    Secretary-General of ASEAN, Dr. Kao Kim Hourn, attended the Cambodia Pavilion launch this late afternoon, at the Osaka, Kansai, Japan – World Expo 2025.

    Themed ‘Saving Lives,’ in reflection of its location in the Expo site, the pavilion was officiated by H.E. Samheng Bora, Secretary of State of the Ministry of Commerce of Cambodia, and H.E. Tuy Ry, Ambassador Extraordinary and Plenipotentiary of Cambodia to Japan, was also in attendance.

    The pavilion showcases Cambodia’s economic potentials and cultural heritage, accentuated by the world-renowned Angkor Archaeological Park. 2025 marks Cambodia’s fifth participation in the World Expo.

    Work is on track at the new home of the Gugan Gulwan Youth Aboriginal Corporation in Wanniassa.

    It will support Gugan Gulwan to deliver expanded services for Aboriginal and Torres Strait Islander Canberrans, including:

    • children
    • young people
    • families.

    The purpose-built centre will offer services in a culturally appropriate and familiar setting.

    It will have a private central gathering place. There will also be a fire pit to acknowledge traditional and contemporary cultural practices.

    The new facility will tell the stories of pre-colonisation, post-colonisation and contemporary history with an ongoing connection to Country through artwork and storytelling.

    It seeks to reflect and uphold Aboriginal identity, including when connections to Country may be elsewhere.

    Considered, sustainable design

    Aboriginal and Torres Strait Islander people have culturally led the design. Interpretive work within will reflect this.

    The unique façade features 43 highly detailed precast panels. Each weighs an average of eight tonnes.

    The project is targeting 5-star Green Buildings certification. Features include:

    • a performance glazing system
    • efficient lighting
    • a large solar PV system.

    The building will also collect water with a 1,700L rainwater collection tank.

    JP Morgan and Houlihan Lokey have emerged as the top mergers and acquisitions (M&A) financial advisers by value and volume for Q1 2025 in the latest Financial Advisers League Table by GlobalData, which ranks financial advisers by the value and volume of M&A deals on which they advised.

    Based on its Deals Database, the leading data and analytics company has revealed that JP Morgan achieved its leading position in the deal value rankings by advising on $133.6 billion worth of deals. Meanwhile, Houlihan Lokey led in terms of volume by advising on a total of 69 deals.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “It is interesting to note that both JP Morgan and Houlihan Lokey were also the top advisers by value and volume in Q1 2024. And despite registering a year-on-year decline in value and volume, respectively, they were still ahead of peers and managed to retain their leadership positions by these metrics in Q1 2025 as well.

    “Houlihan Lokey experienced a very margin drop and the number of deals advised by it mostly remained at the same level in Q1 2025 compared to Q1 2024. Meanwhile, around half of the deals advised by JP Morgan during Q1 2025 were billion-dollar deals*. Moreover, these also included four mega deals valued more than $10 billion, which played a pivotal role for JP Morgan is leading the pack by value. It also occupied the second position by volume.”

    An analysis of GlobalData’s Deals Database reveals that JP Morgan occupied the second position in terms of volume by advising on 56 deals followed by Goldman Sachs with 52 deals, PwC with 38 deals and Morgan Stanley with 36 deals.

    Meanwhile, Goldman Sachs occupied the second position in terms of value, by advising on $130.4 billion worth of deals followed by Morgan Stanley with $96.7 billion, Citi with $83.2 billion and Barclays with $74.7 billion.

    Kirkland & Ellis has emerged as the top mergers and acquisitions (M&A) legal adviser in Q1 2025 in terms of both value and volume on the latest Legal Advisers League Table by GlobalData, which ranks legal advisers by the value and volume of mergers and acquisition (M&A) deals on which they advised.

    Based on its Deals Database, the leading data and analytics company has revealed that Kirkland & Ellis achieved the leading position by advising on 108 deals worth $107 billion.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “Kirkland & Ellis outpaced its peers by a significant margin during Q1 2025 and was the clear winner by deal volume as well as value. It was the only firm with triple-digit deal volume during the review period. Moreover, it was also the only adviser with total deal value surpassing $100 billion.

    “Kirkland & Ellis registered double-digit jump in total value of deals advised by it during Q1 2025 compared to Q1 2024. Resultantly, it went ahead from occupying the fourth position by value in Q1 2024 to top the chart by this metric in Q1 2025. Kirkland & Ellis advised on 21 billion-dollar deals*, which also included two mega deals valued more than $10 billion. Involvement in these big-ticket deals helped Kirkland & Ellis to register improvement in terms of value as well as the ranking by this metric.”

    An analysis of GlobalData’s Deals Database reveals that Davis Polk & Wardwell occupied the second position in terms of value, by advising on $77 billion worth of deals followed by Cravath Swaine & Moore with $60.3 billion, Skadden, Arps, Slate, Meagher & Flom with $57.4 billion and Ropes & Gray with $56.3 billion.

    Meanwhile, Latham & Watkins occupied the second position in terms of volume by advising on 67 deals followed by CMS with 51 deals, White & Case with 50 deals, and Ropes & Gray with 49 deals.

  • MIL-OSI China: What to expect from 2025 consumer products expo in China’s Hainan?

    HAIKOU, April 12 — The 5th China International Consumer Products Expo (CICPE) will be held in south China’s island province of Hainan from April 13 to 18.

    As China’s only national-level exhibition focused on consumer goods, this year’s edition emphasizes innovation and global collaboration.

    One of the most noticeable highlights of the expo is its global participation and record scale. An estimated 71 countries and regions are set to participate, showcasing over 4,100 brands, including 65 Fortune Global 500 companies and industry leaders.

    Slovakia will make its debut with a national pavilion, while Brazil’s Sao Paulo State, along with several others, will launch regional pavilions for the first time.

    Britain, this year’s guest country of honor, will occupy over 1,300 square meters to display 53 brands spanning fashion, beauty, and home goods. Beijing, participating as a guest city for the first time, will feature a 400-square-meter themed exhibition zone.

    Some exhibition zones spotlighting cutting-edge technologies and emerging trends are set to become another major highlight of the expo.

    The tech innovation zone in Hall No. 1 features artificial intelligence (AI), smart homes, and low-altitude economy applications. Brands like Huawei, Tesla, and Unitree will demonstrate products such as their latest smartphones, humanoid robots, and AR glasses.

    Live displays of low-altitude tech, such as Xpeng AeroHT’s “flying car” and EHang’s drones for cross-sea transport and tourism, will take center stage.

    In the global lifestyle zone in Hall No. 4, luxury watches, cosmetics, and premium foods will offer visitors an immersive cross-border shopping experience.

    This year’s CICPE will also offer visitors tech-driven experiences, with debut showcases of brain-computer interfaces, exoskeletons, and sleep assistance tech designed for elderly care.

    Chinese provinces and municipalities will showcase their unique cultural heritage through innovative products. Meanwhile, international brands and Chinese time-honored names will unveil flagship products and heritage collections.

    China’s Ministry of Commerce, one of the organizers of the expo, will launch the “Shop in China” campaign, a nationwide initiative promoting shopping, dining, and tourism.

    The eco-friendly theme of the expo will be prominently featured throughout the event. The mascots, “Yuanyuan” and “Xiaoxiao,” inspired by Hainan gibbons, symbolize rainforest conservation. Expo branding seamlessly blends tropical elements with green concepts.

    The “message-in-a-bottle” sculpture at Haikou’s iconic Cloudscape library symbolizes global cultural exchange. Similarly, the 2025 CICPE aims to become Asia-Pacific’s largest consumer goods expo, bridging global brands with China’s market and highlighting Hainan’s role as a key free trade hub.

    WASHINGTON, D.C. — The Republican-majority U.S. House of Representatives voted to advance a budget that instructs Congress to make massive cuts to Medicaid, food assistance, and other programs Americans rely on, while adding $14 Trillion in new debt over the decade. Congresswoman McCollum (MN-04) joined all Democrats and two Republicans in voting no on the measure. 

    Following the vote, Congresswoman Betty McCollum released the following statement:

    “House Republicans are advancing an agenda that serves the wealthiest Americans at the expense of our nation’s working families. The Republican budget is a framework that instructs the Energy and Commerce Committee to cut Medicaid by as much as $880 billion and cut SNAP by as much as $230 billion, yet it fails to save any money. The reality is that by giving away massive tax cuts for giant corporations and billionaires like Elon Musk, their budget burdens Americans with trillions of dollars in new debt.

