    This year, all children from Reception to Year 11, including those who are home educated, are eligible for the vaccination. For the majority of children, the vaccine will be given via a nasal spray. For children who require a pork gelatine free alternative, or who are unable to have the nasal spray for medical reasons, an injectable vaccination is available on request.

    Parents are urged to return their child’s consent forms as soon as possible to ensure they don’t miss out. Consent can be given online at Flu Immunisation 2024/25. Verbal consent can be given by calling Vaccination UK on 01902 200077. Requests for the injectable vaccination can be made when giving consent.

    Vaccinations are scheduled to take place throughout the autumn term and each school will be visited twice by Vaccination UK, giving children who may have been off the first time the chance to have their vaccination.

    Any child who misses their free vaccine in school will be able to get it at catch up clinics which will be arranged in the coming weeks, or by contacting their GP.

    John Denley, Wolverhampton’s Director of Public Health, said: “The flu vaccination campaign is well underway in local schools and it’s vital that you ensure your child doesn’t miss out.

    “Flu can be deadly and easily spread by children and adults. The vaccine is the best way to protect your children and other family members from becoming ill with the flu, particularly more vulnerable relatives like grandparents or those with underlying health conditions.

    “I would urge parents to return their consent forms as soon as they receive them so that their children can have their free vaccine and become a Flu Fighter!”

    Children aged 2 and 3, and children with some long term health conditions, are also eligible for the nasal spray, with their vaccinations given at their local GP surgery. Parents or guardians who have not yet received a letter or text from their GP inviting them for a vaccination are encouraged to contact their surgery to arrange an appointment.

    UK Minister for Development outlines a new “modern approach to development” in first major speech at Chatham House today

    It is an immense honour and privilege to be here today for the first time as Minister for Development and for Women and Equalities.

    Chatham House of course has a long history of being at the cutting edge of foreign policy and development thinking. It is the perfect place to share my vision for a modern approach to international development. I am delighted to see so many of you here, including so many of our partners – from Gates, to Gavi, to the Global Fund.

    I am proud to be able to say to you all – Britain is back on the world stage, with a minister at the top table, advocating for projects and assistance to advance that goal just mentioned of a world free from poverty on a liveable planet.

    Today is the ‘International Day for the Eradication of Poverty’. Between the late 1990s and the early2020s, the world did make headway in lifting hundreds of millions of people out of poverty. Lives saved and lives changed.

    Many of these gains can never be undone. But as was mentioned the geopolitical challenges now are stark – and progress against the Sustainable Development Goals is stalling.

    We do live in a multipolar world with intense competition. We need to adapt and respond to to that world. The world is different – first – because over the last four years, the number of people in humanitarian need has doubled. A vicious cycle of an unprecedented profusion of conflicts and the climate crisis, which is now compounding the suffering of some of the most vulnerable people in the world. And many women, girls, and marginalised people are experiencing a devastating roll-back of hard-won rights, services, and democratic freedoms.

    I saw this first-hand during my recent trip to South Sudan. In the horrendous conditions of the camp in Bentiu for internally displaced people, I heard heart-breaking accounts from those who were forced to flee the brutal civil war in Sudan, as well as meeting people suffering from South Sudan’s own humanitarian emergency, caused by the legacy of civil war and the climate crisis.

    The conflict in Sudan has now forced more people from their homes than any other conflict – some ten million people. It has pushed nearly nine million people into emergency or famine levels of food insecurity, and as I raised at the UN last month – there is a real risk that without global action to prevent it, the worst famine in several generations could happen on the world’s watch.

    Around the globe, millions of people, who long to return home are beginning to despair that they ever will – including the Syrian refugees I met in Jordan, still there over a decade after they fled the conflict, and so many communities enduring such suffering – from the DRC, to Yemen, Ukraine, and Myanmar, to Gaza and the wider Middle East.

    In all this, political efforts have been vital to get aid in – including our reinstatement of £21m of UK funding to UNRWA, as the only Agency able to deliver at scale in Gaza, and the further £10-million of wider humanitarian support for Lebanon we announced earlier this month.

    By the end of this decade, unless more action is taken, some two-thirds of those living in extreme poverty will be living in fragile and conflict-affected states. At the same time courageous humanitarian aid workers on the front lines of getting help to them around the globe are under attack.

    We have a moral imperative to help turn things around. People everywhere – including the British people – understand instinctively that this is the right thing to do, Compassion, fairness, and refusing to look the other way when someone is in need are all British values. And action is in all our interests as well.

    The new government’s commitment to tackle irregular migration at source is important for those who would otherwise be forced to leave their homes, and important for people in the UK too. That is why, during the European Political Community meeting, the Prime Minister announced up to £84 million for projects across Africa and the Middle East – to address the factors that end up pushing people into small boats.

    The world is also changing because we see new leadership from the likes of President Lula of Brazil, and Prime Minister Mia Mottley of Barbados, on everything from reforming the global financial system, to tackling hunger and poverty around the world – through the emerging G20 Global Alliance for which I was so proud to announce UK support in Brazil.

    I have seen leadership among the women forest rangers who I met in Sulawesi in September. Visiting them gave me an inspiring reminder of the difference we can make to our planet and to peoples’ lives, when we work together as genuine partners – where action to preserve forests also promotes sustainable livelihoods, and where economic development goes hand in hand with combatting climate disaster.

    Today’s world is very different. But as our Foreign Secretary set out, our progressive, realistic approach draws on the same spirit that Ernest Bevin and Robin Cook animated and energised. For our country to once again lead on development, we will need a new, modern approach, based on genuine partnership, trust, and respect.

    It will mean recognising that for our partners, tackling the climate and nature crises is not separate from promoting economic growth and meeting humanitarian need, but intrinsic to both. And it will mean making good on our word, not leaving our partners high and dry and making the most of British talent and expertise to improve peoples’ lives, now and in the future.

    We have to turn the page, if we are genuinely to work in partnership again. Consider that asylum costs, which have spiralled in recent years, at present account for almost 30% of our development spending while the backlog has soared, with people waiting years to receive a decision – which the Home Secretary is now taking action to rectify.

    Consider too that so much of our country’s current international climate finance commitment was backloaded into these final two years – but we are now committed to make good on the promise that the UK will get help to those who need it.

    While we do not underestimate the significance or the complexity of these challenges in the shorter term. Neither should we underestimate our ability to respond under pressure in the long term. The UK has been ambitious on international development before. I am determined it will be again. Of course, that starts with boosting the effectiveness of our efforts.

    I want to thank everyone from the sector who fed into the White Paper, and the civil servants who worked so hard – and I want to reassure you that I value it, as a diagnosis of the problems we face and how UK development can help meet them.

    But I must be clear that we must now prioritise, and provide the strategy and the plan that has been lacking – and that is what I am now building. A core element of this is increasing our capability and capacity.

    The Development Review, led by Baroness Minouche Shafik, is about building on the breadth and depth of development experience, expertise, and innovation represented here today. In addition, we will work closely with the Independent Commission for Aid Impact – making sure our official development assistance reaches those who need it most, and where and when it is most effective.

    Yet we must go further still if we are to shift our approach, quite determinedly – so it is truly modern. First and foremost – that means genuine partnership. Britain is back. Back in business. Back on the world stage.

    And back pursuing our mission of a world free from poverty, on a liveable planet. And my message is that we will work with others, in good faith, to build genuine partnership, underpinned by our respect for other governments, organisations, communities, and individuals.

    That means building shared plans for the future – not imposing our own, and – to quote the Prime Minister – listening a lot more, speaking a bit less.

    This is exactly the approach the Foreign Secretary is taking – as he recently set out so movingly in his speech at Kew Gardens, to friends from across the Commonwealth, and at the United Nations in New York.

    Currently, we are seeing those nations which were unable to industrialise bearing the brunt of the climate crisis – with a terrible cycle of floods, droughts, and hurricanes. Because climate and development are interlinked and interdependent, we will put tackling the climate and nature crisis at the heart of everything we do. Domestically, this government has an ambitious climate policy.

    The drive for cheaper, cleaner power, being led by Ed Miliband, will not only bring down bills here, help us achieve energy security, and meet our goals to decarbonise – it also gives us credibility and expertise abroad, as we lead the response to the climate and nature crisis both bilaterally and through multilateral organisations.

    Secondly – we will champion reform for a global, multilateral system that includes everyone, works for everyone, and is fit for the future.

    That means not just listening to our partners, as a priority – but making sure we take action together. When it comes to the humanitarian and development system that is so stretched, we look forward to seeing Tom Fletcher making the most of his new role as UN Relief Chief, and to working with our partners to take a less siloed, more joined up approach – across everything from climate, to the needs of women and girls, to humanitarian relief.

    And when it comes to finance, time and again, we have heard from small islands and other vulnerable states, how difficult it is to access what they need to pursue their ambitions and priorities, escape the trap of unsustainable debt, and get on a sustainable footing.

    That is why, in his speech to the UN General Assembly, the Prime Minister set out the case for accelerating reform of the multilateral development banks, including shouldering more risk so they can unlock hundreds of billions of dollars so they can do more to unlock hundreds of billions of dollars and do more to build a more sustainable economy and help the poorest.

    Next week I will go to the World Bank Annual Meetings in Washington so they to press them to shoulder more risk so they can unlock the money that is so desperately needed. We will work with our partners – including fragile and climate vulnerable states to help them access more, better-quality, well-targeted, multiannual finance, including for adaptation, through a global financial system that is reformed and ready for the future, and through wider global forums where they have greater representation in the bodies that help shape our shared future – including the International Monetary Fund and the World Bank.

    We will champion financial innovation – from the insurance and guarantees our partners are seeking, to the Climate Resilient Debt Clauses promoted by the UK, that we are calling on all creditors to offer in their current and future lending.

    Both within government and working with the financial services industry, we will make sure there is more to come – including helping countries tackle the barriers to investment that choke off the flow of private finance.

    On so many fronts, from trade to taxation – globally, momentum is now building for the sort of change we need to see, and we are committed to making the most of every opportunity to urge it ahead.

    That is why at the UN, the Prime Minister called on all donors to make the most of the International Development Association replenishment, as a critical milestone in the fight against poverty.

    It can be bigger, better, and help more people, especially those in fragile states and conflict zones. So, on that basis, under this new government, the UK will be ambitious too – increasing our pledge, and encouraging others to play their part. And as the Prime Minister highlighted at the UN in recent weeks, there are measures that we can crack on with right now, to unlock further resources for sustainability, resilience, and renewal – like a new levy on global shipping that takes account of the true cost of emissions, and puts the proceeds cutting them even further, and helping communities cope with their impacts.

    Third – we will make sure the UK’s expertise and ideas are at the heart of reliable development partnerships. When we work together across development and diplomacy, we maximise our impact – in everything from helping countries harness the opportunities of renewable energy, to reversing the vicious cycle of conflict, to empowering women and girls. This government will be proactive about all that the UK has to offer the world. Our country is brimming with talent and brilliance.

    We are home to research and innovation on everything from nutritious and resilient crops, to new medicines and vaccines, cleaner mining, and emerging technologies. We have world-class universities, finance institutions, and expertise in leveraging private capital into low-income emerging countries – including through BII.

    Both within government and in the City of London, we will make sure there is more to come, Including helping countries tackle the barriers that choke off the flow of private finance.

    We also of course harbour top-tier businesses ready to share their insights and innovation with peers around the world. And we harbour dedicated volunteers in everything from health to education, to search and rescue, to the protection of nature – and so much more.

    We are determined to put this talent and commitment to work, making sure we can connect British expertise and British solutions with international partners, in the spirit of collaboration and partnership.

    And as the Member of Parliament representing a large part of Oxford, a city full of people who have dedicated their entire working lives to serving others in need, this is personal priority for me.

    Fourthly – in doing all of this, the new government will be confident in publicly championing the power of international development – so we all feel the benefits of working together to make headway.

    At a time when the Prime Minister and Chancellor have set us all a challenge to grow our economy and bring opportunity to people across our country, we know our partners around the world share these goals for their countries and their people as well – from clean energy, to protecting and restoring nature – land and sea – and from trade, to tackling illicit finance.

    So that means no more apologising for making progress where we can, and more recognition that putting our best foot forward, in all we do at home and around the world, is in everyone’s best interests.

    Finally – I want to emphasise how much I look forward to working with all of you in the months and years ahead. In the last fourteen weeks, I have seen what development can achieve. From promoting green growth in Indonesia to helping keeping Syrian girls in school in Jordan, to promoting a literal life-line in South Sudan.

    I have seen how the UK can promote modern partnerships – at big global meetings from Rio to New York to Hamburg. And time and again, I have been reminded that as Mandela said, our human compassion binds us to one another, not in pity or paternalism, but in pursuit of our common purpose – of relieving suffering, and reinvigorating hope for our shared future by working towards it together.

    Mandela also said that together, as you all know, we could make poverty history. Well, much has changed since that time, twenty years ago, under a Labour government – for good and for bad.

    But it remains the case that the only way we can tackle shared challenges – from getting help to those in need, to preventing global health crises –i s by working towards it together.

    That is the only way we can make the most of shared opportunities – from reforming the global financial system, to healing the natural world. And that is the only way we can make good on the promises we have made at home as well – from the first duty of government to keep our nation safe, to our mission to grow our economy, so we bring opportunity to all.

    Sadly, there are forces hell-bent on setting the Global North in opposition to the Global South. Yet partnership is part and parcel of how we overcome them, and make sure that those of us who care about our shared future are able to work towards it together – ministers and civil servants, everyone here today, medics, firefighters, teachers volunteering their services, brave journalists, and people up and down our country – including our proud diasporas doing so much for our communities here and their families overseas.

    The British people understand this deeply, and it is extraordinary that even in such challenging times, people find a way to help – I have no doubt that the compassion of the British people will shine through once again now.

    Today, I am delighted to announce that the government will match public donations to a new Disaster Emergency Committee appeal, to help charities do more to get life-saving help to civilians caught up in the conflict in the Middle East, across Gaza, Lebanon and the West Bank, people who find themselves in desperate need of humanitarian relief. This support builds on the humanitarian aid this government has announced for Gaza, Lebanon, and Syria, since July. We will match public donations to the new appeal up to £10 million – and together, we will make a difference.

    EUR 149 963.66 – that is the amount that mediaeval history professor Peter Strohschneider received for 154 days’ work on the ‘Strategic Dialogue for the Future of EU Agriculture’ report commissioned by the Commission President. Ursula von der Leyen approved a daily rate for the German expert of EUR 973.79, which exceeds the maximum rate of EUR 594.22 normally given to special advisers to the Commission. While the rules allow the Commission to increase remuneration in ‘duly justified exceptional circumstances’, it is worth noting that the Commission also works with renowned experts on an unpaid basis, for example Mario Draghi, author of the report on European competitiveness. The amount paid to Professor Strohschneider is shocking. What is more, special advisers are selected arbitrarily. The selection process is not regulated in any way and depends solely on the Commissioner and the President. A lack of transparency in the Commission President’s activities seems to be a recurring issue: in July 2024, the General Court of the European Union criticised von der Leyen for not being sufficiently transparent when concluding multi-billion-euro contracts to purchase COVID-19 vaccines.

    In light of the above:

    • 1.How does the Commission justify the exceptionally high remuneration that Professor Strohschneider received, considering that other special advisers work unpaid?
    • 2.Why exactly was a history professor tasked with a report on the future of EU farming?
    • 3.Does the Commission recognise that the lack of transparency and clear criteria in the selection of special advisers could potentially lead to abuse and is inconsistent with standard employment regulations in the EU institutions?

    Senior UNRWA official Scott Andersen reiterated the need for an enabling environment to bring in aid at scale for people in Gaza, “250 to 300 trucks a day in the south and 30 to 40 trucks a day in the north”, he said.

    Scott Andersen, Deputy Humanitarian Coordinator and Director of UNRWA Affairs in Gaza spoke to reporter today (16 Oct) in New York.

    Anderson told reporters that there are about 470,000 people still in the north of the Strip. There are about 170,000 people in the north primarily in Jabalia. Since September 30, only 12 trucks of food have made it to the population in the north. In the south of the Strip in the declared humanitarian zone, there are about 1.4 million people in a very small space.

    The UNRWA official reiterated the need to have a corresponding number of trucks that come in from the private sector.

    He said, “The things the UN doesn’t do that the private sector does very well. We don’t bring in fresh fruit and vegetables, we don’t bring in eggs, we don’t bring in meat, we don’t bring in a lot of things. We bring in large staple items. That’s our value added. And the value added for the private sectors, they do everything else, and they do it. They do it very well.”

    As winter is approaching Gaza, a lot are needed to be done so the families are safe and protected, Andersen said.

    He explained, “It’s just simple things like road repair, picking up garbage, distributing tents. But this all hinges on our ability to bring things in at the scale that’s needed. You need tarpaulin, you need tents, you need blankets for people, and mattresses and all the things that you would very much expect, as well as clothes.”

    There has not been an importation for the commercial sector, the private sector close in a year, the Deputy Humanitarian Coordinator said, adding that “As all of you know, young children do not remain the same size. They change quite quickly at that age, and there needs to be a way for these kinds of things to be brought to the market or brought to people, so that children can be warm.”

    The Director of UNRWA Affairs in Gaza also said, “We have 100,000 metric tons of food between the World Food Program and UNRWA awaiting to be imported into Gaza. That’s enough for everybody for three to four months.”

    “So the supplies are there, and the willingness is there, the environment, unfortunately, is not there,” he added.

    The UNRWA official continued, “we are coordinating closely with the IDF to try to create an environment. I’d hope we’d have a solution by now, but we’re not quite there, but I do think we’re very much at a tipping point in Gaza in terms of our ability to continue to fight off what would be the lurking man-made famine.”

