Trifork and Deloitte selected for Swiss Federal Office of Public Health’s DigiSanté framework agreement

Zurich – 10 July 2025

Trifork Switzerland has been selected as subcontractor to Deloitte Switzerland on the framework agreement for the lot “Expertise in the field of standards (author and developer) in the healthcare sector” under the DigiSanté program, led by the Swiss Federal Office of Public Health (FOPH/BAG).

This lot is part of the broader “DigiSanté – Health Business, Standards, Data Science, IT- and Data Security” framework, designed to strengthen the Swiss digital health infrastructure through standards-based development, secure data architecture, and modern health IT practices.

The agreement covers up to 144,000 hours over nine years across five awarded consortia, amounting to CHF 27.7 to 38.8 million. Specific tasks will be awarded through mini-tenders. While the total scope will depend on these future mini-tenders, this framework positions Deloitte and Trifork to contribute to high-impact healthcare digitalisation projects throughout the contract period.

MIL-Evening Report: Does Australia really take too long to approve medicines, as the US says?

Australia’s drug approval system is under fire, with critics in the United States claiming it is too slow to approve life-saving medicines.

Australia’s Therapeutic Goods Administration balances speed with a rigorous assessment of safety, efficacy and cost-effectiveness.

So does Australia really lag behind the US Food and Drug Administration? And do we need to change how we approve medicines?

The drug development pipeline

Drug development usually begins when something new is discovered about a disease. This usually involves identifying either a change in an important protein or finding a new protein involved in the disease.

When scientists know the shape of the protein, they can design a drug that can block or activate it.

Scientists will then undertake laboratory, petri dish-type, experiments to see if the drug works on the protein in the way they designed. If it passes those tests, they will then move onto animal testing and formulation.

Formulation is the step where scientists decide what form the medicine will take, such as a tablet, injection or patch. There are more than 150 different pharmaceutical dosage forms to choose from.

The final steps are human testing. This requires the completion of three types of clinical trials. Each seeks to answer different specific questions about the drug:
- Phase I trials: is the drug safe? What are its side effects?
- Phase II trials: does the drug work?
- Phase III trials: is the drug better than currently available medicines?
At the end of the trials, a company can apply to the Therapeutic Goods Administration (TGA) for approval to market and sell the drug.

Getting a drug to market is time-consuming and costly. It takes around 15 years from the initial concept and design to government approval and costs more than A$3.5 billion.

But the failure rate is high: more than 90% of drugs that undergo development never gain government approval.

How are drugs approved in Australia?

The decision to approve new medicines for sale in Australia is made based on safety and efficacy evidence provided by the sponsoring company.

Once approved, the drug is added to the Australian Register of Therapeutic Goods.

Listing a medicine on the Pharmaceutical Benefits Scheme (PBS) is a separate process from approval, and is based on financial considerations and a cost-benefit analysis, rather than safety and efficacy.

The TGA typically takes 240 to 260 working days (around a full calendar year) from receiving a new medicine application to an approval decision. This is longer than it takes the US Food and Drug Administration (FDA) – 180 to 300 days.

Where there is a pressing need, the approval process can be faster. The first COVID treatment was approved in Australia just two weeks after it was submitted for consideration.

Then why do Americans often get medicines first?

There can be several reasons why a drug approval can be delayed in Australia when it has already been approved overseas.

First, with a population of 27 million out of 8 billion world-wide, Australia is a relatively small market. So it is not always a high priority for companies to apply for approval here. Regions with large populations such as China, India and Europe are a bigger focus for companies. This can therefore delay when they submit to Australia.

Other reasons for delays can be that the TGA requires additional safety or efficacy evidence other regions did not request, or because new information about the drug has come to light since the drug was approved overseas.

What about delays getting drugs onto the PBS?

When a drug is listed on the PBS, Australians can access the medicine for $31.60 (or $7.70 concession) instead of the cost of a private prescription which might be hundreds or even thousands of dollars.

The time it takes for medicines to be approved on the PBS has also been a focus of criticism.

The Pharmaceutical Benefits Advisory Committee (PBAC), which makes PBS listing recommendations to the Federal Minister of Health, only sits three to six times per year.

US Chamber of Commerce vice president John Murphy claims the PBAC takes, on average, 32 months to make a recommendation about listing a drug after an application has been submitted.

Once a recommendation is made, the minister usually takes a minimum of five months to make a final decision.

To speed up the process, the TGA does allow parallel applications for drug approval and PBS listing.

The time taken to make a PBS listing decision is reasonable, given the scheme’s overall cost. In 2023–24, the total cost of the PBS to the government was $17.7 billion. So a decision to list can’t be made lightly.

So should Australia change how it approves medicines?

Criticising the time it takes to get regulatory approvals appears to be part of a wider plan of attack by the US government. It is putting pressure on Australia to open its market to higher prices for medicines made by US pharmaceutical companies.

Australia has a world-class regulatory agency in the TGA which ensures medicines that are approved are both safe and effective. And the PBS scheme is a key part of our public health care system and the envy of the world.

The Australian government should resist any changes to the regulatory approval processes that come from the US.

MIL-OSI Australia: ACCC authorises collaboration on sustainable finance initiatives

The ACCC has issued a determination granting authorisation with conditions to allow the Australian Sustainable Finance Institute (ASFI) and industry participants to collaborate on sustainable finance initiatives for five years.

The authorisation allows ASFI, ASFI members and other industry participants to exchange information to improve the integration of natural capital data into financial decision-making, co-design investment structures and give effect to limited agreements for co-designed financial products, and develop related regulatory reform proposals.

The collaborative conduct aims to facilitate the development of sustainable farming practices, support producers to meet sustainability regulations of export destinations, and contribute to emissions reduction targets.

