    SCOR Investment Partners, the asset management subsidiary of leading reinsurer, SCOR Group, announces changes to its flagship fund of senior secured bank loans (leveraged loans), 1st lien issued in euro, SCOR Senior Euro Loans.

    With almost 15 years’ experience and close to EUR 2 billion in assets under management in leveraged loan portfolios on behalf of institutional investors, SCOR Investment Partners announces that the fund’s frequency of net asset value calculation has moved from weekly to daily, offering a more flexible investment solution in the asset class. This change is announced alongside the evolution of the fund’s sustainable investment approach.

    These modifications provide investors with access to leveraged loans, an alternative source of bond diversification, through a daily liquidity fund. Leveraged loans, corporate financing instruments, offer liquidity and price transparency that enable immediate investment without a deployment phase, while benefiting from strict credit documentation to manage credit risk. Investors may therefore immediately be exposed to the market, capturing returns while having the ability to manage their exposure on a daily basis.

    The Ministry of Earth Sciences (MoES) in collaboration with the Embassies of France and Costa Rica, organized the “Second Blue Talks” on Tuesday in New Delhi. This high-level event marked a significant step in the lead-up to the Third United Nations Ocean Conference (UNOC3), which is scheduled to be held in Nice, France, from June 9 to 13.

    Building on the success of the first Blue Talks in February 2024, this second edition brought together a wide array of participants, including scientists, policymakers, industry leaders, academics, and representatives from civil society. The event provided a platform to accelerate action and forge concrete commitments towards the sustainable use and protection of ocean resources, aligning closely with Sustainable Development Goal 14 and the broader objectives of the UN Ocean Decade.

    The core discussions of the Second Blue Talks centered on conserving and restoring marine and coastal ecosystems, enhancing ocean science and education, reducing marine pollution originating from land-based activities, and strengthening the interconnection between oceans, climate, and biodiversity.     Dangerous weapons to be taken off our streets

    More dangerous weapons will be removed from our streets through a new government surrender scheme in partnership with the Coalition to Tackle Knife Crime.

    Throughout July, knife crime activist and member of the government’s coalition, Faron Paul, will drive across London, the West Midlands and Greater Manchester in a purpose-built and fully secure van, encouraging young people to hand over dangerous and illegal weapons safely.

    This is the government’s most ambitious weapons surrender scheme to date and will also see a major expansion of anonymous surrender bins in partnership with knife crime charity Words4Weapons.  The Home Office is funding 37 new surrender bins across London, the West Midlands and Greater Manchester – the three highest areas of knife crime in England and Wales.

    Part of the government’s Plan for Change, these initiatives will give young people more options where they can securely hand over weapons, without needing to go to a police station, helping to keep our streets safer and take more weapons out of communities.

    Young people will also be encouraged to hand in all types of weapons, including Ninja swords – which will be banned in full from 1 August.

    Policing and Crime Minister Dame Diana Johnson said: 

    This government is taking a different approach to tackling knife crime — one rooted in partnership with those who have first-hand experience of this devastating crime. 

    We are committed to halving knife crime within a decade as part of our Plan for Change — and that demands bold, radical action. 

    That is why we formed the Coalition to Tackle Knife Crime, not as a talking shop, but as a genuine, working partnership and these new initiatives are a direct result of that collaboration. I’m deeply grateful to Faron Paul and Sandra Campbell for their leadership in driving them forward. 

    We know that young people involved in crime can have complex pasts and often deep-rooted mistrust in authority, and I truly believe it’s this kind of collaboration that will save young lives.

    Faron Paul is an anti-knife crime campaigner and CEO of Faz Amnesty, who survived two life-threatening knife attacks and now does vital work in helping young people hand in knives. He also acts as a mentor to young people caught in the vicious cycle of carrying knives. Faron uses social media to raise awareness of the consequences of carrying knives.  The surrender van being driven across the country will be fully purpose-built to ensure it is safe and secure and police officers will be on hand for additional support and security.

    The Home Office has partnered with surrender charity, Words4Weapons, to manufacture these bins. Words4Weapons already have several weapons bins placed across London, Hertfordshire and Sheffield, and help to connect young people with local services to access the best possible help. 

