    GENEVA, May 21 (Xinhua) — China, along with Malaysia, Nepal, Saudi Arabia and the Seychelles, co-hosted for the first time a side event on traditional medicine on the sidelines of the 78th World Health Assembly in Geneva on May 20.

    The event focused on integrating traditional medicine into national health systems, supporting universal health coverage, advancing towards the Sustainable Development Goals and building a community of hygiene and health for all humanity.

    The event brought together more than 100 participants, including high-level health officials from many countries, representatives of the World Health Organization (WHO), renowned experts and scientists, and figures from international academia.

    The event featured a keynote speech by Yu Yanhong, Director of the National Administration of Traditional Chinese Medicine of the People’s Republic of China. She noted China’s centuries-long commitment to the development of traditional Chinese medicine, emphasizing the country’s unique path in developing traditional medicine with Chinese characteristics and the significant successes achieved along the way.

    Yu Yanhong called on countries to develop traditional medicine systems in accordance with their national characteristics and promote the modernization of traditional medical practices. She also reaffirmed China’s commitment to promoting more effective integration of traditional medicine into national health systems around the world.

    Seychelles Health Minister Peggy Vido said traditional medicine and herbalism have a long history and deep cultural roots in her country, with their benefits gaining increasing public recognition every day.

    She proposed to pay special attention to ensuring the necessary level of education and standard training of practitioners, disseminating evidence-based practices and creating a framework to guarantee the quality, effectiveness and safety of traditional medicine as its role in health systems continues to grow. P. Vido also expressed her country’s interest in further strengthening cooperation with China and other countries in this area.

    WHO Regional Director for the Western Pacific, Saiya Mau Piukala, described traditional medicine as a vital pillar of health systems that has made a significant contribution to global health.

    He praised China’s achievements in preserving and updating traditional medicine, stressing that these practices should complement modern medicine rather than compete with it.

    The WHO regional head called for stronger international cooperation to ensure the safety, quality and accessibility of traditional medicine. S. M. Piukala also noted that the Western Pacific Region is actively working to integrate traditional medicine into universal health coverage systems so that more people can benefit from such treatment. –0–

    MINSK, May 21 (Xinhua) — The 12th International Exhibition of Arms and Military Equipment MILEX-2025 opened on Wednesday at the Minsk International Exhibition Center “BelExpo”. More than 150 companies from Belarus, Russia, China, Iran, Pakistan, and India are taking part in the event. They are demonstrating samples of weapons and military equipment that reflect the main trends and development prospects of the global arms market.

    President of Belarus Alexander Lukashenko sent a greeting to the participants and guests of the international exhibition. “In the year of the 80th anniversary of the Victory of the Soviet people in the Great Patriotic War, we are holding this representative forum in honor of our common heroes. The generation of victors bequeathed to us to preserve peace and freedom in our native land, won at an unprecedentedly high price. In the name of this goal, we, the allied countries, are increasing our defense potential and strengthening cooperation in the field of security,” A. Lukashenko’s press service quotes him as saying.

    The President of Belarus expressed confidence that the international exhibition of weapons and military equipment will allow a wide range of specialists and experts to become familiar with the most advanced achievements of both Belarusian manufacturers and foreign partners.

    MILEX-2025 presents more than 750 samples of weapons, military and special equipment of Belarusian production. Among them are the anti-aircraft missile system “Buk-MB-2K” with the first Belarusian anti-aircraft guided missile, the grenade launcher system “Sapfir”, the armored personnel carrier V-2. The total area of the exhibition exceeds 11.5 thousand square meters.

    The 11th International Scientific Conference on the Development of Weapons, Military and Special Equipment and Dual-Use Technologies will be held as part of the scientific and business program of the event. The conference will address current issues of creating systems to counter high-precision weapons, electronic warfare, radio-technical and radar reconnaissance, troop and weapon control, and radio communications. A separate section will be devoted to the topic of unmanned systems for various purposes.

    The organizers of the 12th International Exhibition of Arms and Military Equipment MILEX-2025 are the State Military-Industrial Committee and the Ministry of Defense of Belarus, as well as the National Exhibition Center “BelExpo”. The event will last until May 24. –0–

    -Remarks-

    Since day one, President Trump and yourself, you’ve taken bold action to clean house, to restore accountability, to slash waste, and to put America—and Americans—first. I would say that this was desperately needed.

    In the past two decades alone, the State Department’s budget grew from about $9.5 billion to over $55 billion. And I think we could all easily say: for what? In any way, shape, or form did our foreign policy feel like it was five times more effective under Joe Biden? I think everybody would say no.

    Instead, we had a State Department that was literally a slush fund for many far-left bureaucrats, grifting non-government organizations, and foreign adversaries like the Taliban. We had our tax dollars went to things like vouchers for migrants at our southern border, mobilizing elderly lesbians to vote in Costa Rica, as well as drag shows, LGBT comic books, musicals, plays, and operas.

    That stuff was not PEPFAR, to say the least. It didn’t make America safer. It didn’t make America stronger. It didn’t bring other countries closer to us, and it didn’t save lives.

    Now, many of my colleagues might think that canceling these programs creates an inroad for China. I would say we could only hope that China is stupid enough to spend money in that way.

    I want to thank this administration for bringing charges against those who, it appears, were stealing from the State Department and USAID—and, in turn, the American people.

    And I want to thank you, Secretary Rubio, for reorganizing the State Department into a lean and effective diplomatic operation.

    Let’s give proof of that.

    Just this past week alone, President Trump secured more than $2 trillion of investment from the Middle East. That is more than ten times what Joe Biden secured from the Middle East during his entire four years in the White House—which is not entirely surprising, considering under the Biden State Department, millions were spent on programs like trans inclusion in Tunisia. That was the focus in the Middle East.

    Now, as you know, Secretary Rubio, the job is not done. Up until now, over 80% of the State Department has been unauthorized. We have bureaus and offices that have grown from thousands of dollars to billions of dollars, and that changes in law when we pass the first comprehensive and stand-alone State Department reauthorization that has occured since 2002.

    I look forward to working with the members of this committee. I look forward to working with you, Secretary Rubio, and I look forward to working with Senator Risch, moving forward, to make sure that one thing—and one thing alone—takes place: Every single dollar and diplomat that we authorize and send into the field puts America first.

    “We are here today to discuss how the Small Business Administration (SBA) can expand and support investment in our nation’s small manufacturers.
    “Last week, the Committee examined how the Small Business Investment Company (SBIC) program could help channel more private capital into American manufacturing.
    “To better understand the urgency of this situation, we need to take a closer look at the numbers. And let me tell you folks, this is staggering. 
    “Over the past 40 years, we did not simply lose manufacturing jobs. We witnessed the steady erosion of our industrial sector to China’s delight and advantage. 
    “Over the last 25 years in Iowa alone, we have lost nearly one in six manufacturing jobs. American manufacturing employment has fared even worse over the last forty years, falling by 28 percent and reaching depths we haven’t seen since 1946.
    “Only 3.7 percent of Americans are employed in manufacturing today – half the share we had forty years ago, and barely a third of our peak in the late ‘60s.
    “To put that in perspective, there are nearly twice as many people working in state and local governments than on the factory floor.
    “This is not simply an economic decline – it is a hollowing out.
    “The steady loss of skills, infrastructure, and investment in manufacturing undermines our ability to innovate and scale new technologies, leaving our homeland weakened and vulnerable.
    “The reason for this is not a mystery: government policies that encouraged offshoring production without regard for the long-term damage done to our domestic productive capacity.
    “Today, the consequences are visible in every corner of America.
    “Shuttered plants, decaying factories, and empty parking lots stand as monuments to the multi-generational disintegration of hard-earned knowledge, talent, and tradition that once formed the bedrock of our nation.    
    “But here is the good news: we have a President and SBA Administrator who understand what is at stake.
    “They recognize the size and complexity of the work needed to revitalize American manufacturing and are committed to rebuilding our industrial strength, from the ground up.
    “As we discussed during last week’s hearing, the SBIC program will continue to play its vital role in expanding our productive capacity by facilitating private investment and through federal partnerships like that between the SBA and the Department of Defense’s newly established Office of Strategic Capital – something I championed in the annual defense bill.
    “But that is only the beginning; we must do more.
    “Today, we welcome Administrator Loeffler to discuss the SBA’s ‘Made in America Manufacturing Initiative’ and the efforts underway to support the small businesses that make up 98 percent of our nation’s manufacturing base.
    “Part of that effort involves the Made in America Manufacturing Finance Act, which I was proud to introduce last month alongside Senator Coons.
    “This bipartisan legislation would double the SBA-backed loan limit from $5 million to $10 million for small manufacturers who need that capital to modernize, grow, and train the next generation of American workers.
    “That investment will have a meaningful impact across the entire supply chain. Because the smallest startups to the largest firms all rely on small manufacturers to get the job done.

