  • MIL-OSI: GDS Announces Closing of Offering of US$550 Million Convertible Senior Notes and Full Exercise of Option to Purchase Additional Notes

    SHANGHAI, China, May 30, 2025 (GLOBE NEWSWIRE) — GDS Holdings Limited (“GDS Holdings”, “GDS” or the “Company”) (NASDAQ: GDS; HKEX: 9698), a leading developer and operator of high-performance data centers in China, today announced the closing of its previously announced offering of 2.25% convertible senior notes in an aggregate principal amount of US$550 million due 2032 (the “Notes”), which amount reflects the exercise in full by the initial purchasers of their option to purchase an additional US$50 million in aggregate principal amount of the Notes (collectively, the “Notes Offering”). The Notes were offered in a private offering to persons reasonably believed to be qualified institutional buyers pursuant to Rule 144A under the Securities Act of 1933, as amended (the “Securities Act”).

    GDS received net proceeds from the Notes Offering of approximately $534.9 million, after deducting the initial purchasers’ discounts and estimated issuance expenses. The Company plans to use the net proceeds from the Notes Offering for working capital needs and the refinancing of its existing indebtedness, including potential future negotiated repurchases, or redemption upon exercise of the investor put right, of its convertible bonds due 2029.

    The Notes are senior unsecured obligations of GDS and bear interest at a rate of 2.25% per year, payable semiannually in arrears on June 1 and December 1 of each year, beginning on December 1, 2025. The Notes will mature on June 1, 2032, unless earlier redeemed, repurchased or converted in accordance with their terms prior to such date.

    The initial conversion rate of the Notes is 30.2343 American depositary shares, each representing eight Class A ordinary shares of the Company (the “ADSs”), per US$1,000 principal amount of Notes (which is equivalent to an initial conversion price of approximately US$33.08 per ADS and represents a conversion premium of approximately 35% above the public offering price of the Primary ADSs (as defined below), which was US$24.50 per ADS (the “ADS Public Offering Price”)). The conversion rate of the Notes is subject to adjustment upon the occurrence of certain events.

    Prior to the close of business on the business day immediately preceding December 1, 2031, the Notes will be convertible only upon satisfaction of certain conditions and during certain periods. On or after December 1, 2031 until the close of business on the second scheduled trading day immediately preceding the maturity date, holders may convert their Notes at their option at any time. Upon conversion, the Company will pay or deliver, as the case may be, cash, the ADSs or a combination of cash and ADSs, at the Company’s election. Holders may also elect to receive Class A ordinary shares in lieu of any ADSs deliverable upon conversion, subject to certain procedures and conditions set forth in the terms of the Notes.

    The Company may redeem for cash all but not part of the Notes (i) in the event of certain tax law changes (a “Tax Redemption”) or (ii) if less than 10% of the aggregate principal of amount of notes originally issued (for the avoidance of doubt, including the notes issued upon the exercise of the initial purchasers’ option to purchase additional notes) remains outstanding at such time (a “Cleanup Redemption”). The Notes are not redeemable before June 6, 2029, except in connection with a Tax Redemption or Cleanup Redemption. On or after June 6, 2029 and on or prior to the 40th scheduled trading day immediately prior to the maturity date, the Notes will be redeemable, in whole or in part, for cash at the Company’s option at any time, and from time to time, if (x) the notes are “freely tradable” (as defined in the indenture for the Notes), and all accrued and unpaid additional interest, if any, has been paid in full, as of the date we send such notice and (y) the last reported sale price of the ADSs has been at least 130% of the conversion price then in effect on (i) each of at least 20 trading days (whether or not consecutive) during any 30 consecutive trading day period ending on, and including, the trading day immediately prior to the date the Company provides notice of redemption and (ii) the trading day immediately preceding the date the Company sends such notice (such redemption, an “Optional Redemption”). The redemption price in the case of a Tax Redemption, Cleanup Redemption or an Optional Redemption will equal 100% of the principal amount of the Notes to be redeemed, plus accrued and unpaid interest, if any, to, but excluding, the related redemption date.

    Holders of the Notes may require the Company to repurchase for cash all or part of their Notes on June 1, 2029. In addition, holders of the Notes have the option, subject to certain conditions, to require the Company to repurchase any Notes held in the event of a “fundamental change” (as will be defined in the indenture for the Notes). The repurchase price, in each case, will be equal to 100% of the principal amount of the Notes to be repurchased, plus accrued and unpaid interest, if any, to, but excluding, the applicable repurchase date.

    The Company expects that certain purchasers of the Notes may establish a short position with respect to its ADSs by short selling its ADSs or by entering into short derivative positions with respect to its ADSs (including entering into derivatives with an affiliate of an initial purchaser in the Notes Offering), in each case, in connection with the Notes Offering. Any of the above market activities by purchasers of the Notes could increase (or reduce any decrease in) or decrease (or reduce any increase in) the market price of the Company’s ADSs or the Notes at that time, and the Company cannot predict the magnitude of such market activity or the overall effect it will have on the price of the Notes or its ADSs.