    The scheme will also include a limited compensation offering for Ninja swords handed in ahead of the ban on 1 August. Any members of the public wishing to surrender a Ninja sword in exchange for compensation will need to safely take the weapon to one of the designated police stations.

    Any member of the public found with one of these weapons following 1 August will be breaking the law and could face time in prison.

    The award ceremony of the fifth youth competition of entrepreneurial and business ideas The Blue Ocean Open Polytech Entrepreneurship Competition took place at the Boiling Point – Polytech. The competition was announced at the beginning of February this year and attracted a large number of participants.

    The event was organized by the Polytech Innovation Support and Development Fund, the Higher School of Industrial Management of the Institute of Industrial Management, Economics and Trade, and the Higher School of Technological Entrepreneurship of the Advanced Engineering School Digital Engineering.

    This year, 12 teams reached the final. In addition to the awards for first, second and third places, the jury members presented diplomas “For creativity”, “For creativity and desire for knowledge”, “For the promotion of a healthy lifestyle”, “For creativity and uniqueness of the project”, “For the promotion of sports and beauty”.

    The first place and the prize “For the most technologically advanced project” were awarded to the team of masters of the Higher School of Technological Entrepreneurship of the PIS “Digital Engineering”. Daria Kuzmenkova, Yaroslav Plokhikh and Denis Shatalov presented the project “ProjectAR – interactive VR projector”.

    The second and third places were taken by teams of bachelors of the Management program of the Higher School of Industrial Management of IPMEiT. The project “Interactive theater “The Storyteller’s Den”” was presented by Andrey Ponomarev, Zaur Guseinov, Pavel Kasyanik and Dmitry Rusnak. The project “”Nomads” – a mobile recreation center” was defended by Diana Yakimenko, Vitaly Trofimov, Maria Belova and Maria Platonova.

    The jury members noted that this year there were many projects with a social focus, supporting a healthy lifestyle and sports.

    The general partner of the competition, which provided cash prizes to the teams, was the company “Profilans IT”.

    The chairman of the jury, associate professor of the Higher School of Industrial Management Anastasii Klimin presented letters of gratitude from the Foundation for Support and Development of Innovations “Polytech” to the general director of the company “Profilans IT” Mark Stramousov.     The ceremonial closing of the career guidance project “Smolny School” took place in the St. Petersburg administration, with Polytechnic University being one of the partner universities.

    At the ceremony, Igor Murashev, Deputy Chairman of the Committee for Civil Service and Personnel Policy of the Administration of the Governor of St. Petersburg, gave a welcoming speech. It was this committee that initiated the “Smolny School”, which promotes early career guidance for schoolchildren and the formation of a personnel reserve for the city.

  • MIL-OSI Russia: Rosneft continues training future programmers

    Rosneft Research Institute in Tomsk continues training Tomsk State University students in server developer and interface specialist competencies. Two more groups of students from the university’s Applied Mathematics and Computer Science departments have begun two months of practice-oriented training.

    During the course, one of the groups will learn how to create simple web servers, work with databases and stream processing of information. Students will become familiar with key technologies for creating software and managing data sets (note: Java, Spring Boot, PostgreSQL and Java Stream API). At the end of the training, future specialists will be able to write a server application in the messenger format.

    The second group will focus on studying the development of client application interfaces and will master the main stages of testing, optimization, protection and preparation of the project for launch.

    Last year, 29 students completed a similar practical course, most of whom decided to undergo industrial training at the Rosneft research institute. Following its successful completion, one of the graduates has already been hired.

    According to the curators of the educational project, the graduates of the first stream received solid experience in working with technologies that are used in industrial, commercial programming and in real projects. This will enable young specialists to quickly adapt to work tasks in the field of development.

    In order to form an external personnel reserve and a constant influx of highly educated young specialists, Rosneft has a corporate system of continuous education called “School – University – Enterprise”. It allows future professionals to learn more about real production and learn how to effectively apply their existing theoretical knowledge.

