  • MIL-OSI Global: So you don’t like Trump or Harris – here’s why it’s still best to vote for one of them

    Many Americans are not thrilled with either of the two major-party candidates for president. As of Oct. 4, 2024, polls showed that 46.5% had an unfavorable opinion of Kamala Harris and 52.6% felt unfavorably toward Donald Trump.

    Some of these unhappy voters are considering voting for a third-party candidate, or not voting at all. They may be thinking of those actions as a form of protest against the two-party system dominant in the United States, or against these two particular candidates.

    For example, in a September poll 3.5% of Michigan voters said they planned to vote for a candidate other than Harris and Trump.

    At first glance, these choices might seem perfectly reasonable: If you don’t like a candidate, don’t vote for that person. But my work as a scholar of cognitive biases – systematic errors people make in their thinking – makes me fear that this option does not best serve the interests of those voters.

    Instead, protest voting is in fact likely to harm the democratic process, potentially leading to the election of the candidate the majority of voters overall, and protest voters specifically, most dislike. There are several reasons protest voters might make this mistake.

    How much does one vote matter?

    It’s clear that any one vote is very unlikely to swing the presidential election. And some might say that if one vote doesn’t really matter, then voters may as well vote however they want, or not bother to vote at all. Here’s why that’s flawed thinking:

    Suppose there are 10,000 voters in a state who feel unhappy with both candidates. But they almost surely dislike one candidate more than they dislike the other. Perhaps they disagree with some of Harris’ views but fear Trump. Or maybe it’s the other way around. They don’t have to agree on why they’re unhappy about the candidates either – some who are unhappy with Harris but prefer her over Trump may think Harris is too far left, while others may think she’s not enough of a leftist.

    Now suppose the rest of the state’s voters – those who are happy to vote for one of the two major candidates – are very narrowly split. Perhaps the gap is 5,000 votes. So, if the 10,000 unhappy voters do vote for one of the two major-party candidates, they can swing the election.

    Again, these unhappy voters really do have a preference – they like one of the major candidates better than the other. So while each individual unhappy voter wants to keep their hands clean and not vote, they would each like the other 9,999 unhappy voters to step up and swing the outcome in favor of their preferred candidate.

    Parents teach the Golden Rule to kids – do unto others as you would have them do unto you – and most people do actually believe in it and try to act accordingly. In this case, following the Golden Rule means that if you’re an unhappy voter and would like other unhappy voters to hold their noses and vote for the major candidate they least dislike, you should be willing to do the same thing yourself.

    But not all unhappy voters think this way. Some are led astray by their intuition and choose to protest-vote even when their own values would indicate they shouldn’t.

    A boycott might close a store, but it’s not going to prevent an election from delivering a winner.

    A boycott error

    One reason a person might still think a protest vote makes sense is because of the assumption that boycotting something they don’t like is an effective means of contributing to positive change.

    A boycott against a person or organization you have a problem with often makes good sense. For instance, if there’s a restaurant in town with a reputation for being discriminatory, or just for being slow to get the food out, don’t go to it. Maybe it will close and make room for another business with better performance. Or maybe it will make some changes in hopes of growing its customer base.

    But when you cast a vote, whether on Election Day or beforehand, boycotting the viable candidates isn’t going to help. One of them is going to win whether you like it or not. Boycotting in this context is an example of a misapplied heuristic – a rule of thumb that’s often, but not always, helpful. Boycotting here doesn’t help you achieve your goal of eliminating or improving something you don’t like.

    Omission vs. commission

    Another reason people might choose a protest vote is because of a phenomenon in which people prefer to make mistakes of inaction – omission – over making mistakes that involve taking action – commission. People feel less guilty when they haven’t acted directly in support of a bad outcome. But both action and inaction can be errors, and both can deliver undesired results that constitute bad outcomes.

    The omission bias can help explain why some people are hesitant to get vaccinated against serious diseases: If they chose to get vaccinated and the vaccination led to a health problem, that would be a mistake of commission. Not getting vaccinated also might lead to a health problem, but that would be a mistake of omission. People tend to prefer the latter.

    Similarly, voting for a candidate you’re unsatisfied with could feel like a mistake of commission. Not voting, or voting for a third party, risks a mistake of omission – an error often assumed to be less significant. But choosing the possibility of an error of omission over one of commission doesn’t ensure you aren’t making a mistake – it just changes your mistake to one that’s intuitively more appealing.

    False equivalence

    A final reason people might opt out of voting or choose to back a third-party candidate is that they object to the assumption that they dislike one candidate more than the other. Instead, these people claim the two main options are equally bad.

    But regardless of what your actual values and policy preferences are, that’s almost certainly untrue. The two candidates hold very different views on a wide range of issues, and have different records of what they have done – and not done – when in office.

    People who claim the two different candidates are basically the same are misusing another mental shortcut: the human tendency to think in categories. Grouping distinct items in the same category can simplify thinking, but it can ignore substantial differences.

    Some people think about 1-in-10 chances and 1-in-a-million chances as both being in the category of “possibilities.” But they’re very different: If you’re flipping a coin repeatedly, one is about equal to your chance of getting heads three times in a row, and the other is how likely you are to get heads 20 times in a row.

    Seeking your most desired outcome

    During the 2000 presidential campaign, I recall a friend said he wasn’t voting for Democratic candidate Al Gore because he thought Gore and Republican nominee George W. Bush were equally bad. But after winning – partly because of third-party voters who cast ballots for independent Ralph Nader – Bush withdrew the U.S. from the Kyoto Protocol to limit global carbon emissions, invaded Iraq, and passed tax cuts favoring the wealthy.

    All of those were actions Gore would almost certainly not have taken. The two candidates were very far from being the same, and even though my friend didn’t see it beforehand, he should have been able to.

    The U.S. will have a new president on Jan. 20, 2025: Trump or Harris. A third-party winner is not a real option.

    In some states voters can rank candidates in order of preference, more clearly expressing their choices without wasting their vote on a candidate who can’t win. People who believe it would be nice to have more choices with realistic chances of winning could work to adopt that system – known as ranked-choice voting – in their communities, or seek to adopt other methods that could eventually yield more viable options in the future. But it won’t happen in time for this election.

    Whether you like it or not, you face a binary choice: Vote for one or vote for the other. And please vote.

    On the 3rd October 2024, the third IADC Student Chapter in India was inaugurated at the Indian Institute of Technology (Indian School of Mines) in Dhanbad in the state of Jharkhand.

    The school was founded in 1926, making it the oldest oil- and gas university in India, and is also considered quite prestigious. There are around 7,000 students, with 400 in the petroleum engineering department alone. The faculty counts around 375 members in total.

    Professor Keka Ojha, Head of the Petroleum Engineering Department, said she was extremely proud of the establishment of the IADC IIT (ISM) Student Chapter in Dhanbad. She was confident that this would be beneficial from an educational perspective and that it would open possibilities for students to engage more closely with the industry.

    The inauguration was witnessed by several dignitaries, including Mr. O.P. Singh, Director, ONGC and Chairman of the IADC South Central Asia Chapter. The inauguration itself was symbolized by a ceremonial “cutting of the cake.”

    The two other IADC Student Chapters in India are at the Maharashtra Institute of Technology – World Peace University (MIT-WPU) in Pune in the state of Maharastra, and the Pandit Deendayal Energy University (PDEU) in Ahmadebad in the state of Gujarat.

    In 2022, the Commission purchased 334,540 doses of the MVA-BN vaccine (called Jynneos in the United States and Imvanex in the EU) and donated those to the Member States to respond to the global outbreak of mpox in Europe.

    The Commission also concluded framework contracts under the Joint Procurement Agreement (JPA) that allow participating countries to purchase up to 2 million doses of vaccine until the end of 2024 and 10 million courses of the therapeutic Tecovirimat SIGA until mid-2026.

    The Commission is currently in discussions with the JPA participant countries and the manufacturer Bavarian Nordic to conclude a new vaccine framework contract.

    Imvanex is the only vaccine authorised at Union level for adult immunisation against mpox. The European Commission issued a decision extending the indication of use for Imvanex to include adolescents from 12 to 17 years of age on 19 September 2024. Tecovirimat SIGA is the only medicine authorised at EU level for treatment of mpox in adults and children weighing at least 13 kg.

    Following the World Health Organisation (WHO) declaration of a Public Health Emergency of International Concern on 14 August 2024, the Commission donated 215 420 vaccine doses to Africa via the Africa Centres for Disease Control and Prevention. To date, 200 000 of these doses have been delivered to the Democratic Republic of Congo.

    The Commission is also coordinating the response by the EU and Member States in a Team Europe approach where Member States have so far committed to donating approximately 360 000 additional doses to Africa as soon as an agreement is reached on allocation and acceptance of these doses by recipient countries.

    On Saturday, October 5 the interprofessional health students of the Urban Service Track/AHEC Scholars training program at UConn Health contributed once again to the longstanding Ollie M. Williams (OMW) Health and Wellness Fair at Thirman Miller Middle School in Hartford.

    This is the 14th consecutive-year UConn Health students have supported the annual community event attended by hundreds of community members.

    The UConn Health students helped administer free health care and screenings such as administering the pneumococcal vaccine, provided oral, blood pressure, and blood glucose checks, and health education about asthma triggers, oral hygiene, and the benefits of good nutrition and an active life style.

    Preceptors overseeing the student care from UConn Health included: Dr. Victoria Massey, Dr. Nancy Wong, Dr. Kiran Lorick, Dr. Gary Rhule, and Dr. Bruce Gould.

    “This event is an example of the value our strong academic-community partnership has in promoting better health for all of Connecticut’s citizens,” said Petra Clark-Dufner, director of CT AHEC. “No partnership better amplifies the power and strength of the unique academic-community partnership than the one with the Ollie M. Williams Community Organization.”

    CT AHEC-based at UConn Health annually works with hundreds of partners statewide to address health disparities and promote better health outcomes for the state’s citizens.

    “The amount of services and resources provided at Thirman Miller Middle School was amazing,” said Clark-Dufner.  “The focus of partners working in collaboration to provide early detection and prevention screenings was a beautiful thing to see.”

    In the first three quarters of this year, 191.2 thousand city real estate properties have received addresses. A third of them are located in the Troitsky and Novomoskovsky administrative districts (TiNAO). This was reported by the Minister of the Moscow Government, Head of the Department of City Property Maxim Gaman.

    “Over nine months, 12 thousand capital construction projects in Moscow — buildings and structures, as well as 78.5 thousand apartments, almost 50 thousand non-residential premises, 27 thousand parking spaces and 23.5 thousand land plots — received addresses. The largest number of addresses — almost 70 thousand — appeared in TiNAO. Also, among the districts, the northeast of the capital is in the lead, where 17 thousand addresses were assigned in three quarters,” said Maxim Gaman.

    The Department of City Property provides services for assigning, changing and canceling addresses for all objects, except for the Skolkovo Innovation Center, on the territory of Moscow free of charge. The technical part of the work is performed by specialists of the Moscow City Bureau of Technical Inventory (MosgorBTI).

    Addressing is carried out both at the initiative of the city and at the request of the owner – an individual or legal entity, an individual entrepreneur. To do this, you must submit an application on the mos.ru portal.

    “In addition to maintaining the capital’s address register, MosgorBTI specialists also ensure the transfer of address data to the Federal Information Address System (FIAS). This is a resource that collects information about the addresses of real estate objects throughout the country. Despite the largest number of records, Moscow ranks first in terms of filling and updating FIAS information. For more than 97 percent of the capital’s real estate, up-to-date data from the Unified State Register of Real Estate – cadastral numbers – have been added to the database,” said Dmitry Tetushkin, General Director of MosgorBTI.

    In addition to addressing real estate, MosgorBTI offers Moscow residents a wide range of services, including cadastral and geodetic work, technical inventory, preparation of design documentation and approval of apartment redevelopment.

    The “Make in India” initiative is playing a pivotal role in reducing our dependency on imported Active Pharmaceutical Ingredients (APIs). By strengthening our domestic manufacturing, we are not only bolstering self-reliance but also ensuring critical healthcare supplies are readily available.This was stated by Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, DrJitendra Singh.

    He was speaking at the 6th CII Pharma & Life Sciences Summit: 2024 here today. The Minister said, “This forum is a vital platform for the exchange of ideas among industry leaders, government officials, and academia, and exemplifies India’s determination to lead in the global pharmaceutical and biotech arenas.”

    Appreciating the pharma industry, he said, “India’s emergence as a hub for affordable, high-quality medicines is truly commendable. We now rank 3rd in pharmaceutical production by volume and 14th by value.” One of the most remarkable shifts within the industry has been the transition from a generic-focused model to the development of biopharmaceuticals and biosimilars, he added.

    Speaking about next industrial revolution, the Minister said, it will come in biotech sector.Prime Minister Shri Narendra Modi wants us to lead it.” Thanks to initiatives like the PLI scheme, India is well on its way to becoming a global leader in biopharmaceuticals, bio-manufacturing, and life sciences by 2030. However, there is still much to be achieved. I congratulate CII and the life sciences industry on your success, but we must not lose sight of the immense opportunities ahead, he added.

    Every third tablet consumed globally is made in India. A recent Central Drugs Standard Control Organization (CDSCO) survey across 48,000 drug samples from all Indian states revealed a spurious drug incidence of just 0.0245%. However, as goods travel across diverse climatic regions, improving the infrastructure and efficiency of transporting pharmaceutical products is vital to ensuring their efficacy.

    India’s leadership in global health is exemplified by the development of the world’s first DNA vaccine for COVID-19 and the efforts to develop the first Human Papilloma Virus (HPV) vaccine for adolescent girls, which will prevent cervical cancer. Furthermore, producing 65% of the world’s vaccines, India has significantly transformed health outcomes, especially for low- and middle-income countries.

    India’s bioeconomy has expanded 13-fold in just ten years, thanks to the thriving ecosystem of nearly 6,000 bio-startups. To sustain this momentum, industry must continue to invest in R&D, support young entrepreneurs, and foster a robust startup ecosystem.The Anusandhan National Research Foundation (ANRF), with a budget of Rs 50,000 crore over five years, marks a transformative step in building a knowledge-driven society. By addressing the infrastructure gap in universities, the ANRF will stimulate industry-academia collaborations, particularly in sectors like advanced materials, EV mobility, and health technology.

