    The annual launch of “UPanda Cinema” and the BRICS film and cultural exchange event kicked off in Moscow on Sunday with the participation of over 900 representatives from media organizations, film institutions, and youth groups of BRICS countries.

    Organizers of the event said that cooperation in the film and television sector is an essential part of cultural exchanges and mutual learning, expressing hope that this event will allow people in BRICS countries to better understand China’s development in the new era.

    They affirmed their commitment to carrying forward the BRICS spirit of openness, inclusiveness, and win-win cooperation, fostering cultural exchanges and cooperation, and painting a picture of shared friendship.

    Andrey Denisov, first deputy minister of foreign affairs of the Russian Federation, said that thanks to the joint efforts of the Russian and Chinese media, “UPanda Cinema” was successfully launched in Russia, with Chinese programs welcomed by Russian viewers and praised by Russian critics.

    Galina Kulikova, first deputy chairperson of the Russia-China Friendship Association and recipient of China’s Friendship Medal, said that the event will provide more Russian audiences with opportunities to learn about China.

    The event will not only bring exciting television programs to Russian audiences but also convey the friendship and warmth of the Chinese people to them, she said, expressing hope that through this “BRICS Broadcasting Season,” cultural exchanges and cooperation among BRICS countries will become closer and more cohesive.

  • MIL-OSI China: Music school anniversary marked

    Alumni, students and teachers of the vocal and opera department of the China Conservatory of Music staged a concert at Beijing Concert Hall on Sunday, marking its 60th anniversary.

    Veteran singers, who graduated from the China Conservatory of Music, including tenors Yan Weiwen, Lyu Jihong and sopranos Wu Bixia and Wang Lida, shared the stage, performing classic Chinese songs, such as Ode to Plum Blossoms and Fisherwomen of the Yellow River.

    During the past 60 years, the institution has been training Chinese opera singers, allowing opera to be enjoyed by a wider audience. Graduates from the vocal and opera department of the school have performed leading roles in classic Chinese operas, such as The White-Haired Girl, and The Wilderness.

  • MIL-OSI China: China, Nepal launch joint army training in Chongqing

    A joint army training, co-organized by Chinese and Nepali militaries, kicked off Sunday in southwest China’s Chongqing Municipality.

    This is the fourth iteration of joint training between the two militaries, with the previous session held in 2019.

    Under the theme of “joint counter-terrorism operations in urban blocks,” the joint training will include small arms shooting in special operations, counter-terrorism squad tactics, drone operations, emergency rescue, and comprehensive counter-terrorism exercises.

    The training will last until Oct. 1. In addition to joint exercise sessions, the two militaries will engage in research and exchange on disaster reduction and relief in earthquakes, avalanches and landslides.

    A series of cultural exchange activities will also take place during the training to enhance mutual trust and understanding.

    　　The Leisure and Cultural Services Department (LCSD) has invited the Guangzhou Song and Dance Theatre to perform in October its grand Chinese dance drama “Awakening Lion”, a production that won the Lotus Award, China’s highest award for dance. Set against the backdrop of the Sanyuanli Anti-British Uprising in Guangzhou during the Opium War, the lion dancers of the day look back at their predecessors and retrace the history of a century ago, showcasing the inheritance of national spirit that has been passed down through generations, and allowing the audience to experience the charm of Lingnan culture. The programme is part of the 4th Guangdong-Hong Kong-Macao Greater Bay Area Culture and Arts Festival and the Guangzhou Culture Week.
     
    　　The “Awakening Lion” is the first dance drama on the Mainland featuring Guangdong lion dancing, a representative item of the national intangible cultural heritage. With “awakening” as its spirit and “lion” as its form, the production reflects the awakening of Chinese national identity. It depicts two teenage lion dancers who achieve self-awakening and growth while making various life decisions involving the emotional dynamics and the righteous cause of the nation. In terms of artistic style, the dance drama shows strong characteristics of South China and indigenous features of old Canton. By integrating innovative elements and multimedia technology, together with music and costumes rich in regional characteristics, the staging exudes both modern appeal and visual impact.
     
    　　In terms of choreography, “Awakening Lion” is a fusion of Chinese dance and traditional lion dance. It incorporates the stances of Nanquan (southern-style boxing) and the difficult movements of southern lion dance, such as falling forward, tumbling, leaping and “picking the greens”, into its dance vocabulary. It also blends various southern Guangdong intangible cultural heritages elements, such as Nanquan, Choy Li Fut-style martial arts, wooden fish songs, Yingge dance and big head buddha, to fully realise the creative transformation and innovative inheritance of outstanding traditional culture, and to demonstrate the culture of Lingnan and the spirit of the Bay Area. The production has won the 11th China Dance Lotus Award for Dance Drama and the 11th Five One Project Award. Since its premiere in 2018, it has toured the Mainland, giving over 250 performances, and has been well received by audiences. This time, principal dancers of the Theatre, Iliwan Umar, Pang Guanyu, Liang Qiqi, Li Ao and more, will participate in the Hong Kong performances.
     
    　　The story is about an impoverished boy, Xing, and a wealthy young man, Long, who are preparing for a lion dance competition in the Sanyuanli village of Guangzhou. One day, they have a fight in a teahouse. Xing wins by a narrow margin, and Long is not convinced. Long’s sister, Feng’er, is secretly in love with Xing, while Xing’s mother is against her son’s participation in the lion dance competition. On the day of the competition, the invaders attack the Guangzhou city. Putting aside their grudges, Xing and Long join together with the villagers to fight against the foreign enemies.
     