    The Company also announced today by separate press release the closing of a separate registered public offering (the “Delta Placement of Borrowed ADSs”) of 6,000,000 ADSs, at the ADS Public Offering Price, that the Company lent to an affiliate (the “ADS Borrower”) of an initial purchaser in the Notes Offering in order to facilitate the privately negotiated derivative transactions by some holders of the Notes for purposes of hedging their investment in the Notes. The Company entered into an ADS lending agreement (the “ADS Lending Agreement”) with the ADS Borrower, pursuant to which the Company lent 6,000,000 ADSs (the “Borrowed ADSs”) to the ADS Borrower. The ADS Borrower or its affiliate received all of the proceeds from the sale of the Borrowed ADSs and the Company did not receive any of those proceeds, but the ADS Borrower paid the Company a nominal lending fee for the use of those ADSs pursuant to the ADS Lending Agreement. The activity described above could affect the market price of the Company’s ADSs or the Notes otherwise prevailing at that time.

    The Company also announced today by separate press release the closing of a separate registered public offering (the “Primary ADSs Offering”) of 5,980,000 ADSs (the “Primary ADSs”), at the ADS Public Offering Price, and reflecting the exercise in full by the underwriters of their option to purchase 780,000 additional Primary ADSs.

    URUMQI, May 30 (Xinhua) — Horgos Port, a major railway hub in northwest China’s Xinjiang Uygur Autonomous Region, has handled more than 4,000 China-Europe (Central Asia) freight trains since the beginning of the year, after a train loaded with electronics and mechanical equipment departed for Duisburg, Germany, on Thursday.

    According to the Urumqi Office of China Railway Urumqi Group Co., Ltd., the Horgos railway checkpoint has so far handled a total of more than 46,000 China-Europe/Central Asia freight train trips, bringing the total number of these trains to 87, covering 46 cities and regions in 18 countries.

    Situated on the border between China and Kazakhstan, Khorgos and Alashankou, also known as the Alatau Pass, are the two main railway border crossings in Xinjiang.

    According to previously published data, as of May 26, the Alashankou checkpoint had handled more than 3,000 China-Europe/Central Asia/ freight train trips since the beginning of the year. These trains traveled along 123 routes connecting 21 countries, including Germany and Poland.

    Over the past three years, the capacity of these two railway checkpoints has grown at double-digit rates.

    In 2024, these checkpoints handled 27.5 million tons of cargo, accounting for nearly 70 percent of XUAR’s total land import and export volume. In addition, the number of China-Europe freight trains passing through these two border crossings exceeded 50 percent of the national total.

  • MIL-OSI Global: Neurosymbolic AI is the answer to large language models’ inability to stop hallucinating

    The main problem with big tech’s experiment with artificial intelligence (AI) is not that it could take over humanity. It’s that large language models (LLMs) like Open AI’s ChatGPT, Google’s Gemini and Meta’s Llama continue to get things wrong, and the problem is intractable.

    Known as hallucinations, the most prominent example was perhaps the case of US law professor Jonathan Turley, who was falsely accused of sexual harassment by ChatGPT in 2023.

    OpenAI’s solution seems to have been to basically “disappear” Turley by programming ChatGPT to say it can’t respond to questions about him, which is clearly not a fair or satisfactory solution. Trying to solve hallucinations after the event and case by case is clearly not the way to go.

    The same can be said of LLMs amplifying stereotypes or giving western-centric answers. There’s also a total lack of accountability in the face of this widespread misinformation, since it’s difficult to ascertain how the LLM reached this conclusion in the first place.

    We saw a fierce debate about these problems after the 2023 release of GPT-4, the most recent major paradigm in OpenAI’s LLM development. Arguably the debate has cooled since then, though without justification.

    The EU passed its AI Act in record time in 2024, for instance, in a bid to be world leader in overseeing this field. But the act relies heavily on AI companies to regulate themselves without really addressing the issues in question. It hasn’t stopped tech companies from releasing LLMs worldwide to hundreds of millions of users and collecting their data without proper scrutiny.

    Meanwhile, the latest tests indicate that even the most sophisticated LLMs remain unreliable. Despite this, the leading AI companies still resist taking responsibility for errors.

    Unfortunately LLMs’ tendencies to misinform and reproduce bias can’t be solved with gradual improvements over time. And with the advent of agentic AI, where users will soon be able to assign projects to an LLM such as, say, booking their holiday or optimising the payment of all their bills each month, the potential for trouble is set to multiply.

    The emerging field of neurosymbolic AI could solve these issues, while also reducing the enormous amounts of data required for training LLMs. So what is neurosymbolic AI and how does it work?

    The LLM problem

    LLMs work using a technique called deep learning, where they are given vast amounts of text data and use advanced statistics to infer patterns that determine what the next word or phrase in any given response should be. The models – along with all the patterns it has learned – are stored in arrays of powerful computers in large data centres known as neural networks.

    LLMs can appear to reason using a process called chain-of-thought, where they generate multi-step responses that mimic how humans might logically arrive at a conclusion, based on patterns seen in the training data.

    Undoubtedly, LLMs are a great engineering achievement. They are impressive at summarising text and translating, and may improve the productivity of those diligent and knowledgeable enough to spot their mistakes. Nevertheless they have great potential to mislead because their conclusions are always based on probabilities – not understanding.

    A popular workaround is called “human-in-the-loop”: making sure that humans using AIs still make the final decisions. However, apportioning blame to humans does not solve the problem. They’ll still often be misled by misinformation.

