, which carried out the exploration, given the complex geological conditions, the discovery of the deposit was made possible by advances in exploration technology and many years of exploration work.

    Xu Yiming, a professor at the institute, said the discovery of the lithium deposit provides a solid resource foundation for the construction of a new energy base in Chenzhou City, Hunan Province.

    Lithium is an extremely important element with a wide range of applications, including in electric vehicles, energy storage systems and mobile communication systems.

    According to the Geological Survey Office of the Ministry of Natural Resources of China, released in January, the share of confirmed lithium reserves in China reached 16.5 percent of the world’s total, which put the country in second place in the world in this indicator. –0–

    Almaty, July 8 /Xinhua/ — 95 percent of Kazakhstan’s exports to the United States will not be affected by new American duties, the press service of the Ministry of Trade and Integration of Kazakhstan reported on Tuesday.

    On Monday, an official announcement was received from US President Donald Trump about the introduction of new customs duties on a number of countries, including Kazakhstan, starting from August 1, 2025.

    For products exported from Kazakhstan to the United States, a single rate of 25 percent has been established for the entire volume of deliveries.

    “At the same time, the majority of Kazakhstan’s exports will continue to be supplied without new duties due to the exemption from the new tariff. This applies to the main raw materials and strategic goods – oil, uranium, silver, ferroalloys, tantalum and titanium. According to estimates, the measures taken will not affect about 95 percent of Kazakhstan’s exports to the United States,” the ministry reported.

    It is noted that as part of the work to maintain a predictable trade regime for Kazakh goods, the government of Kazakhstan has sent the US administration specific proposals and initiatives to improve the conditions of mutual trade. Kazakhstan’s goal is to achieve agreed decisions on issues of market access and trade conditions.

    “The American side is currently considering Kazakhstan’s proposals and will inform about the date of the negotiations.     After his arrival, he visited the Bank of Korea, the country’s central bank, and met with its Governor, Mr Rhee Chang-yong, to exchange views on developments in finance, trade and economic landscapes of the two places, in the region and around the globe, as well as monetary and interest rate policies and investment trends. During the meeting, Mr Chan shared the latest developments in Hong Kong, particularly the continuous capital inflow to Hong Kong’s financial system, reflecting international investors’ confidence in Hong Kong in the current international environment. He stated that Hong Kong maintains a free and open economic and financial system and the Linked Exchange Rate System under the “one country, two systems” principle. Hong Kong’s unique advantage of being connected to the Mainland and the world, as well as its highly internationalised characteristics, is further attracting more international participants and capital to enjoy opportunities brought by developments in China. Hong Kong’s international ties are continuously deepening.
     
    Thereafter, he visited the Korea Investment Corporation (KIC) and met with its President and Chief Executive Officer, Mr Park Il-young. The KIC was established by the Korean government in 2005, responsible for managing part of the country’s foreign exchange reserves and other public funds for overseas investments. Currently, over US$200 billion of assets are under its management. During the meeting, both sides had an in-depth exchange of opinions on various issues of mutual concern, such as trends of investment markets, asset allocation strategies and digital asset developments.
     
    Mr Chan shared recent developments in Hong Kong’s economic and financial markets and its important role in connecting capital and investors from China and around the globe. He said that Hong Kong’s capital market is closely connected to the Mainland’s innovation and technology (I&T) ecosystem. The recent stock market is vibrant, with many leading Mainland I&T enterprises having listed or planning to list in Hong Kong. To international investors, Hong Kong serves as a highly effective gateway to tap into I&T opportunities in Greater China. He welcomed Korean capital to better use the Hong Kong market to allocate international investments and jointly seize the vast business opportunities of I&T developments.
     
    In the evening, Mr Chan had dinner with leaders in Korea’s digital asset industry, where he shared Hong Kong’s developments and opportunities in digital assets. He also encouraged the local industry to actively participate in the Hong Kong market and jointly explore and expand more applications and developments in digital assets.

This cross-boundary collaboration enhances the Guangdong-Hong Kong-Macao Greater Bay Area (GBA)’s overall competitiveness and fosters people-to-people exchanges in the GBA. Wong said that with the Hong Kong-Zhuhai-Macao Bridge as the race course, the cross-border road cycling race is an iconic event with beautiful scenery and a challenging course as well.
     
         â€‹Mr Pun said that preparations for the 15th NG have entered the countdown phase. They will collaborate with different sectors of society to strengthen the organisational work for the events, enhancing the atmosphere of community-wide participation in the 15th NG.     China’s Ministry of State Security Directed the Theft of COVID-19 Research and the Exploitation of Microsoft Exchange Server Vulnerabilities, Known Publicly as the Indiscriminate ‘HAFNIUM’ Intrusion Campaign

    The Justice Department announced today that Xu Zewei (徐泽伟), 33, of the People’s Republic of China was arrested on July 3 in Italy at the request of the United States. Xu and his co-defendant, PRC national Zhang Yu (张宇), 44, are charged in a nine-count indictment, unsealed today in the Southern District of Texas, for their involvement in computer intrusions between February 2020 and June 2021, including the indiscriminate HAFNIUM computer intrusion campaign that compromised thousands of computers worldwide, including in the United States. Xu was arrested in Milan, Italy, and will face extradition proceedings.