  • MIL-OSI Europe: Missions – AFET ad-hoc delegation to Uruguay and Argentina – 26-05-2025 – Committee on Foreign Affairs

    A delegation of eight Members of the Committee on Foreign Affairs (AFET), led by Chair David McAllister, will travel to Uruguay and Argentina from 26 to 29 May. Members will engage in high-level discussions regarding the EU-Mercosur Partnership Agreement which was concluded last December in Montevideo, Uruguay. The findings from this visit will contribute to the preparatory work for the consent procedure on the political and cooperation aspects of the Agreement, for which AFET is responsible.

    More broadly, this mission will allow to exchange views on bilateral, regional and multilateral cooperation, as well as geopolitical issues such as Russia’s war of aggression against Ukraine, the situation in the Middle East, and China’s expanding influence in Latin America.

    In 2021, in response to China’s belt and road initiative, the Commission launched the global gateway strategy, with the aim of making up to EUR 300 billion available by 2027 to promote sustainable infrastructure in partner countries. To date, it remains unclear how much has actually been disbursed, what projects have started and whether changes have been made to the initial strategy.

    In January 2024, within the framework of the EU-Central Asia Forum, a joint pledge of EUR 10 billion was made with a view to developing the Trans-Caspian International Transport Route (TITR), a strategic corridor connecting Europe with Central Asia and avoiding Russian territory.

    In the light of the above:

    • 1.How much of the EUR 300 billion goal has actually been disbursed to date?
    • 2.Has the plan moved on from what was set out in the original strategy (in geographical, sectoral or partnership terms)?
    • 3.Are further investments along the TITR corridor planned? If so, what funds will be used, what will the time frame be and who will be involved?

  • MIL-OSI Economics: DG Okonjo-Iweala: MC14 must deliver outcomes on WTO reform

    Reporting to the meeting in her capacity as Chair of the Trade Negotiations Committee (TNC), the Director-General said that in recent meetings she had with leaders and ministers in Japan and the Republic of Korea, the issue of WTO reform “was front and centre” of the discussions.

    “Prime Minister Ishiba (of Japan) and his ministers of trade, foreign affairs and finance, along with virtually every APEC minister that I met in Jeju, have bought into the idea that we must not waste a crisis, and that we need deep and thorough reform of the WTO if it is to remain relevant,” DG Okonjo-Iweala said.

    “For a successful MC14, we must act here in Geneva to deliver a package of reform proposals for ministers to consider and bless at MC14,” she added. “Nothing short of this can reposition this organization in the way and form needed.”

    The Director-General met with Prime Minister Ishiba and other senior Japanese government officials in Tokyo on 13 May and then attended a meeting of trade ministers from the Asia-Pacific Economic Cooperation (APEC) forum in Jeju, Republic of Korea, on 15-16 May.

    At their 12th Ministerial Conference in 2022, WTO members for the first time agreed to undertake a comprehensive review of the WTO’s functions in order to ensure the organization is capable of responding more effectively to both the challenges facing the multilateral trading system and the opportunities provided by contemporary developments in global trade.

    The Director-General said that while the ministers she met “made clear they value the system, they also admitted it cannot continue the way it is.”

    “Members keep sweeping things under the carpet and not solving problems,” she said. “I think what has brought us here is the inability to solve problems when they occur, and this has led to unilateral actions, instead of a cooperative approach to solve these problems.”

    “It has taken time for members to admit that things are not working as well as they should, and that they want solutions,” she continued.

    The Director-General said she was pleased work is continuing on possible deliverables for MC14, including further work on fisheries subsidies, agriculture, the Investment Facilitation for Development initiative, electronic commerce, and issues pertaining to least developed countries (LDCs).  Members will have a chance to assess progress on these issues at the next TNC meeting in July and decide later which packages are ready to take forward to MC14 for decision. 

    She welcomed the recent progress made on member acceptances of the Agreement on Fisheries Subsidies, noting that 99 members have now accepted the Agreement with only 12 more needed to bring it into force.

    Twenty-six delegations took the floor after the Director-General’s intervention, some of them speaking on behalf of groups of members.  Many members commented on a suggested road map for MC14 prepared by the WTO Secretariat and highlighted issues of interest, including WTO reform, new disciplines on fisheries subsidies, progress on agriculture, the e-commerce moratorium, and industrial policy, among others.

    General Council Chair to initiate MC14 consultations

    Under a separate agenda item, the General Council Chair, Ambassador Saqer Abdullah Almoqbel (Kingdom of Saudi Arabia), noted that discussions he had with delegations over the past weeks revealed various calls to proceed with work in three key areas, namely: WTO reform; dispute settlement reform; and the process towards preparing a possible MC14 outcome document.

    With MC14 taking place in 10 months, “time is not on our side,” he told members.  “Accordingly, immediately after this General Council meeting, I intend to consult interested delegations on how to take forward work in each of these areas.” 

    Investment facilitation for development

    On the Investment Facilitation for Development (IFD) initiative, members were once again unable to reach consensus on the request supported by 126 members to incorporate the IFD Agreement under Annex 4 of the Marrakesh Agreement establishing the WTO. This marked the eighth time the proposal has been submitted to members for adoption.

    Speaking on behalf of the 126 co-sponsors, the Republic of Korea underlined the urgent need for incorporating the Agreement into the WTO framework in order to help members attract investment, in particular developing and least developed country members. IFD Agreement participants are also actively engaging with non-participating members to build understanding and highlight the Agreement’s benefit, the Republic of Korea said.

    Three members reiterated their objections to incorporating the IFD Agreement into the WTO multilateral framework.

    Current trade tensions

    On behalf of 47 members, Singapore and Switzerland introduced a statement in support of the rules-based multilateral trading system. The statement cites the value and achievements of the WTO since it was established in 1995, underlining how the organization has contributed to the economic development of both developed and developing members by promoting trade liberalization and facilitating economic integration, fostering stability, predictability and consumers’ trust while preserving incentives for innovation. The WTO’s support for developing economies, including LDCs, has lifted millions out of poverty, the co-sponsors said.

    China introduced its communication regarding heightened trade turbulence and responses from the WTO.  Faced with the current situation of heightened trade turbulence, China said, members should safeguard the rules-based multilateral trading system with the WTO at its core. China proposed a “Stability, Development and Reform” (SDR) approach for the WTO and said it stands ready to work with all parties to safeguard the WTO rules system and inject more certainty and predictability into the global economy.

    The European Union introduced an item on fragmentation of global trade through tariffs and the global costs. The EU said the item was submitted in response to the economic and trade uncertainty created by recent tariff actions. The EU underlined its support for a rules-based multilateral trading system and highlighted the importance of ongoing dialogue on tariffs to assess impacts, monitor trade patterns, and consider systemic effects.

    WTO retreat on sustainable agriculture

    Brazil expressed its appreciation for the recent WTO retreat on sustainable agriculture and the broad engagement across regions and constituencies. It highlighted trends in agriculture production globally, including towards increased productivity and the search for greater resilience and sustainability.  Brazil said it saw value in further discussing this topic in a forward-looking manner as a conversational WTO exercise.

