  • MIL-OSI USA: Up to $2 Million Reward Offers Each for Information Leading to Arrests and/or Convictions of Malicious Cyber Actors from China

    Today, the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs is announcing two reward offers under the Transnational Organized Crime Rewards Program (TOCRP) of up to $2 million each for information leading to the arrests and/or convictions, in any country, of malicious cyber actors Yin KeCheng and Zhou Shuai, both Chinese nationals residing in China. 

    Yin and Zhou were identified as associated with an advanced persistent threat group (APT27), who are also known to private sector security researchers as “Threat Group 3390,” “Bronze Union,” “Emissary Panda,” “Lucky Mouse,” “Iron Tiger,” “UTA0178,” “UNC 5221,” and “Silk Typhoon.”  Yin and Zhou are longtime members of the eco-system China uses to perpetuate its malicious cyber activity.  They enrich themselves financially as hackers for hire for a myriad of Chinese entities.

     An FBI investigation of APT27, which began in approximately 2014, resulted in two separate indictments, announced today by the Department of Justice.  Yin is charged individually for cybercrime activity occurring from roughly 2013 to 2015, while Yin and Zhou are charged together in a separate conspiracy related to computer network intrusion activity occurring from roughly 2018 to 2020.  Yin and Zhou are each charged with wire fraud, money laundering, aggravated identity theft, and violations of the Computer Fraud and Abuse Act.

    Today’s reward offers are authorized by the Secretary under the TOCRP, which supports law enforcement efforts to disrupt transnational crime globally.  The reward offers also complement the announcement today of a Treasury sanctions action by the Office of Foreign Assets Control (OFAC) against Zhou and his company Shanghai Heiying Information Technology.   The combined actions represent a whole of government effort to combat malicious cyber actors.

  • MIL-OSI USA: $5 Million Reward Offer for Information Leading to Arrest and/or Conviction of Leader of Foreign Terrorist Organization MS-13

    With the designation of Mara Salvatrucha (MS-13) on February 20, 2025, as a Foreign Terrorist Organization (FTO) and a Specially Designated Global Terrorist (SDGT), the U.S. government is working towards building a safer, stronger, and more prosperous hemisphere in the Americas by providing all available means to eliminate the threats of violent crime by MS-13 throughout the Western Hemisphere.  The U.S. government is offering a reward under the Transnational Organized Crime Rewards Program (TOCRP) of up to $5 million, which was announced in 2023, for information leading to the arrest and/or conviction in any country of Yulan Adonay Archaga Carías, aka “Porky” and “Alexander Mendoza”, the leader of MS-13 in Honduras.  

    Archaga Carías is the highest-ranking member of MS-13 in Honduras and is responsible for directing the gang’s criminal activities, such as drug trafficking, money laundering, murder, kidnappings, and other violent crimes involving machine guns.  He is also responsible for the gang’s importation of large amounts of cocaine into the United States.  Archaga Carías remains at large.

    Archaga Carías is one of the FBI’s Ten Most Wanted Fugitives, as well as one of the DEA’s and Homeland Security Investigations’ most wanted fugitives.

  • MIL-OSI Security: Hillsvale — Southwest Nova District RCMP arrests four people, seizes drugs, cash and firearms

    Southwest Nova District RCMP Street Crime Enforcement Unit (SCEU) has arrested four people following the execution of a search warrant in Hillsvale.

    On June 3, Southwest Nova District RCMP SCEU, assisted by officers from West Hants District RCMP, executed a search warrant at a home on Ardoise School Rd. in relation to an ongoing drug trafficking investigation. At the home, a 59-year-old woman, a 59-year-old man and a 40-year-old woman, all from Hillsvale, and a 36-year-old man from Middle Sackville were safely arrested.

    During the search, officers located and seized a quantity of cocaine, cash, five rifles and drug paraphernalia.

    Melissa Sharon Millett, 40, who was wanted on a province-wide arrest warrant, has been charged with:

    • Possession for the Purpose of Trafficking
    • Possession of Firearm Knowing its Possession is Unauthorized

    Millett appeared in court and was remanded into custody. She will appear in Kentville Provincial Court on June 6, 2025, at 9:30 a.m.

    The three other people who were arrested were released on conditions. They will appear in Windsor Provincial Court at a later date to face charges of Possession for the Purpose of Trafficking and Possession of Firearm Knowing its Possession is Unauthorized.

    The investigation continues.

    At the end of May, the festival of technological presentations MIEM Tech Day was held in the atrium of the HSE building on Pokrovsky Boulevard. The event brought together the main educational, research and project tracks Moscow Institute of Electronics and Mathematics named after A.N. Tikhonov (MIEM) HSE, carried out in close cooperation with partners – leading companies, research and financial organizations of Russia.

    Engineers at the forefront of science

    On this day, the festival guests were treated to an extensive program: a Technoshow from the MIEM project block, a demo Engineering and Mathematical School HSE and VK, consultations on all educational programs of the institute, presentations and stands of partner companies, quizzes, competitions, numerous interactive zones from the festival organizers, companies, student organizations.

    The event was attended by students and teachers from HSE and other universities, representatives of MIEM partner companies, IT experts, and schoolchildren.

    In their greetings during the short opening ceremony of MIEM Tech Day, the speakers noted the importance of the engineering direction in shaping the modern portrait of the university.

    “The Higher School of Economics is a classical university, we have a wide range of areas, including engineering, which is so relevant today,” said Irina Martusevich, Vice-Rector of the National Research University Higher School of Economics. “MIEM is the heart of engineering at HSE. The university is at the forefront of scientific thought. This is also due to MIEM.”

    The general partner of the event was VK.

    “For MIEM, cooperation with leading representatives of the industry and business is, first and foremost, a growth point,” emphasized Dmitry Kovalenko, Vice-Rector of HSE and Director of MIEM. “We understand that we will not be able to reach a new level in education and research without our partners, both internal, representing HSE departments and campuses, and external, including VK, the Bank of Russia, the Element Group of Companies, MTS, InfoWatch, EkoNiva, MCST and others. The list is constantly expanding. Today, there are many companies that want to move into a new history, to a new stage of development, together with MIEM.”

    Showcase of achievements

    A striking example of the established unique joint project-based educational model is the Engineering and Mathematical School of the National Research University Higher School of Economics and VK. The annual demo of the school took place on the main stage of the festival.

    “Universities provide a solid academic base, our task is to bring in a practical component by attracting experts, interacting with students, providing cases and the opportunity to work on real projects,” says Georgy Shchelkanov, Director of University Relations at VK. “For three years now, VK, together with the National Research University Higher School of Economics, has been implementing an advanced format of project laboratories: today, students of the IMS workshops are engaged not only in educational projects, but also in applied scientific research and development. This experience allows students to develop key skills and build a career in technology.”

    Three workshops, six speakers and hundreds of listeners — the participants presented the final projects prepared during the training. For the first time, the demo was held in an open format; usually such presentations are held only among workshop participants.

    “We are holding a demo of the HSE IMS and VK in an expanded format. Last year it took place in the chamber atmosphere of St. Petersburg, and now we have gathered in the atrium on Pokrovka,” explained Fyodor Ivanov, director Center for the organization of work on the project “Advanced Engineering and Mathematical School” HSE University. — I am glad that this event took place. For the workshop participants, studying at IMS is an opportunity to touch real projects, to try themselves in a place where the future of the IT industry is being created. In addition, we invited IMS graduates working at VK to the demo. They shared their experience of building a career track with the audience. As a result, it was a great event, in which there was a lot of communication and exchange of experience, professional and career.”

    Among the presented student developments are MLSecOps tools for analyzing vulnerabilities of machine learning models, as well as a system for monitoring the security of ML models and datasets using deduplication.

    In the field of speech synthesis, a model for assessing TTS metrics was presented, replacing human expertise with synthetic data, and a zero-shot TTS project with a Russian-language dataset. Attacks on multimodal vision-language models were also investigated, and Russian-language benchmarks were developed to assess their quality.

    The main space of the atrium hosted the showroom of the project Technoshow, an annual exhibition of the best project developments by MIEM students. This year, Technoshow was held for the seventh time, but for the first time in the atrium of the main building of the HSE. A total of 60 products of project activity, implemented in close cooperation with MIEM partners, were presented.

    Innovations, projects, developments

    An important feature of MIEM projects is their practical orientation and the use of modern technological and innovative solutions.

    “The IT industry is constantly being replenished with new technologies, this is a continuous process,” noted Ilya Semichasnov, head of Project Development Management Center MIEM. – Now, for example, no one is surprised by LLM programs that talk like a real person, but literally two years ago it was wow. Even if our students demonstrate something that already exists on the market in their developments, under the hood there will still be some innovation, a student invention.”

    All student projects presented at the Technoshow were implemented within the framework of the unique project model operating at MIEM, focused on close interaction with the institute’s partners and the reproduction of working models and mechanics used in the work of project teams in leading IT companies. The exhibition featured partner projects with VK, the Bank of Russia, Element Group, InfoWatch Group, EkoNiva and other companies. In many ways, it is this advantage of the project environment at MIEM that allows large technology companies not only to apply their own educational practices when implementing joint projects with MIEM, but also to consider the institute as an experimental platform for testing new models of project-educational cooperation with universities.

    “Our group of companies is currently a leader in the microelectronics industry, and we recognize our significant social responsibility, the need for the entire industry to develop methods for training personnel,” said Nail Vyalshin, head of education at Element Group. “In this sense, MIEM is of great importance to us: we plan to use it as a basis for building such an innovative mechanism for implementing our educational programs, including network programs, when the institute houses the head center of expertise and competencies. We plan to further broadcast this new model in the field of higher education in microelectronics when implementing educational programs at other universities.”

    The key areas of project presentations were defined: a digital university with innovative educational solutions, games and interactive applications with a focus on game design, robots and gadgets with autonomous technologies, industrial technologies for production automation, business solutions and startups based on artificial intelligence, information security solutions (from antifraud to AI protection), medical technologies for improving diagnostics, space with satellite systems, video technologies using AI, as well as clusters of projects from the joint Engineering and Mathematics School of the Higher School of Economics and VK and the MIEM Student Design Bureau with applied hardware and software projects, Center for Software Development and Digital Services with IT and IB services. As a result, MIEM’s design developments filled the entire space of the largest HSE site.

    “This is the first time that MIEM has presented itself so widely at Pokrovka,” said Veronika Prokhorova, Deputy Director of MIEM HSE. “It’s great that there are so many interested parties today. Students, teachers, and staff come up to us, ask questions, and are interested. For us, Technoshow and MIEM Tech Day are the tip of the iceberg. Today, we have gathered here the very best of what we do throughout the year. We are finally bringing it to the public and saying, ‘Guys, take a look and rejoice with us. We are great.’”

    Most of the developments presented at Technoshow are of an applied nature. Evgeny Kruk, scientific director of MIEM, notes the importance of applied sciences for introducing students to scientific research activities: “Our projects have a lot of applied science, and this is the right track for students focused on research work. A project is an entry into applied science, and applied science is the entry into fundamental science. And there is a gigantic field for discoveries.”

    The festival partners shared their impressions of the joint projects presented at Technoshow.

    “Today, milk production and agriculture in general are no longer just a plough and shovels, they are artificial intelligence, they are cutting-edge technologies that need to be implemented. In this regard, cooperation with the Higher School of Economics is a priority for us,” shared Anastasia Ornova, manager for work with the personnel reserve of the EkoNiva agricultural holding. “We have several joint projects. For example, a project on soybean phenotyping, the purpose of which is to conduct research in the field. Another project is aimed at analyzing logistics in the supply of raw milk from the agro-complex to the plant. In the near future, we are planning to hold the first joint hackathon with the National Research University Higher School of Economics.”

    “The event featured student projects, including those prepared by master’s students of the joint program with the Bank of Russia, “Information Security in the Credit and Financial Sphere,” says Elena Stavitskaya, consultant of the Department of Financial Cyber Literacy and Educational Initiatives of the Department of Methodology and Standardization of Information Security and Cyber Resilience of the Information Security Department of the Bank of Russia. “Some of the work is theoretical in nature, while others were presented in the form of implemented applied models. I would like to note the seriousness, depth, and, undoubtedly, practical nature of the projects, their focus on solving socially significant problems.”

    Thus, a joint project with the Information Security Department of the Bank of Russia offered everyone who wanted to deceive (almost always unsuccessfully) the protected algorithm of biometric identification by photo created at MIEM. Another project with the Bank of Russia presented a method for comparing countries by the level of fraud pressure, allowing to evaluate the success of the work of the structures interested in this.

    The festival also included an informal open day at MIEM HSE, as all of MIEM’s bachelor’s, specialist’s and master’s degree programs were presented in a separate area.