    According to court documents, officers of the PRC’s Ministry of State Security’s (MSS) Shanghai State Security Bureau (SSSB) directed Xu to conduct this hacking. The MSS and SSSB are PRC intelligence services responsible for PRC’s domestic counterintelligence, non-military foreign intelligence, and aspects of the PRC’s political and domestic security. When conducting the computer intrusions, Xu worked for a company named Shanghai Powerock Network Co. Ltd. (Powerock). Powerock was one of many “enabling” companies in the PRC that conducted hacking for the PRC government.

    “This arrest underscores the United States’ patient and tireless commitment to pursuing hackers who seek to steal information belonging to U.S. companies and universities,” said John A. Eisenberg, Assistant Attorney General for the National Security Division. “The Justice Department will find you and hold you accountable for threatening our cybersecurity and harming our people and institutions.”

    “The indictment alleges that Xu was hacking and stealing crucial COVID-19 research at the behest of the Chinese government while that same government was simultaneously withholding information about the virus and its origins,” said Nicholas Ganjei, U.S. Attorney for the Southern District of Texas. “The Southern District of Texas has been waiting years to bring Xu to justice and that day is nearly at hand. As this case shows, even if it takes years, we will track hackers down and make them answer for their crimes. The United States does not forget.”

    “In February 2020, as the world entered a pandemic, Xu Zewei and other cyber actors working on behalf of the Chinese Communist Party (CCP) targeted American universities to steal groundbreaking COVID-19 research. The following year, these same actors, operating as a group publicly known as HAFNIUM, exploited zero-day vulnerabilities in U.S. systems to steal additional research,” said Assistant Director Brett Leatherman of FBI’s Cyber Division. “Through HAFNIUM, the CCP targeted over 60,000 U.S. entities, successfully victimizing more than 12,700 in order to steal sensitive information. This arrest, carried out with our Italian law enforcement partners, demonstrates the FBI’s relentless commitment to holding CCP-sponsored hackers accountable for their crimes.” 

    According to court documents, in early 2020, Xu and his co-conspirators hacked and otherwise targeted U.S.-based universities, immunologists, and virologists conducting research into COVID‑19 vaccines, treatment, and testing. Xu and others reported their activities to officers in the SSSB who were supervising and directing the hacking activities. For example, on or about Feb. 19, 2020, Xu provided an SSSB officer with confirmation that he had compromised the network of a research university located in the Southern District of Texas. On or about Feb. 22, 2020, the SSSB officer directed Xu to target and access specific email accounts (mailboxes) belonging to virologists and immunologists engaged in COVID-19 research for the university. Xu later confirmed for the SSSB officer that he acquired the contents of the researchers’ mailboxes.

    Beginning in late 2020, Xu and his co-conspirators exploited certain vulnerabilities in Microsoft Exchange Server, a widely-used Microsoft product for sending, receiving, and storing email messages. Their exploitation of Microsoft Exchange Server was at the forefront of a massive campaign targeting thousands of computers worldwide and known publicly as “HAFNIUM.” In March 2021, Microsoft publicly disclosed the intrusion campaign by state-sponsored hackers operating out of China. Throughout March 2021, Microsoft and other industry partners released detection tools, patches, and other information to assist victim entities in identifying and mitigating this cyber incident. Additionally, the FBI and the Cybersecurity and Infrastructure Security Agency released a Joint Advisory on Compromise of Microsoft Exchange Server on March 10, 2021. However, by the end of March 2021, hundreds of web shells remained on certain U.S.-based computers running Microsoft Exchange Server software. In April 2021, the Justice Department announced a court-authorized operation to remediate hundreds of computers in the United States made vulnerable by HAFNIUM actors. In July 2021, the United States and foreign partners attributed the HAFNIUM campaign to the PRC’s MSS.

    Among the victims of Xu’s exploitation of Microsoft Exchange Server were another university located in the Southern District of Texas and a law firm with offices worldwide, including in Washington, D.C. After exploiting computers running Microsoft Exchange Server, Xu and his co-conspirators installed web shells on them to enable their remote administration. These web shells were specific to HAFNIUM actors at the time. As with the earlier COVID-19 research intrusions, Xu and Zhang worked together on the HAFNIUM intrusions, under the supervision and direction of SSSB officers. For example, on or about Jan. 30, 2021, Xu confirmed to Zhang that he had compromised the other university’s network. Later, on or about Feb. 28, 2021, Xu updated a SSSB officer on his successful intrusions. This SSSB officer then directed Xu to obtain a list of other, successful intrusions from a second SSSB officer. Unauthorized access to the law firm’s network allowed Xu and his co-conspirators to steal information from mailboxes and search them for information regarding specific U.S. policy makers and government agencies. Their search terms included “Chinese sources,” “MSS,” and “HongKong.”

