  • MIL-OSI Asia-Pac: Summer Family Cine Fest to take families on fantastical cinematic adventures (with photos)

         The Film Programmes Office (FPO) of the Leisure and Cultural Services Department will present the Summer Family Cine Fest (SFCF) from July 12 to August 16, offering over 40 fun-filled film screenings at the Hong Kong Film Archive, Hong Kong City Hall, the Hong Kong Science Museum, the Hong Kong Space Museum (HKSpM) and the North District Town Hall. The programme is one of the highlights of the International Arts Carnival (IAC).
     
         The Feature Films section features 15 works. Blending animation and live action, “Diplodocus” (2024) tells the story of a cute little comic dinosaur, which, in order to save itself and its family, must help its creator regain his confidence to create. In the animated film “Into the Wonderwoods” (2024), while on the way to visit his grandmother, 10-year-old Angelo is accidentally left behind in the wild. With his imagination and courage, he embarks on a solo journey while braving monsters and demons in the forest.
     
         In “Fox and Hare Save the Forest” (2024), a selfish beaver causes a flood in the forest, and other animals bravely come together to save their home. “Tummy Tom and the Lost Teddy Bear” (2024) follows a cat on an adventurous journey to find its favourite cuddle toy bear. In “Benjamin Bat” (2024), a little bat named Benjamin is bullied by his brothers for loving singing and becoming friends with a bat’s sworn enemy, a bird. For himself and his friend, he needs to muster his courage to stand up against the odds. A cute penguin in “Thelma’s Perfect Birthday” (2024) accidentally travels from the Land of Ice to the warm Great Forest and learns the meaning of growth through this whimsical journey.
     
         “Buffalo Kids” (2024) from Spain tells the story of two young siblings and their disabled new friend teaming up to battle wits and strength against outlaws of the Wild West in a thrilling adventure of courage and inclusion. Starting from the parents of a young boy building a sailboat in their home garden, “A Boat in the Garden” (2024) tells a story of perseverance and dedication of a family of three in the pursuit of dreams.
     
         The Swedish film “The Pinchers’ High Voltage Heist” (2023) delivers a comedic portrayal of a quirky family of thieves and their hilarious lives together. In the award-winning “Coco Farm” (2023), three youngsters strive to build a business guided by conscience. In “Lampo, The Travelling Dog” (2023), a social media-famous dog and a sick girl cross paths at a train station, leading to a heartwarming tale of mutual care between human and canine. “Greetings from Mars” (2024) tells the story of how Tom turns his passion for space exploration into strength when his mother has to travel a long way away.
     
         The SFCF also features three sports-themed films. “King Richard” (2021) depicts the parenting story of tennis superstars Venus and Serena Williams’ father and coach, who meticulously guided them to success. Lead actor Will Smith won Best Actor awards at the Academy Awards, Golden Globe Awards and British Academy of Film and Television Arts Awards for his performance. “Lioness” (2023) follows a South American migrant girl in the Netherlands pursuing her dream of becoming a football player in a strange land. “The Hill” (2023) delivers a passionate and inspiring true story of a baseball prodigy overcoming adversity despite suffering from a degenerative spinal condition.
     
         In addition, the FPO will co-organise with the HKSpM to present the dome show, “The Great Solar System Adventure!” (2024), at the Space Theatre of the HKSpM. Audiences will be guided through an exhilarating journey across the solar system. After the screenings, audiences will be invited to join a post-screening activity at the HKSpM Lecture Hall to make Mars paper models and learn about the major discoveries of various Mars exploration missions. This activity will be conducted in Cantonese.
     
         Veteran dubbing artists Yip Ka-man and Kinson Lai will perform live Cantonese dubbing for “Thelma’s Perfect Birthday”, “Benjamin Bat” and “Into the Wonderwoods” with no subtitles. “The Great Solar System Adventure!” is in Cantonese, with English available through the headphone system, with no subtitles. Other films will feature Chinese and English subtitles.
     
         Apart from the feature films, the FPO has hand-picked 20 animated short films from around the world to present three World Animation & Shorts programmes, titled “All About Love”, “Is That OK?” and “Craving For Food!”. Professional actor and drama tutor Man Jai (Raymond Chan) will host an introduction in Cantonese for the programmes.
     
         The FPO will also present a two-day event titled Summer of Light: Cinematic Adventure at Sai Wan Ho Civic Centre on July 12 and 13.   • MIL-OSI Russia: NSU discusses best practices for interaction between educational organizations and employers

    The IX International Conference “Best Practices of Interaction between Educational Organizations and Employers” is being held at Novosibirsk State University from May 14 to 17. Representatives from 10 regions of Russia from Khabarovsk to St. Petersburg are taking part in the in-person events of the conference. An online broadcast is also organized.

    The conference is aimed at the heads and specialists of regional executive authorities, vice-rectors in charge of international cooperation, academic mobility and career development centers, as well as heads and employees of career development centers. The event is aimed at analyzing the current state and determining the further development vector of career centers, forming new ideas and approaches to improving their activities, opportunities for business cooperation with colleagues from other regions, inter-university cooperation through career centers and education export.

    These days, NSU has become a platform for discussing current issues affecting the problems of employment of university graduates in the new realities, according to the methodological recommendations of the Ministry of Education and Science of Russia dated 02/25/2025, the organization and forecasting of employment of NSU graduates, identifying the professional intentions of future graduates, as well as graduates at risk of unemployment. The conference participants will exchange views on the formation of the National Rating of Higher Education Organizations and Professional Educational Organizations, the role of university career centers in the formation of a professional community and human resources, analyze the interaction of universities and businesses, as well as the dynamics of the labor market in the regions of Russia.

    — This conference is being held for the ninth time. It was first held in 2017 and brought together representatives of several career development centers and departments involved in student employment at universities. During the discussion of the current situation, the conference participants came to the conclusion that they face the same problems in their work. In order to take joint measures to solve them, the All-Russian Organization of Career Centers was created, and the conference became annual. The number of its participants is constantly growing. Here, at our horizontal level, we discuss the most important issues related to monitoring the situation on the labor market, career guidance work at universities and various tests that students must pass. The state is currently paying a lot of attention to career development centers, which currently act as the flagship of career guidance and establishing a career path for university graduates, because their activities are directly related to the implementation of the National Project “Personnel”. Therefore, such meetings of the professional community are very important, — said Svetlana Dovgal, Director of the NSU Career Development Center.