    Recalling his days in Gaza, Andersen said, “We do see on the ground, big numbers are easy to say, in September, a million people didn’t get food, right? And that sounds horrible. It’s much different when you talk to the actual family that didn’t get the food and they can’t feed their child, or they can’t feed everybody, and the mother or father has to choose which of them is not going to eat today, so their child can. That’s the real-world consequence that we see of not getting aid to people.”

    The Deputy Humanitarian Coordinator reiterated that “Israel has a responsibility to provide security in Gaza, because they’re the only ones that are able to at the moment, and we need to find that solution. Like I said, winter is not far away.”

    Moving onto education, Andersen said, “In primary age education, there are 625,000 children in Gaza that should be in school now. They’re about to miss their second year of education, between this and COVID, that’s four of the last five years. They’re not going to be in a school building, and are very concerned about a lost generation there.”

    He concluded, “The one bright spot, I guess we could say, is we do have decent primary health care. UNRWA is doing about 17,000 consultations a day. We’re in round two of the polio vaccination campaign. We’ve added vitamin A to it this time to try to bolster the immune system for children. The first two days we’ve done just over 150,000 immunizations, we need to get to 560,000, it is what we did last time, and we’re trying to make sure that within the community there’s immunity across everyone for polio.”

    The North Carolina Department of Health and Human Services is reporting the first flu-related death of the 2024-25 flu season. An adult in the Charlotte metropolitan area died due to complications of influenza during the second week of October. To protect the privacy of the family, additional information will not be released.

    “This is a sad reminder that influenza can be a very serious illness,” said State Epidemiologist Zack Moore, M.D., MPH. “Taking preventative measures against flu and other respiratory illnesses like getting vaccinated, regularly washing hands, covering your cough and staying home when sick are important to help protect you and your family.”

    Influenza, COVID-19 and respiratory syncytial virus (RSV) are expected to increase over the coming weeks. Vaccinations are the best way to prevent serious illness, hospitalization and death from these infections. Vaccinations are especially important for those at higher risk of severe viral respiratory disease, including people 65 years and older, children younger than 5, pregnant women, those with a weakened immune system and those with certain medical conditions such as asthma, diabetes, heart disease and obesity.

    The U.S. Centers for Disease Control and Prevention recommends all people aged 6 months and older receive a seasonal flu vaccine and COVID-19 vaccine. RSV vaccinations are also recommended to protect older adults 75 years and older, adults 60-74 years who are at increased risk of severe RSV and pregnant women during weeks 32 through 36 of pregnancy to protect infants. Parents should talk with their health care provider about other options to protect infants from severe RSV disease.

    Flu, COVID-19 and RSV vaccinations are available at pharmacies, private medical offices, some federally qualified health care centers and local health departments. These vaccines can be administered at the same visit. To find a vaccine near you, visit http://www.vaccines.gov/find-vaccines.

    Early testing and treatment with an antiviral drug can help prevent respiratory infections from becoming more serious. Treatments work best if started soon after symptoms begin. If you begin to feel sick, contact your doctor right away to see if you need treatment with a prescription antiviral drug. Treatment is especially important for those who are hospitalized, people with severe illness and those who at high risk of serious complications based on their age or medical conditions.

    In addition to vaccines and treatment, the following precautions should be taken to protect against the spread of respiratory viruses:

    • Regularly wash your hands with soap and water or use an alcohol-based cleaner or sanitizer to prevent the spread of viruses to others
    • Avoid touching your eyes, nose and mouth
    • Clean and disinfect frequently touched surfaces and objects that may be contaminated
    • Cover coughs and sneezes with a tissue and then discard the tissue promptly
    • Stay home when sick, except to seek medical care or testing, and take steps to avoid spreading infection to others in your home, including:
      • Staying in a separate room from other household members, if possible
      • Using a separate bathroom, if possible
      • Avoiding contact with other members of the household and pets
      • Not sharing personal household items, like cups, towels and utensils
      • Wearing a mask when around other people

Through this law, President Biden and Vice President Harris are delivering lower costs for Americans with Medicare, including a $35 monthly cap for each covered insulin product and recommended vaccines for free like shingles, RSV, and Tdap. In 2024, some people with Medicare prescription drug coverage (Part D) who have high drug costs now have their out-of-pocket drug costs capped at about $3,500. Come January 2025, this benefit gets even better when everyone with Part D will have their out-of-pocket costs capped at $2,000. Finally, Medicare is now negotiating directly with participating drug companies to get lower prices for certain drugs.

    Charleston, WV – Today, U.S. Senator Joe Manchin (I-WV) announced that the open enrollment period for Medicare has begun and it will remain open through December 7, 2024. For the second year, seniors are able to choose Medicare plans with cost-saving benefits that were included in Senator Manchin’s Inflation Reduction Act.

    “Thanks to the Inflation Reduction Act, seniors in West Virginia and across the United States are saving money on their healthcare costs,” said Senator Manchin.  “I encourage all those eligible for Medicare to take the time to compare coverage options and choose plans that best meet the health needs of themselves and their families. Medicare is a lifeline for thousands of West Virginians, and I pledge to continue working to bolster Medicare and lower healthcare costs.”

    Since January 2024, thanks to the Inflation Reduction Act, prescription drug costs have become more affordable:

    • Seniors and other Part D enrollee now have their out-of-pocket drug costs capped at about $3,500 and all enrollees will have their costs capped at $2,000 in 2025. 
    • Low-income seniors and disabled people are able to get extra help paying for their premiums and cost-sharing through the expanded Low Income Subsidy program.
    • Lastly, many Medicare beneficiaries will continue to save hundreds of dollars on their healthcare costs because the price of insulin is capped at $35 per month and recommended vaccines are free.

  • MIL-OSI USA: School of Pharmacy Symposium Honors Freeze-Drying Pioneer Michael J. Pikal

    The event highlighted advancements and challenges in freeze-drying, a process essential for preserving life-saving drugs.

    Freeze-drying, or lyophilization, is a method that turns pharmaceutical solutions, such as vaccines and injectable medications, into powders. This helps preserve them for longer periods, making them easier to store and transport.

    “It’s important for us to get the right drugs to patients. A lot of antibiotics couldn’t be made into injectable solutions unless they were freeze-dried,” says Robin Bogner, a professor of pharmaceutics at UConn and colleague of Pikal. “It’s about making sure that drugs are accessible to patients.”

    Freeze-drying is crucial for otherwise unstable drugs, so they can be stored and transported to patients across the country and the world.

    “One example is the covid vaccine,” said Xiuling Lu, who is also a professor of pharmaceutics at UConn and colleague of Pikal. “You have to freeze the covid vaccine in a very, very cold freezer,” Lu says.

    By freeze-drying, vaccines and other sensitive pharmaceuticals can be stabilized, making them easier to store and transport at reasonable temperatures while reducing the risks associated with temperature fluctuations.

    The symposium, officially known as the Michael J. Pikal Symposium, was established to honor Pikal’s contributions to this field.

    “Dr. Pikal was a colleague of ours who specialized and was known worldwide in the area of pharmaceutical freeze drying. So, to honor him, we decided to hold this symposium every other year,” Bogner said. Pikal’s work enabled deep understanding of freeze-drying process, smart freeze-drying to streamline the process optimization and control and effective drying through in-line monitoring.

    “We wanted to have this first symposium as a means to remember our colleague’s contribution and then bring our current research forward to exciting advancement and breakthrough,” Lu said.

    In addition to recognizing Pikal’s work, the symposium also serves as a platform for sharing new research and reconnecting with experts in the field. “We were able to gather very important researchers in this area for the conference,” Lu said.

    Students and postdocs trained at UConn have played a significant role in advancing freeze-drying research. The symposium brought them back to campus not only to present their research but also to interact with colleagues and students in the department. This created opportunities for communication, networking and encouraged reconnection.

    “We’re always trying to reconnect with our alumni,” Bogner said.

    Even with its benefits, freeze-drying has its challenges. “In this area, for sensitive proteins and mRNA or other entities, it’s not a simple process. It could even cause a loss in potency if the process is not well controlled,” Lu said. This highlights the importance of carefully handling sensitive drugs during freeze-drying. If the conditions aren’t properly monitored, the freeze-drying process can weaken these products, potentially leading to treatment failures.

    The symposium also highlighted the life and legacy of Dr. Pikal, who passed away in 2018, a month after retiring. His wife, Janice, passed away two years later. Michael J. and Janice L. Pikal Fellowship was established to supports graduate students studying pharmaceutical technology at UConn. This fellowship ensures that his passion for research and education continues. Proceeds from the symposium went toward the Michael J. and Janice L. Pikal Fellowship.

    The event featured presentations from leading researchers, including keynote speaker Steven L. Nail, a distinguished expert in pharmaceutical freeze-drying. Nail, a former Senior Research Scientist at Baxter Biopharma Solutions and a Fellow of the American Association of Pharmaceutical Scientists, discussed the evolution of freeze-drying technology and its implications for the future of pharmaceutical development.

    The symposium also brought together experts from major research institutes, universities and pharmaceutical companies to present their latest research findings. Attendees from more than 25 entities engaged in meaningful discussions aimed at advancing knowledge and innovation in freeze-drying processes.

    The symposium was sponsored by several major Pharmaceutical companies and specialty companies including AstraZeneca, Lilly, Merck, Pfizer, ATS Scientific Products, Millrock Technology, Lyonavigator, and Tempris.

    The symposium, which will be held every other year around Pikal’s birthday in August, is already inspiring further advancements in the field. Attendees were encouraged to submit their research to a special issue dedicated to freeze-drying technologies in AAPS Open, a major pharmaceutical journal.

    IV. Develop New Quality Productive Forces Tailored to Local Conditions

    75. The core element of new quality productive forces is to achieve high‑quality economic development through technological empowerment. Hong Kong is striving to become an international innovation and technology (I&T) centre by promoting the upgrading and transformation of traditional industries while actively nurturing emerging ones. We will spare no effort in developing new quality productive forces tailored to local conditions.

    (A) International I&T Centre

    Optimise the Strategy and Institutional Set-up for the Development of New Industrialisation

    76. We will draw up a medium to long‑term development plan for new industrialisation in Hong Kong. We will also press ahead with the establishment of the Hong Kong New Industrialisation Development Alliance to promote closer collaboration among the Government and the industry, academia, research and investment sectors, building a co‑operative platform for new industrialisation in Hong Kong. This includes providing more financing opportunities and fostering I&T co‑operation between newly‑listed companies in Hong Kong and local universities.

    Establish the Third InnoHK Research Cluster

    77. The InnoHK research clusters have become home to about 2 500 research and development (R&D) personnel from Hong Kong and around the world. The Government has already started preparatory work to establish the third InnoHK research cluster, which will focus on advanced manufacturing, materials, energy and sustainable development. The target is to attract world‑class R&D teams to collaborate with local institutions, promoting R&D and bringing in talents.

    Increase Research Funding

    78. The Government will launch a new round of Research Matching Grant Scheme totalling $1.5 billion to attract more organisations to support research endeavours of institutions.

    Increase Investment for I&T Industries

    79. We will increase investment and guide more market capital to invest in I&T industries, reflecting a revamped approach of Government in this. Relevant measures include:

    (i) setting up a $10 billion I&T Industry‑Oriented Fund – We will set up a fund‑of‑funds to channel more market capital to invest in specified emerging and future industries of strategic importance, including life and health technology, AI and robotics, semi‑conductors and smart devices, advanced materials and new energy. The goal is to systematically build an I&T ecosystem;

    (ii) optimising the Innovation and Technology Venture Fund – We will redeploy $1.5 billion to set up funds jointly with the market, on a matching basis, investing in start‑ups of strategic industries, to further enhance Hong Kong’s start‑up ecosystem; and

    (iii) maximising the impact of the HKIC as “patient capital” – The HKIC will continue to attract I&T enterprises to establish their presence and settle in Hong Kong by channelling and leveraging market capital.

    Attract International Start-up Accelerators to Establish a Presence in Hong Kong

    80. The Government will launch the I&T Accelerator Pilot Scheme with a funding allocation of $180 million at a one‑to‑two matching ratio between the Government and the institution, up to a subsidy ceiling of $30 million. The Scheme aims to attract professional start‑up service providers with proven track records in and beyond Hong Kong to set up accelerator bases in Hong Kong, fostering the robust growth of start‑ups.

    Develop the Low-altitude Economy

    81. Low‑altitude economy, which refers to economic activities in airspace below 1 000 metres, presents a wide array of application scenarios including rescues, surveys and delivery of goods and passengers. Formulating a management system for low‑altitude economy will help drive development in areas such as telecommunication technologies, AI and the digital industry, unlocking the low‑altitude airspace as a new production factor for our economy.

    82. The Government will establish the Working Group on Developing Low‑altitude Economy. Led by the Deputy Financial Secretary, it will formulate development strategies and inter‑departmental action plans, starting with projects on low‑altitude applications. It will designate specific venues for such purposes, draw up regulations and design the institutional set-up, and study and map out plans to develop the required infrastructure and networks. Relevant measures include:

    (i) exploring low‑altitude flying application scenarios – We will press ahead with pilot projects and designate venues to explore deploying drones for delivery, surveys, building maintenance, aerial photography, performances, search and rescue, and other possibilities;

    (ii) amending relevant regulations – This includes relaxing restrictions on beyond‑line‑of‑sight flying activities, as well as those on weight and loading of drones, encouraging market research and investment, facilitating technology tests and developing aerial tours;

    (iii) promoting interface with the Mainland – We will explore with the Mainland authorities the joint establishment of low‑altitude cross‑boundary air routes, immigration and customs clearance arrangements and supporting infrastructure; and

    (iv) studying and planning for low‑altitude infrastructure – In the long run, we need a highly effective, intelligent and digitalised low‑altitude infrastructure system for the real‑time management on networks of low‑altitude activities. It will strategise solutions for complex management and safety issues arising from such activities. The working group will embark on technical studies and planning of support facilities for low‑altitude activities (such as vertiports and charging stations), communications network, air route network, management of low‑altitude flying activities and so on to lay the foundation for the low altitude economy.

    Promote Development of Communications Technology

    83. Low Earth Orbit (LEO) satellites are less costly than traditional ones. The Government will conduct a study on streamlining the vetting procedures of licence applications for operating LEO satellites. The Government will also make available more suitable radio spectrum to the market in a timely manner.

    Advance R&D of Aerospace Science and Technology

    84. Hong Kong’s research teams have been actively engaged in R&D of aerospace science and technology. This year, a Hong Kong resident was selected as a preparatory astronaut. We are very grateful for our country’s support for Hong Kong in developing aerospace‑related technologies. The Government will set up a research centre under the InnoHK research cluster to participate in the Chang’E‑8 mission, contributing to national aerospace development.

    Promote Development of New Energy

    85. The Government will earmark around $750 million under the New Energy Transport Fund to subsidise the taxi trade and franchised bus companies to purchase electric vehicles, and launch the Subsidy Scheme for Trials of Hydrogen Fuel Cell Electric Heavy Vehicles.

    86. We will further promote the development of new energy by:

    (i) setting a target for sustainable aviation fuel (SAF) consumption – We will speed up the reduction of carbon emissions by the aviation industry and cater to the increasing demand of international airlines for SAF;

    (ii) developing SAF and green maritime fuel supply chains – We will formulate the long‑term plan for industry development in respect of fuel supply and demand, storage and bunkering; and

    (iii) promoting green and low carbon hydrogen energy – We will actively support the industry to establish a solar‑to‑hydrogen facility for demonstration, introduce a bill next year to ensure the safe use of hydrogen fuel, and formulate the approach of hydrogen standard certification suitable to Hong Kong.

    (B) Regional Intellectual Property Trading Centre

    87. Hong Kong’s intellectual property (IP)‑intensive industries accounted for about 30% of our Gross Domestic Product and of total employment respectively. We will strengthen our position as a regional IP trading centre by expanding the IP trading ecosystem of the I&T sector and creative industries.

    Enhance the Legislative Framework for IP

    88. The Government will strengthen protection for the products of innovation and creativity yielded by R&D efforts. Measures include putting forward a proposal next year to enhance the Copyright Ordinance regarding the protection for AI technology development, launching a consultation in 2025 on the registered designs regime currently under review, and proposing legislative amendments to streamline IP litigation processes for the High Court to manage and hear these cases more effectively.

    89. Next year, the Trade Marks Registry under the Intellectual Property Department (IPD) will launch a new AI‑assisted image search service to facilitate the public’s search of the trademark database.

    90. With the Central Government’s support, Hong Kong will participate in the World Intellectual Property Organization Lex‑Judgments Database next year, sharing important IP case precedents of local courts, to showcase to the international community the quality of our IP‑related judicial judgments.

    Strengthen Training of IP Talents

    91. The Government will continue to discuss with the patent agent sector and stakeholders to plan for the introduction of regulatory arrangements for local patent agent services, covering qualification, registration, and other areas, aiming to nurture professional talents and enhance service quality.

    92. The IPD will collaborate with the Qualifications Framework Secretariat to develop practical teaching materials for deployment by training providers, benefitting personnel across 23 different industries.

    (C) International Health and Medical Innovation Hub

    93. To expedite patients’ access to advanced diagnostic and treatment services, and to foster new quality productive forces in biomedical technology, the Government will complement technological innovation with institutional innovation, developing Hong Kong into an international health and medical innovation hub.

