  • MIL-OSI Asia-Pac: CE meets Member of Political Bureau of CPC Central Committee and Minister of Foreign Affairs (with photo)

Source: Hong Kong Government special administrative region

The Chief Executive, Mr John Lee, met today (May 30) at Government House with Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs, Mr Wang Yi, to welcome Mr Wang as he visits Hong Kong and attends the Signing Ceremony of the Convention on the Establishment of the International Organization for Mediation (the Convention). Mr Lee and Mr Wang had a working luncheon and exchanged views on the work of the International Organization for Mediation (IOMed), and international exchanges and co-operation related to the Hong Kong Special Administrative Region (HKSAR). The Chief Secretary for Administration, Mr Chan Kwok-ki; the Financial Secretary, Mr Paul Chan; the Deputy Secretary for Justice, Dr Cheung Kwok-kwan; and the Director of the Chief Executive’s Office, Ms Carol Yip, also attended the meeting.

Mr Lee expressed his heartfelt gratitude to the Central Government for its strong support in establishing the IOMed headquarters in Hong Kong. He noted that the IOMed is a high-level international organisation. He said that the Central Government demonstrated its staunch support to the HKSAR in its development as a centre for international legal and dispute resolution services in the Asia-Pacific region under the National 14th Five-Year Plan through setting up the IOMed Preparatory Office in Hong Kong, completing the negotiations on the Convention, facilitating the consensus among different parties on situating the IOMed headquarters in Hong Kong, and hosting the signing ceremony of the Convention in Hong Kong.

Mr Lee said that the presence of Mr Wang in Hong Kong to witness the historic moment of signing the Convention is a great encouragement to him and the HKSAR Government. The HKSAR Government is well-equipped to promote the IOMed and to develop Hong Kong into a centre for international legal and dispute resolution services in the Asia-Pacific region.

Mr Lee said that basing the IOMed headquarters in Hong Kong will bring a host of significant benefits to the city.

First, the IOMed will elevate Hong Kong’s international status and role in international mediation. Under the “one country, two systems” principle, Hong Kong, as the only common law jurisdiction in China, boasts an established legal system, a solid foundation of the rule of law, diverse legal and dispute resolution services, and a wide pool of legal professionals with a global perspective. He noted that Hong Kong could make important contributions to the work of the IOMed.

Second, the IOMed will generate substantial economic benefits. Its service demand will create a large number of job opportunities in positions such as mediators, translators and researchers. The IOMed will also attract international organisations, non-governmental organisations and academic institutions to establish a presence in Hong Kong, drawing high-quality conferences and exhibitions to the city and further boosting sectors like hospitality, food and beverages, logistics and transportation, as well as industries in the conference economy. With a status on par with the International Court of Justice and the Permanent Court of Arbitration of the United Nations in The Hague, the IOMed will become a pivotal institution for resolving international disputes. This will facilitate deeper economic co-operation between Hong Kong and overseas economies such as regions participating in the Belt and Road Initiative, creating more business opportunities.

Third, the IOMed will further enhance Hong Kong’s ecosystem related to the rule of law, promoting the popularity of a mediation culture and encouraging the community in resolving issues through dialogue. Mr Lee highlighted that the IOMed will help Hong Kong attract more legal and dispute resolution professionals from around the globe, contributing to the development of the legal framework for dispute resolution and further consolidating Hong Kong’s status as an international legal hub.

Mr Lee also expressed his gratitude to the Ministry of Foreign Affairs, the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR, and Chinese diplomatic and consular missions overseas for their continued support in deepening the HKSAR Government’s international exchanges and co-operation. This includes the meticulous arrangements for overseas visits of Mr Lee and other HKSAR Government officials, enabling Hong Kong to more effectively showcase its unparalleled advantages of having the strong support of the country while maintaining connectivity with the world under the “one country, two systems” principle.

Noting that consular protection of the country has always been the strongest safeguard for Hong Kong people travelling abroad, Mr Lee thanked the Ministry of Foreign Affairs for its ongoing support and care provided to the people of Hong Kong through Chinese diplomatic and consular missions overseas. The HKSAR Government will continue to enhance Hong Kong people’s understanding of consular protection policies and work related to Hong Kong, and raise their awareness and capabilities in the areas of security and protection.