    This year, representatives of secondary vocational education institutions are taking part in the conference. The round table “Interaction of secondary vocational education institutions with employers: experience, problems, prospects” will be held on May 16 and is devoted to discussing their problems. It is noteworthy that employers and business partners of NSU are taking part in the conference, including SHIFT specialists, who will conduct a quiz “Transformation of education, from Y to Z” for representatives of career development centers.

    In her welcoming speech to the conference participants, Olga Yakovleva, Vice-Rector for Youth Policy and Educational Work at NSU, noted that the current conference is taking place at a very difficult time – over the past year and a half, the vector of the issues being discussed, in the center of which are representatives of Generation Z, has changed significantly: if earlier the focus was on its characteristics, shortcomings, quality of knowledge and motivation, now the emphasis has shifted to the sphere of employment.

    — For current applicants, it is important to choose from a variety of universities the one and only one that will become a bridge to the employer, and the task of the university is to ensure that each student is as useful as possible in the labor market. And today, career development centers are entrusted with the important work of building such tracking. We organize meetings of our CRC representatives with first-year students, because this work with students should begin at the very beginning of their studies at the university. The Career Development Center also participates in Open Days — so that applicants understand what career opportunities studying at our university gives them, and all their years of study develop the skill of effective employment. And we must learn to effectively build communication with these new people of Generation Z and make sure that they are as useful as possible to society and the state, — said Olga Yakovleva.

    Deputy Minister of Education of the Novosibirsk Region Svetlana Malina noted in her speech at the plenary session of the conference that the role of career centers in the educational and career guidance processes will only increase.

    — The trends in federal and regional policy are that in the next 2-3 years, the number of ninth and eleventh grade graduates is expected to decrease. The situation is aggravated by the general aging of the population. In the Novosibirsk Region, the unemployment rate is currently quite low and amounts to only 2%. The labor market is undergoing radical changes, and if earlier, graduates of universities and secondary specialized educational institutions looked for employers upon completion of their studies, now the opposite situation is often observed: employers are looking for graduates. Now, in the labor market, the conditions are determined by the candidate for employment. Enterprises — especially in the defense industry — compete with each other for graduates, raising salaries and offering various social packages. Graduates, in turn, are not always ready to agree to working conditions that do not suit them. In the current situation, our universities should receive motivated applicants, so career guidance should be carried out from a fairly early age. This is especially important for engineering specialties. It is necessary to implement career guidance activities for middle school students, for which purpose a unified career guidance system was introduced – the so-called career guidance minimum, according to which career guidance activities of different levels are implemented in each school, said Svetlana Malina.

    Conference participants shared their experience in career guidance and career development of their graduates in their speeches. Head of the Novosibirsk branch of the Center for Public Diplomacy, Associate Professor of the Siberian State University of Telecommunications and Informatics Dmitry Kaznacheev spoke about the specifics of interaction between universities and employers in the employment of foreign students. Director of the Career Center of the Chelyabinsk State University Svetlana Eremeeva gave a report on “Successful cooperation between universities and enterprises: interaction models and their impact on the educational process”. Project Manager of the School of Information Financial Technologies Vera Vyacheslavova introduced the participants to the formats of interaction with universities from the standpoint of an industrial partner.     — The Career Center is designed to help our students enter the labor market as trained specialists and navigate it correctly, so I never miss events like today’s conference. For us, career center specialists, this is a unique opportunity to exchange opinions, learn something new, master new approaches and models implemented in other universities and designed to help our students find their place in the labor market. This conference is especially relevant now, when new methodological recommendations have been released by the Ministry of Science and Higher Education of the Russian Federation. The exchange of opinions, experience, methods and information is very important for our professional community. We apply the experience of our colleagues in our educational organizations. In my speech at the conference, I will talk about the models of interaction with employers that we implement. Previously, the educational process was closed in on itself and concluded within the certain framework of a specific educational organization. Now, career centers ensure interaction between universities and enterprises that are actively involved in the educational process. This is very important for us, because we want to adapt our students to the labor market, and not just provide higher education.

    — I represent a career center in the secondary vocational education sector. Establishing interaction between educational organizations and employers is very important, and we are now increasingly focusing on employers themselves formulating the criteria by which we then send our own to them.     — The topics discussed and worked on at this conference, dedicated to the labor market and relations with employers, have always been and remain the most relevant for all universities, because the purpose of a university’s existence is not studying for the sake of studying, but training certified specialists who must receive a profession and, importantly, a good salary.

    Any university works to provide its graduates with, at a minimum, an education, and so that a specialist can find himself in life, receive professional guidance from the university and meet a reliable employer.

    Unfortunately, in some universities, in some specialties, there is a certain disconnect between education and the real labor market, which creates problems for university graduates upon completion of their studies. In order to prevent this from happening, universities are actively working to ensure that the employer comes to the university as early as possible, gets to know the students, makes a presentation of their business, company or government agency. And the maximum is, of course, the participation of the employer in the educational process. In this we see the highest degree of cooperation between the university and employers.

    The decision to establish the All-Russian Association of Career Centers was made in 2018.     BEIJING, May 15 (Xinhua) — Beijing recently unveiled a new comprehensive initiative to promote the holistic development of primary and middle school students, highlighting the relationship between physical and mental health.

    According to a person in charge of the Beijing Commission of Education, the new policy consists of five sections and 20 specific measures. The focus is on integrating aspects such as cultivating high moral character, cultivating mental ability and physical skills, developing teamwork and hard work, and strengthening three key types of relationships: peer-to-peer, teacher-student, and parent-child.

    UNITED NATIONS, May 14 (Xinhua) — China’s deputy permanent representative to the United Nations Sun Lei on Wednesday called on all parties to ease tensions in the Red Sea region, resume political dialogue in Yemen and increase humanitarian aid to resolve the country’s worsening crisis.