    　　The Guangzhou Song and Dance Theatre, formerly known as the Guangzhou Song and Dance Troupe, was founded in 1965.     Organizations are ramping up efforts to meet sustainability targets, despite geopolitical challenges

    • 69% of executives say that anticipating stricter future regulations is a key driver of sustainability initiatives, up from 57% last year
    • Nearly two thirds say geopolitics is driving a slowdown in their sustainability investments
    • Six out of ten are concerned that their organization’s sustainability efforts might appear insincere to the public, up from only 11% in 2023.

    Paris, September 23, 2024 – Organizations continue to make progress in their sustainability initiatives, despite facing geopolitical challenges. Regulation and technology are proving to be a vital part of this progress, with two thirds of executives agreeing that their organization will never be able to achieve its sustainability goals without climate tech. This is according to the Capgemini Research Institute’s latest report, ‘A world in balance 2024: Accelerating sustainability amidst geopolitical challenges’, which tracks advancements in organizations’ environmental and social sustainability over the last three years. The third edition of the report highlights marked improvements in circularity, sustainable design, measurement, water stewardship, biodiversity, and sustainability skilling, despite shortfalls in tackling Scope 3 emissions and consumer skepticism.

    Collectively, organizations are ramping up their efforts to meet their sustainability targets, and their maturity in adopting sustainable practices has increased steadily since 2022. 84% of executives this year say their organization is on target to meet its carbon emissions goals; less than a tenth say they are behind. As organizations look to minimize their impact on the environment, progress is particularly visible in terms of circularity, sustainable product design, measurement, and water management. For instance, nearly three quarters of executives say that recycling products is a core aspect of their manufacturing strategy, up from 53% in 2022, while over two thirds said they were redesigning products to remove fossil fuel feedstock sources, up from less than half in 2022. In addition, three-quarters of executives have implemented a water-stewardship program, up from 55% in 2022.

    In late 2023, executives were planning to increase investments in sustainability this year. However, companies have not followed through: average annual investment in sustainability initiatives and practices now stands at 0.82% of total revenue, down from 0.92% in 2023.

    “This year’s report shows sustainability projects continuing to build momentum in 2024 despite current headwinds,” said Cyril Garcia, Capgemini’s Head of Global Sustainability Services and Corporate Responsibility and Group Executive Board Member. “Business leaders have the power and the responsibility to steer us towards a more sustainable economy. Water stewardship, biodiversity preservation, and circular practices are now established as key business imperatives. Executives are being very pragmatic, and CO2reduction must now be translated into cost savings. We continue to see sustainability efforts bolstered by new climate tech innovations and regulations. The best way to build trust and credibility with consumers is by demonstrating tangible outcomes and planning for a future with sustainability at its heart.”

    Consumers unconvinced about progress
    Consumers want to see corporations going even further and demand transparency. The report finds three-quarters of consumers expecting corporations to play a larger role in reducing GHG emissions in 2024. Furthermore, even as organizations ramp up sustainability initiatives, consumers are more skeptical than ever about corporate sustainability, as more than half believe that organizations are greenwashing their sustainability initiatives, up from 33% in 2023.

    Geopolitics and regulations impacting corporate sustainability initiatives
    Executives pointed to climate-related regulations as a key driver of sustainability projects. A full three-quarters of executives believe that sustainability regulation is necessary to achieve global climate goals, and nearly two thirds even agree that without regulation, their organization would not have launched many environmental sustainability initiatives.

    Globally, 73% of executives agree that the EU’s Corporate Sustainability Reporting Directive (CSRD) is honing sustainability measurement and tracking capabilities. However, organizations continue to fall short in terms of reporting on sustainability initiatives, especially on Scope 3 emissions. Among organizations required to report for CSRD in 2025, just over a third say that they are prepared to report Scope 3 downstream emissions next year, while 86% are prepared for Scope 1.

    Meanwhile, tensions such as US-China relations, the wars in Ukraine and the Middle East, and the European energy crisis, are leading to disruption to supply chains and business operations, and uncertainty around government funding. This year, nearly two thirds of executives pointed to geopolitics as an increasing consideration in sustainability investments, and 69% are concerned about the impact of the uncertain US political scene. This is felt across countries, but Swedish executives are most concerned (75%), compared with 71% of US executives and 59% of executives in India.

    Methodology
    The Capgemini Research Institute surveyed 2,152 executives employed at 727 organizations, each with more than $1 billion in annual revenue, across 13 countries in North America, Europe, and Asia-Pacific and in 12 industries and sectors, in June and July 2024. Executives surveyed were director level and above and 50% were from corporate functions, such as strategy, sustainability, sales, and marketing; 50% were from value chain functions, such as product design, R&D, procurement, and logistics. The Institute also surveyed 6,500 consumers over the age of 18 across the 13 countries and conducted interviews with 12 senior sustainability executives at leading organizations globally.

    Sri Lanka’s Prime Minister Dinesh Gunawardena submitted his resignation on Monday morning following Anura Kumara Dissanayake’s election as the country’s new president.

    In his resignation letter, Gunawardena stated that with the election of Dissanayake as the ninth executive president of Sri Lanka, he is stepping down in accordance with the country’s constitution.

    Gunawardena also extended his congratulations to Dissanayake on Sunday night, following his victory in the election.

    “I respectfully congratulate you on being elected as the 9th Executive President of the Democratic Socialist Republic of Sri Lanka in the presidential election held on Sept. 21, 2024,” he said in a statement.

