  • MIL-OSI Asia-Pac: Green maritime fuel supply chain set

    Secretary for Transport & Logistics Mable Chan today attended the Mainland-Hong Kong Green Energy Matchmaking Event, which aims to provide a collaborative platform for relevant suppliers and companies with demand, to catalyse a comprehensive green maritime fuel supply chain and trade.

    The event was organised by the Trade Development Bureau of the Ministry of Commerce of the People’s Republic of China and co-organised by the Transport & Logistics Bureau (TLB) and the Department of Commerce of Guangdong Province.

    It was held simultaneously in Hong Kong and Shenzhen today. 

    More than 200 representatives from various enterprises gathered to exchange views and discuss collaborations in relation to fuel off-take and to sign relevant Memoranda of Understanding (MoUs).

    Speaking at the Hong Kong venue, Ms Chan said Hong Kong and the Mainland have strong complementarity in the development of green maritime fuels.

    “The Mainland’s core strength lies in the production of green fuels, while Hong Kong, as the southern gate of Mainland China and an international financial, trading and maritime centre, is not only home to a large number of international shipping enterprises, but also enjoys advantages such as free flow of capital, a financial and legal system that is in line with the rest of the world, and a trade settlement mechanism that allows immediate payment settlements.”

    She added that Hong Kong is the top bunkering centre in the Guangdong-Hong Kong-Macao Greater Bay Area, the second largest in the whole of China and ranks seventh globally.

    “By adopting the ‘north-to-south sales’ model, under which the high-quality green maritime fuels produced on the Mainland can be exported to the world through Hong Kong’s international trading gateway, we will open up new ‘blue ocean’ opportunities for enterprises from the two places.”

    The transport chief also pointed out the event materialised the target of the Action Plan on Green Maritime Fuel Bunkering promulgated by the Hong Kong Special Administrative Region Government in November last year, which said the Government will develop Hong Kong into the preferred green maritime fuel bunkering and trading centre in the region. 

    Furthermore, Ms Chan witnessed the signing of MoUs between the TLB and various parties to collaborate on promoting the development of green maritime fuel-related businesses and establishing a market for the trade of green maritime fuels.

    Meanwhile, Commissioner for Maritime & Port Development Amy Chan attended the event at the Shenzhen venue, where she announced that the Marine Department will gazette the Code of Practice for Methanol Bunkering within this month, and launch the Green Maritime Fuel Bunkering Incentive Scheme.

  • MIL-OSI Asia-Pac: FS continues visit to Tianjin (with photos)

    ​The Financial Secretary, Mr Paul Chan, continued his visit to Tianjin today (June 25) to attend the World Economic Forum Annual Meeting of the New Champions 2025 (also known as the Summer Davos). In the evening, he travelled to Beijing to attend the Host Member Gala Dinner for the 10th Annual Meeting of the Board of Governors of the Asian Infrastructure Investment Bank (AIIB).

    In the morning, Premier Li Qiang attended the opening ceremony of the Summer Davos and delivered a speech. In addition to attending the opening ceremony, Mr Chan participated in a discussion session in the afternoon titled, “Is the Asian Century at Risk?”. Other regional leaders in attendance included the Prime Minister of Vietnam, Mr Pham Minh Chinh; the Deputy Chairperson of Indonesia’s Gerindra Party, Ms Rahayu Saraswati Djojohadikusumo; and the Minister of Industry and Entrepreneurship Development, Mr Sunil Handunneththi. The discussion focused on how Asia could address local development and external challenges amid the current geopolitical tensions, trade barriers and technological transformation.

    During the session, Mr Chan remarked that the Asian region is developing rapidly, with Hong Kong benefitting from its unique position under “one country, two systems”. He highlighted Hong Kong’s dual advantages of priority access to the Mainland’s market and its connectivity to the global economy, serving as a gateway between the Mainland and the world. As an international financial centre, Hong Kong facilitates efficient two-way capital flows and cross-border financial co-operation within Asia and between Asia and other regions. In the current international geopolitical and economic environment, Hong Kong is actively supporting Mainland enterprises in expanding internationally and building global industry chains and supply chains.

    In response to questions, Mr Chan emphasised that since the implementation of the Hong Kong National Security Law, Hong Kong has provided a more stable and secure business environment that allows society to focus on economic development. He pointed out that the performance of Hong Kong’s capital markets over the past year, along with surveys conducted by various foreign chambers of commerce, demonstrates that international investors are showing confidence in Hong Kong with their capital and actions. Mr Chan further noted that Hong Kong’s openness, diversity and international outlook under “two systems”, along with its common law system, remain key advantages in attracting international businesses and talent.

    Mr Chan also met with the Chairman ad interim of the World Economic Forum, Mr Peter Brabeck-Letmathe, during which he briefed him on Hong Kong’s latest economic developments, including progress in the financial and innovation and technology (I&T) sectors. The two sides also explored opportunities to strengthen co-operation in technological innovation and personnel exchanges. Mr Chan expressed gratitude to the World Economic Forum for offering secondment opportunities to Hong Kong SAR Government personnel, enabling them to gain more international exposure.