    Reform the Approval Mechanism for Drugs and Medical Devices

    94. The Government will expedite the reform of the approval mechanism for drugs and medical devices, including:

    (i) extending the “1+” mechanism to all new drugs, including vaccines and advanced therapy products, and improving the approval mechanism to speed up registration, facilitating good drugs for use in Hong Kong;

    (ii) devising the timetable for the Hong Kong Centre for Medical Products Regulation and the roadmap towards adoption of “primary evaluation”, as well as formulating strategies and measures to facilitate R&D of drugs and medical devices; and

    (iii) taking forward preparatory work for legislating for the statutory regulation of medical devices.

    Strengthen Biomedical Technology R&D and Translation

    95. The Government will enhance Hong Kong’s clinical trial capability on all fronts and facilitate the translation of innovative biomedical research results into clinical applications by:

    (i) joining hands with Shenzhen to establish the GBA Clinical Trial Collaboration Platform, extending the R&D network and expediting clinical trials;

    (ii) establishing the Real‑World Study and Application Centre to open up local health and medical databases and promote co‑operation between Hong Kong and Shenzhen to integrate data generated from the “special measure of using Hong Kong‑registered drugs and medical devices used in Hong Kong public hospitals in GBA”. This will accelerate approval for registration of new drugs in Hong Kong, the Mainland and overseas; and

    (iii) supporting R&D, clinical trials and application of advanced biomedical technology in Hong Kong, attracting global top‑notch innovative enterprises and research organisations to set up operations in Hong Kong.

    (D) Promote Integrated Development of Digital Economy and Real Economy

    96. A robust system to promote integration of real economy and digital economy is one of the key drivers of new quality productive forces. The Government will expedite the development of digital economy, which includes accelerating the digital transformation of industries, strengthening digital infrastructure, exploring development of a data‑trading ecosystem, and exploring on a pilot basis facilitation arrangements for cross‑boundary data flow within the GBA.

    Accelerate Development of Digital Trade

    97. The Government will push forward reforms in the digitalisation of enterprises and trade. Measures include fostering participation in discussions among the international community about the development of digital economy and exploring the inclusion of relevant provisions in bilateral trade agreements during the negotiation process, with a view to promoting digital trade and cross‑boundary e‑commerce.

    98. The Commerce and Economic Development Bureau is developing the Trade Single Window to provide a one‑stop electronic platform. It will help the industry lodge import and export trade documents for trade declaration and customs clearance. Separately, the HKMA has established a working group to conduct an in‑depth study into the changes in future supply chains and make recommendations. The scope of study covers promoting the digitalisation of trade through areas such as talents and financial infrastructure, as well as the technology and legal framework, with the goal to lower trade cost and upgrade the trade ecosystem.

    Establish a New Fintech Innovation Ecosystem

    99. The Government will continue to promote the development of innovative financial services including Central Bank Digital Currencies (CBDCs), mobile payment, virtual banks, virtual insurance and virtual asset (VA) transactions. The FSTB will shortly issue a policy statement, setting out its policy stance regarding the application of AI in the financial market. Other measures include:

    (i) promoting the use of CBDCs for cross‑boundary payment – The HKMA is actively testing and exploring more add‑on technology solutions and use cases related to cross‑boundary trade settlement on the mBridge platform, and will further widen the participation of both the public and private sectors;

    (ii) enhancing the regulation of VA trading – The FSTB will complete the second round public consultation on the regulatory proposals for over‑the‑counter trading of VA and put forward a proposed licensing regime for VA custodian service providers;

    (iii) promoting real‑world asset tokenisation and developing a digital money ecosystem – The HKMA is taking forward Project Ensemble, a financial market infrastructure project, to explore the application of real‑world asset tokenisation and the use of digital money for interbank settlement, facilitating the development of the relevant asset trading. Separately, the HKMA also allows potential stablecoin issuers to test business plans and use‑cases through the stablecoin issuer sandbox, and will work with the FSTB to introduce a bill on the regulation of fiat‑referenced stablecoin issuers later this year; and

    (iv) promoting the development of the digital securities market – The HKMA will soon launch the Digital Bond Grant Scheme to encourage more financial institutions and issuers to adopt tokenisation technology in capital market transactions.

    Facilitate Cross-boundary E-commerce Logistics Services

    100. To develop Hong Kong into a cross‑boundary e‑commerce logistics and distribution centre, the Government will review existing procedures to enhance the efficiency of cross‑boundary goods’ distribution, strengthening the competitiveness of our city.

    Promote Smart Construction and Management of Public Rental Housing Estates

    101. The Hong Kong Housing Authority (HKHA) has selected 10 Public Rental Housing (PRH) estates as pilot sites for smart estate management. Next year, it will establish a central platform for property management and introduce digital technologies in daily estate management work, enhancing management effectiveness and service quality. The HKHA will also progressively apply the Project Information Management and Analytics Platform in new public housing projects starting next year, enhancing works efficiency by project management digitalisation and adopting three‑dimensional digital maps and virtual digital models, etc.

    Promote LawTech

    102. The DoJ will set up the Advisory Group on Promoting the Development of LawTech to formulate policies and measures on LawTech and promote its application in relevant sectors.

    Chief Executive John Lee today identified innovation in the health sector, digitalisation across key industries, and an expansion of the city’s Intellectual Property (IP) trading ecosystem as key drivers of new quality productive forces in Hong Kong.

    Delivering his 2024 Policy Address, Mr Lee said the Government will combine technological and institutional innovation to develop Hong Kong into an international health and medical innovation hub, accelerate the development of the digital economy and its integration with the real economy, and take steps to strengthen the city’s position as a regional IP trading centre.

    On the first of these ambitions, the Chief Executive pledged to expedite reforms to the approval mechanism for drugs and medical devices, enhance Hong Kong’s clinical trial capabilities on all fronts, and facilitate the translation of innovative biomedical research into clinical applications.

    With regard to the approval of drugs, the “1+” mechanism will be extended to all new items, including vaccines and advanced therapy products, and refined to speed up the registration process. Meanwhile, preparatory work will be undertaken for the statutory regulation of medical devices, and timetables will be drawn up for establishing a Hong Kong Centre for Medical Products Regulation, the adoption of “primary evaluation”, and measures to facilitate research and development (R&D).

    In terms of clinical trial capabilities, Hong Kong will join hands with Shenzhen to establish the Greater Bay Area (GBA) Clinical Trial Collaboration Platform. A Real-World Study and Application Centre will also be established to open up local health and medical databases and promote co-operation between Hong Kong and Shenzhen on the integration of data generated from the “special measure of using Hong Kong-registered drugs and medical devices used in Hong Kong public hospital in the GBA.”

    In addition, Mr Lee set forth a number of policies designed to accelerate the digital transformation of industries and promote integration of the digital economy with the real economy.

    He outlined that the Government will push forward reforms relating to the digitalisation of enterprises and trade. The Commerce & Economic Bureau is developing a Trade Single Window, a one-stop electronic platform that will allow enterprises to lodge import and export trade documents more conveniently and efficiently.

    In the area of fintech, Mr Lee said that the Financial Services & the Treasury Bureau (FTSB) is due to issue a policy statement setting out its position on the application of AI (Artificial Intelligence) in the financial market. The FTSB will also complete the second round of a public consultation on regulatory proposals for over-the-counter trading of virtual assets.

    In addition, the Monetary Authority (HKMA) is looking into add-on technology solutions and use cases related to cross-boundary trade settlement on the mBridge platform. It is also exploring the application of real-world asset tokenisation and the use of digital money for interbank settlements, and will work with the FTSB to introduce a bill on the regulation of fiat-referenced stablecoin issuers later this year.

    Mr Lee also mentioned efforts by the Hong Kong Housing Authority (HKHA) to promote smart construction and management of public rental housing estates. The HKHA has selected 10 such estates as pilot sites for smart estate management, and plans to introduce digital technologies in daily estate management work.

    Meanwhile, the Department of Justice will set up an Advisory Group on Promoting the Development of Lawtech to formulate policies and measures on the application of lawtech.

    With regard to expansion of Hong Kong’s IP trading ecosystem, Mr Lee highlighted that IP-intensive industries account for about 30% of Hong Kong’s Gross Domestic Product and total employment. He vowed to strengthen the city’s position as a regional IP trading centre in relation to innovation and technology, as well as the creative industries.

    Specifically, he said a proposal will be put forward next year to enhance the Copyright Ordinance with regard to AI technology development. A consultation will be launched, also in 2025, on the registered designs regime, and legislative amendments to streamline IP litigation processes will be proposed.

    Moreover, the Trade Marks Registry, under the Intellectual Property Department, will next year launch a new AI-assisted image search service for public use.

    Mr Lee added that the Government will continue discussions with patent agents and other stakeholders about introducing regulatory arrangements for local patent agency services, with the aim of nurturing professional talent and enhancing service quality.

    The UK has announced a package of measures to tackle the outbreaks of mpox and Marburg in central Africa

    • Support to bolster partners’ efforts to tackle mpox in the Democratic Republic of Congo (DRC), Uganda and other affected countries.
    • UK Public Health Rapid Support Team sent to the region will also provide technical expertise on mpox to the Africa Centres for Disease Control and Prevention.
    • The UK is separately working with Rwanda to deliver its response plan to the Marburg virus outbreak and reduce the virus’ spread.

    The UK has announced a package of measures to tackle the outbreak of mpox in central Africa, including up to £9m in support and the deployment of UK-based experts to provide technical expertise in the region.

    The financial package, unlocked from the existing Official Development Assistance (ODA) budget, will bolster the national response to mpox in DRC, the epicentre of the outbreak, and across the wider affected region. This includes additional funds to strengthen the UK’s existing partnership with UNICEF in DRC.

    Funds will assist partners to strengthen surveillance systems, reinforce health services and work with communities to raise awareness of risks and personal protective measures, in line with the Africa Centres for Disease Control and Prevention and World Health Organisation (WHO)’s Continental Preparedness and Response Plan.

    The Minister for Development, Anneliese Dodds said:

    Across the DRC, dedicated healthcare workers and communities are doing all they can to prevent the spread of mpox. But the reality is they cannot do it alone.

    The UK is working in partnership with others to bolster the national and wider regional response. This vital support will help stem the spread of this deadly disease, protecting communities in DRC, the wider Africa region, and at home in the UK.

    To support the leadership and coordination of the African continent’s response to mpox, the UK has deployed experts from the UK Public Health Rapid Support Team (UK-PHRST), an innovative partnership between the UK Health Security Agency (UKHSA) and the London School of Hygiene & Tropical Medicine (LSHTM), to DRC to support the Africa Centres for Disease Control and Prevention, who is jointly leading the continental response with the WHO.

    These two experts – a field epidemiologist and an Infection Prevention and Control specialist – will use their technical expertise to assist the joint WHO Africa-CDC continental incident management team.

    The UK Public Health Rapid Support team ensures that our expertise in tackling infectious disease outbreaks is rapidly available to support countries who are responding to public health emergencies.

    Our staff will provide specialist support to colleagues at Africa-CDC and the joint continental incident management team as they work to manage the ongoing mpox epidemic, as well as using this learning to further strengthen UK preparedness.

    The UK is also supporting Rwanda to deliver its response plan to the Marburg virus outbreak, including through mobilising £1.9m from existing ODA budgets to provide UK expertise and outbreak response.

    UK experts in viral haemorrhagic fevers and researchers leading therapeutic trials have already arrived in Kigali to support the response in coordination with the WHO and Rwandan Ministry of Health.

    Through a continued close partnership, the UK and Rwanda are working together to save lives and reduce the Marburg virus’ spread.

    Africa CDC Director General, H.E Dr. Jean Kaseya said:

    Africa is facing significant public health challenges with the mpox and Marburg virus outbreaks. The UK’s vital support—through both financial assistance and technical expertise—comes at a crucial moment.

    This partnership will bolster our efforts to contain these outbreaks, enhance disease surveillance, and strengthen healthcare systems in the Democratic Republic of Congo, Rwanda, and beyond.

    Together, we are not just responding to immediate threats, but building stronger, more resilient systems to safeguard the health of millions across the continent.

    UNICEF DRC Representative, Grant Leaity said:

    Children affected by mpox in DRC are facing other serious challenges including measles, cholera and other infectious diseases, acute malnutrition, and lack of access to essential services.

    The generous UK funds will help in reducing the spread of mpox, providing comprehensive treatment to these vulnerable children and reinforcing the health system over the longer term, especially at community level.

    Background:

    • The announcement of further support to tackle mpox follows the declaration of mpox as a Public Health Emergency of Continental Security by Africa-CDC and a Public Health Emergency of International Concern by the WHO in August.

    • A recent report from the WHO estimated that there have been more than 30,000 suspected cases of mpox in Africa since the beginning of 2024, resulting in more than 800 deaths.

    • In August, the Minister for Africa, Lord Collins, announced £3.1m in UK funding for a new partnership with UNICEF in DRC to tackle mpox and cholera outbreaks. The UK’s partnership with UNICEF will benefit over 4.4 million people in affected communities and prevent the further spread of mpox to neighbouring countries.

    • As the largest flexible donor to the WHO globally (£340m 2020-2024), the UK supports the WHO to prepare for health emergencies and respond to them quickly, directing funding to where it’s most needed.

    • The UK is also one of the largest donors to Gavi, the Vaccine Alliance – providing £1.65bn over the 2021-2025 period. Gavi is critical to ensuring a sustainable and effective vaccine response to mpox. Gavi has unlocked $2.9m to support the DRC’s vaccination efforts and has secured 500,000 doses of MVA-BN vaccine for Africa.

    A Prescription for Savings – How the Inflation Reduction Act Will Cut Drug Costs for Massachusetts Medicare Enrollees in 2025 (PDF)

    Boston, MA  – On the first day of the Medicare open enrollment period for Plan Year 2025, U.S. Senator Elizabeth Warren (D-Mass.) released a new report, A Prescription for Savings, outlining six key reforms in the Inflation Reduction Act (IRA) that are helping Massachusetts seniors save on prescription drugs. 

    “The IRA will save Bay Staters enrolled in Medicare a total of over $170 million on prescription drug costs in 2025 alone,” according to the report. “The IRA has created more accessible, more equitable, and more affordable prescription drug coverage for seniors and individuals with disabilities in Massachusetts.”

    “This new report provides critical information to seniors and others in Massachusetts about how they will save money when selecting a Medicare prescription drug plan for next year,” said Senator Warren. “I’ve worked hard to rein in Big Pharma’s price-gouging and lower health care costs through the Inflation Reduction Act, and Medicare enrollees will see significant savings as a result.”

    Thanks to the Biden-Harris Administration and Democrats in Congress, the IRA will save Medicare enrollees billions of dollars on prescription drugs costs nationwide. The report highlights six ways Massachusetts Medicare enrollees will save in 2025 and beyond:   

    • $35 monthly insulin: Out-of-pocket costs for insulin are now capped at $35 per month for Medicare enrollees. More than 26,000 Massachusetts Medicare enrollees who use insulin can expect about $500 in annual savings in 2025 – an estimated total savings of nearly $13 million. 
    • $2,000 cap on out-of-pocket drug costs: New out-of-pocket caps in Medicare Part D will help 83,000 enrollees in Massachusetts save an average of $1,500 on their out-of-pocket prescription drug costs – an estimated savings of over $124 million annually. 
    • Free vaccines: For more than 1.1 million Massachusetts Medicare enrollees, recommended vaccines are now covered pre-deductible and without cost-sharing. This will save Massachusetts Medicare enrollees about $5 million per year.   
    • Penalties for drug manufacturers that jack up prices faster than inflation: The IRA, for the first time, penalizes drug manufacturers that raise prices faster than inflation, helping an estimated 17,000 Massachusetts residents save on their prescription drugs. 
    • Expanded support for low-income enrollees: Approximately 5,000 low-income Medicare enrollees in Massachusetts will save around $30 million per year due to the IRA’s expansion of the Medicare Part D “Extra Help” program. 
    • Negotiations to lower drug prices: For the first time, Medicare can directly negotiate prices with drug manufacturers for a select number of high-priced drugs. Nearly 200,000 Part D enrollees in Massachusetts use at least one prescription drug that will see price reductions when the new negotiated prices take effect in 2026. 

    Senator Warren has led the fight to hold drug manufacturers accountable for high drug costs: 

    • In March 2022, at a hearing of the Senate Finance Committee, Senator Elizabeth Warren called out drug manufacturers for price-gouging Americans on prescription drugs. As Americans deal with high prices across the economy, Senator Warren is pushing for reforms that will lower drug prices and stop Big Pharma from taking advantage of consumers.
    • In February 2022, during a hearing of the Senate Finance Subcommittee on Fiscal Responsibility and Economic Growth, Senator Elizabeth Warren questioned witnesses about how corporate profiteering in the pharmaceutical, insurance, and financial industries is contributing to excessive costs for Medicare.
    • In February 2022, Senators Elizabeth Warren, Angus King (I-Maine), and Congressman Lloyd Doggett (D-Texas) urged HHS to exercise march-in rights for life-saving cancer drug Xtandi to dramatically lower its price for millions of Americans. She also called out big pharma and insurance companies’ tricks to squeeze taxpayers and Medicare beneficiaries. And she called for passage of the Build Back Better Act, which includes provisions that could generate billions in savings and give the Department of Health and Human Services the authority to negotiate prices on some high-price drugs. 
    • In June 2021, Senator Elizabeth Warren led a letter questioning PhRMA’s lobbying efforts to block policies that would lower drug costs for millions of Americans. 
    • In May 2021, at a hearing of the Senate Finance Committee, Senator Warren called for trade negotiations that put patients over big pharma profits.

  • MIL-OSI Global: The lasting scars of war: How conflict shapes children’s lives long after the fighting ends

    The world is witnessing some of the highest levels of conflict in decades, with more than 110 armed conflicts occurring across Africa, the Middle East, Asia, Latin America and Europe.

