  • MIL-OSI New Zealand: Mayor to promote Auckland in key international markets

    Auckland Mayor Wayne Brown is embarking on official visits to Brazil and China aimed at increasing trade and fostering relations between New Zealand’s largest city and countries with a combined population of over 1.6 billion.

    He will be supporting senior delegations of Auckland-based business leaders seeking to promote their products in these key markets.

    The potential creation of a dedicated passenger and freight air link between Asia, Auckland and South America – the Southern Cross trade connection, also known as Southern Link – will be a key discussion point on both legs.

    “Trade between China and Brazil totals around $490 billion annually – there is a huge opportunity for Auckland to tap into that with an air link that stops here and allows our businesses to get their products into these markets reliably, quickly and cost-effectively,” Mayor Brown said.

    “This is all about driving new investment in Auckland and helping companies based here to tap into export opportunities.

    “We have to be proactive and unapologetic about reaching out, building links and letting the world know that Auckland is a thriving and progressive place that welcomes trade and investment.

    “I’m very pleased to have a number of Auckland-based business leaders joining me at their own expense who see value and opportunity in taking our city to the world.

    “Modern Auckland is a cultural melting pot – we are a Pacific city in Asia, with more than 170,000 people who identify as Chinese alone living here. It’s important to keep reinforcing that we are proud, outward-looking people wanting to participate in the world around us.”

    The Mayor is well-acquainted with both countries, having been to Brazil on several occasions and written a book that was translated into Portuguese and sold well in Brazil. He has also led business delegations to China while he had his own interests.

    In 2008, he was invited by then-Prime Minister Rt Hon Helen Clark to travel to Beijing for the signing of the China-New Zealand Free Trade Agreement, where a particular highlight was attending the formal lunch to celebrate the signing with Premier Wen Jiabao.

    He is an official invited guest of the New Zealand Government whilst in Brazil, departing October 20 and returning October 25. It will be the first time an Auckland Mayor has made an official visit to Brazil, with a population well in excess of 200 million.

    He will accompany Trade Minister Todd McClay to a bilateral meeting with the Vice-Governor of São Paulo and participate in an economic and business briefing.

    There will also be a roundtable event hosted by NZ Trade and Enterprise, a partnership signing between New Zealand companies and their Brazilian customers and a NZ Business Technology Showcase featuring local companies in the technology and manufacturing sectors.

    The Mayor will return to Auckland before travelling to China on 31 October, leading a delegation of New Zealand business leaders for a series of official events.

    It will be the first time in five years an official delegation from Auckland has gone to China – New Zealand’s biggest export market worth more than $20 billion annually.

    He will have meetings with members of the Hainan Government in Haikou, support Auckland businesses exhibiting at the China International Import Expo in Shanghai, meet the China Chamber of Commerce in Ningbo, meet the Mayor of Ningbo and speak at a function in Guangzhou recognising 35 years of Auckland’s sister city relationship.

    While in Guangzhou, the Mayor will visit Auckland companies with operations there, including Zuru, before attending the International Friendship Cities Cooperation and Development Conference in Chengdu at the invitation of the Sichuan Government.

    The Mayor will be taking a particular interest in China’s approach to rapid infrastructure development – noting it has rolled out 46,000km of high-speed rail in under 20 years – and will look for opportunities for Auckland to benefit from better, faster and cheaper delivery methods.

    He will stop briefly in Tokyo en-route back to Auckland for a meeting with the Tokyo Metropolitan Government and attend part of the 50th Japan-New Zealand Business Council Conference before returning to Auckland on 17 November.

    The travel has been approved by the chair of council’s audit committee and complies with council rules. One Mayoral Office staff member will accompany the Mayor on each leg and the total cost is expected to be around $75,000, with business delegates meeting their own travel costs.

    Deputy Mayor Desley Simpson will be Acting Mayor in Mayor Brown’s absence.

    The practice of dynamic ticket pricing will be banned in Australia. This is where you go to buy a concert ticket and it might be advertised, let’s just call it $100. But then there’s all these hidden fees and charges that are added to it and suddenly $100 is, you know, 2, $300. I don’t know if that’s the best example, but it’s how it sort of works. Now, the price might be too low to start with in my example, but you do get the idea. So, you quoted a price, but it turns out that is not the finishing price. Stephen Jones, Assistant Treasurer, the government making moves to cancel this policy, this practice. Thank you for your time, Assistant Treasurer. The issue of dynamic ticket pricing, it is pretty widespread I imagine.

    STEPHEN JONES:

    It is pretty widespread, whether it’s concert tickets, whether it’s sporting events, tennis tickets, the Australian Open was a pretty famous example of that. Most recently, it’s become an increasing feature of it. So, our changes to the Australian Consumer Law, focusing on 3 issues in particular. One is dynamic pricing, which we’ve just been discussing. That’s when you go online, the price might be $150 a ticket, but there’s a surge in demand at the time you go online and all of a sudden you find yourself paying $300 for a ticket. That’s one practice.

    The second one is drip pricing, and that’s when they advertise a charge which a ticket price or a charge for a particular product. It might be $100. You’re finding your way through the transaction and screen by screen, form by form, another price gets added on, another fee gets added on, another fee gets added on, and all of a sudden you see a massive inflation in the price. It’s called drip pricing and it’s going to stop.

    And then the third one is what we call subscription traps. Your listeners would be familiar with this. It’s where you subscribe to a streaming service or a gym, and it’s really easy to subscribe and almost impossible to unsubscribe. So, there are 3 things which are clearly ripping Australian consumers off, and the government is going to introduce new laws to crack down on these behaviours.

    PANTELIS:

    You wonder why this hasn’t been done before, frankly. I mean, it is – it’s just a rip‑off.

    JONES:

    It is a rip‑off. And our government – the Albanese government – is focusing on a raft of changes to Australian consumer and financial services law and other practices. You would have heard us talking about the need to knock these surcharges on the head for using your debit card to access your own money at a coffee shop, or a restaurant, or wherever you’re shopping, and in a range of other areas. I’m doing a lot of work on scams as well. Basically, what we need to do is ensure that Australians are better protected and have more rights and ensure that we can drag the Australian Consumer Law into the 21st century.

    PANTELIS:

    What about the marketing pushes that you get around the place where they say, if you don’t get your ticket now, you’re going to miss out? Reality is they’ve got thousands.

    JONES:

    Yeah. These are creating a false sense of scarcity and there might be a clicking clock on the screen that you’re shopping on, or they might flash up and say, only one left to go. And 5 people are inquiring about this product. In reality, there’s no shortage. It’s just trying to get you to rush in to make a purchase and trying to get you to suspend all the normal caution that you might have or stop you shopping around for a better deal. They’re sharp practices that really are on the edge of misleading and deceptive conduct, which is already outlawed under Australian Consumer Law. But we’re going to make sure that these sort of very specific practices are banned.

    PANTELIS:

    Yeah, all right. You mentioned scams. Any hope for people getting their money back if they’re scammed in the future?

    JONES:

    Yes, there will be. Under the current arrangements, there’s no clear obligations on either the banks, the telecommunications companies, or the social media platforms if people get scammed by using their service. I’m introducing laws in a few weeks time which will create clear obligations and clear avenues for addressing compensation if the banks, the telcos and the social media companies don’t meet those obligations. So, a major uplift in the law in this area and new channels for compensation, fines, and penalties as well.

    PANTELIS:

    All right, while I have you, Stephen Jones, Assistant Treasurer – the Prime Minister, buying a $4 million house on a clifftop in NSW. Is that a good look given many Australians can’t afford a $500,000 house at the moment? In fact, they don’t exist anymore.

    JONES:

    Yeah, look, I won’t comment on whether it’s a good look or not. It’s a private matter that PM and Jodie, his fiancée, getting married next year, and I understand they’ve sold a couple of properties that they own separately and are buying one jointly. But I got to say, the housing policy that I’m focused on is how we build more homes for everyday Australians, how we make it easier for them to get into the housing market, and how we help renters as well. And we’ve got bills before the Senate at the moment. They’re being blocked by the far left and by the Coalition on this, and we’ve just got to get them through parliament. This is the stuff that’s going to make a difference to ordinary Australians.

    PANTELIS:

    Do you think, too, it sends the wrong message on climate change? Buying a house on a clifftop where erosion can occur, all of that. I mean, the PM doesn’t seem to mind.

    JONES:

    Well, I think it’s my understanding in the photo I saw it was on top of the cliff, not down on the beach. So, I’m not sure that that’s the concern. I come from a coastal area. I’ve got to say we’re all pretty –

    PANTELIS:

    Well, you’d know there’s erosion.

    JONES:

    – switched on about the issue of erosion. But like I said, I want to focus on our policies to build more houses, because the biggest problem we have in Australia at the moment is there are not enough houses for the people who are living here. So, more units, more houses, and we’ve got to get it done quickly.

    PANTELIS:

  • MIL-Evening Report: Claims that Qantas is greenwashing build a case for carbon assurance: here’s what it is

    Qantas is being taken to Australia’s consumer regulator over its claim it is committed to achieving net zero emissions by 2050.

    The Environmental Defenders Office and the advocacy group Climate Integrity say the claim is “not backed up by credible targets or substantiating strategies” making it potentially misleading and in breach of the Australian Consumer Law.

    The Australian Competition and Consumer Commission has yet to decide whether to investigate the complaint, and Qantas has yet to respond.

    The complaint follows a ruling by a Dutch Court earlier this year that the airline KLM had misled consumers by creating the false impression it was sustainable.

    The win has spurred the European Commission to write to 20 airlines identifying potentially misleading claims and inviting them to bring their practices in line.

