  • MIL-OSI China: China to host series of events in celebration of Int’l Museum Day

    BEIJING, May 12 — China will host a series of events from May 17 to 19 to celebrate the upcoming International Museum Day, with the Grand Canal Museum of Beijing serving as the main venue, the country’s cultural heritage authority announced on Monday.

    The main event will feature some key releases, including the list of the most innovative museums in 2025 and the top 10 exhibitions nationwide, said Luo Wenli, deputy head of the National Cultural Heritage Administration (NCHA), at a press conference.

    On May 18, the International Museum Day, a new program for overseas exhibitions will be launched, along with other major exhibitions, immersive experience activities and youth forums.

    This year’s celebration centers on the future development of museums amid the rapidly changing society, showcasing the latest achievements in China’s museum sector and promoting greater public engagement.

    China joined the International Council of Museums in 1983 and has since held International Museum Day events annually.

  • MIL-OSI Asia-Pac: Remarks by SJ and S for S after joint meeting of Panel on Security and Panel on Administration of Justice and Legal Services

    Following are the remarks by the Secretary for Justice, Mr Paul Lam, SC, and the Secretary for Security, Mr Tang Ping-keung, at a media session after attending a joint meeting of the Panel on Security and the Panel on Administration of Justice and Legal Services this afternoon (May 12):
     
    Reporter: The first question is regarding the timing of the Security Law. It was passed five years ago, and the (Article) 55 had never been used. Why does the Government choose this time to push this subsidiary bill? Is it related to ongoing trade wars or ongoing or future court cases regarding the Security Law? The second question was asked before. It’s about the time frame of the bill. It was mentioned that it will be done as soon as possible, but is there an exact time frame for the whole bill? And are there any future arrangements to plug the current loophole in the Security Law?
     
    Secretary for Justice: Your first question concerned why we pick this point of time to make subsidiary legislation pursuant to the Safeguarding National Security Ordinance. I think the answer is twofold. Firstly, as a matter of principle, it’s very important for us to bear in mind that the Hong Kong SAR (Special Administrative Region) is under a constitutional duty to refine and perfect our national security legal system as well as its enforcement mechanism. And it has to be emphasised that this is a continuing duty. And in the light of the nature of this duty, it goes without saying that this important duty ought to be discharged as soon as possible.
     
    The second point is that as a matter of practice, there’s no doubt whatsoever that in the light of the very complicated geopolitical situation in the world, and having regard to actual hostile actions taken by some foreign countries against China and also Hong Kong, there’s plainly a need to ensure that our national security legal system will be perfected and will be put in place so that we can be in a position to address all present and potential national security risks in an effective and proper manner.
     
    As to exactly when the subsidiary legislation will come into existence, as we said, we will do so, in particular after hearing opinions and advice raised by members of the Legislative Council. We will try to complete our task as soon as possible. We will definitely let the public know once in a position to do so. And lastly, as to your last point, since we are under a continuing duty to refine and perfect our national security legal system, it must mean that we have to review the legal regime continuously. So in future, whenever we see the need to do so, we will definitely consider the possibility of making subsidiary legislation or to improve our system by whatever means within the boundary of the law.

         The delegation’s first stop in Hong Kong featured a thematic seminar titled “Hong Kong – Gateway to China and Asia” organised by Alliance Digital Security Switzerland ADSS, focusing on digital transformation in the age of AI, cybersecurity, and cross-border investment. The event was officiated by representatives from both Swiss and Hong Kong governments and business communities, including the Consul-General of Switzerland in Hong Kong, the Alliance Digital Security Switzerland ADSS, and the Swiss Chamber of Commerce in Hong Kong.
     
         In his opening address, the Acting Director-General of Investment Promotion at Invest Hong Kong (InvestHK), Mr Arnold Lau, highlighted Hong Kong’s strategic advantages as a launchpad for global tech companies.
     
         “Switzerland is one of Hong Kong’s most promising partners in Europe.     SECURING ANOTHER HISTORIC DEAL: Today, on the heels of the brand-new deal with the United Kingdom, President Donald J. Trump reached an agreement with China to reduce China’s tariffs and eliminate retaliation, retain a U.S. baseline tariff on China, and set a path for future discussions to open market access for American exports.

    • Today, the United States issued the first joint statement on trade in many years with China after successful negotiations over the weekend in Geneva, Switzerland.
    • Both parties affirmed the importance of the critical bilateral economic and trade relationship between both countries and the global economy.
    • For too long, unfair trade practices and America’s massive trade deficit with China have fueled the offshoring of American jobs and the decline of our manufacturing sector.
    • In reaching an agreement, the United States and China will each lower tariffs by 115% while retaining an additional 10% tariff. Other U.S. measures will remain in place.
    • Both sides will take these actions by May 14, 2025.
    • This trade deal is a win for the United States, demonstrating President Trump’s unparalleled expertise in securing deals that benefit the American people.

    CHINESE ACTIONS: China will remove the retaliatory tariffs it announced since April 4, 2025, and will also suspend or remove the non-tariff countermeasures taken against the United States since April 2, 2025.

    • China will also suspend its initial 34% tariff on the United States it announced on April 4, 2025 for 90 days, but will retain a 10% tariff during the period of the pause.

