    The National Assembly of Saint Christopher and Nevis on April 17 adopted a resolution proposed by Prime Minister Terrance Drew that endorsed Taiwan’s participation in the United Nations, the World Health Organization, the United Nations Framework Convention on Climate Change, the International Criminal Police Organization, and the International Civil Aviation Organization. The Ministry of Foreign Affairs (MOFA) sincerely appreciates the staunch and unwavering support and friendship that parliamentarians from governing and opposition parties of Saint Christopher and Nevis have shown toward Taiwan through concrete action. 
     
    The resolution pointed out that Saint Christopher and Nevis parliamentarians, as members of the Formosa Club, cherished their country’s diplomatic ties with Taiwan. It stated that over the years the two nations had built a robust friendship based on shared values of democracy, human rights, and the rule of law. The resolution lauded Taiwan for its contributions to global public health and recognized Taiwan’s efforts and actions in such fields as renewable energy, climate change adaptation, disaster warning systems, the fight against transnational crime, and the development of international civil aviation. It urged all sectors to support Taiwan’s professional, pragmatic, and constructive participation in the United Nations and other international organizations. 
     
    This marks the third consecutive year that the National Assembly of Saint Christopher and Nevis has passed a Taiwan-friendly resolution, underscoring the close and friendly diplomatic alliance between the two countries. Taiwan will continue to work with Saint Christopher and Nevis and other allies and like-minded nations to make even greater contributions to peace, security, and sustainable development across the globe.     Anyone providing financial or investment services in Germany may do so only with authorisation from BaFin. However, some companies offer these services without the necessary authorisation.

  • MIL-OSI Global: What does the UK Supreme Court’s gender ruling mean for trans men?

    The UK Supreme Court ruling backing the “biological” definition of a woman has been hailed by many as providing clarity on the law. But far from the matter being settled, it has raised complex questions, particularly when we consider that half of all transgender people are trans men. It even raises the possibility of trans men being excluded from both men and women’s spaces.

    The court unanimously agreed that, regardless of any gender reassignment or possession of a gender recognition certificate (GRC) recognising them as female, transgender women should not be recognised as women for the purposes of the Equality Act 2010. This means that access to single-sex spaces should be determined by biological gender assigned at birth.

    Meanwhile, the Equality and Human Rights Commission has said it will “pursue” the NHS unless it changes its gender policies. The NHS policies currently state that transgender patients should be accommodated in accordance with their self-identified gender, based on appearance, name and pronouns.

    For many complex reasons, trans men generally feature far less in the public discourse around trans issues. Trans men are currently under-researched and rarely considered by the mainstream media or academic literature.

    The Supreme Court’s own summary of the case sets out the issue in terms of the definition of “woman”. But it is clear that the judgment applies equally to trans men as it finds that each of the terms “man”, “woman” and “sex” in the Equality Act refer to biological sex. The court concludes that any other definition would be “incoherent and unworkable”.

    The Office for National Statistics estimates there are roughly equal numbers (48,000) of trans men and trans women in England and Wales. This is supported by data from the US, which also shows roughly equal populations of trans men and trans women.

    Issues for trans men

    Those who support a biological definition of sex have framed their position as one which protects women’s rights and keeps women’s spaces safe by excluding men. By legal definition, that now includes trans women. However, it does not include trans men, who would have been born biologically female.

    This judgment means that trans men can be excluded from men’s single-sex spaces. But there may also be cases where they are excluded from women’s spaces too, despite being considered women under the ruling.

    The court found that it might be proportionate to exclude a trans man from a women’s single-sex service such as counselling for survivors of sexual abuse where “reasonable objection is taken to their presence … because the gender reassignment process has given them a masculine appearance…”.

    This statement highlights the flawed legal reasoning around trans men. In most circumstances they are to be treated as women, even if that creates absurdities in practical implementation. And yet, they can also be excluded from some women’s spaces if they appear too masculine. It could be argued that it is this decision which is “incoherent and unworkable”.

    The ruling could create more confusion over who can access single-sex spaces.

    The Supreme Court decision repeatedly makes the point that “neither possession of a GRC [gender recognition certificate] nor the protected characteristic of gender reassignment require any physiological change or even any change in outward appearance”.

    However, in practice a GRC can’t be issued without a medical diagnosis of gender dysphoria. It is very difficult for an individual to meet the diagnostic criteria for gender dysphoria without making changes to their appearance or pursuing medical transition.

    Testosterone treatment means that trans men may find it easier to “pass” (be perceived as the gender they identify with) than trans women. Testosterone generally causes facial hair to grow, and creates a more masculine physique and a deeper voice without the need for any additional procedures.

    There are no official statistics, but a 2022 report by the advocacy group TransActual found that around 90% of trans respondents have accessed hormone therapy or surgery, or hope to do so in the future.

    This likely means that a majority of the 48,000 estimated trans men in England and Wales are likely to present as masculine, and be perceived as cisgender men. This is where any implementation of the Supreme Court’s ruling becomes complicated.

    Single-sex spaces

    The decision, subject to any future clarification, means that trans men are not permitted to enter men’s single-sex spaces such as men’s toilets, gym changing rooms or hospital wards. Instead, they should use the women’s single-sex spaces including communal changing areas, in accordance with their biological sex.

    The justices briefly considered this issue when they gave the example of an employer requiring that a warden in a women’s or girls’ hostel be female. Before this ruling, such a role would be open to a trans woman with a GRC, but not to a trans man with a GRC.

    The court stated that “a biological definition of sex would correct this perceived anomaly”. However, this means that the warden in the girls’ hostel can now be a trans man, who could well be indistinguishable from a cis man to the residents of the hostel.