    Of most concern to the European regulators are claims the carbon emissions caused by flights can be offset by climate projects and the use of sustainable fuels, to which the consumers can contribute by paying additional fees.

    Carbon assurance assesses claims ahead of time

    These kinds of complaints would be much easier for airlines (and other compnies) to deal with if they had submitted themselves to a process known as carbon assurance ahead of time.

    Usually entered into voluntarily, and conducted by an independent assessor in accordance with an international standard, the process verifies the accuracy, transparency, and credibility of an organisation’s carbon emissions claims.

    My own research with Linh Nguyen, just published in Finance Research Letters, finds firms with high carbon assurance scores are more likely to obtain more trade credit from their suppliers.

    Europe and Australia are moving towards making carbon assurance mandatory for large corporations.

    Few firms submit themselves to it

    A survey by KPMG International finds that while nearly all of the world’s 250 largest firms report on the sustainability of their operations, only two-thirds submit themselves to carbon assurance.

    Another survey of 5,183 companies from 42 countries that publish emissions data finds half don’t engage a carbon assuror.

    This could be because they are afraid of what the assuror will find.

    An international survey of 750 companies that sought some level of external assurance found just 14% received a reasonable assurance.

    Many firms aren’t ready

    Assurors, and the skills within the organisation to handle the process are hard to find. While international standards are in place, there isn’t yet a professional or regulatory body to certify assurors.

    The Australian government intends to make assurance reports for the
    Scope 1 and Scope 2 emissions of large firms mandatory from July 2026.

    Scope 1 and scope 2 emissions are the direct and indirect emissions of the corporation itself.

    The government intends to make Scope 3 emissions (those in other parts of the corporation’s supply and distribution chain) mandatory from July 2030.

    It will be important to get the systems in place.

    While what the firms report will matter a lot, what will matter almost as much is an assurance we can believe what they report.

    VII. Take Forward the Northern Metropolis as Growth Engine and Deepen GBA Collaboration(A) Take Forward Development of the Northern Metropolis138. The Northern Metropolis is the new engine of Hong Kong’s economic development. We will expedite the implementation of economic and housing‑related projects in the Northern Metropolis, while maintaining a prudent fiscal position.139. The Northern Metropolis will gradually enter the maturity phase. In the next five years, some 60 000 housing units involving about 10 new PRH estates will be completed and ready for intake. The first batch of land at the San Tin Technopole will be put to the market, and the new Huanggang Port building with co‑location of immigration and customs clearance arrangement will be completed. In the second five‑year period, the number of new housing units will increase by about 150 000, with over 10 million square metres of gross floor area available for economic uses. The first joint‑user government building in Kwu Tung North will be put to use, and the expanded North District Hospital will be ready for service. As for transport infrastructure, construction of the Northern Link (NOL) Main Line is scheduled for completion in 2034, and the Northern Metropolis Highway (San Tin Section) is set to open in 2036. These developments will significantly boost our economic growth and bolster our R&D and technology industries, while providing a better living environment which will help attract talents and encourage them to settle in Hong Kong for good. It will also enhance the quality of life of the people of Hong Kong, improving their livelihood and well‑being.140. The Government will seek funding for the first‑stage of San Tin Technopole’s infrastructure and begin construction works this year. The target is to deliver about 20 hectares of new I&T sites in phases, beginning in 2026‑27, for the Hong Kong Science and Technology Parks Corporation’s development and operation. In addition, the second‑phase of the Yuen Long South NDA will begin in mid‑2025. The preliminary development proposal for Ngau Tam Mei will be announced shortly, with land reserved for developing the Northern Metropolis University Town, the third medical school and an integrated teaching hospital. This will be followed by the announcement of the preliminary development proposals for the New Territories North New Town and the Ma Tso Lung area before end this year. The rezoning process for Sandy Ridge in the North District will begin this year, expanding its I&T sites to 10 hectares for use as data centres and related purposes.141. We are exploring the establishment of a pilot industrial park by granting some of the logistics sites in the Hung Shui Kiu/Ha Tsuen NDA to a company established and led by the Government. The company will, in accordance with the Government’s industrial policies, be responsible for formulating the park’s development and operation strategies (including considering whether to accept strategic investment), taking up day‑to‑day management and attracting businesses and investment. We will announce the details in the first quarter of next year. Separately, we will consider flexible disposal approaches for industry land to meet the development needs of individual industries, with a view to driving industry development.142. To expedite development of the Northern Metropolis, the Government will adopt, on a pilot basis, a large‑scale land‑disposal approach, under which sizable land parcels with commercial value and earmarked for provision of community facilities will be selected and granted to successful bidders for collective development. This approach can speed up development of the land parcels, enabling a more co‑ordinated design for the area. We have identified three land parcels, each of 10 to 20 hectares, as pilot sites.(B) Promote Development of the Hong Kong‑Shenzhen I&T Park in the Loop143. The Hetao Shenzhen‑Hong Kong Science and Technology Innovation Co‑operation Zone, located on both sides of the Shenzhen River, consists of the Shenzhen Park and the Hong Kong Park. Capitalising on the strengths of “One Country, Two Systems” with the geographic advantages of “one river, two banks”, the Government will develop the Hong Kong Park in the Loop into a world‑class, industry‑academia‑research platform, an internationally competitive R&D transformation and pilot production base for industries, a hub for pooling global I&T resources, as well as a testing ground for institutional and policy innovation.144. I have established the Steering Committee on the Hong Kong‑Shenzhen I&T Park in the Loop, chaired by myself, to lead the HKSAR Government to formulate the overall strategy, planning and layout for the development of the Hong Kong Park. The Development Outline for the Hong Kong Park of the Hetao Shenzhen‑Hong Kong Science and Technology Innovation Co‑operation Zone will be published later this year, setting out innovative policies to facilitate the flow of personnel, materials, capital and data between the two parks, making the co‑operation zone a crucial source of new quality productive forces for our country.145. The Hong Kong Park will be developed in two phases from west to east. The Government is boosting both the speed and quantity, doubling the first‑phase development’s gross floor area to 1 million square metres. Construction of the first three buildings will be completed in phases, from the end of this year. The first batch of tenants, from life and health technology, AI, data science and other pillar industries, will begin to move in next year. The remaining five buildings will be completed in the coming five years.146. We are also exploring with the Mainland authorities the trial implementation of innovative facilitation measures, including facilitating cross‑boundary travel of designated personnel of the two parks, enabling the cross‑boundary movement of materials by using low‑altitude, unmanned aerial vehicles, and facilitating cross‑boundary fund transfers by Mainland enterprises settling in the Hong Kong Park.(C) Leverage the Strengths of the GBA to Foster Mutual Capacity Development147. The GBA is a strategic fulcrum of the new development pattern of our country, a demonstration zone of high‑quality development, and a pioneer of Chinese modernisation. And Hong Kong is an active participant, facilitator and beneficiary.148. To strengthen top‑level planning and steer, I have established the Steering Group on Integration into National Development to lead the HKSAR Government and all sectors of the community to take a more proactive role in promoting the integrated development of Hong Kong and the Mainland, particularly the Mainland cities of the GBA, deepening collaboration through various co‑operation task forces between the two sides. The Government will continue to promote the GBA development by building a higher level of connectivity, facilitating policy innovations and breakthroughs, pursuing wider harmonisation of rules and mechanisms, and expediting co‑ordinated development of I&T and related industries.Capitalise on the Mainland’s Land Resources and Hong Kong’s Advantages in Cargo Flow to Develop a Logistics Industry Circle149. The HKIA Dongguan Logistics Park is an excellent example for the development of an innovative co‑operation mechanism. The park, built with Hong Kong investment, combines our strengths in aviation and logistics with the Mainland’s advantages in terms of land and manpower resources, leading to a reduction in operating costs and cargo handling time. We will work with the Dongguan Municipal Government to jointly develop the permanent logistics park.Promote Collaboration in the Airport Cluster of the GBA to Expand Business Networks150. We will combine the strengths of the HKIA and the Zhuhai Airport, enhancing the Fly‑Via‑Zhuhai‑Hong Kong direct passenger service and promoting the development of the international air‑cargo business in collaboration with the Zhuhai Municipality, to achieve mutual benefits.Enhance the Mechanism on Recognition of Professional Qualifications151. In collaboration with the Guangdong Province, we have established an evaluation mechanism of post titles for the first batch of Hong Kong engineering professionals. We will continue to do so for other construction professions on a gradual basis.  We are also collaborating with the Guangdong Province and Macao to create GBA Standards on the skill level for skilled workers in the construction sector, and will work with the “One Examination, Multiple Certification” arrangement so that those who pass the examinations adopting the GBA Standards can concurrently obtain vocational skill certificates issued by the three places. This will enhance the training quality of the construction industry in the GBA and nurture talents.Mobilise Capital for Joint Investment in the GBA152. The HKIC is proactively exploring with relevant Mainland organisations co‑operation opportunities for joint investment in GBA projects that present the potential to realise economic and social benefits, taking into account market developments.Promote Data Flow for Public Convenience and Business Facilitation153. The Standard Contract for the Cross‑boundary Flow of Personal Information Within the GBA (Mainland, Hong Kong), piloted in the banking, credit referencing and healthcare sectors since last year, has been operating smoothly, streamlining cross‑boundary data flow in compliance with relevant rules. We will extend the measure to all sectors, promoting more cross‑boundary services to benefit the public and businesses while facilitating data flow throughout the GBA.Scale up Medical Collaboration in the GBA154. We will extend the Elderly Health Care Voucher GBA Pilot Scheme to cover nine Mainland cities in the GBA, and expand the sharing of cross‑boundary medical records via the eHealth platform. We will work to enable the cross‑boundary use of data, samples, drugs and medical devices through the GBA Clinical Trial Collaboration Platform and the Real‑World Study and Application Centre in the Hetao Shenzhen‑Hong Kong Science and Technology Innovation Co‑operation Zone. That will accelerate development of the pharmaceutical industry for medical innovation. We will also foster collaboration with the GBA to promote specialist training that aligns with international standards.Strengthen Legal Co-operation155. We will continue to follow up on the implementation of the enhanced arrangement for cross‑boundary service of judicial documents, and promote the establishment of a GBA legal information platform and a dedicated platform for GBA lawyers to facilitate professional exchange and training.Nurture Talents and Create Opportunities for Youth Development156. We have been encouraging local universities to offer education services in the GBA. To date, four GBA campuses have been set up. In addition, we have set up the GBA Youth Employment Scheme to encourage Hong Kong youths to work in the region. We are exploring the provision of a reciprocal arrangement.(To be continued.)