    LLMs now need so much training data to advance that we’re now having to feed them synthetic data, meaning data created by LLMs. This data can copy and amplify existing errors from its own source data, such that new models inherit the weaknesses of old ones. As a result, the cost of programming AIs to be more accurate after their training – known as “post-hoc model alignment” – is skyrocketing.

    It also becomes increasingly difficult for programmers to see what’s going wrong because the number of steps in the model’s thought process become ever larger, making it harder and harder to correct for errors.

    Neurosymbolic AI combines the predictive learning of neural networks with teaching the AI a series of formal rules that humans learn to be able to deliberate more reliably. These include logic rules, like “if a then b”, such as “if it’s raining then everything outside is normally wet”; mathematical rules, like “if a = b and b = c then a = c”; and the agreed upon meanings of things like words, diagrams and symbols. Some of these will be inputted directly into the AI system, while it will deduce others itself by analysing its training data and doing “knowledge extraction”.

    This should create an AI that will never hallucinate and will learn faster and smarter by organising its knowledge into clear, reusable parts. For example if the AI has a rule about things being wet outside when it rains, there’s no need for it to retain every example of the things that might be wet outside – the rule can be applied to any new object, even one it has never seen before.

    During model development, neurosymbolic AI also integrates learning and formal reasoning using a process known as the “neurosymbolic cycle”. This involves a partially trained AI extracting rules from its training data then instilling this consolidated knowledge back into the network before further training with data.

    This is more energy efficient because the AI needn’t store as much data, while the AI is more accountable because it’s easier for a user to control how it reaches particular conclusions and improves over time. It’s also fairer because it can be made to follow pre-existing rules, such as: “For any decision made by the AI, the outcome must not depend on a person’s race or gender”.

    The third wave

    The first wave of AI in the 1980s, known as symbolic AI, was actually based on teaching computers formal rules that they could then apply to new information. Deep learning followed as the second wave in the 2010s, and many see neurosymbolic AI as the third.

    It’s easiest to apply neurosymbolic principles to AI in niche areas, because the rules can be clearly defined. So it’s no surprise that we’ve seen it first emerge in Google’s AlphaFold, which predicts protein structures to help with drug discovery; and AlphaGeometry, which solves complex geometry problems.

    For more broad-based AIs, China’s DeepSeek uses a learning technique called “distillation” which is a step in the same direction. But to make neurosymbolic AI fully feasible for general models, there still needs to be more research to refine their ability to discern general rules and perform knowledge extraction.

    It’s unclear to what extent LLM makers are working on this already. They certainly sound like they’re heading in the direction of trying to teach their models to think more cleverly, but they also seem wedded to the need to scale up with ever larger amounts of data.

    The reality is that if AI is going to keep advancing, we will need systems that adapt to novelty from only a few examples, that check their understanding, that can multitask and reuse knowledge to improve data efficiency and that can reason reliably in sophisticated ways.

    This way, well designed digital technology could potentially even offer an alternative to regulation, because the checks and balances would be built into the architecture and perhaps standardised across the industry. There’s a long way to go, but at least there’s a path ahead.

    Signing Ceremony of the Convention on the Establishment of the International Organization for Mediation and Global Forum on International Mediation successfully conclude today 
         Member of the Political Bureau of the Communist Party of China Central Committee and Minister of Foreign Affairs, Mr Wang Yi, attended the Signing Ceremony of the Convention in Hong Kong. Mr Wang was the first to sign the Convention on behalf of China. Thirty-three countries, including China and countries from Asia, Africa, Latin America and Europe, jointly signed the Convention. In addition, more than 50 countries and nearly 20 international organisations, including the United Nations (UN), also sent senior representatives to witness the Signing Ceremony. The Chief Executive, Mr John Lee; the Chief Secretary for Administration, Mr Chan Kwok-ki; the Financial Secretary, Mr Paul Chan; and the Secretary for Justice, Mr Paul Lam, SC, were also present.
     
         Addressing the ceremony, Mr Wang said that as an innovative step in international rule of law, the IOMed has great significance in the history of international relations. The establishment of the IOMed is an actualisation of the purposes and principles of the UN Charter; it is also an example of a civilisational belief in harmony and an epitome of inclusiveness in the culture of the rule of law. The IOMed will be headquartered in Hong Kong, whose handover is itself a success story of peaceful settlement of international disputes. The success of the “one country, two systems” principle has created brighter prospects for prosperity and stability in Hong Kong. Mr Wang said that he looks forward to all parties working together to let the IOMed play a positive role in peacefully resolving international disputes for a brighter future for humanity.

The speakers also discussed new developments in international investment and commercial dispute mediation and the contributions that the IOMed can make.
     
         Witnessed by forum guests, Mr Lam signed a Memorandum of Understanding with the Minister of Commerce of Cambodia, Mrs Cham Nimul, to strengthen co-operation between the two places on issues relating to dispute avoidance and resolution.
     
         The objective and goal of the IOMed is to promote and facilitate the peaceful settlement of international disputes and to develop friendly relations and co-operation between countries through mediation. It is an important mechanism for implementing Article 33 of the UN Charter to peacefully settle international disputes through mediation and other means. It is of great significance to achieving win-win co-operation among all parties to the dispute, improving global governance, and promoting world peace and stability in the international order. The IOMed will be the first international intergovernmental legal organisation devoted to the use of mediation in resolving international disputes. It will be a beneficial supplement to the current international dispute settlement mechanism and will provide a new legal public good in international rule of law, marking a milestone in promoting the settlement of international disputes through mediation.
     
