    SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Mark Tollefson, of Rancho Cordova, has been appointed Chief Deputy Director at the California High-Speed Rail Authority. Tollefson has been Undersecretary of the California State Transportation Agency since 2022. He was Senior Counselor on Infrastructure and Fiscal Affairs in the Office of Governor Newsom in 2022, where he was previously Deputy Cabinet Secretary from 2019 to 2022. Tollefson held several positions at the California Department of Finance from 2007 to 2019, including Assistant Program Budget Manager, Principal Program Budget Analyst, and Finance Budget Analyst. Tollefson earned a Master of Business Administration degree in Finance from California State University, Sacramento and a Bachelor of Science degree in Managerial Economics from the University of California, Davis. This position does not require Senate confirmation, and the compensation is $275,004. Tollefson is a Democrat.

    Ken DaRosa, of Sacramento, has been appointed Chief Deputy Director at the Office of Energy Infrastructure Safety. DaRosa has been the Chief Deputy Director of the State Council on Developmental Disabilities since 2021. He was the Chief Deputy Director at the California Department of Resources, Recycling, and Recovery from 2012 to 2021. DaRosa held multiple positions at the California Department of Finance from 2004 to 2012, including Program Budget Manager from 2011 to 2012, Assistant Program Budget Manager from 2010 to 2011, Principal Program Budget Analyst from 2006 to 2010, and Staff Finance Analyst from 2004 to 2006. He earned a Master of the Arts degree in Literature, and a Bachelor of the Arts degree in Psychology from the California State University, Sacramento. This position does not require Senate confirmation, and compensation is $185,004. DaRosa is registered without party preference. 
     
    Sloane Viola, of Sacramento, has been appointed Chief Deputy Director at the California Conservation Corps, where she has been the Deputy Director of Legislative and External Affairs since 2024. Viola was the Acting Assistant Secretary of Climate Change at the California Natural Resources Agency in 2024. She has had several positions at the Governor’s Office of Land Use and Climate Innovation from 2019 to 2024, including Council Program Manager from 2021 to 2024, Acting Deputy Director of Climate Resilience in 2022, and Legislative Director from 2019 to 2021. Viola held two positions in the Office of Lieutenant Governor Gavin Newsom from 2017 to 2018, including Sea Grant Fellow in 2017 and Staff Scientist from 2018 to 2019. She held multiple positions at the University of California, Santa Barbara from 2010 to 2016, including Graduate Student Researcher from 2014 to 2016, Teaching Assistant from 2015 to 2016, and Laboratory Assistant I, Marine Science Institute from 2010 to 2014. Viola is a member of American MENSA. She earned a Master of the Arts degree in Ecology, Evolution, and Marine Biology, and a Bachelor of Science degree in Aquatic Biology from the University of California, Santa Barbara. This position does not require Senate confirmation, and compensation is $170,004. Viola is a Democrat. 

    Mandi Bane, of Redondo Beach, has been appointed Deputy Director of Hazardous Waste Management at the California Department of Toxic Substances Control. Bane has been an Environmental Protection Specialist at the United States Environmental Protection Agency since 2024. She has held multiple positions at the Los Angeles County Department of Public Health from 2011 to 2024, including CENS Unit Manager, Substance Abuse Prevention and Control from 2021 to 2024, Staff Analyst, Environmental Health Division from 2015 to 2021, and Research Analyst II; Assistant Staff Analyst, Family Services Unit from 2011 to 2015. Bane earned her Doctor of Philosophy and Master of the Arts degrees in Sociology from the University of Michigan, and a Bachelor of the Arts degree in Sociology from the University of Oregon. This position does not require Senate confirmation, and compensation is $199,128. Bane is registered without party preference. 

    Georgia “Pat” Urena, of Calexico, has been reappointed to the Off-Highway Motor Vehicle Recreation Commission, where she has served since 2018.  Urena was a Recreation Supervisor at the City of El Centro from 1982 to 2024. She is the Chair of the Calexico Wellness Center and the Juvenile Justice Commission, and a Board Member of Rite Track. This position requires Senate confirmation, and the compensation is $100 per diem. Urena is a Democrat.

    Potassium Derived from Molasses (PDM) is a by-product of sugar industry. PDM has minimum 14.5% potash and can be used by farmers in field as an alternative to MOP (Muriate of Potash with 60% potash content). Thus, PDM can reduce the dependence on imported potash. PDM was notified under Fertilizer Control Order (1985) in 2009, and in order to incentivize the use of PDM, it was inducted under Nutrient Based Subsidy scheme since Rabi, 2022. During 2024-25, Rs. 345 per tonne of subsidy has been fixed for PDM.

    Potash and Glauconite(Potassic mineral) have been classified as Critical and Strategic Minerals under The Mines & Minerals (Development and Regulation) Amendment (MMDR) Act, 2023 by Ministry of Mines which aims to enhance domestic production and achieve self- sufficiency in critical minerals. MMDR Act, 1957 ensure that critical minerals are produced, processed, and recycled by catalyzing investments from governments and the private sector across the full value chain, emphasizing the importance of sustainable and responsible mineral management practices. The Central Government has also commenced the auction of mineral blocks for critical & strategic minerals as per provisions of MMDR Act, 1957. As on 10.12.2024, Ministry of Mines have successfully auctioned 5 mineral blocks of Glauconite(Potassic mineral).

    Chemical sector is broadly de-regulated and delicensed sector. The manufacturing, import, export, transportation etc. of Ammonium Nitrate are being regulated by Ammonium Nitrate Rules, 2012. Petroleum and Explosives Safety Organisation (PESO) issues licenses for manufacture, storage, transportation, import and export of Ammonium Nitrate under these rules. The licenses for manufacturing of Ammonium Nitrate are issued based on Industrial Licenses issued by Department of Promotion of Industry & Internal Trade (DPIIT).

     In Budget 2024-25, Basic Custom Duty (BCD) on Ammonium Nitrate has been increased from 7.5% to 10% to support existing and new capacities in pipeline. Directorate General of Trade Remedies (DGTR), Department of Commerce provides a level playing platform to the domestic industry against the adverse impact of the unfair trade practices viz. dumping, actionable subsidies, circumvention etc. from any exporting country by using effective Trade Remedial measures such as anti-dumping and safeguard measures. However, currently, there are no pending applications seeking  protection in terms of import barriers like anti-dumping duty or countervailing duty/anti-subsidy duty on Ammonium Nitrate.

    The Government has approved the Market Development Assistance (MDA) @ Rs. 1500/MT to promote organic fertilizers, i.e. manure produced at plants under GOBARdhan initiative covering different Biogas/CBG support schemes/programmes of stakeholder Ministries/Departments such as Sustainable Alternative Towards Affordable Transportation (SATAT) scheme of Ministry of Petroleum and Natural Gas (MoPNG), ‘Waste to Energy’ programme of Ministry of New & Renewable Energy (MNRE), Swachh Bharat Mission (Rural) of Department of Drinking Water & Sanitation (DDWS), etc. with total outlay of Rs. 1451.84 crore (FY 2023-24 to 2025-26), which includes a corpus of Rs. 360 crore for research gap funding, etc.

    Further, Institute of Pesticides Formulation and Technology works on supporting adoption of greener technologies and development of user & environment friendly new pesticide formulations. UNIDO FARM (Financing Agrochemical Reduction and Management) Project undertaken by HIL (India) Ltd. to detoxify the agriculture sector by eliminating the use of highly hazardous pesticides and Persistent Organic Pollutants. The project focuses on three types of bio-pesticides: Btk (Bacillus thuringiensis kurstaki), Neem, and Trichoderma spp. Btk, a strain of the bacterium Bacillus thuringiensis, which is effective for controlling caterpillar pests, while Neem controls a wide range of insect pests. Trichoderma provides effective control against soil-borne fungal diseases and enhances plant growth.

  • MIL-OSI Asia-Pac: National Consumer Helpline emerges as the key point of redressal of consumer grievances; functions in 17 languages, has AI-based speech recognition system

    The Department has revamped, the National Consumer Helpline (NCH), which has emerged as a single point of access to consumers across the country for grievance redressal at the pre-litigation stage. The helpline is available in 17 languages, including Hindi, English, Kashmiri, Punjabi, Nepali, Gujarati, Marathi, Kannada, Telugu, Tamil, Malayalam, Maithili, Santhali, Bengali, Odia, Assamese, and Manipuri, allowing consumers from all regions to register their grievances via the toll-free number 1915. These grievances can be submitted via the Integrated Grievance Redressal Mechanism (INGRAM), an omni-channel, IT-enabled central portal, through various channels: WhatsApp (8800001915), SMS (8800001915), email (nch-ca[at]gov[dot]in), the NCH app, the web portal (consumerhelpline.gov.in), and the Umang app, offering convenience and flexibility to consumers.

