  • MIL-OSI New Zealand: Property Market – NZ residential construction costs edge higher, but pressures remain contained – Cotality

    New Zealand’s residential construction costs rose 0.6% in the June 2025 quarter, according to Cotality’s latest Cordell Construction Cost Index (CCCI) – up from a 0.3% increase in Q1. Despite this uptick, cost growth remains below the long-term average of 1.0% per quarter.

    Annual construction cost growth reached 2.7%, the fastest pace since Q3 2023. However, this modest acceleration largely reflects the removal of a sharp 1.1% drop in Q2 2024 from the annual comparison (i.e. a mathematical technicality), rather than a resurgence in price pressures.

    Cotality Chief Property Economist Kelvin Davidson said that while the quarterly lift is worth noting, cost inflation across the residential building sector remains relatively subdued.
    “Although the annual growth rate has nudged higher, it’s important to recognise this is more about base effects than any significant reacceleration,” Mr Davidson said.
    “At 2.7%, annual cost growth is still well below the long-term average of 4.2%, and a far cry from the COVID-era peak of 10.4% in late 2022. Overall, construction cost pressures remain contained.”
    Mr Davidson noted that reduced workloads across the sector over the past two to three years have created a degree of spare capacity, helping to ease cost pressures.
    “New dwelling consents have dropped from more than 51,000 in the year to May 2022 to fewer than 34,000 now,” he said. “That decline has taken the heat off both wages – which account for around 40% of the CCCI – and material costs, which represent roughly 50%.”
    The June quarter revealed a varied picture across individual product lines. Weatherboard cladding saw a 6% increase, while prices for decking timber and ceiling batts fell 1%.
    “Cost movements are now being driven by specific supply and demand dynamics rather than broad-based inflation,” Mr Davidson said. “We’re seeing more nuanced and patchy shifts that reflect a normalising market.”
    While the pace of growth has slowed, Mr Davidson warned that overall build costs remain elevated.
    “Households can be more confident costs won’t run away during a project, but the total cost to build remains a hurdle. With ample existing stock on the market, builders may still face challenges attracting new projects in the short term.”
    Looking ahead, Mr Davidson said several factors could support a gradual lift in construction activity.
    “Population growth is still positive, mortgage rates have eased, and regulatory settings around loan-to-value and debt-to-income ratios continue to favour new-builds. As the broader economy recovers, the construction sector should follow.”
    “Cost growth may well have bottomed out, with some renewed upward pressure possible in 2026. But a return to the double-digit growth rates of 2022 seems unlikely.”

  • MIL-OSI United Nations: South Sudan’s longest cholera outbreak enters critical stage

    The outbreak – which started in September 2024 and was confirmed a month later – comes amidst a protracted humanitarian crisis exacerbated by rising intercommunal violence, climate shocks such as flooding and catastrophic hunger.  

    “Now, more than ever, collective action is needed to reduce tensions, resolve political differences and make tangible progress in implementing peace,” said Anita Kiki Gbeho, UN Resident and Humanitarian Coordinator in South Sudan.  

    Alarming escalation

    Since the cholera outbreak was declared in October 2024, UN agencies and partners have documented over 80,000 cholera cases and 1,400 deaths.  

    This is in addition to regional outbreaks of mpox, hepatitis and measles among other communicable diseases.

    South Sudanese authorities, civil society and UN agencies held an inter-ministerial meeting on Monday to discuss what they called an “alarming escalation” in the spread of the outbreak. 

    “This is not merely a public health crisis, but a multi-sectoral emergency exacerbated by flooding, displacement, and limited access to basic services,” the ministers wrote in a communiqué released.  

    The group resolved to facilitate unimpeded humanitarian access to areas which already have outbreaks and to other areas at risk for outbreaks. The Government of South Sudan will coordinate these efforts.

    Partners will also work to preposition materials, improve water and sanitation infrastructure and coordinate proactive and reactive vaccination campaigns.  

    Time is running out

    With the peak of the rainy season on the horizon, the next eight weeks are critical in containing and mitigating the outbreak before severe flooding begins.  

    “Time is of the essence to prevent a further escalation of the outbreak,” the officials wrote.  

    Floods more than double the frequency of cholera outbreaks by imperiling access to clean water and impeding humanitarian access to affected areas. And with rising global temperatures making floods more severe, millions of South Sudanese who were not previously in regions of concern may now be at risk for cholera outbreaks.

    A preventable disease  

    Cholera is an acute diarrhoeal infection caused by consuming contaminated water or food. Although highly communicable, it is preventable through proper hygiene, regular handwashing, safe food preparation and storage, improved sanitation infrastructure, and vaccination.

    Symptoms typically include watery diarrhoea. Most cases are mild to moderate and can be treated effectively with oral rehydration salts (ORS) mixed with clean, boiled water.

    However, in severe cases, cholera can be fatal—sometimes within hours—if not treated promptly.

    Infected individuals can also transmit the disease through their faeces for up to ten days, even if they show no symptoms.

    Need for additional funds

    In South Sudan, the already inadequate water and sanitation infrastructure and overstretched public health system has further deteriorated as a result of displacement and conflict. This has ripened the conditions for the spread of cholera.

    The UN and its partners are working quickly to preposition emergency supplies, especially in these previously low-risk areas, but they are hampered by funding shortfalls. Agencies estimate that they will need $1.69 billion – of which they have only received $368 million – to address the many intersecting humanitarian needs in the country.  

    Nevertheless, the group of ministers insisted that this outbreak is and must remain a priority for all involved.

    “Cholera response and flood preparedness must be treated as urgent national priorities,” they said in the communiqué.

    HANGZHOU, July 8 (Xinhua) — Typhoon Danas, the fourth typhoon this year, made landfall for the second time in Dongtou District of Wenzhou City, east China’s Zhejiang Province, on Tuesday evening, local authorities confirmed.

    According to the Zhejiang Provincial Meteorological Station, the center of the typhoon made landfall at 21:25 local time, with wind gusts of up to 23 m/s and a minimum pressure of 990 hectopascals at the center.