         The Convention on the Establishment of the International Organization for Mediation is the legal basis for the establishment of the IOMed, which covers important provisions such as the functions, governance structure, operation, scope of cases accepted, privileges and immunities of the IOMed. With the signing of the Convention, the IOMed will be formally established after signatories’ ratification of the Convention and be headquartered in Hong Kong. The IOMed headquarters is expected to be operational by the end of this year or early next year at the earliest, providing friendly, flexible, economical and efficient mediation services to all parties, thereby strengthening Hong Kong’s role as an international dispute resolution services centre and a capital for international mediation.     BEIJING, May 30 (Xinhua) — China’s child health care has been steadily improving in recent years, Shen Haiping, a senior official with the National Health Commission, said at a press conference on Friday.

    She noted that in 2024, the infant mortality rate and the under-five mortality rate in the country dropped to 4 per thousand and 5.6 per thousand, respectively, reaching record lows. In these indicators, China has taken a leading position among the world’s upper-middle-income countries.

    According to Shen Haiping, based on global trends over the past decade, China ranks third and fourth among 53 upper-middle-income countries in terms of the average annual rate of decline in infant mortality and under-five mortality.

    The agency spokeswoman also added that between 2010 and 2023, China’s average population life expectancy increased by 3.8 years, with 21.7 percent of that increase due to a reduction in the under-five mortality rate. –0–

    Moscow, May 30 /Xinhua/ — A Russian delegation led by Russian presidential aide Vladimir Medinsky will arrive in Istanbul on June 2 for the second round of direct talks with Ukraine. There is no talk of Turkish or anyone else mediating in the second round of talks between Russia and Ukraine in Istanbul. This was stated on Friday by Russian Foreign Ministry spokesperson Maria Zakharova.

    “We confirm that the Russian delegation, headed by the Russian presidential aide Vladimir Medinsky, will be in Istanbul on June 2 to hold the second round of the aforementioned negotiations. It will arrive with a draft memorandum and other proposals for a ceasefire,” said M. Zakharova.

    Russia does not see a connection between direct negotiations with Ukraine and the presence of representatives of the United States, Great Britain, Germany and France in Istanbul, noted the official representative of the Russian Foreign Ministry.

    “Of course, we are deeply grateful to our Turkish friends for their hospitality and for creating the necessary comfortable conditions for work as hosts of the negotiating platform. However, there is no talk of Turkish or anyone else’s mediation,” M. Zakharova emphasized. –0–

  • MIL-OSI United Nations: Leveraging Migration for Sustainable Development: IOM Director General Visits Central Asia

    Bishkek/Astana, 30 May 2025 – International Organization for Migration (IOM) Director General Amy Pope made her first-ever visit to Bishkek, Kyrgyzstan, and Astana, Kazakhstan, this week, working with key partners and government officials on ways in which migration can contribute to economic growth and sustainable development in the region.  

    “As Central Asia takes on an increasingly prominent role as a destination and host for migrants, IOM stands ready to support national governments to harness the potential of migration for long-term sustainable development,” DG Pope said. “By working together, we can address the drivers of migration, support and stabilize vulnerable communities, and ensure the safe, dignified return of migrants to their countries of origin when possible.”   

    In Astana, DG Pope met with His Excellency, Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, together with IOM’s regional Goodwill Ambassador, Dimash Qudaibergen, and discussed the impacts of migration and mobility in the region. DG Pope commended President Tokayev’s commitment to upholding the rights and economic contributions of migrants.  

    DG Pope also attended the Astana International Forum which brought together heads of states, thought leaders, and experts from the public and private sectors. The Forum aims to reignite multilateralism and spark transformative dialogue, positioning Central Asia as a key global partner.  

    Kazakhstan, the largest economy in Central Asia and historically a bridge between East and West, hosts the largest number of migrants in the region. Most come from neighboring Commonwealth of Independent States countries, primarily Uzbekistan, Kyrgyzstan, and the Russian Federation. In addition to regional flows, migrants are coming increasingly from other countries, notably China, Türkiye, and India.   

    During her visit in the Kyrgyz capital of Bishkek, DG Pope met with H.E. Prime-Minister Adylbek Kasymaliev and reiterated how migration can significantly impact Kyrgyzstan’s socio-economic landscape. DG Pope then joined partners to officially open the pre-departure orientation and reintegration centre for migrants. The centre will equip prospective and returning migrants with the necessary tools to have a safe migration experience.  

    For over two decades, IOM has worked closely and remains committed to deepening collaboration with Kazakhstan and Kyrgyzstan in implementing projects and policies that improve migrant protection, combat trafficking in persons, address climate-induced mobility, and support South-North labour migration in the country.

  • MIL-OSI China: China honors outstanding scientists in museum on Sci-tech Workers’ Day

    BEIJING, May 30 — China commemorated its National Sci-tech Workers’ Day on Friday as artifacts related with outstanding scientists were displayed in a museum dedicated to their achievements.