    There is also the concern that both trans men and trans women will expose themselves to a greater risk of harassment, which has already increased considerably, if they are forced to out themselves by using facilities which don’t align with the gender they present as.

    The All-Russian Student Olympiad in Applied Mechanics with international participation has started in Saint Petersburg. The event is held with the support of the Ministry of Education and Science of Russia, the Association of Technical Universities and the Federal Educational and Methodological Association in the field of “Mechanical Engineering” at the Advanced Engineering School “Digital Engineering” of Peter the Great Saint Petersburg Polytechnic University (PISh SPbPU).

    The All-Russian Student Olympiad in Applied Mechanics with international participation was held regularly from 1999 to 2020.

    At the opening of the Olympiad in the Technopolis Polytech research building, the participants were greeted in a video message by the Minister of Science and Higher Education of the Russian Federation, Valery Falkov:

    “Dear friends! Welcome to the All-Russian Student Olympiad in Applied Mechanics with International Participation. It is gratifying that after almost a five-year hiatus, we are reviving the platform for interaction between talented students and their mentors. I would like to express special gratitude to the Advanced Engineering School “Digital Engineering”, which organized this meeting within its hospitable walls. The profile of the Olympiad is of particular importance today in the context of strengthening Russia’s ties with its closest foreign partners in the scientific and technological sphere. Mechanics allows us to solve key problems in the creation of technologies and science-intensive products in many industries, including mechanical engineering and engine building, shipbuilding, aircraft manufacturing, medical and biomechanical systems. I am sure that the revival of the Olympiad will become one of the effective tools for supporting talented students. Friends, I wish you fruitful work, success and all the best!”

    In 2025, the main goals of the revived All-Russian Student Olympiad in Applied Mechanics were to improve the academic and extracurricular work of students, develop deeper knowledge in the field of applied mechanics, develop creative activity and independent thinking, identify gifted students and develop human resources.

    Vice-Governor of Saint Petersburg Vladimir Knyaginin conveyed his greetings to the participants, in which he also noted the contribution of Peter the Great Saint Petersburg Polytechnic University and the Advanced Engineering School of SPbPU “Digital Engineering” to the revival and development of the Olympiad: “The All-Russian Student Olympiad in Applied Mechanics is gaining particular relevance not only as a significant event in the personal and professional development of students. It also helps to synchronize watches and unite efforts in achieving common goals of technological development of representatives of the scientific and educational community, industry and government. It is no coincidence that this event is being held at the Advanced Engineering School of SPbPU “Digital Engineering” – one of the leaders of the corresponding federal project, which was previously part of the national project “Science and Universities”, and since 2025 has been implemented within the framework of the new national project “Youth and Children”. I am confident that participation in the Olympiad will give students a positive and useful experience, and it will become an important annual event in the world of training new generation engineers, developing advanced technologies and strengthening the technological leadership of our country.     This year, 29 teams from the Republic of Belarus, Kazakhstan, Kyrgyzstan and Russia are participating in the Olympiad: Moscow, St. Petersburg, Arkhangelsk, Belgorod, Volgograd, Ivanovo, Kaliningrad, Samara, Tver, Tyumen, Chelyabinsk, Yaroslavl regions, Krasnoyarsk Krai, Perm Krai, Khabarovsk Krai.

    The All-Russian Student Olympiad in Applied Mechanics with International Participation is held in person and includes two blocks: theoretical and practical. In the theoretical block, participants are offered six problems to solve: three on the strength of materials and three on theoretical mechanics. Each problem will be assessed by an expert jury on a 10-point scale. The topics of the problems on the strength of materials include: tension-compression, bending and complex resistance. On theoretical mechanics: statics, kinematics and dynamics.

    The practical block is a wide range of events that will allow the Olympiad participants to immerse themselves in the world of modern digital engineering. Thus, students will be able to take part in master classes on the use of domestic software packages for solving computer modeling problems from leading Russian vendors of engineering software: APM (STC “APM”), FlowVision (OOO “Tesis”), “Logos” (FSUE “RFNC-VNIIEF”).

    Participants will be able to try their hand at the engineering championship, as well as visit leading high-tech industry enterprises such as Gazprom Neft Scientific and Technical Center and CentroTech-Engineering (part of the management structure of the Fuel Company JSC TVEL of Rosatom State Corporation) and get acquainted with their activities. In addition, Olympiad participants will visit the new laboratories of the Advanced Engineering School of SPbPU. An extensive cultural and entertainment program has been organized for the guests.

  • MIL-OSI Security: Bookkeeper Sentenced to More Than One Year in Prison for Tax Evasion and Disability Benefit Fraud

    BOSTON – The former bookkeeper for an electrical contracting business has been sentenced for concealing income from the Internal Revenue Service (IRS) and stealing disability benefits.

    David Tetreault, 55, of Attleboro, was sentenced by U.S. District Court Judge Nathaniel M. Gorton to 18 months in prison, to be followed by three years of supervised release. Tetreault has also been ordered to pay $623,602 to the Internal Revenue Service, $159,816 to the Social Security Administration and $161,835 to the Employment Retirement System of Rhode Island in restitution. In October 20204, Tetreault pleaded guilty to one count of tax evasion, one count of theft of government money and one count of wire fraud.

    Tetreault worked as a bookkeeper for a Massachusetts-based electrical contractor between 2015 and 2021. During those years, Tetreault received wages in cash and used company funds to pay his personal credit card bills. Tetreault manipulated the company’s accounting records and bank statements to disguise these payments as business expenses. As a result of this conduct, Tetreault underreported his personal income by at least $2.1 million, causing a loss to the IRS of over $600,000.

