    Police investigating serious motorbike crash at Herdsmans Cove

    Police are investigating a motorbike crash in Herdsmans Cove last night where two people sustained serious injuries. 
    About 11pm, two trail bikes were travelling in opposite directions on a walkway near Zena Drive. The area is poorly lit, the bikes did not have headlights, and one of the riders was not wearing a helmet.  
    The bikes collided, and both riders, a 19-year-old woman and an 18-year-old man, were transported to hospital in serious but stable conditions.  
    “Police remind all road users, particular motorcyclists, to prioritise their safety,” said Inspector Luke Horne. 
    “Please – if you’re a rider – protect your safety and the safety of others every time you ride.”  
    Anyone with information in relation to the crash is asked to contact Bridgewater Police on 131 444.

    WASHINGTON, July 30 – Sen. Bernie Sanders (I-Vt.) today rose to force a vote on two Joint Resolutions of Disapproval (JRDs) to block offensive arms sales to Israel in light of the daily civilian massacres and unfolding famine created by the Netanyahu government’s policies. The JRD is the only formal mechanism available to Congress to prevent an arms sale noticed by the administration from advancing.

    M. President, let me begin by stating what this debate is about, and what it is not about. It is not about whether anyone in the Senate disagrees that Hamas is a terrorist organization, which began this war with a brutal terrorist attack on October 7, 2023, that killed 1,200 innocent people and took 250 hostages. Everyone agrees with that.

    The International Criminal Court was right to indict the leaders of Hamas as war criminals for those atrocities. There is also, I believe, no disagreement as to whether or not Israel had a right to defend itself, like any other country suffering an attack like that. Clearly, it did.

    And, in a certain sense, this debate is not really about Israel. It is about the United States of America, and whether we will abide by U.S. and international law, or whether we will continue to contribute billions of dollars to an extremist government in Israel, which has caused an unprecedented humanitarian disaster in Gaza. This debate is over whether or not the United States of America will have any moral credibility on the international scene. Whether or not we will be able, with a straight face, to condemn other countries who commit barbaric acts if we don’t stand up tonight. That is what we are debating.

    M. President, the vast majority of the American people and the world community understand that the Netanyahu government in Israel has gone well beyond defending itself from Hamas. Over the last 21 months, it has waged an all-out, illegal, immoral and horrific war of annihilation against the Palestinian people. 

    This war has already killed some 60,000 Palestinians and wounded more than 143,000 — most of whom are women, children and the elderly. In a population of just over two million, more than 200,000 people have been killed or wounded since this war began. That, M. President, is 10% of the population of Gaza. 

    M. President, to put that into scale so we as Americans can understand the enormity of what is happening there, if that kind of destruction happened in the United States — if 10% of our population were killed or wounded in war, it would mean that 34 million of us would have been killed or wounded.

    The toll on Gaza’s children is unspeakable, and it is literally hard to imagine. The United Nations reports that more than 18,000 children have been killed since this war began. Just this morning, the Washington Post published a list of all these children’s names, and I ask that these names be entered into the Congressional Record.

    I should mention that more than 12,000 of these children were under the age of 12, and more than 3,000 children in Gaza have had one or more limbs amputated. That is how this war has impacted the children in Gaza. But it’s not just the horrific loss of life that we are seeing.

    New satellite imagery shows that Israel’s indiscriminate bombardment has destroyed 70% of all structures in Gaza. The UN estimates that 92% of the housing units have been damaged or destroyed. Most of the population is now living in tents or other makeshift structures.

    And let us not forget, over the last 21 months, these people, most of whom are poor, have been displaced time and time again — told to go here, told to go there, moved around with often no possessions other than the clothing on their backs.

    M. President, the health care system in Gaza has been destroyed. Most of the territory’s hospitals and primary health care facilities have been bombed. More than 1,500 health care workers have been killed, as well as 336 UN staff.

    Gaza’s civilian infrastructure has been totally devastated, including almost 90% of water and sanitation facilities. Raw sewage now runs all over Gaza. Most of the roads have been destroyed. Gaza’s educational system has been obliterated. Hundreds of schools have been bombed, as has every single one of Gaza’s 12 universities. And there has been no electricity in Gaza for 21 months. 

    M. President, all of this is a horror unto itself. But in recent months, the Netanyahu government’s extermination of Gaza has made an unspeakable and horrible situation even worse. 

    From March 2 to May 19, Israel did not allow a single shipment of humanitarian aid into Gaza — no food, no water, no fuel and no medical supplies for a distressed population of two million people over a period of 11 weeks. Since then, Israel has allowed a trickle of aid to get into Gaza, but nowhere near enough to meet the enormous needs of a population besieged for so long. 

    M. President, when you cut off all food to a population, what happens is not surprising. People starve to death. And that is exactly what Israeli policy has deliberately done — it is causing mass starvation and famine.

    Children and other vulnerable people are dying in increasing numbers. In the last two weeks, dozens of young children have died from starvation. Starving mothers cannot breastfeed their infants, and no formula is available, and certainly no clean water to make it, in any case. Hospitals have run out of nutritional treatments, and doctors and nurses who are already treating the desperate, they themselves are going hungry and are fainting from hunger. 

    The World Food Programme says that the food crisis has reached “new and astonishing levels of desperation, with a third of the population not eating for multiple days in a row.” 

    Just yesterday, the gold-standard UN-backed food monitoring group, the IPC, issued a new report saying: “The worst-case scenario of famine is currently playing out in the Gaza Strip.”  

    When mass death from starvation begins, it is difficult to reverse. Aid groups say it will soon be too late to stop a wave of preventable deaths in Gaza, all of which is the direct result of the Israeli government’s policies. 

    M. President, what I’m going to describe now is gruesome, but I think it is important for us to understand what is happening to the children in Gaza.

    Mark Brauner, an American doctor who spent in two weeks in Gaza in June described the situation: “a lot of the children have already passed the point of no return where their physiology has eroded to the point where even refeeding could potentially cause death itself. The gut lining has started to auto-digest and it will no longer have adequate absorptive capacity for water or for nutrition. Death is unfortunately imminent for probably thousands of children.”

    That’s an American physician who was in Gaza in June.

    M. President, what the extremist Netanyahu government is doing now is not an effort to win a war. There is no military purpose in starving thousands and thousands of children. Let us be clear: This is not an effort to win a war, this is an effort to destroy a people.

    Having already killed or wounded more than 200,000 Palestinians, mostly women and children, the extremist Israeli government is using mass starvation to engineer the ethnic cleansing of Gaza. They are trying to drive a desperate people out of their homeland, to God knows where. 

    This is not my speculation; this what Israeli ministers and officials are saying themselves.

    A few months ago, the Finance Minister vowed that “Gaza will be entirely destroyed.” Just last week, another current Israeli minister said: “All Gaza will be Jewish… the government is pushing for Gaza being wiped out. Thank God, we are wiping out this evil.” Another Likud member of the Knesset and former minister called for “Erasing all of Gaza from the face of the earth.”

    And in the West Bank, we see this agenda being carried out clearly and methodically, with more than 500,000 Israeli settlers now illegally occupying land integral to any future Palestinian state. Earlier this month, the Knesset even approved a non-binding motion in favor of formally annexing the West Bank.

    This slow-motion annexation is backed by violence: Israeli security forces and settler extremists have killed thousands of Palestinians in recent years. Israeli settlers brutally beat a young American to death earlier this month, the seventh American killed in the West Bank since 2022. Despite a demand from President Trump’s ambassador to Israel, Mike Huckabee, no one has been held accountable for these deaths.

    M. President, people around the world are outraged by what is going on in Gaza right now, and countries are increasingly demanding that Netanyahu’s government stop what they are doing.

    France and Canada have said they will recognize a Palestinian state. The United Kingdom has said it will do so, as well, if Israel does not immediately end this war and surge humanitarian aid. And at the UN last month, 149 countries voted for a ceasefire resolution condemning the use of starvation as a weapon of war and demanding an end to Israel’s blockade on humanitarian aid. But it is not just the international community. 

    Just yesterday, Gallup, one of the best polling organizations in our country, released a new poll that shows that just 32% of Americans support Israel’s military action in Gaza, while 60% oppose it. To my Democratic colleagues here in the Senate, I would point out that only 8% of Democrats support this war, and just 25% of independents. And to my Republican colleagues, I would point out that more and more Republicans are beginning to speak out against the atrocities of this war and the fact that billions of billions of taxpayer dollars are going to a government in Israel waging an illegal war. 

    Further, M. President, a recent Economist/YouGov poll shows that just 15% of the American people support increasing military aid to Israel, while 35% support decreasing military aid to Israel or stopping it entirely. Just 8% of Democrats support increasing military aid to Israel. 

    M. President, the American people are haunted by the images coming out of Gaza.

    These are desperate children with pots in their hands, crying, begging for food in order to stay alive. That’s what the American people are seeing every night on TV, on the internet and in the newspapers. These are emaciated children, their bodies, in some cases, barely more than skeletons. The American people are seeing miles and miles of rubble where cities and towns once stood. They are seeing innocent people shot down while they wait on line to get food while they are starving.

    M. President, despite these war crimes, carried out daily in plain view, the United States has provided more than $22 billion for Israel’s military operations since this war began. One estimate, based on Brown University research, calculates that the United States has paid for 70% of the Gaza war. In other words, American taxpayer dollars are being used to starve children, bomb schools, kill civilians and support the cruelty of Netanyahu and his criminal ministers. And that, M. President, is why I have brought these two resolutions of disapproval to block offensive arms sales to Israel. 

    S.J.Res.34 would prohibit the U.S.-taxpayer financed $675.7 million sale of thousands of 1,000-pound bombs and many thousands of JDAM guidance kits.

