    NEW YORK – Verizon Business today announced the findings of its fifth annual State of Small Business Survey, conducted by Morning Consult. Despite soaring concerns about their business’ financial security and personal job security, the survey found that small to midsize businesses (SMBs) across the country are investing in technology more now than the past three years, both foundational and emerging. The survey data is based on responses from 621 SMBs.

    Key findings:

    • AI awareness is driving AI adoption. In the past year, the number of SMBs using AI has doubled (39% of SMBs are using AI in 2024 compared to 14% in 2023), in large part due to the growing familiarity with and accessibility of AI and its business applications. A rise in AI awareness among SMBs has a dual impact: decision-makers are more likely to perceive benefits, but it can also heighten security concerns.
    • SMBs are investing in tech more than they have in the past three years. As more SMBs conduct more business online (38% added online/digital operations in the past year), technology investments among SMBs have grown to support that digitalization. Upgrades to internet connection have formed a big portion of those investments, with 66% of respondents upgrading their internet bandwidth.
    • Despite economic anxiety, SMBs remain optimistic. The majority of SMBs (83%) are worried about rising inflation and its impact on their business, and about four out of five are worried about the U.S. economy in general. Additionally, concerns about their business’ financial security (62%) and their personal job security (54%) have grown over 10% in the past year. Yet even with broader economic anxiety, SMBs remain optimistic about their near-term prospects. About half of respondents expect their personal (50%) and their business (51%) financial security to improve in the coming months. Additionally, the majority of SMBs (59%) believe their business will be in a better economic position next year.
    • Brick-and-mortar makes a comeback for holiday retail. Despite concerns about the holiday season, namely the perceived need to price goods and services to keep up with inflation, most SMBs have a positive association with the holidays. Small business owners see increased demand during Small Business Saturday (59%) and throughout the holiday season (73%). Additionally, more than half of retailers (52%) are preparing for an in-store-first holiday season, representing a 13-point jump from last year.
    • Social media is redefining the digitalization of SMBs. Increasingly, SMBs are cultivating their online presence to entice shoppers. A large portion of this shift is taking place on social media platforms. Eighty-four percent (84%) of decision-makers use Facebook to promote products and connect with customers. While Facebook is the leading platform, SMBs are diversifying their approach to social media by leveraging the following platforms for promotion and customer engagement: Instagram (67%), LinkedIn (64%), YouTube (64%), TikTok (57%), and X/formerly Twitter (54%). Nearly four in ten (39%) respondents have social media storefronts.

    Today, Congressman Wiley Nickel (NC-13) and Congresswoman Young Kim (CA-40) introduced the Ending Scam Credit Repair Act (ESCRA) to combat fraudulent practices in the credit repair industry. The bill targets credit repair organizations (CROs) that exploit consumers by charging high fees without delivering on promises to improve credit scores. By strengthening regulations, the bill will ensure transparency and accountability in the industry.

  • MIL-OSI USA: SBA Exhausts Funds for New Disaster Loans

    WASHINGTON – Today, the SBA announced that it has exhausted funds for its disaster loan program after warnings that funding would soon run out following increased demand from Hurricane Helene. Until Congress appropriates additional funds, the SBA is pausing new loan offers for its direct, low-interest, long-term loans to disaster survivors. However, SBA is encouraging individuals and small businesses to continue to apply for loans given assurances from congressional leaders that additional funding will be provided upon Congress’s return in November.

    The SBA’s loan application portal remains open, SBA’s disaster centers and in-person staff remain deployed across the country, and the agency will continue to accept new applications and ready borrowers to get their disaster loan offers as soon as possible once Congress appropriates funds. Disaster survivors in need of an SBA loan for personal belongings, residential property damage, and business damage and disruption should not wait to apply. Disaster survivors should start the application process immediately, regardless of SBA funding availability, so that our disaster teams can take them through the application process and position eligible applicants to receive offers and funds.

    “We know that swift financial relief can help communities recover quickly to stabilize local economies,” said Administrator Isabel Casillas Guzman. “While we await Congress to provide much-needed funding, we strongly encourage eligible businesses and households to apply for SBA disaster loans. SBA will continue to support homeowners, renters, businesses and nonprofits in processing their applications to ensure they receive assistance quickly once funds are replenished.”

    The SBA will continue loan processing operations including supporting current borrowers and new applicants.

    • The SBA will accept and process new applications from all 173 disaster declarations that it is supporting and queue eligible applicants. Applications in this queue can receive loan offers after additional funding from Congress becomes available and will be processed in the order in which they were received. The SBA will issue declines for new applicants who do not meet eligibility or underwriting criteria for a loan and provide information on additional resources for support.
    • SBA will also continue to support existing borrowers and applicants who have already received offers. So far, the SBA has seen around 37,000 applications for relief submitted from those impacted by Hurricane Helene alone. The SBA has already made over 700 Helene loan offers totaling about $48 million. For Hurricane Milton, SBA has already received over 12,000 applications. Importantly, despite this funding lapse, borrowers who already have a loan offer will continue to receive disbursements, and borrowers who already have existing loans may continue with servicing actions and loan modifications.
    • The SBA may continue to make a small number of new loan offers during this time, as funds may be made available through loan cancellations and similar actions.

    Following federally declared disasters, the SBA steps in immediately to provide financial relief to business owners, nonprofits, homeowners, and renters with long-term, low-interest loans. Studies have shown that the SBA’s loan program is a crucial resource for small businesses and households recovering from disaster – whether it’s used for debris removal, replacing a damaged car, or covering loss of revenue due to business disruption. SBA loans allow borrowers to avoid predatory bridge loans or using a credit card with high interest rates.

    Provided Congress makes funds available, SBA can make disaster loans up to $500,000 to homeowners to repair or replace disaster-damaged or destroyed real estate. Homeowners and renters may be eligible for up to $100,000 to repair or replace disaster-damaged or destroyed personal property. Businesses may be eligible for loans up to $2 million for both physical damage and economic injury from business disruption.

    Interest rates are as low as 4% for businesses, 3.25% for nonprofit organizations, and 2.813% for homeowners and renters, without credit elsewhere, and terms are up to 30 years. Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement, and monthly payments begin 12 months from the date of the initial disbursement.  Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition.

  • MIL-OSI Australia: Inflation Expectations – Why They Matter and How They Are Formed

    Introduction

    I would first like to pay respect to the traditional and original owners of this land, the Gadigal people of the Eora Nation, to pay respect to those who have passed before us and to acknowledge today’s custodians of this land. I also extend that respect to any First Nations people joining us here today.

    A low and stable inflation rate is critical to preserving macroeconomic stability. Having a good idea of what’s going to happen to prices allows businesses to plan for investment and expansion. It also makes things like budgeting and financial planning easier for households. This is particularly true for those on low incomes, who typically have smaller financial buffers than others and spend more of their income on essentials. And with more stable household and business balance sheets, the financial system is more stable.

    The experience of the last few years has clearly highlighted this. Everyone across the economy has felt the increased cost of living. This is very clear in the data we monitor, such as household spending, but it’s perhaps more apparent in survey metrics such as consumer confidence, which remains much lower than its pre-pandemic average (Graph 1). So there are a number of good reasons to bring inflation down and keep it at a low and stable rate.

    In addition to the tangible impact of elevated inflation today, central bankers often note that they want to make sure that inflation expectations remain anchored. But why is this the case? And what impact do current inflation outcomes have on expectations?

    Why do inflation expectations matter?

    Macroeconomists generally think that a prerequisite for consistently achieving low and stable inflation over time is well-anchored inflation expectations. That is, people across the economy believe inflation will generally average a low rate (in Australia’s case, 2–3 per cent), and they make decisions based on this underlying belief that becomes self-reinforcing. Indeed, this is a key lesson from economic history; there are multiple episodes that demonstrate the damage de-anchored expectations can cause, and the policy effort and welfare costs associated with re-anchoring them. Türkiye’s current experience is just one example (Graph 2).