    During his time in Tianjin, Mr Chan participated in the following activities:

    (1) A thematic session titled “Funding China’s Next Tech Breakthrough” hosted by the Hong Kong Exchanges and Clearing Limited, where he shared with representatives from investment banks, funds, asset management firms, I&T companies and think tanks how Hong Kong provides a full range of fundraising options – from start-up investments to stock market listings – to provide financial support to the accelerated development of I&T enterprises;

    (2) An exchange session between technology enterprises from Tianjin and Hong Kong organised by Hong Kong Science and Technology Parks Corporation, where Mr Chan introduced the dual advantages of Hong Kong’s financial and I&T synergy to I&T enterprises from Tianjin and Hong Kong, and accelerating the development of I&T through financial empowerment. Some members of the I&T delegation on the visit also participated in the session, where they explored collaboration opportunities with Tianjin’s I&T companies; and

    (3) A gathering hosted by the Hong Kong Chamber of Commerce in Tianjin, where Mr Chan shared updates on Hong Kong’s economy, future development directions, and opportunities for further strengthening co-operation between Tianjin and Hong Kong in finance, trade and I&T.

    After concluding his visit to Tianjin, Mr Chan proceeded to Beijing to attend the Host Member Gala Dinner for the 10th Annual Meeting of the Board of Governors of the AIIB.

    Mr Chan will attend the 10th Annual Meeting of the Board of Governors of the AIIB tomorrow (June 26).

  • MIL-OSI Asia-Pac: Christopher Hui attends AIIB meeting

    Secretary for Financial Services & the Treasury Christopher Hui said today Hong Kong shares the Asian Infrastructure Investment Bank’s (AIIB) mission of providing high-quality financial disclosures as a reliable player that builds trust with stakeholders.

    He made the statement during a side event at the AIIB’s 10th Annual Meeting of the Board of Governors on “Implementing the International Financial Reporting Standards – Sustainability Disclosure Standards (ISSB Standards) from the Ground Up: The AIIB Journey”.

    Mr Hui noted that while the AIIB is one of the first multilateral development banks to adopt the ISSB Standards, Hong Kong was also confirmed by the International Financial Reporting Standards Foundation earlier this month as among the initial set of jurisdictions having set a target of fully adopting the ISSB Standards.

    He said: “By aligning with a global standard, we ensure international comparability of our data. This not only boosts investor confidence but also creates a strong foundation for new opportunities.”

    The Hong Kong Special Administrative Region Government will continue to work in collaboration with financial regulators and stakeholders to support the pragmatic implementation of the ISSB Standards through enhancing capacity building and promoting the use of technological solutions, Mr Hui added.

    In addition, Mr Hui also spoke on “Fostering Development and Infrastructure Connectivity” at the Governors’ Business Roundtable in the afternoon.

    He shared with delegations from other member states Hong Kong’s efforts in fostering development in sustainable finance as well as developing diverse and innovative financial products.

    The latter includes the roll-out of the Infrastructure Bond Programme and the issuance of infrastructure loan-backed securities by the Hong Kong Mortgage Corporation (HKMC) with the AIIB as an anchor investor. He told the delegations that a third issuance by the HKMC can be expected this year.

    At the AIIB President’s Reception and the Special Session of the Board of Governors’ meeting held yesterday, Mr Hui met AIIB President Jin Liqun and AIIB President-elect Zou Jiayi.

    He also met financial officials of other member states to update them on Hong Kong’s latest developments in green and sustainable finance, and the recent vibrant financial market situation.

    Additionally, Mr Hui held bilateral meetings separately with delegations from Egypt, Germany and Poland on the sidelines of the annual meeting to explore opportunities for further co-operation.

    During his stay in Beijing, Mr Hui met Industrial & Commercial Bank of China President Liu Jun and China Construction Bank Chief Financial Officer Sheng Liurong.

  • MIL-OSI Global: How your gut bacteria could help detect pancreatic cancer early

    Whether you had breakfast this morning or not, your pancreas is working quietly behind the scenes. This vital organ produces the enzymes that help digest your food and the hormones that regulate your metabolism. But when something goes wrong with your pancreas, the consequences can be devastating.

    Pancreatic cancer has earned the grim nickname “the silent killer” for good reason. By the time most patients experience symptoms, the disease has often progressed to an advanced stage where treatment options become severely limited. In the UK alone, over 10,700 new cases and 9,500 deaths from pancreatic cancer were recorded between 2017 and 2019, with incidence rates continuing to rise.

    The most common form, pancreatic ductal adenocarcinoma (PDAC), develops in the pancreatic duct – a tube connecting the pancreas to the small intestine. When tumours form here, they can block the flow of digestive enzymes, causing energy metabolism problems that leave patients feeling chronically tired and unwell. Yet these symptoms are often so subtle that they’re easily dismissed or attributed to other causes.

    Now researchers are turning to an unexpected source for early PDAC detection: faecal samples. While analysing poo might seem an unlikely approach to cancer diagnosis, scientists are discovering that our waste contains a treasure trove of information about our health.

    This is because your gut is home to trillions of bacteria – in fact, bacterial cells in your body outnumber human cells by roughly 40 trillion to 30 trillion. These microscopic residents form complex communities that can reflect the state of your health, including the presence of disease.