  • MIL-Evening Report: Oral vaccines could provide relief for people who suffer regular UTIs. Here’s how they work

    In a recent TikTok video, Australian media personality Abbie Chatfield shared she was starting a vaccine to protect against urinary tract infections (UTIs).

    Huge news for the UTI girlies. I am starting a UTI vaccine tonight for the first time.

    Chatfield suffers from recurrent UTIs and has turned to the Uromune vaccine, an emerging option for those seeking relief beyond antibiotics.

    But Uromune is not a traditional vaccine injected to your arm. So what is it and how does it work?

    First, what are UTIs?

    UTIs are caused by bacteria entering the urinary system. This system includes the kidneys, bladder, ureters (thin tubes connecting the kidneys to the bladder), and the urethra (the tube through which urine leaves the body).

    The most common culprit is Escherichia coli (E. coli), a type of bacteria normally found in the intestines.

    While most types of E. coli are harmless in the gut, it can cause infection if it enters the urinary tract. UTIs are particularly prevalent in women due to their shorter urethras, which make it easier for bacteria to reach the bladder.

    Roughly 50% of women will experience at least one UTI in their lifetime, and up to half of those will have a recurrence within six months.

    The symptoms of a UTI typically include a burning sensation when you wee, frequent urges to go even when the bladder is empty, cloudy or strong-smelling urine, and pain or discomfort in the lower abdomen or back. If left untreated, a UTI can escalate into a kidney infection, which can require more intensive treatment.

    While antibiotics are the go-to treatment for UTIs, the rise of antibiotic resistance and the fact many people experience frequent reinfections has sparked more interest in preventive options, including vaccines.

    What is Uromune?

    Uromune is a bit different to traditional vaccines that are injected into the muscle. It’s a sublingual spray, which means you spray it under your tongue. Uromune is generally used daily for three months.

    It contains inactivated forms of four bacteria that are responsible for most UTIs, including E. coli. By introducing these bacteria in a controlled way, it helps your immune system learn to recognise and fight them off before they cause an infection. It can be classified as an immunotherapy.

    A recent study involving 1,104 women found the Uromune vaccine was 91.7% effective at reducing recurrent UTIs after three months, with effectiveness dropping to 57.6% after 12 months.

    These results suggest Uromune could provide significant (though time-limited) relief for women dealing with frequent UTIs, however peer-reviewed research remains limited.

    Any side effects of Uromune are usually mild and may include dry mouth, slight stomach discomfort, and nausea. These side effects typically go away on their own and very few people stop treatment because of them. In rare cases, some people may experience an allergic reaction.

    How can I access it?

    In Australia, Uromune has not received full approval from the Therapeutic Goods Administration (TGA), and so it’s not something you can just go and pick up from the pharmacy.

    However, Uromune can be accessed via the TGA’s Special Access Scheme or the Authorised Prescriber pathway. This means a GP or specialist can apply for approval to prescribe Uromune for patients with recurrent UTIs. Once the patient has a form from their doctor documenting this approval, they can order the vaccine directly from the manufacturer.

    Antibiotics are the go-to treatment for UTIs – but scientists are looking at options to prevent them in the first place.

    Uromune is not covered under the Pharmaceutical Benefits Scheme, meaning patients must cover the full cost out-of-pocket. The cost of a treatment program is around A$320.

    Uromune is similarly available through special access programs in places like the United Kingdom and Europe.

    Other options in the pipeline

    In addition to Uromune, scientists are exploring other promising UTI vaccines.

    Uro-Vaxom is an established immunomodulator, a substance that helps regulate or modify the immune system’s response to bacteria. It’s derived from E. coli proteins and has shown success in reducing UTI recurrences in several studies. Uro-Vaxom is typically prescribed as a daily oral capsule taken for 90 days.

    FimCH, another vaccine in development, targets something called the adhesin protein that helps E. coli attach to urinary tract cells. FimCH is typically administered through an injection and early clinical trials have shown promising results.

    Meanwhile, StroVac, which is already approved in Germany, contains inactivated strains of bacteria such as E. coli and provides protection for up to 12 months, requiring a booster dose after that. This injection works by stimulating the immune system in the bladder, offering temporary protection against recurrent infections.

    These vaccines show promise, but challenges like achieving long-term immunity remain. Research is ongoing to improve these options.

    No magic bullet, but there’s reason for optimism

    While vaccines such as Uromune may not be an accessible or perfect solution for everyone, they offer real hope for people tired of recurring UTIs and endless rounds of antibiotics.

    Although the road to long-term relief might still be a bit bumpy, it’s exciting to see innovative treatments like these giving people more options to take control of their health.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Commend the Lao People’s Democratic Republic for Elevating Gender Equality to the National Level, Raise Questions on the Treatment of Women Human Rights Defenders and on Human Tra

    The Committee on the Elimination of Discrimination against Women today concluded its consideration of the tenth periodic report of the Lao People’s Democratic Republic, with Committee Experts commending the State for elevating the issue of gender equality to the national level, while raising questions on its treatment of women human rights defenders, and how it was combatting human trafficking.

    Jie Xia, Committee Expert and Country Rapporteur, said the Committee commended the Lao People’s Democratic Republic for elevating the issue of gender equality to the national level through domesticating the Convention, developing a law on gender equality, and developing a national action plan and strategy on gender equality, among other measures. 

    A Committee Expert said the Committee had received several names of female human rights defenders who had been poorly treated by the Government and the judiciary.  Could the State party outline recent efforts to review and amend any existing laws, regulations, or decrees that may unduly restrict freedom of expression to ensure that these legal frameworks complied with international human rights standards, including the Convention? What measures was the State taking to investigate the disappearance, maltreatment and deaths of female human rights activists? 

    Another Expert said the Lao People’s Democratic Republic continued to be a renowned source of origin for migrant workers as well as increasingly becoming a country of transit and destination for sexual exploitation and human trafficking.  What were some of the key policies that the National Steering Committee on Anti-Human Trafficking had introduced and implemented in terms of effective anti-trafficking measures?  How was the implementation of the national plan on anti-trafficking carried out?  How did the State ensure that the security forces were working effectively to address the prevalence of trafficking within the Golden Triangle Special Economic Zone? 

     

    The delegation said the Committee operated on reports from non-governmental organizations, which were often exaggerated.  It was important to look at the reality in the country, rather than organizations that operated reports, which sometimes fit the category of disinformation.  For example, regarding the cases of the so-called female human rights defenders, they were not human rights defenders. They had organised propaganda against the State and had violated criminal law, and were therefore prosecuted and imprisoned. 

    The delegation said a national commission on human trafficking had been established at the provincial, district and national levels.  Focus was directed to the protection of victims.  Trainings were conducted for law enforcement staff on how to identify victims of trafficking, how to refer their cases, and how to further protect them.  The Women’s Union had expanded the shelter services to six provinces in the country. There was a police headquarters located within the Golden Triangle to prevent violations of human rights. Companies operating in this area were encouraged to ensure their staff received medical examinations. 

    Introducing the report, Chansoda Phonethip, Vice President of the Lao People’s Democratic Republic Women’s Union and Vice President of the National Commission for the Advancement of Women, Mothers and Children, and head of delegation, said the promotion and protection of women’s rights were at the core of the Government policy of the Lao People’s Democratic Republic.  In 2019, the National Assembly adopted the law on gender equality, which introduced a wide range of measures to address gender disparities across various sectors.  Under this law, gender-based discrimination was classified as a criminal offense. The Lao People’s Democratic Republic was dedicated to eliminating child marriage through strengthening legal and administrative frameworks, investing in education, and encouraging communities to collectively address the challenges posed by harmful practices such as early marriage and pregnancy. 

    In closing remarks, Ms. Phonethip thanked the Committee for the dialogue, which helped the Lao People’s Democratic Republic fulfil its obligations under the Convention. The Committee’s insights were instrumental to advancing the rights of women and girls in the country.  The State welcomed any support from the international community to help in meeting its obligations under the Convention. 

    Esther Eghobamien-Mshelia, Committee Vice Chair, thanked the delegation for the constructive dialogue with the Committee, which helped it to better understand the situation of women and girls in the Lao People’s Democratic Republic.

    The Committee has before it the tenth periodic report of the Lao People’s Democratic Republic (CEDAW/C/LAO/10).

    Presentation of Report

    CHANSODA PHONETHIP, Vice President of the Lao People’s Democratic Republic Women’s Union and Vice President of the National Commission for the Advancement of Women, Mothers and Children, and head of delegation, said the promotion and protection of women’s rights were at the core of the Government policy of the Lao People’s Democratic Republic.  All citizens, regardless of sex, had equal rights in political, economic, social and family life, in compliance with the principles and norms of the Convention. The Government had implemented supportive measures in response to the COVID-19 pandemic, which was a key challenge for the country.  These included financial subsidies which particularly targeted unemployed individuals and women factory workers, with a total of 61,511 people benefitting from these initiatives.  The Government also introduced two national agendas, one focusing on addressing economic and financial difficulties, and the other on combatting drug trafficking. 

    In 2019, the National Assembly adopted the law on gender equality, which introduced a wide range of measures to address gender disparities across various sectors. Under this law, gender-based discrimination was classified as a criminal offense.  Over 50 laws had been revised and newly adopted over the past five years, including those aimed at improving women’s rights and ensuring gender equality. The Government had made great efforts to provide legal aid free of charge for disadvantaged people, as outlined in the law on lawyers, and the decree on legal aid.  The Lao People’s Democratic Republic actively maintained three national mechanisms for promoting gender equality and empowering women. These included the Government, represented by the National Commission for the Advancement of Women, Mothers and Children; the mass organization, represented by the Lao People’s Democratic Republic Women’s Union; and the legislature, represented by the National Assembly’s Women’s Caucus. 

    The Government remained committed to reviewing and strengthening its legal frameworks to further enhance protection from violence, particularly through the law on the protection and development of women and the law on the protection of the rights and interests of children.  The State had strengthened its national mechanisms for assisting women and girls who were victims of violence by adopting the “No Wrong Door” approach, ensuring that victims could access essential services, including healthcare, legal aid, and coordinated case management.  Counselling and protection centres had also been extended to five provinces.

    Awareness raising on gender-based violence was conducted and legal information and resources, such as handouts, posters and brochures on violence were widely distributed. 

    The Lao People’s Democratic Republic was dedicated to eliminating child marriage through strengthening legal and administrative frameworks, investing in education, and encouraging communities to collectively address the challenges posed by harmful practices such as early marriage and pregnancy.  The Government undertook a national study on early marriage and pregnancy, which would guide the formulation of policies and action plans to effectively tackle these issues.  The Government was also committed to protecting and supporting children affected by early marriage, ensuring their successful reintegration into society.  The State was dedicated to preventing human trafficking, with a strong focus on vulnerable groups, particularly women in border regions and high-risk communities. 

    Despite advancements made, the representation of female members in the Ninth National Assembly did not meet the set target of 30 per cent.  In response, the Government was actively undertaking a comprehensive review to identify the underlying factors contributing to this decline, particularly focusing on the various barriers that women faced in attaining high-ranking positions.  The outcomes of this study would serve to address these challenges and promote the participation of women in the upcoming elections for the Tenth National Assembly in 2026.  On the other hand, the number of female members of Provincial People’s Assemblies was higher than the set target.  Most recently, three women were promoted to the rank of Brigadier General, a historical moment in the Lao People’s Democratic Republic army. 

    The Government was actively promoting healthier lifestyles by raising awareness about sanitation, nutrition, and comprehensive pre- and post-natal care for women. Recent data reflected a significant decrease in the maternal mortality rate, now at 36.6 per 100,000 live births.  Ms. Phonethip said in 2026, the Lao People’s Democratic Republic would celebrate the forty-fifth anniversary of its ratification of the Convention. While significant achievements had been made in more than four decades, there were still challenges to overcome. It was hoped that the constructive dialogue with the Committee would produce meaningful outcomes. 

    Questions by Committee Experts

    JIE XIA, Committee Expert and Country Rapporteur, thanked the State party for sending a high-level delegation.  The Committee welcomed positive measures taken by the State party since 2018 to advance the status of women, promote gender equality, and eliminate discrimination against women.  The Committee commended the Lao People’s Democratic Republic for elevating the issue of gender equality to the national level through domesticating the Convention, developing a law on gender equality, and developing a national action plan and strategy on gender equality, among other measures. 

    It was noted that the Criminal Code penalised discriminatory acts based on gender.  Had there been any actions taken to directly penalise gender-based discrimination?  How many cases had been brought under article 204?  The Committee commended the Lao People’s Democratic Republic for domesticating the Convention; what measures had been taken to advance this process?  Could the judiciary apply the relevant laws in its rulings?  How many trainings had covered the Convention?  Could up to date information be provided on efforts made to implement the law on gender equality and the third national strategy on gender equality?  Did the State party encourage mediation through legal means?  How was it ensured that people did not escape legal sanctions by taking advantage of mediation? 

    A Committee Expert said the State party had repeatedly declared it was not able to establish a human rights institution in line with the Paris Principles.  What obstacles did the State party face in this regard?  If a female leader wished to establish a federal liberal party for the upcoming elections, would this be allowed?  If not, why not? 

    There were reports that the Government severely restricted non-governmental organizations. Women rights groups were confined to working through the Lao People’s Democratic Republic Women’s Union, which was a State body.  The Penal Code was also used to prosecute activists and restrict freedom of assembly. The Committee had received several names of female human rights defenders who had been poorly treated by the Government and the judiciary?  Could the State party outline recent efforts to review and amend any existing laws, regulations, or decrees that may unduly restrict freedom of expression to ensure that these legal frameworks complied with international human rights standards, including the Convention?  What measures was the State taking to investigate the disappearance, maltreatment and deaths of female human rights activists?  Was there a public site where detailed statistics related to sex and gender were published annually? 

    Another Expert commended the State party for its initiatives, including training programmes for women in leadership roles.  However, the Committee was concerned that the State party had not instituted temporary special measures to improve specific situations for women and girls.  What was the State party’s concerns regarding the use of temporary special measures?  What steps had been taken to demonstrate the values of temporary special measures and to provide explanations to the general public on the failure to employ these measures?  Would the State party consider the adoption of temporary special measures to fulfil the rights of disadvantaged women and ensure their participation in all areas of life?  What steps was the State party taking to collaborate with stakeholders, including civil society, to implement temporary special measures? 

