    Meeting FEMA’s Federal Flood Insurance Requirement

    Recovering from a presidentially declared disaster like Tropical Storm Helene can be emotionally overwhelming and financially difficult.The most common financial support option available to you is a federal disaster grant from FEMA’s Individuals and Households Program. If you received funds from this program, you may be required by law to purchase flood insurance. FEMA requires you to have flood insurance for buildings and personal property that were damaged by a flood disaster in a high-risk flood area, also known as a Special Flood Hazard Area. This is to protect you and the life you’ve built against future financial devastation in the aftermath of a flood, whether or not there is a presidential disaster declaration for that event.In Tennessee, President Biden approved a major disaster declaration on Oct. 2, designating Carter, Cocke, Greene, Hamblen, Hawkins, Johnson, Unicoi and Washington counties as eligible to apply for federal assistance.There are three ways to meet the flood insurance requirement:FEMA may purchase a Group Flood Insurance policy on your behalf to start your coverage;You may purchase a Standard Flood Insurance Policy; orYou may purchase a private flood insurance policy.The first two options are available through FEMA’s National Flood Insurance Program. Congress created the program to provide financial protection from flood damage. It offers property owners, renters and businesses access to government-backed flood insurance policies in participating communities. Visit fema.gov/cis/TN.html to see if your community is one of 402 communities in Tennessee that participate in the program.  FEMA’s Group Flood Insurance PolicyA Group Flood Insurance Policy from FEMA is issued only after a presidentially declared disaster and is only for people who receive federal assistance through FEMA’s Individuals and Households Program. There is no out-of-pocket expense to get a group policy. FEMA will pay the cost of the policy (currently about $2,400 for a three-year term) to the National Flood Insurance Program from your Individuals and Households Program grant. The policy takes effect 60 days after the major disaster was declared, or on Oct. 2. If the cost of the group policy is greater than what you were awarded, you will not be eligible for the policy and you will have to purchase flood insurance on your own.A FEMA group policy covers both buildings and contents (each with a $200 deductible), or just contents if you are a renter. The coverage amount varies from year to year but is currently about $85,000. The deductible is subtracted from your FEMA award before you are paid. Standard Flood Insurance PolicyA standard flood insurance policy is available through the National Flood Insurance Program, with coverage up to $250,000 for a building and up to $100,000 for its contents. It is available through NFIP Direct or companies participating in the NFIP’s Write Your Own Program.Private Flood Insurance Policy  Private insurance companies write and service their own flood insurance policies, separate from the federal government. They are responsible for processing claims and paying losses themselves. Premiums vary from carrier to carrier as do coverage amounts. Contact your insurance agent to learn more.The requirement to maintain flood insurance coverage as a recipient of federal assistance is tied to the property. If you are the homeowner and sell your property, you must inform the new owner of the requirement to maintain flood insurance. In most cases, an existing insurance policy should transfer to a new owner, with no lapse in coverage.   • MIL-OSI Australia: Joint press conference – Apia, Samoa

    Anthony Albanese, Prime Minister: I’ve just come from the opening session of the Commonwealth Heads of Government meeting here in Samoa. And apart from what was a rather extraordinary cultural display, including all the countries of the Pacific, including Australia, the speech of His Majesty King Charles was, of course, a highlight. King Charles spoke about the existential threat of climate change to our region. He also spoke about the need to not divide, but to come together in our common interest as a Commonwealth. And it was very well received by the heads of government and by the delegates to this important conference that comes at an important time, and the first time, of course, that CHOGM has been held here in the Pacific. We also heard from the Prime Minister Fiamē, and I was able to have a bilateral meeting with the Samoan Prime Minister this morning, after which, I had a bilateral meeting with the Prime Minister of the UK, Keir Starmer, as well as I had a range of informal meetings while we were waiting for CHOGM to occur, with other Commonwealth leaders. The Pacific is, of course, a global leader in climate action, and Australia respects and supports that leadership. The meeting that we had today with the Prime Minister of Samoa, and other Pacific partners who we discussed with, was about galvanising action in our region, and it will be front and centre of the next two days deliberation. Australia and the United Kingdom, of course, are old friends, but we’re also close friends. And more than friends, we’re partners, and I’ve enjoyed a positive relationship with Prime Minister Starmer for some time. It’s the first time we’ve been able to meet face to face as Prime Ministers of our respective nations. We today discussed, importantly, our new climate and energy partnership that we will be delivering on. We have a common view about the challenge, but also the opportunity, that climate change action represents. We both are on the path to net zero through the transition, and we see that as an opportunity for new industries, new jobs and a new industrialisation of our respective countries. From Australia’s perspective, of course, a future made in Australia, from the UK’s perspective, a future made in the UK. And there’s a real opportunity for us to develop technologies together to make a difference, as well as look at cooperation in areas such as climate finance. The new partnership will allow us to explore cooperation right across the board in all of these areas. Today, also, we’re announcing grants on our Australia-UK Renewable Hydrogen Innovation Partnership Program. This is six companies in Australia, six companies and entities in the United Kingdom, cooperating and collaborating to make a difference with the emerging green hydrogen industry that has such promise to play a critical role in the transition to net zero, in the production of green metals, in a range of areas that will make a difference of lowering our emissions whilst producing new industries and new jobs and new opportunities for Australia, but also for the United Kingdom. Of course, we also discussed AUKUS and the progress that we are making together. And in December, the Foreign Minister and Defence Ministers of both countries will meet, and that will be the next step in making sure that we continue on that pathway, the optimum pathway, for the delivering of AUKUS, and both of us expressed our support for the progress that has been made. I will hand to the Foreign Minister, and then we’re happy to take some questions.

    Penny Wong, Minister for Foreign Affairs: Thanks very much, Prime Minister. Look, it’s fantastic to be here with the Prime Minister for the Commonwealth Heads of Government Meeting. Obviously I had the Foreign Minister’s track yesterday and today is the important Head of Government Meeting, and it’s been a fantastic opportunity to engage with all members of the Commonwealth. Can I just say in relation to the partnership the Prime Minister has announced with Sir Keir Starmer, the Prime Minister of the United Kingdom. This is the Prime Minister’s first formal bilateral with the incoming government, and what a cracking start. Straight away, we’re set to work, working together on transforming our economies, on dealing with not just the existential threat, which is climate change, but all that we need to do economically for our own economies and for the world. So it’s a very exciting announcement that the Prime Minister is making today.

    Prime Minister: Happy to take some questions.

    Journalist: Prime Minister, the Prime Minister of Tuvalu has said that Australia is not doing enough to curb fossil fuel emissions. What do you say to that?

    Prime Minister: Well, I had positive discussions with Prime Minister Teo and other Pacific leaders here. They recognise that the challenge of climate change doesn’t mean that you can just flick a switch and act immediately. We need to make sure that energy security is prioritised in order to make sure that we have that support going forward. But we’ve worked very closely with our Falepili agreement with Tuvalu. The Prime Minister of Tuvalu was in Perth recently as well to pick up the vessel which will provide support there in Tuvalu. And I must say that the feedback I’ve had from Pacific leaders has been very welcoming of Australia’s leadership here in the Pacific when it comes to climate action.

    Journalist: Can I ask you further about climate change? Because the King’s speech was very interesting on the existential threat. He made some very dire warnings about what climate change could lead to without, well, global action, and I guess that means an agreement here. Now the King is usually meant to be above politics, isn’t he, but climate change is a very political issue. And in fact, politicians like Nigel Farage, for instance, once likened him to an eco-loony for taking a position on climate change. Admittedly, before he ascended the throne. Has he gone too far and beyond his official duties by being so political about climate change, or is he absolutely right to warn of division and conflict?

    Prime Minister: His Majesty is very passionate about the world in which he lives and about the responsibility that we have to future generations. It’s an issue which has characterised his public comments over a long period of time. He also made very strong comments in the Great Hall in Canberra. And in most parts of the world, with very few exceptions, climate change is above politics. It is about existential threat that exists to countries like Tuvalu and Kiribati. It’s about the world in which we live. It’s about our native fauna and flora. It’s about the natural disasters that we were warned would increase in intensity and in frequency. And that is precisely what we are seeing in Australia, but in other parts of the world as well, increased impact of climate change, whether it be rising sea levels, increased cyclones, increased bushfires, increased droughts, we are seeing the impact of climate change, that’s recognised by scientists around the world, and indeed one of the first world leaders to recognise the challenge of climate change and the need to act was Margaret Thatcher.

    Journalist: The King also talked about misinformation and the dangers of social media. It’s an area your government has worked on reform for. Have you discussed this topic with the leaders here today, and do you consider this an endorsement from the King?