    In addition, Tetreault did not report his work for the electrical contractor or his income to the Social Security Administration and submitted false information about his employment and income to the Employees’ Retirement System of Rhode Island (ERSRI). As a result of this conduct, Tetreault collected over $320,000 in Social Security Disability Insurance benefits and ERSRI disability pension benefits to which he was not entitled between 2016 and 2024.

  • MIL-OSI USA: Guatemalan alien illegally residing in the US and convicted of sexual battery indicted for fraudulently obtaining custody of an unaccompanied alien child in the United States, following ICE, joint law enforcement partner investigation

    WASHINGTON — A federal grand jury indicted an illegal alien, April 17, for his alleged role in smuggling an unaccompanied alien child to the United States and for allegedly submitting a sponsorship application with false statements to the Department of Health and Human Services’ Office of Refugee Resettlement to gain custody of the minor after she entered the United States, following a U.S. Immigration and Customs Enforcement, FBI, investigation.

    “This case is a testament to ICE’s commitment to hold predators accountable for the harm they inflict on children,” said ICE acting Director Todd Lyons. “We are making every effort to ensure the safety of children released to sponsors across the United States. This is vital work and through their victim centered approach, ICE Homeland Security Investigations special agents are perfectly positioned to uncover any similar crimes by predatory sponsors.”

    “The prior administration’s border policies created an environment that enabled human trafficking and allowed bad actors to take advantage of at-risk children,” said Attorney General Pamela Bondi. “We are committed to protecting children from the scourge of human trafficking and will not rest until we deliver justice for those who suffered during the border crisis.”

    According to the indictment, Juan Tiul Xi, 26, a Guatemalan national illegally residing in Cleveland, illegally entered the United States in 2023. Thereafter, Tiul Xi allegedly encouraged and induced a 14-year-old Guatemalan girl to illegally enter the United States and to use the identity of Tiul Xi’s sister as her alias. As a UAC, the Guatemalan girl was placed in the care and custody of ORR. As alleged, Tiul Xi then falsely stated on documents submitted to ORR when he applied to sponsor and obtain custody of the girl that he was the UAC’s brother and that her alias was her actual name. ORR relied on Tiul Xi’s alleged false statements when, on or about Sept. 5, 2023, ORR released the UAC to Tiul Xi’s care.

    Tiul Xi is charged with one count of encouraging or inducing illegal entry for financial gain, one count of making a false, fictitious, or fraudulent statement, and one count of aggravated identity theft. If convicted, he faces a maximum penalty of 10 years in prison on the illegal entry count, a maximum penalty of five years in prison on the false statement count, and a mandatory consecutive penalty of two years in prison on the aggravated identity theft count. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    “The Office of Refugee Resettlement is committed to continuing vital policy changes that promote the safety and welfare of unaccompanied alien children related into the Unites States,” said ORR Acting Director Angie M. Salazar. “We have significantly increased sponsor vetting with the wellbeing of the child at the core of our process. We hope that our commitment is evident by our collaboration with law enforcement to right previous wrongs and help bring these crimes to light.”

    The indictment is the result of the coordinated efforts of Joint Task Force Alpha (JTFA). JTFA, a partnership with the Department of Homeland Security, has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, DEA, and other partners. To date, JTFA’s work has resulted in more than 360 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 325 U.S. convictions; more than 270 significant jail sentences imposed; and forfeitures of substantial assets.

    The ICE HSI and FBI Cleveland field offices are jointly investigating with assistance from HSI’s Attaché team in Guatemala. Additionally, HSI’s Center for Countering Human Trafficking in Washington, D.C. and ORR have provided valuable assistance.

  • MIL-OSI Africa: 541 illegal shebeens, taverns shutdown over Easter

    A total of 541 illegal shebeens and taverns were shut down by police across the country during the Easter long weekend. 

    Of these, 270 were shut down in KwaZulu-Natal.

    A total of 757 suspects who were found dealing in illegal liquor were also arrested – 270 were arrested in KwaZulu-Natal, while 144 were arrested in Mpumalanga and 142 arrested in Gauteng.

    A total of 1 166 motorists were arrested for driving under the influence of alcohol or drugs during that period – 265 of them were arrested in Mpumalanga.

    A total of 1209 suspects who were found to be in possession of drugs were arrested – 393 of them were arrested in KwaZulu-Natal. 

    Also, 249 suspects were arrested for dealing in drugs and the Western Cape registered the majority of those arrested, with 61.

    “Just this past week alone, a total of 17 605 suspects were arrested through Operation Shanela. The highest number of arrests registered a week in months,” the South African Police Service said in a statement.

    It said police officers across the country remain hard at work in preventing, combating and investigating crime.

    “Through various interventions and takedowns, police operations led to the arrest of 3 662 wanted suspects for rape, murder and attempted murder amongst a host of other serious and violent crimes,” the police said.

    Of these, 215 suspects were arrested and charged for rape. The majority of those arrested for rape were apprehended in KwaZulu-Natal (67).

    Over and above these, the following arrests were made across the country:

    • 145 murder suspects were arrested and the majority were arrested in Gauteng (30).
    • 129 suspects were arrested for attempted murder;
    • 1 574 suspects were arrested for assault grievous bodily harm;
    • 110 suspects were arrested for being in the illegal possession of firearms, majority of these suspects were arrested in KwaZulu-Natal (35)

    Police registered the following successes:

    • 128 firearms were confiscated in the past week;
    • 4220 rounds of ammunition were confiscated;
    • 87 hijacked and stolen vehicles were recovered during this week’s operations.