    “President Trump’s ‘Big Beautiful Bill’ fails to do anything to address the high cost of living or fix the economic mess created by the President’s trade war.”

    Congresswoman McCollum emphasized that this budget is virtually the same as the original budget passed by the House of Representatives in February. Just like the first budget, the budget passed today by House Republicans would harm Minnesotans on Medicaid.

    “Nearly 1.3 million Minnesotans—about one quarter of our state—are covered by Medicaid. A cut of this magnitude would have severe consequences on health care access for the families, seniors, people with disabilities, and especially children who rely on this coverage. That includes 172,000 of my constituents here in the Fourth District, 90,000 of whom are children on CHIP. The health and well-being of our communities are under attack by this Republican majority.

    “Here in the Fourth District, 54,000 Minnesotans rely on SNAP to put food on the table. SNAP Programs are particularly important to children as well as many seniors on a fixed income. I will continue to oppose all Republican efforts to take away food, healthcare, and basic government services that Minnesotans rely on.”

    Savannah McGuirk is using her PhD learnings to solve real-word problems through her start-up.

    While completing her PhD, Savannah McGuirk discovered an industry problem that was yet to be solved.

    With her research pointing the way, Savannah launched her business, Remote Water Analytics.

    From research to start-up

    “Research is funny like that,” Savannah said. “You never know where you going to end up.”

    “I started out my PhD looking at carbon levels in soil, but soon discovered that soil moisture was impacting remote sensing satellite and drone data for carbon monitoring. What I also found, was there is no consistency in methods for monitoring soil moisture levels with optical satellite data.”

    That’s when things shifted for Savanah. She saw the application of her scientific research for the purpose of solving real world industry problems.

    Remote Water Analytics is in its infancy as Savannah finalises her PhD, but she’s already working with some clients. She’s using state-of-the-art remote sensing technologies, like satellites and drones alongside advanced data science, AI and machine learning to pull comprehensive insights into soil and water conditions.

    “We can do soil moisture mapping as well as long and short-term soil monitoring. We can also provide geospatial data visualisation. Satellite data gives us near real-time access to accurate and actionable information,” she said.

    Savannah said they can help small scale farmers or large agricultural operations to adopt more sustainable practices.

    “To be honest, I was surprised there wasn’t already a product in market that could affordably, reliably and efficiently test soil moisture remotely.

    “Soil sampling and testing is an expensive and labour-intensive endeavour, particularly over large areas when we’re dealing with large agricultural holdings.”

    But it’s not just agricultural applications that Remote Water Analytics can deal with. Savannah is currently working with a local Canberra civil construction company who are developing a new Canberra suburb.

    “Construction companies can’t work when it’s wet without damaging the surfaces which they have already carefully prepared. By accurately monitoring soil moisture levels, we can get them back on site as quickly and safely as possible after rain, ultimately helping them get their job done faster and realise real financial savings.”

    ACT Government business support

    Earlier this year, Savannah attended the ACT Government’s first CBR Small Business Expo. Curious to see what was on offer, she came across the Access Canberra Business Assist Team.

    “I overheard them speaking to someone else, and they sounded helpful,” she said.

    “It got me thinking about whether there were any permits or licences I need to operate a soil and water management business.”

    Like a true Canberran, and scientist, Savannah was keen to know that she was following all the correct processes and had all the right licences and permits.

    After hearing Savannah’s story, the Business Assist Team got to work on her behalf, seeking advice across government, including from the ACT Environmental Protection Authority.

    Kim from the Access Canberra Business Assist Team said they were glad to provide advice to Savannah.

    “Savannah’s business is a bit niche, and we were able to give her peace of mind that she was compliant with necessary regulations,” said Kim.

    Savannah agreed.

    “It was reassuring to be able to access the team by email and get confirmation that I had done the right things and was compliant in running my business,” she said.

    As for what’s next for Savannah, her business is one of 24 across Australia participating in a business accelerator program run by the Commonwealth Government Department of Agriculture, Fisheries and Forestry.

    “It’s a three-month accelerator program to support drought-resilience in Australian agriculture.

    “I’m a scientist, so I’m looking forward to learning many of the skill sets I need to run and operate a successful start-up,” she said.

  • MIL-OSI USA: ICYMI: Davids Fights to Restore Manufacturing Support Slashed by Trump Administration

    In case you missed it, the Kansas City Star reported on Representative Sharice Davids’ new legislation to reverse devastating cuts made by the Trump administration to Kansas Manufacturing Solutions (KMS), a nonprofit that supports hundreds of Kansas manufacturers, including more than 500 in Kansas’ Third District alone.

    The decision to cut the Manufacturing Extension Partnership (MEP) contract — despite bipartisan support for bolstering domestic manufacturing — has already forced KMS to lay off over half its staff and threatens Kansas’ manufacturing ecosystem at a time of rising economic uncertainty and global supply chain challenges. 

    Davids’ bill, the Defend American Manufacturing Act, would ensure future MEP contracts are renewed and shield the program from politically motivated cuts, helping small and medium-sized manufacturers access the support they need to expand, improve operations, and create good-paying jobs.

    “KMS had been a part of the Manufacturing Extension Partnership, a nationwide federal program run by the National Institute of Standards and Technology. The institute, housed in the U.S. Department of Commerce, chose not to renew MEP contracts in Kansas and nine other states with program agreements that ended on March 31. 

    The non-renewals come even as Trump and his allies publicly emphasize the importance of American manufacturing and luring manufacturers into the country from overseas.

    ‘It was really a gut punch,’ Stovall said in an interview, adding later that tariffs don’t work without a strong manufacturing base to meet demand. ‘Cutting MEP now is like building a runway and then grounding the plane.’

    Roughly 4,400 manufacturers operate in Kansas, and 84% are owned by small and medium-sized enterprises, according to KMS’ 2024 annual report. Those small and medium-sized businesses represent the nonprofit’s target client – businesses who want assistance but aren’t large enough to afford high-end consulting. Kansas manufacturers employ some 173,000 people statewide, including over 30,000 in the 3rd District.

    Davids said KMS acts as ‘boots on the ground’ patterns for small and medium-sized manufacturers. The businesses were already dealing with economic uncertainty. But the federal decision to cut the Manufacturing Extension Partnership was ‘absolutely the rug being pulled out from under them.’ 

    Davids’ legislation faces an uncertain future in the Republican-controlled U.S. House. Davids said she plans to seek Republican support, adding that many lawmakers may not yet be aware of the cuts to the MEP program. 

    At a time when cuts to Medicaid are on the table in Congress and significant job losses are possible at the Social Security Administration and other federal agencies, Davids said, “we shouldn’t have to worry about whether Donald Trump is going to continue to support our ability to have a strong economy.’”

  • MIL-OSI USA: Rep. Cleaver Votes Against Budget Resolution that Opens Door to Slashing Medicaid and SNAP, Exploding Deficit to Provide Another Handout to Wealthy

    (Washington, D.C.) – Today, U.S. Representative Emanuel Cleaver, II (D-MO) voted against the Republican Budget Resolution that would open the door to slashing essential programs like Medicaid, SNAP, and Children’s Health Insurance Program (CHIP) while exploding the federal deficit to finance another round of tax cuts that overwhelmingly benefit the wealthiest Americans. 

    “As Missouri families continue to struggle with the cost of living, as well as the economic chaos created by the president’s reckless tariff policies, my Republican colleagues are laser-focused on passing another round of tax cuts that overwhelmingly benefit the wealthiest Americans—paid for by slashing essential programs that working class Americans depend on like Medicaid, SNAP, CHIP, and more,” said Congressman Cleaver. “This isn’t just fiscally irresponsible, it’s a dangerous proposal that will drive up the cost of everything from healthcare and housing to groceries and energy, all while exploding the federal deficit.”

    According to estimates, the resolution would increase inflation, with the average American household’s purchasing power over the next five years falling by $300-$1,250. That does not include the average loss of $3,800 for the average American due to the president’s previously announced costly tariff plans.

    The Treasury Department found that the extension of the 2017 Tax Cuts and Jobs Act would give an average annual tax cut of $32,118 for those in the top 1 percent and an average annual tax cut of $314,266 for those in the top 0.1 percent. Nearly half the net benefit of extending the law would go to the top 5 percent of households, or those making more than $450,000 per year.

