    During the visit to Hangzhou from May 13 to 15, Mr Yan engaged with several leading enterprises in AI and data science, and cultural and creative industries. Additionally, he met with representatives from the Hangzhou Science and Technology Bureau to explore collaborative opportunities.     Mr Yan started his visit to Shanghai on the afternoon of May 15. He highlighted the city’s role as a key economic hub and leader in life and health technology, driving innovation in pharmaceuticals and healthcare. He emphasised how Hong Kong’s AI and data infrastructure could drive industry growth and foster cross-border collaboration.

  • APEC highlights ‘fundamental challenges’ in global trade as tariffs overshadow meeting

    The Asia-Pacific Economic Cooperation group adopted a statement on Friday that cited “fundamental challenges” facing the global trading system, but stopped short of discussing a joint response to U.S. tariffs looming large over its meeting.

    The annual gathering is the first major multilateral trade gathering since U.S. President Donald Trump’s announcement of sweeping tariffs that hit more than half of the 21 members of the bloc with U.S. import duties in excess of the 10% minimum.

    “We are concerned with the fundamental challenges faced by the global trading system,” APEC members said in the joint statement.

    They also said they remained committed to APEC as the main forum for regional economic cooperation and addressing the economic challenges facing the Asia-Pacific region.

    The statement expressed support for the continued role of the World Trade Organization, while noting its shortcomings.

    “We recognise the importance of the WTO to advance trade issues, and acknowledge the agreed-upon rules in the WTO as an integral part of the global trading system.”

    The statement also said that “the WTO has challenges and needs meaningful, necessary, and comprehensive reform to improve all its functions, through innovative approaches, to be more relevant and responsive in light of today’s realities”.

    The Trump administration views the WTO as a body that has enabled China to gain an unfair export advantage and has recently moved to suspend U.S. funding to the institution.

    Kim Yong Jin, a management professor at Sogang University in Seoul, said the joint statement reflected U.S. claims “they are at a disadvantage under WTO, and that needs to be fixed.”

    APEC warned at the start of the meeting that exports from a region that accounts for around half of world trade would slow sharply this year as a result of the U.S. tariffs.

    Earlier on Friday, some diplomats from member countries had expressed doubts the group would even be able to adopt a joint statement, although they said South Korea Minister for Trade, Cheong In-kyo, had pushed hard for some consensus.

    “There was new momentum created through these meetings to overcome a difficult situation … as APEC urged a trans-regional effort to break through uncertainties engulfing the global economy,” Cheong told a briefing.

    In February, a Group of 20 meeting of finance ministers and central bankers in Cape Town failed to agree a joint communique after top officials from several countries, including the United States, skipped it.

    Cheong said there was no “official” discussion about a joint response to U.S. tariffs, despite pressure from some members for such talks.

    “From our standpoint, it is difficult to jointly respond because each country is in a completely different situation,” he said.

    APEC is a non-binding regional economic forum established in 1989 to facilitate deepening ties in the Asia-Pacific region, with the United States, China, countries in Latin America and Southeast Asia, as well as Hong Kong and Taiwan among its member economies.

    BILATERAL MEETINGS

    For many of the member economies, the attendance of U.S. Trade Representative Jamieson Greer raised the stakes of the conference held on South Korea’s Jeju Island, ahead of a leaders’ summit scheduled later in the year.

    On the first day, many, if not all, of the representatives had or sought a meeting with Greer, according to host country officials.

    Greer met China’s Vice Commerce Minister Li Chenggang on Thursday, less than a week after their first face-to-face talks in Geneva on May 10-11, where they agreed to significantly lower tariffs for 90 days.

    Beijing’s commerce ministry spokesperson, He Yongqian, told a press conference that China was always open to discussing economic and trade relations with the United States through offline communication, but gave no details on the substance of the latest talks.

    According to a statement from the ministry, China’s Li said at the APEC meeting that in recent years individual economies had implemented so-called reciprocal tariffs, which provoked global trade frictions and strong dissatisfaction and opposition from many trading partners.

    Greer also spoke with South Korea’s Industry Minister Ahn Duk-geun, three weeks after Seoul and Washington held their opening round of trade talks, and ministers from Malaysia and Taiwan, yielding optimism that further talks would lead to reduced tariffs.

    Kongratbay Sharipov arrived in China to participate in the First Meeting of Education Ministers “China-Central Asia”, which was held in the city of Urumqi in the Xinjiang Uyghur Autonomous Region /Northwest China/.

    According to K. Sharipov, this event made an exceptionally positive impression on him – both in terms of the level of organization and the substantive content of the meeting. He called the meeting an important platform that contributes to the deepening of strategic partnership and mutually beneficial cooperation between China and the Central Asian countries in the field of education, science and innovation.

    “Uzbekistan is interested in expanding bilateral and multilateral projects with the participation of leading Chinese universities and research institutes, including the creation of joint scientific laboratories, educational programs, student and teacher exchanges, as well as the implementation of digital and engineering initiatives,” he said.