    Thirty-six delegations took the floor to comment.

    Electronic commerce

    Japan, on behalf of the co-sponsors of the Agreement on Electronic Commerce, informed members of the co-sponsors’ recent efforts to gather members’ support for incorporation of the Agreement into the WTO multilateral framework. Japan also reported that the co-sponsors are undertaking work to advance implementation of the Agreement, including a needs assessment survey to better understand priorities for implementation support.

    Several members reiterated their concerns about the Agreement and their objections to its incorporation into the WTO multilateral framework.

    Next meeting

    The next meeting of the General Council is tentatively scheduled for 22-23 July.

    ULAN BATOR, May 21 (Xinhua) — A three-day event dedicated to Chinese tea culture, titled “Yaqi Culture Salon: Tea and the World,” kicked off at the China Cultural Center in Ulan Bator on Wednesday.

    The event program includes stories about tea drinking culture in China, exhibitions, and lectures on making ceramics from Yixing clay “zisha”.

    Speaking at the opening of the event, Li Zhi, Counselor of the Chinese Embassy in Mongolia and Director of the Chinese Cultural Center in Ulaanbaatar, noted that tea has long embodied the wisdom and philosophy of Eastern civilization. “From the ancient Great Silk Road to the Great Tea Road, tea crossed mountains and seas and became a link in the dialogue between different civilizations,” he said.

    According to Li Zhi, the event participants will be able to get acquainted with the process of making ceramics from Yixing clay “zisha” and the exquisite culture of tea drinking. The diplomat expressed hope that the event’s rich program will demonstrate to the Mongolian public the deep meaning of Chinese tea culture and allow them to understand the Eastern concept of “harmonious coexistence.”

    The event “Yaqi Cultural Salon: Tea and the World”, organized by the Ministry of Culture and Tourism of the People’s Republic of China and the Chinese Embassy in Mongolia, is timed to coincide with International Tea Day, which is celebrated annually on May 21. –0–

    MINSK, May 21 (Xinhua) — Belarus spent 14.8 billion Belarusian rubles (1 U.S. dollar is equal to 3.01 Belarusian rubles) in fixed capital investments from January to April 2025, the Belarusian National Statistical Committee reported on Tuesday.

    The share of Minsk region in the total volume of used investments in fixed capital amounted to 24.9%. In Minsk, 21.1% of investments were used, in Brest region – 12.9%, Gomel – 13.8%, Grodno – 9.6%, Vitebsk – 8.9%, Mogilev – 8.7%.

    The structure of investments in fixed capital was as follows: construction and installation works – 47.6 percent, machinery, equipment, vehicles – 37.9 percent, other works and costs – 12.1 percent, intellectual property – 2.4 percent. In terms of ownership, 37.6 percent were state investments, 55.8 percent were private, and 6.6 percent were foreign. –0–

    Yerevan, May 21 (Xinhua) — Armenian Prime Minister Nikol Pashinyan on Wednesday received a Russian delegation led by Russian Foreign Minister Sergey Lavrov, the press service of the head of the Armenian government reported.

    During the meeting, N. Pashinyan touched upon the current state of relations between Armenia and Russia. S. Lavrov, for his part, emphasized Russia’s readiness to develop relations with Armenia.

    The interlocutors discussed issues of the Armenian-Russian bilateral agenda, cooperation within the framework of the Eurasian Economic Union, regional and international security.

    Earlier that day, S. Lavrov met with Armenian Foreign Minister Ararat Mirzoyan, following which the parties signed a program of consultations between the Foreign Ministries of the two countries for 2025-2026.

  • MIL-OSI USA: Graham-Blumenthal Hard-Hitting Russia Sanctions Bill Has Over 80 Cosponsors

    WASHINGTON – U.S. Senators Lindsey Graham (R-South Carolina) and Richard Blumenthal (D-Connecticut) today made this joint statement after their legislation to impose primary and secondary sanctions against Russia and actors supporting Russia’s aggression in Ukraine reached 81 cosponsors in the U.S. Senate.
    These sanctions would be imposed if Russia refuses to engage in good faith negotiations for a lasting peace with Ukraine or initiates another effort, including military invasion, that undermines the sovereignty of Ukraine after peace is negotiated. The legislation also imposes a 500 percent tariff on imported goods from countries that buy Russian oil, gas, uranium and other products.
    “As Secretary Rubio indicated yesterday to the Senate Appropriations Subcommittee on State and Foreign Operations, Russia has agreed to provide its term sheet for a ceasefire in the next few days. Its contents will speak volumes as to whether or not Russia is serious about peace. We suspect it will be more of the same.
    “If it is more of the same, Russia can expect decisive action from the United States Senate. To that end, we are beyond pleased that we now have 81 cosponsors for legislation to sanction Russia for its barbaric invasion of Ukraine. Our legislation will isolate Russia – putting it on a trade island by imposing stiff tariffs on other countries that support these atrocities. One of the main priorities of our legislation is to hold China accountable for propping up Putin’s war machine by buying cheap Russian oil from the shadow fleet. Without China’s economic support, Putin’s war machine would come to a grinding halt.
    “While we yearn for peace, it is increasingly clear to us – and a supermajority of the Senate – that Putin is playing games. The United States Senate stands ready to act if these games continue.”

    URUMQI, May 21 (Xinhua) — A cargo plane carrying 51 tonnes of e-commerce goods took off from northwest China’s Xinjiang Uygur Autonomous Region on Wednesday and arrived in Estonia’s capital Tallinn, marking the launch of the first direct cargo air route from Xinjiang to the Baltic region.

    The new route will be operated once a week by a Boeing 767 cargo aircraft, with a one-way flight time of approximately 11 hours. Compared with conventional aircraft, this aircraft offers 30 percent more cargo capacity, primarily transporting light industry products such as clothing and daily necessities, effectively reducing logistics costs.

    According to Feng Liang, general manager of Xinjiang Wanshengtong Supply Chain Management Co, Ltd., the air route will provide Chinese merchants with the opportunity to directly interact with e-commerce platforms in Northern Europe and help improve the shopping experience of consumers in the region.

    To date, 20 international cargo air routes have been launched from Xinjiang’s capital Urumqi to 20 cities, including 12 routes covering key hubs in Northern, Eastern and Western Europe.

    From January to April 2025, the customs office of Urumqi Diwopu International Airport handled 1,584 cargo flights, a whopping 1,157.1 percent increase year-on-year, and the cargo turnover of this airport reached 26,000 tons, an increase of 522.2 percent compared with the same period last year.

    The regular operation of multiple international air cargo routes will help Xinjiang-based cross-border e-commerce companies expand their presence in overseas markets, boosting exports of textiles, electronics and other competitive products and promoting the quality and efficiency of trade among Belt and Road Initiative participants, said Zhao Beijing, an official with Diwopu Customs. –0–

    Washington, D.C. – Today, Congressman Scott Perry (PA-10), with Senator Rick Scott (FL), and co-sponsored by Congressman Tom Tiffany (WI-07), introduced the Taiwan PLUS Act to strengthen U.S.–Taiwan defense cooperation and ensure peak efficiency in delivering vital weapons systems to deter the Chinese Communist Party (CCP).

    “Taiwan is on the front lines of CCP’s growing aggression, and it’s time our policies reflect the urgency of the threat,” said Congressman Perry. “This legislation streamlines our arms sales process to Taiwan, strengthens deterrence, and solidifies our commitment to defending American interests in the Indo-Pacific.”

    Under current law, Taiwan must wait for congressional notification and a 30-day review period when requesting critical weapons systems exceeding low financial thresholds – $14 million for major defense equipment, $50 million for defense services, and $200 million for construction support. The Taiwan PLUS Act boosts these thresholds ($25 million, $100 million, and $300 million, respectively) to the same levels afforded to “NATO Plus” partners and shortens the review window to 15 days. By elevating Taiwan to the same status as trusted U.S. defense partners like Australia, Israel, and Japan, the bill removes red tape and improves speed and efficiency in military aid.