  • MIL-OSI Asia-Pac: HKMoA welcomes its 5 000 000th visitor (with photos)

         The Hong Kong Museum of Art (HKMoA) of the Leisure and Cultural Services Department has been well received by the local public and tourists. Today (May 21), the museum welcomed its 5 000 000th visitor since its expansion and reopening in 2019.
     
         To mark this extraordinary moment, the HKMoA arranged a special souvenir – a porcelain plate designed from the museum’s collection – which was presented by the Director of Leisure and Cultural Services, Ms Manda Chan, and an exclusive guided tour by the Museum Director of the HKMoA, Dr Maria Mok, for the 5 000 000th visitor. The visitor is Anabelle Champagne, a university student and tourist from Canada. It is the first time she and her friend have visited the HKMoA. She is interested in traditional art and she thinks the HKMoA has rich and diverse collections.
     
         With its modern architectural features and rich collections, the HKMoA has become one of Hong Kong’s cultural landmarks and a popular tourist attraction. It has been listed three times among the 100 most popular art museums in the world by the international art publication “The Art Newspaper” in 2022, 2024 and 2025. In 2024, the HKMoA recorded a total of over 1.76 million visitors, with an increase of over 40 per cent compared to 2023. Local visitors, as well as visitors from Mainland China and overseas, each accounted for one-third of the total audience. Among them, one-third had visited the museum more than once, reflecting the HKMoA’s strong appeal as a destination worth revisiting. More than 60 per cent were young visitors under the age of 30.
     
         Established in 1962, the HKMoA is the first public art museum in Hong Kong and the custodian of an art collection of over 19 500 sets of items, representing the unique cultural legacy of Hong Kong’s connections across the globe.   • MIL-OSI Asia-Pac: Legislative amendments on air transport of dangerous goods to be gazetted on Friday

    Legislative amendments which seek to implement the latest requirements of the International Civil Aviation Organization (ICAO) for the safe transport of dangerous goods (DG) by air will be gazetted on Friday (May 23) for tabling in the Legislative Council on May 28, and targeted for commencement on July 18, 2025.

    The Air Navigation (Hong Kong) Order 1995 (Amendment of Schedule 16) Order 2025 and the Dangerous Goods (Consignment by Air) (Safety) Regulations (Amendment of Schedule) Order 2025 serve to incorporate the ICAO’s latest requirements in the local legislation. Such requirements are set out in a new edition (i.e. the 2025-2026 edition) of the ICAO’s Technical Instructions for the Safe Transport of Dangerous Goods by Air (Technical Instructions).

    Some of the updated provisions introduced by the new edition of the Technical Instructions include:

    (a) A requirement to indicate on the DG transport document the dimensions of packages containing certain radioactive materials has been added to facilitate cargo loading procedures;

    (b) A note specifying DG allowed for carriage by passengers has been relocated to better reflect its applicability; and

    (c) Some changes to the technical requirements on the classification, packing, marking and labelling of certain kinds of DG for carriage by air have been incorporated.

    “The aviation industry is supportive to the legislative amendments which aim to enhance the safe carriage of DG by air,” a spokesperson for the Transport and Logistics Bureau said.

    DG, in the context of air transport, include explosives, compressed gas, flammable liquids, flammable solids, oxidising substances, toxic substances, infectious substances, radioactive materials and corrosives.

    SHANGHAI, May 21, 2025 (GLOBE NEWSWIRE) — Bilibili Inc. (“Bilibili” or the “Company”) (Nasdaq: BILI and HKEX: 9626), an iconic brand and a leading video community for young generations in China, today announced the proposed offering (the “Notes Offering”) of US$500 million in aggregate principal amount of convertible senior notes due 2030 (the “Notes”), subject to market conditions and other factors, only to persons reasonably believed to be qualified institutional buyers pursuant to Rule 144A under the Securities Act of 1933, as amended (the “Securities Act”). The Company intends to grant the initial purchasers in the Notes Offering an option to purchase up to an additional US$75 million principal amount of the Notes, exercisable for settlement within a 30-day period beginning on, and including, the date on which the Notes are first issued.

