WASHINGTON—This week, U.S. Senators Dan Sullivan (R-Alaska), incoming chairman of the Congressional-Executive Commission on China (CECC), Jeff Merkley (D-Ore.), co-chair of the CECC, and John Curtis (R-Utah) introduced the Hong Kong Judicial Sanctions Act, which would hold officials of Hong Kong’s judiciary accountable for human rights violations and support Hong Kongers facing persecution from the Chinese Communist Party (CCP) and its accomplices in Hong Kong.
Additionally, the senators this week introduced a resolution condemning the Chinese government for engaging in repression, coercion and intimidation beyond its own borders, targeting citizens of other nations, including in the United States.
The Hong Kong Judicial Sanctions Act requires the President to determine whether certain Hong Kong officials violated human rights and whether sanctions should be imposed in accordance with the Global Magnitsky Human Rights Accountability Act, the Hong Kong Human Rights and Democracy Act of 2019, or the Hong Kong Autonomy Act.
“The Chinese Communist Party’s aggressive repression of dissent and appalling human rights record extend far beyond China’s borders,” said Sen. Sullivan. “Even American citizens and others lawfully living in our country have found themselves victims of the CCP regime’s intimidation and coercion tactics. In Hong Kong, the CCP has completely corrupted the local judiciary and is turning it into a tool of intimidation and injustice, contrary to the promises made to the world, including in the Sino-British Joint Declaration. America must stand firmly against the CCP’s flagrant violation of the civil rights of the Chinese people and citizens of nations across the globe. Senator Merkley, Senator Curtis and I are introducing legislation to hold Hong Kong judiciary officials accountable for their actions, and a resolution condemning the Xi dictatorship’s outrageous attempts to threaten and intimidate citizens and others within our own country.”
“As Chinese officials continue to undermine the autonomy and freedoms of its peoples, the United States must continue to hold these officials accountable,” said Senator Merkley. “Republicans and Democrats are united in sending a clear message that we will not tolerate this brutal oppression, both within China and outside its borders. Our bipartisan resolution denounces these intimidation tactics, and our bill also imposes sanctions against Chinese and Hong Kong officials for disregarding their treaty obligations and commitments to the people of Hong Kong.”

Almaty, May 16 /Xinhua/ — The 56th meeting of the Council of Heads of Security Agencies and Special Services of the CIS member states was held in Dushanbe, the Khovar news agency reported on Friday.
Participants focused on improving the interaction of special services in the fight against terrorism, religious extremism and cybercrime.
It is planned to develop additional measures to identify sleeper cells of terrorist and extremist organizations in the territory of the CIS member states and to approve a draft analytical document reflecting a comprehensive assessment and forecast of the development of security threats in the territory of the CIS member states.

