    State University is on the front lines of avian flu research – Trump’s NIH cuts could jeopardize pandemic response
    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Finance Committee, joined the entire Senate Democratic Caucus in sending a letter to U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. expressing serious alarm over the Trump Administration’s recent decisions that threaten to undermine America’s life-saving biomedical research infrastructure, in violation of federal law.
    “This change to NIH’s indirect cost rate represents an indiscriminate funding cut that will be nothing short of catastrophic for the lifesaving research that patients and families are counting on. The Administration’s new policy means that research will come to a halt, sick kids may not get the treatment they need, and clinical trials may shut down abruptly,” the Senators wrote.
    Last week, the National Institutes of Health (NIH) announced it would set the maximum rate for indirect costs to 15 percent—creating a serious funding shortfall for research institutions of all types across the country. This move would dismantle the biomedical research system and stifle the development of new cures for disease.
    This Trump administration action is blatantly illegal as Congress’ bipartisan Labor-HHS-Education Appropriations law prohibits modifications to NIH’s indirect costs. Moreover, Congress specifically included this language in the law after President Trump similarly tried to unilaterally impose a sweeping across-the-board cut for research institutions in his first term – and Congress has included it in every appropriations law since then.
    Research entities in Washington state received $1.29 billion in NIH funding in Fiscal Year 2023, which supports nearly 12,000 jobs and nearly $3 billion in economic activity. A state by state analysis of total NIH funding, jobs supported, and economic activity supported through NIH research is available HERE.
    Earlier this week, Washington state Attorney General Nick Brown joined 21 other attorneys general in filing a multi-state lawsuit in the U.S. District Court for Massachusetts challenging the move. A federal judge in Boston temporarily blocked the NIH rate cut and set a hearing for February 21st.

    Dear Secretary Kennedy,
    We write to express our serious concern with the Trump Administration’s recent decisions that threaten to undermine the nation’s biomedical research infrastructure and set us back generations. The steps the Trump Administration has taken will create a serious funding shortfall for research institutions nationwide, threaten to undermine progress on lifesaving scientific advancements, could cost the U.S. economy billions of dollars, and threaten the livelihoods of hundreds of thousands of workers. 
    As the largest public funder of biomedical research in the world, NIH plays a critical role in sustaining the research infrastructure necessary for scientific breakthroughs in cancer treatment, infectious disease prevention, and medical technology innovation, among many others. President Trump has wreaked havoc on the nation’s biomedical research system in recent weeks. In his first several days in office, President Trump imposed a hiring freeze, communications freeze, ban on travel, and cancellation of grant review and advisory panels that are necessary to advance research. While some of these efforts have been reversed, they continue to cause confusion and miscommunication among researchers and recipients of NIH funds.
    Just last week, NIH announced an illegal plan to cap indirect cost rates that research institutions rely on. In capping indirect cost rates at 15 percent for NIH-funded grants, this policy would cut funding essential for conducting research, such as operating and maintaining laboratories, equipment, and research facilities. This change to NIH’s indirect cost rate represents an indiscriminate funding cut that will be nothing short of catastrophic for the lifesaving research that patients and families are counting on. The Administration’s new policy means that research will come to a halt, sick kids may not get the treatment they need, and clinical trials may shut down abruptly.
    These confusing and harmful policy changes threaten patient safety. The strength of the American research enterprise – recognized as the best in the world – is built on Congress’ bipartisan commitment to supporting essential research infrastructure. This funding, which Congress has long appropriated on a bipartisan basis, fuels groundbreaking medical discoveries and cements the United States’ position as the global leader in biomedical research.

    A new Government appointment of agricultural industry leader Rob Hewett to chair AgriZeroNZ will help boost the public-private joint venture’s efforts to get new tools, technology, and practices to lower on-farm emissions to farmers faster.

    Economic Growth Minister Nicola Willis and Agriculture Minister Todd McClay today announced Mr Hewett’s appointment to the Chair position for a three-year term until 3 February 2028.

    “We’re delighted to have appointed Mr Hewett to the board, following the recommendation of the joint venture’s private sector partners,” Ms Willis says.

    “As an experienced chair of several energy and agri-related entities, as well as a farmer, Mr Hewett’s strategic insights will make a significant contribution to driving forward AgriZeroNZ’s work to help farmers reduce emissions while maintaining their competitive edge.”

    “Kiwi farmers are some of the most innovative in the world and AgriZeroNZ is accelerating the development and deployment of practical tools and solutions to support our farmers increase productivity without closing down farms or sending jobs overseas,” Mr McClay says.

    “There’s currently $46.2 million committed across AgriZero’s investment portfolio, with 13 investments to date and a further 81 on the radar.”

    Tick-borne diseases, such as Lyme disease, are on the rise in people and dogs. Reported cases in people in the U.S. increased from about 12,000 annually in 1995 to more than 63,000 in 2022, according to the Centers for Disease Control and Prevention. However, not all diagnosed cases are reported and the CDC believes the true number of human infections is likely closer to 476,000 per year.

    The U.S. Food and Drug Administration regulates products that are used to help prevent, diagnose, and treat this complex disease.

    Who Gets Lyme Disease, What Time of Year?

    Lyme disease is a bacterial infection most commonly spread by the bite of infected ticks, which attach to any part of the body. 

    The CDC recommends you check your dog daily for ticks, especially after they spend time outdoors. Pay particular attention to the collar area and around the eyelids, ears, tail, under the front legs, and between the back legs and toes. 

    On people, you will most often find ticks in moist or hairy areas such as the groin, armpits, scalp, and other hard-to-see areas of the body. And while everyone is susceptible to tick bites, campers, hikers, and people who work in gardens and other woody and brushy areas with high grass and leaf litter are at the greatest risk of tick bites. As many a suburban gardener can attest, with the expansion of the suburbs and a push to conserve wooded areas, deer populations are thriving. Deer are important sources of blood for ticks and are important to tick survival and movement to new areas, increasing the contact between people and ticks that carry the bacteria.     In most cases, a tick must be attached for 36 to 48 hours or more before the Lyme disease bacterium can be transmitted. If you remove it within 24 hours, the risk is greatly reduced. Symptoms of Lyme disease may take 3-30 days or longer to appear.

    In most cases, tick bites are reported in the summer months when ticks are most active and people spend more time outdoors. But this can extend into the warmer months of early autumn, or even late winter if temperatures are unusually high. Similarly, a mild winter can allow ticks and other insects to thrive and emerge earlier than usual.

    How to Safely Remove a Tick

    1. Using fine-tipped tweezers, grasp the tick as close to the skin’s surface as possible.
    2. Pull upward with steady, even pressure. Don’t twist or jerk the tick. Your goal is to remove the entire tick, ideally in one piece, including the mouth parts embedded under the skin.
    3. Thoroughly clean the bite area and your hands with rubbing alcohol, an iodine scrub, or soap and water.

    Not all ticks carry Lyme disease, and some ticks carry other diseases. To avoid infecting yourself, never crush a tick with your fingers. For more information on the safe removal, disposal and identification of ticks visit CDC.gov/ticks.

    Prevention

    What can I do to prevent Lyme disease?

    • Avoid wooded, brushy, and grassy areas, especially during warmer months (April – September), although tick exposure can occur anytime.
    • Wear light-colored clothing so that you can see ticks that get on you.
    • Treat clothing and gear with products containing 0.5% permethrin (cat owners should be very careful using these products as they are highly toxic to cats).
    • Apply insect repellents on uncovered skin, and ensure the products are registered by the Environmental Protection Agency.
    • Wear long pants and long-sleeved shirts, and shoes that cover the entire foot.
    • Tuck pant legs into socks or shoes, and tuck shirts into pants.
    • Wear a hat for extra protection.
    • Walk in the center of trails to avoid brush and grass.
    • Remove your clothing after being outdoors, and wash and dry them at high temperatures.
    • Do a careful body check for ticks after outdoor activities.

    There are no licensed vaccines available in the U.S. to help prevent Lyme disease in people.

    Symptoms and Stages

    Symptoms of early-stage Lyme disease include:

    • muscle and joint aches
    • headache
    • fever
    • chills
    • fatigue
    • swollen lymph nodes

    Another common symptom of Lyme disease is a rash (referred to as “Erythema migrans”). As many as 80% of infected people may develop a rash, however the characteristic “bull’s-eye” rash appears only 20% of the time. 

    Later-stage symptoms may not appear until weeks or months after a tick bite. They include:

    • irregular heartbeat and/or heart palpitations 
    • arthritis (usually seen as pain and swelling in large joints, especially the knee)
    • nervous system abnormalities

    When left untreated, the bacterial infection can spread to joints, the heart, and the nervous system and cause permanent damage. Lyme disease is rarely fatal. 

    However, if not treated properly, Lyme disease can become a chronic illness where symptoms might continue for weeks, months, or even years after the initial tick bite.

    Lyme Disease in Dogs

    Dogs can get Lyme disease, too. Typical symptoms in dogs include swollen joints and lameness, fever, and loss of appetite. Experts in the FDA’s Center for Veterinary Medicine say dogs with Lyme disease occasionally develop serious kidney disease that can be fatal.

    There are ways you can reduce your dog’s risk for tick bites and Lyme disease, which also reduces the risk of infection for you because there is less chance of an infected tick crawling from your dog onto you and then biting you. 

    • Regularly check your dog for ticks. 
    • Avoid allowing your dog to roam in tick-infested areas. 
    • Treat your dog year-round with topical, oral and/or collar tick products. Talk to your veterinarian about which product is best for your dog.

    Lyme disease occurs much less frequently in cats than in dogs, and cats’ susceptibility to the disease continues to be the subject of research. However, the same precautions for dogs apply to cats, especially if your cat goes outside, because ticks on cats can crawl onto people, and ticks also carry other diseases besides Lyme disease that are harmful to cats.

    There are several FDA-approved products that treat and control tick infestations on dogs and cats. A couple of tick products are also approved for dogs to specifically prevent infections with the bacteria that cause Lyme disease by killing the ticks before they can spread the bacteria.

    Lyme disease vaccines are available for dogs, but not for cats. Talk to your veterinarian to see if vaccination is appropriate for your dog.

    Lyme Disease Tests and Treatment

    If you think you or your dog may have Lyme disease, contact your physician or veterinarian right away. 

    Your doctor or veterinarian may test for Lyme disease, and/or they may immediately begin antibiotic treatment, depending on the symptoms you or your dog exhibit. 

    Most blood tests check for the antibodies produced by the body to fight Lyme disease. CDC experts report it may take several weeks after a tick bite for initial antibodies to develop. Because of this, the blood tests may not be accurate if done soon after a tick bite. 

    For this reason, your doctor or veterinarian may recommend treatment with antibiotics before the diagnostic tests are complete. According to the CDC and other experts, people treated with appropriate antibiotics in the early stages of Lyme disease usually recover rapidly and completely. 

    In dogs, the more subtle early stages of Lyme disease often go unnoticed. Even if your dog appears healthy, your veterinarian may recommend yearly screening for Lyme disease, especially if you live in an area where Lyme disease is common and your dog is frequently outdoors. If your dog is positive, your veterinarian may recommend additional testing, such as a urinalysis and other blood tests.

    Before deciding whether your child should participate in a clinical trial, there’s a lot to know, including the risks and benefits. Let’s take a look.

    Clinical Trials Can Help Improve Medical Treatments

    Clinical trials are voluntary research studies conducted in people and designed to answer specific questions about the safety and/or effectiveness of new drugs, vaccines, and medical devices.

    Interventional studies may also seek to answer questions about new ways of using existing products that are approved, cleared or licensed by the U.S. Food and Drug Administration for certain uses.

    If your child enrolls in a pediatric clinical trial, they could be offered an experimental product that may (or may not) be better than those already being used. Generally speaking, by law, giving an experimental product to children must provide a potential clinical benefit that justifies the risk of using the experimental product. Also, the children who participate in the clinical trial generally must have the disease or condition being studied.

    Under limited circumstances, children may be exposed to the risks of an experimental medical product that does not offer any potential clinical benefit. In that case, the risks must be sufficiently low and the information to be gained must be important to understanding or treating the children’s disease or condition.

    Clinical studies give us important information about the safety and effectiveness of an experimental medical product. This information informs the FDA’s review of medical products. In addition, it guides whatever information goes in the approved, cleared, or licensed product labeling, including, for example, about the right dose of a drug to use.

    The Importance of Clinical Trials in Children

    Not all drugs or devices approved, licensed, cleared or authorized for marketing by the FDA have been labeled for use in children. So, by necessity, doctors may routinely treat children with a drug or device that has been studied in adults and approved for adult use but may not have been studied in children, or may have been studied in a different group of children. For example, a drug may have been evaluated in adolescents but not in newborns.

    Children’s responses to medical products can’t always be predicted from data collected in studies of adults. As children grow, their bodies change. Those changes can mean children of different ages may experience differences in the effectiveness or side effects of a medical product and, for example, may need a different dosage.

    For devices, clinical trials may also be needed to verify design modifications for children and to establish age-appropriate use of the device. Designing a medical device for children can be challenging because children are often smaller and more active than adults.

    Medical devices may be diagnostic or therapeutic. Some devices may require different settings and algorithms to ensure they are safe and effective for children. Others may be implanted and may need to be adjusted as a child grows. Adult data may not always predict the potential risks in children.

    How Clinical Trials Are Conducted

    Safeguards are in place to ensure the rights and well-being of children in clinical trials. Depending on the type of clinical trial and the product being evaluated, a child may get an investigational product, an approved, cleared, or licensed product known to be effective, or an inactive substance or device (placebo).

    In a clinical trial, children may not be deprived of a treatment necessary for their health. So, in some cases the investigational product a child receives in a clinical trial may be added to the treatment they are already receiving for their condition, unless the risks of stopping the established treatment are low. For example, if the child has seizures and is taking a particular drug that helps control the seizures, they would likely continue to take that drug and also take the investigational product (or placebo) being studied in the clinical trial to treat seizures.

    A clinical trial that evaluates an investigational product might be no riskier than your child being treated with an FDA-approved, cleared, licensed or authorized product that has not been evaluated in children. For one, monitoring for possible side effects (also known as adverse events) generally would be much more intensive in a research study than when a drug is prescribed, or a device used, by a doctor outside of a clinical trial.

    What You Should Know Before Enrolling Your Child in a Clinical Trial

    Talk with your child’s pediatrician before enrolling in, and during, a clinical trial. Your health care professional can serve as an adviser to your family and help you evaluate the potential benefits and risks of the study.

    They can help you think about important questions to ask the investigator in charge of the clinical trial and decide if it is right for your child. The people doing the research study may include doctors, nurses, research coordinators, social workers and other health care professionals.

    Enrolling your child a clinical trial is an important decision. Learn as much as you can beforehand.

    Ask questions. Write down a list of questions and take it with you when you meet with the investigator in charge of the clinical trial. Some examples include:

    • What is the evidence that the investigational product might help my child?
    • How will you check to see if the investigational product is working?
    • Are there any concerns that the investigational product could be unsafe?
    • How closely will my child be monitored if there are problems?
    • Who do I call if I’m concerned that there is a problem?

    Take notes during the discussion. Read the notes back to the investigator to make sure you heard everything correctly. Ask, “Can I tell you what I think this is about, and you tell me if I’m right or not?”

    Ask for contact information if you would like to talk to other parents whose children are participating in the clinical trial. The study team can provide this information if they get permission from other parents to have you contact them.