    The Company plans to use the net proceeds from the Notes Offering to enhance its content ecosystem to facilitate user growth, facilitate IP asset creation, and unleash its inherent potential. The Company also plans to use the net proceeds from the Notes Offering to improve its overall monetization efficiency, fund the Concurrent Repurchase (as defined below), fund future repurchases (from time to time) under its share repurchase program, and for other general corporate purposes.

    When issued, the Notes will be senior, unsecured obligations of the Company. The Notes will mature on June 1, 2030, unless repurchased, redeemed or converted in accordance with their terms prior to such date. Holders may convert their Notes at their option at any time prior to the close of business on the seventh scheduled trading day immediately preceding the maturity date. The interest rate, initial conversion rate and other terms of the Notes will be determined at the time of pricing of the Notes.

    The Company may redeem for cash all or any part of the Notes on or after June 6, 2028 if the last reported sale price of the Class Z ordinary shares has been at least 130% of the conversion price for the Notes then in effect for at least 20 trading days, whether or not consecutive, during any 30 consecutive trading day period preceding the date on which the Company provides notice of redemption (including the last trading day of such period) ending on, and including, the trading day immediately preceding the date on which the Company provides notice of redemption (the “Optional Redemption”). In addition, the Company may redeem for cash all but not part of the Notes at any time if less than 10% of the aggregate principal amount of Notes originally issued remains outstanding at such time (the “Cleanup Redemption”). The Company may also redeem the Notes upon the occurrence of certain tax-related events (the “Tax Redemption”). Holders of the Notes may require the Company to repurchase for cash all or part of their Notes in cash on June 1, 2028, or in the event of certain fundamental changes.     Tokyo stocks closed lower on Wednesday as investors sold off positions ahead of the upcoming Japan-U.S. finance ministers’ meeting.

    A stronger yen, which briefly rose to the mid-143 range against the U.S. dollar, added downward pressure.

    The benchmark Nikkei stock index, the 225-issue Nikkei Stock Average, closed at 37,298.98, down 230.51 points, or 0.61 percent, from the previous trading day.

    Market participants were cautious amid speculation that the United States might call for corrective measures against the weak yen. As the yen strengthened further in the afternoon, selling intensified in Nikkei futures, widening the index’s decline.

    The broader TOPIX index also declined, ending 5.95 points lower, or 0.22 percent, at 2,732.88.

    Of the listed stocks on the Tokyo Stock Exchange Prime Market, declining stocks numbered 816, while 747 rose and 69 remained flat.

