  • MIL-OSI Global: Climate change is easier to study when it’s presented as a game

    Climate change is among the more difficult but important topics to teach to young people. It involves complicated science and data, and it can be really depressing, given the bleak picture it paints of Earth’s future.

    So how do educators get students more engaged in lessons about climate change? One way that works is to make the lessons into a game.

    As a professor of educational psychology, I conducted an experiment that found that high schoolers are more interested and absorb more information about climate change when it’s presented as a game.

    In the study, 248 high school students throughout the U.S. were randomly assigned to either read a text about climate science or to play a number estimation game – that is, a game in which they guessed 12 numerical facts about climate change. I found that the number estimation game improved high schoolers’ climate change understanding, interest in science and willingness to take actions to help solve climate change.

    For instance, one question asked: “What is the change in percentage of the world’s ocean ice cover since the 1960s?”

    After students submit an estimate, a window pops up showing the true value – a “40% decrease” in the ice cover question. Gold stars appear to indicate their accuracy, as does a short explanation of the true value. The answers also list actions that people can take to address the issue and links to the sources of the information.

    I found that students who played the game had a better understanding than those who did not that there is a scientific consensus around human-caused climate change. Students who played the game also thought the activity was more interesting and reported less boredom. These boosts in positive emotions and motivation were linked to reduced sense of hopelessness about climate change and improved willingness to act on climate change.

    Why it matters

    Climate change is a tricky topic for secondary students to learn. Not only is the science conceptually difficult to comprehend, but it can be psychologically difficult for them to accept and address the looming threat of climate change.

    Compounding this problem, a 2020 report suggests that 20 U.S. states do not address these challenges in their state science standards, as they were found to insufficiently address the scientific climate consensus: that climate change is real, severe, caused by humans, but that there is hope for change. Findings from my study provide some principles for addressing this curricular gap.

    What other research is being done?

    Researchers are actively trying to find approaches that promote accurate climate change education that helps students understand the causes and explores solutions for the challenges ahead.

    One promising approach emphasized in this study, in my prior research and by other researchers, is to present a handful of surprising climate change numbers to students after they estimate them. However, there are several alternative approaches that are also effective. For example, some research found success by breaking down complicated ways to evaluate evidence, while other research engaged students taking photographs of their local environment to depict climate science and reflect on possible solutions.

    What still isn’t known

    One big remaining question is how to encourage teachers to implement effective climate change education in their classrooms. Evidence suggests that teachers sometimes feel pressured to teach to “both sides” of the continuum of climate change perspectives, despite one side having more supporting evidence. Such inconsistent messages can diminish needed urgency and confuse students in the process. I think it’s worthwhile to investigate the specific challenges and rewards that teachers encounter when implementing clear and consistent climate curriculum in their classrooms.

  • MIL-OSI China: China allocates funds to support flood, typhoon-hit regions

    BEIJING, Sept. 25 — Chinese authorities have earmarked 719 million yuan (about 102 million U.S. dollars) to support disaster relief and restore agricultural production in regions hit by Super Typhoon Yagi and several rounds of heavy rainfall, the finance ministry said Wednesday.

    The fund, jointly allocated by the Ministry of Finance, and the Ministry of Water Resources, has been distributed to the regions of Hainan, Guangdong, Liaoning, Inner Mongolia, Jilin, Hunan, Guangxi, Yunnan, Qinghai and Ningxia.

    The fund will be used to buy agricultural supplies and services for crop replanting and reseeding and repair damaged facilities to help disaster-hit regions resume agricultural production, according to the ministry.

    Super Typhoon Yagi, the 11th typhoon of this year, made two landfalls in China earlier this month, first striking Hainan and later Guangdong. It is the strongest autumn typhoon to land in China since 1949, according to meteorological authorities.

  • MIL-OSI USA: 5 areas where NSF funding is enhancing undergraduate STEM participation at Hispanic-serving institutions

    In the U.S., just over 21% of the undergraduate student body identified as Hispanic in 2021. Nearly 63% of those students were enrolled at Hispanic-serving institutions (HSIs).* Despite representing only a small portion of the nation’s public and private institutions of higher education, HSIs produce key STEM research. These institutions have made great strides in advancing STEM education for the diverse populations of students they serve, including expanding undergraduate research opportunities, improving technical training at two-year institutions, and introducing active learning to calculus courses to improve student success. And to continue these efforts, HSIs require support.

    According to the U.S. Government Accountability Office, HSIs have extensive infrastructure and equipment needs due to outdated buildings, natural disasters and lack of funding. To address some of these needs, NSF has awarded more than $3 million to provide new STEM equipment to broaden STEM participation and education across five different areas through two solicitations from the NSF HSI program, Enriching Learning, Programs, and Student Experiences and Equitable Transformation in STEM Education.**

    The goal of these solicitations is to meet the National Science Board’s vision for a more diverse and capable science and engineering workforce by enhancing the quality of undergraduate science, technology, engineering and mathematics education at HSIs. These solicitations focus on transforming STEM education at HSIs through improving the student experience and the institutional infrastructure.

    Here are five areas where NSF funding is changing the educational landscape for Hispanic students by providing new, state-of-the-art equipment to eight different HSIs.

    1. Virtual reality technology

      The Pontifical Catholic University of Puerto Rico received funding to install an advanced physics laboratory equipped with high-performance computers and 3D immersive VR technology, enabling the simulation of physics principles that are difficult to replicate in a traditional lab and allowing students to visualize abstract concepts, increasing student retention and engagement.

    2. Virtual anatomy

      NSF funded the installation of Anatomage tables at three different HSIs, Cossatot Community College, Colorado State University Pueblo and Hartnell Community College District, as well as additional critical equipment, instruments and computing resources in chemistry, biology, earth science and mathematics. Anatomage clinical tables provide high-definition 3D models of systems and structures across the human body, allowing students to conduct virtual dissection. The technology also allows for the upload and study of medical images (e.g., X-ray, CT and MRI scans). Enhancing anatomy and physiology education at these community colleges will contribute to more STEM bachelor’s degrees and a more diverse STEM workforce.

    3. Weather studies

      California State University Desert Studies Center installed a research-grade weather station. The weather station will allow students to collect and analyze real-time environmental data, support data science instruction and climate science investigation, and prepare students to work with networked data systems. The weather station will be connected to the NSF-funded Dendra network of over 200 monitoring sites throughout the Mojave Desert and across the southwestern U.S., augmenting efforts to understand the consequences of climate change in one of the hottest places on the planet.

    4. Manufacturing

      Funding from NSF helped expand the industrial and manufacturing engineering capabilities at two HSIs, the California State Polytechnic University, Pomona (CPP) and the University of Houston-Clear Lake. CPP secured an Industry 4.0 training system, allowing students to learn from simulations of real-world assembly processes, strengthening undergraduate learning in industrial and manufacturing engineering. The University of Houston-Clear Lake funded a metal additive manufacturing machine, giving students hands-on learning and allowing them to compete in state and national-level design and manufacturing challenges. These projects will prepare a more diverse and skilled workforce equipped with the latest technological knowledge for the industrial and manufacturing sectors.

    5. Artificial intelligence and cybersecurity

      Expanding AI and cybersecurity education at HSIs and other minority-serving institutions is critical to creating a strong, diverse STEM network. NSF funding will provide New Mexico State University (NMSU) with state-of-the-art servers and robots to expand its computer science curriculum, including adding a new Bachelor of Science degree in artificial intelligence, making NMSU the second HSI to offer an undergraduate degree program in AI. Another grant at the California State Polytechnic University, Pomona will fund the installation of a Security Operations Center (SOC), which will be student-run to give students hands-on learning and combine theoretical knowledge with practical application in cybersecurity. SOC will allow students to engage in regional, national and global cybersecurity competitions, and it will aid students in seeing themselves as cybersecurity professionals.

  • MIL-OSI United Nations: Secretary-General’s remarks to meeting of G20 Foreign Ministers [as delivered]

    This is a historic first.

    The G20, the United Nations system and the Bretton Woods institutions and other international financial institutions deal with some of the most important challenges of our time: inequality, financing for development, the climate crisis, the impact of new technologies. 

    In all these areas, progress is slipping out of reach as our world becomes more unsustainable, unequal and unpredictable.

    Conflicts are raging, the climate crisis is accelerating, inequalities are growing, and new technologies have unprecedented potential for good – and bad.

    Global institutions must work together – not on parallel or conflicting tracks.

    They must cooperate and collaborate for the good of humanity and the Summit of the Future was an essential first step.

    It has created opportunities and possibilities for reform across the board.

    But without implementation, it will be meaningless.

    The work starts today.

    The Pact for the Future is about action in the here and now.

    And G20 countries can act in three specific areas.

    First, finance.

    We need ambitious reforms of the international financial architecture to make it fully representative of today’s global economy, so it can provide strong support to implement the Sustainable Development Goals.

    I commend the leadership of the World Bank and International Monetary Fund for making important progress.

    But the resources available are still dwarfed by the size of the needs.

    Many developing countries are being hit by a double whammy of climate chaos and debt.

    To support low- and middle-income developing countries effectively, multilateral development banks must be bigger, bolder and better.

    We need a far more robust financial safety net to shield countries in a world of frequent shocks.

    Voting rights and decision-making rules should reflect the changing global landscape.

    And access to concessional finance should be based on needs and vulnerabilities, not just on income.

    All parts of the global financial system must work together to reduce the cost of finance and the inequalities that blight our world.  

    This demands action on debt – starting with an effective mechanism to deal with debt relief and restructuring.

    As a first step, I welcome the commitment by the International Monetary Fund to review the debt architecture – as set out in the Pact for the Future. 
    I look to all G20 countries to push for deep reforms so that global financial institutions reflect today’s world and respond to today’s challenges.

    One of those challenges is global hunger.  It is shameful that in our world of plenty, around one person in ten regularly goes without food for an entire day or more – known as severe food insecurity.

    I welcome President Lula and Brazil’s focus on global hunger during the G20 presidency and call on all G20 countries – and all UN Member States – to strengthen efforts to end this affront to our common humanity.

    The second area for action is climate.

    We are at a critical moment: a battle to prevent temperatures from rising above the agreed limit of 1.5 degrees.  

    Today’s decisions and actions will determine the course of our world for decades to come.

    The climate crisis transcends borders and politics.  Climate action cannot be a victim of geopolitical competition.

    Under G20 leadership we will be able to have drastic reductions in fossil fuel production and consumption as an essential element for climate action.

    By 2030, global production and consumption of all fossil fuels must decline by at least thirty per cent – and global renewables capacity must triple.

    This requires OECD countries to phase out coal by 2030 and to fully decarbonize power generation systems by 2035.

    And it means non-OECD countries must phase out coal by 2040. 

    I have been strongly advocating for no new coal or upstream oil and gas projects for all G20 nations.

    New national climate plans due next year are an opportunity for countries to align energy strategies and development priorities with climate ambition, taking into account the principle of common but differentiated responsibilities.

    They must also show how each country intends to transition away from fossil fuels, in line with the outcome at COP 28.

    Excellencies,

    There has never been a greater global challenge than the climate crisis.

    There has never been more agreement on the solution: a just transition from fossil fuels to renewable energy.

    And renewable technologies have never been better – or cheaper.

    The obstacle to the renewables revolution is not economics, or a lack of solutions.

    It is mindsets, and lack of vision.

    Those that lead the renewables revolution are already reaping the rewards.

    But many developing countries are being left behind.

    Clean energy investments in emerging and developing economies outside China and India have barely increased since 2015.

    The energy transition must be based on justice and equity, so that all countries benefit.

    Excellencies,

    Third, we need strong, inclusive, legitimate global institutions and tools to tackle the challenges of today and tomorrow. 

    Fair and representative governance is a first step to unlock broader reforms.

    The Pact for the Future includes commitments to make multilateral institutions more representative, effective, transparent and accountable.

    I urge the strong engagement of G20 countries, including in reforms of our United Nations bodies:

    Making the Security Council truly representative by addressing the under-representation of Africa, Asia-Pacific, Latin America and the Caribbean;

    Strengthening the role of the General Assembly and the Peacebuilding Commission;

    And enhancing the Economic and Social Council.

    The same principle applies to the international financial architecture: it should correspond to today’s global economy, with much stronger representation of developing countries.   

    For our part, the United Nations is totally committed to strengthening our convening role as an inclusive platform for dialogue and action.

    As part of that role, from next year, we intend to host biennial summits to formalize a dialogue between the UN system, the G20, and international financial institutions.