    Two businessmen were rescued by the anti-kidnapping task team after they were hijacked and kidnapped in Midrand on Monday. The two male victims were found in dense bushes and rescued. Their hijacked SUV Range Rover was later recovered in Tembisa.

    A multi-disciplinary law enforcement operation led by the Nelson Mandela Bay Crime Prevention Unit and DPCI, resulted in the successful rescue of a 45-year-old US pastor, who was kidnapped and held at a safe house in KwaMagxaki, Gqeberha, on 15 April 2025.

    Police in Northern Cape seized 39 uncut diamonds through Operation Vala Umgodi.

    KwaZulu-Natal police seized five unlicensed firearms and ammunition in the Msinga area. Two suspects were arrested in this intelligence driven operation.

    Five suspects were arrested between North West and Gauteng for the kidnapping and murder of a 63-year-old pensioner. The man was allegedly robbed of thousands of rands before being killed.

    Western Cape police arrested a second suspect after a taxi boss was killed at the Wynberg Magistrate Court over a week ago.

    In Operation Vala Umgodi, 104 suspects were arrested in connection with illegal mining activities across the North West province while 11 suspects were arrested by Free State police.

    The National Commissioner of the South African Police Service (SAPS), General Fannie Masemola, has assured the nation that the Executive of the country, President Cyril Ramaphosa and Deputy President Paul Mashatile, are in safe hands. 

    “Members of the Presidential Protection Service (PPS) who are assigned to both the President and the Deputy President are trained to a high level of skill and possess the necessary expertise and capabilities to avert any risk and threat,” Masemola said. 

    He said the resources assigned to safeguard the Executive are also adequate and designed to prevent any direct and imminent threat on their lives.

    “While it is not common practice to discuss safety and security aspects of the Executive, the National Commissioner deems it fit to assure the country that sufficient resources are always assigned to safeguard members of the national executive,” Masemola said in a statement. 

    The statement follows a shooting incident involving the Deputy President’s convoy.

    Deputy President Mashatile was returning from an ANC meeting in Boksburg when his convoy came under fire. At first it was thought stones were being hurled at the vehicle, but it was discovered that it was being shot at. 

    “Following the incident, an extensive investigation was conducted and still underway with the ballistics report already concluded. Crime Intelligence is also continuing with its regular risk and threat assessment on both the President and the Deputy President,” the General explained. 

    He confirmed the reinforcement of the security detail to both principals and expressed gratitude to members of the PPS with the manner in which they safeguard and handle the safety of both principals. – SAnews.gov.za

    The Northern Territory Police Force has arrested a 42-year-old male in relation to a domestic violence incident that occurred in Nhulunbuy on Saturday evening.

    Around 8:45pm, police received a report that a male had assaulted another male family member causing the 70-year-old victim to fall and hit his head.

    Police and St John Ambulance attended the scene, and the victim was stabilised before being conveyed to Gove District Hospital with a severe head injury.

    The 70-year-old was later transported to Royal Darwin Hospital where he remains in a critical condition.

    A 42-year-old male has since been arrested and charged with Unlawfully cause serious harm and Aggravated assault.

    He is due to appear in court on Thursday 24 April 2025.

  • MIL-OSI Australia: Call for information – Death – Nightcliff

    The Northern Territory Police Force are investigating after a death in Nightcliff this afternoon. 

    Around 5:15pm, it is alleged that an unknown male was stealing items from a supermarket on Progress Drive, Nightcliff.

    A 71-year-old owner of the store allegedly confronted the male and asked him to return the items before the male allegedly stabbed him with an edged weapon and fled the scene on a bicycle.

    Patrons inside the shop provided initial first aid and immediately contacted police.

    Emergency Services responded immediately and attended the scene where CPR was commenced, and the 71-year-old man was pronounced deceased.

    At this stage, police believe they have identified the offender, and efforts are currently underway to locate him.

    Detectives are urging anyone who has information to make contact on 131 444 or make an anonymous report to Crime Stoppers on 1800 333 000, and quote reference P25111518.

  • MIL-OSI Australia: Police Officer served with a Notice to Appear

    Today, a member of the Northern Territory Police Force was served a Notice to Appear in relation to an incident that occurred in March 2025.

    The 33-year-old Constable is scheduled to appear in Darwin Local Court on 28 June 2025 on a single charge of Aggravated Assault contrary to section 188 of the Northern Territory Criminal Code Act 1983.

    The member is currently suspended with pay and was off duty at the time of the incident.

    Please be aware that the matter is currently under investigation. Due to the case being before the courts, no additional information will be provided at this time.

  • MIL-OSI Australia: Call for information – Aggravated robbery – Coconut Grove

    The Northern Territory Police Force is calling for information in relation to an aggravated robbery that occurred in Coconut Grove early this morning.

    Around 12:20am, police received reports that a male youth had allegedly assaulted a 14-year-old female with a fridge shelf in the yard of her residence on Progress Drive.

    The victim then retreated inside her 57-year-old grandmother’s unit, where the male forced himself inside the residence and stole a handbag. 

    The 57-year-old occupant attempted to hold onto the bag, before the male allegedly threatened to stab her with scissors if she did not let go. The woman released the handbag, and the offender fled the scene on foot.

    Police attended and 14-year-old female victim was assessed for minor injuries and did not require medical treatment.

    The offender remains outstanding, and investigations are ongoing.

  • MIL-OSI Australia: Arrest – Property offences – Alice Springs

    The Northern Territory Police Force has recovered three stolen motor vehicles and arrested an 18-year-old male in relation to property offences in Alice Springs last Thursday.