“The ACCC recognises there can be benefits of businesses working together towards a more sustainable economy, and many sustainability collaborations are unlikely to raise competition concerns,” ACCC Deputy Chair Mick Keogh said.

“This authorised collaborative conduct will likely result in transaction cost savings, process efficiencies and increase the likelihood of investment supporting positive environmental and social outcomes.”

The ACCC has specified five conditions of authorisation to address potential public detriments, such as reduced competition in the supply of sustainable finance products and coordinated behaviour in broader financial markets from information sharing.

“We are able to consider a broad range of sustainability benefits when assessing exemptions from competition law,” Mr Keogh said.

“This authorised conduct, with the conditions, will likely result in public benefits that outweigh potential community harms.”

The ACCC has recently published a guide for businesses on sustainability collaborations that aims to help businesses understand how competition law applies to sustainability initiatives.

Competition law does not need to be a barrier for those considering sustainability collaborations that deliver a net public benefit. A wide range of sustainability collaborations may not breach competition laws. Where there is risk of a potential breach, the ACCC’s authorisation process is flexible and can provide timely legal protection to businesses who wish to work together to achieve better environmental outcomes.

Background

ASFI is a collaboration between representatives of the Australian financial sector, civil society, academia, and financial regulators. Membership is voluntary and open to any corporation in the financial services sector or service provider to financial institutions which is interested in pursuing and supporting ASFI’s objectives.

The Department of Foreign Affairs and Trade (DFAT) has provided the ASFI with a grant to undertake the ‘Institutional Investor Engagement (Indo-Pacific)’ project to draw private investment into development outcomes in the Indo-Pacific region, including through supporting the development of DFAT’s blended finance portfolio.

The ACCC granted interim authorisation to the ASFI and its member banks on 7 March 2025, allowing them to discuss and exchange information for the purpose of developing potential banking capital requirement reforms to remove constraints on sustainable finance and investment in Australia. Interim authorisation will remain in place until the final determination comes into effect.

The ACCC released a draft determination on 17 April 2025 proposing to grant authorisation, with conditions, for five years.

Note to editors

ACCC authorisation provides statutory protection from court action for conduct by competitors that might otherwise raise concerns under the competition provisions of the Competition and Consumer Act.

Broadly, the ACCC may grant an authorisation when it is satisfied that the public benefit from the conduct outweighs any public detriment.

In December 2024, the ACCC released its guide on sustainability collaborations and Australia competition law to inform businesses and other entities about the interaction between Australian competition law and sustainability collaborations.

MIL-OSI New Zealand: New Zealand launches Anti-Scam Alliance

Important progress in the fight against online financial scams has been made with the launch of a new initiative between government, industry and consumer groups, Commerce and Consumer Affairs Minister Scott Simpson says.
“It is unacceptable that so many Kiwis are swindled by scammers every day,” Mr Simpson says.
“Some reports suggest scams cost the economy up to $2 billion annually, and it is crucial we get on top of the problem.
“That is why I’m pleased to announce the New Zealand Anti-Scam Alliance – a new national effort that seeks to reduce the number of Kiwis falling victim to online financial scams.
“Up until this point New Zealand’s anti-scam efforts have developed in an ad-hoc way and suffered from a lack of coordination. We frequently hear that real-time information on scams is sourced from different areas across government and the private sector, making for a fragmented, and often, slow response.
“The Alliance addresses this by establishing a formal structure for government agencies, banks, telecommunications companies, digital platforms sectors, and consumer groups to share data about scams and shut them down in real-time.
“By better coordinating our efforts across industry and government, we should be able to seal up the cracks that scammers are slipping through.
“The Alliance has also agreed to take coordinated action to update industry codes, strengthen consumer protections and educate Kiwis about how to protect themselves from scams.
“The Anti Scam Alliance represents a significant step forward and is the first in a series of actions that will strengthen New Zealand’s scam defences. However, there is more work to do.
“The Government is also exploring other initiatives to support this work, including amending the Fair Trading Act so that government and industry can have the confidence to proactively share scam-related intelligence and collaborate on disruption initiatives without breaching competition or privacy laws.
“There is no silver bullet to address scams, but by working together across sectors to disrupt scams, we can significantly shift the dial.”

MIL-OSI USA: Breakout Sessions, Speakers Finalized for 2025 Governor’s Summit in Kearney

. Breakout session topics and speakers are now finalized for Thursday, Aug. 14 — the main day of the event. Breakout session information is listed on the Governor’s Summit agenda at govsummit.nebraska.gov/agenda.

This year, the Governor’s Summit will feature three breakout tracks: (1) Workforce, (2) Manufacturing, and (3) the Bioeconomy. Gov. Pillen will host a roundtable for manufacturers during the 9:00 a.m. breakout session. The Governor will also lead a panel of state leaders over the lunch hour. The panel will highlight process improvements in state government that are translating into savings for Nebraskans.

The 2025 Governor’s Summit kicks off on Wednesday afternoon, Aug. 13 with an update on the 6 Regions, One Nebraska initiative. The Governor’s Office, Nebraska Chamber of Commerce, and Nebraska Department of Economic Development co-launched the initiative in 2024 to encourage cooperation, rather than competition, among neighboring communities. Over the past 12+ months, each region has undertaken initial projects, supported by state funding, to tackle issues like housing, workforce, and childcare shortages.

On Wednesday evening, the Nebraska Diplomats will host their annual awards banquet at the Governor’s Summit. Gov. Pillen will provide remarks and present awards to individuals, businesses, and communities who have made significant contributions to the state’s growth.