    In addition, the festival guests were treated not only to a scientific and educational program, but also to a variety of entertainment activities for relaxation and communication, including bingo with the opportunity to win merch from MIEM and IMS, areas for bead weaving and playing chess, as well as an area with anti-stress coloring books.

    The guests were also greatly interested in the stands and activities of partner companies and MIEM student communities – the MIEM Student Scientific and Technical Society and the MIEM Student Design Bureau.

    “MIEM Tech Day is not only an exhibition of the best technological products, but also a platform for exchanging experience,” emphasized Karina Lebedeva, consultant of the financial market training department of the Department for the Development of New Technologies in Education of the Bank of Russia. “In addition to student projects, the event featured presentations of the best cases of MIEM HSE partners. The stands of partners deserve special attention, where a large number of necessary handouts were presented. Thank you for the high level of organization of the event and the opportunity to literally touch student developments.”

    As a result, the day was filled with an atmosphere of friendly professional communication among all participants of the event – students, professionals, and those simply interested in the development of modern technologies and IT engineering.

    “What is MIEM Tech Day for me? First of all, it is people, student communities, teams, those who create the atmosphere of the event. Secondly, it is innovation, and thirdly, it is fun, because it is really fun here, it is fun to look at it, it is fun to touch it all. This is a very cool event!   • MIL-OSI Security: Police appeal for help to find missing Finchley woman

    Officers are appealing for assistance to help find 33-year-old Portia Vincent-Kirby, who is missing from Finchley.

    Portia was last seen on Friday, 21 February at around 20:45hrs in Hyde Park. After leaving her friends, she is believed to have gone to Victoria Station.

    She was reported missing to police on Thursday, 13 March.

    Officers have been trawling CCTV footage in a bid to trace her movements, with the last confirmed sighting placing her at the Blind Beggar pub in Whitechapel on Wednesday, 14 May.

    Portia’s mum, Janina, said:

    “We are all very worried as Portia is very vulnerable. Portia has not been in contact with or seen by any family or friends since February.

    “We appeal to the public for anyone to please come forward if they know anything about her or her whereabouts. We also appeal to Portia directly, please get in touch with any of your family or friends.”

    PC Harjinder Kang, from the Met’s north west missing persons unit, added:

    “We are growing increasingly concerned for Portia’s safety, as this behaviour is out of character for her. We urge anyone who may have seen her to contact police.

    “Officers have been carrying out a number of enquiries in an effort to trace her and we are now turning to the public for help. Please get in touch if you can help us locate Portia.”

    Portia is slim with blue eyes and shoulder-length dyed blonde hair. Her clothing when she went missing is unknown, however she often wears a baseball cap.

    She is also known to have links with the Kent area.

    Police would urge anyone with information on her whereabouts to call police on 101 or anonymously via Crimestoppers on 0800 555 111, quoting 01/7262039/25.

  • MIL-OSI USA: Colorado fentanyl dealer sentenced in Texas to 20 years in federal prison following ICE El Paso investigation

    ALPINE, Texas — A Colorado man was sentenced in a federal court May 27 in Alpine to 240 months in prison for distributing fentanyl to a Texas resident as a result of an investigation by U.S. Immigration and Customs Enforcement.

    The Texas Department of Public Safety’s Criminal Investigations Division, the Alpine Police Department, Brewster County Sheriff’s Office, and the U.S. Postal Inspection Service assisted with the case.

    “Fentanyl dealers trade in death,” said Jason T. Stevens, special agent in charge of HSI El Paso. “This sentence reflects the seriousness of the crime and Homeland Security Investigations’ commitment to ensure they face severe consequences.”

    According to court documents, Douglas Christopher Steele, 54, of Denver, engaged in a text message conversation with a man living in Alpine on Jan. 29, 2024. Steele agreed to mail 20 fentanyl pills to the man’s work address. Steele notified the man that he’d mailed the package of fentanyl on Feb. 2, 2024, and on Feb. 5, 2024, the man’s co-worker received the FedEx delivery. Through additional text message exchanges, Steele and the man discussed the strength of the fentanyl, and just after midnight on Feb. 6, 2024, the man messaged Steele telling him that he nearly overdosed. Later that morning, the man was found unresponsive in the restroom at his place of work. He was pronounced dead at an area hospital.

    An HSI and DPS investigation revealed the envelopes at the man’s residence had been mailed from Steele’s Colorado residence, and eventually the cell phone messages between the man and Steele.

    Steele was indicted on May 9, 2024, in Pecos, Texas, for two counts related to distributing fentanyl and was arrested May 11 in Denver. He pleaded guilty Nov. 18, 2024.

    Assistant U.S. Attorney Amy Greenbaum prosecuted the case.

    As AI and digital technologies advance, the European cyber threat landscape continues to evolve, presenting new challenges that require stronger partnerships and enhanced solutions. Ransomware groups and state-sponsored actors from Russia, China, Iran, and North Korea continue to grow in scope and sophistication, and European cyber protection cannot afford to stand still.

    That is why, today, in Berlin, we are announcing a new Microsoft initiative to expand our longstanding work to help defend Europe’s cybersecurity. Implementing one of the five European Digital Commitments I shared in Brussels five weeks ago, we are launching a new European Security Program that adds to the company’s longstanding global Government Security Program.

    This new program expands the geographic reach of our existing work and adds new elements that will become critical to Europe’s protection. It puts AI at the center of our work as a tool to protect traditional cybersecurity needs and strengthens our protection of digital and AI infrastructure.

    We are launching the European Security Program with three new elements:

    • Increasing AI-based threat intelligence sharing with European governments;
    • Making additional investments to strengthen cybersecurity capacity and resilience; and
    • Expanding our partnerships to disrupt cyberattacks and dismantle the networks cybercriminals use.

    We are making this program available to European governments, free of charge, including all 27 European Union (EU) member states, as well as EU accession countries, members of the European Free Trade Association (EFTA), the UK, Monaco, and the Vatican.

    Together, these efforts reflect Microsoft’s long-term commitment to defending Europe’s digital ecosystem—ensuring that, no matter how the threat landscape evolves, we will remain a trusted and steadfast partner to Europe in securing its digital future.

    The need for new steps – the current threat environment

    Microsoft continues to observe persistent threat activity targeting European networks from nation state actors, with Russian and Chinese activity being particularly prolific in Europe. Unsurprisingly, Russia continues to be especially focused on targets in Ukraine and European nations providing support to Ukraine. Nation-state actors, including those engaging in malicious activity from Iran and North Korea, are predominantly pursuing espionage objectives in Europe through credential theft or the exploitation of vulnerabilities to gain access to corporate and government networks. Several campaigns, including those from China, have also targeted academic institutions, compromising accounts to access sensitive research data or conduct geopolitical espionage against think tanks. Cybercriminals continue to develop Ransomware-as-a-Service beyond nation-state threats. We have seen the emergence of illicit websites rapidly gaining followings by leaking ransomware insights to be used by criminal groups to conduct attacks across Europe.

    The rise of AI is also augmenting and evolving threat actor behavior. Microsoft has observed AI use by threat actors for reconnaissance, vulnerability research, translation, LLM-refined operational command techniques, resource development, scripting techniques, detection evasion, social engineering, and brute force attacks. This is why Microsoft now tracks any malicious use of new AI models we release and proactively prevents known threat actors from using our AI products. This also underscores the importance of secure development and rigorous testing of AI models, leveraging AI to benefit cyber defenders, and close public-private partnerships to share the latest insights about AI and cybersecurity.

    Increasing AI-based threat intelligence sharing with governments

    Microsoft’s Government Security Program (GSP) has long provided governments with confidential security information and resources to help them better understand our products and the evolving threat landscape, particularly threats from nation-state actors. Building on existing efforts, our new European Security Program will increase the flow and expand access to actionable threat intelligence to European governments. Tailored to discrete national threat environments using AI insights, and delivered, when possible, in real time, this program is designed to help governments stay ahead of advancing cyber threats through:

    • Leveraging threat intelligence insights – Microsoft tracks the most sophisticated nation-state cyber activity, offering timely insights into evolving global threats. We use AI to support our analysis, which has improved our visibility and accelerated our ability to share the latest intelligence on the tactics, techniques, and procedures used by advanced persistent threat actors, including the malicious use of AI. By providing more information and faster, Microsoft will help European governments strengthen their cyber resilience and enable proactive defense.
    • Expanding cybercrime reporting – The Microsoft Digital Crimes Unit (DCU) plays a critical role in detecting and disrupting global cybercriminal infrastructure, generating invaluable real-time intelligence in the process. As part of this new effort, we are expanding the availability of this intelligence to trusted European partners to support rapid response and coordinated enforcement action through the Cybercrime Threat Intelligence Program (CTIP).
    • Providing foreign influence operations updates – The Microsoft Threat Analysis Center (MTAC) continues to monitor influence operations in Europe, which are increasingly using AI to mislead and deceive with deepfake synthetic media. MTAC also uses AI to look for commonalities across operations and will provide regular intelligence briefings on foreign influence, offering timely insights into the tactics, narratives, and digital platforms leveraged by state-affiliated actors. These briefings help policymakers and security stakeholders stay ahead of evolving disinformation campaigns and hybrid threats targeting democratic institutions and public trust.
    • Identifying vulnerabilities and prioritizing security communications – Microsoft is committed to proactive and transparent security communications, particularly in the face of emerging threats and evolving vulnerabilities. We provide customers with timely, actionable intelligence through structured programs such as the Threat Microsoft Security Update Guide, Vulnerability Reporting process, and Microsoft Defender Vulnerability Management. As part of this expanded commitment, we will offer prioritized notice of security communications, including vulnerability remediation guidance to our European Security Program partners, helping to enhance situational awareness and enabling faster responses.

    Participating governments will have a dedicated Microsoft point of contact to coordinate responses and escalate concerns. These efforts are designed to improve situational awareness and to support faster, more coordinated action across borders.

    Making additional investments to strengthen cybersecurity capacity and resilience

    Digital resilience—the ability to anticipate, withstand, recover from, and adapt to cyber threats and disruptions—requires more than technology. It requires investment in people, institutions, and partnerships. As part of the European Security Program, we are investing additional resources to further our work with European governments, civil society, and innovators to strengthen local capabilities and build long-term resilience. Highlights include:

    • Strengthening public-private collaboration – Microsoft has launched a new pilot program with Europol’s European Cybercrime Centre (EC3), embedding Microsoft Digital Crimes Unit (DCU) investigators at EC3 headquarters in The Hague to enhance intelligence sharing and operational coordination. Through this enhanced collaboration, we will enable joint investigations, identify faster threat identification, and be better positioned to disrupt cybercriminal activity targeting European institutions and citizens more effectively.
    • Supporting civil society and defending against ransomware – Microsoft has renewed our three-year partnership with the CyberPeace Institute to support NGOs and to promote accountability for bad actors, including nearly 100 Microsoft employees volunteering their time and expertise to help defend the most vulnerable in cyberspace. We will continue to support the Institute’s efforts to trace ransomware origins, identify safe havens, and uncover potential links to nation-state actors.
    • Expanding cybersecurity support to the Western Balkans – Through a new collaboration with the Western Balkans Cyber Capacity Centre (WB3C), Microsoft will scale cybersecurity in a region where malicious actors have long sought to destabilize countries bordering the EU. Microsoft stands firmly in defense of Ukraine and is now extending that commitment with WB3C to help scale cybersecurity capabilities in a geopolitically sensitive and digitally under-resourced region, aligning with broader European cybersecurity priorities.
    • Advancing AI security and innovation – Microsoft is investing additional resources to support research, expand the cybersecurity talent pipeline, and test advanced AI-assisted security tools in real-world environments using Microsoft’s security stack and Azure and Copilot capabilities. We’re working with the UK’s Laboratory for AI Security Research (LASR), a public-private partnership established to advance AI security in support of UK’s national security and economic prosperity. Together, we’re launching a joint research program focused on AI-cybersecurity challenges with a focus on critical infrastructure and agentic AI security, with an initial investment from Microsoft and research-collaboration between LASR and Microsoft Security Research Center.
    • Securing open-source innovation Through the recently launched GitHub Secure Open Source Fund, we will support open-source projects that underpin the digital supply chain, catalyze innovation, and are critical to the AI stack. By raising the security posture for European projects such as Log4J and Scancode, which are critical to the IT systems of governments and companies across the continent, the program aims to reduce future security vulnerabilities. Ensuring these tools can continuously withstand and sustainably defend against sophisticated cyber threats is essential to strengthening cyber resilience.

    These new and enhanced initiatives reflect our belief that cybersecurity is a collective endeavor—and that Europe’s digital resilience must be built from the ground up.

    Expanding partnerships to disrupt cyberattacks and dismantle cybercriminal networks

    Finally, as part of our European Security Program we are expanding our partnerships with law enforcement and regional actors to proactively identify new and innovative ways to disrupt malicious and criminal activity.

