  • MIL-OSI Security: Covington Man Sentenced for Being a Felon in Possession of Firearms, Silencers and Machineguns

    NEW ORLEANS – Acting U.S. Attorney Michael M. Simpson announced that JOE LYNN BEATTIE (“BEATTIE”), age 53, of Covington, Louisiana, was sentenced on April 29, 2025 by United States District Judge Jay C. Zainey to 63 months imprisonment, 3 years of supervised release and payment of a $300 mandatory special assessment fee.  BEATTIE previously pleaded guilty on January 27, 2025, to a three (3) count indictment.  Count One charged him with being a Felon in Possession of Firearms and Ammunition, in violation of Title 18, United States Code, Section 922(g)(1).  Count Two charged him with possession of silencers, that were not registered to him in the National Firearms Registration and Transfer Record, in violation of Title 26, United States Code, Section 5841.  Count Three charged him with possession of machineguns, in violation of Title 26, United States Code, Section 922(o).

    According to court records, federal agents received information that BEATTIE had received unlawfully imported firearm parts from China.  Thereafter, Special Agents with Homeland Security Investigations (HSI), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), as well as St. Tammany Parish Sheriff’s deputies, executed a search warrant at his residence.  The search yielded five (5) firearms, ammunition, sixteen (16) silencers, and five (5) machinegun conversion devices that turn firearms into fully automatic weapons.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    U.S. Attorney Evans praised the work of Homeland Security Investigations, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the St. Tammany Parish Sheriff’s Office,  in investigating this matter.  Assistant U.S. Attorney Jon Maestri of the General Crimes Unit is in charge of the prosecution.

    Moscow, May 5 (Xinhua) — A Ukrainian FPV drone attacked a car in Russia’s Kursk region, killing two people, acting regional governor Alexander Khinshtein said on his Telegram channel on Monday.

    The attack took place near the village of Shchegolek in the Belovsky district on a car with 5 people in it. Two women were killed. One man and two women were injured.

    In addition, as reported by A. Khinshtein, in the village of Zvannoye, Glushkovsky District, Kursk Region, a driver was killed when an explosive device was dropped on a civilian vehicle. –0–

Taiwan is an indispensable partner in global supply chains and remains committed to collaborating with Australia and its partners to safeguard democracy, shared values, and the rules-based international order in the region. Taiwan is ready to pursue FTA negotiations with Australia. We urge Australia’s further support for Taiwan’s bid.

    KATHMANDU, May 5 — A photo exhibition was held in the Nepali capital on Monday to mark the 70th anniversary of Nepal-China diplomatic relations.

    Dozens of photos featuring key diplomatic moments, visits by high-level leaders and cultural exchanges between the two neighbors were on display to highlight “legacy of friendship: 70 years of Nepal-China relations through the lens.”

    Nepal’s former Prime Minister and President of the Nepali Congress Sher Bahadur Deuba and Chinese Ambassador to Nepal Chen Song cut the ribbon for the exhibition organized by the Girija Prasad Koirala Foundation for Democracy, Peace and Development.

    Standing at the new starting point of the 70th anniversary of diplomatic ties, “China is willing to continue our shared affection across time and space with the Nepalese people and to jointly write a magnificent new chapter of our two countries advancing hand in hand,” Chen said at the exhibition.

    Nepal-China relationship is based on “equality, mutual benefits and peaceful coexistence,” Deuba said. “Our friendly neighbor has supported Nepal in infrastructure development, tourism, educational exchanges and environment protection.”

    GUIYANG, May 5 — Chinese Vice Premier Zhang Guoqing on Monday urged all-out emergency rescue and medical treatment efforts following an accident involving the capsizing of multiple boats in southwest China’s Guizhou Province.

    Sudden strong winds on Sunday afternoon caused four boats to capsize in a Qianxi City river, plunging 84 people into the water. All those involved in the accident had been found by 12:45 p.m. Monday, with 10 dead, 70 injured and four unharmed.

    Zhang, also a member of the Political Bureau of the Communist Party of China Central Committee, went to the accident site and later a local hospital to guide emergency rescue and medical assistance efforts.

    Medical experts and resources should be fully mobilized to treat those injured to reduce fatalities and disabilities, he said at a meeting early Monday morning, urging full support to be provided to grieving families.

    Regarding safety measures, he called for the reinforced implementation of safety management standards, including those related to accident prevention, hazard identification and issue rectification, with the aim of effectively preventing and curbing major safety incidents in the future.

    Focus should be directed toward critical areas such as tourist attractions, large public venues, residential communities and transportation sectors to identify and eliminate risks, he said.