    Take your time. Before signing the informed consent document, think about it. Talk it over with your child, your family, your child’s health care professional and other trusted people before signing.

    Follow your instincts. If you’re not satisfied with the information given to you and the answers to your questions, don’t enroll your child.

    Clinical trials are voluntary. After you enroll in a study, you can take your child out of the clinical trial at any time. It’s important to talk to the study team if you want to stop participating in the trial. You may need to follow up even after stopping to make sure your child does not have any side effects from the investigational product.

    Good morning to you all. Thank you to Simon and his team at the Business Chamber for having me. It’s a pleasure to be here.

    I especially want to thank members of the business community for being here this morning. I can imagine it’s been a heavy workload listening to speeches about the economy. Perhaps there’s an opportunity to raise productivity right there, but I hope today I can share ideas that are good for all of us. We know this country cannot change its size or distance to market, and better public policy is our best collective hope.

    I’m going to talk mostly about the economic challenges we face, the Government’s policy prescriptions for fixing them, and report on our progress. However, there is one of those proverbial elephants in the room.

    The Elephant

    This elephant is the breakdown of political consensus on liberal democracy and economic orthodoxy. It is particularly strong across generational lines. If you doubt that, think about Helen Clark’s Government, and how it contrasts with the opposition today.

    There will be some who, at the time, believed Clark’s Labour Government was turning New Zealand into Helengrad. But if we’re objective, Helen Clark’s Government was well to the right of the current opposition. It’s not National that’s changed; they have been consistent. It is Labour who’ve moved radically to the left.

    A broad based, low-rate tax system without any capital gains tax. A pragmatic approach to government ownership, with occasional interventions in rail and banks. A commitment to liberal democracy above all, with one person, one vote, regardless of background.

    In some ways, Helen Clark was even to the right of John Key. She refused to sign the United Nations Declaration on the Rights of Indigenous Peoples, which Key’s Government did. The Māori Party was formed due to her legislating over the Ngati Apa court case with the foreshore and seabed legislation, a position that the Key Government partially reversed.

    The debates at the time were really about the parameters of the social insurance scheme that is the welfare state. The premiums, being taxes, could be higher or lower. The payouts, being benefits and services, could be more or less generous, but the big debates of the day were still about the parameters of a giant insurance scheme.

    Fast forward to today, and we can no longer rely on a cross-party commitment to liberal democracy and economic orthodoxy. Were the Government to change, we would face a Government where one party seriously suggests an appointed Treaty Commissioner should have a veto on the elected Parliament.

    The same party openly opposes the concept of democracy, frequently shouts racial abuse across the debating chamber, where it even gets up to do war dances in people’s faces. Their website even claimed racial genetic supremacy but has few practical policy solutions for the most disadvantaged group in the country.

    The Labour Party constitution is clear that political power should be wielded only by those elected in frequent, free and fair elections conducted by secret ballot. Helen Clark lived it; Chris Hipkins has taken two positions on the Treaty Commissioner in one week.

    Chris Hipkins is a politician we have to admire. Slipperier than an eel fed on sausage rolls, no politician has glided over failure like Chris Hipkins.

    In a multi-year crime wave he was Minister of Police.

    In the biggest attendance and achievement slump in the history of our country he was Minister of Education.

    When the public service added 30 per cent more workers for no better output, he was the Minister for the Public Service.

    In many ways those problems were caused by the COVID-19 pandemic and the Government’s response to it. He was also the Minister for COVID-19, where his responsibilities included testing, tracing, making logical rules, and ordering the vaccines on time.

    Now you see why he wants to campaign on the record of the current Government, instead of his own. He is running what political campaigners call a ‘small target’ strategy, which should come naturally.

    Except, nature abhors a vacuum. Besides Te Pati Māori, you have the Greens. Like the other two, they are very different from their forebears, when liberal democrats like Jeanette Fitzsimmons and Rod Donald campaigned on the environment.

    It you take the time to listen to Chlöe Swarbrick she says things like “Parliament isn’t the system we’d design today,” and “if you think you’re crazy you’re not, it’s the whole system.” She promises taxes on assets, not just gains in asset values.

    The underlying message is that your problems are caused by others’ success, but their gains are ill-gotten so they and the system that enabled them must be torn down. It is a revolutionary, rather than evolutionary, message.

    Stability

    Now, there will be some people here wondering when I’m going to talk about the Government and my role in it. I will, but I think the changes in the political landscape are important and material enough to discuss.

    What’s more, the Government has signed up to a number of policies designed to increase policy stability. One of them I’d like to talk about more than the others, but there’s three in the ‘quasi-constitutional’ space that I think are worth mentioning.

    The four-year term is an old chestnut. It’s been defeated twice before in New Zealand, and we’re a global outlier as a result. We’re one of nine Parliaments in the world beside around 170 that have four or five-year terms.

    The Government is committed to introducing legislation that would put a four-year term to referendum, and make the select committees opposition controlled. Lawmaking would be slower, and would face tough scrutiny at committees where the public can submit. At the moment, select committees have Government-aligned majorities. It is one of the most powerful things we can do to improve the quality of policy making and debate in New Zealand.

    The Treaty Principles Bill also seeks to enhance the role of liberal democracy. Even those who say they vehemently disagree with the Bill are showing up to Parliament and submitting. In fact, there have never been so many submissions to Parliament on one Bill.

    It is not only the contents of the Bill that reinforce liberal democracy, it is the inherent effect of taking the debate back to Parliament that is important. We need to be a country where, as the Labour Party constitution says, important decisions should be made by people subject to frequent, free and fair elections with a secret ballot. In other words, democracy.

    The Regulatory Standards Bill

    The policy stabilising initiative I’d most like to talk about, though, is the Regulatory Standards Bill. It is crucial that we improve the quality and stability of our regulatory environment. The reason is our woeful productivity growth.

    The Government inherited an economy that, on an individual basis, was in recession. Economic output per person has been falling since the September 2022 quarter. In the year to June 2024, GDP per capita fell 2.7 percent.

    Behind those short-term numbers there’s an even bleaker story. While productivity growth averaged 1.4 per cent a year between 1993 and 2013, it only averaged 0.2 per cent over the last decade.

    If productivity growth had continued to grow at 1.4 per cent a year since 2013, productivity, and therefore wages, would today be about 14 per cent higher. New Zealanders would have been much better placed to endure a cost of living crisis if their wages were 14 per cent higher. In a sense, the cost of living crisis is really a productivity crisis.

    Higher productivity means a pay rise and help with the groceries for parents struggling to get by. It means the ability to pay for a doctor’s visit for a sick child. It’s the difference between owning your own home and continuing to rent.

    In short, it’s the difference between a good life and scraping by. Despite what you will hear from the Greens and Te Pāti Māori, we have an obligation to future generations to ensure productivity grows much faster.

    Access to skills and capital really matter for productivity. Skillful people, working with good technology, can produce more than people with less of those things. It’s critical that we do better in education, and this Government can point to a content-rich curriculum, a massive effort to reverse the COVID-19 slump in attendance, and education meeting entrepreneurship in the form of charter schools.

    Charter Schools

    Actually, let’s have a small diversion into charter schools. They are also designed to slow down the political turbulence that prevents people getting their job done. So many times I’ve asked state school teachers, “what if you could sign a contract that stopped the Government of the day introducing new policies, often diametrically opposed to the ones you’ve just got used to, for ten years?”

    That’s what a ten-by-ten-by-ten charter school contract does. It gives educators space to innovate, because innovation is what we need.

    The first school that opened this year, Mastery School in Christchurch, is a partner school to Mastery in Australia. What’s really interesting about Mastery is their use of interns. I believe the last twenty years of degrees for everyone has been a failure. On-the-job learning is coming back into vogue.

    Meanwhile, schools everywhere are desperate for extra teaching assistants, and Bachelor of Education students are working part-time minimum wage jobs completely unrelated to their long-term career. There’s an obvious solution to this, and Mastery are doing it. Because they are bulk funded, they can employ more teaching assistants. It is a win-win.

    The real winners are the students, some of whose families have visited Australia to investigate the schools and moved to Christchurch to attend. They are proven for raising educational achievement. Last year their achievement data showed students achieving at much higher levels than state schools in core areas of reading, mathematics and spelling.

    • Reading: 1.6 years progress in 1 year.
    • Mathematics: 1.5 years progress in 1 year.
    • Spelling: Average of 1.5 years growth after 1 year.
    • Average of 82% attendance across all campuses.

    New funding provided in Budget 24 allows up to around fifteen new charter schools and the conversion of 35 state schools to charter schools this year and the following year. Applications from sponsors who want to open charter schools opened mid-last year.

    Preparation for an expressions of interest process for current state schools to convert into charter schools is underway. The next round of applications to establish new charter schools will also run over the next few months.

    The independent Authorisation Board received 78 applications in its first application round from sponsors wanting to establish charter schools. The country is thirsting for options and innovation.

    Overseas Investment

    While we’re on diversions, it is not only the skills where we need better policy, but also the investment in capital.

    Attracting more overseas investment is a vital part of the Government’s economic strategy. But our overseas investment laws are among the worst in the developed world and they are seriously holding back economic growth and wages.

    Nearly every other developed country has less obstructive laws than New Zealand. They benefit from the flow of money and the ideas that come with overseas investment. The truth is that, in the overseas investment game, New Zealand has been benched by international investors. Being 38th out of 38 countries for openness to investment means we’re simply not in the game.

    International investors report that our rules impose significant compliance costs, delays, and uncertain outcomes. The timeframe for a general benefit test is 70 working days and costs $68,000.

    That’s not to mention the potential investors who are discouraged from even considering New Zealand as an opportunity and simply go elsewhere.

    We are 26th out of 38 for foreign investment as a percentage of GDP, which doesn’t sound so bad until you consider the size of our economy. United States, with its massive internal market, could afford to close itself off, but it is more open than us and gets more investment as a percentage of GDP than us.

    It would be bad enough if the world was standing still, but our partners, such as Australia’s Labor Government, are moving to liberalise their overseas investment settings further.

    There’s a simple equation that is holding back wage growth: workers with more capital get paid more. They work with better tools and technologies and, as a result, they are more productive. Other countries have more capital than us because we have one of the most obstructive overseas investment laws in the world. New Zealand workers have less capital to work with so they get paid less than they could.

    I’ve seen the difference that overseas investment can make. I once visited two businesses in the same industry on the same afternoon. Both had skilled and passionate people with good ideas. One had overseas investment, though, and benefited in two ways. They had more money for machinery, and they had more know-how for manufacturing and marketing their product by receiving knowledge from their partners offshore.

    Growth in the capital that workers have available to use has not kept pace with strong labour force participation. As a result, our capital-to-labour ratio has been flat for the last ten years or so. It’s probably not a coincidence that our productivity growth has also be flat over the past decade.

    If we are going to raise wages, we can’t afford to ignore the simple fact that our competitors gain money and know-how from outside their borders.

    The Government intends to simplify our overseas investment rules and I will be making an announcement about this very shortly.

    Back to Regulation

    So, yes, skills and investment are important, and I’m proud to be lending a hand to the Government’s efforts to bring entrepreneurship into education and investment into the country, but it’s the regulatory environment where I believe we can make the most progress.

    New Zealand’s low wages can be blamed on low productivity, and low productivity can be blamed on poor regulation. Bad regulation is killing our prosperity in three ways.

    1. It adds costs to the things we do. It’s the delays, the paperwork, and the fees that make too many activities cost more than they ought to. It’s the builder saying it takes longer to get the consent than it took to build the thing. It’s the anti-money laundering palaver that ties people in knots doing basic things but somehow doesn’t stop criminals bringing in half a billion dollars of P each year. It’s the daycare centre that took four years to open because different departments couldn’t agree about the road noise outside. I could go on.
    2. There’s the things that just don’t happen because people decide the costs don’t add up once the red tape is factored in.
    3. There’s the big one that goes to the heart of our identity and culture. It’s all the kids who grow up in a country where people gave up or weren’t allowed to try. It’s the climbing wall at Sir Edmund Hillary’s old school with signs saying don’t climb. It’s the lack of nightlife because it’s too hard to get a license. It’s the fear that comes from worrying WorkSafe or some other regulator will come and shut you down. You can’t measure it, but we all know it’s there.

    The Kiwi spirit we are so proud of is being chipped away and killing our vibe. Nobody migrated here to be compliant, but compliance is infantilising our culture, and I haven’t even mentioned orange cones yet.

    It’s clear that now is the time for a significant reset. Many governments over the years have paid lip-service to cutting red tape. This Government is committed to doing something about it.

    Perhaps the biggest single policy problem New Zealand faces is the Resource Management Act. Someone once said you can fill a town hall to stop anything in this country, but you can’t fill a telephone box to get something started.

    Chris Bishop and ACT’s Simon Court are designing new resource management laws starting with the principle of private property rights. The result will be a law that makes it easier to get stuff done in this country.

    My colleague, Brooke van Velden, as Minister for Workplace Relations and Safety, has repealed Fair Pay Agreements and reintroduced 90-day trials. She’s now set her sights on simplifying our health and safety laws, tackling the problems being caused by the Holidays Act, and providing certainty in the law around contractors and personal grievances.

    Another of my colleagues, Nicole McKee, is determined to bring some sanity to our anti-money laundering laws and provide regulatory relief for individuals and businesses who have to use that law. It begins with bringing all AML under the DIA as a single supervisor instead of three, as well as exempting some activities as a start.

    Chris Penk is opening up the building products market to foreign competition to get prices down, and Andrew Bayly is making various reforms to the CCCFA.

    Red Tape Tipline

    In November last year, we launched a new Red Tape Tipline. This is an online tool on the Ministry’s website where people can make submissions about red tape that affects them.

    So far, over 500 tips have been sent in. I am not at all surprised to see such an outpouring of discontent from Kiwis who are sick of red tape.

    The Tipline has quickly become a key tool helping the Ministry to find and deal to the red tape preventing people from getting things done.

    Some of the biggest themes coming through the Tipline are about traffic management and anti-money laundering. The Ministry is working with other government agencies to identify and cut red tape.

    My message to all the tradies, farmers, teachers, chefs, and engineers out there – every person doing productive work – is this: If there’s red tape in your industry that needs to go, we want to know about it.

    Sector reviews

    We also have three sector reviews underway – Early Childhood Education, Agricultural and Horticultural Products, and Hairdressing and Barbering.

    The ECE report was delivered at the end of last year with fifteen recommendations. They will reduce compliance costs and headaches for ECE providers and help encourage more providers into the market, so parents have more affordable options. I’m taking all fifteen recommendations to Cabinet.

    The Agricultural and Horticultural products review has been widely welcomed by farmers, growers and industry. They say that delays in getting access to these products are too long and the process is too complex. They are put at a disadvantage because they cannot get products that have been approved by other OECD countries. I look forward to receiving the final report and progressing changes soon.

    At the end of last year we launched a short, sharp review into outdated rules around the hairdressing and barbering industry. Hairdressers and barbers are a billion-dollar industry of more than 5,000 mostly small businesses employing 13,000 people. They are trying to work with outdated rules from the 1980s which include specifying the amount of space between seats and exactly how bright the lights have to be. The Ministry is engaged with the industry now and will deliver findings by end of March.

    I anticipate announcing the Ministry’s fourth regulatory review in the next few months.

    Regulatory Standards Bill

    I am looking forward to the introduction of the Regulatory Standards Bill later this year.