    The impact of these wars on children is vast and multifaceted. The trauma inflicted is enduring and will shape the rest of their lives — and by extension, the societies in which they, and we live.

    As researchers who study how public policies can intervene to reduce adverse outcomes for children, we contend that wars are not bound by geography. Airstrikes terrorize children in conflict zones, while those living in the nations involved in these conflicts also experience trauma in the form of poverty, neglect, and discrimination.

    Children as collateral — and targets

    In the first decade of the 21st century, civilians accounted for 90 per cent of deaths in armed conflicts. Of these casualties, a significant number were children.

    Modern conflicts are markedly lop-sided where often only one combatant has fighter jets, tanks, and explosives. Entire cities become war zones where children are not just caught in the crossfire, but are deliberately targeted.

    War is the ultimate abuse of children’s rights. According to the United Nations there were a record 32,990 grave violations against 22,557 children in 26 conflict zones, in 2023. “The highest numbers of grave violations occurred in Israel and the Occupied Palestinian Territories, the Democratic Republic of the Congo, Myanmar, Somalia, Nigeria and Sudan.”

    The United Nations Children’s Fund and other global humanitarian organizations have raised the alarm, saying women and children “are disproportionately bearing the burden” of the violence.

    Beyond direct violence, children are subjected to the toxic stress of war. Suspended supply chains and agricultural production leave besieged populations vulnerable to acute and chronic malnutrition, with devastating consequences for children’s growth, immune and metabolic systems, and cognitive development. The destruction of schools, hospitals, and homes compounds the trauma, while attacks on humanitarian assistance eliminate any respite.

    The disruption of vaccination programs allows preventable diseases to proliferate. Polio, once on the verge of global eradication, is spreading in Gaza. The direct targeting of sanitation and water treatment facilities creates conditions ripe for cholera outbreaks. Mpox, a deadly virus that causes painful blistering rashes, kills children at a far higher rate than adults and is prevalent in the Democratic Republic of Congo.

    The situation is particularly dire for infant and maternal health. Pregnancy in war zones is associated with fewer live births, increased preterm delivery, and low birth weight. War-generated pollution has been linked to birth defects. The fallout reaches beyond the war zone. A study found greater incidents of pregnancy complications and birth defects in the children of U.S. war veterans.

    The psychological toll of war

    Witnessing constant violence, death and destruction can permanently change how a child’s brain develops. Research has shown that trauma in early childhood particularly affects the areas of the brain responsible for stress responses. This means that children who experience war are more likely to suffer from anxiety, depression, and stress disorders.

    As they grow into adulthood, these mental health issues can manifest in more profound ways, increasing the likelihood of depression and even neurodegenerative diseases such as Alzheimer’s.

    Extreme stress also affects parenting, putting children at risk for maltreatment and neglect. Even when the fighting stops or families leave combat zones, parental substance abuse or deteriorating mental health can leave children vulnerable. Studies have documented increased physical and emotional mistreatment among the children of returning U.S. military personnel.

    The experiences of trauma are cumulative and far-reaching, not only affecting children’s immediate mental health, but also their ability to form relationships, learn, and thrive later in life.

    Impact on education

    Armed conflicts devastate the critical infrastructure needed to support healthy child development. Children can spend months fleeing war zones or sheltering against bombardment disrupting their education. Schools are often destroyed or repurposed. Teachers are displaced or killed. For many, attending school is simply too dangerous, leaving millions of children without basic education, significantly reducing their future opportunities.

    Girls are more likely to be kept out of school to fill in for absent or deceased adults. Those separated from their family are at increased risk for gender violence, exploitation, and teen pregnancy, further entrenching cycles of poverty and inequality that are difficult to break even after the conflict ends.

    Children in other countries also suffer, as public revenues are diverted from schools, health care, and other poverty-reduction measures to finance the machinery of war.

    The long-term societal impact is profound. Education is one of the strongest tools for reducing violence and rebuilding societies. Yet tragically, less than three per cent of humanitarian aid funding goes towards education in war zones.

    Breaking the cycle of violence

    Despite the enormous challenges, there are pathways to reduce the harm inflicted on children. Humanitarian organizations work to provide safe spaces for children to play, learn, and heal.

    These interventions, while often simple, are crucial for giving children a sense of normalcy during chaos. Supporting caregivers is another essential element, as the mental health of parents and guardians directly affects their children’s well-being.

    While invaluable, these efforts are only band-aid solutions. The international community must increase funding for child protection and education in humanitarian responses and undertake serious action to eliminate the causes of war.

    WEST VIRGINIA — Gov. Jim Justice, First Lady Cathy Justice, and Babydog, commemorated a special milestone today as the beloved English Bulldog celebrated her fifth birthday.

    Known as a fan favorite across the state, Babydog has captured the hearts of West Virginians with her playful spirit and role as a cherished companion to the Governor.

    Babydog first gained statewide fame during West Virginia’s pandemic response, becoming a symbol of hope and positivity. Her popularity skyrocketed with the ‘Do It for Babydog’ vaccine sweepstakes, putting her front and center at major events in nearly every town across the state. 

    Since then, she’s been traveling the state with Gov. Justice, meeting countless West Virginians along the way.

    “I never thought I’d be traveling the state with an English Bulldog,” Gov. Justice said. “Babydog is a special part of my family, and sharing her with West Virginia has brought me so much joy. When she joined me during my COVID briefings, I hoped she could lift spirits during a tough time, and the response was beyond what I imagined. Now, she’s always by my side as we travel, and folks really get excited to meet her. Her presence brings so much happiness, and I’m so glad to celebrate her birthday with all of you.”

    Gov. Justice, First Lady Justice, and Babydog kicked off the celebration at Barboursville Middle School, surrounded by 1,500 students, faculty, staff, and excited community members from Cabell County. 

    During the celebration, the Barboursville Middle School jazz band played, Gov. Justice honored the Class AAA boy’s golf team who won the 2024 state championship, and the Barboursville Elementary Choir, known as the “Pirate Crew,” performed a rendition of County Roads. 

    The Barboursville Mayor, Chris Tatum, presented a proclamation declaring October 15th as Babydog Day in Barboursville. 

    In closing, the students at Barboursville Middle School sang happy birthday to Babydog, gifted her a pirate hat to honor the school’s mascot, and presented a ‘Barkday Cake.’

    JOHN MARSHALL HIGH SCHOOL 

    The day concluded with Gov. Justice, First Lady Justice, and Babydog visiting John Marshall High School for her second birthday celebration.

    The students sang happy birthday, presented gifts, and showcased their talents with student-made artwork.

    The festivities coincided with a GameChanger initiative check presentation ceremony. As GameChanger Head Coach, Gov. Justice addressed students about the substance misuse prevention program following the premier of the film, ‘You Have What It Takes.’

    Additionally, Hartley Law Group presented GameChanger with a $30,000 check to expand the education initiative in Marshall County Schools.

  • MIL-OSI China: NHC vice-minister attends 14th Meeting of BRICS Health Ministers

    Liu Jinfeng, vice-minister of China’s National Health Commission (NHC), led a delegation to the 14th Meeting of BRICS Health Ministers, which was held in Moscow, capital of Russia, from Oct 10 to 11.

    In his speech at the meeting, Liu gave an overview of the guiding principles of the third plenary session of the 20th Central Committee of the Communist Party of China, the actions taken as part of the Healthy China Initiative, as well as the measures and progress of deepening medical reform.

    He called for unity and cooperation among BRICS countries, deepening collaboration and exchanges through policy dialogues and sharing experience and results in the development of the health sector, so as to contribute “BRICS strength” to the building of a global community of health for all.

    Heads of health departments of BRICS countries discussed topics including early warning network for infectious diseases, BRICS Medical Association, BRICS medical journal, research network of tuberculosis prevention and control, vaccine research and development center, nuclear medicine, antimicrobial resistance, public health cooperation and pharmaceutical regulatory systems. They also expressed a willingness to enhance experience sharing and strengthen exchanges.

    The meeting, which was attended by more than 60 people including health ministers of BRICS countries and representatives from the World Health Organization, adopted a declaration.

    During his stay in Russia, Liu visited the Russian National Telemedicine Center and the Russian Cancer Research Center, and delivered a speech at the Sechenov First Moscow State Medical University.

  • MIL-OSI Global: How dogs were implicated during the Salem witch trials

    I teach a course on New England witchcraft trials, and students always arrive with varying degrees of knowledge of what happened in Salem, Massachusetts, in 1692.

    Nineteen people accused of witchcraft were executed by hanging, another was pressed to death and at least 150 were imprisoned in conditions that caused the death of at least five more innocents.

    Each semester, a few students ask me about stories they have heard about dogs.

    In 17th century Salem, dogs were part of everyday life: People kept dogs to protect themselves, their homes and their livestock, to help with hunting, and to provide companionship.

    However, a variety of folklore traditions also associated dogs with the devil – beliefs that long predated what happened in Salem. Perhaps the most famous example of such belief is the case of a poodle named Boy who belonged to Prince Rupert, an English-German cavalry commander on the Royalist side during the English Civil War. Between 1643 and 1644, stories spread across Europe that Boy the poodle had supernatural powers, including shape-shifting and prophecy, that he used to aid his master on the battlefield.

    There is no mention in the official records of Salem’s trials of any dogs being tried or killed for witchcraft. However, dogs appear several times in the testimony, typically because an accused witch was believed to have had a dog as a “familiar” who would do her bidding, or because the devil appeared in the form of a dog.

    Numerous testimonies in the Salem trial records claim that dogs were in league with the devil, adding to the paranoia of this community that was spinning out of control.

    Associating the devil with the dog

    On May 16, 1692, a 45-year-old Amesbury, Massachusetts, man named John Kimball testified against Susanna Martin, a 71-year-old widow, saying, among other things, that she had caused a “black puppy” to appear before him when he was alone in the woods. Kimball testified that he was terrified by the dog, which he thought would tear out his throat. The dog disappeared when he began to pray.

    This, among other testimony, would contribute to Martin’s conviction for witchcraft in June 1692; she was hanged on July 19, 1692.

    In several instances recorded by the courts, accused witches confessed that the devil had appeared to them in the form of a dog. In September 1692, 19-year-old Mercy Wardwell testified that she had been conversing with the devil, and that he had appeared to her in the shape of a dog. Her confession caused her to be jailed, although she was later released when the hysteria died down.

    During the same proceedings that September, 14-year-old William Barker Jr. testified that the “shape of a black dog” appeared to him and provoked anxiety; soon after this, the devil appeared. It’s hard to know if he was suggesting that the dog was the devil himself or his companion.

    Barker confessed that he had “signed the devil’s book,” meaning that he had made a covenant with the devil and was a witch. Barker was jailed, though he would later be acquitted.

    Tituba, a woman of color enslaved in the Rev. Samuel Parris’ household, also testified about a dog. When she was examined by magistrates on March 1, 1692, Tituba recounted how the devil had appeared to her at least four times, “like a great dog” and as “a black dog.” She also said she saw cats, hogs and birds, an entire menagerie of animals working for the devil.

    Kimball’s, Wardwell’s, Barker’s and Tituba’s testimonies certainly may have contributed to the ongoing alarm that the residents of Salem were being led astray by a devil who might appear to them in the shape of a dog.

    Sketchy evidence

    Some popular accounts of the trials also suggest that at least two dogs were killed during the trials, but there is no evidence supporting this in the official legal testimony of the time. There is certainly some local legend that supports the claim, and many accounts of Salem have included these two dog deaths as a part of the story.

    According to local historical researcher Marilynne K. Roach’s 2002 book, “The Salem Witch Trials: A Day-by-day Chronicle of a Community Under Siege,” some of the afflicted girls claimed that a man named John Bradstreet had bewitched a dog. Although the dog was a victim, it was killed. Roach’s history also notes that another dog was shot to death when a girl claimed that the dog’s specter had afflicted her.

    Witchcraft belief at the time held that witches could send their “spectres,” or spirits, out to do their bidding.

    While these are compelling stories, neither of these events can be verified in any existing official trial documents. The source that Roach cites for the Bradstreet case is Robert Calef’s book “More Wonders of the Invisible World,” which was published in 1700. Calef, who was a Boston merchant, objected to how the trials were conducted. However, he was not present at the trials, and it is not clear what his source was for the dog stories. Such stories – and Calef’s uncited retelling of it – do not have the same authority as the legal documents in the case.

    The earliest account of a dog being shot for being a witch appears in a commentary on the Salem trials, “Cases of Conscience Concerning Evil Spirits,” published in 1693, in which the clergyman Increase Mather claims that “I am told by credible persons” that a dog was shot for bewitching a person.

    But significantly, Mather did not name the human victim or the person who told him the story. Surprisingly, Mather actually defended the dog, saying that the fact that they had successfully killed it meant that “this dog was no Devil.”

    Nearly every history of Salem recounts how when Samuel Parris’ daughters were having terrible fits that led people to believe they were bewitched, Tituba, the enslaved woman who lived in the household, baked a “witch cake” using urine from the afflicted girls and fed it to the family’s dog.

    Somehow, this was supposed to cause the dog to reveal the identity of the witch. Indeed, Reverend Parris condemned the ritual, which itself seemed to be its own kind of witchcraft.

    Fear and distrust

    All around, Salem’s witch trials seem to have been bad for dogs. Although there is no official legal evidence that dogs were killed for being witches, it’s clear that there were strong associations between dogs and the devil, and that dogs were sometimes treated poorly because of superstition.

    The Salem trials are a horrifying example of what happens when people use terrible logic and leap to indefensible conclusions with shoddy evidence. In an environment of fear and distrust, even man’s best friend could be suspected of dealings with the devil.

  • MIL-OSI Global: How profits from big pharma’s use of genetic information could revolutionise nature conservation

    The blue blood of threatened horseshoe crabs contains a chemical essential for testing the safety of vaccines. So these ancient creatures are highly sought after by pharmaceutical companies worldwide, contributing to declines in their populations.

    While species are disappearing at alarming rates, with a global biodiversity financing gap of US$600 billion to US$800 billion (£460 billion to £610 billion) annually, the genetic information of rare plants and animals is a commercially valuable resource.

    Advances in technology now allow the rapid sequencing and sharing of genetic data, bringing huge benefits (and profits) for biotechnology and medicine. However, it also opens the door to “biopiracy”: the unethical or unlawful appropriation of biological resources, typically from countries or Indigenous communities in developing countries.

    Even if genetic information is obtained and used appropriately and within the law, important ethical, legal and financial questions still arise: who owns the genetic data derived from nature, and how can we ensure fair sharing of the benefits derived from their use?

    A key debate at Cop16, the upcoming UN biodiversity conference, will be how best to channel funding into protecting valuable biological resources. If done properly, people can benefit from the genetic information that nature contains, while ensuring that those conserving these resources, particularly Indigenous people, are properly compensated financially for their efforts.

    Our recent paper argues that rules of fair allocation, which have been around since the time of Aristotle, offer a potential way forward.

    Genetic information extracted from living organisms can now be easily digitised and shared across borders. This practice, often referred to as digital sequence information (DSI), plays a pivotal role in advancing research in fields such as medicine, agriculture and environmental science.

    For example, the genome of the COVID-19 virus was digitally sequenced and shared globally, enabling researchers worldwide to use that DSI to develop vaccines quickly.

    Yet, this leads to ethical and legal challenges. The genetic codes of plants and animals from all over the world are stored in international databases, often without proper acknowledgement or compensation to the countries or communities where these sequences originated.

    Countries with rich biodiversity, particularly in developing countries, have raised concerns that their genetic resources are being used – and in some cases monetised and commercialised – without approval or fair compensation. Indigenous peoples and local communities have similar concerns.

    So, who owns genetic data? It depends.

    The ownership of genetic data derived from plants and animals has become a grey area. In theory, countries have sovereignty over their biodiversity, as stipulated in an international agreement adopted in 2010 called the Nagoya protocol. This mandates that countries sharing their biological resources should be compensated through access and benefit-sharing agreements.

    However, the concept of DSI has complicated these agreements. When genetic data is transformed into a digital format and stored in databases, it is not always clear whether the original country still holds any rights over that data.

    Should the digital sequence information of a rare Amazonian plant, for example, belong to the country where it was found, or is it now part of a global commons available to any researcher or commercial entity? Currently, there is no universal agreement on DSI, and with companies and research institutions using genetic data freely, this opens the door to the next wave of biopiracy

    Biopiracy has been a historical problem, long before digital data entered the picture. For decades, pharmaceutical and agricultural companies have sourced plant and animal materials from the Amazon rainforest or African savannas. They patented products based on those materials and profited without compensating source countries or Indigenous peoples and local communities who may have used these species for generations.

    Now this issue extends beyond physical specimens. The real treasure lies in the genetic information itself. When genetic data is digitised and shared globally, it becomes challenging to trace its origins and hold companies accountable for unauthorised use.

    In the absence of benefit-sharing mechanisms (formal ways to share the monetary and non-monetary benefits of using biodiversity with those who bear the costs of conserving it), companies can patent discoveries derived from DSI, with profits flowing to corporations and research institutions in developed countries.

    Meanwhile, low-to-middle-income nations that are home to these resources and the communities that protect them do not benefit. We argue this is unjust and contributes towards the continued undervaluation and therefore degradation of biodiversity.

    A new genetic code

    At Cop16, a potential solution is up for a negotiation: a global system governing the exchange of DSI, including a multilateral fund into which companies which benefit from DSI would contribute.

    This fund would be used to pay for action to conserve biodiversity, with a specific priority given to funding for Indigenous peoples and local communities, women and youth. As well as providing compensation for stewardship of the biodiverse ecosystems that contain these genetic resources, funding can be used for training and capacity-building (such as genetic research), which could start to compensate for longstanding inequalities of opportunity that are built into today’s research and commercialisation systems.

