    The World Anti-Doping Agency (WADA) confirmed on Thursday the third and final three-year term from 2026 to 2028 for its president Witold Banka and vice president Yang Yang.

    WADA’s Extraordinary Foundation Board Meeting was convened online to elect the new leadership of the international organization which is based in Montreal, Canada.

    “Today’s result reaffirms our shared mission and values. Despite the many challenges we have faced over the past five and a half years, it has also been a period of transformation, of resilience, and of undeniable progress,” said President Banka, the former sprinter-turned Minister of Sport and Tourism of Poland.

    “In our final term, we are committed to continue strengthening the global anti-doping system by elevating the athlete experience; expanding the impact of our science, development, compliance and intelligence work and much more,” said Banka.

    He said WADA and its stakeholders around the world would meet the shared objectives and exceed them with the sole purpose of protecting clean sport.

    Yang, a former Olympic short-track speed skating champion, also expressed her gratitude for the Board’s confidence and reiterated her commitment to spearheading WADA’s increased emphasis on education and the role of athletes in charting the course for the future of anti-doping.

  • MIL-OSI Global: Trump’s global trade plans are in disarray, amid legal appeals to a US court ruling on ‘Liberation Day’ tariffs

    Earlier this week, a US court blocked the so-called “Liberation Day” tariffs that US President Donald Trump imposed on imported goods from around 90 nations.

    On Wednesday (US time), the Court of International Trade ruled the emergency authority Trump used to impose the tariffs could not override the role of Congress, which has the right to regulate commerce with other countries.

    The following day, however, the US Court of Appeals for the Federal Circuit in Washington paused the trade court’s ruling, temporarily reinstating Trump’s tariffs. The earlier court ruling, and the fresh uncertainty prompted by the appeal have left the implementation of Trump’s trade policy in disarray.

    Even though it has been paused, the trade court’s ruling calls into question trade negotiations underway with more than 18 different nations, which are trying to lower these tariffs. Do these countries continue to negotiate or do they wait for the judicial process to play out?

    The Trump administration still has other mechanisms through which it can impose tariffs, but these have limits on the amount that can be imposed, or entail processes which can take months or years. This undermines Trump’s preferred method of negotiation: throwing out large threats and backing down once a concession is reached.

    Emergency powers were a step too far

    The lawsuits were filed by US importers of foreign products and some US states, challenging Trump’s use of the International Emergency Economic Powers Act of 1977.

    The lawsuits argued the national emergencies cited in imposing the tariffs – the trade deficit and the fentanyl crisis – were not an emergency and not directly addressed by the tariff remedy. The court agreed, and said by imposing tariffs Trump had overstepped his authority.

    The ruling said the executive orders used were “declared to be invalid as contrary to law”.

    The act states the president is entitled to take economic action in the face of “an unusual and extraordinary threat”. It’s mainly been used to impose sanctions on terrorist groups or freeze assets from Russia. There’s nothing in the act that refers to tariffs.

    The decision means all the reciprocal tariffs – including the 10% tariffs on most countries, the 50% tariffs Trump was talking about putting on the EU, and some of the Chinese tariffs – are ruled by the court to be illegal.

    The ruling was based on two separate lawsuits. One was brought by a group of small businesses that argued tariffs materially hurt their business. The other was brought by 12 individual states, arguing the tariffs would materially impact their ability to provide public goods.

    Some industry tariffs will remain in place

    The ruling does not apply to tariffs applied under Section 201, known as safeguard tariffs. They are intended to protect industries from imports allegedly being sold in the US market at unfair prices or through unfair means. Tariffs on solar panels and washing machines were brought under this regulation.

    Also excluded are Section 232 tariffs, which are applied for national security reasons. Those are the steel and aluminium tariffs, the automobile and auto parts tariffs. Trump has declared all those as national security issues, so those tariffs will remain.

    Most of the tariffs against China are also excluded under Section 301. Those are put in place for unfair trade practices, such as intellectual property theft or forced technology transfer. They are meant to pressure countries to change their policies.

    Other trade investigations are still underway

    In addition, there are current investigations related to copper and the pharmaceuticals sector, which will continue. These investigations are part of a more traditional trade process and may lead to future tariffs, including on Australia.

    Now for the appeals

    Following the subsequent reinstatement of tariffs, we now have to wait for the appeals process to play out. This may take some time. The plaintiffs have until June 5 to respond, and the Trump administration has until June 9.