Husker football coach Matt Rhule will headline Thursday morning’s plenary session of the Governor’s Summit. Participants will then attend breakout sessions, both before and after lunch, on various topics related to workforce development, manufacturing, and the bioeconomy.

This year’s Governor’s Summit will coincide with the first-ever Youth Summit for high school students and recent graduates. The Youth Summit is designed to connect students with rewarding career opportunities in Nebraska. Attendees will meet one-on-one with colleges and employers, gaining privileged access to internships, scholarships, and jobs available within the state.

Legislation aimed at improving NZ’s vocational education and training system needs to focus on delivering the right skills needed for business and employment growth, BusinessNZ says.

BusinessNZ says New Zealand’s new vocational education system should not be dominated by polytechnics to the detriment of work-based training and should focus on delivering better-skilled graduates who are more likely to get a job.

BusinessNZ’s submission to the Education & Workforce Select Committee on the Education and Training (Vocational Education and Training System) Amendment Bill says many of the skills that people currently get trained in are not the skills needed by business, and this is holding back graduates from successfully gaining employment – an industry-led, government-enabled vocational system for setting standards is required, to allow for more relevant, up-to-date skills to be taught.

The Bill also allows for a training levy to be imposed on businesses, however BusinessNZ says its members strongly oppose this provision, as they believe the system first requires significant improvement to achieve the business and employment outcomes required from vocational training.

Brian McCormack will soon assume the role of Chief of Staff. McCormack is currently serving as the Chief of Staff for the National Security Council at the White House. Previously, he served at the White House Office of Management and Budget responsible for nearly a dozen agencies and as the Chief of Staff at the Department of Energy. The current Chief of Staff, Adam Telle, was nominated in March by President Trump to serve as the Assistant Secretary of the Army for Civil Works where he will oversee the Corps of Engineers.