    And S.J.Res.41 would prohibit the sale of tens of thousands of fully automatic assault rifles.

    These arms sales clearly violate the Foreign Assistance Act and the Arms Export Control Act, which prohibit sending arms to countries that violate international law by killing civilians and blocking humanitarian aid — and very few people doubt that that is exactly what Israel is doing. If you want to obey the law, vote for these resolutions. 

    The rifles in question will go to arm a police force overseen by far-right, extremist minister Itamar Ben-Gvir, who has long advocated for the forcible expulsion of Palestinians from the region, who was convicted of support for terrorism by an Israeli court, and who has distributed weapons to violent settlers in the West Bank. Ben-Gvir has formed new police units comprised of extremist settlers and has boasted about how many weapons he has distributed to vigilante settlers in the West Bank. And you want to give him more rifles? That’s what one of these resolutions is about.

    These are rifles the Biden administration held back over fears they would be used by extremist Israeli settlers in the West Bank to terrorize Palestinians and push them from their homes and villages.

    M. President, U.S. taxpayers have spent many, many billions of dollars in support of the racist, extremist Netanyahu government. Enough is enough. 

    Americans want this to end. They do not want to be complicit in an unfolding famine and daily civilian massacres. And we here in Congress tonight have the power to act. No more talks, no more great speeches. But tonight, we have the power to act — the power to force Netanyahu and his extremist government to end this slaughter.

    The time is long overdue for Congress to use the leverage we have — tens of billions in arms and military aid — to demand that Israel end these atrocities.

    At a time when Israeli soldiers are shooting civilians trying to get food aid on a near-daily basis, when extremist settlers are pushing Palestinians from their homes in the West Bank, and when Gaza is witnessing mass starvation as a result of Israeli government policy, the United States should not and must not be providing more weapons to enable these atrocities. 

    M. President, whatever happens tonight, history will condemn those who fail to act in the face of these horrors.

  • MIL-OSI Security: Mexican National Sentenced For Re-Entry of a Removed Alien

    NEW ORLEANS, LOUISIANA – Acting United States Attorney Michael M. Simpson announced that LUIS A. GAMA (“GAMA”), age 38, a native of Mexico, was sentenced on July 23, 2025, for re-entry of removed alien, in violation of Title 8, United States Code, Section 1326(a).

    According to court documents, GAMA, a Mexican national, was found in Tangipahoa Parish on or around April 10, 2025. GAMA had previously been deported to Mexico on September 10, 2019.

    At the sentencing hearing, United States District Judge Nannette Jolivette Brown, sentenced GAMA to twelve months of imprisonment and one year of supervised release.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.   • MIL-OSI Security: Laplace Man Charged With Bank Fraud

    NEW ORLEANS, LOUISIANA – Acting United States Attorney Michael M. Simpson announced that ERNEST X. TAYLOR, JR. (“TAYLOR”), age 40, a resident of LaPlace, Louisiana, was charged on July 30, 2025 in a superseding bill of information with Bank Fraud, in violation of Title 18, United States Code, Section 1344(2).

    According to court documents, between 2019 and 2022, TAYLOR applied for over $400,000 in loans from credit unions and falsely claimed that the funds would be utilized to purchase vehicles. TAYLOR fraudulently applied for loans under other people’s names and did not disclose to the credit unions that the loan proceeds would go to TAYLOR. In furtherance of his scheme, TAYLOR presented materially false documentation to the credit unions, including fraudulent vehicle titles and falsified pay stubs. After receiving the loan proceeds, TAYLOR defaulted on the loans.

    If convicted, TAYLOR faces up to thirty years imprisonment, up to five years of supervised release, a fine of up to $250,000, and a mandatory special assessment fee of $100.

    Acting U.S. Attorney Simpson reiterated that the superseding bill of information is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

    The case was investigated by the Federal Bureau of Investigation and the United States Secret Service. Assistant United States Attorneys Maria M. Carboni and Edward Rivera of the Financial Crimes Unit are handling the prosecution.

  • MIL-OSI Security: Guatemalan National Guilty of Illegal Re-Entry into The United States

    NEW ORLEANS, LOUISIANA – Acting U.S. Attorney Michael M. Simpson announced that RUBEN URIZAR-BETETA, age 49, a citizen of Guatemala, pled guilty and was sentenced on July 15, 2025, for illegal re-entry of a removed alien, in violation of Title 8, United States Code, Section 1326(a).

    According to court records, RUBEN URIZAR-BETETA illegally re-entered the United States sometime prior to March 23, 2025, after having been previously removed on or about September 30, 2014.   

    RUBEN URIZAR-BETETA was sentenced to 30 months unsupervised probation and a $100 mandatory special assessment fee.

    Acting U.S. Attorney Simpson praised the work of the United States Department of Homeland Security, Immigration and Customs Enforcement (ICE) in investigating this matter.  Assistant United States Attorney Irene González of the General Crimes Unit is in charge of the prosecution.

  • MIL-OSI Security: Illegal Alien Indicted for Two Death Penalty Eligible Offenses after Attempted Carjacking

    TUCSON, Ariz. – This afternoon, a federal grand jury in Tucson returned a five-count indictment against Julio Cesar Aguirre, 42, of Mexico, for Attempted Carjacking Resulting in Death, Use or Carrying of a Firearm During a Crime of Violence Causing Death, Possession of a Firearm by an Illegal Alien, Reentry of a Removed Alien, and Felon in Possession of a Firearm.

    The first two counts carry a maximum penalty of life in prison or death.

    According to court filings, Aguirre shot and killed a male driver with a 9mm caliber handgun, while attempting to carjack the victim’s Toyota Tundra on the morning of June 30, in Tucson, Arizona.

    Shortly after the attempted carjacking, Tucson Police Department (TPD) officers found Aguirre hiding in a nearby shed. Aguirre, a Mexican citizen, who was previously removed from the United States in 2013, was living in the country illegally at the time of the shooting. When he was arrested, TPD officers discovered a Smith & Wesson 9mm caliber pistol within Aguirre’s reach. As a convicted felon and as an illegal alien, Aguirre was prohibited from possessing a firearm.

    “The focus in this case should be on the senseless loss of the victim and the pain that loss creates for his family and friends. Our criminal laws exist to protect our community, and the United States has an obligation to enforce those laws,” said United States Attorney Timothy Courchaine. “The alleged series of crimes in the indictment, starting with illegal immigration, escalating to prohibited possession of a firearm, and culminating in the death of an innocent individual, is why the United States Attorney’s Office takes this matter so seriously.”

    “This indictment represents a meaningful step toward accountability and justice for the victim, their loved ones, and all those affected by the tragic events in early July,” said FBI Phoenix Special Agent in Charge Heith Janke. “The allegations in this case involve a senseless act of violence that claimed an innocent life and deeply impacted our community. Carjacking resulting in death is a serious federal offense. The FBI, in partnership with the Tucson Police Department and the U.S. Attorney’s Office, remains dedicated to pursuing justice and ensuring public safety.”

    A conviction for Illegal Alien in Possession of a Firearm or Felon in Possession of a Firearm each carries a maximum penalty of up to 15 years in prison. A conviction for Illegal Reentry carries a maximum penalty of up to 10 years in prison.

    The federal prosecution of this case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     An indictment is a formal accusation of criminal conduct. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Federal Jury Convicts Texas Man of Cocaine Trafficking

    PITTSBURGH, Pa. – Jorge Luis Guerrero, of Socorro, Texas, was found guilty by a federal jury in Pittsburgh of possessing with intent to distribute 500 grams or more of cocaine, Acting United States Attorney Troy Rivetti announced today. The jury returned its verdict on July 29, 2025, after deliberating for five-and-a-half hours following a six-day trial.

    Guerrero, 39, was tried before Senior United States District Judge Joy Flowers Conti.

    The evidence presented at trial established that Guerrero transported five kilograms of cocaine to the Western District of Pennsylvania hidden in a secret compartment in the bumper of a vehicle registered to his wife. Accessing the cocaine required removing the bumper cover and bumper of the vehicle and then additional metal plates that concealed the compartment housing the cocaine.

    Judge Conti scheduled sentencing for December 10, 2025. The law provides for a maximum total sentence of not less than five years and up to 40 years in prison, a fine of up to $5 million, or both. Under the federal Sentencing Guidelines, the actual sentence imposed is based on the seriousness of the offense and the prior criminal history, if any, of the defendant.

    Assistant United States Attorneys Robert C. Schupansky and V. Joseph Sonson prosecuted this case on behalf of the United States.

    Agents and task force officers from the Federal Bureau of Investigation, as well as personnel from the Socorro Police Department, United States Customs and Border Protection, and the United States Drug Enforcement Administration, assisted in the trial.

    This prosecution is a result of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles high-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten communities throughout the United States. OCDETF uses a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

  • MIL-OSI Security: Man who threatened to stab father in rap video sentenced to jail

    A man has been sentenced to jail for murdering a father in front of his young child in a barbershop in Leyton.

    Josh McKay, 33, was stabbed in the neck by Renai Belle in a targeted attack and died from his injuries at the scene. During the Metropolitan Police investigation, officers discovered a rap video showing Belle threaten Josh before the attack.

    Belle, 30 (20.02.95), of Swaythling Close, Edmonton was sentenced to 26 years and 12 months in prison on Wednesday, 30 July at the Old Bailey. He was previously convicted for Josh’s murder and possession of a knife on Wednesday, 4 June.

    A man and woman were also convicted and sentenced for separate offences.

    Josh’s mother, Bash Kehinde said: “Today’s sentencing changes nothing for me and my family. I will never see my beautiful son. And his two children will now face life without their hero.

    “To all of the mothers of murdered children, I understand your pain, the sadness and sense of loss that is unbearable. It is made worse because it was all so senseless.