  • MIL-OSI Australia: Interview with Steve Martin, Ballarat Breakfast, ABC Radio

    It’s not often that I get to talk to the federal Treasurer, and it’s almost never that the federal Treasurer is sitting across from me in the studio. Jim Chalmers, good morning.

    JIM CHALMERS:

    Thanks for having me on your show, Steve.

    MARTIN:

    Why are you here?

    CHALMERS:

    I’m here because Catherine King invited me, and I go where Catherine King tells me to go. She’s a wonderful local member and Cabinet colleague. But more seriously, I wanted to be here to engage with some of the business leaders but also to spend some time at Ballarat High, which I’ll be doing later on this morning.

    But what we try and do as Cabinet Ministers is make sure that we govern for the whole place, and that means spending time in the wonderful regions of this country, including this beautiful region of yours in Ballarat and the South West.

    MARTIN:

    All right. What are you doing at Ballarat High School?

    CHALMERS:

    I’m going to speak to some of the students about the economy. This is one of the most enjoyable things I get to do as Treasurer. I’ve done a lot of it lately actually, because I like the sense that there’s a lot of intergenerational interest in what’s happening in the world. The world’s a difficult place right now. We’ve got a lot of important decisions to make about the future of our own country in that context, and I find knocking around with young people and taking some really often difficult, always smart, intelligent, well‑motivated questions is a really good thing to do when you’re in communities like this one.

    MARTIN:

    Okay. I want to stick with students at the moment, Jim Chalmers. What do they ask you? What do young people want to know about the economy, and are they, broadly speaking, engaged in that sort of part of the political debate?

    CHALMERS:

    More than they get credit for as a generation. People are incredibly engaged at that level. The main questions I get is what’s happening in the world – Russia, Ukraine, the Middle East – what’s happening closer to home in our own region – China and the US – so a lot of really top shelf questions about what’s happening in the world and where we fit.

    But from an economic point of view, like a lot of Australians, they want to know how are we going to get on top of these cost‑of‑living challenges that people are confronting right around the country, every generation, and in particular, housing. They are a big motivation for the tens of billions of dollars that we’re investing as a government in building more homes so that they can find it easier to find somewhere to rent or buy when the time comes.

    MARTIN:

    Is it right that you’re also going to be having a look at some of the properties involved in the First Home Guarantee while you’re in Ballarat? Is that part of your visit?

    CHALMERS:

    That was in prospect, but not on this occasion. I’m looking forward to doing that, but not on this occasion.

    MARTIN:

    Okay. Cost of living does come up endlessly at the moment because things are tough. Do you think that you have made a difference?

    CHALMERS:

    Definitely –

    MARTIN:

    – in what way –

    CHALMERS:

    – but in saying that, I don’t pretend that the fight against inflation is over. I know that people are still doing it tough even at the same time as inflation by some measures has more than halved since we came to office. But I do understand that for people who are under the pump, they don’t want to be told necessarily that everything is fine when it’s not.

    People are still doing it tough. That’s why the tax cuts are so important, the energy bill relief, cheaper early childhood education, cheaper medicines, rent assistance, getting wages moving again. Really our highest priority as a government has been to try and provide that cost‑of‑living help in the most substantial and meaningful way that we can, but also in the most responsible way that we can, which means doing that as well as, not instead of, delivering those couple of surpluses that we’ve been able to deliver at the same time.

    MARTIN:

    I wonder, with the surplus, I recall when that was announced, and generally that would be considered to be good news politically, but to quote Twitter –

    CHALMERS:

    That’s a dangerous practice, Steve.

    MARTIN:

    I know. I realise that, but the most common response it seems on Twitter is, ‘You can’t eat a surplus.’ So while people think that’s great at one end things are happening, but at the business end for most of us it’s not filtering through.

    CHALMERS:

    I’m really grateful you raised that, because we don’t see a surplus as an end in itself either. The fact that we’ve been able to deliver back‑to‑back surpluses for the first time in almost 2 decades in this country is not an end in itself, it’s how we make room to provide all of that cost‑of‑living relief that I just ran through. It’s how we make sure we avoid paying too much interest on all that debt we inherited from our predecessors.

    Also in the context where the global economy is really uncertain, we want to get the budget in much better nick as a bit of a buffer against that global economic uncertainty, because if things do turn down then we want to have more room to respond if we need to. So those are the reasons for the surplus.

    I say to those people who raise that issue that you’ve raised from social media, but I get it out and about in communities like this one, if we were choosing between a surplus or cost‑of‑living help, I would understand that. But we’ve found a way, because of our responsible economic management, to deliver surpluses and cost‑of‑living help, and we think that’s a good thing.

    MARTIN:

    All right. On the SMS Bea has sent this through. As I say, ‘Morning, Steve. Would you ask Jim Chalmers, please, how can we justify $360 billion on a few submarines and $600 million on a PNG rugby league team but struggle to find money to increase mental health services to adequately address demand?’

    CHALMERS:

    Thank you, Bea, for the question and for listening. I think in every budget you’ve got to find room for all of those things. There is mental health funding, of course, in the Budget. There is national security and defence funding. We are interested in investing in our region, particularly when you’ve got all of this global uncertainty, conflict around the world and economic uncertainty around the world, including closer to home. Some of those investments I know, Bea, can be contentious but we think we’ve broadly struck the right balance – huge investments in health at the same time as we invest in our national defence and national security.

    MARTIN:

    All right. I want to ask you about an item in the news today, Treasurer, and that is a crackdown on subscription traps and hidden fees. What’s happening there? What’s the plan from the government?

    CHALMERS:

    We want to crack down on dodgy deals so that we can save Australians money if we can and where we can. Most businesses do the right thing and they’ve got nothing to worry about, but there are these traps which we’re seeing more and more of, whether it’s making it hard to cancel a subscription, different fees at different stages of a purchase, when the price goes up while you’re actually making the transaction, requiring consumers to provide more information than is necessary to buy something, when it’s hard for you to contact the person or the business that’s selling you a good or a service.

    There are a bunch of dodgy practices that we are worried about and we want to crack down on them and so we are looking to ban unfair trading practices, and that’s the announcement that we’re making today.

    MARTIN:

    Okay. So that is with Australian Consumer Law?

    CHALMERS:

    Absolutely. We’ll do some consultation, as we always do, but look to bed it down at the beginning or the first half of next year. We get a lot of feedback about this, Steve. I’m sure you do as well on your SMS line and out and about. A lot of people, for good reason they do a lot of shopping online or in other ways, and there’s just been these practices which have sprung up which we think go too far. We don’t want people to be taken for mugs. We don’t want to see these dodgy business practices, and so we’re going to crack down on them.

    MARTIN:

    So that will come into effect next year, after the next federal election effectively?

    CHALMERS:

    We’ve said the first half of 2025, and we’ll do it as soon as we can. But what we’d like to do is we want to make sure there are no unintended consequences and the like, and so we’ll do a little bit of consultation, but we’ve said today that we’re going to ban unfair trading practices, and we’ll spend the next month or 2 consulting on the best way to go about it.

    MARTIN:

    Twelve minutes to the next news at 8. We’re talking with federal Treasurer Jim Chalmers. I did say earlier this morning, I had a text from Jamie Vogels, who’s a Corangamite Shire Councillor, and this is in relation to the transition of dairy country to blue gum timber land and the practices of the Foreign Investment Review Board when they look at this.

    Now, Jamie Vogels’ question to you directly, Treasurer, is: why aren’t we allowed to know the conditions placed by the Foreign Investment Review Board on the $200 million foreign investment by Munich RE into blue gum plantations that’s replacing that dairy country in Simpson and the Heytesbury? It’s causing economic and job losses, from Jamie Vogels. So why can’t a community know what the Foreign Investment Review Board has and does look at, or is that information publicly available? Because that group sounds like they can’t find out why the decision was made to allow this to happen?

    CHALMERS:

    First of all, thanks to Councillor Vogels for raising it. I know this is an issue, and in that very important part of our national economy there’s a lot of economic opportunity. The dairy industry is important to us and the timber industry is important to us as well, and we’ve got to strike the right balance.

    When it comes to the Foreign Investment Review Board process, we try and be as transparent as we can about the process. But often the fine details for – whether it’s commercial in confidence or other kinds of reasons – often those are kept confidential. So I’ll have another look at that case, I’m confident that we would have provided all of the information that we can. I’m not anticipating that we can provide additional information, but if we can after I have another look, then I’ll do that.

    MARTIN:

    The community concern, though, Treasurer, is that you’ve got prime agricultural land, not just for dairy; it could be used for other things. You have farm workers, you have houses, you have all sorts of activity going on. And when the trees come in, as much as they are needed, in this sort of land where smaller holdings are more common, you’re losing a community because the trees go in and there’s not nearly as many people moving around. Is that social effect on an area looked at by the FIRB?