    For instance, last month, Microsoft’s Digital Crimes Unit (DCU) worked with Europol and others to take down Lumma, a prolific infostealer malware used to steal passwords, financial data, and crypto wallets. In just two months, Lumma infected nearly 400,000 devices globally, many of them in Europe. The operation seized or blocked over 2,300 command-and-control domains. Off the back of this action, we are working with Europol to identify new opportunities to continue to meaningfully disrupt and deter cybercrime.

    To accelerate future takedowns, we also launched the Statutory Automated Disruption (SAD) Program in April 2025. This initiative automates legal abuse notifications to hosting providers, enabling faster removal of malicious domains and IP addresses. Focused initially on Europe and the U.S., SAD raises the cost of doing business for cybercriminals and makes it harder for them to operate at scale.

    In addition, we’re working with local internet service providers to help remediate affected users and ensure governments have greater visibility into emerging threats.

    The DCU has long played a leading role in proactively combating cyber threats, including those originating from nation-state actors. Since 2016, Microsoft has filed seven legal actions to spotlight and disrupt nation-state threat actors from countries such as Russia, China, Iran, and North Korea, which we refer to internally by the weather-themed names Blizzard, Typhoon, Sandstorm, and Sleet, respectively. Most recently, in September 2024, Microsoft initiated a disruption action against the Russian actor Star Blizzard, mentioned above, known for hacking political targets surrounding UK’s 2022 elections and targeting NATO countries to advance its geopolitical interests involving Ukraine. Microsoft exposed the Russian actors and directly seized over 140 malicious domains in total, substantially blunting ongoing campaigns and forcing Star Blizzard to significantly alter its attack methods to other platforms, which Microsoft Threat Intelligence thereafter publicly exposed in a security blog. We will continue to act against those seeking to harm customers, governments, and individual users. These efforts are part of our broader strategy to partner with law enforcement across Europe. We are already working on coordinated disruptions to protect the digital ecosystem, and we stand ready to provide robust incident response services during crises, ensuring our partners and customers are never alone in the face of cyber adversity.

    We also believe that deterrence is a critical pillar of modern cybersecurity. The EU’s Cyber Diplomacy Toolbox plays a vital role in this effort, helping to coordinate crisis response and send a clear message that malicious activity will not go unanswered—legally, operationally, or reputationally.

    Taken together, operations like the Lumma disruption, the launch of SAD, and future coordinated disruptions are helping to prevent cybercriminals and state actors from establishing malicious infrastructure in Europe.

  • Indian Railways launches AI-driven crackdown on automated ticket bookings, records highest-ever per-minute ticketing

    In a major step toward ensuring fairness and accessibility in its ticketing system, Indian Railways has launched a wide-ranging digital reform initiative aimed at curbing unauthorized automated bookings. Central to this overhaul is the deployment of AI-powered bot mitigation systems, which have already led to the deactivation of over 2.5 crore suspicious user IDs on the IRCTC platform. This measure has significantly improved access for genuine users, especially during peak booking hours.

    As part of its broader digital transformation, Indian Railways has also integrated its ticketing system with a top-tier Content Delivery Network (CDN). This move is intended to enhance website performance and prevent disruptions caused by bot-driven traffic, which previously accounted for nearly half of all login attempts during the critical first five minutes of Tatkal bookings.

    The success of these upgrades was dramatically demonstrated on May 22, when IRCTC set a new record by booking 31,814 tickets in a single minute. This achievement underscores the scalability and robustness of the modernized infrastructure, now better equipped to handle massive volumes of simultaneous requests.

    To further enhance fairness, Indian Railways has introduced new user authentication protocols. Non–Aadhaar-verified users are now required to wait three days after registration before booking high-demand tickets such as Opening Advance Reservation Period (ARP), Tatkal, or Premium Tatkal. Meanwhile, Aadhaar-authenticated users can continue to book tickets without delay.

    These reforms have yielded measurable improvements in overall platform performance. The daily average of user logins has surged from 69.08 lakh in FY 2023–24 to 82.57 lakh in FY 2024–25, representing a 19.53 percent increase. Similarly, average daily ticket bookings rose by 11.85 percent during the same period. E-ticketing has now become the dominant mode of reservation, accounting for 86.38 percent of all reserved tickets.

    In addition to backend improvements, Indian Railways has restructured its website delivery, with 87 percent of static content now served via CDN, which ensures faster page loading and reduces server load. The system also employs sophisticated AI tools to detect and block bot activity in real-time. Suspicious user accounts are being actively identified and deactivated, with channels open for public complaints through the Cyber Crime Portal.

    In light of recent media coverage regarding the Royal Canadian Mounted Police’s (RCMP) involvement in matters related to the Israel-Hamas armed conflict, we wish to clarify the nature and scope of our activities.

    In early 2024, the RCMP initiated a structural investigation in connection with this ongoing conflict. A structural investigation is a broad, intelligence-led intake process designed to collect, preserve, and assess information potentially relevant under Canada’s Crimes Against Humanity and War Crimes Act. This includes gathering open-source material and voluntary submissions from individuals wishing to provide information. The primary objective is to proactively collect relevant information that may support future investigative steps, should jurisdictional and legal thresholds be met.

    It is important to emphasize that a structural investigation is not a criminal investigation. The RCMP employs a well-established structured protocol to efficiently triage and process incoming information related to global conflicts, this standardized initial procedure serves as a foundation for every case, after which specialized investigative techniques are applied to address the unique aspects of each investigation, including the Israel-Hamas structural investigation. Should a perpetrator of core international crimes—such as genocide, war crimes, or crimes against humanity—with the appropriate nexus to Canada be identified, the RCMP will initiate a separate criminal investigation. To date, the RCMP has not initiated any related criminal investigations.

    Although this work has been underway in a developmental capacity since early 2024, it has not been publicly announced as the RCMP continues to develop essential supporting operational tools. This includes a secure online portal available in French, English, Hebrew and Arabic, to facilitate the structured and secure any submissions of information by the public and potential witnesses. Unfortunately, technical challenges have resulted in delays to the rollout of this critical tool; once this online portal is ready for access, we will advise the public.

    The RCMP remains committed to its mandate under Canadian law, to assess credible allegations of war crimes and crimes against humanity. We conduct this work with impartiality, relying on evidence-based assessments in alignment with the principles of the rule of law.

    Given the sensitivity of the matter, we urge the public to refrain from drawing premature conclusions about the RCMP’s role or intent. This initiative is solely focused on collecting relevant information and does not target any community or group.

    BOISE — Attorney General Raúl Labrador has announced that Brandon Taro, 54, was convicted of three counts of Sexual Exploitation of a Child by Possessing Sexually Exploitative Material (Child Pornography). The Possession of Sexually Exploitative Material is a felony punishable by up to 10 years in prison. “Idaho will use every tool at our disposal to protect children and hold predators accountable,” said Attorney General Labrador. “This conviction sends a clear message that those who exploit and endanger our children will face the full force of the law in Idaho.” In September of 2024, the Internet Crimes Against Children (ICAC) Unit received a CyberTip that an online account, later identified as belonging to Taro, was being used to view and exchange Child Sexual Abuse Material (CSAM), also known as Child Pornography, with other online users. Investigator Lauren Lane was able to obtain account information from the electronic service provider (ESP) of the CyberTip, which identified Taro as the account’s owner through digital identifiers and photographs. After obtaining search warrants, officers searched Taro’s home and digital devices. Forensic examiners from the Office of the Attorney General were able to locate multiple files of CSAM and chat logs showing conversations fantasizing about having sexual contact with minor children. Many of these CSAM files depicted minor children, predominantly females, as young as approximately six years of age, and some of these files depicted children engaged in violent sex acts with adults.  Taro was sentenced on May 28, 2025, by Ada County District Judge Nancy Baskin. Judge Baskin imposed a sentence of 20 years with 2.5 years fixed and 17.5 years indeterminate. Taro will have to register as a sex offender pursuant to Idaho law. The case was investigated by Investigator Lauren Lane of the Office of the Attorney General who serves on the ICAC Task Force. Investigator Lane was assisted by the Boise Police Department, the Meridian Police Department, and Homeland Security Investigations. The case was prosecuted by Deputy Attorney General James Haws.

    (RALEIGH) Today Governor Josh Stein released the following statement on the need to protect young people by bringing order to the unregulated cannabis market:  

    “Today all across North Carolina, there are unregulated intoxicating THC products available for purchase: just walk into any vape shop. There is no legal minimum age to purchase these products! That means that kids are buying them. Without any enforceable labeling requirements, adults are using them recreationally without knowing what is in them or how much THC there is. Our state’s unregulated cannabis market is the wild west and is crying for order. Let’s get this right and create a safe, legal market for adults that protects kids.  

    “That is why I am announcing a State Advisory Council on Cannabis. I am charging this group with studying and recommending a comprehensive approach to regulate cannabis sales. They will study best practices and learn from other states to develop a system that protects youth, allows adult sales, ensures public safety, promotes public health, supports North Carolina agriculture, expunges past convictions of simple THC possession, and invests the revenues in resources for addiction, mental health, and drugged driving detection.  

    “I want to thank members of the General Assembly for their interest in addressing this gaping loophole in state law. Let’s work together on a thoughtful, comprehensive solution that allows sales to adults and that is grounded in public safety and health. We can work together and get this right.”

    Governor Stein signed the Executive Order creating the Council on Tuesday morning. The Council will include representatives from the Office of State Budget and Management, the State Highway Patrol, the Eastern Band of Cherokee Indians, the General Assembly, and the Departments of Health and Human Services, Public Safety, Revenue, Transportation, and Justice.  

    Hemp and marijuana are both types of cannabis. The difference used to be how much THC was in the plant. Today, due to the cannabis industry’s unchecked and creative product development and packaging, the terms “hemp” and “marijuana” have lost their traditional meanings and are essentially the same thing. They both contain intoxicating levels of THC. As a result, anyone, no matter their age, can legally buy cannabis products in vape shops with high concentrations of intoxicating THC here in North Carolina. The status quo of zero protection of our kids is absolutely unacceptable. That’s why the work of this Advisory Council to recommend a regulatory structure for cannabis sales is important and urgent.  

    In the meantime, at a minimum, the General Assembly should prohibit the sales of products that contain intoxicating THC to anyone under 21 by requiring photo ID age-verification and require packaging that lets adults know what is actually in cannabis products, including the amount of THC.

    WASHINGTON, D.C. — U.S. Representatives Pramila Jayapal (WA-07), Jamie Raskin (MD-08), Bill Keating (MA-09), Valerie Foushee (NC-04), and Becca Balint (VT-AL) are today introducing a resolution calling on the Trump Administration to use all diplomatic tools at its disposal to ensure humanitarian aid reaches civilians in Gaza and to bring about the release of the hostages.

    “Innocent civilian lives — children and babies — can be saved by ensuring that much-needed aid gets to Gazans,” said Congresswoman Jayapal. “This humanitarian crisis is man-made and can be solved by allowing aid trucks to enter Gaza. Every diplomatic tool in our toolbox must be used to ensure that this happens.”

    “Each passing day brings new suffering to people in Gaza, who are experiencing a humanitarian catastrophe,” said Congressman Raskin. “Our Resolution recognizes that America must act now to save countless lives in the region. Just as the time is long overdue to bring all the remaining Israeli hostages home from their captivity at the hands of Hamas, it is time to assure the delivery of desperately needed food and humanitarian aid into Gaza to end the prolonged humanitarian crisis of Palestinians living there.”

    The entire population of Gaza, an estimated 2,200,000 people, is facing acute levels of hunger. Over two months ago, Israel began a blockade on aid into the Gaza Strip. While some food is now being allowed into Gaza, it is not being allowed to do so fast enough to save lives. Since the start of the conflict, at least 54,000 Palestinians have been killed and 120,000 have been injured.

    A service delivery initiative designed to unlock a comprehensive range of government services directly to the community of Knysna is currently underway in the Western Cape.

    Taking place at the Apostolic  Faith Mission Hall in Ward 8 on Wednesday and Thursday, the outreach pogramme forms part of the Department of Employment and Labour’s “Yazini” programme, meaning “Know Your Department/ Ministry”, which aims to extend services beyond traditional office settings and into the heart of communities. 

    As part of the programme, the department will conduct inspections within the construction and hospitality sectors to ensure compliance with labour regulations.

    “Minister Meth has emphasised that the department must take services where the people reside because communities lack the means to travel to urban areas for their needs. This programme is a direct response to this call,” the department said in a statement. 

    Services offered are as follows:
    •    Unemployment Insurance Fund (UIF) services: claims, inquiries, and registration for the UIF.
    •    Employment Services South Africa (ESSA) registration: on-site registration on the ESSA system for job seekers and employers as well as work-seeker registrations.
    •    Compensation Fund (CF): assistance with registration, claims, and compliance for workplace injuries.
    •    Labour inspections: workplace compliance checks in the construction and hospitality sectors.
    •    Workplace rights education: information on labour laws, fair treatment, and dispute resolution.

