    Chinese lawmakers are advancing a draft law aimed at enhancing preschool children’s rights and ensuring their safety, a spokesperson said on Friday.
    The latest version of the draft preschool education law will be submitted for a third review during the 12th session of the Standing Committee of the 14th National People’s Congress (NPC), scheduled to take place in Beijing from Nov. 4 to 8, according to Huang Haihua, spokesperson for the Legislative Affairs Commission of the NPC Standing Committee.
    Huang noted that the revised provisions of the draft law require special care for preschoolers with unique needs, such as those with specific health conditions.
    To further safeguard children’s rights, the draft mandates that kindergartens and other educational institutions handle children’s personal information responsibly, ensuring their privacy and reputation are protected, according to the spokesperson.
    Additionally, Huang stated that the draft outlines regulations to ensure food safety in kindergartens and enhance security in surrounding areas.

  • MIL-OSI China: 2024 Global Forum on Hehe Culture held in Taizhou

    The 2024 Global Forum on Hehe Culture with the theme of “Hehe Culture and New Model for Human Progress” was held in Tiantai county, Taizhou city, eastern China’s Zhejiang province on Saturday. Zhu Yongxin, vice chairperson of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and executive vice chairperson of the Central Committee of the China Association for Promoting Democracy, delivered a speech at the opening ceremony of the forum.
    Zhu stressed the need to put the people at the center and promote Chinese culture as well as the modern civilization of the Chinese nation.
    He said we should strengthen cultural confidence, deepen cultural exchanges, and promote the progress of civilizations.
    He also called for adhering to the philosophy of peace and harmony, upholding the spirit that “our shared future depends on Earth,” and promoting the building of a community of a shared future for mankind.
    The forum was jointly organized by the Taizhou Municipal Committee of the Communist Party of China (CPC), the Taizhou Municipal People’s Government, and the Academy of Contemporary China and World Studies under the guidance of the Publicity Department of the Zhejiang Provincial Committee of the CPC and China International Communications Group.

    With one powerful autumn typhoon having affected a Chinese province and another one bearing down on the mainland, concerns have mounted over the potential disasters from heavy rainfall that such storms can bring to vulnerable areas on the southern and southeastern coasts.
    Authorities have been ramping up preparations to address the heightened risk of flooding and other weather-related hazards in such areas.
    The remnants of Typhoon Trami, coupled with a cold front, have triggered extensive flooding in Qionghai, Hainan province. All 13 towns in the city have been inundated to varying degrees, with the Wanquan River basin submerging 183 villages.
    Responding to the crisis, Qionghai has mobilized a fleet of 43 motorboats, 30 inflatable boats and over 200 vehicles, and has requested helicopter assistance for supply transport and rescue operations. By Wednesday evening, authorities had evacuated 17,198 residents.
    Rainfall had decreased by Wednesday night, and water levels in the Wanquan River are gradually receding. The Hainan disaster reduction commission terminated its flood and wind emergency response on Thursday at 5 pm.
    However, forecasts predict another deluge from Sunday to Tuesday as southeasterly airflow collides with a cold front.
    Elsewhere, in anticipation of Typhoon Kong-rey’s approach, China’s State Flood Control and Drought Relief Headquarters has initiated a Level-IV emergency response in Zhejiang province.
    China has a four-tier emergency response system, with Level I being the most severe.
    Kong-rey, the 21st typhoon of the year, made landfall in Taiwan’s Taitung at around 1:40 pm on Thursday, leading to the closure of schools and offices in 22 counties and cities across the island. By Thursday morning, 527 flights were suspended, eight were delayed and 139 ferries operating on 11 routes were canceled.
    Taiwan authorities said Kong-rey was the strongest typhoon to make landfall on the island in nearly a decade. The storm is forecast to track north-northeast, with winds expected to peak at 184 kilometers per hour.
    Heavy rainfall is anticipated in Shanghai and the provinces of Fujian, Zhejiang and Jiangsu, with Zhejiang preparing for a significant impact.
    As the typhoon nears eastern China, railway authorities in the Yangtze River Delta Region have suspended multiple train services, particularly affecting high-speed rail lines such as the Hangzhou-Shenzhen, Shanghai-Kunming, Hangzhou-Changsha, and Hefei-Fuzhou routes.
    Zhejiang escalated its emergency response to Level II for typhoon preparedness, with maritime safety measures heightened to Level III.
    As of 8 am on Thursday, 45 of Zhejiang’s 152 water passenger ferry routes have been suspended. Additionally, 62 out of its 136 water-related construction projects under development have been halted, with 593 workers safely evacuated from the vessels.
    Jia Yan, deputy chief forecaster at the Zhejiang Meteorological Observatory, issued a warning about the impending impact of Kong-rey on the province on Thursday morning. She highlighted the period from Thursday night to Friday as critical, anticipating widespread heavy rainfall that significantly heightens the risk of flood disasters.
    “Precautions need to be taken to prevent urban and rural water-logging, as well as secondary disasters such as localized flash floods, mudslides and landslides. Additionally, there will be prolonged periods of strong winds at sea, necessitating enhanced safety measures for maritime traffic and operations,” she said.
    Fujian province also raised its emergency response level in response to Kong-rey’s impact. Railway and maritime services have suspended several train services and halted 71 coastal passenger ferry routes affecting 190 vessels. Meanwhile, 115 coastal construction projects have been stopped until further notice.
    Specialized rescue forces, including rescue ships, helicopters and patrol boats, have been deployed on standby to respond to potential emergencies, as confirmed by Fujian maritime authorities.