    Severe weather monitoring and early warning systems should be strengthened, with clear response and emergency coordination processes, while measures to restrict access to tourist sites and limit passenger ship operations during severe weather conditions must be rigorously enforced to ensure public safety, Zhang said.

  • MIL-OSI Global: National security advisers manage decision-making as advocates or honest brokers

    The removal of Mike Waltz as President Donald Trump’s national security adviser – formally the assistant to the president for national security affairs – raises the question of just what that position entails and also what it means that Marco Rubio will now act as secretary of state and national security adviser.

    The National Security Act of 1947 created the National Security Council to advise the president on matters of national security. It’s also tasked with integrating domestic, foreign and military policies.

    But the national security adviser position is neither enshrined in law nor accountable to Congress.

    I’m an economist and international relations scholar who has worked with three national security advisers − Zbigniew Brzezinski, Samuel “Sandy” Berger and Susan Rice.

    I’ve seen the job up close. The core of the national security adviser’s role is managing the national security decision-making process, as decisions on issues from Ukraine to Gaza to nuclear proliferation are made. It’s a coordinating role.

    Honest broker

    National security advisers set the timing and flow of policy analysis and recommendations to the National Security Council committees − first, the principals committee, which brings together the Cabinet secretaries with national security responsibilities from the State Department, Department of Defense, the CIA and others.

    While the principals committee typically rarely meets and virtually never with the president in the chair, not so the deputies committee. That committee brings together the Nos. 2 and 3 in the same departments.

    In my most recent stint in Washington as chair of the National Intelligence Council in the Obama administration, the deputies committee met almost every day, sometimes more than once. Its formal role is to tee up issues for decision by the principals and the president.

    National security advisers have the advantage of proximity to the president, with an office footsteps from the Oval, as it is known in Washington lingo. They also manage a relatively lean staff.

    In my time on the National Security Council staff in the Carter administration, it was perhaps 150 all told, including the watch officers in the White House Situation Room. In the Biden administration it was on the order of 350 staff.

    For us National Security Council staffers, if we disagreed with our counterparts at the State Department or the Defense Department, we could let the principals decide. We knew that we could get to Brzezinski faster, for example, than they could get to their Cabinet secretaries.

    In Washington, proximity is opportunity. And, not surprisingly, national security advisers since McGeorge Bundy in the John F. Kennedy and Lyndon B. Johnson administrations have become central figures in the foreign policy arena. The have had to manage the balance between seeking to influence the president and remaining an honest broker.

    As Berger put it, “You have to be perceived by your colleagues as an honest representative of their viewpoint, or the system breaks down.”

    Managing the tension

    National security advisers have managed the tension in their roles in different ways. And two models of those roles have emerged.

    Henry Kissinger, who served Presidents Richard Nixon and Gerald Ford, was a powerful strategist driving presidential policy, often bypassing traditional channels. He, like Secretary of State Marco Rubio will do, served a dual role from 1973 to 1975 as national security adviser and secretary of state. Condoleezza Rice, the national security adviser who served George W. Bush, also later became secretary of state.

    Brent Scowcroft, who served both Ford and President George H. W. Bush, is the exemplar of the other model − an “honest broker” ensuring a fair, collegial policy process. He was the consummate insider: low-key, meticulous about process and influencing through quiet proximity. The Bush administration he served was also, as described by a friend, as collegial as the men’s locker room of an upscale country club. Still, while I never had the chance to work with him, he is my standard for the role of national security adviser.

    Waltz served too briefly to evaluate his record. It’s ironic that what seems to have done him in was the Signalgate scandal, in which Waltz added a journalist to a Signal group chat in which government officials discussed details about a planned U.S. military strike in Yemen.

    That was an example of Waltz’s coordinating role, bringing most of the relevant policy officials together to discuss an important issue. The purpose was right, but the means was extremely unwise.

    Learning from the past

    Historically, the worst crisis of the National Security Council system ensued when it sought to conduct operations, not just organize them. That was the case in the Iran-Contra affair of the Reagan administration.

    Robert McFarlane took over as national security adviser in October 1983. A former Marine officer and deputy national security adviser, he was conscientious to a fault: In one meeting while he was consulting during the transition from President George H. W. Bush to President Bill Clinton, we asked him about work hours. He replied: “They’re not bad. I’m out of here by eight most nights, earlier on Sunday.”

    He was done in by Iran-Contra, a clandestine effort run by the National Security Council to trade arms to Iran − then under a U.S. arms embargo − in hopes of freeing American hostages, with proceeds diverted to fund the Nicaraguan Contras, despite a congressional ban on funding them. He pleaded guilty in 1988 to withholding information from Congress.