    So why do expectations matter at all when it comes to economic outcomes? We think they matter because people don’t just make decisions based on what is happening today, they also factor in what they think will happen tomorrow. In other words, inflation expectations are at least partly self-fulfilling.

    For example, our decision over how much to save for retirement today is determined by how much income we think we’ll need once we stop working, and this is partly influenced by what we think will happen to prices between now and then.

    In addition to changing the behaviour of households, inflation expectations also directly feed into all of the decisions firms make – for example, over capital investment, pricing and staffing. One way this occurs is through the wage-setting process (Graph 3). This could be workers, or their union representatives, bargaining for higher wages if they think inflation will be higher. Or it could be firms’ expectations of higher future prices giving them the confidence to offer higher wages today to attract workers.

    And given that this is an investment conference, I’d be remiss not to mention how important inflation expectations are to the domestic and international portfolio allocation decisions made by financial market participants. These expectations then feed into long-term interest rates, exchange rates, and the prices of assets in our superannuation funds and all other investment portfolios. In short, inflation expectations are a factor in pretty much every economic decision that’s made every day.

    The fact that expectations feed into actual inflation outcomes means de-anchored expectations typically leads to greater inflation volatility (Graph 4). Volatility breeds uncertainty, and uncertainty makes decisions harder for everyone. As a business, how do you decide when it’s right to invest if you’re less sure of the financial returns? And to go back to the example of households deciding how much to save for retirement or to buy a home, a bout of unexpectedly high inflation is very hard to plan for. Both the effort required to make decisions with uncertainty, and that some otherwise good decisions will not be made, makes us all worse off.

    Tracking inflation expectations

    Given the enormous damage that such de-anchoring can cause, and that policy can be enacted more flexibly while expectations remain anchored, the RBA Board is constantly alert for signs that this risk might emerge here in Australia. It does that by tracking a range of inflation expectations measures, including multiple financial market measures, and surveys of households, unions and professional forecasters. That analysis indicates that inflation expectations have not become de-anchored through the current high-inflation experience (Graph 5).

    So we’re not currently concerned that expectations could become de-anchored in the near term. But we do think it’s important that we track how they’re evolving and that we understand how expectations are formed, so we can monitor whether there are any signs of this risk materialising in the future.

    As I’ve already alluded to, there are a number of different groups across the economy, and each plays a part in determining aggregate macroeconomic outcomes. To understand what’s happening to expectations, we therefore need to understand how different groups form their inflation expectations, as they each play critical roles in determining how the economy evolves over time.

    For consumption/savings decisions, households’ own expectations matter the most. For wage bargaining and competition for labour, unions’ and firms’ expectations likely matter most. And when it comes to how inflation expectations feed into long-term interest rates, it’s the financial markets’ expectations that matter.

    In short, given the importance of inflation expectations as a driving force of many economic decisions, we need to understand how all of the different groups across the economy form their inflation expectations so that we can do our best to keep them anchored.

    So today I’m going to discuss some of the latest research in this area, which we have conducted ourselves and in partnership with our colleagues in academia. This includes a Research Discussion Paper that has been released in parallel with this event, which explores some of the points below in more detail – I encourage you all to have a look at my colleagues’ work.

    The presentation I am giving today draws heavily on a presentation at one of the first ‘Policy Issues Meetings’ with RBA Board members earlier this year. As previously highlighted by Governor Bullock, these meetings:

    … assemble a group of staff with the right experience and expertise to give the members insights and diversity of perspectives on the key issues relevant for policy. It will provide analysis of issues that are relevant to a few upcoming [Board] meetings, not just the immediate one.

    These new meetings have been very well received by Board members. They have appreciated the opportunity to explore policy-relevant topics in more depth and to meet with more of the staff that are engaged in the work. In turn, staff have valued the additional engagement with their work, so it’s been a clear win-win.

    For most of this speech, I’ll be focusing on household and union expectations, and mostly on short-term expectations. In the past, how these groups form expectations has been less well-understood, and this is why we’ve focused our latest research here.

    But before turning to unions and households, it is worth mentioning that we have a reasonable understanding of how financial markets form expectations. Financial markets efficiently incorporate signals about the likely future direction of inflation into market prices; by taking active positions that are contingent on economic outcomes, it’s no surprise that market participants keep themselves very well-informed about what’s happening. From these prices, we can discern whether their short- and long-term expectations remain anchored to the RBA’s inflation target.

    To understand how households and unions form their expectations, we’ve collaborated with academic colleagues to develop a very general model approach that we’ve then applied to different data series. The model assumes that some people form their expectations by extrapolating from their previous experience. That is, they assume that their experience of price increases in the past are a good guide for what they’ll experience in the future. The model also assumes that some people build on this and take account of forward-looking information as well. For example, they might expect to see a sharp increase in grocery prices in the future if it’s reported that the harvest has been poor.

    The first iteration of the model was run through to around the middle of the pandemic. The graph shows the fit of the model to actual data. In the grey lines are unions’ one- and two-year-ahead expectations, and households’ one-year-ahead expectations (Graph 6). And then the blue lines are the model estimates of each of these.

    We think the model did a reasonable job over the historical period. Especially for unions, where the model pretty much captured every major wiggle in their expectations.

    We’ve learned a lot from this process, but there are three key insights that I want to highlight:

    1. We estimate that around three-quarters of households and unions form their expectations by extrapolating from their lived experience. That is, they observe what inflation was yesterday and compare it to what they expected. Every time inflation turns out higher than what these people expected, they partially adjust their expectations up.
    2. This extrapolation process happens a lot slower for households than it does for unions. That is, households only adjust their expectations a small amount each time they are surprised. As a result, inflation has to be persistently higher or lower than previously expected for expectations to change significantly.
    3. The remaining one-quarter of unions and households don’t just extrapolate, they incorporate a lot more of the broader economic information available to them (beyond inflation outcomes themselves) to make forward-looking judgements about where inflation is likely to go. In principle, this is similar to the RBA’s forecasting process – we look at past outcomes and forward-looking indicators to assess how we think inflation will evolve from today.

    Of the roughly 25 per cent who take on board additional information, this could come from a number of different sources. To carry on my groceries example from earlier, in 2011 this group might have expected that banana prices would shoot up in the months after Tropical Cyclone Yasi struck northern Queensland, given the reporting of the damage to that year’s crop. Or this group could be looking at economic forecasts – including the RBA’s – to get a sense of where inflation may be heading.

    With this better understanding of how people form their inflation expectations, we can now assess how they have evolved recently, relative to what the models expected they would do.

    Less extrapolation recently could reflect greater attention to inflation or recognition that the recent episode is temporary

    The orange line is the model’s prediction for how inflation expectations would evolve during the recent high-inflation period (Graph 7). While inflation was rising, expectations were evolving in-line with the model’s output. But the model suggested that the turning point in expectations would come later. So expectations are currently lower than our models thought would be the case.

    As best we can tell, the models missed the turning point because unions and households have been extrapolating less from the recent high inflation outcomes. The model attributes part of this to an increase in the share of people who take on board forward-looking information, from around one-quarter to over two-thirds for unions.

    This finding is consistent with a theory known as the ‘rational inattention’ hypothesis. The idea being that when inflation is low and stable, extrapolation from the past provides a reasonably accurate expectation of the future, so it is not worth paying more ‘attention’. Conversely, when inflation does not fit this pattern – for example, in the recent past when it was much higher – extrapolation might provide a poor forecast. So it is ‘rational’ for people to put more effort into thinking about where inflation will head next.