    WATCH: Padilla defends California’s waivers from Republican attempts to overrule Senate Parliamentarian and avoid Senate’s 60-vote thresholdWASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), Ranking Member of the Senate Committee on Rules and Administration and a member of the Senate Environment and Public Works Committee, spoke on the Senate Floor to demand Republicans stop their shortsighted attempts to overrule the nonpartisan Senate Parliamentarian’s decision and break the rules in order to rescind California’s clean air waivers. Senator Padilla, U.S. Senate Democratic Leader Chuck Schumer (D-N.Y.), and U.S. Senator Sheldon Whitehouse (D-R.I.), Ranking Member of the Senate Committee on Environment and Public Works, held the floor after Majority Leader John Thune (R-S.D.) said today that he would move forward this week with a cynical attempt to rescind California’s Clean Air Act waivers with a 50-vote threshold under the Congressional Review Act (CRA), bypassing the filibuster and its 60-vote requirement by overruling the Senate Parliamentarian.
    The Trump-led Environmental Protection Agency (EPA) recently submitted three California waivers as “rules” to Congress — despite knowing full well that these waivers were not rules under the law. The Senate Parliamentarian determined that any resolutions aimed at overturning California waivers would not be entitled to the CRA’s expedited procedures and would therefore require 60 votes to secure Senate passage.
    Prior to his remarks, Senator Padilla posed two parliamentary inquiries to the Chair, making clear that Senate Republicans’ planned actions would not abide by the rules of the Senate.
    Padilla began his remarks by underscoring the immense importance of California’s clean air waivers for cleaning up the state’s uniquely severe air quality challenges. He highlighted his own experience growing up in the San Fernando Valley, where he was frequently sent home from school because of dangerous air quality.
    Padilla warned that Republicans’ attempt to throw out the Senate rulebook and revoke California’s waivers would significantly harm the public health of millions of people. He also called out Republicans for undermining the work members of their party like Presidents Ronald Reagan and Richard Nixon did to protect California’s air quality.
    “I wonder if any other member in this chamber grew up like I did, where on a pretty regular basis, we would be sent home from grade school because of the intensity and dangers of smog that settled over the San Fernando Valley, the City of Los Angeles. How many of you grew up to more reports of “unhealthy” air quality in the air quality index? … But that’s the case for far too many Californians still to this day.”
    “Congress recognized, rightfully so, that air quality in West Virginia or Wyoming is different than it is in Southern California. That there’s fewer cars on the road in Salt Lake City than there are in Los Angeles. And because California was and still is the center of innovation in the United States.”
    “Yet in 2025, it appears that Republicans want to overturn half a century of precedent in order to undermine California’s ability to protect the health of our residents. By using the Congressional Review Act to revoke California’s waivers that allow us to set our own vehicle emissions standards, Republicans seem to be putting the wealth of the Big Oil industry over the health of our constituents.”
    “As parents, we have some level of control certain things like the food we give our kids or the medications that we provide. But some things that we can’t control as parents include the quality of the air that they breathe outside. … Unless industry were to somehow decide to suddenly just do the right thing, it’s incumbent upon government to act. And that’s what California has done.”
    Padilla emphasized that California’s leading emission standards are important not only for public health, but to combat the climate crisis. He stressed that despite Republicans’ false and misleading claims to the contrary, California cannot impose its emission standards on any other state. Instead, other states have chosen voluntarily to follow California’s example.
    “California’s emission standards also represent ambitious but achievable steps to cut carbon emissions and fight the climate crisis. We’ve taken a stand because we know transportation is the single largest contributor to greenhouse gas emissions. And California has been proud to set the example for other states who may choose to follow suit.”
    “I want to be clear: California has not and cannot force our emission standards on any other state in the nation. As much as I may love that authority, that does not exist. But yes, over a dozen other states have voluntarily followed in California’s footsteps — not because they were forced to, but because they chose to in order to protect their constituents, their residents, and protect our planet.”
    Padilla highlighted that California’s clean emissions programs have propelled California to becoming the fourth-largest economy in the world and the biggest contributor to the federal treasury. He emphasized that the costs of inaction against the climate crisis cost Americans an average of $2,500 a year in medical bills and over $820 billion in total, according to estimates by the Natural Resources Defense Council.
    “California didn’t get there by sticking our head in the sand as the clean energy transition blossomed elsewhere. We leaned in. And we proved that what’s good for the air is good for business. What’s good for the planet and public health is good for the economy.”
    “Meanwhile, the costs of inaction continue to hit Americans where it hurts the most: in our wallets.”
    Padilla further stressed the extreme consequences if Republicans ignore the Parliamentarian, effectively blowing up the filibuster. He highlighted that while he and other Democrats supported lowering the threshold to pass a bill in 2022, Republicans defended the filibuster relentlessly — a dramatic contrast from their current attempts to revoke California’s waivers under a simple majority vote. He noted that Republicans must know they don’t have enough votes to amend the Clean Air Act under regular order, instead opting to ignore the independent, nonpartisan Government Accountability Office (GAO) and the Senate Parliamentarian to pursue this “nuclear option.”
    “It’s not just why Republicans are trying to undermine California’s climate leadership. It’s how they’re trying to do it.”
    “Yes, I do support lowering the threshold to move to pass a bill from a super majority to a simple majority — but only after there has been an opportunity for amendments and debate — in an effort to stop the endless partisan gridlock that prevents so much more progress that the American people deserve. I voted to make that rule change — and codify it in the Senate rules. But in 2022 when we did so, Republicans opposed it, and they defended the filibuster and the 60-vote threshold as sacred.”
    “Now, Republicans are trying to pass these bills — that strike at the heart of the Clean Air Act’s provision for California — on a simple majority, 50-vote threshold, bypassing the filibuster.”
    “Republicans are effectively saying that whenever the Parliamentarian rules against them, they can simply disregard her to bypass the filibuster and pass legislation on a simple majority vote. So no, this isn’t some one-off change to the rules — this is throwing out the rulebook entirely.”

