    With an average of 1891 cellphones reportedly getting stolen every day in Mzansi, Samsung is urging South African Galaxy users to activate the latest anti-theft and anti-robbery features now available on Galaxy devices. These updates form part of Samsung’s ongoing commitment to smarter, tougher mobile security, giving users more control over their data, even in high-risk situations like smash-and-grabs or pickpocketing in busy taxi ranks, bus stops/stations, and other public areas.
     
    The latest security enhancements come via Samsung’s One UI 7 update, which was introduced with the Galaxy S25 series earlier this year and is now being rolled out to a broader range of devices across the Galaxy ecosystem. South Africa continues to grapple with high mobile phone theft rates, especially in urban areas like Johannesburg, Durban, and Cape Town. Whether it’s phones being snatched from hands at traffic lights, lifted at taxi ranks, or stolen in the dark or load-shedding-induced house robberies, Galaxy users now have new ways to protect their personal data.
     
    Samsung’s new Theft Protection suite builds on existing Android security and introduces advanced layers of protection, even in cases where criminals might have access to your PIN or try to disable your device. Galaxy users can now enable a range of new security measures, including Identity Check, designed to offer stronger protection in complex theft scenarios. These features respond automatically and intelligently to suspicious activity, helping ensure that personal data remains secure and under the user’s control in these critical moments.
     
    Existing and updated features in Theft Protection include:

    Theft Detection Lock: This uses machine learning to detect motions associated with theft such as snatching, and instantly locks the screen to stop unauthorized access.
    Offline Device Lock: The screen gets automatically locked if the device is disconnected from the network for an extended period, ensuring protection even when the device is offline.
    Remote Lock: If the device has already been stolen, users can lock it remotely using their phone number and a quick verification step. Remote Lock also allows users to regain control of their account and explore additional recovery options.

     
    New Anti-Robbery features released on One UI 7 include:

    Identity Check: In unfamiliar locations, the ‘Safe Places’ feature requires biometric authentication for any changes to sensitive security settings, adding an additional layer of protection when a PIN may have been compromised.
    Security Delay: A key component of Identity Check, it triggers a one-hour waiting period if someone attempts to reset biometric data. This crucial buffer gives users time to lock the stolen phone from a connected device, such as a PC or tablet, before unauthorized access can occur.

     
    These updated theft features are now becoming available on previous flagship devices, starting with the Galaxy S24 series, Z Fold6, Z Flip6, Z Fold5, Z Flip 5, S23 and S22 series,  with future updates planned for even more Galaxy smartphones.

    How to remotely lock your Samsung Galaxy device:

    Sign into Samsung Find using your Samsung account
    Select your phone on the left-hand side of the page, then choose Lost Mode in the device details section
    Create a PIN to unlock your phone if recovered, and enter it twice to confirm
    You will have the option to add an emergency contact and a custom message that will display on the locked screen (It’s recommended to skip this step to avoid sharing personal contact details)
    When you are ready, select the Lock button and verify your Samsung account to activate Lost mode
    If your device is recovered, you can unlock it using the PIN that was created when setting lost mode on your device

    Select the phone you want to erase and choose Erase Data

  • MIL-OSI Security: PENSACOLA MAN PLEADS GUILTY TO CYBERSTALKING AND SENDING OBSCENE MATERIALS TO MINOR FEMALES

    PENSACOLA, FLORIDA – Charles M. Schmaltz, 28, of Pensacola, Florida, pled guilty in federal court for cyberstalking and sending obscene materials to minor females. The plea was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    U.S. Attorney Heekin said: “Protecting children from online exploitation and abuse is of paramount importance, and my office will aggressively pursue, prosecute, and seek punishment to the fullest extent of the law for those who prey upon our most innocent, vulnerable populations. My message to offenders is clear: if you prey upon our children, you had better pray we don’t find you.”

    Court documents reflect that Schmaltz communicated with multiple minor females between 2022 – 2024 by utilizing ten or more social media accounts to contact them.  The minor females, and later their parents, repeatedly requested that Schmaltz cease communicating with them.  Instead, Schmaltz sent sexually explicit content to the minor females, including extremely graphic communications about engaging in sexual acts with the minors and images of his own genitals.  The minor females in this case ranged in age from 9 – 15 years old.  Schmaltz was eventually caught through the work of a multi-agency investigation in North Florida and South Alabama, where some of the victims were located.

    Schmaltz faces up to thirty years’ imprisonment, and lifetime supervision upon release.  

    The case involved a joint investigation by the Federal Bureau of Investigation, the Escambia County Sheriff’s Office, and the Dale County Sheriff’s Office as well as Dothan Police Department in South Alabama. The case is being prosecuted by Assistant United States Attorney David L. Goldberg.

    Sentencing is scheduled for July 17, 2025, at 1:00 pm at the United States Courthouse in Pensacola before United States District Judge T. Kent Wetherell, II.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Launched in May 2006 by the Department of Justice and led by the U.S. Attorney’s Offices and the Criminal Divisions Child Exploitation and Obscenity Section (CEOS), it marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.     The recruitment of minors into serious and organised crime has increasingly become a tactic used by criminal networks to avoid detection, capture and prosecution. By using minors, the criminal networks increase the distance between the criminal activity and the network’s core members or leaders, hampering identification. Even though there is a lack of reliable and comparable data on this phenomenon, several EU Member States have reported an increase in the involvement of minors in serious and organised crime. While the rising demand for recreational drugs seems to be the main driver behind the increase, minors are involved in other markets too, including property crime and online fraud. Criminal networks exploit children as young as 12 years for low-skilled roles such as local street dealers, cash couriers, warehouse operators and extractors of drugs from shipping containers. Easier access to firearms has led to a shift from minor crime to more serious, especially violent, crime, such as extortion and killings. Many minors are lured into organised crime by the promise of financial gain, social status, or sense of belonging, whilst others may be coerced or forced into this lifestyle due to their circumstances or environment. The consequences of such involvement are far-reaching, affecting not only the minors involved, but also the communities and society as a whole. The processes for recruiting minors into organised crime are still poorly understood, but there is a clear trend of increased use of digital tools for recruitment and communication, such as encrypted messaging services, apps and video games that are popular with young people. The EU recognises the severity of the problem and the need for closer cooperation between the affected Member States and for an integrated preventive response. By facilitating the exchange of best practices amongst Member States, integrating the local dimension into efforts to counter the infiltration of criminal networks into the economy and society, and by adopting a comprehensive and multi-faceted approach, the EU contributes to preventing the recruitment of minors into organised crime and to mitigating the devastating consequences.