    The helpline operates in a dedicated manner from 8 AM to 8 PM on all seven days of the week, except on national holidays. To enhance accessibility further, a call-back facility is available. An exclusive call center has been established to ensure prompt service.

    NCH proactively partners with companies who want to join the programme on a voluntary basis to offer efficient consumer complaint resolution.  This initiative gives the company an opportunity for better Corporate Governance and Social Responsibility by redressing Consumer Disputes at pre-litigation stage. The number of convergence partners has steadily increased from 263 companies in 2017 to 1038 companies till now.

    The technological transformation of the NCH has significantly boosted its call-handling capacity. The number of calls received by NCH has grown more than tenfold, from 12,553 in December 2015 to 1,55,138 in December 2024. This exponential growth reflects the rising confidence of consumers in the helpline. Similarly, the average number of complaints registered per month has surged from 37,062 in 2017 to 1,12,468 in 2024. Additionally, grievance registration via WhatsApp has gained momentum, with the percentage of complaints filed through the platform increasing from 3% in March 2023 to 18% in December 2024, demonstrating a growing preference for digital communication channels.

    In a significant move to further enhance grievance redressal, NCH has introduced AI-based Speech Recognition, a Translation System, and an AI enabled Chatbot as part of the NCH 2.0 initiative. These technological advancements aim to make the grievance filing process more seamless, efficient, and inclusive. The AI-powered Speech Recognition and Translation System enables consumers to file complaints through voice input in their local languages, reducing manual intervention. The AI enabled Chatbot provides real-time assistance, streamlining complaint-handling processes, and improving the overall user experience. These upgrades ensure that consumers from diverse linguistic backgrounds have equal access to the grievance redressal system.

    The website of the National Consumer Helpline (NCH) has also been upgraded to serve as the central point of access for consumers across India seeking grievance redressal at the pre-litigation stage. This website includes enhanced functionality, modern features, and improved navigation with a user-centric design. It incorporates advanced features, offering faster grievance resolution and a more efficient user experience.

  • MIL-OSI USA: Governor Phil Scott Lays Out Direction for Navigating National Politics

    Montpelier, Vt. – Governor Phil Scott has directed his Administration to take a disciplined and measured approach to any major proposals coming from Washington, D.C. 

    In last week’s meeting of the Governor’s Cabinet, Scott asked his team to remain disciplined, thoughtful and factual when evaluating and responding to changes in federal policy. This includes taking time to fully assess each proposal and distinguish between what is rhetoric, and what is real, in terms of impacts to Vermont.

    “We cannot be in a constant state of fear, panic and disruption over the next four years,” Governor Scott said.

    The Governor noted that while there will be areas of disagreement, there may also be policy positions which could be beneficial to Vermont.

    “We need to stay focused on Vermont and remain disciplined as we distinguish between what is fact and what is rhetoric before we react to any change in federal policy or law. We will follow through on Vermonters’ priorities: housing, education, public safety, and affordability, and do our part to unite Americans by focusing on solutions and results, not the chaos and anger being used to divide us.”

    Governor Forms Decision Support Team on Potential Tariffs

    As a result of President Trump’s recent proposal on tariffs, Governor Scott has tasked Secretary of Commerce and Community Development Lindsay Kurrle with leading a multi-agency effort to assess the possible impacts on Vermont. While the tariffs have been paused for 30 days, the Decision Support Team will begin its work immediately, so Vermont is prepared for any further changes in policy.  

    “As I have said in the past, I am not a fan of increasing tariffs on our friends and close allies. And most Vermonters agree, a trade war with our largest trading partner, which could increase costs on already overburdened working families, seems like a bad idea,” Governor Scott said. “But we should be fair and take time to understand what problem the President intends to solve, the results he expects to get, and the risks he’s willing to take, before we cast judgement.  We need actual data and credible analysis to demonstrate disadvantages we are concerned about.”

    The Governor added, “while the President’s tariffs would undoubtedly be very disruptive, and the risk of higher prices has been well reported, I have directed my team to weigh the outcomes fairly and objectively,” he said.

    Governor Scott also charged the team with identifying options for mitigating short-term and long-term impacts on consumers and ratepayers, as well as opportunities for expanding any potential upside.

    “The Governor has asked for a tangible analysis of net impacts, not a knee jerk reaction to the idea of tariffs or the unfortunate friction trade federal policies create with our very good friends to the north and that is exactly what we’re going to provide,” Secretary Kurrle said.

    While the President has paused potential tariffs for 30 days, Kurrle said the team will continue reviewing the President’s proposals and she will update the Governor weekly and as necessary.

    The year over year increase in Funds revenues was primarily the result of higher average assets under management. The increase in Institutional and Private Wealth Management revenues was primarily the result of higher beginning of the quarter equity assets under management, which are generally used to calculate the revenues. The decrease in SICAV revenues reflects a change in the agreement for the merger arbitrage SICAV, an open-end fund available to non-U.S. shareholders, which became effective in December 2023. The change better aligns the financial arrangements with the services rendered by each party in managing the fund and did not have a material impact on the financial results. The decrease in distribution fees and other income was primarily the result of a decrease in equity mutual funds AUM that pay distribution fees.

    Assets under management on December 31, 2024 were $31.7 billion, a decrease of 1.6% from the $32.2 billion on September 30, 2024. The quarter’s decrease consisted of net market depreciation of $0.2 billion, net outflows of $0.2 billion, and distributions, net of reinvestments, of $0.1 billion.

    Mutual Funds

    Assets under management in Mutual Funds on December 31, 2024 were $8.1 billion, a decrease of 4.3% from the $8.4 billion at September 30, 2024. The quarterly change was attributed to:

    • Distributions, net of reinvestment, of $27 million;
    • Net outflows of $209 million; and
    • Net market depreciation of $126 million.

    Closed-end Funds

    Assets under management in Closed-end Funds on December 31, 2024 were $7.3 billion, a decrease of 1.5% from the $7.5 billion on September 30, 2024. The quarterly change was comprised of:

    • Distributions, net of reinvestment, of $129 million;
    • Net inflows of $169 million, including the issuance of $150 million preferred shares, the issuance of $62 million common shares less the redemption of $30 million of preferred shares, and the repurchase of $13 million of common stock ; and
    • Net market depreciation of $155 million.

    Institutional & PWM

    Assets under management in Institutional & PWM on December 31, 2024 were $10.7 billion, a decrease of 0.9% from the $10.8 billion on December 31, 2023. The quarterly change was due to:

    • Net outflows of $345 million; and
    • Net market appreciation of $61 million.

    SICAV

    Assets under management were $9 million in the GAMCO All Cap Value sleeve and the GAMCO Convertible Securities sleeve on December 31, 2024 versus $11 million in those sleeves at December 31, 2023.

    100% U.S. Treasury Money Market Fund

    Assets under management in our 100% U.S. Treasury Money Market Fund (GABXX) on December 31, 2024 were $5.6 billion, up from $5.3 billion at September 30, 2024.

    The Gabelli Growth Fund – Up 35.8% For 2024

    The Growth team of Howard Ward, CFA, and John Belton, CFA, commented on The Gabelli Growth Fund’s 2024 performance:

    “The environment remained favorable for growth stocks in 2024, underpinned by a resilient economy and the start of a Federal Reserve interest rate cutting cycle. Earnings growth accelerated for many US companies, aided by healthy consumer spending trends, robust technology investments, and continued cost discipline. Artificial Intelligence (AI) remained a key stock market theme, as capital expenditure plans across the hyperscale cloud computing group reached astronomical levels, and given a host of new AI-centric business models which have started to take shape. To date, this technology appears to be making some of the strongest companies, stronger, and to that end we maintained positions in many of the largest AI beneficiaries including NVIDIA, Microsoft, Amazon, Alphabet and Meta Platforms. This group remains a cornerstone of our portfolio, and as of year-end more than half of the portfolio’s assets are invested across the Technology Sector as a whole. Outside of the Megacap Tech group, top performers to performance this year included Eli Lilly (boosted by continued success across an industry-leading incretin drug portfolio), ServiceNow (which is an early leader in AI software commercialization) and Intuitive Surgical.”