    Padilla underlined a list of non-rule actions the Trump Administration could take in bogging down Congress with reviews from the past 30 years on items including vaccine approvals, broadcast licenses, merger approvals, and more, enabling President Trump’s political retribution. He detailed Republican priorities a future Democratic Administration could try to undermine, including mining permits, fossil fuel projects, foreign policy, tax policies, and Department of Government Efficiency (DOGE) disruptions. He concluded with a final push urging his colleagues not to abuse the CRA to rescind California’s Clean Air Act waivers.
    “So to my Republican colleagues, I should also say this: the old adage says, ‘what goes around comes around.’ And it won’t be long before Democrats are once again in the driver’s seat here, in the majority once again. And when that happens, all bets would be off because of the precedent you could be setting here at this moment.”

    The Craft Fair is traditionally the start of the City and District’s Christmas celebrations and will run for three days from Friday 14th until Sunday 16th November 2025.

    The weekend traditionally marks the beginning of the Christmas season in Derry and Strabane.

    The 29th edition of the event will attract thousands of attendees and runs from 10am until 6pm over the three days.

    Mayor of Derry City and Strabane District Council, Councillor Lilian Seenoi-Barr, said it represents an ideal opportunity for Crafters to showcase their products to a wide audience.

    “The Guildhall Craft Fair showcases a diverse range of bespoke items created by independent craft designer-makers and artists from across the North West,” she said.

    The Leeds Armed Forces Festival is back for a second year with an extravaganza of themed activities taking place leading up to Armed Forces Day itself at the end of next month.

    The festival, hosted by the Lord Mayor of Leeds, is a chance for everyone to show their support for the men and women who make up our armed forces community, from currently serving troops and service families, to reservists, veterans, and cadets.

    Lancaster City Council is establishing a cross-party working group to lead the next stage of preparations for a major overhaul of the district’s waste and recycling services.

    Changes have been approved to the way waste and recycling is collected from April 2026

    The group’s creation was recommended as part of a Cabinet decision on Tuesday (May 20) that approved wide-ranging proposals to align local collection services with the Government’s national waste strategy. Its remit will be to engage and consult with residents on the changes and respond to questions and concerns about how they will be implemented.

    Councillor Paul Hart, Cabinet Member with responsibility for Environmental Services, said: “Since the proposals were made public questions have been quite rightly raised around how the new system will affect people, particularly those who live in flats and other kinds of housing that may not have space for new bins.

    “While we have no choice but to introduce weekly food waste collections due it being a legal requirement, we recognise that we need to do it in a way that reflects the needs of our residents and the realities of our district.

    “Likewise, there are many issues around the introduction of wheelie bins for recycling and changes to the collection frequency that people have concerns about.

    “That’s why this group is so important. It will ensure that all voices are heard as we shape the detail of how these changes are introduced.”

    As with all councils in England the city council must introduce weekly food waste collections by March 31 2026. In addition, the council has now agreed to provide households with new 240-litre wheelie bin to replace recycling boxes for those with space, along with a move to three weekly collections.

    These changes are designed to reduce the amount of household waste, increase recycling rates, and ensure the council is well-positioned to access current and future Government funding.

    To support the rollout, the council has secured £1.46 million in Government funding to purchase new vehicles and provide the new food waste containers free of charge to all households.

    BEIJING, May 21 (Xinhua) — A train loaded with 1,610 tons of feed wheat flour arrived from Almaty to Wuhan, capital of central China’s Hubei Province, on Tuesday.

    This batch of flour will be delivered to local feed factories. Let us recall that the special train delivered agricultural products from Central Asia to Hubei Province for the first time, writes the Changjiang Ribao newspaper /Yangtze Daily/.

