    Responding to the Dalai Lama outlining the process for his spiritual succession ahead of his 90th birthday, amid longstanding efforts by Chinese authorities to control the reincarnation of Tibetan Buddhist leaders, Amnesty International’s China Director Sarah Brooks said:

    “The Chinese authorities’ ongoing efforts to control the selection of the next Dalai Lama are a direct assault on the right to freedom of religion or belief. Tibetan Buddhists, like all faith communities, must be able to choose their spiritual leaders without coercion or interference by the authorities.

    “The Chinese authorities have a long history of systematically suppressing religious freedom and tightening control over Tibetan Buddhism. For example, in 1995 the authorities forcibly disappeared Gedhun Choekyi Nyima, the boy recognized by the Dalai Lama as the Panchen Lama; Beijing has yet to properly explain his fate and whereabouts.

    “This climate of secrecy, coupled with the imposition of numerous state-appointed religious figures within Tibetan Buddhism, highlights a concerning pattern of state control over religion in China.

    “The Chinese authorities must immediately end political interference in Tibetan religious practices and cease using religious succession as a tool for control and coercion. Authorities must uphold the right of everyone to freedom of religion or belief. They must also immediately allow independent access to Gedhun Choekyi Nyima and take steps to end 30 years of impunity for his disappearance.”

    Background

    His Holiness the 14th Dalai Lama, the Tibetan spiritual leader, announced on Wednesday (2 July) in Dharamshala, India that he will have a successor after his death. He said only the Gaden Phodrang Trust, which he founded, had the authority to recognize his future reincarnation.

    Chinese government policy asserts that all reincarnations of Tibetan Buddhist “Living Buddhas” must be approved by state authorities. This position is detailed in legal instruments such as the 2007 Measures on the Management of Reincarnation of Living Buddhas, which require official vetting and approval by multiple levels of government depending on the religious figure’s influence.

    In its March 2025 white paper, “Human Rights in Xizang in the New Era,” the Chinese government reaffirmed this position, stating that the reincarnation system operates “under the guidance of Buddhist associations and the administration of the government.” The paper boasts that 93 reincarnated Living Buddhas had been confirmed following government approval by the end of 2024, highlighting state control as a key achievement.

    Gedhun Choekyi Nyima was six years old when he was recognized by the Dalai Lama as the 11th Panchen Lama in May 1995. Three days later, he and his family were forcibly disappeared by Chinese authorities. He has not been seen in public since. The Chinese government has since made vague claims that he is “living a normal life”.

    Under international human rights law, including Article 18 of the International Covenant on Civil and Political Rights (ICCPR), all individuals and communities have the right to adopt and manifest a religion or belief of their choice without coercion. Although China has signed but not ratified the ICCPR, it remains obliged not to defeat the treaty’s object and purpose. Enforced disappearance is a continuous violation under international law until the fate of the individual is clarified.

    The UN Committee on the Rights of the Child and the UN Working Group on Enforced or Involuntary Disappearances have repeatedly requested information on the whereabouts of Gedhun Choekyi Nyima. The Special Rapporteur on freedom of religion or belief has emphasized that religious communities must be free to determine their leadership without state interference.

    STUTTGART, Germany – July 1, 2025 —U.S. Air Force Gen. Alexus G. Grynkewich assumed command of U.S. European Command from U.S. Army Gen. Christopher G. Cavoli during a formal Change of Command ceremony at Patch Barracks today.

    As one of the United States’ six geographic combatant commands, USEUCOM plays a critical role in deterring aggression, supporting NATO allies, and defending U.S. national interests across a vast area of responsibility that includes Europe, parts of Asia and the Middle East, and the Arctic.

    Cavoli, who led the command since June 27, 2022, oversaw a period marked by increased U.S. and NATO interoperability, rotational deployments, and defense posture adjustments in Eastern Europe.

    “Like many others, I have stood in awe of you,” Cavoli said speaking to members of USEUCOM. “The thing that drives you to great heights is that you perform for our country in front of others and with our allies. The one privilege I will always remember, I will always cherish, is the privilege to stand in the ranks with you, all of you at EUCOM.”