    Trade and Environment Week 2025
    The WTO Secretariat report on the event highlighted the active engagement and vibrant discussions that took place throughout Trade and Environment Week as members and stakeholders explored the evolving relationship between trade and the environment. The 15 sessions, organized by WTO members, attracted high levels of participation, both in person and online.
    Key topics included agriculture and sustainability, climate resilience, carbon measures, deforestation and the circular economy, and decarbonizing supply chains. In addition, three WTO environmental initiatives – on fossil fuel subsidies, plastic pollution and sustainable development solutions – hosted events emphasizing inclusive approaches and developing country perspectives.
    Members hailed the event’s successful conclusion, acknowledging the breadth and depth of its discussions and its value as a platform for sharing experiences, generating new ideas and fostering collaboration among members and diverse stakeholders to better leverage trade policy in support of environmental sustainability and climate goals.

    Submissions
    At the 4 July meeting of the CTE, WTO members reviewed two submissions. The first was a joint submission by Japan and the Republic of Korea titled “Non-Binding Guidance on Methodologies for Measuring Embedded Emissions”, co-sponsored by Australia and the United Kingdom. Japan explained that the proposal aims to enhance transparency and interoperability around requirements for measuring embedded emissions in cross-border goods trade. It stressed that the proposal is intended to promote cooperation and to take on board the development dimension, and does not affect members’ existing WTO rights and obligations.
    A large number of delegations provided detailed and constructive comments on the new submission, and it was welcomed by many members who shared similar concerns over the high compliance costs – particularly for small businesses in developing economies and least-developed countries (LDCs) – caused by divergent approaches for measuring emissions. Several members underscored the importance of considering varying levels of development and climate responsibilities, and called for more inclusive consultations during the legislative processes.
    While welcoming the increased transparency envisaged in the proposal, some members emphasized that transparency should not replace or duplicate required notifications to relevant WTO bodies, nor place additional burdens on developing members. Many expressed openness to continuing work on the proposal with the co-sponsors.
    The second submission, tabled by Russia, was titled “Future Rules of Trade in Plastic Products and the WTO: Potential Conflict”. This paper raised concerns that future rules emerging from the ongoing UN plastics treaty negotiations – led by the Intergovernmental Negotiating Committee (INC) – could create trade barriers, particularly for polymers and plastic products, and could conflict with WTO disciplines. The next round of INC negotiations is scheduled for August in Geneva.
    While some members emphasized the need to ensure that any legally binding treaties are consistent with WTO rules, others expressed support for the ongoing negotiations on plastic pollution and the mutual supportiveness between multilateral environmental agreements and the WTO.
    Follow-up to thematic sessions
    The Chair of the CTE, Ambassador Erwin Bollinger of Switzerland, reported to the Committee on the outcomes of his recent consultations with members regarding the path forward further to thematic sessions on three key topics: trade-related climate measures (TRCMs), technology transfer and sustainable agriculture. Launched in November 2023 at the request of members, the thematic session series serves as a platform to deepen understanding of specific issues through concrete case studies and the sharing of practical experiences.
    The Chair noted that members appreciated the fruitful exchanges in recent thematic sessions and expressed willingness to engage constructively in further discussions. On TRCMs, the exploration in greater depth of three sub-topics – transparency, development and coherence/interoperability – was seen as the right way forward. On the topic of technology transfer, members showed strong interest in continuing discussions to support developing members’ green transition. Regarding sustainable agriculture, members were in favour of organizing a thematic session in October, and Barbados and the United Kingdom were appointed as moderators to help shape the agenda.
    Members thanked the Chair for his report and exchanged views on the next steps. Many members underscored the need for further technical work, focused on the three sub-topics identified by the Chair, to better understand the impact of TRCMs. The new joint proposal by Japan, the Republic of Korea, Australia and the United Kingdom was cited as a valuable contribution to advancing work on improving interoperability and transparency.
    Members reaffirmed their interest in deepening discussions on technology transfer and proposed various formats for experience-sharing. Broad support was voiced for the upcoming thematic session on sustainable agriculture, with a focus on environmental aspects. Members also highlighted the importance of ensuring that thematic discussions complement rather than duplicate work underway in other WTO committees.
    Transparency and information-sharing
    At the CTE meeting, members were briefed on developments regarding the Dialogue on Plastics Pollution and Environmentally Sustainable Plastics Trade (DPP), the Trade and Environmental Sustainability Structured Discussions (TESSD), and the Fossil Fuels Subsidy Reform (FFSR).
    The WTO Secretariat presented the 2023 report of the WTO Environmental Database, issued on 8 May 2025, with a thematic focus on pollution. It also briefed members on recent and upcoming WTO technical assistance activities tailored to the requests of members, including the 2024 Advanced Thematic Course on Trade and Environment and an initiative by the WTO, World Bank Group and the World Economic Forum titled “Action on Climate and Trade” (ACT). ACT is part of the WTO technical assistance offering, and is designed to support developing economies and LDCs in leveraging trade policy to support their climate change mitigation and adaptation objectives, while also identifying opportunities for green trade-led growth.
    The Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) provided an update on preparations for the 2025 Climate Change Conference (COP30), scheduled for November 2025 in Brazil. Brazil, which holds the COP30 Presidency, highlighted the COP30 Action Agenda, noting the inclusion of climate and trade as one of its key objectives. The WTO Secretariat briefed members, noting its collaboration with UN Trade and Development (UNCTAD), the International Trade Centre (ITC) and the International Chamber of Commerce (ICC) to monitor COP30 developments, explore potential support for Brazil’s priorities in the context of the COP30 Presidency, and provide updates to members as they become available.

    The next meeting of the Committee on Trade and Environment is scheduled for the week of 3 November 2025.

    Santiago network The Santiago network was established in December 2019 at COP25, as part of the Warsaw International Mechanism, for averting, minimizing and addressing loss and damage associated with the adverse effects of climate change, to catalyze the technical assistance of relevant organizations, bodies, networks and experts, for the implementation of suitable relevant approaches at the local, national and regional level, in developing countries that are particularly vulnerable to the adverse effects of climate change. (decision 2/CMA.2, para 43, noted by 2/CP.25). 

