    “The U.S. Constitution is clear, only Congress has the power to declare war,” said Rep. Hoyle. “For too long Presidents of both parties have violated Congress’s authority and launched strikes around the world. This isn’t just about Congress, it’s about giving the American people a say in whether or not to send American troops into another foreign war.  

    “I will not defend the Iranian regime or understate the danger of a nuclear Iran. However, this is about a decision to drag American service members and the United States into another war in the Middle East. American lives are at stake and therefore Congress and the American people need to have a say in this decision.  

    “No president, Democrat or Republican, has the authority to bypass Congress when it comes to matters of war.” 

    Background 

    Since coming to Congress in 2022, Rep. Hoyle has been an outspoken critic of presidential abuses of Congressional War Powers by both Democratic and Republican administrations. 

    • In 2023, Rep. Hoyle voted against the House’s version of the National Defense Authorization Act (NDAA) in part due to concerns about War Powers authorities. She offered amendments to: 

      • Prohibit U.S. involvement in the war in Yemen unless authorized by Congress; 

      • End unauthorized U.S. military involvement in Syria; 

      • And to repeal the 1991, 2001, and 2002 Authorizations for the Use of Military Force (AUMFs), citing their misuse by presidents of both parties who use them to unilaterally engage in foreign wars.  

    • In 2023, Rep. Hoyle spoke out against President Biden’s use of unauthorized military strikes. 

    • In January 2024, Rep. Hoyle was among the first Democratic Congresspeople to speak out against President Biden’s unilateral decision to launch strikes in Yemen. 

    • In April 2025, Rep. Hoyle joined Rep. Jayapal (D-WA) and Rep. Khanna (D-CA) to lead 30 of her colleagues in calling out President Trumps unilateral decision to launch strikes in Yemen.

    • Article I, Section 8, Clause 11 of the U.S. Constitution states that Congress has the sole authority to authorize military involvement in overseas conflicts. 

    • Section 2(c) of the War Powers Resolution of 1973 states that the President can only introduce U.S. forces into hostilities in one of three scenarios: 

      • 1. After a declaration of war by Congress; 

      • 2. After a specific statutory authorization from Congress;  

      • 3. Or in a national emergency created by an attack on the U.S.

    Power fully restored in flood-ravaged south China county after massive emergency response

    GUANGZHOU, June 21 — Huaiji County, which is administered by Zhaoqing City in south China’s Guangdong Province, has essentially achieved full power restoration after floods affected 118,000 households, the Guangdong branch of China Southern Power Grid Co., Ltd. (CSG) said on Saturday.

    Severe flooding has recently struck Guangdong, with Zhaoqing among the hardest-hit areas. As of noon on Wednesday, continuous heavy rainfall had affected approximately 300,000 residents of Huaiji, and about 70,000 people had been relocated to safer areas, according to local authorities.

    “Power facilities in the county seat were severely damaged by the torrential rain disaster,” said Li Yangpo, deputy general manager at the power supply bureau of Zhaoqing under the Guangdong branch of CSG.

    The power supply company mobilized a repair force of over 4,000 personnel, deploying 67 generator trucks, nine drainage vehicles, and four drainage robots. The full-scale power restoration work commenced on the evening of Wednesday when floodwaters had receded sufficiently to permit access, Li said.

    Currently, local post-disaster recovery and production resumption are progressing in an orderly manner, according to authorities. All damaged communication base stations in Huaiji have been fully restored, and pipeline gas supply has been resumed to all residential communities across the county.

    The county waterworks has resumed normal operation. Although the four severely affected villages are still waiting for the full water supply restoration, temporary supplies have been in place.

    The Guangdong Provincial Department of Emergency Management, together with the provincial food and strategic reserves administration, has urgently allocated about 2.37 million yuan (330,000 U.S. dollars) worth of relief supplies to disaster-affected areas. These supplies have been transported by helicopter to key flood-stricken towns and villages.

    As of 9:00 a.m. Saturday, 82 street flusher trucks, 112 garbage trucks, 10 dump trucks and 73 loaders had been deployed for road dredging and debris clearance operations in the county seat.