    “Josh was a beautiful happy kind man and an active and loving father. The world is less kind, less bright and less funny without him here.”

    Detective Inspector Chris Griffith, from Specialist Crime North, who led the investigation, said: “This was a savage and pre-planned attack, committed in broad daylight and with scant regard for passers-by. What took place left the local community reeling, and two young children without their father.

    “My heart goes out to Josh’s family and friends. He was a loving parent, whose life was ended in the most horrendous way.

    “I hope that today’s result provides Josh’s family with some closure, and allows the community to feel safer knowing that Belle is no longer free to commit such heinous crimes.”

    The court heard that Josh was at a barbershop on Lea Bridge Road with his son on Saturday, 6 July. Around 15:00hrs, as shown on CCTV seized by the investigation team, Belle entered the shop wearing a balaclava where he stabbed Josh in the neck in a pre-meditated attack following a long-standing dispute. Belle was then chased away by Josh.

    Members of the public rushed to Josh’s aid and attempted to provide medical treatment until the arrival of officers and paramedics. Despite their best efforts, Josh died from his injuries.

    A determined investigation began immediately in which officers painstakingly combed through more than 100 hours of CCTV footage to track Belle’s movements and understand what took place.

    Officers discovered that Belle was the passenger in a car being driven by his partner, Tenika Parker. Having seen Josh enter the barbershop, the pair drove to the address of man called Daniel Cooper. In doorbell footage later seized, Cooper was seen providing Belle with the balaclava and knife that would be used minutes later to murder Josh. Belle was then driven back to the barbers nearby before stabbing Josh. He was helped to escape by Parker in the waiting car.

    A manhunt led to the arrest of Belle at an address in Pincott Road, SW19 on Monday 8 July, 2024.

    As part of officers’ determination to further establish a watertight case against Belle, further enquiries led them to discover a rap video on YouTube showing Belle threaten Josh in advance of the attack, more proof that it was pre-planned.

    Parker was initially arrested on suspicion of assisting an offender on Sunday, 7 July in India Dock Road, Poplar. She was stopped by police while driving the car that had been identified as involved in the murder. During a search of Parker’s vehicle, officers found distinct black sliders Belle was seen wearing in CCTV footage, as well as traces of blood that officers sent for forensic testing. This provided a DNA match to Josh. Parker was rearrested on Wednesday, 2 October, and charged with perverting the course of justice after CCTV footage showed her attempting to clean her car after the attack to remove any evidence.

    Cooper was arrested after handing himself in to police on Thursday, 11 July. During a search at Cooper’s property, officers discovered two knives matching the branding of the weapon that was left at the scene of Josh’s murder. Forensic testing on the balaclava and knife discarded by Belle at the scene of Josh’s murder found DNA that matched with Cooper.

    On Wednesday, 4 June, Tenika Parker, 39 (21.02.86), of Canterbury Road, Leytonstone and Daniel Cooper, 22 (20.02.03) of Gosport Road, Leytonstone stood trial alongside Belle.

    Parker was convicted of possession of a knife and perverting the course of justice. On Wednesday, 30 July, she was sentenced at the Old Bailey to 2 years and 3 months years in prison.

    Cooper had previously pleaded guilty to possession of a knife but was acquitted of other offences. He was sentenced on Friday, 6 June for 7.5 months. He has since been released due to time already served.

  • MIL-OSI Analysis: People smugglers adapt to attempts to shut them down – financial sanctions won’t stop the boats

    In the latest attempt to crack down on irregular migration, the UK government has announced a raft of international sanctions against people smugglers. The sanctions will use asset freezes, travel bans and other financial restrictions to go after businesses and individuals thought to be facilitating smuggling operations.

    The government has committed to treating irregular migration as a national security threat, to be tackled with tools drawn from the counter-terrorism playbook. But, given the supply and demand forces that drive the smuggling industry, sanctions may not be effective.

    Smuggling is, essentially, a service industry. Opportunistic entrepreneurs charge migrants a fee to enable them to cross borders they wouldn’t otherwise be able to.

    These operations rely on wide networks: suppliers of dinghies and vehicles, informal money transfer brokers, local guides skilled at avoiding detection. While the routes and logistics vary across regions, empirical research consistently shows that smuggling is usually low-skill and fragmented. It’s rarely the domain of organised, mafia-style cartels.

    This regime of sanctions and asset freezes adds a new tactic to a familiar policy toolbox. Previous Conservative governments and EU countries have treated smuggling as a form of organised crime that can only be defeated through security responses. They’ve invested in surveillance, border walls and policing at home and internationally. Evidence suggests this approach is not only ineffective – it can backfire.

    Why sanctions may miss the target

    Smugglers and migrants alike operate in highly hostile environments. Evading detection and minimising risk is essential. This has made migrant smuggling particularly adaptable to criminal justice responses.

    Take money transfers between migrants and smugglers. Smuggling fees are often handled through the informal “hawala” money transfer system. A migrant deposits funds with a broker in the departure country, who holds the money and issues a code. Only once the migrant has safely arrived at their destination is the code released to a second broker, who then pays the smuggler. Debts between hawala brokers are settled when future operations move money in the opposite direction.

    Hawala money transfers are legal in most countries. But as no funds cross borders directly, this type of informal banking lends itself well to transactions that are anonymous and untraceable. The UK’s new sanctions target hawala brokers involved in handling payments between smugglers and their clients. But, in the same way that the structures of smuggling groups have evolved and adapted in response to police or border enforcement, so will their systems to move money safely.

    On heavily policed borders such as those in the Balkans, small-scale smugglers, often migrants themselves, have formed more coordinated groups bonded by ethnicity or language. Many of the groups listed in the UK sanctions, such as the Kazawi and Tatwani groups, have been on Interpol’s radar for years.

    Even when key figures are arrested, these groups have demonstrated the ability to disband and regroup on a different border. Sometimes they go quiet while developing new strategies, only to resurface in the same areas, driven by unchanged demand in smuggling services. Hawala brokers hit by the new sanction regime are likely to close and restart operations under different names.

    How effective can UK sanctions be if the targets and their assets are not in the UK, and if their operations can quickly shift across borders and names? Unless other countries follow suit and enforce similar measures, these sanctions may amount to little more than politically symbolic.

    Supply and demand

    So long as migration policy focuses almost exclusively on “smashing the gangs” and targeting the supply side of irregular migration, smugglers and other entrepreneurs involved in facilitating it are likely to reinvent themselves and find new, more precarious ways to circumvent border restrictions.

    Unless implemented internationally, UK sanctions will do little to change this. But international counter-smuggling responses are highly dependant on the specific circumstances faced by the states involved.

    In Italy, right and left-leaning governments have pursued an anti-mafia approach to smuggling for years, with limited results. Earlier this year, Italian authorities arrested suspected trafficker Osama Elmasry Njeem, following a warrant by the International Criminal Court on charges of murder, rape and torture.

    They then released him and repatriated him to Libya, sparking a row with the ICC. Although Italy has made deals with with the Libyan government in Tripoli to stop irregular migrant boats, it appears there were concerns that his arrest could strain relations with Libyan counterparts and trigger a surge in boat arrivals from North Africa. This situation highlights the challenges that can arise with such tactics.

    The idea that cracking down on smugglers, through sanctions or criminal justice responses, will deter people from seeking their services is not supported by evidence. If anything, it increases the risks migrants must take, making journeys more dangerous but no less likely. Migration flows to Europe rise and fall in patterns driven far more by global instability and lack of legal alternatives than by changes in law enforcement.

    Including smugglers in a sanctions regime may create headlines, but it misses the bigger point: people smuggling exists because people need to move. It is a demand-led phenomenon, and it is the demand side – why people turn to smugglers in the first place – that remains largely unaddressed.

    To reduce the power and appeal of smugglers, governments need to open safe, legal pathways for migration. This would reduce reliance on illicit networks, protect vulnerable people and restore order to a system that is politically defined by routine crises.

    The Province is strengthening its efforts to combat human trafficking with the creation of a new, co-ordinated provincial response team.

    The counter human trafficking unit (CHTU) will enhance the detection, investigation and prosecution of human trafficking crimes, while expanding support for victims and targeting organized crime networks operating in British Columbia.

    “Human trafficking occurs in all areas of our province, and we all have a role to play in helping to prevent these horrific crimes,” said Nina Krieger, Minister of Public Safety and Solicitor General. “The creation of this new unit marks a significant step forward in our government’s efforts to assist police in identifying and supporting victims of human trafficking, while also strengthening evidence-gathering to ensure those responsible for these crimes are held accountable.”

    The CHTU is a 12-member team that will lead the provincial response to the issue of human trafficking through intelligence, education and investigation. The unit will work with police departments and other agencies to provide increased training to officers and additional capacity in investigations and intelligence-gathering on cases throughout the province. They will also help strengthen the response to these crimes by promoting experts in the field of human trafficking to support criminal prosecutions. 

    “Human trafficking is a complex and often hidden crime that requires specialized skills and resources from police,” said Chief Supt. Elija Rain, officer in charge of the B.C. RCMP major crime section. “From education to detection, investigation, prosecution and working closely with policing and community partners, the creation of this dedicated team strengthens our overall response to human trafficking in every corner of B.C.”

    The funding for the CHTU is made available from the Province’s $230-million investment into the Provincial Police Service to enable the B.C. RCMP to hire officers in specialized units, such as the major crime section, the internet child exploitation unit and the BC Highway Patrol.

    The Province’s broader response to human trafficking includes a focus on enhancing community-led supports for survivors, increasing community capacity to respond to human trafficking and enforcement efforts through police departments. More than $60 million is provided annually to support more than 475 front-line victim-service and violence against women programs in the province that offer emotional support, information, referrals and practical assistance to victims of violence, including victims of human trafficking. This includes funding for 70 new sexual-assault services and five sexual-assault centres to support victims of sexual violence in the province.