    Since PDAC typically develops in the part of the pancreas that connects to the gut, and most people have regular bowel movements, stool samples provide a practical, non-invasive window into what is happening inside the body.

    Pancreatic cancer explained,

    Global evidence builds

    This innovative approach has been validated in studies across several countries, including Japan, China and Spain. The latest breakthrough comes from a 2025 international study involving researchers in Finland and Iran, which set out to examine the relationship between gut bacteria and pancreatic cancer onset across different populations.

    The researchers collected stool samples and analysed bacterial DNA using a technique called 16S rRNA gene amplicon sequencing. Despite the complex name, the principle is straightforward: scientists sequence and compare a genetic region found in every bacterium’s genome, allowing them to both identify and count different bacterial species simultaneously.

    The findings from the Finnish-Iranian study were striking. Patients with PDAC exhibited reduced bacterial diversity in their gut, with certain species either enriched or depleted compared with healthy people. More importantly, the team developed an artificial intelligence model that could accurately distinguish between cancer patients and healthy people based solely on their gut bacterial profiles.

    The field of microbiome research is evolving rapidly. While this study used amplicon sequencing, newer methods like “shotgun metagenomic sequencing” are providing even more detailed insights. This advanced technique captures the entire bacterial genome content rather than focusing on a single gene, offering an unprecedented resolution that can even detect whether bacteria have recently transferred between individuals.

    These technological advances are driving a fundamental shift in how we think about health and disease. We’re moving from a purely human-centred view to understanding ourselves as “human plus microbiome” – complex ecosystems where our bacterial partners play crucial roles in our wellbeing.

    Beyond pancreatic cancer

    The possibilities go well beyond pancreatic cancer. At Quadram, we’re applying similar methods to study colorectal cancer. We’ve already analysed over a thousand stool samples using advanced computational tools that piece together bacterial genomes and their functions from fragmented DNA. This ongoing work aims to reveal how gut microbes behave in colorectal cancer, much like other scientists have done for PDAC.

    The bidirectional interactions between cancer and bacteria are particularly fascinating – not only can certain bacterial profiles indicate disease presence, but the disease itself can alter the gut microbiome, as we previously showed in Parkinson’s disease, creating a complex web of cause and effect that researchers are still unravelling.

    Nonetheless, by understanding how our microbial partners respond to and influence disease, we’re gaining insights that could revolutionise both diagnosis and treatment. Our past research has shown this to be incredibly complex and sometimes difficult to understand, but developments in biotechnology and artificial intelligence are increasingly helping us to make sense of this microscopic world.

    For cancer patients and their families, this and other advancements in microbiome research offer hope for earlier detection. While we’re still in the early stages of translating these findings into clinical practice, the potential to catch this silent killer before it becomes deadly could transform outcomes for thousands of patients, but will require more careful and fundamental research.

    The microbial perspective on health is no longer a distant scientific curiosity – it’s rapidly becoming a practical reality that could save lives. As researchers continue to explore this inner frontier, we’re learning that the answer to some of our most challenging medical questions might be hiding in plain sight – in the waste we flush away each day.

  • MIL-OSI China: Xinhua Commentary: Taiwan leader’s distorted view of history destined for dustbin

    Taiwan leader Lai Ching-te has once again exposed his separatist intentions — this time by twisting history to fit a narrative divorced from fact and steeped in distortion and deceit.

    In the first of a planned series of speeches, Lai delivered not a reflection of historical truth but a calculated mix of falsehoods and misinterpretations crafted to advance his political agenda to seek “Taiwan independence.”

    The historical record is clear: the island’s bond with the Chinese mainland are deeply rooted and amply evidenced. Most of the island’s population, including its ethnic minorities, are descendants of migrants from the Chinese mainland over successive periods.

    Numerous historical records and documents have chronicled the development of Taiwan by the Chinese people, with the earliest accounts tracing back to the Three Kingdoms period (220-280). Starting from the Song and Yuan dynasties (960-1368), the central governments of China all set up administrative bodies to exercise jurisdiction over Taiwan.

    In 1624, Dutch colonialists invaded and occupied the southern part of Taiwan. In 1662, Zheng Chenggong, a general of the Ming Dynasty (1368-1644), led an expedition and expelled the Dutch colonizers from Taiwan.

    The subsequent Qing Dynasty (1644-1911) also set up administrative bodies in Taiwan. In 1684, a Taiwan prefecture administration was set up under the jurisdiction of Fujian Province. In 1885, Taiwan’s status was upgraded to a province of China.

    While Taiwan has its own historical trajectory, it has never existed as a country separate from China. Lai, however, went so far as to claim that China only began its relationship with Taiwan in the late Ming and early Qing dynasties, falsely equating Zheng Chenggong’s reclaiming of Taiwan and the Qing Dynasty’s governance with foreign occupations by the Dutch and Spanish colonists.

    One must not forget that people on both sides of the Taiwan Strait have long stood shoulder to shoulder in the face of foreign aggression. For instance, after the outbreak of the Chinese People’s War of Resistance Against Japanese Aggression in the 1930s, at least 50,000 people from Taiwan joined their mainland compatriots in fighting the Japanese invasion, driven by the belief that “to save Taiwan, one must first save the motherland.”