  • MIL-OSI Asia-Pac: Speech by CE at Signing Ceremony of the Convention on the Establishment of the International Organization for Mediation

Source: Hong Kong Government special administrative region

Speech by CE at Signing Ceremony of the Convention on the Establishment of the International Organization for Mediation
Honourable Minister Wang Yi (Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs), Your Excellencies, ministers and officials from around the world, honourable representatives of international organisations, distinguished guests, ladies and gentlemen,

Good morning. I am delighted to join you on this historic occasion: to celebrate with you the signing of the Convention on the Establishment of the International Organization for Mediation.

Gathered here today, in the Hong Kong Special Administrative Region of the People’s Republic of China, are high-level representatives of over 80 countries from Asia, Africa, Latin America and Europe; and from the United Nations and about 20 international organisations. A very warm welcome to Hong Kong!

It is a privilege for us to host this signing ceremony, and to serve as the IOMed headquarters, once the Convention enters into force.

This singular occasion is made possible by the ongoing and dedicated efforts of China, our country, in working with around 20 states, since late 2022, to establish an intergovernmental organisation devoted to mediation. After five rounds of intensive negotiation since 2023, co-ordinated by the IOMed Preparatory Office, the negotiating states concluded the very Convention signed today.

The IOMed will become the world’s first intergovernmental international legal organisation dedicated to resolving international disputes through mediation. It also reflects our shared confidence in mediation as a peaceful means to maintain international peace and security, as stipulated in the Charter of the United Nations.

The IOMed will provide a pathway for countries – regardless of culture, language and legal system – to resolve international disputes based on mutual respect and understanding. This is increasingly important amid mounting geopolitical tensions. When protectionism threatens to derail the international trade order, and when unilateralism looms over global supply chains, it is dialogue – not division – that restores balance.

China has long championed equity and unity. The Chinese virtue of “和而不同”, meaning “harmony in diversity”, is deeply rooted in our community and culture. This value of mutual respect in spite of differences also sits at the heart of mediation, the IOMed, and a world that seeks co-operation over conflict.

Despite geopolitical turbulence, Hong Kong builds bridges, not walls. Under our unique “one country, two systems” principle, Hong Kong is the only world city that enjoys both the China advantage and the global advantage. With the support of the National 14th Five-Year Plan, Hong Kong has risen as an international legal and dispute resolution services centre in the Asia-Pacific region.

We are the only common law jurisdiction in China, and the only jurisdiction in the world with a bilingual common law system in both Chinese and English. We have a long tradition of the rule of law, and our courts exercise their judicial power independently. Hong Kong’s Court of Final Appeal, which is vested with the power of final adjudication, has on its bench eminent jurists from both Hong Kong and overseas common law jurisdictions.

Our robust, efficient and well-respected legal system is supported by world-class legal and dispute resolution professionals. Often bilingual or even multilingual, they are well-versed in international rules and practices, and help to position Hong Kong as a preferred venue for dispute resolution.

In this year’s International Arbitration Survey, Hong Kong is the most preferred seat of arbitration in the Asia-Pacific region, and shares second place globally with another jurisdiction. Our economy also came first in “business legislation” and “international trade” in the World Competitiveness Yearbook. In the latest Business Ready Report published by the World Bank Group, Hong Kong ranks eighth in “dispute resolution” among the 50 economies covered.

All this underscores Hong Kong’s effectiveness as a “super connector” and “super value-adder” among many economies. We contribute to cross-border investment and economic activity through our top-notch professional services. Our “one country, two systems” advantages make us well-placed to be the headquarters of the important institution of the IOMed.

The Hong Kong Special Administrative Region Government is devoted to supporting the IOMed’s provision of friendly, flexible, economical and efficient mediation services. We actively promote a vibrant culture of mediation. In fact, it is a general policy to incorporate a mediation clause in all government contracts. We are also enhancing the system on local accreditation and disciplinary matters of the mediation profession.

And we go all out to build bridges with the world. Hong Kong will actively promote the IOMed’s valuable work in settling international disputes through mediation, and advocate mediation as a global tool for peace and justice across borders.