    CHALMERS:

    It looks at the broader national interest and to be up front with you, typically the focus is more on, national security concerns or concerns around concentration or concerns about one company or another dominating a certain market, and so there are a range of considerations, including the ones that you raise. But primarily, typically, the advice that comes to me, including in this case, the Department of Agriculture was consulted and didn’t raise any issues with this particular transaction, we cast a pretty broad net, but typically the advice is more about managing risks in areas like critical minerals, critical infrastructure, critical data.

    MARTIN:

    Just finally on this, the member for Wannon did ask for a moratorium on additional land being purchased for expansion of the timber industry until some of the concerns raised in the petition he tabled are addressed. Will you consider that, or is the government even looking at that for a moment?

    CHALMERS:

    I think the Agriculture Minister, Julie Collins, is a wonderful colleague of ours. She looks at these sorts of issues all of the time. We know that there are contentious issues in farming communities and we know as our economy changes and demand for different goods change over time that often difficult issues like this pop up. So Julie Collins, being the diligent minister that she is, would have these sorts of considerations in front of her from time to time.

    MARTIN:

    All right. Just on other more general things, I notice that a number of banks are factoring in a rate cut for December. What’s your take on that?

    CHALMERS:

    I try not to pre‑empt decisions taken independently by the independent Reserve Bank. Treasurers of both political persuasions don’t get into the guessing game about future movements in rates.

    My job is to focus on being helpful in the fight against inflation and we have been. Australia’s made really quite considerable progress when it comes to getting on top of the inflation challenge in our economy, less than half what we inherited on the monthly gauge and that’s a good thing.

    But the Reserve Bank will weigh that up, they’ll weigh up what’s happening in the labour market, what’s happening around the world, and they’ll come to a decision independently in due course.

    MARTIN:

    In Queensland, right. I do wonder, just finally, Treasurer, we’ve been through 30‑odd years of pretty good economic times. It started with Hawke and Keating, continued with Howard and Costello, and then, I guess, governments that have followed haven’t been able or as willing to do as much as those 2 governments did all those years ago. That set us up pretty well. There are older people who say we are back to normal, that the current settings we have are more normal. The long‑term interest rate is 7.4 per cent over – I looked this up yesterday, between ’69 and 2004, that’s the long‑term average interest rate in Australia. So has the community got their expectations too high?

    CHALMERS:

    I wouldn’t say that. I wouldn’t blame the community for that. If you think about that longer sweep of history, yes, Hawke and Keating did a remarkable job setting this place up for 3 decades of economic expansion, absolutely outstanding contribution, history‑making contribution.

    If you think about really since the global financial crisis, we’ve had about 15 years of economic upheaval. The global financial crisis in ’08–09, obviously we had COVID, the war in Ukraine sent supply chains basically haywire around the world, and so we’ve had these 3 shocks in 15 years. And so governments of both persuasions, including this one, have been doing their best to manage the here and now – in our case inflation – at the same time as we invest in the future and that’s why our Future Made in Australia agenda, our housing agenda, energy transformation, skills and human capital are so important.

    But what we need to do and what we are doing is working out what does the next generation of prosperity look like. And it won’t be the same as the one that Bob and Paul set up so skilfully in the 1980s. It’s possible to admire their contribution and recognise ours will be different.

    For us the big thing that we’ll be judged on is nailing this energy transformation. That’s the big economic reform opportunity for our generation. And that’s why we call the 2020s the defining decade in the way that the 1980s were, because the situation calls for a new economy, leveraging all of those traditional strengths that we’ve had and will continue to have into the future, but building new strengths in energy, human capital, technology, services and the like.

    MARTIN:

    All right. I was going to let you go, but since you’ve mentioned the energy transformation, one last quick topic: what do you say to communities in this part of the world that are bearing the brunt of that energy transformation, with transmission lines, with wind farms, with very large‑scale change over a very short period of time to communities that are feeling completely and utterly overwhelmed by circumstances beyond their control?

    CHALMERS:

    We are listening to you. We know that the best version of this energy transformation, which is the opportunity of a lifetime for Australia, including for the regions, requires us to take communities along with us. We understand that.

    MARTIN:

    Well, you’re failing at that, because they’re not coming along with those that are pushing this through.

    CHALMERS:

    We can always do better. And even in the most recent Budget I funded, I think $20 million from memory, for better consultation with local communities because we see this as an opportunity for local communities, including regional communities. We need to make sure that we are listening and bringing people along with us. If we can do a better job of that, we will.

    MARTIN:

  • MIL-OSI Australia: Man arrested as part of Operation Eclipse

    Detectives from SAPOL’s Serious and Organised Crime Branch and other specialist areas this morning conducted a series of searches on a private residence, several businesses and a storage facility as part of Operation Eclipse.

    This morning’s planned activity followed several weeks of intensive proactive investigations to identify the criminal networks involved in the trade of illicit tobacco and those believed responsible for the spate of arson attacks in recent months.

    Just after 8am detectives attended an address at Blair Athol and arrested a 34-year-old man. Police will allege the man is a key figure in the current illegal activity in South Australia.

    The man has been charged with four counts of money laundering. He has been refused bail and will appear in Port Adelaide Magistrates Court on Thursday 17 October.

    Police will allege the charges relate to alleged activity associated with illicit tobacco sales in SA.

    Each charge carries a maximum penalty of 20 years imprisonment.

    Following this arrest detectives attended three business premises at Hendon, Queenstown and Rosewater associated with the Blair Athol man. A storage facility at Salisbury Downs was also searched. They were searched in conjunction with officers from Consumer and Business Services.

    Items seized by CBS officers at the three premises included significant quantities of loose tobacco, packaged cigarettes and vapes. The value of the seized goods was $358,955.

    Operation Eclipse detectives seized documents, electronic devices, CCTV and a hard drive during the searches.

    Intelligence from CBS and members of the public has now assisted in the identification of more than 200 stores that are known or suspected to be involved in the sale of illicit tobacco products.

    Members of the public who are purchasing illicit tobacco products are directly supporting the organised crime syndicates who are driving the current Operation Eclipse related crime series.

    Police believe there are three major organised crime syndicates involved in the current conflict over the illicit tobacco trade, with two groups linked to interstate syndicates, who are attempting to expand into South Australia.

  • MIL-OSI Asia-Pac: HK to be hub for health innovation

    Chief Executive John Lee today identified innovation in the health sector, digitalisation across key industries, and an expansion of the city’s Intellectual Property (IP) trading ecosystem as key drivers of new quality productive forces in Hong Kong.

    Delivering his 2024 Policy Address, Mr Lee said the Government will combine technological and institutional innovation to develop Hong Kong into an international health and medical innovation hub, accelerate the development of the digital economy and its integration with the real economy, and take steps to strengthen the city’s position as a regional IP trading centre.

    On the first of these ambitions, the Chief Executive pledged to expedite reforms to the approval mechanism for drugs and medical devices, enhance Hong Kong’s clinical trial capabilities on all fronts, and facilitate the translation of innovative biomedical research into clinical applications.

    With regard to the approval of drugs, the “1+” mechanism will be extended to all new items, including vaccines and advanced therapy products, and refined to speed up the registration process. Meanwhile, preparatory work will be undertaken for the statutory regulation of medical devices, and timetables will be drawn up for establishing a Hong Kong Centre for Medical Products Regulation, the adoption of “primary evaluation”, and measures to facilitate research and development (R&D).

    In terms of clinical trial capabilities, Hong Kong will join hands with Shenzhen to establish the Greater Bay Area (GBA) Clinical Trial Collaboration Platform. A Real-World Study and Application Centre will also be established to open up local health and medical databases and promote co-operation between Hong Kong and Shenzhen on the integration of data generated from the “special measure of using Hong Kong-registered drugs and medical devices used in Hong Kong public hospital in the GBA.”

    In addition, Mr Lee set forth a number of policies designed to accelerate the digital transformation of industries and promote integration of the digital economy with the real economy.

    He outlined that the Government will push forward reforms relating to the digitalisation of enterprises and trade. The Commerce & Economic Bureau is developing a Trade Single Window, a one-stop electronic platform that will allow enterprises to lodge import and export trade documents more conveniently and efficiently.

    In the area of fintech, Mr Lee said that the Financial Services & the Treasury Bureau (FTSB) is due to issue a policy statement setting out its position on the application of AI (Artificial Intelligence) in the financial market. The FTSB will also complete the second round of a public consultation on regulatory proposals for over-the-counter trading of virtual assets.

    In addition, the Monetary Authority (HKMA) is looking into add-on technology solutions and use cases related to cross-boundary trade settlement on the mBridge platform. It is also exploring the application of real-world asset tokenisation and the use of digital money for interbank settlements, and will work with the FTSB to introduce a bill on the regulation of fiat-referenced stablecoin issuers later this year.

    Mr Lee also mentioned efforts by the Hong Kong Housing Authority (HKHA) to promote smart construction and management of public rental housing estates. The HKHA has selected 10 such estates as pilot sites for smart estate management, and plans to introduce digital technologies in daily estate management work.

    Meanwhile, the Department of Justice will set up an Advisory Group on Promoting the Development of Lawtech to formulate policies and measures on the application of lawtech.

    With regard to expansion of Hong Kong’s IP trading ecosystem, Mr Lee highlighted that IP-intensive industries account for about 30% of Hong Kong’s Gross Domestic Product and total employment. He vowed to strengthen the city’s position as a regional IP trading centre in relation to innovation and technology, as well as the creative industries.