    Meanwhile, working families will only receive a few hundred dollars in tax cuts a year while losing access to programs like Medicaid, SNAP, school meals, and more, as well as facing higher costs due to inflationary effects. According to the nonpartisan Congressional Budget Office (CBO), the Republican budget previously passed by House Republicans would result in the largest Medicaid cuts in American history—which would be particularly devastating to Missouri.

    In addition to the $880 billion in cuts to programs like Medicaid and CHIP, other devastating cuts to federal programs from the Republican budget include at least:

    • $330 billion in cuts targeting student loan programs, income driven repayment, Pell grants, and school meals;
    • $230 billion in cuts threatening nutrition assistance programs like the Supplemental Nutrition Assistance Program (SNAP);
    • $50 billion in cuts that endanger government employee retirement benefits and the federal workforce;
    • $10 billion in cuts to investments in local infrastructure made through the Bipartisan Infrastructure Law;
    • $1 billion in cuts that jeopardize the Consumer Financial Protection Bureau and federal financial regulators;
    • $1 billion in cuts to clean energy investments made under the Inflation Reduction Act.

    “Rather than pushing an extreme, partisan budget resolution that will take from the most vulnerable in our community and give to those in the top five percent, Congress should be focused on expanding tax cuts for working and middle class families, investing in healthcare and housing programs that will lower costs for Missourians, and ensuring the wealthiest among us pay their fair share,” said Congressman Cleaver. “As Republicans continue to pursue more reckless trickle-down economics, I will do everything in my power to put a stop to these reverse Robin Hood policies.”

    WASHINGTON – U.S. Rep. Robin Kelly (IL-02) released the following statement after the U.S. House of Representatives passed budget reconciliation instructions by 216-214. The budget directs the Energy and Commerce Committee, on which Rep. Kelly sits, to cut Medicaid by $880 billion.

    “The Republican budget betrays the American people. Republicans voted to slash Medicaid by $880 billion — the largest cut in history — which jeopardizes over 300,000 of my constituents’ healthcare. That’s almost half of the people living in the Second District. As grocery prices skyrocket, Republicans voted to cut food assistance by $230 billion, which would leave almost 190,000 of my constituents without reliable meals.

    “Even more atrocious, Republicans passed this budget to make way for a $4.5 trillion tax cut for their billionaire friends. The top 0.1% would receive an average annual tax cut of $314,266 — compared to a few hundred dollars for working families. Even hardline conservatives who claim to care about the deficit bowed to President Trump and are paving the way for a $5 trillion debt limit increase. Republicans voted to enrich themselves, decimate our economy, and steal from hardworking Americans.”

    Kai’s design has been a way of connecting with his Japanese heritage.

    In brief:

    • Advice from Canberra Business Advice and Support Service (CBASS) has helped him plan his next steps.

    Kai McKenzie had just finished his final exam to become a qualified electrician, after four years as an apprentice. But, after being let go from his full-time electrician role late last year due to company downsizing, he decided to follow his love for fashion and create a Japanese-inspired fashion label which sold out its first public release in just five days.

    Connecting with heritage through fashion

    Born in Australia to a Japanese mother and Australian father, Kai said his fashion label, Minami Studios is an homage to his mother’s heritage and her maiden name.

    “I don’t know if it’s a common feeling that Australians born into two different cultures experience, but I felt a void and a lack of connection to my Japanese heritage,” he said. “This has been my way of connecting with it.”

    With a trip planned to Japan late last year, he started out by creating five Japanese-inspired pieces of clothing for the trip. He documented the process on his Instagram account and has now amassed 74,000 followers, both English and Japanese speaking.

    “I started posting in Japanese and now 10-15 per cent of my audience is based in Japan,” he said. “I posted really consistently until something resonated,” he said.

    Free CBASS business support

    Although Kai has found a great way forward with Instagram and socials, he said he was totally lost when it came to running a business.

    That’s when he turned to the Canberra Business Advice and Support Service (CBASS), an ACT Government-funded program that supports Canberra businesses of all sizes and stages.

    The service is delivered by Anna and Candice at Lighthouse Innovation who have over 30 years of business experience. They provide advice from setting up to closing a business and everything in between.

    Kai heard about CBASS from a family friend. He called that day to make an appointment and met with Anna and Candice two days later.

    “It was so reassuring to meet with them,” he said. “There is so much you need to do to set-up a business, and honestly I was lost.”

    “They really helped me streamline things and map out timelines for all my plans. It felt really overwhelming, but they gave me some things to focus on, which I have, and they’ve worked out really well.”

    CBASS offers up to four hours of free advice to business owners, tailored to their business needs.

    Looking to the future

    When asked what was next, Kai said he’s working on getting some more training to improve his technical skills and launching his first full collection.

    “I had my first public release of a piece just this August,” he said. “It was the Tome (pronounced Tohmeh) pant in black and Khaki. I sold out in five days, and it blew me away! I’m working on making all of those now for my customers, and progressing with the launch of my first full collection, which should be ready for release in early 2025.”

    Kai said he recommends anyone thinking of starting a business head to see Candice and Anna at CBASS.

    “Go and see them,” he said, “It’s been such a reassuring process.”

  • MIL-OSI USA: Cortez Masto Unveils Plan to Reform Federal Home Loan Bank System, Increase the Supply of Homes

    Washington, D.C. – Today, U.S. Senator Catherine Cortez Masto (D-Nev.) unveiled the Federal Home Loan Banks’ Mission Activities Act, her plan to reform the Federal Home Loan Banks (FHLBanks). This legislation would help ensure the FHLBanks are re-focused on their mission “to support housing finance and community development.”
    “When Congress created the Federal Home Loan Banks in 1932, the mission was simple: help families across the United States afford a home,” said Senator Cortez Masto. “However, in the more than ninety years since, the Federal Home Loan Banks have strayed from their mission. I’ve spent years pushing them to do more to support affordable housing in our communities, and I’m proud to present this next step to make them work for every American.”
    The 11 regional FHLBanks provide financing for more than 6,000 credit unions, banks, community development financial institutions, insurance companies and state housing finance agencies. These funds are meant to allow these organizations to invest more to meet the needs of their communities.
    The Federal Home Loan Banks’ Mission Activities Act would re-focus the FHLBanks on their mission requirements by:
    Requiring the FHLBank system to contribute 30 percent or a minimum of $200 million of its net earnings to its Affordable Home Program and other voluntary programs that meet community needs.
    Enabling small credit unions and community development financial institutions to pledge non-housing loans as collateral and join a Federal Home Loan Bank if they only provide small business, agricultural or community economic development loans.
    Tying FHLBanks Presidents’ compensation to how well the Banks are meeting their mission of supporting affordable housing and community development.

    Throughout her time representing Nevada, Senator Cortez Masto has made reforming the Federal Home Loan Banks a cornerstone of her work. In 2021, Cortez Masto introduced the Federal Home Loan Banks’ Mission Implementation Act, which included elements of this proposal. In Congress, Senator Cortez Masto has also highlighted the fact that Nevada has been treated unfairly by the system, and she has sought additional investment in Nevada by the FHLBank of San Francisco resulting in the first-in-the nation targeted Affordable Housing Program for the state.
    Following a 2022 letter Senator Cortez Masto sent to FHFA Director Sandra Thompson, the FHFA announced a review of the Federal Home Loan Bank system. In her letter, the Senator called for a review of the FHLBanks and requested that that review consult stakeholders and outside experts to ensure the FHLBanks responsibly used their federal funding. She also asked that the review consider how FHLBanks can better support affordable housing, rural and tribal communities, income inequality, infrastructure investments, and climate resilience. In late 2023, the FHFA released a comprehensive report calling for mission-focused reform of the FHLBanks.
    Last year, Cortez Masto – alongside Senators Warren (D-Mass.), Wyden (D-Ore.), Smith (D-Minn.), Baldwin (D-Wis.), Sanders (I-Vt.) and Fetterman (D-Pa.) – sent letters to each of the 11 Federal Home Loan Banks (FHLBanks) urging them to contribute at least 20% of their net income to affordable housing and other critical community grant programs. Earlier this year, the Senator secured a $10 million investment from the Federal Home Loan Bank of San Francisco into the Nevada Housing Division’s (NHD) single-family bond program.