  • MIL-OSI Security: Detectives appeal for information after man repeatedly stabbed in Newham

    Detectives are appealing for information after a man was seriously injured after being repeatedly stabbed in east London.

    Police were called at 21:48hrs on Wednesday, 7 May to reports of a stabbing in Park Grove, E15.

    Officers arrived three minutes later and found a man nearby, aged in his 20s, suffering multiple stab injuries. He was taken to hospital by the London Ambulance Service with serious injuries. He remained in hospital for two weeks.

    Detective Constable Richard Brunning, the investigating officer from the North East Basic Command Unit, said: “This is a complex and serious incident. We keep an open-mind for the motive, however it is believed that the victim and offenders were not known to each other.

    “The violence which was displayed during this attack is shocking and we are doing everything we can to investigate what happened. We are looking to identify the suspects who are described as black, tall and slim.

    “We are appealing to the public who may recall seeing this incident, or have any footage of the suspects or vehicle involved, which we believe to be a white BMW series X1.

    “If you were in the Chadd Green estate at the time, witnessed the incident or have any information or footage please contact us without delay.”

    Thank you Mr President,  

    This statement is on behalf of the Sri Lanka Core Group comprising Canada, Malawi, Montenegro, North Macedonia, and the United Kingdom.   

    High Commissioner,

    We are grateful for your office’s work on Sri Lanka.

    We welcome the holding of local elections in Sri Lanka in May and note the more peaceful approach taken this year towards events commemorating the loss of life at the end of the armed conflict in 2009.

    At the same time, we remain concerned by the Government’s limited progress in fulfilling its commitments on human rights, accountability, reconciliation, good governance and constitutional reform.

    We urge the Government to address longstanding impunity and to ensure that journalists, human rights defenders and civil society organisations can operate freely and safely. It is crucial that an inclusive and comprehensive reconciliation and accountability process has the confidence of affected communities.

    We are concerned with the continued application of the Prevention of Terrorism Act, despite the Government’s stated intention to abolish it.

    Furthermore, we urge the Government to address the many unresolved cases of enforced disappearance by reinvigorating the Office on Missing Persons.

    We reaffirm our willingness to work constructively with the Government on these issues.    Thank you.

  • MIL-OSI Africa: Five suspects to appear in Durban Commercial Crimes Court

    Five suspects arrested over the weekend for fraud and corruption are scheduled to appear in the Durban Commercial Crimes Court today.

    The arrest is related to the issuing of passports at the Department of Home Affairs offices in KwaZulu-Natal.

    A Home Affairs-led law enforcement operation, supported by the Directorate for Priority Crime Investigation, busted a syndicate involved in passport fraud at the uMngeni and Commercial Road offices in Durban. 

    Among the five people arrested are a former Home Affairs official from the Prospecton office, a municipal project volunteer at the Commercial Road office, and three members of the public – one of whom was found with 226 passports that were recently stolen from the uMngeni Home Affairs office.

    Earlier this year, Home Affairs Minister, Dr Leon Schreiber, warned at the launch of the Border Management and Immigration Anti-Corruption Forum (BMIACF) that South Africa was increasingly becoming a “syndicate society”, and that Home Affairs was determined to work with other law enforcement agencies to crack down on syndicates operating in this environment.

    The operation follows the dismissal of 33 corrupt officials since July last year, as well as the criminal conviction of eight offenders, with sentences ranging from four to 18 years in prison.

    The successful operation was initiated by the Home Affairs’ Counter-Corruption Unit, following information received from the public.

    One of the suspects was found with keys to the Home Affairs offices on Commercial Road and at Prospecton. 

    The same suspect was also found with copies of enabling documents that did not belong to him. 

    Two further suspects have been identified as members of this syndicate but the Hawks remain on the hunt for them.

    “This latest operation lands another blow in our ongoing cleanup campaign at Home Affairs, which is specifically focused on breaking open criminal syndicates. 

    “The details of the case also reaffirms the urgent work we are doing to digitalise all of our processes, so that it becomes impossible for syndicates to penetrate and manipulate our systems. 

    “This combination of ensuring criminals are arrested and prosecuted, and using digital transformation to close the loopholes they exploit is how we will ultimately win the war against corruption,” Schreiber said. – SAnews.gov.za

    The Serious Corruption Investigation component of the Directorate for Priority Crime Investigation, based in Pretoria, has arrested an additional two suspects in the ongoing operation that began on 14 June 2025, in KwaZulu-Natal, bringing the number of those arrested to seven.

    The execution operation emanates from a complaint from the Department of Home Affairs (DHA) relating to the issuance of fraudulent passports to undocumented foreign nationals. 

    The allegations reported serious offences include corruption, fraud and the contraventions of the Identification Act and Immigration Act, which took place between February 2020 and July 2023. A group of South African citizens allegedly facilitated the fraudulent acquisition of South African passports by foreign nationals at DHA offices in Durban, specifically at the Commercial Street branch. 

    These unlawful activities took place outside of regular business hours, including evenings, weekends and public holidays, when the DHA offices were officially closed.

    Preliminary investigations by the DHA confirmed that the criminal activities were conducted after hours, where the local citizens were offered R300 to R1 000 in exchange for their cooperation, particularly at DHA offices in Isipingo, Durban Central and Eshowe — resulting in a case being opened for investigation by Serious Corruption Investigation.

    Thus far, a total of 38 individuals have been previously arrested in the matter from September 2022 to date. Of those arrested, seven are DHA officials, while 31 are private citizens. 

    About 24 individuals, four of whom are DHA officials, have been convicted and sentenced to a combined sentence of 310 years imprisonment.

    The other five suspects were arrested by the Serious Corruption Investigation on 14 June 2025 in various parts of Durban and will face charges of corruption, fraud, contravention of the Immigration Act and contravention of the Identification Act.

    The DPCI is not ruling out the possibility of more suspects being arrested. – SAnews.gov.za

    Israeli tank shellfire killed at least 51 Palestinians on Tuesday as they awaited aid trucks in Khan Younis in the southern Gaza Strip, the territory’s health ministry said, adding that dozens of others were wounded.

    Medics said residents said Israeli tanks fired shells at crowds of desperate Palestinians awaiting aid trucks along the main eastern road in Khan Younis. They said at least 51 people were killed and 200 wounded, with at least 20 of them in critical condition.

    There was no immediate comment by the Israeli military on the incident.

    Witnesses said Israeli tanks fired at least two shells at thousands of people awaiting aid trucks. Nasser Hospital wards were crowded with casualties, and medical staff had to place some on the ground and in corridors due to the lack of space.