    In the meantime, there are at least five other legal challenges to tariffs pending in the courts.

    If the appeals court provides a ruling the Trump administration or opponents don’t like, they can appeal to the Supreme Court.

    Alternatively, the White House could direct customs officials to ignore the court and continue to collect tariffs.

    The Trump administration has ignored court orders in the past, particularly on immigration rulings.

    The administration is unlikely to lie down on this. In addition to its appeal process, officials complained about “unelected judges” and “judicial overreach” and may contest the whole process. The only thing that continues to be a certainty is that uncertainty will drive global markets for the foreseeable future.

    BEIJING, May 29 — Chinese Vice Premier Liu Guozhong on Thursday called for unremitting work to consolidate and expand China’s poverty alleviation achievements, and to guarantee a smooth transition to assisting rural areas on a regular basis.

    Continuous efforts must be made to prevent a large-scale relapse into poverty or the occurrence of poverty, Liu, who is also a member of the Political Bureau of the Communist Party of China Central Committee, said at a related conference in Beijing.

    After declaring its eradication of absolute poverty in 2021, China established a five-year transition period dedicated to consolidating and building on the outcomes of its poverty alleviation campaign, and to integrating those outcomes with rural vitalization.

    Noting that this year is the final year of this transition period, Liu urged action to optimize screening and assistance processes, ensure stable employment for people who have emerged from poverty, enhance the quality and efficiency of supportive industries, and improve the long-term asset management of assistance projects.

    He stressed the need for strengthened collaboration between the country’s eastern and western regions, as well as the importance of improved targeted assistance, and called for solid work to provide regular assistance for rural low-income populations and underdeveloped areas in the post-transition period.

    Eight provincial regions of east China signed assistance agreements with 10 western provincial regions at the conference.

    TIANJIN, May 29 — China has invited member states of the Shanghai Cooperation Organization (SCO) to work together to build an AI application center, according to a plan unveiled on Thursday at the 2025 China-SCO AI cooperation forum in north China’s Tianjin Municipality.

    The China-SCO Member States AI Application Cooperation Center Construction Plan also proposes such goals as talent cultivation, enhanced industrial cooperation, and improved cooperation on the provision of open-source services.

    Themed “Intelligence Converges in China, Wisdom Benefits SCO,” the forum aims to boost practical AI development and governance cooperation between China and SCO member states.

    Huang Ru, an official of China’s National Development and Reform Commission, remarked at the forum that accelerating cooperation on AI technology and application will invigorate the SCO’s economic and social development, advancing inclusive global development and serving as a bridge to span the global digital divide.

    PROCLAMATION

    California is home to more than 6 million Californians of Asian or Pacific Islander descent, each invaluable to our state and nation. During Asian American and Pacific Islander (AAPI) Heritage Month, we celebrate all the ways in which AAPI Californians enrich and strengthen our society as part of California’s incredibly diverse heritage.

    Unfortunately, throughout our history, AAPI communities have been the target of violence, disenfranchisement, discrimination, and other xenophobic policies at the federal, state, and local levels. Echoes of this dark history are still evident in shameful anti-Asian hate acts seen across the country. We must confront past and present racism and fight for the safety and inclusion of our AAPI friends and neighbors, who continue to show strength and resilience in the face of this discrimination.

    AAPI communities in California have created and sustained some of the oldest and strongest cultural enclaves in the country, offering refuge and connection during times of hardship. Rebuilt from the ground up after the 1906 earthquake and fire, Chinatown in San Francisco is the oldest and largest in North America. All three remaining Japantowns in the country are in California – each with residents resilient enough to rebuild these thriving neighborhoods after they returned from unjust imprisonment in internment camps to ransacked homes and businesses. Across California, communities like Cambodia Town in Long Beach, Little Saigon in Orange County, Historic Filipinotown and Koreatown in Los Angeles, and Little India in Artesia are now thriving cultural enclaves, but many of these distinct neighborhoods were born of discrimination and segregation. Today, Californians from over 30 different countries and communities, including Native Hawaiians, live inside and outside of these historic boundaries. Their pride in their heritage and in themselves, in spite of prejudice, has always been and continues to be foundational to this state. 

    Few movements and turning points in California history were not shaped, at least in part, by AAPI leaders. Throughout California’s history, AAPI communities have driven change, doing so not just for themselves but in solidarity and partnership with other communities. We would not be the same without the AAPI communities and individuals that have made this state the leader it is in arts and culture, in labor rights and human rights, in business starts, in research, and so much more.