    Chairman of the Joint Chiefs of Staff, U.S. Air Force Gen. Dan Caine, presided over the ceremony. He spoke to the importance of integrated operations, and both Cavoli’s and Grynkewich’s leadership, saying, “The world can shift in a matter of hours, and that’s why we prepare, why we shift, and why we train and operate as an integrated force – to be ready. General Grynkewich is prepared for this job. He is the right leader who is humble, credible and approachable to follow the great leader before him.”

    Grynkewich previously served as the Director of Operations, J-3, Joint Staff. He assisted the Chairman in carrying out responsibilities as the principal military advisor to the President and Secretary of Defense. He has served as an instructor pilot, weapons officer and operational test pilot in the F-16 Fighting Falcon and F-22 Raptor. Grynkewich has commanded at the squadron, wing, and Air Expeditionary Task Force levels.

    “Today, a protracted war rages in Europe for the first time in decades, and our operations in the Mediterranean are helping to contain conflict in the Middle East. More broadly our adversaries are aligning, working together more than ever before as they seek to dominate their regions and even the globe, thus the good work done here across the command is more important than ever,” said Grynkewich. “These are consequential times, demanding bold and innovative leadership at all times.   • MIL-Evening Report: Supervision gaps can lead to child abuse – what can be done?

    The horrific allegations of child abuse by an early childhood educator in Victoria came to light at a time when the early learning sector was already under fire for previous abuse revelations and safety breaches.

    Parents of young children in early learning services have good reason to be concerned, and it’s important to understand the way learning environments and grooming behaviours interfere with supervision.

    Recent worrying developments

    In March this year, an ABC Four Corners investigation revealed a rising number of breaches and safety concerns in Australian early childhood services.

    Recently, in Queensland, a paedophile was allowed to keep abusing children in services for years because agencies didn’t share complaints about an educator’s sexually abusive behaviour.

    In Australia, 50.4% of children aged five and under, and 35.3% of children aged 12 and under use approved care services such as daycare or after-school care. That’s more than 1.4 million children from more than a million families.

    The vast majority of services and educators are doing an excellent job of educating and caring for our children.

    But due to the recent spate of incidents, many parents have raised important questions about the level of supervision of children, and how acts of abuse can occur in busy services where there are a large number of people.

    Supervision policies and ratios

    There are national standards, laws and regulations about ratios applicable to services in all states and territories, with some very minor variations.

    The ratios between educators and children depend on the type of service and the age of the children. Babies up to 24 months need one educator for every four children. For 24-36 months, this generally increases to one educator for every five children.

    Preschoolers (3-5 years) require one educator for up to 11 children.

    According to government regulations, children should not be alone with educators.

    But challenges to active supervision include:

    • educator leave

    • a lack of casual educators

    • attrition

    • educator burnout and busyness

    • times of stress (including assessment and rating) when vast amounts of paperwork need to be done, reducing active supervision

    • loopholes such as “under the roof” ratios where every adult in the building (such as cleaners, administration staff and cooks) are illegally counted as educators

    • one-to-one times between children and educators, such as nappy changing and toileting

    • quiet and secluded spaces for children which can be very difficult to supervise, like tents and cubby houses.

    Grooming and supervision

    Grooming interferes with effective supervision in early childhood services.

    Abusers of children make the child feel special by giving them special presents, treats and sharing secrets with them. The child then feels cherished, seeking out the abuser.

    Using a variety of tactics, they usually isolate the child from those they are closest to, meaning they are less likely to disclose abuse.

    Abusers groom not only children but also parents, other educators and management. During this process, they are building trust and dependence.

    Children who are being groomed seek out the abuser, which means the child looks happy spending time with the adult, which seems innocent to those supervising.

    What changes are needed?

    While some improvements have been made, much more needs to happen to fix the long-neglected issues that allow abuse in early learning settings.

    Attracting more staff is a starting point, with more than 20,000 educators needed in Australia. This may require equal pay to school teachers with the same qualifications, and an overall improvement in wages.

    And the status of early childhood educators needs to be lifted within the community.

    Effective child protection training is also needed for educators that covers grooming behaviours.

    Additionally, parents need training on these behaviours and how to recognise signs their child might be being abused.

    Children need to learn ways to protect themselves from harm. They need to know what to do if someone asks them to keep secrets (different to surprises), pressures them to do something they don’t want to do, or uses threats.