    The incident was the latest in nearly daily mass deaths of Palestinians who were seeking aid in past weeks, including near sites operated by the U.S.-backed Gaza Humanitarian Foundation.

    Local health officials said at least 23 people were killed by Israeli gunfire on Monday as they approached a GHF aid distribution site in Rafah in the southern Gaza Strip.

    The GHF stated in a press release late on Monday that it had distributed more than three million meals at its four distribution sites without incident.

    There was no immediate comment from the Israeli military about Monday’s reports of shootings. In previous incidents, it has occasionally acknowledged troops opening fire near aid sites, while blaming militants for provoking the violence.

    Israel has put responsibility for distributing much of the aid it allows into Gaza into the hands of the GHF, which operates sites in areas guarded by Israeli troops.

    The United Nations has rejected the plan, saying GHF distribution is inadequate, dangerous and violates humanitarian impartiality principles.

    The latest bloodshed in the decades-old Israeli-Palestinian conflict was triggered in October 2023, when Palestinian Hamas militants attacked Israel, killing 1,200 and taking about 250 hostages, according to Israeli allies.

    U.S. ally Israel’s subsequent military assault on Gaza has killed nearly 55,000 Palestinians, according to Gaza’s health ministry, while internally displacing nearly Gaza’s entire population and causing a hunger crisis.

    The assault has also triggered accusations of genocide at the International Court of Justice and of war crimes at the International Criminal Court. Israel denies the accusations.

    EYE ON IRAN

    The escalation is taking place as Palestinians in the Gaza Strip watch the exchange of attacks between Israel and Iran, which began with Israel launching major strikes on Friday.

    Residents of the Gaza Strip have circulated images of wrecked buildings and charred vehicles hit by Iranian missiles in Israeli cities, and some were hopeful the wider conflict could eventually bring peace to their ruined homeland.

    “We live these scenes and pain daily. We are very happy that we saw the day when we saw rubble in Tel Aviv, and they are trying to get out from under the rubble and the houses that were destroyed on top of their residents,” said Gaza man Saad Saad.

    Others said Iran’s response was greater than many, including Israel, had expected.

    “We saw how Iran, despite (showing) a lot of patience on the harm of the Israeli occupation and its frequent attacks and the assassinations carried out on Iranian soil, … it lost patience and the time has come for Iran to teach the Israeli occupation state a lesson,” said another Gaza man, Taysseir Mohaissan.

    With Israel saying its operation could last weeks, fears have grown of a regional war dragging in outside powers.

    Despite efforts by the United States, Egypt and Qatar to restore a ceasefire in Gaza, neither Israel nor Hamas has shown willingness to back down on core demands, with each side blaming the other for the failure to reach a deal.

    Hamas leaders have repeatedly thanked Iran for its military and financial support to the group in its fight against Israel, including during the current war.

  • MIL-OSI Security: Murder investigation launched after fatal stabbing in Hackney

    A murder investigation has been launched following the death of a woman at an address in Dumont Road, Hackney.

    On Tuesday, 17 June at 04:57hrs officers were called to reports of a gas explosion with a person trapped inside an address.

    Officers attended alongside the London Ambulance Service and the London Fire Brigade.

    A woman aged 46 was found inside the property with stab wounds. Despite the efforts of paramedics, she was sadly declared dead at the scene.

    A 44-year-old man was arrested at the address on suspicion of murder. He was taken to hospital with slash wounds where he currently remains. His condition is not life-changing or life-threatening.

    Two children ages 9 and 7 have also been taken to hospital as a precaution but are not believed to have been inside the property at the time of the gas explosion.

    Local road closures are in place while enquiries continue. There are also additional officers on patrol in the local area.

    BEIJING, June 17 (Xinhua) — Crimes committed by adults against minors using information and telecommunications networks are on the rise in China, calling for further strengthening of protection and law enforcement measures, according to a white paper released by the Supreme People’s Procuratorate (SPP) on Monday.

    In 2024, Chinese prosecutors charged 3,347 people with such crimes, up 14.1 percent year-on-year and accounting for 7.3 percent of all crimes committed by adults against minors in 2024, compared with 6.9 percent in 2023, according to data provided in the document.

    As the white paper highlights, Chinese prosecutors are working closely with cyber regulators and the police to combat crimes targeting minors, such as cyberbullying and sexual harassment. Greater efforts are also being made to punish fraudsters who exploit children in their criminal schemes.

    At the same time, legal protection for minors is being expanded, the White Paper says. This includes providing legal advice, influencing guardians so that they fulfill their duties, providing support to minors in civil proceedings, etc.

  • MIL-OSI Economics: Public Statement Concerning the Imposition of a Civil Penalty on Edwin A Fryer Accountant (‘EAF’)

     1. Action

    1.1 The Isle of Man Financial Services Authority (the “Authority”) makes this public statement in accordance with powers conferred upon it under each of section 27 of the Designated Businesses (Registration and Oversight) Act 2015 (the “Act”) and regulation 5(7) of the Anti-Money Laundering and Countering the Financing of Terrorism (Civil Penalties) Regulations 2019 (the “Regulations”).

    1.2 The making of such public statement supports the Authority’s regulatory objectives of, among other things, securing an appropriate degree of protection for customers of persons carrying on a regulated activity, reducing financial crime and maintaining confidence in the Isle of Man’s financial services industry.

    1.3 Following an inspection of EAF by the Authority under section 14 of the Act (the “Inspection”), which identified a number of contraventions by EAF in relation to the Anti-Money Laundering and Countering the Financing of Terrorism Code 2019 (the “Code”), and the opening of a formal investigation (the “Investigation”), the Authority has deemed it appropriate, necessary and proportionate, in all the circumstances, that EAF be required to pay a civil penalty imposed under the Regulations.

    1.4 The Regulations allow for penalties to be imposed at two levels depending on the seriousness of the contraventions of the Code identified. Penalties imposed equate to a percentage of the relevant person’s income (as such terms are defined in the Regulations). In this instance, the Authority has deemed that the contraventions of the Code identified, in all of the circumstances, merit that a civil penalty be imposed in the higher, Level 2, penalty bracket.

    1.5 The civil penalty imposed on EAF is the sum of £2,640 which is discounted by 10% to £2,376 (the “Civil Penalty”).

    1.6 The level of the Civil Penalty reflects the fact that EAF co-operated with the Authority and agreed settlement at an early stage.