  • MIL-OSI China: Hong Kong optimizes admissions schemes for global talent

    The Hong Kong Special Administrative Region (HKSAR) government on Friday allowed graduates of 13 more universities to apply for its Top Talent Pass Scheme (TTPS), among other measures to sweeten its invitation to talents worldwide.
    The addition included nine universities from the Chinese mainland, as well as four overseas specialized institutions on the QS World University Rankings in the discipline of “Art and Design”. The number of universities eligible under the TTPS came to 198.
    The HKSAR government also extended the validity period of the first visas of Category A applications under the TTPS from two years to three years to help applicants plan for moving their families to Hong Kong.
    Category A applicants are those with an annual income reaching 2.5 million Hong Kong dollars (321,471 U.S. dollars) or above in the year immediately preceding the date of application.
    For the Quality Migrant Admission Scheme, the HKSAR government scrapped the annual quota and streamlined the application and selection process.

    The China International Import Expo (CIIE), the world’s first national-level import-themed expo, is about to be held for the seventh consecutive year in Shanghai, with overseas enterprises gathering to take the pulse of the Chinese market.

    Scheduled to be held from Nov. 5 to 10, the 7th CIIE has attracted participants from 152 countries, regions and international organizations, and achieved a new record with 297 Fortune Global 500 companies and industry leaders set to attend.

    The previous six editions saw nearly 2,500 new products, technologies and services make their debuts, with combined intended turnover reaching over $420 billion.

    The CIIE serves to showcase China’s major opening-up measures and confidence, and to share China’s new development opportunities with other countries. It has become a platform for high-level opening up and a public good for the whole world.

    China has continued to roll out policies to spur foreign trade growth and attract foreign investment, cultivating new international competitive advantages and achieving mutual benefits with other countries.

    On Oct. 25, the country issued a guideline to promote the experience in aligning some eligible free trade zones and the Hainan Free Trade Port with high-standard international economic and trade rules.

    The eligible FTZs are in Shanghai, Guangdong, Tianjin, Fujian and Beijing. The pilot measures, which will be replicated in other FTZs or even nationwide, cover six aspects: trade in goods, trade in services, digital trade, personnel entry, business environment, and risk prevention and control.

    China has built 22 pilot FTZs, covering coastal, inland and border areas, contributing about 20% of the country’s total foreign investment and import-export volume. Foreign trade of the FTZs expanded by 11.99% year on year in the first three quarters of 2024.

    Continuous efforts have been made to lower tariffs. In September, China announced it would give all the least developed countries having diplomatic relations with the country zero-tariff treatment for 100% tariff lines starting from Dec. 1 this year.

    China also keeps rolling out policies to nurture fertile ground for foreign investors. The new edition of the national negative list for foreign investment took effect on Friday, scrapping the two remaining items in the manufacturing industry on the previous list.

    The items on the latest negative list, specifying fields off-limits to foreign investors, have been further slashed to 29.

    This fully demonstrates China’s active willingness to expand mutual benefits and a clear attitude to supporting economic globalization, said Jin Xiandong, an official with the National Development and Reform Commission, adding that further efforts will be made to improve the level of foreign investment liberalization and facilitation, and to optimize service for foreign-invested enterprises.

    Besides the manufacturing sector, China is also pushing forward broader and deeper opening up in the service sector.

    China announced in September that it would allow the establishment of wholly foreign-owned hospitals in certain cities and regions, including Beijing, Tianjin, Shanghai, Nanjing, Suzhou, Fuzhou, Guangzhou, Shenzhen and throughout the island of Hainan.

    In October, the country decided to allow foreign investors to operate wholly-owned businesses such as internet data centers and engage in online data processing and transaction processing in certain areas as part of a pilot program to expand opening up in value-added telecom services.