    The Bill is a long-term solution to ensuring quality of regulation. It seeks to bring the same level of discipline to regulation that the Public Finance Act brings to public spending.

    The Bill will codify principles of good regulatory practice for existing and future regulations. If we want to remain first world, we need to change how we regulate. No law should be passed without showing what problem is being solved, whether the benefits outweigh the costs, and who pays the costs and gets the benefits. These are the basic principles of the Bill.

    Some regulations operate differently in practice than they do in theory. To make regulators accountable to the New Zealanders they regulate, the Bill contains a recourse mechanism by establishing a Regulatory Standards Board. The Board will assess complaints and challenges to regulations, issuing non-binding recommendations and public reports.

    This is about raising the political cost of making bad laws by allowing New Zealanders to hold regulators accountable. The outcome will be better law-making, higher productivity, and higher wages. Because New Zealanders will be able to spend more time doing useful work, and less time complying for little reason.

    Conclusion

    The Government is committed to a goal of delivering more economic growth for New Zealanders. And the way we get that is clear: we need to get government spending down and cut through regulation.

    We don’t unlock growth by transferring significant resources from the private to the public sector. We don’t get richer by taxing you to pay your competitors. And we won’t stay a first world country by just nipping and tucking at the regulatory thicket that’s grown in recent decades. We unleash growth by letting the business community free to invest, create jobs, adopt new technology, innovate, and sell to the world.

    BACKGROUND
    Senator Marshall is a founding member of the Make America Healthy Again (MAHA) Caucus, which will focus on nutrition, access to affordable, high-quality, nutrient-dense foods, improving primary care, and addressing the root causes of chronic diseases. 
    Senator Marshall met with Kennedy last December, where they discussed addressing chronic disease, improving nutrition and food policy, ensuring vaccine and drug safety, empowering the physician-patient relationship, and leaving our world cleaner, safer, and healthier for future generations.
    In early February this year, Senator Marshall voted to advance Kennedy during his Senate Finance Committee confirmation hearing. 
    Senator Marshall also recently wrote an op-ed in The Hill supporting Kennedy’s nomination.

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA), a member of the Senate Health, Education, Labor and Pensions (HELP) Committee, spoke on the Senate floor in opposition to President Trump’s nomination of Robert F. Kennedy, Jr. to lead the Department of Health and Human Services (HHS).
    “I don’t believe Mr. Kennedy can separate fact from fiction. I don’t believe Mr. Kennedy can separate conspiracy from content,” Kaine said. “Now, you wouldn’t want someone suffering from that challenge in any position of leadership at any level of government—local, state, or federal. But this particular position, the Secretary of Health and Human Services, one of the most important positions in the nation as it respects to people’s physical and mental health, is exactly the wrong kind of a position for someone who can’t tell fact from fiction or content from conspiracy.”
    Kaine continued, “… the American public needs to be able to rely on HHS and other critical agencies for information that is not just about the state of their savings account or housing costs. This is about life and death.”
    Kaine then discussed the Gardasil vaccine, which is manufactured in Virginia and protects Americans from certain cancers caused by HPV, and raised concerns about RFK, Jr.’s previous comments on Gardasil. Kaine said, “[RFK, Jr.] has said that the vaccination is one of the most dangerous vaccines ever created. He has said that it’s dangerous and defective. On one of his website articles on his blog, he said that ‘it is inescapable that Gardasil kills girls.’ …He cannot separate fact from fantasy, content from conspiracy.”
    “This inability to tell the difference between fact and fiction and content and conspiracy would be dangerous enough if it was just about health information,” Kaine said. “But this individual’s inability to tell the difference between fact and fiction and between conspiracy and content is not just limited to health.”
    Kaine then brought up a previous post from RFK, Jr. posted on July 5, 2024, in which he refused to “take a side” on 9/11 conspiracy theories. Kennedy, Jr. so badly flunks the test of what is needed—careful, reasoned information that people can count on—that I urge my colleagues, even if you voted in a committee, even if you voted on a procedural resolution to move this to the floor, stop now. You can still stop now. Don’t hurt this country. Don’t hurt the health of this country by putting someone in office who can’t even understand what happened on 9/11.”

    WASHINGTON – Today on the Senate floor, U.S. Senator Brian Schatz (D-Hawai‘i) underscored the troubling record of President Donald Trump’s nominee for Health and Human Services Secretary Robert F. Kennedy Jr., whose efforts in Samoa to deceive families about measles vaccines led to a deadly outbreak that killed more than 80 people, many of whom were young children. Schatz urged his colleagues to vote against RFK Jr. in tomorrow’s confirmation vote.

    “It’s not often that the stakes of a vote to confirm a cabinet nominee are this high. But tomorrow, when we vote on the nomination of Robert F. Kennedy Jr. to be the Secretary of Health and Human Services, the stakes will be life or death,” said Senator Schatz. Mr. Kennedy, in his words, but more importantly in his actions, has proven over and over that he is a unique danger to society. But he’s on the edge of becoming the country’s top health leader with the power to unleash bygone diseases and undermine trust in science for generations to come.”

    “For the first time ever, we will have a Health Secretary who has actively helped cause outbreak instead of to contain them,” he continued. “We’ll have someone in charge of medical research who’s taken every opportunity to undermine science instead of promoting it. We’ll have someone who’s never come across a wacky idea that he didn’t like, whether it’s that antidepressants are causing mass shootings or that chemicals in the water are turning kids gay… Those two things should be immediately disqualifying.”

    Schatz recounted the story of how Kennedy traveled to Samoa in 2019 to discourage people from taking the measles vaccine which ultimately led to an outbreak in which thousands of people were infected and 83, mostly children, died.

    “It is so chilling to contemplate the idea that someone as recognizable as a Kennedy would fly across an ocean to a small, developing country and basically tell everybody, ‘Be afraid of this lifesaving medicine’,” Schatz concluded. “If you think it’s a good idea to leave all of these diseases in the rearview mirror, then this is a very bad person to have running the Department of Health and Human Services.”

Mr. Kennedy, in his words, but more importantly in his actions, has proven over and over again that he is a unique danger to society.

For the first time ever, we will have a Health Secretary who has actively helped to cause outbreak instead of to contain them. We’ll have someone in charge of medical research who has taken every opportunity to undermine science, instead of promoting it.

    We’ll have someone who’s never come across a crazy idea that he didn’t like, whether it’s that antidepressants are the cause of mass shootings or chemicals in the water are turning children gay.

    This is the Secretary of the Health and Human Services Department. Those two things right there should be immediately disqualifying. This should be 100 to 0. This guy used to be a Democrat. This guy was pro-choice. This guy was for clean energy. This shouldn’t be a partisan issue except to say for HHS, you need somebody who has devoted their life and hopefully has some expertise in the area of public health.

    And it’s not just that we didn’t get someone who has expertise in public health. We have someone who has caused disease and death. And I say those words with precision. I understand that both sides of the aisle are prone to exaggerating their case, and being apocalyptic. When we describe a pending vote, I’ve been here for a while, and everything is always the most important vote that we will ever cast.

    And I don’t know if this is the most important vote we’ll ever cast. I do think, gosh, I hope I’m wrong. I really do hope I’m wrong. But I do think this is likely the Cabinet Secretary vote that is likely to age the most poorly, because this person has the potential to actually cause diseases like rubella, like mumps, like measles, like polio, that have been gone for many generations because we have a vaccine regime.

    And I want to tell you what he did in Samoa. In 2019, he flew to Samoa to discourage people from taking the measles vaccine. And the reason was that he wanted to run a quote, natural experiment to see how people would fare against the disease without protections. Now, some of you may know this. My father was the first whistleblower against the Tuskegee experiments in which the United States Public Health Service did a similar thing.

    They knew that penicillin cured syphilis, and they knew that for the most part, untreated syphilis caused death. But the US Public Health Service decided to divide a cohort of African-American men into two parts. One would receive the medicine and be safe and be cured, and another cohort would receive a placebo and not get the lifesaving cure for syphilis.

    And why did they do that? To quote, “observe the disease process”.

    To observe the disease process. So when you when you investigate whether or not a medicine works, there’s a whole process to it, right? The FDA double blind studies all the rest of it. But the basic idea is you’re trying to get to some level of reliability and statistical significance so that you can project out into the population what’s going to work and what’s not.

    Now, the second way to do this is say you can achieve statistical significance until you just let a bunch of people get sick and figure out what happens. The United States Congress, led by someone with whom I served for a couple of years, Tom Harkin, when they found out about the Tuskegee experiments, made a law against the U.S. Public Health Service ever doing that again because it’s immoral.

    It’s bad science. Sure. But more than that, it treated these African-American men as if they were worth experimenting on, as if this this category of human beings in the United States were expendable for scientific research purposes. And that’s exactly what happened in Samoa. And it’s exactly what happened in Samoa.

    6000 people got the measles. 83 people died. 79 of them were kids. It is so chilling to contemplate the idea that someone as recognizable as a Kennedy would fly across an ocean to a small, developing country and basically tell everybody, be afraid of this lifesaving medicine. And it’s saw he did that once and said, I’m sorry I misunderstood or I’m being misunderstood.

    This dude actually sells onesies on his website saying, I think it’s like “unvaxxed and unafraid” for a little baby. This guy has views that are out of the mainstream of, I would guess, 99 out of 100 United States senators. And I do understand the pressure that some of my colleagues are facing. They’re being told if you vote against one Trump nominee, you will be primaried.

    So that’s not a small amount of pressure. But this one, I just promise you, it’s not going to age well.

    Some of my colleagues are expressing reservations in private. And I think that’s better than not expressing any reservations at all. And some of them are getting private assurances from Mr. Kennedy that he does not, in fact, hate all vaccines. He just wants to answer questions and all the rest of it. I am not reassured. I think this person has demonstrated over a pretty long career that he says whatever is convenient in the moment, right?

    This is like an unreconstructed, he’s a Kennedy. He was running for president in the Democratic primary, and now he’s a Trump guy, like ten months later. What does that mean? It means he’s got no core values, right? Like there’s just no way to go from over here to over here politically in such a short period of time, except that he was offered something, and he was offered this job.

    And why does he want this job? Because he’s got a very specific view about public health.

    And I just want to make one other point. The problem of our food system. Right. The problem of the extent to which we subsidize ultra-processed foods that are coming from commodities that are subsidizing the farm bill and causing people to get increasingly diabetic, and all the related health problems that happen related to that. Like, that’s a really legitimate place to do some good bipartisan work.

    And I would love to do that. It’s also not what the HHS secretary does, what the United States Department of Agriculture does, for the most part, and it’s what the Congress does. The problem is the farm bill. The problem is you get what you subsidize. And we are subsidizing all the corn products and all the soy products and all the sugar products that go into the lab tested extra delicious, extra bad for you, extra addictive stuff that is making us all.

    Even though we’re the wealthiest country in human history, a very unhealthy country. And so if that’s all this guy we’re working on, you can count me in. But if your idea of public health has to do with healthy food, has to do with prevention, has to do with understanding that our food system and our agricultural system and our USDA and our farm bill process is essentially broken.

    You don’t actually have to purchase this kind of crazy, evil stuff. You just don’t you don’t have to do it. There’s lots of good people on the food system side. You can work with, work for, cheer on, organize with. But this man is going around… he’s not talking about the COVID vaccine.

    He’s not talking about whether or not it’s appropriate to require masks in public, where Democrats and Republicans are, like, still arguing about stuff like that. He’s talking about stuff that like, if you’re a parent and now you don’t know whether when your kid goes to school, they’ve reached herd immunity for stuff that is like way, way, way generations back in the rearview mirror.

    And so I don’t know if this is going to mark one of the most important public health moments in American history, but I can’t think of another time where we actually have the technology, we have the medicine, we have the science, we have the distribution system, we have the public infrastructure to keep people safe. And we just decide by a vote of 53 to 47 to make people unsafe.

    So Secretary of Defense, DNI, all these are important. Treasury. Every cabinet position is important. It’s going to be a little more challenging to know whether your vote is vindicated in the sweep of history. I think this guy is going to age very poorly in the job, because I think we are going to see bad public health outcomes very, very shortly.

    This really is a matter of life and death. And I understand what I have learned over the last ten days is if Republicans are going to display courage, it’s not going to be on the cabinet. There are a few that have voted, you know, not with their party, but for the most part, like they’re in line, and Trump is going to get his cabinet.

    But let this be a marker for everybody. Let today be a marker for everybody. If you even if you voted for Trump, if you didn’t vote for Trump, if you’re not a voter, it doesn’t matter. If you think it’s a good idea to leave all of these diseases in the rearview mirror, then this is a very, very bad person to have running the Department of Health and Human Services.

    The VMD invites veterinary students who are in their clinical years of study to apply to attend a one-week extramural studies (EMS) placement in July 2025, at the VMD’s offices in Addlestone, Surrey. 

    The placement is an exciting opportunity to discover how veterinary medicines and vaccines are authorised.  Students will also explore other important aspects of the VMD’s work and will learn about a range of career opportunities in the veterinary profession.

    The placement will be run from 7 to 11 July 2025.  The week will be structured with lectures and workshops.  Some of the topics that will be covered include:

    • Medicine use in clinical practice
    • Assessing new medicine applications, including Quality, Safety and Efficacy of medicines
    • Generic medicines; bioequivalence and biowaivers
    • Pharmacovigilance and the importance of reporting adverse events
    • Novel and emerging therapies
    • VMD international activities
    • Antimicrobial and anthelmintic resistance
    • Veterinary medicine legislation

  • MIL-OSI USA: Researchers Unlock New Potential Porcine Virus Treatment

    UConn researchers have identified a novel small molecule for the development of preventative treatment for a serious and costly disease in pigs.

    Porcine reproductive and respiratory syndrome virus (PRRSV) costs an estimated $1.2 billion annually in the U.S. In Europe, the estimated yearly loss is €1.5 billion. The virus causes respiratory disease in piglets, and miscarriages or stillbirths in sows.

    There is currently no effective vaccine or treatment for PRRSV. Some scientists are working on genetically modified pigs to block viral infection, but this strategy will take decades to have a measurable impact.

    Researchers from the College of Agriculture, Health and Natural Resources have identified a small molecule that can successfully disable the virus’ mechanisms for reproducing and evading the host organism’s immune system.

    They published these findings in the Journal of Virology. Jiaqi Zhu ‘23 (CAHNR), is the first author on this paper. UConn collaborators include Xiuchun “Cindy” Tian, professor of animal science; Antonio Garmendia, professor of pathobiology and veterinary science; Neha Mishra, associate professor of pathobiology and veterinary science, and Kyle Hadden, professor of pharmaceutical science.

    This work is a collaboration between UConn and Northwest A&F University in China, where Young Tang, former UConn associate professor, is currently faculty.

    The researchers began this work by using artificial intelligence to screen a bank of small molecules to identify which ones might be good candidates. The algorithm compared the structure of the viral protein the researchers wanted to target against those of the small molecules.

    They then narrowed their results down to a single chemical that could inhibit the virus without producing toxic effects.

    The researchers targeted a protein called NendoU. This protein is highly conserved, meaning that when the virus mutates, this protein will likely stay the same because it plays such an essential role in the virus’ ability to reproduce.

    The researchers found that the number of viral particles in cells treated with the small molecule was more than 1,000 times fewer than the untreated control group.

    “Basically, the virus comes into the untreated cell and uses the cell’s machinery to amplify and create more viruses,” Tian says. “So, if you treat the cells with this particular chemical, compared to untreated cells, it’s going to reduce it by 1,000 times in terms of viral number.”