    1.7 As with all discretionary civil penalties issued by the Authority, the level of the Civil Penalty is calculated as a percentage of EAF’s relevant annual income at the time that the contraventions noted within this public statement were identified. The absolute amount of the Civil Penalty relative to other civil penalties that have been issued by the Authority previously is not necessarily indicative of the seriousness of the contraventions and is determined each time on the facts of a particular matter and regard is had by the Authority to the level and the percentage of civil penalties imposed in other matters. In determining the Civil Penalty, the Authority considered mitigating factors specific to the circumstances of this case.  

     

    2. Background

    2.1 EAF is a sole practitioner who at all material times has been registered with the Authority as an External Accountant, Tax Adviser and Payroll Agent under the Designated Business (Registrations and Oversight) Act 2015.

    2.2 The Authority’s on-site Inspection in June 2024 and the subsequent Investigation identified a significant number of contraventions of the Code by EAF (the “contraventions”).

    2.3 The contraventions were systemic and longstanding, reaching back to EAF’s initial registration under the Act in 2019, evidencing that EAF had materially contravened the Code over a significant period.

    2.4 EAF’s failure to establish, record, operate and maintain adequate AML/CFT procedures and controls, as required by the Code, increases the vulnerability of EAF being used for money laundering or terrorist financing (including proliferation financing).

    2.5 EAF has engaged positively with the Authority throughout this matter in a timely and constructive manner.

     

    3. Key Findings from Inspection Report and Investigation

    Contraventions of the Code identified by the Inspection and Investigation included:

    3.1 EAF failed to establish, record, operate or maintain procedures and controls relating to its Business Risk Assessment (“BRA”), Customer Risk Assessment (“CRA”), customer screening, ongoing monitoring, including transaction monitoring, and monitoring and testing compliance with the AML/CFT legislation (paragraph 4 of the Code).

    3.2 EAF failed to carry out a BRA and therefore failed to estimate the risk of ML/FT posed by his business and customers (paragraph 5 of the Code).

    3.3 EAF failed to carry out CRAs for his customers and therefore failed to estimate the risk of ML/FT posed by his customers (paragraph 6 of the Code).

    3.4 EAF failed to carry out a Technology Risk assessment and therefore failed to estimate the risk of ML/FT posed by his customers (paragraph 7 of the Code).

    3.5 EAF failed to establish, record, or maintain Customer Due Dilligence information such as onboarding, photo identification or proof of address documents, in relation to New Business Relationships, therefore failing to take reasonable measures to verify the identity of new customers and not taking reasonable measures to establish the source of funds of new clients (paragraph 8 of the Code).

    3.6 EAF, in relation to his customers who were not a natural person, failed to adequately identify the beneficial owner as required by the Code (paragraph 12 of the Code).

    3.7 EAF, in relation to his customers, failed to perform, record or document Ongoing Monitoring as required by the Code, and undertook no Ongoing Monitoring or screening of customers to check for exposure to sanctions, Politically Exposed Person or adverse information as required by the Code. EAF’s failure to establish Source of Funds (“SOF”) before a business relationship was entered into meant he was not in a position to scrutinise transactions to determine whether or not they were consistent with the expected SOF of a transaction. As no CRAs were undertaken, EAF was unable to determine whether transactions were consistent with the customer’s business and risk profile (paragraph 13 of the Code).

    3.8 EAF did not establish, record, maintain or operate appropriate procedures and controls for the purpose of determining whether any customer (amongst other individuals) was, or subsequently became, a Politically Exposed Person (paragraph 14 of the Code).

    3.9 EAF did not establish and maintain separate registers to record internal disclosures, external disclosures, or any other disclosures to the Financial Intelligence Unit (paragraph 28 of the Code).

    3.10 EAF failed to establish, record, maintain and operate appropriate procedures and controls for monitoring and testing compliance with the AML/CFT legislation. EAF failed to produce reports in accordance with the requirements of paragraph 30(2) of the Code. Such reports are required at least annually and serve as a confirmation of the firm’s adherence to its legal obligations and the robustness of its AML/CFT framework (paragraph 30 of the Code).

    3.11 EAF failed to provide or arrange staff AML/CFT education and training as required by the Code (paragraph 32 of the Code).

    3.12 EAF failed to adequately meet the record keeping and record retention requirements of the Code (paragraphs 33 & 34 of the Code).

    4. Key Learning Points for Industry

    4.1 The Island’s National Risk Assessment currently assesses the accountancy sector’s level of risk for money laundering as medium, with the risk of terrorist financing being assessed as medium Low. The comparative size of the accountancy sector in the Isle of Man, the wide breadth of activities, the range of businesses from sole practitioners up to large international firms and the attractiveness of the sector to criminals are some of the factors that have led to the money laundering risk rating. It is recognised that accountants have knowledge and specific technical abilities which can make them attractive to professional money launderers and that the accounting sector may be used by money launderers to provide additional layers of legitimacy to criminal financial arrangements, especially where large sums may be involved. Whilst accountants and tax advisers do not ordinarily handle funds, they will often see more of a customer’s overall affairs than any other single financial institution or designated business. It is therefore important that all firms in this sector understand the sector specific AML/CFT risks to their businesses, in order to adequately mitigate those risks.

    4.2 Having understood the ML/FT risks they are exposed to, relevant persons must establish procedures and controls to maintain an appropriate risk framework including a BRA, CRA and TRA which must be recorded. The relevant person must operate these procedures and controls, meaning they must undertake the relevant risk assessments according to those procedures. Relevant persons must also maintain their risk assessment procedures to ensure they remain effective and up to date enabling the relevant person to manage and mitigate their ML/FT risks. This involves reviewing their procedures and documenting updates to those procedures as well as capturing the rationale for any variations from it. Such procedures and controls must be risk based meaning they should be tailored and proportionate to the relevant person’s particular circumstances.”

    4.3 Whilst the size, nature and scale of a relevant person’s business are factors that can be taken into consideration in developing its risk framework, compliance with the Code is mandatory. All firms undertaking business in the regulated sector have an obligation to conduct their affairs in a manner that adequately mitigates the risks faced by it in order to ensure that the Isle of Man retains its reputation as a responsible, and well regulated, international financial centre. Compliance with the Code is the cornerstone of mitigating those risks.

    The award ceremony for the winners of the All-Russian Engineering Competition (VIC) was held in Moscow. Among the winners was a second-year master’s student at the Higher School of Physics and Materials Technology of the Institute of Mechanical Engineering, Materials and Transport of SPbPU, Tatyana Kudryavtseva, who took part in the competition with the support of the SPbPU Youth Policy Department.