    Another finding from the model is that those who use previous inflation to form their expectations, that is they use yesterday’s experience to guide today, have been adjusting their view more slowly in recent years. A possible reason for this is that some people have seen the recent experience as atypical and so don’t expect it to continue – given the nature of the shocks (the pandemic and then the conflict in Ukraine), it’s easy to understand this. So while this group only use previous inflation outcomes to form their expectations, they do appear to adjust how much weight they put on specific outcomes to take account of broader economic conditions.

    Unfortunately, these are just plausible hypotheses at this point, we don’t have enough evidence to be definitive. If once inflation sustainably returns to the target band expectation formation reverts to how it was before the recent episode, that would provide further evidence in favour of these hypotheses. But more importantly, it would give us comfort that in future inflationary episodes, expectation formation might similarly change in a way that mutes the increase in expectations.

    Another possible explanation is that some more ‘salient’ prices have evolved differently to average prices

    In everything I’ve shown so far, we assume that the price increases that matter most are the ones that people spend most of their money on. Which is exactly how the Consumer Price Index, or CPI, is constructed.

    But that might not be how people extrapolate from what they have previously observed to form their expectations. Our lived experience is that we ‘see’ some prices much more frequently than others, and that some price changes are more noticeable than others.

    Prices that change regularly or that people pay often may be particularly influential when people form their expectations – they’re more visible, and they could be seen as a proxy for what’s happening to all prices across the economy. These are known as salient prices.

    While there are some obvious candidates for prices that may be salient – such as fuel, groceries, rent, and energy prices – determining how salient they are has unfortunately proven difficult.

    The strongest result we have obtained is with respect to petrol and diesel prices – that is, the prices you see changing every day when you drive past a petrol station or fill your car up. For other potentially salient prices, whether or not our models identify them as salient depends on the various other modelling decisions that are made. But for fuel prices, it doesn’t seem to matter what you do to the model, these prices almost always show up as salient.

    Having said all that, allowing for fuel to be a salient price in the model does not significantly change the model’s estimate of inflation expectations most of the time. This occurs because fuel prices are volatile and households learn slowly. So it actually takes an extended period of fuel prices evolving differently to other prices before there would be a meaningful impact on expectations (according to the model).

    But that’s exactly what we have seen in the past few years (Graph 8). From the beginning of 2021 until mid-2022, fuel price inflation was much higher than average price inflation, increasing 61 per cent over this period. But for most of the period since then, fuel price inflation has been around its historical average, while much of the broader consumption basket has continued to experience above-target price inflation.

    So, for household’s expectations, accounting for the salience of fuel prices can at least partially explain why the simpler inflation expectations model presented earlier predicted that short-term inflation expectations would remain higher for longer.

    Conclusion

    To conclude, recent research has improved our understanding of how people form inflation expectations. As a result, we have been able to better analyse how expectations have evolved during the recent high-inflation period. And it’s a good news story with respect to expectations:

    • Short-term expectations appear to be converging towards long-term expectations, and these have remained anchored through the recent past.
    • There’s no evidence of expectations being more persistent than normal.
    • And there’s even some evidence of households and unions extrapolating less from recent inflation, at least during the period of higher inflation.
    • We need to be mindful of certain prices that may be particularly ‘salient’ for households. But such prices work in both directions, and recently have been working to bring expectations down faster.

    Annual inflation at 2.2 percent – 16 October 2024 – New Zealand’s consumers price index increased 2.2 percent in the September 2024 quarter, compared with the September 2023 quarter, according to figures released by Stats NZ today.

    The 2.2 percent annual increase follows a 3.3 percent annual increase in the June 2024 quarter.

    “For the first time since March 2021, annual inflation is within the Reserve Bank of New Zealand’s target band of 1 to 3 percent. Prices are still rising, but not as much as previously recorded,” consumer prices manager Nicola Growden said.

    Higher rent prices was the biggest contributor to the annual inflation rate, up 4.5 percent. Almost a fifth of the 2.2 percent annual increase in the CPI was due to rent prices.

    Beware the risk within

    One of the greatest risks to privacy in the workplace could be sitting next to you – or it could even be you.

    Employee browsing or the unauthorised access and misuse of personal information is one of the most common privacy breaches. I also believe it’s one of the least understood or reported on, as required by the Privacy Act.

    New Zealand is a small place and there’s a good chance a familiar name will crop up in a database or on a file at work and it can prove very tempting to have a look.

    However, a sneaky peek isn’t a harmless case of nosiness; it’s inappropriate and can be a breach of the principles underpinning the Privacy Act. In the cases I see it can have potentially serious consequences such as harassment and blackmail.

    In one example, a person in a position of power looked up the details of a colleague’s partner then used their position to repeatedly sexually harass them via text message. The victim felt intimidated, scared, and fearful in their own home so contacted our Office.

    In some circumstances employees look up information and then pass it on for the explicit purpose of causing harm – for example, finding the address of someone who owns expensive assets to be targeted for a burglary.

    In other examples they do it because they think they’re helping a friend when they’re acting illegally. Like the employee working for a counsellor who had a friend in a custody dispute with their ex-partner. The employee looked up information about the wellbeing of their friend’s ex-partner and shared it with their friend who then used it in their custody dispute hearing.

    Sometimes the temptation to ‘just have a quick look’ is a powerful force but employees need to be stronger. One story I’ve see was from a clinic doing STI and HIV testing. A new employee was being trained and decided to look up their own records while their trainer was in the room with them. That’s fine, it’s their information. However, when the trainer left the room, the new employee took the opportunity to look up the names of their ex-partner, current partner, and best friend – all in breach of the Privacy Act.

    The Privacy Act protects the personal information of all New Zealanders, which means that as well as employees not snooping, we need managers and owners to be informing their staff that it’s wrong to snoop, and to act when it’s found out.

    There’s a lot of information about us held in various databases, including contact details, bank accounts and financial records, and copies of identity documents. This material needs to be protected from internal threats from staff as well as external threats from third parties.

    Employers have a responsibility to secure databases and to limit access only to the staff that need that information to do their job. Employers also have a responsibility to recognise the potential for serious harm if staff are misusing their access privileges.

    The bottom line is organisations have an obligation to prevent their employees from inappropriately accessing and/or disclosing customer information. 

    Building privacy safeguards into your databases enables you to have access controls in place to protect personal information, ideally supported by audit logs so you can monitor who’s doing what and follow up on any unusual activity.

    Significant personal information is held in various databases across New Zealand. A good example is around driver licences and car registration details. Businesses and organisations like insurance providers, vehicle importers, or sellers can be granted access to the motor vehicle register for lawful purposes. However, when staff at those types of agencies access the database for their own reasons or interests then it’s a problem, which often leads to employee dismissal as well as the agency needing to report a privacy breach.

    Businesses have an obligation to ensure their staff have privacy training and a general awareness about the risks of employee browsing. They also need to take steps to make sure staff know they can only access information for work purposes.

    This can be reinforced by having clear policies about employee browsing in your agency’s code of conduct, including consequences for being caught inappropriately accessing personal information about customers and clients.

    Staff access to personal information comes with serious accountabilities about appropriate and lawful behaviour. We all need to treat it with respect. Organisations need to ensure there are consequences for employee browsing and treat any breaches of trust as serious compliance incidents.

  • MIL-OSI Australia: NSW first in the world to identify number of people living with metastatic breast cancer

    In a world first, Cancer Institute NSW has identified that around 7,900 people in NSW are living with metastatic breast cancer. A discovery which will help improve cancer outcomes not just in NSW, but across the entire country.

    Using the Cancer Institute NSW’s unique linked data sets, a methodology which will soon be shared nationally and internationally, it has been determined that 7,850 women and 50 men in NSW are living with metastatic breast cancer.

    Understanding the number of people living with this disease will help overcome the feeling of invisibility described by so many and ensure that NSW is prepared to support the growing number of people living with and surviving cancer, thanks to medical advancements in treatment and care.

    It will also ensure health professionals and researchers better understand the impact of diagnostics and treatment on breast cancer recurrence and survival, and work to make life-changing improvements in cancer research, care and policy reform.