    The courage and sacrifices of the people in Taiwan in resisting foreign aggression are part of the shared memory of the Chinese nation. Yet Lai has sought to reframe this legacy as “Taiwanese defending their own country,” distorting historical truth to advance his “Taiwan independence” narrative.

    As many in Taiwan have noted, Lai’s remarks were riddled with hollow slogans, fragmented history, and a worldview increasingly detached from reality. By distorting historical truth and repackaging it into a fabricated narrative, Lai sought to stir confrontation, deepen social rifts, and deploy historical distortion as political propaganda to mobilize public sentiment and tighten his grip on power.

    But fabricated claims that run counter to history, reality and legal principles will never stand the test of time. Lai’s separatist remarks are destined to be swept into the dustbin of history.

  • MIL-OSI China: Shenzhou-20 crew set for second extravehicular activities

    The Shenzhou-20 crew members, who are currently on board China’s space station, will conduct a second round of extravehicular activities within the next few days, the China Manned Space Agency (CMSA) announced on Wednesday.

    Since completing their first spacewalk on May 22, the crew has undertaken a series of tasks, including monitoring the station environment, conducting inspections and maintenance of the space station’s equipment, and managing inventory and transfers.

    The CMSA noted that the crew has made steady progress in experiments in fields such as space life sciences and human research, microgravity physics, and new space technology.

    It also confirmed that after two months in orbit, the three crew members are in good health and the space station is operating smoothly, fully prepared for the upcoming spacewalk.

  • MIL-OSI China: China ready to work with other BRICS countries for peace, stability in Middle East: FM spokesperson

    China is ready to join hands with other BRICS countries to continue working for a peaceful and stable Middle East, a Chinese foreign ministry spokesperson said on Wednesday.

    Brazil, the BRICS chair, released the BRICS Joint Statement on the Escalation of the Security Situation in the Middle East Following Military Strikes on the Territory of the Islamic Republic of Iran.

    In response to a related query, spokesperson Guo Jiakun said at a daily news briefing that BRICS is a force for progress that champions global peace and stability and defends international fairness and justice.

    Following the escalation of the situation in the Middle East, BRICS released a joint statement calling for ceasefire, dialogue and consultation, which played a constructive role for deescalation of tensions in the region, Guo said.

    At last year’s BRICS Summit in Kazan, Chinese President Xi Jinping noted that BRICS should be “committed to peace” and “act as defenders of common security,” Guo said, adding China stands ready to work with other BRICS countries to continue working for a peaceful and stable Middle East.

  • MIL-OSI China: SpaceX launches Axiom-4 astronaut mission to Int’l Space Station

    A SpaceX Falcon 9 rocket lifted off from Launch Complex 39A at NASA’s Kennedy Space Center in Florida at 2:31 a.m. local time (0631 GMT) Wednesday, beginning Axiom Mission 4, the fourth private astronaut flight to the International Space Station (ISS).

    About eight minutes later, the reusable first-stage booster touched down at Landing Zone 1 on Cape Canaveral, completing its descent at 200 meters per second in a pinpoint landing, according to SpaceX.

    The Dragon spacecraft is scheduled to dock with the ISS around 7 a.m. EDT (1100 GMT) Thursday after a 30-hour orbital chase. The four-person crew will spend up to 14 days in orbit conducting science, outreach and commercial demonstrations, NASA said.

    Former NASA astronaut Peggy Whitson, who has spent 675 days in space, commands the mission. She is joined by pilot Group Captain Shubhanshu Shukla of the Indian Space Research Organization (ISRO), European Space Agency project astronaut Slawosz Uznanski-Wisniewski of Poland, and Hungarian to Orbit (HUNOR) astronaut Tibor Kapu of Hungary.

    “With a culturally diverse crew, we are not only advancing scientific knowledge but also fostering international collaboration,” Whitson said in a statement released by Houston-based Axiom Space.

    The flight marks the first government-backed orbital mission for India, Poland and Hungary in more than four decades. NASA Acting Administrator Janet Petro said the launch underscored the “long history of cooperation” between NASA and Russia’s Roscosmos on the ISS, following recent repairs to the station’s Russian segment, according to a NASA media advisory.

    Axiom Space said the astronauts will conduct about 60 experiments representing 31 countries — the most attempted on any Axiom mission. Projects include radiation-tolerant electronics and student-designed physics demonstrations streamed live to classrooms worldwide.

    After the mission, the Dragon spacecraft will undock and aim for a splashdown in the Atlantic Ocean off the Florida coast, returning scientific samples to Earth.

  • MIL-OSI China: Feature: Chinese lychee, a sweet story in Mexico

    While China is going deep into summer, Mexico enters the rainy season of the year. In breaks of showery days, crowds hit the streets for sunshine and a sweet fruit from China — lychee.

    For many visitors to Mexico, lychee is something they don’t expect to see here. Meanwhile, the sweet, fleshy fruit has become a popular item on Mexican households’ seasonal grocery lists.

    Few know that lychee trees have grown in Mexico for over a century. In the late 19th century, hundreds of Chinese workers migrated to Mexico, and many settled in Sinaloa. Local legend says the first of the lychee trees the migrants cultivated with seeds taken from their homeland was gifted to Sinaloa’s governor.

