  • MIL-OSI Security: Suspect Wanted in 26 Count Indictment Arrested by Task Force

    Cleveland, OH – Late this afternoon, members of the U.S. Marshals led Northern Ohio Violent Fugitive Task Force (NOVFTF) along with the Ohio State Highway Patrol’s (OSHP) Aviation Unit and Special Response Team arrested Gianni Gray Jr. 26.

    Gray Jr. was wanted by the Cuyahoga County Sheriff’s Department for a 26-count indictment, with charges that include trafficking offenses, drug possession, having weapons while under disability, possession of criminal tools, and receiving stolen property.  Many of the charges have firearms specifications attached to them as well. Gray has been on the run from these charges for a year.  

    Two months ago, members of the NOVFTF began looking for Gray Jr. and his codefendant, Jamal Taylor.  Taylor was arrested by the NOVFTF on April 18 after a short foot pursuit on Cleveland’s westside.  Gray Jr. was recently featured as Crimestoppers most wanted last month.  

    Early this morning, members of the NOVFTF and the OSHP Aviation Unit and SRT began searching for Gray Jr. on the eastside of Cleveland.  Officers were able to locate Gray Jr. in the parking lot of a business in the 9200 block of Miles Ave.  After a short foot pursuit, Gray Jr. was taken into custody.  A handgun was seized from Gray Jr., along with an unknown amount of drugs. The task force will work with local and federal partners to determine if further charges are warranted. 

    U.S. Marshal Pete Elliott stated, “This suspect is a menace to our communities with the laundry list of charges against him.  His violent felonies, possession of drugs and a gun at his arrest today show he has no intention of stopping his criminal activity.  Cleveland and the surrounding communities are safer with this suspect behind bars.”

    On June 16, 2025, a special commemorative postage stamp cancellation ceremony dedicated to the centenary of the center was held at the Artek International Children’s Center. The ceremony was attended by Deputy Prime Minister of Russia Dmitry Chernyshenko, Minister of Education Sergei Kravtsov, and Director of the Artek International Children’s Center Konstantin Fedorenko.

    They greeted the Artek children and took part in the special cancellation procedure – a special postmark that is valid for only one day. This postmark with the date and place of the ceremony turns the postal products that have undergone the cancellation into real philatelic rarities.

    “Being a participant in the anniversary shift is a great honor and privilege. You should carry in your hearts the love for our country, for Artek, meet the children with whom you will go through life, who will forever remain Artekites and will be with you. Here you learn to be friends, work and be useful to our country and your families. This is the main thing you should learn here. Artek has been around for over 100 years, and now we can say so, it is an international standard for the best children’s recreation. Happy anniversary, Artek! Happy holiday, guys!” Dmitry Chernyshenko addressed the participants.

    “On this festive day, I want to thank the counselors, the organizers, who do everything to ensure that each of you realizes your talents. Guys, I think that you will also join these words. Today is a significant event for the international children’s center “Artek” and for other children’s centers. We laid a capsule in 2125, the ceremony of cancellation of the anniversary postage stamp took place. I am sure that in 100 years, the children will also strive to get to “Artek” and rejoice at the opportunity to be here,” said Sergey Kravtsov at the ceremony of cancellation of the stamp.

    During the celebration, Artek member Ruslan Minyaylenko from the Luhansk People’s Republic, the author of the drawing that won the competition to create a sketch for a postage stamp, spoke about the creation of the sketch. His work reflects the spirit and long-standing traditions of Artek, uniting the past and the present.

    The camp counselors and educators prepared a creative exhibition where they presented postage stamps, envelopes and postcards issued in different years on significant dates in the history of Artek. Among them: a postage stamp from 1938 from the Children of the Land of Soviets series; a stamp from 1948 dedicated to the All-Union Pioneer Organization; a stamp from 1958 for International Children’s Day with an image of a bugler from a pioneer camp; postage envelopes from 1963, 1965, 1971 issued by the USSR Ministry of Communications; a postcard from 1975 in honor of the 50th anniversary of the camp; stamps from 1985 and 2015 dedicated to the 60th and 90th anniversaries of Artek, respectively. This exhibition allowed guests and Artek residents to see how the images and symbols of Artek on postal items changed and to feel the connection between generations.

    The release of the anniversary postage stamp is accompanied by the publication of first day covers, maximum cards, artistic covers and vignettes. All these collectibles can be purchased at post offices throughout Russia. Particular attention is paid to the special cancellation stamps, which were made not only for Moscow and Gurzuf (Republic of Crimea), but also for Ulyanovsk and Chelyabinsk.

    The festive mood was created by the theatrical composition “Native Artek” with the participation of the famous song theater “Neposedy”. Artek residents had the opportunity to personally sign envelopes and receive unique impressions of a special stamp in the post house “Artek Post”.

    In addition, Dmitry Chernyshenko, Sergey Kravtsov and Konstantin Fedorenko, together with Artek children, unveiled a memorial bas-relief dedicated to the sculptor Ernst Neizvestny at the entrance to the educational space for artistic creativity.

  • MIL-OSI Security: Mexican National Charged with Kicking Federal Agent During Immigration Inspection

    BROWNSVILLE, Texas – A 37-year-old Mexican woman living in San Benito has been charged with assaulting an agent with Immigration and Customs Enforcement – Homeland Security Investigations (ICE-HSI), announced U.S. Attorney Nicholas J. Ganjei.

    Maria Isabel Cruz-Salas is expected for her next hearing before U.S. Magistrate Judge Karen Betancourt June 18 at 11:15. She is currently in custody.

    The criminal complaint filed June 10 alleges Cruz-Salas assaulted a federal officer during a worksite immigration inspection in San Benito.

    According to the charges, authorities were conducting a lawful enforcement operation June 9 at Taqueria El Mante, where they discovered Cruz-Salas. As an HSI agent attempted to detain her, she allegedly kicked him in the face.

    If convicted, she faces a maximum of eight years in federal prison and a possible $250,000 maximum fine.

    ICE-HSI and FBI are conducting the investigation. Assistant U.S. Attorney David Coronado is prosecuting the case. 

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime.   • MIL-OSI United Nations: Civil Society Organizations Brief the Committee on the Elimination of Discrimination against Women on the Situation of Women in Mexico, Thailand, Ireland, Kazakhstan, Paraguay, Poland and Republic of Moldova

    The Committee on the Elimination of Discrimination against Women was this afternoon briefed by representatives of civil society organizations on the situation of women’s rights in Mexico, Thailand and Ireland, the reports of which the Committee will review this week, and in Kazakhstan, Paraguay, Poland and the Republic of Moldova, the reports of which had been scheduled for consideration in the cancelled ninety-third pre-sessional Working Group.

    In relation to Mexico, speakers raised concerns regarding disappearances and abductions of women; gender-based violence and its impact on marginalised women; and legislative issues affecting women, including related to abortion, sex work, surrogacy and homicide.

    Non-governmental organizations speaking on Ireland raised topics including the lack of access of marginalised women, including Roma and Traveller women, to State services; the high prevalence of gender-based violence; discrimination against migrant women; and overcrowding in women’s prisons.

    On Thailand, speakers addressed discrimination against marginalised women, including lesbian, bisexual, transgender and intersex women; the negative effects of mining projects on indigenous women and girls; gender-based violence; and discrimination against women and girls with disabilities.

    The following non-governmental organizations spoke on Mexico: Alianza por los derechos de las mujeres y niñas en toda su diversidad; GAMAG & Laboratorio Feminista de Derechos Digitales; Alianza de Mujeres Indígenas de Centroamérica y México, y Mujeres afromexicanas; and Mujeres defensoras y periodistas.

    The Human Rights Commissioner of the National Human Rights Commission of Ireland spoke on the country, as did the National Women’s Council of Ireland; Immigrant Council of Ireland/NASC/Akidwa; Traveler and Roma Coalition; Beyond Surviving; Irish Penal Reform Trust; University of Galway; and Disabled Women Ireland.

    As for Thailand, the Chairperson of the National Human Rights Commission of Thailand spoke, as did the following non-governmental organizations: Protection International; PPM, Khon Rak Ban Kerd Dan Khun Thot Group; Civil Society Assembly for Peace; Indigenous Women’s Network of Thailand; Young Pride Foundation and Asia Pacific Transgender Network; Foundation of Transgender Alliance for Human Rights and World Coalition against the Death Penalty; Shero Thailand; and Association for the Empowerment of Women with Disabilities.

    Speaking on the Republic of Moldova were Amnesty International; Eurasian Harm Reduction Association; and a coalition of women-led organizations including Eurasian Women’s Network on AIDS and NGO Association for Creative Development of Personality.

    Speaking on Kazakhstan was Equality Now; while the Centre for Reproductive Rights spoke on Poland, and Amnesty International spoke on Paraguay.

    There were no speakers present to discuss Angola, Comoros and Guinea-Bissau, the reports of which had also been scheduled for consideration in the cancelled ninety-third pre-sessional Working Group.

    Opening Remarks by the Committee Chair

    NAHLA HAIDAR, Committee Chairperson, said this meeting was an opportunity for non-governmental organizations and national human rights institutions to provide information on the States parties that were being considered this week, as well as on reports that had been scheduled for consideration in the cancelled ninety-third pre-sessional Working Group, namely those of Angola, Comoros, Guinea-Bissau, Kazakhstan, Paraguay, Poland and the Republic of Moldova.  She noted that the adoption of a list of issues and questions in relation to the combined third and fourth periodic reports of Syria, also initially scheduled for the pre-sessional Working Group, had been postponed.

    Statements by Non-Governmental Organizations from Mexico, Thailand and Ireland

    Mexico

    Concerning Mexico, speakers, among other things, expressed concern about the growing militarisation of the country, which disproportionately affected indigenous, rural marginalised women, as well as about disappearances of women, which were linked to trafficking in persons and femicide. 

    Speakers also expressed concern about gender-based violence, particularly against Afro-descendant women, human rights defenders, and young people.  More than one million Afro-descendant women were facing violence in Mexico, one speaker said, with some 57 per cent having faced some form of sexual violence.  Persons searching for the disappeared were particularly at risk; at least 16 had been killed, and there was impunity for crimes against human rights defenders. Key support for these people, such as refuge and shelter, had been denied.

    Speakers also raised issues related to Mexican legislation, noting that abortion was still regulated by criminal law; that legislative reforms had been made to criminalise sex work; that surrogacy remained legal in 12 states; and that homicide against trans women was not recognised as trans femicide.

    Speakers called on the Committee to encourage Mexico to recognise women human rights defenders; eliminate the crime of abortion; address trafficking of women; take measures to protect vulnerable women; harmonise legislation on violence against women; introduce regulations on digital violence and measures to combat violence against women in the media; release human rights defenders who had been imprisoned; and strengthen protection systems with a gender-based perspective.

    Ireland

    Those speaking on Ireland said, among other things, that deep and systemic barriers affected the access of marginalised women, including Roma and Traveller women, to childcare, abortion, employment, education, housing and healthcare.  These women needed to be supported by targeted policies.  Minority women were severely underrepresented in politics, continued to be over-represented in the criminal justice system, and faced barriers in accessing child benefits.  The State needed to collect ethnic data to inform support policies for minorities, and there needed to be dedicated funding for policies for women, developed in cooperation with women’s organizations. The bill to amend equality legislation needed to be rejected immediately, as it threatened the rights of marginalised women.

    Ireland lacked targeted measures for women with disabilities, one speaker said.  There was systemic discrimination against women with disabilities in work and healthcare; this needed to be addressed.

    Speakers also expressed concern about the high prevalence of gender-based violence in Ireland. Interventions were needed to strengthen the justice system related to such violence.  Ireland disclosed counselling notes in sexual offence trials; it needed to cease this act of secondary discrimination.  The proposed amendment to the law in this regard would exacerbate harm.

    Speakers said migrant women faced significant discrimination in Ireland, including in employment and education opportunities, medical care and housing.  There was no entitlement to legal aid for migrant women; women asylum seekers could not access the labour market, and migrant women were disproportionately represented in the informal sector.  One speaker noted that 7,000 women in Ireland were affected by female genital mutilation, but there was no State strategy to combat female genital mutilation.  There needed to be a dedicated national action plan to address the phenomenon.

    Overcrowding in Irish prisons was at a crisis point, one speaker said, with the two women’s prisons far over capacity. There was a record number of women with babies in prisons.  The Government had not made efforts to establish an open women’s prison; this needed to be done.  It also needed to guarantee investigations into Magdalene Laundries abuses, undocumented deaths, and forced family separation.  There needed to be a timeframe for the full implementation of the redress scheme.