    The China Scientists Museum in Beijing showcased 10 significant items, including a group photo of scientists involved in the development of atomic bomb, ballistic missile and satellite and a prestigious medal awarded to engineering expert Qian Qihu.

    The event featured narratives from the scientists themselves, their family members, and students.

    Wan Gang, president of the China Association for Science and Technology, addressed the event, calling on scientific and technological workers to contribute to national development.

    He urged them to carry forward the innovative elements within China’s fine traditional culture, and work for high-level self-reliance and strength in science and technology.

    The event coincided with the first anniversary of the China Scientists Museum. Over the past year, the museum attracted over 170,000 visitors and curated 14 thematic exhibitions to showcase scientists’ achievements and spirit.

    The WHO Traditional Medicine Strategy 2025–2034 received a powerful endorsement at the Seventy-eighth World Health Assembly (WHA), with China and India hosting two influential side events that galvanized international momentum for integrating traditional, complementary, and integrative medicine (TCIM) into global health systems.

    On 20 May 2025, China’s National Administration of Traditional Chinese Medicine (NATCM), joined by Malaysia, Nepal, Saudi Arabia and Seychelles, convened a high-level event titled “Improving Universal Health Coverage through the Implementation of the WHO Traditional Medicine Strategy 2025–2034”. Over 100 health leaders, ambassadors, WHO officials and experts gathered to explore the Strategy’s potential to enhance health systems worldwide.

    Dr Margaret Chan, former WHO Director-General, hailed the Strategy as “a further step to integrate traditional medicine into national health systems in ways that are evidence-based, people-centred, and respectful of cultural heritage.” WHO Regional Director for the Western Pacific, Dr Saia Ma’u Piukala, praised China’s model of embedding TCIM at all levels of care and underscored the significance of the Beijing Declaration, while Dr Bruce Aylward, WHO Assistant Director-General of the Universal Health Coverage, Life Course Division, emphasized that WHO is committed to supporting Member States in their efforts to advance the safe, effective and evidence-based use of traditional, complementary and integrative medicine.

    Professor Yu Yanhong, Commissioner of NATCM, highlighted China’s legislative, educational and research efforts to strengthen traditional Chinese medicine, stressing its complementarity with modern medicine. Dr Rudi Eggers, WHO Director of Integrated Health Services, presented the Strategy’s vision and guiding principles, followed by a panel of global experts sharing country-level experiences and technical insights.

    On 23 May, India’s Permanent Mission in Geneva, in collaboration with 31 Member States of the Group of Friends of Traditional Medicine (GFTM), hosted a second official side event titled “WHO Traditional Medicine Strategy 2025–2034: From Traditional Heritage to Frontier Science – Health for All.” With over 250 delegates in attendance, the event showcased national experiences and reaffirmed global commitment to traditional medicine.

    In his opening remarks on behalf of the Member States, H.E. Vaidya Rajesh Kotecha, Secretary, Ministry of Ayush, Government of India, shared about India’s leadership in the field of traditional medicine and its integration into national health system. Mauritius’ Health Minister, H.E. Anil Kumar Bachoo, shared how Ayurveda is integrated into his country’s health system.

    Dr Yukiko Nakatani, WHO Assistant Director-General, Access to Medicines and Health Products & Assistant Director-General, Antimicrobial Resistance, urged Member States to build a strong evidence base for traditional medicine. Dr Eggers reiterated the Strategy’s inclusive framework, while Jaswinder Singh of India’s Ministry of Ayush presented the Ayush Grid – an AI-powered digital platform for integrating traditional medicine into health care.

    Country presentations included Bolivia’s emphasis on the cultural and medicinal value of coca leaves, Sri Lanka’s advancements in Ayurveda integration, and Malaysia’s national model for traditional medicine inclusion. Dr Shyama Kuruvilla, Director a.i. of the WHO Global Traditional Medicine Centre, concluded the session by announcing the 2nd Global Traditional Medicine Summit, to be held in New Delhi from 2–4 December 2025.

    Chief Executive John Lee today met senior officials from foreign governments attending the Signing Ceremony of the Convention on the Establishment of the International Organization for Mediation (IOMed).

    Mr Lee met Switzerland’s Federal Councillor & Head of the Federal Department of Foreign Affairs Ignazio Cassis, Pakistan’s Deputy Prime Minister & Foreign Minister Mohammad Ishaq Dar, Papua New Guinea’s Minister for Justice & Attorney General Pila Niningi and Laos’ Deputy Prime Minister Saleumxay Kommasith.

    Welcoming them to the signing ceremony, Mr Lee said Hong Kong is pleased to contribute to and serve the successful establishment and operation of the IOMed.

    Chief Executive John Lee today met CPC Central Committee Political Bureau Member and Foreign Affairs Minister Wang Yi at Government House.

     

    Mr Wang is visiting Hong Kong to attend the signing of the Convention on the Establishment of the International Organization for Mediation.

     

    Mr Lee and Mr Wang had a working lunch together and discussed the work of the International Organization for Mediation (IOMed), and the Hong Kong Special Administrative Region’s international exchanges and co-operation.

     

    Mr Lee expressed his heartfelt gratitude to the central government for its strong support in establishing the IOMed headquarters in Hong Kong.