    The Parties to the UN Framework Convention on Climate Change Convention and the Paris Agreement subsequently decided on the functions of the Santiago network at COP26 and on the institutional arrangements to enable its full operationalization. Parties agreed the structure would comprise: 

    A hosted Secretariat that will facilitate its work, to be known as the Santiago network Secretariat; An Advisory Board, to provide guidance and oversight to the Santiago network Secretariat on the effective implementation of the functions of the network; and A network of organizations, bodies, networks and experts (OBNEs) covering a wide range of topics relevant to averting, minimizing and addressing loss and damage. 

    At COP28 in 2023, Parties selected the consortium of UNOPS and the United Nations Office for Disaster Risk Reduction (UNDRR) as co-hosts of the Santiago network Secretariat for an initial term of five years, with five-year renewal periods. 

    While UNOPS provides the necessary administrative and operational support for the effective functioning of the Secretariat, UNDRR provides the Secretariat with technical backstopping and expertise in the domain of averting, minimizing and addressing loss and damage consistent with the guidelines for preventing potential and addressing actual and perceived conflicts of interest in relation to the Santiago network.

    Regional Coordinator, Santiago network 

    Under the supervision of the Director of the Santiago network Secretariat, with support by the Senior Programme Manager, the Regional Coordinator drives and supervises provision of catalyzed technical assistance and membership matters in the respective region, as well as provision of related services, ensuring effective and timely support for developing countries that are particularly vulnerable to the adverse effects of climate change. 

    The Regional Coordinator leads the technical work of the Santiago network Secretariat, in the respective region, including programme delivery, and outreach, in consultation with UNDRR designated technical experts, and acts as key focal point for regional and national partners and technical agencies.

    The Regional Coordinator also leads the development and implementation of capacity building strategies and plans of the Santiago network in the respective region, including through strategic and actionable knowledge management.

    1. Setting up processes and systems

    • Contribute to the creation of an enabling environment for demand-driven technical assistance, including support in identifying regional needs and in preparing requests for technical assistance.

    2. Catalyzing technical assistance/Management of OBNEs

    • Lead the implementation technical assistance (TA) cycle in the relevant region, in coordination with central functions and with Desk Officers for LDCs and SIDS as applicable, including submission, review, matchmaking, delivery, monitoring and knowledge sharing.
    • Coordinate the effective engagement with developing countries, communities and other stakeholders in relevant region in identifying their capacity gaps and developing requests for TA, where needed, including through regional scoping workshops and consultative processes.

    • Lead the implementation of regional results-based monitoring and evaluation activities, in coordination with central functions, to assess the timeliness, appropriateness and outcomes of assistance provided under the Santiago network.
    • Oversee the implementation and delivery of results of technical assistance relevant region , under the Monitoring and Evaluation for Learning and Accountability (MEAL) Framework.
    • Identify, assess and manage risks and issues that may impact the effective delivery of technical assistance in the relevant region, in coordination with corporate functions.
    • Provide inputs on regional operations to inform Santiago network regular reporting to the Advisory Board and inputs to the Annual Report to the governing body or bodies.

    4. Partner and stakeholder engagement

    • Develop and implement regional, national, subnational and community-based strategies for the engagement of relevant stakeholders, aiming to facilitate demand-driven technical assistance.
    • Develop strategies for engaging and maintaining partnerships in the region , including collaborative projects, joint events, and resource sharing.
    • Establish communication channels and platforms for effective networking and information exchange among Members in the region, in coordination with central functions.
    • Lead capacity building of partners and stakeholders for strategic regional partnership development and engagement.
    • Contribute to the development of regional advocacy campaigns, policy briefs, and other materials to support the Santiago network’s regional advocacy efforts, in coordination with the Communications Manager.

    • Foster innovation and best practices in knowledge management, contributing to the development of feedback loops informed by operational experience.

    6. Corporate functions and team building

    • Uphold and model team values, fostering a respectful, inclusive and supportive, work environment, fostering collaboration between regional and global functions.
    • Contribute to the development and implementation of the Santiago network’s strategic, policy, and operational frameworks, ensuring alignment with its mandate and evolving needs.

    Education/experience/language requirements

    Education

    • An advanced university degree (Masters or equivalent), preferably in development studies, international relations, political science, environmental sciences and climate change, economics, social sciences, or related areas, is required.
    • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.

    Experience

    • A minimum of seven (7) years of relevant experience in the fields of programme development in developing countries, particularly in the areas of loss and damage, disaster risk reduction, climate change adaptation, development, or other related climate change and development areas, is required.
    • Of those seven (7) years, a minimum of at least five (5) years of demonstrated experience in the region in one of the relevant areas as listed above, is required.
    • Strong coordination, communication, and technical skills are desirable.
    • Familiarity with UNFCCC processes and the loss and damage agenda is highly desirable.

    Language

    • Fluency in oral and written English is required.
    • Fluency in oral and written Spanish is required.
    • Knowledge of another UN official language is an advantage.

    Clare Monica Walsh, the new Permanent Representative of Australia to the United Nations Office at Geneva, today presented her credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Prior to her appointment to Geneva, Ms. Walsh held the position of Chief Operating Officer and Deputy Secretary, Enabling Services Group, at the Department of Foreign Affairs and Trade of Australia, since 2022.  Earlier in her career, she held multiple other posts at the Department and posted abroad, including as Chief Operating Officer, Finance (2020–2022); Deputy Secretary, Global Cooperation, Development and Partnerships Group (2018–2020); Deputy Head of Mission, Australian Embassy in Japan (2016–2018); and as First Assistant Secretary, International Policy and Partnerships Division (AusAID) and Multilateral Development and Policy Division (2012–2015).  Ms. Walsh also held several positions in the Department of Climate Change and Energy between 2007 and 2012.

    Santiago network The Santiago network was established in December 2019 at COP25, as part of the Warsaw International Mechanism, for averting, minimizing and addressing loss and damage associated with the adverse effects of climate change, to catalyze the technical assistance of relevant organizations, bodies, networks and experts, for the implementation of suitable relevant approaches at the local, national and regional level, in developing countries that are particularly vulnerable to the adverse effects of climate change. (decision 2/CMA.2, para 43, noted by 2/CP.25). 