    About 6am, police were notified that an unknown number of offenders allegedly unlawfully entered a Government facility in Ciccone and stole three vehicles from the premises.

    Strike Force Viper members took carriage of the investigation and identified that one of the vehicles, a white Toyota Hilux, was allegedly used in a ram raid at a grocery store.

    Later that day at 3:30pm, the vehicle was recovered abandoned in scrubland behind Hidden Valley Camp and about 10:40pm at night, police apprehended an 18-year-old male in relation to the two incidents. He has since been charged with Burglary, Damage to property, Ram raid and Theft and was remanded to appear in Alice Springs Local Court tomorrow.

    A short time later, about 11:25pm, police received reports of one of the stolen vehicles allegedly driving erratically in Alice Springs CBD. A short time later, the vehicle was located bogged in the Charles Creek riverbed and police coordinated a response with members from Territory Safety Division and Strike Force Viper with the use of a drone and located and apprehended 3 male youths, two aged 13-years-old and a 17-year-old nearby. They were conveyed into the care of a responsible adult.

    The final vehicle, a white Toyota Troop Carrier, was recovered abandoned on Undoolya Road.

    The Joint Committee on Human Rights continues its inquiry into forced labour in UK supply chains on Wednesday 23 April when it takes evidence from Independent Anti-Slavery Commissioner, Eleanor Lyons and senior officials in Border Force and the National Crime Agency.

    The Independent Anti-Slavery Commissioner is responsible for encouraging best practice among the agencies and organisations tasked with tackling modern slavery and human trafficking. The National Crime Agency was established to lead the UK’s fight against serious, organised and complex crime and provide a new focus on economic crime, while Border Force secures the UK’s border by carrying out customs controls of goods entering the UK.

    The session will focus on the UK’s legislative and regulatory framework for dealing with the risks of forced labour in supply chains. It will examine the practical measures taken by law enforcement to uncover wrong-doing in supply chains and prevent goods made using forced labour from entering the UK. It will also investigate how agencies collaborate and ask if the UK’s response would be improved by the establishment of a dedicated agency.

    As part of the ongoing investigation into a burglary at a supermarket in Brighton this morning, police have charged five people with burglary and stealing. 
    A 24-year-old woman from New Town, a 20-year-old man from Herdsmans Cove, a 25-year-old man from Bridgewater and a 22-year-old man of no fixed address, were charged and detained to appear in the Hobart Magistrates Court today. 
    A 46-year-old man from New Town was charged and bailed to appear in court at a later date. 
    With investigations ongoing, police would like to speak to anyone who saw a silver Nissan X-Trail in the area around the time this morning.

    Globally, one in five deaths among children aged under 5 are attributed to severe acute malnutrition, making it one of the top threats to child survival. Community-based programmes combining medical treatment and therapeutic foods, including a fortified peanut paste, have a 90% success rate.
    Ready-to-Use Therapeutic Food (RUTF) is an energy-dense, micronutrient paste typically made using peanuts, sugar, milk powder, oil, vitamins and minerals that is packaged in foil pouches with a long shelf life and no need of refrigeration. Over the past 30 years this emergency therapeutic food has saved the lives of millions of children facing acute malnutrition [1] [2].
    At a time when global hunger is skyrocketing [3], the current global supply of RUTF is already not even meeting 40% of global needs, Save the Children said, leaving millions of children without access to this life-saving intervention.
    In 2024 there were large-scale breaks in the supply of RUTF as rising malnutrition rates drove up demand and due to disruptions in global supply chains and insufficient funding. This situation is expected to worsen in 2025. An analysis by Save the Children of the 10 countries forecast to have the biggest gaps in supplies found 110,000 malnourished children could miss out on this vital treatment by the end of the year. RUTF supplies are expected to run out in many locations from next month due to a lack of funding.
    Globally at least 18.2 million children were born into hunger in 2024, or about 35 children a minute, with children in conflict zones from Gaza to Ukraine, to Haiti, Sudan to the Democratic Republic of the Congo (DRC), struggling daily to get enough to eat. Famine has been declared in several parts of Sudan where people are resorting to eating grass to stay alive.
    Hannah Stephenson, Head of Hunger and Nutrition at Save the Children, said:
    “Right now, funding shortfalls mean essential nutrition packs are not reaching the children who desperately need them. We know we have the expertise and the track record to reach children around the world but what we urgently need now is the funding to ensure children can receive life-saving treatment. We are running out of time, and t his will cost children’s lives.
    “We also need to see long-term commitments to tackle the root causes of hunger and malnutrition, or else we will continue to see the reversal of progress made for children.”
    In Kenya, one of the countries where Save the Children treats acute malnutrition cases, 18-month-old Ereng has just recovered from malnutrition with treatment from Community Health Promoter Charles, who was trained in basic healthcare by Save the Children.
    Lomanat and Daniel, Ereng’s parents, walked for several kilometres to reach Charles’ clinic. The family are pastoralists, but recent droughts have killed their livestock, and the family now has no sustainable income and no reliable food source.
    They know how important treatment is for children like Ereng, who gained 2.4 kgs (5.3 pounds) in two months once she started receiving nutrition treatment using the fortified peanut paste which has about 500 calories in each portion. Lomanat said:
    “Our  child was in a very bad shape, and the doctor helped by giving her peanut paste. I am very happy, because she is cured.”
    In Somalia, where Save the Children also treats child with acute malnutrition, 7-month-Mukhtar- arrived at a health centre in Puntland after contracting flu which led to breathing difficulties and malnutrition.
    His mother Shamso, 40, who has eight other children, feared her son would not survive with the family struggling after drought killed all but six of their herd of 30 goats. But after receiving medical care and treatment for malnutrition with peanut paste, Mukhtar recovered and returned home.
    “His condition was serious when I brought him in and I didn’t expect him to reach the town alive ,” said Shamso. “My biggest worry is the children, whether my own, those of the relatives or those of my neighbours. When drought comes, it follows that hunger will strike.”
    Children are always the most vulnerable in food crises and, without enough to eat and the right nutritional balance, they are at high risk of becoming acutely malnourished.
    Malnutrition can cause stunting, impede mental and physical development, and increase the risk of contracting deadly diseases.
    About 1.12 billion children globally – or almost half of the world’s children – are unable to afford a balanced diet now, according to data from Save the Children released last month.
    In 2025, Save the Children aims to treat 260,000 children for severe acute malnutrition at outpatient sites in 10 countries that are now experiencing therapeutic food shortages.
    Save the Children is urgently trying to raise $7 million to provide 110,000 severely malnourished children with life-saving RUTF and the critical services needed to treat malnutrition 1 including skilled health workers, community follow-up, immunizations, safe spaces for treatment, safe water, hygiene and sanitation support.
    In the United States, actress and Save the Children ambassador Jennifer Garner launched her #67Strong4Kids campaign on her birthday last week. For #67Strong4Kids she is running a mile a day for 67 consecutive days to raise awareness about Ready-to-Use Therapeutic Food (RUTF). The amount $67 covers a six-week course of RUTF that treats a child suffering from severe acute malnutrition and potentially saves their life.