    In an evolution journey starting from the Chinese lychee seeds, commercial farming didn’t take off until the 1970s in Mexico. After that, the seasonal fruit took no long time to find its way into the daily life of Mexicans. Liliana, a 37-year-old Mexican engineer, said: “They’ve always been a special treat in our home” every year since her childhood.

    The lychee plantation industry in Mexico now spans 13 states, including Veracruz, Puebla and Oaxaca. In 2023, official data showed Mexico produced more than 26,000 tons of lychee fruits, largely going for the North American market.

    On U.S. grocery platforms, lychee fruits command a premium price but continue to gain popularity. “Not as sweet as last year’s, but still the best I can find in the U.S. market,” one online reviewer wrote. “The season is short, just a few weeks. Worth savoring while it lasts.”

    The Mexican story of the lychee mirrors the story of migration — of roots transplanted; of tastes carried across oceans. In markets from Los Angeles to Merida, the lychee is both about exotic appeal and homesick comfort.

    “I was born and raised in Guangzhou, capital of China’s Guangdong Province,” said Zhang Tieliu from the Chinese American Business Association. “I later moved across the ocean for work. The U.S. doesn’t grow lychees, but for us Chinese living in North America, that taste of home is something we truly miss.”

    And the modern lychee story overseas involves more.

    “Over the years, I dreamed of bringing this jewel of South China’s fruits to the American market,” Zhang said.

    “Thanks to breakthroughs in preservation and logistics by Chinese companies and universities, we’ve finally made that dream a reality — Guangdong lychees now carry their fragrance all the way to North America.”

    Cold-chain technology is accelerating the lychee’s global reach. Pre-cooling and freshness-locking methods have helped overcome previous barriers in its trade, facilitating its rise in sales in recent years in the international fresh fruit market. From the plantations of Maoming City, Guangdong Province, lychee fruits can now reach destinations in the Middle East and Europe within three days.

    Even today, lychees in Mexican supermarkets aren’t quite what a southern Chinese native remembers. They vary in size, sweetness and fleshiness. Yet spotting them on shelves is still a moment of recognition, a thread between homes, while the fruit continues to bear sweetness for generations to come.

    And so, the lychee continues to bloom far from its native soil, as a living bridge between continents, past and present.

    In Latin America, lychee is seen as a luxury fruit outside Mexico. In Panama, it is called “chirimoya china” to indicate its origin and exotic flavor. Brazil has thousands of hectares of lychee orchards and is still expanding its cultivation area.

  • MIL-OSI China: Internet access in Iran returns to pre-war levels: minister

    Iran’s Internet access has returned to pre-war levels, the country’s communications minister said Wednesday, following a temporary shutdown during the recent conflict with Israel.

    Sattar Hashemi, Iran’s minister of Information and Communications Technology, made the announcement in a post on the social platform X, a day after a ceasefire was declared between Iran and Israel, ending 12 days of fighting.

    Iran imposed restrictions on Internet access shortly after Israel launched a series of airstrikes across the country on June 13, targeting nuclear and military sites. The strikes killed several senior commanders, nuclear scientists, and hundreds of civilians, according to Iranian officials.

    In the wake of the attacks, pro-Israeli hackers also claimed that they launched cyberattacks on Iran’s banking system, disrupting services at several banks. Enditem

    The Sri Lankan government announced Wednesday that it will begin strictly enforcing laws prohibiting the use of children under 16 for begging and street vending, and will also crack down on the employment of children aged 16 to 18 in hazardous jobs and as domestic workers, starting July 1, 2025.

    According to a statement from the Department of Government Information, under the Children’s Rights Ordinance, anyone under 18 years old is considered a child, and children make up about 30 percent of Sri Lanka’s total population.

    Recent statistics indicate that some children are forced into various forms of labor, becoming street children due to human trafficking, the statement said.

    In response, the Cabinet of Ministers has approved measures to strictly enforce existing laws against child labor and begging. The government also plans to raise public awareness about these issues through a public education campaign, the statement said.

    The World Environment Day was observed on Wednesday in Bangladesh with a fresh vow to reducing plastic pollution, protecting nature, promoting biodiversity and safeguarding the environment.

    Various public, private organizations and political parties hosted conferences, seminars, marches and walks to mark the day in Dhaka and elsewhere in the country.

    National newspapers in Bangladesh published special supplements marking the day.

    This year, the theme of the day is “Ending Plastic Pollution,” which emphasizes the urgent need to address the pervasive problem of plastic pollution.

    The main program of the day was held at the Bangladesh-China Friendship Conference Center in Dhaka, with the Bangladeshi interim government’s Chief Adviser Muhammad Yunus inaugurating the event.

    Yunus also inaugurated the Environment Fair 2025 and the National Tree Plantation Campaign and Tree Fair 2025 at the function.

    Speaking at the day’s main event, Yunus urged all to avoid the use of plastic items to protect the environment and planet.

    “If we do not change our lifestyle, our defeat to plastic is obvious,” he said, adding that humans are destroying nature, but they could not realize that nature also has a destructive mode.