    Only together will we achieve the reforms in the Pact for the Future and deliver the SDGs and the Paris Agreement, to meet the expectations of the people we serve.

  • MIL-OSI USA: USGS forecasts 44 percent of Florida’s west coast to experience inundation from Helene

    According to the newly-updated USGS coastal change forecast, 44 percent of the sandy beaches on Florida’s west coast may become inundated—meaning continuously covered by ocean water—from Helene. This number dropped from Tuesday’s forecast of 94 percent of beachfront being inundated, after an update in Helene’s projected path. 

    Inundation is the most severe level of coastal change and can cause flooding behind sand dunes that may impact coastal communities. 

    USGS experts estimate Helene’s waves and surge have the potential to cause 100 percent of all ocean-facing beaches in Florida to experience erosion and 95 percent to experience overwash. Overwash occurs when water levels reach higher than the top of dunes. When a beach is overwashed, sand can be pushed and deposited inland, causing significant changes to coastal landscapes and blocking roadways. Overwash can reduce the height of protective sand dunes, alter beach profiles, and leave areas behind the dunes more vulnerable to future storms. 

    “The coastal change forecast for Helene’s impact to the Florida west coast is significant because Helene is predicted to be a large and powerful storm with high waves and storm surge, even if it stays offshore,” said Kara Doran, a USGS supervisory physical scientist who works on the coastal change forecast. “With Florida’s low elevation and this significant forecast, we might see more flooding immediately behind dunes and into beachside communities.”

    Doran explained that Helene poses more threat to Florida’s coastline than any previous storm in the 2024 hurricane season so far. 

    According to the National Hurricane Center, Helene may bring life-threatening storm surge along with hurricane-force winds, and heavy rain. 

    This USGS coastal change forecast for Helene is a worst case scenario that can provide vital insights to help emergency management officials make informed decisions.

  • MIL-OSI Europe: Between 8% to 16% of EU population is ‘energy poor’

    Amidst the EU’s push for a fair green transition, and further reinforced by the uncertainties of the energy market, the issue of energy poverty has come to the forefront and become a critical policy priority.  Energy poverty can be measured in different ways, but its measurement is a challenge for policy formulation and action to address it. 

    A JRC study investigated four primary energy poverty indicators to understand the EU-wide distribution and socio-economic profiles of “energy poor”. The findings underlined the usefulness to rely on a battery of various indicators to provide a picture of energy poverty.

    The Social Climate Fund regulation and the revised Energy Efficiency Directive define energy poverty as a household’s lack of access to essential energy services, such as heating, hot water, cooling, lighting and energy to power appliances. According to the Commission’ Recommendation on Energy Poverty, it is a multidimensional phenomenon driven by three underlying causes, namely, high-energy expenditures in proportion to household budget, general low levels of income and low energy performance of buildings. 

    What’s the challenge when measuring energy poverty?

    There are numerous papers discussing advantages and disadvantages of different energy poverty indicators used in Europe, but little is known about their overlap and their inter-relationship.  The JRC study addresses this gap, for the first time, by assessing the coverage, overlap, and socio-economic profiles of four primary energy poverty indicators employed in the EU for cross-country comparisons, using harmonised microdata for all 27 EU countries. 

    This study was developed within the Assessing and Monitoring Employment and Distributional Impacts (AMEDI) projects carried out with the Commission’ s Directorate General for Employment, Social Affairs and Inclusion.

    The study employs two types of indicators: “expenditure-based” indicators and “consensual approach” indicators. The expenditure-based indicators are calculated using monetary values: the 2M indicator is calculated as the proportion of households whose share of energy expenditure in income is more than twice the national median (2M indicator), i.e. energy costs represent a high share of expenditures. While the M/2 indicator (low absolute energy expenditure) is calculated as the proportion of households whose energy expenditure is below the national median energy consumption. 

    The “consensual approach” indicators are instead based on self-reported assessments of housing conditions: the share of people keeping their house adequately warm (AW indicator), and those who have arrears on utility bills (UB).

    The calculations are based on EU statistics and income living conditions (SILC) data from 2015 matched to Household Budget Survey (HBS) data from the same year and uses EUROMOD for refining estimates of household disposable income and improve comparability across countries. For example, they show that 8.5% of Europeans were unable to keep their house warm in 2015 (indicator AW).

    The analysis finds that there is very little overlap between the four energy poverty indicators examined. This explains why at least 40% of the EU population (around 180 million citizens) would be classified as ‘energy poor’ if one would follow a ‘union approach’, in which someone is energy poor by at least one indicator.

    On the other side, an ‘intersection approach’ – where poor is who satisfies the poverty condition simultaneously for the four indicators – would lead to a very low energy poverty rate of 0.3% of the EU population, i.e. about 330 thousand.

    The results

    The aggregate analysis carried out shows that between about 8% (using consensual indicators) and about 16% (using expenditure-based indicators) of the EU population can be classified as energy poor.

    Education and employment have a significant impact on energy poverty, as a higher rate of adults with jobs or higher education levels can slightly decrease the risk of experiencing energy poverty. Remarkably, about 30% of energy-poor households are also income-poor, falling below the poverty threshold. The study also reveals that middle-income households face a relatively high incidence of energy poverty, so it does not only affect to income-poor individuals.

    Energy poverty among EU Member States

    Energy poverty displays also significant disparities across EU countries, as it is influenced by the very heterogeneous national realities, including geography, natural resources, climate, infrastructure, national public policies, etc. Furthermore, cultural aspects can explain differences in self-reporting energy deprivation conditions. 

    For instance, in Greece and Bulgaria, nearly 30% of the population is energy poor by at least two indicators, while in Western and Northern EU countries, this figure drops below 5%. Moreover, the differences in energy poverty rates across EU countries is much larger when using subjective indicators. For example, AW-poverty rates, which measure the inability to adequately heat one’s home, range between almost zero in Sweden and Luxembourg to about 40% in Bulgaria. 

    A similar trend is observed when analysing arrears on utility bills (UB), while income shares of residential energy expenditure that are above twice the national median (2M) appear to be more similar across countries, indicating that energy poverty rates range between approximately 10% (Netherlands, Hungary) to slightly above 20% (Sweden, Malta, and Latvia). 

    This underscores the importance of tailored policy responses that consider national contexts and differences across countries regarding income levels, energy prices or investments in energy capital (i.e. efficient appliances, insulation, etc.). Moreover, this result points at the need to consider carefully what is the most suited indicator for cross-country comparisons. 

    How to tackle energy poverty across the EU? 

    Energy poverty has far-reaching consequences, from exacerbating health issues to limiting social and economic participation. Monitoring energy poverty is crucial for understanding the diversity of the socio-economic profiles of the energy poor and for improving the design of inclusive policies. 

    Relying on a single indicator may overlook significant portions of the population experiencing energy-related deprivations. 

    To address energy poverty, we need a policy mix 

    Income-support policies are essential to tackle energy poverty situations, especially for households under the poverty line. However, considering that also middle-income households experience a relative high incidence of energy poverty, other type of policies may be warranted to support them.

     This is the case of price caps, which reduce the burden of expenditures on energy goods, or structural interventions that step-up energy efficiency by reducing the need of energy consumption. Further, monetary policies such as subsidies to improve energy efficiencies could also reduce the burden of energy expenditures on households. 

    Finally, behavioural levers, such as assisting consumers in setting goals for reducing energy consumption through apps and educational campaigns to empower individuals to make investments choices that improve energy efficiency, may also be effective in reducing the energy poverty phenomenon.

    In a keynote speech at a high-level roundtable hosted by ICC, Mr Varin emphasised ICC’s commitment in securing an ambitious, workable and effective agreement that rallies everyone, everywhere – including the business community – to end plastic pollution once and for all.

    The event brought together leaders from the United Nations Environment Programme (UNEP), government and regional group representatives as well as senior business executives from sectors across the plastics industry to discuss what is concretely needed to get an effective agreement finalised and how businesses can support these efforts. 

    A crucial role for business 

    Mr Varin highlighted the vital role business has to play in providing the expertise and the solutions that will be needed to tackle the plastics challenge at the required scale and speed across value chains.   

    “The global business community needs an agreement that provides the enabling frameworks and policies to drive innovation and accelerate business action across all sectors and geographies, including for MSMEs. This will be indispensable for businesses to effectively deliver on the objectives of the agreement and spur impactful change,” he added. 

    The fifth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-5), will take place from 25 November to 1 December 2024 in Busan, Republic of Korea. 

    “With only one negotiating session left this year to conclude an agreement, it will be critical to make the best use of the limited time left to advance towards a robust agreement that sets the foundation for a truly circular economy for plastics.”

    WASHINGTON, D.C. — Today, House Democratic Caucus Chair Pete Aguilar and Vice Chair Ted Lieu were joined by Representatives Sara Jacobs and Nikema Williams in a press conference on how Trump’s Project 2025 gives Extreme MAGA Republicans total control to criminalize abortion, gut Social Security and raise taxes for working families.

    CHAIRMAN AGUILAR: Good morning. The Vice Chair and I are grateful to be joined by incredible leaders within our Caucus, Nikema Williams and Sara Jacobs. 

    House Democrats have said from the beginning of this Congress that we will be ready to work in a bipartisan way to get things done for the American people whenever and wherever possible. But we are also going to call out extremism when it exists. And there is no greater example of Republican extremism than Trump’s Project 2025. 

    Should extreme MAGA Republicans be successful in winning the House, the Senate and the presidency, they have created the blueprint in a 920-page roadmap that lays out exactly how they plan to govern. Under their plan, Project 2025 criminalizes abortion, hurts middle class families to help the wealthy and well connected and ends Social Security as we know it. It gives Donald Trump unchecked presidential power and unparalleled control over the American people. It is both deeply troubling and deeply unpopular because of the work of House Democrats, Leader Jeffries, Whip Clark, Jared Huffman, our own Vice Chair Ted Lieu and the leaders behind me today to put a spotlight on this dangerous plan. We know that House Republicans are in trouble because they are running scared anytime we mention Project 2025. 
    Later today, the Steering and Policy Committee will convene a hearing of hard-working Americans who will testify about what Project 2025 would mean to them in their daily lives. Don’t just take our word for it. Listen to the abortion care providers and seniors who have to ration insulin, who will courageously share their stories. House Democrats are fighting for them, as House Republicans are fighting to give Donald Trump more control of our daily lives. 
    I’ll turn it over to Vice Chair Ted Lieu.

    VICE CHAIR LIEU: Thank you, Chairman Aguilar. 

    Trump’s Project 2025 isn’t just a radical document. It’s a document that Republicans this term have tried to implement through a series of appropriations bills. And as Chairman Aguilar said, we’re having a hearing today that the Steering and Policy Committee is hosting at 2:15 at HVC-215. Hope you all can make it. And I want to thank Jared Huffman earlier this year for starting the Project 2025 Task Force. 

    This is 920 pages of crazy–that’s what Project 2025 is–with deadly consequences. I’m going to go through just three of the insane things in that document. Project 2025 wants to eliminate the Department of Education, and that is on page 319 of the document. Project 2025 also wants to eliminate the National Weather Service. Think about that. We’ve got a hurricane coming into Georgia or Florida, and this is what Project 2025 authors want to do. They want to eliminate the National Weather Service–that’s on page 675 of the document. And get this: Project 2025 wants to allow children to work in hazardous conditions. Like, who comes up with this crazy stuff? That’s on page 595 of the document. 

    So again, I hope you all come to this hearing. And let me now introduce our amazing member from Georgia, the great Nikema Williams, who will talk about reproductive freedom and Project 2025.

    REP. WILLIAMS: Thank you, Vice Chair Lieu and Chairman Aguilar. Good morning, everyone. 

    I’m Congresswoman Nikema Williams, and I proudly represent Georgia’s fighting Fifth Congressional District. I’m a member of the Pro-Choice Caucus and Vice Chair of the Democratic Women’s Caucus. But y’all, before I came to Congress, I served as the VP of Public Policy at Planned Parenthood Southeast for ten years. I will always carry with me the stories that I heard from people we served on the frontlines just about how hard they had to fight to get the essential abortion care that they needed and deserve. This was long before the overturning of Roe v. Wade that was orchestrated by Donald Trump and his Republican Party. 