    Manzhouli Port (Inner Mongolia Autonomous Region, North China), the largest land port on the Sino-Russian border, takes advantage of its geographical advantages and innovative policy mechanisms to actively develop new models of economic cooperation through deep processing of agricultural products and used car exports.

    “As soon as this batch of raw materials cleared customs, we immediately launched 24-hour production,” said Deputy General Director Yang Zhihong.     In the face of tight raw material supply, Manzhouli Xinfeng has recently upgraded its equipment, launched oatmeal production and expanded its production area. “We are focusing on product diversification,” said Yang Zhihong. Last year, his company’s processing volume reached 120,000 tons, 70 percent of its products were supplied to central and western China, and its total profit and tax revenue exceeded 64 million yuan.

    Since the beginning of 2025, the transaction volume in the China-Russia border trade zone in Manzhouli has exceeded 100 million yuan. More than 3,600 local residents are involved in this activity, earning a total income of over 1 million yuan and generating 2 million yuan in tax revenue.

    A used car export showroom in Manzhouli displays neatly polished cars. Liu Dongge, a person in charge of Sanhe, said his company has exported more than 300 cars to Russia.

    So far, 18 companies in Manzhouli have obtained licenses to export used cars, with the total transaction volume of these companies exceeding 300 million yuan. “Manzhouli exported 1,540 cars in 2024, and 764 in the first four months of 2025,” said Bai Zhiping, an official with the Manzhouli City Commerce Bureau.

    In the first quarter of 2025, the cargo throughput through Manzhouli Port was 6.531 million tons, up 10.6 percent year-on-year, and the trade turnover reached 47.67 billion yuan, up 6.1 percent year-on-year.

    BEIJING, May 15 (Xinhua) — China’s National Development and Reform Commission (NDRC) on Wednesday held a symposium with non-state-owned enterprises to collect their views on the current economic situation and the implementation of policies to stabilize employment and the economy.

    At the symposium, which was chaired by the head of the State Committee for Development and Reconstruction and Development Zheng Shanjie, participants shared their views on the activities of the industry and put forward proposals to stimulate high-quality development of the non-state sector of the economy.

    Representatives of non-state enterprises noted an increase in their ability to counter external risks, emphasizing that they pay special attention to innovation, market diversification and stability of economic activity.

    Despite the complex and volatile external environment, the participants of the symposium expressed confidence in the long-term prospects of enterprises. They noted that the adoption of the Law on the Promotion of the Development of the Non-State Sector of the Economy is considered an important milestone in strengthening legal guarantees for the sector.

    The participants of the symposium proposed to define the priority of support for the non-state sector of the economy in the 15th five-year plan /2026-2030/.

    Zheng Shanjie stressed the need to align macroeconomic policies with the needs of micro entities, promising to improve the ongoing mechanisms for interaction and exchange between the government and enterprises.

    He also promised to speed up the implementation of the developed policies and solve practical difficulties and problems related to the specific sector, and make efforts to stabilize employment, enterprises, the market and expectations.

  • Putin, Trump to skip Ukraine’s peace talks that Russian leader proposed

    U.S. President Donald Trump and Russian President Vladimir Putin indicated they would not attend what could be the first direct peace talks between Moscow and Kyiv in three years on Thursday, with the Kremlin sending instead a group of experienced technocrats.

    Putin on Sunday proposed direct negotiations with Ukraine in Istanbul on Thursday “without any preconditions”. Late on Wednesday, the Kremlin said the delegation would include presidential adviser Vladimir Medinsky and Deputy Defence Minister Alexander Fomin – but Putin‘s name was not on the list.

    After the Kremlin’s delegation announcement, a U.S. official said Trump, who is on a three-nation tour of the Middle East, would not attend. The U.S. leader had said earlier that he was considering the option to participate.

    While Putin had never confirmed he would attend in person, the absence of the Russian and U.S. presidents lowers the expectations for a major breakthrough in the war that Russia started in February 2022.

    Ukrainian President Volodymyr Zelenskiy had challenged Putin to attend the talks “if he’s not afraid,” in an apparent contest to show Trump who wants peace more, Ukraine or Russia.

    While the Kyiv leader was on his way to Turkey late on Wednesday, a Ukrainian official said, he had said he would take part in the talks only if Putin attended.

    In his nightly video address on Wednesday Zelenskiy said that Ukraine would decide on its steps for peace talks in Turkey once there was clarity on Putin‘s participation.

    “The answers to all questions about this war – why it started, why it continues – all these answers are in Moscow,” Zelenskiy said. “How the war will end depends on the world.”

    Trump wants the two sides to sign up to a 30-day ceasefire to pause Europe’s biggest land war since World War Two, and a Russian lawmaker said on Wednesday there could also be discussions about a huge prisoner of war exchange.

    Zelenskiy backs an immediate 30-day ceasefire, but Putin has said he first wants to start talks at which the details of such a ceasefire could be discussed.

    MORE SANCTIONS ON RUSSIA?

    Trump, who is growing increasingly frustrated with both Russia and Ukraine as he tries to push them towards a peace settlement, said he was “always considering” secondary sanctions against Moscow if he thought it was blocking the process.

    U.S. officials have spoken about possible financial sanctions as well as potential secondary sanctions on buyers of Russian oil.

    The U.S. delegation to Turkey included Secretary of State Marco Rubio and senior envoys Steve Witkoff and Keith Kellogg.

    Ukrainian Foreign Minister Andrii Sybiha said early on Thursday he had met with Rubio to share Zelenskiy’s peace vision and “coordinate positions during this critical week.”

    Medinsky and Fomin, part of the Russian delegation, took part in the last set of negotiations between the two sides in the first weeks of the war. Other senior military and intelligence officials were also part of the Thursday delegation.

    Direct talks between negotiators from Ukraine and Russia last took place in Istanbul in March 2022, a month after Putin sent tens of thousands of troops into Ukraine in what he calls a “special military operation” to root out neo-Nazis.

    Ukraine and its allies say the invasion was an unprovoked, imperial-style land grab.

    With Russian forces grinding forward in Ukraine and now controlling about a fifth of the country, the Kremlin chief has offered few, if any, concessions so far. In his proposal at the weekend, he said that the talks in Turkey would be aimed at a durable peace.