    Thailand

    Concerning Thailand, speakers said, among other things, that marginalised women, including refugees, trans and gender-diverse women, continued to face discrimination and a lack of access to services.  Some 70 per cent of lesbian, gay, bisexual, transgender and intersex persons had experienced depression.  The Government needed to strengthen the implementation of the gender equality act and address the marginalisation of lesbian, gay, bisexual, transgender and intersex persons. 

    Mining projects were destroying the lifestyles and livelihoods of indigenous women and girls in Thailand and poisoning the State’s rivers.  Royal decrees issued in 2024 severely undermined indigenous women’s rights, limiting land access and traditional farming practices.  The Committee needed to call on the Government to review and amend these decrees, and to protect indigenous women’s rights and the environment.

    Some five per cent of death row inmates in Thailand were women, one speaker said.  The Committee needed to urge the State party to implement a moratorium on the death penalty for non-violent offences.

    Speakers said Thailand needed to urgently reform its laws on gender-based violence to clearly define consent and cases where mediation was appropriate; stop criminalising survivors of gender-based violence; make ending all forms of gender-based violence a national priority; and ensure protection for all survivors.

    More than one million women and girls with disabilities in Thailand remained invisible, one speaker said. They still faced sterilisation, violence and abuse, and police rarely recorded the complaints of women with disabilities.  The Government needed to outlaw forced sterilisation, ensure the representation of women with disabilities in politics and decision-making bodies, and adopt measures to guarantee procedural accommodation for women with disabilities in justice processes.

    Questions by Committee Experts

    A Committee Expert called for recommendations of quotas for representation of Thai women in Parliament.

    Another Expert said pre-trial detention was being weaponised in Mexico.  The suspension of the writ of habeas corpus seemed to have led to the deliberate imposition of lengthy pre-trial detention.  Did the non-governmental organizations have a position on this?

    One Committee Expert asked about the familial rights of lesbian, gay, bisexual, transgender and intersex persons in Ireland.  Was there a norm on shared physical custody?

    A Committee Expert asked about reports of the use of unofficial pre-trial detention in Mexico.

    One Committee Expert asked whether trafficked women were offered exit programmes that promoted social empowerment in Mexico.  How was Ireland implementing the Istanbul Convention, including related to restrictions on abortion?

    Responses by Non-Governmental Organizations

    Mexico

    Responding to questions on Mexico, speakers said that “automatic” pre-trial detention implemented in the State was a violation of liberty that disproportionately affected women.  The number of offences for which automatic pre-trial detention was imposed had been broadened recently.

    The criminalisation of victims of trafficking severely affected women’s rights.  Most victims were young girls.  There was a lack of training for officials charged with identifying and protecting victims.  There was a link to disappearances and abduction of women and girls and trafficking, which had been taken over by organised crime.  There needed to be regulation to address the sexual exploitation of women.

    Ireland

    A speaker said there were huge challenges in accessing child maintenance in Ireland.  There had been no progress in establishing a child maintenance agency. Roma women who did not comply with habitual residency laws had no access to child benefits.

    Only one Traveller woman had been elected to the national parliament.  More needed to be done to increase their representation. 

    There were almost 250 Irish women who travelled to the United Kingdom each year to access abortions.  Irish women still faced significant challenges in accessing abortions.  There needed to be political will to implement the conclusions of the independent review into access to abortion.

    Ireland had a national strategy on preventing gender-based violence and domestic violence, but this strategy did not address female genital mutilation.  A plan needed to be implemented to address this issue.

    Thailand

    Responding to questions on Thailand, a speaker said there was low representation of women from rural and marginalised communities on political bodies.  No females had been elected to parliament.  There was a lack of laws addressing discrimination against women with disabilities.

    Women human rights defenders often faced strategic lawsuits against public participation in Thailand, and the State did not have legislation on hate crimes.  Many human rights defenders faced harassment online and needed protection.

    Statements by Non-Governmental Organizations from Kazakhstan, Republic of Moldova, Poland and Paraguay

     

    Kazakhstan

    On Kazakhstan, speakers expressed concern about laws and practices that failed to sufficiently address gender-based violence and sexual violence.  Rape was only recognised by State legislation when it involved physical force.  There were significant barriers to investigating sexual violence, and as a result, few cases reached the justice system. Women with disabilities often faced sexual violence and discrimination.  Support services for survivors of sexual violence remained inadequate; hotlines for reporting and shelters needed to be strengthened.

    Republic of Moldova

    Speakers said that the Republic of Moldova’s legal system lacked provisions to address all forms of gender-based violence, leading to inconsistent interpretation of the law, which needed to be amended in line with the Istanbul Convention.  There was insufficient protection for victims. Sanctions needed to be issued for perpetrators of domestic violence.

    It was concerning that the provision of abortion services via telemedicine had been banned, one speaker said. This ban was implemented without consultation with civil society or medical professionals.  The Government needed to repeal the ban and ensure access to abortion services for all women.  It also needed to amend legislation to decriminalise sex work and implement measures to protect sex workers from discrimination.

    The Republic of Moldova’s low thresholds for small-scale use of illegal drugs led to the criminalisation of women drug users, perpetuating stigma against such women.  Pregnant women who used drugs were often denied access to healthcare, and social workers often initiated child protection proceedings for the children of women who used drugs.  The Committee needed to ask the Republic of Moldova how it would protect the rights of women drug users.

    Women with HIV faced violence and discrimination every day in the Republic of Moldova, one speaker said. Many such women often did not report abuse for fear of stigmatisation.  The law criminalised HIV infection and prevented women with HIV from breastfeeding.  The Government needed to decriminalise HIV infection and support women with HIV to access shelters, legal support and healthcare, protect their confidentiality, and ensure that their voices were heard.

    Poland

    On Poland, a speaker said that the State’s abortion law prevented women from accessing safe and legal abortions. There was a near-total ban on abortion in place, and women were often compelled to travel abroad for abortive care. Legislative proposals seeking to reintroduce access to legal abortion were pending review, while guidelines on access to legal abortions had been developed but had not been sufficiently distributed.  The Committee needed to ensure that the State party guaranteed the right to abortion and health care for women.

    Paraguay

    On Paraguay, a speaker expressed concern at the high rate of teenage pregnancies and sexual violence against women and girls.  There was an almost total ban on abortion, even in cases where the pregnancy was the result of rape.  There was also a lack of comprehensive sexual and reproductive health education in schools. There was a high level of maternal mortality; the State needed to strengthen primary health care.

    Paraguay needed to invest more in public health, the speaker said.  It was one of the most expensive countries in the world to fall sick.  The high cost of healthcare disproportionately affected certain groups, such as those with cancer.  The State party needed to improve the availability of medicines. In April 2025, a bill was brought before the Senate that sought to merge the Ministry of Women into the Ministry of the Family; this bill needed to be rejected.

    Dialogue with the National Human Rights Institutions of Ireland and Thailand

    Statement by the National Human Rights Institution of Ireland

    LIAM HERRICK, Chief Commissioner, Irish Human Rights and Equality Commission, expressed concern about Ireland’s continuing and outstanding failures to effectively vindicate the rights of women and girls at the national level.  Women and girls in Ireland continued to face discrimination at every stage of life.  The State’s approach to domestic implementation of Convention rights fell far short of what would be expected of a wealthy, democratic nation.

    Ireland faced challenges, including transforming the childcare and care sectors, closing the gender pay and pension gap, supporting more women leaders, and reforming the outdated patriarchal system of the male breadwinner, which held society back.

    Violence against women, including femicide, remained at crisis levels in Ireland.  The State was obliged to do everything in its power to keep women and girls safe in communities and in homes.  The lack of adequate supports and refuge spaces for victims and survivors of gender-based violence and human trafficking was a major concern, especially as these were the main cause of homelessness for women and children in Ireland. The State needed to significantly scale up the provision of culturally appropriate, universally designed refuge accommodation units and provide guidance to local authorities on supporting victims and survivors seeking emergency accommodation and social housing.

    Regarding women in politics, progress in Ireland was worryingly slow.  Ireland was currently 99th in the world for women’s representation in national parliaments and 96th in the world for women cabinet ministers.  A third of the 43 parliamentary constituencies had no women as representatives.  Only one woman from an ethnic minority background was elected to Parliament in the recent election.  Robust reforms at local political level, including the introduction of 50 per cent gender quotas, were vital.

    Political leaders had repeatedly apologised for these failures and promised redress for victims and survivors of abuse within Mother and Baby Institutions, Magdalene Laundries, schools, residential institutions and to survivors of the practice of symphysiotomy. However, the State continued to fail to adequately implement the 2014 O’Keeffe judgment.  It needed to establish a new comprehensive, fair and non-discriminatory redress scheme for survivors of child sexual abuse in primary and post-primary schools before 1991/1992.

    Inadequate funding threatened the work of civil society in protecting women’s rights in Ireland.  Civil society organizations needed adequate support. The State also needed to place greater focus on the intersectional nature of issues affecting women and minority groups.  Women’s and girls’ rights were crucial for an integrated, harmonious and thriving society, based on equality and the rule of law.  Never had it been so urgent for Ireland, as a wealthy, leading European Nation, to take decisive action to fulfil its obligations under the Convention.

    Another Committee Expert asked about the representation of women in the Irish Ministry of Foreign Affairs, and the achievements of women in the State’s foreign and policy affairs.

    Responses by the National Human Rights Institution

    LIAM HERRICK, Chief Commissioner, Irish Human Rights and Equality Commission, said that all political parties needed to increase their share of women candidates to 50 per cent.  This was particularly important at the local level. 

    A significant number of Irish women held leading positions within the international human rights system. However, there had never been an Irish woman head of Government, and there was a lack of representation of women in senior Government positions.  The national human rights institution had made recommendations for addressing hate speech against minorities, including Roma women.

    Specific provisions were drawn into the United Kingdom’s agreement on withdrawal from the European Union that promoted equivalence with established legal measures such as the Good Friday Agreement.

    Statement by the National Human Rights Institution of Thailand

    PORNPRAPAI GANJANARINTR, Chairperson, National Human Rights Commission of Thailand, said the Commission recognised Thailand’s progress in many areas, including the legal reform to raise the minimum age of marriage to 18, broadening access to safe abortion services, and the Government’s success in amending laws on gender equality and domestic violence victim protection.

    The current Constitution of Thailand guaranteed gender equality, but challenges still remained. One key concern was the persistence of gender bias, both in societal attitudes toward women, and in how women perceived their own roles.  Moreover, Thailand had yet to enact a comprehensive law to eliminate discrimination, a critical gap in the legal framework.

    Domestic violence was also a serious concern.  Despite the domestic violence victim protection act, women remained unprotected. The law mainly focused on mediation, which could pressure women to return to abusers instead of seeking justice. In the southern region, men-led community mediation could also result in biased outcomes.  Cultural norms, financial dependence, lack of education, and fear of legal consequences made it harder for women, especially vulnerable groups such as illegal migrant women, to leave.  Legal reforms were needed to make domestic violence a non-compoundable offence, extend the statute of limitations, and introduce offenders’ rehabilitation. Policies needed to focus on protecting victims’ rights, safety, and dignity, rather than forcing families to stay together.

    The Criminal Code did not cover new forms of harassment, such as stalking and online grooming.  Current labour laws only protected against harassment from supervisors, not co-workers. The Criminal Code needed to be reformed to include modern forms of harassment, expand workplace protection, and ensure victim-centred investigation.

    Women often faced barriers when seeking justice.  It was crucial to recruit more female inquiry officers as, at present, they accounted for only 6.5 per cent of the total number.  There were reports of unacceptable conduct by law enforcement, including offensive language and insensitive investigations. Gender-sensitivity training for law enforcement officers, private and gender-friendly complaint facilities, as well as accessible procedures for persons with disabilities were essential.

    Sex work was still illegal, leaving sex workers without labour protection or social welfare, and making them targets for abuse, even by authorities.  Some offences had been changed to non-criminal fines, but many officers still made unlawful arrests.  Sex work needed to be decriminalised to protect the rights and dignity of sex workers.

    Although Thailand had made progress in maternal health, many women still had problems accessing reproductive rights.  Safe abortion services were limited due to a lack of providers and poor referral systems. Pregnant inmates faced delays in counselling and abortion referrals.  Moreover, many women were unaware of their rights.  To address this, the Government needed to ensure that every province had at least one facility offering abortion services, and remove barriers beyond those set out by the law.  Public education on abortion rights and support mechanisms needed to also be promoted.