    Community members are encouraged to bring along their ID card/book, certificates, UI-19, curriculum vitae when coming for services from 8am-4pm.

    Four suspects arrested in connection with the 2021 July unrest have appeared in court where the matter was postponed to next month, said the Directorate for Priority Crimes Investigation (Hawks).

    The four appeared in the Roodepoort Magistrate Court on Tuesday, charged with incitement to commit public violence.
    Bekuyise Cebekhulu (58) from KwaZulu-Natal, Jimmy Sibeko (44) from Gauteng, Busisiwe Skhosana (52) also Gauteng, as well as Bogadi Mahisa (49) from Gauteng were each granted bail of R1500.

    They will appear again in court on 02 July 2025. 

    According to the Hawks, more arrests are imminent.

    Their arrests emanate from the July 2021 unrest where it was alleged that supporters of former President Jacob Zuma, participated in a WhatsApp chat group chat named “Zuma Real Activist 100%” and other chat groups on the platform where they would post inciting messages which is believed to have led to the public violence as well as the looting of retail stores in Gauteng and KwaZulu-Natal at the time. 

    The protests, violence, and looting erupted across the two provinces following the imprisonment of the former President.
    Thorough investigations were conducted by the Hawks’ Serious Organised Crime, Crimes Against the State (CATS) in Gauteng and upon completion of the investigations, the Director of Public Prosecutions (DPP) took a decision to prosecute those who posted messages which led to the unrest. 

    Gauteng Provincial Head of the Directorate for Priority Crime Investigation, Major General Ebrahim Kadwa welcomed the arrests and commended the investigating team. 

    “[The] DPCI [Directorate for Priority Crimes Investigation] shall continue to secure in court, the attendance of anyone against whom sufficient evidence of committing a national priority offence is obtained, without fear, favour or prejudice,” said the Major General. – SAnews.gov.za

  • MIL-OSI Security: Moser RIver — RCMP arrests two women in Moser River following an altercation

    RCMP Halifax Regional Detachment has arrested two women in Moser River following a report of an altercation.

    This morning, at approximately 1:10 a.m., RCMP officers responded to a report of an altercation at a home on Moser River North Rd. When officers arrived, six adults were located inside the residence; five of whom displayed signs of impairment.

    While gathering information, one RCMP officer was assaulted by a 20-year-old woman from Halifax. During her arrest she assaulted a second officer.

    Through the investigation, it was learned that a 19-year-old woman present in the home, who is also from Halifax, had lied about her identity and was currently wanted on a province-wide arrest warrant. She was safely arrested.

    The 20-year-old woman was later released on conditions. She is scheduled to appear in Dartmouth Provincial Court on July 23, at 9:30 a.m., to face two counts of Assaulting a Peace Officer, Resisting Arrest and Mischief.

    The 19-year-old woman was later released. She is scheduled to appear in court at a later date to face a charge of Obstructing a Peace Officer.

    The investigation into an assault that occurred at the home between the persons present is ongoing.

    To promote women’s leadership in addressing transnational threats, women professionals from across Central Asia convened for a Regional Expert Group Meeting on 3 and 4 June in Tashkent, Uzbekistan. The event focused on youth, gender and labour migration in the context of preventing and countering violent extremism and radicalization that lead to terrorism (P/CVERLT).
    The meeting was jointly organized by the OSCE Project Co-ordinator in Uzbekistan, the OSCE Secretariat’s Gender Issues Programme under the WIN Project and the Transnational Threats Department’s Action against Terrorism Unit. It brought together members of the OSCE Network for Women Professionals on P/CVERLT in Central Asia to share experiences, strengthen regional co-operation, and promote inclusive and effective approaches to shared security challenges.
    “Today’s meeting is an excellent example of co-ordination and co-operation at all levels – between the OSCE Secretariat, field missions in Central Asia and, most importantly, dedicated professionals working to prevent and counter violent extremism and radicalization that leads to terrorism throughout the OSCE area,” said Ambassador Alena Kupchyna, OSCE Co-ordinator of Activities to Address Transnational Threats.
    Participants explored how youth marginalization and online violent extremist narratives are impacting online radicalization to violence in the region. Presentations from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan highlighted the importance of early prevention, multi-stakeholder engagement and context-specific tools.
    “The Network serves not only as a platform for sharing best practices and practical skills but also as a tool to strengthen the role of women in shaping gender-sensitive strategies and in developing efforts to empower women and girls,” emphasized Ambassador Antti Karttunen, OSCE Project Co-ordinator in Uzbekistan.
    The meeting also reaffirmed the value of the OSCE Network for Women Professionals on P/CVERLT as a platform for dialogue, mutual learning and policy innovation. Participants identified shared challenges and developed targeted recommendations for further actions.
    “Women must be at the forefront of building peace and security. Their expertise is essential for ensuring that responses to violent extremism are inclusive, sustainable and effective,” stated Dr. Lara Scarpitta, OSCE Senior Adviser on Gender Issues. “I am proud to see how this Network has grown into a platform for collaboration, sharing best practices and peer support across Central Asia.”

  • MIL-OSI Security: U.S. Marshals Adopt Arrest Warrant for Wenatchee Father Suspected in Murder of 3 Daughters

    Spokane, WA – The U.S. Marshals Pacific Northwest Violent Offender Task Force is working closely with the Chelan County Sheriff’s Office, the FBI, Homeland Security Investigations, the U.S. Border Patrol, Washington State Department of Corrections, Washington State Patrol, and the Wenatchee Police Department to locate and apprehend Travis Caleb Decker. Decker is suspected of kidnapping and murdering his three young daughters this past weekend. The U.S. Marshals Service is offering a reward of up to $20,000 for information directly leading to Decker’s arrests. The suspect is not known to be armed now but should be considered dangerous.

    On May 30, the Wenatchee Police Department responded to a report of three young girls (ages 9, 8, and 5) not being returned to their mother following a scheduled visitation with their father, Decker, a 32-year-old resident of the Wenatchee area and former military member with extensive tactical training.
    Law enforcement started an investigation immediately. After an Endangered Missing Person Alert was issued, a multi-agency search effort was launched across Chelan County.

    On June 2, Decker’s vehicle was located in Leavenworth. A search of the immediate area led to the discovery of the deceased bodies of all three children. Decker was not located and is currently at large.

    Arrest warrants were initially issued for Custodial Interference, later upgraded to Murder 1st Degree (3 counts) and Kidnapping 1st Degree (3 counts) following the recovery of the victims.

  • MIL-OSI Security: Greenwood — RCMP conducting further inquiries as the investigation into the homicide of Esther Jones continues

    This week members of the Southwest Nova RCMP Major Crime Unit are in Greenwood conducting further inquiries related to the homicide of Esther Jones.

    The Southwest Nova Major Crime Unit continues to investigate the homicide, which occurred in Greenwood on August 31, 2024. In September 2024, Dale Allen Toole was arrested and charged with Esther’s murder, and he remains in custody, Update: Southwest Nova RCMP Major Crime Unit charge man with First Degree Murder | Royal Canadian Mounted Police.

    Despite the extensive investigation, Esther’s remains have not yet been located. As the investigation continues, officers will be conducting further inquiries in Greenwood over the next several days; residents can expect to see police in the area.

    These inquiries are a continuation of the investigational efforts. To date, investigators have formally interviewed more than 100 people, obtained video surveillance from more than 50 businesses and homes, and searched multiple locations looking for Esther’s remains.

    MIAMI—Over Memorial Day weekend, FBI Miami joined the Miami Beach Police Department for a series of drug, firearm, and violent crime arrests and investigations. Called Operation Viper and Operation Starlight, the FBI deployed a team of agents, intelligence analysts and professional staff who specialize in violent crime investigations from May 23-25.

    The operation yielded the following enforcement outcomes:

    • Friday: 4 firearms investigations and 2 drug related arrests.
    • Saturday: 8 firearms investigations, 2 drug related arrests and 1 armed home invasion robbery investigation.
    • Sunday: 5 firearms investigations, 4 firearms related arrests and 1 arrest for a stolen vehicle.

    These investigations remain ongoing, and some may result in federal charges. As such, the FBI cannot comment further about their status at this time.

    Following is a question by Reverend Canon the Hon Peter Douglas Koon and a written reply by the Secretary for Labour and Welfare, Mr Chris Sun, in the Legislative Council today (June 4):

    Question:

    Regarding the Protection of Wages on Insolvency Fund (PWIF), will the Government inform this Council:

    (1) of the number of approved applications under the PWIF and their percentage in the total number of bankruptcy cases over the past five years;

    (2) of the total amount of ex gratia payment released under the PWIF, the accumulated surplus of PWIF and the average amount approved per application in each of the past five years;

    (3) given that the PWIF implemented enhancement measures in June 2022, which included engagement of private law firms to assist applicants in filing winding-up/bankruptcy petitions against the employers, and setting up of an in-house legal team to make recommendations direct to the Labour Department (LD) in respect of applications under section 18 of the Protection of Wages on Insolvency Ordinance (Cap. 380), of the respective number of (a) cases referred to law firms for follow-up actions (broken down into (i) cases with assistance rendered to applicants in filing winding-up/bankruptcy petitions against employers and (ii) cases not requiring the filing of winding-up/bankruptcy petitions against employers), and (b) cases received by the in-house legal team (broken down into (i) cases with recommendations made to the LD in accordance with Cap. 380 and (ii) cases not requiring the making of recommendations), since the implementation of the said enhancement measures;

    (4) given that the Government has established an interdepartmental task force to strengthen co-operation in combating illegal activities relating to PWIF abuse, in respect of fraud and other illegal acts involving the PWIF in the past five years, of (i) the number of employers, company directors, responsible individuals and employees prosecuted by the government departments concerned, and (ii) the number of successful applications made by the government departments concerned to the court for disqualifying responsible individuals of companies from being directors and taking part in the formation or management of a company;

    (5) whether it will consider increasing the penalties for PWIF abuse by legislative amendments so as enhance deterrence; if so, of the details; if not, the reasons for that;

    (6) given that the Government indicated in the paper submitted to the Panel on Manpower of this Council on March 25 last year that it would review the coverage of ex gratia payment in respect of severance payment under PWIF to explore the room for further increasing the payment ceiling in order to enhance its fully covered rate, of the progress made in this regard, and whether the Government will consider extending the coverage of the PWIF to include mandatory contributions to the Mandatory Provident Fund defaulted by employers; whether it will consider establishing a mechanism to review the PWIF regularly; if so, of the details; if not, the reasons for that; and

    (7) given that starting from April 1 last year, the Government waives the business registration levy of $150 payable to the PWIF for two years, whether the Government will consider, on the premise of not affecting the PWIF’s operation, further reducing and/or waiving such levy in the light of the slowdown in economic growth; if so, of the details; if not, the reasons for that?

    Established under the Protection of Wages on Insolvency Ordinance (PWIO), the Protection of Wages on Insolvency Fund (PWIF) aims to provide timely financial relief in the form of ex gratia payment to employees in the event of business closure of their insolvent employers. The affected employees may apply for ex gratia payment from the PWIF in respect of arrears in wages, pay for untaken annual leave, pay for untaken statutory holidays, wages in lieu of notice and/or severance payments (SP) owed by their employers.

    In response to the Member’s question, the reply is provided below:

    (1) From 2020 to 2024, the number of approved applications under the PWIF in each year is at Annex 1. The Labour Department (LD) does not keep the total number of winding-up/bankruptcy cases.

    (2) From 2020 to 2024, the total amount of ex gratia payment released under the PWIF, the average amount of ex gratia payment released per application approved and the accumulated surplus in each year are at Annex 2.

    (3) Since November 2022, the PWIF has launched enhancement measures including appointing law firms to provide free legal service to applicants to assist them in filing winding-up or bankruptcy petitions against their employers for cases under section 16 of the PWIO, so as to save them from applying for legal aid at the Legal Aid Department (LAD) and undergoing the means test to expedite the processing of applications. In addition, the PWIF has set up an internal legal team to provide the LD with recommendations on applications involving section 18 of the PWIO in place of recommendations from the LAD.

    As at April 2025, the PWIF had referred 569 cases to the appointed law firms for follow-up, while the in-house legal team had received 1 116 cases. The breakdown of the number of cases referred to the law firms for follow-up by cases with assistance rendered to applicants in filing winding-up/bankruptcy petitions against their employers and cases not requiring the filing of winding-up/bankruptcy petitions against employers, and the breakdown of the number of cases received by the in-house legal team by cases with recommendations made to the LD under section 18 of the PWIO and cases not requiring the making of recommendations are at Annex 3.