Ladies and gentlemen, the establishment of the IOMed’s headquarters in Hong Kong is a great honour for our city. The headquarters, as you may know, will be based in the building that once housed the Wan Chai Police Station, just a stone’s throw away from here. Built in 1932, this iconic building has a long association with law and order in Hong Kong. From its prime downtown location, it has also witnessed the transformation of our city that has long treasured unity. In its new role as the IOMed headquarters, the building will play a vital part in the future of Hong Kong as a centre for international legal and dispute resolution services.

We are working to complete the conversion of the building for its new mission. I’m happy to say that it could open its doors as early as the end of this year. We look forward not only to welcoming its new occupants, but also to supporting them in building new bridges for a more connected, peaceful and prosperous future through mediation.

I would like to express my sincere gratitude to the Central Government for its staunch support of Hong Kong, allowing Hong Kong the honour of housing the IOMed headquarters here. My sincere gratitude also goes to the international community, for placing your trust and confidence in our city. Let’s renew our commitment to peace, justice and the rule of law. Let’s cultivate a mediation culture together. Let’s build a strong IOMed for a global community of shared future founded on peace and prosperity. Please enjoy the day and enjoy Hong Kong. Thank you.

  • MIL-OSI China: Old industry heartland enhances IP protection for emerging sectors

Source: People’s Republic of China – State Council News

HARBIN, May 30 — China is enhancing intellectual property (IP) protection in emerging industries within its traditional industrial hubs to foster innovation and revitalization, according to the country’s top IP regulator on Friday.

Once the backbone of the country’s heavy industry, the northeastern provinces of Jilin, Liaoning and Heilongjiang, along with the neighboring Inner Mongolia Autonomous Region, have been focusing on IP development in high-end equipment manufacturing, new-generation information technology, biomedicine, new materials and modern agriculture.

By the end of 2024, the number of valid invention patents in these strategic emerging industries had reached 46,000, according to the China National Intellectual Property Administration (CNIPA).

The achievement is part of the region’s broader IP growth: by the end of April 2025, the four provincial-level regions have owned a total of 195,000 valid invention patents, marking a 10.2 percent year-on-year increase; the number of valid registered trademarks has reached 2.16 million, up 7.7 percent year-on-year.

This region has long been a vital industrial and agricultural base for China, making significant industrial and economic contributions in the early decades following the founding of New China in 1949. It continues to play a key role in safeguarding national security in defense, food, ecology, energy and industry.

Amid a key national strategy to revitalize the northeast China, the CNIPA has offered professional IP support to the region’s cutting-edge research in fields, such as robotics, new energy, coal chemical industry, and aerospace equipment manufacturing, leveraging the region’s rich scientific institutions and top universities.

Local IP agencies across the region have also explored numerous ways to boost IP growth.

Liaoning Province has established national-level centers to provide training for enterprises facing foreign-related IP disputes; Heilongjiang has introduced financial policies to encourage laboratory researchers to commercialize their invention patents; and Jilin has built IP-favored industrial zones for modern agriculture and photo-electronic information enterprises.

Moreover, Inner Mongolia offers local enterprises expedited IP services for patent applications in biology and new materials sectors, ensuring timely protection of their innovations and preventing imitation or infringement by competitors.

“We will continue efforts to turn IP — the intangible assets — into the tangible forces driving high-quality development,” said Yang Zhihong, deputy head of the Inner Mongolia’s IP agency.

  • MIL-OSI: TIAN RUIXIANG Holdings Ltd to Acquire Ucare Inc. in US$150 Million All-Stock Deal, Advancing In-Hospital Health Insurance Strategy

    Source: GlobeNewswire (MIL-OSI)

BEIJING, May 30, 2025 (GLOBE NEWSWIRE) — TIAN RUIXIANG Holdings Ltd (Nasdaq: TIRX) (the “Company” or “TRX”), a China-based insurance broker, today announced plans to acquire 100% of issued and outstanding shares of Ucare Inc. (“Ucare”), the sole operator of China’s only cloud-based AI-driven hospital and health insurance risk management platform, in an all-share deal valued at US$150 million. This strategic move aims to unlock new growth opportunities in the health insurance segment.