    NendoU is also common across other closely related viruses.

    “We were thinking this [chemical] could also work on other viruses in this order,” Zhu says. “So, we tested it on another virus called chicken infectious bronchitis virus and it also worked very well.”

    COVID-19 belongs to the same viral family as PRRSV. This means that even though PRRSV is not a risk to human health, this research could have applications for human anti-viral drug development.

    These findings build on previous work from this group in which, in collaboration with technology enabled pharmaceutical company, Atomwise Inc., they identified a different chemical that disrupts the virus’ ability to enter the host cell.

    “By shutting the door for viral entry and inhibiting those that are already in the cells, we could combine these two small molecules in the future, and potentially have a stronger, and synergistic effect on disease control,” says Tian.

    The researchers are working with UConn’s Technology Commercialization Services (TCS) to advance the development and commercialization of this technology. Engaging with TCS early on, they protected their intellectual property and developed a strategic commercialization plan. As part of these efforts, TCS facilitated one-on-one meetings with five of the world’s ten largest animal healthcare companies, along with multiple other organizations interested in the technology.

    “We have received amazing interest from industry, and the feedback has been extremely helpful, setting up the development path of the technology,” says Ana Fidantsef, industry liaison with TCS. “We hope these interactions will lead to collaborations that will immensely help the swine market and industry.”

    Union Minister of State for Fisheries, Animal Husbandry and Dairying Shri George Kurian has inaugurated the symposium on ‘Aquatic Animal Diseases: Emerging Challenges and Preparedness’ organised at the ICAR Convention Centre, Pusa Campus, New Delhi today. The symposium was organised as part of the 14th Asian Fisheries and Aquaculture Forum (14AFAF) meet being held here from 12-15 February, 2025 with the theme “Greening the Blue Growth in Asia-Pacific.

    Speaking on the occasion, Shri George Kurien said appreciated ICAR for its initiative in organizing the symposium and emphasized the “One Earth – One Family” approach, stressing the importance of nutrition and biosecurity in aquaculture. He highlighted that sustainable aquaculture practices are key to ensuring food security, livelihoods, and economic growth in India. He acknowledged the efforts made under various government initiatives such as PMMSY and emphasized the need for continuous research and innovation in aquatic animal health management. He called for a multi-stakeholder approach, involving government agencies, research institutions, and industry players, to work together towards strengthening disease surveillance, enhancing biosecurity protocols, and improving diagnostic and therapeutic measures.

     

    Dr. J.K. Jena, DDG (Fisheries Science), ICAR, and Convener of the symposium, provided an overview of the event, thanking the Government of India and Network of Aquaculture Centers in the Asia Pacific for their support. He emphasized about the need of strong biosecurity measures and discussed the ongoing NSPAAD Phase II and INFAR project, which aim to develop strategies for better disease control in aquaculture. He emphasized the Network project on Fish Health as a crucial initiative for advancing disease research and control in aquaculture. which focuses on disease management and early response mechanisms to mitigate potential risks in fish farming. Furthermore, he stressed that disease management will be critically important for the future in light of the diversification of aquaculture with introduction of new species, new systems, and the expansion of aquaculture. He also highlighted the importance of diagnostics, therapeutics, and vaccines for effective disease management in aquaculture.

    Shri Sagar Mehra, Joint Secretary, Department of Fisheries, Ministry of Fisheries and Animal Husbandry and Dairying in his address, highlighted the vital role of fisheries in supporting livelihoods and the economy. He stressed the importance of national, regional, and local-level strategies to combat disease outbreaks effectively. He underscored the need for proactive response mechanisms, recognizing that disease transmission is often linked to live animal movement. He called for enhanced biosecurity measures and early detection systems to safeguard the sustainability and economic viability of the aquaculture industry.

    Dr B.K. Behera, Chief Executive, NFDB emphasized the need to institutionalize fish disease surveillance programs in India to ensure systematic disease monitoring, early detection, and effective control. He highlighted the importance of establishing disease-free zones in key aquaculture areas to prevent the spread of infections and enhance biosecurity measures. Institutionalizing surveillance would require integrating it into national aquaculture policies, strengthening regulatory frameworks, and ensuring sustained funding and implementation across states.

    Dr. Eduardo Leano, NACA, Thailand provided insights into NACA’s mission since 1990, operating in 20 countries and spearheading five key disease surveillance programs. He highlighted the growing risk of antimicrobial resistance (AMR) in aquaculture and stressed the urgent need for a sustainable, internationally coordinated approach to aquatic biosecurity.

    Earlier Dr. B.K. Das, Director of ICAR-CIFRI, delivered the welcome address, highlighting aquaculture advancements and the importance of strengthening disease management. He emphasized the Network project on fish health under National Surveillance Programme for Aquatic Animal Diseases (NSPAAD) as a key initiative for improving disease surveillance and fostering innovation in aquatic health solutions.

    Dr. P.K. Sahoo, Director, ICAR-CIFA, delivered the Vote of thanks, acknowledging the contributions of all dignitaries and participants.

    The Asian Fisheries and Aquaculture Forum (AFAF) is a triennial event of the Asian Fisheries Society with its Headquarters in Kuala Lumpur, Malaysia.     Introduction

    Cancer is one of the leading causes of death worldwide. In 2022, about 20 million new cancer cases were reported, and 9.7 million people died from the disease globally. Cancer also remains a critical public health challenge in India, with cases projected to rise significantly. In India, around 100 out of every 1 lakh people are diagnosed with cancer. According to the Indian Council of Medical Research (ICMR), the estimated number of incidences of cancer cases was more than 14 lakhs in 2023 in India.

    The National Cancer Registry Programme (NCRP) under ICMR has been tracking cancer incidence, burden, and trends since 1982, playing a vital role in gathering and analyzing data, enabling evidence-based policy decisions. The National Institute of Cancer Prevention & Research (NICPR) is the nodal agency research and screening guidelines under NPCDCS.

    The Government of India has introduced robust policies, strategic interventions, and financial assistance schemes to enhance prevention, early detection, treatment, and patient care nationwide. This article outlines cancer prevalence, government efforts, financial aid, research, and budget commitments to strengthen cancer care in India.

    Union Budget 2025-26: Prioritizing Cancer Care

    The Ministry of Health and Family Welfare has been allocated a total of Rs.99,858.56 crore, with Rs. 95,957.87 crore designated for the Department of Health and Family Welfare and Rs. 3,900.69 crore for the Department of Health Research.

    The Union Budget 2025-26 underscores the Government of India’s dedication to enhancing cancer care through several key initiatives:

    • Day Care Cancer Centres: The government plans to establish Day Care Cancer Centres in all district hospitals over the next three years, with 200 centres slated for 2025-26.
    • Customs Duty Exemptions:

    Holistic Cancer Control: A Policy-Driven Approach

    1. National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) The NPCDCS is a flagship initiative under the National Health Mission (NHM) focuses on controlling non-communicable diseases (NCDs), including cancer. Three most common types of cancers (oral cancer, breast cancer and cervical cancer) are an integral part of NPCDCS. It is aimed at strengthening cancer control efforts, focusing on health promotion, early detection, and treatment infrastructure for cancer.

    Components

    • Cancer screening: For oral, breast, and cervical cancers at the community level.
    • Early detection & awareness: Through health workers and digital platforms.
    • Strengthening infrastructure: Establishment of tertiary cancer centers (TCCs) and state cancer institutes (SCIs).

    Under this program, the government has established

    • 770 District NCD Clinics
    • 233 Cardiac Care Units
    • 372 District Day Care Centres
    • 6,410 Community Health Centre NCD Clinics

    These facilities provide accessible and affordable cancer screenings, particularly for oral, breast, and cervical cancers.

    2.  Strengthening of Tertiary Care for Cancer Scheme

    It enhances specialized cancer care facilities with aims to decentralize cancer treatment, making services more accessible across states.

    Tertiary Cancer Care Network Strengthening

    • India has significantly expanded its cancer treatment ecosystem, with the establishment of:
      19 State Cancer Institutes (SCIs)
    • 20 Tertiary Care Cancer Centres (TCCCs)

    The National Cancer Institute (NCI) in Jhajjar, Haryana, and the second campus of Chittaranjan National Cancer Institute (CNCI) in Kolkata are playing a pivotal role in providing cutting-edge cancer treatment and research opportunities.

    3. Ayushman Bharat Yojana Launched in 2018, Ayushman Bharat is a landmark health initiative designed to provide universal health coverage, particularly for rural and vulnerable populations. The scheme plays an important role in ensuring timely treatment of cancer patients within 30 days. The scheme covers chemotherapy, radiotherapy, and surgical oncology for cancer treatment for economically vulnerable families. Till 2024, over 90% of registered cancer patients have commenced treatment under this scheme, reducing out-of-pocket expenses and ensuring financial protection for millions.

    4. The Health Minister’s Cancer Patient Fund (HMCPF): The Health Minister’s Cancer Patient Fund under Rashtriya Arogya Nidhi (RAN) provides financial aid up to ₹5 lakh for cancer treatment to patients below the poverty line. The maximum financial assistance admissible under the Scheme will be ₹15 Lakh. It covers treatment at 27 Regional Cancer Centres (RCCs), with ₹50 lakh revolving funds allocated to each center. Established in 2009, the scheme ensures accessible and affordable cancer care for underprivileged patients.

    5. National Cancer Grid (NCG): The National Cancer Grid (NCG) was established in 2012 to ensure high-quality, standardized cancer care across India. Eight years later, it has grown into the world’s largest cancer network with 287 members, comprising cancer centres, research institutes, patient advocacy groups, charitable organizations and professional societies. Between the member organizations of the NCG, the network treats over 750,000 new patients with cancer annually, which is over 60% of all of India’s cancer burden. The NCG also works closely with Ayushman Bharat – PMJAY to provide affordable, evidence-based cancer treatment and streamline costs under the scheme. It has also played a key role in shaping the National Digital Health Mission (NDHM) by contributing to the development of electronic patient health records.

    Advancing Cancer Research and Treatment

    1. India’s First Indigenous CAR-T Cell Therapy: NexCAR19 – A Breakthrough in Cancer Treatment

    In April 2024, India achieved a historic milestone in cancer care with the launch of NexCAR19, the nation’s first indigenously developed CAR-T cell therapy, created through a groundbreaking collaboration between IIT Bombay, Tata Memorial Centre, and ImmunoACT. This cutting-edge innovation offers a highly effective, next-generation treatment for blood cancers, bringing hope to thousands of patients. Designed to be affordable and accessible, NexCAR19 marks a critical step towards self-reliance in oncology care, reducing dependence on expensive imported therapies and strengthening India’s position in advanced cancer treatment and biotechnology research.

    2. Quad Cancer Moonshot Initiative

    In Sep 2024, India, in partnership with the US, Australia, and Japan, has launched the Quad Cancer Moonshot to eliminate cervical cancer across the Indo-Pacific region. This initiative aims to scale up screening and vaccination programs, advance cutting-edge research, and strengthen global collaboration to ensure early detection, effective treatment, and improved survival rates.

    3. Expansion of ACTREC

    In January 2025, the Advanced Centre for Treatment, Research, and Education in Cancer (ACTREC), a key arm of Tata Memorial Centre (TMC), embarked on a major expansion to revolutionize cancer research, treatment, and patient care. This initiative aims to accelerate clinical breakthroughs, enhance oncology care, and establish cutting-edge therapeutic facilities, reinforcing India’s leadership in advanced cancer treatment and innovation.

    Awareness Generation

    The Indian government is working to raise awareness about cancer prevention and treatment in several ways:

    1. Community Awareness – Preventive aspect of Cancer is strengthened under Comprehensive Primary Health Care through Ayushman Aarogya Mandir by promotion of wellness activities and targeted communication at the community level.
    2. Media Campaigns – Print, electronic and social media are used to increase public awareness. Healthy lifestyle is promoted through observation of National Cancer Awareness Day and World Cancer Day.               
    3. Government Support – The National Programme for Non-Communicable Diseases (NP-NCD) provides funds to states for awareness programs under the National Health Mission (NHM).
    4. Healthy Eating Promotion – The Eat Right India campaign by the Food Safety and Standards Authority of India (FSSAI) encourages nutritious food choices.
    5. Fitness Initiatives – The Fit India Movement by the Ministry of Youth Affairs and Sports promotes physical activity, while the Ministry of AYUSH conducts yoga programs for better health.

    These efforts aim to educate people on leading a healthy lifestyle, preventing cancer, and seeking timely medical care.

    Conclusion

    Thousands of small businesses across the country will have more opportunities to win valuable contracts with public sector organisations, kickstarting local economic growth and innovation and creating jobs for local communities as the Government delivers on its Plan for Change.

    Measures announced by the Government today will speed up and simplify procurement processes in the public sector, where £400 billion is spent each year on essential goods and services – driving growth and improving the lives of working people.

    The changes outlined today include proposals for a major shake-up of spending rules, with local councils able to reserve contracts for small businesses to maximise spend within their area and help boost local economies. 

    Alongside this, a new duty will be placed on firms that win contracts with government bodies to advertise jobs at job centres, delivering real change for people, bringing good jobs closer to home and getting Britain back to work. 

    The National Procurement Policy Statement (NPPS), will gear all parts of the public sector towards delivering growth. The new rules include eight actions to return public procurement back into the service of the country and working people, and drive forward the Plan for Change.

    Georgia Gould, Parliamentary Secretary at the Cabinet Office, said:

    Businesses tell me that the current system isn’t working. It is slow, complicated and too often means small businesses in this country are shut out of public sector contracts.

    These measures will change that, giving them greater opportunity to access the £400 billion spent on public procurement every year, investing in home grown talent and driving innovation and growth.

    This new policy statement sets out our vision for how procurement can put this country back into the service of working people, and deliver our Plan for Change – by making sure the public sector is committed to growing the economy and empowering our communities with innovation and opportunity.

    Current processes require Social Value measures on contracts, which put requirements on businesses to help bring forward positive change in communities and the country as a whole.

    However, there are currently multiple different approaches used across the public sector and potentially many different criteria, confusing business and making it harder to ensure the commitments made are actually delivered.

    The Government will be updating and streamlining the system used by all central government departments and their agencies to align it with the Government’s missions. 

    This will make it simpler to use, giving small businesses a better chance when bidding for contracts, and will make sure companies who profit from government work give back to the community.

    Small Business Minister Gareth Thomas said:

    For too long small businesses have been stuck on the sidelines of the procurement process with complicated bureaucracy and a confusing system. That changes today.

    These measures will mean small firms can more easily offer their expertise to key projects both locally and nationally, helping SMEs to scale up, securing jobs and creating opportunities across the country.

    AI and Digital Government Minister Feryal Clark said:

    There is a £45 billion jackpot of potential productivity savings if we make full use of technology across our public services, it is not an opportunity we can miss.

    To get this right, we need to make sure public sector organisations can get their hands on the right technology for them, quickly. That’s why our Digital Commercial Centre of Excellence will help the rest of the public sector invest in long-term solutions and stop hasty quick fixes.

    Alongside the NPPS, a range of measures to support its delivery and make savings across government are also being introduced. 

    This includes the development of a new AI tool for commercial teams across government to cut bureaucracy wherever possible – such as to simplify redacting contracts and quality assurance of procurement documents.