    It’s a telling lesson for Rubio and other Waltz successors as the national security adviser of the dangers of moving from honest broker and quiet advocate to operator − especially if the operation is contrary to public U.S. policy and perhaps against the law.

  • MIL-OSI China: ASEAN+3 finance ministers, central bank governors conclude meeting in Milan

    MILAN, May 5 — Finance ministers and central bank governors from the Association of Southeast Asian Nations (ASEAN), China, Japan and the Republic of Korea (ASEAN Plus Three or 10+3) finished their 28th annual meeting here on Sunday.

    Co-chaired by China and Malaysia this year, the meeting focused on global and regional macroeconomic developments and regional financial cooperation under the 10+3 framework and issued a joint statement.

    According to the statement, participants supported the updating of the strategic direction for ASEAN+3 financial cooperation and agreed to launch technical assistance tools aimed at addressing medium- to long-term structural challenges.

    Members affirmed the progress of the discussion on the Chiang Mai Initiative Multilateralization and welcomed the new director of ASEAN+3 Macroeconomic Research Office and the expansion of the ASEAN+3 Financial Think-tank Network, said the statement.

    The 10+3 also welcomed the in-depth development of the local bond market in the region and approved the concept document of the future roadmap for the Disaster Risk Financing Initiative, the statement noted.

    In his remarks, China’s Finance Minister Lan Fo’an said that the current global economic landscape is undergoing profound adjustments, with globalization facing rising trends of unilateralism and protectionism.

    Despite these challenges, he said, the ASEAN+3 regional economy has demonstrated strong resilience and held considerable growth potential.

    China stands ready to work with ASEAN+3 partners to uphold openness and inclusiveness and to deepen regional financial cooperation continuously with a view to providing stability and certainty amid global turbulence, Lan said.

    URUMQI, May 5 (Xinhua) — The volume of fruits and vegetables exported through the Horgos port on the China-Kazakhstan border in northwest China’s Xinjiang Uygur Autonomous Region has grown rapidly since the beginning of this year.

    According to Khorgos Customs, 179 thousand tons of fruits and vegetables were exported through the Khorgos checkpoint in the first three months of this year, which is 60.2 percent more year-on-year. The main importers of fruit and vegetable products were Kazakhstan, Uzbekistan and Russia.

    “This year, our company has exported a huge batch of potatoes, especially to Uzbekistan and Kyrgyzstan,” said Yu Chengzhong, chairman of the board of Horgos Jinyi International Trade (Group) Co., Ltd.

    In order to reduce the time and costs of customs clearance of goods, the Khorgos checkpoint constantly optimizes the overall customs clearance process, closely coordinating its actions with the relevant authorities, ensuring the preservation of the freshness of exported fruits and vegetables.

    BEIJING, May 5 (Xinhua) — As of April 27, the China-Kazakhstan International Boundary Cooperation Center Khorgos (ICBC Khorgos) has received more than three million visitors since the beginning of this year, Zhongxinshe News Agency reported.

    For comparison, last year the number of visitors to the Khorgos ICBC exceeded the 3 million mark 74 days later – only in July.

    The Khorgos ICBC in the city of the same name in the Xinjiang Uyghur Autonomous Region was commissioned in April 2012. Its total area is 5.28 square kilometers, of which 3.43 square kilometers belong to China and 1.85 square kilometers to Kazakhstan. The center is mainly used as a venue for trade negotiations, exhibitions, sales, storage and transportation of goods, as well as the provision of financial services.

    Currently, there are more than 2,000 retail outlets in the Chinese part of the Khorgos International Centre of Boundary Cooperation, where they sell about a thousand types of goods produced in 40 countries and regions of the world.

    SANAA/JERUSALEM, May 5 (Xinhua) — Yemen’s Houthi group said Sunday it would continue to launch missile strikes on Israeli airports, especially Ben Gurion Airport, as part of its “total air blockade” of the country.

    “We are declaring a comprehensive air blockade against the Israeli enemy in response to its decision to expand its aggression against Gaza,” Houthi military spokesman Yahya Sari’a said in a statement broadcast by rebel-controlled al-Masirah TV.

    “We will work to impose a blockade, repeatedly targeting airports, in particular Ben Gurion Airport,” he said, calling on international airlines to cancel all their flights scheduled to any Israeli airport.

    Earlier on Sunday, the Houthis claimed responsibility for a rocket attack that hit an access road leading to the main terminal of Ben Gurion Airport in central Israel in the morning, leaving four people lightly injured.