The Company and its wholly-owned subsidiary, VitaCare Limited (“VitaCare”) have entered into a share exchange agreement (the “Agreement”) with certain shareholders (the “Sellers”) of Ucare and other parties. Under the Agreement, the Sellers will receive 101,486,575 newly-issued class A ordinary shares (“Shares”) of TRX, each with a par value of US$0.025. The number of Shares is calculated based on the weighted average closing price of TRX’s Class A ordinary shares over the three months preceding the Agreement, at a per-share price of US$1.478. The Shares will represent approximately 91.75% of the Company’s total issued and outstanding Class A ordinary shares and approximately 13.70% of its total voting power upon closing, which is subject to customary conditions.

Ucare develops innovative healthcare solutions that enable providers, payers, and institutions to reduce fraud, abuse, waste, and administrative costs. Powered by the largest hospital database, Ucare’s cloud-based generative AI platform continuously refines disease models by integrating real-world data, the latest medical guidelines, and real-time intelligence. Ucare’s vision is to ease the burden on patients, expand coverage, and ultimately improve access to healthcare for everyone. It currently serves over 4,000 hospitals and has contributed an estimated US$6.82 billion reduction in avoidable healthcare expenditures as of December 2024. For the fiscal year ended October 31, 2024, Ucare reported a net profit of US$0.6 million on revenues of US$5.4 million.

This acquisition comes at a time when China’s health insurance market is rapidly expanding to complement national health coverage reforms. By integrating Ucare’s AI-driven data analytics, institutional channels, and clinical treatment guidance tools, TRX aims to build differentiated health insurance products, strengthen their distribution within hospital systems, and accelerate its transition into a data-powered, platform-based insurance service provider.

The transaction is expected to close on or about July 2025. Shares issued to the Sellers will be held in escrow and released based on Ucare achieving a cumulative revenue target of at least RMB150 million over the three years following closing. Post-transaction, Ucare will operate as a wholly-owned subsidiary of VitaCare. Key Ucare management, including Chief Executive Officer Mr. Wei Zhu, will remain in their roles to drive continuity and growth.

Mr. Wei Zhu, Chief Executive Officer of Ucare, stated, “We are excited to join forces with TRX in a transaction that validates our mission and achievements. Over the years, we’ve built China’s leading hospital management platform, powered by proprietary AI algorithms and a deep understanding of healthcare system dynamics. TRX’s platform, capital access, and industry network will empower us to scale R&D, integrate the latest generative AI into clinical pathways, and expand our offerings from medical institutions to insurance companies. This marks a pivotal moment in building a unified ecosystem that brings hospitals, insurers, and patients closer together for more efficient, transparent healthcare.”

Ms. Sheng Xu, Director, Chairwoman and Chief Executive Officer of TRX, commented, “This Agreement with Ucare represents a critical acquisition that expands our business channels by adding health insurance offerings that complement our property insurance products. With its unique positioning and first-mover advantage as the sole provider of cloud-based AI solutions for health insurance risk management, Ucare gives us privileged access to healthcare data, decision-makers, and patient journeys. This will significantly enhance our ability to design tailored insurance products, recommend solutions, streamline claims and diversify revenues. We view Ucare not only as a growth engine but as a strategic hub that bridges insurance services with healthcare delivery—an integration we believe will define the next decade of our industry.”

YINCHUAN, May 30 (Xinhua) — A court in northwest China’s Ningxia Hui Autonomous Region on Friday sentenced 15 people to prison for their involvement in a 2023 gas explosion at a kebab shop that killed 31 people.

The 15 defendants in the case were given sentences ranging from one to six years for causing a major accident through negligence or for knowingly providing false supporting documents, the Yinchuan City Xingqing District People’s Court (NHAR administrative center) said.

Those convicted include investors and owners of the kebab shop Zhang Hongxian and Liu Guo, the actual owner of the gas supplier company Cui Wenbo, and the legal representative of the company for inspecting gas consumption facilities Zhou Zhiguo.

The court banned three of the accused from engaging in their professions for a certain period of time, and sentenced three others, who worked on the front lines and bear a lesser share of responsibility for what happened, to suspended sentences.

The Fuyang Kebab Tragedy in Yinchuan occurred on June 21, 2023. A liquefied petroleum gas (LPG) leak caused an explosion, killing 31 people and injuring 7 others.

As the court established, the direct culprit of the tragedy was the CIS distributor, who supplied the establishment with cylinders that did not meet standards, and during the operation of which errors were also made by the establishment’s staff.