    We’re seeing the deadly result of abortion bans in Georgia, and around the country. Just last week, ProPublica reported on the deaths of two Georgia women, Candi Miller and Amber Thurman, who died because they couldn’t receive the care that they desperately needed. Let me say that again: Candi Miller and Amber Thurman died because of Georgia’s inhumane abortion ban that was ushered in by Donald Trump and his MAGA Republicans. These were preventable deaths. As a mama, I’m heartbroken, and as a Georgian, as an elected official, I’m pissed, y’all. Because it doesn’t have to be this way. These were policy decisions. But let me be clear: it could get even worse. Trump’s Project 2025 would lead to more heartbreak and more preventable deaths. Project 2025 would ban abortion nationwide, criminalizing patients and doctors, making it impossible for people to get the care that they need. 

    Abortion is essential health care. One in four women will access abortion care at some point in their lives. And that’s not one in four Democratic women, not one in four Republican or Independent women. That’s someone you know, someone you love, someone you go to church with, someone you grew up with, someone in your family. One in four women, y’all. 

    I will continue to fight alongside House Democrats to protect reproductive freedom in the face of extreme Republican abortion bans and the looming threat of Trump’s Project 2025, which will ban abortion nationwide. We will restore the reproductive freedom that Trump and House Republicans brag about taking away, and we will ensure that every person can get the care that they need. 

    Thank you so much, and I’ll now turn it over to another co-conspirator for justice in our Caucus, Congresswoman Sara Jacobs.

    REP. JACOBS: Well, thank you, Chairman Aguilar, Vice Chair Lieu, Nikema, for really highlighting the stakes here. 

    So, I’ve spent the past few months traveling the country talking to young people, college students and women. I’m a 35-year-old woman, so basically, this is a topic I talk about all the time with my friends and peers. And here’s the deal: all of these young people are terrified about Project 2025, and so am I. So, not only would Project 2025 make it difficult or impossible to access abortion, birth control, emergency contraception and other reproductive services, as my colleague Nikema highlighted, it would also authorize a pregnancy surveillance system. So, even if you live in a state like California, like I do, where we have strong state-level abortion and privacy laws, you would not be protected. Every abortion, every miscarriage, every stillbirth, every pregnancy loss, every pregnancy, even abortions and pregnancy losses that result from medical treatment, would be logged and reported to the federal government and used to monitor pregnancies.

    Project 2025 would supersede HIPAA. It would nullify doctor-patient confidentiality, and it would reject a right to privacy. And pretty soon, it would be used to weaponize health data against patients and providers in court. We’ve already seen this happen. 

    In 2017, Mississippi police charged Latice Fisher after digging into her Google search history and finding that she searched how to buy misoprostol abortion pills online. In 2022, Nebraska police used Facebook messages between a mother and a daughter, private Facebook messages, to prosecute an abortion that was illegal under state law. Now, imagine how much more this would happen if there was a centralized treasure trove of this information, of this data. 

    Now, House Democrats, we want to protect the sensitive data, and we have a bill to do it, My Body My Data Act. House Democrats, we want to strengthen HIPAA for the post Roe era, not gut it. And we have a bill to do that, The Safer Health Act. But you know who stands in the way? MAGA Republicans. 

    House Democrats will continue to fight to protect patient privacy, protect their right to make their own health decisions and protect them from abortion and pregnancy surveillance. So, thank you so much, now I will turn it over to Chairman Aguilar for questions.

    May 21-27 Severe Weather: Federal Assistance Tops $3M in Kentucky

    FRANKFORT, Ky.– To date, FEMA and the U.S. Small Business Administration have approved more than $3 million for Kentuckians affected by May 21-27 severe storms, straight-line winds, tornadoes, landslides and mudslides.

    As of Sept. 22, FEMA has approved $2,634,757 for 1,445 individuals and households. This includes:

    • More than $1,714,675 in Housing Assistance.
    • More than $920,082 in Other Needs Assistance.

    The U.S. Small Business Administration provides low-interest disaster loans to small-businesses, households and renters throughout the disaster affected area. To date, the SBA has disbursed $382,900 in disaster loans for 17 homeowners, renters and businesses.

    FEMA continues to work with Kentucky Emergency Management and Commonwealth partners to support Kentucky recovery. At its peak, FEMA had 320 federal personnel on the ground assisting with recovery.

    During the application period, FEMA Disaster Survivor Assistance Teams spoke with approximately 2,800 households, providing face-to-face assistance to affected Kentuckians. They also contacted more than 800 faith-based, community-based and private sector organizations.

    To ensure applicants received all of the assistance they were eligible for, FEMA called disaster survivors and vulnerable populations. Through this outreach, FEMA was able to approve an additional $235,471 for 93 households and renters. 

    FEMA encourages survivors to keep in touch. Help is still available, even though the deadline to apply has passed. Survivors are encouraged to notify the agency of changes to their mailing address, email address or phone number and report insurance settlements or additional damage they may have discovered since their home inspection.

    Kentuckians can also get help with a pending application or appeal the following ways:

    Over the last two months, FEMA operated 15 Disaster Recovery Centers and Mobile Disaster Recovery Centers to help Kentuckians through the disaster assistance application process. These centers helped 1107 Kentucky survivors with applications, appeals and disaster related questions.

  • MIL-Evening Report: Dutton’s nuclear plan would mean propping up coal for at least 12 more years – and we don’t know what it would cost

    Opposition leader Peter Dutton has revealed the Coalition’s nuclear energy plan relies on many of Australia’s coal-fired power stations running for at least another 12 years – far beyond the time frame officials expect the ageing facilities to last.

    The claim has set off a new round of speculation over the Coalition’s plans – the viability of which has already been widely questioned by energy analysts.

    Dutton offered up limited detail in a speech on Monday. He also revealed the plan relies on ramping up Australia’s gas production.

    It seems increasingly clear the Coalition’s nuclear policy would prolong Australia’s reliance on coal, at a time when the world is rapidly moving to cleaner sources of power.

    Coal: old and tired

    The Coalition wants to build nuclear reactors on the sites of closed coal plants. It says the first reactors could come online by the mid-2030s. However, independent analysis shows the earliest they could be built is the 2040s.

    Now it appears the Coalition’s plan involves relying on coal to provide electricity while nuclear reactors are being built. On Monday, Dutton suggested coal-fired electricity would be available into the 2030s and ‘40s.

    But this is an overly optimistic reading of coal’s trajectory. The Australian Energy Market Operator says 90% of coal-fired power in the National Electricity Market will close by 2035.

    All this suggests the Coalition plans to extend the life of existing coal plants. But this is likely to cost money. Australia’s coal-fired power stations are old and unreliable – that’s why their owners want to shut them down. To keep plants open means potentially operating them at a loss, while having to invest in repairs and upgrades.

    This is why coal plant owners sought, and received, payments from state governments to delay exits when the renewables rollout began falling behind schedule.

    So who would wear the cost of delaying coal’s retirement? It might be energy consumers if state governments decide to recoup the costs via electricity bills. Or it could be taxpayers, through higher taxes, reduced services or increased government borrowing. In other words, we will all have to pay, just from different parts of our personal budgets.

    Labor’s energy plan also relies on continued use of coal. Dutton pointed to moves by the New South Wales and Victorian governments to extend the life of coal assets in those states. For example, the NSW Labor government struck a deal with Origin to keep the Eraring coal station open for an extra two years, to 2027.

    However, this is a temporary measure to keep the electricity system reliable because the renewables build is behind schedule. It is not a defining feature of the plan.

    Eraring was given a two year extension.

    New transmission is essential under either plan

    Dutton claims Labor’s renewable energy transition will require a massive upgrade to transmission infrastructure. The transmission network largely involves high-voltage lines and towers, and transformers.

    He claims the Coalition can circumvent this cost by building nuclear power plants on seven sites of old coal-fired power stations, and thus use existing transmission infrastructure.

    Labor’s shift to renewable energy does require new transmission infrastructure, to get electricity from far-flung wind and solar farms to towns and cities. It’s also true that building nuclear power stations at the site of former coal plants would, in theory, make use of existing transmission lines, although the owners of some of these sites have firmly declined the opportunity.

    But even if the Coalition’s nuclear plan became a reality, new transmission infrastructure would be needed.

    Australia’s electricity demand is set to surge in coming decades as we move to electrify our homes, transport and heavy industry. This will require upgrades to transmission infrastructure, because it will have to carry more electricity. Many areas of the network are already at capacity.

    So in reality, both Labor’s and the Coalition’s policies are likely to require substantial spending on transmission.

    Gas is not an easy answer

    Both Labor and the Coalition acknowledge a big role for gas in their respective plans.

    Climate Change and Energy Minister Chris Bowen says gas, along with storage, is needed to help back up to the grid, when solar and wind farms are not producing electricity.

    Dutton spoke of plans “to ramp up domestic gas production” in the short term, “to get power prices down and restore stability to our grid” – presumably until nuclear comes online.

    But the issue isn’t a lack of gas. It’s that the gas is in the wrong places. There’s a gas shortage because southern reserves are declining and all the gas production is in the north of the continent.

    An increased role for gas means getting someone to pay for new infrastructure, such as pipelines or LNG terminals. That will make for expensive gas, and expensive gas means expensive electricity.

    Many unanswered questions

    It’s now three months since the Coalition released its nuclear strategy. Detail was thin then – and Monday’s speech shed little light.

    Many unanswered questions remain – chief among them, costings of the nuclear plan, and how much of that will be born by government. CSIRO says a nuclear reactor would cost at least A$8.6 billion.

    We also don’t know how the Coalition would acquire the sites, or get around nuclear bans in Queensland, NSW and Victoria.

    We still don’t know how the Coalition plans to keep the lights on in the coming decade, as coal exits.

    And crucially, we don’t know what it will cost households and businesses. It is unlikely to be cheap.

    SACRAMENTO – As Tropical Storm Helene is expected to strengthen into a hurricane as it moves toward Florida’s Panhandle, Governor Gavin Newsom today announced the deployment of California firefighters to assist in staffing a Federal Emergency Management Agency (FEMA) Incident Support Team to Orlando, Florida.

    In close coordination with FEMA, the California Governor’s Office of Emergency Services (Cal OES) is immediately deploying seven firefighters from California’s Urban Search and Rescue (US&R) Task Force Incident Support Team. The deployment has no impact on California’s emergency response and firefighting capabilities. 

    “California stands ready to help assist where needed, even as we face ongoing wildfires in our state. This storm is dangerous and has the potential to produce heavy rainfall, storm surge and strong winds. We are glad to lend a helping hand to those in Helene’s path.”

    The Incident Support Team provides a group of highly qualified specialists to support local officials with technical assistance, management and coordination of US&R resources.

    “This is a great example of how state-to-state cooperation works. California’s deployment of these specialized US&R firefighters ahead of the storm will allow for better emergency defenses,” said Cal OES Director Nancy Ward.  

    The specialized team members deployed to Florida come from California US&R Task Forces 4, 5, 6, 7 and 8 from Oakland, Orange County, Riverside, Sacramento and San Diego. 

    This deployment builds on California’s continued efforts to aid other states during emergencies. In July, Governor Newsom deployed a similar Incident Support Team to Texas to assist in responding to Tropical Storm Beryl.   In the past two years, California has also deployed firefighters to New Mexico, Hawaii, Oregon and Montana.

    Mr. President of the General Assembly,

    Excellencies,

    Ladies and gentlemen,

    Our world is in a whirlwind.

    We are in an era of epic transformation – facing challenges unlike any we have ever seen – challenges that demand global solutions.

    Yet geo-political divisions keep deepening. The planet keeps heating.

    Wars rage with no clue how they will end.

    And nuclear posturing and new weapons cast a dark shadow.

    We are edging towards the unimaginable – a powder keg that risks engulfing the world.

    Meanwhile, 2024 is the year that half of humanity goes to the polls – and all of humanity will be affected.

    I stand before you in this whirlwind convinced of two overriding truths.

    First, the state of our world is unsustainable.

    We can’t go on like this.

    And second, the challenges we face are solvable.

    But that requires us to make sure the mechanisms of international problem-solving actually solve problems.

    The Summit of the Future was a first step, but we have a long way to go.

    Getting there requires confronting three major drivers of unsustainability.

    A world of impunity – where violations and abuses threaten the very foundation of international law and the UN Charter.

    A world of inequality – where injustices and grievances threaten to undermine countries or even push them over the edge.

    And a world of uncertainty – where unmanaged global risks threaten our future in unknowable ways.

    These worlds of impunity, inequality and uncertainty are connected and colliding.

