Crédit Agricole S.A. (the “Issuer”) announces today the redemption (the “Redemption”) with effect on June 16, 2025 (the “Redemption Date”) of all of its outstanding USD 1,500,000,000 Senior Non-Preferred Callable Fixed-to-Floating Rate Notes issued on June 16, 2020 (ISIN: Rule 144A: US22535WAG24 and Regulation S: US22536PAG63) (the “Notes”) pursuant to Condition 9(a) (Redemption at the Option of the Issuer) of the terms and conditions of the Notes included in the base offering memorandum dated April 8, 2020, as supplemented by the pricing term sheet dated June 9, 2020 (together, the “Terms and Conditions”), at the outstanding nominal amount thereof, together with any accrued interest thereon (the “Redemption Amount”).

MIL-Evening Report: Russia is labelling Oscar Jenkins a ‘mercenary’, not a prisoner of war. What’s the difference – and why does this matter?

Oscar Jenkins, a 33-year-old former teacher from Melbourne, was one of many foreigners who responded to Ukrainian President Volodymyr Zelensky’s call in 2022 for volunteers to join Ukraine’s armed forces to help repel Russia’s invasion.

In early 2024, Jenkins joined Ukraine’s International Legion of Territorial Defence, which has attracted some 20,000 fighters from 50 countries since the war began. He had no previous military experience, but this wasn’t a requirement to join.

In December, Jenkins was captured by Russian forces in Russian-occupied eastern Ukraine and accused of serving as a “mercenary” in Ukraine’s 66th Mechanised Brigade’s 402nd Rifle Battalion. He was tried in a Russian court and sentenced on May 16 to 13 years imprisonment in a maximum-security penal colony.

When a foreigner volunteers to fight in a war, their legal status under international law can be complicated.

Are they a soldier with the full authorisation of one of the warring parties to engage in hostilities? Or are they an illegal mercenary?

And what happens if they are captured?

Why legal status matters

The answers to these questions have very real importance to the thousands of foreigners who have joined Ukraine’s International Legion since 2022.

Russian authorities have classified all of Ukraine’s foreigner fighters as “mercenaries”. They’ve used this label to deny foreign fighters the status of “prisoner of war” (POW), with the requisite protections that come along with that under international humanitarian law.

While foreigners are permitted under international law to enlist in the armed forces of a state for political or moral reasons, mercenaries have historically been outlawed due to their sole motivation being financial gain.

International humanitarian law (the rules that govern war) define mercenaries as individuals who are not nationals or residents of a state engaged in war and are recruited to fight outside that state’s official armed forces.

They are motivated solely by private gain (like money or promises of reward), often well in excess of what the traditional armed forces are paid. Mercenaries are essentially professional soldiers who sell their services to a state without any real ties to that country.

Once a fighter is classified as a “mercenary”, they lose all the legal protections that are traditionally afforded lawful combatants.

This includes prisoner of war status if they are captured and immunity from prosecution for fighting in a conflict. Prisoners of war are also entitled to humane treatment and access to food and medical care. And they cannot be subjected to sham trials or torture.

According to my research, many of the foreign nationals who joined the International Legion were motivated by a desire to defend Ukraine against Russia’s aggression. They were sworn into Ukraine’s armed forces and paid the same as a Ukrainian soldier of equal rank.

Once enlisted in the armed forces, they were immediately exempt from “mercenary” status, irrespective of their motivation for joining.

As such, these foreign fighters should be entitled to the full range of protections guaranteed to members of Ukraine’s armed forces under the Geneva Conventions.

Labelling lawful foreign members of the Ukrainian armed forces as “mercenaries”, and denying them their protections, is an abuse of international law.

How can Australia protect its nationals?

If an Australian enlists in Ukraine’s armed forces and is captured by Russian forces, there is a limited toolkit the Australian government can use to help him or her. However, it is not powerless.

Through its embassy in Moscow, Australia can request access to detainees to assess their welfare while in prison. Russia can, however, decline this access. Details of a detainee’s capture may also be withheld.

Australia can also apply diplomatic pressure to ensure humane treatment of prisoners and their full POW rights.

This can be done by working with international bodies, such as the UN Working Group on Arbitrary Detention or organisations like the International Committee for the Red Cross (ICRC), which can request access to detainees.

It appears the government is already doing some of these things. According to Foreign Minister Penny Wong, the government has been working with Ukraine and the ICRC to advocate for Jenkins’ welfare and release, and providing consular support to Jenkins’ family.

Australia also has an obligation to warn its citizens they will likely face severe consequences if they travel to Ukraine to fight and are captured by Russian forces, given Russia’s misuse of the “mercenary” label.

Through back-channel negotiations, Australia could also push Ukraine or its allies to include Australians being held by Russia in future prisoner swaps.

In January of this year, Ukraine and Russia carried out such an exchange of 470 prisoners from both nations. And in talks last week in Turkey, both sides agreed to release another 1,000 prisoners on each side.