    Prime Minister: Well, His Majesty, of course, speaks for himself, and he made comments about the world in which he resides. And social media is having an impact. It’s having an impact around the world, and much of that impact, of course, is positive. The capacity to communicate with each other is an important one. The use of new technologies to get information out there can be very important, but we also know that there can be a very negative impact as well. With misinformation, we’ve seen the use of artificial intelligence, including, fake information, and indeed, fake videos and a range of materials. And we know that social media when it comes to young people is having an enormous impact, and that’s what my government is doing. It’s something that we see discussed, I think, at the site of every tennis court on the weekend, netball court, football oval, swimming pool, we see parents after school, they’re very concerned about this impact. And I think that the fact that His Majesty, King Charles, is very conscious about the modern world and prepared to engage in debate about that discourse is, I think, of course, up to him, but it’s something that I think brings him credit.

    Journalist: If I could just ask, Keir Starmer and others have talked about conflicts, including that in the Middle East. Jim Chalmers has talked about the need for a ceasefire in the Middle East to prevent persistent global inflation. Do you agree that a ceasefire would go some way to doing it?

    Prime Minister: Well, we have been very clear about our view, and it’s a view we signed with Sir Keir Starmer and other leaders in the 13 countries that signed up to the statement some time ago. Quite clearly, we do need a resolution. We have said very clearly that we also want to see the hostages released. We want to see both Israelis, but also Palestinians and Lebanese to be able to live in peace and security. I note that Secretary Blinken is there in the region, and the Secretary of State has played a critical role in trying to bring about a reduction in conflict in the region, and we certainly wish him well,

    Journalist: Just, obviously, the legacy of colonialism is being discussed, and there are calls from African and Caribbean nations for Britain to pay reparations or engage in a process of reparatory justice for the evils of slavery. It’s something the UK Prime Minister has ruled out, but given Australia’s own history of black birding, is it something you’d support other Commonwealth nations in calling for, or at least for truth telling processes?

    Prime Minister: Well, the Australian Government has recognised black birding for a number of decades now. Paul Keating in 1994 said that black birding represented a sorry chapter in Australia’s history, and it does. What my government is focused on very much is a forward agenda of, how do we close the gap? How do we make a difference when the gap is there between Indigenous and non-Indigenous Australians in so many areas? We need to do better.

    Journalist: Prime Minister, just briefly back on climate change, if that’s all right. The King also spoke about the way that climate change could fuel social division and inequalities between nations. Is this something the Government’s examined in our own region, as temperatures rise and as natural calamities increase, the way that, for example, water shortages or other problems could fuel conflicts between countries, and given the ONA has done some assessment on this, ONI rather, sorry. Why should that assessment not be made public to the Australian people?

    Prime Minister: Because ONI that’s the job that it does so, I think with respect Stephen, you know the answer to why intelligent briefings are just that. But we know as well, it is no secret, and the Australian Government has made information available. That is one of the contexts of the discussions that take place at places like the Pacific Island Forum and indeed, CHOGM here, as well as bilateral visits. We’ve had visits, if you speak about the region, from the leaders of Papua New Guinea, Samoa, Tuvalu, Tonga, a range of countries in our region, Fiji too, since I’ve been Prime Minister, it’s always front and centre. And there is an equity aspect to climate change because of its impact is not even across the board, and so it is part of the context of the debate is making sure that Australia and those countries that, of course, are largely responsible for the emissions which are there, have a greater responsibility to act. That’s something that’s been recognised in, that’s part of the UN Framework Convention on Climate Change. We need to act together as the world. And I think that was a theme of, Commonwealth essentially means common good, and it is something that was a theme of His Majesty’s speech. And I think it was a very fine speech, which will be well received by Commonwealth nations.

    Journalist: Could I ask Minister Wong about the work with women that you’ve been doing over the last couple of days. The Queen has obviously, you know, spoken extensively about ending violence in the Pacific against women. When we talk about Australia engaging with the Pacific nations, we often talk about rugby league. What’s our in with women to help the Pacific, a platform for us, for Australia to help the Pacific?

    Minister Wong: Well, thanks for the question. I appreciate it. And you know, one of the points that I made yesterday and Her Majesty also made, is that if you’re serious about progress and development and peace, then you have to ensure you deal with women’s experience of violence, women’s access to education, women’s access to economic empowerment. In other words, a country cannot be all that it could be unless women and girls are enabled to fulfil their potential. We’ve really sought to integrate this work into our development assistance programs. And so you will see in Australian development programs, there’s a much greater emphasis than under previous governments, on making sure that there is a perspective around gender. In other words, if you’re funding an economic initiative, what is needed to enable women to participate as well as men? Education, similarly, what is the infrastructure needed for women and girls to participate so there is no peace and stability and prosperity without women taking their full place in a society. And we’ll continue to talk with the region about that.

    Prime Minister: Thanks very much. One more.

    Journalist: Two more?

    Minister Wong: You’ve had one.

    Journalist: The King also said you can’t change the past, which is clear, but do you think the Lidia Thorpe’s outburst or protest in Parliament indicates the Commonwealth collectively has not progressed?

    Prime Minister: Well, Lidia Thorpe’s outburst was, of course, about Lidia Thorpe, and she achieved her objective because I’m getting a question about it now. I thought it was rude, outrageous and entirely inappropriate.

    Journalist: If the ocean declaration is signed tomorrow what would Australia’s commitment be?

    Prime Minister: Well, I’m not going to pre-empt the processes. I’m hoping to end this press conference so that I can go to, the sessions haven’t begun yet, they begin this afternoon. We’ll be working this afternoon in a couple of sessions, but then again, tomorrow. I can indicate about tomorrow, just to get this in your diaries as well, the Pacific Policing Initiative, a number of, particularly Samoa, but other countries as well, have recognised that this is the first time it’s operated. We announced it just months ago. There are 11 countries, 46 police officers, including three from Australia, participating, providing security here. There’s also the people who are looking after me here from the local police, were trained by Australians in the past, and tomorrow, we’ll be first thing meeting with the nations of the Pacific who are participating, because this will be something to really celebrate. This is a great example of how Australia can provide practical support with, of course, the three prongs. One is the joint operations such as this one. The second will be the centre there at Pinkenba in Brisbane, that will provide the training. And then the four Centres of Excellence, one of which will be in Papua New Guinea, another which will be in Fiji. This is an example of Australia really making a difference in the region. And I conclude with that, but to thank all the journalists as well who made the effort to come here. This is an important gathering, and I appreciate, and I think Australia appreciates, the fact that you’re here as well. Thanks very much.

  • MIL-OSI Security: Third Man Sentenced to Prison for Robbing U.S. Postal Service Letter Carriers

    MIAMI – A third St. Lucie County man, responsible for a string of robberies of U.S. Postal Service (USPS) letter carriers for their Postal keys, was sentenced to federal prison yesterday by U.S. District Court Judge K. Michael Moore sitting in Ft. Pierce, Fla.  Two other defendants were previously sentenced.

    “The defendants brazenly terrorized loyal public servants, U.S. Postal Service letter carriers working in Florida, at gunpoint for their postal keys with the intent to steal mail from collection boxes. Their sentencing shows that the safety of U.S. Postal Service employees is of the utmost importance,” said U.S. Attorney Markenzy Lapointe for the Southern District of Florida. “Armed assaults on letter carriers negatively impact our entire community, which relies on the U.S. Postal Service for the safe delivery of the mail.”

    “The prison sentences handed down to these defendants should serve as a reminder that violent acts committed against U.S. Postal Service employees providing service to the community will not be tolerated and the U.S. Postal Inspection Service, along with our law enforcement partners, will ensure that those committing these acts will be pursued and justly punished for their crimes,” said Juan A. Vargas, Inspector in Charge of the U.S. Postal Inspection Service, Miami Division.

    Bernard Jerome Davis III, 20, of Port St. Lucie, Fla., was sentenced to 192 months’ imprisonment, to be followed by 3 years’ supervised release, after pleading guilty to two counts of conspiracy to commit Hobbs Act robbery, two counts of armed Postal/U.S. property robbery, a single count of brandishing a firearm during and in furtherance of a crime of violence, attempted Hobbs Act robbery, and Hobbs Act robbery.  

    Jalen Dennis Elliott, 19, of Port St. Lucie, was sentenced to 30 months’ imprisonment, to be followed by 2 years’ supervised release, after pleading guilty to conspiracy to commit Hobbs Act robbery and Hobbs Act robbery.

    Jamal Travon Brown Weathers, 23, of Fort Pierce, was sentenced to 162 months’ imprisonment, to be followed by 3 years’ supervised release, after pleading guilty to conspiracy to commit Hobbs Act robbery, armed Postal/U.S. property robbery, and brandishing a firearm during and in furtherance of a crime of violence.