    To meet Hubei Province’s demand for feed raw materials, in recent years, regular China-Europe/Central Asia railway services have opened routes linking the province with cities in Kazakhstan, including Uralsk and Kokshetau.

    Currently, textiles, electronic products, automobiles and other goods are shipped from Hubei to Central Asia. At the same time, a warehouse for goods from Kazakhstan’s Turkestan region has been established in Wuhan.

    Two more freight trains carrying agricultural products are expected to leave Kazakhstan for Wuhan by the end of this month. The volume of such products imported from Central Asia to Hubei will exceed 500,000 tons per year.

    TAIYUAN, May 21 (Xinhua) — A warm front sweeping across northern China has prompted local authorities to sound a high-temperature alert and take measures to secure water supplies and guard against diseases and pests.

    The National Meteorological Center (NMC) issued a yellow alert for high temperatures on Wednesday, warning that temperatures could rise above 40 degrees Celsius in parts of Shaanxi, Shanxi, Henan and Hubei provinces. China has a four-tier weather warning system, with red being the highest, followed by orange, yellow and blue.

    This is a critical period for most winter wheat in Shanxi Province, which is at its peak of maturity. During this period, hot, dry winds can disrupt this process and affect the yield of this crop.

    Yuncheng City, one of the province’s major winter wheat producing regions, has taken a series of measures to combat drought and ensure a stable summer grain harvest. Technicians are using UAVs equipped with devices to monitor field conditions, leaf and soil moisture levels, to ensure efficient irrigation.

    Efforts to protect the wheat crop have also been stepped up in Hebei Province. Emergency teams, including students and teachers from China Agricultural University and local agricultural officials, are helping farmers use light-duty spot irrigation techniques to effectively water their crops.

    LONDON, May 21 (Xinhua) — The British government on Tuesday announced 100 new sanctions against Russia’s military, energy, financial sectors and those conducting information operations against Ukraine.

    London said it was also working to lower the $60-a-barrel oil price ceiling, which would further limit Russian oil revenues.

    On the same day, the European Union approved the 17th package of sanctions against Russia. The EU is trying to increase pressure on Russia to achieve a ceasefire in Ukraine.

  • MIL-OSI Russia: Into summer – with music!

    The Polytechnic University hosted a music festival dedicated to the closing of the season at the SPbPU Student Club. Students gathered on an improvised stage to listen to the performances of the Polytechnicians.

    The evening was opened by the SPbPU Pop Symphony Orchestra “Ingenium”, winner and laureate of many All-Russian and international competitions. Under the direction of conductor Dmitry Misyura, the musicians masterfully performed rock hits of the genre’s legends: from the powerful compositions “Rammstein” and “Aria” to the cult tracks “Europe” and “Survivor”. The audience not only applauded, but also unanimously picked up the familiar tunes.

    Up until this point, we considered ourselves experienced musicians, sufficiently seasoned by stage performances. But when we found ourselves in the open air, we were very surprised. We had no idea how difficult it was. On the one hand, it was an informal street setting and a sense of freedom, on the other hand, the need to be super focused, because the sound literally flies in different directions. In general, this is an incredibly interesting experience for the orchestra. The impressions are amazing! – shared first-year student of the Institute of Culture and Science, violinist Natalia Maksimova.

    No less striking was the appearance on stage of the international group “Secret Scarlet”. Created three years ago by foreign students of the Polytechnic University, the group united musicians from Indonesia, Russia and Bolivia. Sharp guitar riffs, energetic vocals and driving arrangements conquered the audience, proving that music erases boundaries. Festival guests not only sang along and danced, but also created: they left warm wishes and author’s autographs on the art wall made of vinyl records.

    The 2024-2025 season was busy for student creative associations: the groups went to perform all over Russia – they visited Moscow seven times, Veliky Novgorod three times, showed themselves in Gatchina, Kislovodsk, Samara and Petrozavodsk. Foreign trips were not ignored either: choirs sang at concert venues in Armenia and Belarus. In total, over the past season, the Polytechnic studios and associations performed 135 times, gave 61 performances, and won 50 awards in competitions and festivals.