    “Communist China has tried to intimidate and overpower our ally, Taiwan for years. Communist China has made clear they are more than willing to invade Taiwan as it continues its attacks on democracy around the world, and the United States must make clear we will continue to stand by Taiwan,” said Senator Rick Scott. The Taiwan PLUS Act will cut red tape and make it faster and easier for Taiwan to purchase the weapons it needs from the U.S. to defend itself should Communist China invade. Taiwan is a critical partner in the Indo-Pacific, and the U.S. must act with urgency to strengthen our defense ties to help our nation and our ally counter these threats from Communist China.“ 

    Taiwan already is one of the United States’ closest defense collaborators – the top Foreign Military Sales customer in FY20, and historically tied with Japan as the third largest buyer since 1950. This bill ensures that future sales meet the moment by providing Taiwan with the tools needed to defend itself when needed.

    “Streamlining the arms sale process will help ensure that Taiwan can defend itself in the face of Communist China’s reckless and relentless campaign of intimidation, said Congressman Tom Tiffany. “Promoting greater US-Taiwan security cooperation benefits both of our countries, and that’s exactly what this bill will do.“

    BEIJING, May 21 (Xinhua) — China’s trade-in program for electric bicycles has driven steady sales growth since early 2025, with about 6.08 million new electric bicycles sold as replacements under the program as of Tuesday, the Ministry of Commerce said Wednesday.

    According to the department, new electric bicycles worth a total of 17.82 billion yuan (about 2.48 billion US dollars) were sold during the reporting period.

    The trade-in program for e-bikes received a new boost after five government departments, including the Ministry of Commerce, issued a joint notice in January to expand the program.

    To date, approximately 79,000 retail outlets, primarily individual and small businesses, have taken part in the initiative, indicating growing market interest.

    The Ministry of Commerce said the program is gaining momentum across the country, with sales of new electric bicycles in Jiangsu and Hebei provinces each exceeding 1 million units. –0–

    Moscow, May 21 /Xinhua/ — Leading Chinese researcher of Russia, professor at the University of the Chinese Academy of Social Sciences Li Yongquan has become an honorary doctor of the Institute of China and Modern Asia of the Russian Academy of Sciences (ICSA RAS). The corresponding sign was presented to him by the director of ICSA RAS Kirill Babaev.

    Director of the Institute of European and Asian Social Development of the Development Research Center of the State Council of the People’s Republic of China, Vice Chairman of the China-Russia Friendship Society, Professor Li Yongquan has been researching modern Russia, Chinese-Russian relations, Eurasian integration, development of the Commonwealth of Independent States and the Shanghai Cooperation Organization for over 50 years. He is the author of over 200 scientific and journalistic works, and a translator of Russian book publications. He also worked as a journalist in Moscow and led numerous important applied studies at the level of ministries and departments.

    In an interview with Xinhua, Professor Li Yongquan said he was flattered to be awarded the title of Honorary Doctor of the Institute of Oriental Studies of the Russian Academy of Sciences. “The importance of the healthy development of Chinese-Russian relations for the multipolarity of the world, the stability of the Eurasian region and the development of both sides cannot be overestimated. Chinese and Russian scientists should make their contribution to this,” he emphasized.

    Director of the Institute of Crystallographic Analysis of the Russian Academy of Sciences K. Babaev noted the contribution of Professor Li Yongquan to the development of mutual understanding and friendship between Russia and China. “We hope that this event will become an incentive for further expansion of our cooperation in research, exchange of experience and training of new generations of specialists capable of building strong and mutually beneficial relations between Russia and China.     BEIJING, May 21 (Xinhua) — China will further boost financial support for small and micro enterprises by expanding supply and reducing financing costs, and improving the effectiveness and targeting of support measures, according to a directive issued by eight departments on Wednesday.

    The document, jointly released by the State Financial Supervision Administration, the People’s Bank of China, the National Development and Reform Commission and other departments, includes 23 specific measures to strengthen financing for small and micro enterprises.

    To expand the supply of financing for such companies, the country’s authorities are stepping up the issuance of first-time loans, unsecured loans, medium- and long-term loans, loans for legal entities and for private enterprises.

    According to the document, financial support for small and micro enterprises in the agricultural sector will be strengthened through the use of structural monetary instruments, including refinancing.

    It is indicated that China will also support small and micro enterprises in obtaining financing through the issuance of shares.

    To reduce the cost of financing small and micro enterprises, the authorities will guide banks to reasonably determine loan rates for such companies, while reducing additional fees.

    The directive also notes that the authorities will encourage banks to improve the efficiency of financing, simplify loan applications and streamline loan approval procedures. Additional support will be provided to small and micro enterprises of scientific, technical and innovative types, as well as those implementing new business models in the field of foreign trade. –0–

    BEIJING, May 21 (Xinhua) — Chinese Foreign Minister Wang Yi, Pakistani Deputy Prime Minister and Foreign Minister Muhammad Ishaq Dar and Afghan Acting Foreign Minister Amir Khan Muttaqi held an informal meeting in Beijing on Wednesday.

    The meeting was chaired by Wang Yi, who is also a member of the Politburo of the CPC Central Committee.

    The foreign ministers of the three countries positively assessed the achieved results of the China-Afghanistan-Pakistan trilateral dialogue and held an in-depth discussion on issues of further using the potential of the trilateral mechanism and promoting mutually beneficial cooperation.

    Mao Ning made the statement at a regular briefing for journalists, commenting on a new package of restrictions against Russia announced by the European Union and Great Britain. This time, the sanctions list also includes companies from China and the United Arab Emirates.

    Speaking about the Ukrainian crisis, the official representative of the Chinese Foreign Ministry noted that China is firmly committed to advancing peace talks.     A document jointly released Wednesday by China’s Ministry of Ecology and Environment and other government agencies sets targets to make significant progress in developing beautiful rivers and lakes by 2030 and to generally complete the process by 2035.

    The plan aims to promote targeted, science-based and legal pollution control, coordinate water resources management, aquatic environment and aquatic ecology, and establish an integrated environmental management system in the upper and lower reaches of key river basins to improve the health of river and lake ecosystems.

    Many atheists consider themselves to be highly rational people who rate evidence and analytical thinking above religion, superstition and intuition. They might even argue that atheism is the most rational worldview.

    But that doesn’t make them immune to having intuitive beliefs themselves. Science suggests the link between rationality and atheism is far weaker than is often assumed.

    A study my colleagues and I conducted, published in Proceedings of the National Academy of Sciences, suggests that even avowed atheists in some of the most secular countries on Earth might intuitively prefer religion to atheism. We argue this new evidence challenges simplistic notions of global religious decline and the beginning of an “atheist age”.

    In his 2007 book, Breaking the Spell, the philosopher Daniel Dennett speculated that, although atheists lack belief in god(s), many of them may retain what he dubbed “belief in belief”. This is the impression that religious belief is a good thing, and the world would be better off with more of it.

    But is this true? Our research investigated belief in belief among around 3,800 people in eight of the world’s least religious countries: Canada, China, the Czech Republic, Japan, the Netherlands, Sweden, the United Kingdom and Vietnam. To test for belief in belief, we turned to the “Knobe effect”, a task honed by experimental philosophers for evaluating judgements of morality and intent.

    The classic Knobe effect demonstration goes something like this. Imagine a CEO mulling a new policy for their company that will increase revenue, but will also harm the environment. The CEO declares that they don’t care one way or another about the environment, they care only for the bottom line. They adopt the policy, money is made, environmental harm occurs. Here’s the crucial question: did the CEO intentionally harm the environment?

    Most people (upwards of 80% in Knobe’s first demonstration) report that the CEO did, in fact, intentionally harm the environment. However, if people receive an identical vignette in which the environment is incidentally helped rather than harmed, people’s intuitions entirely reverse, with only around 20% of people thinking the CEO intended to help.