    The Minister noted: “In the field of higher and professional education, we strive to actively borrow Chinese experience in introducing dual education, training personnel for priority industries, as well as integrating science, production and education.”

    “We are particularly interested in Chinese experience in such areas as the development of innovative universities, technology transfer, university science management and commercialization of scientific developments, development of professional colleges and institutes. We are also interested in the development of startup ecosystems, incubators, science and technology parks based on universities, as well as in a deeper integration of the educational process with the needs of the economy,” he said.

    K. Sharipov added that Uzbekistan welcomes the development of joint educational institutions, double degree programs, as well as the study of the Uzbek language and Central Asian regions in China.

    “I am convinced that our efforts aimed at forming sustainable, institutional mechanisms of cooperation will allow us to take the educational and scientific partnership between Uzbekistan and China to a new, strategic level,” K. Shapirov summed up.

    Let us recall that at the said meeting a number of memorandums and agreements were signed between educational institutions of the participating countries, including a memorandum on the joint creation of a research center for the mutual study of the civilizations of China and Uzbekistan. -0-

    UNITED NATIONS, May 16 (Xinhua) — China’s Deputy Permanent Representative to the United Nations Geng Shuang on Thursday called on the international community to step up efforts to resolve the issue of persons missing in armed conflicts and fully implement relevant Security Council resolutions.

    Speaking at a Security Council briefing, the diplomat said that searching for missing persons is an important aspect of protecting civilians during armed conflict. Although the Security Council adopted Resolution 2474 in 2019, progress in its implementation remains insufficient, he added.

    Citing data from the International Committee of the Red Cross (ICRC), Geng Shuang noted that more than 56,000 new cases of missing people were registered worldwide in 2024, the highest annual increase in the past 20 years.

    He drew attention to several conflict zones. In the Gaza Strip, more than 50,000 people have died in 19 months of fighting, with mass graves discovered and many still missing. In Sudan, more than 11.6 million people have been displaced, and the ICRC has registered more than 7,700 missing. In South Sudan, almost 100 aid workers have been killed and many more are missing. In Haiti, where gang violence is widespread, people often go missing, especially women and children.

    “The international community must support the affected countries in resolving the issue of missing persons and help each affected family find answers and solace,” the diplomat said, calling on the conflicting parties to comply with international humanitarian law. He also stressed the need to focus on conflict prevention and resolution and the importance of international support for the affected countries.

    China supports the ICRC and other international organizations that operate in accordance with the principles of neutrality and independence, Geng Shuang stressed.

    “China remains committed to working with the international community to advance the implementation of Resolution 2474 and make unremitting efforts to resolve the issue of persons missing in armed conflicts,” he assured. –0–

    URUMQI, May 16 (Xinhua) — Northwest China’s Xinjiang Uygur Autonomous Region’s foreign trade turnover rose 20.2 percent year-on-year to 165.86 billion yuan (about 23.01 billion U.S. dollars) in the first four months of 2025, with the figure exceeding 57.7 billion yuan (up 30.4 percent) in April, according to Urumqi Customs data.

    According to the local customs, Xinjiang maintained trade relations with 216 countries and regions in the world from January to April, with Kazakhstan and Kyrgyzstan ranking first in terms of trade volume. Trade with Malaysia, Indonesia, Thailand and other countries participating in the Regional Comprehensive Economic Partnership demonstrated a high growth rate of 96.4 percent, accounting for 16.5 percent of Xinjiang’s foreign trade turnover during the period. Trade with countries in Africa, West Asia and Latin America increased by 70.4 percent, 104.8 percent and 96 percent, respectively.

    Almost half of the region’s foreign trade turnover – 42.2 percent /69.92 billion yuan/ – was provided by the Xinjiang Pilot Free Trade Zone, thus proving its competitive advantages in foreign trade, formed thanks to institutional innovations. -0-

    BEIJING, May 16 (Xinhua) — A China-Kazakhstan Elite Engineering Institute will be established based on cooperation between the Northwestern Polytechnical University (NWPU) of China and the Kazakh National University named after Al-Farabi (KazNU), the NWPU website reported.

    The agreement on the establishment of the above-mentioned institute, which will be located in the Kazakh branch of SZPU in Almaty, was concluded recently within the framework of the 1st Meeting of Ministers of Education “China-Central Asia” between SZPU and KazNU.

    The establishment of elite engineering institutes abroad is a project developed by the Ministry of Education of the People’s Republic of China on the basis of unified planning in the field of international cooperation.

    The Chinese-Kazakhstan Elite Engineering Institute will establish cooperation with enterprises of both countries in the field of training highly qualified engineers with an innovative approach, said SZPU Rector Song Baowei.