    Responses by the Delegation

    The delegation said the Penal Code provided for the criminalisation of discrimination against women, and stated that anyone who discriminated against women due to gender would be punished, including by deprivation of liberty and fines.  There had been no cases enacted in the courts so far. The Government paid attention to the functioning of the mediation unit.  It was important to prioritise this mechanism to help avoid people going to the courts, which took time.  Harmony and non-confrontation were important in the Lao People’s Democratic Republic. This was why the Government placed significant importance on the functioning of the village mediation unit. Anyone dissatisfied with the outcome of the mediation unit could escalate it to the courts. 

    The Lao People’s Democratic Republic was preparing for the fourth cycle of the Universal Periodic Review early next year, and was working hard in this regard.  Several recommendations pertained to the Convention, which was a key focus of the Government.  The State was also preparing for the forthcoming visit of the Special Rapporteur on cultural rights in November this year.  Law dissemination campaigns were conducted to people in the provinces.  The budget reflected the implementation of the law on gender equality. 

    The delegation said the Government recognised the importance of national human rights institutions.  The Paris Principles had been studied carefully and research had been conducted on examples of such institutions in different countries.  Workshops had been organised, including with Commissioners from India, Indonesia and Myanmar, to learn how their national human rights institutions worked.  The State had different mechanisms in place and a new commission would involve increased resources.  There were established human rights focal points in each sector and issues could be conveyed through them.  Sometimes, taskforces were established to investigate particular human rights issues. The Lao People’s Democratic Republic was trying to strengthen the current mandates of what they had now. Only 118 Member States of the United Nations had established human rights commissions; in Asia, this number was only 15.

    The Lao People’s Democratic Republic planned to conduct an economic survey.  From 2017, the State had made efforts to improve existing databases throughout the sectors.  The Government had made efforts to mobilise women to take part in elections. Capacity training was provided to women. An action plan was in place to empower women to hold leadership positions in the commerce sector.  Women were present in all branches of the economy. 

    Questions by Committee Experts

    A Committee Expert was pleased to hear that the Lao People’s Democratic Republic was considering establishing a human rights institution; how long would this process take? How many cases related to gender-based discrimination were conducted in the State party before the courts in the last five years, and how did they end?  It was sad to hear about the State’s general position regarding human rights defenders.  However, it was pleasing to hear the Criminal Code was being reviewed to enhance freedom of expression; how long would this review process take? 

    Another Expert asked what were the concerns and challenges the State faced in regard to using temporary special measures to advance the rights of women in the country? Could these measures be used to reallocate resources to women? 

    Responses by the Delegation 

    The delegation said it was not practical for the State to provide a timeline on establishing a national human rights institution, as they were learning from other countries and strengthening existing mechanisms.  In some cases, people misused and abused human rights treaties, using freedom of expression as a pretext.  In the case of one woman in prison, she had used propaganda to distort information and criticise the Government.  Every 10 years, the Government amended the Constitution and focused on articles which were relevant.  Next year, the Government would organise a population Census which would be gender disaggregated.  This would be used to prepare the next five-year development plan. 

    There were plans to increase the number of women in Government by 2026.  A survey would be conducted to determine why there were decreasing numbers of female parliamentarians.  Regarding temporary special measures, there were challenges in human and financial resources, as well as changing the mindsets of some people who still discriminated against women.  There were few cases of gender discrimination in the courts due to the use of the peaceful mediation resolution, which prevented cases from going to the courts. 

    Questions by Committee Experts

    A Committee Expert said the Lao People’s Democratic Republic had yet to promulgate a national action plan for women, peace and security, in accordance with the Committee’s recommendations.  Would the State consider including the rise of artificial intelligence and its impact on women’s security in the plan?  Would the impact of militarisation be addressed?  What was being done to address harmful stereotypes of women and girls, particularly in rural areas?  Would the law on domestic violence be revised to address cybercrime against women and scams against impoverished women?  It was concerning that there was no specific law against spousal rape.  Would affirmative consent be included as an essential component of rape?  Economic turmoil had led to an increase in domestic violence and child marriage. How would economic policies take the most vulnerable into account?  What steps had been taken to assess the impact of the economic crisis on women? 

    Another Expert commended the State’s efforts to address trafficking in persons, including through the enactment of the 2016 anti-trafficking law and the inclusion of article 215 in the 2018 Penal Code, which criminalised both sex and labour trafficking.  The national plan on anti-trafficking in persons combatting and prevention phase III (2021-2025) and the establishment of the National Steering Committee on Anti-Human Trafficking were positive steps.  However, the Lao People’s Democratic Republic continued to be a renowned source of origin for migrant workers as well as increasingly becoming a country of transit and destination for sexual exploitation and human trafficking. What were some of the key policies that the Committee had introduced and implemented in terms of effective anti-trafficking measures?  How was the implementation of the national plan on anti-trafficking carried out? 

    Concerns persisted around the prevalence of trafficking within the Golden Triangle Special Economic Zone.  Sources reported the sale and trafficking of girls as young as 13 and 14 to China increasingly happening unrestricted through flourishing internet trade.  How did the State ensure that the security forces were working effectively to address such challenges?  What specific actions were being taken to combat the impunity in the Special Economic Zone?  How did the Government plan to strengthen the capacity of law enforcement and judiciary personnel to investigate, prosecute, and secure convictions in trafficking cases? 

    It was positively noted that under the national plan of action on anti-trafficking in persons, a temporary shelter for victims of trafficking in persons was established. Did the State party have any plans to strengthen survivor services and increase resources as well as expand the capacity of shelters, legal aid services, and vocational training programmes, particularly in provinces with higher trafficking risks and women and girls from rural and ethnic minority communities?  Given that many trafficking cases involved border crossings, how was work done with cross-border countries to strengthen the approach against trafficking?  Did the State’s COVID-19 response plan address the heightened risk of trafficking? 

    Responses by the Delegation

    The delegation said that the Lao People’s Democratic Republic was translating the Association of Southeast Asian Nations’ women, peace and security plan and would disseminate this.  The State’s national plan of action for 2026 to 2030 was being drafted, and women, peace and security would be integrated into this.  Workshop seminars were organised to look at the traditional practice. To ensure gender equality, the Lao People’s Democratic Republic Women’s Union had made efforts to develop guidelines for domestic violence and promote the reproductive health of women. Projects had been piloted in six provinces in the country. 

    A national commission on human trafficking had been established at the provincial, district and national levels.  Focus was directed to the protection of victims.  The Government focused on preventing trafficking in persons, particularly for women working in factories and those living in remote villages.  The Government also organised anti-human trafficking days in July each year, at the central and local levels.  Trainings were conducted for law enforcement staff on how to identify victims of trafficking, how to refer their cases, and how to further protect them. 

    The Women’s Union had expanded the shelter services to six provinces in the country.  After being rescued, victims were referred to the Union and were provided with shelter and mental and physical support, and they were then reintegrated back into society.  Work was done with the Ministry of Justice to ensure victims could receive justice and the traffickers could be prosecuted.  From June 2024, professional training had been provided for more than 600 people in the area of human trafficking.  There was a police headquarters located within the Golden Triangle to prevent violations of human rights.  Companies operating in this area were encouraged to ensure their staff received medical examinations.  The Government of the Lao People’s Democratic Republic had developed a legal framework on human trafficking.

    Rape was clarified within the Penal Code; however, the element of affirmative consent was not present. The State needed to explore this option and conduct studies in this regard.  The Lao People’s Democratic Republic had made efforts to cooperate within the multilateral framework and on bilateral mechanisms with neighbouring countries. 

    In the Lao People’s Democratic Republic, more than 200,000 people had been infected by COVID-19. More than 60,000 had died of the virus. The country still faced the continuing impact of COVID-19, and was in the process of recovering.  The country had been faced with economic and financial difficulties, as well as natural disasters and climate change.  The Government had taken concrete measures to address this situation, including for women, to ensure no one was left behind. 

    Questions by Committee Experts

    A Committee Expert commended the Lao People’s Democratic Republic for making equality a driver towards peace.  The number of women in parliament had improved to 22 per cent, and there was a parliamentary commission, which was positive.  However, parity meant 50/50; it needed to be seen as a relevant solution to poverty.  In the absence of political pluralism, how could the electoral base be expanded to ensure women had access to political parties and leadership?  How could it be ensured that there was a large-scale effort to ensure women had access to voting and being candidates?  How could these developments be accelerated?  What initiatives could be undertaken to ensure real parity for women in the life of the party and the central congress?  What role could the Women’s Union play to train candidates and create momentum?  What could be done to support civil society?  What initiatives could be taken to help women participate in a more effective way?  How was it ensured that ethnic minorities could participate in local development? 

    Another Expert underscored the importance of documentation as proof of nationality. The guide to birth registration and other measures were well noted.  Was information on birth registration from provinces gathered on an annual basis?  What had the percentage increase in registration been?  What target had been reached as of today?  What were the key challenges and what incentives were being considered for the still unregistered 30 per cent?  Was disaggregated data on registrations available?  What measures and incentives were taken to improve birth registration and encourage ethnic minority groups and rural women to register births?  How was the documentation system used to track the State party’s migrant women population?  Could stateless children or children born to immigrant women obtain the nationality of the Lao People’s Democratic Republic?  How many had been granted nationality so far? 

    Responses by the Delegation

    The delegation said female diplomats in the Lao People’s Democratic Republic played an impressive role in the country’s foreign affairs work.  In 2024, out of 914 diplomats working in the Ministry, 322 were female diplomats, representing 32.5 per cent.  Of 27 ambassador posts, five were women, which was equivalent to 19 per cent.  Of three minister posts, one was a woman.  When there were opportunities such as scholarships, the policy now stated these should be offered to female diplomats first.  This month, the Lao People’s Democratic Republic Women’s Union had successfully completed hosting the Association of Southeast Asian Nations’ Women Entrepreneurs’ Conference 2024.   

    The Ministry of Home Affairs had carried out many activities to raise awareness of birth registration, including printing, publishing and distributing information. If a child was born to stateless parents who had fully integrated into the Lao People’s Democratic Republic culture, the child could obtain nationality on request.  There were several conditions, including speaking the language and respecting the Constitution.  These laws aimed to reduce statelessness.  There were not many stateless people in the Lao People’s Democratic Republic.

    Questions by Committee Experts

    A Committee Expert said the Committee welcomed that the State party was making efforts to increase the enrolment of girls and women in education.  However, there was a significant gender gap in non-traditional fields, including science, technology, engineering and mathematics. What concrete measures had been taken to ensure parents understood the importance of sending girls to schools? How was the effectiveness of gender-sensitive curricula ensured in order to change gender stereotypes from an early age?  What were the specific measures to increase the access of girls to education? 

    What were the plans to provide necessary education in native languages?  What steps were being taken to improve the infrastructure and resources in schools in remote areas?  What steps were being taken to ensure quality access to education for all women and girls with disabilities?  How would the State party sustain the school lunch programme in rural and remote areas?  How was the issue of child marriage monitored and addressed?  Parents needed to understand that education was important for girls; maybe training and awareness raising was needed for the parents. 

    Another Expert said that since the 1990s, the State party had made efforts to increase women’s participation in the labour market.  Yet despite this, women’s participation had steadily declined since 2012. The gender pay gap in the capital showed that 52 per cent of women employed took home only 77 per cent of men’s average wages.  What were the legislative measures for ensuring equal pay and equal and just working conditions?  What was the State’s assessment of the sharp decrease in women’s participation in the labour market, and what was being done to combat this?  How would these plans target women in vulnerable groups?  What policies were in place to protect migrant women workers?  What were the measures provided under the sexual harassment law? 

    A Committee Expert said the Lao People’s Democratic Republic had approved a decree to establish health insurance which was positive.  One of the key issues recognised by the Government was HIV/AIDS. What were the main results of efforts taken to prevent HIV/AIDS?  What steps had been taken to adopt HIV/AID legislation to expand access to services and combat discrimination?  Could updated information on rural women be provided, including access to services? What was the main reason for the criminalisation of abortion?  What were the main barriers which women and girls in poverty faced when accessing health services?  What access did women in detention have to reproductive health services?

    Responses by the Delegation

    The delegation said a group of parents had been created in primary schools to enable them to understand the importance of education.  Lunch boxes had been created for poor students and those who lived in rural areas, which had seen an increase in school enrolment.  A new curriculum had been developed for the schools and teachers had been trained on this.  Scholarships were provided to poor students and job training was provided to give students access to the labour market.  The law on disability aimed to protect the rights of those with disabilities. Within this law, children with disabilities could access educational facilities, the same as anyone else. Special equipment was provided to help these children receive an education.  The Lao People’s Democratic Republic provided tools for developing skills in the labour market. 

    The delegation said a national action plan had been implemented to combat HIV/AIDS and sexually transmitted diseases.  In addition to reducing the stigma, the 161 HIV/AIDS centres provided counselling services, with 11 centres providing treatment.  Testing kits for HIV detection were distributed within the communities.  Poor women could give birth in public hospitals free of charge.  In each detention centre, there were medical staff on hand to provide healthcare to detainees.  Other statistics would be provided in writing. 

    Questions by Committee Experts

    A Committee Expert commended the State party’s efforts to expand social protection coverage. Despite institutional efforts, feminised poverty persisted, and women continued to face great difficulties in gaining access to economic, social and cultural activities.  Could comprehensive data be provided on how women had benefitted from the small and medium enterprise law?  What targeted policies and measures existed to increase access to finances for women?  What gender-specific outcomes existed to demonstrate effectiveness and uptake in the banking sector? 

    What steps were being taken to adopt specific legislation on women’s rights to land? How could women’s roles at village and community levels be increased?  Could updated information be provided on measures taken to allow women in the informal sector to access benefits?  What was the impact of national and international cooperation programmes?  What plans existed to develop opportunities for women in sports?  How strong was the country’s economic, social and cultural framework on gender commitment? 

    Another Expert noted the different actions taken by the Lao People’s Democratic Republic to integrate gender equality into different sectors, including in agriculture and fisheries, to benefit rural women and other marginalised groups. However, there were clear gender gaps in the implementation of Government policies.  What concrete actions would the State party consider taking to ensure the effective implementation of Government initiatives to benefit vulnerable women?  How was gender-responsive climate financing integrated in the national budget?  What concrete steps had been taken to increase rural and other vulnerable women’s access to quality social services? 