    During Asian American and Pacific Islander Heritage Month, California takes the opportunity to pay tribute to the irreplaceable legacy of our AAPI communities, their incredible strength and resilience, and their essential role in driving our state and nation forward.     BEIJING, May 29 (Xinhua) — Chinese Defense Ministry spokesman Zhang Xiaogang on Thursday refuted Japan’s irresponsible statements on China’s military development.

    Zhang Xiaogang made the denial at a press conference when answering a question about Japan’s draft 2025 Defense White Paper.

    The official representative noted that in the draft White Paper on Defense, the Japanese side repeats its irresponsible statements on the development of the Chinese armed forces and tries to give instructions to China on its legitimate military activities and military cooperation with other countries. “We firmly oppose this,” Zhang Xiaogang said.

    This year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War.

    As Zhang Xiaogang emphasized, at this special historical moment, it is even more important for Japan to reflect on its own behavior rather than making baseless accusations and slandering others.

    WASHINGTON, May 29 (Xinhua) — A U.S. federal judge on Thursday extended a temporary restraining order against the Donald Trump administration’s policy of barring international students from Harvard University.

    According to the Massachusetts District Court document, the temporary injunction “will remain in effect” until the parties consult and submit either a joint motion for a preliminary injunction or individual motions to the judge for consideration, at which point a final order for a preliminary injunction will be entered.

    Judge Allison Burrows held a hearing in the case Thursday morning.

    On May 22, the U.S. Department of Homeland Security announced that it had revoked Harvard University’s certification for its undergraduate and exchange student program, effectively barring the university from enrolling international students.

    On May 23, Harvard University filed a lawsuit against the Trump administration over the policy. That same day, Burrows issued a temporary injunction blocking the administration’s policy and ordering the status quo to be maintained until the merits of the case are heard.

    According to Harvard, international students made up more than 27 percent of the university’s total enrollment in the fall 2023 semester. The university currently has about 6,800 international students and scholars from more than 140 countries and regions, most of whom are pursuing master’s and doctoral degrees. –0–

    BAKU, May 29 (Xinhua) — Azerbaijan’s gold exports amounted to $95.4 million in January-April 2025, three times higher than in the same period last year, according to the May issue of the Export Review published by the Center for Analysis of Economic Reforms and Communications on Thursday.

    As noted in the document, the increase compared to the same period in 2024 was $64 million. In April, the volume of gold exports reached $30.2 million, increasing 2.3 times year-on-year.

    Total non-oil exports for the first four months of this year amounted to $1.1 billion, up 18 percent year-on-year. –0–

    HONG KONG, May 29 (Xinhua) — Chinese Foreign Minister Wang Yi on Thursday met with Chairman of the Asian Peace and Reconciliation Council and former Deputy Prime Minister of Thailand Surakiat Sathienthai, who arrived in Hong Kong to attend the signing ceremony of the Convention Establishing the International Mediation Organization (IMO).

    Wang Yi, also a member of the Politburo of the CPC Central Committee, said China’s initiative to establish the IGO provides the international community with a new option for settling disputes and achieving reconciliation on a voluntary basis. The Chinese Foreign Minister called it a real step toward implementing the principles of multilateralism and adhering to the spirit of the UN Charter.

    China is willing to work with Asian countries to make good use of regional mechanisms including China-ASEAN, the Shanghai Cooperation Organization, the Lancang-Mekong cooperation and the Asia Cooperation Dialogue to jointly safeguard the hard-won peace and stability in the region, Wang said.

    Surakiat Sathienthai, for his part, said that he was honored to be invited to Hong Kong to witness the birth of the International Mediation Organization. He emphasized that in the current international situation, the Chinese initiative is very timely.

    Surakiat Sathientai added that the Asian Peace and Reconciliation Council looks forward to strengthening cooperation with the Chinese side to make greater contributions to peace and development in Asia. –0–

    As Fu Hua, director general of Xinhua News Agency, noted at the summit, the media serves as an important bridge for disseminating information, strengthening mutual understanding and enhancing emotional interaction between the two banks.

    Fu Hua called on media workers on both banks to jointly strengthen people-to-people ties, maintain confidence in their own culture to preserve the common heritage, and shoulder the honorable responsibility of national rejuvenation.