    Excellencies,

    The level of impunity in the world is politically indefensible and morally intolerable.

    Today, a growing number of governments and others feel entitled to a “get out of jail free” card.

    They can trample international law.

    They can violate the United Nations Charter.

    They can turn a blind eye to international human rights conventions or the decisions of international courts.

    They can thumb their nose at international humanitarian law.

    They can invade another country, lay waste to whole societies, or utterly disregard the welfare of their own people.

    And nothing will happen.

    We see this age of impunity everywhere — in the Middle East, in the heart of Europe, in the Horn of Africa, and beyond.

    The war in Ukraine is spreading with no signs of letting up.

    Civilians are paying the price – in rising death tolls and shattered lives and communities.

    It is time for a just peace based on the UN Charter, on international law and on UN resolutions.

    Meanwhile, Gaza is a non-stop nightmare that threatens to take the entire region with it.

    Look no further than Lebanon.

    We should all be alarmed by the escalation. 

    Lebanon is at the brink. 

    The people of Lebanon – the people of Israel – and the people of the world — cannot afford Lebanon to become another Gaza.

    Let’s be clear.

    Nothing can justify the abhorrent acts of terror committed by Hamas on October 7th, or the taking of hostages – both of which I have repeatedly condemned.

    And nothing can justify the collective punishment of the Palestinian people.

    The speed and scale of the killing and destruction in Gaza are unlike anything in my years as Secretary-General.

    More than 200 of our own staff have been killed, many with their families.

    And yet the women and men of the United Nations continue to deliver humanitarian aid.

    I know you join me in paying a special tribute to UNRWA and to all humanitarians in Gaza.

    The international community must mobilize for an immediate ceasefire, the immediate and unconditional release of all hostages, and the beginning of an irreversible process towards a two-State solution.

    For those who go on undermining that goal with more settlements, more landgrabs, more incitement — I ask:

    What is the alternative?

    How could the world accept a one-state future in which a large a large number of Palestinians would be included without any freedom, rights or dignity?

    In Sudan, a brutal power struggle has unleashed horrific violence — including widespread rape and sexual assaults.

    A humanitarian catastrophe is unfolding as famine spreads.  Yet outside powers continue to interfere with no unified approach to finding peace.

    In the Sahel, the dramatic and rapid expansion of the terrorist threat requires a joint approach rooted in solidarity – but regional and international cooperation have broken down.

    From Myanmar to the Democratic Republic of the Congo to Haiti to Yemen and beyond – we continue to see appalling levels of violence and human suffering in the face of a chronic failure to find solutions.

    Meanwhile our peacekeeping missions are too often operating in areas where simply there is no peace to keep.

    Instability in many places around the world is a by-product of instability in power relations and geo-political divides.

    For all its perils, the Cold War had rules.

    There were hot lines, red lines and guard rails.

    It can feel as though we don’t have that today.

    Nor do we have a unipolar world.

    We are moving to a multipolar world, but we are not there yet.

    We are in a purgatory of polarity.

    And in this purgatory, more and more countries are filling the spaces of geopolitical divides, doing whatever they want with no accountability.

    That is why it is more important than ever to reaffirm the Charter, to respect international law, to support and implement decisions of international courts, and to reinforce human rights in the world.

    Anywhere and everywhere.

    Au niveau national, certains gouvernements décuplent les inégalités en accordant des cadeaux fiscaux massifs aux entreprises et aux ultra-riches — au détriment des investissements dans la santé, l’éducation et la protection sociale.
     
    Et personne n’est plus lésé que les femmes et les filles du monde entier.

    La discrimination et les abus généralisés fondés sur le genre constituent l’inégalité la plus répandue dans toutes les sociétés.

    The third driver of our unsustainable world is uncertainty.

    The ground is shifting under our feet.

    Anxiety levels are off the charts.

    And young people, in particular, are counting on us and seeking solutions.

    Uncertainty is compounded by two existential threats – the climate crisis and the rapid advance of technology — in particular, Artificial Intelligence.

    Excellencies,

    We are in a climate meltdown.

    Extreme temperatures, raging fires, droughts, and epic floods are not natural disasters.

    They are human disasters — increasingly fueled by fossil fuels.

    No country is spared. But the poorest and most vulnerable are hardest hit.

    Climate hazards are blowing a hole through the budgets of many African countries, costing up to five per cent of GDP – every year.

    And this is just the start.

    We are on course to careen past the global limit of a 1.5 degree temperature rise.

    But as the problem gets worse, solutions are getting better.

    Renewable prices are plummeting, roll-out is accelerating, and lives are being transformed by affordable, accessible clean energy.

    Renewables don’t just generate power. They generate jobs, wealth, energy security and a path out of poverty for millions.

    But developing countries cannot be plundered in that journey.

    Our Panel on Critical Minerals has recommended fair and sustainable ways to meet global demand for these resources, which are essential to the renewables revolution.

    A future without fossil fuels is certain.  A fair and fast transition is not.

    That is in your hands.

    By next year, every country must produce an ambitious new national climate action plan – or Nationally Determined Contributions.

    These must bring national energy strategies, sustainable development priorities, and climate ambitions together.

    They must align with the 1.5 degree limit, cover the whole economy, and contribute to every one of the COP28 energy transition targets.

    An International Energy Agency report released today breaks this down.

    By 2035, on average, advanced economies must slash energy emissions 80 per cent, and emerging markets 65 per cent.

    The G20 is responsible for 80 per cent of total emissions.

    They must lead the charge – keeping with the principle of common but differentiated responsibilities and respective capabilities in the light of different national circumstances.

    But this must be a joint effort — pooling resources, scientific capacities and proven and affordable technologies for all to be able to reach those targets.

    I’m honoured to be working closely with President Lula of Brazil – who is both G20 Chair and COP30 host – to secure maximum ambition, acceleration and cooperation. We just met for that purpose.

    Finance is essential.

    COP29 is around the corner.

    It must deliver a significant new finance goal.

    We also need a Loss and Damage Fund that meets the scale of the challenge – and developed countries meeting their adaptation finance promises.

    And we must finally flip the script on a crazy situation:

    We continue to reward polluters to wreck our planet.

    The fossil fuel industry continues to pocket massive profits and subsidies, while everyday people bear the costs of climate catastrophe – from rising insurance premiums to lost livelihoods.

    I call on G20 countries to shift money from fossil fuel subsidies and investments to a just energy transition;

    To put an effective price on carbon;

    And to implement new and innovative sources of financing – including solidarity levies on fossil fuel extraction – through legally-binding, transparent mechanisms.

    All by next year and this taking into account that those who shoulder the blame must foot the bill.

    Polluters must pay.

    Excellencies,

    The rapid rise of new technologies poses another unpredictable existential risk.

    Artificial Intelligence will change virtually everything we know — from work, education and communication, to culture and politics.

    We know AI is rapidly advancing, but where is it taking us:

    To more freedom – or more conflict?

    To a more sustainable world – or greater inequality?

    To being better informed – or easier to manipulate?

    A handful of companies and even individuals have already amassed enormous power over the development of AI – with little accountability or oversight for the moment.

    Without a global approach to its management, artificial intelligence could lead to artificial divisions across the board – a Great Fracture with two internets, two markets, two economies – with every country forced to pick a side, and enormous consequences for all.

    The United Nations is the universal platform for dialogue and consensus.

    It is uniquely placed to promote cooperation on AI – based on the values of the Charter and international law.

    The global debate happens here, or it does not happen.

    I welcome important first steps.

    Two resolutions in the General Assembly, the Global Digital Compact, and the recommendations of the High-Level Body on AI can lay the foundations for inclusive governance of AI.

    Let’s move forward together to make AI a force for good.

    But a feature of human life is that it appears otherwise.

    The current order always feels fixed.

    Until it is not.
     
    Across human history, we see empires rising and falling; old certainties crumbling; tectonic shifts in global affairs.
     
    Today our course is unsustainable.

    It is in all our interests to manage the epic transformations underway; to choose the future we want and to guide our world towards it.

    Many have said that the differences and divisions today are just too great.

    That it is impossible for us to come together for the common good.

    You proved that is not true.

    The Summit of the Future showed that with a spirit of dialogue and compromise, we can join forces to steer our world to a more sustainable path.

    It is not the end.

    It is a start of a journey, a compass in the whirlwind.

    Let’s keep going.

    Let’s move our world towards less impunity and more accountability …. less inequality and more justice … less uncertainty and more opportunity.

    The people of the world are looking to us – and succeeding generations will look back on us.

    Let them find us on the side of the United Nations Charter … on the side of our shared values and principles … and on the right side of history.

    I stand before you in this whirlwind convinced of two overriding truths.
     
    First, the state of our world is unsustainable.
     
    We can’t go on like this.
     
    And second, the challenges we face are solvable.
     
    But that requires us to make sure the mechanisms of international problem-solving actually solve problems.
     
    The Summit of the Future was a first step, but we have a long way to go.
     
    Getting there requires confronting three major drivers of unsustainability.
     
    A world of impunity – where violations and abuses threaten the very foundation of international law and the UN Charter.
     
    A world of inequality – where injustices and grievances threaten to undermine countries or even push them over the edge.
     
    And a world of uncertainty – where unmanaged global risks threaten our future in unknowable ways.
     
    These worlds of impunity, inequality and uncertainty are connected and colliding.

    The level of impunity in the world is politically indefensible and morally intolerable.
     
    Today, a growing number of governments and others feel entitled to a “get out of jail free” card.
     
    They can trample international law.
     
    They can violate the United Nations Charter.
     
    They can turn a blind eye to international human rights conventions or the decisions of international courts.
     
    They can thumb their nose at international humanitarian law.
     
    They can invade another country, lay waste to whole societies, or utterly disregard the welfare of their own people.
     
    And nothing will happen.
     
    We see this age of impunity everywhere — in the Middle East, in the heart of Europe, in the Horn of Africa, and beyond.
     
    The war in Ukraine is spreading with no signs of letting up.
     
    Civilians are paying the price – in rising death tolls and shattered lives and communities.

    Rising inequalities are a second driver of unsustainability and a stain on our collective conscience. 

    Inequality is not a technical or bureaucratic issue. 

    At its heart, inequality is a question of power with historic roots.

    Conflict, climate upheaval and the cost-of-living crisis, are pushing those roots deeper. 

    At the same time, the world has not recovered from the surge in inequalities caused by the pandemic.

    Of the world’s poorest 75 countries, one-third are worse off today than they were five years ago.

    During that same period, the five richest men in the world have more than doubled their wealth.
     
    And the top one per cent of people on earth own 43 per cent of all global financial assets.

    At the national level, some governments are supercharging inequalities by doling out massive tax giveaways to corporations and the ultra-rich, while shortchanging investments in health, education and social protection.

    No one is being short-changed more than the world’s women and girls. 

    Excellencies, 
     
    Rampant gender-based discrimination and abuse are the most prevalent inequality across all societies. 
     
    Every day, it seems we are confronted by yet more sickening cases of femicide, gender-based violence and mass rape, both in peacetime and as a weapon of war. 
     
    In some countries, laws are being used to threaten reproductive health and rights. 

    And in Afghanistan, laws are being used to lock-in the systematic oppression of women and girls. 
     
    And I am sorry to observe that despite years of talk, gender inequality is on full display, and I am sorry for mentioning it here, gender inequality is on full display in this very Hall. 

    Less than 10 per cent of speakers during this week’s General Debate are women. 
     
    This is unacceptable – especially when we know gender equality delivers for peace, sustainable development, climate action and much more. 

    That is precisely why we took targeted measures to achieve gender parity among the United Nations senior leadership, an objective that has already been achieved.

    It’s doable. 

    I call on male-dominated political and economic establishments around the world to do it as well.
     
    Excellencies,

    Global inequalities are reflected and reinforced even in our own global institutions.

    The United Nations Security Council was designed by the victors of the Second World War. 

    Most of Africa was still under colonial domination. 

    To this day, Africa has no permanent seat on the world’s preeminent council of peace. 

    This must change.

    So must the global financial architecture, set up 80 years ago. 

    I commend the leaders of the World Bank and the International Monetary Fund for taking important steps.

    But as the Pact for the Future emphasizes, tackling inequalities requires accelerating reform of the international financial architecture.

    Over the past eight decades, the global economy has grown and transformed.

    The Bretton Woods institutions have not kept pace.

    They can no longer provide a global safety net – or offer developing countries the level of support they need.

    Debt interest payments in the world’s poorest countries now cost more, on average, than investments in education, health and infrastructure combined.