    This reveals a stark asymmetry, whereby people intuitively feel that harmful side effects are intentionally caused, whereas helpful ones are not.

    We presented participants with a modified Knobe effect vignette in which a journalist publishes a story that sells a lot of papers. The story either leads to more atheism in the world, or to more religious faith. Crucially, we asked our participants to rate whether the ensuing religious shifts were intentionally caused by the journalist.

    So, would our participants view increasing societal atheism as more intentionally caused (like harming the environment) or incidental (like helping the environment)?

    Overall, our participants’ odds of rating the religious outcome as intentionally caused were about 40% higher when the news story created more atheists, as opposed to more believers. This effect persisted across most countries in our sample, and was even evident among participants who were themselves atheists.

    Participants in the original Knobe effect studies viewed environmental pollution as an intentionally caused insult. Our participants intuitively viewed creating more atheists as similarly intentionally caused – a spiritual rather than environmental pollution, perhaps.

    This sounds a lot like belief in belief. Dennett illustrated this as suggesting “belief in God is a good state of affairs, something to be strongly encouraged and fostered wherever possible: If only belief in God were more widespread!”

    Why might intuitions favouring religion persist among atheists in some of the world’s least religious societies?

    10,000+ years of religion

    Over the past few decades, markers of religious commitment – self-reported religious attendance, belief in god(s), private prayer – have steadily declined in some parts of the world. This rapid secularisation stands against a backdrop of more than 10,000 years of potent religious influence.

    My recent book Disbelief: The Origins of Atheism in a Religious Species asks how a species as historically religious as Homo sapiens could nonetheless have rising numbers of atheists. It ultimately provides important context for our new study’s results.

    A consideration of religion’s deep history gives us hints as to why belief in belief might exist among atheists in secular countries today. One prominent theory holds that religions may have helped unlock our species’ cooperative potential, allowing us to expand from our humble origins to become our planet’s dominant species.

    As religions reshaped our lives to boost cooperation, people increasingly came to view religion and morality as largely synonymous. Over cultural evolutionary time, the association between religious belief and moral goodness has become deeply culturally ingrained. This has left its trace on individual intuitions – as illustrated in the recent study by me and my co-authors and those by other researchers.

    Because religions have exerted tremendous influence on our societies for millennia, it would be genuinely surprising if some latent religious trace didn’t culturally linger as overt expressions of faith decline. Our newest results are consistent with this possibility.

    Belief may be wavering in many countries, but belief in belief persists, complicating any conclusion that we’ve truly entered an “atheist age”.

  • MIL-OSI Global: Continuing to seek Chinese investment in the UK comes at a heavy political price

    One major consequence of the UK government’s resistance to rejoining the European single market is that it is forced to go around the world seeking trade deals and investment.

    Recently, the government has boasted of successful arrangements with India, the US, and some new agreements with the EU. But it has also found itself courting one highly dubious suitor.

    Since the chancellor of the exchequer, Rachel Reeves, went to Beijing in January 2025, the government has been focusing much of its attention on China. And while investment from the world’s second-largest economy is fairly unproblematic in a few sectors (some services and domestic real estate, for example), other areas are a cause for concern.

    Relying on Chinese money to support key sectors such as steel, telecommunications, advanced electronics, power and transport – all vital for Britain’s economic and geopolitical security – is potentially dangerous.

    Yet it has been going on for years. Efforts to secure funding by a previous Conservative government even allowed state-owned Chinese companies to invest in the UK’s nuclear future, despite considerable criticism from the likes of MI5 and the British military.

    Then there was the 2017 acquisition by a Chinese state-backed private equity firm of cutting-edge semi-conductor company, Imagination Technologies. Subsequent concerns over the leaking of its intellectual property prompted a parliamentary enquiry into foreign corporate asset-stripping.

    British Steel was also a target. Sold in 2019, it is now owned by a private company, Jingye, which in April 2025 moved to shut down operations at its Scunthorpe site by not supplying the raw materials required for its blast furnaces.

    In response, the UK government took emergency control of production in a scramble to stop the furnaces from going cold.

    That incident should have served as an urgent reminder to the government that it needs to be wary of the effect Chinese companies can have on the UK.

    Early signs, however, are not reassuring. Business secretary Jonathan Reynolds commented that Jingye was not acting in the “rational way” he would expect of a company in a market economy.

    But the government should know that when it comes to strategic decision-making, Chinese companies do not operate in ways that others consider rational. Put simply, they are not comparable to their equivalents in Britain or other liberal-market economies – because they are effectively controlled by the Chinese Communist Party (CCP).

    According to the CCP’s data, by 2017 it had established a formal presence inside 92% of larger private companies and 73% of all private companies in China. Those figures will certainly be higher now. And, as with the digital-technology firm Huawei, senior CCP members are often on a company’s boards of directors.

    So, while Jingye almost eliminated British Steel as a viable company, it can be reasonably assumed that a decision of such strategic and geopolitical importance would not have been taken by Jingye’s executives alone. They would have been “guided” by the CCP.

    Influence and infrastructure

    And of course, it’s not just steel production the UK should be concerned about. Chinese ownership now extends across many vital sectors.

    There’s the Chinese state-owned company, Beijing Construction Engineering helping to build a new science and innovation park next to Manchester airport. And the private Hong Kong company, CK Infrastructure which owns water companies serving north-east England, Essex and Suffolk.

    China Investment Corporation (state-owned) owns part of Heathrow, while China Huaneng (state-owned) operates Europe’s largest battery storage facility in Wiltshire. Meanwhile, wind turbine producer Mingyang (privately owned and reputedly linked to the Chinese military) is the preferred bidder for a new Scottish wind farm, despite being barred from a similar Norwegian development.

    All of these companies, irrespective of formal ownership, are likely to be subject to varying degrees of CCP influence and control (comment on the issue from Chinese companies is rare). And successive UK governments have either failed to appreciate the implications of this, or have accepted it as the price of gaining greater access to the Chinese market – especially for London’s financial sector.

    This was almost certainly a factor behind China’s involvement in the building of Hinkley Point’s new nuclear power station, and was at the forefront in Rachel Reeves’s discussions with the Chinese government earlier this year.

    Separately, Chinese investment in non-strategic sectors is much less controversial. One private conglomerate (Fosun) owns the Premier League side Wolverhampton Wanderers and formerly owned Thomas Cook.

    But the lesson from the British Steel fiasco is clear. We are now in a world where the political interests of major states trump the economic interests of their business corporations. Geopolitics takes precedence over geoeconomics.

    Consequently, Chinese firms – regardless of ownership status – should be barred from industries vital to the UK’s economic and political security. Anything less risks subordinating British interests to those of the Chinese Communist Party.

  • MIL-OSI USA: Revitalizing Public Spaces in New York City

    overnor Kathy Hochul today announced awards for a total of 13 transformational projects for New York City as part of two economic development programs: the Downtown Revitalization Initiative and NY Forward. Seven projects were announced for Long Island City, the Round 7 winner of a $10 million DRI award; and six projects were announced for Hudson Square, a Round 2 winner of a $4.5 million NY Forward award.

    “New York City is writing one of the greatest comeback stories in its history, and it’s happening with groundbreaking investments in projects that will endure decades into the future,” Governor Hochul said. “These projects will make our neighborhoods stronger and more vibrant — opening up doors of opportunity and ingenuity for the New Yorkers that call them home.”

    New York Secretary of State Walter T. Mosley said, “When we invest in our downtowns, we’re investing in the heart of our communities. Through the Downtown Revitalization Initiative and NY Forward program, we’re not just funding projects – we’re fostering vibrant, walkable neighborhoods that spur economic growth, enhance quality of life for residents and preserve the unique character of each municipality and region. These signature programs exemplify our commitment to ensuring that every New Yorker, in every corner of our State, has the opportunity to succeed and thrive.”