Zhou Zhiguo and two employees of the gas consumption facility inspection company were found guilty of intentionally providing forged documents, which was considered a crime. -0-

  • MIL-OSI Russia: Mikhail Mishutin held a meeting on the situation in the coal industry

    Translation. Region: Russian Federal

Source: Government of the Russian Federation – An important disclaimer is at the bottom of this article.

    M. Mishustin: “This is one of the basic industries that ensures the stable operation of the most important sectors of the economy, including metallurgy, electric power, and housing and utilities. It also participates in solving social problems.”

    Opening remarks by Mikhail Mishustin:

    Good afternoon, dear colleagues!

Opening remarks by Mikhail Mishustin at a meeting on the situation in the coal industry

Today we will discuss the situation in the coal industry. This is one of the basic industries that ensures the stable operation of the most important sectors of the economy, including metallurgy, electric power and housing and utilities. It also participates in solving social problems.

In this area, Russia is one of the three largest exporters. This means that incentives are being created for the development of transport infrastructure, primarily railways. The main sales markets here are China, India, Turkey and Korea, as well as other countries in Southeast Asia and Africa.

On the instructions of the President, the Government has implemented a number of measures to support the industry. In particular, an agreement was concluded between Russian Railways and the Kemerovo Region on the guaranteed export of significant volumes of coal in the eastern direction. The share of innovative rolling stock has been increased. Rates for wagon operators and for transshipment in ports have been reduced. An end-to-end transportation technology has been introduced, which has made it possible to reduce delivery time from Kuzbass to southern ports by almost half, which significantly reduces companies’ transportation costs.

    Participants of the meeting

List of participants of the meeting on the situation in the coal industry

The federal budget financed measures to restructure the coal industry. The funds were used to resettle citizens, as well as for social support for employees dismissed due to the liquidation of organizations, for additional pension provision, technical and other purposes.

A program is being implemented to further improve working conditions, increase the safety of mining operations and, of course, reduce accidents and injuries.

    Previous news Next news

Mikhail Mishutin held a meeting on the situation in the coal industry

The corresponding infrastructure is also being developed. Operation of the Pacific Railway has begun, construction of the ports of Elga and Lavna is underway. Coal mining centers are being created in the east of the country with favorable mining and geological occurrence of raw materials. And a shorter transportation shoulder to the main sales markets.

New technologies and modern equipment are also being actively introduced. This allows for a significant increase in extraction efficiency and productivity. If in Soviet times about one and a half million people worked in the industry, then according to the results of last year – only slightly more than 150 thousand. At the same time, the volume of extracted raw materials exceeded the values of the last years of the USSR by almost fifteen million tons.

It is obvious that the innovative potential of the coal industry is far from exhausted. Enterprises are engaged in the implementation of three-dimensional modeling technologies, optimization of mine equipment, coal extraction, including at low-power seams.

In recent years, the industry has faced new serious challenges. World prices for all types of such fuel have fallen sharply. This year, unfortunately, the situation continues to worsen. In the first four months, export prices have fallen by almost a quarter. The situation is also complicated by the high debt load of companies. Significant expenses are required to maintain current operations, ensure industrial safety, labor protection and the environment.

A whole series of measures have been developed to level the situation. It is necessary to help promising organizations that are experiencing temporary difficulties.

In agreement with the President, I gave the corresponding instructions to the Minister of Finance Anton Germanovich Siluanov, the Minister of Energy Sergey Evgenievich Tsivilev, and the head of Russian Railways Oleg Valentinovich Belozerov. They visited the Kemerovo Region, discussed the most pressing issues with the management and employees of coal enterprises, and presented me with a number of proposals. Now we will discuss all of this in detail and report to the President.

We hope that this will allow us to make all the necessary decisions to balance the situation.

UNITED NATIONS, May 30 (Xinhua) — The United Nations held a memorial service at its headquarters in New York on Thursday to commemorate peacekeepers who died in the line of duty.

UN Secretary-General António Guterres laid a wreath in honour of the 4,400 UN peacekeepers who have died since 1948. He later presided over a ceremony in which 57 peacekeepers from more than 30 countries were posthumously awarded Dag Hammarskjöld Medals. They died last year while serving under the UN flag. The medal was also awarded posthumously to a French soldier who died in 1973.