    Many questions remain as to how this fund would work. That will be negotiated at Cop16. One particular challenge is determining how to implement mechanisms to distribute this fund that are fair, enforceable, and do not overburden countries or companies.

    Proposed solutions are grounded in rules of fair allocation. Pharmaceutical companies using DSI could contribute in proportion to their profits or revenues. Beneficiaries could receive payment or other benefits according to criteria such as the levels of biodiversity conserved, threats to biodiversity and financial need.

    This multilateral fund could be a major contributor to conservation finance, and one which is directed at those who actually conserve biodiversity on the ground. It has been described as a potentially “historic breakthrough” by the executive secretary of the convention on biological diversity.

    But there are still major hurdles to overcome. Big pharma companies are resistant due to the potential financial implications. There has been limited engagement from the conservation community, perhaps because fair sharing of the benefits from genetic materials appears much less immediately pressing than the conservation of wild species and their habitats.

    If successful, this could represent a major step towards generating the finance that is desperately needed to support nature conservation. It would set a precedent for similar mechanisms to ensure that those benefiting from using nature pay for the cost of conserving or restoring it – just like bycatch taxes in commercial fisheries or pollution taxes on large agribusinesses.

    We believe that this proposal could be revolutionary if it succeeds in channelling large amounts of biodiversity finance to where it is most needed in a fair and equitable way. Genetic data should not only be seen as a resource that generates new drugs and technologies, but as a shared asset of humanity, with the rights and sovereignty of nature’s stewards properly respected and valued.

  • MIL-Evening Report: ‘Awful reality’: Albanese government injects $95 million to fight the latest deadly bird flu

    The Australian government has committed A$95 million to fight a virulent strain of bird flu wreaking havoc globally.

    With the arrival of millions of migratory birds this spring, there is an increased risk of a deadly strain arriving in Australia, known as highly pathogenic avian influenza (HPAI) H5N1.

    Australia is the only continent free of this rapidly spreading strain. Overseas, HPAI H5N1 has been detected in poultry, wild birds and a wide range of mammals, including humans. But our reprieve will likely not last forever.

    As Environment Minister Tanya Plibersek warned on Monday, “the awful reality of this disease is that – like the rest of the world – we will not be able to prevent its arrival”. HPAI H5N1 is like nothing we’ve seen in Australia. The extra funding, which is in addition to Australia’s current biosecurity budget, will help us prepare and respond.

    A trail of destruction

    Avian influenza is a virus that infects birds, but can infect other animals.

    In Australia we have various strains of avian influenza that don’t cause disease, referred to as low pathogenic avian influenza. While these viruses occur naturally Australian wild birds, it is the disease-causing strains, such as HPAI H5N1 and HPAI H7 we are worried about. These HPAI strains have enormous consequences for wild birds, domestic animals, and animal producers and workers.

    HPAI H5N1 first emerged in Asia in 1996, and has been circulating in Asian poultry for decades. Following genetic changes in the virus, it repeatedly jumped into wild birds in 2014, 2016 and again in 2020, after which it caused an animal pandemic, or panzootic.

    Starting in 2021, the virus rapidly spread. First, from Europe to North America in 2021. Then into South America in 2022. There, in South America, the virus caused the death of more than 500,000 wild birds and 30,000 marine mammals.

    While we had seen large outbreaks in wild birds globally, the huge outbreaks in seals and sea lions in South America was unprecedented. With this came substantial concern that the virus was spreading from mammal to mammal, rather than just bird to bird or bird to mammal, as was happening elsewhere.

    About a year after arriving in South America, the virus was detected in the sub-Antarctic, and a few months later, on the Antarctic Peninsula.

    Australia and New Zealand are still free of the virus, for now.

    The rising death toll

    Beyond wildlife, HPAI H5N1 is having a huge impact on poultry.

    In 2022 alone, it caused 130 million poultry across 67 countries to die of the illness or be euthanased because they were infected.

    In contrast, earlier this year Australia’s biggest avian influenza outbreak to date – caused by a different strain, HPAI H7 – caused the death or destruction of 1.5 million chickens. That’s a drop in the bucket compared to what is occurring globally.

    Concerningly, in the United States, the virus has jumped into dairy cattle and so far has affected more than 200 dairy herds in 14 states. It has also jumping into humans: in the past ten days alone, six human cases have occurred – all in dairy workers in California.

    Given HPAI H5N1 has spread around the globe, the risk of the virus entering Australia has increased.

    In a recent risk assessment, my colleague and I identified two main pathways for H5N1 into Australia.

    The most likely route is that H5N1 is brought in from Asia by long-distance migratory birds. Birds such as shorebirds and seabirds arrive in the millions each spring from Asia (and in some cases as far away as Alaska).

    A second route is with ducks. If the virus spreads across the Wallace Line (a biogeographical boundary that runs through Indonesia), it will come into contact with endemic Australian duck species.

    Unlike shorebirds and seabirds, ducks are not long-distance migrants, and don’t migrate between Asia and Australia. That endemic Australian ducks are not exposed to this virus because they don’t migrate to Asia may be one of the reasons why H5N1 has not yet arrived in Australia.

    So, what’s the plan?

    The Australian government’s new $95 million funding commitment is a crucial response to the heightened level of risk, and the dire consequences if H5N1 entered the country.

    The funding is divided between environment, agriculture and human health – the three pillars of the “One Health” approach.

    Broadly, the money will be spent on:

    • enhancing surveillance to ensure timely detection and response if the disease enters and spreads in animals within Australia

    • strengthening preparedness and response capability to reduce harm to the production sector and native wildlife

    • supporting a nationally coordinated approach to response and communications

    • taking proactive measures to protect threatened iconic species from extinction

    • investing in more pre-pandemic vaccines to protect human health.

    Importantly, the funding covers preparedness, surveillance and response.

    Preparedness includes proactive measures to protect threatened birds – for example, vaccination or reducing other threats to these species) and improving biosecurity.

    Surveillance is essential to catch the virus as soon as it arrives and track its spread. Australia already has a wild bird surveillance program which, among other things, investigates sick and dead wildlife as well as sampling “healthy” wild birds. The additional commitment will bolster these activities.

    Response will include things like better and faster tests. It will also include funding for practical on-ground actions to limit the spread and impacts of HPAI H5N1 for susceptible wildlife. This might include a vaccination program for vulnerable threatened species, as an example.

    Work has already begun

    This funding is a long-term investment, and mostly allocated to future activities. In the short term, my colleagues and I have already begun our spring surveillance program.

    We aim to test about 1,000 long-distance migratory birds arriving in Australia for avian influenza. Based on our risk assessments, we are focusing on long-distance migratory seabirds such as the short-tailed shearwater, and various shorebirds including red-necked stints, arriving from breeding areas in Siberia.

  • MIL-OSI United Kingdom: Eligible Leeds residents urged to protect themselves against viruses with free winter jabs

    Leeds’s public health boss has issued a plea for all those eligible to take up the offer of a free flu vaccine this winter after worrying uptake levels last year.

    Leeds City Council’s director of public health has urged people to take the chance to protect themselves against both the flu and Covid 19, with both viruses spreading more easily in winter as people spend increasing amounts of time indoors together.  

    The winter vaccine programme focuses on those at greatest risk of getting seriously ill – including people with long-term health conditions, people aged over 65 and pregnant women – yet last year Leeds saw lower uptakes of the free annual jabs among some of these cohorts.

    While uptake in older people remained high (79.5 per cent of over 65s), less than four in 10 (39 per cent) of people deemed ‘at risk’ received the flu vaccine, with similarly low levels seen among pregnant women (38 per cent) and two- to three-year-olds (37 per cent).

    It comes as national figures from the UK Health Security Agency (UKHSA) show that over the past two winters at least 18,000 deaths across the UK were associated with flu, despite last winter being a relatively mild flu season.

    For the first time this year, pregnant women and older people aged 75 to 79 are also eligible for the RSV (respiratory syncytial virus) vaccination, with the maternal vaccine providing strong protection for newborns in their first few months, when they are most at risk of severe illness from RSV. Pregnant women should speak to their GP or maternity team for more information.

    Leeds City Council’s director of public health Victoria Eaton said: “After clean water, immunisation is the most effective public health intervention in the world for saving lives and promoting good health.

    “Over the winter period, even if you have had a vaccine or been ill with flu, Covid 19 or RSV before, it’s vital that you top up your protection as immunity fades over time and these viruses can change each year.

    “It is therefore extremely important that anyone eligible to receive their winter vaccinations takes up the potentially life-saving opportunity. The national mortality figures are a stark reminder of how deadly these viruses can be to those at risk.

    “Receiving the vaccinations means that if you do catch any of these viruses, you are likely to have milder symptoms and recover faster, cutting your risk of being hospitalised.

    “I’m urging all those eligible to join the millions of others across the UK in taking up their free vaccine offer to ensure they stay winter strong.”

    Councillor Fiona Venner, Leeds City Council’s executive member for equality, health and wellbeing, said: “We want to protect our city’s most vulnerable from these respiratory viruses which spread more easily in winter and usually reach their peak over the festive and new year period.

    “Nobody wants to miss out on festive celebrations with their families and friends and these vaccines provide the best possible protection.

    “Our city’s GPs and community pharmacies stand ready to provide these free jabs to all those eligible – please book your appointment today and arm yourself against the risk of severe illness.”

    Over 65s, those under 65 in clinical risk groups and pregnant women should contact their GP surgery or community pharmacy (for those aged 18 or over) to book their vaccinations.

    Parents of children who are aged two or three (on or before August 31, 2024) should contact their GP surgery to book their child’s flu vaccination.

    School-aged children (from reception to year 11) will mainly be offered their flu vaccines at school and for most this is a nasal spray, not an injection. A flu vaccine injection is available that does not contain gelatine. Parents who do not want their child to have the nasal spray vaccine should speak to the person vaccinating the child or ask for the injection on the school consent form.

    Through millions in coveted grants, the National Institutes of Health (NIH) and the Bill and Melinda Gates Foundation are recognizing how impactful Thanh Nguyen’s research is to the field of biomedical engineering.

    Nguyen, an associate professor of mechanical engineering and biomedical engineering, has already established himself as one of the top-funded researchers at UConn. The NIH is adding to that success by awarding Nguyen four R01 grants totaling more than $9.5 million, with $7.5 million going to UConn researchers.

    His research is the interface of biomedicine, material engineering, and the use of nano- and microtechnology.  Nguyen has made strides on multiple fronts, with multi-disciplinary projects dedicated to helping heal helping people with diverse afflictions.

    “We are always motivated by medical problems that have a high impact on human health,” says Nguyen.

    R01 grants are highly competitive, awarded to research and development projects that live up to the NIH’s mission to improve health, extend life, and reduce illness and disability.

    For Nguyen, his collaborators, and students, the grants present an opportunity to improve technology to help bones and cartilage to heal. He is also working to develop improved methods to deliver lifesaving vaccines and antibodies to worldwide populations.

    Two of the grants are brand new, providing $2.1 million and $1.5 million toward respective projects. On the former, Nguyen is the primary investigator on a project to stimulate and accelerate healing defects to the longest bones in the body, such as the femur and tibia.

    “Bones in most parts of the body can regenerate themselves, but when you get a long and large bone injury, the body needs help to regenerate,” Nguyen says.

    Significant long bone injuries are often treated with growth factors or stem cells to stimulate healing. However, the techniques often include serious side effects that can impair patients.

    Nguyen and his team are working to minimize the danger through the application of safe biomaterials as an electrically active scaffold over a bone defect. The scaffold would be biodegradable and able to produce electrical charges, stimulating bone repair.

    Concurrently, Nguyen is working with fellow researchers to provide needed antibodies to breastfeeding infants with HIV. Globally, more than 130,000 babies are infected with HIV annually, and certain antibodies have shown to be effective against the virus.

    The second new R01 grant will fund the development microneedle technology to deliver multi-potent antibodies which can last a long time in the baby body to sustain the immune protection against infectious HIV virus. Currently, multiple injections are required, and the antibodies must be stored at cold temperatures. The process is expensive and burdensome.

    Nguyen says microneedle patches would greatly simplify the process and reduce the cost of cold-chain storage. Along with the collaborators in Eastern Virginia Medical School (EVMS), Nguyen’s research would investigate the effectiveness of the anti-HIV patches in small animals and large animals like monkeys.

    Nguyen says the treatment is applied similar to a nicotine patch, painlessly delivering the antibodies into the recipient. Ultimately, the patches will be tested in pediatric patients who have a high risk of HIV infection as a result of breastfeeding from HIV-infected mothers.

    Besides these two grants, he received a $2.16 million grant to research how his invented biodegradable ultrasound technology can increase the effectiveness of chemotherapy in brain cancer patients.

    The fourth grant, for nearly $2 million, investigates how tissue-scaffolding made of his lab’s invented biodegradable electrically active polymer can regrow cartilage, as successfully performed on rabbits. The treatment could be a game changer for osteoarthritis patients whose cartilage in body parts such as the knee has deteriorated through injury or aging.

    Beyond the NIH, Nguyen has received significant support through the Bill and Melinda Gates Foundation in a $2.6 million project as the PI on development of a microneedle array patch capable of delivering multiple human vaccines at once.

    In late September, the Gates Foundation awarded Nguyen another $4 million for his work on the microneedle patch. Nguyen and his team are working to scale up production of the patch, which can deliver multiple vaccines at ones. This includes vaccines or antibodies to fight diphtheria, tetanus, pertussis, HIV, and polio.

    Once almost eradicated, polio continues to affect populations in developing countries, with the most cases reported in Afghanistan and neighboring Pakistan. Nguyen hopes the microneedle patch will make new progress in the effort to eliminate the threat of polio once and for all.

    Now with $6.6 million in Gates Foundation funding, Nguyen is pleased to be able to expand his team, including offer more opportunities to undergraduate and postgraduate students.

    Together, his prolific research funding has brought a total amount of $25 million funding to UConn since 2016 when he started as an assistant professor, a testament to the impact of his research.

    “I am very grateful to the NIH and the Gates Foundation for the opportunity to pursue vaccination and biomedical engineering research at UConn,” Nguyen says.

    Nguyen’s breakthroughs have led to numerous awards, more than 20 issued and pending patents, and an induction into the U.S. National Academy of Inventors. He is also a reputable mentor, adviser and collaborator, with his work currently supporting more than 21 people, including 11 post-doctoral and 10 Ph.D. students in his biomedical engineering lab.

    While he has been successful as a fundraiser, Nguyen says it has taken many years and widespread publication to achieve his level of support. He backs his proposals through innovative ideas, significant problems to address and extensive scientific data, utilizing the resources at his disposal.

    “We keep working and producing high quality research published in well-known scientific journals,” he says. “That has helped create a successful and impactful research program.”

  • MIL-OSI Global: Scientists around the world report millions of new discoveries every year − but this explosive research growth wasn’t what experts predicted

    Millions of scientific papers are published globally every year. These papers in science, technology, engineering, mathematics and medicine present discoveries that range from the mundane to the profound.

    Since 1900, the number of published scientific articles has doubled about every 10 to 15 years; since 1980, about 8% to 9% annually. This acceleration reflects the immense and ever-growing scope of research across countless topics, from the farthest reaches of the cosmos to the intricacies of life on Earth and human nature.

    Yet, this extraordinary expansion was once thought to be unsustainable. In his influential 1963 book, “Little Science, Big Science… And Beyond,” the founder of scientometrics – or data informetrics related to scientific publicationsDerek de Solla Price famously predicted limits to scientific growth.

    He warned that the world would soon deplete its resources and talent pool for research. He imagined this would lead to a decline in new discoveries and potential crises in medicine, technology and the economy. At the time, scholars widely accepted his prediction of an impending slowdown in scientific progress.

    Faulty predictions

    In fact, science has spectacularly defied Price’s dire forecast. Instead of stagnation, the world now experiences “global mega-science” – a vast, ever-growing network of scientific discovery. This explosion of scientific production made Price’s prediction of collapse perhaps the most stunningly incorrect forecast in the study of science.

    Unfortunately, Price died in 1983, too early to realize his mistake.

    So, what explains the world’s sustained and dramatically increasing capacity for scientific research?

    We are sociologists who study higher education and science. Our new book, “Global Mega-Science: Universities, Research Collaborations, and Knowledge Production,” published on the 60th anniversary of Price’s fateful prediction, offers explanations for this rapid and sustained scientific growth. It traces the history of scientific discovery globally.

    Factors such as economic growth, warfare, space races and geopolitical competition have undoubtedly spurred research capacity. But these factors alone cannot account for the immense scale of today’s scientific enterprise.

    The education revolution: Science’s secret engine

    In many ways, the world’s scientific capacity has been built upon the educational aspirations of young adults pursuing higher education.

    Over the past 125 years, increasing demand for and access to higher education has sparked a global education revolution. Now, more than two-fifths of the world’s young people ages 19-23, although with huge regional differences, are enrolled in higher education. This revolution is the engine driving scientific research capacity.

    Today, more than 38,000 universities and other higher-education institutions worldwide play a crucial role in scientific discovery. The educational mission, both publicly and privately funded, subsidizes the research mission, with a big part of students’ tuition money going toward supporting faculty.

    These faculty scientists balance their teaching with conducting extensive research. University-based scientists contribute 80% to 90% of the discoveries published each year in millions of papers.

    External research funding is still essential for specialized equipment, supplies and additional support for research time. But the day-to-day research capacity of universities, especially academics working in teams, forms the foundation of global scientific progress.

    Even the most generous national science and commercial research and development budgets cannot fully sustain the basic infrastructure and staffing needed for ongoing scientific discovery.