Such exchanges have involved foreign fighters in the past. In 2022, 10 foreign citizens were included in a prisoner swap, including five Britons, two Americans, a Croatian, a Swede and a Moroccan. Several of them had been convicted of being mercenaries and sentenced to death after a Russian sham trial.

There is no guarantee Jenkins would qualify for such an exchange, however, if Russia continues to classify him as a mercenary.

Lastly, President Meloni expressed her appreciation for the willingness Ukraine has once again shown with regard to dialogue, and reaffirmed the hope that Moscow will seriously engage, through direct leader-to-leader contact, in negotiations that can lead to peace.

A smoking ceremony and community planting of native species have today marked the official opening of the $1.5M Strathfieldsaye Town Square.

The Strathfieldsaye Town Square has been named Djayi balak garat, which means ‘tread lightly you lot on Country’ in Dja Dja Wurrung language.

The project is the first to be completed from start to finish under the Yilingga Marna (‘shake hands’ in Dja Dja Wurrung language) agreement between the City of Greater Bendigo and DJAARA (the Dja Dja Wurrung Clans Aboriginal Corporation).

Yilingga Marna recognises each organisation’s priorities and Dja Dja Wurrung Peoples’ rights as the Traditional Owners of this land. It provides an agreed pathway for the City to deliver projects on Country that are also on Crown land.

Under the agreement, Dja Dja Wurrung enterprise DJANDAK created timber furniture with custom artwork by Dja Dja Wurrung and Yorta Yorta artist Drew Berick, interpretive signage, and completed contemporary tree scarring and understory planting.

Successfully working with DJANDAK on a paving design, the City completed the paving works on site. The paving in the central space symbolises all people in the community meeting together.

The project also extended to the delivery of a mural on the recently constructed Emu Creek underpass by Dja Dja Wurrung and Yorta Yorta artist Troy Firebrace.

The town square also included the construction of flexible, paved gathering spaces, a north-south shared path connecting Apsley Street and Wellington Street/Strathfieldsaye Road, a hardscape commercial break out area, raised garden beds with seating, native planting and shade trees and open lawn space.

Mayor Cr Andrea Metcalf said Djayi balak garat forms the future heart of Strathfieldsaye.

“The creation of a town square was a key outcome of the 2017 Strathfieldsaye Urban Development Framework, where the community told us they wanted a gathering place for local events,” Cr Metcalf said.

“This landmark destination provides a place for residents to shop, gather, meet, attend events and enjoy.

“We would like to thank our DJAARA friends and colleagues for walking together with us to deliver this project. Strong, genuine engagement with Traditional Owners has achieved an amazing outcome, revitalising Country and providing our community with a renewed space.

“We are excited to see the community make use of the space and put it at the heart of local celebrations, events and other activities, while remembering to tread lightly and care for Country as we go.”

DJAARA General Manager Cassandra Lewis said it was fitting for the first project under Yilingga Marna to be about community gathering together.

“Community gathering for ceremony and trade is an important aspect of Djaara culture – and, indeed, of many cultures. The town square is a place where people from all cultures can gather and share Country together,” Ms Lewis said.

“Creative elements in the town square remind us of the continued presence of Dja Dja Wurrung People, but there’s a strong emphasis on this being a shared space where all people can meet equally.

Last week the World Health Organisation (WHO) declared a polio outbreak in Papua New Guinea (PNG).

The highly infectious virus was found in two healthy, polio-vaccinated children who were screened following detection of the virus during routine wastewater sampling in Lae, PNG’s second largest city. Wastewater samples are also positive in the capital Port Moresby, indicating the potential of spread around the country.

The strain has been identified as circulating vaccine-derived poliovirus type 2, similar genetically to a strain circulating in Indonesia.

So what does this mean? And what will happen now in PNG?

Polio, or poliomyelitis, is a highly contagious disease caused by the poliovirus. It primarily affects children.

Most infections don’t cause significant symptoms and go largely unnoticed. But less than 1% of infections result in paralysis.

Poliovirus is spread by person-to-person contact or the ingestion of contaminated virus from faeces. The virus multiplies in the gut of people who are infected, and they shed the virus in their stool for several weeks. In this way it can spread through a community, especially in areas with poor sanitation.

A recent review also suggested a greater role for transmission via respiratory particles than we previously thought.

Wild poliovirus (as distinct from vaccine-derived poliovirus, which we’ll discuss shortly) was a major public health issue prior to the rollout of vaccination in 1950s. This campaign led to the virtual elimination of the disease in rich countries such as Australia.

Since the Global Polio Eradication Initiative was launched in 1988, cases have decreased by 99% globally. Wild poliovirus remains endemic only in Pakistan and Afghanistan.

Polio vaccines

There are two types of vaccines – the oral polio vaccine and the inactivated polio vaccine.