     

    Emphasising that the IOMed is a high-level international organisation, Mr Lee said the central government had demonstrated its staunch support of the Hong Kong SAR in its development as a centre for international legal and dispute resolution services in the Asia-Pacific region under the National 14th Five-Year Plan.

     

    The process involved setting up an IOMed preparatory office in Hong Kong, completing negotiations, facilitating a consensus on situating the headquarters in the city, and hosting the convention’s signing ceremony today.

     

    Mr Lee said Mr Wang’s presence to witness the historic moment of the signing is a great encouragement to him and the Hong Kong SAR Government, which he added is well-equipped to promote the IOMed.

     

    The Chief Executive stressed that basing the IOMed headquarters in Hong Kong will bring a host of significant benefits to the city.

     

    Firstly, the IOMed will elevate Hong Kong’s international status and role in international mediation. In turn, the city will be able to make important contributions to the IOMed’s work given its status as the only common law jurisdiction in China under the “one country, two systems” principle.

     

    The city also boasts an established legal system, a solid foundation of the rule of law, diverse legal and dispute resolution services, and a wide pool of legal professionals with a global perspective.

     

    Secondly, the IOMed will generate substantial economic benefits. Its service demand will create a large number of job opportunities for mediators, translators, researchers and more.

     

    The IOMed will also attract international organisations, non-governmental organisations and academic institutions to establish a presence in Hong Kong, drawing high-quality conferences and exhibitions to the city and further boosting other sectors such as hospitality, logistics and transportation.

     

    With a status on a par with the International Court of Justice and the United Nations Permanent Court of Arbitration in The Hague, the IOMed will become a pivotal institution for resolving international disputes.

     

    This will facilitate deeper economic co-operation between Hong Kong and overseas economies, including regions participating in the Belt & Road Initiative, thereby creating more business opportunities, Mr Lee added.

     

    Thirdly, the IOMed will further enhance Hong Kong’s ecosystem relating to the rule of law, promote the popularity of mediation and encourage the community to resolve issues through dialogue.

     

    Mr Lee highlighted that the IOMed will help Hong Kong to attract more legal and dispute resolution professionals from around the globe, contributing to the development of the legal framework for dispute resolution, and further consolidating the city’s status as an international legal hub.

     

    He also thanked the Ministry of Foreign Affairs (MFA), the Office of the MFA Commissioner in the Hong Kong SAR, and Chinese diplomatic and consular missions overseas for their continued support in deepening the Hong Kong SAR Government’s international exchanges and co-operation.

    ULAN BATOR, May 30 (Xinhua) — Mongolia has officially recorded its second death from measles, the country’s National Research Center for Infectious Diseases said on Friday.

    “A nine-month-old baby was admitted to hospital with symptoms of high fever on Monday. The baby was diagnosed with measles. Despite receiving the necessary treatment, the baby’s condition progressively worsened, resulting in his death on Friday morning,” the official statement said.

    The Center again urges parents to be aware of early symptoms of measles in their children and seek immediate medical attention.

    URUMQI, May 30 (Xinhua) — The Standing Committee of the People’s Congress of northwest China’s Xinjiang Uygur Autonomous Region on Friday announced regulations to promote economic development at border crossings, which will take effect on July 1 this year.

    The document noted that people’s governments of counties, cities and prefectures where checkpoints are located should strengthen the construction of a comprehensive transportation network, checkpoint inspection infrastructure, and commodity inspection and control facilities to promote transportation connectivity and ensure efficient customs clearance.

    Under the new rules, local border crossings are encouraged to promote the development of multimodal transport and build modern logistics bases and centers that combine functions such as transportation, warehousing, packaging, distribution and delivery.

    Local authorities should improve the placement of production facilities within the checkpoint area and promote international cooperation in production chains and supply chains based on their own resource advantages, according to the provisions.

    As stated in the document, priority attention in the economic development plan at the checkpoint will be given to such emerging industries of strategic importance as oil and gas production and processing, clean and efficient use of coal and new energy systems, as well as specific advantageous industries including grain, oil and food processing, cotton and textile industry, green livestock products and high-quality fruits and vegetables.

    To attract enterprises and projects related to trade, processing, bonded logistics and cross-border e-commerce, it is necessary to utilize open platforms such as the Xinjiang Pilot Free Trade Zone, the Kashgar and Horgos economic development zones, comprehensive bonded zones and cross-border economic cooperation zones.

    The provisions also encourage local enterprises to carry out investment cooperation with Belt and Road Initiative countries in areas such as energy resources, new materials, specialty medicine and pharmaceuticals, and agricultural crop cultivation.

    The document also emphasizes the need to create an internationalized business environment that operates on the basis of market principles and the rule of law.

    The development of these provisions is aimed at stimulating high-quality economic development at Xinjiang checkpoints, promoting the construction of the core zone of the Silk Road Economic Belt and expanding high-level openness, the document noted.

    SHIJIAZHUANG, May 30 (Xinhua) — The Chinese People’s Liberation Army Air Force (PLAAF) recently conducted aerial refueling training at the Shijiazhuang PLAAF Flight Academy to enhance the combat capability of cadet pilots.

    This is the first time such training has been conducted at the PLA Air Force Academy. Previously, aviation academies were unable to conduct such training due to restrictions related to the use of aircraft.

    According to Yu Hongliang, the pilot in charge of the training, the exercises simulate real combat scenarios by coordinating with tanker aircraft units.