    Highlighting the adverse impacts of plastic on the planet, he said the plastic is accelerating climate crises, natural disasters and biodiversity destruction.

    Issuing an appeal to the countrymen to stop one-time plastic use, he said they should make the decision to gradually prevent plastic use.

    Terming the plastic a poison to the world and all living things, the chief adviser said the use of this poison is increasing gradually with the rise of population.

    In addition to carrying out the tree plantation campaign, the chief adviser suggested launching a Stop Tree Felling Campaign aiming to protect the environment and nature in the country.

    URUMQI, June 25 (Xinhua) — The ongoing summer heat wave has increased the risk of forest and grassland fires in Ili Kazakh Autonomous Prefecture of northwest China’s Xinjiang Uygur Autonomous Region, which borders Kazakhstan, with fires most common in the border areas of the two countries, which are rich in wetlands, mountains and dense vegetation.

    The Xinjiang General Forest Fire Brigade accredited in the above-mentioned county (hereinafter referred to as the “Ili Fire Brigade”) is responsible for internal fire safety along the 800-km border line. In order to prevent fires from breaking out, the fire brigade is currently actively practicing various firefighting scenarios. They are equipped with special-purpose equipment, including helicopters and armored tracked fire trucks.

    Under the influence of various factors, forest and steppe fires on the borders of the two countries can pose a threat to both environmental safety and human safety. In recent years, the Ili fire brigade, consisting of 200 people, has taken part in fire and rescue operations in the border area three times.

    The last fire on the border occurred late at night three years ago. More than 130 people and over 30 vehicles, as well as 800 units and sets of firefighting equipment and communication and command devices were sent to the scene. As a result of their coordinated actions, the large fire was extinguished within 4 days.

    In early June this year, the Ili Fire Brigade and representatives of the firefighters of Kazakhstan took part in joint exercises near the Dulat checkpoint, which involved numerous forces. Six years ago, a secondary forest caught fire in the area adjacent to the same border crossing on the territory of Kazakhstan. As was established following a meeting between the border guards of the two countries, the fire was caused by grass burning and did not require the participation of the rescue forces of China to extinguish it. Thus, the fire brigade simply broke through a fire barrier 63 km long and about 50 m wide along the border line on the Chinese side, effectively preventing the indiscriminate spread of the fire.

    “If a fire breaks out on the border between China and Kazakhstan, our side must take the initiative and actively participate in the rescue operation, and if necessary, at the request of the Kazakh side, a cross-border firefighting operation can be carried out” – this is the principle that prevails in the actions of the Ili Fire Brigade.

    To combat forest and grassland fires in border areas, China has set up several teams ready to go to fight similar cross-border fires, said Cao Lihong, a research fellow at the Belt and Road Development Research Institute at Ili Normal University.

    She stressed that China and Kazakhstan’s joint response to common natural disasters is a concrete embodiment of the good-neighborliness and friendship between the two countries. According to her, China and Kazakhstan are continuously exploring ways to resolve problems arising in cooperation in firefighting and rescue work, thereby deepening mutual trust and cooperation, which can provide wisdom and useful experience for other countries in dealing with similar border fires. -0-

    It will include thorough checks and enforcement actions against illegal activities of this kind, he added.

    The series of activities will focus on combating the illegal dumping of hazardous waste, solid industrial waste and construction waste. The campaign will also target the illegal dismantling and processing of scrapped motor vehicles, unusable electrical and electronic equipment, waste new energy equipment and batteries that have reached the end of their service life.

    The ministry representative stressed that those persons whose guilt in illegal dumping, burial and disposal of solid waste that will cause serious environmental pollution or economic losses to state property is proven and subject to criminal liability in accordance with the law will be brought to trial as soon as possible.

    On February 20 of this year, the film was presented in Russia, becoming a blockbuster on the local film market.       BEIJING, June 25 (Xinhua) — Chinese President Xi Jinping and Mozambican President Daniel Chapo exchanged congratulations on 50th anniversary of diplomatic ties on Wednesday.

      Xi noted that over the 50 years since the establishment of diplomatic ties, China and Mozambique have trusted and supported each other, and the friendship between the two countries remains rock-solid regardless of changes in the international landscape.

      Xi expressed firm belief that the bilateral ties will see an even brighter future as long as both sides uphold the original aspiration of establishing diplomatic relations and move forward hand in hand.

      Noting that he attaches great importance to the development of China-Mozambique relations, Xi said he is willing to work with President Chapo to take the anniversary as a new starting point for carrying forward the traditional friendship, and deepening mutually beneficial cooperation under the frameworks of high-quality Belt and Road cooperation and the Forum on China-Africa Cooperation, so as to write a new chapter in the comprehensive strategic cooperative partnership between the two countries.

      For his part, Chapo said the anniversary coincides with Mozambique’s 50th anniversary of independence, which highlights the traditional friendship and brotherhood between the two nations.

  • MIL-OSI Asia-Pac: Post-secondary edu reform passed

    The Government welcomed the passage of the Post Secondary Colleges (Amendment) Bill 2025 by the Legislative Council today, which aims to enhance the regulatory and quality assurance mechanisms of self-financing post-secondary institutions.