    The Parties to the UN Framework Convention on Climate Change Convention and the Paris Agreement subsequently decided on the functions of the Santiago network at COP26 and on the institutional arrangements to enable its full operationalization. Parties agreed the structure would comprise: 

    A hosted Secretariat that will facilitate its work, to be known as the Santiago network Secretariat; An Advisory Board, to provide guidance and oversight to the Santiago network Secretariat on the effective implementation of the functions of the network; and A network of organizations, bodies, networks and experts (OBNEs) covering a wide range of topics relevant to averting, minimizing and addressing loss and damage. 

    At COP28 in 2023, Parties selected the consortium of UNOPS and the United Nations Office for Disaster Risk Reduction (UNDRR) as co-hosts of the Santiago network Secretariat for an initial term of five years, with five-year renewal periods. 

    While UNOPS provides the necessary administrative and operational support for the effective functioning of the Secretariat, UNDRR provides the Secretariat with technical backstopping and expertise in the domain of averting, minimizing and addressing loss and damage consistent with the guidelines for preventing potential and addressing actual and perceived conflicts of interest in relation to the Santiago network.

    The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations.     Regional Coordinator, Santiago network 

    Under the supervision of the Director of the Santiago network Secretariat, with support by the Senior Programme Manager, the Regional Coordinator drives and supervises provision of catalyzed technical assistance and membership matters in the respective region, as well as provision of related services, ensuring effective and timely support for developing countries that are particularly vulnerable to the adverse effects of climate change. 

    The Regional Coordinator leads the technical work of the Santiago network Secretariat, in the respective region, including programme delivery, and outreach, in consultation with UNDRR designated technical experts, and acts as key focal point for regional and national partners and technical agencies.

    The Regional Coordinator also leads the development and implementation of capacity building strategies and plans of the Santiago network in the respective region, including through strategic and actionable knowledge management.

    Functional responsibilities

    1. Setting up processes and systems

    • Lead the implementation of the guidelines for responding to requests for technical assistance, the guidelines for the designation of members to the Santiago network, and relevant operational documents at the regional level.
    • Contribute to the creation of an enabling environment for demand-driven technical assistance, including support in identifying regional needs and in preparing requests for technical assistance.

    2. Catalyzing technical assistance/Management of OBNEs

    • Lead the implementation technical assistance (TA) cycle in the relevant region, in coordination with central functions and with Desk Officers for LDCs and SIDS as applicable, including submission, review, matchmaking, delivery, monitoring and knowledge sharing.
    • Coordinate the effective engagement with developing countries, communities and other stakeholders in relevant region in identifying their capacity gaps and developing requests for TA, where needed, including through regional scoping workshops and consultative processes.
    • Coordinate with the OBNE Engagement Specialist in building and managing a network of suitable OBNEs in the respective region for the provision of TA to support developing countries in averting, minimizing, and addressing loss and damage associated with climate change impacts in response to their needs.
    • Lead on the development and implementation of regionalTA and capacity building strategies and plans in order to support the achievement of the Santiago network strategy.

    3. Programme implementation and monitoring

    • Lead the implementation of regional results-based monitoring and evaluation activities, in coordination with central functions, to assess the timeliness, appropriateness and outcomes of assistance provided under the Santiago network.
    • Oversee the implementation and delivery of results of technical assistance relevant region , under the Monitoring and Evaluation for Learning and Accountability (MEAL) Framework.
    • Identify, assess and manage risks and issues that may impact the effective delivery of technical assistance in the relevant region, in coordination with corporate functions.
    • Provide inputs on regional operations to inform Santiago network regular reporting to the Advisory Board and inputs to the Annual Report to the governing body or bodies.

    4. Partner and stakeholder engagement

    • Develop and implement regional, national, subnational and community-based strategies for the engagement of relevant stakeholders, aiming to facilitate demand-driven technical assistance.
    • Develop strategies for engaging and maintaining partnerships in the region , including collaborative projects, joint events, and resource sharing.
    • Establish communication channels and platforms for effective networking and information exchange among Members in the region, in coordination with central functions.
    • Lead capacity building of partners and stakeholders for strategic regional partnership development and engagement.
    • Contribute to the development of regional advocacy campaigns, policy briefs, and other materials to support the Santiago network’s regional advocacy efforts, in coordination with the Communications Manager.

    5. Knowledge management and innovation

    • Facilitate the development, provision and dissemination of knowledge and information in the relevant region, on a wide range of topics relevant for loss and damage.
    • Champion knowledge on averting, minimizing and addressing loss and damage, relevant for technical assistance delivery in the respective region.
    • Promote and raise awareness of the Santiago network in the relevant region.
    • Foster innovation and best practices in knowledge management, contributing to the development of feedback loops informed by operational experience.

    6. Corporate functions and team building

    • Uphold and model team values, fostering a respectful, inclusive and supportive, work environment, fostering collaboration between regional and global functions.
    • Contribute to the development and implementation of the Santiago network’s strategic, policy, and operational frameworks, ensuring alignment with its mandate and evolving needs.
    • Support the implementation of a resource mobilization strategy for the Santiago network to secure funds for technical assistance for developing countries.
    • Represent the Santiago network in international fora and high-level meetings in the respective, contributing to advance the delivery of its mandate and objectives.
    • Others, as required by the supervisor.

    Education/experience/language requirements

    Education

    • An advanced university degree (Masters or equivalent), preferably in development studies, international relations, political science, environmental sciences and climate change, economics, social sciences, or related areas, is required.
    • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.

    Experience

    • A minimum of seven (7) years of relevant experience in the fields of programme development in developing countries, particularly in the areas of loss and damage, disaster risk reduction, climate change adaptation, development, or other related climate change and development areas, is required.
    • Of those seven (7) years, a minimum of at least five (5) years of demonstrated experience in the region in one of the relevant areas as listed above, is required.
    • Strong coordination, communication, and technical skills are desirable.
    • Familiarity with UNFCCC processes and the loss and damage agenda is highly desirable.

    Language

    • Fluency in oral and written English is required.
    • Fluency in oral and written Spanish is required.
    • Knowledge of another UN official language is an advantage.