    Overall, we need agencies responsible for child protection within and between states and territories to talk to each other and systems that work together to keep our children safe.

  • MIL-Evening Report: Politics with Michelle Grattan: Kerrynne Liddle on seizing more opportunities with Indigenous Australians

    From this Sunday, Australians will be celebrating NAIDOC Week, which marks its 50th anniversary this year.

    The week highlights the achievements, history and culture of Australia’s First Peoples. It’s also a time to reflect on the huge effort needed to materially improve the lives of Indigenous communities and individuals.

    On this podcast, we’re joined by Senator Kerrynne Liddle, an Arrernte woman and the first Aboriginal federal parliamentarian from South Australia. Senator Liddle is shadow minister for Indigenous Australians and shadow minister for social services on Opposition Leader Sussan Ley’s frontbench.

    On the Closing the Gap targets, which shows progress being made on only four of the 19 targets, Liddle says a stronger focus is required on early intervention.

    Across all of these areas we know that a very small amount of money goes into prevention and early intervention. And if I take incarceration specifically, in the prison system, we know that 60% of people that are in there actually are often return people. So recidivism is a major issue.

    When you look at the reason why many people are in custody, it is because of violence. So addressing the key issue of violence – hopefully before it begins – is going to be really, really important here.

    But also responding quick enough to support those victim-survivors, who need to be able to remove themselves from that situation, or remove the perpetrator from that situation. That’s going to be crucial for people to able to improve outcomes for themselves. Because if there is much disruption and dysfunction in a family, everyone is affected.

    Liddle says the problems are known, but money isn’t getting to the right places fast enough.

    Only two weeks ago, I was in Mutitjulu in Central Australia, at Uluru. People there were talking about how infrastructure is failing to keep up with demand. They were talking about how people struggle to navigate the service system. They talk about how children don’t have enough activities out of school and they didn’t have enough sports and recreation people.

    This is not new, these are things we hear over and over again. The frustration is money flowing, in a timely manner, and actually ensuring that there is accountability that the money has flowed effectively and for the purpose that it was intended.

    Liddle says her focus will remain on having those “unpleasant conversations” focused on real outcomes, rather than on symbolic causes.

    I just want to say that conversations about acknowledgement of country, welcome to country, and the flags frustrate me when I know that there are children who are deaf before they actually get to school. There are children who aren’t attending school. There are children who are hungry and are finding themselves wandering the streets at night, because it’s not safe to go home.

    They’re the kinds of things I want to continue to talk about, because those are the issues that affect children every single night.

    Drawing on her experience before entering politics, Liddle says helping Indigenous workers integrate into the broader economy can improve personal outcomes.

    These are not intractable [problems]. We can find solutions. I saw that myself, when I was working at [Indigenous tourism company] Voyages. I saw it when I was working in Santos. There were so many good stories about people that just wanted an opportunity. And when it was given to them in sufficient measure, with the right supports that they needed to be successful, they took it up every single time.

    And what was really valuable for them was they were part of the general economy. They were part of the general society. They were a part of the workplace.

    They weren’t relegated to a special Aboriginal employment programme that they could sit on for the rest of their life. It was about saying, ‘you know what? You belong in the economy with all of us and here’s a place for you and we’re going to help you to take that up’. As a person who’s worked in this area, it is extremely satisfying when you identify that opportunity, create that opportunity, and people do respond to that opportunity.

    Coal production from India’s captive and commercial mines reached 15.57 million tonnes (MT) in June 2025, while coal dispatches stood higher at 17.31 MT, according to data released by the Ministry of Coal.

    The first quarter of the financial year 2025–26 has shown robust year-on-year growth, with production rising by 16.39% and dispatches by 13.03% compared to the same period last year. The Ministry attributes this positive trend to enhanced operational efficiency and better utilization of mining capacity across the sector.

    The Ministry also highlighted consistent improvement in performance over the last three years, with steady growth in both coal production and dispatch levels at the end of each Q1 period. A comparative graph has been shared to illustrate these gains.

    Among key developments in June 2025, mine opening permission was granted for the Utkal A Mine, which has a maximum mining capacity  of 25 million tonnes. Additionally, vesting orders for three coal blocks were issued, bringing the total number of allocated coal blocks to over 200.