    (4) and (5) The Government takes a serious view on suspected abuse of PWIF by employers, and has set up an inter-departmental Task Force comprising representatives from the LD, the Commercial Crime Bureau of the Hong Kong Police Force (the Police) and the Official Receiver’s Office (ORO) to strengthen proactive investigation of suspicious cases.

    The LD rigorously verifies and closely monitors every application to the PWIF, and pays attention to whether the company responsible persons are involved in any other unlawful acts while operating the business and managing the finance of the company. If it is found that the company responsible persons are suspected of illegal transfer of assets, theft of company money, evasion of liabilities by deception, failure to keep proper accounting records, etc, the LD will refer such cases to the Police and/or the ORO for follow-up. When there is sufficient evidence, the law enforcement agencies will take out prosecution in accordance with the legislation such as the Theft Ordinance and the Crimes Ordinance. Upon conviction, the maximum penalty is imprisonment for 14 years (for example, in the case of fraud). Besides, as stipulated under the PWIO, any person who, in providing information in respect of a PWIF application, makes any statement which he knows to be false, or recklessly makes a false statement, or produces any false documents or records with the intent to deceive, may be prosecuted. Upon conviction, the maximum penalty is a fine of $50,000 and imprisonment for three months.

    From 2020 to 2024, the LD referred five cases involving suspected abuse of the PWIF to the Police. No substantiated case of abusing the PWIF was detected during the period. Upon referrals from the LD, the ORO during the same period disqualified through the court a total of 15 company directors and/or responsible persons from assuming a director of a company and from taking part in the promotion, formation or management of a company.

    (6) The Protection of Wages on Insolvency Fund Board (PWIF Board) and the LD review the coverage of the PWIF from time to time taking into account the socio-economic development and needs, with a view to improving the protection for employees affected by business closure of their insolvent employers in a reasonably practicable manner.

    Upon the passage of a resolution of the Legislative Council under the PWIO on March 20, 2025, the maximum amount of ex gratia payment on SP under the PWIF was increased from $100,000 plus 50 per cent of excess entitlement to $200,000 plus 50 per cent of excess entitlement to further improve the protection for employees. The new maximum amount came into effect on March 21, 2025, upon gazettal of the resolution.

    The PWIF releases payment in the form of ex gratia payment to employees who are owed wages and major sums payable upon termination of employment contracts in accordance with the Employment Ordinance. On the other hand, the Mandatory Provident Fund Schemes Ordinance aims to assist employees in accumulating the Mandatory Provident Fund (MPF) to enhance retirement protection. As the policy objectives of the PWIF and the MPF are different, the Government has no plan to expand the scope of the PWIF to cover the defaulted MPF mandatory contributions of employers.

    (7) The PWIF is mainly financed by a levy per annum on business registration. From June 17, 2022, the levy is reduced from $250 to $150 a year. In the 2024-25 Budget, the Financial Secretary announced to increase the business registration fee by $200 to $2,200 with effect from April 1, 2024. To relieve the relevant impact on enterprises, the Government waived the levy of $150 payable to the PWIF with effect from the same date for two years until March 31, 2026. The PWIF will resume the collection of the levy from April 1, 2026.

    Considering the implementation of the abolition of MPF offsetting arrangement will result in additional expenditure for the ex gratia payment on SP, the PWIF Board will continue to closely monitor the financial position of the PWIF to ensure that the PWIF maintains a stable income and a reasonable accumulated surplus to meet the additional expenditure arising from economic downturns and to sustain its continuous operation. The Government has no plan to adjust the levy at this stage.

    on the 2023 and 2024 Commission reports on Montenegro

    The European Parliament,

     having regard to the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Republic of Montenegro, of the other part[1], which entered into force on 1 May 2010,

     having regard to Montenegro’s application for membership of the European Union of 15 December 2008,

     having regard to the Commission opinion of 9 November 2010 on Montenegro’s application for membership of the European Union (COM(2010)0670), the European Council’s decision of 16-17 December 2010 to grant Montenegro candidate status and the European Council’s decision of 29 June 2012 to open EU accession negotiations with Montenegro,

     having regard to Regulation (EU) 2021/1529 of the European Parliament and of the Council of 15 September 2021 establishing the Instrument for Pre-Accession assistance (IPA III)[2],

     having regard to the 11th EU-Montenegro Stabilisation and Association Council on 14 July 2022,

     having regard to the declaration and recommendations adopted at the 22nd meeting of the EU-Montenegro Stabilisation and Association Parliamentary Committee, held on 31 October and 1 November 2024,

     having regard to Montenegro’s accession to NATO on 5 June 2017,

     having regard to Special Report 01/2022 of the European Court of Auditors of 10 January 2022 entitled ‘EU support for the rule of law in the Western Balkans: despite efforts, fundamental problems persist’,

     having regard to the Council of Europe Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention), ratified by Montenegro in 2013, and to the recommendations of the Commission on gender equality and combating gender-based violence,

     having regard to the World Press Freedom Index report published annually by Reporters Without Borders,

     having regard to the UN Refugee Agency (UNHCR) data on the Ukraine Refugee Situation as of April 2025,

     having regard to its recommendation of 23 November 2022 to the Council, the Commission and the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy concerning the new EU strategy for enlargement[4],

     having regard to its previous resolutions on Montenegro,

     having regard to its resolution of 29 February 2024 on deepening EU integration in view of future enlargement[5],

     having regard to Rule 55 of its Rules of Procedure,

     having regard to the report of the Committee on Foreign Affairs (A10-0093/2025),

    A. whereas enlargement is a key EU foreign policy tool and a strategic geopolitical investment in peace, stability, security and prosperity;

    B. whereas the new enlargement momentum, sparked by the changing geopolitical reality and the EU membership applications by several Eastern Partnership countries, has prompted the EU to accelerate its efforts towards delivering on its long-overdue commitments to the Western Balkans; whereas the future of the Western Balkan countries lies within the EU;

    C. whereas each country is judged on its own merits in fulfilling the Copenhagen criteria, including full respect for democracy, the rule of law, good governance, fundamental EU values and alignment with EU foreign and security policy; whereas the implementation of necessary reforms in the area of ‘fundamentals’ determines the timetable and progress in the accession process;

    D. whereas Montenegro has gone furthest in the accession process, with all 33 chapters of the EU acquis open and six provisionally closed, and has significant public support therefor;

    E whereas the EU is Montenegro’s largest trading partner, investor and provider of financial assistance;

    F whereas Montenegro is exposed to malign foreign influence, disinformation campaigns and other forms of influence, including election meddling, hybrid warfare strategies and unfavourable investments from non-EU actors, particularly Russia and China, which are trying to influence Montenegro’s political, economic and strategic trajectory and threaten democratic processes and media integrity, jeopardising the country’s prospects for EU accession;

    G. whereas on 8 June 2024, an ‘All-Serb Assembly’ took place in Belgrade with the participation of high-ranking parliamentarians under the slogan ‘One people, one Assembly’;

    Commitment to EU accession

    1. Recognises Montenegro’s firm commitment to EU accession and reaffirms its full support for the country’s future EU membership; welcomes Montenegro’s leading regional position in the EU accession process as well as the overwhelming support of Montenegro’s citizens and the majority of political actors for joining the EU in 2028;

    2. Welcomes Montenegro’s positive progress in enacting EU-related reforms and measures, underpinned by an ambitious timeline and calls for collective efforts of political actors, civil society and citizens; commends Montenegro for meeting the interim benchmarks for Chapters 23 and 24, which continue to determine the overall pace of negotiations, and for receiving a positive Interim Benchmark Assessment Report; welcomes the closure of three more negotiating chapters, bringing the total to six;

    3. Encourages all political actors to stay focused on EU integration and the required reforms; stresses the need for political stability, commitment and constructive engagement in consensus building across party lines in order to move swiftly and more effectively towards closing additional chapters in 2025, so as to achieve the country’s ambitious timeline; stresses that the reforms adopted must be implemented effectively and consistently to ensure genuine progress and full alignment with EU legislation; calls for a strengthening of the functioning of, and coordination between, state institutions in order to achieve political stability and advance the country’s substantial progress in implementing key EU-related reforms, in particular electoral and judicial reforms and the fight against organised crime and corruption;

    4. Underlines that the credibility of the EU, including its enlargement policy as a whole, would be affected if tangible progress achieved by certain Western Balkan countries does not translate into clear advancements on the EU accession path;

    5. Welcomes Montenegro’s sustained full alignment with the EU’s common foreign and security policy (CFSP), including EU restrictive measures, inter alia, those related to Russia’s war of aggression against Ukraine and those targeted against cyberattacks, as well as its support for the international rules-based order at UN level; encourages Montenegro to strengthen the enforcement of restrictive measures and avoid their circumvention and to seize the assets of those sanctioned; calls on all government representatives to respect and promote CFSP alignment and EU values and refrain from any activities that may threaten Montenegro’s strategic path towards EU membership and its sovereignty; is highly concerned, in this context, by public high officials’ statements in support of the President of the Republika Srpska entity, Milorad Dodik, who is undermining the sovereignty and territorial integrity of Bosnia and Herzegovina; regrets the participation of high-ranking parliamentarians from Montenegro in the ‘All-Serbian Assembly’ in Belgrade as well as their support for the declaration adopted on that occasion undermining the sovereignty of Montenegro, Bosnia and Herzegovina and Kosovo;

    6. Underlines the strategic importance of Montenegro’s NATO membership and welcomes its active involvement in EU common security and defence policy missions and operations, such as EU Naval Force Operation Atalanta, and in NATO and other international and multilateral missions; welcomes the decision of Montenegro’s Council for Defence and Security to approve the participation of its armed forces in the EU Military Assistance Mission in support of Ukraine and NATO’s Security Assistance and Training for Ukraine and calls on the Montenegrin Parliament to adopt these decisions, thereby reinforcing the country’s commitment to collective security;

    7. Commends Montenegro for its humanitarian and material support to Ukraine and for extending the temporary protection mechanism that grants persons fleeing Ukraine the right to stay in Montenegro for one year; recalls that Montenegro is among the Western Balkan countries hosting the largest number of Ukrainian refugees, with over 18 800 refugees from Ukraine registered in Montenegro as of 31 January 2025, according to UNHCR statistics;

    8. Remains seriously concerned by malign foreign interference, destabilisation efforts, cyberattacks, hybrid threats and disinformation campaigns, including attempts to influence political processes and public opinion, by third-country actors, which discredit the EU and undermine Montenegro’s progress on its accession path; urges Montenegro to adopt countermeasures in stronger cooperation with the EU and NATO and through increased regional cooperation among the Western Balkan countries; notes that religious institutions can be used as a tool for external influence and condemns any undue interference by the Serbian Orthodox Church in this regard; reiterates the importance of building resilience capacity against foreign information manipulation and interference, including through greater oversight of the media landscape, public awareness campaigns and media literacy programmes; recommends that Montenegro establish a dedicated hybrid threat task force;

    9. Urges the Commission, the European External Action Service (EEAS), the Delegation of the EU to Montenegro and the Montenegrin authorities to boost strategic communication to Montenegrin citizens on the benefits of the enlargement process and EU membership, as well as on the concrete accession criteria that Montenegro still needs to fulfil to align with EU requirements; urges them, furthermore, to improve the EU’s visibility in the country, including as regards EU-funded projects; calls for StratCom monitoring to be expanded in order to concentrate on cross-border disinformation threats in the Western Balkan countries and their neighbours; calls on the Commission to further support the efforts of the EEAS and the Western Balkans Task Force so as to expand outreach activities by increasing visibility in local media, fact-checking reports and partnering with civil society organisations to counter false narratives more effectively;

    10. Welcomes the Montenegrin Parliament’s renewed engagement in the Stabilisation and Association Parliamentary Committee;

    Democracy and the rule of law

    11. Recognises the Montenegrin Parliament’s key role in the accession process, notably as regards passing accession-related legislation, and underlines the importance of parliamentary cooperation in this regard; reiterates the European Parliament’s readiness to use its political and technical resources to advance the EU-related reform agenda, including through democracy support activities; notes, with concern, the re-emerging tensions and ethnic polarisation, which are slowing the reform process; calls for constructive dialogue and consensus building across the political spectrum, prioritising legislative quality, and strongly urges that solutions be found through parliamentary dialogue; calls for preventing identity politics from diverting attention from the EU agenda or straining relations with its neighbours, ensuring that Montenegro remains firmly on the EU path; welcomes the agreement between the Montenegrin Prime Minister and opposition leaders to request an opinion from the Venice Commission regarding the termination of the mandate of Constitutional Court judge Dragana Đuranović and for the opposition to return to the parliament;

    12. Expresses its concern about attempts to amend the law on Montenegrin citizenship in the Montenegrin Parliament, which could have serious and long-term implications for the country’s decision-making processes and identity, while emphasising that any discussions on identity politics must be handled with the utmost sensitivity to avoid further polarisation and should aim for broad societal consensus; encourages the Montenegrin authorities to consult and coordinate with the EU on any possible changes to the law on citizenship and stresses the importance of achieving consensus on any matters relating to this subject of crucial importance for the identity and independence of Montenegro;