    “I hope that you as the president will be able to provide welfare to the people by continuing the work we have done to recover and lift the country and the countrymen from the difficult and challenging situation Sri Lanka has faced,” he said in his message.

    In order to enrich the spectrum of RMB-denominated financial products with high credit ratings and improve the yield curve of RMB bonds in Hong Kong, the People’s Bank of China (PBOC) is scheduled to issue the ninth batch of central bank bills in 2024 through the Central Moneymarkets Unit (CMU) bond tendering platform of the Hong Kong Monetary Authority (HKMA) on September 25, 2024 (Wednesday), in accordance with the Memorandum of Cooperation on Using CMU for Issuance of PBOC Bills, jointly signed by the PBOC and the HKMA.

    The ninth batch of bills are 6-month (182-day) fixed-rate coupon bonds with a total issuance of RMB25 billion. The principal and interest will be paid at maturity. The bills will begin to accrue interest on September 27, 2024 and will mature on March 28, 2025, unless postponed in the event of public holidays.

    The face value of each bill is RMB100. The issue will be placed by invitation for interest rate-bidding through Dutch auction.

  • MIL-OSI China: Ancient rock painting site found in northwest China

    An ancient rock painting site has been discovered in the Tongtian River basin in the source area of the Yangtze River in northwest China’s Qinghai Province, according to local authorities.

    The site is located on a cliff at an altitude of 4,094 meters in Chumarle County in the province’s Yushu Tibetan Autonomous Prefecture. The rock paintings of the site feature nomadic style of life on the grasslands in northern China, according to Jamyang Nyima, head of the Yushu research institute of history and culture.

    The new discovery will provide important evidence for studying the culture at the source of the Yangtze River, Jamyang Nyima said, adding that the date of the site has not yet been determined.

    So far, over 60 sites of nearly 10,000 rock paintings have been discovered in the Tongtian River basin, with the earliest dating back some 3,200 years.

    The rock paintings are rich in images. In addition to human figures, there are animal images such as yaks, deer, wolves, tigers, horses and camels, as well as images of two-wheeled vehicles, among other symbols.

    WASHINGTON, D.C.– Today, Representatives Mario Díaz-Balart (R-FL-26) and Debbie Wasserman Schultz (D-FL-25), co-chairs of the Congressional Venezuela Democracy Caucus, along with Representatives Chris Smith (R-NJ-4), Carlos A. Giménez (R-FL-28), Jenniffer González-Colon (PR-At-Large), María Elvira Salazar (R-FL-27), Mike Waltz (R-FL-06), and Darren Soto (D-FL-09) introduced a bill to raise the U.S. Department of Justice’s bounty on dictator Nicolás Maduro from $15 million to $100 million. The increase would be funded by assets already seized from Maduro and his regime.

    The reward would be paid out by the federal government using seized assets already being withheld from Maduro, officials of the Maduro regime and their co-conspirators, not taxpayer funds. According to the U.S. Attorney’s Office in South Florida and its federal law enforcement partners who have brought dozens of criminal charges against high-level regime officials, asset seizures total approximately $450 million.

    The Senate companion was introduced by U.S. Senators Rick Scott (FL) and Marco Rubio (FL).

    “For nearly two months since the July 28th presidential elections, in which the Venezuelan people overwhelmingly voted for President-elect Edmundo González, the Maduro regime has only escalated its brutal repression. According to reports, arbitrary detentions, torture, and politically motivated persecution – have intensified under Maduro’s oppressive rule.

    Maduro’s regime is a criminal enterprise that fuels narco-terrorism, suppresses independent media, and violates human rights with impunity. Last year, I warned that the Biden-Harris Administration’s appeasement of this dictatorship would only embolden Maduro. Lifting sanctions has endangered our national security, aiding a regime closely allied with dangerous adversaries like Russia, Iran, Cuba, and the PRC.

    Instead of easing sanctions, the Biden-Harris Administration should stand in solidarity with the Venezuelan people in their fight for freedom by increasing this bounty and strengthening sanctions,” said Díaz-Balart.

    During discussions, experts and youth representatives explored the importance of competition and cooperation in sports.

    Jorge Andrés Contreras, a Spanish-language expert at the Foreign Languages Press, noted that teamwork is essential for success and highlighted the need to respect rules and opponents in the pursuit of global competence.

    Héloïse Gentil, a French expert who worked on both the 2008 Summer Olympics and the 2022 Winter Olympics in Beijing, underscored sports as a powerful medium for social connection and national representation. She noted China’s impressive achievements in sports and expressed hope for increased Sino-French cooperation.

    The event also featured a basketball exhibition game and cheerleading performance, enhancing the cultural atmosphere.

    Co-organized by the ACCWS and the Information Office of the Beijing Municipal People’s Government, the dialogue was held as a sideline event of the Beijing Cultural Forum. Plans for future events are in place to promote cross-cultural dialogue and collaboration among global youth.

  • MIL-OSI China: ​New sci-fi animation ‘The Wild Robot’ assembled itself

    Renowned animation director Chris Sanders told China.org.cn how his crew were very driven while creating “The Wild Robot” as well as other intriguing insights during an interview promoting the film in China earlier this month.

    “One of the things that was unusual in this film, which I had never experienced before, was that the entire crew making this film was so excited about it that they really couldn’t be stopped from doing their jobs,” Sanders highlighted an extraordinary level of enthusiasm among his team during the production of “The Wild Robot,” which hit Chinese theaters on Sept. 20. 