    The Commission was deeply concerned about the continued violence in Thailand’s southern border provinces, which greatly affected women.  Many had lost their partners, suffered emotional and financial hardship, and struggled to access justice or compensation.  Women were often left out of peace talks, and those who spoke up could face threats.  The Government needed to fully support affected women by providing financial aid, counselling, and childcare.  Rules and regulations that excluded families of those accused in security cases needed to be revised.  Women needed to have a real voice in peacebuilding, religious councils, and efforts to stop domestic and gender-based violence.

    Child marriage remained a serious issue in the southern border provinces.  Although the 2018 change to the Nikah regulation was a step forward, it had not been well enforced or updated to match the new law setting the minimum marriage age at 18.  The Commission called for the regulation to be revised to align with the Convention, and for strong action to ensure its implementation.

    Women human rights defenders continued to face serious risks, including harassment, lawsuits, and surveillance.  Some had even been targeted by disinformation and spyware like Pegasus.  There needed to be legal reforms to ban strategic lawsuits against public participation and stronger awareness raising among justice officials and businesses about the harmful impact of these lawsuits. 

    Women in rural areas were hit hard by climate change but were often excluded from decision-making processes.  Current disaster and climate policies lacked a gender perspective.  At the same time, cybercrime severely affected women, who made up 64 per cent of victims from 2022 to 2024, while legal protections remained weak.  The Government needed to include gender perspectives in environmental policy and women’s voices in climate decisions, and strengthen laws to better prevent and respond to cyber violence against women.

    Thailand had made good progress in meeting its commitments under the Convention. However, the Commission encouraged continued efforts to bring about real gender equality through stronger legal alignment, structural reforms, and the removal of remaining biased practices.

    PORNPRAPAI GANJANARINTR, Chairperson, National Human Rights Commission of Thailand, said the Government had announced that there would be an amendment to the law on statelessness some years ago, but this process was still ongoing. Earlier this year, the Government had worked to identify 100,000 stateless people.  There needed to be further recognition of stateless people in Thailand. The Commission would continue to push for all stateless persons to be supported to obtain all necessary documents.

  • MIL-OSI Security: Peter McNeilly Appointed As United States Attorney for the District of Colorado

    DENVER – Peter McNeilly has been appointed as the United States Attorney for the District of Colorado by U.S. Attorney General Pamela Bondi. Mr. McNeilly was sworn in by United States District Judge Daniel D. Domenico on June 16, 2025.

    Mr. McNeilly has been an Assistant United States Attorney in Colorado since 2014. During his time as a federal prosecutor, Mr. McNeilly has focused on pursuing members of Mexican drug cartels, combatting the deadly fentanyl epidemic, and reducing violent crime. Mr. McNeilly’s work prosecuting fentanyl cases—and particularly cases involving fatal overdoses—has made him one of the leading experts on fentanyl prosecutions in Colorado and a resource for other federal prosecutors throughout the country. As a supervisor within the U.S. Attorney’s Office, he has overseen the creation and expansion of federal task forces which focus on transnational organized crime and violent crime. Mr. McNeilly has previously served as the Deputy United States Attorney, the Chief of the Transnational Organized Crime and Money Laundering Section, the District of Colorado’s Opioid Coordinator, and the Lead Strike Force Attorney for the Denver Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force.

    Mr. McNeilly is a lieutenant colonel in the United States Marine Corps. Mr. McNeilly supported commanders and advanced the rule of law as a Marine judge advocate on active duty before joining the U.S. Attorney’s Office, and he has continued that work in the reserves for his entire time with the office. On active duty, he prosecuted complex cases throughout the Marine Corps’ western region, including sexual assaults, child exploitation, financial crimes, and crimes committed in Iraq and Afghanistan. In the reserves, Mr. McNeilly has served as a prosecutor, as a legal advisor on the staff for a three-star commanding general, and he is currently in his second tour as a military judge.

    As United States Attorney, Mr. McNeilly will oversee all federal criminal prosecutions as well as all civil litigation undertaken on behalf of the United States Government in Colorado. Mr. McNeilly leads a dedicated team of more than 160 attorneys, professional staff, and government contractors.

    Mr. McNeilly’s senior leadership team includes J. Bishop Grewell, who will serve as First Assistant United States Attorney and Chief of the Appellate Division, and Marcy Cook, who will serve as Deputy United States Attorney.

  • MIL-OSI Security: Eight Members and Associates of the Transnational 18th Street Gang Charged with Racketeering Crimes in Queens

    The Defendants’ Crimes Involved Brutal Assaults, Extortion, Drug Trafficking, Production and Sale of Fraudulent Identification Documents, and Counterfeit Currency

    Earlier today in federal court in Brooklyn, an indictment was unsealed charging eight members and associates of the 18th Street gang, a violent transnational criminal organization, with serious crimes.  Six defendants are charged with racketeering conspiracy, including predicate acts involving narcotics and firearms trafficking, production and sale of fraudulent identification documents, and extortion. Seven defendants are also charged with assaults in aid of racketeering.  One defendant is charged with being an alien in possession of a 9mm semiautomatic pistol and ammunition. 

    Seven defendants were taken into custody in New York City and are scheduled to be arraigned this afternoon before United States Magistrate Judge Cheryl M. Pollak.  Another defendant, currently in custody on separate criminal charges, is expected to be arraigned tomorrow. 

    Joseph Nocella, Jr., United States Attorney for the Eastern District of New York; Christopher G. Raia, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI); Jessica S. Tisch, Commissioner, New York City Police Department (NYPD); and Melinda Katz, Queens District Attorney, announced the arrests and charges.

    “This indictment represents a significant step in our ongoing effort to dismantle violent gang networks in our communities,” stated United States Attorney Nocella.  “The 18th Street gang exploited a Queens neighborhood as a hub for violence and illicit activity.  Today’s arrests show the community that my Office and our law enforcement partners are working tirelessly to put these violent criminals behind bars.”

    Mr. Nocella expressed his appreciation to the Queens County District Attorney’s Office, the FBI New York Metro Safe Streets Task Force, the Department of Labor Office of the Inspector General – New York Office, the United States Secret Service, and the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations, New York City Field Office, for their invaluable assistance with the case.

    “These violent members and associates of the 18th Street gang allegedly relied on violence—including assault of innocent civilians and rival gang members—to exert and maintain control over a busy commercial corridor along Roosevelt Avenue in Jackson Heights, Queens. Those arrested today acted and behaved with callous and cruel disregard for those around them. Our actions today represent yet another example of the FBI’s commitment to crushing the violent transnational gangs plaguing our communities,” stated FBI Assistant Director in Charge Raia.

    “The defendants in this case are accused of unleashing terror onto Queens communities through brutal assaults, extortion, fraud, and drug trafficking—all in furtherance of the 18th Street gang’s agenda. Every resident deserves to feel safe walking down the street, without having to worry about gang violence. My office will continue to combat violent criminal enterprises and assist partner investigations to dismantle gangs as they try to establish themselves in our neighborhoods, stated Queens District Attorney Katz.  “We thank the U.S. Attorney for the Eastern District of New York, the FBI and the NYPD for their hard work in this case.”

    As alleged in the indictment and other court filings, the 18th Street gang is a violent transnational criminal organization with members and associates throughout the United States and Central America.  The gang is divided into several “cliques.”  The defendants are members and associates of the “54 Tiny Locos” clique, which controls a busy commercial corridor along Roosevelt Avenue in Jackson Heights, Queens. For years, 18th Street has maintained control over this area through violence, including assaults on perceived rival gang members that often result in harm to innocent civilians.  The gang financed its operations through drug-dealing and various other crimes, including trafficking in fraudulent identification documents and counterfeit currency.  The gang’s production and sale of fraudulent documents—including fake passports, permanent resident cards, Social Security cards, driver’s licenses, and Occupational Safety and Health Administration (OSHA) cards—was a primary driver of income for its members and associates.  Members of 18th Street, including the defendants, also committed extortion by charging “rent” to other illicit businesses operating in the area, including unregulated brothels. 

    Certain of the defendants are also charged in connection with three assaults in-aid-of racketeering in Queens, New York, that wounded four individuals.

    The December 2021 Assault

    As alleged, on December 31, 2021, members of 18th Street, including Bonilla Ramos, Ramirez, and a co-conspirator, assaulted two victims, including John Doe #1, outside of a bar in Queens, New York, after asking if they were in a gang.  The defendants violently beat both John Doe #1 and his friend, including twice smashing John Doe #1’s head with a glass bottle of tequila, leaving him with severe lacerations to his face and nerve damage.

    The January 2022 Assault

    As alleged, on January 15, 2022, members of 18th Street attacked two victims, John Doe #2 and John Doe #3, outside a bar in Queens, New York. A co-conspirator stabbed John Doe #2 while two other defendants held him in place.  John Doe #2 sustained serious injuries, including injuries to his lung. The defendants then attacked a second victim, John Doe #3, with large wooden planks, causing lacerations that required sutures.  The serious injuries to John Doe #2, the victim who was stabbed, were reflected in the blood left behind after the assault.

    The June 2024 Assault

    As alleged, on June 20, 2024, members of 18th Street attacked a victim, John Doe #4, who they believed was a rival gang member, in a parking lot in Queens, New York.  The assailants, including certain of the defendants, beat John Doe #4 with a bike lock and a metal chair, among other things.  John Doe #4 received medical care for lacerations to his head, which required sutures. 

    1. The charges announced today are allegations, and the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
    2. The case is part of Operation Take Back America, a Department of Justice initiative aimed at eradicating transnational criminal organizations, combating violent crime, and restoring the rule of law.
    3. This prosecution also is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation.  OCDETF targets the highest-level criminal organizations threatening the U.S., using a prosecutor-led, intelligence-driven, multi-agency approach.  More info is available here: www.justice.gov/OCDETF.

  • MIL-OSI Security: Port Charlotte Man Indicted For Production And Distribution Of Child Sexual Abuse Material

    Tampa, Florida – United States Attorney Gregory W. Kehoe announces the return of an indictment charging Tyler Russell Kuhn (29, Port Charlotte) with one count of production and one count of distribution of child sexual abuse material. If convicted on all counts, Kuhn faces a maximum penalty of 50 years in federal prison. 

    According to the indictment and court records, in October 2019, Kuhn engaged in an online conversation with another individual. During the conversation, Kuhn produced a video and image of child sexual abuse material involving himself and a toddler. Kuhn distributed this video and image over the internet, to the individual to whom he was speaking.

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

    This case was investigated by the Federal Bureau of Investigation – Tampa and Houston Field Offices. It will be prosecuted by Assistant United States Attorney Ilyssa M. Spergel.

  • MIL-OSI Security: Tampa Man Indicted For Attempted Enticement Of A Minor To Engage In Sexual Activity

    Tampa, Florida – United States Attorney Gregory W. Kehoe announces the return of an indictment charging Johan Smith Pavon Mejia (Tampa, 41) with attempted enticement of a minor to engage in sexual activity. If convicted, Mejia faces a maximum penalty of life in federal prison. 

    According to the indictment and court records, in April 2025, Mejia communicated online with an undercover detective with the Hillsborough County Sheriff’s Office and arranged to meet a fictitious minor to engage in sexual activity. Mejia traveled to an agreed upon location to meet the fictitious minor and arrived with items requested by the undercover detective, including candy, iced tea, and money to pay for the arranged sexual acts.

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

  • MIL-OSI Security: United States Returns Over $680,000 in Stolen Cryptocurrency Using Civil Asset Forfeiture

    ALEXANDRIA, Va. – The United States has recovered and cleared title to over $680,000 worth of stolen cryptocurrency using civil asset forfeiture and is in the process of returning those funds to the victim, a cryptocurrency and blockchain company.

    According to court documents, on March 28, 2023, an unidentified person sought to exploit a vulnerability in a cryptocurrency product created by SafeMoon, LLC. SafeMoon used a reserve, called a liquidity pool, to allow trading between different types of cryptocurrency by securing a supply of cryptocurrency assets to ensure sufficient liquidity in the market. This allowed SafeMoon to prevent large fluctuations in the price of SafeMoon’s cryptocurrency. The liquidity pool was secured and managed by a digital program called a “smart contract” that automatically executed when specified conditions occurred. The smart contract was mistakenly programmed, however, so that it could be used by anyone to “burn,” or destroy, tokens from the SafeMoon liquidity pool.

    The exploiter’s scheme involved manipulating SafeMoon’s cryptocurrency by initiating a transaction that would burn a large number of SafeMoon tokens simultaneously, resulting in an artificial price spike. Then the exploiter could sell tokens back to the liquidity pool at an artificially inflated price at a loss to SafeMoon.