    Specifically, he said a proposal will be put forward next year to enhance the Copyright Ordinance with regard to AI technology development. A consultation will be launched, also in 2025, on the registered designs regime, and legislative amendments to streamline IP litigation processes will be proposed.

    Moreover, the Trade Marks Registry, under the Intellectual Property Department, will next year launch a new AI-assisted image search service for public use.

    Mr Lee added that the Government will continue discussions with patent agents and other stakeholders about introducing regulatory arrangements for local patent agency services, with the aim of nurturing professional talent and enhancing service quality.

  • MIL-OSI United Kingdom: Regulator of Social Housing publishes first C4 grading for the London Borough of Newham

    The Regulator of Social Housing has today issued its first C4 grading to the London Borough of Newham, meaning there are very serious failings and fundamental changes are needed.

    During an inspection of the council, RSH found:

    • Over 9,000 overdue fire safety remedial actions, of which over 8,000 were overdue by more than 12 months and more than 4,000 categorised as high risk.
    • 40% of its 16,000 homes had not had an electrical condition test for more than 11 years.
    • Lack of evidence that it is meeting the smoke and carbon monoxide alarm requirements for any of its homes.
    • A lack of accurate information on stock quality, with 60% of its homes without a survey within the last five years.
    • At least 20% of its homes do not meet the requirements of the Decent Homes Standard.
    • Around 5,400 open repairs, nearly half of which were overdue.
    • Tenant Satisfaction Measure (TSM) surveys not completed on time
    • Very limited meaningful opportunities for tenants to influence and scrutinise the landlord’s strategies, policies and services.

    Although LB Newham has indicated a willingness to address these issues, they failed to refer themselves over key issues and RSH has not yet seen sufficient evidence to assure the regulator of their ability to put matters right.

    Kate Dodsworth, Chief of Regulatory Engagement at RSH, said:

    The breadth and scale of these failings, including very serious health and safety issues, pose an unacceptable risk to tenants’ well-being.

    Taking accountability is a critical part of the co-regulatory approach and it is extremely concerning that, despite the gravity of these failings, the landlord failed to refer themselves to us over key issues.

    We are now engaging intensively with LB Newham as they work to resolve these issues. While we are not proposing to use our enforcement powers at this stage, this will be kept under review.

    RSH has awarded 35 consumer grades since its new proactive consumer began in April, including 9 C1 grades (the highest grade), 13 C2 grades, 12 C3 grades (of which 10 were self-referrals) and 1 C4 (the lowest grade).

    RSH is carrying out planned inspections of all large social landlords (those with over 1,000 homes) over a four-year cycle. RSH has started to publish the outcomes of these first inspections and will continue to do so over the coming months.

The changes are a result of the Social Housing Regulation Act 2023 and include stronger powers to hold landlords to account.     Today, while representing Canada at the 2024 International Astronautical Congress, Canadian Space Agency President Lisa Campbell announced that Toronto-based Kepler Communications Inc. has been selected as the prime contractor for the European Space Agency’s HydRON-DS mission.

    Longueuil, Quebec, October 16, 2024 — Today, while representing Canada at the 2024 International Astronautical Congress (IAC), Canadian Space Agency (CSA) President Lisa Campbell announced that Toronto-based Kepler Communications Inc. has been selected as the prime contractor for the European Space Agency’s (ESA) HydRON-DS mission.

    Consisting of a ring of 10 satellites around Earth, HydRON-DS will use laser communications to provide high-performance Internet in space at unprecedented speeds for government and commercial users. This opportunity has been made possible thanks to Canada’s long-standing and fruitful partnership with ESA, that allows Canadian companies from the space sector to leverage their expertise and skills on the European market. Since 1979, Canada has held the privileged position of being the only non-European cooperating state of ESA.

    President Campbell also highlighted other concrete outcomes of this agreement for Canadian companies, such as:

    • Sherbrooke-based SBQuantum will assess the viability of its quantum diamond magnetometer in space. ESA will evaluate both the reliability and precision of the sensor, and explore its potential deployment on satellites for various purposes, like assisting in the monitoring of magnetic storms or mapping minerals under the surface of the Moon.
    • C-CORE, based in St. John’s, Newfoundland, will design and build a calibration transponder for the Biomass mission, which will deliver crucial information about the state of the world’s forests and how they are changing, and further our knowledge of the role forests play in the carbon cycle.
    • Québec-based ABB Analytical Business Unit in Canada will provide the Laser Unit for the interferometer of the Forum mission, ESA’s ninth Earth Explorer satellite mission.     ​​Statistics Jersey have today published the results of the Business Tendency Survey for September 2024.

    Chief executives and managing directors were asked for their opinions on the current situation of their business compared to three months earlier and their expectations for the next three months.​

    Please note that the Business Tendency Survey was discontinued in September 2024; please see the statement from the Chief Statistician for further details. The statistical publication calendar​ has been updated to remove previously planned release dates after October 2024. 

    We would like to thank all respondents for their valuable participation over the years.

    Business activity indicator

    • The headline all-sector business activity indicator was moderately positive, at +10 percentage points (pp); this means the proportion of businesses that reported an increase was 10 pp higher than those that reported a decrease.
      • the business activity indicator was strongly positive for the finance sector (+28 pp) and neutral for the non-finance sector (+2 pp)

    Current indicators

    • One of the eight current indicators was extremely negative (input costs), one indicator was moderately negative (profitability), and two indicators were moderately positive (product prices and business activity), while the other four current indicators were neutral.
      • for the finance sector, there were five positive current indicators: two strongly positive and three moderately positive, whilst there was one strongly negative indicator (input costs) and two were neutral
      • for the non-finance sector, one of the eight current indicators was extremely negative (input costs), one was strongly negative (profitability), and one was moderately negative (business optimism); in contrast, one indicator was strongly positive (product prices) and the other four were neutral

In this position, his focus has been on reducing his country’s reliance on Russian gas, developing the use of renewable energy sources and securing stakes in German and Dutch liquefied natural gas (LNG). Síkela has served in various banks, notably as the head of the Slovak Savings Bank and as board member of the Austrian Erste Group Bank. Born in 1967 in Rokycany, Czechia, Síkela studied foreign trade economics at the Prague University of Economics and Business.

    Marta Kos is self-employed, working through Kos Consulting and Coaching (2021-present), and a senior advisor at the Brussels consulting firm Kreab. From 2017 to 2021, she was Slovenian Ambassador to Switzerland and Liechtenstein, and Ambassador to Germany and Latvia (2013-2017). As president of the Slovenian women’s association ONA VE (‘she knows’), Kos works to raise the profile of female experts. Kos has been engaged in Slovenia’s political life as a vice-president of the social-liberal Freedom Movement party. Among the positions she held while employed by the government were director of the Public Relations and Media Office, and government spokesperson. Between 2003 and 2013, Kos headed Gustav Käser Training International Slovenia, specialising in leadership and sales training. Until 2003, Kos was vice-president for international relations at the Slovenian Chamber of Commerce and Industry. Kos earned a bachelor’s degree in journalism in 1989 and, in 2001, a master’s degree in political science from the University of Ljubljana.

    Kaja Kallas served as the prime minister of Estonia from 2021 to 2024. In 2024, she was awarded the Walther Rathenau Prize in recognition of outstanding lifetime achievement in foreign policy. Having joined the Estonian Reform Party in 2011, Kallas has been its leader since April 2018. From 2011 to 2014, she was a member of the Estonian Parliament (12th Riigikogu) and served as chair of its Economic Affairs Committee (2011). She was also a member of the 14th Riigikogu (2019 to 2021). As a Member of the European Parliament from 2014 to 2018, Kallas belonged to the Alliance of Liberals and Democrats for Europe (ALDE, now Renew Europe) political group. During this term, Kallas was Vice-Chair of Parliament’s Delegation to the EU-Ukraine Parliamentary Association Committee. Kallas was born in 1977 in Tallinn. She graduated from the University of Tartu in 1999 with a degree in law and pursued postgraduate studies at the Estonian Business School in 2007. Before entering politics, Kallas worked as an attorney at law.   • MIL-OSI Russia: Mexico: Staff Concluding Statement of the 2024 Article IV Mission

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Key Messages

    Activity is decelerating. Despite an expansionary fiscal stance, growth is slowing to around 1½ percent this year, due to binding capacity constraints and tight monetary policy. Continuing monetary restraint and slowing activity are expected to lower inflation to Banxico’s 3-percent target by 2025. The current account deficit is expected to widen slightly in 2024 as investment- and consumption-related imports outpace exports. Risks to growth are tilted to the downside while inflation risks remain on the upside. Weaker-than-expected growth in the U.S., an increase in global risk aversion, and unforeseen effects from recent institutional reforms could weigh on output. On the other hand, better-than-expected import demand from the U.S. or the ongoing reshaping of global value chains could boost activity and inward investment.

    A medium-term fiscal strategy is needed to reduce deficits and debt, raise tax revenues, and create fiscal space for investments in human and physical capital. This would require putting in place a comprehensive tax reform early in the new administration, durably reducing the fiscal deficit while carefully prioritizing public spending, and reducing inequities in the pension system. Addressing the imbalances between the federal budget and Pemex, and enhancing corporate governance of the latter, are also important priorities.

    The ongoing reshaping of global value chains offers the incoming administration an important opportunity to deepen the already-strong economic links with the U.S. Taking advantage of these prospects, however, requires a wide-ranging set of supply-side reforms to complement the well-established, very strong institutional framework for macroeconomic policies. Regulatory reforms, better-targeted public investment that further relieves infrastructure bottlenecks, broader access to financial services, and a more predictable supply of energy and water would all support private sector-led growth. Other priority measures include governance reforms that address corruption and tackle organized crime.