    The Israeli army said its air defense systems had attempted to intercept the missile but failed. It later issued a separate statement saying the likely cause of the air defense malfunction was a “technical problem” with the interceptor missile.

    Following the attack, Israeli Prime Minister Benjamin Netanyahu issued a video warning to the Houthis, threatening to strike the group. He then wrote on the social media site X that Israel would take revenge on the Houthis in Yemen and their ally Iran. –0–

    TEHRAN, May 5 (Xinhua) — Iranian Defense Minister Aziz Nasirzadeh has warned that Iran will strike the interests, bases and troops of the United States and Israel “wherever they are and whenever it deems necessary” if either country starts a war against the Islamic Republic.

    He made the remarks in an interview with Iran’s IRIB news agency published on Sunday, in response to a recent threat from US Defense Secretary Pete Hegseth, who warned that Iran would “pay a price” for its “support for the Houthis.”

    The Iranian minister noted that Iran has a large arsenal of missiles at its bases and will not hesitate to use them against regional targets if a war is forced on the country.

    “If such a war is unleashed by the United States or Israel, the Islamic Republic of Iran will strike their interests, bases and troops wherever they are and whenever it deems it necessary,” said A. Nasirzadeh.

    He went on to criticize the “contradictory” behavior of the United States, which declares its openness to negotiations while at the same time threatening Iran through various channels.

    A. Nasirzadeh said that Yemen is an independent country and makes its own decisions, advising the US to refrain from creating crises in the West Asian region. –0–

    Peter the Great St. Petersburg Polytechnic University celebrated the 60th anniversary of the preparatory faculty for foreign students. This event was not just an anniversary date, but a vivid demonstration of many years of successful experience and achievements in the field of international education.

    The history of the faculty began in 1965, when the first 200 students from Cuba, Arab countries and Africa crossed the threshold of the classrooms at 21 Politekhnicheskaya Street. Under the leadership of Dean A. N. Nosov, a unique educational structure was created with three departments: Russian language, natural sciences and humanities. In 1988, the faculty found a new home – a modern building at 28 Grazhdansky Prospekt, which today remains a center of attraction for foreign students.

    The special value of the preparatory faculty is its ability to adapt to the challenges of the time, while maintaining the best traditions. Today we see how graduates of the preparatory faculty become successful specialists all over the world, and many remain in Russia, contributing to the development of our economy and science. This is the best assessment of our work, – noted the Vice-Rector for International Affairs of SPbPU Dmitry Arsenyev.

    Over six decades, the preparatory faculty has achieved impressive results in educational activities.

    When I came to Russia, I knew only a few Russian words. But thanks to the unique teaching method, after a month and a half I could understand speech and participate in dialogues, recalls 2016 graduate Hanaa Itri from Morocco. Today, she successfully works at a large Russian university, continuing the traditions of intercultural communication.

    The anniversary celebrations lasted two days. On the first day, an all-Russian scientific and methodological seminar was held, where representatives of leading Russian universities – Moscow State University, Peoples’ Friendship University of Russia, Kazan Federal University, Tomsk and Volgograd Polytechnics – discussed current issues of teaching taking into account the ethnic factor.

    On the second day, a festival of Russian language and culture was held, where students enthusiastically competed in linguistic contests, participated in master classes on folk crafts, and mastered the secrets of traditional Russian cuisine.

    The culmination of the celebration was the gala concert in the White Hall “Day of the Russian Language”, in which more than 60 students from 30 countries participated. The staff and veterans of the Higher School received gratitude from the Committee for Science and Higher School of St. Petersburg and honorary certificates from SPbPU.

    Preparatory faculty graduates shared their memories of their student years. One of them is the senior teacher of additional education at the Higher School of MOP Mukbil Mansur Hassan Muhammad from Yemen. After studying at the preparatory faculty, he graduated from the physics and metallurgy faculty and defended his PhD thesis at the Polytechnic University.

    The Polytechnic Institute has become my home. I love my job and my students. My students are my friends. I know from my own experience how difficult it is to adapt to life in another country where everything is new: the climate, the cuisine, the language, the people. Creative events help students get to know the country and get to know each other better, – shared Mukbil Mansur Hassan Muhammad.

    Foreign students performed Russian songs and dances at the concert. The numbers dedicated to the 80th anniversary of the Victory in the Great Patriotic War were presented: the compositions “Katyusha”, “Wait for me”, “Yablochko” and “Siniy kerchief”.