    A total of 42,108 new foreign-invested firms were established across China in the first nine months of 2024, up 11.4% year on year. Notably, foreign direct investment inflows into medical equipment and instrument manufacturing surged 57.3%, while inflows into computer and office device manufacturing grew by 29.2% during this period.

    Opening up to the outside world is not just a matter of “opening the door,” but, more importantly, is actively aligning with international economic and trade regulations as well as other high-standard rules, said Zhang Bin, deputy director of the Institute of World Economics and Politics at the Chinese Academy of Social Sciences.

    Zhang underlined the need to enhance synergy between the domestic and international markets as well as resources to constantly cultivate and consolidate new advantages in international economic cooperation and competition.

  • MIL-OSI Asia-Pac: Legal Week set to open

    Hong Kong Legal Week 2024 will begin on Monday, with “Hong Kong Common Law System: World-Class Springboard to China & Beyond” as its theme.

    An annual flagship event for the Department of Justice (DoJ), it will run until Friday, and will allow participants to interact with experts, practitioners, government officials and academics on topics including international law, alternative dispute resolution and opportunities in the Greater Bay Area.

    The schedule will begin with the Asia-Pacific International Private Law Summit, co-organised by the DoJ, and will conclude with the official launch of the Hong Kong International Legal Talents Training Academy.

    There will also be an exhibition highlighting achievements in the development of China’s rule of law in the modern era, and the role of Hong Kong in contributing to it.

    The Agriculture, Fisheries & Conservation Department (AFCD) today held an opening ceremony for Robin’s Nest Country Park (RNCP) and launched a hiking challenge for the park that will also form part of celebrations for the 75th anniversary of the founding of the People’s Republic of China.

    The 25th country park in Hong Kong, RNCP is located at Sha Tau Kok in the northeastern New Territories, and forms an ecological corridor with Shenzhen Wutong Mountain.

    Officiating at the ceremony, Secretary for Environment & Ecology Tse Chin-wan highlighted that the RNCP, which connects to the Shenzhen Wutong Mountain Scenic Area, boasts beautiful scenery and rich biodiversity.

    “Its establishment is beneficial for ecological conservation and history revitalisation, marking a significant milestone in the ecological integration of Hong Kong and Shenzhen,” he added.

    Deputy Secretary-General of Shenzhen Municipal People’s Government Chan Yaodong, who also officiated, stated that RNCP embodies the shared aspiration of Hong Kong and Shenzhen for a beautiful ecological environment.

    Mr Chan said he hopes that both places will strengthen co-operation in areas such as resilience to climate change, the development of the Northern Metropolis, technological innovations in ecology and the environment, alignment of ecological and environmental planning and standards, the development of the Loop, and improvements to urban ecological spaces.

    The public and tourists can participate in the Discovering Robin’s Nest Country Park Hiking Challenge from today until February 28 next year.

    Participants should register on the dedicated website, then visit eight designated checkpoints along the two hiking trails in RNCP, namely the Robin’s Nest Country Trail and Lin Ma Hang Country Trail. They can scan QR codes with their smartphones at checkpoints to record their progress in the challenge.

    Participants who complete a designated number of checkpoints during the event will receive themed prizes.

    Additionally, the AFCD has produced a series of promotional videos, titled Discovering Robin’s Nest Country Park, and these are being uploaded to the Hong Kong Country Parks YouTube channel.