Tiffany Delgado recently joined as Deputy Chief of Staff for Operations, replacing Jim Durrett. Delgado served as Senior Vice President of a Washington, DC-based marketing agency specializing in custom targeted voter contact, fundraising and issue advocacy programs, where she was recognized with the Rising Star Award from Campaigns and Elections. Previously she worked at the National Republican Senatorial Committee as the Director of Direct Response. Tiffany holds a B.A. from the University of Virginia, and is currently pursuing her MBA from Georgetown University.
Michael Sullivan will become Senior Advisor to Senator Hagerty, where he will continue to be involved in state operations while also providing strategic advice on the Senator’s larger operation, leveraging Sullivan’s experience to benefit Hagerty’s broader mandate.
Alec Richardson will become the State Director for Senator Hagerty. Currently, he serves as Senior Advisor to Governor Bill Lee and Director of External Affairs at the State of Tennessee. In this role, Richardson is responsible for overseeing strategic operations, managing federal relations, and advising on key legislative issues. He formerly served as Deputy Chief of Staff and Personal Aide to the Governor. He resides in Nashville with his wife and their one-year-old son.
Kalleigh Ahern is now serving as Press & Digital Assistant in the office of U.S. Senator Bill Hagerty. Prior to joining the Senate, she worked as a Public Relations and Communications Intern at a national PR agency, where she contributed to strategic campaign planning, media monitoring and cross-sector client research. Ahern also gained firsthand experience in federal outreach and constituent services while working in her home congressional district in Tennessee. Serving in the Trump Administration
Adam Telle has been advanced out of the Armed Services Committee and Environment and Public Works Committee to lead the U.S. Army Corps of Engineers as Assistant Secretary of the Army for Civil Works. Telle has served as Hagerty’s Chief of Staff over the last four years and will continue to serve Hagerty while his nomination is pending before the Senate. Telle served during the first Trump Administration as the White House’s Senate lead in its Office of Legislative Affairs. Prior to that role, Telle served as the top staff member on the Senate Appropriations Committee’s Subcommittee on Homeland Security and as the top policy advisor to the late Senator Thad Cochran. Telle holds degrees in computer science and journalism from Mississippi State University.
Jim Durrett is now the Deputy Chief of Staff to the Vice President and Deputy Assistant to the President. Previously, he served as Deputy Chief of Operations for Senator Hagerty. Durrett is a native of Clarksville, Tennessee.
Luke Pettit has been advanced out of the Banking, Housing, and Urban Affairs Committee to be Assistant Secretary of the Treasury for Financial Institutions. Pettit has served as Senator Hagerty’s Senior Policy Advisor and will continue to serve Hagerty while his nomination is pending before the Senate. Previously, he worked at the Senate Banking Committee, Bridgewater Associates, and the Federal Reserve. Luke holds a B.A from the University of Pennsylvania, and graduate degrees from the London School of Economics and Johns Hopkins University.
Jonathan Greenstein is nominated to be Deputy Undersecretary of the Treasury for International Finance. Previously, he served as Senator Hagerty’s Senior Policy Advisor. Greenstein is a graduate of Harvard Business School and Yale Law School.
Daniel Zimmerman has been confirmed to be the Assistant Secretary of Defense for International Security Affairs. Zimmerman previously served in a Congressional Executive Fellowship in the office of Senator Hagerty. He previously has held many roles in the agency realm, and holds both a bachelor’s degree from Asbury University and a master’s degree from the Patterson School of Diplomacy at the University of Kentucky.
Julia Hahn is serving as the Assistant Secretary of the Treasury Department for the Office of Public Affairs. Hahn joins the Department after serving as Deputy Chief of Staff for Communications for Senator Hagerty. Prior to the Senate, Hahn served in the first Trump White House over all four years, most recently as Deputy Assistant to the President and Deputy White House Communications Director. Clark Milner is serving as Special Assistant to the President and Senior Advisor for Policy, focusing primarily on domestic policy. Milner formerly served as Deputy Chief of Staff for Policy and Chief Counsel to Senator Bill Hagerty. Milner previously served as Deputy Counsel to Governor Bill Lee.
Natalie McIntyre currently serves as a Special Assistant to the President for the Office of Legislative Affairs where she handles the Healthcare, Education, Labor, Banking, and Agriculture portfolio. Previously, he worked at the Office of Management and Budget during President Trump’s first term and as a Legislative Assistant in the U.S. House of Representatives.Nels Nordquist is serving as Deputy Assistant to the President for International Economic Policy and Deputy Director of the National Economic Council. Nordquist was Senior Fellow for Economic Policy in the office of Senator Hagerty. In addition, his prior service includes as Staff Director for the National Security, Illicit Finance, and International Financial Institutions Subcommittee of the House Financial Services Committee. From 2018-2021, Nordquist worked in the National Security Council and National Economic Council, first as Director for Trade & Investment and later as Special Assistant to the President and Senior Director for International Economic Policy. Nordquist graduated from Stanford and earned an MBA from the University of Virginia.
Joel Rayburn is the Trump Administration’s nominee to be Assistant Secretary of State for Near Eastern Affairs. He is a historian, former diplomat, and retired military officer who previously served as special advisor for Middle East affairs in the office of Senator Hagerty. Rayburn is currently a senior fellow at the Hudson Institute. In the first Trump Administration, he served as a senior director on the National Security Council staff and, from July 2018 to January 2021, as the U.S. special envoy for Syria. Before joining the State Department, Rayburn served 26 years as a US Army officer and co-authored the Army’s official history of the Iraq War. He holds an MA in history from Texas A&M University and an MS in strategic studies from the National War College.
Kevin Kim serves as Deputy Assistant Secretary of State in the State Department’s Bureau of East Asian and Pacific Affairs. He previously worked as a National Security Fellow for Senator Hagerty. Kim was also the Senior Advisor to the Special Presidential Envoy for Arms Control Marshall Billingslea as part of the U.S. delegation to the 2020 U.S.-Russia arms control negotiations. From 2018 to 2020, he served as the Chief of Staff to the Special Representative for North Korea and the Deputy Secretary of State Stephen Biegun and worked closely with then-U.S. Ambassador to Japan Hagerty as he participated in various rounds of U.S.-DPRK nuclear negotiations. Kim received a BA from the Johns Hopkins University, MA from the Johns Hopkins University School of Advanced International Studies, and is currently pursuing a Doctorate in International Relations from the Johns Hopkins University School of Advanced International Studies.
Daniel Tirosh now serves on the National Security Council. Tirosh previously served as Deputy National Security Advisor and Counsel for Senator Hagerty. He holds a bachelor’s degree from University of California, Santa Cruz, and graduated from Stanford Law School.
Walton Stivender Mears has taken on a new role as scheduler for Housing and Urban Development Secretary Scott Turner. Mears joined HUD earlier this year after serving as Director of Scheduling for Senator Hagerty. She previously handled scheduling and assisted the chief of staff for Sen. Roger Marshall (R-KS) and as a Staff Assistant for Senator Richard Shelby (R-AL). Mears is a graduate of Auburn University.
J. Cal Mitchell is serving as Special Advisor for the Office of Legislative Affairs at the U.S. Department of Treasury. He joins the Treasury Department after serving as Personal Aide to Senator Hagerty. Mitchell is a graduate of Hampden-Sydney College.
Nick Checker, a former national security fellow for Senator Hagerty, currently serves as Deputy Executive Secretary on the National Security Council. In that role, Checker provides senior-level review of NSC products for substance, policy relevance, and appropriateness for the President and senior White House officials. Checker has spent the last decade prior to his service on Senator Hagerty’s staff at the Central Intelligence Agency (CIA) as a military analyst covering conflicts in the greater Middle East. Most recently, Checker worked in CIA’s office of Congressional Affairs, where he supported the confirmation process for Director John Ratcliffe. He holds a bachelor’s degree in history and political science from the University of Wisconsin and a master’s degree in Security Studies from Georgetown University.
Nicholas Elliot is the Confidential Assistant and Policy Advisor to the President’s Council of Advisors on Digital Assets. Previously, Elliot worked on Senator Hagerty’s 2020 campaign team and spent nearly four years working for Senator Hagerty on the Senator’s financial services and banking portfolio, where he advanced the Senator’s work on the Committee on Banking, Housing, and Urban Affairs. Tampa, FL – Yesterday, the Eighth Circuit Court of Appeals vacated the FTC’s final Negative Option Rule put in place by Lina Khan, October 2024. The rule was set to be implemented in 2025.

In June, Congresswoman Laurel Lee introduced a Congressional Review Act (CRA) resolution to rescind the Biden-Harris Administration rule. Congresswoman Lee and her colleague, Congressman Gus Bilirakis, CMT Subcommittee Chairman of the House Committee on Energy & Commerce, were pleased by the Eighth Circuit Court’s ruling to dismiss the unlawful rule. Their reactions below:

“The Federal Trade Commission’s Negative Option Rule far exceeded the agency’s consumer protection mandate. By imposing sweeping and costly new requirements—estimated to exceed $100 million annually—the rule would have driven up costs for consumers rather than protecting them.

As the Eighth Circuit rightly noted, the FTC rushed this partisan rule through just before the 2024 election, bypassing key steps in the rulemaking process and ignoring legitimate concerns raised by stakeholders. Donalds Leads Coalition To Increase Access To Capital For Small Businesses And Small Banks

WASHINGTON – Congressman Byron Donalds (R-FL) has introduced transformative legislation to increase access to capital for small businesses and small banks.
H.R. 2835 – “The Small Bank Holding Company Relief Act” is the 14^th piece of legislation introduced by Congressman Donalds during the 119^th Congress, is co-led by Congressman Mike Haridopolos (R-FL), and has received the support of Congressman Frank Lucas (R-OK).