    SZPU is located in Xi’an, the capital of Shaanxi Province /Northwest China/. The university, which belongs to the Ministry of Industry and Information Technology of the PRC, is one of the most important centers in the country for scientific research and training of specialists in the field of aviation, astronautics, navigation, etc.

    In recent years, NWPU has been actively cooperating with research institutions in the countries participating in the Belt and Road Initiative. In May 2023, NWPU and KazNU signed an agreement to open a Kazakhstan branch of the Northwestern Polytechnical University of China. The branch was opened five months later in Almaty.     President Cyril Ramaphosa has posthumously awarded struggle veteran human rights lawyer, Advocate Dumalisile (Duma) Philemon Pearce Nokwe, the honorary title of Senior Counsel (SC or Silk) for the Republic of South Africa.

    Nokwe passed away in 1978 while in exile in Zambia.

    “The posthumous honour bestowed on the first African advocate of the Supreme Court is a high honour that recognises Advocate Nokwe’s expertise and contribution to the legal profession.

    “President Ramaphosa has conferred the status of Senior Counsel on Adv Nokwe in line with the provisions of the Legal Practice Act of 2014, which governs this status and sets out the criteria for its conferral.

    “In this instance, the Legal Practice Council and the Duma Nokwe Group of Advocates made an application to the President for Advocate Nokwe’s posthumous appointment as a Senior Counsel,” the Presidency said in a statement.

    Nokwe’s remains were repatriated to South Africa in 2024 and his reburial will be held on Saturday.

    “The President has bestowed this conferral on the late Adv Nokwe on the eve of the esteemed legal practitioner’s reburial in West Park Cemetery, Johannesburg, tomorrow, Saturday, 17 May 2025. He will be reburied along with his wife, Mrs Vuyiswa Malangabi-Nokwe who passed away in 2008.

    “President Ramaphosa has accorded Advocate Nokwe a Special Provincial Official Funeral and the President will deliver a tribute at tomorrow’s ceremony,” the statement read.

    Struggle icon

    Nokwe held a BSc degree from the University of Fort Hare and a diploma in education, which he used to foray into teaching in Krugersdorp.

    However, his political activities led his imprisonment during the Defiance Campaign aimed at the apartheid government in 1952.

    He was banned and restricted in 1953 by the racist government following his participation in the World Youth Festival and visits to the then Soviet Union, China and Britain.

    “He subsequently studied law, obtained an LLB degree and became the first black advocate to be admitted to the Johannesburg Society of Advocates. The Native Affairs Department of the time debarred him from taking chambers with his white colleagues in the Johannesburg city centre and this development led to Adv Nokwe devoting himself to the liberation struggle.

    “He was put on trial for treason and was subjected to banning orders, arrests and assault by the police,” the presidency said.

    His political activism and fight for the freedom of South Africans led to him having to leave the country.

    “He was elected Secretary-General of the African National Congress in 1958 and mobilised communities against apartheid until the underground leadership directed him to leave South Africa in January 1963.

    “Advocate Nokwe campaigned against the apartheid state on global platforms including those of the Organisation of African Unity and African Union and remained an activist until he passed in Lusaka in January 1978,” the statement concluded. – SAnews.gov.za

    “It’s been a nervous time for the global economy,” a Department of Economic and Social Affairs (DESA) Senior official said.

    At the launch the World Economic Situation and Prospects mid-year report today (16 May), Shantanu Mukherjee, Director, Economic Analysis and Policy Division of UN DESA said, “It’s been a nervous time for the global economy. In January this year, we were expecting two years of stable growth, and since then, prospects have diminished, accompanied by significant volatility across various dimensions. So now we are forecasting global economic growth at 2.4 percent for 2025 and 2.5 percent for 2026. This is the downward revision of point four percentage points each year back from what we were expecting in January.”

    He also said, “This is not a recession, but the slowing down is affecting most countries and regions. Among the most severely hit are the least developed countries whose growth prospects for 2025 have fallen from 4.6 to 4.1 which is a drop by a full half percentage point in just a few months. Now, that translates into a loss of billions in economic output for the most disadvantage of countries.”

    He continued, “With this most recent shock, their five-year cumulative growth since 2021 is expected to be over 1/4 smaller than it would have been had they just grown at the rate they were averaging before the pandemic. Now, these are growth prospects are compounding the challenges they already face, such as fall in ODA, limited fiscal space and high levels of debt. And many developing countries are also still grappling with high levels of inflation, even though this is gradually moderating in some countries.”

    He added, “At this point, the average effective tariff rates for the US around 14 percent which is about six times higher than they were at the start of the year. And trade policy uncertainty is a factor in itself. It remains elevated, having surged to its highest value in the last 10 years, multiple times higher than the previous week.”

    He highlighted, “With merchandise trade representing just over a fifth the world output, and US and China together accounting for about a quarter of total imports., there’s no surprise that these changes reverberated across the world, and going beyond just tariffs, volatility and some rather unexpected co movements have happened in a range of economic and financial indicators.”