    VIC is a platform for students and postgraduates to present their final theses to the professional community. Tatyana presented her work “A New Method of Recycling Rolling Scale for Metallurgical Enterprises”, completed under the supervision of Associate Professor of the Higher School of Physics and Metallurgy Sergey Kotov. The project is dedicated to the development of an economical and environmentally friendly method for processing metallurgical waste and has already received high praise from industry experts.

  • MIL-OSI New Zealand: Arrest made in relation to homicide of Kaea Karauria

    Police have charged a teenager after alleged interference in the murder investigation of 15-year-old Kaea Karauria.

    The girl was taken into custody on 16 June, after Police investigating Kaea’s death learned that a witness had been approached and allegedly threatened.

    Detective Inspector Dave de Lange said the alleged incident occurred on 12 May, a day after the fight in which Kaea was killed. Police learned of the approach on 6 June, while conducting follow-up enquiries.

    The teen has been charged with wilfully attempting to pervert the course of justice, and will reappear in the Hastings Youth Court next month.

    Detective Inspector de Lange said any form of witness tampering was treated seriously.

    “When a witness is threatened, or attempts are made to sabotage an investigation, Police will act without hesitation. This should be a warning to anyone who contemplates interfering with justice.”

    Detective Inspector de Lange encouraged anyone with information about the incident to contact Police.

    “Kaea deserves justice, as does his family, so if you can help please talk to us,” he says.

    Robert Rahrle Operated a Fake Business Purporting to Send Gift Baskets into Prisons

    SYRACUSE, NEW YORK – Robert Rahrle, age 35, formerly of Florida and now residing in the Northern District of New York, was sentenced last week to 100 months’ imprisonment to be followed by 3 years of supervised release for wire fraud and tax evasion. United States Attorney John A. Sarcone III and Harry T. Chavis, Special Agent in Charge of the New York Field Office, Internal Revenue Service, Criminal Investigation (IRS-CI), made the announcement.

    As part of his previously entered guilty plea, Rahrle admitted that from 2017 through 2024, he ran a fraudulent online gift basket website called iCare Gifting Solutions LLC.  iCare purported to cater to families of incarcerated individuals, promising to send care packages into prisons.  iCare charged hundreds of customers approximately $50 per gift basket but never sent the gift packages.

    In addition to defrauding iCare’s customers, Rahrle evaded his federal taxes. He self-prepared and filed tax returns for tax years 2017 and 2018 that falsely reported business losses and failed to report hundreds of thousands of dollars of gross receipts.

    Senior United States District Judge Glenn T. Suddaby also ordered Rahrle to pay a $2,000,000 money judgment and $178,651 in restitution to the Internal Revenue Service with restitution to the individual victims of Rahrle’s fraud offense to be determined at a later date.

    U.S. Attorney Sarcone said: “Driven by greed, Rahrle operated a years’ long fraud scheme scamming people out of millions of dollars.  For that he will pay a high price a spend the next 8 years in federal prison.  My office will vigorously pursue consumer scam artists like the defendant to protect the public and the public fisc.”

    “Mr. Rahrle took advantage of those who wanted to help others and literally did not deliver what was promised.  While care packages were left unsent, he pocketed the money with little regard of the consequences.  This sentence sees to it that Mr. Rahrle will spend a lot of time behind bars, and perhaps he’ll learn firsthand the potential value of a legitimate care package business,” said Harry T. Chavis, Special Agent in Charge of IRS-CI New York.

    This case was investigated by IRS-CI, the United States Postal Inspection Service (USPIS), and the Criminal Investigation Division of the U.S. Secret Service. It is being prosecuted by Assistant United States Attorney Michael D. Gadarian.

    NT Police have arrested two males in relation to an aggravated burglary and property damage incident that occurred in Alice Springs this morning.

    Around 5:30am, the Joint Emergency Services Communication Centre (JESCC) received reports that a licensed premises on Todd Street had been broken into. Unknown offenders had allegedly gained entry by prying off a security screen and breaking a window, before stealing alcohol and fleeing the scene.

    CCTV was obtained and active patrols of the CBD were conducted by members from Strike Force Viper and general duties officers. At 7:20am, Strike Force Viper members located and arrested a 21-year-old male on Stuart Terrace, and a short time later at 7:23am, general duties members located and arrested a 14-year-male near Sturt Terrace in East Side.

    The 14-year-old was dealt with under the provisions of the Youth Justice Act 2005.

    The 21-year-old has been charged with Aggravated burglary, Damage to property, Theft, and Recruiting child to engage in criminal activity. He was remanded in custody to appear in court on 18 June.

  • MIL-Evening Report: Attack on Iran’s state media – Israel bombs IRIB building in new war crime

    Israel targeted one of the buildings of the state-run Islamic Republic of Iran Broadcasting (IRIB) in Tehran on the fourth day of attacks on Iran, interrupting a live news broadcast, reports Press TV.

    The attack, involving at least four bombs, struck the central building housing IRIB’s news department, while a live news broadcast was underway.

    The transmission was briefly interrupted before Hassan Abedini, IRIB’s news director and deputy for political affairs, appeared on air to condemn the “terrorist crime”.

    At the time of the attack, news anchor Sahar Emami was presenting the news. Despite the building trembling under the first strike, she stood her ground and continued the broadcast.

    “Allah o Akbar” (God is Great), she proclaimed, drawing global attention to the war crime committed by Israel against Iran’s national broadcaster.

    Moments later, another blast filled the studio with smoke and dust, forcing her to evacuate. She returned shortly after to join Abedini and share her harrowing experience.

    “If I die, others will take my place and expose your crimes to the world,” she declared, looking straight into the camera with courage and composure.

    Casualties unconfirmed
    While the number of casualties remains unconfirmed, insiders reported that several journalists inside the building had been injured in the bombing.

    Israel’s war ministry promptly claimed responsibility for the attack.

    Iran’s foreign ministry condemned the aggression on the state broadcaster as a “war crime” and called on the United Nations to take immediate action against the regime.

    Foreign Ministry spokesman Esmaeil Baghaei denounced the attack and urged the international community to hold the regime accountable for its assault on the media.

    “The world is watching: targeting Iran’s news agency #IRIB’s office during a live broadcast is a wicked act of war crime,” Baghaei wrote on X.

    The Islamic Revolution Guards Corps (IRGC) also condemned the bombing of the IRIB news building, labeling it an “inhuman, criminal, and a terrorist act.”

    CPJ ‘appalled’ by Israeli attack
    The Committee to Protect Journalists said it was “appalled by Israel’s bombing of Iran’s state TV channel while live on air.”