    He specifically mentioned the 2022 talks and the failed draft deal.

    Under that deal, among others, Ukraine would have agreed to permanent neutrality in return for security guarantees from the five permanent members of the U.N. Security Council: Britain, China, France, Russia and the United States, and other nations including Belarus, Canada, Germany, Israel, Poland and Turkey, according to a draft seen by Reuters.

    But officials in Kyiv say agreeing to Ukrainian neutrality is a red line they will not cross.

    Real Madrid‘s Jacobo Ramon scored a dramatic winner in the fifth minute of stoppage time to earn them a 2-1 LaLiga victory over Mallorca on Wednesday that kept Barcelona’s title-winning champagne on ice.

    Barca were seconds away from celebrating the title as a 1-1 draw would have given them an unassailable six-point lead in the standings thanks to a superior head-to-head record.

    But a mistake by Mallorca’s defence, who failed to clear a cross from inside the box, allowed centre back Ramon, making his first league start, to pounce on the ball and fire a volley into the back of the net to keep Real’s slim title hopes alive.

    While Madrid have two games remaining, they are four points behind leaders Barca, who have a game in hand and will claim their 28th LaLiga title on Thursday if they beat city rivals Espanyol.

    An angled strike from inside the box by defender Martin Valjent in the 11th minute gave Mallorca the lead in a dour match at a half-empty Santiago Bernabeu stadium.

    Kylian Mbappe levelled with a fine individual effort in the 68th minute for a depleted Real, who were missing 12 players due to injuries.

    Mallorca weathered a storm as Madrid pushed for a winner, with goalkeeper Leo Roman producing a remarkable performance, frustrating the hosts who dominated proceedings with over 72% of possession, 26 corners in their favour and a stunning 39 scoring attempts against only four by their opponents.

    Roman made 11 stops to deny Real, who also wasted several chances throughout the match.

    “Mallorca are a good team. They scored the goal and then dropped off a bit. We had a lot of chances, their goalkeeper played a great game, but in the end we managed to win,” unlikely hero Ramon told Real Madrid TV.

    “This is inexplicable, I’ve dreamed about it all my life. This shirt is until the end and there is no better way to score my first goal than like this.”

    A 43-year-old male has been arrested following a pedestrian strike that occurred this morning in Palmerston.

    Around 9:55am, the Joint Emergency Services Communication Centre received reports that a woman on a mobility scooter had been struck by a vehicle while using a pedestrian crossing on Temple Terrace.

    The 65-year-old woman was thrown from her scooter and suffered multiple injuries to her leg, pelvis and ribs. Emergency Services attended the scene, and she was taken to Royal Darwin Hospital in a serious but stable condition.

    Police established a crime scene, and the 43-year-old driver, who remained at the scene, returned a positive roadside drug test and was arrested.

    One Temple Terrace outbound lane remains closed, and police urge motorists to avoid the area where possible.

  • MIL-OSI China: Small parcels rule exemption gives respite to US customers

    US customers of Chinese online discount retailers such as Shein and Temu have got a respite from high prices with a reduction in duties on smaller packages.

    The administration of United States President Donald Trump announced on Monday it would reduce tariffs on low-cost packages from China that fall under the de minimis exemption — from 120 percent to 54 percent.

    The de minimis tax law is a loophole that allows low-cost parcels to enter the US duty-free and avoid customs inspections if they have a retail value under $800. The announcement was made on the same weekend when the US and China paused higher tariffs on each other for 90 days.

    A flat fee of $100 will remain on parcels starting Wednesday, while the $200 charge that was to be imposed from next month was canceled.

    Z. John Zhang, a professor of marketing at the Wharton School of the University of Pennsylvania, told China Daily that Shein and Temu have become popular with US shoppers “because they get the order and then produce it”, allowing them to be “fast, low-cost and have a lot of choices”.

    The move is widely seen as another step in de-escalating trade tensions between the world’s two largest economies. It will also enable the companies to import more goods amid the pause.

    “This is great for Shein and Temu, if nothing else, to replenish their US inventory,” Yao Jin, an associate professor of supply chain management at Miami University of Ohio, told USA Today.

    Estimates by Baird Equity Research suggest that in 2018, at least 75 percent of all the packages that entered the US under de minimis were from China. Today, it is more than 60 percent.

    In February, Trump suspended the rule for China by imposing a tax of 120 percent of the package’s value or a planned flat fee of $200.

    The administration initially described it as a “critical step in countering the ongoing health emergency posed by the illicit flow of synthetic opioids into the US”.

    However, the pause sparked confusion as the US Postal Service said on Feb 5 that it would stop accepting parcels from China temporarily. It reversed course 12 hours later, and the service was resumed.

    The Trump administration then delayed the implementation of the rule until the Commerce Department could set up a system to process inspections and levies on the shipments.

    Sufficient systems

    Commerce Secretary Howard Lutnick confirmed to the administration last month that sufficient systems were in place to collect tariff revenue.

    On April 2, the so-called Liberation Day, Trump signed an executive order to eliminate de minimis for China.

    In fiscal year 2024, at least 1.36 billion shipments utilized de minimis, an increase of 637 million compared with 2020, according to US Customs and Border Protection.

    In 2018, Chinese exports under de minimis were worth $5.3 billion, but rose to $66 billion in 2023, the Congressional Research Service found. Much of the parcels are shipped directly from China to the customer.

    It could have cost US consumers between $11 billion and $13 billion if the rule was eliminated, according to the paper “The Value of De Minimis Imports” by the Department of Economics at the University of California, Los Angeles, and Yale University.

    Zhang, from the University of Pennsylvania, who helps companies on pricing strategies, market entry and channel and retail management, had warned that Temu and Shein might have to adjust their business models if de minimis ended.

    He advised that the way they can keep US-based customers, despite any higher fees, is to keep the ethos of fast fashion alive — such as providing low-cost goods, using automation and shifting more production to the US.

  • MIL-OSI China: China, LatAm brewing stronger coffee biz ties

    Agricultural trade and economic ties between China and Latin American countries are deepening, exemplified by Chinese tea and ice cream chain Mixue Group’s 4-billion-yuan ($555.4 million) deal with a Brazilian business on Monday.