    Long Island City

    Long Island City, located at a geographic and transportation center of New York City, is an important economic generator for the region. It is uniquely defined with a diverse set of industries and as a mixed-used district, with one of the fastest growing residential populations. The neighborhood has new advanced manufacturing, tech and life science sectors, an expanded Business Improvement District, large and highly productive Industrial Business Zones and a lively cultural and arts community. The DRI projects will be used to maximize Long Island City’s burgeoning community assets and encourage private investment to create a livable, inclusive, mixed-use community and downtown destination.

    The 7 Long Island City DRI projects, totaling $9.7 million, include:

    • Redevelop the Metropolitan Building into a Creative Hub ($1,400,000): Implement interior fit outs on several floors of the now vacant historic Metropolitan Building, located at 44-01 11th Street, to create affordable workspace for artists and small businesses.
    • Construct the New Queens Public Library Branch ($1,583,617): Implement interior fit out of a 4,525 sq. ft. space on the second floor of a new residential building located at 22-42 Jackson Avenue, to re-establish the Queens Public Library from its former Court Square location.
    • Reconstruct the 46th Avenue Pedestrian Plaza ($2,500,000): Reconstruct the temporary pedestrian plaza, located at the intersection of Jackson Avenue and 46th Avenue, into a permanent open space with new plantings, furnishings, paving and artwork.
    • Enhance the 12th Street Pedestrian Plaza ($695,000): Upgrade the existing pedestrian space, located on 12th Street between 43rd Road and 44th Avenue, with new surface treatments, trees, plant beds, shade structures, bike racks and street furniture.
    • Construct the Underline Open Space at Dutch Kills ($2,425,000): Construct a playground and dog run to complement other planned amenities in the new public open space along the south side of Dutch Kills Street between Jackson Avenue and Sunnyside Yards.
    • Renovate and Connect SculptureCenter to the Underline Open Space ($600,000): Construct a new entryway plaza and ADA-accessible ramp to enhance visibility and navigate the grade change between the SculptureCenter and the adjacent Underline open space.
    • Greening and Cleaning LIC ($496,383): Improve streetscape throughout the DRI investment area by planting new trees, installing new tree pits, tree guards, rain gardens, planters, trash receptacles, container signage and dog bag dispensers, as well as upgrading existing tree pits.

    Hudson Square

    Hudson Square is a roughly 33-square block neighborhood located on lower Manhattan’s west side. The neighborhood is primarily commercial in use, with over 12 million square feet of office space. The neighborhood has a long industrial history and has also been historically disconnected from neighboring parts of lower Manhattan, including SoHo, the West Village and Tribeca. The NY Forward projects will assist in growing local businesses; creating a sense of place; establishing engaging public spaces; and connecting the district with its adjacent communities.

    The 6 Hudson Square NY Forward Projects, totaling $4.5 Million, include:

    • Build A Signature Open Space at Hudson-Houston Plaza ($867,000): Establish an interactive, engaging and welcoming new public space at the corner of West Houston Street and Hudson Street to activate an underutilized City parcel and provide critical green space along the active pedestrian corridor.
    • Expand Spring Street Park with Little 6th Avenue Plaza ($744,000): Establish a permanent plaza on Little 6th Avenue between Spring Street and Dominick Street to expand the impact of the well-loved Spring Street Park, create space for community programs and establish an inviting entrance to the Hudson Square community from the east.
    • Upgrade Film Forum’s Lighting ($75,000): Upgrade lighting throughout the Film Forum’s lobby, concession stand, offices and projection booth to reduce the organization’s energy consumption and costs while ensuring a high-quality customer experience.
    • Create a Hudson Square Color Walk ($600,000): Create an interactive scavenger hunt, called the Color Walk, throughout Hudson Square that highlights local businesses, institutions and public spaces with colorful installations and a map. Install a public sculpture that relates to all color walk stations and serves as a starting point for visitors.
    • Install a Jackie Robinson Statue in the Museum ($227,000): Install an 8-foot-tall bronze sculpture of Jackie Robinson in the Jackie Robinson Museum space on the corner of Canal and Varick Streets to honor the legacy of Jackie Robinson, activate the ground floor of the Museum and create a point of interest that is visible from the prominent intersection.
    • Renovate the NYC Fire Museum Event Space ($1,987,000): Renovate the NYC Fire Museum’s third-floor event space with new floors and ceilings, A/V equipment and HVAC system, allowing it to host fire safety classes, community events and private events that would help financially sustain the Hudson Square institution.

    Empire State Development President, CEO, and Commissioner Hope Knight said, “The Downtown Revitalization Initiative and NY Forward programs are transforming communities across New York State by turning local visions into bold investments to generate place-based economic development. These projects will create new opportunities for businesses, support vibrant public spaces, and attract residents and visitors alike – laying the foundation for sustainable growth and stronger regional economies.”

    DRI and NY Forward communities developed Strategic Implementation Plans (SIPs), which create a vision for the future of their downtown and identify and recommend a slate of complementary, transformative and implementable projects that support that vision. The SIPs are guided by a Local Planning Committee (LPC) comprised of local and regional leaders, stakeholders and community representatives, with the assistance of an assigned consultant and DOS staff, all of whom conduct extensive community outreach and engagement when determining projects. The projects selected for funding from the SIP were identified as having the greatest potential to jumpstart revitalization and generate new opportunities for long-term growth.

     About the Downtown Revitalization Initiative

    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State strengthen its economy, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through nine rounds, the DRI has awarded a total of $900 million to 91 communities across every region of the State.

    About the NY Forward Program

    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges.

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities. Through three rounds, the NY Forward program has awarded a total of $300 million to 60 communities across every region of the State.

  • MIL-OSI China: Foreign, health ministers call on WHO to facilitate Taiwan’s participation

    During a joint press conference on May 16, Minister of Foreign Affairs Lin Chia-lung and Minister of Health and Welfare Chiu Tai-yuan called on the World Health Organization (WHO) to facilitate Taiwan’s participation. They said that Taiwan would demonstrate self-confidence and work with the world while showcasing the professionalism of Taiwan’s medical diplomacy team.

     

    The 78th World Health Assembly (WHA) is set to open in Geneva on May 19. Minister Lin and Minister Chiu held a joint press conference at the Ministry of Foreign Affairs (MOFA) on the morning of May 16, at which they underscored Taiwan’s willingness to contribute to better global health. The two ministers said that the WHO should not brook political interference but rather should promptly invite Taiwan to participate as an observer in the WHA as well as WHO technical meetings and thus realize WHO’s goal of “One World for Health.” 

     

    Making a special appearance at the press conference was the Puzangalan Children’s Choir of Pingtung County, which performed “Ualjaiyui,” a traditional song of blessing of the Paiwan indigenous community. The song speaks of good fortune and of passing on traditions. Taiwan shares such sentiments for its WHA Action Team headed to Geneva as well as to the world at large. Minister Lin pointed out that the choir would also be traveling to Geneva to show that Taiwan was not just a land of technology but also home to cultural soft power. 

     

    Minister Lin shared that this year’s WHA slogan is “One World for Health” and that the government was calling on WHO to “Chip in with Taiwan” so that no nation or people would be left behind, allowing Taiwan to work with other nations toward a healthier world. Adding that health and disease knew no borders, he said that in addressing COVID-19 Taiwan showed great resilience and was able to assist other nations. Excluding Taiwan from the WHA and WHO therefore represented a loss for the international community.

     

    Minister Lin further commented that Taiwan’s national health insurance program has enrolled 99 percent of residents and that no matter where people lived, they had access to Taiwan’s quality medical services and social security net, an accomplishment praised worldwide. Acknowledging WHO’s Global Action Plan for Health of Indigenous Peoples, the minister said that Taiwan was ready to share its experience providing quality medical care to indigenous people. 

     

    In the AI era, Minister Lin stated, utilizing digital technology could improve access to medical care. Reflecting this, MOFA would for the first time hold a forum on smart medicine in Geneva, at which both Acer Medical and Quanta Computer would share their experience in order to promote a Taiwan model of smart medicine. Taiwan, he said, would continue to show how it could help and underscore its role as a global leader in semiconductors and related technology. 