    Metastatic breast cancer is an invasive form of breast cancer which has spread from the breast to other parts of the body. While the number of people initially diagnosed with breast cancer is available through each state and territories cancer registries, the exact number of people who go on to develop metastatic breast cancer, following an initial breast cancer diagnosis, is unknown in Australia and around the world.

    Breast Cancer Network Australia (BCNA) has led Australian advocacy efforts to develop a clearer picture of the number of people living with metastatic breast cancer, holding a roundtable last year with key government, non-government and community agencies.

    Following the roundtable, the Cancer Institute NSW set to work to identify the number of people living with metastatic breast cancer, using well established and robust data assets.

    By linking cancer incidence and mortality data with NSW clinical datasets, Commonwealth Medicare Benefits Schedule, Pharmaceutical Benefits Schedule and National Death Index data, the Institute was able to determine the number of people living with metastatic breast cancer in NSW.

    The Cancer Institute NSW will soon share its robust data methodology to help support national and international efforts in understanding and treating metastatic breast cancer

    Today, Minister for Health Ryan Park also opened a new BreastScreen NSW clinic at the Royal Hospital for Women in Randwick. For eligible women, a breast screen every two years can help detect breast cancer in its earliest stages when it is easier to treat.     North Carolina’s unprecedented response to the impacts of Hurricane Helene in Western North Carolina remains in full force as responders at the state, federal and local levels continue efforts to surge resources and bring assistance into affected areas. This morning, Governor Cooper was joined by FEMA Administrator Deanne Criswell and other state officials for a press briefing regarding storm recovery efforts. This afternoon, Governor Cooper traveled to Buncombe County to survey storm damage, see relief efforts, thank volunteers and speak with people impacted by the storm.

    Law enforcement is working to ensure the safety of responders amid reports of threats and misinformation. FEMA officials remain in communities and have resumed door-to-door operations to help people impacted by these storms recover as quickly as possible following reports of threats on the ground. Governor Roy Cooper has directed the Department of Public Safety to work with local law enforcement to identify specific threats and rumors and coordinate with FEMA and other partners to ensure the safety and security of all involved as this recovery effort continues.

    “Today I traveled to Asheville, Fairview and Swannanoa to see the critical work being done to get people federal assistance, hot meals and other resources they need as they deal with the impacts of Hurricane Helene,” said Governor Cooper. “I’m thankful for our law enforcement officers, first responders, volunteers and many others who are helping people in need.”

    The Governor visited a Disaster Recovery Center operating at A.C. Reynolds High School in Asheville where those affected by the storm can get assistance from FEMA and the Small Business Administration. The Governor also visited the Fairview Fire Department, which sustained major flooding and damage from the storm. Lastly, the Governor visited a Community Care Station in Swannanoa providing resources and hot meals to community members and emergency responders.

    Governor Cooper also issued an executive order today focused on addressing urgent needs related to drinking water and wastewater treatment in those counties impacted by Hurricane Helene. The Council of State concurred in a provision of the Order which allows the North Carolina Division of Water Resources to accelerate the timelines for repair to numerous facilities and other infrastructure damaged by Helene to ensure that impacted North Carolinians are able to obtain access to safe drinking water and wastewater treatment as soon as possible.

    The Order also directs NCDEQ to address the impacts of Helene on utility systems in the impacted areas. Specifically, the Order directs NCDEQ to assess the impacts of Helene across the impacted region, provide technical and financial support for drinking water systems, wastewater treatment facilities, and other infrastructure sites, and also to help expedite clean-up processes.

    In the immediate aftermath of this storm, because of massive communication outages in Western North Carolina, many people called 2-1-1 to report friends or family they couldn’t get in touch with. When phone service began to return, many people located their loved ones but that information doesn’t usually make it back to 2-1-1.

    The Department of Public Safety formed a task force to find who is still unaccounted for and focus efforts where needed. This is not a definitive count because the task force is continuing its work. This number will continue to fluctuate as more reports come in and others are resolved. As of today, the task force number of unaccounted for people is 92.

    North Carolina National Guard and Military Response

    Approximately 3,400 Soldiers and Airmen are working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to people in Western North Carolina.

    National Guard and military personnel are operating 11 aviation assets and approximately 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through this website.

    FEMA Assistance

    More than $99 million in FEMA Individual Assistance funds have been paid so far to Western North Carolina disaster survivors and more than 174,000 people have registered for Individual Assistance. More than 1,900 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance.

    1,200+ FEMA staff are in the state to help with the Western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,500 responders from 38 state and local agencies have performed 140 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC).     Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. Food, water and commodity points of distribution are open throughout Western North Carolina.     Power Outages

    Across Western North Carolina, approximately 12,500 customers remain without power, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Some roads are closed because they are too damaged and dangerous to travel. Other roads still need to be reserved for essential traffic like utility vehicles, construction equipment and supply trucks. However, some parts of the area are open and ready to welcome visitors which is critical for the revival of Western North Carolina’s economy. If you are considering a visit to the area, consult DriveNC.gov for open roads and reach out to the community and businesses you want to visit to see if they are welcoming visitors back yet.

    NCDOT currently has approximately 2,100 employees and 1,100 pieces of equipment working on approximately 6,700 damaged road sites.

    SPRINGFIELD – Two FEMA/State Disaster Recovery Center will open on Wednesday, October 16 to help residents kickstart their recovery after the July 13 – 16, 2024, severe storms, tornadoes, straight-line winds and flooding.

    Specialists from FEMA, the state of Illinois and the U.S. Small Business Administration will be at the centers to help survivors apply for federal disaster assistance, upload documents, get their questions answered in person, access other types of help that may be available and learn ways to make their property more disaster resistant.

    Hard on the heels of pledging a crackdown on excessive surcharges, the Albanese government has promised legislation to ban unfair trading practices.

    The government said this would include specific prohibitions on various “dodgy” practices.

    “From concert tickets to hotel rooms to gym memberships, Australians are fed up with businesses using tricky tactics that make it difficult to end subscriptions or add hidden fees to purchases,” the prime minister, treasurer and assistant treasurer said in a statement.

    “These practices can distort purchasing decisions, or result in additional costs, putting more pressure on the cost of living.”

    They said the government would deal with

    • “subscription traps” that make it difficult to cancel a subscription

    • “drip pricing” characterised by hidden fees or fees added during the purchase

    • deceptive and manipulative online practices. These aim to confuse consumers, such as for example by creating a false sense of urgency, warning there is only a limited time to purchase

    • dynamic pricing, where a price changes during the transaction

    • requiring a consumer to set up an account and provide unnecessary information for an online purchase

    • a business making it difficult for a consumer to contact it when they have a problem with the product.

    Earlier this week Arts Minister Tony Burke said on the ABC the government was not looking at “dynamic pricing” in the music industry.

    Asked on Four Corners whether dynamic pricing should be allowed in Australia, Burke said: “Surge pricing is something that, as consumers, people have always dealt with.

    “I don’t love it, but I think we have to be realistic, it’s always been there. It’s not something we’re looking at, at the moment.”

    Asked about the discrepancy, a government spokesperson said the Four Corners interview “was recorded a month ago, before this policy existed”.

    Treasury will consult on the design of the planned changes. The government on Wednesday will put out a consultation paper on reforms for greater protections for consumers and small businesses under the consumer guarantees and supplier indemnification in the Australian Consumer Law.

    The government says it will work with the states to have a final reform proposal in the first half of next year.

    There will be penalties for suppliers that refuse to give consumers a remedy such as a replacement product or a refund when legally required.

    “Currently, it can be difficult for consumers to obtain a remedy, especially when engaging in the digital economy,” the government statement said.

    The reforms would empower the Australian Competition and Consumer Commission and state and territory agencies to pursue breaches of consumer guarantees and supplier indemnification provisions.