    “While the Trump administration continues to freeze funding and propose plans that would eliminate the Office of Violence Against Women, the stark reality is that one in three women will experience domestic violence in their lifetime,” said Shaheen. “At the end of the day, it’s Granite Staters who will suffer if state offices and organizations who provide services don’t have the funding and support they depend on to provide help, counsel or comfort to domestic violence survivors. It’s inexcusable and I’ll continue fighting to protect these services.”

    Shaheen has long championed efforts in the Senate to boost services and programs for survivors of domestic and sexual violence. In the Fiscal Year (FY) 2025 U.S. Senate Commerce, Justice, Science and Related Agencies (CJS) Subcommittee Appropriations bill, Shaheen secured and helped advance $739.5 million, the highest funding level ever, for grants authorized by the Violence Against Women Act (VAWA), including $10 million for continued implementation of her Sexual Assault Survivors’ Bill of Rights grant program.

    In 2016, Shaheen led the effort to pass the Survivors’ Bill of Rights Act, which was signed into law by President Obama. The historic legislation guaranteed rights for survivors of sexual assault in federal cases and led to 21 states adopting similar legislation, including New Hampshire. Shaheen and Grassley’s bipartisan Survivors’ Bill of Rights in the States Act was signed into law as part of the FY 2023 national defense authorization legislation, and builds on the legacy of Shaheen’s initial legislation by ensuring that all survivors, not just those in federal cases, are protected.

    Upcoming seven open-to-all town halls in the Columbia Gorge, Eastern and Southern Oregon will be April 23-26

    Portland – U.S. Senator Ron Wyden today announced he will hold town halls later this month in Wasco, Umatilla, Grant, Harney, Lake, Klamath and Douglas counties.

    Heading into these seven open-to-all town halls between April 23-26, Wyden has held 1,110 open-to-all town halls in keeping his promise to have at least one town hall each year in each of Oregon’s 36 counties. 

    “I promised Oregonians in every nook and cranny of our state that I would always make myself available to answer questions and hear their concerns and opinions,” Wyden said. “That in-person connection has always been essential, and it’s more crucial than ever now during these unprecedented challenges to continue those direct conversations so all parts of Oregon are heard.”

  • MIL-OSI USA: Rosen, Colleagues Call on Small Business Administration to Mitigate Damage from Trump Tariffs to Small Businesses

    WASHINGTON, DC – U.S. Senator Jacky Rosen (D-NV), a member of the Senate Small Business and Entrepreneurship Committee, joined colleagues in a letter demanding that U.S. Small Business Administrator Kelly Loeffler take immediate action to address the impacts of Trump’s reckless tariff policies on small businesses. In Nevada, 99 percent of all businesses are small businesses, and tariffs are threatening their ability to stay afloat.
    “The situation is dire. From mom-and-pop restaurants unable to afford basic supplies like cooking oil to small manufacturers and high-tech startups struggling to afford the raw materials needed for innovation, small businesses across all sectors are facing the same crippling reality,” wrote the Senators. “As these costs rise, consumer confidence continues to plummet, and the economy stagnates. A survey by Small Business for America’s Future found that 71 percent of small businesses will need to increase prices to survive, but with consumer confidence at its lowest since the pandemic, many owners know their customers cannot afford higher prices. The tariffs, therefore, are not only increasing costs, but also are undermining the very demand from customers that small businesses rely on.”
    “Failure to act will not only jeopardize the livelihoods of small business owners but may also lead to long-term financial hardship for the 60 million workers employed by small business – especially those working paycheck to paycheck who cannot afford to be laid off or have jobs delayed or denied,” the Senators’ letter continued. “We urge you to take swift action to ameliorate the damage being inflicted on small businesses by the President’s tariff policies, combined with the chaos of cuts to federal services and investments that small businesses rely on. As a representative of millions of entrepreneurs who are on the brink of disaster and the voice of small businesses in the administration, you have an obligation to fight for their survival… America’s small businesses—and the workers they employ—are counting on you to take action before it is too late.”

    Senator Rosen has been fighting back against President Trump’s reckless tariffs and the destructive impacts they’re having on Nevada’s economy. Earlier this week, Rosen led a letter demanding that Secretary of Commerce Howard Lutnick and President Donald Trump immediately reverse course on the sweeping tariffs that are devastating small businesses in Nevada and across the nation. Senator Rosen also recently took to the Senate floor to oppose President Trump’s tariffs and highlight a letter she received from a small business owner in Reno outlining the devastating impact these tariffs will have on his business. Senator Rosen also helped pass a Congressional resolution to reverse President Trump’s devastating tariffs on virtually all Canadian goods that have raised prices for families and hurt Nevada’s businesses and economy.     A San Diego restaurant owner was sentenced today to 42 months in prison for schemes to defraud COVID-19 relief programs and filing false tax returns.

    According to court documents and evidence presented at trial, Leronce Suel was the majority owner of Rockstar Dough LLC and Chicken Feed LLC, both of which operated restaurants in the San Diego area, including Streetcar Merchants in the North Park neighborhood. He conspired with others to underreport over $1.7 million in gross receipts on Rockstar Dough’s 2020 corporate tax return and COVID-19 relief applications. Suel’s businesses fraudulently received $1,773,245 in COVID-related Paycheck Protection Program loans and Restaurant Revitalization Fund grants, two programs created to provide financial assistance to American suffering economic harm as a result of the COVID-19 pandemic.

    Suel and his co-conspirator misappropriated COVID-19 relief program funds by making substantial cash withdrawals from their business bank accounts, purchasing a home in Arkansas, and keeping more than $2.4 million in cash in Suel’s bedroom.

    Suel did not file timely tax returns for 2018 and 2019, despite being legally required to do so. On his 2020 through 2023 tax returns, Suel also did not report the income from his businesses including millions of dollars in cash he withdrew. Finally, in 2023, Suel filed false original and amended tax returns for multiple years, including personal tax returns for 2016 and 2017 that included false depreciable assets and business losses.

    In September 2024, Suel was convicted by a federal jury of wire fraud, conspiracy to commit wire fraud, tax evasion, conspiracy to defraud the United States, filing false tax returns, and failing to file tax returns. Following the convictions, Suel agreed to forfeit $1,466,918 in U.S. currency.

    In addition to this prison sentence, U.S. District Court Judge Ruth Bermudez Montenegro for the Southern District of California ordered Suel to pay approximately $1,773,245 in restitution to the Small Business Administration and forfeit $1,466,918. Restitution to IRS will be heard on June 6.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division, and U.S. Attorney Adam Gordon for the Southern District of California made the announcement.

    IRS Criminal Investigation investigated the case.

    Trial Attorney Julia Rugg of the Tax Division and Assistant U.S. Attorney Christopher Beeler for the Southern District of California prosecuted the case.

    As Trump’s Trade War Bludgeons US Economy, Duckworth, Durbin, Democratic Senators Slam Administration for Defunding Network of Centers That Boost American Manufacturing
    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Democratic Whip Dick Durbin (D-IL) joined U.S. Senators Maria Cantwell (D-WA), Tammy Baldwin (D-WI) and 11 of their Senate Democratic colleagues in a letter to Trump’s Commerce Secretary, Howard Lutnick, demanding answers regarding the Administration’s decision to cancel funding for 10 National Institute of Standards and Technology Hollings Manufacturing Extension Partnership (MEP) Centers across the country. The action came on April 1, one day before Trump announced sweeping tariffs on imports which tanked the stock market and raised warnings from experts of a recession.  
    “Small manufacturers rely on MEP Centers for essential support in adopting the latest advanced technologies, updating their cybersecurity, navigating supply chain challenges, and accessing workforce training—resources that are often out of reach for small businesses without this dedicated assistance,” the Senators wrote. “These centers drive innovation, boost productivity, and create high-quality jobs, strengthening both local economies and America’s global competitiveness. Without this critical federal support, MEP Centers—especially those with the fewest resources, and those serving rural and underserved communities—will be at the greatest risk of closure.
    The economic impact of these centers has been substantial. A report by Summit Consulting and the Upjohn Institute found that the MEP program generated a substantial economic and financial return ratio of more than 17:1 for the $175 million funding invested by the federal government in FY2023. The study also determined that MEP Center projects contributed to an overall increase of nearly 309,000 jobs nationwide.
    Since 1988, the MEP has worked to strengthen and empower U.S. manufacturing through a nationwide network of MEP Centers. The MEP National Network is comprised of 51 MEP Centers located in all 50 states and Puerto Rico and over 1,450 trusted advisors and experts at more than 430 MEP service locations that provide any U.S. manufacturer with access to resources they need to succeed. In Illinois, the Illinois Manufacturing Excellence Center (IMEC) leads a variety of initiatives to grow manufacturing, including supporting the development of quantum technologies in our state. IMEC has created and retained more than 7,000 jobs and assisted nearly 3,000 companies.