    He said, “The uncertainty makes it even more likely that investment growth across the world, which was already slowing from 3.5 percent in 23 to 2.8 percent in 24 will continue to fall. And just to relate it to something we’re all familiar with for small and medium enterprises, for example, difficulty in accessing capital when most needed can be fatal, with long term impacts for those whose livelihoods depend on them. Often, these are women.”

    He reported, “Across the world, fiscal deficits are now increasing for a variety of reasons. Developed countries and other major economies can finance these deficits quite affordably, but for many developing countries, the fiscal situation is becoming increasingly challenging.”

    He also said, “But our forecast from the beginning of the year indicated that overall, the global economy was reasonably healthy, and we recognize also that when assessed in comparison to other recent shocks, such as the global financial crisis, we have a downgrade, but it’s not as extreme. In the forecast that we will present in greater detail today, we are expecting that bilateral negotiations will lead to lower tariff levels, although these will not return to pre-February levels. However, despite this, an early and complete resolution of uncertainties would help individuals and businesses move forward with economic decision making with positive results in 25 and even bigger impacts in 2026.”

The Singapore ETO’s investment promotion team delivered a presentation on Hong Kong’s latest investment climate and opportunities, as well as the city’s unique position as a gateway to the Guangdong-Hong Kong-Macao Greater Bay Area, and outlined the range of support services available to Vietnamese enterprises looking to expand into the region.
     
         In his opening remarks, the Director of the Singapore ETO, Mr Owin Fung, highlighted Vietnam’s growing importance as a key economic and strategic partner of Hong Kong. The Singapore ETO’s relentless engagement across various regions of Vietnam underlines its strong commitment to fostering bilateral collaboration through continued government-to-government dialogue, business exchanges, and people-to-people interactions.
     
         On the same day, Mr Fung paid a courtesy call on the Consul General of the People’s Republic of China in Da Nang, Ms Dong Biyou. Mr Fung briefed Ms Dong on the Singapore ETO’s latest outreach initiatives in Vietnam, and both sides exchanged views on how Hong Kong can serve as a gateway between Mainland China and Vietnam, particularly in the context of the 75th anniversary of diplomatic ties between the two countries.
     
         In April and early May, the Singapore ETO conducted two other official visits to further promote Hong Kong and strengthen ties in northern and southern Vietnam. On May 10, Mr Fung attended and delivered remarks at the HKBAV Gala Dinner in Ho Chi Minh City (HCMC), which was attended by nearly 200 guests. He reiterated Hong Kong’s distinctive advantages under the “one country, two systems” framework, particularly in light of the evolving global trade environment. Other guests included the Deputy Consul-General of the People’s Republic of China in HCMC, Mr Xu Zhou, and the Chairman of the HKBAV, Mr Michael Chiu.
     
         On April 16, the Singapore ETO and Invest Hong Kong cohosted a business seminar and networking event titled “Hong Kong – The Launchpad for Your AI-Driven Success” in Hanoi, the capital of Vietnam. Supported by the Vietnam Software & IT Services Association (VINASA), the event was attended by founders, owners, and senior executives from over 30 companies from sectors including artificial intelligence, cybersecurity, and information and communications technology. Participants were briefed on Hong Kong’s market opportunities, AI funding opportunities, tax incentives, and research and development support measures by Mr Fung and the investment promotion team through presentations and a sharing session.
     
         During the same Hanoi visit, Mr Fung also had separate meetings with the Deputy Director General of the International Market Development Department, Vietnam’s Ministry of Industry and Trade, Mr To Ngoc Son, and the Acting Director General of the Northeast Asia Department, Vietnam’s Ministry of Foreign Affairs, Mr Do Nam Trung, on April 16 and 17 respectively. Both sides exchanged views on the regional economic and geopolitical outlook and explored opportunities to enhance collaboration on government and business levels. Mr Fung also sought Vietnam’s continued support for Hong Kong’s accession to the Regional Comprehensive Economic Partnership.

    For two nations with rich cultural heritages and growing technological ambitions like Spain and China, artificial intelligence (AI) offers a unique opportunity to forge deeper ties, said Juan Manuel Corchado, rector and chair professor of artificial intelligence, computer science and cybersecurity at the University of Salamanca.

    During a recent visit to China from May 13-15, Corchado led a Spanish academic delegation that met with representatives from some of China’s top universities, including Peking University and Tsinghua University, to explore opportunities for educational cooperation and AI-powered cultural exchange.

    In an interview with China.org.cn, Corchado elaborated on how AI can facilitate cultural exchange and strengthen academic ties between China and Spain, and his views of AI as a powerful enabler for stronger bilateral ties.

    He explained that advanced AI models, such as large language models (LLMs) and retrieval-augmented generation (RAG) systems, have the capability to “analyze the cultural context of a conversation” and adjust their responses to respect local traditions and customs. This contextual awareness helps avert misunderstandings and promotes culturally sensitive communication. Moreover, AI can analyze cultural trends and perspectives, providing valuable insights to support international decision-making.