    -Methodology: Save the Children used the target reach figures for all outpatient severe acute malnutrition treatment in 10 countries facing the largest disruption to the RUTF supply and compared with the current funding gaps for RUTF in those countries. Given the continued uncertainty in supply funding these figures are preliminary and up to date as of 26 March 2025. The 10 countries facing the largest disruptions are Afghanistan, Ethiopia, Kenya, Mali, Myanmar, Nigeria, Somalia, South Sudan, Sudan, and Yemen.

    About 2.30am, offenders forced entry into the supermarket on Brighton Road and stole a quantity of tobacco and cigarettes. Police have recovered the stolen items.
    Police would like to speak to anyone who saw a silver Nissan X-Trail in the area around the time this morning.

    Police in southern Tasmania have seized 45 firearms in just four weeks as part of an ongoing operation.
    Detective Inspector Richard Penney said Operation GAT is a collaboration between the Southern Drugs and Firearms division, State Intelligence Services, Southeast Criminal Investigation Branch, Glenorchy Criminal Investigation Branch, and specialist areas.
    “Over the past four weeks, officers have been targeting firearm crime and have executed 16 search warrants,” he said.
    “That has resulted in the seizure of 45 firearms, eight silencers, and illicit drugs and 12 people are being proceeded against for firearm offences.”
    “We will continue to target those in our community who commit firearms crime, and we ask anyone with information about these illicit activities to contact police.”

    LOS ANGELES – A San Fernando Valley man was sentenced today to 61 months in federal prison for fraudulently obtaining at least $1.8 million by stealing Beverly Hills residents’ identities – often by stealing mail and packages from their homes – then using that information to open fraudulent bank accounts to which he unlawfully transferred money from the bank accounts of the victims, of which included elderly people.      

    Oren David Sela, 36, of North Hills, was sentenced by United States District Judge Dolly M. Gee, who also ordered him to pay $1,818,369 in restitution.

    Sela pleaded guilty in October 2024 to one count of bank fraud and one count of aggravated identity theft. Sela has been in federal custody since October 2023.

    From November 2021 to October 2023, Sela stole mail to obtain debit cards, bank account numbers, Social Security numbers, and other personal identifiable information (PII) belonging to victims, especially victims living in and around Beverly Hills. He then used the victims’ PII to gain access to their online bank and financial accounts, at times SIM-swapping – a type of identity theft where a fraudster illegally obtains a victim’s phone number by transferring it to a new Subscriber Identity Module (SIM) card – or porting the victims’ phone numbers to gain temporary control over those numbers to defeat two-factor authentication security protocols in place on their accounts.

    Sela then opened additional fraudulent accounts in the victims’ names to transfer funds into intermediary accounts he controlled and withdrew money from those accounts or used them to make purchases or transfers. He also caused debit or credit cards linked to victim accounts to be issued to him, so he could spend directly from those cards.

    Sela engaged in hundreds of fraudulent withdrawals and transfers from dozens of victim accounts, attempting to steal at least approximately $2,590,836, and stealing at least approximately $1,818,369.

    He defrauded numerous banks and at least 62 individual victims, including various elderly victims. Sela often used victim funds to purchase expensive goods for himself, including, for example, a nearly $17,000 watch.

    In 2022, Sela was arrested in Beverly Hills and found with nearly $25,000 in cash, various expensive items of jewelry, and numerous fraudulent debit and credit cards belonging to four elderly victims.           

    After Sela’s 2022 arrest, he was released, and his conduct persisted. During two subsequent searches of Sela’s properties in 2022 and 2023, law enforcement identified more than $70,000 in cash, many items of expensive jewelry and similar such receipts, stolen mail, extensive PII, means of identification including driver’s licenses, and banking information including debit cards, credit cards, and checks, belonging to dozens of victims. 

    The United States Secret Service and the Beverly Hills Police Department investigated this matter.

After dismantling USAID, the Trump Administration is now going after the State Department—a critical department that executes our foreign policy goals, maintains our alliances around the world, and promotes the long-term security of the United States.