    BEIJING, May 29 (Xinhua) — Chinese Vice Premier Liu Guozhong on Thursday called for relentlessly consolidating and expanding China’s achievements in poverty alleviation and ensuring a smooth transition to providing aid to rural areas on a regular basis.

    During the thematic meeting, Liu Guozhong, also a member of the Politburo of the CPC Central Committee, noted that continuous efforts must be made to prevent a large-scale return to poverty or its re-emergence.

    Having announced that absolute poverty will be eradicated in 2021, China has set a five-year transition period to consolidate and build on the achievements of poverty alleviation and integrate these achievements into the process of rural revitalization.

    Schumer: Trump’s ‘Big Beautiful Bill’ Is An Ugly Mess That Means Bigger Electric Bills & Big Job Losses For New York

    Just a week after House Republicans passed Trump’s devastating bill to kill clean energy incentives so they could give tax breaks to billionaires, U.S. Senator Chuck Schumer revealed how tax hikes on clean energy tucked in the bill would be a gut punch to New York’s economy.

    Schumer said new data studies from NERA Economic Consulting shows that repealing the clean energy tax credits could cause New York to lose up to 20,300 jobs as clean energy projects are cancelled or scaled back due to lack of incentive, with a whopping nearly $3.5 billion hit to the state’s GDP and New Yorkers paying up to $650 in higher energy costs each year by 2032 if these devastating cuts become law.

    “Higher energy bills and many thousands fewer jobs, that’s what New York gets under Trump’s reckless tax bill, which is a giveaway to billionaires and corporations. Already, thousands of New Yorkers were making improvements to their homes to lower their electric bills and make their homes warmer in the harsh winters, now they lose all that support. Thousands of new jobs building clean energy projects in every corner of the state and bringing manufacturing back from China will all be vaporized by the GOP’s ugly budget bill. It is a gut punch to New York and a gift to China, which wants to dominate clean energy manufacturing,” said Senator Schumer. “Losing these clean energy projects means losing cheaper electricity for families and businesses. We need more energy production from many sources including wind and solar and water; we need America to be energy independent and to manufacture clean energy technology here, not overseas, and eliminating these tax credits radically and irresponsibly rolls back all the progress we have made in recent years. It turns America’s clean energy boom into a bust.”

    Schumer explained that the bill which passed the Republican House last week would kill clean energy incentives created in the Inflation Reduction Act, these tax credits are already benefiting hundreds of New York businesses with ongoing projects and families who are using them to help improve their homes and lower their electric bills. These cuts are broad and deep to New York’s clean energy sector, Schumer specifically highlighted how the bill would:

    • Eliminates the Energy Efficient Home Improvement Tax Credit, which provides families in New York up to $3,200 to help weatherize their homes for better protection in the harsh winters and make improvements to make their homes more energy efficient to lower their electric bills with qualifying items like doors, windows, better insulation and heat pumps.
    • Eliminates the Residential Clean Energy Credit, which gives New York families a 30% discount on home energy improvements, like solar panels, heat pumps, or energy storage, that help lower energy bills and keep the lights on during power outages.
    • Eliminates the Clean Electricity Investment & Production Credits that support more cheap, clean electricity. With natural gas turbines on a five-year delay, the IRA’s clean electricity tax credits have ensured a robust buildout of wind and solar power while helping keep electricity prices from increasing and spurring demand for American-made energy products.
    • Sabotages the Advanced Manufacturing Investment Tax Credit that has generated a more than five-fold increase in investment in manufacturing in the solar and EV supply chains, creating thousands of jobs and shifting these industries out of China to the U.S.
    • Eliminates the IRA’s Electric Vehicle Tax Credits that make it cheaper to buy new and used electric and plug-in hybrid cars, and has led to a massive onshoring of EV and battery supply chain manufacturing, undercutting China and bolstering American companies.
    • Eliminates the New Energy-Efficient Home Credit that makes it cheaper to build new, highly efficient and affordable homes, expanding the housing supply while reducing energy costs.
    • Eliminates the Clean Hydrogen Production Tax Credit that supports American-made clean hydrogen, led by New York companies like Plug Power and Air Products, to be used for clean manufacturing and agriculture.