    Recent judicial reforms create important uncertainties about the effectiveness of contract enforcement and the predictability of the rule of law. The replacement of judges at various levels of the judiciary in the coming year creates a new source of uncertainty that may impinge upon private investment decisions. It is critical that this reform be implemented in a clear and predictable way that ensures the independence and professionalism of the judiciary and strengthens the rule of law. Staff’s current baseline does not incorporate potential headwinds from these uncertainties.

    Fiscal Policy

    The authorities are committed to achieving their 2024 fiscal target. The overall deficit for the year is currently projected to be 5.9 percent of GDP, a fiscal impulse of around 2 percent of GDP that is expected to bring gross public sector debt close to 58 percent of GDP by end-2024. Increased spending on large infrastructure projects, wages, pensions, and social spending are all adding to fiscal support for the economy. There is, however, a risk that additional support for Pemex and/or greater-than-expected spending on infrastructure projects could lead to a modest fiscal overrun by end-year.

    Mexico needs to put in place a credible medium-term fiscal consolidation underpinned by well-identified policy measures. The incoming authorities’ plan to initiate an important fiscal consolidation in 2025 that should lower the deficit to below 3 percent of GDP over the medium term, underscoring Mexico’s commitment to fiscal prudence. This will require the identification and implementation of additional fiscal measures, preferably including an overarching tax reform. In particular, the 2025 budget should focus on reducing tax expenditures and reassessing both tax rates and thresholds, particularly for the personal income tax. Further expenditure rationalization, including tax exceptions, and improved tax administration would contribute to this needed adjustment and help bolster market confidence.

    A review of policies regarding support for Pemex, and the energy sector more generally, would enhance the credibility of the government’s fiscal plans. Federal government support for Pemex in the form of various tax reliefs, investments, and transfers have cost 1 percent of GDP in 2024. Further support should be conditioned on Pemex developing a viable business strategy and improving its corporate governance. This could include focusing Pemex activities on profitable fields, selling non-core assets, developing a new strategy for unprofitable refinery operations, and incentivizing public-private partnerships (including via equity participation). The strategy should also examine the implications for, and linkages with, the federal electricity company.

    More is needed to address structural inequities in the pension system. Public pension spending has increased by 0.6 percent of GDP over the past three years and will continue to rise over the medium term. While the recent reform to raise the replacement rate,aimed to equalize treatment across workers, inequities remain between and within cohorts. A broader review is therefore needed of the benefit structure and the minimum contribution requirement.

    Further deepening of financial intermediation would make growth more inclusive. The recent development of fintech products and digital payments have expanded access to financial products. In addition, financial regulations that lower loan-loss provisioning for female borrowers have increased women’s access to credit. These efforts could be complemented by expanding the adoption of digital payment systems and eliminating institutional barriers to entry for new products and entities that are deemed to be financially sound.

  • MIL-OSI Africa: African Development Bank supports BIASHARA Africa 2024 Business Forum

    The African Development Bank (www.AfDB.org) has lent support to the Biashara Africa 2024 Business Forum or AfCFTA Business Forum, held from 9-11 October 2024 in Kigali, Rwanda. 

    The meeting, organized by the African Continental Free Trade Area (AfCFTA) (https://apo-opa.co/4h90Ciq), brought together industry leaders, policymakers and government representatives to promote African trade and foster economic growth on the continent. This year’s forum was themed “Dare to Invent the Future of the AfCFTA.” 

    As part of ongoing institutional support to the AfCFTA Secretariat, an African Development Bank delegation to the forum included Acting Director for the Bank’s Industrial and Trade Development department Ousmane Fall, Trade Policy Officer Abou Fall and Trade Facilitation Officer Rachael Nsubuga. 

    During the opening ceremony President Paul Kagame of Rwanda and AfCFTA champion emphasized connectivity across the continent in his remarks. 

    “How well we adapt as Africa to crisis depends on how strongly connected, we are,” Kagame said, urging governments to strengthen governance and institutions to prioritize implementation of AfCFTA protocols on trade in goods, services and movement of people for efficient trade.  

    Fall delivered a statement underscoring the Bank’s commitment to support African member countries through a comprehensive strategy to address investments tacking policy and regulation, corridors infrastructure, technology and connectivity constraints.  

    He noted that the African Development Bank has been very active in addressing access to trade finance as a major impediment to productivity. So far, the Bank has facilitated more than 3,000 trade transactions involving 170 financial institutions in all regional member countries  for a cumulative trade value of over $12 billion since the inception of The Bank Trade Finance Program.  

    Africa accounts for only two percent of global production, although it is most integrated in global value chains, but in the less profitable segments of value chains, Fall said.   

    The Biashara 2024 Business Forum held business exhibitions and side events on diverse topics such as unlocking the trade potential of Africa; trade finance; value chains; partnerships for Africa’s trade; and business to business events. 

    The AfCFTA is the world’s largest free trade area bringing together the 55 countries of the African Union (AU) and eight regional economic communities. The overall mandate of the AfCFTA is to create a single continental market with a population of about 1.3 billion people and a combined GDP of approximately US$ 3.4 trillion.

  • MIL-OSI USA: Deadline Approaching in Washington for SBA Working Capital Loans Due to Excessive Heat

    SACRAMENTO, Calif. – Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration, today reminded small nonfarm businesses in 22 Washington counties and neighboring counties in Oregon of the Nov. 14, 2024, deadline to apply for an SBA federal disaster loan for economic injury. These low-interest loans are to offset economic losses because of reduced revenues caused by excessive heat in the following primary counties that occurred March 15–July 31, 2023.

    Primary Washington counties:  Adams, Benton, Chelan, Douglas, Franklin, Grant, Kittitas, Klickitat, Okanogan, Walla Walla and Yakima;
    Neighboring Washington counties: Columbia, Ferry, King, Lewis, Lincoln, Pierce, Skagit, Skamania, Snohomish, Whatcom and Whitman;
    Neighboring Oregon counties:  Hood River, Gilliam, Umatilla, Morrow, Wasco and Sherman.

    When farmers face crop losses and a disaster is declared by the Secretary of Agriculture, SBA working capital loans become a lifeline for eligible small businesses. “These loans are the backbone that helps rural communities bounce back and thrive after a disaster strikes,” Sánchez said.

    According to Sánchez, small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may apply for Economic Injury Disaster Loans of up to $2 million to help meet working capital needs caused by the disaster. “Economic Injury Disaster Loans may be used to pay fixed debts, payroll, accounts payable and other bills that cannot be paid because of the disaster’s impact,” Sánchez continued.

    “SBA eligibility covers both the economic impacts on businesses dependent on farmers and ranchers that have suffered agricultural production losses caused by the disaster and businesses directly impacted by the disaster. Economic injury assistance is available regardless of whether the applicant suffered any property damage,” Sánchez added.

    The interest rate is 4 percent for businesses and 2.375 percent for private nonprofit organizations with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the initial disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    By law, SBA makes Economic Injury Disaster Loans available when the U.S. Secretary of Agriculture designates an agricultural disaster. The Secretary declared this disaster on March 14.

    Businesses primarily engaged in farming or ranching are not eligible for SBA disaster assistance. Agricultural enterprises should contact the Farm Services Agency about the U.S. Department of Agriculture assistance made available by the Secretary’s declaration.

    Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.     The Honourable Arif Virani, Minister of Justice and Attorney General of Canada, today announced the appointments of Graham Flack, Douglas Hodson, and Anne Giardini, to the Judicial Compensation and Benefits Commission.

    The Judicial Compensation and Benefits Commission, also known as the Quadrennial Commission, is established under the Judges Act (the Act) to examine the adequacy of the salaries and benefits of the federally appointed judiciary.     Biographies

    Graham Flack of Ottawa is appointed as the member nominated by the Minister of Justice and Attorney General of Canada. Mr. Flack received degrees in political science and economics from Dalhousie and Oxford University where he was a Rhodes Scholar. He is a former law clerk of the Supreme Court of Canada and graduated with an LL.B. from Dalhousie University and an LL.M. from Harvard University. Mr. Flack began his career in the Privy Council Office and worked on the Quebec referendum campaign, the Quebec Secession Reference and Clarity Act. Following 9/11 he became Director of Operations and led work on the Canada-US Smart Borders Declaration, as well as Canada’s first National Security Policy. He held senior executive roles at Natural Resources Canada and the Department of Finance where he was Assistant Deputy Minister, International Trade and Finance and worked on the G7 and G20 response to the worst economic crisis since the Great Depression. From 2010-2013, he was Associate Deputy Minister then-Acting Deputy Minister at Public Safety Canada. From 2013-14, he was Deputy Secretary to the Cabinet at the Privy Council Office. From 2014-18, he was Deputy Minister of Canadian Heritage. From 2018-2022, he was Deputy Minister of Employment and Social Development Canada. From 2022-2024, he was Secretary of the Treasury Board. Mr. Flack is the founding chair of the Deputy Minister Committee on Innovation and Deputy Minister Champion for the Federal Youth Network and for Dalhousie University.

    Douglas Hodson, K.C., of Saskatoon is appointed as the member nominated by the judiciary. Mr. Hodson attended the University of Saskatchewan and earned a B.Comm. (with honours) in 1981 and a LL.B. (with distinction) in 1984. He was admitted to the Saskatchewan bar in 1985. Mr. Hodson is a partner at MLT Aikins LLP in Saskatoon since 1984. He focuses on commercial litigation and has significant experience in complex arbitrations, transportation law, and shareholder disputes. He has argued significant cases before all levels of court in Saskatchewan, British Columbia, Alberta, Manitoba and Ontario and before the Federal Courts and the Supreme Court of Canada. He was appointed King’s Counsel in 2007. Mr. Hodson is a fellow of the American College of Trial Lawyers and a fellow of the Litigation Counsel of America. He is one of the most distinguished community leaders in Saskatoon. His volunteer portfolio is diverse and extensive, and includes active involvement with a number of professional, business and social organizations. His significant contributions to his profession and community have been recognized on numerous occasions.