Specifically, the “The Small Bank Holding Company Relief Act” raises the consolidated asset threshold of Bank Holding Companies (BHCs) to qualify as Small Bank Holding Companies (SBHCs) from $3 billion to $25 billion. Raising the asset threshold for SBHC would enable more banks to operate at higher debt levels, which can allow them to raise capital more cheaply.

SBHCs are allowed to operate at higher levels of debt which can be used to capitalize the bank subsidiary—promoting growth and lending. This legislation does not change capital rules and regulations for subsidiary banks. Congressman Donalds released the following statement:

Under President Trump, we are putting the American people first again and unleashing prosperity. New data points to growing social and economic impact of charity sector amidst challenging financial environment.

New insights from sector data suggest that charities have been able to direct additional resources to delivering their aims, amidst a tightening financial squeeze.
The Charity Commission, the regulator of charities in England and Wales, has analysed data drawn from annual returns for the financial year ending 2023 – the most comprehensive dataset available to the charity sector.

Collectively charities that submitted annual returns spent £95.73 billion delivering their charitable aims in 2023, 9.6% more than in 2022, reflecting a further broadening and deepening of the vital societal impact of charities. This was during a period when cost of living pressures were being felt acutely within society.

This impact is underpinned by the generosity of the public, with donations and legacies reaching £31.4bn – almost a third (32.6%) of all charity income. Small charities, which are by far the greatest in number, largely rely on this income.

Businesses also made a considerable contribution to charity with almost half (49.7%) of charities with an income of £100k or more reporting donations from a corporate donor.

The data underlines that volunteers are essential to delivering public good, outnumbering paid workers by a factor of more than 3:1. Around 7 in 10 charities reported they were supported by volunteers in 2023, while 5 in 10 had paid workers (permanent or fixed-term employees and self-employed). The majority of paid workers (98%) were deployed in the UK.

However, for a second year in a row, the analysis drew out some indicators underlining concerns about financial resilience in parts of the sector.

Overall growth in expenditure (9.6%) outpaced growth in income (6.8%) leaving the gap between the two at its narrowest in five years at £0.7bn, down from £2.9bn in 2022.

While more than half of charities (55.1%) have more income than expenditure, around 2 in 5 charities (42.6%) had expenditure that exceeded income. This situation leaves many charities with little or no headroom for investing in longer term or more innovative projects, and depending on reserve levels, a continuation of this trend may mean some charities cease to operate altogether.

The data follows the Commission’s release of separate data earlier this week pointing to increased demand for charities’ services, with 9% of people indicating they had received food, medical or financial support from charities, compared to just 3% five years ago.

Charity Commission Chief Executive, David Holdsworth, said:

Our analysis of charities’ annual returns for 2023 shows the sector is not just delivering life-changing impact across communities but that it is an economic powerhouse for the economy, spending almost £96 billion a year on delivering charitable purposes.

Charities’ work with those from some of our most marginalised and disadvantaged communities unlocks potential, enabling more people to play an active role in society, helping people up, not handing out. This vital work is happening right across England and Wales, often in places and with people the state cannot easily reach.

While our data shows the cost of living crisis has applied significant pressure on charity finances – with the narrowest gap between income and expenditure in recent years – it also shows charities rising to the challenge, spending almost ten per cent more in 2023 than in 2022 to meet increased need.

Each question asked of charities in the annual return is designed to enable the Commission to identify risks and trends in the sector; to help the public make informed and confident choices about charities; and to allow policy-makers, researchers, sector groups and the public to gain a richer understanding of the charity sector in England and Wales.

The annual return 2023 represents the most comprehensive data set available on the charity sector, as it is a statutory requirement for charities to provide this to the Commission. The Commission’s analysis of the annual return 2023 is a factual presentation of the data charities have reported to the Commission for 12-month financial periods ending at any point in 2023. Annual Return data is a ‘lagging indicator’ as the information it captures has passed as each charity has up to 10 months to report it after the end of its financial year. AR23 saw an improved number of charities filing returns than in AR22.

All registered charities must provide information annually to the Charity Commission (‘the Commission’). The rules vary according to the charity’s size and structure. Registered charities with:

income up to £10,000 should complete the relevant sections (income and expenditure) of the annual return

income above £10,000, and all Charitable Incorporated Organisations (‘CIOs’), must prepare and file an annual return

income above £25,000, and all CIOs, must also file copies of their trustees’ annual report and accounts

Proposed NOAA head voiced support for Trump budget that would cut $2.2B from lifesaving agency, eliminate research arm

WASHINGTON, D.C. Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation, questioned Dr. Neil Jacobs, President Donald Trump’s nominee to head the National Oceanic and Atmospheric Administration (NOAA), about his plans to preserve the agency’s crucial weather forecasting, research, fisheries management, and other core functions in the face of an administration that continues to hack away at NOAA’s budget, workforce, and programs.

President Trump’s proposed budget would cut $2.2 billion from the agency and eliminate NOAA’s Office of Oceanic and Atmospheric Research (OAR), which is NOAA’s R&D arm that performs and coordinates weather, climate, and other core research. That research directly impacts NOAA’s ability to predict and respond to extreme weather events, enabling the agency to develop better forecasting technology and issue earlier warnings for natural disasters.

NOAA is responsible for studying and monitoring the ocean and atmosphere, weather forecasting including the National Weather Service, coastal habitat restoration, conservation of marine protected species such as salmon and orcas, and managing our nation’s fisheries.