MINSK, May 16 /Xinhua/ — The upcoming joint Belarusian-Russian military exercises “Zapad-2025” are defensive in nature. This was stated on Friday by Belarusian President Alexander Lukashenko at a meeting with Russian Defense Minister Andrei Belousov in Minsk. The corresponding information was published by the press service of the Belarusian head of state.
“I want to say that we are ready for the exercises. We are not hiding anything from anyone. We are truly demonstrating openness, that these exercises are ours and are defensive in nature. And we are not going to attack anyone, as some people think. We have made a decision at the presidential level to conduct the exercises,” A. Lukashenko noted.
During the meeting, the President of Belarus also thanked Russia for training the Belarusian military on par with the Russians. “This is very important, we value it very much. “Democrats and Republicans have long agreed that American companies must remain the undisputed leader in AI, a rapidly developing technology critical to the future of everything from our national security to manufacturing, finance to health care. We have worked hard to ensure the most powerful AI systems are built here, and we have fought to restrict the most sophisticated chips from reaching China – or those who would grant remote access to China – given Beijing’s use of AI to strengthen its military, crack down on domestic dissent, and compete with the U.S.
“President Trump announced deals to export very large volumes of advanced AI chips to the UAE and Saudi Arabia without credible security assurances to prevent U.S. adversaries from accessing those chips. These deals pose a significant threat to U.S. national security and fundamentally undermine bipartisan efforts to ensure the United States remains the global leader in AI. Rather than putting America first, this deal puts the Gulf first.
“The volume of AI chips Trump is offering for export would deprive American AI developers of highly sought-after chips needed here and slow the U.S. AI buildout. Under this deal, data centers and AI systems that would otherwise be built in America will be built in the Middle East – at the exact time that President Trump says he wants to bring jobs and key industries back home. This deal would incentivize U.S. firms to build the factories of the future overseas, creating significant vulnerabilities in our AI supply chain. If our leading AI firms offshore their frontier computing infrastructure to the Middle East, we could become as reliant on the Middle East for AI as we are on Taiwan for advanced semiconductors – and as we used to be on the Middle East for oil. We should not foster new dependencies on foreign countries for this premier technology.
“Additionally, these deals will provide our highest end chips to G42, a company with a well-documented history of cooperation with the People’s Republic of China. We applaud the administration’s efforts to limit exports of advanced AI chips to China, including recent actions to further restrict exports of Nvidia chips. However, these efforts will be for nothing if G42 or other companies with ties to China are given large quantities of our most advanced chips.
“Proponents of the deal argue that China will fill the gap if we do not sell substantial quantities of advanced chips to these countries. This is false. China cannot and will not because China makes fewer chips as a nation than these deals offer, and each is inferior to their U.S.-designed equivalent. This is thanks to the bipartisan efforts under both the Trump and Biden administrations to cut off China’s access to advanced chip manufacturing equipment. These efforts have worked, and we should double down on this success rather than squander the leverage we have won.
“If this deal succeeds, the offshoring of frontier American AI will be recorded as an historic American blunder. People around the world deserve to enjoy the benefits we will reap from AI. However, AI chips must only be exported to trusted companies, in reasonable numbers, and in concert with credible security standards and assurances. We welcome the opportunity to work with the administration to meet these objectives and urge our colleagues in Congress to do the same.”

Union Minister for Environment, Forest and Climate Change, Bhupender Yadav, on Friday put forth a five-point global action plan to protect fragile mountain ecosystems, while representing India at the inaugural Sagarmatha Sambaad in Kathmandu, Nepal. The high-level global dialogue, themed “Climate Change, Mountains, and the Future of Humanity”, brought together ministers, climate leaders, and policymakers from across the world.
Speaking at the summit, Yadav reaffirmed India’s commitment to global climate action and emphasized the need for collaborative efforts to safeguard the Himalayas and other mountain regions. “It is a profound honour to represent India at this historic gathering. The name Sagarmatha, meaning ‘Head of the Sky,’ aptly captures the majesty and responsibility we share in protecting our mountain ecosystems,” he said.
The Minister acknowledged Nepal’s initiative in hosting the event and highlighted the deep ecological and cultural ties India shares with its Himalayan neighbours. He pointed out that despite South Asia comprising nearly 25% of the global population, it accounts for just 4% of historical global CO₂ emissions. However, he stressed that developing countries continue to bear the brunt of the climate crisis while developed nations fall short on their climate finance and technology transfer commitments.
Underscoring the ecological richness of high-altitude regions, Yadav called for enhanced transboundary conservation and urged Himalayan nations to collaborate under the International Big Cats Alliance. This alliance, he said, can help conserve iconic species like snow leopards, tigers, and leopards by fostering shared expertise, funding, and knowledge sharing.
Referring to India’s efforts under Project Snow Leopard, Yadav cited Prime Minister Narendra Modi’s address at the 13th COP of the Convention on Migratory Species in 2020, where the significance of preserving snow leopard habitats was emphasized. He shared findings from India’s first Snow Leopard Population Assessment, conducted between 2019 and 2023, which recorded 718 snow leopards—representing 10–15% of the global population.
During his address, the Union Minister outlined a five-point call for global action:

BEIJING, May 16 (Xinhua) — It is more necessary than ever for all countries to meet challenges through openness and resolve differences through cooperation to overcome global economic risks, and an open China is always an opportunity for the world, Chinese Foreign Ministry spokesperson Lin Jian said Friday.