    “Israel’s killing, with impunity, of almost 200 journalists in Gaza has emboldened it to target media elsewhere in the region,” Sara Qudah, the West Asia representative for CPJ, said in a statement after the attack on an IRIB building.

    The Israeli regime has a documented history of targeting journalists globally. Since October 2023, it has killed more than 250 Palestinian journalists in the besieged Gaza Strip.

    The regime launched its aggression against the Islamic Republic, including Tehran, early on Friday, leading to the assassination of several high-ranking military officials, nuclear scientists, and civilians, including women and children.

    In response, Iran launched a barrage of missiles and drones late Friday night, followed by more retaliatory operations on Saturday and Sunday as part of Operation True Promise III.

    In Israel, 24 people have been killed and hundreds wounded since hostilities began. In Iran, 224 people have been killed.

  • MIL-Evening Report: Australians in the bush want tougher penalties on crime. Here’s why – and what’s needed now

    New research has found that while Australians generally support strong punishments, people living in the bush are significantly more likely than city dwellers to want to punish more harshly those who break the law.

    It means Australians living in rural and regional areas are more likely to support tougher penalties for crime than those in the cities.

    However, it’s not for the reasons you might expect.

    So, what drives this divide?

    In short: fear of crime and a lack of confidence in the justice system.

    Our research, published today in the Journal of Rural Studies, surveyed a representative sample of Australians to better understand their views on punishment and what shaped their views.

    We found city residents with tough attitudes toward crime tend to focus on the individual and personal blame, thinking offenders commit crime due to internal attributes (such as having “a poor moral compass”). They tended to see lawbreakers as lacking the capacity to redeem themselves.

    But in rural areas, people are more likely to focus on what’s happening around them. Specifically, we found support for tougher penalties for crime was related to wider concerns about rising crime rates and a general lack of confidence in the criminal justice system.

    Consider the role of ‘rurality’

    To understand these differences, we thought about how living in rural areas may shape punitive attitudes.

    Contrary to popular belief, crimes occur at higher rates in many rural communities than in some urban areas.

    Crime may also be more visible and more confronting because towns are smaller. Personal relationships are denser, meaning people often know the victims or the offenders.

    This closeness creates a stronger emotional response and a heightened sense of risk at the local level – even if the actual chances of being victimised are statistically low.

    There’s also the issue of access to the criminal justice system. Courts may sit infrequently, meaning it can take a long time to get a case heard in court. In some cases, victims and offenders are forced to share courtroom space due to limited facilities.

    Police stations might not be staffed around the clock.

    Add to this long wait times for justice, and it’s no wonder rural Australians may feel the system isn’t working for them.

    The power of perception

    It’s important to understand perception doesn’t always match reality.

    Urban areas often have more total crime, but rural areas may have higher rates of certain offences, especially violent ones.

    But what really matters in shaping public opinion is not necessarily the total numbers, but how close, immediate and personal crime feels.

    Other research has found people who feel crime is psychologically “close” – meaning, that’s likely to happen to them or someone they know – are much more worried about it.

    That worry can translate into calls for tougher sentencing, stricter laws, and less tolerance for rehabilitation.

    This fear is made worse by a lack of confidence in the justice system. Many rural residents feel the system is too slow, too distant, or simply doesn’t understand local issues.

    Some research shows that rural residents may not have confidence in the police ability or capacity to solve certain crimes and that courts in general are too soft on crime.

    When people feel justice won’t be done, they’re more likely to demand punishment that feels immediate and severe.

    Why it matters

    These findings are more than just a snapshot of attitudes; they have real implications for public policy.

    Politicians often draw on public opinion when shaping criminal justice policies.

    If rural voters are more likely to support tough-on-crime platforms, that can influence laws that affect the whole country.

    But one-size-fits-all solutions won’t work.

    The factors shaping crime perceptions in Brisbane or Sydney are very different from those in Longreach or Wagga Wagga.

    To build trust and improve safety, we need justice strategies that take into account local realities, especially in rural areas.

    This means investing in better access to police and courts, improving communication between justice systems and rural communities, and helping the public understand what crime is really happening and what’s not.

    Australians in rural areas aren’t more punitive because they’re harsher people. Our research shows they are more worried, feel less supported, and have less confidence in the system designed to protect them.

    Understanding this difference is key to building smarter, fairer justice policies because when people feel seen, heard, and safe, they’re less likely to demand punishment to solve feelings of insecurity and more likely to support holistic solutions.

    What’s needed now

    Rural communities need tailored strategies that improve access to justice, rebuild trust, and respond to their unique experiences of crime.

    That means policymakers need to go beyond reactive, headline-driven responses.

    Rural justice strategies should include mobile court services, better resourcing for regional police and victim support, and culturally appropriate services for Indigenous communities.

    Community education campaigns can also help close the gap between crime perception and reality.

    Importantly, involving local voices in justice reform, through consultation and community partnerships, can help rebuild trust and ensure policies reflect rural realities, not just urban assumptions.

    As political debate over law and order grows, especially in rural communities, leaders must address the divide in how city and country Australians view crime and punishment.

    A 31-year-old man has been arrested after allegedly threatening staff at a convenience store in Alice Springs in the early hours of this morning.

    Around 2:50am, the Joint Emergency Services Communication Centre (JESCC) received a report of an aggravated robbery at a convenience store on Todd Street. The offender had allegedly entered the store armed with a knife, threatened a staff member, and stolen items before leaving the store.

    The offender was tracked by police CCTV operators, resulting in his arrest by police within 3 minutes of the alleged offending. CCTV operators were also able to assist police in locating the discarded knife, which was seized.

    He was charged with Going armed in public and Aggravated Robbery, and was remanded in custody to appear in court on 18 June.

    Detective Acting Senior Sergeant Michael Curtiss said, “I want to acknowledge the excellent police work by our CCTV operators, alongside members on the ground, which resulted in the swift arrest of the offender.”

  • MIL-OSI Australia: Woman charged over Port Adelaide robberies

    A woman has been charged over two robberies at Port Adelaide yesterday.

    Just before 3pm on Monday 16 June, it will be alleged a woman armed with a machete entered the service station on Grand Junction Road and demanded money from staff.

    The woman stole food items and left the store. Thankfully no one was physically injured.

    Police quickly responded and arrested a 30-year-old woman from Munno Para who was still in the area. The machete was safely recovered.

    Officers searched the woman and also found a taser in her bag.

    Western District Police will allege that the woman was also involved in an attempt robbery at another service station on Grand Junction Road just prior to this incident occurring.