    AMERICAN ACTIONS: The United States will remove the additional tariffs it imposed on China on April 8 and April 9, 2025, but will retain all duties imposed on China prior to April 2, 2025, including Section 301 tariffs, Section 232 tariffs, tariffs imposed in response to the fentanyl national emergency invoked pursuant to the International Emergency Economic Powers Act, and Most Favored Nation tariffs. 

    • The United States will suspend its 34% reciprocal tariff imposed on April 2, 2025 for 90 days, but retain a 10% tariff during the period of the pause.
    • The 10% tariff continues to set a fair baseline that encourages domestic production, strengthens our supply chains and ensures that American trade policy supports American workers first, instead of undercutting them.
    • By imposing reciprocal tariffs, President Trump is ensuring our trade policy works for the American economy, addresses our national emergency brought on by our growing and persistent trade deficit, and levels the playing field for American workers and producers.
    • Unlike previous administrations, President Trump took a tough, uncompromising stance on China to protect American interests and stop unfair trade practices.

    WORKING TOWARDS A REBALANCING: When these changes come into effect, both nations agreed to establish a mechanism to continue important discussions about trade and economics.

    • The U.S. goods trade deficit with China was $295.4 billion in 2024—the largest with any trading partner.
    • Today’s agreement works toward addressing these imbalances to deliver real, lasting benefits to American workers, famers, and businesses.

    In honor of the 60th anniversary of the preparatory faculty of Peter the Great St. Petersburg Polytechnic University, a series of events dedicated to the history and culture of our country were held for foreign students.

    20 best students from Angola, Vietnam, India, Indonesia, Yemen, China, Myanmar, Palestine, Turkmenistan and Turkey went to a three-day cultural and educational intensive course “Polytechnic in History and Culture” at the Kholomki estate. The guys immersed themselves in the atmosphere of Russian estate life in a historical complex associated with the name of the first director of the Polytechnic – Prince Andrei Grigorievich Gagarin.

    The participants not only learned about the life of the prince and the fate of his estate, but also visited Gagarin’s grave in the village of Belskoye Ustye, paying tribute to the memory of the university’s founder.

    This brought us even closer together! Thank you for the opportunity to relax, find friends and celebrate the faculty anniversary, – shared Mustafa Rozyev from Turkmenistan.

    The educational program was prepared by teachers of the Higher School of International Educational Programs (HSIEEP). There were team-building trainings, quizzes on Russian history and modern culture, and a volleyball match, where international student teams competed with teachers. Indian student Gupta Purvi remembered volleyball the most: It was fun and adventurous, and the teachers were as passionate as we were.

    Jonathan Abel from Indonesia admitted that he especially enjoyed the night songs around the campfire under the starry sky: The teachers sang so beautifully that even those who did not know the words joined in with the melodies.

    Yemeni student Al-Falah Naif expressed his delight poetically: Nature whispered its secrets to us… These days will become a page in my future novel.

    Before returning to St. Petersburg, the group honored the memory of the victims of Nazism at the Dulag 100 memorial near Porkhov, where a transit camp was located during the war. The children were reminded that this year Russia solemnly celebrated the 80th anniversary of the Victory in the Great Patriotic War.

    Another group of students from Mexico, China, Turkmenistan, France, Thailand and Slovakia visited the State Museum of the History of Religion. They began their journey with the halls of Christian symbols, where guides gave detailed information about ancient icons, church utensils and the history of Orthodoxy in Russia. Rare exhibits, such as a reconstruction of a 17th-century altar with preserved frescoes, attracted special attention. In the Catholicism department, the participants learned about the connection between European religious traditions and Russian culture.

    Students from Turkmenistan particularly noted the halls dedicated to Islam.

    It’s unexpected to see familiar religious symbols in Russia, it brings us even closer together,” shared Matyakub Yusupov.

    The events not only strengthened intercultural ties, but also became a bridge between the past and present of the Polytechnic University, reminding us of its rich heritage, and helped to form a sense of belonging to the cultural heritage. The organizers are confident that such projects help foreign students to understand Russia more deeply and feel part of a large university family.

    Good afternoon, chair and distinguished fellow ministers,
     
    It is a privilege to speak before this distinguished assembly on a topic of paramount importance to the continued success of every economy. That is talent and manpower. In our fast-paced and ever-changing world, an economy’s ability to adapt and succeed hinges on the dynamism and resilience of its workforce and how well it responds to the demands of future jobs.
     
    Based on our forecast, Hong Kong, China would face an overall manpower shortage of 180 000 in 2028, with over one-third being skilled technical workers. Broader trends such as economic restructuring, technology advancement, business automation and digitalisation across industries would alter demand for job roles and skills in the market. According to a study by the IMF (International Monetary Fund), nearly 40 per cent of jobs globally are likely to be impacted by AI, in particular in high-skill sectors.
     
    It is necessary for our workforce to continuously equip themselves with new and relevant skills to stay competitive in the evolving job market. This includes acquiring AI-related competencies, digital skills and other technical expertise that are increasingly in demand. At the same time, workers must also strengthen their adaptability, embrace lifelong learning and be open to change.
     
    Hong Kong, China makes significant investment in education to provide our young people with diversified and quality education and promote whole-person development. The huge investment we make in education allows the young to choose their own articulation pathways and join different industries according to their interests and abilities.
     