    The Committee had received reports of indigenous people evicted from their ancestral land. What steps was the Lao People’s Democratic Republic taking to preserve ancestral land and mitigate the gendered impact of the climate crisis?  What concrete steps were being taken to protect the Hmong people from forceful evictions from their land?  What concrete steps were being taken to provide compensation to women evicted from their land? 

    A Committee Expert said the Constitution of the Lao People’s Democratic Republic called for the independence of the judiciary.  How was the Supreme Court trained on the rule of law and the independence of the judiciary? Did women human rights defenders have access to free legal counsel?  How were the village chiefs who were trained to implement the laws monitored?  It was understood that customary laws were part of a traditional system, but these might be outdated in 2024 and could create a stigma for women.  Women were often abandoned with their children in a time of profound economic crisis. Would the State consider social security and childcare arrangements? 

    Responses by the Delegation 

    The delegation said a law existed in the Lao People’s Democratic Republic which defined the right for individual or legal entities to use land, without any discrimination on the grounds of gender.  These were part of the efforts to promote women’s access to land.  The Lao People’s Democratic Republic was in the process of transforming the economy to make it digitalised.  The State had joined the international community in the Global Digital Compact.  Social protection efforts gave women in vulnerable situations top priority. Women were covered as a target group under the Government policy under the Sustainable Development Goals.  The issue of land was very important as many women were engaged in agriculture.  For this reason, the Government aimed to ensure women had access to land.  The Government had a legislative framework on the law of land. 

    Within the legal system of the Lao People’s Democratic Republic, a foreigner could not own land, but had the right to use the land.  The country prioritised the need for foreign investors to protect the environment.  Foreign entities did not own 50 per cent of land in the Lao People’s Democratic Republic. 

    A committee had been appointed to implement the climate action plan.  Human resources were allocated to implement this plan. Trainings on national disasters were provided in the provinces.  The national disaster preparedness plan had been piloted. Gender equality was mainstreamed across policies in all sectors.  A vaccination campaign was conducted to help prevent communicable disease.  Guidelines were developed to help increase the quality of health coverage. 

    The Lao People’s Democratic Republic Women’s Union was in the process of revising the law on the protection of women.  Specific rights had been added, including for the labour market.  The Government issued a decree on lifelong learning in 2020 to develop a policy for rural women and girls to have access to education. 

    Agriculture was the basis of the economy of the Lao People’s Democratic Republic.  A group of female farmers had been established which provided benefits, including generating income for their families. Currently, the Lao People’s Democratic Republic did not have a specific law on anti-discrimination.  However, the Government had adopted the law on gender equality.  Civil and criminal proceedings were required to be conducted on the basis that all civilians were equal before the law. 

    Campaigns were organised around land ownership to ensure all women understood their rights when it came to inheriting land, as well as the importance of putting their name on the land title.  The Lao People’s Democratic Republic categorically rejected the allegations of forced evictions.  Before being relocated, people were extensively consulted. 

    Closing Remarks

    CHANSODA PHONETHIP, Vice President of the Lao People’s Democratic Republic Women’s Union and Vice President of the National Commission for the Advancement of Women, Mothers and Children and head of delegation, thanked the Committee for the dialogue, which helped the Lao People’s Democratic Republic fulfil its obligations under the Convention.  The Committee’s insights were instrumental to advancing the rights of women and girls in the country.  The Lao People’s Democratic Republic would address the challenges highlighted by the Committee.  The State welcomed any support from the international community to help in meeting its obligations under the Convention. 

    ESTHER EGHOBAMIEN-MSHELIA, Committee Vice Chair, thanked the delegation for the constructive dialogue with the Committee, which helped it to better understand the situation of women and girls in the Lao People’s Democratic Republic.

    A Round Table Conference focusing on “Intellectual Property, Regulatory Framework, and Commercialization Aspects in Traditional Knowledge of Ayush Systems” was organised by the Office of Controller General of Patents, Designs, and Trade Marks (CGPDTM) in collaboration with the School of Biotechnology, Jawaharlal Nehru University (JNU), and the National Institute of Ayurveda (NIA), Jaipur here today. The conference gathered leading experts from academia, government, and industry to address the critical challenges and opportunities in protecting and advancing traditional knowledge in Ayush systems.

    The event was graced by Vaidya Rajesh Kotecha, Secretary, Ministry of Ayush, as the Chief Guest. Prof. (Vaidya) Kartar Singh Dhiman, Vice Chancellor of Shri Krishna Ayush University, Haryana, Prof. Anupam Srivastava, Head of Rasa Shastra and Bhaishajya Kalpana at NIA, Jaipur, Prof. Rupesh Chaturvedi from the School of Biotechnology, JNU were among other dignitaries who graced the event.

    In his address, Prof. Kotecha emphasized the essential role of research and teaching in Ayurveda and how these pillars drive the Intellectual Property Rights (IPR) agenda in traditional medicine.

    Highlighting the Ministry’s initiatives to strengthen Ayush systems, he said, “The evolving digital ecosystem and the generation of scientific evidence are crucial for advancing the Indian system of medicine. We integrate traditional wisdom with modern technologies to protect intellectual property and foster innovation.” Prof. Kotecha praised the Ayurveda Biology Program at JNU for its forward-thinking approach, which contributed to the modernisation and internationalisation of Ayurveda research.

    He also elaborated on India’s collaborations with the World Health Organization (WHO), focusing on developing global standards for traditional medicine. He credited these initiatives for contributing to India’s burgeoning Ayush manufacturing sector, which has witnessed tremendous growth over the past decade. Prof. Kotecha stressed that the collaboration between academia and industry is critical to further enhancing the global competitiveness of Ayush products while ensuring the protection of traditional knowledge through appropriate IPR frameworks.

    Prof. (Vaidya) Kartar Singh Dhiman, Vice Chancellor of Shri Krishna Ayush University, Haryana, was the Guest of Honor at the conference. He underscored the need for greater cooperation among all Ayush agencies to address common challenges in research and commercialisation. “A molecular understanding of traditional medicine and developing research tools specific to Ayush systems are essential. Moreover, we must include IPR as a core subject in postgraduate courses to prepare future scholars for the challenges ahead,” he remarked.

    Addressing a session, Prof. Anupam Srivastava, Head of Rasa Shastra and Bhaishajya Kalpana at NIA, Jaipur, traced the evolution of Ayush systems from the Department of Indian Systems of Medicine and Homeopathy (ISM&H) to the establishment of the Ministry of Ayush. He emphasized the Traditional Knowledge Digital Library’s (TKDL) critical role in protecting India’s traditional medicinal knowledge from biopiracy. He proposed a six-month course on IPR, specifically tailored to the needs of Ayush professionals, to address gaps in intellectual property awareness.

    Prof. Rupesh Chaturvedi from the School of Biotechnology, JNU, spoke on the importance of protecting traditional knowledge in India and globally. He stressed the need to bridge research gaps to facilitate the commercialisation of Ayush products. “The proprietary issues surrounding Ayush systems can only be resolved through dedicated research and innovation. We must safeguard our traditional knowledge while ensuring its global integration,” he said.

    The conference concluded with a series of panel discussions that brought together leaders from Ayurveda, Unani, and Homeopathy. These sessions explored the creation and protection of intellectual property for Ayush innovations, the necessary regulatory frameworks, and strategies for commercialisation and benefit sharing.

    This conference marked a pivotal moment in addressing Ayush systems’ regulatory and intellectual property challenges. The discussions centred on crafting a shared vision to strengthen research, policy frameworks, and educational initiatives promoting India’s traditional knowledge globally. The event also fostered collaborations to advance Ayush systems’ contributions to global healthcare.

    As India continues to assert its leadership in traditional medicine, the dialogue initiated at this conference will catalyse further advancements in research, commercialisation, and intellectual property protection in the Ayush sector. The Ministry of Ayush remains committed to ensuring that Ayush systems continue to grow as an integral part of global healthcare solutions.

    “Never allow your dreams to sleep, even if you are asleep”. These are the golden words of film legend Mithun Da to young awardees who received the 70th National Film Award in various categories in the national capital. The entire auditorium of Vigyan Bhawan rose to their feet in a standing ovation when President of India Smt. Droupadi Murmu honoured Mithun Chakraborty with the Dada Saheb Phalke award for his outstanding contribution to Indian cinema. Addressing the gathering, Mithun Da, shared the experiences of his struggle in the film industry. He recalled the discrimination he faced due to his dusky complexion and shared his dancing success mantra with the awardees and audience present in the auditorium. His message to the aspiring young talent artists was to identify their talent while chasing their dreams.

    At the 70th National Film Awards ceremony, President of India Smt. Draupadi Murmu said that the films & social media are the most powerful medium to change society. She also praised the Ministry of Information and Broadcasting for giving a level playing platform through these awards to the budding talents where they can come at the same platform along with the big names and production houses in the country.

    The Award ceremony saw the participation of award winners such as Manoj Vajpayee, Vishal Bhardwaj, Neena Gupta, Karan Johar, Rishabh Shetty etc. Other personalities from Indian cinema such as Sharmila Tagore, Prasoon Joshi, etc were also present. Esteemed personalities such as A.R. Rahman and Mani Ratnam were among the awardees who received the prestigious National Film Award for the seventh time, a testament to their enduring brilliance and influence on the industry. Their achievements continue to inspire both aspiring and established artists in the ever-evolving landscape of Indian cinema.

    Union Minister for Information & Broadcasting (I&B), Railways and Electronics and Information Technology, Shri Ashwini Vaishnaw, Union Minister of State for I&B Dr. L. Murugan, Sh. Sanjay Jaju, Secretary, Ministry of I&B, Shri Rahul Rawail, Sh. Nila Madhab Panda, & Shri Gangadhar Mudaliar as Jury were also present at the event.

    Sh. Ashwini Vaishnaw warmly welcomed all the attendees, expressing his honor to be part of this prestigious event, which celebrates the brilliance of filmmakers, actors, technicians, and all stakeholders involved in the art of cinema.  He also paid tribute to legendary actor Mithun Chakraborty, who was honored with the prestigious Dadasaheb Phalke Award for his extraordinary contributions to Indian cinema and society. “Mithunda, your life is your message. You are an icon for our society, both on and off the screen,” he said, acknowledging the veteran actor’s exemplary career and public service.

    Shri Vaishnaw highlighted the remarkable achievements of nine debut directors, applauding their bold storytelling, and celebrated the role of young innovators, whether in the film industry or startups, in driving the creative economy.

    Indian Institute of Creative Technology (IICT)

    To further support the growth of creative industries, Sh. Vaishnaw  announced a landmark initiative – the establishment of the first Indian Institute of Creative Technology (IICT) in Mumbai. Modeled after prestigious institutions like the IITs and IIMs, which have produced some of the world’s finest technical and managerial talent (some of them leading the big giants like Google, Microsoft, etc), the IICT will focus on developing creative skills and knowledge. This new institution will serve as a hub for innovation, creativity, and talent development, ensuring India stays at the forefront of the global creative economy.

    He also outlined the government’s vision to develop the film industry with three key pillars:

    1. Development of Talent Pipeline: Recognizing the increasing role of technology in filmmaking, he emphasized the need for a strong talent pipeline. Drawing parallels with India’s success in IT and semiconductor sectors, he highlighted the importance of nurturing talent in creative technologies, with IICTs playing a pivotal role.

    2. Infrastructure Development: Shri Vaishnaw stressed the need for world-class infrastructure to support the evolving needs of the film industry. He invited industry leaders to contribute ideas for creating a foundation that will propel Indian cinema to global standards.

    3. Simplification of Processes: The Minister discussed simplifying permissions for filmmakers, making it easier for them to use diverse locations, such as railways, forests, and archaeological sites, in their projects. Streamlining these processes will encourage creativity and reduce bureaucratic hurdles.

    Shri Vaishnaw also emphasized the importance of preserving India’s rich film heritage, from classic films to posters and newspaper clippings. He shared that decisions have been made to safeguard these invaluable treasures for future generations.

    On this occasion, Secretary Shri Sanjay Jaju, also mentioned that 309 films in 32 different languages were received in Feature Films category and 128 films in 17 languages in Non-Feature Films category of 70th National Film Awards, thereby signifying the richness of our cultural landscape and inclusivity of our story telling. Recognising the resilience of Film industry in the background of global pandemic, he praised the film makers for captivating the audience through their art of storytelling.

    Highlights from the 70th National Film Awards

    This year’s National Film Awards continue the tradition of recognizing excellence across a diverse array of films and talent. The awards for 2022 feature several standout winners:

    • Best Feature Film: “Aattam (The Play)”, a Malayalam film directed by Anand Ekarshi, has won this prestigious award for its artistic brilliance.

    • Best Non-Feature Film: “Ayena (Mirror)”, directed by Siddhant Sarin, takes home this honor

    • Best Actor in a Leading Role: Rishab Shetty wins the award for his captivating performance in “Kantara” (Kannada)

    • Best Actress in a Leading Role: The Best Actress award will be shared by Nithya Menen for her portrayal in “Thiruchitrambalam” (Tamil) and Manasi Parekh for “Kutch Express” (Gujarati).

  • MIL-OSI USA: Federal Court Enters Consent Decree Against Rizo Lopez Foods Inc. Following Multistate Outbreak of Listeriosis Linked to Queso Fresco and Cotija Cheese Products

    Today, the U.S. District Court for the Eastern District of California entered a consent decree of permanent injunction against Rizo Lopez Foods Inc. (“Rizo Lopez Foods”), a California-based food manufacturer, and the company’s co-owners, Edwin Rizo and Tomas Rizo. Among other requirements, the consent decree prohibits Rizo Lopez Foods from manufacturing and selling certain food products until the company complies with the Federal Food, Drug, and Cosmetic Act (FD&C Act), federal regulations and other requirements.  

    The U.S. Food and Drug Administration and Centers for Disease Control and Prevention (CDC), in collaboration with state and local partners, investigated a multi-year, multistate outbreak of Listeria monocytogenes (L. monocytogenes) infections linked to queso fresco and cotija cheeses manufactured by Rizo Lopez Foods of Modesto, California.