    Usually, scenes are first discussed one by one by the director and animators during an animation production process . However, animators for “The Wild Robot” were so keen to create that they often completed scenes before any discussions were held with the director. 

    Sanders recalled how animators would “stop” him during discussions for scene development to explain how they had already completed the scene after breaking “into the database” to get information on the scene’s general concept. “And this happened more than once,” Sanders added.

    This enthusiasm extended to the songwriting team as well, who composed a song for the end credits without the usual preliminary meetings, but simply because they felt inspired by the film. “So that’s another example of how this film almost wanted to make itself. It was putting itself together, even when we weren’t around. It was an absolutely amazing experience to have that happen. Everybody was working so hard and was so inspired to do what they were doing.”

    Both directed and written by Sanders, acclaimed for animated hits like “Lilo & Stitch” (2002) and “How to Train Your Dragon” (2010), “The Wild Robot” is a new sci-fi animation based on a popular children’s novel of the same name by American illustrator and author Peter Brown. 

    The film follows a robot named ROZZUM unit 7134, or “Roz” for short, who was programmed to serve humans but finds herself shipwrecked on a deserted island. After adapting to the harsh, uninhabited environment, she then bonds with the island’s wildlife, even becoming the adoptive parent of an orphaned gosling. By acclimating to these new circumstances, Roz breaks boundaries and surpasses programming. Roz is voiced by Lupita Nyong’o, with other characters being voiced by Pedro Pascal, Mark Hamill and Ving Rhames. The film is set for North American release on Sept. 27. 

    During the China.org.cn interview, Sanders stated that when DreamWorks Animation presented various projects for him to direct, he was immediately drawn to “The Wild Robot.” He later realized why this project interested him: his daughter had previously read the Peter Brown’s book and he had, at one point, also brainstormed an idea for an animated picture about a machine being lost in a forest, making this project feel familiar. It seemed destined for him to direct it and his daughter was excited when she heard the news, even contributing ideas for the film’s creation. Also, Brown’s objective with the story that “kindness could be a survival skill” deeply touched and resonated with Sanders.

    “It was a very powerful story,” Sanders said. “We all might have to change our programming at some point as there are always challenges in our lives, you may have to change the way you do things in order to prevail. That’s a really powerful message of the story. I hope that people who watch this film, no matter what their age, really find something to relate to in it.”

    He also stressed that one of the most memorable parts of this entire project was engaging with the actors as they helped bring the characters to life. For the animated picture’s visuals, Sanders took inspiration from Disney animated classics and the works of Japanese anime director Hayao Miyazaki, giving the film a unique style that combines both CGI animation and illustrations done by hand. 

    “We were always trying to get back to something that animation had at the very beginning, which was the hand-painted warmth that you see in films like ‘Bambi’ and ‘My Neighbor Totoro.’ Those films have such beautiful human warmth that comes from their handmade painted backgrounds. We were always trying to get back to that,” he said.

    Another aspect he remembers fondly is working with famed composer Kris Bowers, who Sanders had the most meetings with during the animation’s development. “So, it’s one of the things I’m really excited for people to experience — not only the visuals, the voices and the story, but also the music. It’s one of my very favorite scores of all time.”

         The Secretary for Justice, Mr Paul Lam, SC, commenced his visit programme to three countries (Brunei, Vietnam and Malaysia) of the Association of Southeast Asian Nations (ASEAN) today (September 23) after arriving in Bandar Seri Begawan, Brunei, yesterday.

         Mr Lam first had lunch with the Chief Justice of the Supreme Court of Brunei Darussalam, Dato Seri Paduka Steven Chong Wan Oon, to exchange views on further co-operation opportunities for facilitating development of the dispute avoidance and resolution services in Brunei and Hong Kong, pursuant to the Memorandum of Cooperation signed by the Department of Justice and the Supreme Court of Brunei Darussalam last year.

         In the afternoon, Mr Lam attended a meeting with the Attorney General of Brunei Darussalam, Datin Paduka Dayang Hajah Nor Hashimah binti Haji Mohammed Taib, to discuss issues of mutual interest.

         Mr Lam went on to meet with the President of the Law Society of Brunei Darussalam, Ms Nur ‘Azizah Ahmad, to explore opportunities to foster legal collaboration and other exchange activities for the legal professions of the two places.

         This was followed by a meeting with the Chairperson of Brunei Darussalam Arbitration Centre, Mr Radin Safiee bin Radin Mas Basiuni, to have a better understanding of the dispute resolution services provided there and discuss potential co-operation between the two sides.

         Mr Lam will attend a dinner with the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Brunei Darussalam, Mr Xiao Jianguo, in the evening to brief him on the latest legal developments in Hong Kong.

         During his visit to Brunei, Mr Lam visited the Royal Regalia Museum to learn more about the history and development of Brunei, and Brunei’s newest museum, Balai Khazanah Islam Sultan Haji Hassanal Bolkiah, to better understand the rich Islamic heritage and culture. Mr Lam will also visit the Sultan Omar Ali Saifuddien mosque.

         Mr Lam will depart for Ho Chi Minh City, Vietnam, tomorrow morning (September 24) to continue his visit to the ASEAN countries.