    13. Strongly encourages the Montenegrin Parliament to hold inclusive and transparent public consultations and regular and meaningful engagement with civil society in decision-making from an early stage in the legislative process, notably for key legislation in the EU reform process; encourages a more active role for the Montenegrin Parliamentary Women’s Club;

    14. Calls on Montenegro to fully align its electoral legal framework with EU standards, notably as regards harmonising electoral legislation, voting and candidacy rights restrictions, transparency, dispute resolution mechanisms, campaign and media oversight, and political party and election campaign financing, and to implement the recommendations of the Organization for Security and Co-operation in Europe’s Office for Democratic Institutions and Human Rights[6]; urges Montenegro to increase transparency and control of political party spending and prevent the abuse of state resources by bringing the relevant legislation into line with EU standards, as well as enhancing the enforcement of third-party financing rules and strengthening sanctions for violations; highlights the role of the Agency for Prevention of Corruption (APC) in this regard, and calls for increased cooperation between the APC and financial intelligence authorities to detect and prevent foreign influence in political campaigns; calls, furthermore, on Montenegro to implement the recommendations of the UN Committee on the Elimination of Discrimination against Women (CEDAW) on gender parity on electoral lists;

    15. Reiterates its call on the Montenegrin authorities to establish a single nationwide municipal election day, as provided for in the Law on Local Self-Government, in order to enhance governance efficiency, reduce political tensions and strengthen the stability and effectiveness of municipal and state institutions; recalls that future disbursement of funds under the Reform and Growth Facility is contingent on the fulfilment of this reform, in line with Montenegro’s commitments in its reform agenda, and should be pursued as a matter of priority; welcomes the fact that, in 2022, elections in 14 municipalities were held on the same day; calls for a robust legislative framework in this regard; is concerned by the misconduct of the electoral process in the municipality of Šavnik;

    16. Calls on the Montenegrin authorities to adopt the Law on Government that should enable an improved governance framework and the optimisation of public administration;

    17. Underlines the importance of a professional, merit-based, transparent and depoliticised civil service; calls on Montenegro to amend and implement the relevant legislation to provide a framework for the professionalisation, optimisation and rationalisation of state administration, including procedural safeguards against politically motivated decisions on appointments and dismissals, as well as high standards for managerial positions; regrets the lack of significant progress in adopting and effectively implementing such legislation and highlights that this allows for public service recruitment to remain subject to political influence;

    18. Welcomes Montenegro’s inclusion in the Commission’s 2024 Rule of Law Report; notes, with concern, the identified deficiencies, including judicial appointments and the independence of the prosecutor’s office;

    19. Welcomes the progress made in implementing key judicial reforms, adopting a new strategic framework and completing long-outstanding judicial appointments; calls on Montenegro to fill the remaining high-level judicial positions;

    20. Urges Montenegro to further align its legal framework, including the constitution, in particular on the composition and decision-making process of the Judicial Council, with EU laws and standards on the independence, accountability, impartiality, integrity and professionalism of the judiciary,  and to further depoliticise appointments to bolster independence, implement outstanding international recommendations, and determine criteria for the retirement of judges and prosecutors in line with European standards and in full compliance with the Constitution; regrets the pending case backlog and calls on Montenegro to take measures to reduce the duration of legal proceedings, particularly for serious and organised crime cases, notably on money laundering; recommends that Montenegro adopt the amendments to the Constitution in the final stage of the country’s EU accession negotiations;

    21. Notes the steps taken in the fight against corruption, including new laws and provisions on the protection of whistleblowers, the creation of a new National Council for the fight against corruption and a new anti-corruption strategy for 2024-2028; encourages Montenegro to further align with the EU acquis and EU standards and address recommendations by the Commission, the Venice Commission and the Group of States against Corruption (GRECO); encourages the Montenegrin authorities to continue addressing existing deficiencies in the handling of organised crime cases and the seizure and confiscation of criminal assets;

    22. Urges Montenegro to step up its criminal justice response to high-level corruption, including by strengthening the effective enforcement of existing criminal legislation and imposing effective and deterrent penalties, and to create conditions for judicial institutions and independent bodies dealing with corruption to function effectively, free from political influence;

    23. Notes the work of the Agency for Prevention of Corruption and calls for it to be provided with sufficient funding and for it to be depoliticised; expects the Agency to deliver tangible results and act non-selectively to strengthen its integrity and enhance its authority in carrying out its competences effectively; calls for a stronger corruption prevention framework;

    24. Urges Montenegro to align its weapons legislation with EU law and international standards, particularly as regards technical standards for firearm markings, deactivation procedures and regulations for alarm and signal weapons, as well as to establish a standardised and effective data collection and reporting system for firearms; is appalled by the tragic mass shooting in Cetinje and expresses its condolences to the victims’ families; expresses its concern over the exploitation of this tragedy for disinformation and ethnic polarisation; urges Montenegro to strengthen its crisis communication to counter disinformation and ensure responsible media reporting in the aftermath of violent incidents; calls for systematic actions in the areas of security, mental well-being and institutional transparency, as well as in civic education and public awareness, outreach and educational initiatives, on the dangers and risks of firearms, in line with citizens’ expectations and societal needs;

    25. Calls on Montenegro to urgently fully align its visa policy with that of the EU, especially as regards countries posing irregular migration or security risks to the EU; expresses its concern that, contrary to expectations, two additional countries have been added to the visa-free regime and that Russian and Belarusian passport holders continue to benefit from a visa-free regime; notes that the harmonisation of the visa policy is also provided for in Montenegro’s reform agenda under the Reform and Growth Facility;

    26. Welcomes the ongoing cooperation between Montenegro and the European Border and Coast Guard Agency (Frontex), Europol, Eurojust and the European Union Agency for Law Enforcement Training (CEPOL), and notes the importance of this cooperation in tackling cross-border crime, including the trafficking of weapons, drugs and human beings, and in combating terrorism and extremism; welcomes the entry into force of the upgraded agreement on operational cooperation in border management with Frontex on 1 July 2023 and encourages further cooperation between Montenegro and Frontex to strengthen border management, support asylum procedures, fight smuggling and enhance readmission;

    Fundamental freedoms and human rights

    27. Regrets that the most vulnerable groups in society still face discrimination; calls on Montenegro to adopt a new anti-discrimination law and relevant strategies, through an inclusive, transparent and meaningful process that actively involves those most affected, to improve vulnerable groups’ access to rights; underlines that respect for the rights of all national minorities is an integral part of the EU acquis; calls for stronger implementation to ensure equal treatment of all ethnic, religious, national and social groups so that they are guaranteed equal rights and opportunities and can fully participate in social, political and economic life;

    28. Welcomes Montenegro’s multi-ethnic identity and calls for the further promotion of and respect for the languages, cultural heritage and traditions of local communities and national minorities, as this is closely intertwined with Montenegro’s European perspective;

    29. Underlines the multi-ethnic identity of the Bay of Kotor; stresses that Montenegro’s European perspective is closely intertwined with the protection of minorities and their cultural heritage; calls on the Montenegrin authorities to nurture the multi-ethnic nature of the state, including the traditions and cultural heritage of the Croatian community in the Bay of Kotor;

    30. Expresses its grave concern over the endangered heritage sites in Montenegro such as the Bay of Kotor and Sveti Stefan; stresses that Sveti Stefan, along with Miločer Park, was listed among the ‘7 Most Endangered heritage sites in Europe’ for 2023;

    31. Calls on the Montenegrin authorities to address the difficult living conditions of Roma people in Montenegro and the discrimination they face, and calls for more measures to promote intercultural understanding in schools; calls on the Montenegrin authorities to also take measures to improve the climate of societal inclusion for LGBTI persons;

    32. Welcomes that Montenegro has aligned its legislative and institutional framework with the EU acquis and international human rights standards regarding compliance with the UN Convention on the Rights of the Child and its optional protocols; urges the authorities to address shortcomings in implementation, namely related to accountability and monitoring;

    33. Calls for the effective implementation of strategies to uphold the rights of persons with disabilities across all sectors and policies;

    34. Condemns all hate speech, including online and gender-based hate speech, and hate crimes; welcomes the criminalisation of racism and hate speech;

    35. Emphasises the need to strengthen institutional mechanisms for gender quality and calls on the Montenegrin authorities to address the gender pay gap, to improve women’s participation in decision-making – in both the public domain, particularly public administration, and judicial and security sectors, and in business – to ensure the increased political participation of women, to introduce gender responsive budgeting, and to combat gender stereotypes and strengthen efforts to combat discrimination against women, particularly in rural areas; welcomes recent efforts aimed at boosting women’s representation in science, technology, engineering and mathematics (STEM) and encourages further efforts in technology sectors;

    36. Is deeply concerned by the high rates of gender-based violence, including domestic violence and femicide; calls on Montenegro to fully align its definitions of gender-based violence and domestic violence with the Istanbul Convention, and with recommendations of international bodies, and to set up effective protection and prevention mechanisms and support centres, and ensure effective judicial follow-up for victims of domestic and sexual violence as well as a more robust penal policy towards perpetrators; calls for the collection of disaggregated data on gender-based violence and gender disparities to improve policy responses;

    37. Regrets that the draft law on legal gender recognition was not adopted in 2024, despite it being a measure under Montenegro’s EU accession programme; urges Montenegro to adopt the law without delay;

    38. Welcomes Montenegro’s new media laws and its strategy for media policy aimed at strengthening the legal framework to effectively protect journalists and other media workers; insists on a zero-tolerance policy with regard to pressure on, harassment of, or violence against journalists, particularly by public figures; underlines the need for effective investigations, the prosecution of all instances of hate speech, smear campaigns and strategic lawsuits against journalists, and follow-up of past cases; stresses the need to ensure journalists’ rights to access information and maintain a critical stance; notes a significant improvement in Montenegro’s press freedom, demonstrated by its progress on the World Press Freedom Index;

    39. Expresses its concern over cases where journalists, academics and civil society organisations have faced pressure for exercising free speech, including instances where the police have initiated misdemeanour proceedings against them; is concerned by the use of strategic lawsuits against public participation (SLAPPs) to target journalists;

    40. Regrets the prevailing high level of polarisation in the media and its vulnerability to political interests and foreign influence as well as foreign and domestic disinformation campaigns that spread narratives that negatively impact democratic processes in the country and endanger Montenegro’s European perspective; calls on Montenegro to further develop improved media literacy programmes and include them as a core subject in education; calls on the Montenegrin authorities to ensure the editorial, institutional and financial independence of the public service broadcaster RTCG, as well as the legality of the appointment of its management and full respect for court rulings concerning RTCG; recalls that it needs to comply with the law and the highest standards of accountability and integrity; regrets that the independence of public media is being weakened and undermined; calls on all media entities to comply with legal requirements on public funding transparency;

    41. Welcomes the publication of the 2023 population census results; calls on the authorities to avoid any politicisation of the process; encourages stakeholders to use these results in a non-discriminatory manner;

    42. Welcomes Montenegro’s vibrant and constructive civil society and underlines its importance in fostering democracy and pluralism and in promoting good governance and social progress; expresses its concern over the shrinking space for civil society organisations with a critical stance, and condemns all smear campaigns, intimidation and attacks against civil society organisations, notably by political figures in the context of proposals for a ‘foreign agent law’; notes that such laws have the potential to undermine fundamental freedoms and the functioning of civil society and are inconsistent with EU values and standards; calls for a supportive legal framework and clear and fair selection criteria in relation to public funding; calls for the Council for Cooperation between the Government and non-governmental organisations to resume work; underlines the importance of building collaborative relationships and genuinely consulting civil society on draft legislation from an early stage onwards;

    Reconciliation, good neighbourly relations and regional cooperation

    43. Recalls that good neighbourly relations and regional cooperation are essential elements of the enlargement process; commends Montenegro’s active involvement in regional cooperation initiatives; recalls that good neighbourly relations are key for advancing in the accession process;

    44. Regrets that Chapter 31 could not be closed in December 2024; calls on all engaged parties to find solutions to outstanding bilateral issues in a constructive and neighbourly manner and prioritise the future interests of citizens in the Western Balkans; recalls that using unresolved bilateral and regional disputes to block candidate countries’ accession processes should be avoided; welcomes bilateral consultations between the Republic of Croatia and Montenegro on the status of unresolved bilateral issues; encourages the authorities to continue pursuing confidence-building measures;