    Customers to receive up to £2000 for water service failures

    Uplifts to Guaranteed Service Standard Scheme will result in up to tenfold increase for customer compensation when they’ve been failed by water companies

    • Increase to water company reimbursements put more money back into customers’ pockets when their services are hit
    • Triggers for compensation to be expanded to include company failure to conduct meter readings and installations
    • One of Environment Secretary’s first promises in office delivered as government rolls out plan to reform the water sector

    Water companies will increase compensation payments to customers up to tenfold from today (2 July), ensuring that the public are more fairly reimbursed for supply issues and low standards of service.  

    Customers will automatically receive more money for issues such as continued low water pressure and cancelled appointments. 

    A key step in the government’s mission to reform the water sector, the move marks the first uplift in compensation rates in 25 years, with the government recognising the urgent need to bring payments in line with inflation and properly compensate households for poor service. 

    Severe issues such as flooding will see customer compensation double from £1,000 to up to £2,000, while households suffering consistent low water pressure will be automatically eligible to receive up to £250 – a huge uplift from the previous compensation rate of just £25.  

    From today, no action will be needed from eligible customers as payments will automatically be credited back to their accounts. 

    Environment Secretary Steve Reed said:  

    Too many water companies are letting down their customers – with leaking pipes, poor water supply and low water pressure.  

    The Government is holding water companies to account by making them put money back into people’s pockets when they fail their customers.

    The government is also working with water companies to expand the list of circumstances that will trigger compensation payments. Compensation for when customers are asked to boil their water due to contaminated supply will come into force later this year. 

    The standards, outlined in the Guaranteed Standards Scheme, set out a baseline for customer service in the water sector. They include providing timely restoration of water supply following an interruption, responding to written complaints and managing the risk of sewer flooding.  

    This comes as part of the government’s action to cut sewage spills and attract investment in the sector, including:  

    • Strengthening regulation to ensure polluting water bosses who cover up their crimes now face two-year prison sentences.
    • Banning unfair bonuses for bosses of six polluting water companies.
    • Launching a record 81 criminal investigations into sewage pollution.
    • Securing £104bn in private sector investment to upgrade crumbling sewage pipes and cut sewage by nearly half by 2030.
    • Launching the Independent Water Commission led by Sir John Cunliffe to modernise the water industry and work with companies and their investors to make the industry one of growth and opportunity.

    Mike Keil, Chief Executive of the Consumer Council for Water (CCW), said:  

    Customers expect to be treated fairly when their water company lets them down, so we’re delighted the Government has moved at pace to strengthen service standards.”  

    This should give people peace of mind they now have far stronger protection from a much broader range of water company service failures – from the slow installation of water meters to the mishandling of debt recovery. As well as bolstering payments for thousands of customers, these changes mark an important step towards restoring trust in the water sector which is at an all-time low.

    David Black, Chief Executive of Ofwat said:

    When customers suffer from problems like low pressure, disruptions to supply or sewer flooding they can experience major stress and inconvenience, and payment amounts must recognise the disruption to their lives when standards are not met.  

    These new changes are another way to make sure customers are protected when companies get it wrong.

  • MIL-OSI Russia: In Moscow, almost 300 houses with pilasters have been renovated in 10 years

    One of the distinctive features of many houses built in the capital in the first half of the 20th century are pilasters – a flat vertical projection of rectangular cross-section, often having a base at the base and a capital at the top. Over the 10 years of implementing the regional program for capital repairs of the housing stock, specialists from the Moscow city services complex have put in order about 300 residential buildings with pilasters.

    In 2024, the five-story building at 3/1 Mozhayskoye Shosse was renovated. It was built in 1958 according to an individual project in the style of Soviet neoclassicism. The street facades are decorated with architraves, pilasters, belts and bas-reliefs. A crowning cornice with dentils is installed along the perimeter.

    During the major repairs, the facade, roof, basement and entrances were put in order, and the in-house engineering systems were replaced. The work on restoring the facade began with washing the open surfaces from all dirt, then the brickwork was repaired, the seams in the places of damage were expanded and the moisture was treated with an antiseptic. After that, the brickwork was hydrophobized so that the facade would stop collapsing under the influence of precipitation and was reliably protected from mold and mildew. The average service life of such a coating is 30 years.