    As first announced in the blueprint for a modern digital government, a new Digital Commercial Centre of Excellence will also be set up in the Department for Science, Innovation and Technology to embed a “buy once and well” attitude, and drive innovative solutions to problems facing our public sector, securing long-term solutions rather than short-term fixes for digital and IT products and opening up opportunities for small and medium businesses to work on digital transformation. 

    The current system is broken: two departments might buy two types of equipment for the same purpose, requiring two teams with different individual skills to service and maintain. 

    The new approach means buying only once – requiring only one team, and one set of skills, removing duplication, saving the taxpayer money, and reducing waste in government.

    A new Commercial Innovation Hub is also being considered, to establish a golden link across government departments, embedding learnings from extraordinary events such as vaccine procurement into our day to day processes. This will support departments to deliver greater value from the new flexible powers offered by the Procurement Act – and act as a workshop to seek out innovative commercial solutions that drive greater value. 

    The NAO recently estimated there are between 8,000 and 21,000 frameworks available to public sector buyers through external third party organisations. These agreements are often not transparent, with hidden fees and charges, racking up the cost of common goods and services.

    A new Register of Framework agreements will be produced, shining a light on those rip-off frameworks from third party providers that are profiting off our local councils and NHS, taking money away from front line services.

    The Government will also be consulting on more reforms including a requirement for large contracting authorities to publish their three-year targets for small business and social enterprise spend and report on this annually – as well as the exclusion of suppliers from contracts worth more than £5million if they don’t complete prompt payments of invoices.

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.) delivered remarks on the Senate floor to oppose the nomination of Robert F. Kennedy, Jr. to lead the Department of Health and Human Services (HHS), raising the alarm on the disastrous public health implications if he is confirmed. Padilla called out RFK, Jr. for his severe lack of qualifications and his record of peddling dangerous public health misinformation.

    • “I oppose this nomination for his wildly misinformed beliefs and his utter lack of experience. I believe he is fundamentally unfit and unprepared — and Americans will be less healthy if he is confirmed.”

    RFK, Jr. has repeatedly spread dangerous conspiracy theories — for his own financial gain — even going as far as to say that “there’s no vaccine that is safe and effective.” Padilla called him out for making false accusations that vaccines cause autism, lying that the COVID-19 virus targeted specific racial and ethnic groups, founding his own anti-vaccine organization, authoring several books pushing public health conspiracies, and making millions off anti-vaccination lawsuits.

    • “In the face of all the proven science, proven again and again science, Mr. Kennedy has chosen to profit off fear. And countless parents are being misled into making dangerous decisions for their children.
    • “Look — I get the fear. I’m proud to represent California in the Senate. I’m proud to have an engineering background. But I too am a parent of three boys. And I remember what it was like to hold a baby in your arms, and to worry every time there was a sniffle and a cough. I’d do anything to protect my children, just as you would do anything to protect yours.
    • “But where families have reasonable questions on everything from doctors to diets, Mr. Kennedy simply sees dollar signs.”

    Padilla, a co-founder of the bipartisan Senate Mental Health Caucus, also highlighted the dangers RFK, Jr. poses to mental health care access and Medicaid benefits. He slammed RFK, Jr. for his dangerous lack of knowledge regarding Medicaid funding and benefits. 

    • “At a time when Republicans are looking to cut funding for lifesaving services, I’d rather see a fierce defender of Medicaid at HHS. Yet, during his confirmation hearings, Mr. Kennedy failed to show even a basic understanding of Medicaid. Not the sources of funding, not the benefits, and at one point, he even seemed to conflate or confuse Medicaid and Medicare.
    • “Colleagues, I shouldn’t have to say this: This is not a ‘learn on the job’ nomination.”

    As Republicans threaten major cuts to Medicaid, Padilla underscored the importance of confirming a nominee with the necessary qualifications and experience to protect public health. He urged his colleagues to vote against RFK, Jr.’s confirmation.

    • “Republicans are already floating cuts to Medicaid to pay for even more tax breaks for the rich. In the White House, President Trump and his Shadow President Musk have proven they’ll shutter any agency that stands in their way.

  • MIL-OSI USA: “He’s a Danger,” King Warns in Floor Speech Against RFK Jr. Nomination

    WASHINGTON, D.C.  U.S. Senator Angus King (I-ME) tonight took to the floor of the Senate to share his concern over President Trump’s nomination of Robert F. Kennedy, Jr. to serve as the Secretary of Health and Human Services (HHS). In the speech, Senator King began his remarks by outlining the roles of Congress and the Presidency as America’s Founders envisioned: to make laws and to execute laws, respectively.  He then turned to the HHS candidate, speaking to Kennedy’s lack of experience and qualifications needed to run a large-scale health organization, and pointed out Kennedy’s long held public opinions as hostile toward the mission of the agency. He also warned of Kennedy’s dangerous skepticism toward proven, life-saving vaccines, sharing a childhood memory of a classmate who had polio.

    “Mr. President, I’d like to begin my remarks this afternoon by talking a little bit about the Constitution. I spent some time last week talking about the Constitution and our failure to observe that the Constitutional, fundamental structure of the division of power between the Congress and the Executive is being violated and the Congress is allowing it to happen. Another provision of the Constitution is the provision in Article I about advise and consent. It’s a fundamental check and balance built into the Constitution by the framers for a reason. It wasn’t a throw-away line or a few sentences that were put in because they wanted to fill the paragraph out. Again, it’s part of the structure that was designed to protect us from tyranny. And the structure involved the division of power, the separation of power because the framers knew that if all power was concentrated in a single individual or single institution, that institution or that individual would inevitably abuse our people. That’s human nature. That’s 1,000 years of human nature. All power corrupts and absolute power corrupts absolutely. So, the advise and consent provision was in the Constitution for a reason. It was in there for a reason, in order to provide a check on the executive and the people who were going to be put in charge of running the administration. 

    “By the way, I want to stop for a minute and focus on the word administration and the word executive, because it really goes to the discussion we’re having in this country right now about how our government is supposed to work. The executive comes from the word execute, and the word execute means put into action. It doesn’t mean initiate the action. It means put it into action. The same for the term administration. There’s a reason we call it the administration. They are to administer the laws. In fact, the obligation on the president in Article II is to see that the laws are faithfully executed. And it does not give the president the power to ignore laws or to decide which laws he or she thinks are okay, to ignore the responsibility and constitutional authority of the congress to define spending. It does not give the president that power. Although, the fellow we approved for Office of Management and Budget last week thinks he has that power. Or this President or any president has that power. That’s absolutely antithetical to the Constitution, as established by the framers. So, administration means administer the laws, executive means execute the laws, not make them. We make the laws here and the administration is to faithfully execute those laws. 

    “Now, let’s talk about advise and consent. Advise and consent means we have a responsibility — a Constitutional responsibility to consider each of the president’s nominees for these important jobs. This isn’t something that we may do or occasionally do. This is a fundamental part of our job. We take an oath when we come here to defend the Constitution against all enemies, foreign and domestic. I think it’s interesting — they knew in 1787 that there was a potential for domestic enemies to the Constitution. So we have an obligation to take advise and consent seriously. 

    “Now, I’m a former governor, as is the presiding officer. And as a former executive, I believe the executive should have the ability to choose the team that they want, to choose their advisors. To choose the people they will work with, with some limitations. In other words, I start with the premise of the person elected should perhaps get the benefit of the doubt is a little too strong, but I start with the premise that they were elected and they should be able to choose the team that they are going to be working with. However, I think there are two qualifications. This has been my stated position on this since I entered the Senate. Benefit of the doubt to the executive, however, the nominee must be manifestly qualified and not hostile to the mission of the agency to which they’ve had been appointed. Two criteria that for me give life to the idea of advise and consent. 

    “Okay, let’s talk about Robert F. Kennedy, Jr. He, unfortunately, checks both of the boxes as to being disqualified. Number one, he’s not remotely qualified to run an organization. He has no experience running anything remotely like the scope and scale of the Department of Health and Human Services. No executive experience in that sense. So that’s number one. Is he qualified? No. He’s grossly unqualified. But the second box is he hostile to the mission of the agency? And if the mission of the agency, HHS, is to protect the health of the American people, I would argue he is manifestly hostile to that mission. There’s been a lot of discussion here today and I think it’s interesting. I haven’t heard too many people come up on the floor and support this nominee and tell us why he should be approved because, you know what, Mr. President? If this were a secret ballot, this man wouldn’t get 20 votes. Everybody in this body knows he’s not qualified. Everybody in this body knows he has no business anywhere near this position. But here we are. We’re going to take a vote. Unfortunately, it will probably be on a party-line basis. 

    “But let me focus on just one little piece. On January 29, barely a week ago, before the Senate Finance Committee, here’s what Mr. Kennedy said. Quote, “news reports have claimed that I’m antivaccine or anti-industry. I am neither. I am pro-safety. All of my kids are vaccinated.” I bet that came as news to all of the folks he’s been leading astray over the last 25-30 years. I believe vaccines have a critical role in health care. I am reminded of Saul on the road to Damascus. A miraculous conversion. A bright light was shown and suddenly the scales fell from his eyes in his confirmation hearing. Okay, let’s go back a little over a year, July 6, 2023, this is a quote, a direct quote, “there is no vaccine that is safe and effective.” He later said, on the same podcast, ‘vaccines are inherently unsafe.’ Mr. President, this man shouldn’t be confirmed because he told the committee and the Senate something diametrically opposed to the position he’s taken the last 30 years, all of his adult life. 

    “Maya Angelou said, “If somebody tells you who they are, you should believe them.” And he’s told us repeatedly. And he has acted on his vaccine skepticism. This wasn’t something that was rumbling around in his head. He’s traveled the world. He’s written articles, gone on podcasts, gone on TV and he’s discouraged people from being vaccinated. And now he has this miraculous conversion 10 days ago. ‘All my kids are vaccinated. I believe vaccines have a critical role in health care.’ The same thing during COVID. He said, ‘it is criminal medical malpractice to give a child one of these vaccines.’ Wow, criminal malpractice. And of course it’s been discussed. He said I do believe that autism does come from vaccines. July of 2023 there was one study in England — I think it was in 1998 — that showed that — purported to show a tenuous convection between vaccines and — connection between vaccines and autism. I’m reasonably confident that one of the authors recanted. It was withdrawn and it’s been debunked over and over and over again, but this man has been peddling this lie for 20 years, and who knows how many parents have fallen for that on the one hand who knows how many children have paid the price. Just to talk about vaccines, at one point during the pandemic, there was a survey — July of 2021 — remember, that was the height of it — they surveyed 50 hospitals in 17 states. 94% of the patients hospitalized in July of 2021 were unvaccinated. What does that tell you? Vaccinations worked. And people who were unvaccinated were at enormously higher risk. 94% of the people were unvaccinated.

    “In addition to the vaccination issue, this guy — this man doesn’t respect the FDA, the agency that was put in place to protect our health, to regulate us, to be sure that we’re getting safe medications, to deal with some of the awful problems of the potential of harmful medications literally getting into America’s bloodstream. In December of 2024, barely a couple months ago, he said he would fire officials at the FDA. And in October 2024 he said on X, ‘FDA’s war on public health is about to end. If you work for the FDA and are part of this corrupt work, two messages for you: prepare your records and pack your bags.’ He didn’t say a certain office in the FDA or a certain part of the FDA or maybe there was one provision, a part that he didn’t think was helpful. He said, if you work for the FDA, that’s everybody, preserve your records and pack your bags. 

    “This man is not only unqualified, he’s anti-qualified. He’s a danger. We have physicians in the Senate — I believe that the Hippocratic oath, do no harm, should apply to Senate votes. You should not be voting for somebody who you know is going to do harm to the public health. So this is really a kind of surreal debate because everybody in this chamber knows this man should not be Secretary of Health and Human Services. 

    “Now, I want to end with a personal story. One of the few advantages of being older is that you have a long memory. And in 1952 I was entering the third grade at Macarthur School in Alexander, Virginia. In my class was a kid named Butch. And he was horribly twisted into a wheelchair. I don’t think I’d ever seen a wheelchair when I was going into the third grade. He was there, and I’m not even going to say how many years later, but I can close my eyes and see Butch in that chair. Polio was what he had. He was in pain daily. He could barely make himself understood. His arms were crossed. His legs were bent grotesquely in the wheelchair. And three years later the Salk Vaccine began what turned out to be the elimination of Polio. Where would we be as a country if this man had been the head at that time it was HEW and somehow put a stop to this vaccine, which I believe he has said even the Polio vaccine should be rescinded, which has saved millions of lives around the world. Where would we be? I can’t escape the memory of that boy in that wheelchair. I can’t forget the memory of my parents not letting me go to the public swimming pool because of the fear of Polio. Not being able to go out in the summer and play because of the fear of Polio that stalked the land. The former Republican leader was a victim of Polio. Former President Franklin D. Roosevelt was a victim of Polio. It was the vaccine. And, Mr. President, I hope this place comes to its senses and rejects this surreal nomination. It would be probably be hard to find somebody less qualified to serve in this position. I believe that it will lead to damage to our country, to our health, to our children, and I urge my colleagues to vote no. If you vote yes, you’ll regret it. Thank you, Mr. President. I yield the floor.”

    Heinrich began his remarks by recounting how Mr. Kennedy’s 2019 trip to the Pacific island of Samoa intensified vaccine skepticism and contributed to a deadly measles outbreak that killed 83 people, mostly children under five. Heinrich said: “As someone with a background in science, but more importantly, as a father of two, I am horrified by this story. Thanks to incredible scientific research and medical advances, we now have a vaccine that has proven to be safe and effective at protecting our kids and largely eradicated the measles outbreaks that used to result in the devastating loss of babies and young children. That is until anti-vaccine crusaders like Mr. Kennedy started promoting phony science and conspiracy theories in places like Samoa.”

    Heinrich condemned Mr. Kennedy’s long track record of spreading fear, peddling misinformation, and promoting conspiracy theories: “Mr. Kennedy has repeatedly and falsely alleged that safe and effective vaccines for tetanus, the flu, COVID, and HPV are dangerous to human health. Mr. Kennedy has promoted the completely discredited conspiracy theory that vaccines lead to autism. At the height of the COVID-19 pandemic that led to more than one million deaths in the United States alone, Mr. Kennedy campaigned to end the nationwide vaccination effort that helped us save millions more lives. Mr. Kennedy has — again without any sound evidence — also pushed conspiracy theories claiming that antidepressant medications cause mass shootings and chemicals in our water make children gay. If those claims sound ludicrous, it’s because they are.”

    Heinrich warned that, if he is confirmed to lead the U.S. Department of Health and Human Services, Mr. Kennedy has committed to following President Trump’s orders to further roll back women’s reproductive rights: “During his confirmation process, Mr. Kennedy also reportedly made commitments to my Republican colleagues to support restrictions on mifepristone, a medication abortion and miscarriage management drug. Mr. Kennedy has also signaled to Republican senators that he will go along with whatever President Trump wants to further roll back women’s reproductive rights.”

    Heinrich also cautioned that Mr. Kennedy would help to enact President Trump and Elon Musk’s dangerous agenda to drastically cut federal funding for everything from New Mexicans’ Medicaid health coverage to medical research at the University of New Mexico. Heinrich warned: “The Department of Health and Human Services oversees health coverage programs that serve half of all Americans, including Medicare, Medicaid, and the Affordable Care Act. HHS also supports the medical research that helps us develop the next vaccines, prevent the next pandemic, and find cures to cancer and chronic diseases like diabetes. We have also already seen President Trump, Elon Musk, and his DOGE minions target scientific and medical research at agencies like the National Institutes of Health (NIH). Just last week, we saw them announce an estimated $4 billion cut for NIH health research at universities all across our country—including an estimated $17 million impact at the University of New Mexico alone.”