    At the same time, however, an automated cryptocurrency trading program called a “bot” was engaged in “front-running,” which exploits normal delays in the processing of transactions by scanning and simulating pending transactions to determine how profitable they are, then executes profitable trades ahead of the original trader. In this case, the front-running bot caused the exploiter’s transaction to fail and directed the profits from its own trade to an account the bot operator controlled. The cryptocurrency stolen from SafeMoon was worth over $8.5 million on the day it was stolen.

    Within a few hours of the attack, the front-running bot operator contacted SafeMoon, claiming to have prevented an attack. While purportedly offering to return the stolen cryptocurrency, the bot operator also threatened to withhold the entirety of the cryptocurrency stolen from SafeMoon if SafeMoon did not allow the operator to keep a percentage. SafeMoon relented and let the bot operator keep 20 percent of the stolen cryptocurrency.

    On May 15, 2023, the FBI seized $680,467.92 and 480.996 BNB from accounts at OKX, a cryptocurrency exchange platform, representing approximately half of the 20 percent extorted from SafeMoon. SafeMoon has since filed for bankruptcy, but the funds are being returned to the bankruptcy trustee for SafeMoon.

    Neither the original exploiter nor the bot operator has been identified to date and they may be located abroad. Without the possibility of a criminal prosecution, the United States used a civil asset forfeiture action against this stolen cryptocurrency to recover these funds for theft victims.  The civil asset forfeiture action afforded all potential claimants an opportunity to contest the forfeiture in court and put the government to its burden of proof.   

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Emily Odom, Acting Special Agent in Charge of the FBI Washington Field Office’s Criminal and Cyber Divisions, made the announcement after the settlement order between the United States and the SafeMoon bankruptcy trustee was issued by U.S. District Judge Patricia T. Giles.

    The matter was handled by Assistant U.S. Attorney Kevin Hudson. Assistant U.S. Attorney Jonathan S. Keim and Former Eastern District of Virginia prosecutor Jay V. Prabhu supported the case.

  • MIL-OSI USA: After Two-Day Manhunt, Suspect Charged with Shooting Two Minnesota Lawmakers and Their Spouses

    Vance Boelter, 57, of Green Isle, Minnesota, has been charged by federal complaint with stalking and murdering Minnesota House of Representatives Speaker Emerita Melissa Hortman and her husband, in addition to stalking and shooting Minnesota State Senator John Hoffman and his wife.

    According to court documents, in the early morning hours of June 14, 2025, Vance Luther Boelter put into effect a calculated plan to inflict fear and violence upon Minnesota elected officials and their families. Boelter equipped himself with firearms and body armor, disguised himself as a law enforcement officer, and drove to the home of Senator Hoffman. Boelter knocked on the door repeatedly, claiming to be a police officer. Shortly after the Hoffmans opened the door, they were alarmed to realize Boelter was wearing a facemask. The Hoffmans tried to close the door on Boelter, but Boelter repeatedly shot both Senator and Mrs. Hoffman.

    “The horrific, targeted murders of Minnesota House Speaker Melissa Hortman and her husband Mark Hortman, as well as the shooting of Minnesota State Senator John Hoffman and his wife Yvette Hoffman, have shocked the nation and united us in grief,” said Attorney General Pamela Bondi. “These horrific acts of violence will not go unanswered: the Department of Justice will prosecute this suspect to the fullest extent of the law and if convicted deliver severe consequences for his alleged crimes.”

    Next, Boelter drove to the home of Speaker Emerita and Representative Melissa Hortman. Meanwhile, local law enforcement, having heard of the shooting at the Hoffman residence, drove to the Hortman household to conduct a safety check. Upon arriving, officers saw Boelter’s car, a black Ford Explorer SUV designed to look at a law enforcement vehicle. It was equipped with police-style lights that were on and flashing. Officers saw Boelter, standing several feet from and facing the front door of the Hortman home. Moments later, Boelter fired several gunshots into the home, repeatedly striking Mr. Hortman. As Boelter did so, he rushed into the home and fired several additional shots, repeatedly striking Representative Hortman. Officers provided medical aid to the Hortmans and attempted to pursue Boelter, who abandoned the SUV and fled, initially, on foot. Both Hortmans died from their wounds.

    Law enforcement searched Boelter’s SUV and recovered five firearms, including semi-automatic, assault-style rifles, a large quantity of ammunition, and several notebooks filled with handwritten notations. Those notes listed out the names of dozens of Minnesota state and federal elected officials. The notes often identified those officials’ home addresses.

    A two-day manhunt, coordinated among federal, state, and local law enforcement agencies across the state, ensued. As a result of those efforts, at approximately 9:15 on the evening of June 15, law enforcement located Boelter in a field in Green Isle, Minnesota, approximately one mile from his family residence. Law enforcement officers then took Boelter into custody.

    Boelter will make his initial appearance in U.S. District Court today, before Magistrate Judge John F. Docherty.

    The FBI, Minnesota Bureau of Criminal Apprehension, ATF, Brooklyn Park Police Department, Minneapolis Police Department, Hennepin County Sherriff’s Office, Champlin Police Department, and New Hope Police Department, together with several other state and local partners, are investigating the case.

  • MIL-OSI Security: After Two-Day Manhunt, Suspect Charged with Shooting Two Minnesota Lawmakers and Their Spouses

    Vance Boelter, 57, of Green Isle, Minnesota, has been charged by federal complaint with stalking and murdering Minnesota House of Representatives Speaker Emerita Melissa Hortman and her husband, in addition to stalking and shooting Minnesota State Senator John Hoffman and his wife.

    According to court documents, in the early morning hours of June 14, 2025, Vance Luther Boelter put into effect a calculated plan to inflict fear and violence upon Minnesota elected officials and their families. Boelter equipped himself with firearms and body armor, disguised himself as a law enforcement officer, and drove to the home of Senator Hoffman. Boelter knocked on the door repeatedly, claiming to be a police officer. Shortly after the Hoffmans opened the door, they were alarmed to realize Boelter was wearing a facemask. The Hoffmans tried to close the door on Boelter, but Boelter repeatedly shot both Senator and Mrs. Hoffman.

    “The horrific, targeted murders of Minnesota House Speaker Melissa Hortman and her husband Mark Hortman, as well as the shooting of Minnesota State Senator John Hoffman and his wife Yvette Hoffman, have shocked the nation and united us in grief,” said Attorney General Pamela Bondi. “These horrific acts of violence will not go unanswered: the Department of Justice will prosecute this suspect to the fullest extent of the law and if convicted deliver severe consequences for his alleged crimes.”

  • MIL-OSI Security: Nine Members of Lopez Human Smuggling Organization Plead Guilty to Federal Charges

    ALBUQUERQUE – Nine of the 10 members of the Lopez Human Smuggling Organization indicted in June 2023 have pleaded guilty to federal charges stemming from a multi-year investigation into their roles in an extensive alien smuggling conspiracy. All nine defendants admitted to conspiring to bring, harbor, and transport groups of undocumented individuals into and within the United States for financial gain.

    The defendants are identified as Rosa Adriana Lopez-Escobar, 43, illegal residing in Phoenix, Arizona; Deysi Marisela Lopez-Ambrosio, 27, illegal residing in Long Beach, California; Franklin Leonardo Chilel-Ramirez, 39, illegal residing in Phoenix, Arizona; Junior Vanegas Portillo, 22, illegal residing in Phoenix, Arizona; Jose Denilson Lopez Chilel, 26, illegal residing in Phoenix, Arizona; and Mildred Yanira Lopez-Ambrosio, 23, illegal residing in Long Beach, California, all citizens of Guatemala, as well as Jose Gianluca Lopez-Perez, 21, of Phoenix, Arizona, Sebastian Rolando Cortez, 22, of Tempe, Arizona, and Carlos Chavez-Hernandez, 22, of Avondale, Arizona.

    According to court records, between October 2021 and April 2023, these individuals operated in Luna County, New Mexico, and elsewhere, coordinating and executing the transportation and harboring of undocumented aliens. The organization used peer-to-peer money transfer apps to facilitate payments among co-conspirators and instructed others to pick up and move groups of undocumented individuals in exchange for money.

    The organization coordinated pick-ups near the U.S.-Mexico border, including attempts to move individuals from Animas, New Mexico, to Phoenix, Arizona. In one instance, a defendant was apprehended by Border Patrol while en route to pick up a group of undocumented aliens.

    To date, four defendants have been sentenced. Junior Vanegas Portillo was sentenced to 37 months in prison followed by three years of supervised release. Sebastian Rolando Cortez was sentenced to one year of probation. Carlos Chavez-Hernandez was sentenced to time served and two years of supervised release. Jose Denilson Lopez Chilel was sentenced to 45 months in prison and three years of supervised release. Sentencing for the remaining defendants is pending.

    As part of his plea agreement, Jose Denilson Lopez Chilel agreed to forfeit several items used in furtherance of the conspiracy. These include two firearms, ammunition, a 2017 Chevrolet Camaro, a 2017 Ford Mustang, a 2021 Chevrolet Silverado and a 2020 Polaris Can-Am Side by Side UTV.

    Ronaldo Galindo Lopez-Escobar, 47, of Guatemala City, Guatemala, the alleged leader of the Lopez Crime Family, remains a fugitive.

    U.S. Attorney Ryan Ellison and Special Agent in Charge Jason T. Stevens of U.S. Immigration and Customs and Enforcement (ICE) Homeland Security Investigations (HSI) El Paso, made the announcement today.

    HSI New Mexico led U.S. investigative efforts, with enforcement assistance from HSI in Arizona and the Central District of California. HSI received investigative assistance from U.S. Border Patrol Deming, Lordsburg, Blythe, El Centro, Yuma, and Tucson, as well as U.S. Customs and Border Protection’s National Targeting Center/Operation Sentinel, and the Montgomery County Sheriff’s Department. The Human Rights and Special Prosecutions Section (HRSP) and Money Laundering and Asset Recovery Section (MLARS) of the Justice Department’s Criminal Division also provided support in this matter.

    The case is being handled by Assistant U.S. Attorneys Randy Castellano and Alyson Hehr as part of Joint Task Force Alpha (JTFA). JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated with a mandate to target cartels and transnational criminal organizations to eliminate human smuggling and trafficking operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border, including the Southern District of California, District of Arizona, District of New Mexico, and Western and Southern Districts of Texas. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by MLARS; Office of Enforcement Operations; and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, DEA, and other partners. To date, JTFA’s work has resulted in more than 380 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 340 U.S. convictions; more than 290 significant jail sentences imposed; and forfeitures of substantial assets.

  • MIL-OSI Global: Israel, Iran and the US: why 2025 is a turning point for the international order

    Israel’s large-scale attack against Iran on June 13, which it conducted without UN security council approval, has prompted retaliation from Tehran. Both sides have traded strikes over the past few days, with over 200 Iranians and 14 Israelis killed so far.

    The escalation has broader consequences. It further isolates institutions like the UN, International Criminal Court (ICC) and International Court of Justice (ICJ), which have found themselves increasingly sidelined as Israel’s assault on Gaza has progressed. These bodies now appear toothless.

    The world appears to be facing an unprecedented upending of the post-1945 international legal order. Israel’s government is operating with a level of impunity rarely seen before. At the same time, the Trump administration is actively undermining the global institutions designed to enforce international law.

    Other global powers, including Russia and China, are taking this opportunity to move beyond the western rules-based system. The combination of a powerful state acting with impunity and a superpower disabling the mechanisms of accountability marks a global inflection point.

    It is a moment so stark that we may have to rethink what we thought we knew about the conduct of international relations and the management of conflict, both for the Palestinian struggle and the international system of justice built after the second world war.

    The Israeli government is, in addition to its preemptive air campaign against Iran’s nuclear programme, advancing with impunity on three other fronts. It is tightening its hold on Gaza, with the prospect of a lasting occupation increasingly possible.

    Senior Israeli ministers have also outlined plans for the annexation of large parts of the occupied West Bank through settlement expansion. This is now proceeding unchecked. Israel confirmed plans in May to create 22 new settlements there, including the legalisation of those already built without government authorisation.

    This is being accompanied by provocative legislation such as a bill that would hike taxes on foreign-funded non-governmental organisations. The Israeli government is also continuing its attempts to reduce the independence of the judiciary.

    Hardline elements of Israeli prime minister Benjamin Netanyahu’s cabinet say they will collapse the government if he changes course.

    The ICJ moved with urgency in response to Israel’s actions in Gaza and the West Bank. In January 2024, it found evidence that Palestinians in Gaza were at risk of genocide and ordered Israel to implement provisional measures to prevent further harm.