    Contract type, level and duration

    Contract type: Staff – FTA Contract level: P4 (ICS-11) Contract duration: One year initially, renewable subject to satisfactory performance and funding availability.

  • MIL-OSI United Nations: New Permanent Representative of Australia Presents Credentials to the Director-General of the United Nations Office at Geneva

    Clare Monica Walsh, the new Permanent Representative of Australia to the United Nations Office at Geneva, today presented her credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Prior to her appointment to Geneva, Ms. Walsh held the position of Chief Operating Officer and Deputy Secretary, Enabling Services Group, at the Department of Foreign Affairs and Trade of Australia, since 2022.  Earlier in her career, she held multiple other posts at the Department and posted abroad, including as Chief Operating Officer, Finance (2020–2022); Deputy Secretary, Global Cooperation, Development and Partnerships Group (2018–2020); Deputy Head of Mission, Australian Embassy in Japan (2016–2018); and as First Assistant Secretary, International Policy and Partnerships Division (AusAID) and Multilateral Development and Policy Division (2012–2015).  Ms. Walsh also held several positions in the Department of Climate Change and Energy between 2007 and 2012.

    Ms. Walsh holds degrees from three Australian universities, including a Master of Management from the Australian National University (2006); a Graduate Diploma in Environmental Sciences from Murdoch University (1992); and a Bachelor of Arts from Curtin University (1989).

    The Secretary-General extends his deepest condolences to the families of all the victims and wishes a speedy recovery to the injured.

    Our health partners are helping to move patients to other facilities, providing psychosocial support and assisting with other urgent needs. They are also in contact with the hospital to coordinate any additional support required.
    Humanitarian workers are on-site at the hospital to provide water and psychosocial support, among other assistance.

    The Secretary-General returned to NewYork, after his visit to Central Asia.
    In Turkmenistan, his last stop before returning to New York, he met with Serdar Berdimuhamedov, the President of Turkmenistan.
    They discussed cooperation between the United Nations and Turkmenistan, and regional developments in Central Asia. The Secretary-General thanked the President for providing the UN Country Team in Turkmenistan with a new building.
    In a press encounter following the meeting, the Secretary-General said that Turkmenistan is playing a very important role in international relations and commended Turkmenistan’s policy of neutrality.
    He noted that Central Asia continues to face many obstacles to development – like water shortages, land degradation, natural hazards, and a lack of adequate connectivity.

    HANGZHOU, July 8 (Xinhua) — Authorities in east China’s Zhejiang Province have evacuated more than 71,000 residents from high-risk areas as Typhoon Danas approaches.

    According to the Zhejiang meteorological station, Danas was located 118 km east of Wenzhou City as of 2 p.m. Tuesday, moving west at a speed of 10 km/h.

    Provincial departments have taken various safety measures, including suspending 118 ferry routes, stopping 577 pleasure boats and canceling 372 train services. They have also closed 68 Grade A tourist areas and 70 high-risk tourist sites, and dispatched teams to 12 geological hazard zones in Wenzhou, Taizhou and Lishui.

    The provincial emergency management agency said about 57,000 rescuers across the province have been put on alert. –0–

After more than 35 years of research, we now have a precise molecular handle on temperature-sensitive lethality,” said Kostas Bourtzis, a molecular biologist in the Joint Centre’s Insect Pest Control Section and co-author of the study. “This opens up the possibility of expanding genetic sexing systems to a wide range of insect pests with agricultural, veterinary and medical relevance — a major advancement for SIT programmes globally.”

    “With the identification of the tsl gene, we are closing a major knowledge gap that has long hindered the application of genetic sexing beyond the Mediterranean fruit fly,” said Marc F. Schetelig, professor of insect biotechnology in plant protection at JLU and liaison officer at the newly established Liebig Centre for Agroecology and Climate Impact Research, also a co-author of the study. “This paves the way for highly specific and sustainable insect control strategies without the use of chemical insecticides.”

    The study exemplifies the longstanding close strategic partnership between JLU and the Joint FAO/IAEA Centre. With recent designation of the Liebig Centre for Agroecology and Climate Impact Research as an IAEA Collaborating Centre in May 2025, this collaboration has been institutionalized, enabling the joint development of biotechnology tools for sustainable insect pest control on a global scale.

  • MIL-OSI Analysis: Four reasons why many of us feel the global economy is not on our side

    During my adult life, I have never experienced what it’s like to live in a “good” economy. Starting with the global financial crash in 2008, which hit just as I began studying economics, the world seems to have lurched from crisis to crisis and the UK economy even more so.

    Some of those crises, like the crash and COVID, are sudden shocks. Others have been more gradual, such as increasingly unaffordable housing or the rising dominance of the world’s ultra rich.

    As I explore in my new book, Why We’re Getting Poorer, the result of these crises is an economic system which works for some much more than it does for others. Here are four reasons why you may be feeling let down.

    1. Grasping for growth

    Like many of his fellow leaders across the world, the British prime minister, Keir Starmer, is aiming to make economic growth the primary mission of his government. And understandably so.

    A growing economy puts more money in people’s pockets and brings other benefits such as low unemployment. But economic growth is not easy (in the UK it has been poor for a long time).

    That’s because there’s no GDP dial that a prime minister or president can simply turn up. Research shows that economic growth is an amorphous and difficult goal which depends on many factors – geopolitical, demographic, technological – outside any single country’s control.

    One option is to focus on achievable goals around investment, like the public investments of £113 billion on homes, transport and energy planned in the UK. But big projects can take a long time to build and develop, so even if they do boost growth, it can take a while for households to feel the benefits.

    2. Inherent inequality

    Against the backdrop of low growth in the UK has been high inequality, under Conservative and Labour governments. And again, inequality is an international issue.

    The wealth of the richest people in the world skyrocketed over COVID, buoyed in many cases by the increased importance of the tech sector during lockdowns. Even before the pandemic, wealth inequality was a problem across the globe.

    This imbalance has given the very richest opportunities to buy up commercial competitors, indulge in space travel and control large parts of the media, exerting extreme economic, social and political power. Needless to say, their economic priorities are not the same as everyone else’s.