    Industry leaders and experts also said they see vast potential for high-value, sustainable cooperation, as closer trade continues to bring a broader range of quality produce to Chinese consumers and enrich the country’s dining tables.

    An MoU was signed on Monday between Mixue and Brazilian trade and investment promotion agency ApexBrasil to deepen cooperation in agricultural trade and accelerate the former’s market entry into the South American country.

    Under the agreement, Mixue will expand the use of Brazilian agricultural products in its global supply chain, such as coffee beans and fruit products, and ApexBrasil will provide support for the company’s business operations and retail expansion in Brazil.

    Mixue plans to invest no less than 4 billion yuan in sourcing agricultural products, primarily coffee beans, from Brazil over the next three to five years.

    The initiative is expected to create around 25,000 jobs in Brazil. Mixue will also open its first store in Brazil this year and begin construction of a local supply chain facility to establish a production and sales model.

    Brazil, the world’s largest coffee producer, plays a major part in China’s agricultural imports. Coffee has become a key component of Sino-Brazilian trade, particularly amid the rising popularity of ready-to-drink coffee in China.

    Brazil’s coffee exports to China have seen particularly strong momentum. The Brazilian Coffee Exporters Council said Brazilian coffee exports to China surged 186.1 percent year-on-year in the 2023-24 crop year to reach 1.64 million 60 kilogram-bags — the fastest growth among all destination markets — while overall coffee exports from Brazil rose 32.7 percent to a new record high.

    “Latin American coffee — particularly Brazilian beans — is showing strong growth potential in the Chinese market,” said Roolee Lu, director of food and drink, and food services, Mintel China. “As Chinese consumers become more sophisticated in their coffee preferences, quality is taking precedence. At the same time as more brands adopt low-price strategies, Brazilian beans are one of the emerging popular choices that strike a balance between convenience, quality and affordability. Overall, Latin American coffee is gaining wider recognition in China for its value and improving quality.”

    Surging demand for the beans comes from the up-scaling of global operations for Mixue, which launched its ground coffee brand in 2017. The company, which currently operates more than 46,000 stores globally — including over 5,000 across 12 overseas markets — began international expansion with its first store in 2018 in Vietnam.

    In addition, Guo Jinyi, co-founder and CEO of Luckin Coffee, said while attending the China-Brazil Business Seminar in Beijing on Monday that the coffee house is promoting Brazilian coffee culture in China.

    Luckin Coffee, which had already signed a cooperation memorandum with ApexBrasil in November, plans to purchase 240,000 metric tons of Brazilian coffee beans worth 10 billion yuan in the 2025-29 period — the largest procurement plan by the company so far.

    “Brazil is a major agricultural powerhouse, and our collaboration reflects the strong complementarity between Chinese demand and Brazilian supply,” Guo said.

    “We aim to introduce high-quality Brazilian coffee to our 355 million users and build Luckin Coffee into a platform for Sino-Brazilian cultural exchange.”

    Bilateral trade between China and Latin America continues to grow steadily. According to the General Administration of Customs, trade between the two sides reached $518.47 billion in 2024, a 6 percent year-on-year increase. Imports from Latin America surged 46 percent over the past five years to $241.3 billion, reflecting China’s rising demand for high-quality, value-added goods.

    Latin American agricultural products are increasingly present on Chinese dining tables. Imports of Chilean cherries, Ecuadorian bananas, Nicaraguan honey and Honduran white shrimp have surged in recent years.

    During the recent Spring Festival, a period noted for increased fruit consumption and a tradition of gifting cherries, high-end cherry varieties from Chile saw record sales in China. Chile has become China’s second-largest supplier of fresh fruits. According to ProChile’s data, cherry exports for 2024 totaled $3.09 billion, with more than 90 percent destined for the Chinese market.

    A Bill that modernises and re-enacts the Valuers Act 1948 passed its first reading in Parliament today, Attorney-General Judith Collins and Minister for Land Information Chris Penk announced.   

    “The Valuers Bill is on the Government’s revision programme for 2024-2026 as part of our ongoing work to keep legislation current and accessible,” Ms Collins says. 

    “The Bill rewrites the 1948 Act in modern plain language and drafting style so the rules will be easier to understand and use.” 

    The 1948 Act created the current scheme for the registration and discipline of land valuers and established the Valuers Registration Board and New Zealand Institute of Valuers.  

    “We have also released an Amendment Paper to fix small issues in the 1948 Act that cannot be addressed in the Bill as introduced under the statutory revision powers,” Mr Penk says. 

    “The changes include operational improvements consistent with other occupational regulation Acts, and amendments to promote consistency with legislation such as the New Zealand Bill of Rights Act 1990 and the Legislation Guidelines.” 

    Releasing the Amendment Paper at the same time as introducing the Valuers Bill means the Primary Production Select Committee can call for public submissions on both the bill and the amendment paper, and consider them together.

    The tree-filled linear park at the northern entrance to Te Waihorotiu Station has reached another big milestone on its journey to completion.

    The eastern section of Te Hā Noa from Lorne Street to Albert Park is now open to the public, with widened footpaths, fewer traffic lanes, wooden seating, new trees and landscaped resting places, all reflecting its te reo Māori name.

    Te Hā Noa is a name gifted by mana whenua. Te Hā is about life’s essence – to breathe – and Noa is about being free in the journey to experience your surroundings.

    Four trees were crane-lifted from trucks into new street-side seating areas earlier this month, watched over by the ancient trees of Albert Park.

    The new trees – pūriri, pōhutukawa, titoki and rewarewa – and around 600 new plants underneath are another milestone in the transformation of midtown’s station neighbourhood.

    Auckland Council’s midtown regeneration programme is ensuring the area will be ready when the City Rail Link (CRL) and Te Waihorotiu Station open.

    Jenny Larking, Auckland Council Head of City Centre Programmes, says the new streets and spaces are like a leafy ‘living room’ for people in midtown.

    “Like any international city with an underground rail system, our streets and spaces need to  be tailormade to cater for an influx of people. The area had to undergo radical change to make sure the City Rail Link was optimised at street level. The fruits of that change are becoming really clear now,” she says.