    Upon completion of the main volume of work, architectural elements were repaired, including pilasters, balconies and entrance groups were updated, and drainpipes were replaced. Particular attention was paid to the repair of the base: the old plaster layer was dismantled, antifungal protection was applied, the surfaces were plastered, using reinforcing mesh and painting.

    On the roof, the continuous sheathing layer was replaced with a new structure, and the outdated roofing was replaced with a modern one. Then, all the wooden elements of the attic were treated with a fire-retardant composition, and the temperature and humidity conditions were established. The craftsmen also put the entrances and basement in order, replaced the hot and cold water supply systems, electricity supply, central heating, and drainage lines.

    In addition, in 2024, renovation work was carried out on the four-story building 9 (building 1) on Akademika Pavlova Street. It was built in 1957 according to an individual project. The main façade has complex plasticity: protruding triangular bay windows, rustication, architraves and pilasters. The lower and upper floors are separated from each other by an interfloor belt. The balconies are supported by brackets of a complex profile. The building is completed by a crowning cornice and four symmetrically located attics with porthole windows.

    The specialists of the capital repair fund (CRF) created an individual project for this object, which took into account the need to preserve the complex architectural decor and historical color of the building. The facade and roof were put in order.

    During the façade work, the craftsmen cleared the walls, repaired the plaster layer and expanded the seams. Then they applied anti-corrosion protection in the place of the balcony slabs, restored the brickwork and tidied up the decorative elements. Finally, the walls were painted in their historical color: the brick part in the shade of “red ant”, and the bay windows and decorative elements, including the pilasters, in white.

    In addition, the entrances and balconies were repaired. The ebbs were replaced, new drainpipes were hung and the facing covering of the base was changed. When repairing the roof, its wooden frame was restored and the roof covering was replaced. In the attic, the heat-insulating layer was also changed, restoring the temperature and humidity conditions, and the walking flooring was laid.

    Major repairs of buildings with pilasters will continue this year. Thus, it will affect a five-story residential building at 36 1st Brestskaya Street. It was built in 1902 according to an individual project in the neoclassical style. The facade is highlighted by pilasters. The windows are decorated with architraves and arched lintels. The building is completed with a crowning cornice.

    FKR specialists have developed a unique project for the restoration of this object. All the nuances of the old building have been taken into account, and high-quality and reliable domestic materials have been selected. The facade, roof, basement will be put in order here, and a number of engineering systems will be replaced.

    For the convenience of residents, the work will be carried out in stages. They will start with clearing the facade planes from accumulated dirt, then repair the plaster layer of the lower floor and architectural elements, restore damaged segments of the brickwork. Wet areas will be treated with a highly effective antiseptic. At the next stage, architectural elements made of brickwork will be updated.

    Finally, the prepared facades will be painted, and the areas covered with ceramic tiles will be treated with a water-repellent compound. The building will retain its historical colors: a light ivory shade and classic white.

    After the main works are completed, the slopes will be repaired, the ebbs and drainpipes will be replaced. A new entrance door will be installed in the entrance hall. During the roof repair, its wooden frame and roofing will be put in order. In the attic, the heat-insulating layer will be restored, the temperature and humidity conditions will be balanced. Inside the house, work will take place in the basement, where the cold water supply, central heating and drainage systems, as well as the electrical network, will be updated.

    The Moscow City Services Complex noted that the regional housing stock capital repairs program being implemented in the capital is in line with the goals and objectives of the national project “Infrastructure for life”.

    The right to implement a project for the integrated development of undeveloped land (IDU) with an area of 4.74 hectares in the Teply Stan district will be put up for auction. This was announced by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “The city will put up for auction the right to comprehensive development of an undeveloped area in the Teply Stan district in the southwest of the capital. The area of the site is 4.74 hectares. It is located next to the Moscow Ring Road, not far from the Tyutchevskaya metro station. The investor who will be determined based on the results of the auction will be able to build a multifunctional city block there with residential buildings, including for the implementation of the renovation program, and public and business infrastructure. Investments in the project are estimated at 26.62 billion rubles, and the annual budget effect is 419.19 million rubles. The implementation of the project will create about 900 jobs,” said Vladimir Efimov.