    The Gabelli Gold Fund – Up 15.2% For 2024

    Portfolio manager Caesar Bryan commented on The Gabelli Gold Fund’s 2024 performance:

    “Gold performed strongly for the second consecutive year largely driven by overseas central bank purchases. However, gold equities underperformed the gold price. Recently the rise in the gold price has not been fully reflected in the profit margins of gold mining companies. This has largely been due to cost pressures emanating from a variety of sources, exacerbated by covid. But we believe the market may be too pessimistic concerning both cost pressures which are diminishing and enhanced revenues from a higher gold price. Gold equities are inexpensive relative to their history and on an absolute basis. But a catalyst is needed to alter investor perception. This could be gold backed ETFs adding ounces reflecting a recovery in investor interest in the sector, a decline in other asset markets which may highlight gold as a portfolio diversifier, increased takeover activity or simply continued strength in the gold price. Some of our smaller gold producers such as Lundin Gold and Wesdome Gold Mines, had stellar returns. Among our larger producers Kinross and Agnico Eagle contributed significantly to performance. We continue to favor mid capitalization gold producers with good assets that trade at a big discount to some of the larger producers.”

    The Gabelli Small Cap Growth Fund

    We utilize our own in-house team of over 40 industry equity analysts and portfolio managers to analyze the stocks in the fund, using our bottom-up research-intensive process and, more importantly, our accumulated and compounded knowledge of selected industry sectors. We use GAPIC – gather, array, project, interpret, and communicate data daily. We have consistently applied our Private Market Value with a Catalyst approach to help generate our long-term returns since the inception of the fund in 1991.

    ETFs

    In 2024, Gabelli Growth Innovators (NYSE: GGRW), managed by Howard Ward and John Belton, generated a 41.8% total return, the Gabelli Financial Services Opportunities ETF (NYSE: GABF), led by Macrae Sykes, produced a 44.6% total return, and the Gabelli Commercial Aerospace & Defense ETF (NYSE: GCAD), managed by Lieutenant Colonel G. Anthony (Tony) Bancroft, USMCR returned 22.2%. The firm launched its first active ETF, the Gabelli Love Our Planet & People ETF (NYSE: LOPP) in January 2021 to extend the tax benefits of owning exchange traded funds to our investors. Since the initial launch, the Gabelli platform has steadily grown the differentiated suite of ETFs. We are pleased with the client adoption progress and excited about this growth area of the market and positioning of these unique funds supported by our investment team. To accelerate the growth of these funds, each of the funds (with the exception of GGRW) has fee and expense waivers on the first $25 million of assets, whereas LOPP has a fee and expense waiver for the first $100 million of assets under management.

    AUA on December 31, 2024 were $1.2 billion, a slight decline from the $1.3 billion at September 30, 2024.

    Return to Shareholders

    During the fourth quarter of 2024, Gabelli returned to shareholders $86 million in the form of a special dividend of $2.00 per share totaling $50.5 million that was declared in the third quarter of 2024, the repurchase of 1,304,358 shares for $34.4 million at an average investment of $26.37 per share, and a regular quarterly dividend of $0.04 per share totaling $1.0 million. From January 1, 2025 to February 4, 2025, the Company has repurchased 12,971 shares at an average price of $23.95 per share for an aggregate purchase price of approximately $0.3 million. On February 4, 2025, the board of directors increased the buyback authorization to 1.5 million shares.

    On February 4, 2025, Gabelli’s board of directors declared a regular quarterly dividend of $0.08 per share, an increase of 100%, which is payable on March 25, 2025 to class A and class B shareholders of record on March 11, 2025.

    Balance Sheet Information 

    As of December 31, 2024, cash, cash equivalents, and U.S Treasury Bills were $116.5 million and investments were $66.3 million, compared with cash, cash equivalents, and U.S. Treasury Bills of $160.8 million and investments of $44.1 million as of December 31, 2023. As of December 31, 2024, stockholders’ equity was $136.6 million compared to $181.0 million as of December 31, 2023. The decline in stockholders’ equity resulted from the payment of $59.5 million in dividends, $49.3 million of stock buybacks, offset partially by $64.4 million in net income.

  • MIL-OSI Security: Disbarred Queens Attorney Sentenced to 54 Months in Prison for Defrauding Clients

    Defendant Falsely Held Himself Out as a Trusted Attorney in the Korean-American Community

    Earlier today, in federal court in Brooklyn, disbarred attorney Hyun W. Lee, also known as “Michael Lee,” was sentenced by United States District Judge Pamela K. Chen to 54 months in prison for wire fraud in connection with a scheme to defraud his real estate clients and their counterparties of funds held in his attorney escrow account.  As part of the sentence, Lee was ordered to pay the government $3.27 million in forfeiture and restitution to the victims in the amount of $3.29 million.  Lee pleaded guilty to wire fraud in December 2023.

    John J. Durham, United States Attorney for the Eastern District of New York, announced the sentence.

    “The defendant was disbarred from the practice of law for reprehensible misconduct, but that severe penalty did not deter him from continuing to abuse the trust of clients, so it is my hope that he will get the message after serving a term of imprisonment for his crimes,” stated United States Attorney Durham.  “It is particularly egregious that Lee committed these crimes by holding himself out as a trusted lawyer to clients within the Korean-American community in Queens, where many immigrants have little experience with the legal system and place an enormous amount of trust in the hands of individuals like the defendant who profess to represent their interests in legal proceedings.”

    Mr. Durham thanked the Queens County District Attorney’s Office for their assistance in this matter.

    Lee was an attorney licensed by the State of New York admitted to practice in 2003.  He maintained an office in Flushing, Queens, where he represented buyers and sellers in connection with the purchase and sale of real property.  On March 11, 2020, Lee was disbarred as a result of charges brought by the Grievance Committee that he had engaged in a pattern and practice of misappropriating client and third-party funds.  As a result, Lee was not permitted to accept funds from clients and third parties.

    Between February 2018 and May 2023, Lee induced clients and counterparties to entrust funds to him for the purchase of real estate based on misrepresentations that he would release the funds deposited into his escrow account.  Instead, Lee misappropriated these funds and used them for his own benefit, which included gambling at casinos and to pay expenses at a restaurant that he was a part-owner.  Lee misrepresented that he was an attorney authorized to represent clients in connection with the purchase and sale of real estate, and to receive and hold funds in his escrow account in connection with real estate transactions. 

    In furtherance of the scheme, Lee misled clients about the status of funds held in his escrow account by fabricating documents leading them to believe their funds were secure.  While documentation Lee showed to clients reflected a balance in Lee’s escrow account of nearly $3 million, in reality Lee had depleted the escrow account down to only approximately $25,000.  Lee failed to honor requests by clients and their counterparties to release funds from his escrow account, falsely claiming that he was in the process of working out an equitable distribution of funds that remained. In reality, Lee had already spent virtually all of the funds in the account.

    Victims who suffered losses as a result of the conduct of Lee, or other New York lawyers who engage in misconduct, may be eligible to receive compensation by filing a claim with the Lawyer’s Fund for Client Protection, which may be reached by calling (800) 442-3863 or e-mailing info@nylawfund.org

    The government’s case is being handled by the Office’s Business and Securities Fraud Section. Assistant U.S. Attorney Hiral D. Mehta is in charge of the prosecution with assistance from Special Agent Martin Sullivan.

  • MIL-Evening Report: Climate-affected produce is here to stay. Here’s what it takes for consumers to embrace it

    The economic cost of food waste in Australia is staggering. It’s estimated $36.6 billion is lost to the economy every year. Much of our fresh produce never even makes it to stores, rejected at the farm gate due to cosmetic reasons, such as its appearance, size or ripeness.

    We’ve known about this problem for a long time, which has given rise to the “ugly” food movement. Once-rejected produce has been rebranded as “wonky” in the UK, “inglorious” in France, “naturally imperfect” in Canada or an “odd bunch” in Australia.

    While the existence of these campaigns is commendable, there’s another major marketing challenge if we want to reduce food waste – acceptance of climate-affected produce.

    Broadly speaking, this refers to produce affected by extreme or moderate weather events. Droughts are an example of such climate events, predicted to become more intense and frequent as a result of global climate change.

    Climate-affected produce resembles “ugly” food as it is often smaller, misshapen or has surface imperfections.

    But in contrast to “ugly food”, the taste and texture of climate-affected produce can be quite different.

    Under the effects of drought, apples may become sweeter and more granular, chillies hotter and onions more pungent. In the case of mild or moderate droughts, such produce is still edible.

    Our recent research points to some uncomfortable truths. Many consumers prefer to avoid climate-affected produce altogether. And when price is a factor, they won’t choose it without a discount.

    But our research also offers suggestions on how purchases of such produce could be encouraged – including marketing messages that highlight the “resilience” of climate-affected produce.

    Our research

    We carried out two discrete choice experiments with consumers who buy fresh fruit and vegetables. One sample was drawn from among Australian students, the other from members of the wider Australian population.

    Participants were shown eight different apple options simulating a shopping environment, which were described with a range of different attributes including firmness, sweetness, appearance and size.