    Likewise, government labs and independent research institutes, such as the U.S. National Institutes of Health or Germany’s Max Planck Institutes, could not replace the production capacity that universities provide.

    Collaboration benefits science and society

    The past few decades have also seen a surge in global scientific collaborations. These arrangements leverage diverse talent from around the world to enhance the quality of research.

    International collaborations have led to millions of co-authored papers. International research partnerships were relatively rare before 1980, accounting for just over 7,000 papers, or about 2% of the global output that year. But by 2010 that number had surged to 440,000 papers, meaning 22% of the world’s scientific publications resulted from international collaborations.

    This growth, building on the “collaboration dividend,” continues today and has been shown to produce the highest-impact research.

    Universities tend to share academic goals with other universities and have wide networks and a culture of openness, which makes these collaborations relatively easy.

    Today, universities also play a key role in international supercollaborations involving teams of hundreds or even thousands of scientists. In these huge collaborations, researchers can tackle major questions they wouldn’t be able to in smaller groups with fewer resources.

    Supercollaborations have facilitated breakthroughs in understanding the intricate physics of the universe and the synthesis of evolution and genetics that scientists in a single country could never achieve alone.

    The role of global hubs

    Hubs made up of universities from around the world have made scientific research thoroughly global. The first of these global hubs, consisting of dozens of North American research universities, began in the 1970s. They expanded to Europe in the 1980s and most recently to Southeast Asia.

    These regional hubs and alliances of universities link scientists from hundreds of universities to pursue collaborative research projects.

    Scientists at these universities have often transcended geopolitical boundaries, with Iranian researchers publishing papers with Americans, Germans collaborating with Russians and Ukrainians, and Chinese scientists working with their Japanese and Korean counterparts.

    The COVID-19 pandemic clearly demonstrated the immense scale of international collaboration in global megascience. Within just six months of the start of the pandemic, the world’s scientists had already published 23,000 scientific studies on the virus. These studies contributed to the rapid development of effective vaccines.

    With universities’ expanding global networks, the collaborations can spread through key research hubs to every part of the world.

    Is global megascience sustainable?

    But despite the impressive growth of scientific output, this brand of highly collaborative and transnational megascience does face challenges.

    On the one hand, birthrates in many countries that produce a lot of science are declining. On the other, many youth around the world, particularly those in low-income countries, have less access to higher education, although there is some recent progress in the Global South.

    Sustaining these global collaborations and this high rate of scientific output will mean expanding access to higher education. That’s because the funds from higher education subsidize research costs, and higher education trains the next generation of scientists.

    De Solla Price couldn’t have predicted how integral universities would be in driving global science. For better or worse, the future of scientific production is linked to the future of these institutions.

  • MIL-OSI Global: How Mpox anti-vaxx conspiracies target and stigmatise LGBTQ+ people

    According to some conspiracy theorists posting on alternative, uncensored social media networks, Mpox is another “scamdemic”, created by a powerful elite to cull populations and generate profit for “big pharma”. According to these social media users, anyone who takes the Mpox vaccine inevitably faces heart attack and death.

    Other Mpox conspiracies target hate at LGBTQ+ people.

    Through my PhD research into anti-vaccination misinformation, I’ve collected thousands of social media posts, videos, images and links from anti-vaccination Telegram channels, Substack newsletters and Gab groups. Gab Social is a social networking site known for hosting right-wing political content. These platforms are unique in their permissive approach to moderation. Users can post virtually anything they want without restraint.

    According to 2023 research, platforms like Gab have become the home of many “alt-right” content creators who have been de-platformed from mainstream social media channels like Facebook and Instagram. Mpox misinformation is thriving in these online locations.

    Sexuality and stigma

    In the early days of the COVID pandemic, a study identified that misinformation on social media platforms like Facebook, X (formerly known as Twitter) and YouTube frequently blamed specific social groups for infection surges. Now, it’s MPox’s turn.

    One Substack creator, for example, considers gay and bisexual men engaging in “high-risk sexual behaviour” a threat to the heterosexual population. He argues abstinence is the only solution – but only for men who have sex with men.

    As well as accusing gay and bisexual men of having a “perverted lifestyle that goes against nature and God’s laws”, some anti-vaxx content creators stigmatise people with Mpox as a hidden enemy, who could be “teaching in schools and indoctrinating children”.

    One common anti-vaxx conspiracy theory is “vaccine shedding”. This is the idea that vaccinated people can harm the unvaccinated through any kind of contact. One online conspiracy states the Mpox vaccine is particularly prone to shedding. Gay and bisexual men, then, are portrayed as dangerous whether they’re vaccinated or not.

    Mpox is routinely characterised by conspiracy theorists as a virus for immoral people. As a result, some anti-vaxx perspectives are shockingly callous – one commenter claims they wouldn’t care at all if “the gays and communists” died from the Mpox vaccine.

    Misinformation surrounding Mpox and the vaccine is peppered with such homophobic narratives of infection and contamination – and it’s familiar territory. People suffering from HIV and Aids in the 1980s and 1990s were relentlessly stigmatised as a dangerous other.

    While online conspiracy theories present those with Mpox as a menace, in reality, there have only been a small number of mild Mpox cases identified in the UK since 2022. Though the majority of confirmed cases of Mpox in the UK have been in gay and bisexual men – and Mpox can be transmitted through close sexual contact – people can also become infected if they’re exposed to coughing and sneezing, or share clothing, bedding and towels with an infected person.

    Moderation and misinformation

    In August 2024, a new strain of Mpox was identified in the Democratic Republic of the Congo and some neighbouring countries. An estimated 10 million vaccines are needed to meet demand in affected African nations. In September 2024, the UK government ordered 150,000 doses of an Mpox vaccine to be distributed among gay and bisexual men and healthcare and humanitarian workers who may be exposed.

    Just as many of us might check a reliable, verified medical source to find out more about Mpox, so alternative social media users look to the sources they trust. This commonly includes doctors blowing the whistle on alleged vaccine injury, conspiracy theory “news” sites and prominent right wing figures like Tucker Carlson. People selling alternative remedies and products promising miraculous detox are never far away to profit from vaccine misinformation.

    Users share these sources across Gab groups, comment threads and Telegram channels, layering their own beliefs on top. This generates even more views and shares, which is one of the reasons why social media is such a good incubator for conspiracy theories and misinformation.

    Another reason is the lack of content moderation on alternative social media sites. Substack describes itself as “a place for independent writing”. Users are not supposed to share any content which incites violence, contains sex or nudity, or illegal activity. Telegram takes a similar approach. Gab also draws the line at illegal content, but mainly encourages users to hide content they don’t want to see or ignore it.

    The arguments for or against unrestrained free speech on the internet are complex. But sites like Gab reveal what an unmoderated internet can look like – hate of every variety can find a home here if that’s what the users choose to post. Mpox is just another topic to generate even more shareable content.

    As the fall months settle in, Canadians are being urged to take precautions against the upcoming flu season.

    Flu season in Canada typically peaks between December and February, but the virus can circulate much earlier. Public health officials are advocating for early vaccination, emphasizing that the annual flu vaccine is the most effective way to protect against infection and reduce the severity of illness.

    Clinics across Canada offer flu shots free of charge.

    Influenza

    Influenza, commonly known as the flu, is a respiratory illness caused by influenza viruses that spread easily from person to person. These viruses mainly affect the nose, throat and lungs. Flu symptoms typically include fever, chills, muscle aches, cough, congestion, runny nose, headaches and fatigue.

    Unlike the common cold, which often develops slowly, the flu tends to hit suddenly and can lead to severe complications like pneumonia, bronchitis and even death, particularly in high-risk groups such as young children, seniors over 65, pregnant individuals, and those with chronic conditions like asthma, diabetes or heart disease.

    Influenza spreads mainly through droplets when an infected person coughs, sneezes or talks. These droplets can land in the mouths or noses of people nearby, or they can linger on surfaces where the virus can survive for up to 48 hours. Preventive measures such as handwashing, mask-wearing and staying home when symptomatic help reduce the spread of the virus.

    How the flu vaccine works

    Each year, flu vaccines are updated to protect against the influenza viruses that research indicates will be most common during the upcoming season. The flu shot contains inactivated or weakened influenza viruses, which cannot cause the flu but help the immune system develop antibodies. These antibodies protect against infection when exposed to live flu viruses.

    The vaccine typically takes about two weeks after administration for immunity to build up, which is why public health officials recommend getting vaccinated in the fall, before flu rates start to rise. This gives individuals enough time to develop immunity before influenza becomes more widespread.

    Can you get flu and COVID-19 vaccines together?

    Public health experts have confirmed that it is safe to receive the flu vaccine and the COVID-19 vaccine at the same time. Doing so can provide protection against both illnesses and reduce the chances of severe complications from either virus. Administering both vaccines during the same visit is a convenient way to ensure you’re protected for the season, especially as COVID-19 continues to circulate alongside influenza.

    Benefits of the flu shot

    One of the key benefits of flu vaccination is that it significantly reduces the risk of severe illness, hospitalization and death from the flu. While flu vaccines aren’t 100 per cent effective at preventing infection, they greatly lessen the severity of the illness and reduce the spread of the virus in the community. This is especially important for protecting high-risk groups like seniors, children, pregnant people and individuals with chronic health conditions.

    Additionally, widespread flu vaccination helps prevent the health-care system from becoming overwhelmed, especially in a year when other respiratory viruses like respiratory syncytial virus (RSV) and COVID-19 are still circulating. By reducing the overall number of flu-related hospitalizations, vaccines also free up health-care resources for other urgent needs.

    Why get vaccinated every year?

    One of the unique challenges of influenza is that the virus mutates constantly. Because of these frequent changes, immunity from last year’s vaccine won’t provide full protection this season. This is why the flu vaccine is updated annually to match the most prevalent strains of the virus.

    Even if a person received a flu shot the previous year, it’s important to get vaccinated again to stay protected against new viral strains circulating in the population. Flu vaccines are reformulated each year based on global surveillance data collected by organizations like the World Health Organization (WHO) and the U.S. Centers for Disease Control and Prevention (CDC).

    Misconceptions about the flu vaccine

    Despite clear benefits, misconceptions about the flu shot continue to contribute to low vaccination rates.

    Some people believe that the flu vaccine can cause the flu, but this is a myth. The inactivated viruses in the flu vaccine cannot cause illness. After receiving the vaccine, some people may experience mild side-effects like soreness at the injection site or a low-grade fever, but these symptoms are short-lived and far less severe than a full-blown flu infection.

    Another misconception is that the flu shot is not necessary for healthy adults. While healthy people may have a lower risk of severe flu complications, they can still spread the virus to more vulnerable individuals, such as young children, seniors or immunocompromised family members. Getting vaccinated helps protect both the individual and the community through herd immunity.

    The Republic of France has issued the following statement:

    1. We, the G7 Non-Proliferation Directors Group, reiterate the G7´s profound condemnation of Russia’s premeditated, unprovoked, and unjustifiable war of choice against Ukraine, enabled by the Belarusian government. We condemn in the strongest terms the numerous atrocities committed by Russian armed forces in Ukraine. We reaffirm our solidarity with the Ukrainian people and our support to the sovereignty, independence, and territorial integrity of Ukraine. Russia’s ongoing war of aggression is a blatant violation of international law with severe consequences for international security, including global non-proliferation efforts. We condemn Russia’s disinformation campaign and we warn against any threat or use of chemical or biological weapons. We recall Russia’s obligations under international treaties of which it is a party, and which protect us all. Any use by Russia of such a weapon would be unacceptable and result in further consequences. We condemn Russia’s unjustified use of nuclear rhetoric and signalling. We urge Russia to behave responsibly and exercise restraint.

    2. Besides these deeply disturbing actions of unprecedented scale, our efforts to strengthen non-proliferation have been severely tested in past years. The increasing use of chemical weapons, rapidly evolving biological threats, destabilizing transfer and deployment of conventional weapons, and targeted appropriation of emerging technology all have a considerable impact as does the growing threat of nuclear proliferation and emerging threats to outer space security. Some states are now significantly increasing and diversifying their nuclear arsenals and investing in novel nuclear technologies and weapons systems. Against this highly challenging background, the G7 remains committed to working together, including with our partners, to defend and strengthen international law, norms and institutions and to build a more secure, more stable, and safer world.

    3. In view of the 10th Review Conference of the Non-Proliferation Treaty (NPT) in August 2022, we are united in our resolve to comprehensively strengthen the NPT, promote its universalisation, reinforce the importance of commitments made at past Review Conferences and advance implementation of the Treaty across all three of its mutually reinforcing pillars. We underline the authority and primacy of the NPT as the cornerstone of the nuclear non-proliferation regime and the foundation for the pursuit of nuclear disarmament and peaceful uses of nuclear technology. We resolutely support the Review Conference President-designate, Ambassador Gustavo Zlauvinen, and commit to working with all NPT States Parties in good faith in the lead up to and during the Review Conference towards achieving a positive outcome.

    4. The G7 reaffirms its commitment to the ultimate goal of a world without nuclear weapons with undiminished security for all, achieved through concrete, practical, and purposeful steps. The overall decline in global nuclear arsenals must be sustained and not reversed. We welcome diplomatic pathways that offer real possibilities for advancing the universal disarmament goals of the NPT, as promoted through key initiatives such as the International Partnership for Nuclear Disarmament Verification (IPNDV), the Non-Proliferation and Disarmament Initiative, the Stockholm Initiative on Nuclear Disarmament, and Creating an Environment for Nuclear Disarmament.

    5. We welcome efforts by the G7 Nuclear Weapon States to promote effective measures, such as strategic risk reduction, transparency and confidence building measures on their postures, doctrines, and capabilities, which are critical to making progress towards disarmament under the NPT. The G7 underlines that all Nuclear Weapon States have the responsibility to engage actively and in good faith in arms control dialogues. We welcome the Joint Statement of the Leaders of the Five Nuclear-Weapon States on Preventing Nuclear War and Avoiding Arms Races of 3 January 2022, including the important affirmation that a nuclear war cannot be won and must never be fought. However, we deplore Russia’s provocative statements about raising its nuclear alert levels, which undermines the credibility of Russia’s commitment to this Joint Statement.

    6. Recalling our statements of 15 March and 7 April 2022, we condemn Russia’s invasion of Ukraine, including forcefully seizing control of nuclear facilities and other actions that pose serious threats to the safety and security of these facilities and endanger the population of Ukraine, neighbouring states, and the international community. We support the IAEA Director General Rafael Grossi’s efforts to ensure the nuclear safety and security of, and the application of safeguards to, nuclear material and facilities in Ukraine as a matter of urgency, while respecting full Ukrainian sovereignty over its territory and infrastructure. We urge Russia’s leadership to immediately withdraw its military forces from Ukraine, cease all violent actions against nuclear and radiological facilities in Ukraine and restore full control to Ukrainian authorities over all facilities within its internationally recognized borders to ensure their safe and secure operations.

    7. The G7 is united in its resolve to promote the goals and objectives of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). We underline the urgent need to bring this treaty into force pursuant to Article XIV of the CTBT, and we support Italy as co-coordinator of these efforts. A universal and effectively verifiable CTBT constitutes a fundamental instrument in the field of nuclear disarmament and non-proliferation. Pending the entry into force of the Treaty, we call on all states to declare new or maintain existing moratoriums on nuclear weapon test explosion or any other nuclear explosions. We also resolutely support the Comprehensive Nuclear-Test-Ban Treaty Organization Preparatory Commission and its important work to develop the Treaty’s verification regime.

    8. The G7 is equally committed to, and underlines the importance of, immediate commencement of negotiations – based on document CD/1299 and the mandate contained therein – with the key countries on a treaty banning the production of fissile material for use in nuclear weapons and other nuclear explosive devices. We remain convinced that the Conference on Disarmament is an appropriate venue to negotiate such an instrument and we call upon countries to make innovative contributions in all appropriate forums, including the 10th Review Conference of the States Parties to the NPT, to facilitate negotiations of such a treaty. Pending those actions, we call on all states that have not yet done so to declare and maintain voluntary moratoria on the production of fissile material for use in nuclear weapons.

    9. The G7 is committed to working towards effective measures for strategic and nuclear risk reduction that enhance mutual comprehension, increase predictability, promote confidence building and establish effective crisis management and prevention tools. We are equally engaging in the development of multilateral nuclear disarmament verification capabilities and we welcome the start of work of the Group of Governmental Experts on nuclear disarmament verification, the Franco-German exercise NuDiVe 2022 conducted in April 2022 and the continuing work of the IPNDV and the Quad Nuclear Verification Partnership by Norway, Sweden, the United Kingdom and the United States. All of this is essential groundwork for achieving the ultimate goal of a world free of nuclear weapons, underpinned by transparency, verification and irreversibility.

    10. The G7 welcomed the extension of the New START Treaty in early 2021 and has supported the U.S.-Russian Strategic Stability Dialogue, aimed at laying the foundation for future U.S.-Russia arms control arrangements. The G7 sees the need for arms control to address all nuclear weapons, including new destabilizing weapon systems and non-strategic nuclear weapons. The G7 also supports and encourages wider efforts towards an active arms control dialogue involving China. The G7 regrets that the U.S.-Russian Strategic Stability Dialogue has come to a halt due to Russia’s brutal and unprovoked war on Ukraine.

    11. The G7 also deplores Belarus’s recent referendum and amendment to its Constitution removing Article 18, which pledged to “make its territory a nuclear-free zone.” Belarus’ actions only further increase uncertainty amidst heightened tensions.