Over the past decades, more than 2 million women and men have served in 71 missions on four continents, Guterres said at the ceremony. “In the communities and countries where they serve, UN peacekeepers are an important symbol of the UN at its best. And together, they have helped improve the lives of millions of people,” he added.

UN peacekeeping missions face complex situations such as terrorism, transnational crime and disinformation that make them vulnerable to attack, the Secretary-General noted, stressing the need for peacekeeping to adapt to new realities in these tense and difficult times. –0–

JERUSALEM, May 30 (Xinhua) — Israel on Thursday said it would establish 22 new settlements in the occupied West Bank, in what officials called a strategic expansion of Israel’s presence in the Palestinian territory.

A map published by far-right Finance Minister Bezalel Smotrich shows that the plan includes the rebuilding of two settlements, Homesh and Sa-Nur, in the northern part of the territory. They were evacuated in 2005 as part of Israel’s disengagement from the Gaza Strip.

Meanwhile, Israeli Defense Minister Israel Katz confirmed the Security Cabinet’s approval of the plan, calling it a “historic decision” to “strengthen our [Israeli] authority” in the West Bank.

The announcement came after Israeli Prime Minister Benjamin Netanyahu vowed to take full control of Gaza, while pro-settlement ministers, including B. Smotrich and National Security Minister Itamar Ben-Gvir, advocated moving evacuated Jewish settlements to Gaza.

Israel captured the West Bank in the 1967 Six-Day War and has been expanding settlements there ever since. More than 720,000 Israeli settlers now live in heavily guarded communities there. –0–

  • MIL-OSI Asia-Pac: SFST meets Canadian officials

    Source: Hong Kong Information Services

Secretary for Financial Services & the Treasury Christopher Hui met financial officials in Ottawa on Wednesday and business representatives in Vancouver yesterday, as he continued a five-day visit to Canada.

Mr Hui met Canadian Deputy Minister of Finance Chris Forbes on Wednesday. They discussed the challenges posed by unilateralism and protectionism, and how Hong Kong and Canada might collaborate to achieve mutual benefits in areas such as the gold market and virtual assets.

Mr Hui told Mr Forbes that as global economic gravity continues to shift eastwards, Hong Kong has been exploring new growth areas and expanding international co-operation. He said this includes efforts by a working group to promote gold market development.

In a meeting with Canada’s Superintendent of Financial Institutions Peter Routledge, Mr Hui spoke of Hong Kong’s perseverance in upholding a robust regulatory regime across different financial institutions and financial products.

Mr Routledge praised Hong Kong for its advanced development in the area of digital assets, stating that it sets an example for other regions.

Mr Hui then met Senator Woo Yuen-pau at Parliament Hill and brief hum on Hong Kong’s effort in maintaining its status as an international financial centre through various measures.

He mentioned the recent affirmations of Hong Kong’s credit ratings by Fitch, S&P and Moody’s, adding that these fully demonstrate Hong Kong’s resilience in maintaining stability amid increasing global economic and financial uncertainties.

During his short stay in Ottawa, Mr Hui also paid a courtesy call to China’s Ambassador to Canada Wang Di.

Mr Wang said Hong Kong has its own distinctive advantages which can enable it to be a bridgehead in driving closer ties between China and Canada in addition to fostering direct co-operation between Hong Kong and Canada.

In Vancouver yesterday, Mr Hui met Fraser Institute Board Chair Mark Scott and some other prominent business figures to update them on Hong Kong’s financial development.

Mr Hui welcomed the think-tank’s ranking of Hong Kong as the world’s freest economies in its Economic Freedom of the World 2024 Annual Report.

Later, he spoke at a business lunch hosted by the Hong Kong-Canada Business Association (Vancouver Chapter), and participated in a fireside chat.

Mr Hui then met representatives of the Canadian Imperial Bank of Commerce and briefed them on development in areas such as wealth management and digital assets in Hong Kong.

The day concluded with a business networking reception and seminar organised by Invest Hong Kong (Canada).

Addressing the audience, Mr Hui highlighted the Government’s dedication to integrate Web3 innovations into the real economy by introducing a licensing regime for fiat-referenced stablecoin issuers, and to foster the development of Web3 and digital assets.

He also mentioned Hong Kong’s determination to expand the financial value chain to sustain the world-class status of its financial markets. Two forward-looking moves are to build an international gold trading market and create a commodity trading ecosystem in Hong Kong, he said.