    And around the world, more than 80 per cent of Sustainable Development Goal targets are off track. 

    Excellencies,

    Getting back on track requires a surge of financing for the 2030 Agenda and the Paris Agreement.

    That means G20 countries leading on an SDG Stimulus of $500 billion a year. 

    It means reforms to substantially increase the lending capacity of Multilateral Development Banks and enable them to massively scale-up affordable long-term climate and development finance.

    It means expanding contingency financing through recycling Special Drawing Rights.

    And it means promoting long-term debt-restructuring.

    Excellencies,

    I have no illusions about the obstacles to reform of the multilateral system.

    Those with political and economic power – and those who believe they have power – are always reluctant to change.

    But the status quo is already draining their power.

    Monsieur le Président,

    Excellences,

    Mesdames et Messieurs,

    Notre monde est pris dans un tourbillon.

    Nous vivons une ère de transformation aux proportions épiques et faisons face à des défis sans précédent qui exigent des solutions mondiales.

    Et pourtant, les divisions géopolitiques ne vont qu’en s’aggravant. La planète continue de se réchauffer.

    Les guerres font rage sans que l’on sache comment elles vont se terminer.

    Les gesticulations nucléaires et les nouvelles armes font planer sur nous une ombre inquiétante.

    Nous allons tout droit vers l’inimaginable : une poudrière qui risque d’engloutir le monde.

    En 2024, la moitié de l’humanité doit se rendre aux urnes – et c’est sur l’humanité tout entière que pèsera l’issue de ces scrutins.

    Je me tiens devant vous, face à ce tourbillon, convaincu de deux vérités primordiales.

    Tout d’abord, l’état dans lequel se trouve notre monde n’est pas viable.

    On ne peut pas continuer ainsi.

    Et deuxièmement, il est possible de relever les défis auxquels nous sommes confrontés.

    Mais pour cela, nous devons nous assurer que les mécanismes de règlement des problèmes internationaux permettent bel et bien de régler les problèmes.

    Le Sommet de l’avenir était un premier pas, mais le chemin à parcourir est encore long.

    Pour y parvenir, il faut s’attaquer à trois grands facteurs de l’insoutenabilité.

    Un monde d’impunité – dans lequel les violations et les atteintes menacent le fondement même du droit international et de la Charte des Nations Unies.

    Un monde d’inégalités – où les injustices et les griefs auxquelles elles donnent jour menacent d’affaiblir les pays, ou pire, de les précipiter dans le gouffre.

    Et un monde d’incertitude – où les risques mondiaux ne sont pas gérés, ce qui hypothèque notre avenir, bien au-delà de ce que l’on peut imaginer.

    Ces mondes d’impunité, d’inégalité et d’incertitude sont liés entre eux et se télescopent.

    Excellences,

    Le degré d’impunité dans le monde est indéfendable sur le plan politique et moralement intolérable.

    Aujourd’hui, un nombre croissant de gouvernements et d’autres acteurs se sentent autorisés à bénéficier, comme au Monopoly, d’une carte « Vous êtes libéré de prison ».

    Ils peuvent fouler aux pieds le droit international.

    Ils peuvent violer la Charte des Nations Unies.

    Ils peuvent ignorer les conventions internationales relatives aux droits humains ou les décisions des tribunaux internationaux.

    Ils peuvent bafouer le droit international humanitaire.

    Ils peuvent envahir un autre pays, dévaster des sociétés entières ou mépriser complètement le bien-être de leur propre peuple.

    Sans que rien ne se passe.

    Partout ‒ au Moyen-Orient, au cœur de l’Europe, dans la Corne de l’Afrique et au-delà ‒ c’est l’ère de l’impunité.

    La guerre en Ukraine s’étend et rien n’indique qu’elle va s’arrêter.

    Ce sont les populations civiles qui en paient le prix. À preuve, les morts de plus en plus nombreuses, les vies et les communautés brisées.

    Il est temps d’instaurer une paix juste, fondée sur la Charte des Nations Unies, le droit international et les résolutions des organes des Nations Unies.

    Pendant ce temps, Gaza vit un cauchemar permanent qui menace d’entraîner toute la région dans le chaos.

    À commencer par le Liban.

    Nous devrions tous être alarmés par cette escalade. 

    Le Liban est au bord du gouffre. 

    Le peuple libanais, le peuple israélien et les peuples du monde ne peuvent se permettre que le Liban devienne un autre Gaza.

    Soyons clairs.

    Rien ne peut justifier les actes de terreur abominables commis par le Hamas le 7 octobre, ni les prises d’otages, que j’ai condamnés à maintes reprises.

    Mais rien ne peut justifier d’infliger un châtiment collectif au peuple palestinien.

    La rapidité et l’ampleur du massacre et des destructions à Gaza ne ressemblent à rien d’autre de ce que j’ai connu depuis que je suis Secrétaire général.

    Plus de 200 membres du personnel des Nations Unies ont déjà été tués et, souvent, des membres de leurs familles ont aussi péri à leurs côtés.

    Et pourtant, les femmes et les hommes des Nations Unies continuent d’accomplir leur mission.

    Je sais que vous vous joignez à moi pour rendre un hommage appuyé à l’UNRWA et à tous les humanitaires à Gaza.

    La communauté internationale doit se mobiliser pour obtenir un cessez-le-feu immédiat, la libération immédiate et inconditionnelle des tous les otages et le lancement d’un processus irréversible pour qu’une solution des deux États voie le jour.

    J’aimerais poser une question à ceux qui continuent de saper cet objectif en multipliant les implantations, les expulsions, les provocations:
    Quelle est l’alternative ?

    Comment le monde pourrait-il accepter un État qui inclurait un grand nombre de Palestiniens et de Palestiniennes privés de liberté, de droits et de dignité ?

    Au Soudan, une lutte brutale pour le pouvoir a donné lieu à d’horribles violences, notamment des viols et des agressions sexuelles à grande échelle.

    Une catastrophe humanitaire est en train de se produire dans un pays en proie à une famine rampante. Pourtant, les puissances extérieures continuent de s’ingérer sans aucune approche unifiée pour trouver la paix.

    Au Sahel, l’expansion dramatique et rapide de la menace terroriste exige l’adoption d’une approche commune fondée sur la solidarité, mais la coopération régionale et internationale est en panne.

    Du Myanmar à la République démocratique du Congo, en passant par Haïti et le Yémen, les populations restent exposées à des violences et des souffrances effroyables, sur fond d’incapacité chronique à trouver des solutions.

    Pendant ce temps, nos missions de maintien de la paix opèrent trop souvent dans des lieux où il n’y a tout simplement pas de paix à maintenir.

    L’instabilité que l’on observe en de nombreux endroits du monde est la conséquence de l’instabilité des relations de pouvoir et des clivages géopolitiques.

    La Guerre Froide était pleine de dangers, mais elle avait aussi ses règles.

    Il y avait le téléphone rouge, des limites à ne pas franchir et des garde-fous.

    On a parfois l’impression que l’on n’a rien de tout cela aujourd’hui.

    Nous ne vivons pas non plus dans un monde unipolaire.

    Nous sommes en train de passer à un monde multipolaire, mais nous n’y sommes pas encore.

    Nous sommes en fait dans le purgatoire de la polarité.

    Et dans ce purgatoire, de plus en plus de pays occupent les espaces laissés vides par les divisions géopolitiques et font ce qu’ils veulent sans avoir à rendre de comptes.

    C’est pourquoi il est plus important que jamais de réaffirmer la Charte, d’appuyer et de respecter le droit international et de renforcer les droits humains à travers le monde.

    Partout et en tout lieu.

    Excellences, Mesdames et Messieurs,

    L’augmentation des inégalités est un deuxième facteur de l’insoutenabilité et une tache sur notre conscience collective. 

    L’inégalité n’est pas une question technique ou bureaucratique. 

    Au fond, l’inégalité est une question de pouvoir, aux racines historiques.

    Les conflits, les bouleversements climatiques et la crise du coût de la vie étendent ces racines historiques plus profondément encore. 

    Dans le même temps, le monde peine encore à se relever de la flambée des inégalités engendrée par la pandémie.

    Si l’on regarde les 75 pays les plus pauvres du monde, un tiers d’entre eux se trouve aujourd’hui dans une situation pire qu’il y a cinq ans.

    Au cours de la même période, les cinq hommes les plus riches de la planète ont plus que doublé leurs fortunes.

    Et un pour cent des habitants de la planète détient 43 % de l’ensemble des avoirs financiers mondiaux.

    Au niveau national, certains gouvernements décuplent les inégalités en accordant des cadeaux fiscaux massifs aux entreprises et aux ultra-riches — au détriment des investissements dans la santé, l’éducation et la protection sociale.

    Et personne n’est plus lésé que les femmes et les filles du monde entier.

    La discrimination et les abus généralisés fondés sur le genre constituent l’inégalité la plus répandue dans toutes les sociétés.

    Chaque jour, il semble que nous soyons confrontés à de nouveaux cas révoltants de féminicides, de violences fondées sur le genre et de viols collectifs – en temps de paix comme en tant qu’arme de guerre.

    Dans certains pays, les lois sont utilisées pour menacer la santé et les droits reproductifs. 

    Et en Afghanistan, les lois sont utilisées pour entériner l’oppression systématique des femmes et des filles.

    Et je suis désolé de constater que, malgré des années de beaux discours, l’inégalité de genre se manifeste, et je vous demande pardon de le dire, elle se manifeste aujourd’hui encore, pleinement dans cette enceinte.

    Moins de 10 pour cent des intervenants au Débat général de cette semaine sont des femmes.
     
    C’est inacceptable, surtout quand on sait que l’égalité entre les femmes et les hommes contribue à la paix, au développement durable, à l’action climatique et bien plus encore.

    C’est précisément pour cela nous avons pris des mesures spécifiques pour atteindre la parité hommes-femmes parmi les hauts responsables de l’Organisation des Nations Unies, objectif qui est déjà complété.

    C’est faisable.

    J’exhorte les institutions politiques et économiques du monde dominées par les hommes à le faire aussi.

    Les inégalités mondiales se reflètent et se renforcent jusque dans nos propres organisations internationales.

    Le Conseil de sécurité des Nations Unies a été conçu par les vainqueurs de la Seconde Guerre mondiale. 

    À l’époque, la majeure partie du continent africain était encore sous domination coloniale. 

    À ce jour, l’Afrique n’a toujours aucun siège permanent au sein de la principale instance de paix du monde. 

    Un changement s’impose.

    Il en va de même pour l’architecture financière mondiale, mise en place il y a 80 ans. 

    Je félicite les dirigeants de la Banque mondiale et du Fonds monétaire international pour les mesures importantes qu’ils ont entreprises.

    Mais comme le souligne le Pacte pour l’avenir, la lutte contre les inégalités exige une accélération de la réforme de l’architecture financière internationale.

    Au cours des huit dernières décennies, l’économie mondiale s’est développée et transformée.

    Les institutions de Bretton Woods n’ont pas suivi le rythme.

    Elles ne sont plus en mesure de fournir un filet de sécurité mondial, ni d’offrir aux pays en développement le niveau de soutien dont ils ont tant besoin. 

    Dans les pays les plus pauvres du monde, le coût des intérêts de la dette dépasse, en moyenne, le coût des investissements dans l’éducation, la santé et les infrastructures publiques réunis.

    Et à l’échelle du monde, plus de 80 % des cibles des Objectifs de développement durable ne sont pas en bonne voie.

    Excellences,

    Pour que l’on puisse redresser le cap, les financements mobilisés pour le Programme 2030 et l’Accord de Paris doivent connaître un véritable bond.

    Cela implique que les pays du G20 montrent l’exemple sur le Plan de relance des Objectifs de développement durable, de 500 milliards de dollars par an.

    Cela implique également d’engager des réformes pour renforcer considérablement la capacité de prêt des Banques multilatérales de développement, afin qu’elles puissent proposer bien davantage de financements abordables et à long terme pour l’action climatique et le développement.

    Cela implique de débloquer plus largement des financements pour imprévus, à travers le recyclage des droits de tirage spéciaux.

    Et cela implique de promouvoir une restructuration de la dette à long terme.

    Je ne me fais guère d’illusions sur les obstacles que nous rencontrerons dans le cadre de la réforme du système multilatéral.

    Ceux qui détiennent le pouvoir politique et économique – et ceux qui croient le détenir – ont toujours une aversion au changement.