    Anne Giardini, K.C., of Toronto is appointed Chair following her nomination by the other two members of the Judicial Compensation and Benefits Commission. Ms. Giardini is a Canadian business executive, journalist, lawyer, and writer. She earned a B.A. from Simon Fraser University and a LL.B. from the University of British Columbia. She also holds an LL.M. from Cambridge University. She was admitted to practise in Ontario, British Columbia, and Washington State. From 1985 to 2020, Ms. Giardini clerked at the Court of Appeal for British Columbia, articled at Bull Housser & Tupper (now Norton Rose), practised at Mawhinney & Kellough (now Dentons) in Vancouver, before moving to Italy to work for a US law firm. In 1994, she joined Weyerhaeuser Company Limited, Canadian subsidiary of Weyerhaeuser Company, an international forest products company with a head office in Washington. She was Canadian vice-president and general counsel from 2006 to 2008 and president from 2008 to 2015. Since 2015, she is a sole corporate director. She was appointed King’s Counsel in 2009. Ms. Giardini is an active volunteer and has served as Chair of the Greater Vancouver Board of Trade, Vancouver International Writers Festival, UniverCity at SFU, and Simon Fraser University as deputy chair. She is also a supporter of Plan Canada and volunteer for Vancouver YWCA’s Women of Distinction Awards and Young Women in Business. She served as the 11th chancellor of Simon Fraser University from 2014 to 2020. She has been on the boards of Hydro One, mining companies, the Sustainable Forestry Initiative Inc. and other companies. Ms. Giardini was awarded a Queen Elizabeth II Diamond Jubilee Medal in January 2013 for her fundraising efforts for Plan Canada’s Because I’m a Girl campaign. She was appointed an Officer of the Order of Canada in 2016 and was appointed an Officer of British Columbia in 2018.

    Treasurer Stacy Garrity and Senator Bob Casey announced the PA ABLE Savings Program has surpassed $135 million in assets, a major program milestone. PA ABLE (Achieving a Better Life Experience) accounts help Pennsylvanians with disabilities and their families to save for disability-related expenses without impacting important benefits.

    “The growth of PA ABLE is truly amazing and it’s changing lives,” Treasurer Garrity said. “Earlier this year, we announced that we surpassed $100 million in assets.   • MIL-OSI USA: Deadline Approaching in North Dakota for SBA Working Capital Loans Due to Severe Winter Storm and Straight-line Winds

    SACRAMENTO, Calif. – Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration, today reminded North Dakota private nonprofit organizations of the Nov. 15, 2024, deadline to apply for an SBA federal disaster loan for economic injury caused by severe winter storm and straight-line winds that occurred Dec. 25‑27, 2023. Private nonprofits that provide essential services of a governmental nature are eligible for assistance.

    According to Sánchez, eligible private nonprofits of any size may apply for SBA Economic Injury Disaster Loans of up to $2 million to help meet working capital needs caused by the disaster. “Economic Injury Disaster Loans may be used to pay fixed debts, payroll, accounts payable and other bills that cannot be paid because of the disaster’s impact. Economic injury assistance is available regardless of whether the private nonprofit suffered any property damage,” Sánchez said.

    These low-interest federal disaster loans are available in Barnes, Cass, Dickey, Grant, LaMoure, Logan, McIntosh, Ransom, Richland, Sargent, Steele, Stutsman and Traill counties.

    The interest rate is 3.25 percent with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance. For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.

This strategy supports green energy projects and reduces greenhouse gas emissions, leading Canada’s continued energy transition.

    The Government of Canada is taking further action on its Greening Government Strategy commitment to use 100 per cent clean electricity in federal buildings. This strategy supports green energy projects and reduces greenhouse gas emissions, leading Canada’s continued energy transition.

    Today, on behalf the Honourable Jean-Yves Duclos, Minister of Public Services and Procurement and Quebec Lieutenant, George Chahal, Member of Parliament for Calgary Skyview, announced contracts totalling over $73 million, awarded to hep solar and South Head Switch Power, for the supply of Renewable Energy Certificates (RECs).  

    These contracts support the Government of Canada’s commitment to the goal of net-zero emissions by 2050. The announcement aligns with Public Services and Procurement Canada’s (PSPC) clean electricity initiative and Canada’s ongoing commitment to invest in renewable energy. These contracts will supply 100,600 RECs annually from new clean electricity solar facilities.

    This agreement will enable the Government of Canada to attribute its electricity consumption as being clean in regions where opportunities for new clean renewable sources are not yet available, while supporting the creation of new green energy facilities. The RECs will reduce up to 32,600 tonnes of Carbon Dioxide Equivalent (eCO2) for the Government of Canada’s real property operations, which is equivalent to the annual greenhouse gas (GHG) emissions of more than 9,980 gas-powered passenger vehicles.  

    Furthermore, these contracts will help promote Indigenous business capacity in the clean energy sector and contribute to Canada’s efforts to strengthen economic relationships with Indigenous entrepreneurs. South Head Energy is an Indigenous-owned business, and South Head Switch Power is joint venture with Switch Power, which is registered with the Indigenous Business Directory.

    Southern Ontario has a growing and competitive electric vehicle (EV) sector. Businesses across the sector are developing advanced technologies to seize new growth opportunities. The Government of Canada is investing in these businesses so they can reach their potential and develop new possibilities for our country.

    Today, the Honourable Filomena Tassi, Minister responsible for the Federal Economic Development Agency for Southern Ontario (FedDev Ontario) visited B.S.B. Manufacturing Ltd. (B.S.B), a Burlington-based machined components and parts manufacturer serving the automotive, agricultural and industrial product markets, to meet with employees and learn about the company’s ongoing shift to manufacture parts for electric vehicles. Minister Tassi was joined by Pam Damoff, Parliamentary Secretary to the Minister of Foreign Affairs (Consular Affairs) and Member of Parliament for Oakville North–Burlington.

    To support this transition, B.S.B. is receiving $1.2 million to seize future growth in the industry with the addition of new automated production equipment and facility upgrades. This will increase the company’s capacity to produce EV and hybrid vehicle components and fulfill new contracts within the EV industry.

    This funding is part of a combined investment of more than $12 million to help six manufacturers scale up EV production: B.S.B. Manufacturing Ltd., Can Art Aluminum Extrusion Canada Inc., Clover Tool Manufacturing Ltd., CMP Automation Inc., Electrovaya Inc. and Marwood International Inc. By expanding production capabilities and adopting new equipment, Ontario companies are meeting the growing demand for innovative production capabilities to feed the EV supply chain.   • MIL-OSI Economics: Appointment of Director General for the East Africa Regional Development, Integration and Business Delivery Office Dr. Kennedy K. Mbekeani

    The African Development Bank Group is pleased to announce the appointment of Dr. Kennedy K. Mbekeani as Director General for the East Africa Regional Development, Integration and Business Delivery Office, effective from 16th October 2024.

    Dr. Kennedy K. Mbekeani, a citizen of Malawi brings over 25 years of senior level experience in development finance, project management, policy advisory services, and knowledge generation across country and regional levels. Prior to this appointment, he served as Deputy Director General for the Bank’s Southern Africa Regional Development, Integration and Business Delivery Office.

    He holds a Bachelor of Social Science (Economics and Statistics) degree from the University of Malawi, an MPhil in Monetary Economics from the University of Glasgow, and both an MA and PhD in International Economics from the University of California. He has authored numerous publications focusing on trade, regional integration, and infrastructure development in Africa.

    In his previous role as Deputy Director General for the Southern Africa Regional Development, Integration and Business Delivery Office, Dr. Mbekeani led the Bank’s business development and delivery for sovereign, non-sovereign investments and provided advisory services to South Africa, Lesotho, Botswana, Eswatini, Namibia and Mauritius. His efforts contributed to the Bank’s reputation as a trusted partner for high impact development projects in the region. He also managed relationships with key government and private sector, positioning the Bank for success.

    Dr. Mbekeani joined the Bank in 2009 as Chief Trade and Regional Integration Officer. He has held various senior roles including Lead Regional Economist at the South African Resource Centre, Officer in Charge and Acting Regional Director of the Bank’s South African Resource Centre in South Africa, and Officer in Charge of the Bank’s Ghana Country Office. When he served Country Manager for Uganda, he successfully expanded the Bank’s portfolio to over $2 billion.

    Before joining the Bank, Dr. Mbekeani worked for the United Nations Development Programme as a Trade, Debt and Globalisation Advisor for East and Southern Africa. He also served as Senior Research Fellow at the Botswana Institute for Development Policy Analysis, and Senior Economist at the National Institute for Economic Policy in South Africa.

    Commenting his appointment, Dr. Mbekeani said: “I am grateful and feel honoured by the confidence President Adesina placed in me through this appointment, as Director General for the East Africa Regional Development, Integration and Business Delivery Office. I look forward to working with the President, the Board of Directors, Senior Management, our teams and stakeholders to enhance the Bank’s operational efficiency, effectiveness and drive impactful developmental outcomes across the region”.