    The woman was charged with two counts of attempt robbery, theft and possess dangerous article and is expected to face court later today.

  • MIL-OSI Security: Gresham Man Charge with Assaulting a Federal Law Enforcement Officer During Weekend Riot Near Local ICE Office

    PORTLAND, Ore.—A Gresham, Oregon man made his first appearance in federal court today after he was charged with assaulting a federal law enforcement officer during a declared riot Saturday near a U.S. Immigration and Customs Enforcement (ICE) office in South Portland.

    Ginovanni Joseph Brumbelow, 21, has been charged by criminal complaint with assaulting a federal officer.

    According to court documents, on June 14, 2025, thousands of people engaged in peaceful protests in Portland. In the afternoon, several hundred people gathered in protest at an ICE office in South Portland where some individuals targeted the building with mortar fireworks, rocks, bricks, and glass bottles. The gathering was later declared a riot by local law enforcement. At approximately 5:50pm, individuals breached the exterior door of the ICE office before being pushed back by federal officers. Additional federal officers, including Customs and Border Protection Tactical Unit (BORTAC) agents, were dispatched to the location.

    At around 8:00pm the same evening, a BORTAC agent was assisting with the arrest of a rioter when he felt a sharp pain in the back of his head. The agent released the individual he was arresting and turned to observe a male rioter, later identified to be Brumbelow, directing a pointed wooden stake at him. Surveillance footage later reviewed by investigators confirmed the positions of Brumbelow and the agent amid the riot when the assault occurred.

    Brumbelow made his first appearance in federal court today before a U.S. Magistrate Judge and was released on conditions pending his arraignment on July 16, 2025.

    Assaulting a federal officer is punishable by up to eight years in federal prison.

    This case is being investigated by the Federal Protective Service (FPS) and FBI. It is being prosecuted by the U.S. Attorney’s Office for the District of Oregon.

    A criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.

    Tasmania Police mourns fallen officer

    Investigations continue today into the tragic shooting death of a Tasmania Police officer in the state’s North-West on Monday.
    With the permission of the officer’s family, Tasmania Police Commissioner Donna Adams has confirmed the officer is Constable Keith Anthony Smith, a 25-year veteran of the police service.
    Constable Smith, 57, was shot and killed at a rural property in North Motton on Monday morning as he and a fellow officer attended the premises to serve a court-ordered warrant to repossess the home.
    Commissioner Adams said Constable Smith was a dedicated officer over a distinguished career with Tasmania Police, who was highly regarded and admired by his colleagues.
    Constable Smith had worked in communities across the North and North-West and, for the past five years, was an officer working at Ulverstone police station.
    “Keith was a respected and committed officer, and his loss will be deeply felt across our policing family and the wider community,” Commissioner Adams said.
    “My heart goes out to Keith’s wife and family. We will be supporting them in every way we can during this incredibly difficult time.
    “The Blue Family will come together today, and over the next days and weeks, and will support the family and each other.”
    The family of Constable Smith has asked for privacy at this time.
    Constable Smith joined Tasmania Police on September 25, 2000, graduating on May 11, 2001, as part of Course 3/2000, and was a passionate cyclist, participating in the 2011 Charity Trust bike ride.
    Constable Smith served in Northern District in both the Northern Crime Management Unit and uniform roles until 2020, when he transferred to Ulverstone uniform.  He received the Commissioner’s Medal in 2011 and 20-year clasp in 2021, as well as the National Police Service Medal (15 years) in 2016.
    Commissioner Adams acknowledged emergency services who responded to the incident and assisted at the scene on Monday.
    She praised investigators and forensics officers who examined the scene and worked late into the night, through difficult weather conditions, gathering evidence.
    “While no other staff have been injured in this terrible incident, all will be impacted by their involvement in such a tragic event,” Commissioner Adams said.
    A 46-year-old North Motton man remains in Launceston General Hospital, under police guard, having undergone surgery for non life-threatening injuries.
    No charges have yet been laid.

  • MIL-OSI Australia: Police seek arson suspects at Solomontown

    Police are investigating an arson at Solomontown and believe the suspects may have been injured during the fire.

    Just after midnight on Monday 16 June, police were called to a report of a car on fire in Young Street, Solomontown.

    When police officers arrived, they discovered a car on fire and a fire burning at the front of a nearby residence, which they extinguished with a fire extinguisher.

    The occupants of the house were not injured during the incident.  The exterior of the house was charred by flames.

    Investigations revealed three male suspects had attended an address in Young Street and doused the front of the residence with accelerant.

    The suspects then entered the vehicle, which became engulfed in flames.  They ran off, abandoning the car in the street.

    It is believed the men may have suffered significant burns or injuries in the fire and police urge them to seek medical attention.

  • MIL-OSI Security: Pennsylvania Man Charged with Wire Fraud, Money Laundering, and Identity Theft

    DENVER – The United States Attorney’s Office for the District of Colorado announces that Adepoju Babatunde Salako, 32, of Pennsylvania, has been charged with six counts of wire fraud; one count of conspiracy to commit wire fraud; one count of conspiracy to commit money laundering; and four counts of aggravated identity theft.

    According to the indictment, between July 2020 and July 2021, Salako allegedly participated in a money laundering conspiracy involving fraudulent applications for COVID-19 Economic Injury Disaster Loans to the Small Business Administration (SBA) and for unemployment insurance benefits to more than 30 states that obtained more than $5.6 million in government benefits using over 1,000 stolen or fake identities. Salako and his co-conspirators allegedly moved fraud proceeds through several intermediate accounts using various methods, eventually spending the money or transferring it overseas as currency or in the form of goods such as cars or solar panels.

    The indictment further alleges that between January 4, 2021, and March 20, 2021, Salako submitted approximately 15 fraudulent applications for unemployment insurance benefits to the Colorado Department of Labor and Employment (CDLE), using stolen or false identities. Salako allegedly used names and addresses of residents of Colorado, which he looked up on personal information search websites such as TruthFinder, to submit applications using the Colorado residents’ actual identifiers.  The CDLE paid one unemployment insurance claim submitted by Salako, in the amount of $649, and paid an additional $15,431 to bank accounts controlled by Salako based on claims submitted by a co-conspirator.

    The indictment further alleges that in addition to submitting fraudulent unemployment insurance claims to Colorado, Salako submitted and aided and abetted in the submission of fraudulent claims in other states using stolen or false identities, including Maryland, Minnesota, New Hampshire, and New York,  at least 10 fraudulent applications for COVID-19 Economic Injury Disaster Loans to the SBA, using stolen or false identities, and a fraudulent Paycheck Protection Program loan application in the name of Turn-Turn-Turn Woodturning, using the stolen identity of a Nevada resident.