    Pourtant, le statu quo ébranle déjà leur pouvoir.

    Sans réforme, la fragmentation est inévitable, condamnant les institutions mondiales à perdre en légitimité, en crédibilité et en efficacité.

    Excellences,

    Le troisième facteur de l’insoutenabilité de notre monde est l’incertitude.

    Le sol se dérobe sous nos pieds.

    L’anxiété est à son comble.

    Les jeunes, en particulier, comptent sur nous et recherchent des solutions.

    L’incertitude est aggravée par deux menaces existentielles : la crise climatique et les bouleversements technologiques rapides, notamment l’intelligence artificielle.

    Excellences,

    Nous assistons à un véritable effondrement du climat.

    Les températures extrêmes, les incendies violents, les sécheresses et les inondations catastrophiques ne sont pas des catastrophes naturelles.

    Ce sont des catastrophes humaines, dont les combustibles fossiles précipitent l’enchaînement.

    Aucun pays n’est épargné. Mais ce sont les pays les plus pauvres et les plus vulnérables qui paient le prix fort.

    Les calamités climatiques obèrent les budgets de nombreux pays d’Afrique et leur coûtent jusqu’à 5 % de leur PIB – chaque année.

    Et ce n’est que le début.

    La température mondiale est sur le point de dépasser la limite de 1,5 degré.

    Mais si le problème s’aggrave, les solutions que l’on y apporte deviennent plus efficaces.

    Prenons l’exemple des énergies renouvelables : leur prix diminue fortement, leur déploiement s’accélère et des populations voient leur quotidien transformé par une énergie propre, accessible et d’un coût abordable.

    Les énergies renouvelables ne servent pas qu’à produire de l’électricité. Elles créent aussi des emplois et de la richesse, sont gages de sécurité énergétique et permettent à des millions de personnes de sortir de la pauvreté.

    Mais cela ne doit pas passer par le pillage des pays en développement.

    Notre Groupe chargé de la question des minéraux essentiels a recommandé que des mesures équitables et durables soient prises pour répondre à la demande mondiale dans ces ressources, indispensables à la révolution des énergies renouvelables.

    Excellences,

    Il est certain qu’un monde sans combustibles fossiles verra le jour. En revanche, rien ne dit que la transition sera rapide ou équitable.

    Cela dépend de vous.

    D’ici à l’an prochain, tous les pays devront élaborer de nouveaux plans d’action nationaux pour le climat ambitieux – ou déterminer leurs contributions au niveau national.

    Ils devront faire converger leurs stratégies énergétiques nationales, leurs priorités en matière de développement durable et les ambitions climatiques.

    Ils devront ne pas dépasser la limite de 1,5 degré, couvrir l’ensemble de l’économie et concourir à la réalisation de tous les objectifs de transition énergétique convenus lors de la COP28.

    Dans le rapport qu’elle a publié aujourd’hui, l’Agence internationale de l’énergie chiffre le niveau d’ambition à atteindre.

    D’ici à 2035, en moyenne, les émissions de gaz à effet de serre doivent diminuer de 80 % dans les économies avancées, de 65 % dans les marchés émergents.

    Les pays du G20 sont responsables au total de 80 % des émissions.

    Ils doivent mener la charge, en respectant le principe des responsabilités communes mais différenciées et en tenant compte des capacités de chacun, en fonction des différents contextes nationaux.

    Mais cette action doit s’inscrire dans une démarche collective et suppose la mise en commun des ressources, des capacités scientifiques et de technologies abordables à l’efficacité avérée pour que tous puissent atteindre cet objectif.

    J’ai l’honneur de collaborer étroitement avec le Président Lula, dont le pays préside le G20 et accueillera la COP 30, afin de garantir le plus haut degré d’ambition possible, d’accélérer le rythme des progrès et de favoriser la coopération.

    Nous venons de nous rencontrer pour discuter de cela.

    Les financements sont d’une importance cruciale.

    La COP29 arrive à grands pas.

    Elle doit être l’occasion de fixer un nouvel objectif ambitieux en matière de financement.

    Il faut également que le fonds pour les pertes et les préjudices soit à la hauteur de l’enjeu et que les pays développés tiennent leurs promesses en matière de financement de l’adaptation.

    Et l’heure est venue de faire bouger les lignes face à une situation insensée.

    Nous continuons de récompenser les pollueurs qui détruisent notre planète.

    Le secteur des combustibles fossiles continue d’engranger des profits et des subventions considérables, mais ce sont les populations qui supportent les coûts de la catastrophe climatique, depuis la hausse des primes d’assurance jusqu’à la perte de leurs moyens de subsistance.

    Je demande aux pays du G20 de mettre fin aux subventions et aux investissements liés aux combustibles fossiles et de financer à la place une transition énergétique juste,

    De mettre un prix au carbone.

    Et d’adopter des sources de financement nouvelles et novatrices – notamment en instaurant une redevance internationale de solidarité sur l’extraction des combustibles fossiles, au moyen de mécanismes juridiquement contraignants et transparents.

    Et ce, d’ici à l’année prochaine.

    Et ce en tenant compte du fait que pour les responsables, l’heure des comptes a sonné.

    Les pollueurs doivent payer.

    L’essor rapide des nouvelles technologies est une autre menace existentielle dont les conséquences sont imprévisibles.

    L’intelligence artificielle transformera notre monde du tout au tout : le travail, mais aussi l’éducation, la communication, la culture ou encore la politique.

    Nous savons que l’intelligence artificielle progresse rapidement, mais où nous mène-t-elle ?

    Vers plus de liberté ou plus de conflits ?

    Vers un monde plus durable ou de plus grandes inégalités ?

    Serons-nous mieux informés ou plus faciles à manipuler ?

    Une poignée d’entreprises et même de particuliers ont déjà acquis un pouvoir immense grâce au développement de l’intelligence artificielle, sans, pour le moment, avoir véritablement à rendre des comptes et sans grand contrôle.

    Faute de mesures mondiales pour en gérer le déploiement, l’intelligence artificielle risque d’engendrer des divisions artificielles dans tous les domaines, de donner lieu à une grande fracture entre deux internets, deux marchés et deux économies et, ainsi, de faire naître une situation où chaque pays serait contraint de choisir un camp, ce qui serait lourd de conséquences pour l’humanité tout entière.

    L’ONU est une instance universelle de dialogue et de consensus.

    Elle est particulièrement bien placée pour promouvoir la coopération en ce qui concerne l’intelligence artificielle, sur la base des valeurs de la Charte et du droit international.

    C’est dans cette enceinte, et nulle part ailleurs, que les membres de la communauté internationale débattent.

    Je salue les premières mesures importantes qui ont été prises.

    Deux résolutions de l’Assemblée générale, le Pacte numérique mondial et les recommandations de l’Organe consultatif de haut niveau sur l’intelligence artificielle, peuvent asseoir les bases d’une gouvernance inclusive de l’intelligence artificielle.

    Ensemble, faisons de l’intelligence artificielle une force au service du bien.

    Rien n’est éternel.

    Mais l’humanité a ceci de particulier qu’elle croit le contraire.

    L’ordre en place a toujours l’air d’être indémontable.

    Jusqu’au jour où tout bascule.

    L’histoire de l’humanité a été marquée par l’essor et la chute d’empires, l’effondrement de vieilles certitudes et de véritables séismes sur le théâtre du monde.

    Aujourd’hui, nous allons droit dans le mur.

    Il est dans notre intérêt à toutes et à tous de gérer les transformations colossales qui sont en cours, de déterminer l’avenir que nous voulons et de faciliter son avènement dans le monde.

    Beaucoup pensent que les divisions et les divergences d’aujourd’hui sont insurmontables,

    Que nous ne parviendrons pas à nous rassembler pour le bien commun.

    Vous avez prouvé que ce n’était pas le cas.

    Le Sommet de l’avenir a montré que nous pouvons unir nos forces dans un esprit de dialogue et de compromis pour engager le monde sur une voie plus durable.

    Ce n’est pas une fin.

    Ce n’est que le début, une boussole dans la tempête.

    Il faut continuer sur cette lancée.

    Ne ménageons pas nos efforts : pour lutter contre l’impunité et renforcer le respect du principe de responsabilité… pour moins d’inégalités et plus de justice… pour échapper à l’incertitude et élargir le champ des possibles.

    Les populations du monde entier comptent sur nous, et les générations futures nous jugeront à l’aune de ce que nous aurons accompli.

    Nous devons ne pas les décevoir. Nous devons être à la hauteur de la Charte des Nations Unies… de nos valeurs et principes communs… et du bon côté de l’histoire.

    WASHINGTON, D.C. –  Rep. Earl L. “Buddy” Carter (R-GA) gave the following statement after the Federal Emergency Management Agency (FEMA) today issued a major disaster declaration for counties impacted by Hurricane Debby, including several in Georgia’s First Congressional District (GA-01):


    “I am glad FEMA approved this necessary funding for Georgia counties impacted by Hurricane Debby. After touring flooding in Richmond Hill, it became clear that these funds were urgently needed to help residents rebuild their homes and businesses. Today’s major disaster declaration officially puts GA-01 on the road to recovery,”
    said Rep. Carter.


    This announcement comes after Rep. Carter led the entire Georgia Congressional Delegation in a
    letter to the White House, in which the members expressed “full support of Governor Brian Kemp’s request for a major disaster declaration for the counties in the state of Georgia significantly impacted by Hurricane Debby, which caused severe damages beyond the combined capabilities of our state and local governments’ ability to respond.”


    The Major Disaster Declaration releases federal funds for:

    • Individual Assistance for Bryan, Bulloch, Chatham, Effingham, Evans, Liberty, Long, and Screven Counties.
    • Public Assistance for Appling, Atkinson, Bacon, Berrien, Brantley, Brooks, Bryan, Bulloch, Burke, Camden, Candler, Charlton, Chatham, Clinch, Coffee, Colquitt, Cook, Echols, Effingham, Evans, Jeff Davis, Jenkins, Lanier, Long, Lowndes, McIntosh, Pierce, Screven, Tattnall, Thomas, Tift, Toombs, Ware, and Wayne Counties.

    WASHINGTON, D.C.– Today, Congressman Troy A. Carter, Sr. (D-LA) announced $124,319,367 in funding from the Federal Emergency Management Agency’s (FEMA) Flood Mitigation Assistance Program to support 13 projectsthroughout LA-02. The Bipartisan Infrastructure Law, which Congressman Carter helped craft and voted for, greatly increased funding for the Flood Mitigation Assistance Program.

     

    “The Flood Mitigation Assistance Program has been a game-changer for Louisiana, providing critical funding to help communities build resilience against devastating flood disasters,” said Rep. Carter. “With nearly $125 million allocated for 13 projects in my district, including efforts to elevate 132 flood-prone homes in St. John the Baptist Parish, the program is making significant strides in protecting both lives and property. By focusing on disadvantaged communities and targeting localized flood risks, the FMA is not only reducing future flood damage, but also ensuring that vulnerable Louisianians can continue to live where we call home.”

    The Flood Mitigation Assistance (FMA) grant program is a competitive program that provides funding to states, federally recognized Tribal governments, U.S. territories, and local governments. Since the National Flood Insurance Reform Act of 1994 was signed into law, FMA funds have been used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program.

     

    Flood Mitigation Assistance competitive selections focus on reducing or eliminating the risk of repetitive flood damage to buildings and structures insured by the National Flood Insurance Program (NFIP).

  • MIL-OSI New Zealand: Celebrating completion of a major flood recovery project

    “The forecast was for around 300mm of rain in 24hrs, and what we ended up getting was 500mm of rain over 48hrs, spread everywhere from Waimakariri to Mackenzie.”

    The extreme rainfall caused widespread flooding and prompted a region-wide state of emergency. The floods caused extensive damage to homes and businesses, as well as critical infrastructure including stopbanks, riverbanks, and flood protection vegetation.

    “Initially we focused on damage reconnaissance, identifying damaged infrastructure across the region so we could prioritise and design repairs for each site,” Shaun said.

    “While our scope was to restore the resilience that existed before, on some sites we were able to mitigate the increasing challenges posed by climate change. This includes the room for rivers concept, which reduces pressure on flood protection assets and provides for a healthier waterway.”

    Project execution and achievements

    The project focused on more than 400 individual repair jobs across the region, including repairs to more than 5kms of stopbanks and planting more than 60,000 native and exotic trees.