    The National Development and Reform Commission on Wednesday said that it has allocated 60 million yuan from China’s central budget to bolster flood relief efforts in Guangdong.

    The funds will be directed toward restoring infrastructure and public services in Guangdong’s affected regions, according to the commission.

    A Medium Term Financial Strategy will be set out next week in the aftermath of a “disappointing” UK Spending Review and welfare reforms that will reduce Scotland’s budget.

This comes on top of reductions in our funding worth hundreds of millions of pounds as a result of the UK Government’s proposed welfare reforms and failure to fully fund its employer National Insurance increase.

    The Medium Term Financial Strategy (MTFS) will outline the approach to ensuring Scotland’s finances remain on a sustainable footing.     Wellington Police investigating an assault on a woman in Newtown this morning are seeking information and footage from the public.

    The incident occurred on the footpath on Colombo Street at around 7:30am. The woman was approached from behind and when she turned around she was confronted by a man holding a knife. The victim found an opportunity to run from the man into a nearby address and call Police. 

    Police are offering support to the victim, after what was a deeply concerning incident.

    While the victim was not physically injured, she is understandably extremely shaken.

    Police will also ensure we increase our presence in the Newton area to provide reassurance to that community. 

    As part of our ongoing enquiries, we are seeking the public’s assistance to help identify and locate the alleged offender.

    He is reported as being in his late 20s, Caucasian, and about 5’7 [170cm] in height, with a medium build.

    He was wearing a grey jumper with a red hoodie underneath, grey pants and a hospital face mask.

    We are asking for anyone who was in the areas of Colombo Street, Rintoul Street, Adelaide Road, and Riddiford Street, between the hours of 7am and 8am today and may have seen this man, to please contact Police. 

    This male is probably a local resident and someone in our community may recognise the description provided by the victim.  We ask anyone who may know the identity of this male to also make contact with us. 

    Additionally, if anyone has CCTV, dashcam, or video footage from the mentioned areas that may have captured the man at any point, please contact Police and we can come and collect the footage from you.

    You can report information to Police via 105, either over the phone or online, referencing event number 250622/1969.

    A female driver was arrested last night following investigations into an incident earlier this month when a police officer was struck by a car at a driver testing station.

    Just before 4pm on Monday 9 June (Kings birthday public holiday), a Ford Falcon sedan was stopped at a driver testing site on Curtis Road, Munno Para.

    The female driver allegedly drove off at speed, hitting a police officer, and then colliding with another vehicle a short distance away.

    The officer sustained a leg injury and has since returned to work.

    Enquiries identified the Ford sedan was stolen from Freeling in May.

    Following extensive investigations, police attended a northern suburbs address yesterday evening, Saturday 21 June, and allegedly found the woman hiding in a caravan in the rear yard.

    The 33-year-old woman was arrested and charged with illegal use, driving disqualified, recklessly cause harm to another, leave the scene of a crash and numerous other traffic offences.

    She was refused police bail and will appear in the Elizabeth Magistrates Court on Monday 23 June.

    Northern Territory Police have arrested 5 youths after they allegedly forced their way into a Palmerston home and stole 2 vehicles early this morning.

    At 1:16am the Joint Emergency Services Communication Centre received information that a number of offenders armed with edged weapons had entered a home in Rosebery.

    Earlier the victims had locked themselves in a bedroom before the offenders smashed the bedroom door with a machete and demanded money and keys to 2 vehicles.

    After locating the keys the offenders left the scene and a short time later they allegedly burgled a shop at Frances Bay where they stole a large quantity of alcohol.

    General Duties officers attended the Rosebery home and a crime scene was established.

    Members from Strike Force Trident and the K9 unit were also called out before the stolen vehicles were located on police CCTV and tracked.

    Police then engaged in a short pursuit in Palmerston before the offenders stopped the vehicles and ran.

    The K9 unit then tracked the offenders to an address in Moulden where police arrested a 15-year-old male, 17-year-old male and three 16-year-old males.

    Investigations are continuing.

    Police are urging anyone who may have information about the incidents to contact police on 131 444 as soon as possible and quote reference number P25167478.

This is not a dream, it is a real life outdoor playground at Sham Shui Po Park, managed by the Leisure & Cultural Services Department.