    According to the court record, to include factual proffers in support of the defendants’ guilty pleas, between Nov. 19, 2022, and Oct. 21, 2023, Brown Weathers, Davis and Elliott robbed at least six USPS letter carriers in St. Lucie, Brevard, Orange and Miami-Dade counties in Florida.

    On Nov. 19, 2022, a USPS letter carrier was delivering mail inside an apartment complex in Port St. Lucie. While the carrier was at the mailboxes, Brown Weathers demanded “Give me the key.” Brown Weathers then grabbed and started yanking the letter carrier’s keys, which were attached to her uniform pants. Brown Weathers then brandished a semi-automatic handgun and demanded “Give me the f—— key. You got five seconds to give up the key.” At that point the letter carrier unhooked her arrow key and handed it over to Brown Weathers, who fled in a vehicle driven by Davis. The vehicle, belonging to Brown Weathers’ mother, was later chased by a St. Lucie County Sheriff’s deputy in Fort Pierce. The occupants fled and a K-9 deputy recovered the firearm used in the robbery along the path of flight.

    A Postal arrow key is an accountable property assigned to U.S. Post Office(s) that is only authorized to be used by USPS employees in an official capacity. A Postal arrow key is used by USPS employees to open mail receptacles within a geographic area to collect and deliver mail.

    On May 12, 2023, Brown Weathers and Davis robbed two USPS letter carriers at gunpoint in the Middle District of Florida. At approximately 12:13 p.m., a USPS letter carrier was delivering mail in Melbourne, Fla., when Davis approached the letter carrier with a black firearm and demanded the letter carrier’s Postal arrow key. Once the letter carrier handed over the key, Davis fled the scene in a Nissan Altima that he rented. At approximately 1:20 p.m., another USPS letter carrier was on his mail delivery route in Orlando, Fla., when a Nissan Altima stopped behind his Postal vehicle. Brown Weathers exited the Nissan Altima, ran towards the letter carrier while holding a black firearm, grabbed the letter carrier by the shirt, and demanded the letter carrier give him the arrow key. The letter carrier removed the arrow key from his belt loop and gave it Brown Weathers, who fled in the vehicle rented and driven by Davis.

    On Aug. 1, 2023, a USPS letter carrier was delivering mail in Fort Pierce when a white Pontiac Grand Prix began to follow her and pulled up behind her USPS vehicle. The letter carrier observed Davis carrying a black semi-automatic firearm and walking toward the Postal vehicle.  Fearing a robbery, the letter carrier quickly drove away and called 911. The same white vehicle followed another letter carrier, who also called 911.

    On Oct. 11, 2023, a USPS letter carrier was delivering mail in Fort Pierce when Davis approached the driver’s side of the Postal vehicle brandishing a black semi-automatic handgun and demanded that the letter carrier give him the key. Once the letter carrier handed the Postal arrow key to Davis, he entered a white vehicle and drove away.

    On Oct. 21, 2023, a USPS letter carrier was delivering mail in an apartment community in Miami Beach, Fla. when she was confronted by Davis who shouted, “give me the keys.” Davis ripped the keys, including a Postal arrow key, from the letter carrier’s hand, causing an injury. Davis then fled to a waiting black BMW SUV, driven by Elliott.

    U.S. Attorney Markenzy Lapointe for the Southern District of Florida, Inspector in Charge Juan A. Vargas of the U.S. Postal Inspection Service (USPIS), Miami Division, Chief Wayne A. Jones of the City of Miami Beach Police Department, Sheriff Keith Pearson of the St. Lucie County Sheriff’s Office, Chief Diane Hobley-Burney of the Fort Pierce Police Department, Sheriff John W. Mina of the Orange County Sheriff’s Office, and Sheriff Wayne Ivey of the Brevard County Sheriff’s Office made the announcement. 

    The USPIS, Miami Beach Police Department, St. Lucie County Sheriff’s Office, Fort Pierce Police Department, Orange County Sheriff’s Office, and Brevard County Sheriff’s Office, investigated the case. The Port St. Lucie Police Department provided assistance. Managing Assistant U.S. Attorney Carmen M. Lineberger prosecuted the case.

    This case is the result of Project Safe Delivery (PSD), a joint U.S. Postal Service and U.S. Postal Inspection Service initiative aimed at countering postal crime and safeguarding postal employees. Announced in May 2023, in direct response to a rise in threats and attacks on letter carriers and mail theft incidents, PSD seeks to protect Postal employees and the mail stream, prevent incidents through education and awareness, and enforce the laws that protect our nation’s mail stream.  Since the launch of PSD, postal inspectors, working with law enforcement partners, have arrested more than 287 individuals for postal-related robberies through June 30, 2024. In the first six months of the fiscal year, the number of arrests for postal-related robberies rose 72% versus the same period the previous year, while the number of postal-related robberies dropped 21%. Meanwhile, the number of mail theft complaints received during that period decreased 35%, suggesting the PSD approach is achieving the intended result.

    Customers are encouraged to report stolen mail as soon as possible by submitting an online complaint to the Postal Inspection Service at http://www.uspis.gov/report or calling 877-876-2455. The Postal Inspection Service is authorized to issue monetary rewards for the forcible assault, robbery or attempted robbery of any custodian of any mail, money, or other property of the United States under the control and jurisdiction of the Postal Service.  Additionally, individuals are encouraged to report allegations of Postal Service employee misconduct, including attempts to corrupt a Postal Service employee, to the USPS OIG at 1-888-877-7644 or http://www.uspsoig.gov.

    “As communities across the Southeast continue to recover and rebuild after Hurricanes Helene and Milton, the SBA remains focused on its mission to provide support to small businesses to help stabilize local economies, even in the face of diminished disaster funding,” said Administrator Isabel Casillas Guzman. “If your business has sustained physical damage, or you’ve lost inventory, equipment or revenues, the SBA will help you navigate the resources available and work with you at our recovery centers or with our customer service specialists in person and online so you can fully submit your disaster loan application and be ready to receive financial relief as soon as funds are replenished.”

    SACRAMENTO, Calif. – Low-interest federal disaster loans are available to California businesses and residents affected by the Chinatown Apartment Complex Fire that occurred Sept. 13, announced Administrator Isabel Casillas Guzman of the U.S. Small Business Administration. SBA acted under its own authority to declare a disaster in response to a request SBA received from Gov. Gavin Newsom’s authorized representative, Director Nancy Ward of the California Office of Emergency Services, on Oct. 24.

    The disaster declaration makes SBA assistance available in Kern, Los Angeles, Orange, San Bernardino and Ventura counties in California.

    Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” Sánchez said. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.813 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    On October 15, 2024, it was announced that funds for the Disaster Loan Program have been fully expended. While no new loans can be issued until Congress appropriates additional funding, we remain committed to supporting disaster survivors. Applications will continue to be accepted and processed to ensure individuals and businesses are prepared to receive assistance once funding becomes available.

    Applicants are encouraged to submit their loan applications promptly for review in anticipation of future funding.

    The Scottish Government must ensure record climate investment.

    The SNP must commit to continuing the record level of climate and nature investment previously delivered by the Scottish Greens if they are to get the support of Green MSPs for the forthcoming Budget, says the party’s finance spokesperson, Ross Greer MSP.

    In giving the keynote opening speech of the Scottish Green conference at the Beacon theatre in Greenock, Mr Greer insisted that there must be no going back from the £4.7 billion that his party secured for climate and nature in this year’s budget. He insisted that this sum was just the start of what is needed to meet the scale of the crisis.

    Addressing the party’s conference, Mr Greer said: “When the Greens were in Government we delivered a huge escalation in Scottish Government action for our environment. We secured a record £4.7 billion annually for climate and nature programmes this year alone. 

    “Today we are making clear to the SNP that if they want our support for the next budget there can be no going back on that record level of support. £4.7 billion is the very minimum that our planet needs at this time of crisis.”

    Patrick Harvie called for the Scottish Government to take serious climate action and deliver a fairer, greener and better budget for Scotland.

    Greens always aim to offer an inspiring and positive vision at election times, because we believe that politics is capable of changing our society for the better.

    Labour, by contrast, spent the whole election campaign trying to lower everyone’s expectations. Maybe they thought it was better to under-promise, rather than under-deliver. And yet somehow, they have managed to do both.

    I don’t think there can be a single voter left in the UK who can honestly say they’ve been inspired by what has happened since. 

    Of course there is reason to be happy about seeing the end of 14 years of Tory austerity, corruption, and downright lies; to be rid of Boris Johnson and his pals partying in Downing street; or the shameless profiteering on the back of Brexit and the pandemic; or the Liz Truss blink-and-you-miss-it catastrophe – it’s no wonder the British public jumped at the opportunity for a change of government. 