    Washington, D.C. – On the floor of the United States Senate, Senator Elizabeth Warren, a member of the Senate Finance Committee, joined Democrats in delaying a final vote to confirm Robert F. Kennedy Jr. for Secretary of the Department of Health and Human Services. Senator Warren warned that American families and children would pay the price for Mr. Kennedy’s “conspiracy-driven health care decisions,” while his serious ethics conflicts remain unresolved. 

    Senator Warren called on her colleagues to oppose his nomination. The Senate is scheduled to vote on Mr. Kennedy’s confirmation on the morning of February 13, 2025.

    Senator Elizabeth Warren: Thank you, Mr. President. And I want to say thanks to the Senator from Minnesota for her leadership on this point. I know that the great research institutions in Minnesota that count on her support are out there fighting thanks to Donald Trump, as they are in Massachusetts. And the people all around this country that rely on those research institutions, who are looking for those cures, for those better treatments, for those opportunities in their lives that right now Donald Trump and his co-president, Elon Musk, seem to want to cut off. So we will stay in this fight. We will indeed. 

    I am here today because Americans didn’t vote to bring back measles.

    Americans didn’t vote to bring back polio.

    Americans didn’t vote to bring back dangerous diseases that we thought we had wiped out decades ago. 

    Americans didn’t vote to get rid of critical vaccines that we know — based on science — we know save lives.

    But that is what Robert F. Kennedy Jr.’s vision would mean for Americans. That is the vision Donald Trump will empower him to carry out.

    Kennedy not only worked to undercut vaccines at home and abroad, he’s made a lot of money doing it. In fact, Kennedy has made millions off of peddling harmful conspiracy theories that hurt real people. He opposed the life-saving Covid vaccine just six months into the pandemic. And he’s set himself up so that he and his family could make millions more from putting Americans’ health at risk.

    One thing is very clear: We cannot trust Robert Kennedy to make health care decisions that will affect every person in this country.

    Right now, millions of Americans are sitting down for dinner with their kids. And I hope we just think for a minute about what RFK Jr.’s plans would mean for them.

    Will their teeth decay because Kennedy took fluoride out of our water based on some conspiracy theory? 

    Will they have to worry about getting measles at school because Kennedy is spreading anti-vax conspiracies on government letterhead? 

    Will parents have to risk their kids getting polio—and maybe dying—by sending them to daycare because Kennedy used HHS rules to open the door to a flood of bogus lawsuits that forced manufacturers to pull the vaccines?

    Look, here’s the thing: Robert Kennedy has spent years on an anti-vaccine crusade, spreading baseless conspiracy theories under the guise of protecting children, so we don’t need to guess the level of harm he will cause; his past already tells us everything we need to know.   

    In July 2018, two children died immediately after receiving a measles vaccine that nurses had incorrectly mixed with a muscle relaxant. Within weeks, the Samoan Health Ministry publicly confirmed the nursing error and charged the nurses with manslaughter. Nevertheless, leading anti-vaccine groups, including Kennedy’s own organization, Children’s Health Defense, exploited public fears to question the reports and spread baseless claims.

    On August 5th, 2018, Kennedy’s organization, Children’s Health Defense, posted on Facebook, and I will quote the post. “Were these once-healthy children the only two to receive MMR that day? If not, why were they the only ones to die? Research needs to determine susceptibility so that no child is ever injured.” Del Bigtree, Kennedy’s partner and former campaign manager, also released a video linking the tragedy to false claims about measles, and telling his followers to “share it with everyone you know. This is how we are changing the world.” 

    Now, amidst public distrust and a paused vaccine program in Samoa, the vaccination rates plummeted. About 10 months later, once the Samoan government had finally stood up against the disinformation and resumed the vaccine program, Kennedy visited the island to meet with the Prime Minister.

    Later, recognizing the blowback that comes with how much went wrong when a conspiracy theory cost people their lives, Kennedy has since denied that his visit had anything to do with vaccines and said that anything suggesting otherwise was an “industry propaganda trope.” In other words, totally false. “Industry propaganda trope.” 

    Kennedy lied. A blog post that Kennedy himself wrote in 2021 admits he went to Samoa to meet with the Prime Minister, who wanted to discuss the possibility of “measur(ing) health outcomes following the ‘natural experiment’ created by the nation’s respite from vaccines.” 

    Think about what that means. Another way to say it is that Kennedy was interested in taking advantage of how the vaccination rate had plummeted, caused by misinformation, so that they could conduct uncontrolled trials on whether unvaccinated kids were healthier than vaccinated kids, a conspiracy theory he has spread widely. You see, at the time, one of his traveling partners was working on a similar study with two anti-vaccine activists, which was ultimately retracted following an investigation that “raised several methodological issues and confirmed that the conclusions were not supported by strong scientific data.” 

    Now, there’s no surprise here. The Prime Minister declined Kennedy’s outrageous proposal – he didn’t want his country to be Kennedy’s guinea pig. He didn’t want unvaccinated children to be studied to see what happened to them when measles or other diseases broke out. But that didn’t stop him from spreading his message. On this trip to Samoa, he met with various anti-vaccine influencers, one of whom said the meeting was “profoundly monumental for (the) movement.” A few months after Kennedy left, in October 2019, the vaccination rate in Samoa hit an historic low of 31%, down from 74% the prior year – and no surprise, a massive measles outbreak erupted. So here is Kennedy telling us now he had nothing, nothing to do with this, his trip to Samoa had nothing to do with the measles vaccine and calling any claim “industry propaganda trope.” And yet, he himself posted a blog about meeting with the Prime Minister and talking about a study to measure health outcomes following a natural experiment of studying children–some with no vaccination and some that were vaccinated. And the anti-vax groups that he met with talked about how profoundly important it is, then Mr. Kennedy leaves, vaccination rates drop down to 31%.

    The measles outbreak was truly tragic. In total, more than 70 children died, right up until a door-to-door vaccination campaign brought the disaster to an end.

    As HHS Secretary, Kennedy would be responsible for whether we keep our children vaccinated or subject them to, in his words, the same “natural experiment” he was interested in testing in Samoa.

    Is that what we want for our kids? Is that what we want for our elderly parents? That is a living nightmare — and it could truly be our reality with Kennedy heading up the Department of Health and Human Services. And all the while that this is going on, while Kennedy is promoting this anti-vax theory, he and his family are profiting off of the plan.

    Now, I’ve been sounding the alarm about Kennedy since the minute Donald Trump announced that he would nominate him for HHS Secretary. It’s not just that he’s unqualified — his long history of promoting anti-science conspiracy theories make him disqualified.

    This is a man who claimed “there is no vaccine that is safe and effective.” “No vaccine.” 

    He said that the polio vaccine “killed many, many more people” than polio ever did. Now, Kennedy came to our committee and said don’t worry, he swears anti-vaccine. But he’s spent his entire career on an anti-vaccine crusade, spreading baseless conspiracy theories under the guise of protecting children and making millions in the process.

    And when, in Senate hearings, he was confronted with his own words, he simply denied saying them.  Denied saying them— despite the videotapes, the transcripts, the blog posts, and the people who heard them. Kennedy thinks he knows what he needs to say to try to get the job that will put him in charge of our vaccine program, so he says he didn’t say exactly what he said.

    Kennedy’s actions speak louder than his latest words, and time and time again, Kennedy has shown us who he is: An anti-science conspiracy peddler who is willing to gamble with American lives. We know who he is, we need to pay attention.

    Let’s do a quick count of some of the ways that, as HHS Secretary, Kennedy could make the anti-vaccine lawsuits — and his own payouts — even bigger. What could Kennedy do? Well, as Secretary of HHS: 

    • He could publish his anti-vaccine conspiracies, but this time on U.S. government letterhead — something that might impress a jury in a subsequent trial. 
    • He could appoint people to the CDC vaccine panel who share his anti-vax views and let them do his dirty work.
    • He could tell the CDC vaccine panel to remove a particular vaccine from the vaccination schedule. 
    • He could remove vaccines from a special compensation program, which would “open up manufacturers to mass torts (lawsuits).” 
    • He could “make more injuries eligible for compensation even if there’s no causal evidence.” 
    • He could change vaccine court processes to make it easier to bring junk lawsuits that could get vaccines pulled from the market.
    • He could turn over FDA (data) to his friends at the law firm, and they could use it however benefits their lawsuits. 

    In short, as HHS Secretary, Kennedy would have the power to make health care decisions that would affect millions of Americans — for working Americans, kids, seniors — on everything from vaccines to abortion to life-saving drugs. Kennedy would have the capacity, as head of HHS, to make it easier to sue vaccine manufacturers. And in an area where the profit margins on vaccines are quite modest, if those lawsuits mount up, vaccines could simply disappear from the market altogether. Manufacturers could decide, “you know, it’s just not worth the lawsuits. We’ll go produce other drugs.” 

    Those kinds of decisions are critically important, and the consequences are grave. For many Americans, they may be the difference between life and death. And they can change lives forever.

    So, while you and your family are forced to deal with the grave consequences of Kennedy’s conspiracy-driven health care decisions, Kennedy could set himself up to make millions of dollars off his anti-vaccine crusade – just like he’s been doing for decades. 

    Remember, the very first ethics agreement that Kennedy submitted to us on the Senate Finance Committee, he said that even while serving as HHS Secretary, he planned to keep his financial stake in ongoing litigation — including vaccine-related litigation. That means that from the jump, Kennedy’s plan was to keep making money off the backs of lawsuits against vaccine manufacturers, some of which directly related to the very products he would have the power to regulate as Secretary of HHS. So, there he is. He has the power to regulate these drugs. He has the power to make life a little better or a little worse for the vaccine manufacturers. He has the power to make it more likely that lawsuits against vaccine manufacturers would succeed. And his initial plan was even while he sat there as Secretary of HHS, he was going to keep on making money from that. 

    This was a damning conflict of interest, so we called it out. Kennedy told us okay, okay, he would submit an updated ethics agreement. Sounds good? What was his update?

    Well, he said instead of personally keeping the millions he’d make off these ongoing lawsuits… he would hand that money directly to his son. Later, he confirmed that the son he’s handing his interests off to is the one who works at Wisner Baum—the same law firm that Kennedy has maintained his very lucrative arrangement with over years, so far netting him a reported $2.5 million just in the last few years. And Kennedy has made clear that he can use his tools as HHS Secretary to open up the door for more anti-vax litigation, and once he’s through as Secretary of HHS, go right back to Wisner Baum and cash in on the new flood of cases that Kennedy himself has unleashed.

    So that is Kennedy’s idea of “fixing” an ethics issue.

    And beyond that, Kennedy has flip-flopped countless times in his answers to the Finance Committee. He is untrustworthy. He has made so many contradictory statements that it’s come to the point it is hard to believe anything he says is true.

    For example, Kennedy originally said he was not an attorney of record in any of these vaccine-related lawsuits. But we did a little homework and we found at least five cases related to the vaccine litigation that hadn’t been disclosed where Kennedy seems to be an attorney of record. That is important because what it means is that Kennedy is a lot closer to these cases than he’s revealing — cases that he and his family will be able to make bank off even as he serves as HHS Secretary. 

    The importance of this litigation can’t be overstated. Just 20 years ago, we watched vaccine makers pull their products off the market because they didn’t have protection from these kinds of lawsuits. The consequence of Kennedy’s ability to make those lawsuits easier is also the ability to shut down access and manufacturing for vaccines for every one of us. And I think that is a terrible mistake.

    Kennedy claims that he is taking on Big Pharma, but that is the lie he is peddling to hide his conflicts. I pressed him on real ways to take on the industry, including using marching-in on Big Pharma’s patents when they use taxpayer funds to bring drugs to market and then turn around and jack up prices on hardworking Americans, and by having the government negotiate prices directly with Big Pharma on behalf of Medicare beneficiaries. But Kennedy, after talking a big game about taking on Big Pharma, said no, he doesn’t support march-in rights and no, he didn’t want to commit to defending Medicare price negotiations, two proven methods to take on the drug industry and put money back into Americans’ pockets. So whose side is he on? 

    Well, one thing is for sure: RKF Jr. is on the side of his own bottom line. He has also refused to share a list of cases that he stands to benefit from. Now, I told you. He said nope, he was not attorney of record on any cases. We dug around and we found five. How many more are there? Well, here’s what Kennedy said when we said, just give us a list of the cases that you’re participating in so we can take a look at the possible conflicts. His answer? The list is so long and the conflicts so clear that, evidently, it would be more damning than what we already know. 

    Kennedy’s list of ethics issues and financial issues are a mile long—and there’s still too much that he refuses to reveal. Think about this. He’s already told us enough about his conflicts, about how he plans to keep making money, even while he was Secretary of HHS. He revealed all that right upfront. He said “Yep, I’m going to make money while I’m Secretary of HHS.” 

    And yet on basic questions like can you just give us a list of the cases that you participated in? He says, “No, I can’t do that,” which really makes you ask what on Earth is he hiding? He is dodging questions from the Senate, he is contradicting himself, and he keeps changing his answers in order to muddy the waters and really make it hard to understand what’s going on.

    Look, no one is fooled about what is happening here. Kennedy has said he’ll, “slam shut the revolving door,” between government agencies and the companies they regulate. But what he won’t agree to is cut off his own family’s steady stream of money flowing in from lawsuits that he personally can directly affect while he is Secretary of HHS. 

    Kennedy knows that these conflicts are serious. And that’s why he scrambled to update his ethics agreement and hand off his interests to his son in a desperate attempt to “fix” things.

This would be a disaster. Mr. Kennedy has reportedly given reassurances on his position on vaccines, or on his position on food and chronic disease.  

    “To my colleagues, I would say this: We cannot address chronic disease if we are slashing Medicare, Medicaid, and the Affordable Care Act or recklessly cutting off funding from hospitals and community health centers. If we are battling vaccine misinformation, it will make it much more difficult to take on chronic disease like heart disease or diabetes. The long-term impact of food on children’s health doesn’t matter if children are dying from preventable, infectious disease because they believed misinformation spread by our nominee for Secretary of Health and Human Services.  

    “And even with the promises he has made on vaccine misinformation, Robert F. Kennedy Jr. has not demonstrated that he will fulfill his promises. He has used his position to lead people down the dangerous path of vaccine misinformation, and when asked about his role in the Samoa outbreak, he lied.  

    “I have received over 1,000 calls and emails to my office opposing his nomination and received letters from over 18,000 physicians – including thousands of pediatricians, internal medicine, and emergency medicine doctors – representing all 50 states and Puerto Rico. They expressed concern and dismay about having a Secretary of Health and Human Services that doesn’t believe in vaccines that save lives.

    “The stakes are too high to take a risk on this nominee.”

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), a senior member of the Senate Finance Committee and ranking member of the Senate Committee on Commerce, Science, and Transportation, voted against closing debate on Robert F. Kennedy Jr. – President Trump’s nominee to serve as Secretary of Health and Human Services – and advancing toward his final confirmation vote.

    In a speech delivered on the Senate floor, Sen. Cantwell urged her colleagues to follow suit, cautioning that “President Trump’s nominee would get us stuck in conspiracy theories that would cost us lives.”