“NOAA does play an incredibly important role in preserving life and property,” Sen. Cantwell said in her opening remarks. “I’m going to ask today about the cuts to NOAA — and how, as a science agency, you preserve the core mission of an agency when we’re cutting so much of the science and the science budget.”

“The budget eliminates the Office of Oceanic and Atmospheric Research R&D arm, which is critical to improving lead times and accuracy of information. NOAA’s R&D is at the cutting edge of science and projects like Warn-on-Forecast, which will give communities more notice about tornadoes and other severe weather events by using prediction models instead of waiting to detect weather,” Sen. Cantwell continued.

“While the Administration seeks to slash NOAA’s budget, it has also taken a sledgehammer to its workforce. Since the start of the year, NOAA’s workforce has been gutted by 2,000 employees. The agency currently has over 3,000 vacant positions, most of which cannot be filled due to the hiring freeze. For example, Pendleton, Oregon, the forecast office serving Central Washington, no longer has 24/7 local coverage because of their 44% vacancy rate. And in my opinion, that is unacceptable in the height of fire season.”

During a later Q&A portion, Sen. Cantwell pressed Dr. Jacobs on how, exactly, he plans to preserve and advance the lifesaving core functions of NOAA – including critical research that keeps the United States at the forefront of weather forecasting technology – with no R&D arm, thousands of positions unfilled in the hiring freeze or axed altogether, and a multi-billion dollar budget cut.

“You said you supported the 27% budget cut to NOAA. Is that correct? So how do you keep your science mission, and particularly in atmospheric and oceanic areas? How do you keep that science mission if we’re cutting that budget?” Sen. Cantwell asked.

“It’s a lot of these priorities, particularly, you know, weather forecasting and things we’ve been discussing all day, some of that’s being transferred to the weather service. It’s my hope for certain things that that we’re looking at to basically fulfill the mission requirements of the forecasting capabilities that the weather service takes over a lot of that, some other aspects transfer to the ocean service,” Dr. Jacobs responded.

Sen. Cantwell: “Okay, so you think that the missions are going to be preserved, just preserved somewhere else.”

Dr. Jacobs: “I mean, yes, that’s, it’s my objective to make sure that NOAA fulfills their mission requirements.”

Under the Trump Administration’s proposal, most of the programs run by the OAR will not be transferred to the National Weather Service; a list of programs on the chopping block is HERE.

“I think we’re in a disagreement on this. I think we like this office. I don’t think we want to be zeroed out. We think it’s the key to NOAA doing its job overall,” Sen. Cantwell said. “And I get [that] you’re nominees by this administration, so you’re going to generally agree with their budget. We disagree with it. But I think more importantly, let’s look at these programs that are going to be cut […] I have serious concerns about our ability to do the job.”

MIL-OSI USA: SBA Relief Available to Texas Private Nonprofits Affected by July Storms and Flooding

SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to private nonprofit (PNP) organizations in Texas affected by severe storms, straight-line winds and flooding beginning July 2.

The disaster declaration covers the Texas County of Kerr.

Under this declaration, PNPs providing non-critical services of a governmental nature impacted by physical damages or financial losses directly related to the disaster are eligible to apply for both business physical damage loans and Economic Injury Disaster Loans (EIDLs) from the SBA. Examples of eligible non-critical PNP organizations include, but are not limited to, food kitchens, homeless shelters, museums, libraries, community centers, schools, and colleges.

PNPs may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. Applicants may also be eligible for a loan increase of up to 20% of their physical damage, as verified by the SBA, for mitigation purposes.

EIDLs are for working capital needs caused by the disaster and are available even if the PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

“SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

Interest rates are as low as 3.625% for PNPs with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA will set loan amounts and terms based on each applicant’s financial condition.

The SBA encourages applicants to submit their loan applications promptly. Applications will be prioritized in the order they are received, and the SBA remains committed to processing them as efficiently as possible.

MIL-OSI Submissions: From robotic trucks to smart bins: how technology is helping cities sort their waste problem

Since early January 2025, residents of Birmingham in the UK have been caught in the dispute between the city council and the Unite union over pay, terms and conditions for waste and recycling collectors. The latest attempt at talks broke down in acrimony.

At one point during the crisis, there were 17 tonnes of uncollected rubbish in Birmingham. Businesses and residents face public health and safety risks including pest infestations and the spread of disease and fire hazards.

These have tainted the reputation of the city and hurt its chances of hosting events and attracting visitors. The news of cat-sized rats in Birmingham has made headlines from the US to Australia.

Workers’ pay is being negotiated between the union and the council in Birmingham. However, this is a fairly dangerous job and, with an ageing population, it may become more difficult to hire new workers. We argue that a more fair approach would be to use technology to help transition workers (including through training) towards better paid and safer positions.

This would be an opportunity to build more sustainable waste management in the UK’s second largest city and beyond. Advances in robotics and AI are making automated refuse collection a reality, for example. Some cities in the US, Canada and parts of Europe already use robotics-enabled equipment in their refuse collection systems.

A shortage of skilled personnel threatens the transition towards a greener economy. People have to be at the centre of the solution. In this case, skilled workers are needed to keep different types of waste separate and so improve recycling rates.

The recovery value can be high for certain products such as electronics, automotive parts, as well as materials like plastic and metal. This is still difficult for machines to do.

Smart bins and automated trucks

Birmingham city council has already proposed improvements to waste collection. Based on publicly available information, it aims at increasing the number of rubbish trucks, reducing the number of collection days and retraining refuse collectors. But it has yet to take full advantage of existing advanced technologies.

The plan, for instance, proposes improving communication with residents about collection day via text messages. While welcome, this is rather basic. It was only during the pandemic that all recycling centres started using online booking systems. Prior to that, endless queues were common – wasting time and increasing emissions with traffic jams.