    Meanwhile, communities and regions may be left behind, with declining physical and social infrastructure. People living in hollowed out areas where incomes and opportunities are limited are unlikely to feel that the economic system is working for them.

    3. Globalisation

    Globalisation has made a lot of people – in places like China, India and Brazil – better off. But it is not a system which ensures economic benefits for everyone.

    With global competition, big businesses are often under pressure to reduce costs. Free trade deals have often failed to enforce labour standards or redistribute gains to poorly paid workers, and in many cases simply made the rich richer.

    Such a distorted form of economic governance, where large sections of society end up feeling left behind was bound to provoke a response. Some would link it to recent political events like Brexit and the presidencies of Donald Trump, whose international tariffs are a clear attempt to reverse the rise of globalisation.

    Since the pandemic, more fault-lines have been exposed. The global economy has become too dependent on certain regions, epitomised by Taiwanese dominance in the manufacturing of semiconductors, or European reliance on Russia for gas and oil.

    Recent years have also seen supply chain bottlenecks, leading to shortages of goods including cars, phones and even salad ingredients. Inflexible global systems have been ineffective, and internationally agreed fixes are hard to achieve.

    4. Climate change

    World news at the start of 2020 was dominated by the massive wildfires raging across Australia. At the start of 2025, Los Angeles burned.

    As the global climate shifts and lurches, extreme weather events are becoming more common. Floods, hurricanes and extreme temperatures look to be the likely outcome.

    When sea levels rise, countless coastal cities will experience flooding, and many Pacific islands may disappear altogether. The UN’s climate science advisory group, the Intergovernmental Panel on Climate Change (IPCC) suggests that humanity will struggle with food production, disease and massive migration.

    This will all result in huge economic costs, impeding growth and disrupting livelihoods across the world. According to the IPCC, the impacts could range from extreme weather events disrupting infrastructure to changing weather reducing yields in agriculture, forestry and fishing.

    Yet many countries appear to be backtracking on their commitment to reducing emissions. It seems they would prefer to deal with the fallout of climate change rather than invest in potential solutions like carbon taxes, walkable cities or alternative fuels. But such acts of self-harm are not a sound basis for a prosperous economy, society or planet.

  • MIL-OSI USA: Attorney General Bonta Blasts U.S. EPA for Illegally Terminating Environmental Justice Grants

    OAKLAND – California Attorney General Rob Bonta today co-led a multistate coalition of 20 attorneys general in submitting an amicus brief supporting Earthjustice, Public Rights Project, and Southern Environmental Law Center in their class action lawsuit against the U.S. Environmental Protection Agency (EPA) for unlawfully terminating the Environmental and Climate Justice Block Grant program. The funding, secured through the Inflation Reduction Act (IRA), was explicitly appropriated by Congress to ensure that communities across the country would have access to clean air, safe water, and healthy homes, with a particular focus on supporting disadvantaged communities nationwide. In today’s amicus brief, the attorneys general argue that the Trump Administration’s actions to terminate the grant program will leave hundreds of local communities nationwide unable to pursue vital environmental justice and public health projects — jeopardizing their fight for clean air, safe water, and climate resilience efforts.  

    “Congress directed these funds to protect public health and address long-standing environmental injustices in communities that have borne the brunt of pollution for decades,” said Attorney General Bonta. “We are not going to stand by while this administration continues to take illegal action and dismantle environmental justice programs where they are most urgently needed.” 

    More than 200 grantees of the terminated program within the coalition of states— including non-profits, local and regional governments, Native American tribes, and educational institutions — were slated to receive over $1.38 billion to support frontline communities in combating pollution, improving public health infrastructure, and building climate resilience. Due to the termination of this program, at least 40 grantees within California have lost access to over $301 million in funding from the EPA, which represents the greatest number of EPA grantees and highest amount of EJ funding from EPA flowing to any single state.

    In the amicus brief, Attorney General Bonta, alongside the coalition, argues that: 

    • The termination of the program disproportionately harms marginalized and historically disadvantaged communities — including Native American tribes, non-profits serving low-income neighborhoods, and communities of color — undermining the core purpose of Congress’s instruction to EPA when it passed the IRA. 
    • By halting critical environmental justice and public health improvement projects, the Trump Administration’s actions put vulnerable populations at increased health risk. 
    • The Plaintiffs are likely to succeed on the merits in their argument that the EPA acted unlawfully by rescinding grants that were explicitly authorized by Congress under the IRA.

    Attorney General Bonta co-led the filing of today’s amicus brief, together with the Attorneys General of New York and Massachusetts, and is joined by the following states and territories: Arizona, Colorado, Connecticut, District of Columbia, Hawai‘i, Illinois, Maine, Maryland, Michigan, Minnesota, New Jersey, New Mexico, North Carolina, Oregon, Rhode Island, Vermont, and Washington.

  • MIL-OSI USA: $3M Awarded to Integrate EV Into the Grid

    overnor Kathy Hochul today announced $3 million has been awarded to three projects to advance technologies that can help integrate electric vehicles efficiently into the electric grid. The Governor has also made available $4 million to advance technologies that overcome data collection, transmission and operational challenges faced by utilities to manage electric vehicle (EV) charging. Together, these solutions will help to enhance grid flexibility, shift charging to accommodate energy demand, and lower charging costs for consumers.

    “New York is leading the way in building a smarter, more sustainable energy future,” Governor Hochul said. “By investing in innovative technologies that support EV charging and integration with the grid, we are strengthening our clean energy infrastructure to meet the demands of tomorrow. We are also improving grid resiliency while making it easier and more affordable for New Yorkers to drive electric.”

    The $3 million has been awarded to three projects through the Vehicle Grid Integration Program, administered by the New York State Energy Research and Development Authority (NYSERDA), which provides funding for projects that are scalable and advance electric vehicle charging infrastructure through product development, technology demonstrations, or new business models. Technologies include bi-directional charging, energy storage, on-site energy generation, and EV managed charging.

    New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Investing in vehicle to grid integration is a game changer for utilities and consumers when it comes to balancing demand on the electric grid and these awarded companies have put forward innovative solutions to improve the way we achieve that balance. Advancing technologies that can shift when electric vehicle charging happens will open the door for future cost reductions, more renewable energy resources like wind and solar, increased grid flexibility and fewer infrastructure upgrades.”