  • MIL-OSI Russia: Polytechnic students won prizes at an international conference in Kazan

    Peter the Great St. Petersburg Polytechnic University took part in the IV International Scientific and Practical Conference “Discovering the World of Science”. The event was held at the preparatory faculty for foreign students. Young researchers from Tomsk and Perm Polytechnic Universities, Ivanovo State Medical University and Kazan Federal University also took part. Foreign participants discussed the history of science, important scientific discoveries and achievements, as well as promising scientific areas in countries and regions of the world.

    Pre-graduate students of the Higher School of International Educational Programs (HSIEP) from Pakistan Zarak Ali Khan and Zaib Shah presented reports prepared under the supervision of Deputy Head of Research Daria Ignatyeva and Senior Lecturer Ksenia Moiseyeva. Zarak Ali Khan presented the study “Comparative Analysis of Load Flows for Different Power Plant Configurations in ETAP”, which is dedicated to the optimization of power systems. Zaib Shah presented innovative solutions in the field of renewable energy in the report “Methods for Tracking the Maximum Power Point in Solar Power Systems”.

    The jury highly appreciated the scientific depth of the works: Zaib Shah took first place, and Zarak Ali Khan – third. Thanks to this, they got the opportunity to publish in the scientific journal of KFU.

    The event became an important platform for exchanging experience between young scientists and identifying promising areas of research. Participants agreed to intensify inter-university cooperation in energy, engineering and medical technologies, develop joint projects focused on sustainable development and “green” technologies, and expand academic mobility programs.

    Zarak Ali Khan said that he had an unforgettable experience thanks to the combination of professional growth and acquaintance with the cultural heritage of the city. Zaib Shah compared Kazan to a page from a fairy tale, noting the beauty of the Kremlin, Lake Kaban, Bauman Street and the local cuisine.

    The conference organisers noted the growing level of scientific work by foreign students and expressed confidence that the event would become a traditional launching pad for future discoveries.

  • MIL-OSI Europe: NRRP steering committee meeting held at Palazzo Chigi

    A steering committee meeting for the National Recovery and Resilience Plan (NRRP) was held at Palazzo Chigi this afternoon, called and chaired by the Minister for European Affairs, the NRRP and Cohesion Policy, Tommaso Foti. The meeting, attended by all Ministers and Undersecretaries of State involved as well as by representatives from ANCI [National Association of Italian Municipalities], UPI [Union of Italian Provinces] and the Conference of Regions and Autonomous Provinces, approved a proposal for a technical review of the NRRP, aimed at ensuring its effective implementation, which will soon be submitted to Parliament and to the European Commission.
    The update regards changes due to objectively new circumstances that have arisen as well as formal corrections, in full compliance with the EU regulation on the Recovery and Resilience Facility, which allows Member States to request amendments to their national plans.

    During the steering committee meeting, which acknowledged the NRRP’s implementation status, Minister Foti shared amendment proposals from the administrations concerned as well as information linked to the constructive ongoing discussions with the European Commission regarding updates to the Plan, which, in any case, will not have an impact on its ambition or overall financial allocation.
    In addition to a restructuring of rail investments to strengthen strategic lines, the proposal also provides for an increase in investments for the implementation of biomethane plants to develop a circular economy for waste and to incentivise the future of mobility through low environmental impact cars.

    With regard to the Plan’s financial progress, to date, seven payment requests have been submitted and the corresponding disbursements have been made for the first six instalments, making Italy the EU Member State to have received the most funding, equal to EUR 122 billion, corresponding to 63% of the NRRP’s total resources. With the next payment of the seventh instalment, currently undergoing final review by the European Commission, Italy’s leading position in Europe in terms of the progress of its Plan will be confirmed, with EUR 140 billion received, corresponding to 72% of the total resources, and regarding performance, with approximately 55% of the planned goals achieved. 

    Discussions with the administrations concerned and with the European Commission are still ongoing to ensure full implementation of the Plan, also through an overall adjustment. This adjustment will follow the technical review proposal on the agenda for today’s steering committee meeting, which is to be discussed by Parliament in the coming days.