    “In many cases, we were using existing vegetation that was still standing or that had washed out in the flood. We were able to drag it back in while it was still alive and replant it, turning a liability into an asset.

    “The other big part of work was erosion and scour protection. In some of the more constrained areas, such as through Geraldine township, we used rock protection to protect riverbanks from erosion.”

    While the project is complete, some sites remain vulnerable and continue to be monitored closely particularly while new vegetation becomes established. Recent flood events have tested these areas, providing valuable information for ongoing improvements.

    Community impact and future preparedness

    Councillor Ian Mackenzie, lead for Community Preparedness and Response to Hazards, said completion of the project marks a significant milestone in building future resilience for the safety of our communities.

    “This achievement not only protects our residents but also ensures the long-term sustainability of our infrastructure. We’re proud of the collaborative effort that has gone into this project and remain committed to serving our communities by continually improving our preparedness for environmental challenges.”

    Mark Faichnie, area supervisor – central, worked on the project from emergency response flood patrol to the reinstating of damaged sites across Ashburton. “It was an amazing sense of achievement, to have delivered all that work. I hope it provides landowners and farmers some security and reassurance.”

    The National Emergency Management Agency (NEMA) co-funded approximately $8.3 million of the total cost of $22.6 million, through a one-off emergency fund.

    Heritage places reflect the rich and varied stories of Canada and provide an opportunity to learn more about our diverse history.

    Yesterday, a celebration was held at the Victoria District National Historic Site to unveil new Canadian Heritage Rivers System plaques to commemorate the official designation of the Alberta section of the North Saskatchewan River as a Canadian Heritage River. Flags of Treaty 6 and the Otipemisiwak Métis Nation in Alberta were also installed and raised to commemorate the occasion. 

    The North Saskatchewan River is a traditional gathering place, travel route, and home to Indigenous peoples including the nêhiyawak (Cree), Niitsitapi (Blackfoot), Ktunaxa, Métis, Nakota Sioux, Iroquois, Dene, Ojibwe, Saulteaux, Anishinaabe, Inuit, and Assiniboine. For centuries, the river was a transportation and trade route, first for Indigenous peoples, then settlers and explorers coming from the east to the Rocky Mountains and to the west coast. It played a pivotal role in the fur trade, early scientific expeditions, human settlement patterns and agriculture. Today, the river continues to provide an important source of drinking water, habitat for plant and animal species, and support for the tourism and recreation industries. 

    A 49-kilometer segment of North Saskatchewan River within Banff National Park was designated as a Canadian Heritage River in 1989. The final remaining 718 km section of the North Saskatchewan River within Alberta was initially nominated by Smoky Lake County in 2019 for its outstanding cultural and recreational values. The designation was accepted and officially announced on March 22, 2024 (World Water Day).

    This initiative was made possible by many partners working together. The designation document identifies ongoing calls to action related to air and water quality, land use planning, and inter-sectoral/jurisdictional collaboration.

    • The North Saskatchewan River flows within the North Saskatchewan watershed across central Alberta and into Saskatchewan. The river travels 1,287 km from its origin in the Columbia Icefield in the Rocky Mountains of western Alberta to the ‘Forks’ within the province of Saskatchewan. This route transects four of Alberta’s six natural regions: Rocky Mountains, Foothills, Boreal Forest, and Parkland.

    • Besides the Clearwater/Christina rivers near Fort McMurray (designated in 2003), the North Saskatchewan is the second river in Alberta outside of a national park to be recognized in the Canadian Heritage Rivers System.

    • The Canadian Heritage Rivers System is a collaboration between the federal, provincial, and territorial governments. It gives national recognition to Canada’s outstanding rivers and encourages long-term stewardship of their natural, cultural, and recreational values for the benefit and enjoyment of Canadians, now and in the future.

    • There are currently 42 rivers or river segments designated under the Canadian Heritage Rivers System, totalling just over 10,000 kilometers across the country.

    • Parks Canada represents the Government of Canada on the Canadian Heritage Rivers Board and provides secretariat services, policy guidance, and financial support for the designation and commemoration of Canadian Heritage Rivers.

    The federal government is investing $187,638 in this project through the Rural Transit Solutions Fund (RTSF), and the provincial government is investing $46,910.

    The FSTCR helps Canadians living in rural and remote areas move more easily within their communities. It supports the development of rural transit solutions, including new models of transit services that could be replicated or expanded.

    The FSTCR Capital Projects component helps cover investment costs, such as purchasing vehicles or digital platforms, as well as supporting the purchase of zero-emission vehicles. This component ended on February 28, 2024.

    The FSTCR Planning and Design Projects stream is accepting submissions on an ongoing basis. Under this stream, eligible applicants may receive a grant of up to $50,000 to support community projects to plan and design a new or expanded transit solution for their community. Eligible activities under the Planning and Design Projects include route and mode assessments, feasibility studies, public and stakeholder engagement, and surveys.

    A minimum of 10% of FSTR funding is allocated to projects benefiting indigenous people and communities.

    One in five Canadians lives in a rural community. Canada’s rural communities generate nearly 30% of the country’s gross domestic product.

    The Rural Transit Solutions Fund complements Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. Through this plan, the federal government is providing federal funding for public transit to ensure clean and affordable transportation solutions are available in all communities.

    The new Canada Public Transit Fund (CCTF) will provide an average of $3 billion per year in permanent funding to address local transit needs by strengthening integrated planning, improving access to transit and active transportation, and supporting the development of more affordable, sustainable and inclusive communities.

    The FTCC serves the needs of communities of all sizes, from large metropolitan areas to mid-sized and smaller communities, including rural, remote, northern and Indigenous communities.

    Since 2015, the federal government has committed more than $30 billion to public transit and active transportation projects. These historic investments have enabled nearly 2,000 projects to be completed across the country.

    The funding announced today builds on work the federal government is doing under the Atlantic Growth Strategy to create well-paying jobs and strengthen local economies.

    Federal funding is conditional on the signing of the contribution agreement.

    Washington, DC – Today, the House of Representatives passed H.R. 8790, the bipartisan Fix our Forests Act.

    Included in this package is the Wildfire Tech Demonstration, Evaluation, Modernization, and Optimization (DEMO) Act (H.R. 4235), a bipartisan bill led by U.S. Rep. Young Kim (CA-40) that allows private entities to partner with federal land management agencies to test wildfire technologies alongside ongoing hazardous fuels mitigation activities and training.

    “Southern California wildfires, including the Airport Fire in our area, are a pressing reminder of the importance of wildfire response. Our first responders need all available tools to keep our communities safe and combat the ever-changing threat posed by wildfires,” said Rep.   • MIL-OSI USA: Pallone Leads Bipartisan Push to Make FEMA’s New Disaster Aid Rule Retroactive for Hurricane Ida Survivors

    WASHINGTON, D.C. – Congressman Frank Pallone, Jr. (D-New Jersey) is leading a bipartisan effort, alongside U.S. Representatives Jenniffer González-Colón (R-Puerto Rico) and Troy Carter (D-Louisiana), urging the Federal Emergency Management Agency (FEMA) to apply its new disaster aid rule retroactively. This would ensure that those affected by past events, like Hurricane Ida, can benefit from the improved and more accessible assistance. The proposed extension would cover major disasters declared since January 20, 2021, ensuring that survivors of these events—including those in New Jersey—are eligible for the updated relief measures.

     

    The draft interim Individual Assistance Program Equity rule, a major reform introduced by the Biden-Harris Administration in early 2024, marks the first significant overhaul of FEMA’s aid program in 20 years. The changes were driven by mounting frustrations from survivors who faced delays, denials, and excessive bureaucratic hurdles when seeking help. With the growing frequency and severity of disasters due to climate change, the Administration recognized the need for more accessible and efficient aid, particularly for low-income and vulnerable communities.

     

    Key updates include Critical Needs Assistance, which automatically provides $750 to cover immediate expenses, and up to $42,500 in FEMA aid not covered by insurance. The rule also eliminates outdated eligibility requirements, such as removing the mandate that the Small Business Administration reject a survivor’s loan application before they could receive FEMA aid, reduced documentation requirements, and a simplified appeals process. These changes aim to deliver faster, fairer assistance to those in need.

     

    “The Biden-Harris Administration has made meaningful changes to FEMA’s Individual Assistance program that will help New Jerseyans get back on their feet faster when the next storm hits,” said Pallone. “We must make these improvements retroactive, so people devastated by Hurricane Ida get the same opportunity to benefit and aren’t left behind.”

     

    “I’m proud to have advocated for changes to FEMA for future storm survivors, but I’m still nowhere near recovered from Hurricane Ida three years ago.  These changes would have helped me tremendously – I had to get an SBA loan because FEMA told me to apply.  I had no choice and am now very in debt and I am still fighting my flood insurance for a fair payout.  Having FEMA help more with my uninsured losses would be so much better than a loan I can’t afford to pay.  We are grateful to Congressman Pallone for his ongoing work on behalf of storm survivors and we hope the Biden administration makes the changes retroactive for my family and families like mine around the country,” said Leanna Jones a single mother of two and Storm Organizer with the New Jersey Organizing Project.

    Dear Administrator Criswell:

     

    We are encouraged by the Individual Assistance Program Equity interim final rule you announced on January 22, 2024 and urge you to make it retroactive to all major disasters with individual assistance that President Biden has declared since January 20, 2021. Retroactively making this assistance available to that date will allow many of our constituents impacted by devastating natural disasters to finally move forward with their recovery.

     

    This rule has the potential to dramatically improve Americans’ experience and ability to access the federal disaster assistance system. However, as members whose constituents have been impacted by recent major disasters, many of our constituents turned to the Federal Emergency Management Agency (FEMA) in their time of need and were denied assistance due to the preceding rule’s strict and confusing eligibility requirements. Likewise, our constituents that were deemed eligible for assistance may have received far less support under the preceding rule than they may potentially be able to receive now. These disaster survivors are still struggling to get back on their feet and they deserve the opportunity to benefit from the new and improved disaster assistance system. 

     

    We urge you to at least prioritize extending the rule’s coverage to survivors of the 19 largest disasters which had more than 10,000 Individual and Household Program applications:

     

    • 2021: Texas Severe Winter Storm Uri (DR-4586), Michigan Severe Storm (DR-4607), Louisiana, New Jersey, New York, and Pennsylvania Hurricane Ida (DR-4611, DR-4614, DR-4515, and DR-4618),  Kentucky Tornado (DR-4630)
    • 2022: Kentucky Flood (DR-4663), Missouri Flood (DR-4665), Puerto Rico Hurricane Fiona (DR-4671), and Florida Hurricane Ian (DR-4673)

    Under the old system, many survivors of these disasters were pushed into expensive or untenable circumstances due to their inequitable denial of Individual Assistance or low levels of federal support. Giving people a chance to receive assistance they were unjustly denied will allow them to make informed decisions regarding their housing needs without duress. Survivors of these disasters would especially benefit from the new rule’s changes to home repair assistance, the treatment of insurance proceeds, the definition of “owner-occupied” housing, rental assistance, and the elimination of the Small Business Administration application requirement, among other changes. The improved accessibility to Individual Assistance brought by these and other changes will help survivors fix their homes, make accessibility modifications, and ease short-term housing debts. FEMA could help these survivors move out of hotels, inadequate rental properties, nursing homes, and other care institutions and into safe and permanent housing.

    For the first time since 1983, Nambucca River oyster growers can harvest and directly sell their shellfish after the NSW Department of Primary Industries and Regional Development (DPIRD) rezoned sections of the river.

    NSW DPIRD Shellfish Program manager, Anthony Zammit, said two out of three Nambucca River harvest zones now have direct harvest approval.

    “This means locally grown shellfish can be sold directly from the waterway,” Mr Zammit said.

    “We’ve worked with industry to deliver this positive outcome, which gives Nambucca region oyster farmers the confidence to bring their shellfish to market.

    “Growers are now providing quality local seafood for the community to enjoy, as the NSW oyster industry continue to deliver valuable results to the economy, regional employment and tourism.”

    The rezoning of leases along the Nambucca River was achieved thanks to a year-long project to improve water quality, led by the NSW Environment Protection Authority (EPA).

    NSW EPA Executive Director of Operations, Jason Gordon, said the EPA had ramped up its work with Nambucca Valley Council over the past five years to prevent sewage overflows impacting the river.

    “Since 2019, we have placed seven pollution reduction programs on the local sewage plant’s Environment Protection Licence, requiring a range of upgrades to improve infrastructure, prevent overflows and enhance their response to pollution incidents,” Mr Gordon said.