    But Labour’s offer to the electorate, after they’d dumped every remnant of a radical programme and purged their progressive candidates, was so insipid that I warned that the UK was likely to get a change of government without a change of politics. And that’s exactly what we’ve seen from Keir Starmer’s Labour since then. 

    We’ve just passed the 100 day mark of this new Labour government. And what have they achieved in that time? 

    Keir Starmer has some lovely new suits, and if you can believe it thousands of pounds worth of quite boring glasses. Some of the cabinet have had some nice free holidays and Taylor Swift tickets.

    But have they lifted the cruel two-child benefit cap which has forced families, and especially women and children into poverty? Perish the thought.

    Have they cut the artificial link between gas and electricity prices, instantly making renewable home heating cheap and affordable for millions? Of course not, instead they’ve removed winter fuel payments from nearly 10 million pensioners, forcing vulnerable older people to choose between heating their home and feeding themselves. 

    It is a decision that is up there with the worst of the Tories; it’s one that will kill people. And unlike so many of their bad policies, this one wasn’t even in the Labour manifesto.

    Our message to Keir Starmer is simple: reverse this cut. Do it now or your first year’s legacy will be a cold and deadly winter.

    This is a Labour Government working for the few, not the many. A Labour government that is defending a broken status quo and standing up for the interests of big business and their corporate donors rather than working people.

    Here in Scotland, Anas Sarwar told us to ‘read his lips’, promising that there would be ‘no austerity under Labour’. 

    Anas was probably hoping that a long Labour honeymoon would let him coast for much of the way to the 2026 election. Instead people have been given an instant reminder of just how underwhelming a Labour government can be.

    Two weeks ago, Scottish Labour had the chance to take a different path, and condemn their London colleagues’ decision to means-test the winter fuel payment in a vote in the Scottish Parliament. 

    Instead, they doubled down, standing up for Starmer’s decision and supporting one of the cruellest cuts for years.

    But perhaps Labour’s most shameful failure has been on the international stage.

    The last 12 months have seen daily horrors and atrocities inflicted on the people of Gaza. So many children, so many whole families, have had their lives destroyed in some of the gravest war crimes in living memory. It has been the collective punishment of millions of people.

    The killing has spread to Lebanon, and missile attacks between Israel and Iran, with Netanyahu deliberately increasing the risk of a wider regional war.

    For the international community this has been one of the most profound moral tests for our age, and it is one that Labour has failed badly.

    When hospitals and homes have been bombed into rubble, and when genocide is being inflicted, we all have a moral duty to stand against it, and to stand on the side of humanity.

    Yet, Keir Starmer can’t even bring himself to end political and military support for Israel or take action against even its most extreme far right politicians.

    Every government is under a moral obligation to do everything possible to oppose the atrocities. That is why we have persistently called on the Scottish Government to block all public contracts for companies who are complicit in the illegal settlements in the West Bank, and why we have called for an end to all public grants and support for the companies who are profiting from the killing.

    Even ending the arms sales and the bombing isn’t enough; peace requires justice, and that means an end to the decades of occupation, and it means statehood for Palestine.

    Conference, it is long past time to end this complicity. It is long past time for a watertight arms embargo and it is long past time for an end to all trade with the illegal settlements in the occupied territories.

    It is long past time for Scotland and the UK to join the call for boycott, disinvestment and sanctions against Israel. Because profiting from atrocities must have no place in a civilised society.

    Conference, the months and years ahead will be crucial for peace, and they will also be crucial for the fate of our planet.

    With global temperatures rising, Governments must take bold and urgent action both here in Scotland and around the world.

    With just 18 months left of this session of the Scottish Parliament, the SNP now face some key tests on an issue they still claim is a priority. 

    The first of those is underway already, as Holyrood considers the Scottish Government’s new Climate bill. 

    The first two Climate Change Acts were statements of high ambition. This third one will be an admission that, as Greens have long argued, Scotland is years behind where we should be. That’s an admission that needs to be made; but making it demands an urgent acceleration of action here and now, not just promise of more plans to come.

    When we last met in April, I said that Scotland has been held back by too many politicians ready to celebrate the supposed ‘world-leading’ targets, while blocking the action needed to actually meet them. 

    We have known for decades how to do it – it’s getting people out of cars and onto clean public transport; replacing fossil fuel for home heating with cheap, abundant renewables; changing the way we manage our land and farm our food, so we lock up more carbon than we produce; and ending the extraction of oil and gas in the north sea for good. 

    But what have we seen in the last six months from the now minority Scottish Government? Instead of accepting that missed targets demand accelerated action, they’ve chosen a sharp u-turn on much of the action that the Greens had been advancing. 

    Cutting the funding for climate projects and net-zero investment; returning to exorbitant prices on our railways; rolling back on new clean standards for home heating – these are not the actions of a Government that is serious about climate action.

    And on some key climate policy areas they are simply stalling. A new energy strategy is long overdue; they said it was ready to publish before the UK election, but we’re still waiting.

    Greens had insisted on a climate assessment of their road building plan for the A96, and it’s been sitting on Ministers’ desks too, unpublished. They need to come clean, publish that assessment, and make a decisive shift in their priorities, from unsustainable road building, to the green, low carbon infrastructure we need.

    While this dithering and inaction continues, experts like Jim Skea of the IPCC are now warning not only could 1.5 degrees of warming be moving out of reach, but that we are potentially headed to more than 3°C of global warming in this century if we carry on with the policies we have at the moment.

    Three degrees plus of warming would be catastrophic for life on this planet. We know what we need to do, yet the Scottish Government is refusing to take some of the most basic steps.

    So the Scottish Greens will not waive the Climate Targets bill through Holyrood as a ‘minor technical amendment’ as the Scottish Government claims. 

    When parliament goes back next week, Mark Ruskell and I will be moving amendments to the bill to try and improve it where we can. 

    We’ll try to keep the interim targets alive, as crucial milestones on our path to net zero; we’ll put forward improvements to the timescales in the bill, because as it stands they risk wasting most of the time left till the next Holyrood election without an agreed climate plan. 

    But the thing is, outside of the text of the Bill, what’s really needed now is an immediate programme of accelerated action to deliver emission cuts that are long overdue.

    A climate plan is only worthwhile if it takes the steps that are necessary, like halting new road building projects, investing in public transport and refusing the plan to expand the gas-fuelled power station at Peterhead. 

    These are just some of the actions that we have put forward as part of our Climate Reset package, published in August. Even these plans aren’t the end of the story, not by a long way, but without these kinds of changes right now, the Scottish Greens cannot vote for the new Climate bill. 

    Our demands for climate action must not end with this legislation however – tackling the climate emergency must be a mission across all parts and all levels of Government. 

    Nowhere is this more pressing than the upcoming Budget. 

    We recognise the challenges that come with the limitations of devolution, as well as the impact of 14 years of Tory cuts and now what looks like continued austerity under Labour. We know our full ambition for a fairer, greener economy can best be delivered with the powers of a normal independent country. 

    However, we’ve also been clear in recent months that we still have a duty to use every last lever available to solve the current crisis in Scotland’s public finances.

    On Wednesday, when the UK Government publishes its budget, we’ll have a better idea of the financial situation Scotland faces. Labour could and should choose to end austerity, and restore Scotland’s budget to workable levels. But given their track record, none of us will be holding our breath for that.

    Even the current rumours of an increase in capital spending won’t take us anywhere near the levels of investment that are needed, and UK Ministers have openly lobbied against the public service cuts they are being told to make.

    There are those in Scottish politics who refuse the responsibility to offer solutions. Instead they demand the impossible, pretending that every tax can be cut and every service funded, and they never need to make the sums add up. That’s dishonest politics, and it’s never been the Green approach.

    The Scottish Greens have been honest about needing to raise more money through fair taxes if we want to support public services. We are proud that we have the most progressive tax system anywhere in the UK. That is because of the work of Green activists and members in this hall and across this country, and our work in Parliament.

    That’s why there’s an extra billion and a half pounds going into public services every year. It’s why councils are now able to raise more tax from second homes, and from the tourism industry.

    We’ll continue to ensure the Scottish Government comes good on the commitments we secured to introduce new local taxes such as on cruise ships and carbon emissions from land, and we’ll hold them to account on the long overdue commitment for wider reform of local government finance – one of the biggest missed opportunities of the first 25 years of the Scottish Parliament, and one where the SNP are still dragging their feet. 

    We’ve shown how we could make big savings by stopping tax breaks to wealthy landowners and enterprise grants to arms companies, and by bringing in more money to support our healthcare system through a public health levy on supermarkets. 

    But these steps are only the start. Extra funds raised through tax or coming from the UK Government must go into reversing the broken promises made by the SNP government since they ended the Bute House Agreement. 