    45. Notes Montenegro’s amendments to the Criminal Procedure Code to address legal and practical obstacles to the effective investigation, prosecution, trial and punishment of war crimes in line with relevant recommendations; calls on Montenegro to apply a proactive approach to handling war crimes cases, in line with international law and standards, to identify, prosecute and punish the perpetrators and the glorification of war crimes and ensure access to, and delivery of justice, redress and reparations for victims, and clarify the fate of missing persons; calls on Montenegro to allocate sufficient resources to specialised prosecutors and courts and proactively investigate all war crime allegations and raise issues of command responsibility, as well as to review past cases that were not prosecuted in line with international or domestic law; calls for regional cooperation in the investigation and prosecution of individuals indicted for war crimes; recognises that addressing these issues and safeguarding court-based facts are an important foundation for trust, democratic values, reconciliation and strengthening bilateral relations with neighbouring countries, and encourages Montenegro to step up these efforts;

    46. Warns against the dangers of political revisionism, which distorts historical facts for political purposes, undermines accountability and deepens societal divisions; strongly condemns the glorification of war criminals and widespread public denial of international verdicts for war crimes, including by the Montenegrin authorities; considers that President Jakov Milatović’s statement expressing regret over the participation of Montenegrin forces in the bombardment of the city of Dubrovnik was a valuable contribution to regional peace and reconciliation;

    47. Reiterates its support for the initiative to establish the Regional Commission for the establishment of facts about war crimes and other gross human rights violations on the territory of the former Yugoslavia (RECOM);

    48. Reiterates its call for the archives that concern the former republics of Yugoslavia to be opened and for access to be granted to the files of the former Yugoslav Secret Service and the Yugoslav People’s Army Secret Service in order to thoroughly research and address communist-era crimes;

    Socio-economic reforms

    49. Welcomes Montenegro’s inclusion in SEPA payment schemes, lowering costs for citizens and businesses; underlines that this opens up opportunities for business expansion, increased competitiveness, innovation and improved access to foreign direct investments;

    50. Welcomes the Growth Plan for the Western Balkans, which aims to integrate the region into the EU’s single market, promote regional economic cooperation and deepen EU-related reforms, and which includes the EUR 6 billion Reform and Growth Facility for the Western Balkans; welcomes Montenegro’s adoption of a reform agenda and encourages its full implementation; notes that the implementation of the defined reform measures under Montenegro’s reform agenda for the Growth Plan would provide access to over EUR 380 million in grants and favourable loans, subject to successful implementation; stresses the importance of inclusive stakeholder consultations, including local and regional authorities, social partners and civil society, in the design, implementation, monitoring and evaluation phases;

    51. Encourages Montenegro to make best use of all EU funding available under the Pre-accession Assistance Instrument (IPA III), the Economic and Investment Plan for the Western Balkans, the IPARD programme and the Reform and Growth Facility for the Western Balkans, to accelerate socio-economic convergence with the EU and further align its legislation with the EU on fraud prevention; recalls the conditionality of EU funding, which may be modulated or suspended in the event of significant regression or persistent lack of progress on fundamentals;

    52. Calls for the EU and the Western Balkan countries to establish a framework for effective cooperation between the European Public Prosecutor’s Office (EPPO) and the accession countries in order to facilitate close cooperation and the prosecution of the misuse of EU funds, including through the secondment of national liaison officers to the EPPO; encourages Montenegro to fully implement working arrangements with the EPPO; calls for the EU to make the necessary legal and political arrangements to extend the jurisdiction of the EPPO to EU funds devoted to Montenegro as a candidate country;

    53. Positively notes Montenegro’s economic growth; calls for more steps to reduce the budget deficit and public debt, and to further remove indirect tax exemptions that do not align with the EU acquis; welcomes the efforts to reduce these fiscal vulnerabilities; reiterates the need for increased public investment in the education system for sustainable social and economic development;

    54. Notes Montenegro’s public debt to foreign financial institutions and companies that can be used as a tool to influence its policy decisions, in particular those related to China and Russia; welcomes the efforts to reduce these vulnerabilities and calls on the authorities to further reduce economic dependence on China and to continue making use of the Economic and Investment Plan for the Western Balkans, the EU Global Gateway initiative and the Reform and Growth Facility, with a view to finding greener and more transparent alternatives for financing infrastructure projects; calls on Montenegro to increase transparency in future infrastructure projects, ensure competitive bidding and avoid excessive debt dependence on foreign creditors;

    55. Calls on the Montenegrin authorities to take measures to counter depopulation and emigration, in particular through investments in education and healthcare, especially in the north of the country, as well as through decentralisation by investing in medium-sized cities;

    56. Encourages the Montenegrin authorities to boost the digital transformation and pursue evidence-based labour market policies to address the persistently high unemployment rate, in particular among women and young people, while bolstering institutional capacity and enhancing the underlying digital policy framework, and to effectively implement the Youth Guarantee and the new Youth Strategy; urges the authorities to address brain drain as a matter of urgency; encourages the development of targeted preventive measures and incentives to legalise informal businesses and employees, as a large informal sector continues to hinder economic and social development in Montenegro;

    57. Welcomes the calls for the prompt integration of all Western Balkan countries into the EU’s digital single market before actual EU membership, which would crucially enable the creation of a digitally safe environment;

    58. Calls for more transparency in public procurement, notably for procedures via intergovernmental agreements, and for full compliance with EU rules and principles; calls on Montenegro to reduce the number of public procurement procedures without notices; expresses its concern over the financial burden and lack of transparency surrounding the construction of the Bar-Boljare motorway financed by a Chinese loan; stresses that the secrecy surrounding loan agreements and construction contracts raises accountability concerns;

    59. Expresses its concern over any agreements or projects that circumvent public procurement rules, transparency obligations and public consultation requirements, as set out in national legislation and EU standards; calls on the Government of Montenegro to ensure full respect for the principles of transparency, accountability, inclusive decision-making and the rule of law in all public infrastructure and development initiatives;

    Energy, the environment, biodiversity and connectivity

    60. Urges Montenegro to advance the green transition, with the support of EU funding, improve its institutional and regulatory framework and enhance energy resilience by finally adopting and implementing the long-overdue National Energy and Climate Plan, adopting energy efficiency laws and integrating further with EU energy markets; calls for all new green transition projects to be implemented in line with EU standards on the environment, State aid and concessions;

    61. Regrets the lack of progress on key sector reforms in the area of transport policy; calls on the Montenegrin authorities to align the country’s transport development with the Sustainable and Smart Mobility Strategy for the Western Balkans, focusing on railways, multimodality and reducing CO2 emissions and other environmental impacts, and to further implement its Transport Development Strategy and strengthen administrative capacities for the implementation of trans-European transport networks;

    62. Welcomes the reduction of data roaming charges between the EU and the Western Balkan countries and calls on the authorities, private actors and all stakeholders to take all necessary steps towards the goal of bringing data roaming prices close to domestic prices by 2028; welcomes the entry into force of the first phase of the implementation of the roadmap for roaming between the Western Balkans and the EU;

    63. Encourages the adoption of sectoral strategies for waste management, air and water quality, nature protection and climate change, ensuring strategic planning for investments; notes the lack of progress and associated rising costs in building essential waste water treatment plants to prevent sewage pollution in rivers and the sea in seven municipalities;

    LCQ12: Application of artificial intelligence in primary and secondary school teaching

         The Steering Committee for Teaching in Basic Education under the Ministry of Education of the People’s Republic of China (MOE) has recently published the “Guidelines for artificial intelligence (AI) general education in primary and secondary schools (2025)” and the “Guidelines for the use of generative AI in primary and secondary schools (2025)”, with the aim of regulating and promoting AI education across all key stages. In this connection, will the Government inform this Council:
     
    (1) whether it will follow the practice of MOE in formulating guidelines for AI education and the use of generative AI in primary and secondary schools, so as to build a comprehensive AI general education system and set clear regulations for the use of generative AI in primary and secondary education for various learning stages;
     
    (2) in order to prevent students from becoming over-reliant on generative AI to the detriment of their independent thinking skills, whether the authorities will draw up guidelines on the use of generative AI for different learning stages, so as to provide teachers and parents with reference material for supervising students and their children’s use of generative AI;
     
    (3) in order to effectively safeguard the privacy and data security of students, whether the authorities will require schools to adopt the Artificial Intelligence: Model Personal Data Protection Framework published by the Office of the Privacy Commissioner for Personal Data, so as to provide primary and secondary school teachers and administrative staff with clear guidelines on the use of AI;
     
    (4) in order to support teachers in providing teaching and learning support plans tailored to students of different levels and abilities, whether the authorities will produce a large language model for all primary and secondary schools across the territory that can be used for teaching and learning purposes, as well as developing vertical applications; and
     
    (5) whether the authorities will draw up guidelines and provide technical support for primary and secondary schools to enhance their application of AI in school affairs, thereby encouraging the use of generative AI technologies to optimise school administration?

         To align with the national strategy of building a leading country in education, keeping pace with global development trends, and nurturing talent for the advancement of innovation and technology (I&T) in Hong Kong, the Education Bureau (EDB) is stepping up its efforts to promote digital education, including the application and education of artificial intelligence (AI). The EDB established the Steering Committee on Strategic Development of Digital Education in early 2025, making reference to the latest developments on the Mainland and relevant policies and experiences from other places, to provide recommendations on the goals, strategies and future directions for the implementation of digital education in Hong Kong. The EDB will organise the first Digital Education Week in July combining the International Summit on the Use of AI in Learning and Teaching Languages and Other Subjects and the Hong Kong Education City’s annual event Learning & Teaching Expo, to promote in-depth exploration and application of AI and frontier technology.
     
         Our consolidated reply to the written question raised by Professor the Hon William Wong is as follows:
     
         Through ongoing curriculum and guide renewal, enriching learning and teaching resources, strengthening teacher training, optimising education ancillary infrastructure and promoting cross-sector collaboration, the EDB assists schools in harnessing AI and other I&T to enhance the digital literacy and the competence of both teachers and students on AI. The EDB places emphasis on developing students’ values, attitudes, knowledge and skills, enabling them to use digital technology (including generative AI) effectively and ethically. 
     
    Curriculum and guides
     
         At present, almost all publicly-funded primary and secondary schools have implemented enriched coding education and AI education at the upper primary level and the junior secondary level respectively. The Module on AI for Junior Secondary Level covers topics such as AI basics, AI ethics, societal impact and future of work, which enables teachers and students to learn about the appropriate application scenarios of AI, as well as relevant security topics including personal data privacy and data security. The EDB launched the updated “Information Literacy for Hong Kong Students” Learning Framework in 2024, with a new literacy area “recognise the ethical issues arising from the application of emerging and advanced information technologies” which includes subjects relating to laws and regulations, academic integrity and excessive dependence arising from I&T such as AI technologies, with an aim to develop students to become ethical users of information technology (IT).
     
         In addition, the EDB has, in collaboration with the Hong Kong Police Force and the Journalism Education Foundation, launched the learning and teaching resources on Cyber Security and Technology Crime Information and Media and Information Literacy respectively, which include contents to strengthen the protection of personal privacy, enhance students’ ability to discern the authenticity of information and promote the proper use of social media. These resources can guide students in the proper use of AI and nurture positive values and attitudes towards the application of innovative technologies.
     
         We have always encouraged schools to make reference to good practices when applying IT and I&T (such as AI). The Artificial Intelligence: Model Personal Data Protection Framework issued by the Office of the Privacy Commissioner for Personal Data, Hong Kong (PCPD), provides useful references on safeguarding personal data privacy and cyber security issues.
     
         The EDB will make reference to the latest developments and experiences from local, the country and other places, update and optimise the curriculum and guides, adhere to the use of AI for good, and while improving efficiency and effectiveness, maintain the security of AI and technology education, and guard against challenges and risks related to laws and regulations, ethics, authenticity of information, and privacy protection.
     
    Training
     
         The EDB has continuously enhanced teacher training, these include the provision of AI-related professional development programmes with contents covering topics like the development of AI, the planning of applying AI in teaching and learning, the application of AI tools in different subjects, the safeguarding of data security, as well as the prevention of students from become over-reliant on generative AI to the detriment of their independent thinking skills. The training programmes are conducted in both online and offline modes to benefit a greater number of teachers. In addition, the EDB has co-organised a number of teacher training programmes with the PCPD, enabling schools to understand how to address data security risks and handle data breaches, as well as enhancing school personnel’s awareness of data security.
     
         In addition, we have continued to launch relevant parent training to help parents cultivate children’s good habit in using IT in their daily life, including the proper use of generative AI for learning.
     
    Education ancillary infrastructure
     
         To optimise education ancillary infrastructure, the Quality Education Fund (QEF) has allocated $500 million for the implementation of the e-Learning Ancillary Facilities Programme to develop quality e-learning ancillary facilities that meet the local learning and teaching needs through co-operation among schools, tertiary institutions, education and professional bodies, and business sectors. A total of over 20 projects have been funded under the Programme and have commenced in the beginning of the 2023/24 school year. The learning platforms and resources developed under these projects deploy I&T such as big data and AI to enhance learning and teaching effectiveness in a wide array of subjects/areas. As at end-March 2025, around 400 schools participated in the collaborative development projects, involving around 31 000 students. It is expected that the deliverables of the projects will be successively released in mid-2025 and uploaded to the Hong Kong Education City for subscription by schools. The QEF will also sponsor publicly-funded schools to use the deliverables of the projects to facilitate the sustainable development of the projects.
     