    In Detroit, the White House will convene the Michigan Workforce Hub to announce new commitments to support the auto workforce and increase capital access for auto suppliers
    The American auto industry has driven the U.S. manufacturing base for generations, and the Biden-Harris Administration is ensuring that the future of the auto industry is made in America by American union workers. Today, National Economic Advisor Lael Brainard is traveling to Detroit, Michigan to convene the Michigan Workforce Hub and announce a suite of new actions to support automakers and auto workers, with an emphasis on historic auto communities in Michigan. The Michigan Workforce Hub is one of nine Investing in America Workforce Hubs launched by the Biden-Harris Administration to ensure all Americans can access the good jobs created by the Biden-Harris Investing in America agenda.
    Today’s announcement builds on the actions that Vice President Harris announced in May to support small- and medium-sized auto manufacturers with access to capital to expand or retool manufacturing facilities, new workforce training resources, and new technical assistance programs.
    “I believe in an economy where everyone has a chance to compete and a chance to succeed. Investing in the ambitions and aspirations of our people is the best way to grow the American economy and the middle class,” said Vice President Kamala Harris. “Yet for far too long, we have seen lack of investment in communities across America and profound obstacles to economic opportunity—including in communities with historic manufacturing expertise such as Detroit.     $1 Billion in Financing for Small- And Medium-Sized Auto Suppliers
    Auto suppliers support the majority of auto manufacturing jobs, and small- and medium-sized suppliers employ more than 250,000 workers across the country—serving as economic engines in Michigan, Ohio, and other historic auto communities.
    Today, the Department of the Treasury is announcing a $9.1 million grant to launch the Michigan Auto Supplier Transition Program to help small and underserved automotive manufacturers and aftermarket suppliers secure financing to scale and shift to supplying the electric vehicle supply chain. Made possible by Treasury’s State Small Business Credit Initiative (SSBCI), the Michigan Auto Supplier Transition Program will provide financial, legal, accounting, and other support services to underserved and very small businesses, including helping these firms access the over $230 million in additional lending and equity investments made available to support Michigan businesses through the American Rescue Plan’s SSBCI program. The Michigan Economic Development Corporation will oversee the Auto Supplier Transition program in coordination with the Michigan Department of Labor and Economic Opportunity Community and Worker Economic Transition Office. Additionally, Monroe Capital is announcing a commitment to raise up to $1 billion for a new “Drive Forward” Fund to facilitate access to lower cost capital for small- and medium-sized auto manufacturers to refinance, grow, and diversify their businesses. The Drive Forward Fund builds on successful investment funds catalyzed by the Small Business Administration’s Small Business Investment Company program, which provides low-cost government-guaranteed leverage funding to lower the cost of capital for portfolio companies. The Drive Forward Fund will be advised by a council with experts from across the automotive industry to ensure that capital is directed to small and medium-sized auto suppliers with high-road labor practices and significant domestic manufacturing content. A focus will be placed on manufacturers that are well-positioned to lead in the future of the automotive industry and need additional capital and support to grow their manufacturing capacity, including companies making critical investments in the transition from internal combustion engine (ICE) production to electric vehicles (EV).
    These new announcements build on investments that the Biden-Harris Administration has already made in auto manufacturers, including in Michigan. For example, under the Domestic Manufacturing Conversion Grant Program, the Department of Energy announced a $500 million award to General Motors in Lansing and a $158 million award to ZF North America in Marysville to support the conversion of these legacy ICE facilities to EV production—retaining or creating over 1,000 combined jobs. Both of these facilities are UAW unionized. The Department of Energy also announced that the State of Michigan is eligible to receive over $18 million in funding to provide grants to small- and medium-sized auto suppliers converting their facilities to electric vehicle production. To protect these investments from unfair trade practices abroad, the President has taken strong and strategic action, including by raising tariffs to 100% on EVs and batteries from China.
    The Administration welcomes additional commitments and actions from stakeholders across industry to support automakers and auto workers.
    Michigan Workforce Hub Commitments
    In 2023, First Lady Jill Biden announced the Investing in America Workforce Initiative in five initial locations where the Biden-Harris Investing in America agenda is catalyzing historic investments in industries of the future. In April, President Biden announced Michigan as one of four new Workforce Hubs, designed to prepare Michigan workers for the good-paying and union jobs created by these historic investments, with a focus on the auto sector. Since the start of the Biden-Harris Administration, industry has announced $28 billion in private investment in clean energy and manufacturing in Michigan. The Hub is focused on four pillars: improving alignment between training programs and industry needs, standardizing training program guidelines for emerging occupations in the auto supply chain, promoting career readiness with a focus on underserved communities, and addressing structural barriers to employment.
    The Michigan Workforce Hub is coordinating across the Department of Labor, the Department of Energy, the Michigan Department of Labor and Economic Opportunity, community colleges, unions, employers, philanthropy, nonprofits, and others to deliver on President Biden’s announcement. Since the launch of the Hub, the Department of Labor has invested more than $5.4 million to modernize, expand, and diversify registered apprenticeship programs in Michigan across key industries, including manufacturing, and connect workers to good-paying jobs, and the Michigan Department of Labor and Economic Opportunity has continued to leverage $25 million in American Rescue Plan funding to expand apprenticeships in the state. The Detroit Regional Partnership is also continuing to implement its $52.2 million grant from the American Rescue Plan to invest in the Detroit area’s legacy automotive industry and unite 135 local coalition members around a common vision for a collaborative and equitable regional economy; the coalition is undertaking