    To further elevate the status of vocational and professional education and training, we are pressing ahead with the establishment of universities of applied sciences (UAS), providing a pathway to success for young people who aspire to pursue a career in professional skilled sectors. The Hong Kong Metropolitan University and Saint Francis University were qualified as the first two UAS in Hong Kong, China.
     
    We have also supported the Vocational Training Council to provide a comprehensive system of vocational education and training services. The council offers more than 1 000 in-service training short courses annually to upgrade skills and knowledge with over a hundred thousand of student enrolments every year. Furthermore, the Employees Retraining Board provides eligible trainees with market-driven and employment-oriented courses to assist them in joining or rejoining the labour market. The Board currently offers more than 700 training courses straddling 28 industry areas.
     
    To address the challenges of the ageing population and shortage of manpower supply, Hong Kong, China has implemented various well-received talent attraction measures since end-2022. The statistics of admission applications prove that Hong Kong, China is the preferred destination for outside talent. As at end-March 2025, we received over 460 000 new applications and approved over 300 000 cases. 
     
    To build a quality talent pool for future development, we are reforming various aspects of our talent admission regime. We will shortly invite top and leading talent to come to Hong Kong, China for development so as to better realise our role as an international hub for high calibre talent. We will also allow young non-degree talent with professional and technical qualifications and experience to come to Hong Kong, China to join trades facing manpower shortage.
     
    Looking ahead, Hong Kong, China will closely monitor the employment market, continuously review manpower policies, strengthen training and employment support and encourage employers to provide a favourable work environment with a view to facilitating greater participation in the labour market and fostering sustainable economic development.

  • MIL-OSI Europe: Text adopted – Violations of religious freedom in Tibet – P10_TA(2025)0097 – Thursday, 8 May 2025 – Strasbourg

    The European Parliament,

    –  having regard to its previous resolutions on Tibet and China,

    –  having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

    A.  whereas, under the leadership of Xi Jinping, the Chinese authorities have become increasingly oppressive; whereas the human rights situation in Tibet continues to deteriorate; whereas respect for human rights, democracy and the rule of law should be at the centre of the EU’s relations with China;

    B.  whereas Tulku Hungkar Dorje, a respected Tibetan Buddhist religious leader and humanitarian figure, died on 28 March 2025 under suspicious circumstances while in custody in Vietnam, following his arrest by Vietnamese and Chinese authorities; whereas his body was reportedly cremated without the consent of his family, raising serious concerns;

    C.  whereas Tibetan Buddhists, who are systemically targeted by Chinese authorities and face forced disappearances and physical abuse, represent the largest religious group among political prisoners in China;

    D.  whereas credible reports identify extensive pressure from Chinese authorities on Rinpoches to align with the Chinese Communist Party’s narrative, including forced interrogations and attempts to enforce support for the Chinese-appointed Panchen Lama;

    1.  Strongly condemns the repressive assimilation policies throughout PRC and their violations of universal human rights, especially in Tibet, which seek to eliminate distinct Tibetan religious and cultural traditions and heritage; calls for a clear separation between State and religion in China;

    2.  Firmly opposes any attempt by the Chinese Government to interfere in the selection of Tibetan Buddhist spiritual leaders, including the Dalai Lama;

    3.  Expresses its deep concern and sorrow over the suspicious death of Tulku Hungkar Dorje and extends its sincere condolences to his family, monastery and followers;

    4.  Strongly condemns the continued persecution of Tibetan religious and cultural leaders and the practice of transnational repression by Chinese authorities, including the cultural and linguistic assimilation of children in state-run residential schools, reflecting a broader policy of forced assimilation; calls for the suspension of extradition treaties with the PRC;

    5.  Calls for an immediate, independent, impartial and transparent investigation into his death, with international oversight and access to evidence and witnesses, and the immediate return of his remains;

    6.  Demands that those responsible for wrongdoing be held accountable under international human rights standards and law; demands that the EU impose sanctions on officials and entities responsible for human rights violations in Tibet;

    7.  Urges the PRC to uphold its obligations under international law and cease all discrimination against religious and ethnic minorities, allow peaceful religious practice, and release all religious and political prisoners, including the rightful Panchen Lama and Ilham Tohti;

    8.  Urges the EU and Member States to raise this case in bilateral and multilateral dialogues with PRC and Vietnam, and demand accountability for human rights violations in Tibet; insists on also raising the repression of other religious minorities such as the Uyghurs in Xinjiang;

    9.  Instructs its President to forward this resolution to the EUSR, the governments of PRC and Vietnam, the UN High Commissioner for Human Rights and the Central Tibetan Administration.

    LHASA, May 12 (Xinhua) — Chinese engineers on Sunday successfully extracted a 38.1-meter-long concrete core sample from a dam structure of a hydroelectric power plant under construction, setting a new national standard for concrete core sampling at similar arch dams and demonstrating the country’s advanced concrete pouring and quality control capabilities in challenging high-altitude conditions.

    The cylindrical sample was extracted from the structure of the Yebatan hydroelectric dam, a project located at the junction of Sichuan Province and the Xizang Autonomous Region in southwest China.