    That includes reinstating the plan to roll out free school meals to all children in Scotland’s primary schools before the next election, restoring the Scottish Green’s Nature Restoration Fund, fully funding an ambitious programme to cut energy bills and emissions from our home heating, and reversing the decision to bring back peak rail fares which punish workers and students.

    But crucially, John Swinney must also address the very real issue of the trust that was broken this year. 

    In the last six months we’ve not only seen Bute House Agreement policies facing the axe, but commitments which were agreed before we even entered Government, as well as commitments that were made to local government. 

    Now, for the first time in four years, we’re being asked to back a Scottish Government budget without a role in overseeing how it’s implemented; to vote on the basis of trust. That is a risk we cannot take lightly.

    Later today, our Finance portfolio lead Ross Greer will open a conference debate calling on the Scottish Government to guarantee no future agreements will be subject to in-year cuts.

    But even with that in place, we still face a challenging few months ahead. As Scottish Green MSPs, we have a responsibility to engage with the process in good faith, and with honesty. But as the only party that ever brought down an SNP budget, as John Swinney knows to his cost, we need to be clear that they cannot take our votes for granted. 

    Conference, this budget marks a turning point, not just because of the difficult circumstances and the challenges facing the country, but also because it’s the last full year budget for this parliamentary session.

    In just 18 months, Scotland will go back to the polls. Voters will make a decision that will be crucial to ensuring a sustainable and livable future for our planet, and for the people of Scotland.

    We’ve made important progress for Green politics in recent years – a string of ‘best ever’ election results at every level, from the 2019 European elections onward. Our first opportunity to enter government, and sustained high polling through turbulent times when the political right threw everything they had at us. 

    And despite the end of the Bute House Agreement, we have a clear role and opportunity to ensure delivery of what we got started, and hold the SNP to account for progressive Green policies they choose to drop, demonstrating to voters the reason why Green votes make a difference.

    But if we want the 2026 election to continue that string of election successes, and turn our potential into a reality, we need to keep learning, developing, and becoming the effective and professional political force we are capable of being.

    As a movement, Greens don’t exist for easy times. We’re here to draw attention to the profound challenges our society faces, from environmental destruction to poverty and inequality, from global threats to democracy, to the abuse of power by those who operate today’s failed economic model for their own short term benefit.

    Lots of politicians talk about “tough choices”, but what they really mean is sticking with the consequences of the status quo. They make brutal choices, but easy ones – hurting the most vulnerable is the path of least resistance, far easier then challenging the powerful. 

    Greens exist to take on the really tough choices – the choice to change our society, our economy and our politics, knowing that it’s not an easy path.

    Our party will do that, and will earn the trust of those who know it needs to be done, if we are united, true to our values, politically disciplined, and honest. And if we work hard – knocking on doors, campaigning in our communities and making green change happen at every level. 

    That’s what we are, that’s why we’re here, to be more than just a party, to be a movement. A movement for people, a movement for planet and a movement for peace. And a movement that is needed more than ever.

    Scottish Green co-leader Patrick Harvie has warned the First Minister, John Swinney, that he cannot take Scottish Green votes for granted on the upcoming Scottish budget, reminding the SNP leader that his party are the only ones to have ever brought down an SNP budget. 

    The Glasgow MSP said reversing the broken promises made by the SNP government since the end of the Bute House Agreement would be a priority for his party.

    MISSISSAUGA, Ontario, Oct. 21, 2024 (GLOBE NEWSWIRE) — Today, the City of Mississauga, Lakeview Community Partners Limited (LCPL), Enwave Lakeview Corporation and the Region of Peel celebrated the groundbreaking of a new district energy system at Lakeview Village. Once fully operational, the Lakeview Village district energy system is positioned to be the first of its kind in Ontario and the largest in Canada.

    Unlike traditional heating and cooling systems, which are large contributors to greenhouse gas (GHG) emissions, district energy systems use a network of pipes to heat and cool an entire community from a centralized location. These systems allow for a combination of generation assets that work seamlessly together to improve efficiency, consume less energy, and reduce GHG emissions. They are also more reliable and resilient than traditional systems.

    To bring this new system to life, the City of Mississauga and Enwave have signed agreements allowing Enwave to build the necessary pipes and infrastructure on city land and construct a new building to operate the system. These agreements mark a major milestone in the Lakeview Village project and follow several years of collaboration.

    Giving treated wastewater a second life

    The Region of Peel and Enwave are working to further decrease GHG emissions from the district energy system through a proposed plan to leverage treated wastewater, or effluent, from the nearby G.E. Booth Water Resource Recovery Facility as the main source of low carbon energy for the system. Using effluent to heat and cool Lakeview Village draws on an innovative energy source that would otherwise remain untapped.

    Once this transition happens, Lakeview Village’s residential units, offices and commercial spaces are expected to emit significantly fewer GHGs.

    The district energy system at Lakeview Village, alongside plans to leverage effluent, is instrumental in bringing the City of Mississauga’s Climate Change Action Plan and the Region of Peel’s Climate Change Master Plan to life.

    Building a new centre for operations and education

    The City of Mississauga and LCPL are also moving forward on the Site Development Plan and Building Permit applications to construct a new building that will house:

    • The district energy operations centre, which will be operated by Enwave.
    • A sewage pumping station, which will be operated by the Region of Peel.
    • An educational space to provide learning opportunities for Mississauga residents, visitors and the business community.

    Work is already underway, with the first crane installed onsite to support servicing and construction works for the new centre.

    Sustainable waterfront community

    Lakeview Village is a 177-acre site on Mississauga’s waterfront that was formerly the Lakeview Power Generating Station. Designed to be a mixed-use community, this sustainable and interconnected neighbourhood will feature 16,000 new homes, parks, trails, transit, recreational opportunities, event spaces, and commercial areas for work and shopping.

    Earlier this month, construction kicked off on the community’s first residential building with occupancy expected in early 2029.

    On the surface, most of Canada’s lakes and rivers look pristine. But below the surface, many are facing essential challenges to their health. Why? To better understand the health of Canadian lakes and rivers, we must look beyond the site itself to the whole watershed.

    Canada’s freshwater streams, rivers and lakes are inherently connected ecosystems. Driven by precipitation and gravity, the flow of water changes across seasons and location. Connected waterflows form watersheds. A watershed is the combined area drained by a body of water, including groundwater aquifers.

    All human activity within a watershed that affects the quality of flowing water — including rain, snow, irrigation or groundwater — will have an impact upon all the water bodies in the system. Because of this, it is essential to monitor and regulate human activities in a lake’s watershed if its health and biodiversity are to be preserved.

    Disturbances can influence aquatic ecosystems even if they occur far away from the water’s edge, especially where large quantities of water flow rapidly. Simply put, what happens upstream, and on land, is as important to what is happening in the lake itself. What’s more, poor freshwater health can affect the health of the land within the watershed as well.

    In my research, I work to better understand lake, stream and river ecosystem functioning, biodiversity and health. This is of increasing importance as aquatic environments are affected by climate change. What is clear, is that to fully understand what is going on in a lake ecosystem, you need to look beyond its shoreline.

    Truly understanding how water flows within a watershed can empower us to act more responsibly and design more just and effective policies.

    Inconsistent boundaries

    Watershed boundaries, which are defined by landscape topography, often do not overlap nicely with political boundaries — with the Nile Basin being perhaps the most obvious example.

    Moreover, humans have long been manipulating water flows through dams and irrigation. Where we place our cities, agriculture, mines and forestry also often overlaps with more than one watershed or can overwhelm another.

    Recent work, as part of the Lake Pulse Network, has sampled over 650 lakes across Canada. This research demonstrated that only a four per cent to 12 per cent urbanization level within a watershed is enough to harm biodiversity and ecosystem functioning.

    Urbanization is one of the most impactful ways in which humans affect watersheds. The reasons for this are likely down to hard infrastructure blocking the flow of water along with forestry and agriculture land conversions changing how water flows.

    The inescapable truth is that the health and function of a specific aquatic ecosystem is shaped by what happens on the land within that watershed as a whole. These system-wide influences are known as as “allochthonous” — as opposed to “autochthonous” (internal) interactions solely within a single waterbody.

    External influences (runoff) from the land can overwhelm a water body’s internal processes and, in some case, can even have negative impacts upon both fish health and the wider local food web.

    Climate change is also playing an increasingly outsized role in the lives of Canadian lakes. The most noticeable impacts of a warming world in Canada are forest fires of increasing severity and duration and ever more intense storms.

    These extreme events will cause more runoff into our lakes, potentially overwhelming them through nutrient overloading, salinization and other chemical shifts in the water quality.