    Schumer said that clean energy investments from the Inflation Reduction Act have created the biggest clean energy boom in American history, but now with many of these core provisions being clawed back or eliminated it risks all the progress that has been made in New York and across the country. The senator said if NY energy projects are forced to stop or scale back, energy costs would increase for families and businesses across the country. With electricity demand surging in New York and across the country, clean energy sources like wind and many other sources of clean power are often the most efficient sources of new electricity, much cheaper than traditional alternatives like natural gas and oil. NERA Economic Consulting estimates costs for New York families could increase by $650 a year, as the Republican plan to gut the clean electricity production and investment tax credits makes it more expensive to provide more electricity, while simultaneously killing the Residential Clean Energy and Energy Efficient Home Improvement tax credits makes it more costly for families to make their homes more efficient and reduce their energy bills.

    Schumer added, “Democrats are united in opposing this cruel and counterproductive bill, and these ill-conceived elimination of energy tax credits so they can put more money in the pockets of billionaires. We need the GOP to block these cuts, otherwise it will be American families and our manufacturing future paying the price.”

    The Clean Economy Tracker estimates the Inflation Reduction Act’s incentives have spurred over $5 billion worth of investments in clean manufacturing in New York, creating over 7,200 jobs. Schumer said if this House Republican plan goes through, many of the clean energy projects spurred by the IRA could be forced to scale back or even stop and the workers building the future of American energy would be laid off, and projects that otherwise would have come online will never come to fruition. That would impact both major NY employers and manufacturers in the clean energy, manufacturing, electric vehicle, battery, research sector and our small businesses. One example is Geothermal Works in the Hudson Valley, a small Westchester based family business with that helps homes get updated with heat pumps and geothermal systems to lower their electric costs, who said that if the current clean energy cuts go through in the GOP bill it would shutter their business and force them into early retirement.

    Below are just some examples of projects spurred by the Inflation Reduction Act in New York State that show why eliminating these provisions could be so harmful:

    • Off Long Island, Equinor invested $5 billion in building a massive offshore wind farm project, Empire Wind, that will provide power for hundreds of thousands of homes in New York State, and is supported by tax credits for offshore wind projects created by the Inflation Reduction Act .
    • In the Capital Region, Plug Power invested $125 million in a new green hydrogen fuel cell factory in 2023, creating new good paying jobs to boost production of clean hydrogen fuel cells with support from the Fuel Cell Production Tax Credit. Additionally, the company is poised to harness the Clean Hydrogen Production Tax Credit which was created by the Inflation Reduction Act, to spur further growth both in the Capital Region and at Plug’s Henrietta, NY Gigafactory in the Finger Lakes that manufactures Electrolyzers. GE Vernova invested $50 million in a new manufacturing line for its onshore wind business in 2023, hiring 200 new workers with support from a production tax credit for U.S. wind turbine manufacturing created by the Inflation Reduction Act.
    • In Western New York, Viridi Parente a fast growing company on Buffalo’s East Side has added hundreds of good-paying jobs growing the domestic battery manufacturing industry with support from clean energy tax credits created by the Inflation Reduction Act, such as the Advanced Manufacturing Production tax credit. Solar Liberty Energy Systems and PanelClaw are installing thousands of solar panels at homes and businesses. Solar Liberty Energy Systems is helping customers navigate available federal clean energy tax credits created by the Inflation Reduction Act to reduce the burden of installation costs while PanelClaw is producing racking systems with help from the American Domestic Manufacturing Bonus tax credit created by the Inflation Reduction Act.

    Since Trump was elected, approximately $14 billion worth of manufacturing projects have been outright cancelled, representing more than 13,000 jobs lost. If the GOP plan to raise taxes on energy goes through, those cancellations could balloon to threaten more than $800 billion in private investment in domestic clean energy made in the past three years across the country, according to the Clean Investment Monitor. NERA Economic Consulting estimates that New York could lose an estimated 20,300 jobs if these tax breaks are killed. Schumer said the House Republican bill would repeal the very parts of the Inflation Reduction Act that have helped companies grow in New York and spurred millions of investments, many of which are in Republican districts.

    Repealing the clean energy tax incentives would also be a disaster for America and Schumer said that would cede energy manufacturing leadership to China, which already produces a significant amount of the world’s clean technologies like solar panels, wind turbines, and batteries.     JERUSALEM, May 29 (Xinhua) — Israeli Prime Minister Benjamin Netanyahu on Thursday said the Jewish state’s government has accepted the proposal of U.S. Special Envoy for the Middle East Steven Witkoff for a ceasefire in the Gaza Strip and the release of hostages, Israeli state broadcaster Kan reported.