    Councillor Richard Hills recognises that trees provide shade and shelter, attract birdlife, counter the heat effects of an urban space like this, and absorb carbon.

    “Recent urban heat assessments show our city is warming, especially in the city centre. These stunning native trees will not only help reduce those effects, but will contribute to the growing network of green infrastructure flourishing across the city centre and the region.

    “Visitors, residents, workers and students will be able to walk or sit beneath these trees and amongst the new planting to enjoy a fresh perspective on the city centre, with no doubt many more native birds and insects enjoying their new habitats as well. It’s another big step forward in the development of Te Hā Noa,” he says.

    In time, Te Hā Noa will form a green link across the city, linking two much-loved city parks – Rangipuke / Albert Park and Waikōkota / Victoria Park.

    Victoria Street is one of three east-west streets purpose-designed for the station neighbourhood. In the regeneration, Wellesley Street is becoming an important central city bus interchange, and the upgraded Victoria Street is making the connection between walking, cycling, high frequency bus routes, and the train station easier and safer. Mayoral Drive will be the east-west route for the balance of vehicle movements.

    This latest milestone follows the mid-section of Victoria Street’s Te Hā Noa, between Elliott Street and Queen Street, which opened in October 2024.

    Another big station milestone

    As the linear park at the station’s Victoria Street entrance reaches this milestone, the station itself is gleaming with finishing touches.

    Four thousand rods designed to mimic the stems of raupo (reeds) and the movement of water are now in place in the main entrance of Te Waihorotiu Station. Points of light among the reeds reflect a starlit sky and provide functional lighting at the gateway to the station.

    A kauri carving at the centre was designed in collaboration with Paraone Luiten-Apirana ((Ngāti Hikairo, Ngāi Tūhoe, Te Arawa) and the station’s main artist Graham Tipene (Ngāti Whātua, Ngāti Kahu, Ngāti Hine, Ngāti Haua, Ngāti Manu).

    The carving represents Horotiu, the kaitiaki or guardian looking after the people and supporting the abundance of life-giving energy in the area.

    New Speaker‘s Ruling—Content of questions

    SPEAKER: Members, yesterday, oral question No. 8 led the House into presenting itself in a less than favourable light. The content of the question led to numerous points of order, each referencing Standing Orders and Speakers’ rulings, presenting matters that were relevant, but on their own, contestable. I’ve taken time to review the Hansard recording of these proceedings, and I will present to the House, a new Speaker’s ruling, which builds upon, although not exhaustively, Speakers’ rulings, 55/1, 56/4, 157/5, 192/5, and Standing Order 390, and specifically, Standing Order390(1)(c).

    In considering all of these points, I’ve reached the conclusion that I should not have allowed question No. 8, although I note that no party raised issues with the question during the pre-publication period. It was reasonable, then, to reach the assumption that the House had accepted the content of the question, as the House is, of course, the architect of its own procedure. Nor should I have allowed the word used in response to the question to go unchecked. The member concerned may wish to think about a belated action to uphold the dignity of the House.

    Those who assist members in the preparation of questions need to be more rigid in restricting questions to the confines of all parts of Standing Order 390 and also the provisions around answers. Accordingly, I offer this new ruling to the House which should bring together all of the matters that were raised yesterday in a fairly concise form.

    The ruling is: “Oral or written questions may ask a Minister if they agree with comments made in news or opinion articles or broadcasts, but cannot repeat comment if it is of a discreditable nature to any member of this House. The use of socially unacceptable language or profanity, even if relevant to authentication, in either questions or answers, is not permissible, and that has long been a position in this House.” All other rulings on matters relating to Standing Order 390 are upheld.

    Hon Kieran McAnulty: Point of order. Thank you, sir. And thank you very much, I’m sure the House will benefit from that clarity. I have one question, just for everybody’s understanding: is the restriction outlined in your new ruling in regards to members personally, not in regards to views or policies that they may hold?

    SPEAKER: Well, you raise immediately the need for there to be some discretion in the consideration of these matters. But if you take that situation yesterday, that was an article that very unreasonably attacked certain members in the House and characterised them in a way that is totally unacceptable. So those sorts of comments included in the question are now not going to be permitted. It would have been easy to ask the question simply if they agreed with the article. So I hope that makes it clear.

    Rt Hon Winston Peters: Point of order, please. Mr Speaker, can I ask you as to which country the flags currently being flown outside of Parliament represent?

    Good morning. Senior Deputy Governor Carolyn Rogers and I are pleased to be here to discuss the Bank of Canada’s Financial Stability Report (FSR).

    Each year, the Bank assesses the stability of Canada’s financial system and highlights risks that could threaten that stability. While some risks have diminished, the current trade environment has pushed risks higher overall.

    But let us look back for a minute before we look ahead.

    The country’s financial system has faced unprecedented shocks in recent years, and it has proven resilient. Households, businesses, banks and other financial institutions weathered the upheaval of the pandemic and the sharp rise in inflation and interest rates that followed. It was a difficult period for many Canadians, and pockets of stress remain. But proactive steps taken by households and businesses, together with substantially lower interest rates, put the system on a more resilient footing heading into 2025.

    Now, the Canadian economy and financial system face a new threat. US trade policy has taken a dramatic protectionist shift. Tariffs and uncertainty have sharply reduced prospects for global economic growth. And financial markets have been rocked by chaotic policy announcements and reversals.

    A long-lasting trade war poses the greatest threat to the Canadian economy. It also increases risks to financial stability.

    There are two key concerns.

    In the near term, the unpredictability of US trade policy could cause further market volatility and strains on liquidity. In an extreme case, market volatility could turn into market dysfunction.

    In the medium term, a prolonged global trade war would have severe economic consequences. It would reduce growth and increase unemployment. This could, in turn, have important ramifications for our financial system. With debt still at high levels, some households and businesses may be unable to keep up with payments. If loan losses occur on a large enough scale, banks could cut back on lending in response. This would exacerbate the economic downturn and put more pressure on businesses and households.