    To institutionalize the work of the Michigan Workforce Hub, the Department of Energy is announcing the selection of a full-time Michigan Fellow, hosted by the Michigan AFL-CIO Workforce Development Institute. This Fellow is part of an inaugural cohort of ten fellows and host organizations funded by the Community Workforce Readiness Accelerator for Major Projects (RAMP) program—which is designed to address workforce gaps while ensuring that historic clean energy investments lift all communities, especially those historically left behind.
    Today, the Michigan Workforce Hub is announcing a suite of new federal, state, philanthropic, nonprofit, and private sector commitments:
    Building pipelines to careers for underserved communities:
    The Department of Labor and the Michigan Department of Labor and Economic Opportunity is announcing a new pilot program to train workers in Wayne County for over 140 high-quality jobs in the auto supply chain. The pilot will partner with local automotive employers to train workers while they earn a paycheck, addressing a major barrier to enrollment. As part of the pilot, the Southeast Michigan Community Alliance (SEMCA) will work with employers, including Roush, and provide supportive services to address transportation, childcare, and other needs to make it easier for Detroit-area residents from underserved communities to access both training and good-paying manufacturing jobs.
    The Michigan Department of Labor and Economic Opportunity has partnered with International Brotherhood of Electrical Workers (IBEW) and invested $4 million to support more than 500 Michigan workers to receive the Electric Vehicle Infrastructure Training Program credential in preparation for good-paying, union jobs installing EV chargers, including through the Bipartisan Infrastructure Law National Electric Vehicle Infrastructure program. Forty percent or more of the participants served will be from underserved targeted populations.
    Michigan Department of Labor and Economic Opportunity, AFL-CIO Workforce Development Institute, and International Brotherhood of Electrical Workers (IBEW) are launching an accelerated Commercial Driver’s License (CDL) to Registered Apprenticeship Program pilot to expedite preparation of RAP candidates who have completed CDL training. Through collaborative efforts with Labor partners and the IBEW, leveraging innovative Apprenticeship Readiness Programs, 15 participants from traditionally underrepresented groups will receive CDL training and participate in a registered apprenticeship resulting in a good-paying union job.
    Taskforce Movement is partnering with the Michigan Department of Labor & Economic Opportunity to create career pathways for transitioning service members and veterans into electronic vehicle, manufacturing, and cybersecurity jobs. Transitioning service members and veterans will leverage the skills and discipline honed during military service to build a more robust workforce while providing veterans with stable, high-quality careers.
    The Detroit Lions and Detroit Pistons will partner with Detroit Public Schools to launch new manufacturing career exposure programs for over 1,000 high school students, with a focus on supporting students from underrepresented and employment-distressed neighborhoods.
    Driving career readiness and standardizing training programs for good-paying jobs:
    The Department of Energy and over a dozen industry sponsors are providing $23.6 million in funding for the Battery Workforce Challenge to invest in equipment, technical support, mentorship, internships, and job placements and train up to 14,000 workers across the country for careers across the EV value chain—including technicians, electricians, skilled trades, and engineers. The program will invest more than $600,000 in colleges in Michigan to train over 300 Michiganders. Sponsors include Stellantis, Samsung SDI America, the American Battery Technology Company, AVL North America, Vector, and the Battery Innovation Center.
    The Department of Energy’s Battery Workforce Challenge Program, managed by Argonne National Laboratory, will create STEM talent pipelines in battery manufacturing hubs across the nation—the first being piloted in Michigan with the support of at least $400,000 in total, direct funding. Key partners in the Michigan pilot will include the Michigan Economic Development Corporation, high schools, vocational institutions, higher education, and industry. The Department of Energy will provide $200,000 in seed funding to Henry Ford Community College in Detroit to establish a state-of-the-art Battery/EV Technical Center. The Michigan Economic Development Corporation will also award $200,000 to the University of Michigan-Dearborn to establish an undergraduate-level training program as well as a summer boot camp to educate undergraduate students in EV battery technology and build a talent pipeline.
    The Department of Energy and Argonne will partner with New Energy New York to develop battery and EV training and educational content, “BattTech,” to be used in the Michigan pilot and the other Battery Workforce Hubs. BattTech will provide industry-aligned educational content and training in battery technology, EV development, safety, manufacturing, and recycling—ensuring participants are equipped with the skills required for roles across the battery and electric vehicle value chain.
    As part of the Battery Workforce Challenge, the Department of Energy will provide $250,000 to the Society of Manufacturing Engineers (SME) to pilot a battery manufacturing career pathway in high school career technical education courses in Michigan. The battery manufacturing career pathway will be integrated into the SME PRIME (Partnership Response In Manufacturing Education) program that currently is serves 110 schools and 10,000 students annually across 23 states. SME PRIME also intends to further expand its existing footprint in Michigan.
    The Department of Energy’s Battery Workforce Initiative and Michigan community colleges will launch discussions for a memorandum of understanding (MOU) to deploy industry-approved classroom and on-the-job training with battery manufacturers and their community college partners for high-demand occupations. This training program has also been certified by the Department of Labor as the guidelines for battery manufacturing machine operator apprenticeship.