    Prime Minister Anthony Albanese said “hidden fees and traps are putting even more pressure on the cost of living and it needs to stop”.

    South Africa’s state-owned electricity company, Eskom, has applied to the National Energy Regulator of South Africa to approve a 36.1% electricity price hike from April 2025, a 11.8% price increase in 2026 and an 9.1% increase in 2027. Steven Mathetsa teaches and researches sustainable energy systems at the University of the Witwatersrand’s African Energy Leadership Centre. He explains some of the problems with the planned tariff increase.

    Why such a big hike?

    Eskom says the multi-year price increase is because of the need to move closer a cost-reflective tariff that reflects the actual costs of supplying electricity.

    However, Eskom’s electricity tariff increases have been exorbitant for several years – an 18% increase in 2023 and a 13% increase in 2024. This is a price increase far above inflation, which is currently at 4.4%.

    Some companies have installed their own generation capacity, and individuals have moved to rooftop solar systems. As a result electricity sales have fallen by about 2% , resulting in a drop in revenue.

    There’s a knock on effect for municipalities, the biggest distributors of electricity, which have also been forced to hike tariffs in line with Eskom’s increases.

    All these costs are passed onto the consumers.

    What will the impact be on South Africans?

    If the hike is approved it will certainly worsen the economic difficulties facing
    South Africa. One of the most unequal countries in the world, South Africa has an extremely high unemployment rate – 33.5%at the last count.

    Economic growth is also very slow, at a mere 0.6% in 2023. The cost of living is high.

    Exorbitant increases in electricity costs aggravate these problems.

    South Africans and businesses in the country have little choice about where they source their energy. Eskom is still the sole supplier for nearly all the country’s electricity needs. This means that ordinary citizens are likely to continue relying on electricity supplied by Eskom, irrespective of the costs.

    The high costs affect businesses negatively. Large industrial and small, medium, and micro enterprises have all highlighted that costs associated with utilities, mainly electricity, are affecting their sustainability.

    The Electricity Regulation Amendment Act implementation will make major changes to Eskom. The reforms establish an independent Transmission Systems Operator tasked with connecting renewable energy providers to the grid. This will allow the creation of a competitive market where renewable energy providers can sell power to the grid.

    But it’s not yet clear if these changes will address the issue of exorbitant electricity price rises.

    What are the problems?

    The country’s energy frameworks are drafted on the basis of the World Energy Trilemma Index. The index promotes a balanced approach between energy security, affordability, and sustainability. In other words, countries must be able to provide environmentally friendly and reliable electricity that their residents can afford.

    South Africa is currently unable to meet these goals because of different energy policies that do not align, a lack of investment in electricity and dependency on coal-fired power. Electricity is increasingly becoming unaffordable in the country. Although there’s been a recent reprieve from power cuts, security of supply is still uncertain.

    Furthermore, over 78% of the country’s electricity is produced by burning coal. This means South Africa is also far from attaining its 2015 Paris Agreement greenhouse gas reduction goals.

    Compounding this problem is that Eskom is financially unstable – it needed R78 billion from the government in debt relief in 2024. For years, there was a lack of effective maintenance on the aging infrastructure.

    The country has made some inroads into improving security of supply. To date, recent interventions have resulted in over 200 days without power cuts. This should be commended. The same focus must be placed on ensuring that electricity remains affordable while giving attention to meeting the goals of the Paris Agreement.

    What needs to change?

    South Africa’s 1998 Energy Policy White Paper and the new Electricity Regulation Amendment Act promote access to affordable electricity. However, they’ve been implemented very slowly. Affordable electricity needs to be taken seriously.

    The question is whether the country’s electricity tariff methodology is flexible enough to accommodate poor South Africans, especially during these challenging economic times.

    In my view, it is not. In its current form, vulnerable communities continue to foot the bill for various challenges confronting Eskom, including financial mismanagement, operational inefficiencies, municipal non-payment, and corruption.

    I believe the following steps should be taken.

    Firstly, South Africa should revise its tariff application methodologies so that consumers, especially unemployed and impoverished people, are protected against exorbitant increases.

    Secondly, the National Energy Regulator of South Africa should strengthen its regulations to ensure its compliance and enforcement systems are effective. For example, Eskom should be held accountable when it does not deliver efficient services or mismanages funds, and be transparent about costs associated with its processes. Municipalities should also be held accountable for non-payment and other technical issues they regularly struggle with. Both affect the revenue of the power utility.

    Thirdly, the government must make sure that price increases are affordable and don’t hurt the broader economy. It can do this by adjusting its policies to make sure that increases in electricity tariffs are in line with the rate of inflation.

    Fourthly, communities can play a vital role in saving electricity at a household level. This will reduce the country’s overall energy consumption. Furthermore, both small and large businesses should continue to consider alternative energy technologies while implementing energy saving technologies.

    Lastly, the level of free-basic electricity is not sufficient for poor households. Subsidy policies should also be reviewed to allow users access to affordable electricity as their financial situation changes negatively.

    Searching for a new home is challenging for first-time home buyers across generations. There are frequent bidding wars, which can lead to many making sacrifices for their dream home.

    • Over 40% of Gen Xers have been involved in a significant number (5+) of bidding wars during the home-buying process. Comparatively, only 30% of Millennial respondents have had the same experience.
    • Over 50% of Gen X respondents have had to significantly adjust their search criteria to stay within budget. Nearly 50% of both Millennials and Gen X respondents noted that they’ve settled for an older home that needs renovations to complete the buying process, compared to only 39% of Gen Z respondents.

    Amidst all of these challenges, Americans still look toward traditional financial avenues to complete the home-buying process:

    Overall, potential homeowners are still looking to traditional financial institutions to help them through the home-buying process. However, there are clear differences between how generations think about their financing options and the experts available to them.

    • Over half of respondents noted that their savings account is their main source of capital for their down payment. The second highest source of capital stems from access to first-time home buyer program grant(s).
    • 15% of Gen X respondents will look to a fintech company for financing for buying a first home compared to only 6% of Gen Z respondents. Nearly 56% of Gen X respondents will be speaking to a traditional bank as a source for the financing process in buying their first home.
    • Just under 50% of all Millennial respondents noted they would look to a traditional bank for financing to buy their first home.

    Biden-Harris Administration Issues Final Rule Requiring Replacement of Lead Pipes Within 10 Years, Announces $44M in Funding to New Jersey to Provide Clean Water to Schools and Homes

    The Biden-Harris Administration issued a final rule requiring drinking water systems across the country to identify and replace lead pipes within 10 years. The Lead and Copper Rule Improvements (LCRI) also require more rigorous testing of drinking water and a lower threshold for communities to take action on lead in drinking water to protect people from lead exposure. In addition, the final rule improves communication within communities so that families are better informed about the risk of lead in drinking water, the location of lead pipes, and plans for replacing them. This final rule is part of the President’s commitment to replace every lead pipe in the country within a decade, making sure that all communities can turn on the tap and drink clean water.

    Alongside the Lead and Copper Rule Improvements, the EPA announced $44,199,000 in newly available drinking water infrastructure funding for New Jersey through the Bipartisan Infrastructure Law. This funding will flow through the drinking water state revolving funds (DWSRFs) and is available to support lead pipe replacement and inventory projects. Additionally, 49% of the funding must be provided to disadvantaged communities as grant funding or principal forgiveness that does not have to be repaid. The EPA also announced the availability of $35 million in competitive grant funding for reducing lead in drinking water. Communities are invited to apply directly for grant funding through this program. Additional federal funding is available to support lead pipe replacement projects and EPA has developed a website identifying available funding sources.

    New Jersey Army National Guard Prepares for Hurricane Milton Support to Florida Division of Emergency Management

    The New Jersey Army National Guard announced the deployment of approximately 80 Soldiers and 30 military vehicles to support Hurricane Milton response operations in Camp Blanding, Florida. A convoy from the 143d Transportation Company and 253d Transportation Company, 42d Regional Support Group arrived in Florida following the landfall of Hurricane Milton.