    Dear Secretary Lutnick,
    We write to express our deep concern regarding the Department of Commerce’s recent decision to cancel future funding for ten National Institute of Standards and Technology (NIST) Hollings Manufacturing Extension Partnership (MEP) Centers in Delaware, Hawaii, Iowa, Kansas, Maine, Mississippi, Nevada, New Mexico, North Dakota, and Wyoming. This decision has raised widespread concern across the entire national network of MEP Centers, prompting fears about whether these initial cancellations are the first step in a broader effort to dismantle the program and eliminate federal funding for all 51 centers, with centers in Colorado, Connecticut, Illinois, Indiana, Maryland, Michigan, New York, New Hampshire, North Carolina, Oklahoma, Oregon, Tennessee, Texas, Virginia, Washington, and Wisconsin expected to be notified about their status shortly. Given the MEP program’s long-standing, bipartisan support in strengthening small and medium-sized American manufacturers, we share these concerns and urge you to provide clarity and certainty on your plans for the future of the MEP program.
    According to the National Association of Manufacturers, 93% of manufacturers have fewer than 100 employees, while 75% have fewer than 20 employees. Small manufacturers rely on MEP Centers for essential support in adopting the latest advanced technologies, updating their cybersecurity, navigating supply chain challenges, and accessing workforce training—resources that are often out of reach for small businesses without this dedicated assistance. These centers drive innovation, boost productivity, and create high-quality jobs, strengthening both local economies and America’s global competitiveness. Without this critical federal support, MEP Centers—especially those with the fewest resources, and those serving rural and underserved communities—will be at the greatest risk of closure.
    Dismantling this program would not only disrupt benefits for small businesses but also undermine decades of federal investment in domestic manufacturing resilience, which Congress prioritized in the MEP program in the Omnibus Trade and Competitiveness Act of 1988. Congress also reauthorized the MEP program in the CHIPS and Science Act of 2022. NIST was provided $175 million in Fiscal Year (FY) 2025 to fund the MEP Centers. In FY2024 alone, the MEP National Network resulted in $2.6 billion in cost savings, $15 billion in new and retained sales, $5 billion in new client investments, and over 108,000 jobs created or retained. Additionally, a report by Summit Consulting and the Upjohn Institute found that the MEP program generated a substantial economic and financial return ratio of more than 17:1 for the $175 million funding invested by the federal government in FY2023. The study also determined that MEP Center projects contributed to an overall increase of nearly 309,000 jobs across the United States.
    Given these benefits and the funding in the FY 2025 Continuing Resolution, we request a full explanation of the rationale behind this funding decision and ask that you promptly reconsider. Additionally, we urge the Department of Commerce to provide Congress with an impact assessment detailing how this decision will affect manufacturers in the affected states and regions. This action has caused tremendous uncertainty for all MEP Centers and the thousands of American manufacturing companies and their workers. Therefore, to better understand your plans for renewals across other states in the future, we request a briefing on the way ahead for the overall MEP program prior to making any final non-renewal decisions by April 30, 2025. 
    Eliminating federal support for MEP Centers would hamper American small and medium-sized manufacturers. We urge you to take immediate action to protect the MEP program and the manufacturers that rely on it. We look forward to your response no later than April 30, 2025, and are ready to work with you to find solutions that maintain and enhance the MEP program’s ability to serve America’s manufacturing sector.

    Anaheim Hills, CA – As first reported in Fox Business, today, U.S. Representative Young Kim (CA-40) led the California Republican delegation in a letter to Department of Education Secretary Linda McMahon and Department of Justice Attorney General Pam Bondi urging their departments to conduct an investigation into recent reports of financial aid fraud affecting the California Community College system.  

    Rep. Kim was joined in sending the letter by Reps. Kevin Kiley (CA-03), Ken Calvert (CA-41), David Valadao (CA-22), Doug LaMalfa (CA-01), Darrell Issa (CA-48), Vince Fong (CA-20), Tom McClintock (CA-05), and Jay Obernolte (CA-23). 

    “Recent data from the Chancellor’s Office reveals that approximately 34% of community college applications from the last calendar year were fraudulent,” the members wrote. “These figures only account for those scams that were detected. Alarmingly, fraudulent actors have already siphoned off more than $10 million in federal funds and upwards of $3 million in state aid, according to the California Community Colleges Chancellor’s Office. This is not a marginal issue. It represents a major misuse of public funds and a betrayal of the trust Californians place in their education institutions.” 

    “Californians deserve a full account of how this was allowed to escalate and what concrete steps are being taken now to contain and resolve it,” the members continued.

    Cantwell, Colleagues Demand Reversal of Chaotic and Destructive Tariffs that Could Devastate U.S. Small Businesses

    In letter to Commerce Secretary Lutnick, Senators say Trump’s 10% tariff on all nations will “upend the global trade system that small businesses rely on to bring their goods to market”; Last Thursday, Cantwell introduced a bipartisan bill that would reassert Congress’ role in setting & overseeing U.S. trade policy

    WASHINGTON, D.C. – Yesterday, U.S. Senator Maria Cantwell (D-WA), senior member of the Senate Finance Committee and ranking member of the Senate Committee on Commerce, Science, and Transportation, joined 12 of her Senate colleagues in a letter demanding that Secretary of Commerce Howard Lutnick and President Donald Trump immediately reverse course on the sweeping tariffs that are devastating small businesses across the nation.  Cantwell previously chaired the U.S. Senate Committee on Small Business and Entrepreneurship.

    The senators emphasized how these new taxes on imported goods are raising prices for hardworking Americans and creating additional challenges for small businesses at a time when high costs are already making it difficult for them to operate.

    Sen. Cantwell recently introduced the bipartisan Trade Review Act of 2025, which would reassert Congress’ role in setting and overseeing U.S. trade policy. It has gained the endorsement of national small business groups like the Main Street Alliance and Small Business Majority.

    “Most small businesses operate on razor thin margins, so any increase in costs could be devastating for both day-to-day operations and business’ long-term success,” wrote the senators. “Now is the time to invest in our small businesses to ensure they have the resources necessary to navigate today’s high-cost environment. Across-the-board tariffs will have the opposite effect, squeezing small firms that lack the capital and resources to mitigate the worst effects of President Trump’s new trade barriers.”

    “From hospitality to retail to manufacturing, President Trump’s sweeping tariffs have the potential to upend decades of economic interdependence that allowed our nation’s small businesses to thrive. They must be reconsidered. To that end, we respectfully ask that you work with the President to reverse course on the 10 percent tariffs on all countries,” they continued.

    Washington state is home to 644,868 small businesses, which together employ more than 1.4 million people, accounting for 49% of all of the state’s workers.

    In addition to Sen. Cantwell, the letter was signed by Senators Jacky Rosen (D-NV), Chuck Schumer (D-NY), Kirsten Gillibrand (D-NY), Martin Heinrich (D-NM), Richard Blumenthal (D-CT), Peter Welch (D-VT), Jeff Merkley (D-OR), Mark Warner (D-VA), Andy Kim (D-NJ), Ben Ray Lujan (D-NM), Patty Murray (D-WA), and Gary Peters (D-MI).

    On April 3, Sen. Cantwell introduced a bipartisan bill to reaffirm Congress’ key role in setting and approving U.S. trade policy, and reestablish limits on the president’s ability to impose unilateral tariffs.

    The bill has since picked up 12 additional cosponsors – an equal mix of Republicans and Democrats – and been endorsed by multiple major U.S. business organizations, including the National Retail Federation, which is the largest retail trade association in the world.

    In addition, a bipartisan group in the House of Representatives has introduced a companion version of Sen. Cantwell’s legislation, which also is cosponsored by equal numbers of Republicans and Democrats.