Mr Hui added that, with Canada enjoying a prominent position in the global gold market and the Toronto Stock Exchange being the world’s pre-eminent stock exchange for mining companies, co-operation between Hong Kong and Canada can establish an East-West financial corridor for the world.

  • MIL-OSI Africa: African Mining Week (AMW) to Spotlight Opportunities in South Africa’s Platinum Group Metals (PGM) Market

Source: Africa Press Organisation – English (2) – Report:

    CAPE TOWN, South Africa, May 30, 2025/APO Group/ —

The upcoming African Mining Week (AMW) – Africa’s premier gathering for mining stakeholders, taking place from October 1-3, 2025, in Cape Town – will feature a dedicated panel exploring investment and growth opportunities within the country’s platinum group metals (PGM) market. Titled, South Africa’s Strategic Influence in the Global PGM Market, the panel session will spotlight national initiatives designed to strengthen the country’s PGM value chain – an industry that already accounts for approximately 80% of global supplies.

As South Africa strengthens its position as the world’s leading producer of PGM, the session will foster greater collaboration among industry stakeholders. Speakers are expected to address challenges and opportunities across the value chain, identifying strategies for accelerating production and consolidating the country’s position as a major global supplier.

African Mining Week serves as a premier platform for exploring the full spectrum of mining opportunities across Africa. The event is held alongside the African Energy Week: Invest in African Energies 2025 conference from October 1-3 in Cape Town. Sponsors, exhibitors and delegates can learn more by contacting sales@energycapitalpower.com.

South Africa’s PGM market offers significant opportunities for mining companies and investors. In May 2025, mining firm Ivanhoe Mines reached a significant milestone by driving underground development into the high-grade platinum, palladium, rhodium, nickel, gold and copper orebody at the Platreef Mine in Mokopane. First production at the project is targeted for Q4, 2025, followed by Phase 2 within two years after first production. The project, containing over 95 million tons of PGMs, aims to produce 450,000 ounces annually in Phase 2.

Meanwhile, Canada-based Platinum Group Metals Ltd. recently announced plans to raise $1.8 billion through a private placement to advance the Waterburg Project in South Africa. The project holds proven and probable reserves of 246.2 million tons of platinum, palladium, rhodium and hold at an average grade of 2.96 grams per ton. With aims to diversify its product portfolio and enhance revenue generation, mining Group Pelagic Resources launched the development of a new PGM concentrator at its Kookfontein Mine in February this year. Designed by exploration company Nuco Chrome in early 2024, the concentrator is currently in an advanced development stage and is expected to be commissioned in the first half of 2025.

Other major PGM developments in South Africa include the 40-million-ounce Bengwenyama Project by Southern Palladium, which completed a pre-feasibility study in October last year, confirming a 14% increase in PGM reserves. Meanwhile, Vanadium Resources Ltd. recently signed an agreement with China Energy Engineering International Group for the provision of engineering, procurement and construction services for the Steelpoortdrift Vanadium Project. The open pit mine and treatment facility will be developed for the exploitation of 680 million tons of vanadium resources in the Bushveld Complex. Additionally, Northam Platinum Holdings is reviving the Eland Mine Complex in the North West Province, with aims to increase PGM production from 100,000 ounces annually in 2025 to 180,000 ounces by 2028.

Amid this growth, AMW will serve as a key platform to unpack these developments and explore new strategies being implemented to attract investment and boost production. The event will bring together South African regulators, mining executives and global partners to shape the future of the country’s PGM sector.

Based on consumer feedback, Xinli has shifted from a passive sales approach to a model that incorporates market input into product design. Looking ahead, the company plans to further expand into South America and emerging markets within the Regional Comprehensive Economic Partnership (RCEP) by making use of Taishan’s overseas Chinese networks.

  • MIL-OSI China: Integrated data market high on agenda

Source: People’s Republic of China – State Council News

China is studying and formulating policy documents to cultivate a national integrated data market in accordance with new characteristics related to the development of the data market as part of a broader push to fully unleash the value of its massive data resources, said the National Data Administration, the country’s top data governance regulator.

More efforts should be made to bolster the development and utilization of public data, and encourage enterprises to innovate by leveraging data to reduce costs and improve operational efficiency, so as to nurture new quality productive forces and empower high-quality economic and social development, said the NDA.