BEIJING, May 16 (Xinhua) — China calls on the United States to immediately stop its protectionist and unilateral actions and stop its unbridled crackdown on Chinese technology companies and the artificial intelligence (AI) industry, Foreign Ministry spokesman Lin Jian said on Friday.
The US Commerce Department’s Bureau of Industry and Security recently announced that the use of Huawei’s Ascend chips is considered a violation of US export control regulations, and warned of potential consequences for allowing US AI chips to be used to train Chinese AI models.
In response to a question at a daily press conference, Lin Jian said that the US side has taken the concept of national security too broadly, abused export controls and “long-arm jurisdiction” to maliciously block and unreasonably exert pressure on China’s chip and AI industry. Such actions seriously violate market rules, undermine the stability of global production and supply chains, and seriously infringe on the legitimate rights and interests of Chinese companies.
“China is firmly against this and will never take such actions,” he stressed.
Lin Jian added that China will take resolute measures to protect its right to development and the legitimate rights and interests of domestic enterprises. -0-

Lingjiatan Site Museum in China’s Anhui opens for trial operation

In Oklahoma, Emirates Global Aluminum will invest to develop a $4 billion primary aluminum smelter project, one of the first new aluminum smelters in America in 45 years, that will create a thousand jobs in America, strengthen critical mineral supply chains, and double current U.S. production capacity.
In line with President Trump’s executive order to unleash American energy leadership worldwide, ExxonMobil, Occidental Petroleum, and EOG Resources are partnering with the Abu Dhabi National Oil Company (ADNOC) for expanded oil and natural gas production valued at $60 billion that will help lower energy costs and create hundreds of skilled jobs in both countries.
RTX is partnering with Emirates Global Aluminum and the UAE’s Tawazun Council on a pioneering Gallium project that will help secure and stabilize the United States’ critical mineral supply chain. BEIJING, May 16 (Xinhua) — China’s digital industry posted revenue of 8.5 trillion yuan (about 1.18 trillion U.S. dollars) in the first quarter of this year, up 9.4 percent from a year earlier.
The growth rate of the indicator is 4.4 percentage points higher than for the same period last year, according to data released on Friday by the Ministry of Industry and Information Technology of the People’s Republic of China.
In particular, revenue from digital technologies in the manufacturing industry grew by 10.4 percent, and in the services sector by 8.2 percent.
By the end of March, the number of 5G base stations in China exceeded 4.39 million units, and the country’s 5G subscriber penetration rate reached 75.9 percent, the ministry said in April.
Key sectors of the digital economy are stable. Revenue in the software industry increased by 10.6 percent year-on-year to 3.1 trillion yuan.
China has set a goal of using digital technology to transform and upgrade its traditional industries and is now accelerating the implementation of its “AI Plus” action plan. -0-

BEIJING, May 16 — China has introduced an array of new measures to strengthen legal services and protections for senior citizens, according to a guideline jointly released by seven government bodies, including the Ministry of Civil Affairs and the Supreme People’s Court.
As China’s population ages, with over 310 million people aged 60 and above, the move aims to address disputes and risks affecting the elderly while promoting an elderly-friendly social environment.
One of the key elements of the document is the enhancement of litigation services for seniors. Courts are encouraged to improve barrier-free facilities and offer tailored services such as online litigation service, and home-based case filing.
The guideline also calls for harsher penalties for crimes targeting the elderly, including fraud, theft and extortion, as well as infringement on the property rights of the elderly under the disguise of elderly care. It also places emphasis on early risk prevention in areas like inheritance disputes, elder care consumption, financial management, and health-related products.
To better protect vulnerable groups, the guideline proposes eliminating income-based restrictions for elderly individuals seeking legal aid in cases of abuse, neglect, or domestic violence.
Furthermore, it extends the umbrella of legal aid to cover eligible elderly individuals, such as those who are of advanced age, living in solitude, incapacitated, and intellectually disabled.