    The event was attended by students from Turkmenistan, China, Latin America and Africa, as well as from other parts of the world. Many students of the preparatory faculty have talents: they dance, sing, recite poems. Concerts and similar events help foreign children adapt to our culture. Creativity plays an important role in this process, – said Lyubov Stepanova, senior teacher of additional education at the Higher School of MOP and the organizer of the event.

    Last year’s preparatory faculty graduates and current first-year students of the Institute of Historical and Cultural Studies Anzhi and Roz from Haiti also took part in the concert: Russia is a large, beautiful country with a rich culture and history. When we were choosing a university for study on the Internet, we really liked the Polytechnic, and were impressed by the opportunities for students. And our friends study here, and they told us a lot of good things. We like it here, the teachers are very helpful, for which we are very grateful to them.

    60 years is not just a number. It is thousands of graduates, dozens of countries, hundreds of educational programs. But the main thing is the traditions of quality and innovation that we carefully preserve and develop, – summed up the director of the Higher School of International Educational Programs Viktor Krasnoshchyokov.

    Today, the preparatory faculty of SPbPU is a modern educational center, where time-tested methods and innovative approaches are harmoniously combined.     The prototype of the CR450 high-speed train — the world’s fastest high-speed train — is undergoing type tests.

    The CR450 must decelerate from 400 kilometers per hour to a full stop in just 112 seconds over 6,500 meters. Achieving this requires an exceptionally reliable brake system, particularly the brake disc hub.

    The brake hub demanded a precision tolerance of just 0.005 millimeters — about one-sixteenth the thickness of a human hair. After months of research, the Chinese technical team not only cracked the challenge of machining the hub on a lathe, but also eliminated an entire production step and doubled efficiency compared to foreign grinding techniques.

    GUIYANG, May 5 (Xinhua) — The death of the last person missing in the capsized pleasure boats in southwest China’s Guizhou Province has been confirmed, the local disaster response center said.

    As of 12:45 p.m. local time on Monday, all 84 people who were in the water due to the incident had been found. Of those, 10 people had died, 70 people were still being treated in hospitals and four were uninjured.

    On the afternoon of May 4, four boats capsized on a river in Qianxi City, Guizhou Province, due to sudden strong winds, leaving 84 people in the water. The Guizhou Provincial Government has deployed about 500 personnel from relevant departments to coordinate search and rescue efforts. The aftermath of the incident is currently ongoing. -0-

    Billionaire investor Warren Buffett and Apple CEO Tim Cook have joined a chorus of business leaders warning against Washington’s tariff-driven trade policies, highlighting that they are inflating costs for companies in the United States and harming economic growth.

    Their remarks show that even large corporations with diversified supply chains, like Apple, are feeling the strain, while smaller US enterprises reliant on imports face bigger risks, industry experts said.

    “Trade should not be a weapon,” Buffett, the chairman and CEO of Berkshire Hathaway, told the company’s annual shareholders meeting on Saturday in Omaha, Nebraska.

    “It’s a big mistake, in my view, when you have seven and a half billion people that don’t like you very well, and you got 300 million that are crowing in some way about how well they’ve done — I don’t think it’s right, and I don’t think it’s wise,” said Buffett.

    He said tariffs had “led to bad things”.

    “Just the attitudes it’s brought out. In the US, I mean, we should be looking to trade with the rest of the world and we should do what we do best and they should do what they do best,” Buffett said.

    He emphasized that US prosperity hinges on global economic health.

    “I do think that the more prosperous the rest of the world becomes, it won’t be at our expense, the more prosperous we’ll become, and the safer we’ll feel and your children will feel someday,” he added.

    The remarks followed data showing that the US economy contracted for the first time in three years, swamped by a flood of imports as businesses raced to avoid higher costs from tariffs.

    The US GDP decreased at an annualized rate of 0.3 percent in the first quarter of 2025 compared with the preceding quarter, marking the first decline in three years, said Reuters, quoting a report from the US Commerce Department.

    Cook from Apple revealed on Thursday that tariffs could add $900 million to the US tech company’s costs this quarter.

    “Assuming the current global tariff rates, policies, and applications do not change for the balance of the quarter and no new tariffs are added, we estimate the impact to add $900 million to our costs,” he told a quarterly earnings call.

    About 90 percent of Apple’s iPhone, its most profitable product, is produced in China, according to estimates by the Los Angeles-based financial services firm Wedbush Securities.

    Bai Ming, a researcher at the Chinese Academy of International Trade and Economic Cooperation in Beijing, said the “America First” approach has backfired, with tariffs raising input costs for manufacturers, squeezing consumer prices, and eroding business confidence.