    L. monocytogenes is a species of disease-causing bacteria. When people eat food contaminated with L. monocytogenes, they may develop a disease called listeriosis. This infection can have serious adverse effects for consumers, particularly women who are or may become pregnant, the elderly, and people with weakened immune systems. Complications from the disease can include pneumonia, central nervous system damage, endocarditis, localized abscesses, skin lesions and conjunctivitis. 

    In January 2024, the Hawaii State Department of Health’s Food and Drug Branch collected a retail sample of the Defendants’ Aged Cotija Mexican Grating Cheese, and the sample tested positive for L. monocytogenes. Whole genome sequencing of the L. monocytogenes-positive cheese sample matched previous clinical illnesses identified by CDC. The FDA inspected the Defendants’ facility from January–February 2024, and the FDA subsequently identified the same strain of L. monocytogenes in the facility’s environment. This match indicates that the L. monocytogenes strain likely originated from the Defendants’ facility. In February 2024, Rizo Lopez Foods voluntarily recalled its entire inventory of dairy products, regardless of the sell-by date of the product.

    In total, the CDC outbreak investigation identified 26 illnesses, which occurred across 11 states and included 23 hospitalizations. Two of the individuals subsequently died. Four individuals were pregnant, including one who suffered a pregnancy loss. 

    “Food safety is a critical responsibility. Producers of fresco type cheeses are responsible for producing safe food, including being in compliance with food safety laws and regulations. Through this unfortunate outbreak, we see what can happen when a company fails to meet their legal responsibilities,” said FDA Deputy Commissioner for Human Foods Jim Jones. “The FDA will always put the safety of consumers and public health first and will continue to hold companies accountable when they manufacture and distribute contaminated food into the U.S. marketplace.” 

    The consent decree prohibits Rizo Lopez Foods, Edwin Rizo, and Tomas Rizo, and any persons or entities in active concert or participation with them who receive notice of the decree, from directly or indirectly manufacturing, preparing, processing, packing, repacking, receiving, labeling, holding, and/or distributing any product, excluding pre-packaged food, at or from their facilities unless and until certain requirements are met to ensure they are operating in compliance with the FD&C Act, the FDA’s regulations, and the decree. The consent decree requires the defendants to make corrective actions and receive FDA approval before they may resume operations.

    The FDA remains committed to fostering a culture of food safety among all food producers that provide products to the U.S. The Agency has developed a strategy for reducing the likelihood of outbreaks and illnesses of listeriosis associated with cheeses and will continue to work with companies to ensure the safety of the U.S. food supply.

    Health Minister Dr Shane Reti and Associate Health Minister Casey Costello have announced a pilot to increase childhood immunisations, by training the Whānau Āwhina Plunket workforce as vaccinators in locations where vaccine coverage is particularly low. 

    The Government is investing up to $1 million for Health New Zealand to partner with Whānau Āwhina Plunket to train its workforce and establish immunisation services at up to 27 sites across the country. 

    Dr Reti says this is an important step in reducing the barriers to getting children immunised, helping to achieve the Government’s target of 95 per cent of children being fully vaccinated at 24 months. 

    “A key part of our plan to increase childhood immunisations is expanding the workforce able to deliver vaccinations, including midwives and pharmacies, so people can access vaccinations wherever they go to get healthcare,” Dr Reti says. 

    “With existing clinical infrastructure and professional networks, Whānau Āwhina Plunket is perfectly placed to put this funding to use and start vaccinating children very soon. For example Whangārei, the first site, expects to be able to deliver childhood immunisations by the end of 2024.”

    Ms Costello, in her capacity as Associate Health Minister for maternity health, says Whānau Āwhina Plunket nurses are specialist health professionals who play an essential part in supporting women and families in the first days and weeks of a new baby’s life. 

    “Plunket is already supporting whānau to make informed decisions around immunisation, alongside the other services they provide to parents and families around the birth of their child,” says Ms Costello. 

    “The pilot will allow for Plunket to deliver vaccinations alongside in-clinic Well Child visits, at dedicated immunisation clinics, at community events and eventually in homes.

    “It’s natural step for Plunket to work alongside colleagues and partners, including Hauora Māori partners, Pacific providers, general practice and pharmacists to make it easy for parents to get their children vaccinated.”

    This initiative to boost the vaccination workforce is in addition to the $50 million investment over two years for Hauora Māori providers to deliver additional vaccinations, and thereby lift immunisation rates.

    The new Regulatory Innovation Office (RIO) will reduce the burden for businesses hoping to bring new products and services to the market in some of the UK’s fastest-growing sectors through innovations like –AI training software for surgeons to deliver more accurate surgical treatments for patients and drones which can improve business efficiency and quickly send critical deliveries to remote parts of the country.

    To do so, it will support regulators to update regulation, speeding up approvals, and ensuring different regulatory bodies work together smoothly. It will work to continuously inform the government of regulatory barriers to innovation, set priorities for regulators which align with the government’s broader ambitions and support regulators to develop the capability they need to meet them and grow the economy.

    The announcement comes ahead of further plans to reduce the burden of red tape and support the government’s key mission of kickstarting growth across the country. The new Office will also help set the scene for when the UK hosts the International Investment Summit on Monday 14 October, where the Chancellor will make clear that the UK is “open for business” as the government resets relations with trading partners around the globe.

    The launch of the RIO comes hot on the heels of a raft of public and private investments announced on Sunday (6 October) aimed at transforming cancer treatments for patients while bringing a wave of cutting-edge UK-made MedTech products to the global market.

    The RIO’s mission will initially support the growth of four fast-growing areas of technology making a difference to people’s lives before backing further technologies and sectors as the Office evolves. These are: 

    • Engineering biology – this is the use of synthetic biology and biotechnology to create new products and services derived from organic sources. These technologies can improve health with new treatments like innovative vaccines, help create cleaner fuels and make food production more efficient and sustainable such as through pest resistant crops and cultivated meat. The new RIO will help regulators to bring those products to market safely and more quickly – realising the environmental and health benefits they can bring to our lives.
    • Space – the UK’s space industry is growing fast, supporting everything from GPS on phones to vital communication systems, as new innovations improve our weather forecasting to disaster response systems. To sustain this growth, regulatory reform is needed for greater agility and clarity help foster competition, encourage investment, and open up market access. 
    • Artificial Intelligence and digital in healthcare – with increasing pressures on the NHS, AI is set to revolutionise healthcare delivery so doctors can diagnose illnesses faster and improve patient care. It will help run hospitals more efficiently with medical staff able to spend less time on administration, cutting waiting times and it could enable more personalised medicines, tailoring treatment to individuals. RIO will support the healthcare sector to deploy AI innovations safely, improving NHS efficiency and patients’ health outcomes.
    • Connected and autonomous technology – autonomous vehicles like drones can deliver emergency supplies to remote areas quickly and efficiently and work to approve this technology could play a key part in supporting emergency services to keep people safe. Greater support could also enable more drones to be used by businesses across the UK, building on projects like the drone service used by Royal Mail to deliver to Orkney and improving efficiency.

    The cross-cutting nature of these emerging technologies, which do not fit neatly into existing regulatory frameworks can mean a slower process in getting them onto the market. The new Office will work closely with government departments including the Department for Transport, the Department for Health and Social Care, and the Department for Environment Food and Rural Affairs to address regulatory barriers in these initial growth areas.

    The new office will also bring regulators together and working to remove obstacles and outdated regulations to the benefit of businesses and the public, unlocking the power of innovation from these sectors to generate tens of billions of pounds for the UK economy in the coming years.

    From breakthroughs that could help doctors diagnose illnesses earlier to satellite navigation for more accurate weather forecasting and getting emergency supplies to where they are needed, quickly and effectively, RIO will make sure UK companies are at the forefront of the next generation of technologies.

    The Science and Technology Secretary is also looking to appoint the RIO’s first Chair to lead the charge in backing business and safe innovation, and work with regulators and partners to shape a regulatory environment that is fit for the future. Applications are now being welcomed for an ambitious, visionary leader committed to driving that change.

    The organisation has been established within DSIT, where it will incorporate the existing functions of the Regulatory Horizons Council and the Regulators’ Pioneer Fund.

    Alongside the launch of the RIO, the government is already making progress in developing regulatory frameworks for emerging technologies, becoming the first country to outline how it will approach quantum regulation, offering certainty to the sector and encouraging the responsible development of the technology.  

    This is set out in our response to the Regulatory Horizon Council’s report on quantum technologies, also published today. It marks a crucial first step in regulating innovation in a technology that will increasingly underpin powerful computers, secure communications and advanced sensors, in sectors from healthcare to national security.   

    Alongside this package of announcements, today we are announcing:

    • A £1.6 million award to the Food Standards Agency (FSA) as part of round one of the Engineering Biology Sandbox Fund, which aims to test innovative regulatory approaches for products like cultivated meat. Cell-cultivated products are foods created through the isolation of cells from meat, seafood, fat, offal or eggs which are grown in a controlled environment. It could result in food production which is more environmentally friendly and sustainable, using just 1% of the land used for animal equivalents, while increasing food security. Programmes like this will help bring innovative food products to shop shelves safely but without unnecessary delay and at lower costs, giving consumers more choice.
    • The publication of new voluntary screening guidance for synthetic nucleic acid. These technologies allow companies to ‘print’ DNA and RNA, enabling academics and businesses to study and engineer biological systems that help sectors like healthcare and accelerate our path to net-zero. The guidance emphasises the government’s intent for a pro-innovation culture in the engineering biology ecosystem through providing well-defined guardrails for customers and producers of synthetic nucleic acid.

  • MIL-OSI United Kingdom: Free flu vaccinations available to 2 and 3 year olds

    As in previous years, they are being delivered via GP surgeries. Parents or guardians who have not yet received a letter or text from their GP inviting them for a vaccination are encouraged to contact their surgery as soon as possible to arrange an appointment.

    For the majority of children, the vaccination will be given via a nasal spray, not a needle. For children who require a pork gelatine free alternative, or who are unable to have the nasal spray for medical reasons, an injectable vaccination is available on request.

    John Denley, Wolverhampton’s Director of Public Health, said: “Flu can be deadly and is easily spread by children and adults.

    “The free vaccine is the best way to protect your children and other family members, particularly more vulnerable relatives like grandparents or those with underlying health conditions, from becoming ill because of flu.”

    Meanwhile, free flu vaccinations are being offered to children in local schools again this autumn. This year, all children from Reception to Year 11 are eligible for the vaccination and, as is the case for 2 and 3 year olds, the majority of pupils will receive the nasal spray, with an injectable vaccination is available.