Delivered as two drops in the mouth at least four times in early childhood, the oral vaccine contains a live-attenuated (weakened) form of the poliovirus. It triggers a strong immune reaction in the gut that slows the replication of wild poliovirus, and reduces shedding in the stool, limiting transmission.

The oral vaccine does carry a small risk of the weakened vaccine strain causing paralysis. This occurs in
roughly one in 2.7 million doses of the oral vaccine administered, usually at the first dose.

The inactivated polio vaccine (part of the routine immunisation program in Australia) contains an inactivated or dead form of the poliovirus, which is unable to cause polio in the recipient.

Given as an injection, this vaccine stimulates the immune system to produce protective antibodies in the blood against poliovirus. Three doses of the inactivated vaccine are highly protective against developing symptoms and paralysis from polio.

However, this vaccine is thought not to be as effective as the oral vaccine at preventing infection and shedding in the gut. Therefore, it doesn’t prevent transmission.

What is vaccine-derived poliovirus?

As the weakened poliovirus in the oral vaccine is still shed in the stool, it can spread in communities with poor sanitation. The vaccine strain can mutate to a form that can cause paralysis, like wild poliovirus. The result, circulating vaccine-derived poliovirus, is a problem particularly when polio immunisation rates are low.

The risk of international spread of vaccine-derived poliovirus has been assessed as high by the WHO and United States Centers for Disease Control and Prevention. There were outbreaks in 39 countries in 2023–24.

A novel oral polio vaccine, nOPV2, which is less likely to mutate, has been used in outbreaks of vaccine-derived poliovirus since 2021.

Routine vaccination with the inactivated polio vaccine is key to preventing vaccine-derived poliovirus, and is recommended by WHO. The polio endgame will involve this transition from the oral vaccine to the inactivated vaccine.

In 2019, all countries had introduced the inactivated vaccine. However uptake remains low because of a lack of resources and inadequate access to health services in poor countries.

What happens now in PNG?

The PNG government has responded swiftly to activate its polio emergency response plan, supported by partners including WHO, UNICEF and the Australian government.

Notably, PNG’s vaccination rate is among the lowest in the world, with only about 50% of children born each year receiving the recommended childhood vaccines, including the oral polio vaccine. To induce herd immunity and prevent outbreaks of disease, coverage should be at least 95%.

PNG was declared polio free in 2000. But there was an outbreak in 2018 of vaccine-derived polio type 1 with 26 cases across nine provinces. The outbreak was brought under control through supplementary rounds of vaccination, enhanced surveillance, and expanded communication and community engagement.

There are many lessons to be learned from the successful response to the 2018 polio outbreak. These three pillars of the response remain relevant:
- mass vaccination (using nOPV2)
- enhanced surveillance for cases and wastewater sampling
- communication (through traditional and social media) and localised community engagement.
Further research will be crucial to understand where transmission is occurring and target the response accordingly. This includes the question of potential for spread between Indonesia and PNG – a neglected health security issue.

How about the risk in Australia?

While the risk of spread of polio in Australia is low, the virus does not respect borders, and we cannot become complacent.

Australia’s overall coverage with the inactivated vaccine is close to 95% but there has been a concerning decline in childhood immunisation since the COVID pandemic. Australia must address this and maintain its polio wastewater monitoring system.

Supporting PNG and working with other countries towards global polio eradication is the best way Australia can protect itself.

This outbreak is a timely reminder that the last mile in the global eradication of polio remains elusive. As we emerge from a pandemic, the need for international cooperation, strengthening health systems and responding swiftly to health emergencies such as polio couldn’t be stronger.

The severe weather threat for Tornado Watch 291 continues.

SUMMARY…A tornado threat will continue across parts of
south-central Kansas over the next couple of hours. A strong tornado
will be likely, and an EF3+ tornado could occur.

DISCUSSION…An intense tornadic supercell is ongoing about 50
statute miles to the west-northwest of Wichita, KS. This storm is
located just to the east of an axis of moderate instability, where
the RAP is analyzing MLCAPE in the 3000 to 4000 J/kg range. This
supercell is also located just to the southwest of the center of a
50 to 60 knot low-level jet. The low-level jet is creating very
strong low-level shear, which is being sampled by the WSR-88D VWP at
Wichita. This is creating a long looped hodograph and 0-3 km
storm-relative helicity of near 650 m2/s2. This environment will be
favorable for tornadoes, and a EF3+ tornado will be possible. In
addition to the tornado threat, forecast soundings have 700-500 mb
lapse rates near 8 C/km, which will be favorable for large hail.
Hailstones of greater than 2 inches in diameter may also accompany
the more intense cores.

Significant events during the first quarter

Validation of Proof of Concept together with MobilityXlab partner
The validation of the Proof of Concept (PoC) has been completed. Following the installation of BlincVision in the partner’s vehicle and test environment, work has continued based on the defined requirements. The insights gained from the PoC have been valuable for the continued development of the product, and the validation now shows promising results in the defined test scenarios. The dialogue is ongoing, and Terranet intends to involve the partner in upcoming evaluations of the MVP.