Reports that prominent American national security officials used a freely available encrypted messaging app, coupled with the rise of authoritarian policies around the world, have led to a surge in interest in encrypted apps like Signal and WhatsApp. These apps prevent anyone, including the government and the app companies themselves, from reading messages they intercept.
The spotlight on encrypted apps is also a reminder of the complex debate pitting government interests against individual liberties. Governments desire to monitor everyday communications for law enforcement, national security and sometimes darker purposes. On the other hand, citizens and businesses claim the right to enjoy private digital discussions in today’s online world.
The positions governments take often are framed as a “war on encryption” by technology policy experts and civil liberties advocates. As a cybersecurity researcher, I’ve followed the debate for nearly 30 years and remain convinced that this is not a fight that governments can easily win.
Understanding the ‘golden key’
Traditionally, strong encryption capabilities were considered military technologies crucial to national security and not available to the public. However, in 1991, computer scientist Phil Zimmermann released a new type of encryption software called Pretty Good Privacy (PGP). It was free, open-source software available on the internet that anyone could download. PGP allowed people to exchange email and files securely, accessible only to those with the shared decryption key, in ways similar to highly secured government systems.
Following an investigation into Zimmermann, the U.S. government came to realize that technology develops faster than law and began to explore remedies. It also began to understand that once something is placed on the internet, neither laws nor policy can control its global availability.
Fearing that terrorists or criminals might use such technology to plan attacks, arrange financing or recruit members, the Clinton administration advocated a system called the Clipper Chip, based on a concept of key escrow. The idea was to give a trusted third party access to the encryption system and the government could use that access when it demonstrated a law enforcement or national security need.

Clipper was based on the idea of a “golden key,” namely, a way for those with good intentions – intelligence services, police – to access encrypted data, while keeping people with bad intentions – criminals, terrorists – out.
Clipper Chip devices never gained traction outside the U.S. government, in part because its encryption algorithm was classified and couldn’t be publicly peer-reviewed. However, in the years since, governments around the world have continued to embrace the golden key concept as they grapple with the constant stream of technology developments reshaping how people access and share information.
Following Edward Snowden’s disclosures about global surveillance of digital communications in 2013, Google and Apple took steps to make it virtually impossible for anyone but an authorized user to access data on a smartphone. Even a court order was ineffective, much to the chagrin of law enforcement. In Apple’s case, the company’s approach to privacy and security was tested in 2016 when the company refused to build a mechanism to help the FBI break into an encrypted iPhone owned by a suspect in the San Bernardino terrorist attack.
At its core, encryption is, fundamentally, very complicated math. And while the golden key concept continues to hold allure for governments, it is mathematically difficult to achieve with an acceptable degree of trust. And even if it was viable, implementing it in practice makes the internet less safe. Security experts agree that any backdoor access, even if hidden or controlled by a trusted entity, is vulnerable to hacking.
For example, rather than embrace a technical golden key, a recent proposal in France would have provided the government the ability to add a hidden “ghost” participant to any encrypted chat for surveillance purposes. However, legislators removed this from the final proposal after civil liberties and cybersecurity experts warned that such an approach would undermine basic cybersecurity practices and trust in secure systems.
In 2025, the U.K. government secretly ordered Apple to add a backdoor to its encryption services worldwide. Rather than comply, Apple removed the ability for its iPhone and iCloud customers in the U.K. to use its Advanced Data Protection encryption features. In this case, Apple chose to defend its users’ security in the face of government mandates, which ironically now means that users in the U.K. may be less secure.

In the United States, provisions removed from the 2020 EARN IT bill would have forced companies to scan online messages and photos to guard against child exploitation by creating a golden-key-type hidden backdoor. Opponents viewed this as a stealth way of bypassing end-to-end encryption. The bill did not advance to a full vote when it was last reintroduced in the 2023-2024 legislative session.
Opposing scanning for child sexual abuse material is a controversial concern when encryption is involved: Although Apple received significant public backlash over its plans to scan user devices for such material in ways that users claimed violated Apple’s privacy stance, victims of child abuse have sued the company for not better protecting children.
Even privacy-centric Switzerland and the European Union are exploring ways of dealing with digital surveillance and privacy in an encrypted world.
The laws of math and physics, not politics
Governments usually claim that weakening encryption is necessary to fight crime and protect the nation – and there is a valid concern there. However, when that argument fails to win the day, they often turn to claiming to need backdoors to protect children from exploitation.
From a cybersecurity perspective, it is nearly impossible to create a backdoor to a communications product that is only accessible for certain purposes or under certain conditions. If a passageway exists, it’s only a matter of time before it is exploited for nefarious purposes. In other words, creating what is essentially a software vulnerability to help the good guys will inevitably end up helping the bad guys, too.
Often overlooked in this debate is that if encryption is weakened to improve surveillance for governmental purposes, it will drive criminals and terrorists further underground. Using different or homegrown technologies, they will still be able to exchange information in ways that governments can’t readily access. But everyone else’s digital security will be needlessly diminished.
Encryption obeys the laws of math and physics, not politics. Once invented, it can’t be un-invented, even if it frustrates governments. Along those lines, if governments are struggling with strong encryption now, how will they contend with a world when everyone is using significantly more complex techniques like quantum cryptography?
Governments remain in an unenviable position regarding strong encryption. Ironically, one of the countermeasures the government recommended in response to China’s hacking of global telephone systems in the Salt Typhoon attacks was to use strong encryption in messaging apps such as Signal or iMessage.
Reconciling that with their ongoing quest to weaken or restrict strong encryption for their own surveillance interests will be a difficult challenge to overcome.