    The apples were also labelled with a price tag and information on whether they were sold at a supermarket or farmers’ market. All climate-affected apples were presented with a “resilience” message: “resilient apple – survived the drought”.

    We sought to examine how produce’s “organoleptic” properties – the way it impacts our different senses – as well as levels of empathy toward the farmers impact consumers’ willingness to choose climate-affected produce, and how much they’d pay for it.

    A preference for perfect

    We found when an apple’s firmness, size and aesthetics were important and empathy towards farmers was low, consumers tended to avoid climate-affected produce. They instead chose unaffected alternatives at higher prices (no such effect was observed for sweetness).

    This finding might not be surprising, but it’s still cause for concern. If farmers cannot repurpose climate-affected produce into spreads, jams, smoothies or animal feed, it can’t enter supply chains and may end up as waste.

    Previous campaigns for “ugly” fruit and vegetables may not offer much help with this problem, either. These campaigns emphasise the unaffected taste and texture of the produce. Marketing climate-affected produce needs a different approach.

    Otherwise, we expect a discount

    When price was important to consumers, they chose climate-affected produce, regardless of their levels of empathy toward farmers. But they were only willing to pay discounted prices for it.

    That might seem like a more positive outcome. But consumer expectations that climate-affected produce will always be discounted may disadvantage farmers with lower profit margins and diminish its value as a still-usable resource.

    The power of “resilience” messaging

    Importantly, we found when the “resilience” message resonated with consumers, they were more inclined to consider climate-affected apples. This was true even when their empathy towards farmers was low.

    This suggests that when empathy fails, leveraging marketing messages that highlight “resilience” could be another avenue worth exploring.

    Our research team is now exploring what types of “resilience” messages can encourage purchases of climate-affected produce.

    Australians have been conditioned for many years to expect only aesthetically pleasing fruit and vegetables.

    Given extreme weather events are unlikely to become less frequent in the future, climate-affected produce is likely here to stay. If we want consumers to embrace it, we need to have uncomfortable conversations around its different taste and texture, and rethink what we’re willing to accept.

    VANCOUVER, British Columbia, Feb. 04, 2025 (GLOBE NEWSWIRE) — Through the BC Fast Pilot program, Innovate BC and the National Research Council of Canada Industrial Research Assistance Program (NRC IRAP) are investing a combined total of $1.5M in funding across twelve B.C.-based companies to pilot innovation projects. Projects areas include wildfire management, critical minerals, water treatment, artificial intelligence and data analytics in applications to clean technology and agriculture, and more. The funding will support pilot testing for new technologies.

One of this year’s recipients, FireSwarm Solutions, is working to enhance wildfire detection and management through advanced drone technology and is being piloted in Squamish. joni, piloting their project in both Victoria and Richmond, are addressing menstrual care accessibility in public spaces with an IOT-enabled technology.

    This is the sixth round of funding through the BC Fast Pilot program, which was launched in 2019. Since the program’s inception, and including this year’s awardees, $11.4M has been invested into 87 B.C. pilot demonstrations.

Similarly, pH7 Technologies, a 2022/23 participant, secured $1.5M from PacifiCan, raised $16M USD in a Series A round, and was recognized as one of the Global Cleantech 100 companies in 2024 and 2025.

    This funding prioritizes regional projects, with a focus on cleantech and projects that involve physical installations and are capital intensive in nature, and those that involve Indigenous communities or organizations.

    WASHINGTON – Senator John Hoeven (R-N.D.) and Congressman August Pfluger (R-Texas) today reintroduced their bicameral Congressional Review Act (CRA) resolution of disapproval to block implementation of the Biden administration’s Natural Gas Tax, which was passed as part of the Inflation Reduction Act, Democrats’ reckless tax-and-spend legislation in 2022.

  • MIL-OSI New Zealand: Support for Māori economic development projects

    A major infrastructure upgrade at the Waitangi Treaty Grounds, supported by $10.2 million from the Regional Infrastructure Fund, is progressing well with some new facilities opening in time for the 185th Waitangi Day commemorations this week, Regional Development Minister Shane Jones and Māori Development Minister Tama Potaka say.

    The Ministers also today announced $7.1m funding for Māori economic development projects in Northland and Taranaki.

    “The Waitangi Treaty Grounds are a nationally significant site for all New Zealanders and it is important they are maintained at the highest level,” Mr Potaka says.

    “The grounds are also the No.1 tourism destination in Northland and each year the number of visitors increases, boosting the local economy. More than 160,000 people visited last year, including about 50,000 on Waitangi Day 2024. The infrastructure improvements will ensure the grounds are fit for purpose year-round.”

    Mr Jones says it was clear the facilities and buildings at the Waitangi grounds were reaching the end of their shelf life and needed upgrading.

    “I am pleased that work has cracked on in time for this year’s events, and that all-important bathroom facilities and carparking is in place.”

    The remaining upgrades at Waitangi are expected to be finished by November 2026. The total cost of the upgrades is $10.65m.

    The Ministers announced the funding in November last year, along with $10.1m for infrastructure improvements at Rātana Pā near Whanganui.

    Today the Ministers also announced $7.1m in grants from the Regional Infrastructure Fund (RIF) for enabling infrastructure in three Māori economic development projects in Northland and Taranaki.

    “We understand access to capital is a particular barrier for Māori entities and businesses, and the RIF aims to be a potential source of investment in Māori-led regional infrastructure projects that have merit, and it is proven funding cannot be found elsewhere,” Mr Jones says.

    “It is often difficult for Māori to borrow against collectively owned whenua (land) and some Māori entities have lower levels of assets that can be used by lenders as security collateral. Investing in the Māori economy is important for lifting the New Zealand economy as a whole.”

    Research from Business and Economic Research Limited and the Ministry for Business Innovation and Employment shows the Māori economic contribution to the New Zealand economy grew from $17 billion (6.5 per cent of GDP) in 2018 to $30b (8.4 per cent) in 2023.

    “These three grants from the RIF will provide these communities with the funds needed to unlock potential Māori economic development opportunities while supporting growth and resilience in these regions,” Mr Potaka says.

    The three projects are:

    • Te Kao Community Microgrid (Te Tai Tokerau) project will receive a $3m grant to construct a solar- and wind-powered microgrid connected to a community battery in Te Kao village to provide a consistent low-cost energy supply to the community and local businesses.
    • Ngā Wāhi Tapu o Pukerangiora (Taranaki) will receive $2.8m to build tourism infrastructure at Pukerangiora Pā, a site of significance to increase cultural tourism opportunities. 
    • Waimamaku Community Solar Resilience Programme (Te Tai Tokerau) will receive $1.3m to install solar power and batteries to multiple businesses and community facilities to provide consistent and reliable power.

    In September the Government provided a $5.8m grant to improve water infrastructure at Parihaka in Taranaki, a place of passive resistance, peace, and shelter during the New Zealand Land Wars.

  • MIL-OSI Security: Manvel resident admits to series of frauds totaling $2 million

    HOUSTON – A 39-year-old man has entered a guilty plea to wire fraud for a Payroll Protection Plan (PPP) scheme involving the submission of a series of false applications under the name of a business that did not exist, announced U.S. Attorney Nicholas J. Ganjei.

    Antonio Jackson submitted false documents on four separate applications for PPP funds during the COVID-19 epidemic. Jackson claimed to have multiple employees at a business that was later found to have been entirely fictitious.   

    To further the fraud, Jackson submitted false tax documents, bank statements and employee forms to the Small Business Administration (SBA), ultimately resulting in a loss of $491,711 to the SBA.  

    As part of his plea, Jackson also admitted to several other frauds he had committed during this timeframe. One included a scheme to defraud a Washington D.C.-based federal credit union through a series of false home improvement loan applications. He also acknowledged a mortgage fraud by claiming honorable discharge for a Veteran’s Affairs Department backed loan, a scheme to avoid paying taxes on a residence in Brazoria County by claiming to be an fully disabled veteran and to committing credit card abuse in December 2024.

    In total, losses associated with Jackson’s various frauds have exceeded $2 million.

    “Going after fraudsters who take money meant for hard-working Americans is a priority for this office. Doing so both upholds the public trust and protects the taxpayer,” said Ganjei.

    As part of his plea, Jackson has agreed to pay full restitution for his crimes.

    U.S. District Judge Lee H. Rosenthal will impose sentencing April 16. At that time, Jackson faces up to 20 years in federal prison and a possible $250,000 maximum fine.

    He will remain in custody pending that hearing.

    The SBA-Office of Inspector General conducted the investigation with the assistance of the Department of Veteran’s Affairs. Assistant U.S. Attorney Thomas Carter prosecuted the case.