    “We held regular meetings with the council and the local oyster industry to hear and address their concerns and helped with the cost of monthly water monitoring within the catchment.

    “This is a great example of collaboration across government, and we thank oyster growers, Nambucca Valley Council, DPIRD, the NSW Food Authority and the Department of Climate Change, Energy Environment and Water for working together to find a solution for a local problem.”

    The NSW Food Authority operates the NSW Shellfish Program in partnership with the NSW oyster industry to ensure the safety of shellfish harvested from NSW waters.

    The NSW EPA is continuing to work closely with local oyster growers and the council to monitor and improve water quality in the region.

    ​The call for projects launched last May as part of the Neuchâtel Climate Plan to strengthen local resilience in the face of climate challenges was a great success: 21 projects were submitted during the first deadline set. Among these, nine actions were selected to be supported with a total amount of 42,000 francs. Other projects have already been announced for the 2nd deadline scheduled for October 31.

    Creating social ties, consolidating support networks and strengthening collaboration are at the heart of the “living together” program, initiated by the canton last spring to mitigate the social consequences of global warming. The call was heard: despite an initial deadline set just a few weeks before the launch, no fewer than 21 projects have been submitted and several other interesting actions have already been announced for the future.

    Among a multitude of exciting ideas working for solidarity and cooperation, in connection with climate issues, the project selection committee, made up of people from the canton, municipalities and civil society, has selected nine initial projects that it proposes to support with a total amount of 42,000 francs. In addition, other requests for support are currently undergoing additional analysis. In addition, all the individuals and associations that have mobilized to participate in the program will be encouraged to join the dynamic created and synergies will be sought to explore all possible avenues of collaboration.

    The projects already supported to date will, for example, strengthen the circular economy, facilitate the emergence of new projects, raise awareness of environmental issues or promote eco-responsible consumption. A presentation file for this first batch of selected projects is attached in the appendix.

    WASHINGTON — During Climate Week NYC, FEMA held the Climate Resilient Infrastructure: Building a More Sustainable Future Summit with public, private and academic partners to discuss and examine resilient infrastructure challenges and innovative solutions to address the impacts of climate change. 

    During the event, the agency released new resource documents to provide comprehensive guidance on how communities can incorporate low-carbon and net-zero energy practices into FEMA-funded projects. These efforts support the agency’s strategic goal of leading the whole community in climate resilience.

    “Investing in local infrastructure means putting aside money today to secure a brighter, more resilient tomorrow. Yet, many state, local, territorial governments and Tribal Nations lack the resources, time or expertise to identify financing mechanisms to invest in climate resilience,” said FEMA Administrator Deanne Criswell. “This new report serves as a critical resource to help communities invest in climate resilience, by identifying examples of how partnerships with the private sector can help break the cycle of response, recovery—rinse and repeat.”

    The Biden-Harris Administration’s Inflation Reduction Act allows FEMA to provide financial assistance for costs associated with low-carbon construction materials and incentives that encourage low-carbon and net-zero energy projects. Signed by President Joseph R. Biden in 2022, the act marked a historic commitment to build a new clean energy economy and tackle the climate crisis. 

    It is crucial for communities to build infrastructure that is not only resilient but also sustainable. FEMA released three new resources. These include: 1) the Low-Carbon and Net-Zero Energy Overview for Public Assistance and Hazard Mitigation Assistance; 2) the FEMA Fact Sheet on Low-Carbon Materials Projects, and 3) FEMA Fact Sheet on Net-Zero Energy Projects. 

    Resource Highlights

    • Detailed Guidance: The documents offer in-depth information on the use of low-carbon materials like concrete, asphalt, steel and glass as well as the implementation of net-zero energy practices.
    • Eligibility and Reimbursement: Applicants can qualify for and receive reimbursement for costs associated with these sustainable practices.
    • Real-World Examples: A roadmap of practical examples of successful projects that have utilized low-carbon materials or net-zero energy is included.

    FEMA may fund costs associated with low-carbon materials, even when the costs are higher than those for conventional materials, to help cut carbon pollution and build back cleaner and more resilient. These clean, climate-resilient considerations apply to five FEMA grant programs. These programs include the Hazard Mitigation Grant Program, HMGP Post Fire, Pre-Disaster Mitigation, Building Resilient Infrastructure and Communities and Public Assistance.

    MANILA, PHILIPPINES (25 September 2024) — Moderating inflation, monetary easing, and sustained public spending particularly on major infrastructure projects, will support Philippine economic growth this year and the next, according to a report released by the Asian Development Bank (ADB) today.

    In its Asian Development Outlook (ADO) September 2024 report, ADB maintained its growth forecast for the Philippine economy at 6.0% for 2024 and 6.2% in 2025. The expansion in gross domestic product (GDP) will be driven by broad-based domestic demand, supported by lower inflation and interest rates, the report said.

    ADB lowered its inflation forecast to 3.6% in 2024 from its April estimate of 3.8%, reflecting the sustained deceleration in food prices partly due to lower tariffs on rice imports. Inflation is expected to ease further to 3.2% in 2025 compared to the previous estimate of 3.4%.

    “Most of the ingredients for the Philippines’ sustained economic growth are in place—rising government revenues are boosting public expenditures on infrastructure and social services, increasing employment is driving consumption, and reforms to open the economy to more investments are underway. With inflation slowing, the country is in a strong position to lead growth in Southeast Asia,” said ADB Philippines Country Director Pavit Ramachandran.

    However, risks remain from potential severe weather events which could drive inflation higher. External factors such as a sharper slowdown in major advanced economies and the People’s Republic of China, financial volatility due to US monetary policy decisions, geopolitical tensions, and rising global commodity prices also pose threats to growth, the report said.

    The Philippine government expects public infrastructure spending to range between 5.0%–6.0% of GDP annually from 2024 to 2028, after hitting 5.8% of GDP in 2023. The government’s “Build Better More” infrastructure program includes 66 ongoing projects and another 31 approved for implementation as of August 2024.

    The infrastructure program aims to enhance physical connectivity through railways, bridges, and airports, or strengthen water management through irrigation, water supply, and flood control. Climate change mitigation and adaptation, digital connectivity, energy, and agriculture projects, are also prioritized under this program.

    ADB is financing key infrastructure projects, such as the Malolos Clark Railway Project and the South Commuter Railway Project which will link Metro Manila to northern and southern provinces in the Luzon region. It is also supporting the Bataan-Cavite Interlink Bridge Project, and the Integrated Flood Resilience and Adaptation Project which aims to enhance flood and climate change resilience in three major river basins in the country.

The measure passed yesterday by consensus.
    “Today, we celebrate the preservation of subsistence whaling, a cultural practice our Alaska whalers have sustainably conducted for thousands of years,” said Sen. Sullivan. “This quota renewal is the result of hard work from the AEWC, represented in Peru by Chairman John Hopson Jr., Vice Chair Crawford Patkotak, and North Slope Borough Mayor Josiah Patkotak, and many others. Prior to the IWC meeting, John, Crawford, Josiah, other members of the AEWC and I met with senior executive branch officials and more than 20 different embassy representatives in the Capitol. This event was a pivotal opportunity to educate our global partners and our own federal government about our whalers’ priorities. Alaska and America couldn’t ask for better ambassadors than our whaling captains. I want to thank everyone involved who made this success happen, including a dedicated member of my staff, Mary Eileen Manning, who attended the Commission meeting in Peru, the U.S. Commissioner, and the entire U.S. delegation to the IWC. Congratulations to all of our whaling communities throughout the North Slope and the Bering Straits region!”
    The 2024 renewal built upon the successful 2018 renewal, when the U.S. delegation secured a streamlined quota renewal commitment.
    Background:
    As the ranking member of the Senate Commerce Oceans, Fisheries, Climate Change and Manufacturing Subcommittee—which has jurisdiction over our nation’s oceans, fisheries, and marine mammals, including whales—Senator Sullivan has relentlessly championed the efforts of Alaska Native whalers to continue the subsistence harvest of whales.
    In September 2024, the Alaska delegation sent a letter to embassies of IWC member countries, again reiterating the importance of subsistence whaling.
    In the lead up to the 2024 IWC meeting in Peru, Senator Sullivan hosted representatives from the Alaska Eskimo Whaling Commission, the North Slope Borough, and the Biden administration in a strategy meeting to educate global partners and the federal government about Alaska whalers’ priorities.
    Following the July 2024 meeting in Washington D.C., Senator Sullivan hosted a reception in the Capitol on the significance of subsistence whaling to the cultures and livelihoods of thousands of Alaska Native people. Speakers at the reception included Sen. Sullivan, Sen. Lisa Murkowski (R-Alaska), North Slope Borough Mayor Josiah Patkotak, AEWC Vice Chairman Crawford Patkotak, AEWC Chairman John Hopson, Jr., AEWC Secretary Herbert Kinneeveauk III, National Marine Fisheries Service (NMFS) Director Janet Coit, and Deputy Assistant Secretary of State Mahlet Mesfin.
    In September 2018 at the 67th IWC meeting in Brazil, the AEWC secured a renewal of its subsistence whaling quota for seven more years and, for the first time, the automatic renewal of its whaling quota as long as harvests remain sustainable. The measure passed by a vote of 58 to 7.
    In the lead up to the 2018 IWC meeting in Brazil, Sen. Sullivan kept in close communication with senior leadership at the U.S. State Department and the National Oceanic and Atmospheric Administration (NOAA), and sent his legislative director to the IWC meetings in Brazil to serve on the U.S. delegation.
    In August 2018, the Alaska delegation sent a letter to embassies of IWC member countries, reiterating their commitment to subsistence whaling.
    In July 2018, Senator Sullivan convened a strategy meeting in the Capitol with AEWC, the State Department, and NOAA to ensure continued coordination and foster direct high-level engagement. Afterward, Sen. Sullivan led a reception, hosted by the Alaska congressional delegation, for ambassadors and diplomatic officials of IWC member embassies.
    In April 2018, Senator Sullivan, alongside Senator Murkowski, introduced and passed out of the Senate Commerce Committee the Whaling Convention Amendments Act of 2018—which authorized the Secretary of Commerce to preserve the bowhead whale subsistence harvest and Alaska Native food security under U.S. law if the IWC had failed to act on the bowhead whale quota during their meetings in Brazil.
    Subsistence Whaling and IWC Background:
    Worldwide whale stocks are managed through the International Whaling Commission, a group of 88 countries that have ratified the International Convention for the Regulation of Whaling. The Whaling Convention Act of 1949 is the relevant U.S. implementing legislation.
    The convention allows for the harvest of certain whale species for nations that certify either a cultural or subsistence need for their aboriginal population. Russia, Denmark (for Greenland), the United States, and St. Vincent and the Grenadines are those nations who currently practice Aboriginal Subsistence Whaling (ASW).
    The subsistence harvest in Alaska is sustainable and non-commercial. The IWC has consistently certified that the biological status of Alaska’s bowheads is sustainable.

    WASHINGTON, D.C. – Today, Congressman Langworthy announced that New York State’s Major Disaster Declaration was approved by the Federal Emergency Management Agency (FEMA) for the extreme weather during August 8-10 in Allegany, Steuben, Broome, Delaware, Essex, Franklin, Jefferson, Ontario, St. Lawrence, and Yates Counties.

    “Seeing the damage up close in some of the hardest hit areas, it became clear how essential federal assistance was for these communities to recover, and I was proud to be a vocal advocate for the Southern Tier throughout this process,” said Congressman Langworthy. “With homes, businesses, and key infrastructure severely impacted, this Major Disaster Declaration will allow people to rebuild their lives. Now that this assistance is in place, we can focus on helping our neighbors get back on their feet after such a devastating storm.”

    Immediately following the flooding, Congressman Langworthy toured the Steuben County areas that were hardest hit, including Canisteo, Jasper-Troupsburg High School, Greenwood, Woodhull, and the Jasper sewage plant.

    Congressman Langworthy also penned a letter to President Joe Biden urging the swift approval of New York State’s Major Disaster Declaration request following the catastrophic flooding caused by Hurricane Debby in August 2024. Congressman Langworthy’s letter comes after New York State completed damage assessments and submitted its request. 

    In his letter, Congressman Langworthy highlighted the severe damage to major roadways, including state Route 417 and county Route 36, that have left residents cut off and businesses unable to operate. The Congressman also emphasized the need for additional Individual Assistance to ensure that residents can rebuild their homes.