It is more imperative than ever that all countries maintain openness and cooperation to address global economic risks, and an open China will always be an opportunity for the world, a Chinese foreign ministry spokesperson said on Friday.
Spokesperson Lin Jian made the remarks at a regular news briefing in response to the World Economic Situation and Prospects as of mid-2025, a U.N. report released on Thursday.
The report said that heightened trade tensions, along with policy uncertainty, have significantly weakened the global economic outlook for 2025, and global economic growth and global trade growth are projected to slow to 2.4 percent and 1.6 percent respectively this year.
Lin said all countries should safeguard the multilateral trading system and international economic and trade rules, and maintain an open and cooperative international environment to achieve sustained development and common prosperity.
China has always adhered to high-level opening-up, and maintained transparent, stable and predictable policy environment, Lin said, noting that the country is committed to providing a first-class business environment that is market-oriented, law-based and internationalized for international enterprises.
“We are committed to sharing our own super-large market with the world and promoting a universally beneficial and inclusive economic globalization,” he said.
BISHKEK – The United Nations World Food Programme (WFP) and the Government of the People’s Republic of China, through the China International Development Cooperation Agency (CIDCA), will provide nutritious school meals to more than 100,000 children in the Kyrgyz Republic. This marks CIDCA’s first multilateral initiative in the country and in Central Asia through its Global Development and South-South Cooperation Fund.
To launch this initiative, a handover ceremony was held yesterday at the #86 School in Osh province in the south of the country, with the Ambassador of China in the Kyrgyz Republic, H.E. Liu Jiangping, the Deputy Plenipotentiary Representative of the President of the Kyrgyz Republic in Osh region, Ilyas Tashbaev and the WFP Representative and Country Director in the Kyrgyz Republic, Kojiro Nakai.
“As a strategic partner of the Kyrgyz Republic, China has been supporting the country through bilateral channels, improving infrastructure and other sectors,” said H.E. Liu Jiangping, Ambassador of the People’s Republic of China to the Kyrgyz Republic. “The support from CIDCA aims to enhance the National School Meals Programme via multilateral channels, which will complement China’s existing large-scale assistance and set a good example for South-South cooperation initiative.”
In 2025, 1,700 metric tons of fortified wheat flour, vegetable oil, rice and lentils will be delivered to 300 schools across Osh, Jalal-Abad and Batken provinces. WFP and the Ministry of Education and Science selected these schools based on poverty levels and nutritional needs.
“WFP is grateful for this new contribution from the Government of China. This support will help address the serious micronutrient deficiencies affecting primary school children in three provinces. WFP remains committed to strengthening the school meals programme and contributing to the growth of a healthy and successful young generation,” said Kojiro Nakai, WFP Representative and Country Director.
Under the leadership of the Ministry of Education and Science and supported by WFP, the National School Meals Programme has already introduced nutritious meals in 920 schools across the country, with support from various donors. Each year, WFP not only supplies food but also upgrades school kitchen infrastructure, provides catering equipment and trains cooks to ensure the safe and nutritious preparation of meals.