    The Coronavirus Aid, Relief, and Economic Security (CARES) Act was enacted in March 2020 and was designed to provide emergency financial assistance to Americans dealing with the economic impact of the COVID-19 pandemic.  The CARES Act created the PPP, a program administered by the Small Business Administration (SBA) that provided loans to small businesses to retain workers, maintain payroll, and certain other expenses consistent with PPP rules. Additionally, in response to the COVID-19 pandemic, several federal programs expanded eligibility for unemployment benefits.

    The defendant made his initial appearance in Colorado on June 13, 2025, before Magistrate Judge Scott T. Varholak.

    The charges contained in the indictment are allegations and the defendant is presumed innocent unless and until proven guilty.

    This case is being investigated by the United States Postal Service Office of Inspector General, Internal Revenue Service Criminal Investigation, and CDLE.  The case is being prosecuted by the Economic Crime Section of the United States Attorney’s Office.

  • MIL-OSI Security: Truck Driver Sentenced to Life in Federal Prison for Kidnapping Leading to Death

    A truck driver who kidnapped a 25-year-old woman and dumped her dead body in the woods in August 2024 was sentenced today to life in federal prison, announced Acting United States Attorney for the Northern District of Texas Nancy E. Larson.

    Naasson Hazzard, 28, of Austin, was indicted in October 2024 on federal charges of kidnapping resulting in death, which carried a mandatory sentence of life imprisonment.  Hazzard’s victim was an army veteran who entered the military immediately after high school.  Information shared during the sentencing hearing today revealed that there were full military honors at her funeral.

    After an eight-day trial in late January this year, a jury convicted Hazzard.  Today, U.S. District Judge Sam A. Lindsay sentenced him to life in federal prison.

    “The tremendous, relentless work of multiple law enforcement partners brought the terrible acts of this predator to light, and the jury answered the call for justice by finding him guilty,” said Acting U.S. Attorney Nancy E. Larson. “Now, the life sentence he will serve reflects the value and sanctity of this victim’s life.  We hope that this sentence helps her family in the healing process.”

    “This defendant has been justly sentenced to prison for his abhorrent actions, ensuring that society will be safe from his predatory behavior for the remainder of his life,” said Travis Pickard, Special Agent in Charge HSI Dallas. “I applaud the unwavering commitment of the North Texas Trafficking Task Force, and all the law enforcement partners whose persistence led to this outcome.  May today’s judgment provide some solace to the victim’s family, reassuring them that HSI will never relent in our pursuit of sexual predators who aim to exploit and harm unsuspecting victims.”

    According to evidence presented at trial, surveillance video caught Hazzard’s victim, a young woman, entering his semi-truck in Dallas at 9:27 p.m. on Aug. 15, 2024.  Eight days later, her decomposing body was found in a wooded area off Texas Highway 11 in Pittsburg, Texas with a black plastic bag tied around her head.  

    Cell phone records showed that on the evening of Aug. 15, Mr. Hazzard traveled from the pickup location to a nearby parking lot, where he remained for approximately 17 minutes.  Evidence at trial reflected that Hazzard picked up the victim with the expectation of engaging in a sex act.  He then drove over three hours to a wooded area off Highway 11 in Pittsburg, Texas, where he texted his boss that he would be out sick the following day and remained for almost an hour before completing a load for work.

    The next day, he and his wife returned to the scene before going to dinner in Tyler, Texas.

    In the days that followed, Mr. Hazzard switched cell phones and deleted his Google and Life360 location sharing accounts.  He also cleaned the truck with bleach and searched “how many years for first second and third degree murders.”  Meanwhile, his wife searched for “Pittsburg Texas news.”

    On Aug. 23, the same day the victim’s body was recovered, agents found the victim’s cell phone shattered on the side of the road along Mr. Hazzard’s route the night she was killed.  

    “Your Honor, Naasson didn’t just take a life.  He destroyed futures.  He created a ripple effect of suffering that reaches further than he could ever understand,” the victim’s brother told the Court during his impact statement at today’s sentencing hearing.  “I ask you, please don’t see my sister as just a name in a case file.  She was a daughter.  A sister.  A mother.  A light in the lives of everyone who knew her.  Her life mattered.  And her death must mean something.”

    The North Texas Trafficking Task Force conducted the investigation with the assistance of the following agencies: the Dallas County District Attorney’s Office, the Dallas Police Department, the Midlothian Police Department, the Texas Rangers, the Federal Bureau of Investigation’s Dallas Field Office, the Titus County Sheriff’s Office, the Buda Police Department, the Austin Police Department, the Hayes County Sheriff’s Office, and the Texas Department of Public Safety.  Homeland Security Investigation’s Dallas Field Office leads the Task Force.  Assistant U.S. Attorneys Brandie Wade and Renee Hunter prosecuted the case with the help of appellate liaison AUSA Jonathan Bradshaw.

  • MIL-OSI Security: Mexican national guilty of immigration violations in the Eastern District of Texas

    BEAUMONT, Texas –A Mexican national has pleaded guilty to an immigration violation in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Rigoberto Rodriguez-Moreno, 44, a Mexican national illegally residing in Lufkin, pleaded guilty to illegal reentry by a previously deported person before U.S. Magistrate Judge Christine L. Stetson on June 16, 2025.

    According to information presented in court, on March 4, 2025, the Department of Homeland Security and Investigations (HSI) received information that Rodriguez-Moreno was being held in the Angelina County Jail on a state arrest warrant. An HSI investigation determined that Rodriguez-Moreno was previously deported from the United States to Mexico on October 4, 2017, and did not have permission to return to the United States.

    Immigration records reveal this was the second time Rodriguez-Moreno was deported. The first deportation occurred in 1999. He has previous federal convictions for bringing in and harboring illegal aliens in 1999 and illegal reentry by a deported person in 2015. 

    Rodriguez-Moreno faces up to 20 years in federal prison and deportation at sentencing.  The maximum statutory sentence prescribed by Congress is provided here for information purposes, as the sentencing will be determined by the court based on the advisory sentencing guidelines and other statutory factors.  A sentencing hearing will be scheduled after the completion of a presentence investigation by the U.S. Probation Office.  Rodriguez-Moreno still faces unrelated state charges in Angelina County.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This case was investigated by the Lufkin Homeland Security Investigations and the Angelina County Sheriff’s Office.  This case was prosecuted by the Lufkin Division of the U.S Attorney’s Office for the Eastern District of Texas.