         The Secretary for Environment and Ecology, Mr Tse Chin-wan, today (November 2) attended the Dialogue with the Secretary for Environment and Ecology session on the public day of the 19th Eco Expo Asia to exchange views on the beauty of Hong Kong’s ecology and various environmental matters with some 400 young people from various schools and uniformed groups.      The event began with the screening of an extract of the documentary series “Enchanting China”, produced by the Environment and Ecology Bureau (EEB) and the Environmental Protection Department (EPD), in collaboration with the Center for Environmental Education and Communications of the Ministry of Ecology and Environment, as well as “Picturesque Bays of Hong Kong”, which is the first episode of the documentary series “Beautiful Hong Kong” produced by the EEB. The documentaries showcase the contributions and achievements made by the country and the Hong Kong Special Administrative Region Government in environmental protection and nature conservation.      Through the “Picturesque Bays of Hong Kong” documentary, Mr Tse highlighted that Hong Kong is not only a highly developed city, but is also committed to conserving the natural environment. He said that Hong Kong has a total of 25 country parks, the latest of which is Robin’s Nest Country Park established this year. These country parks cover over 40 per cent of Hong Kong’s land area together with 22 special areas. Hong Kong also possesses a designated internationally important wetland under the Ramsar Convention and the Hong Kong UNESCO World Geopark, etc. This proportion surpasses many cities with economic developments similar to Hong Kong, making it an important asset.      In terms of sea area, Hong Kong has a coastline of about 1 200 kilometres and a total sea area of more than 1 600 square kilometres. Although it only accounts for less than 1 per cent of the total sea area of the country, it has numerous beautiful bays and a quarter of the country’s marine species. Hong Kong is home to over 80 species of marine stony corals, more than the total sum in the entire Caribbean Sea. The bird species here exceed 580, accounting for about one-third of the country’s total.      Mr Tse said, “I hope that through the ‘Picturesque Bays of Hong Kong’ documentary, we can learn about the beauty of the place where we live, explore and, more importantly, cherish the beauty of Hong Kong’s ecosystems and work together to help conserve nature.”      Young people attending the event were very interested in various environmental topics, and many of them noted the increasing frequency of extreme weather and Hong Kong’s endeavours to achieve carbon neutrality by 2050 to combat climate change. Mr Tse said that carbon emissions in Hong Kong already peaked in 2014, and the current carbon emissions have been reduced by about a quarter from the peak. The per capita greenhouse gas emissions in Hong Kong are one-fourth of those in the United States and six-tenths of those in the European Union, showing that Hong Kong compares well with other regions in carbon reduction. Nevertheless, achieving carbon neutrality by 2050 is still a great challenge. The Government is leading Hong Kong towards carbon neutrality through a range of measures, such as accelerating green and low-carbon transformation, promoting green transport and cultivating the local practice of waste reduction and recycling, as well as developing new energy sources and green scientific research industries.      Mr Tse said he hopes that through Eco Expo Asia, students can learn more about different environmental issues and integrate environmental concepts into their daily lives to practise low-carbon living, and lead Hong Kong towards a low-carbon future together.      Apart from the Dialogue with the Secretary for Environment and Ecology session, speakers from the Hong Kong Observatory, the Electrical and Mechanical Services Department, the Civil Engineering and Development Department, the Agriculture, Fisheries and Conservation Department, the EPD, etc shared their environmental information and knowledge during the green seminars to raise public awareness of environmental protection.      The last day of Eco Expo Asia is a public day, which is open to all free of charge. This year’s public day programme also includes guided tours, green workshops, a green market, green seminars and a free ride experience on a hydrogen fuel cell double-decker.

    The importance of statistics in the digital age is reaching a new level. Most decisions at the state level and in business are made based on data analysis. However, the attitude towards official statistics is ambiguous, and this negatively affects the level of trust in government policy. How to change this was discussed by the heads of statistical agencies of the BRICS countries in Kazan. A representative of the Higher School of Economics also took part in the forum.

    The 16th meeting of heads of national statistical services of the BRICS countries was held in Kazan on October 28–29 as part of the BRICS Summit. Representatives of various government agencies and experts from Russia, South Africa, the UAE, Brazil, China, Ethiopia, Iran, Egypt, India, the Republic of Belarus and the Republic of Azerbaijan participated in it.

    The special session “Development of the statistical community in Russia and the BRICS countries” was organized at the initiative of the Russian delegation. The experts discussed issues of cooperation between statistical professional and expert communities, modernization of statistical production, interaction of state statistical services with the public and increasing statistical literacy of the population.

    Professor of the National Research University Higher School of Economics, Chairman of the Board of the Russian Association of Statisticians Alexey Ponomarenko said that in Russia, starting in 2023, the subject “Probability Theory and Statistics” has become a mandatory part of the school curriculum. In grades 7–11, there is at least one lesson on statistics per week. Thus, about 6 million schoolchildren receive knowledge and skills in statistical thinking. They will be able to understand and competently apply information containing statistical data.

    Meanwhile, today school teachers need the help of professional statisticians. Moreover, targeted efforts are needed to develop literacy and education in this area. One of the centers of such work could be the National Research University Higher School of Economics, where a team of statisticians with extensive experience in practical work and scientific research has been formed.

    “We are ready to cooperate with both Russian teachers and colleagues from the BRICS countries, especially since the statistical community of many BRICS countries is well developed and there is much to learn from our colleagues,” emphasized Alexey Ponomarenko.

    Secretary for Environment & Ecology Tse Chin-wan today attended a dialogue session at the 19th Eco Expo Asia to exchange views on Hong Kong’s environment and various ecological matters with some 400 youngsters from schools and uniformed groups.

     

    Discussing “Picturesque Bays of Hong Kong”, the first episode in a documentary series produced by the Environment & Ecology Bureau, Beautiful Hong Kong, Mr Tse said that besides being a highly developed city, Hong Kong is also committed to conserving its natural environment.