    What we are evaluating in this report are the indications of stress in the overall financial system. There are many uncertainties—we still do not know what tariffs will remain, whether they’ll be reduced or escalated, or how long all of this will last. That makes it particularly difficult to anticipate the risks to the financial system.

    In our April Monetary Policy Report, we presented two illustrative scenarios to show how a trade war could affect the economy. In the FSR, we’ve focused on the more severe of those scenarios to explore how the trade war could affect different parts of the financial system. To be clear, our analysis is not a projection. It is an assessment of vulnerabilities—pockets of existing or potential stress and how they could spread across the financial system.

    Let me turn to the Senior Deputy Governor to outline how these vulnerabilities affect the four key sectors of the financial system: households, businesses, banks and institutions known as non-bank financial intermediaries—a broad category including finance companies, pension funds, insurance companies and fund managers.

    I’ll start with households. Total debt relative to disposable income is lower than it was a year ago, but still high by historical standards. Despite lower interest rates, signs of financial stress have risen over the past 12 months, particularly among households without a mortgage. For example, the share of these households that are behind on credit card or auto loan payments has continued to go up.

    Among households with a mortgage, 60% are facing renewal this year or in 2026. Most of those renewing will see their payments rise because they took out their mortgage during the pandemic when rates were very low. But the average increase will be smaller than what we expected a year ago.

    Still, if a large economic shock causes job losses, it will be harder for some households to keep up with their debt payments.

    A prolonged trade war may be that shock. It would cause demand for Canadian exports to fall and disrupt supply chains, threatening jobs and incomes. Workers in trade-dependent industries could find it particularly difficult to continue managing their debt.

    A prolonged trade war would matter for businesses too. Most Canadian businesses have managed to adjust to past interest rate increases, and the surge in small business insolvencies last year proved to be temporary. But businesses in trade-related sectors—especially those with high debt, low profitability or low cash reserves—could also fall behind on debt payments.

    A strength of our financial system is that Canadian banks are well positioned to absorb higher credit losses. Banks have increased their capital buffers in recent years and, more recently, they’ve increased provisions for credit losses, bolstering their resilience. Liquidity levels remain high, and bank access to funding remains strong. But if credit losses occur on a large enough scale, banks could cut back on lending in response. Struggling households and businesses would have less access to credit to get through tough times. This cycle could exacerbate the economic downturn.

    In the non-bank financial sector, the growing presence of hedge funds in the market for Government of Canada bonds raises some concern. Government bond markets are the foundation of the financial system. They need to function smoothly for other markets to work. The increased activity by hedge funds has helped absorb increased issuance of government debt, keeping yields lower and liquidity higher. But hedge funds have also taken on increasingly large amounts of leverage to fund their purchases of government bonds. This makes them more likely to pull back from these crucial markets in periods of stress, introducing added volatility.

    The recent gyrations in the US Treasury market clearly illustrated this risk. If the trade war causes a larger spike in volatility than we have seen so far, leveraged hedge funds might rush to sell their holdings. That could strain liquidity across core markets, increasing stress throughout the financial system. Moreover, growing connections between banks and non-bank financial institutions could make it easier for stress to spread. Against a backdrop of increased market volatility, and given their importance in government bond markets, hedge funds need to make sure that they are prepared to respond to sudden liquidity needs without disrupting market functioning.

    It’s time to wrap up.

    The Canadian financial system is resilient. Despite high indebtedness and the economic turbulence of the pandemic, households, businesses and banks weathered a rapid rise in interest rates. That was a big test, and the financial system proved to be a source of stability.

    But we must all remain vigilant. Vulnerabilities remain and there is another test on the horizon.

    By identifying vulnerabilities, we can help the financial system prepare for future stress. We are watching developments closely and remain in regular contact with financial system participants and with other authorities in Canada and globally. A stable and resilient financial system absorbs shocks rather than amplifying them, and this benefits every Canadian.

    WASHINGTON, DC – U.S. Senator Jacky Rosen (D-NV) joined a letter urging Office of Management and Budget Director Russell Vought to reverse plans to eliminate the bipartisan, independent Consumer Product Safety Commission (CPSC). The CPSC is the only government entity tasked with developing and enforcing product safety standards, facilitating recalls of unsafe products, and educating consumers and businesses about product hazards and best practices. The proposal to absorb some of CPSC’s core functions into a nonexistent division within the Department of Health and Human Services (HHS), as the Department’s budget is being cut, is unrealistic and threatens public safety.
    “Since its inception, the CPSC has played a vital role safeguarding American families, and in particular infants, children, and older Americans. Thanks to the CPSC’s critical work, residential fires and fire-related deaths have decreased by over 40 percent. Crib deaths and child poisonings have dropped by 80 percent. The Commission’s work continues today, identifying emerging threats and protecting Americans from dangerous and banned imported products,” the Members wrote.