We argue that a whole-systems approach is needed to make the most of the opportunities new technology affords. Automated side loader trucks and smart bins are already used in various cities – the latter use sensors to monitor waste volumes and predict when collection is needed. The council could analyse the strengths and weaknesses of each technology in different areas of the city.

Side loader trucks, which can lift up large bins and empty them, automate a dangerous process and are already considered a mature technology, used in cities across the US, Canada and Sweden. These trucks are difficult to drive in narrow streets. But, where appropriate, their benefits include increased productivity, reduced collection costs and greater worker safety.

Sensors embedded in the vehicle, including from cameras, can provide data on the distribution of waste in different areas. This helps to produce a waste map. AI algorithms can analyse the data and provide customised collection schedules that optimise the use of trucks in the collection fleet. The algorithms can learn and be continuously revised to improve the service.

In busy areas of the city, information from smart bins can prevent rubbish accumulating. Advanced machine learning techniques can then be employed to further optimise the collection schedule by detecting, for instance, anomalies such as a sudden increase in some types of waste. Such systems can provide more adaptable solutions and increase the productivity of officers.

Recent improvements in imaging techniques and chemical analysis can help to identify different waste materials and allow automatic sorting, and the identification of hazardous waste.

Other technological solutions, such as the use of smart underground large storage containers as communal bins allow for less frequent collections, but they may require significant changes to both infrastructure and trucks. These already exist in parts of Spain.

Pneumatic waste collection systems have been tested in Wembley, a suburb in northwest London. In this system, waste is sucked through underground pipes by a fan system at speeds approaching 50mph to a central point, where it is stored in airtight containers until further treatment takes place. More than 30 countries adopt this system.

Educating the public is vital too. Reducing waste in the first place is a good way to save money and would reduce pressure on waste collection systems.

As far as Birmingham goes, overlooking advanced technologies won’t make the council’s task of satisfying residents and waste collection teams any easier. We think a lot of people would be happier to see more robotics trucks and smart bins than more rats in the streets.

MIL-Evening Report: Defence spending is like insurance – how will NZ pay the higher premiums?

Defence spending is like insurance – you have to pay for it but you hope you never have to use it. And the higher the risk you face, the higher your premium will be.

New Zealand has now committed to paying those higher defence insurance premiums. The government’s 2025 Defence Capability Plan, released in April, includes NZ$9 billion in extra funding over the next four years. That’s a sizable increase on a current annual budget of just under $5 billion.

New Zealand is not alone, of course. Driven by geopolitical tensions and US President Donald Trump’s demand that other countries spend a higher proportion of their GDP on defence, global military spending rose for the tenth year in a row to US$2,718 billion in 2024, with huge increases in Europe and the Middle East.

How much “insurance” a country should buy in the form of defence spending will vary. Too little, and it cannot respond when it needs to; too much, and resources are needlessly wasted. For New Zealand, it is a matter of finding the right balance.

Economically, however, defence spending is more complicated than simply buying weapons and recruiting more personnel. There can be benefits beyond basic security considerations.

One involves what economists call “technology spillovers”. Past innovations developed for military use – such as jet engines, GPS and the internet – often found important civilian applications.

The challenge is to design defence investments to deliberately build skills and technologies with wider economic benefit: advanced manufacturing, cybersecurity or clean tech. New Zealand’s defence plan includes this kind of spending, including
between $100 million and 300 million on cybersecurity.

On the other hand, promises of new jobs from large projects are often overstated, with New Zealand’s best known example being the “Think Big” policy of the 1970s. Rather, there can be job substitution as people move from civilian roles into military ones.

Guns and butter

In the end, of course, increased defence spending must be funded – through higher taxes, more debt or reduced spending on other items. Higher GDP growth would make the expenditure more affordable, but even then we face the same tradeoffs. It’s not possible to have lower taxes and debt as well as higher government spending.

Most of the expenditure set out in the defence plan will be on equipment. But any increase in the output of the defence industry will likely crowd out other consumer and investment goods.

While clearly an extreme example, one only has to look at how defence spending rose during WWII. The increase in military output came at the expense of other goods, leading to shortages and rationing.

New Zealand doesn’t face that scale of change, but there is still likely to be some shift in production from “butter to guns”. We might also see a shift in how businesses spend their research and development money, towards military and away from civilian applications.

New Zealand does not have a large defence industry and will need to import much of the new equipment. This implies a need for higher exports to pay for those imports, meaning fewer goods for New Zealanders to consume.

Costs and benefits

Most countries are understandably reluctant to cut spending on health, education and other things voters care about in order to boost defence. Hence, governments can be tempted to label new expenditures as “defence” when it could otherwise be classified as “updated infrastructure”.

Spending on dual-purpose capital works is likely to increase, therefore, with projects earmarked for defence more likely to be funded. The New Zealand defence plan already allows for housing, airfield and port facilities that can all have multiple uses.

There are also ethical considerations. Many consumers prefer not to invest in the arms trade, but components used in weapons manufacture often have non-military uses as well.

Similarly, many consumer items, such as phones, vehicles and food, can be purchased by the military but clearly have non-military uses. We may see more of the output of companies that also produce non-military items directed into defence.

All of this can make it difficult to classify a company as a defence contractor, and may be challenging for large investors (such as superannuation funds) with ethical investment policies. At the same time, the cost of not investing in defence firms might also rise as demand for their products or services increases and they become better investments.

Like people in general, countries prefer lower insurance premiums. But when risks increase, so too does the price of insurance. Voters will disagree on how much should be spent on defence, but that is largely a political question.