    Managing water flows

    The connectivity between waterbodies within a watershed is also critical to consider in biodiversity conservation.

    First, these aquatic connections serve as migratory corridors for mammals and birds, but also aquatic species of fish and invertebrates like insects and crayfish. With climate change and warming waters across Canada, aquatic organisms will increasingly need such corridors within watersheds to move northwards to cooler waters.

    Just as migratory pathways enable the dispersal of native species, they can also aid the spread of invasive species. Invasive species management must also take a watershed perspective, and not focus on a single invaded lake or river.

    If an exotic species has arrived in your watershed then you are likely to soon see that species in a lake or river near you.

    Contaminants — such as pesticides, other toxins, microplastics and nutrients — also require a watershed-wide approach to effectively manage. Like an invasive species, contaminants can flow downstream across a watershed. Though, the presence of healthy wetlands within a watershed can help filter these out and improve water quality.

    Dams, bridges and culverts provide a clear physical barrier to connectivity within a watershed. Though not without utility, these human constructs greatly affect the watershed ecosystem.

    For example, many fish species will not pass through a culvert or under a low bridge. These human structures can greatly disrupt fish population dynamics, movement pathways and abilities to adapt to changing conditions.

    Unfortunately, the challenges facing fish populations can have significant impacts for biodiversity health, and ecosystem services, across the watershed.

    Endlessly interconnected

    The interconnected nature of watershed ecosystems necessitates collaborative forms of governance.

    Integrated watershed management is an approach to water governance that involves many different agencies, communities and levels of government. Several provinces use this approach, including the most populated provinces of Ontario and Québec. This model must become the norm across Canada.

    More fundamentally, biodiversity protection in a watershed must be handled in an integrated manner. Ideally this would be done using natural watershed boundaries, and not political ones, especially with respect to managing issues related to connectivity. However, this may not always be possible, in which case water governance systems must transcend political boundaries as needed.

    Enabling watershed governance across political boundaries is an area where the new federal Canada Water Agency could play a leading role.

    Regardless of specific arrangement, it is imperative that all who care about the health of Canada’s freshwater consider its lakes and rivers within their larger watersheds. Only by focusing on watershed health can we preserve Canada’s freshwater.

    BRISTOL, Va.—If you were affected by Tropical Storm Helene, visit a Disaster Recovery Center (DRC) to apply for assistance and learn about resources from FEMA, the Small Business Administration, the commonwealth of Virginia, and other organizations to aid you in your recovery.   

    What is a DRC?

    A DRC, or Disaster Recovery Center, is an accessible facility that you can visit in person to learn more about FEMA and other agencies providing disaster assistance in Virginia. Residents, property owners, business owners and farmers can go to a DRC to apply for assistance and obtain resources.

    What can I get help with? 

    At a Disaster Recovery Center you can get one-on-one help with staff from the organizations present. FEMA staff at DRCs are happy to spend time with you to explain the types of assistance offered and help you apply. 

    The specialists at a DRC can help you: 

    • Apply for disaster grants from FEMA. 
    • Submit additional documents for your application.
    • Understand and respond to a letter from FEMA. 
    • Apply for low-interest disaster loans for individuals and businesses with the Small Business Administration (SBA). 
    • Find resources about agricultural recovery and assistance for farmers.
    • Learn how to replace damaged documents like proof of address or birth certificates.
    • Get connected to commonwealth of Virginia resources.
    • Obtain information on the National Flood Insurance Program (NFIP) and how to mitigate against future losses.
    • Find other sources of assistance, like nonprofit help.

    Who is at a DRC? 

    Every Disaster Recovery Center is a little different, based on the local community’s needs. 

    All DRCs will have FEMA staff, trained in the Individual Assistance program, available to answer questions about the FEMA disaster assistance application process. FEMA hazard mitigation staff are also available to speak to survivors who want to learn about ways to make their properties safer from floods and build back better. All DRCs have staff from the Small Business Administration. 

    DRCs will have representatives from the commonwealth of Virginia, though the specific agencies will differ from location to location. If you need help from a specific agency, you can still come to a DRC where staff can share information and get you in touch with the agency you need. 

    DRCs may have representatives from nonprofit organizations as well as other local agencies. 

    What should I bring?

    You do not need to bring anything to visit a DRC – just yourself. However, depending on the help you are looking for, it can be helpful to prepare ahead of time. 

    Applying for Assistance: If you are starting or resuming an application for assistance, you should bring the following with you: 

    • Insurance information, if available 
    • The address and zip code of your disaster-damaged home
    • Condition of your damaged home
    • Social Security number 
    • Phone number, address, and email (if you have one) where you can be contacted
    • Bank account information, if you would like to set up direct deposit 

    For examples of these documents and a more detailed application checklist, see the application checklist on DisasterAssistance.gov.

    If you have questions about a FEMA determination letter it will be helpful if you bring the letter and any documents requested in the letter. If you have a FEMA ID number, write that down and bring it with you. If you don’t have it, staff can ask you other questions to access your application information.

    What should I expect? 

    DRCs are accessible to all, including survivors who are Deaf and Hard of Hearing.

    Every DRC is laid out differently to make best use of the space. You can watch a quick video that walks through a DRC in New York from 2021.  

    DRCs will always have signs out front, indicating where to enter.

    Once you walk in the front doors, you will be greeted, and you will sign in. All DRCs have security guards present at the entrance. You may have to wait for a few moments for the specialist you need to be available. If so, you can sit down in designated chairs or a waiting area. Most of the time, you will not need to wait and will be helped immediately. 

    As soon as a specialist is available, they will work with you personally to help answer your questions, help you register for assistance or understand your documents, connect you with available resources, and more.

    Where do I find a DRC near me? 

    As of Oct. 21, there are six DRCs open across southwest Virginia. New DRCs will continue to open over the coming weeks.  To find a DRC near you, including addresses and hours, go to FEMA.gov/drc or text DRC and a ZIP code to 43362.

    Total greenhouse gas emissions rise 1.1 percent in the June 2024 quarter22 October 2024 – Seasonally adjusted industry and household greenhouse gas (GHG) emissions increased 1.1 percent in the June 2024 quarter, according to figures released by Stats NZ today.

    “This increase of 224 kilotonnes during the quarter was due to more emissions from industry, particularly from the electricity, gas, water, and waste services industry,” environment statistics unit manager Tehseen Islam said.

    Over this quarter, industry emissions (excluding households) increased by 1.7 percent (292 kilotonnes). By comparison, gross domestic product (GDP), which accounts for industry production, decreased 0.2 percent in the same period.

    Emissions from households fell 1.2 percent (26 kilotonnes) in the June 2024 quarter.

    State of Alaska and FEMA Announce FEMA Assistance Now Available for Flooding Survivors

    ANCHORAGE, Alaska – FEMA Individual Assistance is now available for residents in the City and Borough of Juneau affected by the flooding that occurred August 5-6, 2024. Assistance may include funds for home repairs, temporary rental assistance, damaged vehicles and essential personal property, loss of subsistence items, as well as medical, dental, and funeral expenses caused by the disaster.

    FEMA assistance is unable to duplicate benefits offered through insurance, state programs, or other programs. But if your losses or damage go beyond disaster assistance available from other sources – or include items or categories not covered by other assistance – you may be eligible for additional funds from FEMA. Even if you have already registered for the State of Alaska’s disaster assistance program, you must also register with FEMA to determine if you may be eligible to receive additional funds through FEMA. 

    • Residents are encouraged to apply for FEMA assistance by calling the FEMA Region 10 Call Center at 866-342-1699 between 7 a.m.-4 p.m. AKT, Monday through Friday and 11 a.m.-4 p.m. AKT, Saturday. The FEMA Region 10 Call Center has staff trained to answer Alaska-specific questions. You can also apply by visiting disasterassistance.gov or using the FEMA mobile app.

    Toledo, OH – Today, Congresswoman Marcy Kaptur (OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development, announced that five additional Ohio counties have been designated as primary natural disaster areas by the United States Department of Agriculture (USDA) due to ongoing drought conditions. The affected counties include Defiance, Henry, Williams, Fulton, and Lucas, which have suffered from extreme and severe drought conditions during the critical growing season. On September 27th, Congresswoman Kaptur and Congressman Rulli (OH-06) led a bipartisan group of Ohio lawmakers in urging USDA Secretary Tom Vilsack to expand emergency haying and grazing measures under the Conservation Reserve Program.

    This designation, announced by USDA Secretary Tom Vilsack, unlocks critical assistance for local farmers through USDA’s Farm Service Agency (FSA) emergency loan program and other relief options. The designation applies to counties that have experienced either a D2 (Severe) drought for eight or more consecutive weeks or a D3 (Extreme) or D4 (Exceptional) drought as indicated in the US Drought Monitor.