    Then, in May 2024, as Israeli forces pressed an offensive, the ICJ issued another ruling ordering Israel to halt its military operation in the southern Gazan city of Rafah immediately. It also called on Israel to allow unimpeded humanitarian access to the Gaza Strip.

    The court went further in July, issuing a landmark advisory opinion declaring Israel’s occupation of Palestinian territory illegal. The ICC took bold action by issuing arrest warrants for Netanyahu, his former defence minister Yoav Gallant, and the leaders of Hamas.

    Disregarding international law

    These dramatic attempts to enforce international law failed. Israel only agreed to a temporary ceasefire in Gaza in January 2025 when Washington insisted, demonstrating that the only possible brake on Israel remains the US.

    But the second Trump administration is even more transactional than the first. It prioritises trade deals and strategic alliances – particularly with the Gulf states – over the enforcement of international legal norms.

    In January, Trump issued an executive order authorising sanctions on the ICC over the court’s “illegitimate” actions against the US and its “close ally Israel”. These sanctions came into effect a little over a week before Israel launched its strikes on Iran.

    Trump then withdrew the US from the UN human rights council and extended a funding ban on Unrwa, the UN relief agency for Palestinian refugees.

    A further executive order issued in February directed the state department to withhold portions of the US contribution to the UN’s regular budget. And Trump also launched a 180-day review of all US-funded international organisations, foreshadowing further exits or funding cuts across the multilateral system.

    In May 2025, the US and Israel then advanced a new aid mechanism for Gaza run by private security contractors operating in Israeli-approved “safe zones”. Aid is conditional on population displacement, with civilians in northern Gaza denied access unless they relocate.

    This approach, which has been condemned by humanitarian organisations, contravenes established humanitarian principles of neutrality and impartiality.

    In effect, one pillar of the post-war order is attacking another. The leading founder of the UN is now undermining the institution from within, wielding its security council veto to block action while simultaneously starving the organisation of resources. The US vetoed a UN security council resolution calling for a ceasefire in Gaza on June 4.

    The implications of this turning point in the international order are already playing out across the globe. Russia is continuing its war of aggression in Ukraine despite rulings from the ICJ and extensive evidence of war crimes. It knows that enforcement mechanisms are weak and fragmented and the alternative Trumpian deal making can be played out indefinitely.

    And China is escalating military pressure on Taiwan. It is employing grey-zone tactics, that do everything possible in provocation and disinformation below the threshold of open warfare, undeterred by legal commitments to peaceful resolution.

    These cases are symptoms of a collapse in the credibility of the post-1945 legal order. Israel’s policy in Gaza and its attack on Iran are not exceptions but the acceleration. They are confirmation to other states that law no longer constrains power, institutions can be bypassed, and humanitarian principles can be used for political ends.

  • MIL-OSI Global: Why is Stalin back in the Moscow metro?

    A statue of Soviet dictator Joseph Stalin was unveiled in the Taganskaya metro station in Moscow in May, recreating a mural that was dismantled decades ago. It is the first such statue to be erected in central Moscow since Stalin’s death in 1953 and marks a disturbing new stage in Russia’s authoritarian path.

    Tens of millions of people died as a direct result of Stalin’s policies between 1924 and his death. These policies included the forced collectivisation of agriculture, the Gulag labour camp system and the “great terror” – a wave of mass arrests between 1937 and 1938, including of key figures in the army.

    Yet ultimate victory over Nazi Germany in 1945, with the support of Britain and the US, redeems Stalin in the eyes of Russia’s current rulers. For the Russian president, Vladimir Putin, this victory was one of the crowning achievements of the Soviet Union and remains a unifying force in modern Russia.

    De-Stalinisation, which from 1956 to the late 1960s saw the dismantling of Stalin’s policies and legacy, meant no statues of him were erected from his death until the collapse of the Soviet Union in 1991. But 110 monuments have been built since then (at the last count in 2023), with 95 of them erected in the Putin era. The rate of construction multiplied after Russia’s 2014 annexation of Crimea.

    These statues initially tended to be in peripheral parts of the Russian Federation, such as Yakutia, North Ossetia and Dagestan, and not in city centres. The renaming by presidential decree of the airport in Volgograd as Stalingrad in April 2025, to echo the city’s wartime name, was thus a significant moment.

    But the statue in the Moscow metro, an architectural gem in the centre of Russia’s capital that is used by millions of people each day, is an even more important symbolic statement.

    ‘Stalinwashing’

    Stalin’s reputation in Russia continues to recover. According to a poll from 2015, 45% of the Russian population thought the deaths caused by Stalin’s actions were justified (up from 25% in 2012). By 2023, 63% of Russians had an overall positive view of his leadership.

    This reflects the view promoted in schools and amplified by the Russian media, where criticism of Stalin is rare. Even the 2017 British comedy, The Death of Stalin, was banned in Russia for fear of popping the bubble of public approval.

    The purpose of rehabilitating Stalin is about boosting support for Putin’s regime, training Russians’ conformity reflex, and instilling pride in their history. But it also has external ramifications.

    With the partial exception of Georgia, his birthplace, Stalin is widely reviled by Russia’s neighbours which were often the victims of Stalin’s repressive policies. This is especially true of Ukraine. A famine known to Ukrainians as the Holodomor was deliberately imposed there between 1932 and 1933 as part of collectivisation and killed as many as 3.8 million people.

    As a result, his death unleashed de-Stalinisation accompanied by the destruction of his statues all over eastern Europe. This began during the 1956 Budapest uprising and was followed by later such reactions in Prague and elsewhere.

    After the uprisings were put down, Stalin’s place was typically taken by the less controversial Vladimir Lenin, the revolutionary leader who founded the Soviet Union.

    But since the 2014 Maidan revolution in Ukraine, which culminated in the ousting of pro-Russian president Viktor Yanukovych, Ukrainians have also been pulling down statues of Lenin. Other Soviet-era symbols have also been torn down in a wave of demonstrations known as Leninopad or Leninfall.

    This is what has informed the latest intensification of Stalin-washing. The Ukrainian refutation of the symbolic heritage of the Soviet Union seems to have supercharged the Russian embrace of it, Stalin included.

    Russia has restored statues of Lenin in the Ukrainian territories it occupies. And it has now also started erecting statues of Stalin, notably in the southeastern city of Melitopol, where a statue was unveiled in May to commemorate the 80th anniversary of the Soviet Union’s victory in the second world war.

    This is against the law in Ukraine, where there is a ban on pro-Communist (and pro-totalitarian) symbolism. Russian forces have meanwhile been destroying memorials to the Holodomor in a battle over the meaning of the Soviet legacy.

    Russia’s military strength

    The re-elevation of Stalin promotes a narrow interpretation of his rule, stressing Russia’s military strength. Modern statues typically portray Stalin in a military uniform and evoke a sense of him as a victorious wartime leader.

    In fact, some of the appeal of the symbol of Stalin lies in welfare provisions of his leadership where, despite imposing an often cruelly authoritarian system, education and healthcare were free for all. The same can be said for his use of fear as a work incentive. Russians sometimes still denounce complacent or inept officials with the imprecation: “If only Stalin was here to sort you out” (Stalina na vas net in Russian).

    Nevertheless, it is the imperial version of Stalin that dominates, vindicating Russian refusal to reckon with its colonial past as the centre of the Soviet Union. Stalin’s record is sometimes defended within Russia on the basis that Winston Churchill, for instance, remains a British national hero despite a bloody past (such as his role in the Bengal famine of 1943).

    While there is an element of truth in this, the difference is that Churchill’s shortcomings and complicity in the death toll attributable to the British empire are publicly discussed. Such criticism of Stalin is not permitted in Russia. Even the new statue in Moscow was erected under cover of the night, evading public scrutiny and debate.

    The fact that the UK subjects its historical heroes to scrutiny is what distinguishes it from Russia, and defines it as democratic. At least for the time being.

  • MIL-OSI Global: Is there really a religious revival in England? Why I’m sceptical of a new report

    The Bible Society recently published a report claiming that church attendance in England and Wales increased by more than half between 2018 and 2024. The revival was especially striking among young men, with reported church attendance jumping from 4% to 21% over this short period.

    As a quantitative social scientist who has studied religious change in modern societies for more than 25 years, I’m surprised – and sceptical. I do not doubt that the Bible Society acted in good faith, but they haven’t engaged with the mountain of evidence, some of it very recent, pointing to religious decline.

    The annual British Social Attitudes survey – widely regarded as the best and most reliable source of data on such matters – shows that the share of adults in England and Wales who said that they were Christian and went to church at least monthly fell by nearly a quarter (from 12.2% to 9.3%) between 2018 and 2023, the last year available. The Bible Society surveys suggest that churchgoers were 8% of the adult population in 2018 and 12% in 2024.

    The main Christian denominations (Anglican, Catholic, Methodist, Baptist) conduct and publish their own attendance counts every year. Those show that while churchgoing continues to rebound from the lows of the COVID lockdown, attendance at worship services remains substantially lower than it was in 2019, before the pandemic. In the Church of England, average weekly attendance is down about 20% from pre-pandemic levels, and the story is similar in other denominations.

    The Bible Society report claims that “Catholicism has risen sharply.” According to their figures, Catholics were 23% of churchgoers in 2018 and 31% in 2024. As total churchgoing supposedly increased by 56% over that period, from 3.7 million to 5.8 million, the implication is that Catholic mass attendance has more than doubled.

    We know from the Catholic church itself, however, that the reality is far different. The Catholic Bishops’ Conference of England and Wales counted 701,902 people attending Sunday mass in 2019. In 2023, there were 554,913 – a drop of 21%.

    The findings are also inconsistent with other data from YouGov, the polling firm that collected the data for the Bible Society. A decade ago, the British Election Study (BES) commissioned YouGov to create an online panel. This panel, which includes more people than the Bible Society surveys, was asked about religious affiliation and church attendance in 2015, 2022 and 2024.

    According to YouGov’s data for the BES internet panel, the share of Christian churchgoers in England and Wales declined from 8.0% to 6.6% between 2015 and 2024, whereas YouGov’s surveys for the Bible Society apparently show an increase from 8% to 12% between 2018 and 2024.

    The fact that the findings were completely different in the two cases suggests that this kind of polling is not a reliable way of measuring trends in church attendance.

    What could be the problem with the data?

    Gold standard social surveys are based on random (probability) samples of the population: everyone has a chance to be included. The British Social Attitudes survey is one such example – and found that churchgoing fell by nearly a quarter from 2018-23.

    By contrast, people opt in to YouGov’s survey panel and are rewarded after completing a certain number of surveys. The risk of low-quality or even bogus responses is considerable.

    YouGov creates a quota sample from its large self-selected panel. The sample will match the population on a number of key characteristics, such as age and sex, but that does not make it representative in all respects. As quota samples do not give each person in the population a known chance of being selected, statistical inference is not possible and findings cannot be reliably generalised.

    To write (as in the Bible Society report) that because thousands of people participated in the two surveys, they “give a 1% margin of error at a 99% confidence level” is misleading.

    This study is not the first time such non-probability sampling has led to dubious findings. In late 2023, the Economist ran the story that one in five young Americans believed that the Holocaust was a myth, based on another YouGov poll. A study by the Pew Research Center showed that that finding was almost certainly fallacious, and the Economist added a disclaimer acknowledging the problem.

    The trouble with young adults

    The Bible Society claims that the alleged religious revival is being driven by young people flocking to church (and reading their Bibles). There are numerous reasons to be sceptical of survey findings about young adults. They are what survey researchers call a hard-to-reach population. They tend to be in transition between the parental home and education or employment; they are often out of the house and difficult for interviewers to find or for online survey companies to recruit.

    Those who do respond to surveys may not be representative of their age group. They are more likely to be living with their parents, less likely to be out with friends, more likely to be compliant, less likely to be suspicious of authority, and so on. Such characteristics are associated with religious participation.

    Other findings from the report are also surprising. The Bible Society asserts: “Men are now more likely to attend church than women.” Most churchgoers would probably be surprised by this news, which would make England and Wales an exception to the religious gender gap present in most western countries. For example, recent research by Pew in the US has found that, although the gender gap is less pronounced among the youngest adults, “women remain more religious than men … by a variety of measures”.

    It would be fascinating to probe all of these issues further, but regrettably the Bible Society has not published the dataset. (When contacted about this, the Bible Society pointed to aggregate statistics published by YouGov and said it plans to publish more summary tables in the coming months.) Open access to all data is now a basic expectation in scientific work.

    That the Bible Society report has generated some enthusiastic coverage is not surprising – it appears to challenge conventional wisdom, and there are plenty of anecdotes to be provided as supporting “evidence”.