    The Yebatan Dam is being built on the upper reaches of the Jinsha River (the name of the Yangtze River in its upper reaches). Situated at its highest altitude of nearly 2,900 meters above sea level, the dam is one of the largest hydropower projects in the country, with a maximum dam height of 217 meters and a total installed capacity of 2.24 million kW.

    The lifespan of any dam depends on how well the concrete was poured. The developer of the project reported that a massive concrete core sample, approximately the height of a 12-story building, remained intact when removed, which directly reflects the quality of the concrete pour and demonstrates that in a high-altitude region with a freezing climate, the technology of building an arch dam from concrete is at the leading level in the world. The concrete core, 245 mm in diameter, was drilled vertically through 13 sections of the arch dam, cutting through 12 horizontal joints and 80 layers of poured concrete.

    The high altitude location of this project created extreme technical challenges during construction. With temperatures fluctuating from 37.1 degrees Celsius during the day to minus 23.5 degrees Celsius at night, the project team, in collaboration with scientists and experts, successfully extracted concrete core samples using intelligent construction technologies, including an AI temperature control system and a method for heat conservation and thermal insulation for pouring in winter conditions.

    Construction of the main structure of the mentioned hydroelectric power station began in September 2018, and its first batch of power units should be put into operation by the end of 2025.

    Once operational, the plant, a key part of China’s west-to-east power transmission program, is expected to generate about 10.2 billion kWh of electricity per year.

    This will save almost 4 million tons of conventional fuel in coal equivalent and reduce carbon dioxide emissions by approximately 7.4 million tons per year.

    A total of 35 nurses from 17 countries have received the award this year, with China leading the way. The announcement was made by the Chinese Red Cross Society as the world celebrates International Nurses Day on May 12.

    The Chinese laureates include a nurse from the Wuhan AIDS Clinical and Training Centre, a senior volunteer nurse from the Hong Kong Special Administrative Region (SAR) Red Cross Society and a nurse from the emergency department of the General Hospital of the People’s Liberation Army, the International Committee of the Red Cross said.

    The Florence Nightingale Medal is an international award given to outstanding nurses around the world.

    China and the United States announced here Monday a series of tariff modification measures aimed at easing trade tensions between the world’s two largest economies.

    The decision followed a two-day China-U.S. high-level meeting on economic and trade affairs, where both sides recognized the importance of their bilateral economic and trade relationship to both countries and the global economy, a joint statement said, noting that both sides emphasized the need for a sustainable, long-term and mutually beneficial economic and trade relationship.

    According to the statement, the United States will place a 90-day pause on 24 percentage points of the additional ad valorem rate of duty on articles of China (including articles of the Hong Kong Special Administrative Region and the Macau Special Administrative Region) starting from April 2, while retaining the remaining rate of 10 percent on those articles. It will also remove the additional tariff rates on imports from China announced on April 8 and 9 respectively.

    According to the Executive Order 14259 issued on April 8 by the White House, the United States raised “reciprocal” tariff rate on China to 84 percent. One day later, the White House in another executive order hiked rate to 125 percent.

    Ad valorem tax is a tax based on the assessed value of assets, goods or services being taxed.

    China will modify accordingly the application of the additional ad valorem rate of duty on articles of the United States set forth in Announcement of the Customs Tariff Commission of the State Council No. 4 of 2025, by suspending 24 percentage points of that rate for an initial period of 90 days, while retaining the remaining additional ad valorem rate of 10 percent on those articles.

    It will remove the modified additional ad valorem rates of duty on those articles imposed by the No. 5 and No. 6 announcements issued by the Customs Tariff Commission of the State Council on April 9 and 11 respectively.

    China will also adopt all necessary administrative measures to suspend or remove the non-tariff countermeasures taken against the United States since April 2, 2025.

    The two sides commit to take the actions by May 14.

    The two sides will also establish a mechanism to continue discussions about economic and trade relations. These discussions may be conducted alternately in China and the United States, or a third country upon agreement of the Parties, the statement said.

    On a crisp April morning, Pan Rongfeng, a middle school teacher in his 30s, pulled up to a verdant campsite at the foot of Daming Mountain, south China’s Guangxi Zhuang Autonomous Region, before unloading his dog and a panoply of camping gear from his car.

    It was a cherished holiday ritual for Pan as he took to the great outdoors to savor his time off.

    “Over the past two years, more and more people around me have started to turn to campsites for a little escape from urban life,” said Pan. “As long as the weather is agreeable, I love to gather outdoors to unwind.”

    In recent years, once a niche hobby, camping has broken into the mainstream across China, transforming the way people pursue quality time in their leisure.

    Data from Meituan, a leading life services provider, highlighted the trend. During this year’s Tomb-Sweeping Day, a traditional Chinese holiday where people are entitled to a block of days off, searches for “campgrounds” in Guangxi skyrocketed 50 percent over the same period of last year.

    The allure of such outdoor activity has not gone unnoticed on Chinese social media, with many camping-related posts amassing millions of views.

    On rednote, a Chinese lifestyle app and the country’s version of Instagram, the popularity of notes titled “camping tips” and “campsite recommendations” continued to rise before and during the five-day Labor Day holiday, while short-video platforms like Douyin have logged billions of plays for relevant content.