    “The tariffs hit the US companies very hard. It is ultimately American consumers that pay the extra bill,” Bai added.

    Jeffrey Sachs, a world-renowned professor of economics and director of the Center for Sustainable Development at Columbia University, told China Daily that Washington’s tariff policy is “destructive for the United States and disruptive for the world”.

    “Protectionism will fail and increasingly isolate the US in the world economy and politics. There are few countries that will accept Trump’s approach, even in Europe,” Sachs added.

    GAZA, May 5 (Xinhua) — Israeli airstrikes in the Gaza Strip killed at least 20 Palestinians, including women and children, on Sunday, local authorities said, amid intensified ground and air operations, continued shelling and drone attacks on residential areas.

    At least 11 people, including seven women and three children, were killed in an airstrike on a tent housing displaced families in the al-Mawasi area west of Khan Yunis, Mahmoud Basal, a spokesman for the Palestinian Civil Defense in Gaza, told Xinhua. Four more people from the same family were killed earlier in the day in the same area.

    In another area of Khan Yunis, a woman was killed and others were wounded as a result of shelling of a residential building in the Al-Amal area. Another strike on a tent near Abasan al-Kabira killed a young man and wounded several others, Basal said.

    In central Gaza, one woman was killed and several people were wounded when a drone struck the home of the Abu Huwaishel family in the Nuseirat refugee camp. Northern Gaza was also hit, with one man killed, his wife and others wounded in a drone strike on Al-Nakheel Street in the At-Tuffah neighborhood of Gaza City.

    According to M. Basal, rescuers have recovered the body of another victim of the attack on the school in Beit Hanoun.

    Eyewitnesses reported continued Israeli bombing and helicopter gunship attacks on residential buildings in both the northern and southern parts of the enclave. Artillery and air strikes also hit homes in the Shujaiya and At-Tuffah neighborhoods. –0–

    TEHRAN, May 5 (Xinhua) — Iran on Sunday revised down the death toll from a powerful blast at its main commercial port late last month, dropping the death toll to 57 from 70. Two suspects have been detained.

    The semi-official Tasnim news agency, citing Hormozgan provincial chief judge Mojtaba Karemani, reported that the updated toll from the April 26 blast at Shahid Rajaee port included 46 bodies found and identified and 11 people still missing.

    M. Kareman explained that the number of victims decreased after forensic examination established that some body parts collected separately belonged to the same people. A special task force was created to search for the missing, he added.

    State television reported on Sunday that two people, including a government official, had been detained.

    The explosion and subsequent fire left more than 1,200 people injured, according to the Iranian Red Crescent Society. Search and rescue operations at the scene ended on Sunday.

    Authorities have pointed to safety violations that led to the incident. A statement from the provincial crisis management office cited a failure to comply with safety and passive defense measures, while Interior Minister Eskandar Momeni last Monday cited “a certain amount of negligence.”

    The Shahid Rajaee Port, located in the southern province of Hormozgan, is Iran’s largest maritime hub, handling the vast majority of container traffic and more than half of the country’s trade. –0–

    BW Energy makes FID on Maromba field development in Brazil  

    BW Energy is pleased to announce the final investment decision (FID) for the Maromba development offshore Brazil based on a capex-efficient development with an integrated drilling and wellhead platform (WHP) and a refurbished FPSO. The development targets 500 million barrels of oil in place in the highly delineated and tested Maastrichtian sands. First oil is planned by end-2027 with expected plateau production of 60,000 barrels of oil per day. The development will more than double BW Energy’s total net production by 2028 and has short pay-back time.    

    Project highlights: 

    • Initial six production wells from the WHP 
    • The WHP will be a converted drilling jack-up with up to 16 well slots and production- and test-flowlines connected to the redeployed FPSO BW Maromba (ex. Polvo) 
    • A second six-well drilling campaign will fully leverage the established field infrastructure and allow for appraisal and testing of other reservoir horizons  
    • BW Maromba refurbishment and life extension work is already underway at the COSCO yard in China 
    • Total investments of USD ~1.5 billion, split USD ~1.2 billion for the initial development and a further USD ~0.3 billion for the secondary drilling campaign 

    “We have spent time on optimising the Maromba development plan and concluded on a highly competitive concept with a repurposed jack-up platform and FPSO, repeating the approach we very successfully applied in Gabon. Maromba will enable BW Energy to deliver industry-leading organic production growth and position the Company for further low-cost developments of known potential developments. We expect to unlock significant shareholder value in all realistic oil price scenarios,” said Carl K. Arnet, the CEO of BW Energy. 