     

    Minister Lin said that to realize President Lai Ching-te’s vision of a healthy Taiwan, MOFA had implemented the Diplomatic Allies Prosperity Project and eight flagship projects, which included the smart medicine and healthcare industries. He said thats MOFA had worked with the Ministry of Health and Welfare (MOHW) to establish a Taiwan medical diplomacy team as well as a medical consultation team that included professionals from medical firms and organizations. Through the “One Country, One Center” project, medical cooperation would be strengthened with New Southbound Policy partner countries. Such efforts would also bring Taiwan’s healthcare industry—comprising its biotech, pharmaceutical, and information technology sectors—to the world. 

     

    Minister Lin thanked the nation’s diplomatic allies for making proposals in favor of Taiwan’s participation, as well as like-minded countries for taking such concrete steps as sending letters and conducting joint demarches in support of Taiwan. Such actions underscored the strength of international support for Taiwan. However, China’s distortion of UN General Assembly Resolution 2758 and its pressure on the WHO Secretariat meant that Taiwan had yet to be invited to attend the WHA.

     

    Minister Lin stressed that Taiwan had established a government firmly rooted in popular support by conducting many democratic elections. As such, only the popularly elected government of Taiwan could represent the people of Taiwan at the United Nations, WHO, and other multilateral organizations. Many nations’ executive and legislative branches had publicly stated that UNGA Resolution 2758 did not preclude Taiwan’s participation in international organizations such as WHO. He then expressed hope that more nations would work together in support of Taiwan’s participation in WHO and oppose China’s international efforts at lawfare and cognitive warfare. 

     

    In addition, Minister Lin said that this year’s WHA slogan was “One World for Health” and that a Pandemic Agreement would be signed during the meeting. Taiwan had, he said, already shown the humanitarian spirit of “Taiwan can help” during COVID-19 and proved itself a valuable resource to WHO. However, Taiwan’s absence left a gap in the global public health and disease prevention network, said Minister Lin, who called on the WHO Secretariat to not brook political interference, to maintain professionalism and neutrality, and to facilitate Taiwan’s membership in the global public health and disease prevention network so as to create greater welfare for the world.

     

    In closing, Minister Lin said that Taiwan’s WHA Action Team would conduct publicity efforts in Geneva starting from May 16 and that MOFA and the MOHW would work together with self-confidence and engage the world. Moreover, the ministries would be proactive in making Taiwan’s voice heard and ensure that Taiwan responded to “One World for Health” and appealed to others to “Chip in with Taiwan” by making greater contributions to global public health.   • MIL-OSI China: Former Vice President Chen attends inauguration of Pope Leo XIV

    Former Vice President Chen Chien-jen, serving as special envoy of President Lai Ching-te, together with his wife and Deputy Minister of Foreign Affairs François Chihchung Wu, attended the inauguration of Pope Leo XIV on the morning of May 18. In an audience with the pontiff following the ceremony, Mr. Chen conveyed greetings from President Lai and the sincere congratulations of the government, people, and Catholic community of Taiwan.

     

    Upon arriving for the ceremony in St. Peter’s Square, Mr. Chen was received by a ceremonial officer for the Holy See. The inauguration, a grand and solemn occasion, took around two hours. According to statistics released by the Holy See, more than 150 delegations attended. Before the ceremony commenced, Mr. Chen exchanged greetings with Paraguayan Chamber of Deputies Speaker Raúl Latorre; Guatemalan Special Envoy and Ambassador to the Holy See Alfredo Vásquez Rivera; other officials from diplomatic allies; and delegates from the United States, Japan, Europe, and numerous other friendly countries. He also extended felicitations to and shared cordial interactions with several high-ranking members of the Vatican clergy, including Secretary of State Cardinal Pietro Parolin and Secretary of the Dicastery for Interreligious Dialogue Monsignor Indunil Janakaratne Kodithuwakku Kankanamalage. 

     

    After the inauguration, Pope Leo received the heads of national delegations. Mr. Chen presented the pontiff with a congratulatory letter from President Lai, a commemorative set of postage stamps depicting four of Taiwan’s Catholic churches—St. Joseph’s Church in Jinlun Village, Taitung County; the Holy Family Catholic Church in Taipei City; the Basilica of the Immaculate Conception in Wanjin Village, Pingtung County; and the Holy Rosary Cathedral Basilica in Kaohsiung City—and a collection of postcards on Holy See artifacts jointly produced by Taiwan and the Apostolic Nunciature in Taiwan, highlighting the close connection between the Catholic Church in Taiwan and the Holy See. Mr. Chen also presented Pope Leo with a photo taken in 2020, when the pontiff was serving as bishop of the Chiclayo Diocese in Peru. The picture showed him accepting antipandemic supplies donated by Taiwan. The materials, delivered in cartons labeled “Taiwan Box,” were donated to Cáritas Chiclayo and other Peruvian healthcare and charitable organizations by the Pingtung County Government and Dr. Lai Hsien-yung of Hualien County’s Mennonite Christian Hospital. The government and people of Taiwan provided proactive assistance to the international community throughout the COVID-19 pandemic, fulfilling their international responsibilities and demonstrating that Taiwan could help and that Taiwan was helping.

     

    When Mr. Chen arrived at the airport in Rome on May 17, he met with Eswatini Prime Minister Russell Dlamini, who had also made the trip to attend the papal inauguration. Mr. Chen also attended a mass and prayer service for peace led by Bishop John Lee Keh-mien, President of the Chinese Regional Bishops’ Conference of Taiwan, at St. Benedict’s Monastery. On May 18, Mr. Chen had dinner with 16 prominent members of the Catholic clergy and several key officials and ambassadors of diplomatic allies, including Special Delegate of the Holy See to the Sovereign Military Order of Malta Cardinal Silvano Tomasi and Haitian Special Envoy and former Minister of Foreign Affairs Alrich Nicolas. 

     

    Since establishing diplomatic ties 83 years ago, Taiwan and the Holy See have enjoyed a profound diplomatic alliance and shared the core values of religious freedom, human rights, peace, and benevolence. The two sides will build on their existing friendship and solid foundation of cooperation in humanitarian assistance and other domains to further deepen bilateral relations and together make even greater contributions to the world.   • MIL-OSI China: MOFA sincerely appreciates international support for Taiwan’s bid to participate in WHO and WHA

    The 78th World Health Assembly (WHA) is opening in Geneva on May 19. Following proactive efforts by the Ministry of Foreign Affairs (MOFA) and related overseas missions, Taiwan’s bid to participate in the WHA has received staunch and concrete support from the Group of Seven (G7), the executive and legislative branches of government of more than 50 countries, the European Union, the European Parliament, and representative offices of like-minded nations in Taiwan. MOFA expresses sincere appreciation for this support.

     

    Eleven of Taiwan’s diplomatic allies, as members of the World Health Organization (WHO), submitted a proposal to the WHO Secretariat to invite Taiwan to participate in the WHA as an observer, requesting that the proposal be included as a supplementary item on this year’s WHA agenda. Saint Lucia Prime Minister Philip J. Pierre personally wrote a letter urging WHO Director-General Tedros Adhanom Ghebreyesus to invite Taiwan to attend the WHA. The parliaments of Guatemala, Palau, and Saint Christopher and Nevis adopted resolutions backing Taiwan.

     

    The magnitude of support for Taiwan from like-minded countries has continued to grow. The current US administration has publicly endorsed Taiwan’s international participation more than 10 times. This includes a joint statement issued at the US-Japan leaders’ summit by President Donald Trump and Prime Minister Shigeru Ishiba in February, which for the first time contained text advocating Taiwan’s meaningful involvement in international organizations. US Secretary of State Marco Rubio reaffirmed firm US support for Taiwan’s international participation during his congressional confirmation hearing as well as in interviews and joint statements issued at two meetings with the foreign ministers of Japan and the Republic of Korea. The United States twice spoke up for Taiwan at the WHO Executive Board session held in February. In April, it publicly refuted China’s misuse of United Nations General Assembly (UNGA) Resolution 2758 at the UN Security Council for the first time, reiterating that the resolution did not preclude Taiwan’s participation in the UN system or other multilateral fora. In terms of US congressional support, the House of Representatives passed the Taiwan International Solidarity Act without opposition on May 5. The act urged the US government to resist China’s efforts to suppress Taiwan through mischaracterization of UNGA Resolution 2758. In addition, nine US state legislatures approved resolutions backing Taiwan’s involvement in international organizations.