    The announcement of charges against Xu is the latest describing the PRC’s use of an extensive network of private companies and contractors in China to hack and steal information in a manner that obscured the PRC government’s involvement. Operating from their safe haven and motivated by profit, this network of private companies and contractors in China cast a wide net to identify vulnerable computers, exploit those computers, and then identify information that it could sell directly or indirectly to the PRC government. This largely indiscriminate approach results in more victims in the United States and elsewhere, more systems worldwide left vulnerable to future exploitation by third parties, and more stolen information, often of no interest to the PRC government and, therefore, sold to other third parties.

    Xu is charged with conspiracy to commit wire fraud and two counts of wire fraud, which carries a maximum penalty of 20 years in prison for each count; conspiracy to cause damage to and obtain information by unauthorized access to protected computers, to commit wire fraud, and to commit identity theft, which carries a maximum penalty of five years in prison; two counts of obtaining information by unauthorized access to protected computers, which carries a maximum penalty of five years in prison; two counts of intentional damage to a protected computer, which carries a maximum penalty of 10 years in prison; and aggravated identity theft, which carries a maximum penalty of two years in prison. Zhang Yu, remains at large. Anyone with information about his whereabouts is asked to contact the FBI at 1-800-CALL-FBI (1-800-225-5324).

    The FBI’s Houston Field Office is investigating the case. The Justice Department’s Office of International Affairs provided valuable assistance in securing the defendant’s arrest.

    WASHINGTON, D.C. – U.S. Senators Angus King (I-ME), a senior member of the Senate Armed Services Committee (SASC) and Susan Collins (R-ME) have introduced bipartisan, bicameral legislation to ensure our troops are wearing high quality, safe and reliable footwear as part of their uniforms. The Better Outfitting Our Troops (BOOTS) Act would expand current uniform regulations to ensure the combat boots worn by our servicemembers are entirely manufactured in America and made with U.S.-sourced materials thus strengthening our national security and creating good-paying jobs.

    U.S. Representative Jared Golden (D-ME-02), a Marine Corps. combat veteran and member of the House Armed Services Committee (HASC), is an original sponsor of companion legislation in the House.

The current loophole has allowed for a major increase in low quality, foreign-made boots and has led to a significant decline in demand from American companies, which in turn reduces domestic manufacturing capabilities and undermines the domestic defense supply chain. In the event of a major conflict, the current clothing and textile supply chain would be too fragile to meet demand.

    HANGZHOU, July 8 (Xinhua) — Authorities in east China’s Zhejiang Province have evacuated more than 71,000 residents from high-risk areas as Typhoon Danas approaches.

    According to the Zhejiang meteorological station, Danas was located 118 km east of Wenzhou City as of 2 p.m. Tuesday, moving west at a speed of 10 km/h.

    Provincial departments have taken various safety measures, including suspending 118 ferry routes, stopping 577 pleasure boats and canceling 372 train services. They have also closed 68 Grade A tourist areas and 70 high-risk tourist sites, and dispatched teams to 12 geological hazard zones in Wenzhou, Taizhou and Lishui.

    Moscow, July 8 (Xinhua) — Chinese-Russian practical cooperation is constantly deepening, Chinese Ambassador to Russia Zhang Hanhui said in a written interview with the Rossiya Segodnya news agency on Tuesday on the sidelines of the 9th China-Russia EXPO, which is being held from July 7 to 10 in the Russian city of Yekaterinburg.

    “Chinese-Russian practical cooperation in trade, energy, minerals, agriculture, etc. is constantly deepening. In recent years, new growth points in trade and economic cooperation have become the automotive industry, industrial parks and economic zones, digital economy and artificial intelligence,” the ambassador noted.

    Zhang Hanhui emphasized that under the strategic leadership of the heads of state, Chinese-Russian trade and economic cooperation maintains favorable development dynamics.     As the ambassador explained, the Made in Russia festival, which has already been held in China five times, attracts increased attention from Chinese consumers. Such well-known Russian products as chocolate, ice cream, honey and vodka are very popular with them. “In the future, we welcome the entry of new high-quality products with the Made in Russia brand into the Chinese market,” Zhang Hanhui added.

    Speaking about cooperation between China and Russia in the gas sector, he stressed that this cooperation is developing successfully. The Chinese diplomat cited data according to which from January to May 2025, pipeline gas imports from Russia to China amounted to 16.14 billion cubic meters, which is 29.4 percent more than in the same period last year. “The eastern route of the Power of Siberia gas pipeline project is functioning stably and will reach its design capacity by the end of this year,” he said, noting that the relevant departments of the two countries are currently negotiating the Power of Siberia 2 gas pipeline project.

    The Chinese diplomat also spoke about the strategic importance of developing the Northern Sea Route (NSR). He pointed out that in recent years, China and Russia have been actively developing cooperation in developing this route. Last year, a bilateral subcommittee on cooperation on the NSR was created, and the first meeting was already held, at which target indicators for cargo turnover were agreed. “The parties will implement the agreements reached in order to further advance cooperation in developing the NSR,” Zhang Hanhui assured.