    “Our farmers’ stories are deeply personal and reflect the heart of our communitiesThis year’s drought has tested them in ways few can imagine, but, in their resilience, they show us what it means to endure,” said Congresswoman Marcy Kaptur (OH-09). “This drought disaster designation is more than a federal response—it’s a recognition of their perseverance, and an opportunity to give them the support they need to recover. It’s our duty to stand with them, and I encourage every eligible farmer to take advantage of these vital resources.”

    Farmers in the designated counties have up to eight months from the date of the USDA disaster declaration to apply for emergency loans through their local FSA office. These loans can help farmers cover production losses, repair or replace essential property, and restore their agricultural operations. Eligibility for loans is based on the extent of loss, farm viability, and the applicant’s repayment ability.

    Farmers in both the primary and contiguous counties will be able to apply for assistance and should reach out to their local FSA office for more details on available programs.

    The designation also unlocks other federal programs that may be able to assist impacted farmers and rural communities.

    On October 9, 2024, Kaptur led 63 of her colleagues in urging House Speaker Mike Johnson to bring the US House of Representatives back into session to approve necessary funding for the Federal Emergency Management Agency (FEMA) and the Small Business Administration (SBA) to fulfill their Hurricane Helene and Milton relief missions. Recent legislation has provided initial relief funds but falls critically short of what will be necessary to address the scale of destruction and the recovery needs for Fiscal Year 2025.

    Additionally, on October 8, 2024, Congresswoman Marcy Kaptur joined a bipartisan group of lawmakers in urging Congressional leaders to include provisions from the Save Our Small Farms (SOS Farms) Act in the upcoming Farm Bill, advocating for critical reforms to crop insurance programs and disaster relief measures to better support small and mid-sized farmers.

    Farmers are encouraged to visit their local FSA office or visit the USDA website to inquire about the specific resources available to them and to begin the loan application process.

  • MIL-OSI USA: Another Atmospheric River Hits British Columbia

    About a month after a powerful atmospheric river brought abundant rain to coastal British Columbia, another storm drenched southern parts of the Canadian province and western Washington in the U.S.
    The atmospheric river made landfall over British Columbia on October 18, 2024, and moved down the coast on October 19-20. Portions of southern Vancouver Island recorded up to 300 millimeters (12 inches) of rain between October 18 and 20, while the Vancouver metropolitan area on the mainland received up to 150 millimeters (6 inches). According to the Vancouver Sun, the rain overwhelmed the city’s storm drain system, leading to widespread flooding.
    Toward the south, the storm also brought rain and wind to portions of western Washington. Up to 150 millimeters of rain was also measured on the Olympic Peninsula. Gusty winds toppled trees and contributed to 14,500 households in the Puget Sound region briefly losing power on October 19. NASA-led research has shown that atmospheric rivers are associated with the most damaging storms in the middle latitudes, especially with regard to the hazardous wind they produce.
    A second pulse of water vapor moved over southwest British Columbia and northern Washington on October 20, when the VIIRS (Visible Infrared Imaging Radiometer Suite) on the NOAA-21 satellite acquired this image. In the image, an elongated stream of water vapor—the hallmark of atmospheric rivers—had reached the western coast of North America after crossing the Pacific Ocean. When atmospheric rivers encounter land, they often release that water vapor in the form of rain or snow.
    According to the Center for Western Weather and Water Extremes at the University of California, San Diego, forecasters expected the atmospheric river to hit western Canada as a Category 3 or 4 event, the second- and third-highest tiers on the scale. The storm follows an unusually strong Category 5 atmospheric river that hit British Columbia in September 2024. Experts suspect that the September atmospheric river was among the most intense events to transit the northeast Pacific in a satellite-based record going back to 2000.

  • MIL-OSI Australia: Ombudsman to provide advice and dispute resolution for community members hosting renewable energy

    The Minns Labor Government is taking further measures to ensure community members and landowners hosting renewable energy infrastructure projects are actively supported, by expanding the functions of the Energy & Water Ombudsman NSW.

    For the first time, the Ombudsman will provide impartial information and an external dispute resolution service to landholders and community members impacted by new major renewable energy transmission infrastructure and renewable energy infrastructure projects which will deliver more affordable and reliable power across NSW.

    $1.3 million in grant funding from the NSW Government will improve efficiency, transparency and accountability in addressing complaints by individual community members or landowners hosting renewable energy generation and transmission projects.

    The Energy & Water Ombudsman NSW will provide a ‘no wrong door’ referral service for residents, connecting them with the most appropriate channels to address their complaints where they fall outside the Ombudsman’s jurisdiction.

    The service will also provide an investigation and resolution process for residents dissatisfied with how their complaints are handled by the relevant transmission and renewable energy entities.

    The Energy & Water Ombudsman NSW will actively engage with residents to understand their concerns and identify any widespread issues requiring action.

    The Energy & Water Ombudsman NSW was established in 1998 as the NSW Government-approved dispute resolution scheme for electricity and gas customers, and some water customers. The external dispute resolution scheme operates independent of Government and industry.

    The new services will be rolled out by the NSW Energy & Water Ombudsman NSW from December.

    WASHINGTON, DC— Today, U.S. Representative John Rose (TN-06) led a letter with Members of the entire Tennessee Congressional Delegation, U.S. Reps. Diana Harshbarger (TN-01), Tim Burchett (TN-02), Chuck Fleischmann (TN-03), Scott DesJarlais (TN-04), Andy Ogles (TN-05), Mark Green (TN-07), David Kustoff (TN-08), and Steve Cohen (TN-09), as well as Senators Marsha Blackburn and Bill Hagerty, urging U.S. House and Senate leadership to provide meaningful disaster relief for Tennessee farmers in the weeks ahead.

    Hurricane Helene made landfall in the Big Bend of Florida as a Category 4 storm. While assessments are ongoing, Helene is on track to become one of the deadliest and most devastating hurricanes to hit the United States. In the letter, Members of the Tennessee Delegation highlighted the important role federal agricultural disaster assistance will have in helping Tennessee farmers recover.

    An excerpt of the letter reads:

    “In Tennessee, some areas received nearly 10 – 15 inches of rainfall in addition to runoff from surrounding states, drowning crops and littering fields with debris. Ruined ready-to-harvest crops and forage, flooded pastures, equipment loss, and distressed livestock have left farmers questioning how their operations will move forward and how they will provide for their families. Producers, who are already engulfed by the ongoing farm financial crisis, will require meaningful disaster assistance to stand up their operations and continue farming.”

    Rep. Rose released the following statement:

    “The Biden-Harris Administration has continuously put American agriculture on the backburner, and it is time for Congress to stand up for farmers and support our most critical industry,” Rep. Rose said. “We must be prepared to use all data and assessments to craft suitable and effective disaster relief legislation for producers.”

    The letter, which can be read in full here, also urges leadership to work with the necessary stakeholders, as well as the Biden-Harris Administration, to assess and ultimately provide adequate disaster relief for growers and livestock owners.

    SACRAMENTO, Calif. – Low-interest federal disaster loans are available to Nebraska businesses and residents affected by severe storms, straight-line winds, tornadoes and flooding that occurred May 20–June 3, announced Administrator Isabel Casillas Guzman of the U.S. Small Business Administration. SBA acted under its own authority to declare a disaster in response to a request SBA received from Gov. Jim Pillen on Oct. 15.

    The SBA Rural disaster declaration makes SBA assistance available to both rural and non-rural areas of Howard County in Nebraska.

    “As communities across the Southeast continue to recover and rebuild after Hurricanes Helene and Milton, the SBA remains focused on its mission to provide support to small businesses to help stabilize local economies, even in the face of diminished disaster funding,” said Administrator Isabel Casillas Guzman. “If your business has sustained physical damage, or you’ve lost inventory, equipment or revenues, the SBA will help you navigate the resources available and work with you at our recovery centers or with our customer service specialists in person and online so you can fully submit your disaster loan application and be ready to receive financial relief as soon as funds are replenished.”

    “When disasters strike, our virtual Disaster Loan Outreach Centers are key to helping business owners and residents get back on their feet,” said Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “At these virtual centers, people can connect directly with our specialists to apply for disaster loans and learn about the full range of programs available to rebuild and move forward in their recovery journey.”

    “Low-interest federal disaster loans are available to businesses of all sizes, most private nonprofit organizations, homeowners and renters whose property was damaged or destroyed by this disaster,” Sánchez continued.