    The Michigan Workforce Hub will provide new resources to employers to attract a skilled and diverse workforce for clean energy manufacturing jobs. This project has been renewed for second year with nearly $500,000 in funding to improve pathways for women to access the good jobs being created by historical investments in infrastructure.

         The Civil Service College (CSC) today (September 23) held a talk of the series on the country’s foreign affairs, with the Office of the Commissioner of the Ministry of Foreign Affairs (OCMFA) in the Hong Kong Special Administrative Region (HKSAR). The talk, on the topic of “China-Middle East Relations”, was delivered by Deputy Director General of the Department of West Asian and North African Affairs of the Ministry of Foreign Affairs (MFA) Mr Yang Xin.

         Addressing the talk, the Secretary for the Civil Service, Mrs Ingrid Yeung, said that Hong Kong, as a key link for the Belt and Road (B&R) Initiative, can capitalise on its unique advantages under “one country, two systems” to actively participate in and contribute to the B&R initiative. Hong Kong will give full play to its roles as a “super connector” and “super value-adder”. Possessing the advantages of being an international city and enjoying the support of mature professional services, Hong Kong has been promoting co-operation with Middle East countries in a wide range of areas such as finance, innovation and technology (I&T), business, transportation and energy in recent years. Hong Kong has also been playing a bridging role in connecting the Mainland and the Middle East region. This talk enabled civil servants to understand how Hong Kong can seize opportunities from the country’s overall development and promote deeper and broader co-operation with the Middle East, thereby better supporting national strategies.

         Mrs Yeung said that the series on the country’s foreign affairs has been well received since its launch. This year marks the 75th anniversary of the founding of the People’s Republic of China. In celebration of this important day, the HKSAR Government will organise a series of celebratory activities. Among the activities organised by the Civil Service Bureau, training on the country’s foreign affairs is one of the key initiatives.

    Your Excellency Mr Hamad Aljebreen (Consul General of the Kingdom of Saudi Arabia in Hong Kong), Deputy Commissioner Fang Jianming (Deputy Commissioner of the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region), distinguished guests, ladies and gentlemen,

         Good evening. I’m pleased to be here tonight, in celebration of the national day of the Kingdom of Saudi Arabia.

         Tonight’s gathering is also a welcome opportunity to meet, once again, with the Consul General and members of the Saudi business community.

         As the Consul General noted, the past year, and more, has seen remarkable growth in co-operation between our two economies, governments and peoples.

         And those welcome ties continue to grow and diversify. Just earlier this month, His Excellency Bandar Alkhorayef, Minister of Industry and Mineral Resources of the Kingdom of Saudi Arabia, conducted an official visit to Hong Kong, during which he met with a variety of senior officials of our government.

         Hong Kong is the natural springboard for Saudi companies looking to the Greater Bay Area, and beyond, for opportunity.

         Next month, Cathay Pacific begins a thrice-weekly service between Hong Kong and Riyadh. That cheering link can only expand our rising business, trade and cultural exchanges.

         I’m pleased to say, we’re making progress, too, in legal co-operation. In March this year, I led a delegation of the legal sector to Riyadh to attend Riyadh International Disputes Week to share Hong Kong’s strengths in legal and dispute resolution services. The Secretary for Justice was also in Riyadh, in May this year, meeting with senior Saudi justice officials. His visit followed the signing, in April, of an MOU (Memorandum of Understanding) strengthening co-operation between the two places on issues relating to dispute avoidance and resolution. The arrangement underscores Hong Kong’s status as an international legal and dispute-resolution hub.

         Ladies and gentlemen, that barely touches on the wide-ranging initiatives bringing us together, working to create a rewarding, far-reaching future for us all.

         Consul General, over the years, you and your colleagues have taken an important role in forging closer economic ties and cultural exchanges with Hong Kong. For that, I would like to express my gratitude for your contribution to making the ties stronger.

  • MIL-OSI USA: Searching for a Vaccine Against an Ancient Scourge

    Syphilis cases have surged worldwide, leaving public health officials scrounging for ways to stop the spread. Now, a large, collaborative study of syphilis genetics from four continents has found hints of a possible target for a vaccine.

    Syphilis is a sexually transmitted illness that first appeared in Europe about 500 years ago. Its initial symptoms can vary, but the spiral shaped bacterium that causes it can persist in the body for years, often in the central nervous system, and cause birth defects when it infects infants in utero. Syphilis cases decreased in the middle 20th century as easy, effective treatment with injectable penicillin became available, and became uncommon in the 1990s due to changes in sexual behavior in the wake of the HIV epidemic.

    But recently, syphilis has made an unwelcome comeback. There were 207,255 cases in the U.S. in 2022, according to the Centers for Disease Control (CDC), more than any time since the 1950s. Babies, some of them stillborn, made up 3,755 of those cases. Other countries worldwide are seeing the same disturbing upward trend.

    Stopping syphilis’s spread has become a pressing public health goal. Now, an international collaboration of researchers and doctors has collected one of the most extensive genomic surveys of the syphilis bacterium to date and correlated the genetic data with clinical information about the patients who provided the samples. They are using the data to search for proteins on the surface of the microbe that don’t vary. Such stable proteins could be good targets for a vaccine. They published their findings in the September issue of Lancet Microbe.

    Several previous scientific studies using whole genome-sequencing of Treponema pallidum subspecies pallidum (the bacterium that causes syphilis, abbreviated as TPA) have helped researchers begin to understand the global distribution of circulating strains. However, few analyses of specimens for the purpose of evaluating TPA clinical and genetic diversity to inform syphilis vaccine development have been performed.

    This study enrolled participants from four countries, including Colombia, China, Malawi, and the U.S. Samples of TPA genomes from Africa and South America had been underrepresented in previous genetic studies and were a particularly valuable addition to the TPA genetic dataset.

    Once the samples were collected, they were sent to the University of North Carolina’s Institute for Global Health and Infectious Diseases in Chapel Hill (UNC-Chapel Hill) to have their genetic sequences mapped in Dr. Jonathan Parr’s laboratory.