    Air-to-air refueling can significantly increase the endurance and combat radius of combat aircraft, allowing combat aircraft to strike targets at long range and increase their control capabilities.

    Shijiazhuang Flight Academy aims to align such training with combat requirements and provide targeted development of specialists to meet operational needs. -0-

    This is stated in the response of the Deputy Prime Minister and Minister of National Economy of Kazakhstan Serik Zhumangarin to a parliamentary inquiry.

    Moscow, May 30 /Xinhua/ — The Federal Security Service (FSB) of Russia has detained six Russian citizens who committed arson as part of criminal cases on terrorist acts, the agency’s press service reported on Friday.

    The detainees, including a 15-year-old teenager, from the Novgorod, Leningrad and Tyumen regions, carried out arson attacks on transport infrastructure facilities and decorations installed to celebrate Victory Day in the Great Patriotic War, on orders from the Ukrainian special services.

    During interrogations, they explained that they had transferred from 100,000 to 1 million rubles to telephone scammers. After that, they were contacted by “law enforcement officers and special services” who persuaded the Russians to commit arson under the pretext of participating in an inspection of the anti-terrorist security of facilities.

    Those arrested face a sentence of 10 to 20 years in prison for committing the crimes. –0–

  • Global universities seek to lure US-bound students amid Trump crackdown

    Universities around the world are seeking to offer refuge for students impacted by U.S. President Donald Trump’s crackdown on academic institutions, targeting top talent and a slice of the billions of dollars in academic revenue in the United States.

    Osaka University, one of the top ranked in Japan, is offering tuition fee waivers, research grants and help with travel arrangements for students and researchers at U.S. institutions who want to transfer.

    Japan’s Kyoto University and Tokyo University are also considering similar schemes, while Hong Kong has instructed its universities to attract top talent from the United States. China’s Xi’an Jiaotong University has appealed for students at Harvard, singled out in Trump’s crackdown, promising “streamlined” admissions and “comprehensive” support.

    Trump’s administration has enacted massive funding cuts for academic research, curbed visas for foreign students – especially those from China – and plans to hike taxes on elite schools.

    Trump alleges top U.S. universities are cradles of anti-American movements. In a dramatic escalation, his administration last week revoked Harvard’s ability to enrol foreign students, a move later blocked by a federal judge.

    Masaru Ishii, dean of the graduate school of medicine at Osaka University, described the impact on U.S. universities as “a loss for all of humanity”.

    Japan aims to ramp up its number of foreign students to 400,000 over the next decade, from around 337,000 currently.

    Jessica Turner, CEO of Quacquarelli Symonds, a London-based analytics firm that ranks universities globally, said other leading universities around the world were trying to attract students unsure of going to the United States.

    Germany, France and Ireland are emerging as particularly attractive alternatives in Europe, she said, while in the Asia-Pacific, New Zealand, Singapore, Hong Kong, South Korea, Japan, and mainland China are rising in profile.

    SWITCHING SCHOOLS

    Chinese students have been particularly targeted in Trump’s crackdown, with U.S. Secretary of State Marco Rubio on Wednesday pledging to “aggressively” crack down on their visas.

    More than 275,000 Chinese students are enrolled in hundreds of U.S. colleges, providing a major source of revenue for the schools and a crucial pipeline of talent for U.S. technology companies.

    International students – 54% of them from India and China – contributed more than $50 billion to the U.S. economy in 2023, according to the U.S. Department of Commerce.

    Trump’s crackdown comes at a critical period in the international student application process, as many young people prepare to travel to the U.S. in August to find accommodation and settle in before term starts.

    Dai, 25, a Chinese student based in Chengdu, had planned to head to the U.S. to complete her master’s but is now seriously considering taking up an offer in Britain instead.

    “The various policies (by the U.S. government) were a slap in my face,” she said, requesting to be identified only by her surname for privacy reasons. “I’m thinking about my mental health and it’s possible that I indeed change schools.”

    Students from Britain and the European Union are also now more hesitant to apply to U.S. universities, said Tom Moon, deputy head of consultancy at Oxbridge Applications, which helps students in their university applications.

    He said many international students currently enrolled at U.S. universities were now contacting the consultancy to discuss transfer options to Canada, the UK and Europe.

    According to a survey the consultancy ran earlier this week, 54% of its clients said they were now “less likely” to enrol at an American university than they were at the start of the year.

    There has been an uptick in applications to British universities from prospective students in the U.S., said Universities UK, an organisation that promotes British institutions. It cautioned, however, that it was too early to say whether that translates into more students enrolling.

    REPUTATIONAL EFFECTS

    Ella Ricketts, an 18-year-old first year student at Harvard from Canada, said she receives a generous aid package paid for by the school’s donors and is concerned that she won’t be able to afford other options if forced to transfer.

    “Around the time I was applying to schools, the only university across the Atlantic I considered was Oxford… However, I realised that I would not be able to afford the international tuition and there was no sufficient scholarship or financial aid available,” she said.

    If Harvard’s ability to enrol foreign students is revoked, she would most likely apply to the University of Toronto, she said.

    Analytics firm QS said overall visits to its ‘Study in America’ online guide have declined by 17.6% in the last year — with interest from India alone down over 50%.