    The bill restores Congress’ authority and responsibility over tariffs as outlined in Article I, Section 8 of the Constitution by placing the following limits on the president’s power to impose tariffs:

    • To enact a new tariff, the president must notify Congress of the imposition of (or increase in) the tariff within 48 hours.
      • The Congressional notification must include an explanation of the president’s reasoning for imposing or raising the tariff, and
      • Provide analysis of potential impact on American businesses and consumers.
    • Within 60 days, Congress must pass a joint resolution of approval on the new tariff, otherwise all new tariffs on imports expire after that deadline.
    • Under the bill, Congress has the ability to end tariffs at any time by passing a resolution of disapproval.
    • Anti-dumping and countervailing duties are excluded.

    For the past three months, President Trump has been sowing economic chaos across the country with unpredictable and ever-changing tariff announcements. His back-and-forth announcements and actions, which have whipsawed American businesses and consumers, as well as close neighbors and allies, include:

    • On January 31 — citing punishment for failing to crack down on fentanyl trafficking — the Trump administration announced plans to impose a 25% tax on many goods imported into the U.S. from Canada and Mexico and a 10% tax on goods imported from China, then abruptly postponed those tariffs.
    • In February, he doubled down, announcing an additional 25% tax on all steel and aluminum imports.
    • At 12:01 a.m. ET on March 4, President Trump’s long-promised 25% tariffs on goods from Mexico and Canada and 10% tariff increase on goods from China took effect, causing stock prices in the United States to plummet.
    • Then, on March 5, he announced that automobiles from Canada and Mexico would be exempt from his tariffs for one month.
    • The morning of March 6, he announced that he would suspend the tariffs for some products from Mexico. Then, later that same afternoon, he announced he was suspending most new tariffs on products from both Mexico and Canada until April 2.
    • On March 11, Trump threatened to double tariffs on Canadian steel and aluminum – increasing them to 50% – before reversing himself later the same day.
    • On March 13, he threatened 200% tariffs on alcoholic products from the European Union, including all wine and Champagne.
    • On March 27, he announced plans to impose a 25% tax on all imported sedans, SUVs, crossovers, minivans, cargo vans, and light trucks, as well as some auto parts, beginning on April 2.
    • On March 29, President Trump said, “I couldn’t care less,” if automakers raise the price of cars in response to his tariffs.
    • On April 2, he announced a “National Economic Emergency,” and signed an executive order declaring a 10% minimum baseline tariff on all countries as well as additional tariffs on nearly 60 countries.
    • On April 7, he threatened to impose an additional 50% tariff on China.
    • On April 9, he announced a rollback of his April 2 tariffs down to the 10% baseline across the board, with the exception of China, which he increased to 125%.

    WASHINGTON – Congressman Jim Costa released the following statement after he voted against Congressional Republicans’ reckless budget resolution, H.Con.Res 14, which would establish the congressional budget for the federal government for Fiscal Year 2025.“In less than 100 days, President Trump and Republicans have created economic chaos. Trump’s tariffs are driving up costs, crashing the stock market, and squeezing the pocketbooks of Americans. Now, Republicans are gutting Medicaid, SNAP, and other critical lifelines with the biggest cuts in history. I voted against this reckless budget resolution because turning our backs on America’s safety isn’t leadership, it’s cruelty. I won’t stop fighting back.” said Congressman Costa.BACKGROUNDCongressional Republicans passed a budget resolution that unlocks the next step in the budget reconciliation process and will allow committees in both the House and the Senate to begin drafting legislation to meet their targets, but Republicans long ago leaked their menu of options.

    Energy and Commerce Committee to cut at least $880 billion, which will lead to deep cuts to Medicaid – impacting 456,532 Medicaid enrollees in Costa’s district, and over 1.8 million enrollees in the San Joaquin Valley. 
    Agriculture Committee to cut at least $230 billion from nutrition assistance, which would cause over 131,000 people in Costa’s district to lose SNAP/food stamps. 
    Oversight and Reform Committee to cut at least $50 billion, which would endanger government employee retirement benefits and further cut the federal workforce. 
    Education and Workforce Committee to cut at least $330 billion targeting student loan programs, income-driven repayment, Pell grants, and school meals. 
    Transportation and Infrastructure Committee to claw back $10 billion under the Bipartisan Infrastructure Law, preventing further investments in the San Joaquin Valley and California.  

    This also instructs the House Ways and Means Committee to approve tax cuts of $4.5 trillion over 10 years, while raising the deficit without accountability.
    The Yale Budget Lab found that the bottom 40 percent of Americans would see their costs go up and 70 percent of the benefits from the Republican budget would go to the richest 5 percent.  According to data from the House Budget Democrats, over 1.8 million people across the San Joaquin Valley depend on Medicaid – that’s larger than the state of West Virginia’s entire population.

  • MIL-OSI USA: Justice Department Surpasses $12 Billion in Compensation to Crime Victims Since 2000

    To commemorate the 2025 National Crime Victims’ Rights Week, the Department of Justice reaffirms its steadfast commitment to compensate crime victims with federally forfeited assets. The Justice Department’s Asset Forfeiture Program has surpassed $12 billion in compensation to crime victims.

    In fiscal year 2024 and the beginning of fiscal year 2025 alone, more than $735.3 million has been returned to victims of human trafficking; romance, investment, and healthcare fraud; business email compromise and government imposter schemes; drug diversion; and cryptocurrency-related thefts and frauds.

    “This extraordinary milestone demonstrates the effectiveness of the Asset Forfeiture Program in taking the profit out of crime and compensating victims,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “While the Criminal Division is deeply proud of these efforts, we recognize that crime victims often lose much more than money. We hope that victims, from exploited children to older Americans targeted by sophisticated criminal schemes, can move forward in their recovery through this compensation. This milestone was made possible by the Justice Department’s Money Laundering and Asset Recovery Section, which manages the Asset Forfeiture Program, U.S. Attorneys’ Offices across the country, and the many federal, state, local, and tribal law enforcement agencies that have dedicated their time and resources to these investigations.”  

    Recent cases in which victims were compensated for their losses with forfeited assets in 2024 or 2025 include:

    $4.3 Billion to Victims of Bernie Madoff

    United States v. Bernard L. Madoff (Southern District of New York)

    In December 2024, the Justice Department announced that the Madoff Victim Fund (MVF) would make its 10th and final distribution of over $131.4 million to victims of the Bernard L. Madoff fraud scheme. These funds were forfeited by the U.S. government in connection with the Bernard L. Madoff Investment Securities LLC (BLMIS) fraud scheme. Through its 10 distributions, MVF paid over $4.3 billion from forfeited funds to 40,930 victims in 127 countries for losses they suffered from the collapse of BLMIS, bringing recovery for victims to nearly 94% of their fraud loss. According to court documents and information presented in related proceedings, for decades, Madoff used his position as chairman of Bernard L. Madoff Investment Securities LLC, the investment advisory business he founded in 1960, to steal billions from his clients. On March 12, 2009, Madoff pleaded guilty to 11 federal felonies, admitting that he had turned his wealth management business into the world’s largest Ponzi scheme, benefitting himself, his family, and select members of his inner circle.

    $420 Million to Victims of Fraud Schemes Facilitated by Western Union

    United States v. The Western Union Company (Middle District of Pennsylvania)

    In 2017, Western Union entered into a deferred prosecution agreement (DPA) with the United States. Pursuant to the DPA, Western Union acknowledged responsibility for its criminal conduct, which included violations of the Bank Secrecy Act and aiding and abetting wire fraud.  Western Union agreed to forfeit $586 million, which has been made available to compensate victims of the international consumer fraud scheme through the remission process. Western Union simultaneously resolved a parallel civil investigation with the Federal Trade Commission. To date, the Criminal Division has disbursed more than $420 million to approximately 175,000 victims.

    $8 Million Returned to Victims of Email Business Compromise Scams

    United States v. Olalekan Jacob Ponle (Northern District of Illinois)

    Olalekan Jacob Ponle worked with co-schemers to engage in numerous business email compromise schemes. The co-schemers used phishing links to gain unauthorized access to email accounts and then created false instructions directing employees of the victim companies to wire money to bank accounts opened by money mules at Ponle’s direction. After unwitting employees wired money, in some cases millions of dollars, to the bank accounts, Ponle instructed the money mules to convert the proceeds to Bitcoin and send them to him. As a result of Ponle’s scheme, victim companies suffered more than $8.03 million in actual losses. The government seized the Bitcoin, obtained a final order of forfeiture, liquidated the cryptocurrency, and used the proceeds to compensate the victims of Ponle’s fraud.