    “Now we are at the possibility of the beginning of another crisis, the avian flu. This crisis is yet another reminder of the importance of medical research and collaboration,” Sen. Cantwell said. “Does it make sense to cut science at the time we might have another pandemic? Does it make sense to continue to cut the collaborative efforts of research?”

    “My state is a global leader in medical innovation. From research, to biotech, to getting drugs to the market — in 2023 the National Institutes of Health awarded $1.2 billion in highly competitive grants to 65 different organizations in the State of Washington. This supported about 12,000 jobs and generated close to $3 billion in economic activity. So yes, we know a little something about global health and innovation,” Sen. Cantwell continued. “The kind of research we’re talking about here is the kind that saves lives. And this, ultimately, is about making an investment in saving the lives of people.”

    The Senate ultimately voted to invoke cloture on RFK Jr.’s nomination, 53-47. His final confirmation vote is currently scheduled for tomorrow morning.

    Last week, Sen. Cantwell voted no on advancing RFK Jr.’s nomination out of the Senate Finance Committee, citing his waffling on the safety of vaccines. Her no vote followed a committee hearing in January, when Sen. Cantwell grilled him on his anti-science and anti-vaccine views, and his promise to cut 600 employees from the National Institutes of Health.

    For decades, Sen. Cantwell has remained a staunch supporter of medical innovation and evidence-based science, including treatments for fentanyl addiction, abortion, vaccinations, stem cell research, and more.

    Mr. President. I come to the floor to join my colleagues with a great deal of concern to discuss the Trump Administration’s nomination of Robert F. Kennedy, Jr., to be the next Secretary of the Department of Health and Human Services. 

    To put it very simply at the outset, Robert F. Kennedy—RFK Jr.—is unfit to lead the highest health office in our nation.  

    First of all, RFK has no—let me repeat, no—health or medical experience.  

    That in it of itself should be a red flag on this nominee who is supposed to be tasked with leading our nation’s health agency. 

    But sadly, that’s not where the red flags end. 

    From his radical and dangerous opinions on vaccines and public health, to his promises to cut medical research to his ever-changing position on women’s rights to access reproductive health care, he has proven that he lacks the credibility, the knowledge and the capability to be Secretary of Health and Human Services.  

    So, let’s take a step back.  

    When the President ran his campaign, he ran a campaign on lowering costs for working Americans. Well, where has that promise gone?  

    We saw today that inflation has gone up in the last quarter. It’s over 3 percent now. 

    And we’ve seen nothing from President Trump’s first weeks in office that addresses the high costs of health care, of food, of housing, of child care.  

    Two weeks ago, this Administration, including the Health and Human Services agency, halted funding across the board for programs like our community health centers and substance use treatment programs.  

    These centers are often the main source of health care for their community. They serve the people across the states of this country. 

    In our office, I heard from programs like Coos County Family Heath, a community health center that provides life-saving care to rural patients across the North Country of New Hampshire—what we call the North Country. 

    Their programs for training new doctors and providing services for victims of domestic violence were, and still are, at risk thanks to Trump’s executive orders and funding freeze.  

    And I heard from Navigating Recovery in Laconia, that’s a substance use treatment service that depends on federal funding for more than 50 percent of its budget. They’re worried about keeping their doors open.  

    And this is an organization with providers who will literally sit with a patient by their hospital bed following an overdose to make sure they’re getting the best guidance, the best treatment and the follow on services like housing and child care that allows them to start their recovery. 

    And this is a real issue for us in New Hampshire, where we’ve been hit very hard by the opioid epidemic. 

    The Trump executive orders and funding cuts will force Navigating Recovery to lay off staff and to curtail services should those funding cuts continue. 

    These are actions on the part of the White House that don’t lower costs for families – they do just the opposite. 

    They put people out of work and weaken our ability to care for our most vulnerable populations.  

    But when he was asked if he would reverse this policy, of cutting funding for programs like substance use recovery, RFK refused.  

    The thing is, we should be taking steps right now to lower costs for families and children.  

    Half of uninsured Granite Staters cite cost as their reason for not purchasing health coverage.   

    More than two-thirds of [uninsured] people in New Hampshire have delayed care, and another 25 percent have delayed buying needed prescriptions or said they have to ration their meds.   

    We could help these people right now.  

    We could pass the Health Care Affordability Act, which would make permanent premium tax credits in the Affordable Care Act that have cut health care costs for 24 million Americans—nearly 70,000 from New Hampshire. 

    Passing that bill would directly help constituents like the man in Newmarket who contacted our office. 

    He’s 55 years old, he’s a patient at Lamprey Health Care, which is a community health center.  

    He had been uninsured and avoided going to a doctor his whole life.  

    But sadly, he was recently hospitalized for 10 days because of complications from untreated diabetes. He had sepsis and he had an infection in his foot.  

    Unfortunately, he didn’t have insurance when he was hospitalized.  

    But luckily, Lamprey Health sat with him, helped him purchase insurance on HealthCare.gov, helping avoid potentially devastating medical debt.  

    These tax credits are vital to his and to millions of Americans’ ability to afford care.  

    But again, when asked about these tax credits, RFK refused to say that he would support extending them.  

    So much for lowering costs to families.  

    Now, if this Administration is not trying to lower costs, what are they doing to help the people they swore an oath to serve? 

    Last Friday, our research institutions got a notification, almost overnight, that their funding through the National Institutes of Health would be gutted. 

    This decision threatens our ability to find cures for diseases, to get ahead of public health crises and to hire and retain talent. 

    I think it was made rashly and irresponsibly without really understanding what the impact would be. 

    Slashing those funds won’t make research more efficient; instead, it’s going to cripple our ability to treat and cure horrific diseases.  

    Dartmouth College, which is in Hanover, New Hampshire, is one of our preeminent research institutions in the country.  

    Last year, Dartmouth received nearly $100 million in NIH funding to help with its cutting-edge research to treat diseases like diabetes, cystic fibrosis and Alzheimer’s. 

    This NIH decision—this decision by the Trump Administration—will cut Dartmouth’s funding by $38 million, and we don’t know what future impact that would be. 

    Will we miss the next cure for a pediatric cancer?  

    Will we fail to advance treatments in Alzheimer’s?  

    What we do know is that this has an immediate impact on the people living in the Upper Valley of New Hampshire.  

    More than 1,300 employees are supported by federal grants at Dartmouth, and the vast majority of these are supported by the National Institutes of Health.  

    The job loss, the economic impact that will result from this decision will be devastating.  

    And sadly, once those jobs are gone, and the researchers leave, there’s no going back because they’re going someplace else, they’re going overseas. 

    But we unfortunately know RFK that supports this decision, because he has publicly supported gutting NIH staff and research.  

    And if, RFK is confirmed, I fear he will do nothing to push back or to reverse these reckless decisions.   

    The Secretary of HHS also holds immense power over ensuring that women in our country have the ability to access reproductive health services, including abortion.  

    Interestingly, I thought this was something that RFK and I agreed on.  

    But now, I’m not clear what he supports.  

    He used to proudly say that he was pro-choice. But since being nominated, that belief seems to have disappeared overnight.  

    The only thing I think he truly believes is in his desire to do whatever Trump wants, even if it means compromising his own values. 

    Women in this country need to know that the Secretary of Health and Human Services will defend our rights to access all the health care we need. 

    But at every turn, Republicans and the Trump Administration have pushed forward dangerous policies intended to threaten access to full reproductive care. 

    They put onto the Supreme Court the justices who overturned Roe v. Wade.  

    At the state level, they have instituted draconian abortion bans that threaten the lives of mothers. 

    Women are literally dying—dying—from a lack of care because of these bans on our health.  

    This is 2025. How did we get here?  

    I remember before Roe v Wade. I remember when hundreds of thousands of women died from back alley abortions. And are we back to that point? 

    Everyone knows that banning abortion and making women seek dangerous options does not stop abortions, it makes them more deadly.  

    But with RFK at the helm, that’s the grim reality we face. 

    He’s not someone I trust to defend a woman’s right to access reproductive health care. He is not someone I want leading Health and Human Services. 

    Now, one of the few issues we have some actual insight into are his views on public health.  

    His dangerous, radical and wrong beliefs about vaccines are well documented.  

    Every child that gets sick or dies from a disease that could be prevented by a vaccine is a tragedy.  

    RFK will not only undermine public confidence in vaccines, he indicated that he intends to continue to profit from anti-vaccine lawsuits.  

    It’s shameful and it’s corrupt. 

    Now, we’ve also heard reports that the Trump administration plans to cut as much as 50 percent of Health and Human Services staff and decimate the Centers for Disease Control and Prevention.  

    The CDC is our first line of defense for public health, most important, tracking and responding to outbreaks of diseases not only domestically but abroad as well.  

    The Trump Administration has already taken steps to gut out global health and aid efforts, from withdrawing from the World Health Organization, to cutting the CDC and U.S. Agency for International Development. 

    They argue that these efforts are wasteful and unnecessary.  

    But just last Friday, we were notified in New Hampshire that we had only the third confirmed case ever in the U.S. of clade 1 Monkey Pox—or Mpox.  

    The case is travel-related, meaning the patient caught the disease abroad and brought it home.  

    Sadly, these things, these diseases don’t just stop at countries’ border. They don’t just happen overseas. They affect us here at home.  

    The Trump Administration’s efforts to eliminate our public health infrastructure doesn’t make America safer, it doesn’t make America stronger and it doesn’t make America more prosperous. It does the exact opposite. 

    And Robert F. Kennedy Jr. is complicit. He’s complicit in these efforts, and he will only continue them should he be confirmed.  

    America deserves a leader at HHS who values science, who protects public health, who defends women’s rights to reproductive care—to the full range of reproductive care—and who upholds the integrity of our country’s core health systems.  

    RFK Jr. has shown time and again that he is not that leader.  

    His dangerous rhetoric on vaccines, his reckless plans to gut critical agencies and lack of understanding of basic health care make him uniquely unqualified to advance the well-being of all Americans.  

    I urge my colleagues to reject his nomination for Secretary of Health and Human Services.

    You know, if you go back exactly 20 years ago today, I could tell you exactly where I was. I was in Walter Reed Medical Center. I was staring at the beige colored walls. And amidst the pain in every inch of my body, I was trying to muster the strength to sit up, or to take a step, or even just to take a breath.

    I spent months and months and months in that room. Hooked up to machines, getting wheeled in and out of surgeries, learning how to live again in my new, post-shootdown world. But despite it all, looking back, I consider every one of those days in that hospital room lucky.

    Because when the worst happened to me—when that RPG exploded in my lap in Iraq and I needed serious, sustained medical attention to survive the hour, the day, the year—I had health care I could rely on.

    The same cannot be said for countless Americans.

    Americans whose health care costs have already been too high, and whose access to care is in even greater danger if this Chamber is foolish enough to confirm Robert F. Kennedy Jr. as our next Secretary of HHS. Put simply, Mr. Kennedy cannot be trusted with the grave, grave responsibility that comes with this job.

    He cannot be trusted with our lives. He is focused on pushing his agenda—regardless of the cost to middle-class Americans. And if this man is confirmed, more Americans will die preventable deaths because of his policies.

    One pediatrician from Illinois wrote to me: I will always remember the 9-month-old infant with whooping cough who could not be saved despite every high-tech ventilator and medication we had available.” Another said: “I recall a father screaming and punching a hole in the wall when his 4-year-old son died of chicken pox.” The stories, the letters, the avoidable tragedies go on and on. Imagine how much worse the heartbreak will become under a guy who acts like the term “vaccine” is a swear word.

    Look, the only reason Kennedy is even up for confirmation is because he, like Elon Musk, decided to throw his dignity to the wind and bow down at Trump’s altar.

    And because of that, he gets to be yet another rich guy with too few qualifications and too much power, somehow now charged with leading our government.

    Trump is running this country like the mob: Kiss his ring, pledge your unyielding loyalty, get made—it’s just this time, you get made into a Cabinet Secretary. Well, Kennedy has given Trump his fealty.  So why would any of us ever think that he’d have the courage to stand up to Trump if the President issues an order that actively harms everyday Americans?  How could any of us actually believe that Kennedy would fight back against Trump’s worst instincts, when Kennedy has proven time and again that he believes more in sycophancy than science?

    Now, Americans are going be the ones to suffer. Because now, with Kennedy’s confirmation, even programs as popular, effective and vital as Medicaid will be in even greater danger. Republicans told us in Project 2025 that they would come for Medicaid—and this is the rare case when the GOP has actually kept its word, putting at risk the roughly 80 million Americans who rely on it. Americans in red states and blue, in big cities and small towns—folks who may have never heard of RFK Jr., but who will certainly feel the effect when he rips away the care their family so desperately needs.