    Integrated development projects for undeveloped areas are implemented on sites owned by the city or in cases where state ownership of them is not delimited. Such sites must be free from the rights of third parties.

    “Within the framework of this project, it is planned to build housing with a total area of more than 105 thousand square meters, including for the implementation of the renovation program.     CHONGQING, July 2 — A cargo train loaded with 84 TEU of complete vehicles departed from southwest China’s Chongqing Municipality on Monday. These vehicles will travel through the New International Land-Sea Trade Corridor to reach a Chinese port, and then board an ocean-going vessel bound for Chancay Port in Peru.

    This marks the first time the New International Land-Sea Trade Corridor has connected to Chancay Port. The cargo train will reach Beibu Gulf Port in south China’s Guangxi Zhuang Autonomous Region, and the vehicles will sail from there.

    As an important project under the Belt and Road Initiative (BRI), the New International Land-Sea Trade Corridor has been playing a key role in connecting landlocked western China to global markets.

    Monterrey had the first scoring opportunity of the match when Colombian midfielder Nelson Deossa fired a speculative long-range effort straight at goalkeeper Gregor Kobel.

    But most of the early attacking was done by Dortmund, whose fluid passing was causing problems for Monterrey’s defense.

    Guirassy opened the Bundesliga club’s account in the 14th minute when he played a slick one-two with Karim Adeyemi before side-footing a low effort that beat Argentine goalkeeper Esteban Andrada at his near post.

    When Ngawang Chophel ordered a down jacket online, he knew better than to expect it to arrive the next day. In his remote village in southwest China’s Xizang Autonomous Region, delayed deliveries are the norm, unlike the speedy service enjoyed by those who live in the country’s more accessible regions.

    Yet, the delivery system across Xizang today has improved significantly from the past, when parcels could take weeks to arrive in remote areas, with the last mile — or more — usually done by the receiving party rather than the courier service.

    “It used to take half a month for a parcel to reach us. It was both costly and time-consuming,” said Ngawang Chophel, who hails from Pumaqangtang Township, in Nanggarze County, Shannan City of Xizang.

    In the past, people from his village, located at an altitude of 5,373 meters, faced a two-day journey across the sparsely populated plateau to the county seat, which is more than 100 kilometers away, just to collect their mail and parcels. The gasoline bill for one such trip easily came to a hefty 100 yuan (approximately 14 U.S. dollars).

    Shannan, covering a total area of 80,000 square kilometers, has a relatively small population of just 354,000. For a long time, the eight market-based courier providers operating in the city only delivered packages to the county seat, and at best, to a few townships.

    To improve the situation, Shannan set out to overhaul its mail delivery system. It started by integrating the private courier services into the publicly funded postal network, so that the two systems worked better together.

    By September 2024, the city had established a three-tier postal and courier system comprising 12 county-level digitalized hubs and 701 village or community-level service stations at both ends, with township-level posts functioning as bridges between.

    To improve village-level logistics service hubs, the city allocated 10,000 yuan in subsidies to each station last year. In addition, it reinforced rural roads and attracted branded courier providers to operate in Shannan.

    Thanks to the reform, parcels are now delivered directly to residents’ doorsteps in all 577 administrative villages across Shannan. “Our township, Pumaqangtang, is the highest in China, and now we can receive delivery packages without any obstacles, which has greatly improved our lives,” said Ngawang Chophel as he unpacked his down jacket, a package reaching him much faster than before.

    More efficient deliveries not only make residents happy. “The ‘last mile’ of parcel delivery in and out of villages is crucial for enhancing consumption, promoting rural e-commerce, and supporting broader rural revitalization efforts,” said Gyangkar, the vice mayor of Shannan.

    China, the world’s largest express delivery market, handled over 175 billion parcels in 2024, a 21.5 percent increase from the previous year. As China boasts a highly efficient courier sector, individual localities find it essential to keep up with the flow to stay economically competitive.

    No longer bothered by the arduous commute required to pick up their packages, villagers in Shannan are more inclined to shop online. Official statistics indicate that the total volume of online purchases in the city surpassed 1.45 billion yuan in 2024.