    He also emphasized AI’s ability for “smart translation,” which goes beyond simple language conversion by accurately interpreting idiomatic expressions unique to each culture while maintaining their original meaning. Additionally, Corchado pointed out that AI enables “real-time multilingual communication,” effectively breaking down language barriers and fostering collaboration and mutual understanding across nations.

    Beyond language, Corchado highlighted that AI can identify and understand philosophical concepts unique to certain cultures. For example, AI models can explain the differences between Western and Eastern thought, further bridging cultural divides and enhancing cross-cultural dialogue.

    As a concrete example of AI’s application in cultural exchange, Juan Corchado highlighted the University of Salamanca’s plan to open a Confucius Institute at the end of this month, integrating AI into its teaching approach.

    “The Confucius Institute will promote Chinese language and culture,” Corchado said. “But now that we offer all our students courses in AI, we believe we can combine AI with Confucius education.”

    He explained that the university provides AI courses to all students because everyone has the ability to adopt AI to become a better professional. Taking advantage of current AI advancements alongside Chinese language learning, the university plans to use innovative tools such as the latest generative AI models and RAG technology to develop specialized systems for teaching Chinese language and culture.

    “We can customize all the information we have about China to meet the needs of each individual user,” Corchado noted. “This is a great advantage. By combining the traditional Confucius teaching approach with the power of AI, we aim to create knowledge that reaches far more people, adapting to their specific learning needs.”

    Reflecting on his visit to China 10 years ago, he said he was struck this time by the country’s remarkable progress. “I’m impressed with the level of technology you apply in society to all elements, and how everything is so well thought out and made for the people,” he said.

    Corchado was also particularly impressed by the close relationship between Chinese universities, society and industry. “I visited several companies that are proud of their cooperation with universities,” he said. “And the universities, in turn, proudly speak of how many of their former students are now working at top technology companies such as DeepSeek and Lenovo. This synergy between academia and industry is impressive and shows how education directly benefits society.”

    Corchado praised China’s leadership in AI, attributing it to a powerful combination of investment, infrastructure and talent. “I believe the top power in AI worldwide is China,” he said. “You have the funding to develop large language models like DeepSeek and to build the computing clusters they require. But even more important is the human capital to develop these platforms.”

    “I’ve studied several Chinese tech firms, and I’m really impressed by the level of knowledge and capability I’ve seen,” he said.

    Acknowledging China’s leading role in AI, Corchado stressed the importance of collaboration. “We need to be closer to those who know more than us, to learn more,” he said, emphasizing the critical role academic institutions can play in fostering cross-cultural understanding, especially in the age of AI.

    He highlighted the University of Salamanca’s longstanding engagement with China. “We are a more than 800-year-old university with one of the strongest Asian studies programs, especially focused on China,” he said.

    The university hosts around 600 Chinese students annually — roughly one-tenth of its international student body — and receives many more for short-term courses. In addition to academic partnerships, Salamanca’s science park is also home to companies doing business with China, strengthening links across education, research and industry.

    “Universities trust each other. We are accustomed to collaborating, communicating and working jointly on projects. This kind of cooperation helps us not only to accomplish academic goals, but also to gain a deeper understanding of one another’s cultures,” he added.

    An epic animated fantasy anthology film “Curious Tales of a Temple” is set for release in July, intertwining six storylines from China’s classic supernatural story collection “Strange Tales from a Chinese Studio” by Pu Songling.

    The animated film, co-directed by Cui Yuemei, Liu Yuan, Xie Junwei, Zou Jing, Huang Heyu and Liu Yilin — with each directing one story — and produced by Song Yiyi, adapts Pu Songling’s stories in anthology format. As the 10th feature-length production from Light Chaser Animation, it stands as the studio’s most ambitious film to date, featuring the largest scale and most extensive creative team. The movie marks their fifth straight summer release after blockbusters “Green Snake,” “New Gods: Yang Jian,” “Chang An” and “White Snake: Afloat.”

    “Strange Tales from a Chinese Studio” is a 17th-century collection of stories by Pu Songling that blends folklore, fantasy and moral lessons. The tales feature scholars, spirits and shape-shifting creatures in dreamlike scenarios that explore virtue, retribution and the mystical. With elegant prose and wit, Pu crafts enchanting short stories in which humans grapple with otherworldly dilemmas.     The six stories center on Lanruo Temple, an ancient ruin haunted by spirits.     The 2025 China International Fair for Trade in Services (CIFTIS) will be held Sept. 10-14 at Shougang Park in Beijing’s western Shijingshan district, officials announced Thursday.

    More than 30 countries, regions and international organizations have expressed interest in participating in the event.