  • MIL-Evening Report: Māori communities lead innovative ways of financing housing on ancestral lands

    New Zealand’s housing crisis disproportionately affects Māori in rural areas where healthy homes are in short supply and collective land ownership presents a challenge to banks.

    Governments have been grappling with this issue. The previous Labour-led government committed more than NZ$730 million to Māori-led housing solutions, and an announcement this week by the current coalition government saw a $200 million investment into affordable rentals.

    But Whare Ora, a community-run housing initiative in Te Tairāwhiti (East Coast), shows that innovative approaches to home ownership can be found within communities.

    Since 2020, Whare Ora has developed a social enterprise model, focused on producing healthy, affordable and transportable whare (houses) for local communities. Run by the charitable company Hikurangi Enterprises, Whare Ora has now supplied more than 80 homes for local whānau.

    This project is directly addressing regional housing deprivation and the finance barriers for building on Māori land under multiple ownership.

    This holds particular potential for Indigenous housing.

    Financial barriers

    Despite Whare Ora producing high-quality houses at affordable prices, access to finance remains a significant barrier for whānau placing homes on ancestral lands.

    This is mainly due to the perceived risk of lending against Māori freehold land, which is inalienable and often collectively owned. This creates issues for mainstream retail lenders that require land to be alienable to a single owner to secure a mortgage.

    In exceptional circumstances, such as Ngāti Whātua Ōrakei’s recent agreement with BNZ, this can be mitigated if a trust can provide a guarantee over lending. This usually requires a large asset base or financial holdings.

    However, the majority of Māori who want to build homes on ancestral lands are individual or collective whānau who don’t have access to such resources. The perceived risk excludes many who could service a loan but are unable to because the financial services don’t exist or aren’t designed for collectively-owned land.

    For a region such as Te Tairāwhiti where about 25% of land is under Māori governance, this creates a lost opportunity for whānau to utilise ancestral lands for housing.

    This is a systemic issue, documented by the National Housing Commission in 1983 and the Auditor General’s reports in 2011 and 2014.

    Community partnerships

    Seeking a solution to this finance barrier, Hikurangi Enterprises collaborated with Community Finance, a community-to-community lender, to investigate possible ways to administer lending for housing on collectively-owned land.

    Supported by philanthropic organisations, this collaboration has given way to Kaenga Hou, a new trust set up to provide a range of progressive home-ownership options in Te Tairāwhiti.

    Significantly, one option facilitates lending on ancestral land through a license-to-occupy agreement, based on an ethical finance model funded by impact investors.

    Impact investors provide finance capital at below-market interest rates, while producing a social or environmental benefit (in this case addressing regional housing issues and strengthening Māori wellbeing through connections to ancestral lands).

    This allows for more compassionate and innovative forms of investment, where complex issues can be worked through rather than written off as too risky or not profitable enough.

    An ethical finance model

    In designing a model to attract impact investment, Kaenga Hou and Community Finance sought innovative ways to mitigate investor risk while placing whānau at the centre of decisions, protecting them from exploitative lending and ensuring fair outcomes.

    This was achieved through a creative rent-to-buy programme using whānau rental payments to reduce risk and build resilience into the model.

    In short, whānau make rental payments to the trust. A portion of these payments repays the trust’s interest payments to investors funding the model. Another part builds a savings account, allowing the whānau to buy the home outright over time.

    A final portion will be directed toward a support mechanism for all whānau in the programme. Known as the aroha fund, this aspires to support others if they face unexpected financial difficulty.

    Innovation lies in the subtle details that reduce risk for both whānau and the investors. For example, the aroha fund increases the chance of programme completion, setting whānau up to succeed, while ensuring financial and social returns for the ethical investor.

    Similarly, in the unlikely event whānau have to exit the programme, a proportion of the money accrued through the savings account can be returned and they would have paid an affordable rent while in the programme.

    In this worst-case scenario, the programme aims to leave whānau in a better-off position than when they entered, uplifting whānau and safeguarding the reputation of investors. Collectively, these aspects ensure that positive whānau outcomes are just as important as creating a financial return.

    Lessons for Te Tiriti-led futures

    At its heart, housing on ancestral lands is a Te Tiriti issue. The Waitangi Tribunal recently concluded the Crown has a duty to provide housing because of the guarantee of tino rangatiratanga over kāinga (homes and settlements).

    The government currently provides a loan scheme for housing on whenua Māori, but since its inception in 2010 it has been constantly scrutinised for low uptake and accessibility, with similar pitfalls to retail lending.

    This highlights the importance of taking lessons from community-led innovations and their approaches. In this case, more compassionate investment and a whānau-centred finance model created new possibilities for managing risk associated with lending to ancestral Māori lands.

    Genuine partnerships, seeking to protect whānau while participating in finance systems, were key. This provides a road map for how Aotearoa might face such pressing issues, now and into the future.

  • MIL-OSI Security: 29 Individuals Sentenced to 378 Combined Years in Federal Prison for Running Armed Fentanyl and Meth Trafficking Ring

    EVANSVILE- 29 defendants have been sentenced to a combined 378 years in federal prison for their roles in a large methamphetamine and fentanyl drug trafficking organization that operated in Southern Indiana.

    According to court documents, between January 2020 and November 2021, the following 29 individuals conspired together to distribute a total of nearly 500 pounds of methamphetamine and over three kilograms of fentanyl. This investigation led to the seizure of over 80 pounds of methamphetamine, over 560 grams of fentanyl, and $240,000 in United States currency.

    Jeramey Smith served as the leader of the drug trafficking operation. Smith began obtaining multiple pound quantities of crystal methamphetamine from Julian Green in early 2020 until April of 2021 when he changed his source of supply to a cartel linked individual based in Houston, Texas. In June of 2021, Smith was robbed of a large amount of cash and was unable to pay his supplier for the lost product. Smith resorted back to Green to obtain the crystal methamphetamine.

    DeJarnett was one of Smith’s top methamphetamine customers, often purchasing up to 20 pounds at a time. After Smith obtained the methamphetamine from either Green or his Mexican source of supply, he then distributed the methamphetamine to mid -level distributors in Indianapolis and Evansville.   

    In September 2021, Smith branched out to also begin selling large quantities of fentanyl-laced pills. Smith would obtain fentanyl powder from Markey and/or Moore, who would then press the powder into pills. Smith then used his same distributors to distribute the fentanyl throughout Southern Indiana. Law enforcement seized an automated pill press during the course of the investigation. Smith also used violence and intimidation to further his drug business by having his distributors robbed of their drug proceeds at gun point.

    Additionally, several members of the drug trafficking used firearms to protect themselves and their profits. In total, law enforcement officers seized over 30 firearms from the defendants during court-authorized searches at multiple locations in Indianapolis and Evansville.

    This case was investigated by the Drug Enforcement Administration’s Evansville Resident Office, with the FBI, Bureau of Alcohol, Tobacco, Firearms and Explosives, Evansville Vanderburgh County Joint Task Force, DEA Indianapolis and Indianapolis Metro Drug Task Force providing valuable assistance. The sentenced were imposed by U.S. District Court Judge Matthew P. Brookman.

    Acting U.S. Attorney John E. Childress thanked Assistant United States Attorneys Lauren Wheatley and Jeremy Kemper, who prosecuted this case. 

    According to the Drug Enforcement Administration, as little as two milligrams of fentanyl can be fatal, depending on a person’s body size, tolerance, and past usage—a tiny amount that can fit on the tip of a pencil. Seven out of ten illegal fentanyl tablets seized from U.S. streets and analyzed by the DEA have been found to contain a potentially lethal dose of the drug.

    One Pill Can Kill: Avoid pills bought on the street because One Pill Can Kill. Fentanyl has now become the leading cause of death for adults in the United States. Fentanyl is a highly potent opioid that drug dealers dilute with cutting agents to make counterfeit prescription pills that appear to be Oxycodone, Percocet, Xanax, and other drugs. Fake prescription pills laced with fentanyl are usually shaped and colored to look like pills sold at pharmacies. For example, fake prescription pills known as “M30s” imitate Oxycodone obtained from a pharmacy, but when sold on the street the pills routinely contain fentanyl. These pills are usually round tablets and often light blue in color, though they may be in different shapes and a rainbow of colors. They often have “M” and “30” imprinted on opposite sides of the pill. Do not take these or any other pills bought on the street – they are routinely fake and poisonous, and you won’t know until it’s too late.

    On February 4-5, the Department of Business and Trade (DBT) organized an Infrastructure Trade Mission aimed at increasing UK’s private sector participation in Guatemalan projects.

    Seven UK infrastructure companies are participating in this two-day event which will allow them to meet with government, municipal and private sector representatives; with a focus on multiple areas, which are critical to improving Guatemala’s infrastructure delivery and sustainable development. 