    12. Nuclear-weapons-free zones (NWFZ) make important contributions to nuclear disarmament and non-proliferation. We see the relevant protocols to existing NWFZ treaties as the vehicle for extending to the treaty parties a legally binding negative security assurance. We remain fully committed to the creation of a zone free of all weapons of mass destruction and their delivery systems in the Middle East. We firmly believe that this can only be achieved based on consensus arrangements freely arrived at by all states in the region. We acknowledge the efforts made during the first two sessions of the UN Conference on the Establishment of a Middle East Zone Free of Nuclear Weapons and Other Weapons of Mass Destruction held in 2019 and 2021. Going forward, we underscore the need for inclusive dialogue among the regional states.

    13. The G7 supports universalisation of key safeguards agreements including Comprehensive Safeguards Agreements, the Additional Protocol thereto, and, where applicable, the revised Small Quantities Protocol. A Comprehensive Safeguards Agreement together with an Additional Protocol represents the de facto safeguards standard under the NPT. We echo the IAEA Director General’s call on those states that have yet to bring into force a Comprehensive Safeguards Agreement or an Additional Protocol to do so as soon as possible and applaud his efforts to further strengthen the safeguards system. Recalling our strong support for the professional and impartial work of the IAEA, the G7 underscores the importance of streng-thening the effectiveness and optimizing the efficiency of the international safeguards system and ensuring it remains fit for its purpose in the 21st century.

    14. We reaffirm the IAEA’s central role in strengthening cooperation in nuclear security and the commitments in the Ministerial Declaration of the IAEA’s International Conference on Nuclear Security in 2020. We support the IAEA in facilitating the peaceful uses of nuclear technologies in a safe, secure, and sustainable manner. We support aiding the development of new regulatory frameworks for the deployment of next-generation technologies, including small modular reactors. We encourage all Member States, who are able to do so, to make financial and/or technical contributions to enable the IAEA to continue its work.

    15. The G7 commits to promoting full implementation by all states of the highest standards of nuclear safety, security, and safeguards. This is essential to facilitate the safe and the peaceful uses of nuclear science and technology consistent with the NPT, and thereby promote prosperity and address the UN Sustainable Development Goals.

    16. The G7 urges States engaged in nuclear activities to become parties to and fully implement the Convention on Nuclear Safety, the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, the Convention on Early Notification of a Nuclear Accident, and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency.

    17. The G7 is resolved to increase political attention to the challenges of countering the threat of non-state actors acquiring nuclear and radioactive materials as weapons of terrorism and to accelerate national and international steps to manage the risks posed by such materials. We affirm our commitment to minimise Highly Enriched Uranium (HEU) stocks globally and encourage states with civil stocks of HEU to further reduce or eliminate them where economically and technically feasible.

    18. The G7 calls on all States that have not yet done so to become parties to and fully implement the International Convention for the Suppression of Acts of Nuclear Terrorism (ICSANT) and the Amended Convention on the Physical Protection of Nuclear Material (A/CPPNM). We welcome the positive outcome of the A/CPPNM Review Conference in March-April 2022. We remain steadfast in our support of the IAEA, the Nuclear Security Contact Group, and the Global Initiative to Combat Nuclear Terrorism.

    19. The G7 supports effective implementation of UN Security Council Resolution (UNSCR) 1540 (2004) and the work of the 1540 Committee and its Group of Experts. We encourage all states to fully implement the resolution and to offer assistance to interested states.

    20. The G7 actively supports global efforts to enhance education and professional development in the field of non-proliferation, arms control and disarmament and is strongly committed to the integration of gender equality in this field. We are mindful that learning about the realities of any use of nuclear weapons will help strengthen global efforts towards nuclear disarmament. To raise and sustain awareness, we encourage political leaders, the young generation and others to visit the cities of Hiroshima and Nagasaki.

    21. We renew our support for a restoration and full implementation of the Joint Comprehensive Plan of Action. A diplomatic solution remains the best way to restrict Iran’s nuclear programme. We commend the participants of the Vienna talks as well as the EU coordinator for their tireless efforts. We urge Iran to seize the offer currently on the table to bring negotiations to a successful conclusion and to refrain from further escalation of its nuclear activities.

    22. We urge Iran to uphold and fully implement all obligations under its NPT-required safeguards agreement with the IAEA. We further urge Iran to provide all required information to enable the IAEA to clarify and resolve outstanding safeguards issues without further delay. The G7 expresses strong support for the crucial verification and monitoring mandate of the IAEA, underscores the technical nature of the IAEA’s independent work, and commends the Director General’s continued professional and impartial efforts. Full and timely cooperation by Iran is essential for the IAEA to assure the international community that all nuclear material in Iran remains in peaceful uses and eventually reach the Broader Conclusion.

    23. We recall our serious concerns about Iran’s unabated activities related to ballistic missiles “designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology,” which Iran pursues in defiance of UNSCR 2231 (2015). Iran’s space programme is enabling it to test technology that is essential to the development of ballistic missiles, including future long-range delivery systems, as demonstrated again with Iran’s announcement on March 8 of a launch of a military satellite. We urge Iran to cease all these activities and fully abide by UNSCR 2231 (2015). We also remain extremely concerned about Iran’s destabilising activities in and around the Middle East, including transfers of missiles and missile technology, drones and conventional arms to state and non-state actors. Such proliferation is destabilising for the region and escalates already high tensions, as does the use of such weapons in the region, like the attack by the Islamic Revolutionary Guard Corps on Erbil on 13 March 2022. We urge Iran to stop all activities inconsistent with relevant UNSCRs and call on all parties to play a constructive role in fostering regional stability and peace.

    24. The G7 strongly condemns the continued testing of ballistic missiles by the Democratic People’s Republic of Korea (DPRK), including the recent Intercontinental Ballistic Missile (ICBM) launch conducted on 24 March 2022, which are blatant violations of the DPRK’s obligations under numerous UNSCRs. Since 2021, the DPRK has conducted an unprecedented series of missile tests, including launches of alleged hypersonic weapons using ballistic missiles and a submarine-launched ballistic missile test. These tests demonstrate the DPRK’s continued efforts to expand and further develop its ballistic missile capabilities. We deeply regret that the DPRK has abandoned its self-declared moratorium on ICBM launches. In addition, nuclear activities (such as restarting nuclear reactors and behaviour consistent with fissile material production) have been observed at several nuclear sites since 2020, suggesting an ongoing nuclear program development. All these reckless actions threaten regional and international peace and security, pose a dangerous and unpredictable risk to international civil aviation and maritime navigation in the region and demand a united response by the international community, including further measures to be taken by the UN Security Council.

    25. The G7 remains fully committed to the complete, verifiable, and irreversible dismantlement by the Democratic People’s Republic of Korea of all its nuclear weapons, other weapons of mass destruction and ballistic missiles of all ranges, as well as related programs and facilities, consistent with UNSCRs. We strongly urge the DPRK to fully comply with all obligations arising from the relevant UNSCRs, to abandon its weapons of mass destruction and ballistic missile programs in a complete, verifiable and irreversible manner and to return at an early date to, and fully comply with, the NPT and IAEA safeguards. We call on the DPRK to accept the repeated offers of dialogue put forward by all parties concerned, including the United States, the Republic of Korea, and Japan.

    26. The G7 is committed to working with all relevant partners towards the goal of peace on the Korean Peninsula and to upholding the rules-based international order. We call on all states to fully and effectively implement all restrictive measures relating to the DPRK imposed by the UN Security Council and to address the risk of proliferation of weapons of mass destruction, and related delivery systems, from the DPRK as an urgent priority, particularly through additional UN Security Council action. We note with concern the report by the Panel of Experts established pursuant to UNSCR 1874 (2009) that illicit ship-to-ship transfers continue to take place. We remain ready to assist in and strengthen capacities for effective sanctions implementation. We are clear that the dire humanitarian situation in the DPRK is primarily the result of the diversion of the DPRK’s resources into unlawful weapons of mass destruction and ballistic missile programs rather than into the welfare of its people. In the context of the Covid-19 pandemic, we commend the work of the 1718 Committee, which has swiftly approved all Covid-19 related sanctions exemption requests for humanitarian assistance for the DPRK.

    27. The G7 intends to bolster efforts to counter the weaponization of biological agents and toxins. Never has it been so urgent for all states to work together to achieve universal adherence to and full compliance with the Biological and Toxin Weapons Convention (BTWC). Good faith and engagement are essential to overcoming the longstanding stalemate of the Convention in order to meet evolving biological threats stemming from state and non-state actors and to address new developments in science and technology. We intend to work towards a successful Review Conference which would promote effective implementation, increase transparency, enhance compliance and confidence-building measures. Near-term concrete action should include the establishment of a new expert working group to examine concrete measures to strengthen the Convention.

    28. We pledge our continued support to the United Nations Secretary-General’s Mechanism to investigate alleged uses of chemical, biological or toxin weapons. We will firmly resist and condemn any attempts by any state or individual seeking to undermine its integrity, independence, and impartial character and mandate. As the only established international mechanism mandated to investigate alleged uses of biological weapons, we pledge to cooperate with partners to ensure that the mechanism is properly resourced, equipped, and operationalized to conduct effective investigations when needed.

    29. We salute the 20th anniversary of the G7-led, 31-member Global Partnership (GP) against the Spread of Weapons and Materials of Mass Destruction. With its unparalleled networks, expertise, partnerships, and collective funding, the GP has been instrumental in countering threats posed by chemical, biological, radiological, and nuclear weapons and materials. The GP’s contribution to global threat reduction has made the world a safer and more secure place. We are committed to coordinated action with the GP to provide leadership to ensure that the GP remains a key contributor to countering persistent and emerging threats.

    30. The G7, as expressed in the 29 March statement of the GP on Ukraine, finds Russia’s unsubstantiated claims concerning alleged biological weapons development in Ukraine outrageous. Such allegations about legitimate biological research for civilian purposes are especially cynical, as the world has suffered a pandemic for two years during which biological laboratories have been of crucial importance to humankind. These allegations are part of Russia’s disinformation campaign against Ukraine and have undermined the subject and purpose of the BTWC and the international rules-based order. Ukraine is a respected member of the GP and the BTWC and has our full support.

    31. We will dedicate further efforts to addressing biological threats in the GP framework. The COVID-19 pandemic has underscored the far-reaching impact of large-scale disease outbreaks and the importance of strengthening global capacity to prevent, detect and respond to all forms of biological threats, whether deliberate, accidental, or natural. Covid-19 has also accelerated the global life sciences and biotechnology revolution, including the research and development of new diagnostics, vaccines, and treatments for potentially high-consequence pathogens. Substantial improvements are needed in global biosafety, biosecurity, and oversight for dual use research, in order to prevent laboratory accidents and deliberate misuse. We commit to reinforcing existing national efforts, as well as to improving the level of biosafety and biosecurity practices globally. With this imperative, we intend to deepen our health-security cooperation with African partners and other key stakeholders to develop and implement the GP’s signature initiative aimed at mitigating biological threats in Africa. We recognize the significant contribution already made by the G7 and the EU to the GP signature initiative and encourage all GP members to actively contribute to this important initiative.

    32. We are determined to uphold the prohibition on the use of chemical weapons and support the full implementation of the Chemical Weapons Convention (CWC). As participating States of the International Partnership against Impunity for the Use of Chemical Weapons, we stand together to reaffirm that any use of chemical weapons by anyone, anywhere, under any circumstances is unacceptable and contravenes international standards and norms against such use. There can be no impunity for chemical weapon use.

    33. We will work towards a successful 2023 Review Conference to strengthen the Convention. We are unwavering in our support of the Organisation for the Prohibition of Chemical Weapons (OPCW) and its work to exclude completely the possibility of the use of chemical weapons and we applaud the OPCW’s professionalism and integrity. The G7 seeks to ensure that the OPCW is equipped to continue to fulfil its mandate, including through funding via the GP for important initiatives such as the new Centre for Chemistry and Technology.

    34. We welcome the decision of the OPCW Conference of the States Parties “Understanding Regarding the Aerosolised Use of Central Nervous System-Acting Chemicals for Law Enforcement Purposes” that affirms that the aerosolized use of CNS-acting chemicals is understood to be inconsistent with law enforcement purposes as a “purpose not prohibited” under the Convention. This forward-thinking decision by CWC States Parties sends a strong signal to countries that they cannot hide work on such chemicals for offensive purposes under the guise of legitimate purposes under the Convention.

    35. We condemn attempts to impede the OPCW’s vital work, including investigations, through baseless attacks and outrageous disinformation, notably Russia’s unsubstantiated claims and false allegations that Ukraine was preparing to use chemical weapons. Ukraine is in full compliance with its obligations under the CWC, in stark contrast to Russia’s continued refusal to investigate the well-documented use of a chemical weapon on its own territory, contrary to its obligations under the Convention.

    36. In that context, the G7 reaffirms the statement made by Ministers on 26 January 2021 condemning in the strongest possible terms the poisoning of Alexey Navalny with a military grade chemical nerve agent of the “Novichok” group, a substance developed by the Soviet Union, and retained by Russia. There is no plausible account other than the involvement and responsibility of Russian state actors, as Russia continues to evade all appeals to launch an investigation of the case. We recall the OPCW’s conclusion that a similar nerve agent was used in Salisbury in 2018, resulting in the death of a British citizen, for which three Russian suspects have been charged.

    37. We again urge the Russian authorities to investigate and credibly explain the use of a chemical weapon on its soil considering Russia’s obligations under the CWC. We recall the questions asked on 5 October 2021 by 45 States Parties, including all G7 members, to Russia under Article IX of the CWC, which were not adequately answered by the Russian Federation. We support the statement made by 56 States Parties at the November 2021 OPCW Conference of the States Parties, calling on Russia to account for the use of a chemical weapon on its territory. We welcome actions, such as sanctions, taken by G7 members in response to those individuals and entities deemed to be involved in the development and use of chemical weapons. We also condemn Russia’s attempts to shield Syria from accountability for the Syrian regime’s use of chemical weapons.

    38. Syria’s chemical weapon use in violation of the CWC continues to be a matter of grave concern. We welcome the decision of the OPCW Conference of the States Parties to suspend Syria’s rights and privileges under the CWC, until it completes the steps set out in the OPCW Executive Council Decision of 9 July 2020. We urge the Syrian authorities to cooperate fully and comply with their obligations. We deplore disinformation about chemical weapon use in Syria and we are committed to supporting the OPCW Technical Secretariat’s work in investigating chemical weapon use in Syria, identifying those responsible, and ensuring Syria’s declaration is full and accurate. Syria will be held to account for any failures to meet its obligations. We commit to ensuring the full implementation of UNSCR 2118 (2013) and the elimination of Syria’s chemical weapons programme once and for all.

    39. We remain gravely concerned by the accelerating proliferation of ballistic and other missile technologies, including at the hands of non-state actors, which is a threat to regional and global security. Recalling the G7 NPDG “Initiative on Countering Illicit and/or Destabilizing Missile Activities” launched by the French Presidency in 2019, we remain engaged in countering missile proliferation activities and strengthening missile governance.

    40. We reaffirm our commitment to the Missile Technology Control Regime (MTCR), and we call on all states to unilaterally adhere to the MTCR guidelines and reiterate the importance of the fundamental principles underpinning ballistic missile non-proliferation including in accordance with UNSCR 1540 (2004). We are committed to further increasing the effectiveness of the MTCR.

    41. We strongly support the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC) and call for its universalisation. In the 20 years since its establishment, the HCoC has proven to be an important transparency and confidence building measure that encourages responsible behaviour and restraint in the development, testing and deployment of ballistic missiles capable of delivering weapons of mass destruction, and aims to curb and prevent proliferation of such ballistic missiles. We will work towards the goals of universalization and full implementation of the HCoC, notably on the occasion of its 20th anniversary.

    42. The G7 re-affirms the importance of coordinated action to counter illicit intangible technology transfer and protecting academia and business sectors from hostile state exploitation. While promoting an environment in which science, technology and research collaboration can flourish, we are resolved to address the challenges posed by the misuse and illicit diversion of technology critical for the development of weapons of mass destruction, their means of delivery and for advanced military technology programmes by state and non-state actors, as well as by dual-use research of concern, notably in the field of life sciences.

    43. The G7 members commit to enhancing export controls on materials, technology and research that could be used to develop weapons of mass destruction and their means of delivery. We plan to strengthen controls on materials (including dual-use components), technology and research that could support the development of advanced conventional weapons, ensuring that enhancements are proportionate and avoid negatively impacting on legitimate exports.

    44. The G7 is committed to acting to counter proliferation financing which, left unchecked, undermines the integrity of the global financial system and fuels threats to our common security. We therefore welcome the recent changes to the Financial Action Task Force standards regarding targeted financial sanctions on the DPRK and Iran, which, for the first time, expect all countries and regions to take concrete steps to understand the proliferation financing risks they face, and to oblige their financial sectors and designated non-financial business professions to do the same. Only by understanding the truly global reach of proliferation networks will we meet our responsibility to tackle this activity.

    45. We are determined to prevent illicit transfers and destabilizing accumulation of conventional weapons and ammunition, and to increase the safety and security of stockpiles, including by deploying our technical expertise, sharing best practices, e.g. in the framework of the UN Programme of Action on Small Arms and Light Weapons (SALW), and the International Ammunition Technical Guidelines, and by adhering to international law and norms on responsible transfer.

    46. The diversion of ammunition to unauthorized users, including criminals and terrorists, facilitates and fuels armed violence and armed conflict. Mindful of these implications for security and sustainable development, we strongly support the German-led initiative for a comprehensive framework to support safe, secure, and sustainable ammunition management at the national, sub-regional, regional, and global level and the Open-Ended Working Group (OEWG) mandated to carry out work in this regard. We encourage all states to engage constructively in the OEWG aiming at elaborating a set of political commitments as a new global framework that will address existing gaps in through-life ammunition management, including international cooperation and assistance.