    “Our thoughts and prayers are with the people of Florida as a second massive storm in as many weeks bears down on our nation’s Gulf Coast,” said Governor Phil Murphy. “New Jersey is committed to doing everything possible to assist Floridians impacted by Hurricane Milton—including sending a convoy to support the Florida Division of Emergency Management.”

    Upon arrival to Camp Blanding, the unit coordinated with the Florida Division of Emergency Management and the Florida National Guard. Tasks include transportation of Florida National Guard personnel into weather-impacted areas and delivery of commodities to or from points of distribution.

    AG Platkin Sues TikTok for Unlawful Practices That Harm NJ Youth

    Attorney General Matthew J. Platkin and the Division of Consumer Affairs announced that after a multiyear investigation, they are suing social media giant TikTok for deceptive, unconscionable, and abusive business practices that harm the health and safety of New Jersey’s youth.

    The complaint, which was filed temporarily under seal in the Superior Court of New Jersey, Chancery Division, Essex County, alleges multiple violations of the New Jersey Consumer Fraud Act (CFA). Other Attorneys General are filing similar lawsuits across the country.

    “Our investigation shows that TikTok knows about the dangerous effects of its platform on young users, and can mitigate these harms, but has deliberately chosen not to do so,” said Attorney General Platkin. “As a parent and as the chief law enforcement officer for New Jersey, I’m here to tell TikTok, as I have told other social media companies in the past, that our kids are more than just data points to be monetized to advertisers to the detriment of their mental and physical health.”

    New Jersey’s Minimum Wage to Increase to $15.49/Hour for Most Employees on Jan. 1

    New Jersey’s statewide minimum wage will increase by $0.36 to $15.49 per hour for most employees, effective January 1, 2025.

    Pursuant to Article 1, Paragraph 23, of the New Jersey Constitution, and N.J.A.C. 12: 56-3.1(c), the New Jersey Department of Labor and Workforce Development (NJDOL) sets the minimum wage for the coming year based on any increase in Consumer Price Index (CPI) data provided by the U.S. Bureau of Labor Statistics.

    “Aligning the state minimum wage with any increases in the cost of living is a critical step towards economic fairness and security for all New Jersey workers,” said Labor Commissioner Robert Asaro-Angelo. “This adjustment fosters a more equitable economy and ensures our workforce can continue to thrive.”

    • Pre-standardization engagement to encourage and ensure private sector-driven participation, especially by underrepresented groups such as small and medium-sized enterprises (SMEs), in international standardization efforts. 
    • Workforce capacity building to create a pipeline of professionals, especially early- to mid-career professionals, who can engage in and lead international standards development efforts. 
    • A collaborative pilot program with NIST to accelerate the development of industry-driven standards where needed for selected CETs.
    • Creation of an information and data sharing hub to serve as a central resource for all stakeholders involved in standardization, with information and tools that are tailored to meet the specific needs and priorities of particular CETs.

    The center’s efforts will align with the U.S. Government National Standards Strategy for Critical and Emerging Technology (USG NSSCET) and its Implementation Roadmap. The center will also support and complement the broader goals of the United States Standards Strategy published by the American National Standards Institute (ANSI), with the goal of ensuring that the U.S. remains a global leader in standardization efforts.

    ASTM International is joined by several initial partners that bring experience in marshaling global expertise for standards development, standards education and workforce development, standards optimization and more. The partners involved include several other standards developing organizations: 

    NIST will provide funding for the center through a cooperative agreement over a five-year period and will actively engage with the center and its stakeholders, providing technical expertise and leadership. Future funding awards will be subject to the availability of funds.

  • MIL-OSI USA: UConn Deepening Ties to Capital City With ‘UConn IN Hartford’ Initiative

    Say the words, “UConn Hartford,” and what comes to mind? The stately former Hartford Times building that has served as the flagship university’s downtown campus since its much-hailed renovation and opening in 2017?

    While the main campus is the principal nexus of UConn’s presence in Connecticut’s capital city, it’s but one of a growing number of locations, programs, and initiatives underway that deepen the University’s ties with Hartford.

    In fact, UConn’s presence in Hartford continues to grow, including plans to offer 200 beds of student housing in the bustling downtown Pratt Street district, the recent opening of a nearby research center, the growth of local internships and a planned co-op program, and other initiatives.

    UConn is working with local and state leaders, the city and regional business community, alumni, and others on the “UConn IN Hartford” initiative, which seeks to provide students a community-centered experience in the capital city while they pursue their academics at UConn.

    Scores of those supporters gathered recently to learn more about the university’s plans and to tour 64 Pratt St., which will be transformed from its former use as a law office into apartment-style units for about 200 UConn Hartford students.

    Lexington Partners will work with Shelbourne Properties and LAZ Investments to jointly develop the apartments, and UConn will lease the space and run it as student housing starting in fall 2026 with on-site resident advisers and a hall director.

    It’s part of a broader vision shared by UConn, state and local leaders, and others to position Hartford as a “college town,” in which students are a major part of Hartford’s culture, economy, and future.

    “These dorms will be a huge boost to our capital city, bringing 200 more UConn students downtown who will reflect the diversity and incredible strength of our state, and who are going to make a name for themselves and change the world in so many different ways,” Hartford Mayor Arunan Arulampalam said at the recent reception.

    Hartford’s diversity is evident at the UConn campus, where the majority of students are either the first generation in their family to attend college, are students of color, or both.

    About 86% received some form of financial aid last year, and about 58% received federal Pell Grants, which are awarded to the neediest students.

    In a 2023 survey, about 70% of UConn Hartford undergraduates said that they would be interested in student housing nearby, but since most said they lived with their parents, the rent would need to be affordable to make it a viable option.

    To expand access to the Pratt Street housing opportunity, the UConn Foundation has launched the new Hartford Residential Scholars Enhancement Fund, which will harness community contributions to provide stipends for qualifying students who want to live in the apartments, but couldn’t otherwise afford it.

    The housing option and the initiative to help qualifying students with the costs are closely aligned with goals in the UConn Strategic Plan, which prioritizes holistic student success, access, affordability, and the strength of UConn’s regional campuses as integral to their host communities.

    For UConn Hartford students, the student housing will provide the dual benefit of living in the vibrant downtown setting while having the kinds of supports and community-centered experiences that dorm life offers.

    “Our job as a public university is to create access and opportunities for our students to learn and grow, and in turn they give back to the communities they come from. Right here, UConn Hartford provides a beacon of hope, opportunity, and transformation for our students,” said Mark Overmyer-Velázquez, UConn Hartford’s campus dean and chief administrative officer.

    UConn Hartford is a federally designated Asian American and Native American Pacific Islander Serving Institution and, with about 20% of its population identifying as Hispanic, it is on the threshold of reaching Hispanic Serving Institution status as an emerging HSI. It also has a rich history of engagement with the city in service, academics, and research.

    UConn Hartford students can take classes in more than 36 academic departments and can pursue 10 undergraduate programs and advanced degrees fully in Hartford through the School of Business, Neag School of Education, School of Public Policy, and School of Social Work. They may also elect to transfer to Storrs with the credits they have earned.

    “They have the ability to do all of that at the scale of a small liberal arts college, with all of the rich benefits that UConn offers as a Research 1 university,” Overmyer-Velázquez said.

    UConn’s presence in Hartford also includes the School of Law in the West End; the main campus at 10 Prospect St. and the nearby School of Social Work at 38 Prospect St.; UConn Health’s Health Disparities Institute at 241 Main St.; and the Graduate Business Learning Center, Connecticut Center for Entrepreneurship & Innovation’s BUILD Hartford course, both at Constitution Plaza.