    The visit aims to better understand the Guatemalan authorities’ plans for infrastructure projects delivery at national and municipal levels, including mobility, water sanitation, hospitals and private sector led construction. It also seeks to create business opportunities between local and the UK companies participating, these are:

    MILAN, Feb. 04, 2025 (GLOBE NEWSWIRE) — Intesa Sanpaolo has posted its best-ever financial results, closing 2024 with a net income of €8.7 billion, up 12% compared to 2023. This outstanding performance enables the bank to distribute €6.1 billion in cash dividends to shareholders for 2024. Additionally, subject to shareholder approval, a new €2 billion share buyback will be launched in June.

    With strong profitability and a robust capital position, Intesa Sanpaolo has raised its net income guidance for 2025 to well above €9 billion.

    Strong revenue growth and cost efficiency

    Intesa Sanpaolo recorded significant growth in commissions, up 9% compared to 2023, with acceleration in Q4. Insurance income reached an all-time high, increasing by 4% year-over-year.

    Customer financial assets expanded by €77 billion, reaching around €1.4 trillion, supported by €5.1 billion in net inflows into Assets under Management (AuM) in Q4.

    Despite heavy investments in technology, cost discipline remains a priority. The bank achieved a record-low cost/income ratio of 42.7%, one of the best in Europe.

    Technology investments and digital transformation

    Technology remains at the core of Intesa Sanpaolo’s strategy. The bank has invested €4.2 billion in digital transformation, hiring over 2,300 IT specialists and migrating 62% of its applications to the cloud.

    Isybank, the bank’s digital-only platform, saw a surge in new customers in Q4, surpassing a total of 500,000 new sign-ups. This brought the total isybank customer base close to 900,000, reinforcing its position as a key digital player.

    As the premier naval conference and exposition on the West Coast, WEST offered industry and academia experts the valuable opportunity to engage with U.S. Navy, Marine Corps and Coast Guard leaders. Co-sponsored by Armed Forces Communications & Electronics Association (AFCEA) International and the U.S. Naval Institute (USNI), thousands of people attended at the San Diego Convention Center Jan. 28-30 to discuss the landscape of increasingly complex challenges in alignment with the theme: the future is now, are we advancing operational capabilities that pace the threat?

    NAVWAR Commander Rear Adm. Seiko Okano, representing the command for the first time at WEST, highlighted her organization’s commitment to supporting the Fleet with next-generation capability. On a panel with other military and industry experts, they discussed how the Department of Defense (DOD) is accelerating software development in support of the Replicator initiative, a DOD-wide effort to fast-track the acquisition of thousands of all-domain attritable autonomous systems.

    She highlighted the need for a shift in both culture and the development ecosystem, emphasizing that transformative change is essential for driving progress. “This isn’t a technology problem; this is a culture problem. The faster we figure out how to shift this together, I think we win,” she said. “The Navy has always prided itself on having brilliant technologists at our research labs, but we should also embrace the really fantastic solutions from industry that we can leverage to help us innovate at speed.”

    On another panel with systems commanders from the Navy, Marine Corps and Coast Guard on acquisitions, Okano continued to speak about the unique role NAVWAR has in delivering innovative capability to the Fleet. “NAVWAR is at the center of a significant shift in warfare—where traditional domains are blurring, and the fight is increasingly multi-domain and multi-spectral. Our role is to deliver a decisive information advantage, requiring speed, agility and adaptability,” she said. “The challenge is breaking down silos, fostering collaboration and instilling a culture that embraces rapid change to meet the demands of modern conflict.”

    During an informational brief about NAVWAR and its needs, John Pope, executive director of NAVWAR, reiterated the importance of rapid and easy adoption of new technologies. “In our world of information warfare, we need to be the ones who are the quickest to respond to what the Fleet needs,” he said. “To achieve that, we’re asking our workforce and our industry and academic partners to embrace our core values of audacious innovation and radical ownership to get after what we need to fix any outdated equipment until we can find modern solutions.”

    At the Navy’s Information Warfare pavilion, experts from across the NAVWAR enterprise had a significant presence, interfacing with industry at engagement zones and presenting cutting-edge technology. From Naval Information Warfare Center (NIWC) Pacific; Program Executive Office (PEO) Digital and Enterprise Services (Digital); PEO Manpower, Logistics and Business Solutions (MLB); and PEO Command, Control, Communications, Computers and Intelligence (C4I), NAVWAR’s wide-ranging program offices were represented on the exhibit floor.

    The tech demonstrations from NIWC Pacific showcased the latest and greatest from their labs, ranging from cloud development to cryogenic probes to a robot dog designed to assist in ship maintenance. One of the demos featured a Rapid Recreation into Modeling and Simulations (R2MS) tool, spearheaded by the Integrated Fires Team. This platform uses real-world data to create live virtual simulations at rapid speed, an invaluable tool for training and mission planning. “We’re exploring how AI and ML can take R2MS’ capabilities even further,” said Nadil Lopez, project manager for the Integrated Fires team. “There is a lot of untapped potential with this tool in creating complex and realistic environments for the Fleet.”

    All of NAVWAR’s PEOs also had significant industry engagement throughout the course of WEST. Through PEO C4I’s annual Engagement Event and the joint PEO Digital/MLB Industry Open house, around 250 individual companies met government representatives and leaders for insightful and collaborative conversations across all three PEOs.     On behalf of GUU, the agreement was signed by Rector Vladimir Stroyev, on behalf of RIAT – by Rector Evgeny Trofimov.   • MIL-OSI Economics: IMF Executive Board Concludes 2024 Article IV Consultation with Grenada

    Washington, DC: On January 24, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with Grenada.

    Through end-June 2024, Grenada’s economy was experiencing sustained strong growth supported by buoyant tourism, moderating inflation, and a narrowing current account deficit. A surge in Citizenship-by-Investment (CBI) revenue supported a strong improvement in the fiscal position and reduction in public debt. The financial system remained stable. On July 1, Hurricane Beryl caused damage in excess of 16 percent of GDP on the Grenadian islands of Carriacou and Petite Martinique, as well as in the northern parishes of the main island. The authorities responded swiftly with a package of fiscal measures, including suspension of fiscal rules to permit temporary deficit spending in support of the recovery and reconstruction.

    Grenada’s near-term economic growth is projected to remain resilient at 3.9 percent in 2025, buoyed by limited hurricane damages to tourism infrastructure and the authorities’ large recovery and reconstruction spending. Sizable government savings and triggering of disaster-contingent instruments create fiscal space for these spending needs. Assuming a subsequent timely return to the fiscal rules, public debt is projected to continue falling and reach the debt target of 60 percent of GDP by 2030.

    Over the medium-term GDP growth is projected to slow given the tourism sector operates near its peak-season capacity. Key downside risks include the threat of further natural disasters, potential shocks to tourism demand, and the uncertain scale of future CBI inflows, while the domestic non-bank financial system faces rising vulnerabilities from the continued rapid expansion of credit unions and the rising costs of property insurance. Prospective hotel developments and public investment projects represent upside risks to the medium-term growth outlook.

    Executive Board Assessment[2]

    Executive Directors agreed with the thrust of the staff appraisal. They welcomed Grenada’s robust economic performance in 2023 and the first half of 2024, buoyed by strong tourism. Directors also commended the authorities’ swift and prudently tailored response to Hurricane Beryl, which supported disaster-relief and helped mitigate the impact on economic growth. Noting that the medium-term outlook remains subject to risks from natural disasters, uncertain Citizenship-by-Investment (CBI) flows, and other external shocks, they encouraged the authorities to exercise continued fiscal prudence and to pursue structural reforms to boost long-term growth and enhance resilience, while leveraging Fund technical assistance.

    Directors welcomed Grenada’s commitment to fiscal prudence and debt sustainability and emphasized the importance of a timely return to the suspended fiscal rules. In that context, they noted the need for continued expenditure prioritization and revenue mobilization to create fiscal space for future investment needs, including for climate resilience. Further strengthening public investment management and budget planning processes would also be important. Directors also saw merit in developing a more uniform framework for managing all CBI resources and encouraged continued progress in resolving outstanding official arrears.

    Directors welcomed the banking system’s resilience despite repeated shocks. They emphasized the need for vigilance and strengthened oversight in the rapidly expanding credit union sector. Directors encouraged strengthening data collection and regional collaboration in the property insurance sector, given rising premiums. They also agreed that further enhancements in the AML/CFT frameworks are essential, including to safeguard correspondent banking relationships.

    Directors commended the authorities’ implementation of Grenada’s Disaster Resilience Strategy including investments in a risk-layering framework of disaster-contingency insurance and financing instruments. Moving forward and noting the risk of future natural disasters, they emphasized the importance of further advancing the energy transition and investment in disaster resilient infrastructure, with support from private financing.