    Human trafficking is a serious violation of human rights involving the exploitation of vulnerable individuals for profit. Due to their often hidden and complex nature, many human trafficking offences go undetected or unreported. In 2023, 43 incidents were reported to police in B.C., though the actual number may be higher as experts note human trafficking is significantly under-reported.

    WASHINGTON, D.C. – Today, U.S. Senators Mark R. Warner and Tim Kaine, Ranking Member of the Senate Armed Services Subcommittee on Seapower, (both D-VA) sent a letter to Secretary of the Navy John Phelan asking the U.S. Navy for answers regarding the death of Seaman Angelina P. Resendiz, who was found dead on June 9 in Norfolk after being reported missing since May 29. Resendiz was assigned to the destroyer James E. Williams at Naval Station Norfolk. In the letter, the senators request a briefing from the Navy and more information about the period of Resendiz’s disappearance and death and the Navy’s adherence to policies and procedures. They also express concerns regarding public accounts of the condition of Seaman Resendiz’s remains upon arrival in Texas.

    “We write to inquire about the Navy’s handling of the tragic death of Seaman Angelina P. Resendiz,” wrote the senators. “While we acknowledge the Navy’s engagement with congressional offices to date, ongoing questions and concerns related to the period of her disappearance, the circumstances leading to her death, and the Navy’s policies and procedures throughout, demand answers.”

    The senators continued, “As the Navy continues its investigation, it is critical that you provide Congress with significantly greater detail about the circumstances of Seaman Resendiz’s disappearance and death, including a more fulsome accounting of the Navy’s engagement with Seaman Resendiz’s loved ones and fellow sailors who had raised concerns about her well-being.”

  • MIL-OSI Security: Jacksonville Convicted Child Sex Offender Indicted for Using the Internet to Access Child Sexual Abuse Materials

    Jacksonville, Florida – United States Attorney Gregory W. Kehoe announces that Matthew Eric Baumgardner (49, Jacksonville) has been arrested and charged by indictment for using the internet to access child sexual abuse materials. If convicted, Baumgardner faces a minimum penalty of 10 years, up to 20 years, in federal prison and a potential lifetime term of supervised release. He was arrested on July 28, 2025, and has been ordered detained pending trial.

    Baumgardner is a registered child sex offender who was convicted in 2017 of possessing photographs depicting the sexual performance by a child, traveling to meet a minor for unlawful activity, and unlawful use of a two-way communication device.

    This case was investigated by the Jacksonville Sheriff’s Office and the Federal Bureau of Investigation. It is being prosecuted by Assistant United States Attorney D. Rodney Brown.

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

    This is another case brought as part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.   • MIL-OSI Security: Collin County felon sentenced to 19 years in federal prison for drug trafficking and firearms violations

    SHERMAN, Texas – A Princeton man has been sentenced to 19 years in federal prison for drug trafficking and firearms violations in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Larry Wayne Culverhouse, 39, pleaded guilty to possession of a firearm in furtherance of a drug trafficking crime; felon in possession of a firearm; and possession of methamphetamine with intent to distribute and was sentenced to 228 months in federal prison by U.S. District Judge Amos L. Mazzant, III, on July 30, 2025.

    According to information presented in court, on August 30, 2023, Culverhouse was found in possession of 504.3 grams of methamphetamine and a firearm.  Further investigation revealed Culver was a convicted felon and prohibited from owning or possessing firearms.

  • MIL-OSI Security: Dauphin County Man Sentenced To 115 Months’ Imprisonment For Firearm Offense

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Philip Shearer, age 49, of Harrisburg, Pennsylvania, was sentenced on July 14, 2025, to 115 months’ imprisonment and three years of supervised release by United States District Judge Karoline Mehalchick for one count of possession of an unregistered firearm.

    According to Acting United States Attorney John Gurganus, Shearer previously pled guilty to possession of an unregistered firearm—specifically, a privately-manufactured short-barrel rifle.  Shearer further admitted to possessing over 1,000 rounds of ammunition, several high-capacity magazines, and other tactical gear including night vision goggles and a ghillie suit, all of which were found in Shearer’s Harrisburg home. Shearer had 14 prior criminal convictions, including five driving under the influence convictions, an indecent assault conviction, and a domestic violence conviction. Shearer also attempted to purchase a firearm twice but was denied based on his background check. He then turned to making the firearms himself.

    “The sentencing of Philip Shearer emphasizes the serious dangers posed by felons who unlawfully possess and manufacture firearms,” said Special Agent in Charge of HSI Philadelphia Edward V. Owens. “Homeland Security Investigations is dedicated to collaborating with our law enforcement partners, like ATF and the U.S. Attorney’s Office for the Middle District of Pennsylvania, to ensure that dangerous criminals with a history of violence are not allowed to possess firearms.”

    “Protecting our communities from dangerous criminals like Philip Shearer is a top ATF priority,” said Eric DeGree, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Philadelphia Field Division. “With 14 criminal convictions, including multiple driving under the influence, indecent assault, and a domestic violence conviction, the law duly prohibits him from owning the unregistered short-barrel rifle he manufactured for himself after he was prevented from buying a firearm. Working with Homeland Security Investigations and the United States Attorney’s Office, we are making our communities safer one case at a time.”

    The matter was investigated by Homeland Security Investigations, the Bureau of Alcohol, Tobacco, Firearms and Explosives.  Assistant United States Attorney Stephen Dukes prosecuted the case.

  • MIL-OSI Security: Two Sentenced in Fentanyl Drug Trafficking Organization

    MARTINSBURG, WEST VIRGINIA – Two people have been sentenced for their roles in an Eastern Panhandle drug trafficking organization.

    The indictment, returned in January 2024 against Gary Brown, Jr. and eighty-one others, charged that the defendants caused substantial amounts of fentanyl, methamphetamine, and cocaine to be distributed in Berkeley and Jefferson Counties.

    Darien Jacob Horton, also known as “Dee Jae,”, age 25, of Shenandoah Junction, West Virginia, was sentenced to 135 months in federal prison. Horton was one of the distributors in the operation, purchasing large quantities of fentanyl capsules and other drugs for redistribution. Horton has prior convictions of attempted murder, firearms violations, and domestic battery.

    Jennifer Nicole Barthlow, age 41, of Charles Town, West Virginia, was sentenced to 27 months in federal prison. Barthlow was one of Brown’s distributors.

    Of the 82 defendants, 81 have been convicted. Including this week’s two, 74 defendants have been sentenced. Brown, Jr. was sentenced to 327 months in federal prison in May 2025.

    Assistant U.S. Attorneys Lara Omps-Botteicher and Kyle Kane prosecuted the cases on behalf of the government.

    U.S. District Judge Gina M. Groh presided.

  • MIL-OSI Security: Gregg County man sentenced to 30 years in federal prison for trafficking fentanyl

    TYLER, Texas – A Longview man who sold fake prescription drugs has been sentenced to 30 years in federal prison for trafficking fentanyl in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Kym Andrew Wallace, also known as Trigga, 28, pleaded guilty to possession with intent to distribute fentanyl resulting in death and was sentenced to 360 months in federal prison by U.S. District Judge Jeremy D. Kernodle on July 30, 2025.

    According to information presented in court, Wallace admitted to selling what were supposed to be prescription pills, which a 17-year-old juvenile consumed them and died from a fentanyl overdose on May 29, 2024.  Following the overdose of the juvenile victim, investigators analyzed pills purchased from Wallace and determined they contained fentanyl.  Fentanyl is a synthetic opioid commonly used as an analgesic or anesthetic that is 100 times more potent than morphine and 50 times more potent than heroin, according to the National Institutes of Health (NIH).  The pills purchased from Wallace were round and light blue, bearing the markings “M” and “30,” which are the same manufacturer’s markings for 30 milligram tablets of generic oxycodone.

    “Thirty years in a federal prison cannot compare to the lifetime sentence of grief that the victim’s family faces as the result of Wallace’s actions,” said Acting U.S. Attorney Jay R.   • MIL-OSI Security: Titusville Resident Indicted on Child Exploitation Charges

    ERIE, Pa. – A resident of Titusville, Pennsylvania, has been indicted by a federal grand jury in Erie on charges of violating federal laws relating to the sexual exploitation of children, Acting United States Attorney Troy Rivetti announced today.

    The four-count Indictment named David Garrett Struchen, 20, as the sole defendant.

    According to the Indictment, in and around June and July of 2024, Struchen induced a minor to engage in sexually explicit conduct for the purpose of producing a depiction of such conduct. Struchen also possessed these depictions and distributed them to the minor victim.

    The law provides for a total sentence of up to 30 years in prison, a fine of up to $500,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

    Assistant United States Attorney Christian A. Trabold is prosecuting this case on behalf of the government.

    The Federal Bureau of Investigation and the Titusville Police Department conducted the investigation leading to the Indictment.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children and to identify and rescue victims.     WASHINGTON – Today, U.S. Senators Mark R. Warner and Tim Kaine, Ranking Member of the Senate Armed Services Subcommittee on Seapower, (both D-VA) sent a letter to Secretary of the Navy John Phelan asking the U.S. Navy for answers regarding the death of Seaman Angelina P. Resendiz, who was found dead on June 9 in Norfolk after being reported missing since May 29. Resendiz was assigned to the destroyer James E. Williams at Naval Station Norfolk. In the letter, the senators request a briefing from the Navy and more information about the period of Resendiz’s disappearance and death and the Navy’s adherence to policies and procedures. They also express concerns regarding public accounts of the condition of Seaman Resendiz’s remains upon arrival in Texas.