    $5.6 Million to the Small Business Administration

    United States v. Aydin Kalantarov, et al. (Northern District of Ohio)

    According to court documents, from May 2020 through October 2020, Aydin Kalantarov, along with his two brothers, Zaur Kalantarli and Ali Kalantarli, conspired to defraud the U.S. Small Business Association (SBA) of nearly $7 million in Economic Injury Disaster Loans (EIDL). As part of the scheme the brothers created 70 fictious Ohio corporations with agriculture sounding names. Once the fictitious corporations were created, the brothers submitted fraudulent EIDL loan applications to the SBA claiming that their business was adversely affected by the pandemic. The SBA funded 47 of the applications for a total of approximately $7 million. $5.6 million in forfeited funds was transferred to the clerk of the court for payment to the SBA.

    $2.28 Million Returned to Victims of Two Business Email Compromise Schemes

    In the first scam, criminal actors compromised an email account associated with a member of the management team of a city’s Board of Education.  In June 2023, these actors created a fake email account that mimicked the email of a bus company that held a contract with the Board of Education for bussing. Using the fake bus company email address, the criminal actors then were able to change the bus company’s payment information from the real bus company to an account held by the criminal actors, and the city sent approximately $5.9 million dollars to the account.  The government successfully seized and forfeited approximately $1,187,691 of the stolen money, which was returned to the city through remission.

    The second forfeiture action involved a healthcare company that was a victim of a business email compromise (BEC) attack.  In April 2023, the company’s yearly medical malpractice insurance payment was set to be paid.  Shortly before the due date, the company received a fraudulent email, purportedly from its malpractice insurance company, with new wire instructions.  The company sent approximately $1,652,254 via a wire transfer using the newly provided instructions. The government successfully seized and forfeited approximately $1,100,694 remaining in the account, which was returned to the healthcare company through remissions.

    $328,500 to an Elderly Victim of a Computer Support Scam

    United States v. Discovery Bank Account Ending in 2237 (District of Connecticut)

    According to court documents, in February 2024, an elderly woman who was tricked by a computer support scheme that mimicked Microsoft customer support transferred approximately $550,000 to the scammers in two wire transfers. Within two days of the transfers, the victim and a family member reported the incident to a local police department, who then partnered with Homeland Security Investigations (HSI) to investigate the crime. Fortunately, one of the wire transfers, in the amount of $221,000, was reversed by the bank and returned to the victim. HSI traced the remaining money, totaling approximately $328,573, and seized it. The U.S. Attorney’s Office then filed a civil asset forfeiture action to forfeit the money to the government, and the U.S. Attorney’s Office and HSI then worked with the Department of Justice’s Money Laundering and Asset Recovery Section to return the money to the victim.

    $6.4 Million to the Internal Revenue Service

    United States v. Michael Little (Middle District of Florida)

    From 2019 to 2021, Michael Little filed a series of false tax returns claiming massive, bogus fuel tax credits. He filed the false returns in his own name and in the names of co-conspirators and identity theft victims. As a result of this scheme, Little and his co-conspirators obtained at least $12.3 million in fraudulent tax refunds and attempted to obtain at least $27 million more. Little and his co-conspirators also conspired to launder their ill-gotten gains and used significant portions of the fraudulent tax refunds to purchase real estate and other assets.  Over $6.4 million in forfeited funds were transferred to the clerk of court for payment to the IRS.

    $52,000 to a Survivor of Human Trafficking

    United States v. Thuy Tien Luong (Western District of North Carolina)

    Thuy Tien Luong was convicted of forced labor and ordered to serve 15 years in prison for compelling the labor of one of her nail technicians at a salon she owned and operated. From October 2016 to June 2018, Luong forced the survivor’s labor by, among other things, physically assaulting the survivor, threatening to ruin the survivor’s reputation with her family, and falsely claiming that the survivor owed Luong a fictitious debt. In addition to resulting in the return of funds seized from Luong to the Clerk of Court to pay the survivor, the case also resulted in the return to the survivor of a seized bracelet that Luong had held as “payment” towards the survivor’s fictitious debt.

    $6.3 Million Returned to Estate Victims of an Embezzlement Scheme

    United States v. Richard J. Sherwood, et al. (Northern District of New York)

    Starting in 2006, Richard J. Sherwood and Thomas K. Lagan provided estate planning and related legal services to Capital Region philanthropists Warren and Pauline Bruggeman, and to Pauline’s sister, Anne Urban, all of Niskayuna, New York.  They were advising the Bruggemans when, in 2006, the Bruggemans signed wills directing that all their assets go to churches, civic organizations, a local hospital, and a local university scholarship fund, aside from bequests to Urban and Julia Rentz, Pauline’s sisters.

    Warren Bruggeman died in April 2009, and Pauline died in August 2011. In each pleading guilty, Sherwood and Lagan admitted that they conspired to steal, and did steal, millions of dollars from Pauline Bruggeman’s estate as well as from the estate of Urban, who died in 2013. The co-conspirators admitted that they stole $11,831,563 and Sherwood also admitted that he transferred to himself the Bruggeman family camp located on Galway Lake, in Saratoga County.

  • MIL-OSI Security: Key West Man Pleads Guilty in D.C. to Smuggling Firearms from Florida to Haiti

               WASHINGTON – Jean Wiltene Eugene, 57, of Key West, Florida, pleaded guilty today in U.S. District Court to one count of smuggling for his role in a gun running operation that illegally exported firearms to Haiti.

               The plea was announced by U.S. Attorney Edward R. Martin, Jr., Sue J. Bai, head of the Justice Department’s National Security Division, and FBI Acting Special Agent in Charge Justin Fleck of the Miami Field Office. Sentencing is scheduled for July 22.

               According to court documents, Eugene is a U.S. citizen who was born in Haiti and resides in Key West, Florida. On or about September 23, 2021, Eugene knowingly exported more than two firearms from the United States to Haiti without having first obtained the required license from the Bureau of Industry and Security, located in the District of Columbia. Any person who exports a firearm without proper authorization may be fined up to $1 million and imprisoned for up to 20 years.

               According to court records, Eugene arranged to ship vehicles to Haiti through a Florida-based export company. Eugene signed the company’s terms and conditions of shipments, which required the shipper to affirm that the vehicles did not contain any firearms or ammunition. In a subsequent interview with law enforcement, Eugene admitted that, in 2020 and 2021, he shipped two vehicles to Haiti with firearms hidden inside. Eugene stated that he placed food and other items around the bins holding the firearms so border authorities would not find the weapons.

               In a later interview with federal agents Eugene stated that nine firearms he purchased in Key West under his name were currently located at his gas station in Haiti and that none of those firearms remained in the United States. He admitted that he knew it was illegal to ship weapons to Haiti when confronted by the federal agents.

               Pursuant to an active arrest warrant, Eugene was arrested at a traffic stop on May 4, 2024, in Key West.

               This case is being investigated by the FBI Miami Field Office with assistance from the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Department of Commerce’s Office of Export Enforcement. It is being prosecuted by Assistant U.S. Attorney Kimberly Paschall and Trial Attorney Beau Barnes of the National Security Division.

    The U.S. Food and Drug Administration today welcomed HHS Secretary Robert F. Kennedy, Jr. to its headquarters in Silver Spring, Maryland, a visit that included remarks to FDA employees, meetings with agency leadership, and a tour of several medical device innovation laboratories on the FDA’s White Oak campus.
    The visit, which comes just days after Martin A. Makary, M.D. was sworn in as Commissioner of Food and Drugs, indicates the high priority that the Secretary has placed on the public health work of the FDA.
    During his remarks to FDA staff, Secretary Kennedy charged employees with the responsibility of responding to and ending the chronic health care crisis plaguing our nation’s children. “I really want to empower you,” Secretary Kennedy said. He noted that public health needs “an inspired and engaged workforce. And you’re the leaders in that workforce.”
    In introducing Secretary Kennedy, Commissioner Makary thanked the Secretary for the confidence “you and the President have placed on me to lead this essential public health agency.” He pledged to build on the agency’s “long and distinguished history” to forge a new and even more effective path for public health by “applying the gold standard of scientific research” to help us find new cures for diseases and ending the “epidemic of chronic illness we face in our nation today.”
    The tour included visits to several laboratories that are part of the FDA’s Center for Devices and Radiological Health. The first stop of the tour was at the Home as a Health Care Hub, an FDA initiative to help foster person-centered, innovative medical devices for use in the home, a critical component of the future delivery of health care. He also participated in a virtual reality demonstration of the tool that simulates the patient experience managing diabetes with devices in the home. Among others are a laboratory that focuses on 3-D printing and Additive Manufacturing, a technology that enables manufacturers and designers to create devices matched to a patient’s anatomy, or for very complex internal structures, and to make changes easily without the need to set up additional equipment or tools. The Secretary also visited a cardiovascular lab, in which he saw cardiovascular device performance simulation and other advanced testing methodologies and computational models developed by FDA scientists being used by medical device innovators in the development and assessment of their technology across different clinical conditions, resulting in reduced risk and accelerated innovation.