     

    He highlighted that Hong Kong’s 25 country parks, including the newly established Robin’s Nest Country Park, and 22 special areas, cover over 40% of the city’s land area.

     

    He added that the city’s beauty spots include an internationally important wetland designated as such under the Ramsar Convention, and the Hong Kong UNESCO Global Geopark. He mentioned that Hong Kong also has about 1,200 km of coastline and a sea area of more than 1,600 sq km, and that its waters contain about a quarter of China’s marine species.

     

    Hong Kong is home to over 80 species of marine stony corals, more than the entire Caribbean Sea, while the number of bird species here exceeds 580, accounting for about a third of China’s total, he added.

     

    “I hope that through the ‘Picturesque Bays of Hong Kong’ documentary, we can learn about the beauty of the place where we live, explore and, more importantly, cherish the beauty of Hong Kong’s ecosystems and work together to help conserve nature.”

     

    The young participants in the dialogue session voiced concerns on various environmental topics, including the increasing frequency of extreme weather.

     

    Mr Tse said that carbon emissions in Hong Kong peaked in 2014, and that the city’s current emissions have been reduced by about a quarter since then. Hong Kong’s per capita greenhouse gas emissions are a quarter of those of the US and three-fifths of the EU’s, he added.

     

    Acknowledging that achieving carbon neutrality by 2050 is a great challenge, the environment chief emphasised that the Government is adopting a range of measures to steer Hong Kong towards carbon neutrality.

     

    These include accelerating green and low-carbon transformation, promoting green transport and cultivating the practice of waste reduction and recycling, as well as developing new energy sources and green scientific research industries.

     

    In addition to the dialogue session, speakers from the Hong Kong Observatory and relevant departments shared their knowledge at seminars on environmental protection.

  • MIL-OSI New Zealand: Todd McClay to lead large trade mission to China

    Trade and Agriculture Minister Todd McClay will lead a large trade delegation to the 7th annual China International Import Expo (CIIE) in Shanghai next week, followed by a visit to Guangzhou.

    This year, almost 70 New Zealand companies will participate in CIIE, to interact with over 3,400 exhibitors and 410,000 visitors. 

    “This visit is part of the Government delivering on its promise to lead more trade missions than any previous administration during this term of parliament, Mr McClay says. 

    “China is our largest export market accounting for $38 billion in two-way trade. This is a significant economic partnership for both countries. It’s important we continue to invest in this relationship and grow the New Zealand economy by assisting our exporters to sell more,

    “The CIIE will showcase New Zealand’s safe, high-quality and innovative products and our world-leading service sector to China’s growing middle class of over 500 million consumers.”

    While supporting New Zealand exhibitors at the Expo, Minister McClay will also meet with Chinese trade leaders and deliver a keynote address at the Hongqiao International Economic Forum, underscoring New Zealand’s commitment to expanding its trade partnerships and reinforcing the Government’s goal of doubling New Zealand’s exports by value in ten years.

    Following CIIE, Mr McClay will visit Guangzhou, a commercial gateway for New Zealand into southern China where he will engage with Kiwi businesses operating in the region.

    “A strong export sector is part of our plan to grow the economy, lift incomes for kiwis, and create jobs.”

    This will be Mr McClay’s second visit to China this year following political meetings in April.

    Today I will travel to Shanghai to lead Australia’s delegation at the world’s largest import expo, the China International Import Expo (CIIE), at the invitation of China’s Minister of Commerce, Wang Wentao.

    The expo is an important platform for Australian businesses to showcase their world-class goods and services to our largest export market.

    In the year since Prime Minister Albanese and I attended the last expo, tariffs on Australian wine imports into China have been removed and suspensions lifted on eight red meat export facilities.

    Last month, Prime Minister Albanese and Chinese Premier Li agreed a timetable for the full resumption of Australian live rock lobster exports by the end of this year.

    As a result of the Albanese Labor Government’s deliberate, careful and calibrated approach, nearly $20 billion worth of trade impediments on Australian exports to China have been removed.

    But we can’t rest on our laurels, the job is not done.

    Which is why I am proud to be supporting a record number of Australian businesses at the expo this year as they seek out new opportunities to grow and diversify their markets.

    I will meet with my counterpart, Minister Wentao, where I will continue to press for the full resumption of normal bilateral trade.

    China is our largest trading partner and will remain so for the foreseeable future. Total two-way trade reached a record $327 billion in 2023.

    The benefits of our trade relationship with China flow to everyday Australians in the form of more well-paying jobs, increased business opportunities, and a lower cost of living.

  • MIL-OSI China: One year into free-trade zone, Xinjiang embraces further opening up

    URUMQI, Nov. 2 — Edil Mohammed, who commutes daily for about an hour by bus from Yarkent, Kazakhstan, to Horgos, China, has adapted to the lifestyle of cross-border work.