    But this doesn’t mean the data should be taken at face value. We need to place more trust in surveys based on probability sampling and less in data collected from opt-in online panels. That’s particularly the case when people are pushing a story that runs counter to everyday experience – and years of data.


    In response to the arguments made in this article, the Bible Society said it was committed to producing rigorous and high-quality research that equips the church and provokes conversation in culture. “We are well aware of the limits of non-probability panels, but also the demonstrated strength of this method in producing valid and actionable insights when paired with quota controls and post-stratification, as widely acknowledged in existing survey methodology literature according to academic standards. [Our data] points to both increased engagement with Christianity and a changing spiritual atmosphere, and we are happy to acknowledge it may be on the upper end of a range that future data sets will nuance.”

    A spokesperson for YouGov said: “YouGov’s methodology is robust. We have a proprietary panel of millions of people to take part in our surveys. YouGov draws a sub-sample of the panel that is representative of British adults by range of demographic factors, and invites this sub-sample to complete a survey.”

    Baroness Casey’s audit of group-based child sexual exploitation and abuse

    The Home Secretary updated the House on the National Audit on Group-based Child Sexual Exploitation and Abuse (‘grooming gangs’) carried out by Baroness Casey.

    Mr Speaker, with your permission, I will update the House on the audit the government commissioned from Baroness Casey on child sexual exploitation and grooming gangs, and on the action we are taking to tackle this vile crime – to put perpetrators behind bars, and to provide the innocent victims of those crimes with support and justice.

    The House will be aware that on Friday, 7 men were found guilty of the most horrendous crimes in Rochdale between 2000 and 2006.

    They were convicted of treating teenage girls as sex slaves – repeatedly raping them in filthy flats, alleyways and warehouses. The perpetrators included taxi drivers and market traders of Pakistani heritage, and it has taken 20 years to bring them to justice.

    I want to pay tribute to the incredible bravery of the women who told their stories and have fought for justice through all those years. They should never have been let down for so long.

    The sexual exploitation of children by grooming gangs is one of the most horrific crimes.

    Children as young as 10 plied with drugs and alcohol, brutally raped by gangs of men and disgracefully let down again and again by the authorities who were meant to protect them and keep them safe.

    These despicable crimes have caused the most unimaginable harm to victims and survivors throughout their lives and are a stain on our society.

    Five months ago, I told the House our most important task was to stop perpetrators and put them behind bars.

    I can report that that work is accelerating.

    Arrests and investigations are increasing.

    After I asked police forces in January to identify cases involving grooming and child sexual exploitation allegations that had been closed with no further action, more than 800 cases have now been identified for formal review.

    And I expect that figure to rise above 1,000 in the coming weeks.

    Let me be clear. Perpetrators of these vile crimes should be off our streets, behind bars and paying the price for what they have done.

    Further rapid action is also under way to finally implement recommendations of past inquiries and reviews – including the 7-year Independent Inquiry into Child Abuse – recommendations which for too long have sat on the shelf.

    So in the Crime and Policing Bill, we are introducing:

    The long overdue mandatory reporting duty which I called for more than 10 years ago.

    As well as aggravated offences for grooming offenders so their sentences match the severity of their crimes.

    And earlier this year, I also commissioned Baroness Louise Casey to undertake a rapid national audit of the nature, scale and characteristics of gang-based exploitation.

    I specifically asked her to look at the issue of ethnicity, and the cultural and social drivers for this type of offending – analysis that had never previously been done despite years of concerns being raised.

    And I asked her to advise us on what further reviews, investigations and actions would be needed to address the current and historical failures that she found.

    I told Parliament in January that I expected Baroness Casey to deliver the same kind of impactful and no-holds-barred report that she produced on Rotherham in 2015 so we never shy away from the reality of these terrible crimes.  

    And I am very grateful to Louise and her team that they have done exactly that, with a hugely wide-ranging assessment conducted in just 4 months.

    The findings of her audit are damning.

    At its heart she identifies a deep-rooted failure to treat children as children. A continued failure to protect children and teenage girls from rape, from exploitation, and serious violence. And from the scars that last a lifetime.

    She finds too much fragmentation in the authorities’ response, too little sharing of information, too much reliance on flawed data, too much denial, too little justice, too many criminals getting off, too many victims being let down.

    The audit describes;

    • victims as young as 10 – often those in care, or children with learning or physical disabilities – being singled out for grooming precisely because of their vulnerability

    • perpetrators still walking free because no one joined the dots or because the law ended up protecting them instead of the victims that they had exploited

    • deep rooted institutional failures, stretching back decades, where organisations who should have protected children and punished offenders looked the other way – and Baroness Casey found “blindness, ignorance, prejudice, defensiveness and even good but misdirected intentions” all played a part in this collective failure

    But on the key issues of ethnicity that I had asked her to examine, she has found continued failure to gather proper robust national data, despite concerns being raised going back very many years. In the local data that the audit examined from 3 police forces they identify clear evidence of over-representation among suspects of Asian and Pakistani-heritage men. And she refers to “examples of organisations avoiding the topic altogether for fear of appearing racist or raising community tensions”.

    Mr Speaker, these findings are deeply disturbing.

    But most disturbing of all, as Baroness Casey makes clear, is the fact that too many of these findings are not new.

    As her audit sets out, there have been 15 years of reports, reviews, inquiries and investigations into these appalling rapes, exploitation and violent crimes against children – detailed over 17 pages in her report – but too little has changed.

    We have lost more than a decade. That must end now.

    Baroness Casey sets out 12 recommendations for change. We will take action on all of them immediately.

    Because we cannot afford more wasted years so we will introduce:

    • new laws to protect children and support victims so they stop being blamed for the appalling crimes committed against them

    • new major police operations to pursue perpetrators and put them behind bars

    • a new national inquiry to direct local investigations and hold institutions to account for past failures

    • new ethnicity data and research so we face up to the facts on exploitation and abuse

    • new action across children’s services and other agencies to identify children at risk

    • and further action to support child victims and tackle new forms of exploitation and abuse online

    Taken together, this will mark the biggest programme of work ever pursued to root out the scourge of grooming gangs and child sexual exploitation.

    Those vile perpetrators who have grown used to the authorities looking the other way must have no place to hide.

    So let me spell out the next steps we are announcing today.

    Baroness Casey’s first recommendation is that we must see children as children.

    She concludes that too many grooming cases have been dropped or downgraded from rape to lesser charges because a 13 to 15-year-old is perceived to have been ‘in love with’ or ‘had consented to’ sex with the perpetrator.

    So we will change the law to ensure that adults who engage in penetrative sex with a child under 16 face the most serious charge of rape, and we will work closely with the CPS [Crown Prosecution Service] and the police to ensure there are safeguards for consensual teenage relationships.

    And we will change the law so that those convicted for child prostitution offences while their rapists got off scot-free will have their convictions disregarded and their criminal records expunged.

    Baroness Casey’s next recommendation is a national criminal operation.

    As I have set out, arrests and investigations are rising.

    But the audit recommends us going further

    So I can announce that the police will launch a new national criminal operation into grooming gangs, overseen by the National Crime Agency bringing together for the first time all arms of the policing response and will develop a rigorous new national operating model which all forces across the country will be able to adopt.

    Ensuring grooming gangs are always treated as serious and organised crime.

    So rapists who groom children whether their crimes were committed decades ago or are still being committed today can end up behind bars.

    But alongside justice there must also be accountability and action.

    We have begun implementing the recommendations from inquiries past, including Professor Jay’s Independent Inquiry.

    And we have said that further inquiries are needed to get accountability in local areas.

    I told the House in January I would undertake further work to look at how to ensure those inquiries could get the evidence they needed to properly hold institutions to account and we have sought responses from local councils too.

    We asked Baroness Casey to review those responses, as well as the arrangements and powers that had been used in past investigations and inquiries, to consider the best means to get to the truth.

    Her report concludes that further local investigations are needed but that they should be directed and overseen by a national commission with statutory inquiry powers.

    We agree. And we will set up a national inquiry to that effect.

    Baroness Casey is not recommending another over-arching inquiry of the kind conducted by Professor Alexis Jay and she recommends that the inquiry should be time limited.

    But its purpose must be to challenge what the audit describes as continued denial, resistance and legal wrangling among local agencies, and we will set out the further details on the national inquiry in due course.

    Mr Speaker, I warned in January that the data collection we had inherited from the previous government on ethnicity was completely inadequate. That data was only collected on 37% of suspects.

    Baroness Casey’s audit confirms that ethnicity data is not recorded for two-thirds of grooming gang perpetrators – and she says it is “not good enough to support any statements about the ethnicity of group-based child sexual exploitation offenders at the national level”. I agree with that conclusion. 

    Frankly it is ridiculous and helps no one that this basic information is not collected – especially when there have been warnings and recommendations stretching back 13 years about the woefully inadequate data on perpetrators which prevents patterns of crime being understood and tackled.

    The immediate changes I announced in January to police recording practices are starting to improve the data, but we will need to go much further.

    Baroness Casey’s audit examined local level data in 3 police force areas. Greater Manchester, West Yorkshire and South Yorkshire where high profile cases involving Pakistani-heritage men have long been investigated and reported – and there they found the suspects of group-based child sexual offences were disproportionately likely to be Asian men.

    She also found indications of disproportionality in serious case reviews.

    While much more robust national data is needed, we cannot and must not shy away from these findings. Because as Baroness Casey says: “ignoring the issues, not examining and exposing them to the light, allows the criminality and depravity of a minority of men to be used to marginalise whole communities.”

    The vast majority of people in our British Asian and Pakistani heritage communities continue to be appalled by these terrible crimes and they agree that the criminal minority of sick predators and perpetrators in every community must be dealt with robustly by the criminal law.

    Baroness Casey’s review also identifies prosecutions and investigations into perpetrators who are White British, European, African or Middle Eastern, just as Alexis Jay’s Inquiry concluded that all ethnicities and communities were involved in appalling child abuse crimes.

    So to provide accurate information to help tackle serious crimes we will make it a formal requirement for the first time to collect both ethnicity and nationality data for all cases of child sexual abuse and exploitation.

    And we will commission new research into the cultural and social drivers of child sexual exploitation, misogyny and violence against women and girls, as Baroness Casey has recommended.

    The final group of recommendations from the audit is about the continued failure of agencies that should be keeping children safe to share vital information or act on clear signs of risk.

    Worryingly the audit finds that whilst reports of child sexual abuse and exploitation to the police have gone up, the number of child sexual abuse cases identified for protection plans by local children’s services has fallen to its lowest ever level. But no one has been curious as to why

    And the audit details an abysmal failure to respond to 15 years’ worth of recommendations and warnings about the failings of inter-agency co-operation.

    So we will act at pace to deliver on Baroness Casey’s recommendations on mandatory sharing of information between agencies and on unique reference numbers for children, the work already being taken forward by my Right Honourable Friend the Education Secretary.

    And my Right Honourable Friend the Transport Secretary will also work at pace to close loopholes in the law on taxi licensing.

    Finally, I want to respond to 3 other important issues identified by Baroness Casey in her report but where she has not made specific recommendations.

    On support for victims, my Right Honourable Friend the Health Secretary will fund additional training for mental health staff in schools on identifying and supporting children and young people who have experienced trauma, exploitation and abuse.

    Secondly. Baroness Casey reports that she came across cases involving suspects who were asylum seekers. We have asked her team to provide to the Home Office all the evidence that they found, so that Immigration Enforcement can immediately pursue individual cases with the police.

    But let me make clear. Those who groom children or commit sexual offences will not be granted asylum in the UK. We will do everything in our power to remove them. I do not believe the law is strong enough, that we have inherited, so we are bringing forward a change to the law, so that anyone convicted of sexual offences is excluded from the asylum system and denied refugee status.

    We have already increased the removal of foreign national offenders by 14% since the election and we are drawing up new arrangements to identify and remove those who have committed a much wider range of offences.

    Finally, Baroness Casey describes ways in which patterns of grooming gang child sexual exploitation are changing.

    Including evidence of rape and sexual exploitation taking place in street gangs and drug gangs, that combine criminal and sexual exploitation.

    I do not believe that this kind of exploitation has been sufficiently investigated.

    It also describes sexual exploitation in modern slavery and trafficking cases.

    And most significant of all it describes the huge increase in online grooming and horrendous sexual exploitation and abuse – including the use of social media apps to build up relationships and lure children into physical abuse.

    The audit quotes one police expert saying, “If Rotherham were to happen again today it would start online.”