     

    The goal of the bill is to facilitate the healthy and sustainable development of the self-financing post-secondary education sector.

     

    The bill, which amends the Post Secondary Colleges Ordinance, reforms the regulatory regime for the self-financing post-secondary education sector to improve governance, ensuring the quality, transparency and accountability of self-financing institutions, the Government explained.

     

    In addition, the bill suitably removes barriers, including rationalising the arrangements for self-financing institutions to award degrees, and enhance efficiency and effectiveness. Furthermore, it forges a unified regulatory framework to promote coherence in quality assurance, governance, positioning and overall co-ordination.

     

    Secretary for Education Choi Yuk-lin said that the passage of the bill signifies an important milestone for the development of the self-financing sector.

     

    “We envisage that the enhanced regulatory framework can further support the capacity expansion and quality enhancement of the self-financing sector, with a view to harnessing its advantages in terms of flexibility and diversity to cultivate talent for the country and Hong Kong, and make more proactive contributions towards Hong Kong’s development into an international post-secondary education hub and building China into a leading country in education.”

     

    The Post Secondary Colleges (Amendment) Ordinance 2025 will be published in the Government Gazette on July 4. For relevant institutions that are not currently registered under the Post Secondary Colleges Ordinance, there will be a transitional period of around three years, until July 31, 2028, for them to complete the registration procedures.

     

    The Education Bureau, in collaboration with the Hong Kong Council for Accreditation of Academic & Vocational Qualifications, will maintain close liaison with self-financing institutions to ensure the smooth implementation of the enhanced regulatory framework and transitional arrangements.

    South Korean rival political parties clashed on Wednesday as they disagreed over the eligibility of Prime Minister nominee Kim Min-seok during the second and final day of his confirmation hearings. 

     

    The main opposition People Power Party demanded the nominee submit evidence to clarify allegations surrounding his wealth and family, while the ruling Democratic Party protested the PPP’s baseless attacks were disrupting a thorough vetting of his abilities.

     

    “The hearing cannot proceed like this,” PPP Rep. Bae June-young, ranking member of the confirmation hearing committee, said, demanding that the nominee submit records of the tax and other payments he claimed to have made the previous day.

     

    Bae also demanded immigration records and a report card proving that Kim did earn a master’s degree at China’s Tsinghua University.

     

    “I will provide what I can and what is necessary,” the nominee answered.

     

    DP Rep. Chai Hyun-il shot back, however, by citing the cases of former prime ministers under PPP-affiliated administrations, such as Han Duck-soo, Hwang Kyo-ahn and Chung Hong-won, saying various documents went unsubmitted during their confirmation hearings.

     

    “Was it an invasion of privacy then but vetting now?” he protested.

     

    The prime minister is the only Cabinet position that requires parliamentary consent for appointment. Other minister nominees undergo the confirmation process, but consent is not necessary for their appointment by the president.

     

    The PPP is unlikely to agree to adopting a report, which is a step in the confirmation process, as it has consistently questioned Kim’s eligibility and demanded his withdrawal.

     

    During the first day of hearings Tuesday, the PPP grilled the nominee over the source of his income amid large differences between his reported wealth and spending, as well as allegations surrounding his son’s college admissions and his own studies at Tsinghua University, Yonhap news agency reported.

     

    The DP defended the nominee while highlighting his professional aptitude to serve in the number 2 government role.

     

    The motion for a prime minister’s confirmation passes by majority approval, with a majority of lawmakers present.

     

    The DP can single-handedly pass Kim’s motion as it currently holds a parliamentary majority with 167 out of 298 seats.

    Kim, a four-term lawmaker of the DP and a former top campaign aide to President Lee Jae Myung, shared his thoughts on some of Lee’s campaign pledges, such as a 4.5-day workweek.

    “The overall direction was proposed, and the execution plans have to be discussed additionally,” he said. “Reducing the number of working days can be considered in line with global trends and human nature.”

    On the pledge to raise the retirement age, Kim said it is a matter requiring comprehensive discussions and social acceptance.

    “If I become prime minister, I think it could be worth commissioning a full-scale study by a state-run think tank,” he said.

    The PPP has called for extending the hearings by a day to better vet the nominee, while the DP has maintained they should be completed on Wednesday before finalising the confirmation next week.

    BEIJING, June 25 (Xinhua) — All the conditions for opening the second Lu Ban workshop in Kazakhstan, located in the compass of the L.N. Gumilyov Eurasian National University, will be ready by October this year, the Tianjin Ribao (Tianjin daily) newspaper reported.

    Lu Ban’s workshop is a vocational education brand pioneered by Tianjin-based educational institutions. The decision to open a second workshop in Kazakhstan was announced in July 2024.

    According to the agreement signed between China and Kazakhstan, the Lu Ban Workshop, established by the Tianjin Vocational Institute and the Eurasian National University, will be designed to train specialists in the field of digital technologies.

    From June 23 to July 16, Tianjin Vocational Institute is holding a training course for teachers for the aforementioned workshop.

    At the same time, as reported in the Tianjin Ribao newspaper, the reconstruction work of the workshop premises is nearing completion. The first batch of training equipment was delivered to Kazakhstan and will be officially handed over to the Kazakh side in July of this year.