    As the head of a branch of Kazakhstan’s Bank CenterCredit, which is located in the China-Kazakhstan International Border Cooperation Center in Horgos, northwest China’s Xinjiang Uygur Autonomous Region, he is part of a pioneering group of foreign banks that entered Xinjiang following the establishment of the China (Xinjiang) Pilot Free Trade Zone (FTZ) in November 2023.

    The Xinjiang pilot FTZ, which encompasses three iconic areas — Urumqi, Kashgar and Horgos — stands as the first FTZ in China’s northwestern border regions and the 22nd nationwide. As it embraces its first anniversary, the zone has shown promising results.

    As the Belt and Road Initiative (BRI) continues to forge ahead, Xinjiang has committed to building itself into an important corridor linking Asia and Europe and to serving as a gateway for China’s opening-up efforts in the west.

    “Global investors are seizing opportunities in the pilot FTZ, and many jobseekers have found satisfying positions, such as in cross-border e-commerce, international live-streaming, translation and diverse agents,” said Mohammed, adding that the growth of new business models and expanding trade will attract even more international financial institutions and enterprises.

    SUPPORTIVE POLICIES

    Qin Xiaoyu, a customs declarer at a foreign-trade enterprise specializing in the import and export of daily consumer goods to five Central Asian countries, has benefited from enhanced services following the establishment of a dedicated market procurement window at the FTZ’s Urumqi area.

    “The consultation and whole process only take a few minutes,” said Qin. “The dedicated service window can save both time and costs. Enterprises benefit from policies such as value-added tax exemptions, simplified declaration processes and flexible foreign exchange collection, all of which improve export efficiency.”

    The service window is part of a broader set of measures rolled out by the Xinjiang pilot FTZ to boost foreign trade, providing a low-cost, high-efficiency export channel for small and micro enterprises, as well as individual businesses, according to Ju Ning, an official at the Urumqi Economic & Technological Development Zone.

    “The ‘green channel’ for the rapid customs clearance of agricultural products at the border ports between China-Kazakhstan, China-Tajikistan and China-Kyrgyzstan has been fully implemented, cutting the customs declaration time for agricultural exports from five days to just one day,” said He Yadong, a spokesperson for the Ministry of Commerce.

    Statistics show that from January to August, Xinjiang’s import and export volume increased by 30.9 percent to 285.32 billion yuan (about 40.11 billion U.S. dollars).

    “The pilot FTZ prioritizes institutional innovation, actively exploring reforms in government functions, management models, and the facilitation of trade and investment. It effectively plays a leading role in deepening reform and expanding opening up,” said Buvejer Abula, a researcher of economic and social development with the Xinjiang Agricultural University.

    RISING INDUSTRIAL CLUSTERS

    In the FTZ’s Horgos area, refrigerated trucks loaded with fruit and vegetables pass through a fast-track customs clearance “green channel” destined for Kazakhstan, Uzbekistan, Russia and beyond.

    Yu Chengzhong’s trade company exports over 500 tonnes of fruit and more than 300 tonnes of vegetables daily. This fresh produce can reach markets in Almaty in Kazakhstan within just a few hours.

    “The establishment of the FTZ has given our company a unique opportunity for growth,” said Yu, adding that the company has established sales networks in the five Central Asian countries, and this year, the company built a 66-hectare warehouse in Kazakhstan to further penetrate local markets.

    In the production workshop of a lithium battery enterprise called Shengyuehengchang, two automated production lines, each capable of producing 200,000 Ah lithium batteries per day, are running smoothly, fulfilling orders for its clients in Kyrgyzstan.

    The company normally manufactures small-capacity batteries but is now transitioning towards high-rate energy storage and power battery production. These batteries are primarily sold to the Central Asian market and are widely used in products such as electric motorcycles, drones, power tools and solar-energy products.

    “Leveraging the FTZ’s geographical advantages and favorable opening up policies, local companies are increasingly eyeing overseas markets for diverse development paths,” said Bo Yinjiang, an official with the Kashgar Economic Development Zone.

    The zone has already attracted 28 enterprises related to lithium batteries, covering the areas of lithium battery materials, manufacturing and supply chains. The annual output value of the enterprises is expected to exceed 10 billion yuan upon full operation, forming a burgeoning lithium battery industry cluster.

    “Since the pilot FTZ’s inception, a number of business associations and companies have visited Xinjiang to seek market opportunities and collaboration. There is also a rise in foreign-invested enterprises,” said Li Xuan, from the regional commerce department.