    “We write to inquire about the Navy’s handling of the tragic death of Seaman Angelina P. Resendiz,” wrote the senators. “While we acknowledge the Navy’s engagement with congressional offices to date, ongoing questions and concerns related to the period of her disappearance, the circumstances leading to her death, and the Navy’s policies and procedures throughout, demand answers.”

    The Northern Territory Police Force are calling for information in relation to an alleged aggravated assault that occurred in Woodroffe early this morning.

    Around 1:20am, the Joint Emergency Services Communication Centre received reports of a man, aged in his 30’s, with puncture wounds to his back and chest in the vicinity of Woodroffe Park.

    Emergency Services attended and the man was conveyed to Royal Darwin Hospital in a serious condition.

    Initial investigations indicate the man may have been assaulted by an unknown man with a bottle.

    A crime scene has been declared and police will be working near the intersection of Woodroffe Avenue and Sirius Road.

    Traffic diversions are in place and Sirius Road will be closed from Woodroffe Avenue to Altair Court throughout the morning.

    Police urge anyone with information about the incident, particularly if you have home CCTV near Woodroffe Park, to make contact on 131 444, quoting reference number P25203523. Anonymous reports can be made through Crime Stoppers on 1800 333 000.

    LOS ANGELES — U.S. Immigration and Customs Enforcement and law enforcement partners conducted an operation July 30, where former NBA star Gilbert Arenas and five other defendants — including a suspected high-level member of an Israeli transnational organized crime group — were arrested on a federal indictment alleging they operated an illegal gambling business in which high-stakes poker games were played at an Encino mansion Arenas owned.

    Arenas, 43, aka “Agent Zero,” of Woodland Hills, is charged with one count of conspiracy to operate an illegal gambling business, one count of operating an illegal gambling business, and one count of making false statements to federal investigators.

    He is scheduled to make his initial appearance and be arraigned this afternoon in United States District Court in downtown Los Angeles.

    The Metropolitan Police is ruthlessly prioritising resources and putting more officers on the beat in the busiest parts of London – including the West End – to focus on core policing priorities, protect the public, and tackle areas with high crime.

    Despite the Met getting smaller, it is applying more resources and smarter tactics to tackle the biggest priorities.

    Up to 80 more officers will join the dedicated West End team to bear down on crimes which Londoners care about the most – including antisocial behaviour, violence against women and girls, shoplifting and phone robbery – as part of the Met’s focus on neighbourhood policing.

    The intensified action is part of ongoing work by the Met and Mayor of London to boost local neighbourhood teams, enhance partnership working and put high visibility policing at the heart of fighting crime and rebuilding trust.

    The West End will see its policing team grow by over 50 per cent so they can relentlessly target prolific offenders as well as being visible and approachable to protect the public and deter criminals.

    Six town centre teams will also be expanded or newly created with 90 additional officers in areas with the highest volumes of thefts and robberies covering Brixton, Kingston, Ealing, Finsbury Park, Southwark, and Spitalfields.

    Commissioner Sir Mark Rowley said:

    “The Met is getting smaller but more capable. We have a laser-like focus on ensuring our officers and staff are in roles where they can drive down crime on issues that matter the most to Londoners.

    “This is what the public expects of the police, which is why we are putting neighbourhood policing first, tackling the crimes that we know are impacting the public in the busiest areas, and making the capital’s streets safer.

    “We’re adding up to 170 additional officers, split between the West End and town centres across London. Thanks to the hard work of our local teams, neighbourhood crime has already fallen by almost a fifth over the last year and moving these officers to the frontline will make sure we are a more visible presence in London.

    “While our budget has decreased in real terms, we are using this additional funding from City Hall and Home Office productively to support our mission to take a targeted approach to tackling volume crime and bolster our specialist tactics to disrupt the criminal gangs who fuel anti-social behaviour, robbery and theft.”

    The Met is arresting 1000 more criminals each month and thanks to the hard work of its officers, London’s Violence Reduction Unit, Mayor’s Office for Policing and Crime (MOPAC), local authorities and partners, the first six weeks of this financial year have seen promising reductions in a number of crime types compared to the same period last year.

    The Met are going further to place officers on the beat, ensuring London is a safer place to live, work and visit. A more visible presence will increase reassurance for the public and create a hostile environment for criminals who will be arrested in greater numbers.

    The Met secured additional funding after submitting their draft budget which laid out how they would spend their money in 2025/26. As a result, they are using £32 million of additional funding from City Hall and the Home Office to reduce the total officer and staff reductions in priority areas.

    The efficiency savings are due to real-term reductions in public spending on policing and every decision the Met makes is to ensure resources are focussed in the most vital areas and on core-policing priorities.

    The funding will also allow specialist police capabilities to be expanded to support neighbourhood policing priorities and improve out outcomes in tackling high-harm offenders and violence against women and girls. This will include:

    • Bolstering Flying Squad with over 50 additional officers to support neighbourhood policing as they tackle the organised crime gangs that fuel phone robbery and shoplifting.
    • Scaling up our use of Live Facial Recognition (LFR) more widely supported by additional officers and staff. Currently LFR is used four times a week across two days, but this will increase up to five days a week, delivering up to 10 deployments a week across London to drive up arrests of wanted offenders.
    • The Public Order Crime Team will expand to accommodate the rise in protest-related criminal investigations to ensure frontline officers are freed up to focus on local issues. Demand in this area increased in the last two years.
    • Additional resource will be funded to support local policing teams to coordinate work to hunt down dangerous and predatory offenders identified in our V100 and Violence Harm Assessment work.

    As well as targeting resource in specific priority areas, the funding has allowed the Met to reduce some of the previously outlined cuts – including providing 17 officers to join neighbourhood policing teams to support the continued policing of Royal Parks as part of our business as usually work and stopping previously proposed reductions to Flying Squad.

    The review contains 99 recommendations that span across the spectrum of ACT Government, including corrective services, community supports, policing, courts and sentencing, the administration of bail, youth justice, child protection, and education.

    The recommendations range across numerous themes including the need to address systemic racism, improved access to data, increased First Nations involvement in governance structures, and increased accountability.

    It has also identified the need to build on and expand important government programs and services that already exist in youth justice, child protection, the Galambany Court, bail support, post-release support and detainee programs.

    The ACT Government remains committed to reducing the over-representation of Aboriginal and Torres Strait Islander people in our justice system.

    As this review shows, this is a complex challenge that will require a whole-of-government and community approach.

    Given the large number of recommendations, we will now consider the review thoroughly before providing an interim response in September.

    In developing this report, the Jumbunna Institute undertook extensive consultation with Aboriginal and Torres Strait Islander community members and organisations, as well as non-Aboriginal organisations with First Nations programs and staff.

    Key ACT Government stakeholders were also included in the consultation process, including ACT Policing, ACT Corrective Services, ACT Courts and Tribunal and the Education Directorate.

    There is a significant amount of evidence contained in the Final Report of Aboriginal and Torres Strait Islander people’s lived experience and history. The ACT Government acknowledges the courage of those sharing their perspectives and experiences and is committed to hearing and responding to their contributions.

    Senator Klobuchar: Well. Thank you very much, Chair Blackburn, and thank you to all of our witnesses, and I’m really grateful for your leadership on these issues, Madam Chair, and your willingness to work with me and Senator Blumenthal and many others. 

    We all know new technologies have made it easier for people to monitor their health, collaborate with colleagues, communicate with loved ones, and more. But federal law doesn’t do enough, as we all know, to address the privacy that comes with these innovations, the privacy concerns.

    Technology companies collect an enormous amount of personal information about our daily lives. They know what we buy, who our friends are, where we live, where we work and travel, even how much we would be willing to pay for something. Yet, for too long, the big tech companies, many of which dominate the market that they operate in, have been telling American consumers, “Just trust us,” even though their business models are designed to collect personal information and to use it for profit. 

    The bottom line is that we are the product, we are, and that’s how many tech companies make their money, and a lot of it. In 2024, Google and Meta earned a combined $420 billion in advertising revenues alone. And they made a lot more money because Americans lack privacy protections. An American’s data earned Meta $68 in a single quarter last year. Think about that, all these people who don’t realize that they’re being tracked. But a European Facebook user with a comprehensive privacy protection only generated $23, and that money can be used for a lot of other things that people need right now.

    And it seems like every day we hear a new story about companies playing fast and loose with data and taking advantage of customers. Earlier this year, a whistleblower from Facebook, now Meta, testified to another subcommittee about how the company would track users so closely that it could identify when teenage girls felt emotionally vulnerable and then target them with ads exploiting these emotions. For example, when a teenage girl would delete a selfie, Facebook might serve her an ad for diet products. 

    Criminals also view huge troves of data as attractive targets for hacking. We’ve seen major data breaches ranging from the 2017 Equifax database breach that exposed sensitive financial information from more than 140 million individuals to the hack of Change Healthcare, affecting 190 million people and causing more than 100 electronic systems vital to the U.S. health care system to be shut down. 

    On my way here, I was on the phone with the mayor of St. Paul, Minnesota, because they, like so many other jurisdictions, are responding to a targeted cyber-attack on their IT infrastructure, which has shut down some of the city’s digital services and may have compromised city employee data. 

    Once in the hands of criminals, data can be used for everything from identity theft to more serious crimes. And we all learned too tragically with the horrific murders in my state of my good friend Melissa Hortman, the former Speaker of the House, and her husband Mark how accessible personal data is, including people’s addresses, because the murderer only killed the people and went to the houses of the people whose addresses he had. 

    Businesses are also using personal data collected across the internet in novel ways, such as to set individualized prices designed to increase costs for consumers.

    Should a person, and this is a question we have to ask as Senators, really have to submit to this kind of intrusive data collection just to send a message to a friend online, to book a flight, or to order some diapers? I don’t think so. 