    “Whole-genome sequencing samples collected by partners around the world improved our understanding of circulating Treponema pallidum strains. The results help us understand differences between strains and identify targets for vaccine development,” says Parr.

    The researchers’ genetic mapping and protein modeling found that syphilis bacteria differed noticeably between continents, but there were enough similarities that the researchers believe they could find good targets for an effective global vaccine.

    UConn School of Medicine Professor Justin Radolf, one of the senior authors on the publication and a Principal Investigator on the NIH U19 award that funded the study, emphasized the importance of these findings.

    “By mapping mutations to three-dimensional models of the bacterium’s proteins, we’ve gained crucial insights that will inform the design of a syphilis vaccine,” Radolf says.

    Researchers at UNC-Chapel Hill are assessing vaccine acceptability to determine what concerns individuals may have on participating in future syphilis vaccine trials and the potential impact of a vaccine on key populations.

    “Engaging with the community now is really important in order to get patients’ opinions and concerns about a future syphilis vaccine trial even before the vaccine has been developed,” says Dr. Arlene C. Seña from UNC-Chapel Hill, co-lead on the clinical study that enrolled participants worldwide and the lead author on the Lancet Microbe manuscript.

    The team has already secured funding to continue their efforts to develop a syphilis vaccine.

    “This study highlights the power of collaboration,” says Juan Salazar, Physician-in-Chief at Connecticut Children’s and co-lead of the project, who also serves as chair of the department of pediatrics at UConn School of Medicine. “Our work here is not just about addressing a local health concern; it’s about contributing to a global solution for a disease that continues to affect millions worldwide.”

    The study was supported by grants from the National Institutes of Health (NIH), the Bill & Melinda Gates Foundation, Connecticut Children’s Medical Center, and several international research institutions.

  • MIL-OSI China: China sees rising urbanization rate over past 75 years

    China’s urbanization rate, which measures the ratio of permanent urban residents relative to the total population, rose by 55.52 percentage points from the end of 1949 to 66.16 percent by the end of 2023, data from the National Bureau of Statistics (NBS) showed Monday.
    Over the past 75 years since the founding of the People’s Republic of China, the country has undergone the largest and fastest urbanization process in world history, the NBS said in a report.
    There were just 129 cities in China at the end of 1949, with a combined population of 39.49 million. The number of cities reached 694 at the end of 2023, while prefecture-level and larger cities were home to 673.13 million people. Among them, there were 29 cities each with a population exceeding 5 million and 11 cities each with a population of over 10 million.
    Remarkably, China’s less-developed western region is rising, representing a more balanced urbanization process. Among the 11 prefecture-level cities that have been added since 2011, nine of them are located in the western region.
    As urbanization advances, China has lifted almost all limits on household registration in cities each with less than 3 million permanent residents, making it more convenient for those from rural areas to permanently settle down in cities.

    BEIJING, Sept. 23 — China has made noteworthy progress in promoting large-scale equipment upgrades and consumer goods trade-ins this year, an official said on Monday.

    China unveiled an action plan to implement the renewal program in March 2024 in an effort to expand domestic demand and shore up the economy, and stepped up policy support in July with an extra funds injection of 300 billion yuan (about 42.53 billion U.S. dollars) via ultra-long special treasury bonds.

    Zhao Chenxin, deputy head of the National Development and Reform Commission, cited a string of positive results achieved by the program, highlighting increased equipment manufacturing investment and robust sales of automobiles and home appliances, when addressing a press conference on Monday.

    In the first eight months of 2024, China’s investment in equipment and tool purchases had increased by 16.8 percent year on year — well above the 3.4 percent increase in total fixed-asset investment.

    Retail sales of passenger vehicles in August rose by 10.8 percent compared with the previous month, while new energy vehicle (NEVs) sales increased by 17 percent month on month in August. The market share of NEVs remained above 50 percent for a second consecutive month. Sales of home appliances and audio and video products returned to growth last month, up 3.4 percent year on year.

    Thanks to the renewal program, many enterprises are optimistic about the prospects of sectors related to equipment and consumer goods, leading to brisk investment, Zhao said.

    The program, riding on the great potential of green and digital transition, will provide more impetus to economic sustainability and transformation efforts, Zhao added.

    China’s drive to promote equipment upgrades covers a wide range of areas including industrial equipment, environmental infrastructure, operating vessels, new energy buses and agricultural machinery, while consumer goods trade-ins involve products ranging from automobiles to home appliances and electric bicycles.

    China adds over 30,000 rural place names to protection lists under geographic naming project

    BEIJING, Sept. 23 — More than 30,000 old rural place names have been added to China’s protection lists since a rural geographic naming project was launched last year, a senior official of the Ministry of Civil Affairs (MCA) said Monday.

    Tang Chengpei, vice minister of civil affairs, said at a press conference that the project, which collects rural place names and inputs them into maps, aimed to improve geographic naming and cultural protection in rural areas.

    As of August this year, the government had standardized the naming of 430,000 locations, installed 330,000 place name signs, and placed 14.42 million building and door plaques in rural areas under the project, Tang said.

    He added that as the project was promoted, more nameless rural places and places with multiple names had obtained their own standardized names.

    The government has also provided guides for online map services to present correct and consistent rural place names, which has facilitated backpacking and road trips in rural areas as well as the delivery of both parcels into villages and rural goods to urban areas, Tang said.