    “The pilot FTZ offers a significant historical opportunity for pursuing high-level opening up and high-quality development in Xinjiang. It must actively align with high-standard international trade and economic rules, integrate into the dual circulation of domestic and international markets, and support the development of the core region of the BRI,” Li added.

    The Ministry of Commerce will promote the industrial exchange and cooperation between the Xinjiang pilot FTZ and the central and eastern regions of the country, and support the FTZ in prioritizing key industries and fostering integrated innovation throughout the entire value chain, according to He, the ministry spokesperson.

  • MIL-OSI China: 200-tonne pure electric mining dump vehicle put into use

    A 200-tonne pure electric mining dump truck has been put into service in a coal mine in north China’s Shanxi Province to assist with industrial upgrading in this major coal-producing region.

    The vehicle can transport raw coal continuously for six hours on average per charge and is being used in the Anjialing Coal Mine operated by ChinaCoal Pingshuo Group Co., Ltd.

    By replacing traditional vehicles fueled by oil with this electric model, the mining operation can reduce fuel oil consumption by 600 tonnes a year in the open pit mine, while cutting carbon dioxide emissions by 1,800 tonnes annually in the mining area.

    The developer and producer of the truck, the Hunan Xiangdian Green Energy Intelligent Control Co., Ltd., is a manufacturer of electric trucks and electric locomotives used for mining in China.

    Ji Wei, general manager of the company, said that compared with a traditional 220-tonne fuel truck that consumes about 4,000 liters of fuel per day of work, the pure electric vehicle uses about 12,000 kilowatt-hours of electricity a day — which means a reduction of 40 percent in costs for the mining operator.

    The mining company is intending to purchase more such electric mining vehicles to further reduce energy consumption in its mining activities.

    Coal output in Shanxi, China’s largest coal-producing region, accounted for about 26.9 percent of China’s total output during the January-September period of 2024, according to the provincial statistics bureau.

    Over the years, Shanxi has continued to upgrade its coal industry. In 2023, the province established 118 intelligent coal mines and introduced smart technology to 1,491 mining faces.

    At least 42 Palestinians were killed and over 150 injured in Israeli air and artillery bombardment on Nuseirat refugee camp in the central Gaza Strip, Palestinian medical sources said on Saturday.

    The Israeli army has been bombarding inhabited houses in Nuseirat with both aircraft and artillery since Friday morning, said Palestinian security sources.

    The Gaza government media office condemned the strikes, describing them as the “deliberate targeting of civilians, including children and women,” and called on the international community to pressure Israel to halt these actions against Gaza’s civilians.

    The Israel Defense Forces (IDF) said in a statement on Saturday that it conducted operations in Rafah and central Gaza to kill militants, dismantle militant infrastructure, and locate weapons.

    Israel has been conducting a large-scale offensive against Hamas in the Gaza Strip in retaliation for a Hamas attack across the southern Israeli border on Oct. 7, 2023, during which about 1,200 people were killed and approximately 250 taken hostage.

    The Palestinian death toll from ongoing Israeli attacks in the Gaza Strip has risen to 43,314, according to a statement from Gaza-based health authorities on Saturday.

    The 27.1-kilometer Nairobi Expressway, built by a Chinese firm, received four prestigious awards on Friday evening for advancing green and seamless mobility in Kenya and across the East African region.

    The expressway garnered acclaim at the third annual Africa Mashariki Transport Award (AMTA), an event established in 2022 to honor excellence in transport across Kenya and the broader region. Hosted by BH Media Agency in collaboration with Kenya’s Ministry of Roads and Transport, the AMTA awards recognize organizations with outstanding records in sustainability, efficiency and customer-centered service.

    The award ceremony took place ahead of the third annual ATMA Expo and Gala, which ran from Wednesday to Friday, bringing together a diverse range of participants to showcase innovations under the theme “Data-Driven Approach to Safety in Transport.”

    Three Palestinian children were wounded when an Israeli drone struck a medical facility during a polio vaccination campaign in Gaza City on Saturday, Palestinian medical sources said.

    The children were taken to al-Ahli Arab hospital after the strike hit Sheikh Radwan Clinic in the northern part of the city, medical staff told Xinhua. The Israeli army has not commented on the incident yet.

    The incident occurred as health workers launched an emergency polio vaccination drive for children under 10 in Gaza City. The campaign has already begun in central and southern Gaza but has been delayed in the north due to ongoing military operations.

    Separately, senior Hamas official Izzat al-Rishq on Saturday dismissed recent proposals for a temporary pause in fighting, calling them “a mere smoke screen” that failed to address key demands including Israeli military withdrawal and the return of displaced Palestinians.