    Mr Speaker, we are also passing world-leading new laws to target those who groom and exploit children online and investing in cutting edge technology to target the highest-harm offenders but we will need to do much more or the new scandals and shameful crimes of the future will be missed. 

    When the final report of Alexis Jay’s 7-year national inquiry was published in October 2022, the then Home Secretary, Grant Shapps, issued a profound and formal public apology to the victims of child sexual abuse so badly let down over decades by different levels of the state.

    As Shadow Home Secretary at that time I joined him in that apology on behalf of the Opposition and extended it to victims of child sexual exploitation too.

    To the victims and survivors of sexual exploitation and grooming gangs, on behalf of this and past governments and the many public authorities who let you down, I want to reiterate an unequivocal apology for the unimaginable pain and suffering you have suffered and the failure of our country’s institutions through decades to prevent that harm and keep you safe.  

    But words are not enough. Victims and survivors need action.

    The reforms I have set out today will mean the strongest action any government has taken to tackle child sexual exploitation

    More police investigations, more arrests, a new inquiry, changes to the law to protect children, and a fundamental overhaul of the way organisations work to support victims and put perpetrators behind bars.

    But none of this will work unless everyone is part of it. Unless everyone works together to keep our children safe.

    I commend this statement to the House.

  • MIL-OSI Analysis: Haiti on the brink: Gangs fill power vacuum as current solutions fail a nation in crisis

    Haiti is facing a multifaceted crisis unlike any in the country’s modern history.

    Haiti recently marked the one-year anniversary of Haiti’s Presidential Transitional Council’s (CPT) new government — an internationally backed effort to restore governance in the country after Prime Minister Ariel Henry was ousted by gangs.

    But rather than charting a path to stability, the CPT remains mired in dysfunction as Haiti’s crisis deepens with no end in sight. Armed gangs now control most of the capital, more than a million Haitians have been displaced and half the country faces acute food insecurity.

    Criminal gangs have taken control of most of the capital city of Port-au-Prince and significant parts of the country. Since 2021, gangs have killed more than 15,000 people and forcibly displaced over a million people.

    Beyond the security situation, there is a dire humanitarian emergency as more than half the country faces severe food insecurity.

    The United Nations says the country may be reaching a point of no return and risks falling into “total chaos.”

    Haitian friends tell me their whole country feels as blocked as the barricaded streets and choke points used by the gangs to control the capital.

    A security crisis paralyzing everything

    The impasse is undoubtedly shaped by entrenched gang violence. Armed groups have been used by political players for political ends in Haiti for decades.

    But now, new, well-organized armed gangs have emerged as political entities in their own right.

    For example, the G9 Alliance, the most notorious of gangs — actually a federation of gangs — is led by former police officer Jimmy “Barbecue” Chérizier.

    Chérizier presents himself on social media as a revolutionary figure fighting the elites, but in the streets of Port-au-Prince most, see him as a violent criminal.

    Last year, the G9 merged with rivals to form a coalition called Viv Ansamn (Live Together). Led by Chérizier and others, the group forced Prime Minister Ariel Henry from power. Henry had become prime pinister after the assassination of Haiti’s last elected head of state, President Jovenel Moïse, in July 2021, despite himself being implicated in the assassination.

    Both Henry and Moïse were accused of paying gangs to maintain control.

    Viv Ansamn’s takeover of the capital confirms gangs have become an autonomous political force. They have since expanded their power through their control over fuel supplies, critical infrastructure and key choke points.

    It’s telling that the gangs have become so powerful despite the presence of a UN-approved, Kenya-led Multinational Security Support (MSS) mission. The mission has been in Haiti since shortly after Henry was forced out of power.

    But with limited scope and funding from donor countries, including the United States, Canada and Ecuador, the mission has failed to achieve any major successes. Indeed, by the UN’s own estimates, gang violence continues to have a “devastating impact” on the population, despite the presence of the mission.

    Last month, the U.S. government designated Viv Ansamn and Gran Grif, Haiti’s two most powerful armed gangs, as terrorist organizations. Canada and others have also imposed sanctions on politicians and gang leaders, and perhaps this could lead to more sanctions against those who most directly benefit from the crisis. But for residents of Port-au-Prince, little has changed on the ground, where many feel the gangs are holding the country hostage.

    Democratic vacuum with no clear path forward

    A common saying in Haiti goes like this: peyi’m pa gen leta, my country has no state. Once a criticism of a particular government, it now feels literal. Haiti has no elected national officials.

    The CPT was established by the Organization of American States after Henry’s ousting, but has has done little to restore democracy. Elections are impossible under the current security conditions.

    Instead, the CPT has become another obstacle to resolution. Mired in internal conflict, some members have been accused of bribery. With no framework for political compromise, the council reflects a system where some key players actually benefit from the political impasse.

    Governing structures that can’t govern

    Haiti is now in uncharted territory. The CPT operates in a legal vacuum, making decisions without a clear mandate or authority.

    Still, the council is moving forward with a controversial plan to rewrite the Haitian constitution. The proposed changes will fundamentally alter Haiti’s government structure, including abolishing the senate and the prime minister, allowing presidents to hold consecutive terms, changing election procedures and allowing dual citizens and Haitians living abroad to run for office.

    This constitutional reform highlights the paradox at the heart of Haiti’s crisis: an institution with questionable legitimacy is attempting to redesign the very framework that would determine its own authority.

    These aren’t just procedural problems: they represent fundamental questions about who has the authority to govern and how decisions get made in a country where democratic institutions have always been fragile.

    International responses miss the mark

    International groups, including the UN, the Organization of American States and the Core Group that includes the United States, Canada and France, have overseen Haiti’s politics for decades. But their influence has often backfired. Many in Haiti see the international community as directly responsible for the current crisis.

    Whatever internal problems have given rise to the current crisis, the role played by the international community in Haiti has undoubtedly contributed to the impasse.

    The MSS mission is a stop gap at best and a liability at worst. It is insufficient for the scale of the crisis.

    Some observers have called for a full UN peacekeeping mission, but there is little support for it and such a mission would likely face resistance within Haiti given the country’s fraught history with international interventions.

    Can the international community undo the damage it has already done? And can Haiti make it through the impasse without the international community?

    Beyond the impasse: What needs to change

    There are no easy solutions. Addressing gang violence without legitimate governing institutions won’t create lasting stability. Yet the path to a legitimate government remains unclear as organizing elections without basic security is unrealistic.

    The international community must stop treating Haiti as a series of separate crises requiring separate responses. The current piecemeal approach treats symptoms while ignoring the underlying causes that block political resolutions.

    For Haitians, the stakes could not be higher. The question isn’t whether change is needed, but whether the international community and Haitian leaders can move beyond the impasse before the situation deteriorates even further.

    Ahead of World Elder Abuse Awareness Day on June 15, the FBI is reminding elderly Americans and their loved ones about elder fraud. This type of fraud takes many forms as criminals seek to take advantage of this vulnerable and growing population. The FBI is committed to educating the public about these scams and investigating financial fraud schemes against seniors. Not only are there devastating financial consequences, but these victims and their loved ones can suffer great emotional and mental effects because of these scams. The FBI investigates financial scams targeting seniors, including investment scams, technical/customer support schemes, money mule and romance scams, and others. According to the FBI’s Internet Crime Complaint Center (IC3) data, in 2024 there was a total of $4.885 billion in losses from 147,127 complaints. This is a 46% increase in complaints from 2023, as well as a 43% increase in losses. In California, total losses were $832,710,048 in 2024. The FBI continues to work with our local and federal partners to tackle elder fraud and stop those who attempt to harm the elderly. “I urge every senior and their families to have open conversations about these scams and to scrutinize unsolicited mail, calls, e-mails, and text messages. Criminals are actively and aggressively targeting seniors, preying upon their trust to drain their life savings.” said FBI Sacramento Special Agent in Charge Sid Patel. “If you or someone you care about is a victim, report the crime to law enforcement. There is no shame in seeking help when you have been harmed and your information may prevent someone else from becoming a victim.” Seniors are frequently targeted by criminal actors, as they are often perceived to be more polite and trusting. These actors may also assume that seniors are more financially stable, own real estate, spend a great deal of time alone, and are less likely to report fraud if they feel ashamed or are unfamiliar with reporting channels such as IC3.gov. Fraud can happen to anyone, and small steps can be taken to protect yourself and your information:

    • Search online for the contact information (name, phone number, email, addresses) of any unknown source which reaches out to you, as well as the proposed offer. Verify the legitimacy of businesses on websites such as Better Business Bureau. Other people have likely posted information online about businesses and individuals attempting to run scams.
    • Resist the pressure to act quickly. Scammers create a sense of urgency to lure victims into immediate action, typically by instilling trust and inducing empathy or fear, or the promise of monetary gains, companionship, or employment opportunities.
    • Be cautious of unsolicited phone calls, mailings, and door-to-door service offers.
    • Never give or send to unverified people or businesses any personally identifiable information, money, checks, gift cards, or wire information.
    • Take precautionary measures to protect your identity should a criminal gain access to your device or account. Immediately contact your financial institutions to place protections on your accounts and monitor for suspicious activity.

    MediPharm Labs’ Board’s Material and Unprecedented Breaches of Securities Laws Are Part of Their Undoing

    Apollo Capital’s Entire Slate of Board Nominees Constitute the New Board of Directors for MediPharm Labs Effective Today

    TORONTO, June 16, 2025 (GLOBE NEWSWIRE) — Apollo Technology Capital Corporation (“Apollo Capital” or “Apollo”), which together with its affiliates and associates collectively is one of the largest shareholders of MediPharm Labs Corp. (TSX: LABS) (OTCQB: MEDIF) (FSE: MLZ) (“MediPharm”, “MediPharm Labs”, or the “Company”), owning approximately 3% of the Company’s common stock, announced today that it considers the results of MediPharm Labs’ 2025 Annual and Special Meeting of shareholders (“Annual Meeting”) a clear victory for Apollo, as all of MediPharm’s proxies – solicited using the green proxy form – are illegal and invalid under securities law and cannot be counted.

    Apollo Capital has been advised by its legal counsel that MediPharm’s solicitation of proxies in connection with the Annual Meeting is illegal due to material non-compliance with the notice-and-access laws under Section 2.7.1(2) of National Instrument 54-101 – Communication with Beneficial Owners of Securities of a Reporting Issuer (“NI 54-101”), since MediPharm illegally included additional materials in its proxy mailing that are expressly prohibited under Section 2.7.1(1)(a) of NI 54-101.

    These legal failures, which MediPharm has itself acknowledged, are not curable under the law, and demonstrate yet again MediPharm’s complete disregard for its shareholders and the law, in favor of the incumbent board’s personal interests. Given that MediPharm did not restart the election process and re-mail compliant materials to all shareholders at least 21 days in advance of the Annual Meeting, as clearly required under securities law, all proxies submitted on the green proxy card or voting instruction form were illegally solicited and must lawfully be declared invalid and discarded by Meeting Chair Chris Halyk. Apollo Capital’s GOLD proxies are therefore the only valid proxies on record.

    Meeting Chair Mr. Halyk testified under oath that he would not favor MediPharm over the dissident shareholders in his role and affirmed that he owes a fiduciary duty to all shareholders. As Chair, Mr. Halyk does not have the authority to waive illegal activity. If Mr. Halyk does not want to further implicate himself in this tainted and illegal process, the only course of action for him is to officially declare that any votes solicited using MediPharm’s green proxy form or voting instruction form are illegal under securities law and cannot be counted.

    A woman from Dorking who gave her waste to an unregistered waste collector who then dumped it in Mole Hill Road, Whitstable, has pleaded guilty to failing in her duty of care to pass her waste onto an authorised waste carrier.

    Jodie Tyson, 29, of Lyons Court, Dorking, appeared via court video link at Margate Magistrates’ Court last Thursday (12 June), and was fined a total of £480.

    The court heard that the waste, which comprised a mix of materials, was dumped in Mole Hill Road in April 2023.

    Canterbury City Council Environmental Crime Officers began an investigation, and evidence was found linking the flytip to Ms Tyson.

    Despite efforts by officers to encourage Ms Tyson to attend an interview she failed to do so and was issued with a fixed penalty notice, which she failed to pay.

    At court, Ms Tyson was fined £200, with a surcharge of £80 and the costs of the council’s prosecution of £200 – a total of £480.

    Anybody arranging to have waste removed from their property should check to make sure they are using an authorised waste carrier and get a receipt from the company they use. Legitimate companies can be found by looking on the Environment Agency website.

    In this case, the council was unable to uncover any information about who dumped Ms Tyson’s rubbish in Whitstable.