    Washington, D.C. – Today, at a Senate Health, Education, Labor, and Pensions Committee hearing to review the Fiscal Year 2026 budget request for the U.S. Department of Health and Human Services (HHS), U.S. Senator Susan Collins questioned HHS Secretary Robert F. Kennedy Jr. Her questions focused on the Department’s proposed cap on indirect costs for National Institutes of Health (NIH) funded research, as well as how workforce reductions at the Department could harm the implementation of laws such as the Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer’s Reauthorization Act, a bill Senator Collins authored that was signed into law last year.
    Q&A on NIH Research Indirect Costs Cap
    Senator Collins:
    I chaired, recently, the first Appropriations Committee hearing of the year, and we focused on biomedical research and how important it is that America not lose its global edge in innovation that’s producing life-saving and life-enhancing discoveries. Among the many issues that we covered, as you might expect, the hearing explored the 15%, arbitrary, one-size-fits-all cap that NIH has imposed on indirect, but still research-related, costs for its grants.
    What we heard is that this cap will mean less basic research, fewer clinical trials, and that it will also cause our scientists and researchers to leave the United States and go to other countries. I believe strongly that this proposed cap is poorly thought out, that it’s harmful, and I know that it violates current law, because since 2018 we’ve included in the appropriations bill specific language that prevents NIH from imposing such a cap. So, I know the system needs to be looked at, but are you reviewing how NIH’s approach of this one-size-fits-all 15% cap on indirect costs would affect laboratories, whether they’re private nonprofit labs, or whether they’re in universities, as far as doing crucial biomedical research?
    Secretary Kennedy:
    Senator, we are, and you and I have talked about this issue. And I think the impetus for the cap was that there were a lot of private universities with giant endowments, like Stanford and Harvard, that were getting indirect payments of 78%. What that means, if you get a million-dollar grant, the NIH then has to pay you an extra $780,000 for administrative costs. And a lot of those costs weren’t even going to anything to do with science.
    But I understand the University of Maine, the University of Alabama, many other universities and state universities were not abusing it. We lost about $9 billion a year in those kinds of costs. And so, we have a plan for how to address issues like what’s happening at the University of Maine.
    Q&A on Alzheimer’s Law Implementation
    Senator Collins:
    Mr. Secretary, nearly 7 million Americans are living with Alzheimer’s disease, and caring for people with this devastating chronic disease costs us some $360 billion a year. I am the author of a law that’s known as the BOLD Act. It takes a public health approach to Alzheimer’s, it educates providers, promotes earlier diagnosis, it helps caregivers and it also promotes lifestyle changes. I have worked very hard to make sure that HHS has the resources to carry out this law, which was just recently extended. I’m concerned that the reductions in force, of approximately 10,000 staff across HHS, will completely undermine this Act.
    For example, the Healthy Aging Branch administers the BOLD Act for Alzheimer’s. It has lost all of its staff. So, how can you ensure that the CDC continues to implement the BOLD Act and the Alzheimer’s programs under it, when all of the staff responsible for that administration have either been placed on administrative leave or let go?
    Secretary Kennedy:
    I know that that division has been folded into the Agency for a Healthy America. And a lot of the reports that whole divisions have been liquidated were just wrong. They were divisions that were being reassigned under the reorg.
    On that budget line, I will work with you, I’m committed. You know, Alzheimer’s has run in my family, as you know. You know my cousin, Maria Shriver, who’s deeply involved in it. The NIH had a very, very checkered history on studying Alzheimer’s because of the amyloid plaque scandal. And we have an opportunity now to do really good science and find a cure very quickly, and also find out, equally importantly, why so many people are getting Alzheimer’s in this generation. I want to make that happen. I want to work with you, Senator, to make sure that that happens and that those programs continue.

    At a recent U.S. Senate Appropriations Committee hearing chaired by Senator Susan Collins, she questioned Dr. Hermann Haller, President of the Mount Desert Island Biological Laboratory, on how the proposed NIH cap on indirect costs would affect the important biomedical research occurring in Maine and at institutions across the country.
    With Senator Collins’ support, funding for the BOLD Infrastructure for Alzheimer’s Act has grown from $10 million in fiscal year 2020 to $34 million in fiscal year 2024. In September 2023, Maine received a second BOLD award from the CDC for Alzheimer’s prevention programs, which provides implementation funding to build on its initial investments and allow the state to carry out the Maine Alzheimer’s Prevention Program and the CDC’s Healthy Brain Initiative Road Map.

    During his 14-year Test career “King Kohli” has been the backbone of the Indian batting line-up, and his absence is a huge blow as the Indians prepare to tour England next month.

    The megastar scored 9,230 runs in 123 Tests at an average of 46.85, including 30 centuries.

    These numbers put him in the top five Indian test batsmen of all time, but his legacy extends far beyond his batting achievements.

    Kohli, 36, quit Twenty20 Internationals last year (after India won its second world title). He may continue to play one-day internationals.

    Rising to the top of Test cricket

    These statistics make Kohli one of the most successful Test captains of all time.

    Beyond these numbers, he was a charismatic and aggressive captain who redefined India’s approach to Test cricket by bringing a more competitive edge to the team.

    He drove higher expectations around fitness, training intensity and fast bowling that continue to shape Indian cricket.

    Mandatory fitness testing and improved dieting and recovery practices, which redefined the team’s standards, are attributed to Kohli’s leadership.

    Similarly, Indian success was strongly contributed to by Kohli encouraging the development of a world-class pace bowling attack, which marked a significant shift from the spin-heavy approach of Indian cricket.

    Controversies

    While Kohli’s energy, passion and intensity contributed to his success as batsman and captain, they also led to numerous confrontations with opposition players, which some believed to be disrespectful and arrogant.

    His intense celebrations and assertive body language also drew criticism from conservative cricketing audiences.

    What will his Test legacy be?

    For more than a decade, Kohli has been the heartbeat of the Indian Test team, and his retirement marks the end of an era.

    He reshaped the mindset of Indian cricket and cultivated a faster, fitter, fiercer, more successful team.

    Kohli was also one of the greatest ambassadors of Test cricket, and has played a significant role in ensuring the game remains relevant in an era increasingly dominated by T20 cricket.

    He made Test cricket aspirational again because he wanted it to thrive. He knew India needed to dominate the hardest format to be respected.

    His social media reach (272 million followers on Instagram and 67.8 million on X) is more than Tiger Woods, LeBron James and Tom Brady combined, and was even referred to by LA2028 Olympics organisers when they announced cricket’s entry into the games.

    In recent days, Kohli has been described as “a modern-day giant”, a “provocateur in chief”, and “his generation’s most profound figure”.

    Love him or hate him, he elevated the spectacle of Test cricket. His electric energy brought the best out of India and its opponents and made him impossible to ignore when batting or fielding.

    As respected cricket writer Peter Lalor noted recently:

    Nobody is irreplaceable, but nobody can replace Virat.

    LOS ANGELES, May 14 (Xinhua) — SpaceX plans to conduct the ninth flight test of its Starship system next week, the company’s founder and CEO Elon Musk said.

    Starship has completed a long-duration static fire test of its six engines and is undergoing final preparations ahead of an upcoming test launch, SpaceX said Tuesday.

    “Immediately prior to Starship’s flight next week, I will be giving a speech explaining the Mars strategy in Starbase, Texas, which will also be broadcast live on X,” Musk said on social media.

    The last time Starship launched was on March 6, when SpaceX lost contact with the spacecraft shortly after liftoff. –0–