    Directors also encouraged sustained structural reform efforts to foster long-term growth, including investing in active labor market policies and continuing efforts to support off-season and niche tourism. Addressing data gaps is also important.

    It is expected that the next Article IV Consultation with Grenada will be held on the standard 12-month consultation cycle.

  • MIL-OSI: First Financial Corporation Reports 2024 Results

    TERRE HAUTE, Ind., Feb. 04, 2025 (GLOBE NEWSWIRE) — First Financial Corporation (NASDAQ:THFF) today announced results for the fourth quarter of 2024.

    • Net income was $16.2 million compared to $12.4 million reported for the same period of 2023;
    • Diluted net income per common share of $1.37 compared to $1.06 for the same period of 2023;
    • Return on average assets was 1.18% compared to 1.05% for the three months ended December 31, 2023;
    • Credit loss provision was $2.0 million compared to provision of $2.5 million for the fourth quarter 2023; and
    • Pre-tax, pre-provision net income was $22.3 million compared to $16.6 million for the same period in 2023.1

    The Corporation further reported results for the year ended December 31, 2024:

    • Net income was $47.3 million compared to $60.7 million reported for the same period of 2023;
    • Diluted net income per common share of $4.00 compared to $5.08 for the same period of 2023;
    • Return on average assets was 0.92% compared to 1.26% for the twelve months ended December 31, 2023;
    • Credit loss provision was $16.2 million compared to provision of $7.3 million for the twelve months ended December 31, 2023; and
    • Pre-tax, pre-provision net income was $73.4 million compared to $79.7 million for the same period in 2023.1

    Average Total Loans

    Average total loans for the fourth quarter of 2024 were $3.79 billion versus $3.13 billion for the comparable period in 2023, an increase of $657 million or 20.98%. On a linked quarter basis, average loans increased $84.7 million or 2.29% from $3.71 billion as of September 30, 2024. Increases in average loans year-over-year were mostly a result of the acquisition of SimplyBank on July 1, 2024.

    Total Loans Outstanding

    Total loans outstanding as of December 31, 2024, were $3.84 billion compared to $3.17 billion as of December 31, 2023, an increase of $669 million or 21.13%. On a linked quarter basis, total loans increased $122 million or 3.28% from $3.72 billion as of September 30, 2024. The year-over-year increase was impacted by the $467 million in loans acquired in the SimplyBank acquisition. Organic growth was primarily driven by increases in Commercial Construction and Development, Commercial Real Estate, and Consumer Auto loans.

    Norman D. Lowery, President and Chief Executive Officer, commented “We experienced another sound quarter of loan growth and record net interest income. During the quarter our net interest margin expanded, and we expect continued improvement in coming quarters.”

    Average Total Deposits

    Average total deposits for the quarter ended December 31, 2024, were $4.76 billion versus $4.05 billion as of December 31, 2023, an increase of $706 million or 17.44%. Increases in average deposits year-over-year were mostly a result of the acquisition of SimplyBank. On a linked quarter basis, average deposits increased $52 million, or 1.10% from $4.71 billion as of September 30, 2024.

    Total Deposits

    Total deposits were $4.72 billion as of December 31, 2024, compared to $4.09 billion as of December 31, 2023, a $629 million increase, or 15.37%. On a linked quarter basis, total deposits increased $1.4 million, or 0.03%. $622 million in deposits were acquired in the SimplyBank acquisition. Non-interest bearing deposits were $859.0 million, and time deposits were $749.4 million as of December 31, 2024, compared to $750.3 million and $515.7 million, respectively for the same period of 2023.

    Shareholders’ Equity

    Shareholders’ equity at December 31, 2024, was $549.0 million compared to $528.0 million on December 31, 2023. During the last twelve months, the Corporation has not repurchased any shares of its common stock. 518,860 shares remain available for repurchase under the current repurchase authorization. The Corporation paid a $0.45 per share quarterly dividend in October and declared a $0.51 quarterly dividend, which was paid on January 15, 2025.

    Book Value Per Share

    Book Value per share was $46.36 as of December 31, 2024, compared to $44.76 as of December 31, 2023, an increase of $1.60 per share, or 3.57%. Tangible Book Value per share was $36.10 as of December 31, 2024, compared to $36.91 as of December 31, 2023.

    The Corporation’s tangible common equity to tangible asset ratio was 7.86% at December 31, 2024, compared to 9.15% at December 31, 2023.

    Net Interest Income

    Net interest income for the fourth quarter of 2024 was a record $49.6 million, compared to $39.6 million reported for the same period of 2023, an increase of $10.0 million, or 25.29%.

    Net Interest Margin

    The net interest margin for the quarter ended December 31, 2024, was 3.94% compared to the 3.63% reported at December 31, 2023. On a linked quarterly basis, the net interest margin increased 16 basis points from 3.78% at September 30, 2024.

    Nonperforming Loans

    Nonperforming loans as of December 31, 2024, were $13.3 million versus $24.6 million as of December 31, 2023. The ratio of nonperforming loans to total loans and leases was 0.35% as of December 31, 2024, versus 0.78% as of December 31, 2023. The decrease in nonperforming loans is due to a commercial relationship that was downgraded in fourth quarter 2023 and subsequently resolved in 2024.

    Credit Loss Provision

    The provision for credit losses for the three months ended December 31, 2024, was $2.0 million, compared to $2.5 million for the fourth quarter 2023.

    Net Charge-Offs

    Fourth quarter net charge-offs were $1.4 million compared to $1.8 million in the same period of 2023.

    Allowance for Credit Losses

    The Corporation’s allowance for credit losses as of December 31, 2024, was $46.7 million compared to $39.8 million as of December 31, 2023. The allowance for credit losses as a percent of total loans was 1.22% as of December 31, 2024, compared to 1.26% as of December 31, 2023. On a linked quarter basis, the allowance for credit losses as a percent of total loans decreased 2 basis points from 1.24% as of September 30, 2024. The Corporation recorded $8.5 million in allowance for the acquisition of SimplyBank, which included $3 million to record purchased credit deteriorated (“PCD”) reserves.

    Non-Interest Income

    Non-interest income for the three months ended December 31, 2024 and 2023 was $12.2 million and $11.2 million, respectively.

    Non-Interest Expense

    Non-interest expense for the three months ended December 31, 2024, was $39.8 million compared to $34.2 million in 2023. This includes an overall increase in operating expenses as a result of the acquisition.

    Efficiency Ratio

    The Corporation’s efficiency ratio was 62.98% for the quarter ending December 31, 2024, versus 65.62% for the same period in 2023.

    Income Taxes

    Income tax expense for the three months ended December 31, 2024, was $3.8 million versus $1.7 million for the same period in 2023. The effective tax rate for 2024 was 17.28% compared to 16.31% for 2023.

  • MIL-OSI USA: IAM Local 778 Ratifies Strong New Contract with Kansas City Auto Dealers

    IAM Local 778 and Teamsters Local 41 members working at Ford, Dodge, and Chevrolet dealerships ratified a strong new three-year agreement with the Kansas City Dealers Association on Jan. 6. 

    The new contract covers IAM and Teamsters members at various dealerships throughout Kansas City and the surrounding area. After narrowly avoiding a strike while bargaining their last two agreements, members overwhelmingly passed this contract, which contains many enhancements.

    “The Midwest Territory is proud of our strong presence in the automotive industry,” said IAM Midwest Territory General Vice President Sam Cicinelli. “This bargaining committee worked hard to bring the membership an outstanding new contract that they deserve.”

    IAM Union Bargaining Committee member Jeff Jaenson, who has been on the negotiating committee four times, said this is the healthiest contract he has ever seen. 

    “Our members deserve a contract they can be proud of, and the vote confirmed that they are,” said IAM Local 778 Directing Business Representative Scott Brown. “IAM Business Representative Kevin Watkinson led the committee through some tough bargaining topics and ultimately made sure every need of the membership was addressed.”

    The bargaining committee negotiated to improve crucial elements of the agreement, including better wages, overtime pay, accrual language, sick time, tool insurance, 401(k) retirement contribution, and health insurance.

    “We thank everyone involved in helping to make this ratification meeting run smoothly,” said IAM Union Local 778 Business Representative and lead negotiator Kevin Watkinson. “Thank you to all of the members who came out to cast their vote and to the dedicated IAM members who volunteered their time to help with the ratification process: April Major, Joe Ester, Brad Kreisel, and Tyler Gibson.”

  • MIL-OSI China: Spring Festival boosts travel, consumption as 8-day holiday nears end

    BEIJING, Feb. 4 — As China wraps up its 8-day Spring Festival holiday celebrating the start of the Year of the Snake, the world’s second-largest economy has witnessed shopping and travel booms ignited by hundreds of millions of Chinese people’s family reunions.