Further development of existing prototype into MVP (Minimum Viable Product)
The development from prototype to MVP is taking place during the first and second quarters, in line with the communicated product development plan. The initial months of the year have focused on requirement specification, design work, and concept verification. The design has been improved to simplify integration and installation of the system in future partners’ vehicles and test environments. Development efforts continue with a focus on increasing the system’s maturity and functionality.

New CEO

On March 10, Lars Lindell took over as the company’s new CEO. He brings many years of experience in leadership roles within tech and growth companies, along with broad international expertise and deep knowledge in sales and business models.

New financing secured
On April 16, the company announced that the Board had decided on two directed share issues of SEK 25 million and a fully guaranteed rights issue of SEK 15 million. The directed issue consists of two parts, of which the first, amounting to SEK 9 million (fully paid as of April 30), falls within the authorization from
the 2024 AGM. The second part of the directed issue, along with the rights issue,
is subject to approval at the 2025 AGM.

The first quarter was marked by a clear focus on taking the next step in Terranet’s development. With a 2025 plan targeting an MVP for customers in the third quarter, the organization is fully committed to reaching our goals. Since stepping into the role as CEO in March, I’ve had the opportunity to get to know the business, the team, and our priorities. It’s clear that there is a strong drive to move the technology toward commercial use. In June, the management team and board will meet for this year’s strategy session – an important opportunity to set the direction for 2026 and create the right conditions for continued development and growth.

Strengthening BlincVision’s patent portfolio
As part of the MVP development, Terranet is addressing technical challenges within the application areas of event-based cameras. Since the design is now defined and the MVP is set to begin customer deliveries in the third quarter of 2025, it is crucial to intensify the work on IP protection. The company currently licenses patents related to the technology we are developing from third parties, while also continuously strengthening our own patent protection for BlincVision as an integrated part of the development process. This has already resulted in proprietary patent applications, and the work to build a strong, in-house portfolio within event-based camera technology is ongoing.

Development and commercialization progressing according to plan
The Proof of Concept report for our partner in MobilityXlab has now been completed. The report confirms that BlincVision performs well even in demanding test scenarios, while also identifying areas for further development. The collaboration has been highly valuable and provides important insights for continued product development. The dialogue with the partner continues, with the aim of including them in the upcoming evaluation of our MVP.

During the quarter, development efforts have primarily focused on advancing the prototype toward an MVP, through testing in both indoor and outdoor environments, and by improving both software and hardware.

In the third quarter, our MVP will begin testing with a few selected partners. One of them is an industrial player in the mining sector, with whom a collaboration agreement has already been signed. A kickoff meeting has taken place, and the project requirements have been defined. We look forward to bringing the MVP to the market and gaining a clearer picture of how the technology delivers value in real-world applications.

A strong financing round
After the end of the quarter, we completed a successful financing round for the company. A total of SEK 40 million was secured, consisting of a directed issue of units in two parts totaling SEK 25 million and a fully guaranteed rights issue of units of SEK 15 million. The rights issue is being carried out to compensate shareholders who were unable to participate in the directed issue. Both issues were executed with a low discount relative to the average share price in the days preceding the board’s decision.

The first directed issue of approximately SEK 9 million was fully completed by the end of April, while the second directed issue will be executed following the Annual General Meeting on May 23. The rights issue – which, together with the second directed issue, is subject to approval at the AGM – will be carried out in the weeks following the meeting.

The unit issues also include TO9 series warrants, with a subscription period in the first half of December. If fully exercised, the warrants could provide the company with an additional SEK 15 million.

In the press release on April 16, we stated that the total financing, assuming a high exercise rate of TO9, is expected to be sufficient into the second quarter of 2026. There is always some uncertainty regarding the performance of the stock market and, as such, how much TO9 will ultimately contribute. We will adjust our spending to align with the financial reality at any given time.

Indian stock market opens flat amid mixed global cues

Indian benchmark indices opened flat on Monday amid mixed global cues, as selling was seen in the IT sector in the early trade.

At around 9.32 am, Sensex was trading 3.88 points or 0.00 per cent up at 82,326.71 while the Nifty climbed 14.70 point or 0.06 per cent at 25,034.50.

Nifty Bank was up 134.25 points or 0.24 per cent at 55,489.15. The Nifty Midcap 100 index was trading at 57,203.80 after rising 143.30 points or 0.25 per cent. Nifty Smallcap 100 index was at 17,701.75 after climbing 141.35 points or 0.80 per cent.

According to analysts, “they now have only the October 2024 peak ahead at 25,235, which is in close vicinity, before 26,277, the lofty peak of September stares at us. This warns us to be guarded against sudden withdrawal in risk appetite and buying interest as we push ahead”.