    Commenting the appointment, the President of the African Development Bank Group, Dr. Akinwumi Adesina said: “I am delighted to appoint Dr. Kennedy Mbekeani as Director General for the East Africa Regional Development, Integration and Business Delivery Office. Kennedy brings extensive experience in managing operations, policy dialogue, coupled with astute diplomacy and well-tested ability to work effectively with countries and development partners.   • MIL-OSI USA: Miller-Meeks Leads 232 House Members to Address Doc Cuts Before 2025

    DAVENPORT – U.S. Representative Mariannette Miller-Meeks led 232 bipartisan House members in urging House Speaker Mike Johnson (R-LA) and Minority Leader Hakeem Jeffries (D-NY) to address the scheduled 2.8% cut in reimbursement for physicians who participate in Medicare before the end of the 118th Congress. With rising provider costs, the proposed 2025 Medicare physician payment schedule would threaten to impact patient care, especially for rural Americans, and contribute to provider burnout, which is already straining the healthcare workforce. 

    “As a Physician, I am thrilled to lead more than 200 bipartisan House members in urging leadership on both sides to address the proposed doc reimbursement cuts,” said Miller-Meeks. “The overwhelming, bipartisan support is a testament to the importance of fixing this issue to preserve patient access to quality care. Long-term payment reform is still desperately needed, but a temporary fix is also critical. In Congress, I will continue to lead the charge for better health access and outcomes for Americans.”

    “As physicians face yet another year of pending cuts stemming from the Medicare Physician Fee Schedule, the AMA appreciates that a majority of House members cosigned a letter urging Congress to stop this harmful cycle,” said American Medical Association President Bruce A.     Dear Speaker Johnson and Minority Leader Jeffries:

    The undersigned bipartisan members of Congress write to urge you to expeditiously pass legislative fixes that not only stop another damaging round of cuts to Medicare payments, but also provide greater certainty and stability for clinicians serving Medicare beneficiaries. On July 10, the U.S. Centers for Medicare & Medicaid Services (CMS) released the Calendar Year (CY) 2025 Medicare Physician Fee Schedule (MPFS) Proposed Rule, which includes provisions subjecting all physicians and other clinicians treating Medicare patients to a 2.8 percent payment cut. In lieu of these harmful cuts, which, absent federal legislation, will take effect on January 1, 2025, Congress must pass a bill providing physicians and other clinicians with a payment update that takes into account the cost of delivering care to patients.

    The scheduled 2.8 percent reduction represents the fifth consecutive year that CMS issued a fee schedule regulation lowering payments to physicians and other clinicians. While Congress has intervened in the past four years to mitigate portions of these cuts, the fact remains that the MPFS is inherently broken. Continued payment cuts undermine the ability of independent clinical practices—especially in rural and underserved areas—to care for their community, which reduces patient access to care. These ongoing cuts have forced medical groups and integrated systems of care to make difficult choices, such as imposing hiring freezes, delaying system improvements, postponing transitions to value-based care models, and potentially eliminating services. Because healthcare often comprises a large percentage of employment in rural areas, the closure of independent practices not only lessens patient access to care but also jeopardizes the livelihood of rural Americans.

    Over the last two decades, Medicare payment rates have fallen by 29 percent when adjusted for the costs of running a practice. Additionally, compliance with the Merit-based Incentive Payment System (MIPS) is both expensive and a flawed method of measuring quality and costs of care, resulting in steep and unfair penalties. These payment cuts and MIPS compliance costs also come on the heels of the extremely disruptive COVID-19 public health emergency and the Change Healthcare cyberattack.

    The CY 2025 MPFS Proposed Rule highlights that the estimated cost of running a practice—covering expenses like rent, staff compensation, and purchasing supplies and equipment—is expected to increase substantially next year. This widening gap between what Medicare pays and the cost of delivering quality care to patients demands Congressional intervention.

    Thankfully, bipartisan lawmakers have come together to propose several legislative solutions aimed at providing permanent relief from the long-term problems plaguing the Medicare payment system. We urge Congressional Leadership to move legislation that provides physicians and other clinicians with a permanent, annual inflationary update in Medicare equivalent to the Medicare Economic Index (MEI). We also request targeted reforms to statutory MPFS budget neutrality requirements, raising the current MPFS budget neutrality threshold to reflect 2024 dollars, requiring CMS to cross-check utilization assumptions associated with newly unbundled codes that trigger budget neutrality cuts, mandating CMS to review key elements of practice expense costs every five years, and limiting changes to the MPFS conversion factor to no more than 2.5 percent in a given year. Some of these legislative solutions have already passed the Energy and Commerce Committee in 2023 with strong bipartisan support. Moreover, we urge Congressional Leadership to utilize bipartisan offsets as we address all issues pertaining to Medicare payments to physicians and other clinicians.

    Increased instability in the healthcare sector due to looming cost hikes impacts the ability of physicians and clinicians to provide the highest quality of care and threatens patient access to affordable healthcare. Rural physicians and other clinicians, along with those treating underserved populations, are facing the most daunting challenge of trying to provide care in the wake of devastating reimbursement cuts. To prevent the very real scenario of insufficient access to physicians and other clinicians treating Medicare patients, Congress must stop the 2.8 percent payment cut from occurring in 2025, enact targeted reforms to statutory budget neutrality requirements, and provide physicians with a payment update reflective of inflationary pressures. We stand ready to work with you to pass crucial bipartisan legislative initiatives before the conclusion of the 118th Congress.

    U.S. Senate Majority Leader Chuck Schumer today announced Wolfspeed has reached a $750 million preliminary memorandum of terms (PMT) funding agreement under the CHIPS & Science Law he led in writing and passing into law, helping them unlock an additional $750 million in private investment. Wolfspeed also said it plans to tap nearly $1 billion from the CHIPS Investment Tax Credit that Schumer helped create to fund much of the state-of-the-art equipment being installed to complete the expansion their Silicon Carbide Fabrication Facility at Marcy Nanocenter in Oneida County.

    Wolfspeed said this massive collective investment will help accelerate their ongoing expansion in the Mohawk Valley and boosting good-paying jobs expected to be created at the Marcy facility. This CHIPS investment will also support Wolfspeed’s new North Carolina Siler City facility which is integral to the Mohawk Valley’s future as it will send wafers to be finished in NY, creating long term work and future growth opportunities for the Marcy operation.

    Schumer explained that Wolfspeed’s Mohawk Valley Fab is the largest and one of the only 200mm Silicon Carbide fabrication facilities in the world. Wolfspeed officially opened their new fab in 2022 and is actively expanding with approximately $790 million in additional capital planned investment in the Mohawk Valley which will help support new good paying manufacturing and construction jobs to the region. The proposed CHIPS investment would also support the construction of Wolfspeed’s silicon carbide wafer manufacturing facility in North Carolina. Nearly all of the wafers from Wolfspeed’s new facility in Siler City, NC are needed and sent to the Mohawk Valley Fab to be finished and this investment is essential to ramp up chip production in New York. The proposed CHIPS funding will support the Mohawk Valley fab to increase its production capacity by approximately 30%.

    To achieve this increase in capacity in the Mohawk Valley, Wolfspeed will purchase and install additional tools & equipment in the Mohawk Valley, such as photolithography tools, ion implanters, metal deposition tools, etch systems, automation equipment and more that will be support by the Investment Tax Credit from the CHIPS & Science Law.

    The proposed $750 million in CHIPS funding will also help catalyze private capital investment of at least $750 million to support the company’s expansion plans. This injection of private capital would not have occurred were it not for the CHIPS and Science Act. Wolfspeed is the world’s leading manufacturer of wafers and devices made from silicon carbide, a compound which has favorable chemical and material properties compared to traditional silicon, enabling Wolfspeed’s semiconductors to be highly energy-efficient and durable. In addition, GlobalFoundries in the Capital Region also reached an agreement for $1.5 billion in direct grant funding under his CHIPS & Science Law to support a $12.5 billion public-private investment over the next ten plus years to expand and construct a second, new state-of-the-art computer chip factory in Malta, NY.

    Today, families across Canada will receive their Canada Carbon Rebate for individuals, a payment that is making life more affordable for Canadians.

    Today, families across Canada will receive their Canada Carbon Rebate for individuals, a payment that is making life more affordable for Canadians. The Canada Carbon Rebate – alongside measures like dental care, childcare, and others – contribute to the Government of Canada’s plan to help Canadian families to get ahead while ensuring big polluters pay their fair share.

    Today, the Honourable Filomena Tassi, Minister responsible for the Federal Economic Development Agency for Southern Ontario (FedDev Ontario), was in Hamilton, Ontario, to announce the latest quarterly Canada Carbon Rebate payments are being delivered to their bank accounts and mailboxes. The Canada Carbon Rebate is helping households, small businesses, farmers and Indigenous communities across Canada to get ahead.

    A family of four residing in Hamilton will receive the Canada Carbon Rebate for individual payments every three months, meaning they will receive a quarterly cheque or deposit of $280. To discover more about how much your family could receive, please refer to the Canada Carbon Rebate amounts for 2024-25 for payment amounts applicable to your province.

    In addition to putting money in the pockets of families, the federal government announced the payment amounts for the new Canada Carbon Rebate for Small Businesses, which will deliver over $2.5 billion to about 600,000 Canadian businesses before the end of this year. This refundable tax credit will return a portion of the fuel charge proceeds from 2019-20 through 2023-24 to eligible small businesses, in jurisdictions where the federal fuel charge applies.

    The Canada Carbon Rebate is part of a suite of federal actions to help Canadians to get ahead, while simultaneously supporting holding the biggest polluters accountable in the fight against the climate crisis.

    Canada’s price on pollution is working.  When it comes to meeting Canada’s goals, emissions are down, and pollution pricing alone is delivering at least a third of the reductions needed, while delivering clean air and incentivizing job-creating greener investments in communities. As of today, emissions are down, while the economy grows and wages for Canadians are going up.