    That’s why more than 20 states have stepped in. I suspect today we’ll hear from some of our witnesses about the patchwork of state laws. I agree it’s a problem, but I believe we should have passed privacy legislation many, many years ago. I advocated for it back then. We tried, and in fact, in [2024], I [worked on] a comprehensive privacy bill with Senator Cantwell and Kathy McMorris Rogers, a former Republican House member. The bill would have required companies to collect only the information necessary to provide the goods and services that consumers sought, ensured consumers consented before their personal data was shared with third parties, and put consumers in control of their data by allowing them to access, correct, and even delete personal data. 

    But many of the businesses that today complain about the burden of complying with the patchwork of state laws, I have the advantage of having been there then, even before Maria Cantwell’s bill was introduced, when the companies were lobbying against a federal privacy law, and now they’re back complaining about the patchwork of laws. And I would like to change that, but I do think it’s important to know that’s why we’re in the position that we are and to understand why some of these states are looking at this going, “Wait a minute.”

    The need for federal privacy reform is even more urgent as AI continues to expand its role in to our lives. Data is both the gasoline and the engine for AI models. That means that demand for our data is skyrocketing, so it is critical that we set guardrails to ensure the data that powers AI is responsibly sourced and used for legitimate means and protected when you want to have it protected. 

    Luckily, there is a bipartisan agreement that Congress needs to act. The Commerce Committee, on which Chair Blackburn and I also sit, has seen strong bipartisan, bicameral proposals for federal privacy reform. Not everyone agrees with all of them, but there has been some start out of that committee, and I look forward to hearing from our witnesses about why we need these guardrails now.

  • MIL-OSI Security: Life sentence for man who followed through on rap video murder threat

    A man has been sentenced to jail for murdering a father in front of his young child in a barbershop in Leyton.

    Josh McKay, 33, was stabbed in the neck by Renai Belle in a targeted attack and died from his injuries at the scene. During the Metropolitan Police investigation, officers discovered a rap video showing Belle threaten Josh before the attack.

    Belle, 30 (20.02.95), of Swaythling Close, Edmonton was sentenced to 28 years in prison on Wednesday, 30 July at the Old Bailey. He was previously convicted for Josh’s murder and possession of a knife on Wednesday, 4 June.

    A man and woman were also convicted and sentenced for separate offences.

    Josh’s mother, Bash Kehinde said: “Today’s sentencing changes nothing for me and my family. I will never see my beautiful son. And his two children will now face life without their hero.

    “To all of the mothers of murdered children, I understand your pain, the sadness and sense of loss that is unbearable. It is made worse because it was all so senseless.

    “Josh was a beautiful happy kind man and an active and loving father. The world is less kind, less bright and less funny without him here.”

    Detective Inspector Chris Griffith, from Specialist Crime North, who led the investigation, said: “This was a savage and pre-planned attack, committed in broad daylight and with scant regard for passers-by. What took place left the local community reeling, and two young children without their father.

    “My heart goes out to Josh’s family and friends. He was a loving parent, whose life was ended in the most horrendous way.

    “I hope that today’s result provides Josh’s family with some closure, and allows the community to feel safer knowing that Belle is no longer free to commit such heinous crimes.”

    The court heard that Josh was at a barbershop on Lea Bridge Road with his son on Saturday, 6 July. Around 15:00hrs, as shown on CCTV seized by the investigation team, Belle entered the shop wearing a balaclava where he stabbed Josh in the neck in a pre-meditated attack following a long-standing dispute. Belle was then chased away by Josh.

    Members of the public rushed to Josh’s aid and attempted to provide medical treatment until the arrival of officers and paramedics. Despite their best efforts, Josh died from his injuries.

    A determined investigation began immediately in which officers painstakingly combed through more than 100 hours of CCTV footage to track Belle’s movements and understand what took place.

    Officers discovered that Belle was the passenger in a car being driven by his partner, Tenika Parker. Having seen Josh enter the barbershop, the pair drove to the address of man called Daniel Cooper. In doorbell footage later seized, Cooper was seen providing Belle with the balaclava and knife that would be used minutes later to murder Josh. Belle was then driven back to the barbers nearby before stabbing Josh. He was helped to escape by Parker in the waiting car.

    A manhunt led to the arrest of Belle at an address in Pincott Road, SW19 on Monday 8 July, 2024.

    As part of officers’ determination to further establish a watertight case against Belle, further enquiries led them to discover a rap video on YouTube showing Belle threaten Josh in advance of the attack, more proof that it was pre-planned.

    Parker was initially arrested on suspicion of assisting an offender on Sunday, 7 July in India Dock Road, Poplar. She was stopped by police while driving the car that had been identified as involved in the murder. During a search of Parker’s vehicle, officers found distinct black sliders Belle was seen wearing in CCTV footage, as well as traces of blood that officers sent for forensic testing. This provided a DNA match to Josh. Parker was rearrested on Wednesday, 2 October, and charged with perverting the course of justice after CCTV footage showed her attempting to clean her car after the attack to remove any evidence.

    Cooper was arrested after handing himself in to police on Thursday, 11 July. During a search at Cooper’s property, officers discovered two knives matching the branding of the weapon that was left at the scene of Josh’s murder. Forensic testing on the balaclava and knife discarded by Belle at the scene of Josh’s murder found DNA that matched with Cooper.

    On Wednesday, 4 June, Tenika Parker, 39 (21.02.86), of Canterbury Road, Leytonstone and Daniel Cooper, 22 (20.02.03) of Gosport Road, Leytonstone stood trial alongside Belle.

    Parker was convicted of possession of a knife and perverting the course of justice. On Wednesday, 30 July, she was sentenced at the Old Bailey to 2 years and 3 months years in prison.

    Cooper had previously pleaded guilty to possession of a knife but was acquitted of other offences. He was sentenced on Friday, 6 June for 7.5 months.

  • MIL-OSI Australia: Rebels charged over criminal association

    Three alleged Rebels members were arrested for criminal association on Wednesday 30 July.

    It will be alleged that three men were present together at the Adelaide Airport about 11.30am on Wednesday 30 July.

    The Rebels, an Outlaw Motorcycle Gang, is a declared criminal organisation and it is an offence for participants of a declared criminal organisation to be in a public place with two or more other persons who are also participants in a declared criminal organisation.

    The three men, a 43-year-old man, 27-year-old man and a 34-year-old man all from Western Australia, were arrested and charged with criminal association.

    They were all refused bail and will appear in the Adelaide Magistrates Court later today.

    Crime Gangs Task Force will continue to investigate reports of Outlaw Motorcycle Gang members gathering in public places in contravention of this law to ensure the safety of the public.

  • MIL-OSI Security: Delaware County Man Arrested for Sexual Exploitation of a Child

    Brent G. Trimbell had Been Released from State Pretrial Custody on Rape and Aggravated Sexual Abuse Charges Before Being Charged Federally

    SYRACUSE, NEW YORK – Brent G. Trimbell, age 44, of Delaware County was arrested Sunday evening and had his initial appearance today on a charge of sexual exploitation of a child. Acting United States Attorney John A. Sarcone III and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement.

    The complaint alleges that Trimbell exchanged sexually explicit messages with a female child victim, including messages persuading her to create and send him videos of her engaged in sexually explicit conduct. The child created the content Trimbell requested and sent it to him over social media. The complaint also alleges that Trimbell had sexual contact with the victim on at least three occasions and sent the victim videos depicting him masturbating.

    Trimbell was first charged by state authorities with state sex offenses related to the foregoing conduct, but late last week he was released on bail.

    If convicted of sexual exploitation of a child, Trimbell faces a maximum term of imprisonment of 30 years and a mandatory minimum term of imprisonment of 15 years, a term of supervised release of at least five years and up to life, a fine of $250,000, forfeiture of property used to commit the offense, and restitution to the victim. Trimbell also would be required to register as a sex offender.

    Acting U.S. Attorney John A. Sarcone III stated: “Trimbell was charged with serious state sex offenses but was released on bail. Now, Trimbell is in federal custody—facing serious federal offenses—which if convicted, will result in a mandatory term of imprisonment of 15 years.  This is how we keep the children in our community safe.”

    FBI Special Agent in Charge Craig L. Tremaroli stated: “FBI Albany is incredibly thankful for the swift coordination from our partners at the Delaware County Sheriff’s Office and United States Attorney’s Office that has now resulted in serious federal charges against Mr. Trimbell. The FBI, together with our law enforcement partners, will continue to coordinate with our state and local partners to share the information and resources needed to ensure anyone hurting our most vulnerable is investigated and brought to justice.”

    Following the initial appearance, Trimbell was remanded to the custody of the United States Marshals Service pending further proceedings.

    The charges in the indictment are merely accusations. The defendant is presumed innocent unless and until proven guilty.

    This case is being investigated by the Federal Bureau of Investigation and the Delaware County Sheriff’s Office. Assistant U.S. Attorney Michael D. Gadarian is prosecuting the case as part of Project Safe Childhood.

    • ETFs gathered +€19bn this half-year, placing Amundi in second place in the European ETF market in terms of net inflows as well as assets under management, which reached €288bn; this high level of activity was achieved thanks to the diversification of the business line by client types, geographies and asset classes covered: Asia and Latin America contributed +€4bn in net inflows over the half-year; the net inflows also reflect the success of the business line’s flagship products: the Stoxx Europe 600 ETF collected nearly +€3bn in the first half and assets now exceed €12bn; European strategies continued to benefit from investors’ renewed interest in the European markets, with +€4bn attracted in the second quarter alone; innovative products were launched, such as the low-duration euro zone sovereign green bonds ETF, capitalising on the success of the long-duration version, which reached €3bn in assets under management, and the launch in May of the European Defence ETF, in partnership with STOXX, on a platform and with partners only in Europe;
    • Amundi Technology continues to grow, with revenues up +48% H1/H1, thanks to strong organic growth amplified by the integration of aixigo; Amundi Technology has won new clients during this period, including AJ Bell in the UK.
    • Fund Channel, the fund distribution platform, has exceeded its target Ambitions 2025 target six months ahead of schedule, with €613bn in assets under distribution; the subsidiary has launched Fund Channel Liquidity, a multi-management platform for treasury products, in partnership with the Liquidity Solutions teams of Amundi and CACEIS; the platform has already been recognised with the innovation award of the AFTE (French association of corporate treasurers);
    • Following the success of Ambitions 2025, a new three-year strategic plan will be presented in the fourth quarter.