    At a riverside park in Nanning, weekend campers packed the vast grassy field, with latecomers like Huang Xiaqing, a Nanning local, struggling to find a big enough space to settle her family and friends.

    “If you arrive here half past nine on a weekend morning, it can be a huge hassle to find a spot to put up your tent,” said Huang. “That has almost always been the case since we began this holiday ritual one year ago.”

    Wei Wanqing, a sociology professor with East China Normal University in Shanghai, believes that the growing appeal of camping has extended far beyond the scope of social media influencers doing location check-ins and boosting their online traction by sharing outdoor lifestyle photos.

    “Families are increasingly embracing it as a way to bond and create shared memories,” said Wei.

    In recent years, camping, driven by the dual appeal of reconnecting with nature and fostering greater social connection, has gradually become a prominent element in China’s cultural and tourism landscape while giving rise to a burgeoning industry in the country.

    According to iiMedia Research, the growing appetite for camping generated about 213.97 billion yuan (about 29.69 billion U.S. dollars) in 2024, with projections of continued growth in 2025, as the booming sector has also helped catalyze the growth of related businesses.

    At a store specializing in outdoor gear in Nanning, Lyu Hongping, the shop owner, saw a 30 percent annual revenue spike over the past three years, fueled by various demands for camping and hiking equipment.

    “Camping has gone from a niche pastime for some to something that has attracted an increasing number of people from all walks of life,” said Lyu.

    The influx of campers has a ripple effect, bringing in revenues for the local economy through increased patronage of nearby restaurants, rental shops and tourist attractions, noted Hong Tao with the China Consumer Economics Society.

    “Some of the campsites serve as a one-stop shop that offers everything from essential outdoor gear to personalized travel arrangements,” said Hong.

    On Chinese e-commerce giant Taobao, a simple keyword search for “camping” would yield many relevant results, with many of the top sellers like waterproof mats, folding tables, and hammocks flying off the virtual shelves, some logging over 100,000 units sold in total and more than 1,000 daily purchases.

    A recent consultancy report suggested that there has been a trend toward adding more eye-popping and tech-laden equipment and products, such as foldable outdoor projection screens and in-vehicle fridges, among modern-day campers.

    Research highlights that the traditional style of “roughing it” with canvass tents and sleeping bags has given way to “glamping”, a new form of camping that involves more amenities and comforts, as camping has transformed from a budget-friendly alternative to traditional travel to a highly customized activity that caters to different outdoor pursuits.

    Xu Luyuan, a professor at Guangxi University of Finance and Economics, saw the rise of experience economy like camping as an indication of an exciting shift away from the “Daka” tourism, where tourists rush through cities and tick off as many attractions as possible within a limited timeframe, in favor of a form that focuses more on immersive experiences.

    “It meets the growing demand among Chinese consumers for more personalized, experiential leisure pursuits, and helps drive up domestic consumption and charges up the integration of culture into tourism,” said Xu.

    However, the surge in campers has put nature’s accommodating capacity to the test. Striking a balance between economic gains and environmental sustainability is a key challenge for the emerging sector to scale.

    In response to the concern regarding the environmental impact of the rapid expansion of the camping economy, local authorities across the country have taken proactive steps by introducing guidelines to promote responsible camping practices that prioritize environmental protection and safety.

    “Camping isn’t just a fad,” said Hong, who is convinced that with a focus on establishing a model that emphasizes differentiated services and supply-chain coordination, along with clear policy guidance, the sector can evolve beyond transient craze and become a lasting growth area for the country’s economy.

    On a cliffside in southern China, ancient inscriptions weathered by more than 1,000 years are being rediscovered — not with chisels, but with code.

    The Wuxi Stele Forest in Yongzhou, Hunan Province, is one of China’s most remarkable open-air repositories of carved texts. Over 500 inscriptions, etched into cliff faces and stone tablets from the Tang Dynasty (618-907) through the early 20th century, bear witness to centuries of poetry, politics, and devotion to the art of the written word.

    At the heart of the site stands the inscription of the “Da Tang Zhong Xing Song” (literally “Ode to the Restoration of the Great Tang Dynasty”), originally composed in 761 by poet Yuan Jie. At Yuan’s invitation, master calligrapher Yan Zhenqing transcribed the text in 771 for engraving on the cliff face. The result — celebrated for its brilliant prose, masterful calligraphy, and the exceptional quality of the cliff stone — has been revered for centuries as an example of the “Three Perfections” among cliff inscriptions.

    That inscription proved catalytic. For more than a millennium, inspired by Wuxi’s dramatic scenery and the cultural gravity of the Ode, scholars, poets and officials continued to leave behind verse and commentary carved into the surrounding rock. Together, they created a layered archive of Chinese intellectual and aesthetic history.

    But Wuxi’s stone heritage is under threat. After centuries of exposure to wind, rain and biological erosion, many of the inscriptions have faded into near invisibility. For conservators, the task to preserve what remains and recover what has already slipped from sight has become urgent.

    Now, a team of digital preservationists in Changsha is leading the effort. Under the title “Revitalizing China’s Stone Inscriptions through Digitization,” the project is giving new life to Wuxi’s weatherworn texts.