To promote the use of data as a factor of production in more fields and tap the potential of data, the administration is ramping up efforts to compile a guideline on the application scenarios of data elements.

China has issued a three-year action plan to expand the application of data in 12 key fields, including manufacturing, modern agriculture, logistics and financial services.

The country will take steps to promote the high-level application of data, ensure the quality of data supply, improve the environment of data circulation and strengthen data security, said the action plan.

Luan Jie, deputy head of the policy and planning department at the NDA, said nearly 500 digital tech companies have been established by centrally administered State-owned enterprises, and about 66 percent of leading enterprises in various industries have purchased data, adding that the extensive participation of social entities has laid a solid foundation for unleashing the value of data.

Luan said data has been increasingly applied into a diverse range of sectors, such as industry, agriculture and transportation, giving rise to new business forms and models and generating a multiplier effect in boosting the economy.

Looking ahead, the administration will accelerate steps to roll out a guideline on the construction of data infrastructure and establish comprehensive experimental zones for data elements, while strengthening the top-level design of the data market and establishing rules, facilities and governance systems related to a unified national data market to create a fairer and more dynamic market environment.

The nation’s total data output reached 41.06 zettabytes last year, up 25 percent year-on-year, while the added value of core industries of the digital economy accounted for about 10 percent of the GDP, said the NDA.

“Data elements have been rapidly integrated into various areas like production, circulation, consumption and social services, and are playing an increasingly vital role in bolstering industrial upgrades,” said Ouyang Rihui, assistant dean of the China Center for Internet Economy Research at the Central University of Finance and Economics.

The in-depth integration of data with traditional industries will improve production efficiency, optimize the allocation of resources and create novel business models, Ouyang said, while stressing the need to bolster the circulation and transaction of data, explore a data pricing mechanism and value assessment system, ensure data security and strengthen privacy protection.

Data have the attributes of commodities, which could be effectively allocated through market evaluation and trading, so as to create huge economic and social value, he said.

Jiang Xiaojuan, a professor at the University of Chinese Academy of Social Sciences, said the nation’s accelerated push to nurture a national integrated data market and create more abundant applications of data in various sectors is conducive to driving the transformation and upgrade of industries, facilitating the development of digital economy, and giving full play to the value of data to foster new growth drivers.

The National Industrial Information Security Development Research Center said revenue derived from China’s data elements market is projected to rise to 198.9 billion yuan ($27.7 billion) in 2025, with the compound annual growth rate surpassing 25 percent during the 14th Five-Year Plan (2021-25) period.

Beijing airports hit record high in tax refunds for overseas travelers

    Xinhua | May 30, 2025

In the first four months of this year, the customs of two major airports in Beijing processed departure tax refund applications for overseas travelers totaling approximately 369 million yuan (about 51.36 million U.S. dollars), up 79.41 percent year on year, setting a new record high for the same period in history, according to Beijing Customs.

The 240-hour visa-free transit policy has significantly boosted the number of foreigners visiting China, the municipal customs said.

From January to April, Beijing Customs handled 7.07 million inbound and outbound passengers, up 22.3 percent year on year. Additionally, the customs authorities oversaw 40,622 inbound and outbound flights at Beijing Capital International Airport and Beijing Daxing International Airport, a 23.9-percent year-on-year increase.

As China continues to optimize its tax refund policy for overseas visitors, the potential for inbound tourism consumption is being fully realized. During this year’s May Day holiday, the number of tax refund applications processed at the two Beijing airports increased by 105.14 percent year on year, while the total refund amount surged by 155.81 percent compared to the same period last year, data from Beijing Customs shows.

“Since the beginning of this year, we’ve observed a significant increase in inbound foreign travelers, which is clearly reflected in our tax refund processing volumes,” said a staff member with the customs of Beijing Capital International Airport. “During peak shifts, we handled up to 50 to 60 refund claims — a substantial rise compared to previous periods.”

The customs of Beijing Capital International Airport now has multiple tax refund counters in departure areas, which has helped streamline processing amid rising demand. Meanwhile, Beijing Customs is working closely with tax authorities, tourism officials and Capital Airports Holdings Co., Ltd., to publicize tax refund procedures via airport media, multimedia systems, and official new media platforms.