    Starting this year, CIFTIS will adopt a fixed schedule and permanent venue, opening annually on the second Wednesday of September at Shougang Park. The venue, known for its industrial heritage, will be transformed into a garden-style exhibition town to enhance the visitor experience.

    Founded in 2012, CIFTIS has grown into the world’s largest comprehensive fair for trade in services, having attracted nearly 1.19 million participants from 198 countries and regions since its inception.

    The 2025 edition will feature the Global Trade in Services Summit, exhibitions, forums, business matchmaking and achievement showcases. Australia, the guest country of honor, will bring its largest-ever trade delegation to CIFTIS, while Anhui province, as the guest province of honor, will highlight its technological innovation and services sector development.

    Nine themed exhibition areas will showcase key sectors including telecommunications, finance, culture and tourism, education and sports, emphasizing emerging technologies like artificial intelligence and digital services. Approximately 200 new product launches and service trade achievements are expected to be announced.

         Following is the speech by the Secretary for Commerce and Economic Development, Mr Algernon Yau, at the discussion session entitled “Prosperity through Sustainable Trade” at the Asia-Pacific Economic Cooperation (APEC) Ministers Responsible for Trade Meeting in Jeju, Korea, today (May 16):

         Thank you, Chair, and good morning, colleagues.

         Supply chains are the driving engines for today’s global economy, yet they are also highly sensitive and vulnerable to external shocks, as we have witnessed during COVID-19 and in recent days.

         Hong Kong, China (HKC), as an international shipping and logistics hub, has been implementing various measures to support sustainable supply chains. Our Climate Action Plan 2050 steers four major decarbonisation strategies, namely, net-zero electricity generation, energy saving and green buildings, green transport and waste reduction. Increasing the zero-carbon energy supply through renewable energy development, popularising the use of electric commercial vehicles, enhancing the current cross-border electricity transmission infrastructure and developing a green maritime fuel bunkering centre are just a few examples of our efforts on this front. Furthermore, to assist the trade in seizing the business opportunities in green logistics, we have also commenced a study on the development of green and sustainable logistics.

         In December 2024, we launched the roadmap on sustainability disclosure in HKC, as a pathway for large publicly accountable entities to fully adopt, by 2028, the International Financial Reporting Standards – Sustainability Disclosure Standards (ISSB Standards), making HKC to be amongst the first jurisdictions to align its local requirements with the ISSB Standards.

         In parallel, enabling initiatives have been rolled out to equip micro, small and medium-sized enterprises (MSMEs) with the means to manage their environmental footprint and encourage market participants to improve sustainable business practices. Funding schemes and capacity building programmes have also been put in place to encourage the adoption of digital technologies by MSMEs to facilitate the digital transformation of supply chains.

         The issue of supply chains has always been an integral part of APEC discussions since 2009 when our predecessors endorsed the APEC Supply Chain Connectivity Framework Action Plan at the APEC Ministerial Meeting. HKC believes that APEC has a continued key role in facilitating our businesses in strengthening sustainable supply chains. APEC’s role becomes even more important now than ever, when cross-border trade and investments and supply chains face uncertainty and unprecedented challenges.

         To this end, HKC appreciates Korea’s efforts in organising an informative public-private forum on this important topic last week.

         Our collective goal of strengthening sustainable supply chains should never be a trade-off between sustainability and trade, but rather a synergy between the two. HKC is committed to working with all member economies to drive progress towards shared prosperity through sustainable trade.

    The U.S. Port of Long Beach on Thursday posted strong April cargo volumes, while warning of a double-digit decline in May as a result of new tariffs imposed by the White House.

    “The Port of Long Beach is preparing for a double-digit decline for shipments in May due to tariffs — and retaliatory tariffs — that were paused earlier this month,” said the port in a statement.

    Operators moved 867,493 twenty-foot equivalent units (TEUs) in April, marking a 5.7 percent increase over the previous April record set in 2022.

    According to data released Thursday, imports from the port rose 15.1 percent to 419,828 TEUs, while exports fell 4.5 percent to 93,842 TEUs. The movement of empty containers through the port increased 23 percent to 353,824 TEUs.

    One of the busiest in the United States, the port handled 3.4 million TEUs in the first four months of this year, up 23.6 percent year-on-year.

    Even so, Port of Long Beach CEO Mario Cordero said they anticipated a more than 10 percent drop in imports in May, warning that “the effects will be felt beyond the docks.”

    YINCHUAN, May 16 (Xinhua) — Wineries and wine experts from around the world will gather in northwest China’s Ningxia Hui Autonomous Region in June for the 5th China (Ningxia) International Wine Culture & Tourism Expo.

    The event, scheduled to take place from June 9 to 12 in Yinchuan, the capital of the NHAR, will be hosted by the NHAR government, organizers said Thursday.

    The exhibition will feature more than 200 famous wineries from China and abroad, displaying a wide range of products including wine, spirits, tea, equipment and related products. The exhibition will also host 14 events, including a national wine industry professional skills competition and a biennial exhibition.