    “We engage positively with any proposals ensuring the cessation of aggression and withdrawal of Israeli forces,” al-Rishq said in a statement, while accusing Israeli Prime Minister Benjamin Netanyahu of using ceasefire talks as “cover” for continued military operations.

    Chinese senior official Li Xi met with Italian leaders this week to deepen strategic ties, marking the 20th anniversary of the China-Italy comprehensive strategic partnership and advancing cooperation in areas like green energy and digital technology.

    Li, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Secretary of the CPC Central Commission for Discipline Inspection, met with Italy’s Senate President Ignazio La Russa, and Deputy Prime Minister and Foreign Minister Antonio Tajani in Rome during his visit from Wednesday to Saturday at the invitation of the Italian Senate.

    During the meetings, Li highlighted the enduring ties between China and Italy, and called on the two sides to advance the consensus reached by Chinese President Xi Jinping and Italian Prime Minister Giorgia Meloni in July.

    Li emphasized cooperation through the “China-Italy Action Plan,” which aimed at enhancing political trust and collaboration in existing and emerging sectors like green energy, the digital economy, and artificial intelligence. He also highlighted the importance of enhancing people-to-people exchanges and multilateral coordination in multilateral arenas such as the United Nations and Group of 20 (G20) to elevate China-Italy relations.

    China and Europe share extensive common interests in upholding multilateralism, addressing climate change, and promoting global economic recovery, Li said, noting that China advocates for resolving relevant economic and trade issues through consultation based on pragmatic and balanced principles.

    He urged the Italian side to view China-Europe economic and trade relations “with an open attitude and a long-term perspective,” and play a constructive role in China-Europe consultations and negotiations.

    China is willing to work together with Italy and other European countries to promote the healthy and stable development of China-Europe relations, he noted.

    Li also hailed the successes of China’s anti-corruption campaign, which has bolstered public trust in the Party. China will continue to pursue a unique approach to anti-corruption, leveraging institutional and legal strengths to create a system where officials “do not dare, cannot, and do not want to engage in corruption,” achieving both preventive and comprehensive governance, he said.

    China is committed to sharing governance insights and enhancing anti-corruption cooperation with other countries, including Italy, Li noted.

    La Russa spoke highly of the historic friendship between Italy and China, praising the CPC’s achievements in Party-building and China’s modernization, affirming Italy’s readiness to enhance exchanges between legislative bodies and political parties.

    Tajani emphasized China’s role as a vital economic partner, noting that Italy hopes to strengthen economic and trade exchanges with China, fostering a balanced and mutually beneficial relationship. He reiterated Italy’s commitment to open economic policies and to actively working towards resolving trade frictions between Europe and China through negotiations.

    Italy also seeks to work with China to promote global peace and stability amid today’s challenges, he noted.

    During his visit, Li also traveled to Venice to attend a cultural exchange event titled “Be a Contemporary Marco Polo, Build a New Bridge of Friendship,” commemorating the 700th anniversary of Marco Polo’s passing.

  • MIL-OSI China: Austrian president to undergo operation

    Austrian President Alexander Van der Bellen, who is overseeing coalition talks after the country’s September general election, will undergo a routine operation in the next few days, his office said on Saturday.

    The 80-year-old, who has been Austrian president since 2017, “has been struggling with disc problems since the beginning of the year” and “will therefore undergo a routine operation on his intervertebral discs,” his office said on social media platform X.

    His office added that Chancellor Karl Nehammer will represent Van der Bellen during his treatment and subsequent recovery.

    Last week, Van der Bellen tasked Nehammer, also leader of the People’s Party, with forming a coalition government despite the Freedom Party’s victory in September’s parliamentary election. The Freedom Party has not been able to find coalition partners to govern.

  • MIL-OSI China: 3 killed, 4 trapped in east China iron ore mine accident

    Three people were killed and four others remain trapped after a roof caving accident at an iron ore mine in east China’s Shandong Province on Saturday, local authorities said.
    Seven miners were trapped when the accident occurred at around 3:20 p.m. at the mine in Lanling County in the city of Linyi, according to the county’s emergency management bureau.
    As of 9 p.m., the bodies of three miners had been recovered. The other four miners are still being trapped. Rescue work is ongoing.

  • MIL-OSI China: 3 killed in house collapse in south China’s Guangxi

    Three people were killed when a house collapsed following an explosion in a village in south China’s Guangxi Zhuang Autonomous Region, local authorities said on Saturday.
    The collapse occurred at approximately 2 p.m. on Saturday in Nanguan Village, which is located in Binyang County’s Silong Township. The local government has dispatched rescue forces to search for those who remain missing.
    As of 7:12 p.m., the bodies of three people have been recovered. Rescue work is ongoing.