    Since President Biden Took Office, Over 367,000 Lead Pipes Have Been Replaced Nationwide, Benefitting 918,000 People
    President Biden and Vice President Harris are fighting to ensure a future where every community has access to clean, safe water. Since Day One, the Biden-Harris Administration has worked to ensure that every American can turn on their tap and drink clean water without fear of lead and other toxic chemicals. As part of this historic commitment to clean water and environmental justice, President Biden committed to replace every lead pipe in the country within 10 years, issuing a comprehensive Lead Pipe and Paint Action Plan to achieve that goal.
    Today, to deliver on this promise, President Biden is traveling to Milwaukee, Wisconsin, to announce that the Environmental Protection Agency is issuing a final rule that will require drinking water systems nationwide to replace lead service lines within 10 years. EPA is also investing an additional $2.6 billion for drinking water upgrades and lead pipe replacements, funded by President Biden’s landmark Bipartisan Infrastructure Law.  This announcement comes as part of the President’s commitment to spend his remaining months in office “sprinting to the finish” and delivering on his historic Investing in America agenda, which is improving the lives of Americans and planting the seeds for a better, more prosperous future for decades to come.
    In its first year, the Biden-Harris Administration announced that it would develop this new rule, known as the Lead and Copper Rule Improvements, to establish the first-ever national requirement to replace all lead service lines. Since then, President Biden secured a historic $15 billion in dedicated funding for lead pipe replacement, and hundreds of thousands of Americans have already had their lead pipes replaced. Because of the President’s actions today, millions more will benefit from lead-free infrastructure in the years to come.
    Lead poisoning can cause serious health effects, especially in children. It can cause irreversible damage to cognitive development, damage the kidneys, slow learning, and cause cardiovascular disease. Lead exposure can also impact pregnancies, increasing the risk of low birthweights or even miscarriage. No level of lead exposure is safe. Yet, due to decades of inequitable infrastructure development and underinvestment, lead poisoning disproportionately affects low-income communities and communities of color.
    Today’s announcement will help protect Americans in communities across the country from these harms – the EPA estimates that every year, this final rule will prevent up to 900,000 infants from being born with low birthweight, stop up to 200,000 IQ points lost in children, and reduce up to 1,500 cases of premature death from heart disease.
    To build on these commitments, today, the Department of Housing and Urban Development is investing over $416 million in new grants, prioritizing lead hazard reduction to protect children, alongside efforts to improve home health, energy efficiency, and community safety. HUD will provide funding to address lead-based paints in homes, develop training and partnerships to identify and control lead-based paint hazards, coordinate home inspections and more.
    Replacing Lead Pipes in Milwaukee
    Lead pipe replacement is actively underway in Milwaukee through a $30 million investment provided by President Biden’s Bipartisan Infrastructure Law. Bipartisan Infrastructure Law funding has accelerated Milwaukee’s lead replacement timeline from 60 years down to 10 years. Milwaukee is replacing lead pipes using union labor and prioritizing replacements in disadvantaged communities with the most need. The city is now a leader in the region, partnering with cities like Detroit in the Great Lakes Lead Pipes Partnership to accelerate lead pipe replacement across the Midwest.
    Progress Replacing Lead Pipes Across America
    Beyond Milwaukee, the Biden-Harris Administration is taking action to accelerate lead pipe replacement nationwide. President Biden secured a historic $15 billion in dedicated funding through the Bipartisan Infrastructure Law for lead pipe replacement, and an additional $11.7 billion that can be used for both drinking water projects and lead pipe replacement. Nearly half of this funding is required to flow to disadvantaged communities, including in neighborhoods and communities that shoulder most of the burden of lead poisoning. In addition to providing clean drinking water for millions, this effort is also creating good-paying jobs, many of them union jobs, in replacing lead pipes and delivering clean water to households. This effort also advances the President’s Justice40 Initiative, which sets the goal that 40% of the overall benefits of certain federal investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution.
    These actions from the Administration have already put cities across the country on track to meet the President’s goal of replacing every lead pipe within a decade:
    Detroit, Michigan, has received $90 million from this Administration for lead pipe replacement, which has allowed the city to accelerate from replacing 700 lead pipes per year to replacing over 8,000 this year. Detroit is now on track to replace all 80,000 lead pipes within 10 years.
    Pittsburgh, Pennsylvania, has received $98 million from the Bipartisan Infrastructure Law and American Rescue Plan to replace lead pipes, and is on track to replace every lead pipe by 2026. The city is already over halfway done with this work.
    St. Paul, Minnesota, received $16 million from the American Rescue Plan to enable the city’s Lead-Free St. Paul program to target the replacement of all lead pipes by 2032.
    Denver, Colorado has accelerated its efforts through $76 million from the Bipartisan Infrastructure Law, allowing the city to be on track to replace all lead pipes within a decade.
    Akron, Ohio is now on track to replace all lead service lines by 2027 thanks to $9 million in funding through the American Rescue Plan.
    And some communities have already finished replacing lead pipes. Following a lead-in-water crisis, Benton Harbor, Michigan, successfully replaced all its lead pipes within just two years, fueled by $18 million in funding from the President’s American Rescue Plan. And Edgerton, WI has replaced 100% of its known lead pipes after receiving funding from the Bipartisan Infrastructure Law.
    Delivering Clean Water
    The Bipartisan Infrastructure Law includes more than $50 billion to help ensure every community has access to clean water – the largest investment in clean water in American history. Combined with new protections against toxic chemicals and over 42 million acres of lands and waters protected under President Biden, the Biden-Harris Administration has embarked on the most ambitious conservation and clean water agenda in the nation’s history, making historic progress to secure clean water for all. Highlights of this ambitious agenda include:
    Combatting toxic “forever chemicals” in drinking water and wastewater. The Bipartisan Infrastructure Law invests $10 billion to address harmful PFAS pollution in drinking water and wastewater. The EPA has also finalized the first-ever national standard to address these “forever chemicals” in drinking water, which will protect 100 million Americans from PFAS exposure, safeguarding public health and advancing environmental justice.
    Protecting freshwater at the source. Our rivers, lakes, streams, and wetlands are the sources of clean drinking water that flows into our homes and economic drivers for many communities. Through the America the Beautiful Freshwater Challenge, the Administration has launched a nationwide initiative to protect, restore, and reconnect 8 million acres of wetlands and 100,000 miles of our nation’s rivers and streams by 2030. Over 200 states, Tribes, local governments, and businesses have joined the effort to meet these goals.
    Investing in clean water for Tribes. The Biden-Harris Administration has announced historic Tribal water infrastructure investments totaling over $5 billion through the Bipartisan Infrastructure Law. This funding will help bring clean water to Tribal Nations, where half of Tribal households lack access to basic clean drinking water or adequate sanitation. The Administration has launched 900 Tribal clean water infrastructure projects to date through these investments.
    Investing in Wisconsin
    Today’s announcement builds on a record of investment in the state of Wisconsin over the course of the President’s term in office. In addition to the President delivering on lead pipe replacement, the President’s Investing in America agenda has deployed $7.2 billion in public sector clean energy, manufacturing, and infrastructure investments, which have catalyzed an additional $8 billion from the private sector.
    These investments include:
    $1.7 billion in funding to provide affordable, reliable high-speed internet to everyone in Wisconsin, with 72,000 homes and small businesses already connected.
    $4.1 billion for transportation – to rebuild our roads and bridges, expand our transit and rail, modernize our ports and airports, and more. This includes $1 billion in funding that the Biden-Harris Administration announced earlier this year to replace the Blatnik Bridge, an important route for people and freight in the Twin Ports area.
    1.3 million seniors and Medicare beneficiaries who can receive free vaccines, $35 insulin, and, starting in January, a $2,000 cap on out-of-pocket costs.
    $3.3 billion from Microsoft to bring a new data center that will create over 4,000 jobs to Racine, Wisconsin on the site of a proposed investment from Foxconn in the prior Administration that never materialized.

  • MIL-OSI USA: FDA Authorizes Marketing of First Home Flu and COVID-19 Combination Test Outside of Emergency Use Authorities

    Today, the U.S. Food and Drug Administration granted marketing authorization for the Healgen Rapid Check COVID-19/Flu A&B Antigen Test. The test, authorized for use without a prescription, is for use by individuals experiencing respiratory symptoms and uses a nasal swab sample to deliver at-home results in approximately 15 minutes for COVID-19 and influenza (flu). The test detects proteins from both SARS-CoV-2 (the virus that causes COVID-19) and influenza A and B (the viruses that causes flu).  

    This is the first over-the-counter (OTC) test that can detect influenza to be granted marketing authorization using a traditional premarket review pathway, which enables the test to be marketed in the absence of an applicable emergency use declaration. Other OTC flu/COVID tests are currently available under emergency use authorization. 

    “As we enter this year’s annual flu season with respiratory illnesses such as COVID-19 on many of our minds, our ability to detect these pathogens effectively and efficiently can be impactful on our daily lives. Today’s authorization expands the options for individuals with respiratory symptoms to receive information about their health from the comfort of their home,” said Michelle Tarver, M.D., Ph.D., acting director of the FDA’s Center for Devices and Radiological Health. “The FDA continues to take actions that support the development and availability of at-home tests for a variety of medical conditions.”

    The test is for use by individuals 14 years or older taking and testing their own sample, or individuals 2 years and older with a sample taken and tested by an adult. The FDA reviewed data from a study of individuals with signs and symptoms of COVID-19 and influenza, which showed that this test correctly identified 99% of negative and 92% of positive SARS-CoV-2 samples, 99.9% of negative Flu A and B samples, and 92.5% and 90.5% of positive Flu A and Flu B samples, respectively. 

    Validation data for the test was gathered through the Independent Test Assessment Program (ITAP), a National Institutes of Health (NIH) Rapid Acceleration of Diagnostics (RADx®) Tech program, in collaboration with the FDA. ITAP was launched in 2021 to accelerate test evaluation to support the FDA’s regulatory review and the availability of high-quality, accurate and reliable diagnostic tests to the public. 

    As with all rapid antigen tests, which generally have lower sensitivity than molecular tests, there is a risk of false negative test results. Individuals who test negative and continue to experience symptoms of fever, cough and/or shortness of breath may still have SARS-CoV-2, flu or another respiratory infection and should seek follow up care with their health care provider. Individuals who test positive for SARS-CoV-2 or flu should take appropriate precautions to avoid spreading the virus and should seek follow-up care with their physician or health care provider.

    Along with this De Novo authorization, the FDA is establishing criteria called special controls that define the requirements related to labeling and performance testing. When met, the special controls, in combination with general controls, provide a reasonable assurance of safety and effectiveness for tests of this type. This action also creates a new regulatory classification, which means that subsequent devices of the same type with the same intended use may go through the FDA’s less burdensome 510(k) pathway, whereby additional devices can obtain marketing clearance by demonstrating substantial equivalence to a predicate device.

    Samoa has been making steady progress in terms of reaching all

    eligible children with the vaccines as per the National

    Immunisation Schedule. There has been successful roll out of 4

    lifesaving childhood vaccines in the last 3 years like Rotavirus

    vaccine, Pneumococcal Vaccine, HPV vaccine and Typhoid vaccine

    to protect our children respectively from Diarrhoea, Pneumonia,

    Cervical cancer and Typhoid fever. This year the coverage for the 2

    doses of Measles vaccine has been quite encouraging for Samoa.

    The coverage of first dose of Measles has reached 91% for the first time in the last 5 years after the Measles outbreak and the 2nd dose of Measles vaccine is around 64%. I am confident that our

    Immunization Program or EPI team will be able to reach the

    missed children in the remaining months of this year to achieve a

    good coverage for the year through our continuous and existing

    outreach vaccinations.

    recovery plan and COVID-19 Pandemic, brought in a C-change to

    the immunization domain of Samoa. There are significant

    developments in Cold Chain, capacity building of health workers,

    documentation and reporting to strengthen the Health System

    with regards to Immunization with technical support from UNICEF.

    The transportation and distribution of vaccines in the country was

    identified as a gap. Now with this new vehicle procured with the

    funding support from Australian Government, transportation of

    vaccines will be faster, which means a boost in efficient and timely

    vaccine supply of vaccines and logistics to the healthcare facilities.

    The vehicle is also covered to protect vaccines against

    unfavourable weather conditions. Though this vehicle will have

    priority for vaccines, it may be considered to accommodate the

    pharmaceutical supplies for distribution to the health facilities

    across the country to improve the cost efficiency.

    We are immensely grateful to Australian Government for their

    timely support and also to UNICEF for their able technical guidance

    and support for strengthening our Health system to get equipped

    to provide quality services in a cost-effective way.

  • MIL-OSI Europe: Focus on global health issues at UN General Assembly Session

    On 26 September, Ms Ankarberg Johansson took part in a High-level Meeting of the UN General Assembly on antimicrobial resistance (AMR). AMR means that infectious agents (bacteria, viruses, parasites and fungi) develop resistance to treatment.

    “Thanks to Sweden’s prominent work to counter antimicrobial resistance, we are well-equipped to contribute to global efforts. That’s why the General Assembly is a very important forum in which to participate and share Swedish experiences,” says Ms Ankarberg Johansson.

    The Meeting was the second of its kind, with the first having taken place in 2016. The Meeting included the ceremonial adoption of a political declaration on undertakings to counter AMR. Sweden was one of the most active EU countries during negotiations on the declaration, and many of Sweden’s priority issues have in some way been incorporated into the political declaration.

    Sweden’s AMR Ambassador Malin Grape also took part in the High-level Meeting.

    Swedish side event emphasises cooperation against AMR across borders

    On 25 September, the day before the High-level Meeting, Ms Ankarberg Johansson delivered the opening address at the side event Fostering Cross-Country Solidarity to Address Antimicrobial Resistance in the WHO European Region and Beyond. The event was organised by the Public Health Agency of Sweden together with the WHO Regional Office for Europe (WHO/Europe). The starting point for discussions during the event was the roadmap to counteract AMR agreed upon by the WHO/Europe’s members at the end of 2023. During the event, participants discussed issues such as how support from WHO and cooperation with other countries work in practice.

    Along with Ms Ankarberg Johansson, European Commissioner for Health and Food Safety Stella Kyriakides and WHO Regional Director for Europe Hans Kluge were in attendance.

    In conjunction with the side event, Ms Ankarberg Johansson met bilaterally with Ukrainian First Deputy Minister of Health of Ukraine Serhii Dubrov. During their meeting, Ms Ankarberg Johansson re-emphasised Sweden’s support to Ukraine’s health and medical care in light of Russia’s ongoing full-scale invasion that began in February 2022.

    Panel discussion on measures to combat cervical cancer

    On 25 September, the American publication Foreign Policy organised a livestreamed panel discussion on cervical cancer, in which Ms Ankarberg Johansson took part. Cervical cancer is caused by human papillomavirus (HPV) in approximately 98 per cent of all cases. Thanks to vaccination and screening against HPV, it is now possible to completely eradicate HPV and cervical cancer.

  • MIL-OSI Europe: UN political declaration focuses on efforts to counter antimicrobial resistance

    On 26 September, a High-level Meeting on antimicrobial resistance (AMR) was held during the United Nations General Assembly. The meeting included the ceremonial adoption of a political declaration on global and national undertakings in efforts to counter AMR. Minister for Health Care Acko Ankarberg Johansson headed Sweden’s participation in the Meeting.

    “A global problem must be addressed at global level, because AMR does not respect national borders. Sweden welcomes that the world’s countries have agreed on a collective approach. That being said, the declaration is not the end of our work, but rather the beginning of a greater global and national responsibility to safeguard access to antibiotics for all,” says Ms Ankarberg Johansson.

    AMR and antibiotic resistance are a major and growing threat to people’s and animals’ health, and our food production. Access to effective antibiotics is a prerequisite for providing modern medical care and saving lives. Efforts to combat AMR have been one of the Government’s priorities for many years. Sweden is a global leader in efforts to counter antibiotic resistance through measures such as responsible use of antibiotics on people and animals, monitoring of prescriptions and resistance, infection prevention and control, and good animal husbandry practices.

    Political declaration advances global efforts

    The political declaration contains almost 50 undertakings towards combating AMR. This includes global goals, such as reducing the global number of deaths associated with AMR by 19 per cent by 2030. The declaration also includes undertakings by the member countries to set and follow up on national goals. The declaration includes a clear focus on both access to antibiotics and preventive measures such as vaccination, infection prevention and control, and access to water, sanitation and hygiene.

    Sweden was one of the most active EU countries during negotiations on the declaration, and many of Sweden’s priority issues have in some way been incorporated into the political declaration.

    Sweden’s AMR Ambassador Malin Grape also took part in the Meeting.

    “The next High-level Meeting will take place in five years–2029. The most important thing we can do, apart from implementing the undertakings in the declaration, is to continue to raise awareness about the problem, broaden the issue from an infection problem to a patient safety issue, expand the perspective from a health problem to a long-term socioeconomic problem, where several actors need to contribute more actively,” says Ms Grape.

  • MIL-OSI Canada: Respiratory virus immunizations now available

    Eligible Albertans are now able to book their immunization appointments through the Alberta Vaccine Booking System, calling Health Link at 811 for pharmacy or AHS clinic appointments, or by directly contacting a nearby pharmacy. Albertans are encouraged to speak with their primary care provider for guidance on immunizations and what options are best for individuals and families.

    COVID-19 and influenza immunization appointments can be booked as of today for openings available to the general public starting October 15. Respiratory Syncytial Virus (RSV) immunization appointments can now be booked for openings beginning on October 21.

    “As fall approaches, it’s important to plan ahead against circulating respiratory viruses. I strongly encourage everyone to consult with their local pharmacist, doctor or health care provider to make informed decisions about their health and ensure they’re well-prepared for the season.”

    New this year, in addition to influenza and COVID-19 immunizations, residents of continuing care homes and senior supportive living accommodations that are 60 years of age and older will have access to publicly funded Abrysvo vaccine to protect them from RSV through the Alberta Outreach Program.

    Seniors living in the community who are 75 years of age and older will also have access to a limited supply of provincially funded Abrysvo vaccine. For those not eligible through the provincially funded vaccine program, vaccines will be available for purchase.