“With this in the backdrop we will begin the week expecting continuation of an uptrend, with an intraday downside marker at 24,950. However, brace for declines, should the upswings there of fail to clear 25,235 or if there is an outright breakdown past 24,870/807 region,” said Anand James, Chief Market Strategist of Geojit Investments Limited.

The prime mover of the ongoing rally in the Indian market is the sustained FII inflows of around Rs 23,800 crore so far this month.

“Of course, the decline in global trade tensions, the rally in global markets led by the US and the India-Pak ceasefire have created the setting for this rally,” said experts.

Meanwhile, in the Sensex pack, Infosys, TCS, IndusInd Bank, HCL Tech, Tech Mahindra, M&M, Eternal, Reliance and L&T were the top losers. Whereas, NTPC, Bajaj Finance, Tata Motors, Sun Pharma, Bajaj Finserv, PowerGrid, SBI and HDFC Bank were the top gainers.

In the Asian markets, China, Hong Kong, Japan, Bangkok and Seoul were trading in red, whereas, only Jakarta was trading in green.

In the last trading session on Friday, Dow Jones in the US closed at 42,654.74, up 331.99 points, or 0.78 per cent. The S&P 500 ended with a gain of 41.45 points, or 0.70 per cent, at 5,958.38 and the Nasdaq closed at 19,211.10, up 98.78 points, or 0.52 per cent.

On the institutional front, foreign institutional investors (FIIs) were net buyers of equities worth Rs 8,831.05 crore on May 16, while domestic institutional investors (DIIs) purchased equities worth Rs 5,187.09 crore.

Looking ahead to President Trump’s call with President Putin tomorrow, the leaders discussed the need for an unconditional ceasefire and for President Putin to take peace talks seriously.

They also discussed the use of sanctions if Russia failed to engage seriously in a ceasefire and peace talks.

The leaders looked forward to speaking again soon.

MIL-Evening Report: Politics, protest and some seriously inappropriate songs: who gets censored at Eurovision, and who doesn’t?

As always, Eurovision 2025 was full of glitter, costume reveals, divas, spectacle and, of course, controversy. From ongoing calls to ban Israel from participating, to one song that had to be edited since it was too inappropriate, here’s what you may have missed from this year’s contest.

A milkshake meltdown

For Australian viewers, the final may have been a bit of a letdown because, for the second year in a row, our contestant failed to get past the semis.

Go-Jo’s Milkshake Man seemed like a strong offering, with its daft and suggestive lyrics, huge energy and oversized blender prop – but some weak vocals on the night left us in the cold.

Other wacky entries of the uniquely Eurovision variety fared better, though. Sweden’s ode to saunas, Bara Bada Bastu, started the night as the favourite to win and ended high with a fourth placing, just behind Estonia’s rubbery-legged Tommy Cash, whose love song to coffee may have just been more relatable to voters.

Serving what?

More controversial was Miriana Conte’s song for Malta, originally titled Serving Kant, with kant being the Maltese word for singing. But this thinly disguised attempt to celebrate “serving cunt” was deemed inappropriate by the European Broadcasting Union, and reworked as simply Serving.

This performance is part of a long Eurovision tradition of celebrating queer culture. Each year, multiple entries use LGBTQIA+ imagery, tropes and lyrics to celebrate the theme of being who you are.

Last year’s event marked the first time two non-binary performers were featured in the contest. One of them, Switzerlans’s Nemo, won. As a side note, Nemo’s return performance this year may be one of the best things to ever grace the Eurovision stage.

But it seems Malta’s cheeky play on the theme didn’t pay off, as it landed them in 17th place by the end of the voting.

Other stand-out performances included Finland’s Erika Vikman, who outperformed a whole crop of big-voiced divas in sparkly body suits by riding a giant flaming microphone to the roof of the stadium during the, ahem, climax to Ich Komme (which translates to “I’m coming”).

Less in your face, yet strangely compelling, were the women of Latvia’s folk band Tautumeitas. In their forest-nymph-axolotl (?) costumes, they delivered a flawless and gentle performance.

A heated, close race to the top

The winner was, as is often the case at Eurovision, a more serious song that showcased a high level of musicianship and vocal ability. Austria’s JJ performance of Wasted Love was stripped-back compared to most of the rivals.

JJ took to the stage alone, using a completely black and white palette that stood out against the reds that dominated the rest of the night. The way he used his body onstage, and the dynamism of his soprano voice – moving from a conventional pop vocal style to a more operatic delivery – was compellingly dramatic, and was rewarded by the juries and public voters.

It was a close race for the top spot however. I imagine the broadcasting union breathed a sigh of relief when Austria knocked Israel into second place at the last moment.

Israel’s presence in the contest has been a source of division and conflict since the events of October 7. For two years there have been highly publicised calls to expel Israel from the competition, in light of the extreme atrocities and human rights abuses taking place on the ground in Gaza.