    On 1 April, Amundi finalised its partnership with Victory Capital and received shares representing 26% of the share capital in return for contributing Amundi US to Victory. This stake is consolidated in the second quarter accounts under the equity method, with a one-quarter lag compared to Victory Capital’s publications because the company, listed on the Nasdaq, publishes its accounts after those of Amundi (on 8 August for its second quarter 2025 results). Assets under management are consolidated at 26% in a separate line (Victory Capital – US distribution” for the portion distributed to US clients, and at 100% in the relevant client segments and asset classes for the portion managed by Victory Capital but distributed by Amundi to clients outside the United States.

    Activity

    Record inflows in the first half of the year of +€52bn, already at the level of the whole of 2024

    Assets under management1as at 30 June 2025 rose by +5.2% year-on-year, to reach an all-time high at €2,267bn. They benefited over 12 months from a high level of net inflows, +€75bn, the positive effect of market appreciation for +€109bn, more than half reduced by the unfavourable impact of currency moves (-€60bn) linked to the fall in the US dollar and the Indian rupee.

    These two currencies fell vs. the euro in average for the second quarter by -5% and -7% respectively year-on-year and by -7% and -6% quarter-on-quarter. In the first half of 2025 and also in average terms, the US dollar is down by -1% and the Indian rupee by -4% compared to the first half of 2024.

    In the first half of 2025, the market effect and the forex effect amounted to +€58bn and -€73bn respectively,

    Amundi recorded a scope effect of -€10bn related to the finalisation of the partnership with the American asset manager Victory Capital in the second quarter.

    Net inflows were healthy at +€52bn in the first half of the year, almost reaching the level of the whole of 2024 (+€55bn), and far exceeding it in assets MLT8 excluding JVs and US distribution at +€48bn (compared to +€34bn for the whole of 2024).

    These MLT net inflows8 (+€26bn) were driven by passive management (+€44bn), in particular ETFs (+€19bn) and active management (+€9bn), driven by fixed income strategies.

    Treasury products excluding JVs and US distribution posted outflows of -€9bn over the half-year, entirely due to withdrawals from corporate clients, which were particularly strong over the first half (€15bn); on the contrary, all other client segments posted net inflows on this asset class, reflecting the wait-and-see attitude in the face of volatility in risky asset markets.

    The three main client segments contributed to the net inflows of +€52bn:

    • the Retail segment, at +€7bn, thanks to Third-Party Distributors (+€13bn) and Amundi BOC WM (+€1.0bn), while risk aversion continues to affect net inflows from Partner networks;
    • the Institutional segment, at +€31bn, particularly in fixed income and equities thanks to the gain in the first quarter of The People’s Pension mandate (+€21bn, +22 in H1); all sub-segments contributed, to note the very high level of activity in Employee Savings & Retirement, at +€4bn, a record since the creation of Amundi, and the mandates of the insurers of Crédit Agricole and Société Générale, at +€9bn, which benefited from the renewed interest of French savers in life “euro” contracts;
    • and finally, JVs (+€13bn) posted a very positive performance over the half-year; despite market volatility in India, the SBI MF subsidiary gathered +€7bn thanks to a rebound in the second quarter, NH-Amundi (South Korea) +€5bn, and ABC-CA (China) +€2bn (excluding the discontinued Channel business), mainly driven by treasury products.
    • The net inflows from the US distribution of Victory Capital, recorded only over one quarter and only for the Group’s share of 26%, were at breakeven.

    In the second quarter, net inflows reached +€20.4bn, divided between:

    • the MLT assets8 at +€11.1bn, driven by Third-Party Distributors (+€5bn) and the Institutional division (+€10.8bn); the activity was at a record level in Employee Savings & Retirement, even for a seasonally high quarter (+€4.1bn) and Crédit Agricole and Société Générale insurance mandates recorded a good performance (+4.6bn€), in the context already mentioned of the renewed interest in life “euro” contracts and the arbitrage of treasury products in favour of short-duration bonds; as regards asset classes, ETFs confirmed their success (+€8.2bn), but also positive net inflows in active management (+€2.9 billion), driven by fixed income;
    • JVs, for +€10.3bn, thanks in particular to the rebound in SBI MF’s activity in India (+€7.8bn) after two quarters of market volatility and withdrawals related to the end of the fiscal year in the first quarter; ABC-CA (China, +€1.2bn excluding Channel Business) also confirmed the recovery of its activity, particularly in fixed income, driven by a more favourable local market;
    • Treasury products posted outflows (-€1.0bn), with the continuation of seasonal withdrawals from Corporates (-€3.8bn), while all other segments posted net inflows or at least breakeven.

    First half 2025 results

    The income statement for the first half of 2025 includes, in the first quarter, Amundi US fully integrated in each line of the P&L and, in the second quarter, the equity-accounted contribution of Victory Capital (Group share, i.e. 26%). As Victory Capital has not yet published its earnings for this period, this contribution is estimated by taking Group share of the net profit for the first quarter of 2025.

    The first half of 2024 has been restated in a comparable manner, i.e. as if Amundi US had been fully integrated in the first quarter and accounted for using the equity method in the second quarter (@100%)

    Profit before tax3+4% H1/H14

    The Group’s results for the first half of 2025 include, in addition to the 26% equity contribution of Victory Capital, the contribution of aixigo, acquisition of which was finalised in early November 2024, as well as Alpha Associates, an acquisition finalised early April 2024, which were therefore not integrated or only partially integrated in the first half of 2024.

    Victory Capital’s contribution is accounted for under the equity method for its 26% share with a one-quarter lag.

    The profit before tax3reached €895m in up +4.2% compared to the first half of 2024 pro forma4. This growth comes mainly from revenue growth.

    Adjusted net revenues3 reached €1,703m, +4.9% compared to the first half of 2024 (+4,0% excluding the integration of aixigo and an additional quarter of Alpha Associates). Contributing to this progression, at current scope:

    • Net Management Fees grew by +4.6% compared to the first half of 2024 pro forma4, at €1,542m, and reflect the increase in average assets under management2 thanks to the good level of activity, despite the negative effect of the product mix on revenue margins;
    • Amundi Technology’s revenues, at €52m, grew strongly (+48.0% compared to the first half of 2024), amplified by the consolidation of aixigo (+€8m), organic growth was +25%;
    • Financial and other revenues3 amounted to €52m, +10.4% compared to the first half of 2024 on a pro forma basis4 thanks to capital gains on seed private equity investments and the portfolio’s positive mark-to-market in the first quarter, although the half-year remains characterised by the negative impact on voluntary investments of the fall in short-term rates in the euro zone, which halved in one year;
    • Performance fees (€58m), on the other hand, decreased by -13.2% compared to the first half of 2024 on a pro forma basis4, reflecting greater market volatility since the beginning of the year, particularly in the second quarter; however, the performance of Amundi′s management remains good, with more than 70% of assets under management ranked in the first or second quartiles according to Morningstar11 over 1, 3 or 5 years, and 243 Amundi funds rated 4 or 5 stars by Morningstar as at 30 June.

    The increase in adjusted operating expenses3, €894m, is +5,3% compared to the first half of 2024 pro forma4 and +3,4% excluding the integration of aixigo and an additional quarter of Alpha Associates. The jaws effect is therefore slightly positive on a like-for-like basis, reflecting the Group’s operational efficiency.

    In addition to the scope effect, this increase is mainly due to investments in the development initiatives of the Ambitions 2025 plan, particularly in technology, third-party distribution and Asia.

    The cost-income ratio at 52,5%, on an adjusted basis3, is stable compared to the first half of last year, and in line with the Ambitions 2025 target (<53%).

    The adjusted gross operating income3reached €808m, up +4,5% compared to the first half of 2024 pro forma4, reflecting growth in revenues and cost control.

    The contribution of equity-accounted JVs12, at €66m, up +7.1% compared to the first half of 2024, reflects the strong momentum of the Indian JV SBI MF (+7.4%), which accounts for nearly 80% of the contribution of JVs. The commercial dynamism of the JV allowed the continued growth of its management fees and more than offset the effects of the depreciation of the Indian rupee (-€3m, or -6 percentage points of growth). The half-year contribution also benefited from the profitability of the Chinese JV ABC-CA.

    The adjusted contribution3of the U.S. operations, accounted for under the equity method, which includes Victory Capital’s Group share (26%) contribution from the second quarter onward, amounts to €26m. As explained, this figure corresponds to Victory Capital’s first quarter adjusted net income, due to the lag in publication and therefore does not take into account the synergies that were announced as part of the combination with Amundi US ($110m at 100%, full year before tax) and of which $50m had already been achieved at the time of the finalisation of the partnership. The comparison with Amundi US contribution in the second quarter of 2024, at €32m, which also included positive non-recurring items, is therefore not relevant.

    The adjusted corporate tax expense3 of the first half of 2025 reached -€259m, a very strong increase – +35.0% – compared to the first half of 2024 pro forma4.