  • MIL-OSI Global: Marburg virus outbreak in Rwanda – what you need to know

    Rwanda is in the midst of its first outbreak of Marburg virus – an often fatal disease with symptoms similar to Ebola. So far, 46 cases have been recorded and 12 deaths. The source of the outbreak is still not known.

    Seven hundred doses of an experimental vaccine against the virus have just been shipped from the US to Rwanda. The vaccine is currently being administered, largely to healthcare workers, who have made up the bulk of the victims so far.

    The roll out is part of a clinical trial, so it will be a while before the vaccine’s efficacy is known.

    Marburg virus is named after the town in Germany where it first emerged. In 1967, there were simultaneous outbreaks at laboratories in Marburg and Belgrade in Serbia (then part of Yugoslavia). The outbreak was caused by African green monkeys imported from Uganda for use in experiments. Seven people died.

    Since then, there have been several Marburg virus outbreaks in sub-Saharan Africa, including in countries bordering Rwanda.

    Previous outbreaks have been reported in the Democratic Republic of Congo, Uganda and Tanzania. The most recent outbreaks were reported in Equatorial Guinea and Tanzania between February and June 2023, where nine cases were reported and six deaths.

    Other countries that previously reported outbreaks include Angola, Ghana, Guinea, Kenya and South Africa. The outbreak in Angola in 2005 killed 300 people.

    Outbreaks typically occur when people come in contact with infected green monkeys, pigs or Egyptian rousette bats (a type of Old World fruit bat) – a common carrier of the virus. These bats are often found in mines and caves. Once the disease jumps from an infected animal to a human – so-called zoonotic spillover – it can spread from person to person through bodily fluids or by contact with contaminated surfaces, such as bedding.

    There are no antiviral drugs to treat patients. People infected with Marburg virus are kept hydrated and any blood loss is replaced through transfusion.

    The incubation period, which is the time between the exposure to Marburg virus and the start of symptoms, is five to ten days. Symptoms of Marburg virus disease can appear suddenly and include fever, muscle pains, diarrhoea and vomiting.

    The virus damages blood vessels and interferes with the ability of blood to clot, which can lead to uncontrolled bleeding from the nose, eyes, gums, rectum and, in women, the vagina. The disease has a very high “case fatality rate”. Between 24 and 88% of people infected with Marburg virus die – usually through extreme blood loss and shock.

    Marburg virus disease is not an airborne illness and is not thought to be contagious before symptoms appear. However, people can remain infectious for months after they have recovered, and pass the disease on through bodily fluids. Men are advised to wear a condom for a year after symptoms first appear.

    Looking for clues

    The Rwandan authorities are working to identify the source of the outbreak, how far it has spread and when the first case occurred.

    Although Marburg virus disease has been reported in seven of 30 districts in the east African nation, the readiness of unaffected districts is also being ensured to mitigate the spread and quickly identify any spillover.

    The World Health Organization (WHO) is working with Rwanda’s neighbouring countries, including the Democratic Republic of Congo, Burundi, Kenya, Tanzania and Uganda, to review their readiness to respond to the outbreak.

    The WHO assesses the risk of the Marburg virus outbreak as “very high” at the national level and “high” at the regional level. However, at a global level, the risk remains low.

    European Parliament resolution on strengthening Moldova’s resilience against Russian interference ahead of the upcoming presidential elections

    The European Parliament,

     having regard to its previous resolutions on the Republic of Moldova and on Eastern Partnership countries,

     having regard to the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and the Republic of Moldova, of the other part[1], which includes a Deep and Comprehensive Free Trade Area and which fully entered into force on 1 July 2016,

     having regard to Article 49 of the Treaty on European Union,

     having regard to the Republic of Moldova’s application for European Union (EU) membership, submitted on 3 March 2022,

     having regard to the Versailles Declaration of 10 and 11 March 2022,

     having regard to the EU statement of 21 March 2024 at the OSCE Permanent Council No 1466 in Vienna on the recent security incidents in the Transnistrian region,

     having regard to Rule 136(2) of its Rules of Procedure,

    A. whereas a presidential election is scheduled to be held in Moldova on 20 October 2024; whereas a referendum on Moldova’s accession to the EU is set to take place on the same day as the presidential election;

    B. whereas Russia has persistently sought to influence, subvert and undermine free, fair and independent elections in Moldova, as well as in various EU countries, by using disinformation, covert activities, corruption and many other hybrid warfare tactics aimed at destabilising the West; whereas, despite recent legislative improvements, concerns regarding campaign financing and the use of illicit Russian funds to influence electoral outcomes remain among the most sensitive issues within Moldova’s electoral landscape; whereas Russia’s efforts to exert influence are expected to increase in the run-up to Moldova’s presidential election;

    C. whereas there has been a noticeable shift in Russian interference tactics, with Russia expanding its support beyond traditional hard-line pro-Russian parties to a broader spectrum of political actors; whereas this spectrum now includes not only moderately pro-Russian and pro-Moldovan groups but also groups presenting themselves as ‘pro-European’; whereas this strategy appears, deceptively, to offer disillusioned voters a range of alternatives to the Party of Action and Solidarity, seeking to fragment the political landscape and dilute genuine support for the current government; whereas this shift reflects the Kremlin’s evolving approach to influence operations, prioritising the creation of multiple fronts to undermine democratic processes and foment internal discord;

    D. whereas Moldova’s local elections on 5 November 2023 reportedly saw unprecedented levels of Russian interference, including disinformation campaigns, voter bribery and financial support for pro-Russian parties, which pose a serious threat to Moldova’s democratic process ahead of the presidential election in October 2024; whereas recent reports by Moldovan investigators unveil the possibility that more than USD 15 million of Russian funds have allegedly been transferred to bribe voters in the upcoming elections;

    E. whereas Moldova has taken steps to combat Russian interference, including by banning pro-Russian parties, sanctioning oligarchs, suspending media outlets that spread disinformation, and increasing customs controls; whereas these efforts require further support from the international community and the EU in particular;

    F. whereas on 3 March 2022 the Republic of Moldova applied for EU membership and, on 17 June 2022, the European Commission presented its opinions on the applications submitted by Ukraine, Georgia and Moldova; whereas Moldova was granted the status of candidate country on 23 June 2022 by unanimous agreement of the 27 Member States; whereas the Commission outlined nine steps for Moldova to address in its 2023 Enlargement Package report, which was presented on 8 November 2023, recommending the opening of accession negotiations, provided that remaining reforms in justice, anti-corruption and deoligarchisation were accomplished; whereas the Council decided to open accession negotiations on 14 December 2023, and the first intergovernmental conference formally launching these negotiations was held on 25 June 2024;

    G. whereas the EU has imposed sanctions on key Moldovan oligarchs and pro-Russian actors, and the United States (US) has repeatedly warned Moldova of Russian plans to destabilise and overthrow its government;

    H. whereas Russian actors, including sanctioned individuals like fugitive Moldovan oligarch Ilan Shor, have been directly involved in those destabilisation efforts, using state-funded Russian media outlets located in Russian territory and criminal networks to influence Moldovan politics;

    I. whereas Russian interference, combined with Moldova’s vulnerable economic situation, political divisions and geostrategic importance, risks undermining Moldova’s future in the EU, despite its significant progress towards EU accession; whereas oligarch-backed media and corrupt financial networks continue to destabilise Moldova’s political landscape, posing a threat to its sovereignty and democratic institutions;

    J. whereas Russia Today (RT) and its employees, including editor-in-chief Margarita Simonyan, have directly coordinated with the Kremlin to support Russian Government efforts to influence the October 2024 Moldovan election; whereas Simonyan leverages the state-funded platforms in which she holds leadership positions – namely RT, Sputnik, and their parent company, the international information agency Rossiya Segodnya, a federal state unitary enterprise – to attempt to foment unrest in Moldova, likely with the specific aim of causing protests to turn violent;

    K. whereas Russia is escalating its years of ‘grey zone’ assaults on Moldova through disinformation, cyberattacks, bomb threats and other manipulations; whereas this campaign is part of what experts and government officials discuss as Russia’s steadily evolving hybrid war from the Baltic to the Black Sea: its invasion of Ukraine and destabilisation efforts against Georgia, Estonia and other neighbours; whereas Putin’s primary instruments for destabilising Moldova are propaganda and the corruption exercised by billionaire allies such as Ilan Shor and former ruling party leader Vladimir Plahotniuc, as well as Russia’s influence over two regions: Gagauzia, a stronghold of Ilan Shor in the south, and Transnistria, located on Moldova’s eastern border and controlled by Russian troops;

    L. whereas in 2023, the Russian government expanded the operational scope of RT by embedding within it a cyber-unit with direct ties to the Russian state; whereas this unit has been involved in intelligence and influence operations globally, including in Moldova; whereas the information gathered by this entity, operating under RT’s cover, is reportedly funnelled to Russian intelligence agencies, state-controlled media, mercenary groups and other actors aligned with the Russian Government; whereas RT is also engaged in disinformation campaigns, covert influence operations and military procurement efforts in support of Russia’s war in Ukraine;

    M. whereas the Intelligence and Security Service of the Republic of Moldova published a report in 2023 highlighting the unprecedented intensity of the actions carried out by the Russian Federation aimed at anchoring the Republic of Moldova within its sphere of influence; whereas the mechanism used to carry out this threat is of a hybrid nature, aiming operationally at attacking democratic processes and undermining Moldova’s path towards European integration by amplifying radical, separatist tendencies in the southern region of Moldova, particularly in Gagauzia, spreading propaganda and altering the information space, interfering in Moldova’s electoral process and conducting subversive operations;

    N. whereas on 18 September 2024 two close allies of Ilan Shor – Marina Tauber, member of the Parliament of Moldova, and Governor (Bashkan) of Gagauzia Evghenia Guțul – met the spokesperson of the Russian Foreign Ministry, Maria Zakharova, and subsequently released false information about the EU and Moldova’s future in it, thus manipulating Moldovan citizens and trying to influence the upcoming election;

    O. whereas Moldova faces growing economic and security challenges, including the risk of political backsliding if Russia-backed candidates succeed in the upcoming presidential election;

    P. whereas Ukraine’s decision to close its border with Transnistria, which hosts 1 500 Russian troops, significantly curtailed trade between Kyiv and Tiraspol, cutting off critical revenue streams and reducing Transnistria’s trade volumes with Russia by 22 % in 2022; whereas Moldova now controls most of Transnistria’s access to external trade, representing an unprecedented opportunity to influence the separatist region; whereas Moldova has implemented a pressure strategy that includes criminalising separatism, tightening customs checks and stripping Transnistrian businesses of customs privileges, thus creating significant economic strain; whereas, despite receiving free Russian gas, Transnistria remains vulnerable to the potential cutting off of the Russian gas transit through Ukraine by December 2024, which could leave the region without energy;

    Q. whereas Russia has a substantial military presence in the Black Sea, including through undisclosed numbers and capabilities of its submarines, and considerable potential to dominate adjacent maritime transport routes; whereas the volatile situation in Transnistria poses a strategic risk, as Russia could seize control of the region and escalate the conflict, owing to Ukraine’s likely military response;

    R. whereas, according to journalistic investigations, dozens of priests from the Metropolis of Moldova travel to Russia, where they receive cards through which they later withdraw funds; whereas these trips are reportedly organised by Ilan Shor in close collaboration with the Russian Orthodox Church, which is closely aligned with the Kremlin regime, with the intention of using the clergy for electoral purposes;

    S. whereas in response to Russia’s continued efforts to undermine Moldovan democracy and interfere in Moldova’s electoral processes, the US State Department is imposing additional sanctions on a critical aspect of Russia’s malign influence in Moldova;

    1. Stands in solidarity with the people of the Republic of Moldova and reiterates its unwavering support for the independence, sovereignty and territorial integrity of the Republic of Moldova within its internationally recognised borders; in particular, commends Moldova for its 2022 electoral code reforms, which addressed long-standing recommendations and set a stronger framework for the upcoming election and for an increase in the number of polling stations abroad and a new partial postal voting initiative; stresses also the important role being played by the Republic of Moldova in the safety and stability of the EU’s eastern border in the context of the humanitarian crisis caused by Russia’s war of aggression against Ukraine;

    2. Strongly condemns Russia’s repeated attempts to destabilise the Republic of Moldova, its institutions and society; calls on the Russian authorities to respect the Republic of Moldova’s independence, sovereignty and territorial integrity, to cease its provocations and attempts to destabilise the country, and to immediately and unconditionally withdraw its military forces from the occupied territories of Moldova (Transnistria), Georgia (Abkhazia and South Ossetia) and Ukraine;

    3. Reaffirms its full commitment to the Republic of Moldova’s membership of the EU; welcomes the Moldovan authorities’ considerable efforts to advance the reform agenda and their determination to fulfil the nine steps identified in the Commission’s opinion of 17 June 2022 in order to progress towards EU membership, despite Russia’s pressure on Moldova and the crises triggered by Russia’s war of aggression against Ukraine;

    4. Stresses that, based on the experience of the 2023 local elections, the Russian Federation is likely to employ the tactic of using ‘filler’ parties in the upcoming parliamentary elections in 2025, creating a smokescreen to facilitate the entry of at least one Ilan Shor-controlled party into Parliament;

    5. Congratulates Moldova for the first intergovernmental conference on the opening of accession negotiations, which occurred in June 2024, only two years after the granting of candidate status, and thus serves as evidence of Moldova’s determination to fulfil the EU’s reform agenda; acknowledges the significant progress made by Moldova in the EU accession process and calls for the intergovernmental conference to conclude cluster 1 of the negotiations in the coming year;

    6. Calls on NATO and its members to consider enhancing NATO’s naval presence and readiness in the Black Sea region;

    7. Calls for the EU to support Moldova’s efforts toward the peaceful reintegration of Transnistria by providing financial and technical assistance for economic stabilisation, social cohesion measures and the diversification of Transnistria’s energy through neighbouring Member States, ensuring that Moldova’s progress toward EU accession is not undermined by the unresolved status of Transnistria;

    8. Encourages the Government of Moldova, as the country advances on its path to EU accession, to repair the injustices done by the oppressive Soviet occupation to all religious denominations;