    Medicaid is a lifeline for kids, for pregnant women, for people in nursing homes, for Americans with disabilities. But Republican’s don’t seem to care about any of that.     To my colleagues on the other side of the aisle: I am sure many of you have faced health crises of your own.     Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), a senior member and former Chair of the Senate Health, Education, Labor, and Pensions (HELP) Committee, took to the Senate floor to warn of the very real dangers that lie ahead if Republicans insist on confirming RFK Jr. as Secretary of the U.S. Department of Health and Human Services (HHS) and urge her colleagues to “show some courage… show some conscience” and vote against this nomination.
    Murray laid out the many ways RFK Jr. could undermine vaccines as HHS Secretary—as well as so much else that’s at stake with his confirmation. Murray pointed out that, if confirmed, there will be nothing stopping RFK Jr. from firing the CDC’s entire vaccine advisory committee—responsible for making recommendations about vaccines and indirectly determines which vaccines must be covered by insurance—and replacing them all with vaccine skeptics. RFK Jr. will also oversee FDA, another agency he has repeatedly tried to discredit and attack—and where he has said he plans to fire hundreds of scientists on Day One.
    “My colleagues should know better. They do know better,” said Murray on the Senate floor. “But they are looking the other way. They are choosing to pretend like it is in any way believable that RFK Jr. won’t use his new power to do exactly the thing he has been trying to do for decades—undermine vaccines.”
    Murray spoke about how RFK Jr. will also have jurisdiction over NIH, where he could redirect funds away from promising cures, or make good on his plan to fire hundreds of researchers and pause infectious disease research. Pointing to Donald Trump and Elon Musk’s’ recent attacks on NIH biomedical research funding, Murray said: “At a time when lifesaving research like this is already under attack from the President and the richest man in the world, no one who truly values medical research should vote to install one of the biggest attackers of medical science as the Secretary of Health and Human Services.”
    Murray also spoke about health insurance—another huge responsibility for HHS. “Last time Trump was in office, we saw millions of people lose their health coverage,” Murray said. “The uninsured rate went up after years of hard-won progress, and we all know he still wants to rip up the Affordable Care Act—driving up costs and kicking people off their coverage. And there’s no reason to think Mr. Kennedy will stand up to that effort. Indeed, there is no reason to think he has the experience and understanding of the system to do so. During his committee hearings, RFK Jr. confused Medicare and Medicaid—basic stuff—and failed to describe the components of Medicare.”
    Murray also hammered how RFK Jr. poses an enormous risk to reproductive health care in America—pointing out that not only did RFK Jr. confess to having no real understanding of the Department’s role in enforcing Americans’ right to emergency care, but he showed he will be totally open to Republicans’ efforts to rip away access to medication abortion nationwide.
    Also noting the danger of putting RFK Jr. in charge of pandemic threats, Murray emphasized that “We cannot take this man at his word—something he has changed and gone back and forth on time and again. But we can take him at his record—which is that he has consistently undermined vaccine confidence and even profited from it.”
    “I cannot tell my colleagues enough: this isn’t a game, this is not a political role without consequence, the Health Secretary has real power over whether Americans can get basic information and care that impacts whether they live or die,” Murray continued.
    “So if my colleagues are feeling the pressure from President Trump or if they are feeling the weight of the richest man in the world on their backs, I would warn them: this will certainly not be the last test we face here in the Senate… If you do not draw a line somewhere, you will cross every line you could ever imagine. You will be pushed further and further into accepting things you never thought you would—things you never thought you could.
    “I think most of my colleagues know what is really at stake here. I think most of my colleagues know what sort of man RFK Jr. is and what sort of damage he could do if confirmed. There are political realities, we all get that—but there is also right and wrong… So, I urge all my colleagues to show some courage. I urge them to show some conscience. I urge them to join me in voting NO on RFK Jr.’s nomination,” Murray concluded.
    When President-elect Donald J. Trump first announced his intention to select Robert F. Kennedy Jr. as Secretary of HHS, Murray immediately and forcefully condemned the move—and she has consistently spoken out and laid out for her colleagues the case against his nomination since, including in a lengthy Senate floor speech earlier this month—VIDEO HERE. Murray met with RFK Jr. on January 15th and released a statement afterward reiterating her opposition to his nomination and urging her colleagues, “to be honest with themselves about the stakes of putting one of the anti-vaccine movement’s loudest, proudest champions in charge of HHS and join me in opposing RFK Jr.’s nomination.” In December, Murray held a roundtable discussion at UW Medicine on the importance of scientific research and vaccines—especially for children—and spoke about how having RFK Jr. lead HHS would threaten Americans’ health and safety. At the hearing on his nomination before the Senate HELP Committee, Senator Murray pressed RFK Jr. to acknowledge that the HPV vaccine was safe and effective—he would not—and respond to credible accusations of sexual assault.
    As a longtime appropriator and former Chair of the Senate HELP Committee, Murray has long fought to boost biomedical research, strengthen public health infrastructure, and make health care more affordable and accessible. Over her years as a senior member of the Appropriations Committee, she has secured billions of dollars in increases for biomedical research at the National Institutes of Health, and during her time as Chair of the HELP Committee she established the new ARPA-H research agency as part of her PREVENT Pandemics Act to advance some of the most cutting-edge research in the field. As Chair of the HELP Committee, Murray was also instrumental in crafting the American Rescue Plan Act, including its landmark investments in public health and health care. Senator Murray was also the lead Democratic negotiator of the bipartisan 21st Century Cures Act, which delivered a major federal investment to boost NIH research, among many other investments. Murray is also the lead sponsor of the Public Health Infrastructure Saves Lives Act (PHISLA), legislation to establish $4.5 billion in dedicated, annual funding for a grant program to build up and maintain the nation’s public health system across the board. 
    In 2019, Senator Murray co-led a bipartisan hearing in the HELP Committee on vaccine hesitancy and spoke about the importance of addressing vaccine skepticism and getting people the facts they need to keep their families and communities safe and healthy. Ahead of the hearing, as multiple states were facing measles outbreaks in under-vaccinated areas, Murray sent a bipartisan letter with former HELP Committee Chair Lamar Alexander (R-TN) pressing the Centers for Disease Control and Prevention (CDC) Director and HHS Assistant Secretary for Health on their efforts to promote vaccination and vaccine confidence.
    Senator Murray’s full remarks on the Senate floor, as delivered are below and HERE:
    “Mr. President, the American people are watching now with alarm—because the vast majority of people know: vaccines are safe, they’re effective, they are lifesaving.
    But we are now on the verge of confirming, as our nation’s highest health official, a man who has spent considerable time, money, and effort undermining that basic fact.
    “A man who has abused his platform by refusing to acknowledge the well-established science that shows that vaccines arenot linked to autism. Fear about that point—fueled by RFK Jr. and others peddling misinformation—is a leading reason that parents do not get their kids vaccinated against preventable, dangerous diseases.
    “That’s why elevating a man like RFK Jr. to lead HHS would be so dangerous. Just giving him any platform to spread vaccine doubt is dangerous. But to give him one of the biggest megaphones in the world? It is truly shameful that we even are debating this.
    “My colleagues should know better. They actually do know better. They are looking the other way. They are choosing to pretend like it is in any way believable that RFK Jr. won’t use his new power to do exactly the thing he has been trying to do for decades—undermine vaccines.
    “Never mind the fact that CDC has already modified webpages with information about vaccines and other vital public health information—which a federal judge has now ordered the Trump Administration to restore.
    “Never mind that the Trump administration is also, reportedly, planning widespread and significant layoffs—layoffs—at CDC and across HHS.
    “This is how RFK Jr. substitutes his own beliefs for science. So, when the vaccine conspiracies start swirling—and RFK Jr. turns HHS into ground zero for misinformation—‘I had no idea’ is not going to be an excuse for confirming him.
    “Because at the HELP Committee hearing, the Chair pressed him repeatedly about the debunked claim that vaccines cause autism. And when RFK Jr. said he needed to ‘see the evidence,’ he was shown the evidence. But, to no one’s surprise, he did not keep his word, admit he’d been wrong, and spread the good news that vaccines do not cause autism.
    “He has had two weeks since that hearing to look at the same settled science as everyone else—crickets. But he won’t hesitate to quote the latest anti-vax conspiracy. He is totally up to speed on that front.
    “Are my colleagues really buying this guy will take an impartial look at the science?
    “If you think RFK Jr. will change who he is, you are lying to yourself. He has given no evidence to suggest that—and all the evidence in the world to the contrary.
    “Given his long, and growing track record, we cannot just pretend if RFK Jr. finally gets power to undermine vaccines—a cause that he has dedicated a considerable amount of time and effort to—that he’ll just give it up. That is not believable.
    “And I know I’ve been talking a lot about vaccines—because it is so obviously alarming—but the responsibility he would have goes far beyond that.
    “So, let’s break some of this down—both the ways he could undermine vaccines as HHS Secretary, and the other responsibilities that would be at stake.
    “To start with, the CDC is under HHS. That means that the Secretary directly appoints people to CDC’s vaccine advisory board. That board is responsible for making recommendations about vaccines—and it is those recommendations that determine whether or not certain vaccines have to be covered by insurance.
    “So, simply put: changing those recommendations will change what vaccines millions of Americans, including kids, will be able to get from their health care provider.
    “If he is confirmed, there would be nothing stopping RFK Jr. from firing the entire board and replacing them all with vaccine skeptics.
    “After all, he has said many times, and in many ways, he thinks CDC is corrupt and bought by pharma—as usual, by the way, without any evidence.
    “RFK. Jr. would also oversee the Food and Drug Administration; that is another agency he has repeatedly tried to discredit and attack—where he says he plans to fire—fire!—hundreds of scientists on Day One. And an agency that plays the crucial role of making sure our drugs and our treatments—including vaccines—are safe and effective.
    “Not only would Mr. Kennedy have a key perch from which he could undermine vaccines on a scale like never seen before, he could also use his platform to peddle quack treatments with no basis in science.
    “RFK Jr. would also have jurisdiction over NIH. That alone means influence over billions of dollars in medical research—research that is responsible for a significant portion of our economy, and more importantly, research that patients are desperately hoping will help them find cures. 
    “But RFK Jr. could redirect those funds to promote his favorite pet conspiracies instead of promising cures.
    “Or he could make good on his plan to fire hundreds of researchers and pause infectious disease research—for eight years. It should go without saying: viruses aren’t going to take a break.
    “And here’s the thing—the attacks on medical research are now already happening under Trump. From his day one Executive Orders, President Trump has already been threatening medical research.
    “Suddenly, all of our grants are at risk because they are looking at addressing ‘barriers to care’ or understanding why Black and Native American women have higher maternal death rates.
    “And now—President Trump also is trying to illegally, arbitrarily, and suddenly change NIH guidelines to set an unrealistically low cap on indirect cost rates. That would mean researchers are laid off, studies canceled—including lifesaving clinical trials—and kids are not able to get the treatment they need.
    “All because President Trump and Elon Musk don’t seem to understand how we actually fund important research, and couldn’t even be bothered to find out before taking an axe to medical research labs.
    “At a time when lifesaving research like this is already under attack from the President, and the richest man in the world, no one who truly values medical research should vote to install one of the biggest attackers of medical science as the Secretary of Health and Human Services.
    “And, M. President, insurance is another huge portfolio for HHS. Last time Trump was in office, we saw millions of people lose their health care coverage. The uninsured rate went up after years of hard-won progress, and we all know he still wants to rip up the Affordable Care Act—which will drive up costs and kick people off their coverage.
    “There’s no reason to think Mr. Kennedy will stand up to that effort. Indeed, there is no reason to think he has the experience and understanding of the system to actually do so.
    “During his committee hearings, RFK Jr. confused Medicare and Medicaid—this is basic stuff! He failed to describe the components of Medicare. 
    “And yes, Mr. President, I also absolutely have to talk about abortion care. This is of grave importance—especially right now.
    “In his hearings, not only did RFK Jr. confess to having no real understanding of EMTALA—that is a law which requires patients have access to lifesaving emergency care including, in some cases, abortion care—he also showed that he will be totally open to Republicans’ fact-free efforts to rip away access to medication abortion.
    “Like so many other issues that RFK Jr. is simply wrong about, the science on that has been settled for many years now.
    “Mr. Kennedy made clear though, he is very open to revisiting access to the abortion pill, based on a Republican argument against the science that basically boils down to: ‘Nuh uh, nuh uh!’
    “Putting up barriers to accessing the abortion pill—or ripping it off the market completely, as Republicans have made very clear they want to do—would be absolutely devastating.
    “And let’s not forget about pandemic threats. The lies that RFK Jr. spread during the last pandemic already make clear he is not the man to do this job. But if that weren’t enough, when there was a pandemic threat response planning session for this new Administration—he skipped it! He didn’t go! It would almost be comical if this wasn’t so serious.
    “Mr. President, everywhere you look, everything about this nominee is so concerning.
    “We cannot take this man at his word—something he has changed and gone back and forth on time and time again. But we can take him on his record—which is that he has consistently undermined vaccine confidence and, by the way, note: he even profited from that.
    “And we can take the threat of what he might do seriously, especially given the alarming things that are already happening.
    “If RFK Jr. gives you his word of honor, that he won’t freeze research—well guess what? We are already seeing the Trump Administration totally upend medical research. Thanks to the Trump funding freeze, NIH hasn’t issued any grant awards in weeks!
    “If RFK Jr. swears that he is not going to take down information about vaccines, that he is not going to silence experts, well don’t look now—but the Trump Administration has already taken down or changed CDC pages about vaccines. They have already silenced public health experts.
    “If RFK Jr. pinky promises you that he won’t undermine medical science or studies, and he won’t ignore global health threats, well, you might want to sit down for this—but President Trump has completely demolished our global health aid work. He has already completely demolished it.
    “The fallout is utterly heart wrenching. Already we know of a woman who died—because the USAID-supported hospital she went to for oxygen was forced to discharge her because they got a ‘stop-work’ order from the Trump administration.
    “It is not clear if she was the first death caused by Trump’s complete freeze, but there is no question, she will not be the last.
    “And Mr. President—let me make a really important point here: it is not just people across the world who will be affected by this.
    “There was a study being done on a new HIV treatment with thousands of volunteers, a study being done already having a thousand volunteers doing the treatment. But now, without their regular injections, which are cut off because of Trump’s move, there is going to be too little of the drug in their system to protect those people from HIV—but enough of the drug that if they contract HIV, it could mutate to become drug resistant.
    “So, for all the absolutely unhinged conspiracies we have heard about medical research from RFK Jr. and the like, where is the concern for this actual risk, in this actual study, happening right now all because President Trump cut off foreign assistance?
    “RFK Jr. has been silent about that risk, silent about how wrong that is—and so, even as he is making these empty promises on one hand to some of our colleagues, he is already standing by as President Trump breaks them on the other hand.
    “Oh, and here’s one more—if RFK Jr. says he is going to consult you on health care personnel, please do not be fooled.
    “Look, I don’t know why my colleagues need me to tell them this—I like to think we have some pretty smart people around here—but this vote, RFK Jr.’s own nomination, this is your consultation on health care personnel. Not some made up promise for later. This is the point you have the most power.
    “Whatever he might say, you don’t get to choose who RFK Jr. will appoint to this or that—heck, he doesn’t get to choose who President Trump appoints. 
    “The decision you get to make, all of us on this floor get to make, is the decision on this floor before us right now. You get to choose who you vote to confirm. And you will have to live with that decision.
    “And, if you ignore the warning signs, and confirm RFK Jr.—then, when the wheels fall off the wagon, you may try to tell yourself you were lied to, but you knew who you were dealing with. You knew who you were dealing with. You knew what he has said before, and what he has refused to say.
    “You had all the knowledge you needed to do the right thing.
    “I cannot tell my colleagues enough: this is not a game, this is not a political role without consequence. The Health Secretary has real power over whether Americans can get basic information and care that impacts whether they live or die.
    “As I have tried to drive home throughout this process—vaccines save lives. That is not a question. It is not a slogan. It is a fact.
    “If, when parents look to you, worried about their newborn, wanting to do what is best for their baby, and trusting your advice as a public health leader—if you cannot tell them the same truth that centuries of science and experience tells us, which is that vaccines are safe, effective, and lifesaving, then you have absolutely no business leading the Department of Health and Human Services. None. 
    “And so, just as I did at the hearing, I want to warn all of my colleagues: by merely voting to confirm Mr. Kennedy, we would be telling our constituents he is worth listening to on vaccines. That alone will get people killed—before he even lifts a finger.
    “Because he does not even need the levers of power to get people killed—all he needs is a megaphone.
    “To affirm his views by voting to confirm him as our highest health official—let’s not mince words about what that will mean.
    “When babies die from whooping cough because parents weren’t sure the vaccine was safe—will you be able to look them in the eye? When the flu sweeps our nursing homes, when measles sweeps through our communities—will it be worth it?
    “Mr. President, I will end on this—I’m sure there are plenty of members who know perfectly well just how dangerous it would be to confirm RFK Jr. They don’t need to hear it from me—in fact, some of them may even know the danger better than I do.
    “But here’s what I do know: conscience is a muscle. Courage is a muscle. The less you use them, the more they fade away.
    “So if my colleagues are feeling the pressure from President Trump or if they are feeling the weight of the richest man in the world on their backs on this vote, I would warn them: this will certainly not be the last test we face here in the Senate.
    “Giving into pressure now won’t make it go away. It won’t soften the pressure you face later, and it will not strengthen your resolve when the stakes are higher. It will just show: pressure works.
    “If you do not draw a line somewhere, you will cross every line you could ever imagine. You will be pushed further and further into accepting things you never thought you would—things you thought you never could.
    “I think most of my colleagues know what is really at stake here. I think most of my colleagues knowwhat sort of man RFK Jr. is, and what sort of damage he could do if confirmed.
    “There are political realities, we all get that—but there is also right and wrong. There is also fact and fiction.
    “There is people staying healthy, and people dying pointlessly—kids dying pointlessly—from diseases that we can prevent, because they thought Congress took its job vetting our health secretary seriously.
    “So, M. President, I urge all my colleagues to show some courage. I urge them to show some conscience. I urge them to vote NO on RFK Jr.’s nomination.”