Multiple pro-Palestinian rallies took to the streets in the host city, Basel, and protesters trying to disrupt the Israeli performance found their way into the arena during the rehearsals and final. While they did not make it into the broadcast, there were reports of audience members being removed, staff being hit with paint, and violent clashes with security and police.

Beyond this, 70 ex-competitors and, separately, more than 4,000 Nordic music workers put their names on open letters protesting Israel’s inclusion in the contest. But these attempts failed, partly because the countries involved did not threaten to withdraw themselves if Israel participated (which was how Russia was expelled from the 2022 contest, in the wake of its invasion of Ukraine).

What can we expect moving forward

It’s worth considering what Israel’s inclusion in the contest does allow. In recently published work, my coauthors and I consider what it means to face up to some of the uglier aspects of music and music-making – and to sit with the discomfort, rather than ignore it.

If Israel had been excluded, those calling for its exclusion may have achieved a sense that a certain wrong had been righted, and the Eurovision party could go on, free from worry.

Yet the realities of events in Gaza would not have disappeared. Viewers at home would simply not have to think about them.

Israel’s inclusion – and the opposition to it – forces us to ask what role, if any, cultural institutions can play in helping put a stop to what the International Court of Justice has said can plausibly be called a genocide.

While the broadcasting union could perhaps put pressure on Israel with a ban, the fissures of Israel’s continued inclusion have shone a spotlight on other types of pressure and resistance – and the power music has in bringing people together for the explicit purpose of being political.

MIL-Evening Report: The re-emergence of polio in Papua New Guinea shows global eradication remains elusive

Last week the World Health Organisation (WHO) declared a polio outbreak in Papua New Guinea (PNG).

The highly infectious virus was found in two healthy, polio-vaccinated children who were screened following detection of the virus during routine wastewater sampling in Lae, PNG’s second largest city. Wastewater samples are also positive in the capital Port Moresby, indicating the potential of spread around the country.

The strain has been identified as circulating vaccine-derived poliovirus type 2, similar genetically to a strain circulating in Indonesia.

So what does this mean? And what will happen now in PNG?

First, what is polio?

Polio, or poliomyelitis, is a highly contagious disease caused by the poliovirus. It primarily affects children.

Most infections don’t cause significant symptoms and go largely unnoticed. But less than 1% of infections result in paralysis.

Poliovirus is spread by person-to-person contact or the ingestion of contaminated virus from faeces. The virus multiplies in the gut of people who are infected, and they shed the virus in their stool for several weeks. In this way it can spread through a community, especially in areas with poor sanitation.

A recent review also suggested a greater role for transmission via respiratory particles than we previously thought.

Wild poliovirus (as distinct from vaccine-derived poliovirus, which we’ll discuss shortly) was a major public health issue prior to the rollout of vaccination in 1950s. This campaign led to the virtual elimination of the disease in rich countries such as Australia.

Since the Global Polio Eradication Initiative was launched in 1988, cases have decreased by 99% globally. Wild poliovirus remains endemic only in Pakistan and Afghanistan.

Polio vaccines

There are two types of vaccines – the oral polio vaccine and the inactivated polio vaccine.

Delivered as two drops in the mouth at least four times in early childhood, the oral vaccine contains a live-attenuated (weakened) form of the poliovirus. It triggers a strong immune reaction in the gut that slows the replication of wild poliovirus, and reduces shedding in the stool, limiting transmission.

The oral vaccine does carry a small risk of the weakened vaccine strain causing paralysis. This occurs in
roughly one in 2.7 million doses of the oral vaccine administered, usually at the first dose.

The inactivated polio vaccine (part of the routine immunisation program in Australia) contains an inactivated or dead form of the poliovirus, which is unable to cause polio in the recipient.

Given as an injection, this vaccine stimulates the immune system to produce protective antibodies in the blood against poliovirus. Three doses of the inactivated vaccine are highly protective against developing symptoms and paralysis from polio.

However, this vaccine is thought not to be as effective as the oral vaccine at preventing infection and shedding in the gut. Therefore, it doesn’t prevent transmission.

What is vaccine-derived poliovirus?

As the weakened poliovirus in the oral vaccine is still shed in the stool, it can spread in communities with poor sanitation. The vaccine strain can mutate to a form that can cause paralysis, like wild poliovirus. The result, circulating vaccine-derived poliovirus, is a problem particularly when polio immunisation rates are low.

The risk of international spread of vaccine-derived poliovirus has been assessed as high by the WHO and United States Centers for Disease Control and Prevention. There were outbreaks in 39 countries in 2023–24.

A novel oral polio vaccine, nOPV2, which is less likely to mutate, has been used in outbreaks of vaccine-derived poliovirus since 2021.

Routine vaccination with the inactivated polio vaccine is key to preventing vaccine-derived poliovirus, and is recommended by WHO. The polio endgame will involve this transition from the oral vaccine to the inactivated vaccine.

In 2019, all countries had introduced the inactivated vaccine. However uptake remains low because of a lack of resources and inadequate access to health services in poor countries.