    The awarded projects include:

    • Charging Platform Lamppost Conduit Interconnection: Voltpost was awarded $775,000 to develop lamppost EV charging in the New York City area, Capital Region, and Hudson Valley focusing on UL certification, retrofits, and plans to deploy at least ten additional Level 2 charging stations in New York State.
    • Demonstrating Statewide Implementations of Flexible Interconnections for Fleets: The Mobility House was awarded $867,000 to show how utility distribution capacity can be maximized with flexible interconnections to support electric school bus charging at a depot in Staten Island and a second location yet to be determined in New York State to pilot a method for fast charger deployment that decouples charger construction from electric grid development timelines.
    • Distribution-Optimized EV Managed Charging to Enhance Grid Flexibility: Weave Grid, Inc. was awarded nearly $1 million to control when EV managed charging will occur in the Orange and Rockland Utilities service area by using software and topology data to coordinate schedules and balance the energy load.

    Managed EV Funding
    Also announced today is $4 million in new funding for a competitive solicitation offered through NYSERDA’s Electric Vehicle Managed Charging program. Proposals are sought from researchers, developers and consultants, who individually or as a team, will develop or demonstrate technologies that can solve the data collection, data transmission and operational challenges faced by utilities when integrating electric vehicles, regardless of supplier, with the electric grid. Proposals must include behind-the-meter EV integrated solutions including the transfer of bi-directional data and utility control over charging, or both to study how these solutions can alleviate demand on the electric grid.

    The focus of this solicitation was identified by NYSERDA working with Avangrid, parent company of Rochester Gas & Electric (RG&E) and New York State Electric & Gas (NYSEG), to provide data that will help inform future utility rate and program planning for EV managed charging.

    For more than fifty years, NYSERDA has been a trusted and objective resource for New Yorkers, taking on the critical role of energy planning and policy analysis, along with making investments that drive New York toward a more sustainable future. Today’s announcement builds on the success of NYSERDA’s Grid Modernization program, which since 2016 has awarded approximately $65 million to over 110 grid technology companies and research organizations for projects that improve low-cost high-accuracy grid sensors, modeling and simulation tools, and advanced engineering solutions. New York State’s investments in research, development, and commercialization support innovators accelerating the clean energy transition. NYSERDA’s Innovation and Research program is deploying approximately $1.2 billion over 15 years as direct research investments and commercialization support. To date, more than $800 million in investments have supported more than 700 companies and made nearly 300 products commercially available to individuals, businesses, and utilities.

    In addition, New York State is investing nearly $3 billion in electrifying its transportation sector and rapidly advancing measures that all new passenger cars and trucks sold, are zero emissions, along with all school buses being zero emissions the same year. There are a range of initiatives to grow access to EVs and improve clean transit for all New Yorkers including the Drive Clean Rebate, EV Make Ready, EVolve NY, the New York Truck Voucher Incentive Program (NYTVIP), the New York School Bus Incentive Program, and the Direct Current Fast Charger Program.

    Funding for this initiative is through the Clean Energy Fund (CEF).

    New York State’s Climate Agenda
    New York State’s climate agenda calls for an affordable and just transition to a clean energy economy that creates family-sustaining jobs, promotes economic growth through green investments, and directs a minimum of 35 percent of the benefits to disadvantaged communities. New York is advancing a suite of efforts to achieve an emissions-free economy by 2050, including in the energy, buildings, transportation, and waste sectors.

  • MIL-OSI USA: Attorney General James Takes Action to Block Unlawful Termination of Environmental Justice Grant Program

    EW YORK – New York Attorney General Letitia James co-led a coalition of 19 other attorneys general in filing an amicus brief supporting a lawsuit against the U.S. Environmental Protection Agency (EPA) for unlawfully terminating the Environmental and Climate Justice Block Grant Program. The grant program, created and funded by Congress through the 2022 Inflation Reduction Act, is designed to provide critical support to communities disproportionately impacted by pollution and climate change. Attorney General James and the coalition argue EPA’s abrupt and unlawful termination of the program and cancellation of grants has already caused widespread harm across their states, particularly in low-income communities and communities of color, and are urging the court to block the program termination while the lawsuit continues.

    “These climate and environmental justice grants are a lifeline for communities that have been historically left behind,” said Attorney General James. “From Buffalo to Far Rockaway, New Yorkers were counting on these funds to access clean energy, clean up air pollution, and prepare for climate disasters. When the federal government breaks its promises to our most vulnerable communities, the consequences can be devastating, even deadly. My office is fighting to ensure this grant program is restored so that New Yorkers are protected as we combat the climate crisis.”

    In the brief filed today in Appalachian Voices v. EPA, Attorney General James and the coalition emphasize that by terminating this grant program, the federal government is inflicting serious, lasting harm on vulnerable communities already grappling with disproportionate pollution burdens and the escalating effects of climate change. These communities, which are often low-income, communities of color, indigenous, or in rural areas, face overlapping environmental and public health crises. The attorneys general explain that these challenges have only been made worse by historical discriminatory policies, including racial segregation, redlining, and a systemic lack of investment in disadvantaged neighborhoods. These communities are under-resourced, have less access to infrastructure like clean drinking water and sanitation, and end up bearing the brunt of the burden from extreme weather disasters, since they are less equipped to recover from devastating events or easily adapt to a changing climate.

    In 2022, Congress created the grant program under the Inflation Reduction Act, mandating that EPA distribute $3 billion in funding specifically to help address these disparities. In New York alone, 22 grantees were awarded more than $70 million in funding to carry out projects to protect vulnerable residents from extreme heat, flooding, air pollution, and other environmental hazards. Another grantee, Fordham University in the Bronx, was awarded $50 million to provide as grants to community-based organizations in New York, as well as New Jersey, Puerto Rico, the U.S. Virgin Islands, and eight Indigenous Nations, for environmental justice projects. Grantees, often in partnership with non-profit organizations, academic institutions, and city agencies, would use the funds to protect residents from extreme weather events in Albany, Rochester, and Buffalo; combat flooding and excess heat in the Bronx and Yonkers; protect the Rockaways from storm surges; and more.