    9. Recognises the Orthodox Metropolis of Bessarabia as a victim of Soviet oppression; notes in this regard that the Orthodox Metropolis of Bessarabia, after it was abusively abolished by the Soviet authorities, was not officially recognised until 2002, after a decision of the European Court of Human Rights;

    10. Calls on the Commission, the European External Action Service and the Member States to urgently provide funding and expertise to support the training of short-term election observers in Moldova for the October 2024 elections, in collaboration with the Organization for Security and Co-operation in Europe and its dedicated services and offices;

    11. Calls on the Commission to consider enhanced cooperation to provide Moldova with specific counter-interference technical assistance and to improve Moldova’s election infrastructure, including assisting with the implementation of secure voting technologies and measures to ensure the integrity of the transmission of vote count results;

    12. Urges the Commission to develop and present a comprehensive growth plan for Moldova that would aim to facilitate foreign investment and foster economic development within the country; calls for the continued provision of robust financial support to Moldova to ensure its sustainable growth and stability; further calls for the permanent abolition of import duties and quotas on Moldovan exports to the EU;

    13. Welcomes the assistance provided under the European Peace Facility in support of the Armed Forces of the Republic of Moldova, aimed at modernising the country’s air defence capabilities, and calls for the continued provision of such support; notes that every sovereign state has the inherent right to invest in its defence capabilities, and affirms that such actions are fully consistent with the Republic of Moldova’s status of neutrality;

    14. Commends the launch of the EU Partnership Mission in the Republic of Moldova under the common security and defence policy, aimed at strengthening the resilience of Moldova’s security sector; strongly supports the mission’s activities and its role in providing crucial assistance and expertise to enhance the country’s security and stability;

    15. Commends the signing of the security and defence partnership, which will strengthen Moldova’s resilience and enable the EU and Moldova to jointly address common security challenges; emphasises that Moldova is the first country to sign such a partnership with the EU, demonstrating the strong commitment of both parties to enhanced cooperation in the field of security and defence;

    16. Calls for the EU, the US, Canada and the United Kingdom to continue to apply and expand sanctions against individuals, media outlets and entities involved in Kremlin-sponsored activities to subvert the democratic processes and electoral integrity of Moldova and all EU countries and partners;

    17. Urges the Moldovan Government to increase vigilance over potential electoral irregularities, enhance public communication on election security, and prepare to address Russian attempts to incite protests following the election results;

    18. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Government and Parliament of the Republic of Moldova, the Russian Federation, the Organization for Security and Co-operation in Europe, the United Nations and the Council of Europe.

  • MIL-OSI USA News: Statement from NSC Spokesperson Sean Savett on Marburg Virus Disease  Outbreak

    The Biden-Harris Administration is committed to preventing, detecting and responding to health emergencies globally. On September 27, Rwanda’s Ministry of Health announced an outbreak of Marburg Virus Disease (MVD) and the Biden-Harris Administration is working closely with the Government of Rwanda to end the MVD outbreak as quickly as possible. As we have all experienced in recent years, health emergencies are a global issue we must address together. CDC assesses that the risk of infection with this virus in the United States is low, and there are currently no confirmed MVD cases outside of Rwanda.

    Since learning of this outbreak, the United States has committed to making nearly $11 million available to address urgent health needs in Rwanda and surrounding countries, including support for surveillance and contact tracing, infection prevention and control guidance, and exit screening at Rwanda’s airport and neighboring border crossings. And within days of learning of the MVD outbreak, CDC deployed three senior scientists to Rwanda to support its response. Although there are currently no FDA-approved vaccines or drugs against MVD, the United States contributed hundreds of investigational vaccine doses and a small number of investigational therapeutics doses, which arrived in Rwanda this weekend. The United States has also contributed more than 500 MVD tests and 500 units of personal protective equipment, which have arrived in Rwanda to support response efforts and protect health workers.

    In times of crisis, we must work together to quickly save lives. The Government of Rwanda has taken action to contain this outbreak and protect the health and wellbeing of the Rwandan people, and the United States will continue supporting those efforts. We must also continue to build preparedness between crises, which is why the United States has supported global health security work for more than two decades to help build capacity to prevent, detect, and respond to infectious disease threats across the world.

    Even as we respond to crises abroad, the top priority for the Biden-Harris Administration is protecting the American people. To keep Americans safe, we are implementing additional precautions for a small, select group of travelers arriving in the United States from Rwanda, including additional public health entry screenings. To facilitate these precautions, the United States will finalize plans in the coming week to redirect passengers who were recently in Rwanda to certain U.S. airports for public health entry screening and follow up measures. These measures will advance ongoing efforts to protect public health and reduce the risk of MVD coming into the United States.

  • MIL-OSI Europe: Answer to a written question – Withdrawal of the marketing authorisation for AstraZeneca’s vaccine – E-001557/2024(ASW)

    In August 2020, the Commission, acting on behalf of participating Member States and the company AstraZeneca, entered into an Advance Purchase Agreement (‘EU APA’) for the supply of 300 million doses of the COVID-19 vaccine under development by AstraZeneca.

    The APA remained in force until March 2022, when the final doses purchased under the APA were delivered to the Participating Member States. The withdrawal of the marketing authorisation for Vaxzevria in March 2024 did not affect the implementation of the APA.

    The date of the marketing authorisation withdrawal does also not impact the company’s liability or obligation to provide compensation for side effects from vaccines administered prior to the withdrawal, in line with the terms of the APA.

  • MIL-Evening Report: One of science’s greatest achievements: how the rapid development of COVID vaccines prepares us for future pandemics

    Since COVID was first reported in December 2019, there have been more than 775 million recorded infections and more than 7 million deaths from the disease. This makes COVID the seventh-deadliest pandemic in recorded history.

    Factors including climate change, disruption of animal habitats, poverty and global travel mean we’re only likely to see more pandemics in the future.

    It’s impossible to predict exactly when the next pandemic will happen, or what it will be. But experts around the world are working to prepare for this inevitable “disease X”.

    One of the cornerstones of being prepared for the next pandemic is being in the best possible position to design and deploy a suitable vaccine. To this end, scientists and researchers can learn a lot from COVID vaccine development.

    A look back

    After SARS-CoV-2 (the virus that causes COVID) was discovered, vaccine development moved very quickly. In February 2020 the first batch of vaccines was completed (from Moderna) and the first clinical trials began in March.

    An mRNA vaccine from Pfizer/BioNTech was the first to be approved, on December 2 2020 in the United Kingdom. Approvals for this and other vaccines, including shots developed by Moderna (another mRNA vaccine) and Oxford/AstraZeneca (a viral vector vaccine), followed elsewhere soon afterwards.

    Previously the fastest vaccine developed took around four years (for mumps in the 1960s). Had COVID vaccines taken this long it would mean we would only just be rolling them out this year.

    An estimated 13.72 billion COVID vaccine doses have now been administered, with more than 70% of the world’s population having received at least one dose.

    The rapid development and rollout of COVID vaccines is likely to be one of the greatest achievements of medical science ever. It also means we are in a much better position to respond to future emerging pathogens.

    New vaccine technology

    A lot of work over many years prepared us to develop COVID vaccines as quickly as we did. This included developing new platforms such as viral vector and mRNA vaccines that can be adapted quickly to new pathogens.

    While scientists had been working on mRNA vaccines for decades before the COVID pandemic, the COVID shots from Pfizer/BioNTech and Moderna were the first mRNA vaccines to be approved for human use.

    These vaccines work by giving our body instructions (the “m” in mRNA stands for messenger) to make SARS-CoV-2 spike proteins. These are proteins on the surface of the virus which it uses to attach to our cells. This means when we encounter SARS-CoV-2, our immune system is poised to respond.

    This technology will almost certainly be used to protect against other diseases, and could potentially help with a future pandemic.

    In the meantime, scientists are working to improve mRNA technology even further. For example, “self-amplifying RNA” has the potential to enhance immune responses at lower doses compared with conventional mRNA.

    While our current COVID vaccines are safe and very effective at protecting against severe disease, they’re not perfect. We may never be able to achieve a “perfect” vaccine, but some additional properties we’d like to see in future COVID vaccines include being better at reducing transmission, lasting longer, and needing to be updated less often as new variants emerge.

    Even now there are many COVID vaccines in clinical trials. So hopefully, COVID vaccines that improve on the initial shots will be available relatively soon.

    Other desirable attributes include vaccines we can administer by alternate routes to needles. For COVID and other diseases such as influenza, we’re seeing significant developments locally and internationally on vaccines than can be administered via skin patches, through the nose, and even orally.

    Some challenges

    Developing vaccines for COVID was a huge challenge, but one that can mostly be judged a success. Research has estimated COVID vaccines saved 14.4 million lives across 185 countries in just their first year.

    However, the story of COVID vaccination has also had many other challenges, and arguably a number of failures.

    First, the distribution of vaccines was not equitable. Analysis of the initial rollout suggested nearly 80% of eligible people in high-income countries were vaccinated, compared with just over 10% in low-income nations.

    Supply of vaccines was an issue in many parts of the world, so expanding local capacity to enable more rapid production and distribution of vaccines will be important for the next pandemic.

    Further, adverse events linked to COVID vaccines, such as rare blood clots after the AstraZeneca vaccine, affected perceptions of vaccine safety. While every serious adverse event is significant, these incidents were very rare.

    However, these issues exacerbated other challenges that hampered vaccine uptake, including the spread of misinformation.

    Misinformation remains a problem now and will probably still be prevalent whenever we face the next pandemic. Addressing this challenge involves understanding what’s deterring people from getting vaccinated, then informing and educating, addressing misinformation both about vaccination and the risks of the disease itself.

    Restoring and building trust in public health authorities also needs to continue to be a focus. Trust in governments and health authorities declined during the COVID pandemic, and evidence shows lower trust is associated with lower vaccine uptake.

    Ongoing preparation

    There’s no doubt our recent experience with COVID, particularly the rapid development of multiple safe and effective vaccines, has put us in a better position for the next pandemic.

    This didn’t happen by accident. There was a lot of preparation even before COVID was first discovered that facilitated this. Organisations like the Coalition for Epidemic Preparedness Innovations (CEPI) have been supporting research to develop vaccines rapidly to respond to a new threat for some time.

    CEPI has an ongoing program that aims to be able to develop a vaccine against a new threat, or disease X, in just 100 days. While COVID vaccines have been a huge achievement, work continues in the hope we will be able to develop a vaccine even faster next time.

    Today, the U.S. Food and Drug Administration is providing an at-a-glance summary of news from around the agency: 

    • On Monday, Oct. 7, the Science Board to the FDA will convene to receive an update from the New Alternative Methods subcommittee and hear details about the FDA’s reorganization, implemented on Oct. 1, and includes significant updates to the Office of the Chief Scientist and the creation of a unified Human Foods Program. This meeting is open to the public and prior registration is not required. Attendees can access the meeting here.
    • On Thursday, the FDA Office of Women’s Health (OWH) released its updated Women’s Health Research Roadmap. The Roadmap, provides a science-based framework to address women’s health research questions and to build women’s health science into the FDA’s research activities and outlines priority areas in which new or further research is needed and serves as a catalyst for research collaborations both internal and external to the FDA. 

      “The updated roadmap serves as a guide to drive research that will address the health needs of women and bridge knowledge gaps to improve health outcomes.,” said Kaveeta Vasisht, M.D., Pharm.D., FDA’s Associate Commissioner for Women’s Health and Director, Office of Women’s Health. 

      The Roadmap will be used by OWH as a tool to promote women’s health research, advance strategic and diverse research investments, and maximize research impact.

    • On Thursday, the FDA posted a new video in the “FDA In Your Day” series. In this video Chief Medical Officer, Dr. Hilary Marston, discusses the importance of making a game plan for fall respiratory virus season. 
    • On Thursday, the FDA approved Opdivo (nivolumab) with platinum-doublet chemotherapy as neoadjuvant treatment, followed by single-agent nivolumab after surgery as adjuvant treatment, for adults with resectable (tumors ≥ 4 cm and/or node positive) non-small cell lung cancer (NSCLC) and no known epidermal growth factor receptor (EGFR) mutations or anaplastic lymphoma kinase (ALK) rearrangements. Adverse reactions were similar to those occurring in other clinical trials of nivolumab with chemotherapy. Of those who received neoadjuvant nivolumab, 5.3% were unable to undergo surgery due to adverse reactions compared with 3.5% in the placebo arm. In addition, 4.5% who received neoadjuvant treatment and surgery in the nivolumab arm had delays in surgery due to adverse reactions compared with 3.9% in the placebo arm.     • On Thursday, the FDA updated the outbreak advisory, Investigation of Illnesses: Diamond Shruumz-Brand Chocolate Bars, Cones, & Gummies to include additional cases.
    • On Thursday, the FDA published a list of unsafe imported radiation-emitting products for consumers. The FDA has significant concerns about potentially hazardous radiation-emitting electronic products that importers try to bring into the U.S. To help protect public health, the FDA publishes “Import Alerts” along with information about unsafe radiation-emitting products. Each alert lists the reason for the alert, what products or manufacturers are affected, what FDA laws and/or regulations appear to have been violated, and other information. The FDA also publishes a list of known radiation-emitting electronic products that have failed safety testing and are hazardous to use. However, this is not an exhaustive list. Consumers should be aware that even electronic products — that are not on the alerts list — may be hazardous if used unsafely. When using radiation-emitting electronic products, consumers should follow safety instructions.
    • On Tuesday, the FDA announced a new, streamlined approach for processing complaints, including whistleblower complaints related to FDA-regulated products. The public will be able to direct complaints about foods and dietary supplements to the Human Foods Program through online reporting forms, and by phone to 1-888-SAFEFOOD. 
    • On Tuesday, the FDA’s Center for Devices and Radiological Health (CDRH) announced that breakthrough designated devices reviewed in the Office of Radiological Health and the Division of Ophthalmic Devices are eligible to enroll in the Total Product Life Cycle (TPLC) Advisory Program (TAP) Pilot. Additionally, CDRH provided a resource for innovators and collaborators: TAP Pilot Engagement Tips that is intended to provide considerations that may help foster productive engagement between medical device sponsors and non-FDA parties including patients, payers, and health care providers during the medical device design and development process.
    • Last week, the FDA approved its 60th biosimilar since the start of the biosimilars program. The FDA celebrates the successful growth of the program and its impact on expanded treatment options for patients.