What happens now in PNG?

The PNG government has responded swiftly to activate its polio emergency response plan, supported by partners including WHO, UNICEF and the Australian government.

Notably, PNG’s vaccination rate is among the lowest in the world, with only about 50% of children born each year receiving the recommended childhood vaccines, including the oral polio vaccine. To induce herd immunity and prevent outbreaks of disease, coverage should be at least 95%.

PNG was declared polio free in 2000. But there was an outbreak in 2018 of vaccine-derived polio type 1 with 26 cases across nine provinces. The outbreak was brought under control through supplementary rounds of vaccination, enhanced surveillance, and expanded communication and community engagement.

There are many lessons to be learned from the successful response to the 2018 polio outbreak. These three pillars of the response remain relevant:
- mass vaccination (using nOPV2)
- enhanced surveillance for cases and wastewater sampling
- communication (through traditional and social media) and localised community engagement.
Further research will be crucial to understand where transmission is occurring and target the response accordingly. This includes the question of potential for spread between Indonesia and PNG – a neglected health security issue.

How about the risk in Australia?

While the risk of spread of polio in Australia is low, the virus does not respect borders, and we cannot become complacent.

Australia’s overall coverage with the inactivated vaccine is close to 95% but there has been a concerning decline in childhood immunisation since the COVID pandemic. Australia must address this and maintain its polio wastewater monitoring system.

Supporting PNG and working with other countries towards global polio eradication is the best way Australia can protect itself.

This outbreak is a timely reminder that the last mile in the global eradication of polio remains elusive. As we emerge from a pandemic, the need for international cooperation, strengthening health systems and responding swiftly to health emergencies such as polio couldn’t be stronger.

MIL-OSI China: New collection of articles on Xi Jinping thought published

BEIJING, May 19 — The Central Party Literature Press has published a new collection of articles on studying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

The new collection, compiled by the Institute of Party History and Literature of the Communist Party of China (CPC) Central Committee, consists of five volumes of 29 articles published since November 2023.

These articles focus on studying and implementing relevant discourses made by Xi Jinping, general secretary of the CPC Central Committee, with the aim of advancing systematic research and theoretical interpretation of the Party’s innovative theories for the new era.

The articles were originally published in the People’s Daily or the Qiushi Journal, both flagship publications of the CPC Central Committee.

The first two collections on the same topic, each comprising five volumes, were released in 2020 and 2023.

MIL-OSI China: S. Korea’s Democratic Party candidate leads poll for June 3 presidential election

Lee Jae-myung, presidential candidate of South Korea’s majority liberal Democratic Party, led a poll for the June 3 presidential election, Flower Research survey showed Monday.

Lee came out on top with a support rate of 52.1 percent, taking a big lead over Kim Moon-soo, the second-biggest conservative People Power Party’s presidential candidate who garnered 29.5 percent of support.

The human rights lawyer-turned-politician maintained his position as a presidential frontrunner in the June 3 election, triggered by the removal of former President Yoon Suk-yeol from office over his botched martial law imposition last December.

Lee lost the 2022 presidential election to Yoon by the country’s narrowest margin of 0.73 percentage points.

The Democratic Party won an approval score of 50.3 percent, while 32.0 percent supported the People Power Party, the survey showed.

The result was based on a poll of 2,007 voters conducted between Friday and Saturday. It had plus and minus 2.2 percentage points in margin of error with a 95-percent confidence level.

MIL-OSI China: China’s retail sales up 5.1% in April

China’s retail sales of consumer goods, a major indicator of the country’s consumption strength, expanded 5.1 percent year on year in April, official data showed Monday.

Total retail sales of consumer goods reached 3.72 trillion yuan (about 517.27 billion U.S. dollars) last month, according to the National Bureau of Statistics (NBS).

From January to April, the retail sales of consumer goods rose 4.7 percent year on year, accelerating from the 4.6-percent growth in the first three months, according to the NBS.

MIL-OSI China: Home prices continue to stabilize in April

Commercial home prices in major Chinese cities continued to stabilize in April, official data showed on Monday.

A survey by the National Bureau of Statistics (NBS) showed home prices in 70 major cities stayed flat or dipped in April compared with the previous month. The prices continued to fall on a yearly basis, but the pace of decline further eased.

New home prices in first-tier cities, namely Beijing, Shanghai, Guangzhou and Shenzhen, fell 2.1 percent year on year in April, compared with a decline of 2.8 percent registered in March.

New home prices in these cities remained flat compared with the previous month, while second-hand home prices edged down 0.2 percent from March, according to the NBS data.

Home prices in other major cities monitored by the NBS also posted narrowed price declines compared with one year earlier.

MIL-OSI China: China’s fixed-asset investment up 4% in Jan-April

China’s fixed-asset investment went up 4 percent year on year in the first four months of 2025, official data showed Monday.