    Capex-efficient development concept  

    The development comprises six initial Maastrichtian horizontal production wells with dry-trees and artificial lift by downhole Electric Submersible Pumps (ESPs). Production will be transferred from the WHP to the spread moored FPSO Maromba for treatment, storage and offloading to shuttle tankers. The WHP will be installed in ~150 meters of water depth with full drilling facilities. Once installed, the infrastructure will also enable the planned secondary six-well drilling campaign and provide potential for future development phases with low-cost infill wells, potential water injectors as well as allowing appraisal and production of multiple proven reservoirs outside the main Maastrichtian resources.    

    The FPSO Maromba is currently at the COSCO yard in China, undergoing initial refurbishment and life extension work following completion of condition assessment and FEED.  The FPSO is designed with 1 million barrels of storage capacity. The total liquid capacity will be 100,000 barrels per day with oil production capacity of 65,000 barrels per day and water treatment capacity of 85,000 barrels per day.  

    BW Energy has agreed to acquire a jack-up with complete leg extensions for USD 107.5 million. The rig will undergo a limited conversion to serve as an integrated drilling and wellhead platform prior to installation on the field.

    “The repurposing of existing energy infrastructure enables reduced investments and shorter time to first oil with significantly reduced greenhouse gas emissions in the development phase, as compared to installing new production assets,” said Carl K. Arnet, the CEO of BW Energy. 

    Attractive field economics  

    BW Energy expects to invest approximately USD 1 billion before first oil and a further USD 200 million to complete the initial drilling campaign before end 2028. This will be followed by USD 300 million for the additional six wells in the second campaign with completion before end 2030.  

    BW Energy anticipates Maromba to achieve a competitive production cost, averaging less than USD 10 per barrel over the first five years, underpinning robust project economics. 

    Estimated project IRR exceeds 30% at oil at USD 60 per barrel Brent and break-even at 10% IRR is around USD 40 per barrel Brent. The heavy oil from the Maromba is expected to trade at a discount to Brent of approximately USD 7.5 per barrel.  

    The development will be financed through existing cash and undrawn facilities, cashflow from operations, and separate infrastructure financing solutions related to the FPSO and WHP. The Company is also evaluating a range of financing alternatives, including a corporate facility, reserve-based lending, trader financing and the potential issuance of bonds.  

    BW Energy has also received a commitment by the main shareholder BW Group for a USD 250 million shareholder loan facility.   

    The Maromba field 

    Maromba is located 100 km off the Brazilian coast in the Campos Basin. Nine wells were drilled in the license between 1980 and 2006, with oil found in eight of these across various reservoirs. The development project targets 123 million barrels of 2P reserves (management estimates), with potential additional resources from other reservoirs to be appraised along the development. BW Energy acquired 100% ownership in Maromba in 2019 for a total of USD 115 million, of which USD 85 million remains to be paid to the sellers at predefined milestones. Magma Oil holds a 5% back-in right in the Maromba licence which is expected to be executed upon first oil.  

    BW Energy is following all the steps of the approval process with the Brazilian O&G Regulator (ANP) and with the Environmental Agency (IBAMA). The Company will now proceed with contracting of long-lead items and services, as well as finalising the financing agreements.

    The re-election of the Albanese Labor government by such a wide margin should not mean “business as usual” for Australia’s security policy.

    The global uncertainty instigated by US President Donald Trump means Australia’s security landscape is very different today from when Labor was first elected in 2022, or even when its Defence Strategic Review was released in 2023.

    As we argue in our recent book, the Albanese government faces increasingly difficult questions.

    How can we maintain our crucial security alliance with the US while deepening partnerships with other countries that have reservations about US policy?

    And, given Trump’s recent actions, how much can we continue to rely on the United States and what are the potential costs of the alliance?

    With a massive parliamentary majority, the new government has an opportunity for bold thinking on national security. This is not the time for Australia to keep its head down – we need to face the rapidly changing world with our heads held high.

    The deep interoperability between the Australian Defence Force and the US military is something alliance sceptics too readily gloss over: much Australian military capability cannot function without ongoing American support.

    At the same time, many alliance advocates underestimate the impact of the new challenges we face. Some assumed a continuity between the first and second Trump administrations. However, we are not convinced the lessons learned from Trump 1.0 are still valid.

    A key difference between Trump 1.0 and 2.0 is the effect of his move away from respecting international law.

    For example, the US has voted with Russia against UN Security Council resolutions condemning the Ukraine war, withdrawn from the Paris Climate Agreement and World Health Organization, and damaged relations with NATO allies, among many other actions.

    As a middle power, Australia has long relied on the “rules-based order” to advance its foreign and strategic policy interests.