    The exhibition will be held in conjunction with the 32nd Concours Mondial de Bruxelles, one of the world’s largest wine and wine competitions. More than 7,000 wines from 38 countries will be judged in Yinchuan by 340 international judges. More than 500 guests from around the world are expected to attend, said Li Jun, chairman of the governing board of Helanshan Donglu Wine Industrial Park.

    According to him, the upcoming exhibition will allow the public to become acquainted with the world culture of winemaking and taste a variety of wines.

    The unique terroir of NHAR with abundant sunshine and cool, dry climate is ideal for producing high-quality wines. After four decades of development, NHAR has become the largest wine region in China. The eastern foothills of the Helan Mountains are widely known as the “golden zone” for growing grapes and producing high-quality wines.

    As of the end of 2024, NHAR has vineyards covering an area of over 600,000 mu (about 40,000 hectares), which provides an annual wine production volume of 140 million bottles. The wines produced here are exported to more than 40 countries and regions around the world. -0-

    WASHINGTON, May 16 (Xinhua) — The United States on Thursday announced deals worth more than $200 billion with the United Arab Emirates (UAE), including advanced technology, aerospace, energy and critical minerals.

    The White House press release said Etihad Airways, the UAE airline, has committed to investing $14.5 billion to acquire 28 Boeing 787 and Boeing 777X jets powered by GE engines.

    [Hulunbuir, China, May 15, 2025] A fleet of 100 Huaneng Ruichi autonomous electric mining trucks, the first of its kind in the world, has officially entered operation at the Yimin open-pit mine in Inner Mongolia, China.
    Powered by a 5G-Advanced (5G-A) network, the mine became the world’s first open-pit mine to achieve large-scale vehicle-cloud-network synergy, which has greatly improved production safety and set a new benchmark for intelligent mining.
    As coal is China’s primary energy source and key to its energy strategy, the country has been driving the transition towards a high-end, intelligent, and green coal industry. To this end, China Huaneng Group Co., Ltd. (China Huaneng) has partnered with Xuzhou Construction Machinery Group Co., Ltd. (XCMG), Huawei Technologies Co., Ltd. (Huawei), and State Grid Smart Internet of Vehicles Co., Ltd. on a joint innovation project to develop the world’s first zero-carbon, autonomous, and intelligent open-pit mine transportation system, which pioneers high-quality industry development.

    Li Shuxue, Chairman of Huaneng Inner Mongolia Eastern Energy Co., Ltd., stated at a launch event in Hulunbuir (Inner Mongolia) on May 15th that the company is actively working to drive an energy transition in mining transportation. As a key part of these efforts, it is replacing fuel vehicles with electric ones to build safe, intelligent, and green mines.

    Supported by technological innovations, the Huaneng Ruichi autonomous electric mining trucks are industry-leading in several areas: Each truck can carry a load of 90 metric tons and operate continually in extreme cold of –40°C, while delivering 120% of the comprehensive operational efficiency of a manually-driven truck. In addition, Huawei Cloud provides the Commercial Vehicle Autonomous Driving Cloud Service (CVADCS) that uses a crowdsourced map for real-time operational location updates. This enables fast route optimization, reduces waiting times, and improves operational efficiency, maximizing the strengths of collaborative truck fleet operations.
    Furthermore, as the first autonomous mining truck in China without a driver’s cabin, Huaneng Ruichi places personnel safety above all else, keeping them away from equipment hazards and harsh environments to greatly reduce related risks. It is a paramount challenge to safeguard personnel and equipment safety while improving productivity in extreme working conditions such as freezing temperatures at high altitudes, and heavy rain, snow, and dust. Addressing such challenges places high requirements on data processing and system collaboration capabilities.
    Zhang Ping’an, Executive Director of Huawei and CEO of Huawei’s Cloud Computing Business Unit, noted that Huawei has provided AI algorithms for open-pit mining. These algorithms enable precise sensing for autonomous vehicles and efficient collaboration on the cloud, which is uniquely suited to accelerating the coal mining industry’s transition from manual to intelligent operations. This success case is an example of how digital and intelligent technologies can drive the high-quality development of the coal mining industry. It is not only a lighthouse project that demonstrates China’s innovative integration of 5G, cloud, AI, and new energy technologies, but an exploration into how AI can be used to tackle pressing challenges in specific industry scenarios.

    The 5G-A network is deployed in the Yimin mining area to provide precise network coverage for autonomous driving routes, achieving smooth vehicle-cloud synergy. It is the world’s first open-pit mine powered by 5G-A, featuring 500 Mbps uplink and 20 ms latency, and providing solid network support for HD video backhaul and cloud-based dispatching of autonomous mining trucks. In the future, 5G-A coverage will support 24/7 operations of more than 300 autonomous mining trucks in the mining area, further improving safety and efficiency.