    “When an inscription that once looked like a faint shadow suddenly becomes legible again, it feels as if we’ve traveled back hundreds of years,” said Kong Hao, who leads the Wuxi stele digitization project and was born in the 1990s. “You can almost see ancient scholars and poets brushing their words onto the cliff face.”

    Her team uses specialized imaging equipment to capture each stele from dozens of angles, then layers the data using computer vision and processing power to reconstruct even the most fragile traces. “As long as the carved strokes are deeper than 0.01 millimeters,” she said, “we believe we can recover them.”

    Details that had long vanished to the naked eye — fragments of characters, fading stroke lines, the rhythm of a master’s hand — are now reappearing on-screen, frame by frame. They are entering a growing digital archive designed for both research and creative reuse.

    The project is not only reviving what was fading, but also reimagining how people engage with it.

    A WeChat mini program, “Digital Wuxi,” allows users to trace calligraphy strokes, explore historical annotations, and take virtual tours of the site.

    At the on-site digital museum, visitors can browse digitally enhanced replicas of the site’s steles, try simulated stone carving, interact with a digital Yuan Jie, and visit a gift shop featuring 3D-printed mementos. The museum has become a popular destination for families and students.

    “Through digital preservation, the ‘Ode to the Restoration of the Great Tang Dynasty’ becomes more relatable,” said Zeng Yucheng, a professor at Jingdezhen Ceramic University. “This ensures that the story of the Wuxi Stele Forest continues, allowing more people to discover its history and cultural significance.”

    Zhou Ping, president of Hunan Epigraphy Culture Research Association, agrees. “Cliff inscriptions hold immense historical, artistic, and scholarly value,” he said. “Modern technology enables us to recover their voices, and share them widely.”

    The Wuxi project is now a key part of Hunan Province’s cultural digitization strategy. “We want more people to connect with history,” said Zhou Zhiyong, deputy director of the provincial Department of Culture and Tourism. “Digital tools are opening new pathways to do that.”

    This momentum is spreading well beyond Wuxi. The “SumHi” app, developed by a Hunan-based digital technology firm, functions like a 24-hour virtual museum. Users can explore digital replicas of national treasures — from the Gansu Galloping Horse and the jade seal of Liu He, the Han-era Marquis of Haihun, to the sheer gauze robe from Mawangdui — in hyper-detailed 3D, with textures and hues rendered more vividly than what the naked eye could perceive in person.

    Beyond simply displaying artifacts, the platform is also piloting a new cultural access model, merging museum and creative industry resources into an open ecosystem where content creators can co-develop and share digital assets via smart contracts.

    Such platforms are transforming how the public interacts with history.

    “It felt like stepping into a scroll painting,” said visitor Luo Wenjing, reflecting on her visit to Wuxi’s digital museum during the Qingming holiday this spring.

    “I’m bringing this home,” she added, holding up a 3D-printed bookmark engraved with the phrase “Last for Thousands of Years,” an excerpt taken from the final line of the “Ode to the Restoration of the Great Tang Dynasty.”

    “It’s like carrying the spirit of Yuan Jie with me when I read.”

    “We should let facts, not slander, speak about the Chinese economy, and the world will make a fair judgment,” wrote Dong Yu, executive vice president of the Institute of China Development Planning at Tsinghua University, in an article titled “Fundamentals of China’s Economy from the Perspective of Macroeconomic Regulation.”

    Citing China’s solid performance in economic growth, employment, price stability and the international balance of payments this year, the article says: “Few major economies in the world have managed to maintain stable performance in all four key areas as China has.”

    Meanwhile, he wrote that US GDP contracted 0.3 percent in the first quarter of 2025 from the previous quarter on an annualized basis, and among other sluggish indicators, hiring at US companies slowed to its slowest pace in nine months in April of this year.

    The article says that China has not underestimated the challenges that changes in the external environment pose to its domestic economy. It has recently introduced a number of additional policy measures to address both the direct and indirect effects of the tariff war.

    “Many of the world’s leading investment institutions forecast robust growth for China’s economy in 2025, and also expect the country’s 15th Five-Year Plan to bring certainty to the development of not only China but the entire world,” the economist wrote.

    In contrast, the US was aggressive in launching a tariff war, turning a blind eye to domestic issues, as if it did not need to consider the negative impact of such a war on its own businesses and population, the article says. “To this day, the US government has not introduced any systemic policies to ensure the welfare of the population, instead focusing its main efforts on partisan warfare and manipulation of capital markets.”

    If a government does not plan long-term, lacks human capital and infrastructure support, has uncoordinated production and supply chains, and is not even a leader in automated manufacturing or robotics, then claims that it can revive manufacturing through tariffs are nothing more than a far-fetched narrative, Dong Yu wrote.

    According to the article, recent moves in the US stock market do not indicate a restoration of confidence. “Instead, they reflect the view of international capital that China has not abandoned its goodwill or closed the door to negotiations.”

    “Of course, such good will and patience will not be unlimited, and will be absolutely inapplicable to those who persist in shameless coercion, extortion and denial of obligations,” the economist wrote.