Khartoum (Agenzia Fides) – The “drone war” is intensifying in Sudan. The use of armed drones and “suicide drones” (similar to cruise missiles, but cheaper) is primarily the prerogative of the Rapid Support Forces (RSF) militias, which do not have an air force.Even the Sudanese Armed Forces (SAF), although they have combat aircraft, are making extensive use of drones to bomb areas under RSF control.The latter have expanded the area of action of their devices, targeting Sudan’s administrative capital, controlled by the SAF, as well as the country’s most important seaport, Port Sudan (see Fides, 6/5/2025).Previously, attacks carried out by RSF drones were limited to the White Nile, Nile River, and Northern State regions, as well as Omdurman and El Fasher. Among the targets hit were power plants and fuel depots. The expansion of the areas hit by RSF drones raises the question of whether they are launched from within Sudan or from neighboring countries. This is a legitimate suspicion, especially regarding Port Sudan, which is located several hundred kilometers from known RSF positions. Some radar interference on merchant ships operating in the Red Sea suggests that the drones are launched from bases outside Sudan, perhaps from Puntland, where the United Arab Emirates – accused by the Khartoum government of supporting the RSF (see Fides, 11/4/2025) – has a major base in Bosaso (see Fides, 6/5/2025). According to this hypothesis, those who launch them disrupt the radars of ships navigating in the area to hide their launch site. Remnants of the artillery used by the RSF suggest that it is Chinese-made material supplied to Sudanese paramilitaries by the United Arab Emirates.The Khartoum government has called on Beijing to urgently intervene to prevent the RSF from acquiring Chinese-made drones and strategic aircraft. Minister of Culture and Information and government spokesperson Khaled Al-Aiser stated in a Facebook post on May 15, 2025, that China is a friendly country with historical ties and strategic interests with Sudan. He therefore called on Beijing to intervene with the Abu Dhabi regime to end violations of arms purchase contracts and end-use certificates, under which the RSF has been able to obtain advanced drones.The SAF, in turn, is suspected of using Turkish-made drones to support its offensives against the paramilitaries. There are even unconfirmed reports that, in the RSF drone attacks on Port Sudan, some Turkish experts were injured and later repatriated by air ambulance. Thus, the internal Sudanese conflict risks escalating into a “proxy war” between external powers – particularly Turkey and the Emirates – which would further aggravate the conflict. Secretary for Education Choi Yuk-lin visited Seoul National University (SNU) on the last day of her Korea trip today.
She exchanged views with the university’s president Ryu Hong Lim on deepening higher education collaboration between Korea and Hong Kong, and promoted the “Study in Hong Kong” brand.
Ms Choi said Hong Kong boasts a highly internationalised and diverse post-secondary education sector, adding that a number of measures have been put in place by the Government to enhance the city’s status as an international education hub.
Apart from striving to host international education conferences and exhibitions, the Government also encourages local post-secondary institutions to enhance collaboration and exchanges with their counterparts around the world in promoting the “Study in Hong Kong” brand on a global scale. It also attracts more overseas students to study in Hong Kong through the provision of scholarships.
In addition, the Government is developing the Northern Metropolis University Town to encourage local post-secondary institutions to introduce more branded programmes, research collaborations and exchange projects with renowned Mainland and overseas institutions in a flexible and innovative manner.
At the meeting, Ms Choi introduced to the SNU the various large-scale education mega events to be held in Hong Kong, such as the Learning & Teaching Expo to be held during Digital Education Week in July this year, as well as the Asia-Pacific Association for International Education Conference & Exhibition to be held in February 2026.
The education chief welcomed representatives from universities in Korea to come to Hong Kong to take part in the events and forge collaborations and exchanges with institutions worldwide.
Ms Choi also welcomed students from Korea and other places to study in Hong Kong or participate in short-term student exchange programmes, and said that she looked forward to further strengthening education ties between Korea and Hong Kong.
Ms Choi also met Hong Kong students studying at SNU to learn about their school life and encouraged them to return to Hong Kong to develop their careers after completing their studies.
Today and yesterday, Ms Choi paid courtesy calls on the Chinese Ambassador to Korea Dai Bing and the Consul General of China in Jeju Chen Jianjun, respectively to introduce Hong Kong’s latest education policy.
Yesterday, she also joined a side event of the Asia-Pacific Economic Cooperation Education Ministerial Meeting to visit an elementary school in Jeju to learn about its experiences in promoting artificial intelligence and digital innovation education.