         The EDB will continue to optimise the platform of Hong Kong Education City, make reference and utilise existing high-quality learning and teaching platforms, large language models and programmes in local, the country or other places, encourage the sharing of high-quality resources across sectors and schools, and explore how to further support learning and teaching in Hong Kong in a cost-effective manner.
     
         Looking forward, under the leadership of the Steering Committee on Strategic Development of Digital Education, the EDB will continue to review the implementation and development of related support strategies on improving students’ digital literacy and skills, strengthening relevant professional training for teachers, enhancing collaboration with different stakeholders and continuously optimising digital education ancillary infrastructure, to meet the needs of school development and student learning in the era of AI.

  • MIL-OSI Security: UPDATED: Fourth man arrested in connection with arsons in north London

    A fourth man has been arrested as part of an investigation into a series of fires in north London.

    A 48-year-old man [D] was arrested on Monday, 2 June at London Stansted Airport. He was initially stopped by officers under schedule 7 of the Terrorism Act, 2000, before being arrested on suspicion of conspiracy to commit arson with intent to endanger life.

    The arrest is connected to an investigation into a vehicle fire in NW5 on Thursday, 8 May, a fire at the entrance of a property in N7 on Sunday, 11 May and a fire at a residential address in NW5 in the early hours of Monday, 12 May.

    The man [D] has been taken to a London police station, before being released on bail to a date in July.

    The Crown Prosecution Service previously authorised charged against three other men:

    • Roman Lavrynovych 21 (06.02.04), of Sydenham, a Ukrainian national [A] was charged with three counts of arson with intent to endanger life.
    • Stanislav Carpiuc, 26 (15.07.98) of Romford, a Romanian national, [B] was charged with conspiracy to commit arson with intent to endanger life.
    • Petro Pochynok 34 (25.07.90) of north London, a Ukrainian national [C] was charged with conspiracy to commit arson with intent to endanger life.

    The three men [A-C] have been remanded in custody to next appear at the Old Bailey on Friday, 6 June.

    The investigation is being led by officers from the Met’s Counter Terrorism Command due to the fires all having connections to a high-profile public figure. Anyone with information that could assist the investigation should call police on 101 quoting CAD 441/12 May. Enquiries remain ongoing.

  • MIL-Evening Report: The secret to Ukraine’s battlefield successes against Russia – it knows wars are never won in the past

    The iconoclastic American general Douglas Macarthur once said that “wars are never won in the past”.

    That sentiment certainly seemed to ring true following Ukraine’s recent audacious attack on Russia’s strategic bomber fleet, using small, cheap drones housed in wooden pods and transported near Russian airfields in trucks.

    The synchronised operation targeted Russian Air Force planes as far away as Irkutsk – more than 5,000 kilometres from Ukraine. Early reports suggest around a third of Russia’s long-range bombers were either destroyed or badly damaged. Russian military bloggers have put the estimated losses lower, but agree the attack was catastrophic for the Russian Air Force, which has struggled to adapt to Ukrainian tactics.

    This particular attack was reportedly 18 months in the making. To keep it secret was an extraordinary feat. Notably, Kyiv did not inform the United States that the attack was in the offing. The Ukrainians judged – perhaps understandably – that sharing intelligence on their plans could have alerted the Kremlin in relatively short order.

    Ukraine’s success once again demonstrates that its armed forces and intelligence services are the modern masters of battlefield innovation and operational security.

    Finding new solutions

    Western military planners have been carefully studying Ukraine’s successes ever since its forces managed to blunt Russia’s initial onslaught deep into its territory in early 2022, and then launched a stunning counteroffensive that drove the Russian invaders back towards their original starting positions.

    There have been other lessons, too, about how the apparently weak can stand up to the strong. These include:

    • attacks on Russian President Vladimir Putin’s vanity project, the Kerch Bridge, linking the Russian mainland to occupied Crimea (the last assault occurred just days ago)

    • the relentless targeting of Russia’s oil and gas infrastructure with drones

    • attacks against targets in Moscow to remind the Russian populace about the war, and

    • its incursion into the Kursk region, which saw Ukrainian forces capture around 1,000 square kilometres of Russian territory.

    On each occasion, Western defence analysts have questioned the wisdom of Kyiv’s moves.

    Why invade Russia using your best troops when Moscow’s forces continue laying waste to cities in Ukraine?

    Why hit Russia’s energy infrastructure if it doesn’t markedly impede the battlefield mobility of Russian forces?

    And why attack symbolic targets like bridges when it could provoke Putin into dangerous “escalation”?

    The answer to this is the key to effective innovation during wartime. Ukraine’s defence and security planners have interpreted their missions – and their best possible outcomes – far more accurately than conventional wisdom would have thought.

    Above all, they have focused on winning the war they are in, rather than those of the past. This means:

    • using technological advancements to force the Russians to change their tactics

    • shaping the information environment to promote their narratives and keep vital Western aid flowing, and

    • deploying surprise attacks not just as ways to boost public morale, but also to impose disproportionate costs on the Russian state.

    The impact of Ukraine’s drone attack

    In doing so, Ukraine has had an eye for strategic effects. As the smaller nation reliant on international support, this has been the only logical choice.

    Putin has been prepared to commit a virtually inexhaustible supply of expendable cannon fodder to continue his country’s war ad infinitum. Russia has typically won its wars this way – by attrition – albeit at a tremendous human and material cost.

    That said, Ukraine’s most recent surprise attack does not change the overall contours of the war. The only person with the ability to end it is Putin himself.

    That’s why Ukraine is putting as much pressure as possible on his regime, as well as domestic and international perceptions of it. It is key to Ukraine’s theory of victory.

    This is also why the latest drone attack is so significant. Russia needs its long-range bomber fleet, not just to fire conventional cruise missiles at Ukrainian civilian and infrastructure targets, but as aerial delivery systems for its strategic nuclear arsenal.

    The destruction of even a small portion of Russia’s deterrence capability has the potential to affect its nuclear strategy. It has increasingly relied on this strategy to threaten the West.

    A second impact of the attack is psychological. The drone attacks are more likely to enrage Putin than bring him to the bargaining table. However, they reinforce to the Russian military that there are few places – even on its own soil – that its air force can act with operational impunity.

    The surprise attacks also provide a shot in the arm domestically, reminding Ukrainians they remain very much in the fight.

    Finally, the drone attacks send a signal to Western leaders. US President Donald Trump and Vice President JD Vance, for instance, have gone to great lengths to tell the world that Ukraine is weak and has “no cards”. This action shows Kyiv does indeed have some powerful cards to play.

    That may, of course, backfire: after all, Trump is acutely sensitive to being made to look a fool. He may look unkindly at resuming military aid to Ukraine after being shown up for saying Ukrainian President Volodymyr Zelensky would be forced to capitulate without US support.

    But Trump’s own hubris has already done that for him. His regular claims that a peace deal is just weeks away have gone beyond wishful thinking and are now monotonous.

    Unsurprisingly, Trump’s reluctance to put anything approaching serious pressure on Putin has merely incentivised the Russian leader to string the process along.

    Indeed, Putin’s insistence on a maximalist victory, requiring Ukrainian demobilisation and disarmament without any security guarantees for Kyiv, is not diplomacy at all. It is merely the reiteration of the same unworkable demands he has made since even before Russia’s full-scale invasion in February 2022.

    However, Ukraine’s ability to smuggle drones undetected onto an opponent’s territory, and then unleash them all together, will pose headaches for Ukraine’s friends, as well as its enemies.

    That’s because it makes domestic intelligence and policing part of any effective defence posture. It is a contingency democracies will have to plan for, just as much as authoritarian regimes, who are also learning from Ukraine’s lessons.

    In other words, while the attack has shown up Russia’s domestic security services for failing to uncover the plan, Western security elites, as well as authoritarian ones, will now be wondering whether their own security apparatuses would be up to the job.

    The drone strikes will also likely lead to questions about how useful it is to invest in high-end and extraordinarily expensive weapons systems when they can be vulnerable. The Security Service of Ukraine estimates the damage cost Russia US$7 billion (A$10.9 billion). Ukraine’s drones, by comparison, cost a couple of thousand dollars each.

    At the very least, coming up with a suitable response to those challenges will require significant thought and effort. But as Ukraine has repeatedly shown us, you can’t win wars in the past.

  • Sanjay Jha-led delegation reaches Delhi after concluding India’s outreach against terrorism

    An all-party Indian Parliamentary delegation led by JD(U) MP Sanjay Kumar Jha returned to Delhi from Malaysia on Tuesday, concluding its outreach campaign aimed at strengthening international support against terrorism and building a shared understanding of security threats.

    During their visit, the delegation met with YB Tan Sri Dato’ (Dr.) Johari bin Abdul, Speaker of the House of Representatives (Dewan Rakyat), and members of the Parliamentary Special Committee on International Relations and International Trade, chaired by YB Wong Chen.

    The Speaker reaffirmed Malaysia’s commitment to peace and appreciated India’s briefing on its counter-terrorism efforts. The delegation also engaged with representatives of the Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT), led by Director General Datin Paduka Nur Ashikin Mohd Taib.

    In discussions with SEARCCT, the Indian side highlighted the Centre’s role in the India-Malaysia Joint Working Group on Counterterrorism and stressed the need for greater regional synergy, especially in legal frameworks, counter-terror financing, community resilience, and research on cross-border terrorism.

    The engagements in Malaysia reinforced the India–Malaysia Comprehensive Strategic Partnership and underscored a shared commitment to regional peace and security.

    Speaking to IANS upon returning to Delhi, Sanjay Jha reflected on the outcomes of the multi-nation tour, which included Japan, South Korea, Singapore, Indonesia, and Malaysia.

    “Four or five key messages emerged from the visit,” he said. “First, the delegation delivered a strong, united message—that all parties in India stand together in the fight against terrorism. Second, countries across the region unequivocally condemned the April 22 Pahalgam terror attack and expressed condolences for the 26 victims.”

    He added, “Third, India’s response—targeting only terrorist camps in Pakistan and Pakistan-Occupied Kashmir—was marked by restraint and precision. Fourth, flights have resumed in Jammu and Kashmir, and a Cabinet meeting was held in Pahalgam to assess the situation. We urged that action should be taken against Pakistan by the FATF (Financial Action Task Force).”

    The delegation’s visit, which included stops in Japan, Indonesia, South Korea, Singapore, and Malaysia, aimed to deepen India’s diplomatic and security cooperation, while reaffirming its commitment to regional peace, counter-terrorism, and sustainable development.

    Apart from Jha, the delegation included BJP MPs Aparajita Sarangi, Brij Lal, Pradan Baruah, and Hemang Joshi; TMC MP Abhishek Banerjee; CPI(M) MP John Brittas; Congress leader Salman Khurshid; and former diplomat Ambassador Mohan Kumar.

  • MIL-OSI Australia: Call for information – Aggravated burglary – Tennant Creek

    The NT Police Force is calling for information in relation to an aggravated robbery in Tennant Creek overnight.

    Around 2:10am, the Joint Emergency Services Communication Centre received reports of an unlawful entry and stolen motor vehicle from a lodge on Paterson Street.

    It is alleged an unknown number of offenders stole a white Ford Ranger. The vehicle exited the premises by ramming through the gates of the lodge.

    General duties members coordinated a response and successfully deployed a tyre deflation device on the vehicle along Paterson Street before it came to a stop in bushland nearby Mulga Camp. The offenders fled the scene, and police are continuing investigations to identify those involved.

  • MIL-OSI Australia: Re-Release – UPDATE #2 – Death in custody – Alice Springs

    The Northern Territory Police Force is continuing to investigate the death of a 24-year-old man in police custody in Alice Springs.

    This incident is being investigated by the Major Crime Section, which operates under strict protocols.

    The coronial investigation has been paused, while the criminal investigation into the man’s death is undertaken to determine whether any criminality was involved.

    The coroner has been made aware of the decision and will be provided with regular updates as the criminal investigation progresses.

    All evidence collected in relation to the death, including CCTV, cannot be released until the criminal investigation is concluded.

    The timeline for this investigation is unknown at this early stage.

    The cause of the man’s death remains undetermined.

    An independent examination of the initial undetermined findings of the autopsy is also being undertaken.

    The forensic pathologist is in the process of completing further investigation to ascertain the cause of death.

    The NTPF is aware of the public interest in this matter and further updates will be provided through a media release as relevant information becomes available.