    Local businesses have been integrated into the national production and supply chain thanks to the revamped express delivery system, noted an official in Shannan. For instance, the Xizang Hongnong agricultural development company, which operates the largest modern chicken farm in Xizang, previously had to suspend construction due to delayed packages. It’s no longer the case.

    Furthermore, local agricultural products now have an easier path to reach buyers in other parts of the country due to the reform. Tashi Lhamo, an influencer with four million followers, sells local specialty food ranging from Tibetan butter to tsampa through livestreaming.

    She is pleased to see that the establishment of a logistics service station in her village in Qonggyai County has greatly supported her livestreaming business.

    As of the end of last year, nearly 600,000 courier packages had been delivered to villagers’ doorsteps as a result of the reform, benefiting over 230,000 farmers and herders.

    “This has made residents happier, and the flow of goods between urban and rural areas more efficient,” Gyangkar remarked.

    The payment request for the eighth instalment of the National Recovery and Resilience Plan (NRRP), equal to EUR 12.8 billion, was sent to the European Commission today.

    The request was submitted following the NRRP steering committee meeting held on 24 June, which verified the achievement of the 40 required objectives (28 targets and 12 milestones), including reforms and investments that are strategic for Italy’s economic and social growth. With the payment request for the eighth instalment, Italy has consolidated its leading position in Europe in terms of implementation of its NRRP, which will enable it to exceed EUR 153 billion over the coming months, corresponding to approximately 79% of the Plan’s total resources. 

    The measures implemented as part of the eighth instalment include: digitalisation of the Guardia di Finanza [Italian Finance Police], with innovative IT systems to fight economic crime; more than 1,000 language and methodology courses for school teachers; the launch of projects to update school curricula in over 8,000 schools and guide students towards STEM skills; implementation of culture and tourism enhancement projects by supporting approximately 2,000 small and medium-sized enterprises; redevelopment of around 50 historical parks and gardens.     The service has been thoroughly tested with five London boroughs (Barnet, Greenwich, Havering, Richmond upon Thames, and Bromley) who have been handling both householder appeals (fast-track cases) and section 78 (full planning) appeals through the system. 

    Phased rollout approach 

    We’re using a phased approach to roll out the service: 

    • Cohort 1: Two local planning authorities have recently joined the pilot – Gloucestershire County Council and Gosport Borough Council. 
    • Cohort 2: We will increase the number of authorities joining towards the end of July.
    • National rollout: All authorities in England will join the service by December 2025. We will be sharing more details after the summer. 

    Benefits for local planning authorities 

    The new service offers several important improvements: 

    • streamlined submission and management of appeals, making the process more efficient 
    • a user-friendly LPA dashboard for reviewing and monitoring cases, following GOV.UK design principles 
    • improved communication between all parties, reducing paper-based processes 
    • continuous improvement of the system based on user feedback

    Last week, we ran a ‘show and tell’ attended by around 800 people from over 230 local planning authorities to showcase the new service and outline the changes. Recording of the session is below:

  • MIL-OSI United Kingdom: Council working with local accommodation providers to explore ways to support and manage effects tourism

    Oxford City Council is facilitating work with accommodation providers – including hotels and colleges – to explore how the city can better manage the effects of tourism while ensuring it remains a vibrant and popular place for residents and visitors.  

    Following an initial feasibility study and an independent report from The Mosaic Partnership in 2024, the Council now plans to appoint a consultant to help set up two task groups to explore the different options for the sector.  

    Supporting the next stage of this work could help identify projects and potential funding streams, including whether an Accommodation Business Improvement District (ABID) is appropriate and supported.  

    An ABID is not a tourist tax. Unlike models used in other countries, an ABID is a business-led initiative where accommodation providers decide whether to establish it and how the funds are spent. The levy is collected under Business Improvement District legislation, and funds would be controlled by the ABID board, not Oxford City Council or any other statutory or government body. 

    Initial research suggests that an ABID could unlock up to £10 million for additional projects, depending on criteria set by the task groups. 

    The Council will facilitate the next stage of the project with funding from the UK Shared Prosperity Fund (UKSPF), however it will have no say in whether any option is pursued, the final decision or how any money could be spent.