    Even if “normal transmission” resumes under a new US president in 2029, we are concerned the Trump administration’s structural changes to the international order will not easily be wound back. American soft power has been decimated by cuts to the US State Department, USAID and international broadcasting services. This will also not be rebuilt quickly.

    A second difference is there are few “adults left in the room” in the Trump administration.

    The advisers who kept Trump in check during his first administration have been replaced by loyalists less likely to push back against his ideas and impulses. This includes his long-held grievance that allies have been exploiting the US.

    The Albanese government needs to think more deeply about how to hedge against dependence on the US. This means investing in relations with other partners, especially in Asia and the Pacific, and working with them to promote the laws, rules and norms that maintain stability and predictability in global affairs.

    An idealistic vision for the future

    We are also concerned that many in the national security community base their policy recommendations on the assumption that war between the US and China is inevitable, and such a conflict could draw in Australia as America’s ally.

    Rather, the Trump administration’s preference for “deals” opens the possibility the US and China might come to an arrangement that will affect US presence and leadership in our region.

    Australia may not be prepared for this. The new government must engage in more open discussion about how we would maintain our security if the US does pull back from the region or makes decisions Australians don’t support.

    As a start, we need to consider how Australia can better pursue self-reliance within the alliance structure. We need a range of strategic options in the future that don’t rely on an outdated image of the US as a reliable partner.

    This debate should be guided by what we call “pragmatic idealism”.

    Rather than accepting the way things are, the government and members of the national security community need to re-imagine how things can be.

    We argue the Albanese government should draw confidence from its thumping electoral win to articulate a politics of hope, opportunity and possibility for our future security. This needs to drown out the cynicism, passive acceptance and learned helplessness that often characterises Australian national security debates.

    We are conscious that being “idealistic” is often dismissed as impractical, naïve “wishful thinking”. But the new government needs to demonstrate to Australians it has the courage to face the diverse, interlinked and complex security challenges we face – potentially on our own. These extend to issues such as cyber attacks, transnational crime and climate change.

    Practical steps

    As a first step, the Albanese government urgently needs to commission an integrated National Security Strategy that considers all the tools of statecraft Australia can use to respond to these challenges.

    This means engaging more with partners in Southeast Asia and the Pacific. In particular, Australia should consider investing more heavily in information programs and public diplomacy as the US withdraws from this arena.

    The government must also engage better with the public and be more transparent about its security options and decisions.

    On AUKUS, for instance, the government must build its “social licence” from the public to sustain such a massive deal across generations. Australians need to be better informed about – and consulted on – the decisions they will ultimately pay for.

    This also includes being upfront with Australians about the need for greater defence spending in a tumultuous world.

    It is understandably tempting for the new Albanese government to continue a “small target” approach when it comes to the US. This has meant minimising domestic debate about the alliance that could undermine support for AUKUS and avoid risking the ire of a thin-skinned Trump.

    But the government needs the courage to ask difficult questions and imagine different futures.

    Financial Secretary Paul Chan attended the Constituency Meeting at the 58th Annual Meeting of the Asian Development Bank (ADB) in Milan, Italy yesterday.

    Discussions in the Constituency Meeting focused on co-operation between member countries, ways to navigate current economic risks and uncertainties in the region, optimal use of resources to better assist low- and middle-income countries, and provision of technical assistance and support for capacity building in such countries.

    Mr Chan stated that the Hong Kong Administrative Region Government welcomes the ADB’s strengthening of support for developing countries in areas such as addressing climate change, boosting the private sector, promoting regional co-operation, and facilitating digital transformation. In addition, he said it supports enhancing technical assistance to improve the effectiveness of development projects.

    The finance chief stressed that, as an international financial centre, Hong Kong will continue to share its expertise with other members in areas such as establishing capital markets, promoting green transitions and the development of green finance, and infrastructure financing.

    Mr Chan also met Rachel Thompson, the Director representing the Hong Kong, China constituency on the ADB Board of Directors, to discuss how Hong Kong can better assist the ADB in the issuance of insurance-linked securities, including catastrophe bonds.

    In the evening, Mr Chan attended a reception organised by the meeting’s host country, Italy.

    BEIJING, May 4 (Xinhua) — Chinese President Xi Jinping on Sunday called for all-out efforts to search for and rescue people in the water and treat all those injured after two sightseeing boats sank in southwest China’s Guizhou Province.

    The incident occurred on the Liuchong River in Qianxi County City on the afternoon of May 4, leaving three people dead and 14 missing. A total of 60 people were hospitalized. –0–