    SBA has established a virtual Disaster Loan Outreach Center to provide personalized assistance to business owners, homeowners and renters. SBA customer service representatives will be available to business owners and individuals to answer questions about SBA’s disaster loan program, explain the application process and help each person complete their electronic loan application.     Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” Sánchez added. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.688 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    On October 15, 2024, it was announced that funds for the Disaster Loan Program have been fully expended. While no new loans can be issued until Congress appropriates additional funding, we remain committed to supporting disaster survivors. Applications will continue to be accepted and processed to ensure individuals and businesses are prepared to receive assistance once funding becomes available.

    Applicants are encouraged to submit their loan applications promptly for review in anticipation of future funding.

    Steps to creating a sustainable Tāmaki Makaurau Auckland are demonstrated by the region’s economic and cultural agency in its annual sustainability story, highlighting the organisation’s multifaceted approach to climate change and sustainability, and its commitment to continuous improvement.

    A snapshot for the 2023/24 financial year shows Tātaki Auckland Unlimited’s initiatives and achievements in fostering a more resilient and inclusive Auckland, on the heels of its strong annual results delivering value for Auckland and its people. It shows how the organisation is embedding sustainability practices internally while simultaneously taking on a leadership role across the region.

    Nick Hill, Tātaki Auckland Unlimited Chief Executive, emphasises the importance of a holistic approach.

Additionally, Climate Connect Aotearoa launched ClimateLink, a tool to increase access to connections, resources and funding for climate action.

    4. Proactive climate resilience planning: Adaptation planning for the Aotea Precinct to help mitigate risks associated with physical climate hazards, including extreme heat and flooding.

    5. PalmOil Scan app: Auckland Zoo released a mobile app in New Zealand and Australia to help consumers identify products using certified sustainable palm oil, supporting rainforest conservation and biodiversity.

    6. Commitment to diversity and inclusion: Initiatives include the refresh of Te Mahere Aronga (Māori Outcomes Plan), participation in the whāia te ao Māori self-assessment programme, support for the Rainbow Games and publication of gender and ethnic pay gap data.

    SACRAMENTO, Calif. – Low-interest federal disaster loans are available to California businesses and residents affected by the Airport Fire that occurred Sept. 9-Oct. 6, announced Administrator Isabel Casillas Guzman of the U.S. Small Business Administration. SBA acted under its own authority to declare a disaster in response to a request SBA received from Gov. Gavin Newsom’s authorized representative, Director Nancy Ward of the California Office of Emergency Services, on Oct. 15.

    The disaster declaration makes SBA assistance available in Imperial, Orange, Riverside, San Bernardino and San Diego counties in California; and neighboring La Paz County in Arizona.

    “As communities across the Southeast continue to recover and rebuild after Hurricanes Helene and Milton, the SBA remains focused on its mission to provide support to small businesses to help stabilize local economies, even in the face of diminished disaster funding,” said Administrator Isabel Casillas Guzman. “If your business has sustained physical damage, or you’ve lost inventory, equipment or revenues, the SBA will help you navigate the resources available and work with you at our recovery centers or with our customer service specialists in person and online so you can fully submit your disaster loan application and be ready to receive financial relief as soon as funds are replenished.”

    “When disasters strike, our Disaster Loan Outreach Centers are key to helping business owners and residents get back on their feet,” said Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration. “At these centers, people can connect directly with our specialists to apply for disaster loans and learn about the full range of programs available to rebuild and move forward in their recovery journey.”

    “Low-interest federal disaster loans are available to businesses of all sizes, most private nonprofit organizations, homeowners and renters whose property was damaged or destroyed by this disaster,” Sánchez continued. “Beginning Wednesday, Oct. 23, SBA customer service representatives will be on hand at the following Disaster Loan Outreach Center to answer questions about SBA’s disaster loan program, explain the application process and help each individual complete their application,” Sánchez added. The center will be open on the days and times indicated below. No appointment is necessary.

    Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

    For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size, SBA offers Economic Injury Disaster Loans to help meet working capital needs caused by the disaster. Economic injury assistance is available regardless of whether the business suffered any property damage.

    “SBA’s disaster loan program offers an important advantage–the chance to incorporate measures that can reduce the risk of future damage,” Sánchez said. “Work with contractors and mitigation professionals to strengthen your property and take advantage of the opportunity to request additional SBA disaster loan funds for these proactive improvements.”

    Disaster loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $100,000 to repair or replace damaged or destroyed personal property, including personal vehicles.

    Interest rates can be as low as 4 percent for businesses, 3.25 percent for private nonprofit organizations and 2.813 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    On October 15, 2024, it was announced that funds for the Disaster Loan Program have been fully expended. While no new loans can be issued until Congress appropriates additional funding, we remain committed to supporting disaster survivors. Applications will continue to be accepted and processed to ensure individuals and businesses are prepared to receive assistance once funding becomes available.

    Applicants are encouraged to submit their loan applications promptly for review in anticipation of future funding.

    Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance. For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.

    The deadline to apply for property damage is Dec. 17, 2024. The deadline to apply for economic injury is July 18, 2025.

  • MIL-OSI New Zealand: SH2 recovery work at White Pine Bush

    Work has begun on one of the last recovery projects in the White Pine Bush area on State Highway 2 between Napier and Wairoa.

    Transport Rebuild East Coast (TREC) alliance crews, on behalf of NZ Transport Agency Waka Kotahi, have been working to restore access through the area after Cyclone Gabrielle caused extensive damage to the road and numerous sites alongside it.

    Tangoio Falls Reserve Underslip – Active

    Crews have started work just south of White Pine Bush above Tangoio Falls Reserve.

    There, Cyclone Gabrielle damaged two retaining walls on the steep slope: a small timber crib wall and a mortared rock wall. During the next few weeks, crews will be stabilising sections of the retaining walls with ground anchors and shotcrete.

    Much of this work will be done by workers abseiling, using the guardrails to abseil down to the site beneath the road. This site will be down to a single lane under a short stop/go until the work is finished, with the aim to have it back to two lanes for this Christmas.

    White Pine Bush Underslip – Active

    Crews have been working at a large retaining wall job since March this year. This new wall consists of 220 ground anchors and will be sprayed with concrete once testing is completed. This is expected to be finished before Christmas this year.

    White Pine Bush North – Complete

    Two-lane access was recently restored at another site, just north of the White Pine Bush carpark entrance.

    There, Cyclone Gabrielle floodwaters had scoured away the ground under the road shoulder, undermining the outside lane. The repair was a retaining wall and rock rip rap to stabilise the ground.

    With the site down to one lane while the repair was underway, TREC took the opportunity to work at nights to speed up delivery.

    The local contractors all had the capacity and people to work both day and night shifts. From start to finish, the wall was built in a month, halving the expected timeframe.

    TREC Hawke’s Bay Project Manager Chris Mahoney says work through the White Pine Bush section means this stretch of road is still down to one-lane.

    “We know it’s frustrating seeing those traffic lights, and having to wait. We know it’s been a frustrating time on this stretch of road since the cyclone and we want to reassure people we are working to restore two-lane access as quickly as possible through this area of State Highway 2.

    “It’s a priority to ensure disruption is minimised for vital sectors like farming, horticulture and tourism, to connect with local and export markets.

    “We are grateful to communities for their support, crews for their hard work and road users for their understanding. We know it hasn’t been easy with so many worksites in operation and we do want to reiterate our thanks to people for their patience,” says Mr Mahoney.

    Florida communities are trying to recover from the devastating impact of Hurricanes Helene and Milton. Given the unique nature of the back-to-back emergencies and the sheer volume of damage, it is vital to recovery that these communities have clear guidance on the Federal Emergency Management Agency’s (FEMA’s) debris clean up policy. 

    U.S. Senator Marco Rubio (R-FL), U.S. Representative Gus Bilirakis (R-FL), and members of the Florida delegation sent a letter to President Joe Biden requesting written guidance on debris clean up efforts.

Many of these local governments need FEMA to implement precedented emergency policy flexibilities to facilitate a seamless federal response.

    After major Disasters, FEMA may waive program requirements with respect to prior approval for debris removal demolition and waste disposal. It is our understanding that FEMA has previously issued disaster specific guidance to inform local communities on how they can remain in compliance with regulations and remain eligible for reimbursement while fully utilizing the program waivers that have been implemented.

    We acknowledge and appreciate FEMA’s letter dated October 13, 2024, which provided necessary flexibility and waivers from needing to identify which specific damage was caused by Hurricane Helene and which was caused by Hurricane Milton. In light of that letter, we ask that you issue additional guidance for these hurricanes that will further help facilitate recovery efforts. This specifically includes:

    1. Formalizing prior verbal confirmation with clear written guidance that FEMA will fully reimburse debris clean-up activities that took place between the two hurricanes in order to prevent loss of life and further destruction of property.
    2. Granting additional flexibility with respect to Post-Milton debris clean-up that will enable expedited clean-up efforts.