    To commemorate the 2025 National Crime Victims’ Rights Week, the Department of Justice reaffirms its steadfast commitment to compensate crime victims with federally forfeited assets. The Justice Department’s Asset Forfeiture Program has surpassed $12 billion in compensation to crime victims.

    In fiscal year 2024 and the beginning of fiscal year 2025 alone, more than $735.3 million has been returned to victims of human trafficking; romance, investment, and healthcare fraud; business email compromise and government imposter schemes; drug diversion; and cryptocurrency-related thefts and frauds.

    “This extraordinary milestone demonstrates the effectiveness of the Asset Forfeiture Program in taking the profit out of crime and compensating victims,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “While the Criminal Division is deeply proud of these efforts, we recognize that crime victims often lose much more than money. We hope that victims, from exploited children to older Americans targeted by sophisticated criminal schemes, can move forward in their recovery through this compensation. This milestone was made possible by the Justice Department’s Money Laundering and Asset Recovery Section, which manages the Asset Forfeiture Program, U.S. Attorneys’ Offices across the country, and the many federal, state, local, and tribal law enforcement agencies that have dedicated their time and resources to these investigations.”  

    Recent cases in which victims were compensated for their losses with forfeited assets in 2024 or 2025 include:

    $4.3 Billion to Victims of Bernie Madoff

    United States v. Bernard L. Madoff (Southern District of New York)

    In December 2024, the Justice Department announced that the Madoff Victim Fund (MVF) would make its 10th and final distribution of over $131.4 million to victims of the Bernard L. Madoff fraud scheme. These funds were forfeited by the U.S. government in connection with the Bernard L. Madoff Investment Securities LLC (BLMIS) fraud scheme. Through its 10 distributions, MVF paid over $4.3 billion from forfeited funds to 40,930 victims in 127 countries for losses they suffered from the collapse of BLMIS, bringing recovery for victims to nearly 94% of their fraud loss. According to court documents and information presented in related proceedings, for decades, Madoff used his position as chairman of Bernard L. Madoff Investment Securities LLC, the investment advisory business he founded in 1960, to steal billions from his clients. On March 12, 2009, Madoff pleaded guilty to 11 federal felonies, admitting that he had turned his wealth management business into the world’s largest Ponzi scheme, benefitting himself, his family, and select members of his inner circle.

    $420 Million to Victims of Fraud Schemes Facilitated by Western Union

    United States v. The Western Union Company (Middle District of Pennsylvania)

    In 2017, Western Union entered into a deferred prosecution agreement (DPA) with the United States. Pursuant to the DPA, Western Union acknowledged responsibility for its criminal conduct, which included violations of the Bank Secrecy Act and aiding and abetting wire fraud.  Western Union agreed to forfeit $586 million, which has been made available to compensate victims of the international consumer fraud scheme through the remission process. Western Union simultaneously resolved a parallel civil investigation with the Federal Trade Commission. To date, the Criminal Division has disbursed more than $420 million to approximately 175,000 victims.

    $8 Million Returned to Victims of Email Business Compromise Scams

    United States v. Olalekan Jacob Ponle (Northern District of Illinois)

    Olalekan Jacob Ponle worked with co-schemers to engage in numerous business email compromise schemes. The co-schemers used phishing links to gain unauthorized access to email accounts and then created false instructions directing employees of the victim companies to wire money to bank accounts opened by money mules at Ponle’s direction. After unwitting employees wired money, in some cases millions of dollars, to the bank accounts, Ponle instructed the money mules to convert the proceeds to Bitcoin and send them to him. As a result of Ponle’s scheme, victim companies suffered more than $8.03 million in actual losses. The government seized the Bitcoin, obtained a final order of forfeiture, liquidated the cryptocurrency, and used the proceeds to compensate the victims of Ponle’s fraud.

    $5.6 Million to the Small Business Administration

    United States v. Aydin Kalantarov, et al. (Northern District of Ohio)

    According to court documents, from May 2020 through October 2020, Aydin Kalantarov, along with his two brothers, Zaur Kalantarli and Ali Kalantarli, conspired to defraud the U.S. Small Business Association (SBA) of nearly $7 million in Economic Injury Disaster Loans (EIDL). As part of the scheme the brothers created 70 fictious Ohio corporations with agriculture sounding names. Once the fictitious corporations were created, the brothers submitted fraudulent EIDL loan applications to the SBA claiming that their business was adversely affected by the pandemic. The SBA funded 47 of the applications for a total of approximately $7 million. $5.6 million in forfeited funds was transferred to the clerk of the court for payment to the SBA.

    $2.28 Million Returned to Victims of Two Business Email Compromise Schemes

Fortunately, one of the wire transfers, in the amount of $221,000, was reversed by the bank and returned to the victim. HSI traced the remaining money, totaling approximately $328,573, and seized it. The U.S. Attorney’s Office then filed a civil asset forfeiture action to forfeit the money to the government, and the U.S. Attorney’s Office and HSI then worked with the Department of Justice’s Money Laundering and Asset Recovery Section to return the money to the victim.

    $6.4 Million to the Internal Revenue Service

    United States v. Michael Little (Middle District of Florida)

    From 2019 to 2021, Michael Little filed a series of false tax returns claiming massive, bogus fuel tax credits. He filed the false returns in his own name and in the names of co-conspirators and identity theft victims. As a result of this scheme, Little and his co-conspirators obtained at least $12.3 million in fraudulent tax refunds and attempted to obtain at least $27 million more. Little and his co-conspirators also conspired to launder their ill-gotten gains and used significant portions of the fraudulent tax refunds to purchase real estate and other assets.  Over $6.4 million in forfeited funds were transferred to the clerk of court for payment to the IRS.

    $52,000 to a Survivor of Human Trafficking

    United States v. Thuy Tien Luong (Western District of North Carolina)

    Thuy Tien Luong was convicted of forced labor and ordered to serve 15 years in prison for compelling the labor of one of her nail technicians at a salon she owned and operated. From October 2016 to June 2018, Luong forced the survivor’s labor by, among other things, physically assaulting the survivor, threatening to ruin the survivor’s reputation with her family, and falsely claiming that the survivor owed Luong a fictitious debt. In addition to resulting in the return of funds seized from Luong to the Clerk of Court to pay the survivor, the case also resulted in the return to the survivor of a seized bracelet that Luong had held as “payment” towards the survivor’s fictitious debt.

    $6.3 Million Returned to Estate Victims of an Embezzlement Scheme

    United States v. Richard J. Sherwood, et al. (Northern District of New York)

    Starting in 2006, Richard J. Sherwood and Thomas K. Lagan provided estate planning and related legal services to Capital Region philanthropists Warren and Pauline Bruggeman, and to Pauline’s sister, Anne Urban, all of Niskayuna, New York.  They were advising the Bruggemans when, in 2006, the Bruggemans signed wills directing that all their assets go to churches, civic organizations, a local hospital, and a local university scholarship fund, aside from bequests to Urban and Julia Rentz, Pauline’s sisters.

    Warren Bruggeman died in April 2009, and Pauline died in August 2011. In each pleading guilty, Sherwood and Lagan admitted that they conspired to steal, and did steal, millions of dollars from Pauline Bruggeman’s estate as well as from the estate of Urban, who died in 2013. The co-conspirators admitted that they stole $11,831,563 and Sherwood also admitted that he transferred to himself the Bruggeman family camp located on Galway Lake, in Saratoga County.