    “As more information becomes available, I will be monitoring these ‘reforms’ closely. I am particularly concerned over reports that the Trump Administration plans to target human rights programs and the monitoring of war crimes and democracy abroad.     In Congress and as Co-Chair of the Senate Ukraine Caucus, Durbin has continuously called out Russia for committing war crimes in Ukraine. Durbin and Senator Chuck Grassley’s (R-IA) bipartisan Justice for Victims of War Crimes Act – which updates the current war crimes statute to enable prosecution of war criminals in the United States regardless of the nationality of the perpetrator or victim – was signed into law by President Biden.

  • MIL-OSI Security: Grant manager sentenced to over two years in prison for embezzling funds intended to serve Native Alaskans

    ALEXANDRIA, Va. – An Orange, Virginia, man was sentenced today to two years and four months in prison for wire fraud relating to his scheme to misappropriate grant funds through fraudulent invoices.

    According to court documents, from at least December 2021 to March 2024, Larry Todd Morgan, 57, was employed at a company, identified in court records as Company A, as President of Strategy and Innovation. Company A was an Alaska Native Corporation headquartered in Tongass, Alaska, with a contracting office in Manassas and later Chantilly.

    Company A sought and, on July 26, 2022, received a $1.9 million National Telecommunications and Information Administration grant to bring high-speed broadband and related computer software, services, and devices to Alaska Natives living in the villages of Saxman and Ketchikan who were negatively impacted by the COVID-19 pandemic. Company A selected Morgan to administer and manage the NTIA Grant and only Morgan and one other employee had authority to make purchases using NTIA Grant funds.

    Between Oct. 31, 2023, and Nov. 2, 2023, Morgan submitted four expense reports containing six fraudulent invoices purportedly for the purchase of large quantities of electronics and showing that he paid for the electronics using his own personal credit card. Based on the false expense reports and fraudulent invoices, on Nov. 9, 2023, Company A sent a reimbursement payment for $82,815.20 via interstate wire to Morgan’s personal account.

    Over time, Morgan increased the quantity of the electronics he purported to purchase. On Feb. 6, 2024, Morgan submitted an expense report with three fraudulent invoices. On Feb 15, 2024, Company A sent $198,756.48 via ACH transaction to Morgan’s account. Every expense report and invoice Morgan submitted to Company A for reimbursement was false. In total, Morgan submitted at least eight falsified expense reports and at least 21 fraudulent invoices to Company A’s accounting personnel, falsely claiming to have purchased over 2,500 electronic items for the NTIA Tribal Broadband Connectivity Project such as monitors, keyboards, cell phones, tablets, and headsets. Morgan did not make any of the purchases he represented.

    In total, Morgan misappropriated at least $828,152.99 from the NTIA Grant, representing 43% of the total grant received by Company A. He then used the fraud proceeds to purchase luxury vehicles and expensive farming equipment.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia; Sean Ryan, Special Agent in Charge of the FBI Washington Field Office’s Criminal and Cyber Division; and Roderick Anderson, Acting Inspector General of the U.S. Department of Commerce, made the announcement after sentencing by U.S. District Judge Leonie M. Brinkema.

    Assistant U.S. Attorney Zachary H. Ray and former Assistant U.S. Attorney Kenneth R. Simon, Jr. prosecuted the case.

  • MIL-OSI Security: Former Lay Leader Pleads Guilty To Conspiracy To Commit Wire Fraud And Mail Fraud For Role In Scheme To Defraud AME Zion Church Congregations In California

    OAKLAND – Sheila Quintana pleaded guilty in federal court today to conspiracy to commit wire fraud and mail fraud in connection with her role in a scheme to defraud congregations of the African Methodist Episcopal Zion Church (AME Zion Church) across California as well as private lenders.

    Quintana, 71, of Vallejo, was indicted along with co-defendant Staccato Powell, 65, of Wake Forest, N.C., by a federal grand jury in January 2022 on one count of conspiracy to commit wire fraud and mail fraud in violation of 18 U.S.C. § 1349 and two counts of wire fraud in violation of 18 U.S.C. § 1343. Powell was additionally charged with one count of mail fraud.

    On April 18, 2025, an information was filed charging Quintana with conspiracy to commit wire fraud and mail fraud in violation of 18 U.S.C. § 371, and re-alleging the three counts against her in the indictment. Quintana waived indictment on the charges in the information. She pleaded guilty this afternoon to the count of conspiracy to commit wire fraud and mail fraud in violation of 18 U.S.C. § 371 and agreed to cooperate with the government.

    According to court documents, Powell and Quintana were officers of the Western Episcopal District, Inc. (WED, Inc.), an entity that Powell formed in 2016 after Powell’s selection as bishop to AME Zion Church’s Western Episcopal District, a geographic division of the church covering several states in the western United States, including California. AME Zion Church is an historically African-American denomination of approximately 1.4 million adherents worldwide.

    Powell was the chief executive officer (CEO) of WED, Inc., and Quintana became the chief financial officer (CFO) in March 2017. In pleading guilty, Quintana admitted to using false statements and material omissions to obtain from local pastors grant deeds to church properties, and then using fake resolutions to memorialize the agreement of the local congregations to new mortgages on the local church properties when no such authorization had been given.

    Acting United States Attorney Patrick D. Robbins and FBI Special Agent in Charge Sanjay Virmani made the announcement.