What economics teaches us, however, is that if you want to reduce your insurance premium, then reduce your risk. And that is something easier said than done.

The U.S. Food and Drug Administration today called for increased attention to product recall communications from industry leaders involved in the manufacturing and distribution of infant formula, baby foods, and foods intended for children.
As food production and distribution systems continue to advance alongside new communication technologies, the FDA is encouraging industry to examine how they communicate with the public, and continue to work with the Agency, whenever a product is recalled.
“Today I am asking food industry leaders to join me in my commitment to radical transparency, with a focus on ensuring the safety and wellbeing of infants and children,” said FDA Commissioner Marty Makary, M.D., M.P.H. “Protecting our most vulnerable is not just a moral duty—it is our responsibility. For many children, infant formula is their only source of nutrition. That’s why it’s vital that we use every tool at our disposal to enhance recall communication about these products and other foods for children.”
This outreach to industry leaders amplifies and supports the FDA’s priorities and recent efforts, including Operation Stork Speed, an FDA Expert Panel on Infant Formula, and increased stakeholder engagement.

RUIDOSO, N.M. — As families mourn the loss of the three lives taken in severe flash flooding, and as many New Mexicans are being forced to evacuate their homes and businesses, U.S. Senators Martin Heinrich (D-N.M.) and Ben Ray Luján (D-N.M.) and U.S. Representatives Teresa Leger Fernández (D-N.M.), Melanie Stansbury (D-N.M.), and Gabe Vasquez (D-N.M.) are calling on President Donald Trump to approve a Major Disaster Declaration request from Governor Michelle Lujan Grisham.

In a letter to President Trump, New Mexico’s Congressional delegation wrote, “We respectfully request that you take immediate action on the recent request for a major disaster declaration from the State of New Mexico in response to the severe weather system that produced unprecedented monsoonal rain statewide, causing severe thunderstorms and devastating flash flooding across multiple jurisdictions.

A Major Disaster Declaration would open up access to Public Assistance and Individual Assistance funds from FEMA. Public Assistance supports the restoration and reconstruction of public infrastructure and lands. Individual Assistance supports families from losses suffered due to the flash flooding.

The State is requesting Public Assistance, Category A through G, including Direct Federal Assistance for Lincoln County, Chaves County, Otero County, and Valencia County, as well as Individual Assistance, including Housing Assistance, Small Business Administration Disaster Assistance, Disaster Case Management, Transitional Sheltering Assistance, Serious Needs Assistance, Crisis Counseling, Disaster Legal Services, Disaster Unemployment, and Displacement Assistance for Lincoln County and Valencia County. Since this weather system started, it has impacted approximately 675 homes, with hundreds more under immediate threat of ongoing flooding in burn scars, and tragically caused at least three fatalities. Additionally, 70 distinct pieces of critical infrastructure have been damaged, including roads and bridges having been blown out by the floods and debris flow and drainage systems, water control facilities, and at least eight public buildings being destroyed or receiving severe damage. Many New Mexicans have been forced to evacuate their homes and businesses, often with livestock and pets.

It is imperative that the federal government provides full support needed for New Mexico communities to respond and recover. Anything less would leave families vulnerable and prolong the suffering of those already facing unimaginable loss.

MIL-OSI USA: SBA Relief Still Available to New Jersey Small Businesses and Private Nonprofits Affected by Drought and Excessive Hea

ATLANTA – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in New Jersey of the Aug. 11 deadline to apply for low interest federal disaster loans to offset economic losses caused by drought and excessive heat occurring June 1, 2024.

The disaster declaration covers the New Jersey counties of Atlantic, Burlington, Camden, Gloucester, Mercer, Monmouth and Ocean as well as counties of Bucks and Philadelphia in Pennsylvania.

Under this declaration SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

“Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”

The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

MIL-OSI Europe: Press release – Managing the influx of substandard goods from non-EU web shops

On Wednesday, Parliament adopted proposals to manage the growing influx into the EU of substandard and potentially dangerous cheap goods from non-EU web shops.

The report adopted with 619 votes in favour, 26 against and 46 abstentions identifies ways to alleviate the pressure on customs and market surveillance authorities struggling to check and ensure the safety of the 12 million small e-commerce packages arriving in the EU every day.

Warehousing and removal of customs tax exemptions

So-called “warehousing might be one helpful solution to check and ensure the safety of packages, MEPs say. This would involve convincing non-EU traders to set up warehouses inside the EU to process client deliveries. Checking their bulk shipments of similar goods into these EU-based warehouses would be considerably easier than checking individual packages coming to the EU from third countries.

MEPs also support the removal of the current customs duty exemption for goods worth less than €150 in the framework of the wider Customs Code reform, as approximately 65% of parcels entering the EU are deliberately undervalued.

Handling fee for small e-commerce parcels

The report cautiously supports the Commission’s proposal to impose a €2 handling fee for individual e-commerce packages from outside the EU, as announced in its communication on e-commerce. MEPs want the Commission to verify that this amount is proportionate, compliant with WTO rules, and would not be passed on to EU consumers.

Digitalisation and better rules enforcement

The report also suggests that digitalisation and especially the use of new AI tools and block chain technology might ease the customs overload and make checks more efficient. MEPs urge EU member states to allocate more money to customs authorities for the uptake of these new tools. They call on the EU to focus on implementing existing rules and make sure platforms fulfil their obligations.

MEPs also want member states to restrict high-risk vendors from operating in their critical infrastructure and border security systems, such as for the procurement of security screening and cargo scanning equipment used at airports and ports.

Next steps

Some of the proposals adopted today will be discussed during the negotiations between Parliament and Council on a major reform of Union’s Customs Code that started yesterday on 8 July 2025.