     

    Furthermore, in a joint statement issued following a meeting in March, the G7 foreign ministers reaffirmed support for Taiwan’s meaningful participation in international organizations. On May 15, the European Union expressed a similar stance and recognized the extraordinary contributions Taiwan can make through its digital healthcare capabilities. In February, the European Parliament overwhelmingly adopted a resolution on the implementation of the EU Common Foreign and Security Policy, which backed Taiwan’s meaningful participation in relevant world bodies. 

    High-ranking European officials who publicly spoke up for Taiwan included Italian Deputy Prime Minister and Minister of Foreign Affairs Antonio Tajani, Irish Deputy Prime Minister and Minister for Foreign Affairs and Trade Simon Harris, Australian Minister for Foreign Affairs Penny Wong, Swedish Minister for Foreign Affairs Maria Malmer Stenergard, and Swedish Minister for Social Affairs and Public Health Jakob Forssmed. A total of 534 members of the European Parliament and 29 national parliaments across Europe cosigned a letter of the Formosa Club reaffirming support for Taiwan. The World Medical Association and other professional groups endorsed Taiwan’s participation in WHO and the WHA as they had done in the past.

     

    MOFA thanks the representative offices in Taiwan of the United Kingdom, France, Australia, Canada, the Czech Republic, Germany, Japan, and Lithuania for issuing a joint statement for the fifth year prior to the WHA affirming the immense benefits that Taiwan could bring to WHA discussions. The statement also emphasized that there was no legitimate reason for Taiwan’s exclusion from the WHA and that Taiwan’s absence would undermine the spirit of inclusive global public health cooperation and safety that WHO’s founding documents called for.

     

    MOFA points out that these positive developments fully demonstrate that China’s unreasonable obstruction of Taiwan’s participation in WHO has gained little traction or support among nations worldwide. MOFA reiterates that UNGA Resolution 2758 and WHA Resolution 25.1 make no mention of Taiwan, have nothing to do with Taiwan, and therefore cannot be cited as a legal basis for precluding Taiwan from participating in WHO or other international organizations or multilateral mechanisms or fora. MOFA asks that the WHO Secretariat listen closely to member countries, stop further condoning political manipulation by China, and instead work to realize WHO’s goals of “Leaving No One Behind” and “One World for Health” so as to fulfill its responsibility to maintain and improve the health and well-being of all people. MOFA also asks that Taiwan be allowed full and unobstructed participation in all WHO meetings, mechanisms, and activities, including the WHA. (E)

  • MIL-OSI China: Foreign Minister Lin hosts welcome luncheon to mark state visit by Palauan President Whipps

    Minister of Foreign Affairs Lin Chia-lung hosted a luncheon on May 20 to mark a state visit by President Surangel Whipps, Jr. of the Republic of Palau. During the luncheon, Minister Lin conveyed a warm welcome on behalf of the government of Taiwan and thanked Palau for its staunch support for Taiwan’s international participation. He said he expected Taiwan and Palau to continue their close cooperation and together promote sustainable development across a range of areas in both nations.

     

    In his remarks, Minister Lin explained that since taking office, he had launched a strategy of integrated diplomacy to serve as Taiwan’s primary focus for foreign affairs, adding that its three pillars of values-based diplomacy, alliance diplomacy, and economic and trade diplomacy were advancing the promotion of the Diplomatic Allies Prosperity Project in Palau. He also noted that, in addition to personally leading an industrial delegation to Palau in January, several business delegations had visited Palau on information-gathering missions, and that in March President Whipps had appointed Taiwanese business leader Stan Shih to serve as a senior economic advisor to Palau. Minister Lin said that these activities had laid a successful foundation for using public-private partnerships as a cooperative model through which to promote the Diplomatic Allies Prosperity Project.

     

    In his remarks, President Whipps thanked the government of Taiwan and Minister Lin for their gracious reception. Observing that he had already made several trips to Taiwan, President Whipps said that visiting once again felt just like experiencing the warmth of home. Likening the 26-year ties between Taiwan and Palau to a marriage, he said that the nations’ sincere friendship was based on such shared values as freedom and democracy, a common Austronesian culture, and mutual support and prosperity.

     

    President Whipps also reiterated his heartfelt gratitude for Taiwan’s assistance toward national development in Palau, adding that Taiwan’s status as one of the world’s leading producers of semiconductors and other technologies was a reflection of its successful education system and outstanding industrial development. Remarking that President Lai Ching-te’s visit to Palau in December 2024 had established a robust foundation for a new era of Taiwan-Palau collaboration, he said he hoped the two nations would continue to use public-private partnerships to engage in close cooperation on sustainable tourism, green energy, smart medicine and healthcare, education and training, and food security, together creating a vision of economic prosperity for both countries.

     

    Among others attendees at today’s luncheon were Cheng Shih-chung, Director-General of the Ministry of Education’s Sports Administration; Professor Wang Ying-chou, Vice President for Academic Affairs at Fu Jen Catholic University; Liao Song-yie, Chairman of COTA Commercial Bank; and Liu Qing-ling, Chairperson of Chuan Cheng Hat Co., Ltd. Amid a warm and cordial environment, guests and the members of the Palauan delegation engaged in in-depth exchanges regarding various aspects of Taiwan-Palau cooperation. (E)

  • MIL-OSI United Kingdom: Council set to appoint development partner for Spode

    The ambitious redevelopment of a former Stoke-on-Trent pottery works looks set to take a huge leap forward.

    Stoke-on-Trent City Council’s Cabinet is being asked to appoint Capital & Centric – the group behind the landmark renovation of Goods Yard – as development partner for the site, marking a huge milestone in its regeneration.

    The move would see the company allocated up to £6.5 million of Levelling Up money to deliver the work as part of the wider masterplan for the site.

    Proposals, which will be subject to planning and other permissions, include preparation of the site, landscaping, demolition of some buildings with no heritage value as well as the development of new high-quality residential buildings to create a thriving neighbourhood across the historic site that is full integrated with Stoke town centre.

    The deal would also allow Capital & Centric to bid to the Heritage Lottery Fund for funding which would enable it to bring the China Halls back into operational use.

    The proposed partnership does not include the whole site which will continue to host a diverse range of tenants such as Dog & Bone Ltd, ACAVA, BCB and Claybody Theatre.

    Councillor Finlay Gordon-McCusker, cabinet member for transport, regeneration and infrastructure at Stoke-on-Trent City Council, said: “What makes Spode special isn’t just the heritage, it’s the people and organisations that bring it to life.

    “It’s a melting pot of what makes our city so great: creativity, community, and a belief in what Stoke-on-Trent can be.

    “This project will protect that spirit while unlocking new opportunities—good jobs, economic growth, and more investment.

    “We’re proud to work with Capital & Centric again. Their track record at Goods Yard shows they can deliver, and together we’ll make sure Spode continues to be a success story, not just for the creative industry in the city, but for heritage regeneration too.”

    The Spode site was acquired by Stoke-on-Trent City Council in 2010, two years after the factory closed and went into administration.

    In 2022, the council secured £10 million of Levelling Up Funding to invest in the site and bring it back into use.

    Since August 2024, work has progressed on the delivery of a new masterplan for Spode. Asbestos removal work has been carried out across many of the heritage buildings, lease terms are being agreed for building 4 and the planned refurbishments of units 1F and 1G are ongoing to provide more space for the on-site Spode Museum.

    The final decision on a development partner for the site will be made at a Cabinet meeting on Tuesday 27 May.