    The newest UConn presence in Hartford is a big one: The University recently opened its new Community Intersections & Innovation Space for research and academic uses at 229 Trumbull St, also known as Hartford 21 (H21), very close to the student housing location.

    UConn is leasing space in that office building to house lecture halls, academic centers, classrooms, and faculty offices, providing opportunities to partner on support for community engagement, and on research projects and research grants.

    UConn moved its campus from West Hartford to its current location in 2017, and has worked since then to position it as a centerpiece of a thriving capital city by bringing people downtown to learn, live, and support the regional economy.

    The University has also significantly bolstered the wrap-around student services available UConn Hartford and other regional campuses. They include increasing medical and mental health care, adding Husky Harvest food pantries, helping students establish and expand clubs, boosting on-site career services, and other academic and social programs to help build a sense of community and support student success.

    Connecticut State House of Representatives Speaker Matt Ritter, D-Hartford (’07 LAW), noted at the recent reception that after the pandemic, many companies vacated their city office spaces as more employees worked remotely. Student housing like UConn’s planned units are a critical evolution in the vitality of those communities, he said.

    “This is such a big deal because of what it’s going to lead to,” Ritter said. “This is going to be what UConn is about: UConn changes the lives of young people and communities that it impacts.”

    Goldman Sachs and Houlihan Lokey have emerged as the top mergers and acquisitions (M&A) financial advisers by value and volume globally during Q1-Q3 2024, according to the latest Financial Advisers League Table, which ranks financial advisers by the value and volume of M&A deals on which they advised, by GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Deals Database has revealed that Goldman Sachs achieved its leading position in the deal value rankings by advising on $308.8 billion worth of deals. Meanwhile, Houlihan Lokey led in terms of volume by advising on a total of 198 deals.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “Goldman Sachs was the top adviser by value during Q1-Q3 2023 and managed to retain its leadership position by this metric during Q1-Q3 2024 as well. It registered 14.2% growth in the total value of deals advised by it during Q1-Q3 2024 compared to Q1-Q3 2023.

    “In fact, Goldman Sachs was the only adviser to surpass $300 billion in total deal value during the review period. It is also worth noting that about half of the deals advised by it during Q1-Q3 2024 were billion-dollar deals*. The company advised on 67 billion-dollar deals during Q1-Q3 2024 that also included six mega deals valued more than $10 billion.

    “Meanwhile, Houlihan Lokey registered improvement in the total number of deals advised by it during Q1-Q3 2024 compared to Q1-Q3 2023 and was just shy of hitting the 200 deals volume mark. It went ahead from occupying the second position by volume during Q1-Q3 2023 to top the chart by this metric during Q1-Q3 2024.”

    JP Morgan occupied the second position in terms of value by advising on $293.3 billion worth of deals, followed by Morgan Stanley with $243.1 billion, Citi with $191.7 billion, and Evercore with $187.8 billion.

    Meanwhile, Rothschild & Co occupied the second position in terms of volume by advising on 163 deals, followed by Goldman Sachs with 139 deals, JP Morgan with 121 deals, and UBS with 119 deals.

    Kirkland & Ellis emerged as the top mergers and acquisitions (M&A) legal adviser by both value and volume globally during Q1-Q3 2024, according to the latest Legal Advisers League Table, which ranks legal advisers by the value and volume of mergers and acquisition (M&A) deals on which they advised, by GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Deals Database has revealed that Kirkland & Ellis achieved the leading position by advising on 423 deals worth $ 310.5 billion.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “Interestingly, Kirkland & Ellis was the top adviser by both volume and value during Q1-Q3 2023 and also managed to retain its leadership position during Q1-Q3 2024 as well. It was the only firm to advise on more than 400 deals during Q1-Q3 2024. Of these, 63 were billion-dollar deals* that also included seven mega deals valued more than $10 billion. Involvement in such big-ticket deals helped it occupy the top position by value as well.

    “However, although Kirkland & Ellis outpaced its peers by a significant margin in terms of deal volume, it faced close competition from Skadden, Arps, Slate, Meagher & Flom for the top position by value.”

    Skadden, Arps, Slate, Meagher & Flom occupied the second position in terms of value by advising on $301.9 billion worth of deals, followed by Paul, Weiss, Rifkind, Wharton & Garrison with $232.1 billion, Cravath Swaine & Moore with $197.4 billion, and Latham & Watkins with $193.8 billion.

    Meanwhile, in terms of volume ranking, Kirkland & Ellis was distantly followed by CMS with 204 deals. White & Case occupied the third position in terms of volume by advising on 182, followed by Latham & Watkins with 176 deals, and Allen & Overy with 135 deals.

    Ensuring carbon pollution pricing helps make life more affordable

    A price on pollution is widely recognized as the most efficient means to reduce the greenhouse gas emissions that are contributing to the more intense wildfires, droughts, and floods caused by climate change. Canada’s approach to pollution pricing is also designed to put money back into people’s pockets.

    Putting a price on pollution is a cornerstone of Canada’s plan, which is working to tackle climate change.

    Quarterly Canada Carbon Rebate for individuals—increased rural top-up

    The climate crisis is affecting all of Canada, but especially rural and small communities. They frequently face environmental, social, economic, cultural, and health impacts from climate change that are more intense than those in urban areas. Despite these challenges, these communities show remarkable resilience and often lead the way in adaptation efforts across Canada.

    Canadians living in rural and small communities are on the front lines of climate change, witnessing firsthand the devastating impacts of intensified wildfires, droughts, and floods. A price on pollution is found to be one of the most efficient ways that Canada is reducing greenhouse gas emissions, which contribute significantly to the frequency and severity of these impacts caused by climate change. The Canada Carbon Rebate both puts money back into people’s pockets and also stimulates investment in clean alternatives.

    In provinces where the federal fuel charge applies, most households get back more than they pay through the Canada Carbon Rebate for individuals, as a result of the federal carbon pollution pricing system, with lower- and middle-income households benefitting the most.

    To further recognize rural Canadians’ higher energy needs, particularly for home-heating and transportation, the Government of Canada has doubled the rural top-up available for households in rural areas and smaller communities from 10 percent to 20 percent of their Canada Carbon Rebate base amount, as of April 2024.

    This October, eligible Canadians will receive the enhanced rural top-up for the first time. The increase will be retroactive to April 1, 2024, so those households can expect an increased top-up amount for October 2024 with a one-time boost due to the increased top-up amounts for April and July.

    The top-up will apply to residents of provinces where the federal fuel charge applies, that is, Alberta, Saskatchewan, Manitoba, Ontario, Newfoundland and Labrador, New Brunswick, and Nova Scotia whose primary residence is outside a Census Metropolitan Area, as defined by Statistics Canada. All rebate recipients in Prince Edward Island are eligible for the rural top-up, and it is included in their base amount. Determine if you qualify for the rural top-up.

    The table below shows the amount a family of four can expect to receive each quarter in 2024–2025. As all proceeds are returned in the province they were collected in, the rebate amount varies between provinces. It is higher in provinces with more consumption of fossil fuels.

    Canada Carbon Rebate for Small Businesses

    Canada’s small- and medium-sized businesses are the backbone of the Canadian economy and the heart of our communities. Across the country, they keep main streets flourishing, create good jobs, and deliver on the dream of entrepreneurship. Through the new Canada Carbon Rebate for Small Businesses, the Government of Canada is delivering on its commitment to return proceeds from the price on pollution directly to small- and medium-sized businesses with employees in the provinces where the federal fuel charge applies.

    This accelerated and automated return process will deliver over $2.5 billion directly to an estimated 600,000 small- and medium-sized businesses with employees in provinces where the pollution pricing system applies through a refundable tax credit. By receiving direct payments from the Canada Revenue Agency, separate from tax refunds, this simple process for returning fuel charge proceeds will help eligible small- and medium-sized businesses to focus on what matters most—driving their businesses forward.