  • MIL-OSI USA: Attorney General James Announces Every State Has Joined $7.4 Billion Settlement with Purdue Pharma and the Sackler Family

    EW YORK – New York Attorney General Letitia James today announced that 55 attorneys general, representing all eligible states and U.S. territories, agreed to a $7.4 billion settlement in principle with Purdue Pharma and its owners, the Sackler family for their instrumental role in creating the opioid crisis. Attorney General James secured the settlement in principle in January, which will end the Sacklers’ control of Purdue and ability to sell opioids in the United States, and will deliver funding directly to communities across the country over the next 15 years to support opioid addiction treatment, prevention, and recovery programs. New York will receive up to $250 million for opioid abatement efforts throughout the state.

    “I am proud to have helped secure the support of every state and territory in the country for this plan to hold the Sackler family accountable,” Attorney General James. “For decades, the Sacklers put profits over people, and played a leading role in fueling the epidemic of opioid addictions and overdoses. While no amount of money can fully heal the destruction they caused, these funds will save lives and help our communities fight back against the opioid crisis. I will continue to work to deliver justice for all those affected by opioid addiction.”

    Purdue, under the Sacklers’ leadership, invented, manufactured, and aggressively marketed opioid products for decades, fueling waves of addiction and overdose deaths across the country. Communities throughout New York have been hit particularly hard. While opioid overdose deaths have declined, more than 5,000 New Yorkers died from an opioid overdose in 2023. 

    Communities across the country will directly receive settlement funds over the next 15 years to support addiction treatment, prevention, and recovery. If approved, the settlement will deliver funds to the participating states, local governments, affected individuals, and other parties who have previously sued the Sacklers or Purdue. The Sacklers will pay $1.5 billion and Purdue will pay roughly $900 million in the first payment, expected in early 2026 pending settlement approval. Subsequent payments will be $500 million after one year, an additional $500 million after two years, and $400 million after three years. New York will receive up to $250 million total.

    Like prior opioid settlements, this settlement requires resolution of legal claims by state and local governments. The local government sign-on process for this settlement will be contingent on bankruptcy court approval.

    With the addition of up to $250 million from this settlement, Attorney General James has secured New York state more than $3 billion from opioid manufacturers and distributors for their role in the opioid epidemic. These include Mylan, Indivior, Amneal Pharmaceuticals, Hikma Pharmaceuticals, Teva Pharmaceuticals, Johnson & Johnson, Mallinckrodt, Allergan, Endo, McKesson, Cardinal Health, and Amerisource Bergen. Attorney General James has also led multistate coalitions in reaching settlements for billions of dollars with CVS, Walgreens, and Walmart for their roles in failing to properly regulate opioid prescriptions. Additionally, Attorney General James, co-led with a bipartisan coalition of states in securing settlements with consulting firm McKinsey & Company and the marketing firm Publicis Health for their role in fueling the opioid crisis.

  • MIL-OSI Security: Wolf Point Man Pleads Guilty to Assault on Fort Peck Indian Reservation

    GREAT FALLS – A Wolf Point man accused of stabbing another individual on the Fort Peck Indian Reservation admitted to charges today, U.S. Attorney Kurt Alme said.

    The defendant, Andy Kane Follet, 20, pleaded guilty to assault with a dangerous weapon. Follet faces 10 years of imprisonment, a $250,000 fine, and 3 years of supervised release.

    Chief U.S. District Judge Brian M. Morris presided and will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing is set for October 22, 2025. Follet was detained pending further proceedings.

    The government alleged in court documents that on January 27, 2024, the defendant, Andy Kane Follet, and several friends, including co-defendants and the victim, John Doe, were in a yard in Wolf Point, Montana, playing a game of “slap-boxing.” The fighting escalated and the group broke up – Follet and his co-defendants returned to the Follet home. Shortly after they returned to the home, Doe approached the house demanding to get his phone back. Follet and his co-defendants exited the home and confronted Doe in the driveway.

    Several people witnessed the assault. One witness described seeing Follet and co-defendants hitting John Doe. The witness described seeing one person hit Doe with a bat, then the other two started hitting Doe as well, with one of them using a hammer. Another witness went outside after hearing a commotion. He saw Follet and his co-defendants approaching Doe while he backed away. The witness described the three then “jumping” Doe.

    One co-defendant hit Doe repeatedly in the head with a hammer. As Doe was trying to get up Follet stabbed Doe in the chest. In an interview with law enforcement, Follet said he thought Doe was wearing enough layers of clothes that he could not be injured by the knife. He also said Doe had cut him with a knife and that if didn’t do anything (after he was stabbed), his whole family would make fun of him. None of the independent witnesses reported Doe having a knife. The only knife found at the scene around Doe’s body was located in Doe’s pocket. A large knife with apparent blood was later located hidden in a hole in a wall of Follet’s home.

    Doe died at the scene before law enforcement could arrive. According to an autopsy, Doe died from blunt and sharp force injuries to the head and chest. The stab wound to the chest consisted of a 6-inch penetration that perforated Doe’s sternum, heart, and esophagus.

    The U.S. Attorney’s Office prosecuted the case. The FBI, Fort Peck Tribes Department of Law and Justice, Wolf Point Police Department, and State of Montana Division of Criminal Investigation conducted the investigation.

    FBI Norfolk Field Office Provides Guidance to Seniors and Caregivers

    NORFOLK—Ahead of World Elder Abuse Awareness Day on June 15, the FBI is reminding elderly Americans and their loved ones about elder fraud. This type of fraud takes many forms as criminals seek to take advantage of this vulnerable and growing population. The FBI is committed to educating the public about these scams and investigating financial fraud schemes against seniors. Not only are there devastating financial consequences, but these victims and their loved ones can suffer great emotional and mental effects because of these scams.

    The FBI investigates financial scams targeting seniors, including investment scams, technical/customer support schemes, money mule and romance scams, and others. According to the FBI’s Internet Crime Complaint Center (IC3) data, in 2024 there was a total of $4.885 billion in losses from 147,127 complaints. This is a 46% increase in complaints from 2023, as well as a 43% increase in losses. In Virginia, total losses were $106,575,141 for those 60 years and older in 2024. Virginia ranked eleventh for overall losses, totaling 3,841 complaints in that age group. The FBI continues to work with our local and federal partners to tackle elder fraud and stop those who attempt to harm the elderly.

    Seniors are frequently targeted by criminal actors, as they are often perceived to be more polite and trusting. These actors may also assume that seniors are more financially stable, own real estate, spend a great deal of time alone, and are less likely to report fraud if they feel ashamed or are unfamiliar with reporting channels such as IC3.gov.

    Fraud can happen to anyone, and small steps can be taken to protect yourself and your information:

    • Search online for the contact information (name, phone number, email, addresses) of any unknown source which reaches out to you, as well as the proposed offer. Verify the legitimacy of businesses on websites such as Better Business Bureau. Other people have likely posted information online about businesses and individuals attempting to run scams.
    • Resist the pressure to act quickly. Scammers create a sense of urgency to lure victims into immediate action, typically by instilling trust and inducing empathy or fear, or the promise of monetary gains, companionship, or employment opportunities.
    • Be cautious of unsolicited phone calls, mailings, and door-to-door service offers.
    • Never give or send to unverified people or businesses any personally-identifiable information, money, checks, gift cards, or wire information.
    • Take precautionary measures to protect your identity should a criminal gain access to your device or account. Immediately contact your financial institutions to place protections on your accounts and monitor for suspicious activity.

  • MIL-OSI Europe: EU agencies help take down largest illegal trading platform for drugs

    The dark web marketplace was active for over five years. Archetyp was one of the only platforms to allow the sale of fentanyl and other synthetic opioids. The marketplace had around 17 000 listings online, and with more than 600 000 users, it is considered one of the largest of its kind.

    Investigations into Archetyp revealed that its creator and current administrator is a German national residing in Spain. International cooperation between authorities, financial tracking and digital evidence analysis led to the identification of the people behind Archetyp. Investigators discovered the location of the servers, moderators and vendors on the marketplace. A coordinated action week was planned to dismantle Archetyp and arrest those responsible for selling and operating the platform, under the coordination of Eurojust and Europol.

    The action week took place between 11 and 13 June, targeting the platform’s administrator, moderators, key vendors and the servers running the website. Coordinated actions in five countries, carried out by around 300 officers, resulted in the arrest of the thirty year old administrator in Spain, seven other persons and the seizure of assets worth EUR 7.8 million. By taking Archetyp offline, authorities have dealt a severe blow to drug traffickers in Europe.

    Eurojust ensured the international investigation was efficient and effective. The Agency organised multiple coordination meetings, which enabled authorities to exchange critical information for the investigation. During the action days and the preliminary investigations, Eurojust coordinated the execution of mutual legal assistance and European Investigation Orders.

    Europol supported the investigation from the outset, facilitating the exchange of intelligence, conducting extensive cross-checks and helping to identify high-value targets. On the action days, Europol deployed a dark web specialist to Germany and set up a virtual command post to coordinate field activities and ensure real-time deconfliction across jurisdictions.

    “Tomorrow the House of Commons will debate two amendments to the Crime and Policing Bill which would see abortion up to full-term legalised by the removal of the legal provisions which criminalise such.

    “In consequence a woman could self-administer abortion pills and, with risk to her own health, kill her unborn child, and, yet, no longer be breaking the law.

    “At present the Infant Life (Preservation) Act 1929 makes such an offence in respect of a child capable of independent existence outside the womb.

    “Whereas abortion pills are only supposed to be available up to 10 week gestation, there is no way to police this as applicants self-declare the stage of their pregnancy in purchasing the pills online. The Carla Foster case demonstrates how open to abuse the present system is. How much worse will it become if all criminal sanction is removed. This is why I have signed an amendment which would require face-to-face medical consultation before such pills are provided.

    “Abortion up to birth is, to me, a wholly obnoxious and repugnant proposition, yet this is what the proposers of these amendments, Stella Creasy and Tonia Antoniazzi are seeking to advance. I am disappointed that two NI MPs, Clare Hanna and Sorcha Eastwood, are backing the Antoniazzi amendment and Ms Eastwood has also signed the even more extreme Creasy amendment!

    “Of course, it will be remembered that it was Stella Creasy’s amendment to the Executive Formation Bill in 2019 which brought to NI the most extreme abortion laws with which these amendments will now see much of GB share.

    “I will strenuously oppose these amendments, believing the innocent unborn must be given a voice.”

  • MIL-OSI Security: North Fort Myers Man Sentenced To 5 Years In Federal Prison For Child Sexual Abuse And Firearm Offenses

    Fort Myers, Florida – U.S. District Judge Thomas P. Barber today sentenced Samuel Villarreal III (25, North Fort Myers) to five years in federal prison for possessing and accessing with intent to view images depicting the sexual abuse of children and possessing an unregistered firearm. He was also sentenced to a life term of supervised release and ordered to register as a sex offender. Villarreal entered a guilty plea on March 4, 2025.

    According to court documents, from on or about December 29, 2022, through on or about June 29, 2023, Villarreal knowingly possessed and accessed with intent to view images of children being sexually abused that he sought out and downloaded from the internet. 

    In December 2022, the National Center of Missing and Exploited Children (NCMEC) received a cybertip from an electronic service provider reporting that Villarreal had uploaded files that depicted child sexual abuse material (CSAM). A subsequent search warrant for Villarreal’s social media account revealed CSAM.

    On June 29, 2023, the FBI executed a search warrant at Villarreal’s residence in North Fort Myers, Florida, and seized Villarreal’s laptop and cellphones.  Villarreal agreed to speak with agents and admitted that he used his computer to access CSAM on the internet and that he had a folder on his computer where he stored CSAM images. He also admitted that he had also used his cellphone to view CSAM and having used the social media application. 

    During the search of Villarreal’s residence, agents located Villarreal’s unregistered short-barreled rifle, which they seized. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) conducted a record check of the National Firearms Registration and Transfer Records database and found no records of the firearm being registered, as required since the barrel was less than 16 inches. Villarreal admitted that he got the firearm as a rifle and modified it himself by putting a shorter barrel on it. He told agents that he never applied to have it registered with ATF, and that he was aware of the requirement before replacing the barrel with a shorter one.

    The subsequent forensic examination of Villarreal’s cellphones and laptop revealed images of CSAM.

    This case was investigated by the Federal Bureau of Investigation, Fort Myers Child Exploitation and Human Trafficking Task Force, with assistance from the Lee County Sheriff’s Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives. It was prosecuted by Assistant United States Attorney Yolande G. Viacava.

    This is another case brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.