    This year’s holiday, from Jan. 28 to Feb. 4, marks the second consecutive year that people in China have experienced an extended public holiday. People flocked to tourist destinations, enjoyed cultural experiences and indulged in holiday shopping.

    With a string of holiday-targeted domestic blockbusters bringing numerous moviegoers to cinemas across China, the country’s film industry proved to be one of the biggest winners during this Spring Festival consumption spree.

    From Jan. 29 to Feb. 3, the daily box office exceeded 1 billion yuan (nearly 140 million U.S. dollars) for six consecutive days, bringing China’s box office revenue for the 2025 Spring Festival holiday to 8.02 billion yuan, a new record for the same period in the country’s film industry history.

    Meanwhile, according to data from the China Film Administration, China’s total box office in 2025, including real-time presales, has surpassed 10 billion yuan, ranking it first globally.

    Notably, the films on the top of the box office chart were all domestic productions, with “Ne Zha 2,” the animated sequel to the 2019 hit, earning over 3.8 billion yuan.

    “The historic high box office of the Spring Festival holiday reflects the high-quality development in domestic films and highlights the strong recognition of Chinese traditional culture among audiences,” said Rao Shuguang, president of the China Film Critics Association.

    While cinema boomed during the holiday, so did travel and leisure activities across China. Many chose to explore the country’s natural beauty and cultural heritage in person.

    In China’s top ski destination, Altay Prefecture, northwest China’s Xinjiang Uygur Autonomous Region, the period from Jan. 28 to 31 saw 191,900 visitors, generating 225 million yuan in tourism revenue.

    Skiing has definitely become the most popular activity in Altay during the holiday, with a record number of skiers — over 10,000 — visiting the Jiangjunshan ski resort on Feb. 2, marking a 23 percent increase from the previous year.

    Situated at 45 to 47 degrees north latitude, Altay enjoys 170 to 180 days of snowfall annually. In mountainous areas, snow depths average 1 to 2 meters. The terrain is ideal for skiing due to vertical drops of over 1,000 meters.

    “The resort offers many terrain parks and creative features suitable for all levels, making it a great place for everyone to enjoy and challenge themselves,” said Zhang Zhujun, a snowboarding enthusiast at the resort.

    Far to the south, the picturesque Yangshuo County, Guangxi Zhuang Autonomous Region, draws large numbers of domestic and international visitors with its unique natural scenery and rich cultural activities. From Jan. 28 to 30, the county welcomed an estimated 410,600 tourists, generating tourism revenue of 589 million yuan.

    Travel booking platforms echoed the overall trend, with data from Fliggy, a leading online travel agency, showing a surge in bookings, especially from cities like Shanghai, Beijing and Guangzhou. International travel orders increased significantly, with international cruise bookings up more than sixfold compared to the previous year.

    Shanghai Airport Group reported that passenger traffic on Sunday hit a new all-time high of 404,000 people, with Pudong Airport seeing 259,000 passengers and Hongqiao Airport 145,000.

    As the holiday drew to a close, airports and transportation hubs in Shanghai braced for the return of travelers, with heightened coordination of metro, bus and taxi services to ensure smooth transportation, said the group.

    On Monday, the China State Railway Group Co., Ltd. reported a historic milestone as the country’s railways transported 16.45 million passengers, marking the highest single-day passenger traffic in the history of the Spring Festival travel rush.

    On Tuesday, the last day of the holiday, the national railway system is expected to carry 16.9 million passengers, further highlighting the peak in travel activity as hundreds of millions of people return to their destinations after family reunions.

    Consumption was another standout trend, with an increasing number of people seeking to experience China’s rich heritage, motivated by the inscription of the Spring Festival on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity in December 2024.

    According to data from the Ministry of Commerce, sales at major retail and catering enterprises across China during the first four days of the holiday increased by 5.4 percent compared to the same period last year.

    Meituan, one of China’s leading e-commerce platforms for services, reported a staggering 300 percent year-on-year increase in online reservations for Chinese Lunar New Year’s Eve dinners. Additionally, group-buying orders for “intangible cultural heritage”-themed packages have surged by over 12 times since January year on year, reflecting growing consumer interest in cultural experiences.

    Experts noted that this holiday season saw a shift in consumer behavior, particularly among younger generations and families. “Young families are increasingly becoming the driving force of consumption, with a trend toward diversified, high-quality and culturally rich experiences,” said Sun Jiashan, an associate researcher from the Central Academy of Culture and Tourism Administration.

    Data from Meituan Travel echoed Sun’s observation that young people increasingly chose to celebrate the Spring Festival in smaller cities, immersing themselves in intangible cultural heritage and historical landmarks.

    The increase in cultural tourism and consumption, from heritage experiences to blockbuster films, indicates a growing demand for traditional and contemporary cultural activities.

    “This trend has also raised higher demands for the supply of cultural and tourism products and services, prompting the introduction of new business models and formats that better align with contemporary cultural consumption patterns,” said Sun, highlighting the potential of China’s consumer market and the economy’s internal driving forces.

  • MIL-OSI United Kingdom: Directors banned after investors lost more than £4 million in Derby student accommodation development

    Three directors involved in the development have each now been banned for seven years

    • Forty-two investors were misled by Fraser MacDonald, Gavin Barry and Edward Fowkes, directors of companies which promoted an investment offer in a student accommodation development in Derby 
    • Investors paid in more than £4 million for the development but some of the money was transferred by the directors to a connected company 
    • When the companies entered administration in 2020, those investors lost out as they were given a lower priority for repayment when the development was subsequently sold than they were led to believe 

    Three people have been banned as company directors after they misled investors who paid more than £4 million into a Derby city centre student accommodation development.  

    Fraser MacDonald was a director of Prosperity Cathedral View Development Ltd which was behind The Croft development on Cathedral Road before the company went into administration in 2020. 

    The 53-year-old was also a director of Prosperity Cathedral View NMPI Ltd, a company used as a fundraising vehicle to attract investors for the development. 

    In his role as Investor Relations Director, MacDonald allowed 42 investors to be misled when they entered into loan agreements with Prosperity Cathedral View NMPI worth a combined £4.13 million. 

    They thought their money would go into the Derby development, but instead more than £2 million was transferred to a connected company. 

    MacDonald, of Walkdale Brow, Glossop, Derbyshire, has been disqualified as a company director for seven years, until February 2032.

    The companies’ Chief Executive Gavin Barry, 49, and Chief Operating Officer Edward Fowkes, 52, were both also disqualified as directors in 2021 for their roles in causing or allowing the investors to be misled in 2019. 

    Ann Oliver, Chief Investigator at the Insolvency Service, said: 

    Fraser MacDonald, Gavin Barry and Edward Fowkes allowed the continued promotion of an investment offer which was misleading to investors. 

    Significant sums of money were invested by people who thought they had more security over their investments than they actually did. 

    We also uncovered evidence that the three directors did not use all the funds borrowed for financing the development at The Croft development as they had promised. 

    MacDonald has now been removed from the corporate arena until January 2032 and joins Barry and Fowkes in being barred from running, managing or promoting a company without permission of the court.

    A total of 44 investments were made by 42 high net worth investors in the Derby scheme between January and July 2019. The highest individual investment during that period was £504,000. 

    Investors were promised that their funds would only be used for The Croft development and that they would be second in line for repayment behind other high value investors. 

    However, Prosperity Cathedral View Development had also entered into loan agreements worth £13.7 million and £2.5 million with commercial lenders in January 2019 which had the highest priority for repayment. 

    This meant that the investments made through Prosperity Cathedral View NMPI were only third in line for repayment, not second as the investors were led to believe. 

    In total, more money was raised for The Croft development than was needed, with just over £2 million of investors’ money transferred to a connected company. 

    Prosperity Cathedral View Development entered administration in May 2020 with liabilities of more than £29 million. Prosperity Cathedral View NMPI went into administration in August of that year with liabilities of more than £11 million and no assets. 

    Administrators sold The Croft for more than £18 million in March 2021 with the priority lender being repaid in full and the second commercial lender being partially repaid. However, no money was returned to the 42 investors. 

    The Secretary of State for Business and Trade accepted a disqualification undertaking from MacDonald, and his ban started on Tuesday 4 February 2025. 

    Barry, of Boyd Avenue, Dublin, and Fowkes, of Bramalea Close, London, both signed seven-year disqualification undertakings which began in December 2021. 

    The undertakings prevent them from being involved in the promotion, formation or management of a company, without the permission of the court. 

    A financial settlement has also been reached between MacDonald and the liquidators of Prosperity Cathedral View NMPI.