    The Government of the People’s Republic of China (“China”) and the Government of the United States of America (the “United States”),

    Recognizing the importance of their bilateral economic and trade relationship to both countries and the global economy;

    Recognizing the importance of a sustainable, long-term, and mutually beneficial economic and trade relationship;

    Reflecting on their recent discussions and believing that continued discussions have the potential to address the concerns of each side in their economic and trade relationship; and

    Moving forward in the spirit of mutual opening, continued communication, cooperation, and mutual respect;

    The Parties commit to take the following actions by May 14, 2025:

    China’s national security firmly fulfills the major responsibilities entrusted by the Party and the people, upholds the Party’s position as the governing party and the socialist system, improves the people’s sense of fulfillment, happiness and security, ensures high-quality development, safeguards national territorial integrity and maritime rights and interests, ensures the safety and reliability of emerging fields, and fortifies the security shield essential to the great rejuvenation of the Chinese nation, it said.

    China values coordinating development with security, striving to achieve a positive interaction between high-quality development and high-level security, promoting mutual reinforcement and coordinated enhancement between opening up and security.

    China’s national security adheres to reform and innovation as the driving force, and adopts a systematic and institutional approach, to improve the efficient and coordinated national security system, and forge practical national security capacity, said the white paper.

    The Global Security Initiative highlights the security vision of building a community with a shared future for humanity, and brings a global outlook to the holistic approach to national security, it noted.

    China ensures both its own security and common security, advocates strengthening global security governance, practices the global governance concept of extensive consultation, joint contribution and shared benefits, upholds true multilateralism, and works to make global security governance system fairer and more equitable, the white paper said.

  • MIL-OSI China: China recording 8% annual rise in registered nurses

    The number of registered nurses in China has been increasing at an average annual rate of about eight percent in recent years, the National Health Commission said on Monday.

    As the society is aging rapidly, the commission has also been boosting elderly nursing care by using online platforms and promoting home-based care for seniors, the commission said on this year’s International Nurses Day, which is observed on May 12 every year.

    “Nurses now also provide elderly care, chronic disease management, rehabilitation guidance and palliative care (in communities),” it said. “Currently, over 4,000 medical institutions across the nation offer more than 60 types of door-to-door nursing services of seven different categories.”

    The commission added that more than 85 percent of medical institutions now provide continuity of care, which involves offering online nursing consultations, follow-up care and home-based nursing guidance to address needs for routine care and specialized nursing after patients leave the hospital.

  • MIL-OSI China: S. Korea’s ousted president Yoon attends 3rd criminal trial hearing

    Ousted South Korean President Yoon Suk-yeol attended the third hearing of his criminal trial over insurrection charge on Monday, appearing in court through an open entrance for the first time.

    Yoon, dressed in a navy blue suit and red tie, arrived at the Seoul Central District Court in a black van and walked up to the entrance without answering questions from reporters, TV footage showed.

    It marked the first time that Yoon’s court appearance was made public. Yoon was allowed to come to a courtroom through an underground parking lot for the past two hearings.

    Yoon faced charges of leading an insurrection through his botched martial law imposition last December. If convicted, he could be sentenced to a maximum penalty of death or life in prison.

    The former conservative president was ousted from office on April 4 when the constitutional court upheld a motion by the National Assembly to impeach him.

    Chinese electric vehicle (EV) battery maker Contemporary Amperex Technology (CATL) on Monday launched its public offering in Hong Kong.

    According to the prospectus published on the official website of the Hong Kong Exchanges and Clearing Limited, the offering period will end on May 16, and the company is expected to be listed on the Hong Kong Stock Exchange on May 20.

    According to the prospectus, the maximum offering price for CATL is 263 HK dollars (about 33.76 U.S. dollars) per share, with the stock code 3750. The expected number of shares for the initial global offering is 117,894,500.

    In this offering, CATL will issue 8,842,100 shares in Hong Kong, while 109,052,400 shares will be offered internationally.

    Edward Au, southern region managing partner at Deloitte China, estimated that the total fundraising will be at least 4 billion U.S. dollars, potentially making it the largest IPO in Hong Kong since the listing of video sharing app Kuaishou in 2021.

    CATL is an innovative new energy technology company, primarily engaged in the research, development, production, and sales of EV batteries and energy storage system batteries. It had established six major R&D centers and 13 battery manufacturing bases worldwide, with service outlets spanning 64 countries and regions. (1 U.S. dollar equals 7.78 HK dollars)

  • MIL-OSI China: China’s auto market maintains robust growth in January-April

    China’s auto output and sales reported double-digit increases in the first four months of the year, indicating vibrant domestic consumption despite global uncertainties.

    The auto production stood at nearly 10.18 million units in the period, up 12.9 percent from a year ago, while the auto sales rose 10.8 percent to 10.06 million units, the China Association of Automobile Manufacturers said Monday.

    China and the United States on Monday released a joint statement on China-U.S. Economic and Trade Meeting in Geneva.