    “Measurable impacts on enrolment typically emerge within six to 18 months. Reputational effects, however, often linger far longer, particularly where visa uncertainty and shifting work rights play into perceptions of risk versus return,” said QS’ Turner.

    That reputational risk, and the ensuing brain drain, could be even more damaging for U.S. institutions than the immediate economic hit from students leaving.

    “If America turns these brilliant and talented students away, they will find other places to work and study,” said Caleb Thompson, a 20-year-old U.S. student at Harvard, who lives with eight international scholars.

    Addressing those in attendance, Secretary for the Civil Service Ingrid Yeung said Hong Kong Special Administrative Region civil servants shoulder a mission of connecting the country with the world.

     

    She highlighted that with the support of the Central People’s Government, the Hong Kong SAR Government has sent young public officers recommended by the Ministry of Foreign Affairs to participate in the United Nations Junior Professional Officer Programme, enabling them to contribute their expertise to the country and international organisations.

     

    The talk, organised jointly with the Office of the Commissioner of the Ministry of Foreign Affairs (OCMFA) in the Hong Kong SAR, was delivered by Ambassador Extraordinary & Plenipotentiary Permanent Representative of the People’s Republic of China to the United Nations Office at Geneva and other International Organizations in Switzerland Chen Xu.

    BEIJING, May 30 (Xinhua) — Customs offices at Beijing’s two major airports processed 369 million yuan (about 51.4 million U.S. dollars) in tax refunds from outbound overseas travelers in the first four months of 2025, up 79.41 percent year on year and setting a new record for the period, data from Beijing Customs showed.

    The introduction of 240-hour visa-free transit has led to a significant increase in the number of foreigners arriving in China, customs officials said.

    In January-April this year, 7.07 million incoming and outgoing travelers passed through Beijing Customs posts, up 22.3 percent year-on-year.     The authorities have called on relevant online platforms to identify and eliminate false information about the leakage of examination materials, the sale of “answers” and combat fraud related to university admissions.

    Authorities have warned that those who create and spread online rumors, disturb public order or mislead the public will be subject to severe punishment.

    They also urged applicants and their parents to refrain from exam-related crimes and remain vigilant against fraud.

    BEIJING, May 30 (Xinhua) — China’s international trade in goods and services reached 4.37 trillion yuan (606.8 billion U.S. dollars) in April, up 6 percent year on year, data released by the State Administration of Foreign Exchange (SAFE) showed Friday.

    In dollar terms, the country’s exports of goods and services amounted to $326.5 billion, while imports amounted to $280.3 billion, resulting in a positive balance of $46.2 billion, according to the department.

    Of the total exports, the value of goods reached 2.1 trillion yuan, while that of imports reached 1.65 trillion yuan, resulting in a surplus of 446.4 billion yuan. The value of exports of services reached 250.5 billion yuan, while the value of imports of services in April was 364.4 billion yuan, resulting in a deficit of 113.8 billion yuan. -0-

    BEIJING, May 30 (Xinhua) — China’s transport sector saw 22.74 billion inter-regional trips in the first four months of this year, data released by the Ministry of Transport showed Friday.

    According to the agency, this figure increased by 3.8 percent compared to the same period in 2024.

    In particular, 20.96 billion trips were made on roads, and 76.55 million on waterways, the ministry said in a statement.

    The country also recorded an increase in commercial freight traffic between January and April, with the total volume reaching 18.09 billion tons, up 4.7 percent year-on-year.

    Fixed asset investment in the country’s transportation sector totaled 950.3 billion yuan (about $132.3 billion) during the period, according to the ministry. -0-

    China’s child health status has continued to improve in recent years, said a health official on Friday.

    In 2024, the national infant mortality rate and under-5 mortality rate dropped to 4 per 1,000 and 5.6 per 1,000 respectively, hitting record lows and ranking among the top in upper-middle-income countries globally, Shen Haiping, a senior official with the National Health Commission, told a press conference.

    Examining global trends over the past decade, China’s average annual rate of decline in infant mortality and under-5 mortality ranked third and fourth, respectively, among 53 upper-middle-income countries globally, Shen said.

    Between 2010 and 2023, China’s average life expectancy increased by 3.8 years, with 21.7 percent of this increase attributable to the decline in the under-5 mortality rate, she added.

    French President Emmanuel Macron said on Friday that division between the two superpowers, the United States and China, is the main risk currently confronting the world as he emphasized the need for building new coalitions between Paris and partners in the Indo-Pacific.

    Macron is visiting the region as France and the European Union aim to strengthen their commercial ties in Asia to offset uncertainty over U.S. President Donald Trump’s tariff measures.

    “I will be clear, France is a friend and an ally of the United States, and is a friend, and we do cooperate – even if sometimes we disagree and compete – with China,” said Macron, who was speaking at the Shangri-La Dialogue, Asia’s premier defence forum, alongside a two-day state visit to Singapore.

    The French president said Asia and Europe have a common interest in preventing the disintegration of the global order.

    “The time for non-alignment has undoubtedly passed, but the time for coalitions of action has come, and requires that countries capable of acting together give themselves every means to do so,” Macron said.

    Macron is following leaders of China, Japan and other European countries in visiting the region in recent weeks, in a sign of south east Asia’s strategic importance amid uncertainties on global supply chains and trade.