Since President Donald Trump excitedly announced that he would be accepting a US$400 million plane from the Qatari government to serve as the next Air Force One, even members of his own party have expressed alarm.
There’s the price tag of refurbishing the plane with top-secret systems – upward of $1 billion, according to some estimates. Then there are the conflicts of interest from accepting such a large present from a foreign nation – what some say would be the most valuable gift ever given to the U.S.
But it would also mark a striking departure from tradition.
While they’re often variants of commercial planes, presidential planes have almost always been U.S. military aircraft, flown and maintained by the Air Force.
The first White Houses in the sky
I’m an aviation historian who once worked in the United States Air Force’s history program for three years, so I’m well-acquainted with the history of presidential aircraft.

The security measures needed to safely transport the president – especially during wartime – spurred the creation of the first custom-built aircraft for presidential use, a heavily modified VC-54 Skymaster. Though officially named “The Flying White House,” the new presidential aircraft became better known by its nickname, the “Sacred Cow.”

During Dwight D. Eisenhower’s two terms, the president flew on two different planes operated by the Air Force: the Columbine II, which was a customized, military version of Lockheed’s commercial airliner the Constellation, and the Columbine III, which was a Super Constellation.
Embracing the jet age
In the 1960s, the use of jet engine technology in U.S. commercial aircraft revolutionized air travel, allowing planes to fly higher, farther and faster. Jet travel became associated with the glamorous and the elegant lifestyles of the “jet set” crowd.
So it’s fitting that President John F. Kennedy – who was sometimes called the “the first celebrity president” – was the first White House occupant to fly in a jet, the Boeing 707.
It would go on to serve eight presidents before leaving the presidential fleet in 1990, when Boeing delivered the first of two modified Boeing 747s.
These are the aircraft that continue to serve as the president’s primary plane. Boeing signed a contract to provide two new aircraft in 2017, during Trump’s last term. In 2020, the company decided to refurbish two existing aircraft that were originally built for another customer.
The refurbishment has been more cumbersome and expensive than building a new aircraft from scratch. But it’s the only option because Boeing closed its 747 assembly line in late 2022.
A nickname sticks
On a trip to Florida, the crew of Columbine II first used “Air Force One” as the plane’s call sign to clearly distinguish the plane from other air traffic.
While the public has associated the name Air Force One with the modified Boeing 707s and 747s and their distinctive colors, any plane with the president aboard will carry that call sign.
They include several smaller aircraft, also operated by the Air Force, such as the North American T-39 Sabreliner used to transport Lyndon B. Johnson to his ranch in Texas and the Lockheed VC-140B JetStars, the fleet of backup planes used by several presidents, which Johnson jokingly called “Air Force One Half.”
A cultural and political symbol
Air Force One has long served as a symbol of the power and prestige of the presidency.
It became an indelible part of U.S. history in November 1963, when Johnson took his oath of office from Air Force One’s cabin while Kennedy’s body lay in rest in the back of the aircraft.
Air Force One carried President Richard M. Nixon to China and the Soviet Union for historic diplomatic missions. But it also famously flew him from Andrews Air Force Base in Maryland to his home state, California, after he resigned from office. On that day, the plane took off as Air Force One. But it landed as SAM 27000, the plane’s call sign used when the president wasn’t on board.
And Trump’s complaint that Arab leaders have bigger and more impressive airplanes than the current Air Force One is reminiscent of Nixon’s own concerns of being outclassed on the world stage.

When president, Nixon strongly advocated for American supersonic transport – a 270-passenger plane designed to be faster than the speed of sound – that he hoped could be modified to serve as a new Air Force One. He feared the failure to develop an SST would relegate the U.S. to second-tier status, as other world leaders – particularly those from England, France and the USSR – traversed the globe in sleeker, better performing aircraft.
Trump’s concerns about Air Force One seem less focused on safety and security and more on size and opulence. His longing for a “palace in the sky” is befitting for a president drawn to soaring skyscrapers, lavish parades and gold ornamentation.

BEIJING, May 16 (Xinhua) — The China-SCO E-Commerce Business Meeting was held in Qingdao, east China’s Shandong Province, on Thursday, the Gongren Ribao (Workers’ Daily) newspaper reported.
The event, held at the China-SCO Regional Economic and Trade Cooperation Demonstration Zone, attracted representatives from 40 e-commerce enterprises from Iran, Kazakhstan, Afghanistan and Belarus. Domestic e-commerce giants JD, Alibaba and 120 other companies also took part. The participants discussed issues related to agricultural products, manufacturing industry and digital platforms.
E-commerce is considered one of the most promising areas of trade and economic cooperation between the SCO states. The purpose of the business meeting is to promote the establishment of multi-level, large-scale and institutionalized cooperation relations between enterprises of China and other countries of the said organization in the field of cross-border e-commerce.