    Lu Ban’s first workshop in Kazakhstan opened in December 2023 at the East Kazakhstan Technical University. To date, more than 400 students in transport specialties have been trained there. -0-

    TIANJIN, June 25 (Xinhua) — China is confident in its strength and ability to maintain dynamic economic growth, Chinese Premier Li Qiang said Wednesday while addressing the opening ceremony of the 16th annual meeting of emerging global leaders of the World Economic Forum (WEF), also known as “Summer Davos”, in the north Chinese city of Tianjin.

    “For many years, regardless of changes in the international situation, the Chinese economy has maintained good momentum,” Li Qiang said.

    He noted that in the first quarter of 2025, China’s GDP grew by 5.4 percent, although external shocks became more numerous. “Key economic indicators continued to improve in the second quarter, and, as far as I know, international organizations have recently increased their forecasts for China’s economic growth,” the head of the Chinese government noted.

    According to him, China’s economic development is not short-term spurts, but a steady movement toward long-term goals. Li Qiang noted that China is moving toward becoming a high-income country, driven by strong demand for consumer upgrading in the country, which is the world’s second-largest consumer and import market.

    China aims to become a giant consumer powerhouse built on a solid foundation of manufacturing, the premier added, expressing confidence that China’s continuous breakthroughs and achievements in innovation will inject new impetus into global development, helping to overcome the global problem of economic slowdown.

    During the Summer Davos, WEF President Borge Brende shared his views on China’s economic prospects.

    “I am relatively optimistic about the Chinese economy in both the medium and long term. Although China has already diversified its economy, the country is still transforming from manufacturing goods to providing more services and digital trade. We are also seeing a lot of new technologies being applied. China is doing very well in artificial intelligence and robotics,” he said.

    Former British Prime Minister Tony Blair also drew attention to China’s impressive transformation in recent decades and called on other countries to try to understand and engage with China rather than isolate it. Deepening engagement is important, he said, with a particular focus on people-to-people exchanges in addition to government-to-government and business cooperation.

    This year’s Summer Davos was titled “Entrepreneurship in a New Era.” The event will run from June 24 to 26, bringing together more than 1,700 prominent politicians, businessmen, academics, and media representatives from more than 90 countries and regions around the world. -0-

    GUANGZHOU, June 25 (Xinhua) — Dai Daojin, former deputy secretary of the Party leadership group and vice chairman of the Chinese People’s Political Consultative Conference (CPPCC) committee in central China’s Hunan Province, was sentenced to death with a two-year reprieve on Tuesday for accepting bribes.

    Dai Daojin was found to have accepted more than 107 million yuan (about $15 million) in bribes over a period of more than two decades, beginning in 2000.

    According to a statement from the Zhuhai Intermediate People’s Court in Guangdong Province, Dai Daojin, while holding various positions in Hunan Province, assisted third parties in matters such as running businesses, concluding project contracts and promoting their careers.

    Dai Daojin was deprived of his political rights for life. All his personal property and illegal income were confiscated and retained by the state, the court said in its verdict. -0-

    UNITED NATIONS, June 25 (Xinhua) — It was the United States that started the Iranian nuclear crisis, China’s permanent representative to the United Nations Fu Cong said Tuesday in response to Iran’s accusations at a UN Security Council meeting.

    The Chinese side noted that some Security Council members do nothing but accuse Iran of violating non-proliferation obligations, trying to justify military actions by Israel and the United States, he noted.

    “China would like to remind these countries of the following basic facts: It was the United States that started the Iranian nuclear crisis,” Fu Cong said.

    He added that the US unilaterally withdrew from the Iran nuclear deal in 2018. Washington has since reimposed and strengthened unilateral sanctions against Iran and adopted “maximum pressure” measures that have prevented Tehran from reaping the economic dividends provided by the agreement and forced Tehran to reduce its commitments under the deal.

    The United States also, to the detriment of its own authority, launched military strikes on Iranian nuclear facilities, undermining the negotiation process it had started and leading the Iranian nuclear issue to another dead end, which led to a sharp aggravation of the situation in the region, he said.

    Iran’s sincerity in resolving nuclear crisis should be appreciated, Chinese diplomat says

    He noted that Iran still continues to fulfill its non-proliferation obligations and the comprehensive safeguards agreement. Tehran has repeatedly stated that it does not seek to develop nuclear weapons.

    According to Fu Cong, Iran has held several rounds of professional and pragmatic negotiations with the US in a constructive manner and has never given up on its diplomatic efforts. However, some countries, by one-sidedly citing the report of the Director General of the International Atomic Energy Agency (IAEA) and ignoring the positive aspects of Iran’s cooperation with the agency, sought to pass a resolution by the IAEA Board of Governors without proper consultation. According to him, this jeopardizes the atmosphere of dialogue, increasing tension and confrontation. “These countries should carefully consider the negative consequences of their irresponsible move,” he said.

    Israel and the United States resorted to the use of force against Iran on the basis of “possible future threats,” which is a serious violation of international law and Iran’s sovereignty. The attacks on Iranian nuclear facilities under IAEA safeguards set a bad precedent that threatens the international non-proliferation regime. China once again unequivocally condemns this, the PRC representative noted.