Excluding the property sector, the country’s fixed-asset investment grew 8 percent year on year during this period, according to the National Bureau of Statistics (NBS).

Infrastructure investment rose 5.8 percent year on year, while manufacturing investment increased 8.8 percent.

By industry, investment in the primary industry grew 13.2 percent year on year, while secondary industry investment rose 11.7 percent. The tertiary industry saw investment decrease by 0.2 percent.

In the high-tech sector, investment in information services surged 40.6 percent, while computer and office equipment manufacturing investment increased 28.9 percent. Investment in aviation, spacecraft and equipment manufacturing grew 23.9 percent, and professional technical services investment rose 17.6 percent.

Monday’s data also showed that China’s value-added industrial output expanded 6.1 percent year on year in April, while the retail sales of consumer goods, a major indicator of the country’s consumption strength, grew 5.1 percent year on year. The surveyed urban unemployment rate on average in China dropped to 5.1 percent in April.

In April, the impact of external shocks increased, but with coordinated macro policy efforts, the main economic indicators maintained steady and relatively fast growth, and the Chinese economy continued its upward trend, said the NBS.

MIL-OSI China: China maintains stable employment amid external uncertainties

China’s job market remained generally stable in April, with the surveyed urban unemployment rate dropping on a month-on-month basis, official data showed on Monday.

The surveyed urban unemployment rate on average in China edged down from 5.2 percent in March to 5.1 percent in April, according to the National Bureau of Statistics (NBS).

In 31 major cities, the figure also dropped by 0.1 percentage point to 5.1 percent, the NBS data showed.

During the first four months of this year, the surveyed urban unemployment rate on average was 5.2 percent, staying flat with the same period last year.

China’s steady economic growth, improving industrial performance and expanding new growth drivers, along with stronger support for employment among key groups, have helped keep the job market stable, NBS spokesperson Fu Linghui said at a press conference on Monday.

China has set a target for a surveyed urban unemployment rate of around 5.5 percent in 2025, and aims to create over 12 million new urban jobs.

As external uncertainties persist, greater efforts will be made to stabilize and expand employment, promote full employment, raise job quality and improve livelihoods, Fu added.

MIL-OSI China: China-US tariff cut good for bilateral trade growth, global recovery: spokesperson

The significant reduction of tariffs between China and the United States is beneficial for trade growth between the two countries and global economic recovery, an official with the National Bureau of Statistics (NBS) said at a press conference on Monday.

The current international environment remains complex and severe, with a rise in unilateralism and protectionism, which poses serious challenges to the international economic and trade order and constrains global economic growth, NBS spokesperson Fu Linghui said.

However, the trend of international cooperation for win-win outcomes will not change, Fu noted, adding that China’s commitment to expanding its opening up will remain steadfast.

The country’s diversification of foreign trade is being steadily advanced, and the policies aimed at promoting foreign trade development are yielding continuous results, which will continue to support the steady growth of foreign trade, Fu added.

Trump ‘saddened’ about Biden’s recent cancer diagnosis

Former U.S. President Joe Biden has been diagnosed with an “aggressive form” of prostate cancer that has metastasized to the bone, his office said in a statement on Sunday (May 18)

Biden, 82, was diagnosed on Friday after having experienced urinary symptoms, and he and his family are reviewing treatment options with doctors, according to the statement.

“Melania and I are saddened to hear about Joe Biden’s recent medical diagnosis. We extend our warmest and best wishes to Jill and the family, and we wish Joe a fast and successful recovery,” wrote Donald Trump in a post in Truth Social.

President Donald Trump has repeatedly berated Biden since he took office in January.

Biden, who served as president from 2021 to 2025, abruptly ended his bid for reelection last July, weeks after a halting performance during a debate against Republican candidate Donald Trump prompted panic among his fellow Democrats. Vice President Kamala Harris took over as the party’s nominee but lost in November to Trump.

Biden’s physical health and mental acuity drew intense media scrutiny even before the debate. At the time of his election, Biden was the oldest person to win the presidency.

Trump, 78, broke that record when he defeated Harris last year.

Solapur fire: PM Modi announces relief for victims’ families

rime Minister Narendra Modi on Monday expressed grief over the loss of lives in the Solapur fire incident, in which at least eight people died. He also announced an ex-gratia compensation of ₹2 lakh to be given to the next of kin of each deceased.

“Pained by the loss of lives due to a fire tragedy in Solapur, Maharashtra. Condolences to those who have lost their loved ones. May the injured recover soon. An ex-gratia of ₹2 lakh from PMNRF would be given to the next of kin of each deceased. The injured would be given ₹50,000,” the PMO said in a post on X.

The fire broke out in the early hours of Sunday. Fire tenders were immediately rushed to the spot, with a total of 11 fire engines dispatched to contain the blaze.

“Fire brigade personnel have also been injured in this rescue operation. It took 17 hours to control the fire,” said Fire Officer Rakesh Salunke.