BEIJING, May 16 (Xinhua) — Chinese Vice President Han Zheng expressed hope on Friday that the U.S. business community will play a greater role in promoting bilateral ties and the common interests of the two countries.
Han Zheng made the announcement during a meeting in Beijing with Richard Wagoner, chairman of the board of the American company Invesco, noting that China and the United States have a wide range of common interests and ample space for cooperation.
He drew attention to the significant results of the recent negotiations on trade and economic issues between the two countries, calling for the proper settlement of differences and frictions in trade and economic cooperation through equal dialogue.
China will actively draw useful lessons from the development experience of the international capital market, accelerating capital market reform that suits the country’s actual conditions, he said.
As a long-standing participant in China’s capital market, Invesco can continue to strengthen cooperation with China, Han Zheng added.

ISTANBUL, May 16 (Xinhua) — Delegations from the United States, Ukraine and Turkey held their first trilateral meeting at the Dolmabahce Presidential Office here on Friday ahead of the Russia-Ukraine peace talks.
The American delegation included Secretary of State Marco Rubio, Ambassador to Turkey Thomas Barrack and Special Representative for Ukraine Keith Kellogg.
The Ukrainian side was represented by the head of the presidential office Andriy Yermak, Minister of Defense Rustem Umerov and Minister of Foreign Affairs Andriy Sybiha.
The meeting was held behind closed doors. A published photo shows Turkish Foreign Minister Hakan Fidan chairing the meeting, accompanied by the head of the National Intelligence Organization, Ibrahim Kalin.
Following this meeting, negotiations will be held between delegations of the Russian Federation, Ukraine and Turkey. The Russian delegation will be headed by presidential aide Vladimir Medinsky.
Ukrainian and Russian officials will speak directly for the first time since a meeting in Istanbul in March 2022 that ended without a ceasefire agreement. –0–

China’s digital industry generated a revenue of 8.5 trillion yuan (about 1.18 trillion U.S. dollars) in the first quarter, up 9.4 percent from the same period last year.
The growth rate is 4.4 percentage points higher than the same period last year, data from the Ministry of Industry and Information Technology showed Friday.
In breakdown, the revenue in manufacturing rose 10.4 percent, while digital revenue in service climbed 8.2 percent.
The number of 5G base stations in China topped 4.39 million by the end of March, with the user penetration rate reaching 75.9 percent, the ministry said in April.
Key sectors in the digital economy have been steady. The software industry generated revenues of 3.1 trillion yuan, marking a year-on-year increase of 10.6 percent.
China has been committed to developing digital technology to transform and upgrade its traditional industries.
According to this year’s government work report, the country will “accelerate the digitalization of manufacturing, foster a number of service providers with both industry expertise and digital know-how, and bolster support for the digital transformation of small and medium-sized enterprises.”
China is also advancing an “AI Plus” initiative, which calls for collective efforts to effectively combine digital technologies with the country’s manufacturing and market strengths.

China urges the United States to immediately correct its protectionist and unilateral bullying actions, and cease its unscrupulous suppression of Chinese technology firms and AI industry, a Chinese foreign ministry spokesperson said on Friday.
According to reports, the Bureau of Industry and Security of the U.S. Department of Commerce recently issued an announcement regarding the use of Huawei’s Ascend chips as a violation of U.S. export controls, and warned the public of the potential consequences of allowing the use of U.S. AI chips to train Chinese AI models.
In response, spokesperson Lin Jian told a daily news briefing that the U.S. side overstretched the concept of national security and abused export control and long-arm jurisdiction to maliciously block and suppress China’s chip products and artificial intelligence industries for no reason. Such actions seriously violate market rules, disrupt the stability of the global production and supply chain, and infringe upon the legitimate rights and interests of Chinese enterprises.
“China firmly opposes this and will never accept it,” he noted.
China will take resolute measures to safeguard its own right to development and the legitimate rights and interests of Chinese enterprises, Lin added.