    In France, in accordance with the Finance Act for 2025, an exceptional tax contribution is recorded in the 2025 fiscal year. It is calculated on the average of the taxable profits made in France in 2024 and 2025. This exceptional contribution is estimated13 to -€72m for the year as a whole, and is not accounted for on a straight-line basis over the quarters. Thus, it amounted to -€54m in the first half of 2025. Excluding this exceptional contribution, the adjusted tax expense3 would have been -€205m and the adjusted effective tax rate3 would be equivalent to that of the first half of 2024.

    Adjusted net income3 rose to €638m. Excluding the exceptional corporate income tax contribution, it would have reached €692m, up +4% compared to the first half of 2024 pro forma4.

    Adjusted3earnings per share was €3.11 in the first half of 2025, including -€0.26 related to the exceptional tax contribution in France. Excluding this exceptional contribution, adjusted3 earnings per share would therefore have been €3.37, up +3.3% compared to the first half of 2024 pro forma4.

    Accounting data in the first half of 2025

    Accounting net income group share amounted to nearly one billion euros, at €998m. It includes a non-cash capital gain of €402m related to the finalisation of the partnership with Victory Capital.

    As a reminder, this operation took the form of a share swap and did not give result in any cash payment. The accounting capital gain corresponds to the difference between the market value of what Amundi Group received at the transaction date, namely 26% of the share capital of the new entity Victory Capital, and the historical accounting price of Amundi US that the Group contributed to Victory Capital.

    As in the other half-years, the reported net income includes various non-cash expenses as well as integration costs related to the partnership with Victory Capital, finalised on 1 April 2025. Finally, Victory Capital’s contribution also includes a number of expenses, including the amortisation of intangible assets. See the details of all these elements in p. 17).

    Accounting earnings per share in the first half of 2025 was €4.86, including the capital gain and the exceptional tax contribution in France.

    Second quarter 2025 results

    The quarterly series have been restated as if Amundi US had been consolidated using the 100% equity method up to and including the first quarter of 2025. In the second quarter, following the finalisation of the partnership with Victory Capital, the contribution of Amundi US was replaced by the consolidation under the equity method of the Group share (26%) in Victory Capital, with a one-quarter lag in publication (integration for the second quarter 2025 of the net income published by Victory Capital in the first quarter of 2025).

    Q2/Q2 decline in profit before tax3due to performance fees and financial revenues

    The results include aixigo, acquisition of which was finalised in early November 2024. 

    Adjusted net revenues3 totalled €790m, down -1.0% compared to the second quarter of 2024 pro forma4, but business-related revenues, management fees and technology revenues, were up:

    • Net Management Fees grew by +1.2% compared to the second quarter of 2024 pro forma4, at €717m, thanks to the increase in average assets under management2 over the same period, despite the unfavourable effect of the product mix on margins and the negative impact of the depreciation of the US dollar, which is the currency of approximately 25% of invested assets2; compared to the first quarter of 2025 pro forma4, two-thirds of the decline in these fees are explained by the fall in the US dollar;
    • Amundi Technology’s revenues, at €26m, continued their sustained growth (+46.2% compared to the second quarter of 2024), amplified by the consolidation of aixigo (+€3m); excluding aixigo, these revenues were up +30% organically;
    • Performance fees were down due to market volatility (28.9% compared to the second quarter of 2024 pro forma4), but they are higher than in the first quarter on a pro forma basis4 (+53,5%);
    • Financial revenues (-47.2%) were down due to the fall in short-term rates in the euro zone over the period.

    Adjusted operating expenses3 are under control at €417m, i.e. +1,6% compared to the second quarter of 2024 pro forma4 and were stable excluding aixigo, reflecting the Group’s operational efficiency. Investments in the development initiatives of the Ambitions 2025 plan continued, particularly in technology, third-party distribution and Asia. 

    The cost-income ratio at 52,7% on an adjusted data basis3 is in line with the Ambitions 2025 objective (<53%).

    The optimisation plan, which was announced in the first quarter, has been launched and will finance the acceleration of investments by generating between €35 and €40m in savings from 2026. The first concrete announcements were made in the second quarter, including the merger between CPR and BFT to create a leader in asset management in France within the Group, with around €100bn in assets under management. The restructuring costs of this plan will be recorded for an amount of €70 to 80m14in the second half of the year

    The Adjusted gross operating income3(GOI) amounted to €374m, down -3,8% compared to the second quarter of 2024 pro forma4.

    The contribution of JVs15, at €38m (+16.6%), increased strongly thanks to the growth in activity and management fees of the main contributing entity, the Indian JV SBI MF (+19%), as well as the good profitability of the JV in China ABC-CA.

    The adjusted contribution3of the U.S. operations, accounted for like JVs under the equity method, reflects for the first time this quarter the contribution of Victory Capital to the group share (26%), at €26m. As explained, this figure corresponds to Victory Capital’s first quarter result due to the publication lag, and therefore does not yet take into account the synergies that were announced as part of the combination with Amundi US ($110m at 100%, full-year before tax) and of which $50m were realised at the time of the finalisation of the partnership on 1 April 2025. The comparison with Amundi US’s contribution to Group net income in the second quarter of 2024 (€32m), which also included positive non-recurring items, is therefore not relevant. In addition, the average US dollar fell by -5% year-on-year, also weighing on this contribution.

    Adjusted income before tax3reached €437m, down -1.8% compared to the second quarter of 2024 pro forma4.

    The adjusted corporate tax expense3 of the second quarter of 2025 reached -€104m, up +9% compared to the second quarter of 2024 pro forma4.

    In France, in accordance with the Finance Act for 2025, an exceptional tax contribution is recorded in the 2025 fiscal year. It is calculated on the average of the profits made in France in 2024 and 2025. This exceptional contribution is estimated16 at -€72m for the full year, is not accounted for on a straight-line basis. It amounted to -€9m in the second quarter of 2025, compared to -€46m in the first quarter. Excluding this exceptional contribution, the adjusted tax expense3 would have been -€95m and the adjusted3 effective tax rate 25.4%, equivalent to that of the second quarter of 2024 pro forma4.

    Adjusted net income3 was €334m. Excluding the exceptional tax contribution, it would have been €343m.

    Adjusted3earnings per share in the second quarter of 2025 achieved €1.63, including -4 cents related to the exceptional tax contribution in France.

    Accounting data in the second quarter of 2025

    Accounting net income group share amounted to €715m. It includes the non-cash capital gain of €402m related to the completion of the partnership with Victory Capital.

    As in the previous quarters, reported net income includes various non-cash expenses as well as integration costs related to the partnership with Victory Capital, finalised on 1 April 2025. Finally, Victory Capital’s contribution also includes a number of expenses, including the amortisation of intangible assets. See the details of all these elements in p. 17).

    Accounting earnings per share in the second quarter of 2025 reached €3.48, including the capital gain on the Victory Capital transaction and the exceptional tax contribution in France.

    A solid financial structure, €1.3bn in surplus capital 

    Tangible equity17 amounted to 4.3bn as at 30 June 2025, down slightly compared to the end of 2024 due to the payment of dividends (-€0.9bn) for the fiscal year 2024 and the impact of foreign exchange (-€0.2bn), most of which were offset by accounting net income for the first half of the year, including the capital gain related to this transaction (+€1.0bn), including the capital gain related to the partnership with Victory Capital (+€0.4bn).

    As indicated at the time of signing in July 2024, the partnership with Victory Capital did not have a significant effect on the CET1 ratio.

    The capital surplus at the end of the first quarter stood at €1.3bn. 

    In a press release dated 4 July, the rating agency FitchRatings confirmed Amundi’s A+ issuer rating18 with a stable outlook, the best in the sector.

    Methodological Annex – Alternative Performance Indicators (APIs)

    Accounting and adjusted data

    Accounting data – These include

    • the amortisation of intangible assets, recorded in other revenues, and from Q2 2024, other non-cash expenses spread according to the schedule of price adjustment payments until the end of 2029; these expenses are recognised as deductions from net revenues, in financial expenses.
    • integration costs related to the transaction with Victory Capital and PPA amortization related to the acquisition of aixigo are recognized in the fourth quarter of 2024 and in the first quarter of 2025 as operating expenses. No such costs were recorded in the first nine months of 2024.

    The aggregate amounts of these items are as follows for the different periods under review:

    • Q1 2024: -€20m before tax and -€15m after tax
    • H1 2024: -€44m before tax and -€28m after tax
    • Q4 2024: -€38m before tax and -€28m after tax
    • Q1 2025: -€29m before tax and -€20m after tax
    • Q2 2025: -€28m before tax and -€22m after tax + €402m of capital gain (not taxable)
    • H1 2025: -€57m before tax and -€42m after tax + €402m of capital gain (not taxable)

    Adjusted data – In order to present an income statement that is closer to economic reality, the following adjustments have been made: restatement of the amortization of distribution agreements with Bawag, UniCredit and Banco Sabadell, intangible assets representing the client contracts of Lyxor and, since the second quarter of 2024, Alpha Associates, as well as other non-cash expenses related to the acquisition of Alpha Associates; These depreciation and amortization and non-cash expenses are recognized as a deduction from net revenues; restatement of the amortization of a technology asset related to the acquisition of AIXIGO recognized in operating expenses. The integration costs for the transaction with Victory Capital are also restated.

    Partnership with Victory Capital

    Victory Capital adjusts its US GAAP accounts to better reflect the Group’s economic performance. These US GAAP to Non-GAAP adjustments include, with the figures for the first quarter of 2025 included in Amundi’s financial statements for the second quarter of 2025, the amortisation of intangible assets and other acquisition-related charges, certain business tax, stock-based compensation, acquisition, restructuring and exit costs, Debt issuance costs and the tax benefit of goodwill and acquired intangible assets.

    Alternative Performance Indicators21

    In order to present an income statement that is closer to economic reality, Amundi publishes adjusted data that are calculated in accordance with the methodological appendix presented above.