    Now, the sudden termination of these grants has forced grantees to lay off staff, halt programming, and freeze hiring. Attorney General James and the coalition argue that EPA’s mass cancellation of the environmental and climate justice grant program violates clear congressional mandates and fundamental constitutional principles. Congress directed the EPA to distribute these funds using mandatory language in the Inflation Reduction Act, leaving the agency no discretion to unilaterally withdraw support. The attorneys general emphasize that the executive branch cannot override Congress’s appropriations decisions based on its own policy preferences, and that in doing so, the administration violated the U.S. Constitution.

    Attorney General James and the coalition are urging the court to grant the plaintiffs’ motion for a preliminary injunction and ensure that the environmental justice grants will remain available for the communities that so desperately need them.

    Joining Attorney General James in filing this brief, which was co-led with Massachusetts Attorney General Andrea Joy Campbell and California Attorney General Rob Bonta, are the attorneys general of Arizona, Colorado, Connecticut, Hawai’i, Illinois, Maine, Maryland, Michigan, Minnesota, New Jersey, New Mexico, North Carolina, Oregon, Rhode Island, Vermont, Washington, and the District of Columbia.

  • MIL-OSI Canada: The Government of Canada is supporting 13 Indigenous-led clean energy projects through the Low Carbon Economy Fund’s Indigenous Leadership Fund

    As protectors of the land and water, Indigenous peoples have long been leaders in climate action. In addition to advocating for the care of our planet, First Nations, Inuit, and Métis are making significant contributions to lowering greenhouse gas emissions as leaders or key partners in the development of almost 20% of Canada’s clean electricity infrastructure.

    To further support this leadership, today, the Honourable Julie Dabrusin, Minister of Environment and Climate Change, announced over $40 million in funding through the Low Carbon Economy Indigenous Leadership Fund to support 13 Indigenous-owned and -led clean energy projects across Canada.

    These projects include the installation of solar panels, wind turbines, and heat pumps, as well as building energy retrofits that will help Indigenous communities save on energy costs and increase renewable energy use. They also help create jobs and leverage economic opportunities to further benefit those communities.

    • The K’ómoks First Nation in British Columbia will receive nearly $690,000 for its community solar project to install residential solar panels.
    • The Kinistin Saulteaux Nation in Saskatchewan will receive over $845,000 for its Kizis–Pimibizaowgamik project to build a charging system to power community EVs for local work and medical transportation.
    • The Makivvik Corporation in Quebec will receive approximately $3.5 million to purchase and distribute solar kits throughout Nunavik.
    • The Thunder Bay Indigenous Friendship Centre in Ontario will receive up to $1 million to install a heat pump system in the Thunder Bay Indigenous Friendship Centre’s new building.
    • The Sheshatshiu Innu First Nation in Newfoundland and Labrador will receive over $1.6 million to install heat pumps in community-owned homes on Sheshatshiu Indian Reserve No. 3.
    • The Gitlaxt’aamiks Village Government in British Columbia will receive over $2.8 million to purchase and install electric heat pumps in community homes.
    • The Mushuau Innu First Nation in Newfoundland and Labrador will receive over $5.8 million to purchase and install heat pumps in community-owned homes in the remote community of Natuashish.
    • The Qalipu Mi’kmaq First Nation Band in Newfoundland and Labrador will receive nearly $4.3 million to purchase and install heat pumps in homes owned by community members.
    • The Hiawatha First Nation 162 in Ontario will receive nearly $3.4 million to make the newly built Rice Lake Elder’s complex and community building net zero.
    • The Métis Nation of Alberta will receive over $9.2 million to retrofit approximately 500 citizen-owned homes across Alberta.
    • The Seabird Island Band in British Columbia will receive over $5.6 million to improve the energy efficiency of two schools and an administration building.
    • The Métis National Council Secretariat Inc. in Ontario will receive up to $150,000 to conduct an audit of the Métis National Council’s operating carbon footprint.
    • The Indigenous Clean Energy Social Enterprise in Ontario will receive over $1.2 million for a collaborative impact project responding to federal best practices for Indigenous participation in program advisory and governance.

    These investments reaffirm the Government of Canada’s commitment to support reconciliation and integrate Indigenous Knowledge, voices, and perspectives in the work toward a sustainable future for all.

  • MIL-OSI United Kingdom: Mini-exhibition aiming to create buzz around value of meadows

    Through funding from the UK Government Prosperity Fund, Tayside Biodiversity Partnership commissioned Edinburgh-based environmental artist Natalie Taylor to create a new work raising awareness about the importance of nurturing wildflower meadows.  

    Workwear for Pollinators is a small but striking collection of re-imagined workwear designed to be worn while tending meadows and inspired by the pollinators who depend on them. This collection reimagines garments as tools for ecological care—functional pieces created for those restoring biodiversity one wildflower at a time. Drawing direct inspiration from nature’s own palette, the designs bloom with vibrant wildflowers, soft grasses, and the delicate shapes of rarely seen insect species. 

    The apron and boilersuit were created in collaboration with Auchterarder Churches Together Craft Group, Parkdale Care Home, New Rannoch Day Centre and participants at The Workshop in Perth, and feature contact prints of Scottish wildflowers gathered in Summer 2024, and lifesize handmade pollinators – knitted bees and printed butterflies, dragonflies and moths. 

    The exhibition launched at Auchterarder Library on Saturday 5 July (UK National Meadows Day) and is on display there until Wednesday 9 July, then touring to the AK Bell Library in Perth between Thursday 10 and Friday 18 July, and Blairgowrie Library from 18 July to Friday 1 August. The AK Bell Library will also host a free Pollinator Patch drop-in workshop on 10 July from 1pm to 3pm where participants can create their own pollinator critters.     Climate Change & Sustainability Convener, Councillor Richard Watters said: “Appropriately opened on UK National Meadows Day, this exhibition reflects the importance of redeveloping our native meadows for the local environment and biodiversity.  

    “The project has been a real community effort with local groups working alongside the artist Natalie Taylor to create the workwear and I hope it and the allied events will encourage increased awareness of habitat loss and how we can all play our part to change this.”