    47. We advocate for the reinforcement of regimes that regulate the transfer and prevent the diversion of conventional weapons and ammunition in line with international law and norms, including the Arms Trade Treaty. We commit to adapting, where necessary, relevant regimes as new technologies are developed. In dialogue with other technology leaders, we seek to shape the global debate on responsible civilian and military use of new technologies, considering security and defence considerations and securing adherence to international law, in particular International Humanitarian Law and, where applicable, International Human Rights Law. Where necessary, new international principles for responsible use should be considered.

    48. As space activities evolve, the norms, rules and principles governing space activities should also evolve. State threats to the secure, safe, sustainable, and peaceful uses of outer space are of serious concern. Given that our societies are increasingly reliant on space systems for their security and prosperity, we are determined to reduce the risk of misperception and miscalculation and reduce space threats. We commit to engaging the international community to uphold and strengthen a rules-based international order for outer space.

    49. Establishing norms, rules and principles for responsible space behaviours is a pragmatic way forward to enhance security, mitigate threats against space systems and reduce the risks of misperception, miscalculation, and escalation. We strongly support the UK-led initiative at the UN General Assembly and the resulting UN Open Ended Working Group (OEWG) on “Reducing space threats through norms, rules and principles of responsible behaviours”. We encourage all states to positively engage in the OEWG that aims to build a common understanding of responsible space behaviours and consider first proposals for norms, rules, and principles in that regard.

    50. We call upon all nations to refrain from conducting dangerous and irresponsible destructive direct-ascent anti-satellite missile tests like those carried out by the Russian Federation on 15 November, 2021. We welcome the US commitment not to conduct destructive direct-ascent anti-satellite missile tests. We reiterate the need to cooperate with all States and space actors to strengthen safety, security, stability, and sustainability of outer space and help all countries benefit from the peaceful exploration and use of outer space.

    Union Minister of State (Independent Charge) for Science and Technology, Minister of State (I/C) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr Jitendra Singh has called for bilateral collaboration between India and Sweden at multiple levels. He said, Sweden is one of the global leaders in innovation. In Global Innovation Index (GII) 2024, Sweden ranks 2nd among the 39 economies in Europe and among the 133 global economies featured in the GII 2024.

    Dr Jitendra Singh was addressing the 11th India Sweden Innovation Day (ISID) function. The theme for 2024 is “Accelerating Green Growth for Inclusive Transition”.

    Informing the audience about the growth of the country in the field of innovation, Dr Jitendra Singh said, “India is climbing rapidly on innovation indices. In GII 2024, India ranks 1st among the 10 economies in Central and Southern Asia and 39th among the 133 economies, he said.

    Similarly, on the other hand, the Union Minister noted that Sweden too is one of the global leaders in innovation. In Global Innovation Index (GII) 2024, Sweden ranks 2nd among the 39 economies in Europe and among the 133 global economies featured in the GII 2024, he said. He expressed hope that the country will certainly catch the top echelons of the world in the years to come.

    Speaking about the Prime Minister Shri Narendra Modi aiming at global benchmarks in research and innovation, the Minister said, “Prime Minister Shri Narendra Modi has already announced the net zero carbon footprint target of 2070 and therefore I think India and Sweden can cooperate and collaborate at different levels both government as well as non-government sector.” There is a bundle of scope for the two nations for joint research calls to collaborate on deliverable research, academia, innovation and industrial entrepreneurship, including startups.

    Speaking about strides in the sector, Dr Jitendra Singh mentioned, “I am also proud to note that over the last ten years, under the patronage of Prime Minister Shi Narendra Modi, there has been a special impetus and high prioritisation as far as science technology innovation is concerned. India Today is it in a position to claim to be a frontline nation in different areas, for example the space sector we plan to send a human being next year, the first human mission indigenously developed by India, and at the same time next year we hope to send on Indian human 6,000 metre deep as a part of the deep-sea mission.

    Research & Innovation have been the important aspect of the flourishing India Sweden partnership. The 11th edition of ISID reflects the ongoing importance & success of our ongoing partnerships. The continued presence of the Minister at the ISID inauguration since 2021 is a strong signal of the importance attached by India to its innovation partnership with Sweden.

    Several Indian and Swedish government agencies partnering and jointly funding these calls (eg. DST, DBT). That includes extensive and growing research cooperation between Indian and Swedish universities. Leading Swedish universities like Karolinska, KTH, Chalmers and others have ongoing cooperation with leading Indian universities. This can be further strengthened by involving the private sector also.

    In addition, several Swedish companies carry out R&D and innovation in India. Alkem Laboratories, which is pioneering the high-tech medical devices segment, has partnered with Swedish company Biosergen for clinical trials of fungal diseases. There is also growing cooperation between research, education, government and private sector in India, including vaccines, digital public infrastructure and defence.

    Use of Technology & innovative solutions scaling up Development interventions in the country, Dr Jitendra Singh said, “India and Sweden are strengthening partnership in green technology through initiatives like LeadIT 2.0, focusing on low-carbon industrial transitions, sustainable energy, and smart transport.” This collaboration, highlighted at COP28, supports green innovations in sectors like steel, cement, and aviation, aiming for net-zero emissions by 2050.

    Venus Mission – Sweden has officially joined ISRO’s Venus Orbiter Mission (VOM). The Swedish Space Corporation (SSC) and the Indian Space Research Organisation (ISRO) are collaborating on a Venus mission. The Swedish Institute of Space Physics (IRF) will provide ISRO with the Venusian Neutrals Analyser (VNA), a lightweight and low-power yet highly effective energetic neutral atom (ENA) analyser.

    India’s active participation in several international Mega Science projects – capabilities of Indian scientists, engineers and companies. Going forward, the Minister said, “India, an unmatched source for Innovation, R&D and Talent and there is huge scope for bilateral collaboration for scalable, cost-effective development solutions for energy and health challenges.”

    The event was well attended by senior officials, innovators, industry leaders and academia of the both countries, which was also addressed by Vice Prime Minister and Minister for Energy and Enterprise of Sweden Ms Ebba Busch. Ambassador of Sweden to India, Mr Jan Thesleff also took part through video conferencing.

  • MIL-Evening Report: Lessons for the next pandemic: where did Australia go right and wrong in responding to COVID?

    With COVID still classified as an ongoing pandemic, it’s difficult to contemplate the next one. But we need to be prepared. We’ve seen several pandemics in recent decades and it’s fair to expect we’ll see more.

    For the final part in a series of articles on the next pandemic, we’ve asked a range of experts what Australia got right and wrong it its response to COVID. Here they share their thoughts on the country’s COVID response – and what we can learn for the next pandemic.


    Quarantine

    The federal government mandated 14 days of quarantine for all international arrivals between March 2020 and November 2021. During that period, 452,550 people passed through the system.

    The states and Northern Territory were given just 48 hours to set up their quarantine systems. The states chose hotel quarantine, while the Northern Territory repurposed an old miner’s camp, Howard Springs, which had individual cabins with outdoor verandas. The ACT had very few international arrivals, while Tasmania only had hotel quarantine for domestic travellers.

    During the first 15 months of the program, at least 22 breaches occurred in five states (New South Wales, Victoria, Queensland, Western Australia and South Australia). An inquiry into Victoria’s hotel quarantine found the lack of warning and planning to set up the complex system resulted in breaches that caused Victoria’s second COVID wave of 2020, leading to almost 800 deaths. A breach at Sydney airport led to the introduction of the Delta variant into Australia.

    In the next pandemic, mistakes from COVID need to be avoided. They included failure to protect hotel residents and staff from airborne transmission through ventilation and mask usage. Protocols need to be consistent across the country, such as the type of security staff used, N95 masks for staff and testing frequency.

    These protocols need to be included in a national pandemic preparedness plan, which is frequently reviewed and tested through simulations. This did not occur with the pre-COVID preparedness plan.

    Dedicated quarantine centres like Howard Springs already exist in Victoria and Queensland. Ideally, they should be constructed in every jurisdiction.

    Treatments

    Scientists had to move quickly after COVID was discovered to find effective treatments.

    Many COVID treatments involved repurposing existing drugs designed for other viruses. For example, the HIV drug ritonavir is a key element of the antiviral Paxlovid, while remdesivir was originally developed to treat hepatitis C.

    At the outset of the pandemic, there was a lot of uncertainty about COVID treatment among Australian health professionals. To keep up with the rapidly developing science, the National Clinical Evidence Taskforce was established in March 2020. We were involved in its COVID response with more than 250 clinicians, consumers and researchers.

    Unusually for evidence-based guidelines, which are often updated only every five years or so, the taskforce’s guidelines were designed to be “living” – updated as new research became available. In April 2020 we released the first guidelines for care of people with COVID, and over the next three years these were updated more than 100 times.

    While health-care professionals always had access to up-to-date guidance on COVID treatments, this same information was not as accessible for the public. This may partly explain why many people turned to unproven treatments. The taskforce’s benefits could have been increased with funding to help the community understand COVID treatments.

    COVID drugs faced other obstacles too. For example, changes to the virus itself meant some treatments became less effective as new variants emerged. Meanwhile, provision of antiviral treatments has not been equitable across the country.

    COVID drugs have had important, though not game-changing, impacts. Ultimately, effective vaccines played a much greater role in shifting the course of the pandemic. But we might not be so fortunate next time.

    In any future pandemic it will be crucial to have a clear pathway for rapid, reliable methods to develop and evaluate new treatments, disseminate that research to clinicians, policymakers and the public, and ensure all Australians can access the treatments they need.

    Vaccine rollout

    COVID vaccines were developed in record time, but rolling them out quickly and seamlessly proved to be a challenge. In Australia, there were several missteps along the way.

    First, there was poor preparation and execution. Detailed planning was not finalised until after the rollout had begun.

    Then the federal government had overly ambitious targets. For example, the goal of vaccinating four million people by the end of March 2021 fell drastically short, with less than one-fifth of that number actually vaccinated by that time.

    There were also supply issues, with the European Union blocking some deliveries to Australia.

    Unfortunately, the government was heavily reliant on the AstraZeneca vaccine, which was found, in rare cases, to lead to blood clots in younger people.

    Despite all this, Australia ultimately achieved high vaccination rates. By the end of December 2021, more than 94% of the population aged 16 and over had received at least one dose.

    This was a significant public health achievement and saved thousands of lives.

    But over the past couple of years, Australia’s initially strong vaccine uptake has been waning.

    The Australian Technical Advisory Group on Immunisation recommends booster doses for vulnerable groups annually or twice annually. However, only 30% of people aged 75 and over (for whom a booster is recommended every six months) have had a booster dose in the past six months.

    There are several lessons to be learned from the COVID vaccine rollout for any future pandemic, though it’s not entirely clear whether they are being heeded.

    For example, several manufacturers have developed updated COVID vaccines based on the JN.1 subvariant. But reports indicate the government will only be purchasing the Pfizer JN.1 booster. This doesn’t seem like the best approach to shore up vaccine supply.

    Mode of transmission

    Nearly five years since SARS-CoV-2 (the virus that causes COVID) first emerged, we now know airborne transmission plays a far greater role than we originally thought.

    In contrast, the risk of SARS-CoV-2 being transmitted via surfaces is likely to be low, and perhaps effectively non-existent in many situations.

    Early in the pandemic, the role contaminated surfaces and inanimate objects played in COVID transmission was overestimated. The main reason we got this wrong, at least initially, was that in the absence of any direct experience with SARS-CoV-2, we extrapolated what we believed to be true for other respiratory viruses. This was understandable, but it proved to be inadequate for predicting how SARS-CoV-2 would behave.

    One of the main consequences of overestimating the role of surface transmission was that it resulted in a lot of unnecessary anxiety and the adoption of what can only be viewed in retrospect as over-the-top cleaning practices. Remember the teams of people who walked the streets wiping down traffic light poles? How about the concern over reusable coffee cups?

    Considerable resources that could have been better invested elsewhere were directed towards disinfecting surfaces. This also potentially distracted our focus from other preventive measures that were likely to have been more effective, such as wearing masks.

    The focus on surface transmission was amplified by a number of studies published early in the pandemic that documented the survival of SARS-CoV-2 for long periods on surfaces. However, these were conducted in the lab with little similarity to real-world conditions. In particular, the amounts of virus placed on surfaces were greater than what people would likely encounter outside the lab. This inflated viral survival times and therefore the perception of risk.

    The emphasis on surface transmission early in the pandemic ultimately proved to be a miscalculation. It highlights the challenges in understanding how a new virus spreads.

    National unity

    Initially, Commonwealth, state and territory leaders were relatively united in their response to the COVID pandemic. The establishment of the National Cabinet in March 2020 indicated a commitment to consensus-based public health policy. Meanwhile, different jurisdictions came together to deliver a range of measures aimed at supporting businesses and workers affected by COVID restrictions.

    But as the pandemic continued, tensions gave way to deeper ideological fractures between jurisdictions and individuals. The issues of vaccine mandates, border closures and lockdowns all created fragmentation between governments, and among experts.

    The blame game began between and within jurisdictions. For example, the politicisation of quarantine regulations on cruise ships revealed disunity. School closures, on which the Commonwealth and state and territory governments took different positions, also generated controversy.

    These and other instances of polarisation undermined the intent of the newly established National Cabinet.

    The COVID pandemic showed us that disunity across the country threatens the collective work needed for an effective response in the face of emergencies.

    The COVID response inquiry, due to release its results soon, will hopefully help us work toward national uniform legislation that may benefit Australia in the event of any future pandemics.

    This doesn’t necessarily mean identical legislation across the country – this won’t always be appropriate. But a cohesive, long-term approach is crucial to ensure the best outcomes for the Australian federation in its entirety.

    Smt. Punya Salila Srivastava, Secretary, Ministry of Health and Family Welfare, addressed the annual India Leadership Summit 2024, organised by the US-India Strategic Partnership Forum, here today.

    Addressing the gathering, Smt. Punya said that India has emerged as a global leader in pharmaceuticals, being the third-largest producer and a key supplier of generic medicines. This sector’s success has resulted in substantial savings for healthcare systems worldwide, including a notable contribution to the U.S. healthcare system. “The contribution of the Indian Pharmaceutical Industry is evidenced by the fact that India has the highest number of US FDA-approved pharmaceutical plants outside of the United States. This is 25% of the total number of US FDA-approved pants outside of the US. The medicines from Indian companies, I am told, provided 219 billion USD savings to the US healthcare system in 2022 and a total 1.3 Trillion USD savings between 2013 – 2022”, she stated.

    The country also leads in vaccine production, with a significant share of global manufacturing, underscoring its role as the “pharmacy of the world”. “50% of all vaccines manufactured in the world are from India. In the last one year alone, of the 8 billion vaccine doses manufactured and distributed across the world, 4 billion doses were manufactured in India”, she said.

    To ensure a robust healthcare system, the Union Health Secretary noted that India has reformed medical education, replacing outdated regulatory frameworks with the National Medical Commission Act and related laws. This has led to a significant increase in medical and nursing college numbers and enrolment, addressing disparities in healthcare professional availability”. Consequently, India is poised to produce a competent health workforce that meets both national and global needs.

    Smt. Punya emphasized that government efforts have progressively improved the quality, scale, and cost-effectiveness of healthcare in India. “It is a testament to our expanded healthcare services that the Out-of-pocket expenditure (OOPE), which is borne entirely by the households, has declined by 25 percentage points as a share of Total Health Expenditure between 2013-2014 and 2021-22.

    On the strong Indo-US Partnership in the health sector, the Union Health Secretary stated that “our mutual and shared priorities in the field of surveillance, pandemic preparedness and anti-microbial resistance are underscored in the deep partnership between National Centre for Disease Control (NCDC) and the US Centre for Disease Control & Prevention (CDC)”. “India appreciates the NCDC and ICMR Field Epidemiology Training Programs (FETP) organized in collaboration with the U.S CDC. We are happy to inform that over 200 Epidemic Intelligence Services (EIS) Officers have been trained so far with another 50 currently undergoing training through various programs”, she added.

    India and US have also agreed to initiate a joint strategic framework for optimizing the biopharmaceutical supply chain, for optimizing and strengthening global supply chains and to reduce dependencies on single-source suppliers, through the Bio- 5 alliance. 

    In 2023, Prime Minister, India and President, USA committed to accelerating the fight against cancer, leading to the inaugural U.S.-India Cancer Moonshot Dialogue launched in August. Smt. Punya highlighted that this initiative aims to enhance U.S.-India biomedical research cooperation, particularly focusing on cervical cancer. It includes partnerships with institutions like AIIMS and Tata Memorial Hospital and has evolved into the Quad Cancer Moonshot Initiative. She said that “reflecting India’s vision of ‘One World, One Health,’ a grant of $7.5 million has been dedicated to cancer testing and diagnostics in the Indo-Pacific region. India will also support radiotherapy and cancer prevention efforts in the region, contributing 40 million vaccine doses under GAVI and Quad programs to assist several countries in need of these services.”

    Smt. Punya noted that the India-U.S. partnership in healthcare exemplifies collaborative efforts to address shared health challenges. Initiatives like the Indo-U.S. Health Dialogue have yielded tangible results in disease surveillance, pandemic preparedness, and antimicrobial resistance. Joint efforts, such as the recent U.S.-India Cancer Dialogue, focus on enhancing biomedical research and cancer prevention in the Indo-Pacific region”.

    She concluded her address by stating that “looking ahead, India and the U.S. can further strengthen global health security by prioritizing research, technology transfer, and capacity building. By fostering public-private partnerships and expanding collaborative vaccine initiatives, both nations can improve health outcomes”. Guided by the philosophy of ‘Vasudhaiva Kutumbakam,’ India emphasizes that global security depends on collective efforts, aiming for inclusive growth and shared well-being, she further added.