    The Canada Revenue Agency plans to issue the rebate to eligible Canadian-controlled private corporations (CCPCs) that filed their 2023 tax return no later than July 15, 2024, by the end of the calendar year. Most businesses should receive their payment by:

    • December 16, 2024, if registered for direct deposit
    • December 31, 2024, if receiving payment by cheque

    On October 1, 2024, the Government of Canada specified payment rates, on a per employee basis, for the 2019–2020 to 2023–2024 fuel charge years, and the designated provinces in which these payment rates will apply.

    Additionally, to allow more businesses to receive a payment, it is also being proposed that corporations that file their tax return for 2023 after July 15, 2024, and on or before December 31, 2024, would be eligible for a payment. Legislation enacting these changes requires Royal Assent before payments can be issued to businesses filing after the initial July 15 deadline.

    More information on the Canada Carbon Rebate for Small Businesses payment amounts from 2019 and 2020 to 2023 and 2024 has been published by Finance Canada.

    Pollution pricing relief for farmers and fishers

    Farmers are on the frontlines of climate change, facing ever-increasing risks of floods, droughts, and storms to their operations. Canada’s approach to pollution pricing offers targeted support to farmers, who are also investing to deploy cost-saving and job-creating clean technology solutions. Farmers generally do not pay the fuel charge for gasoline and light fuel oil (diesel) used in eligible farming machinery on farms. Additionally, biological emissions are not priced under this federal system, totalling roughly 97 percent of on-farm emissions.

    Greenhouse operators also receive upfront relief of 80 percent of the fuel charge on propane and marketable natural gas used to heat an eligible greenhouse or to supplement carbon dioxide in eligible greenhouses to grow or produce plants.

    Additionally, farm businesses that operate in provinces where the federal fuel charge is in place can generally receive a refundable tax credit, the purpose of which is to return fuel charge proceeds related to farm use of natural gas and propane in heating and drying activities in those provinces to help farmers transition to lower-carbon ways of farming.

    Canada’s Greenhouse Gas Offset Credit System also provides an economic incentive for farmers to undertake innovative greenhouse gas reduction and removal projects.

    As part of the strengthened climate plan and the 2030 Emissions Reduction Plan, the Government of Canada committed over $1.5 billion to accelerate the agricultural sector’s progress on reducing emissions while remaining a global leader in sustainable agriculture. This includes $470.7 million for the Agricultural Clean Technology (ACT) Program to create an enabling environment for developing and adopting clean technology. This will help drive the changes required to achieve a low-carbon economy and promote sustainable growth in Canada’s agriculture and agri-food sector.

    Fishers are also provided with relief from paying the federal fuel charge on gasoline and light fuel oil (diesel) used in fishing vessels for eligible fishing activities.

    Industrial pollution pricing system

    Industrial pollution pricing systems are designed to ensure there is a price incentive for industrial emitters to reduce their greenhouse gas emissions and spur innovation while remaining competitive. Not only does pollution pricing ensure big polluters pay their fair share, it is also helping Canada attract new major projects that are creating good paying jobs.

    Canada’s approach to pollution pricing gives major heavy industries certainty on the price they pay for the pollution they generate, helping to bring forward investments in job-creating cleaner alternatives to meet their business needs. This helps them make informed decisions and is also designed to protect against the risk of industrial facilities moving to another region to avoid paying a price on carbon pollution.

    All proceeds generated from the federal industrial pollution pricing system in backstop jurisdictions are returned in the jurisdiction of origin to support industrial projects in cutting emissions and using new, cleaner technologies and processes.

    The Output-Based Pricing System (OBPS) Proceeds Fund returns proceeds collected under the federal OBPS and is comprised of two streams: the Decarbonization Incentive Program and the Future Electricity Fund. Further information on projects being funded by federal industrial pollution pricing proceeds has been published on the Open Government Portal.

    The first EU candidate to the FAO

    The French candidate was designated on October 15 as the European Union candidate for FAO general director. This is the first time that EU member states are selecting a common candidate for election to the head of this agency. It is also the first time that a woman is a candidate for the position.

    A candidacy to put the fight against hunger and malnutrition back at the top of political agendas

    Since it was founded, the FAO has helped reduce food insecurity and malnutrition. However it must be noted that hunger is once again increasing in the world.

    Catherine Geslain-Lanéelle is determined to give a new impetus to the FAO and its efforts to eradicate hunger by 2030, in line with the UN’s sustainable development goals. Reducing poverty, stepping up rural development and deeply transforming our food systems are all priorities for the French and European candidate. It is vital to bring all member countries and partners around to a shared, renewed vision in order to strengthen the FAO’s efforts to bring about a world free from hunger and malnutrition.

    To that end, the candidate pledges to expand cooperation and synergies with other UN organizations, especially the IFAD, WFP and the WHO. She wishes to contribute fully to the implementation of UN reform, strengthening cooperation with scientific and technical bodies and all relevant actors.

    Catherine Geslain-Lanéelle also wants the FAO to play a major role as the leading global organization in the areas of food security and nutrition, based on solid and recognized technical and scientific knowledge.

    Strengthening food security, eradicating poverty, combating climate change: a type of agriculture that produces more, in a better way

    Food security and contributions to the agricultural, fisheries and forestry sectors are vital not only to feed humankind but also to provide decent jobs in rural areas, strengthen the role of women and young people, eradicate poverty, and save the planet.

    To achieve these goals, the candidate intends to strengthen investment in research and knowledge, education and training, innovation and infrastructure.

    In a context marked by climate change and the existence of numerous conflicts, the candidate is committed to ensuring that the FAO plays a central role in solutions so that everyone, regardless of where he or she lives, has access to healthy, safe and sustainably produced food. This is the prerequisite for a peaceful, more stable and fairer world.

    In-depth expertise in the areas of food and agriculture and recognized leadership

    Catherine Geslain-Lanéelle, an agricultural engineer and former director general of the Ministry of Agriculture, is a recognized leader with a proven capacity to manage complex organizations operating in a multicultural environment. She also has a high level of professional experience in the areas of food systems, rural development and food security, in France as well as in Europe.

    She has held the most senior positions in the French Ministry of Agriculture, serving successively as deputy director of the Department of International Trade (food aid and international assistance), director general, General Directorate for Food, and director general, General Directorate for Economic and Environmental Performance of Businesses.

    At the European level, after having worked at the European Commission as an expert on consumer food safety issues, she served as executive director of the European Food Safety Authority (EFSA) for more than seven years.

    Throughout her career, Catherine Geslain-Lanéelle has dedicated her strong scientific and technical expertise in agriculture, fisheries, forestry, rural development, food systems and nutrition to the design and implementation of public agricultural and food policies at the national, European and international levels.

    The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations responsible for issues relating to agriculture (including livestock farming, forestry, fisheries and aquaculture) and food. It is a universal intergovernmental organization with 197 members, including the EU. The FAO is active in more than 130 countries around the world. The next director general of the FAO will be elected by member states in June 2019 for a four-year term. Nominations for the office of director-general are being accepted from December 1, 2018, to February 28, 2019.

    MoMA was founded in 1929 by three progressive women who championed modern and contemporary art and wanted to establish a museum that could be a catalyst for experimentation, learning and creativity. In collaboration with MoMA, the Samsung Art Store includes highlights from MoMA’s collection that were selected by Daria Greene, Global Curator of the Samsung Art Store, to honor the institution’s history and vision, and includes Frida Kahlo’s “Fulang Chang and I” (1937), which is the first artwork by the legendary Mexican artist to arrive on the platform.

    Expanding Access to Art Through Innovation
    Included in the more than two dozen artworks from MoMA are celebrated works such as Vincent van Gogh’s “The Starry Night” (1889), Henri Rousseau’s “The Dream” (1910) and Georgia O’Keeffe’s “Evening Star III” (1917).