    The Ministry of Foreign Affairs (MOFA) hosted an international workshop on “Whole-of-Society Resilience Building, Preparation, and Response” in Taiwan from March 4 to 6 under the Global Cooperation and Training Framework (GCTF). The event was held jointly with the representative offices of the United States, Japan, Australia, and Canada in Taiwan, in cooperation with the Ministry of the Interior’s National Fire Agency (NFA). Industry representatives, government officials, and academics from Taiwan and overseas attended the workshop to explore innovative strategies and best practices for building whole-of-society resilience and enhancing nations’ response capabilities to both man-made and natural disasters. A total of 264 people from 30 countries attended, including Taiwanese participants and 61 foreign guests.

    In his opening remarks, President Lai Ching-te pledged that as a responsible member of the international community, Taiwan was both willing and able to make greater contributions to global democracy, peace, and prosperity. He noted that Taiwan and partner countries shared their expertise and experience through the GCTF with the rest of the world so that concerted responses could be made to meet new challenges. 

    President Lai stated that Taiwan would steadily implement three initiatives—central and local governments will join forces to strengthen societal resilience across the board, whole-of-society disaster response capabilities will be enhanced, and Taiwan will leverage its strengths to contribute to the international community. He added that the Taiwanese people would demonstrate to the world their determination to create an even more resilient Taiwan. He also said he hoped that Taiwan could pursue mutual assistance and exchanges with other countries so as to jointly promote global stability and prosperity.

    In-depth discussions during the workshop covered a wide range of issues, including consensus building and command structures for whole-of-society resilience; civilian training and employment; the stockpiling of strategic supplies; the distribution of critical supplies; the safeguarding of energy and critical infrastructure operations; social well-being; medical care; the preparation of shelters and related facilities; and the security of information communication, transportation, and financial networks. In addition, executives from multinational enterprises shared their experiences of resilience enhancement and emergency planning. To cap off the workshop, international participants visited the NFA Training Center in Nantou County to gain an understanding of Taiwan’s firefighting and disaster prevention training programs. 

    Given the threats of natural disasters and geopolitical challenges, it is paramount for all countries to bolster whole-of-society resilience. Taiwan and partner nations will continue to work together through the GCTF platform to advance international exchanges and cooperation; build secure and resilient societies; and ensure global peace, stability, and prosperity.   • MIL-OSI Asia-Pac: Taisugar Gas Stations Break Records with Over 100 Million Points Donated for Charity, NT$1.2 Million in Supplies Donated to Support Disadvantaged Groups.

    To continue its commitment to social welfare and support for vulnerable communities, Taiwan Sugar Corporation (Taisugar) held its “Fuel Up with Love: Donate Points for Charity” campaign again this year, following the overwhelming response to last year’s initiative. Launched on March 1, the campaign received enthusiastic support from kind-hearted citizens, accumulating over 119.62 million loyalty points in just 1.5 months, setting a new record. Taisugar has converted the donated points into approximately NT$1.2 million worth of supplies, all of which have been donated to charitable causes. A presentation ceremony was held today (May 8) at Taisugar Chongde Gas Station in Tainan City, where Taisugar Vice President Chien-Chan Tseng presided over the donation ceremony. The event transformed the goodwill of every fuel-up and every point donated into tangible assistance, benefiting 11 charitable organizations and spreading warmth and hope to those in need.

    Vice President Tseng noted that since the debut of the donation campaign in November 2024, the initiative has received widespread acclaim. To keep the spirit of giving alive and inspire more public participation, Taisugar brought the campaign back this year with even greater success. This time, the campaign attracted over 250,000 participants, achieving a historic milestone of over 100 million points donated, demonstrating the compassion and generosity of Taiwanese society. In addition, Taisugar gas stations boosted the campaign by matching an extra 10 points for every liter of fuel purchased, amplifying the collective goodwill and encouraging more people to engage in small acts of kindness that make a significant impact for disadvantaged communities.

    The accumulated points have been redeemed for supplies, which have been donated to 11 organizations, including Huashan Social Welfare Foundation, Genesis Social Welfare Foundation, Taiwan Fund for Children and Families, Eden Social Welfare Foundation, NT Angel Foundation, Little Lamb Foundation, Erlin Happy Christian Home, Tobias Social Welfare Foundation, Garden of Hope Foundation, Good Shepherd Social Welfare Foundation, and the Taipei Sports Association for the Physically Disabled. During the campaign, customers who fueled 25 liters or more and donated their points also received a Taisugar Glucosamine Plus as a token of appreciation.

    This initiative allowed the public to effortlessly contribute to charitable causes through their everyday fuel purchases, seamlessly integrating giving into daily life and empowering citizens to make a difference. Taisugar affirmed its commitment to further strengthening its charity platform, launching more meaningful, community-driven initiatives, and joining hands with the public to foster a cycle of kindness that brings continuous hope and positive change to society.