    The following is the English translation of the full text of the joint statement:

    Joint Statement on China-U.S. Economic and Trade Meeting in Geneva

    The Government of the People’s Republic of China (“China”) and the Government of the United States of America (the “United States”),

    Recognizing the importance of their bilateral economic and trade relationship to both countries and the global economy;

    Recognizing the importance of a sustainable, long-term, and mutually beneficial economic and trade relationship;

    Reflecting on their recent discussions and believing that continued discussions have the potential to address the concerns of each side in their economic and trade relationship; and

    Moving forward in the spirit of mutual opening, continued communication, cooperation, and mutual respect;

    The Parties commit to take the following actions by May 14, 2025:

    The United States will (i) modify the application of the additional ad valorem rate of duty on articles of China (including articles of the Hong Kong Special Administrative Region and the Macau Special Administrative Region) set forth in Executive Order 14257 of April 2, 2025, by suspending 24 percentage points of that rate for an initial period of 90 days, while retaining the remaining ad valorem rate of 10 percent on those articles pursuant to the terms of said Order; and (ii) removing the modified additional ad valorem rates of duty on those articles imposed by Executive Order 14259 of April 8, 2025 and Executive Order 14266 of April 9, 2025.

    China will (i) modify accordingly the application of the additional ad valorem rate of duty on articles of the United States set forth in Announcement of the Customs Tariff Commission of the State Council No. 4 of 2025, by suspending 24 percentage points of that rate for an initial period of 90 days, while retaining the remaining additional ad valorem rate of 10 percent on those articles, and removing the modified additional ad valorem rates of duty on those articles imposed by Announcement of the Customs Tariff Commission of the State Council No. 5 of 2025 and Announcement of the Customs Tariff Commission of the State Council No. 6 of 2025; and (ii) adopt all necessary administrative measures to suspend or remove the non-tariff countermeasures taken against the United States since April 2, 2025.

    After taking the aforementioned actions, the Parties will establish a mechanism to continue discussions about economic and trade relations. The representative from the Chinese side for these discussions will be He Lifeng, Vice Premier of the State Council, and the representatives from the U.S. side will be Scott Bessent, Secretary of the Treasury, and Jamieson Greer, United States Trade Representative. These discussions may be conducted alternately in China and the United States, or a third country upon agreement of the Parties. As required, the two sides may conduct working-level consultations on relevant economic and trade issues.

    Recently, Chinese President Xi Jinping paid a state visit to Russia. Both sides reaffirmed their commitment to further deepening the comprehensive partnership and strategic cooperation in the new era. It is especially important to hear such statements in the era of global instability. Russian-Chinese relations are not just diplomacy and economics, but also a history of sincere friendship, respect and mutual understanding. Having lived in China for more than five years, I realized that true friendship between countries begins with friendship between people.

    Connecting Peoples – Beyond Economics and Trade

    To truly understand another culture, information from books, travel or news is not enough, you need to experience it from the inside, through work, study and communication. For more than five years, China was my home, a place where I learned Chinese, gained valuable professional experience and made friends with whom I still maintain warm ties. China became a part of my identity: I learned to think more broadly, to see the world through the eyes of others and to appreciate differences. Over the years, I have seen that the relationship between China and Russia is not limited to economics and trade, they are connected by many human stories like mine.

    The Language That Changed Lives

    My first encounter with China was in 2006, when I visited Beijing on a tourist trip. Even then, it felt like the country was on the verge of big changes, although high-speed trains and large-scale international projects were still to come. When I returned to China in 2009 to study Chinese, I had no idea how important this choice would become. Chinese became for me not just a communication tool, but also a bridge between cultures and a powerful asset.

    The work that opened up a whole world

    Later, I got a job at a Chinese media outlet in Beijing, where I contributed to stories for overseas audiences. We covered Chinese innovations in agriculture, infrastructure development, poverty eradication, and the preservation of intangible cultural heritage. It was an invaluable experience: I saw China from different sides, not only through official data, but also through people’s stories, dreams, and aspirations. Each article became a new step toward mutual understanding.

    Personal connections as a path to understanding

    Every day, living and working in China, I admired the hard work of the Chinese people, their willingness to learn and develop. I saw how cities were changing rapidly, innovations were being introduced, and Chinese technologies were spreading around the world. This progress was impressive, but even more impressive was the human warmth. My friends and colleagues were interested in asking about Russia and sharing their stories. We exchanged experiences and views – it is these personal connections that, as I now understand, create a solid foundation for international relations.

    Respect as the basis of trust

    It was especially valuable to feel the respectful attitude towards Russia on the part of the Chinese. In contrast to the criticism that can often be heard in the West, in China I encountered genuine interest in Russia and admiration for Russian culture. This strengthened my confidence in the future partnership of our countries. It seems to me that it is respect, openness and trust that become the foundation of strong relations between states, starting from the level of ordinary people.

    The Future in Dialogue: Language, Science, Culture

    Today, Russian-Chinese relations go beyond traditional trade and economic cooperation, embracing science, education, and culture. Educational projects, scientific research, and academic exchanges play a special role. More and more young people are learning each other’s languages, which opens up new horizons and builds trust. Cultural exchanges – festivals, exhibitions, theater productions, film screenings – help to understand mentalities, strengthen interest and mutual sympathy. Art is becoming a universal language that overcomes barriers.

    Strength lies in shared values

    I have always been touched by the similarity of our cultural values: respect for elders, high value of education, hospitality. These common foundations, as I have understood from personal experience, are truly a strong foundation for the friendship of our peoples and countries.

    Conclusion: Looking to the Future

    Watching the development of Chinese-Russian relations today, I feel joy. For me, this is not just the history of two states, it is also the history of two peoples who want to understand and respect each other. I believe that we still have many joint steps ahead, each of which begins with dialogue, mutual interest and trust.