    Quintana admitted to fraudulently obtaining mortgages on the following church properties:

    • Kyles Temple in Vallejo: Quintana was part of a group that assisted with the purchase of a $1.5 million episcopal residence in Granite Bay, with approximately $1 million covered by a bank loan. To obtain the additional $500,000 in funding, Quintana learned that the anticipated loans required the use of two church properties as collateral. The group identified two church properties that would be used as collateral to secure financing to purchase the episcopal residence, including Kyles Temple in Vallejo. At the time, Quintana was the chair of the Board of Trustees of Kyles Temple as well as the CFO of WED, Inc. Quintana drafted a fake resolution reflecting authorization by Kyles Temple for the loan and giving herself authority to execute loan documents in her role as Chair of the Board of Trustees. She admitted that there was no meeting at Kyles Temple to approve (or even discuss) this resolution.
    • First AME Zion Church in San Jose: In October 2017, Quintana assisted with documents and transactions to use the First AME Zion Church in San Jose as collateral for a new loan to buy a parsonage, a residence for the congregation’s new pastor. Quintana prepared a fake resolution on the San Jose congregation’s letterhead stating that the new pastor was authorized to sign all documents pertaining to the real estate transactions, following a “unanimous vote by the membership.” During the processing of the loan paperwork, Quintana learned that a title search for the San Jose church revealed a title interest in the property held by the AME Zion Church of Los Angeles. She then prepared another fake resolution stating that the AME Zion Church in Los Angeles held a membership meeting on or about Oct. 12, 2017, and voted to deed the church in San Jose to WED, Inc. Using the resolutions, WED, Inc. obtained a loan, the proceeds of which were used to purchase the parsonage. Quintana learned in late November 2017 that the San Jose congregation disputed the transaction, including the assertion that the church’s membership voted unanimously to approve the resolution. In or about August 2019, Quintana assisted with an additional transaction to refinance the 2017 loan using the First AME Zion Church of San Jose as collateral.
    • Greater Cooper AME Zion Church in Oakland: As CFO of WED, Inc., Quintana executed loan documents in May 2019 to borrow $525,000 using the Greater Cooper AME Zion Church in Oakland as collateral. Quintana signed the grant deeds transferring the property of Greater Cooper AME Zion Church in Oakland to WED, Inc. and other closing documents on May 16, 2019, and signed the deed of trust for the transaction as CFO of WED, Inc. on May 24, 2019. Following that, Quintana emailed Powell to inform him that the “expected cash amount from the Cooper loan is $506,000 . . . .” Quintana later learned that the property of Greater Cooper had been encumbered with approximately $1.5 million in debt and that the congregation objected to the encumbrance as unauthorized.
    • University AME Zion Church of Palo Alto: Quintana understood in 2017 that Powell had informed the Reverend of University AME Zion Church of Palo Alto that Powell planned to use the University church as collateral for a loan. Quintana prepared the paperwork needed for the transfer of the University AME Zion Church to WED, Inc. In March 2018, Quintana received paperwork for a $2 million loan using University AME Zion Church as collateral, and emailed the loan papers to Powell for him to sign. WED, Inc. encumbered the University AME Church with loans totaling $3.6 million, which Quintana admitted was debt that the congregation’s membership neither knew about nor authorized.
    • First AME Zion Church in Los Angeles: Beginning in December 2017, Quintana assisted with documents and transactions to use the First AME Zion Church in Los Angeles as collateral for a new loan. Quintana understood from Powell that the pastor of the Los Angeles church had told Powell that the membership had approved the transfer of title from the Los Angeles church to WED, Inc. Quintana prepared a resolution that purported to document a meeting at which the membership approved the transfer and authorized the Reverend of the Los Angeles church to sign documents pertaining to the transfer, as well as an updated resolution that purported to document a meeting at which the membership approved the transfer of title to WED, Inc., and authorized Powell to sign all documents pertaining to the transaction. She sent both fake resolutions to the lender. Quintana signed a resolution of the Board of WED, Inc. on Dec. 15, 2017, approving the obtaining of a loan using the Los Angeles church property as collateral, and executed loan documents on Dec. 20, 2017. Quintana admitted that she knew that the resolution included false information that was material to obtaining the loan using the church as collateral, and intended that the use of the false and material information would result in the loan’s approval and funding.

    Quintana further admitted that between September 2018 and June 2019, in recognition of the amount of time she had spent assisting Powell with the business of the Western Episcopal District, she prepared and signed three checks drawn on WED, Inc.’s bank account and made payable to her spouse totaling $67,500. The checks were payable to Quintana for her benefit. Quintana wrote and signed these checks making payment to her spouse because she did not want anyone other than Powell to know of the payments.

    According to the information filed on April 18, 2025, WED, Inc. filed a bankruptcy petition in July 2020 in which it claimed its assets included 11 churches, a parsonage, and Powell’s official residence. The petition stated that WED, Inc.’s real property was worth $26,338,031 and had debts totaling $12,475,453.

    Quintana is next scheduled to appear in court on July 15, 2025, for a status hearing. She faces a maximum sentence of five years in prison and a $250,000 fine for conspiracy to commit wire fraud and mail fraud in violation of 18 U.S.C. § 371. Any sentence will be imposed by the court only after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.

    Assistant U.S. Attorney Jonathan U. Lee is prosecuting the case with the assistance of Kathy Tat and Helen Yee. The prosecution is the result of an investigation by the FBI.

    Today, Governor Josh Stein announced that the state is offering a reward of up to $25,000 for information leading to the location and arrest of the suspect Bryan Tyronne Montreal Goodwin, age 31, for the murder of Jaquin Kymane Bethea, Jr., age 33.

    On Aug. 6, 2024, the body of Jaquin Kymane Bethea was found in an abandoned residence on Ridge Road in the Supply area of Brunswick County. Bethea had been shot twice and investigators located multiple shell casings at the scene. Investigators have identified Bryan Tyronne Montreal Goodwin as a suspect.