    Sham Shui Po Park, which has served the community for over 40 years, was recently revitalised as part of the Transformation of Public Play Spaces.

    Prioritising inclusivity

    Inspired by nature, the redesign features themes of water, sand, and plants, creating three zones: Sandy Bunker, Jungle Meadow and Oasis Spring. After consultation and design, which includes input from youngsters, the upgraded park has reopened, drawing many families and children to enjoy the new facilities.

     

    The Sandy Bunker playground features a popular sand pit and a variety of slides. In addition to roller, group, and curved slides, visitors will also discover the longest spiral tube slide that exists at public playgrounds in Hong Kong. At over 6m high and 13m long, it offers a fun and interactive experience for visitors of all ages.

    Nearby Jungle Meadow provides a natural play space with a face-to-face swing, rope swing, wheelchair-friendly carousel, percussion walls, and a play tunnel for hide-and-seek, fostering family fun and group play.

    The Oasis Spring area offers climbing rope nets, trampolines, water play features, and sensory walls, creating a diverse adventure zone for children to explore.

    Community-engaging playground

    The Leisure & Cultural Services Department oversees over 680 outdoor playgrounds and by way of its Transformation of Public Play Spaces plan, the department aims to revitalise more than 170 play spaces across the city. So far, 11 projects have been completed and opened to the public.

    Leisure & Cultural Services Department Senior Project Manager Vivian Ho said the department provides non-prescriptive and flexible playscapes according to the site topography, introducing natural or environmentally friendly elements, such as small climbing hills for toddlers, sand pits, water play facilities or small labyrinths that captivate children and enable them to unleash their creativity.

     

    Architectural Services Department Senior Landscape Architect Grant Liu added that the design concept for the play space redevelopment project began with community engagement, embodying a “people-centred” design philosophy. He highlighted that the goal is to promote the idea of inclusive play in more playgrounds.

    “The Spouting Whale and Octopus Fountain have water play basins and tables at different heights to allow children of all ages and those in wheelchairs to play together. As an added bonus, the tube slide is made of stainless steel, which is safe for children with hearing implants, and does not create static electricity like plastics or fiberglass slides do.”

    Kid-friendly design

    Tong Mei Road Children’s Playground, which was recently renovated, serves as a prime example of how children were treated as the protagonists of the playgrounds because their opinions are indispensable. The playground’s design consultant initiated a participatory design programme for the renovation. It included setting up street booths, questionnaires, parent-child workshops, and design workshops specifically for children, giving the consultant a lot of inspiration.

    A workshop led by the playground’s design consultant Kevin Siu provided children with a unique opportunity to create their own playground. During the event, the young participants crafted models of imaginative play areas based on their ideas.

    He explained that when sharing their designs for the playground, it was evident that different groups of children, despite being unfamiliar with each other, shared common features.

    “Many expressed a desire for a high platform where they could escape from a pretend shark, which included hide-and-seek zones where they could feel temporarily protected.”

    The organisers were surprised by the enthusiasm and creativity displayed. In a group of over 20 children who did not know each other beforehand, more than half raised their hands when asked if they knew certain games. The response highlighted how children naturally connect through play.

    The workshop served as a compelling example of how children socialise and why public play spaces are vital platforms for engaging young minds. Such environments not only stimulate creativity but also help shape their collective memories and social interactions.

    IAM Local 2917 members recently hit the track to raise much needed donations for the Relay For Life 2025. The annual event, sponsored by the American Cancer Society at multiple sites around the world, gives teams an opportunity to raise money for medical research to end cancer. It has raised billions of dollars for cancer research since its first event in 1985.

    “The Local could have just made a donation with a check, but the Women’s Committee and the Veterans Services program challenged our members to step up and walk,” said IAM Local 2917 Recording Secretary Margie Smith. “And we did more than walk! It was truly a great challenge and team effort.”

    Smith recently completed the Leadership Excellence Assembly of Dedicated Sisters, or IAM LEADS course.  She brought the enthusiasm from that course back to Eastern Georgia to rally her brother and sister union members to come together to form a team for this event.  

    Local 2917 represents Service Contract Act workers at Fort Stewart and Hunter Army Airfield just over 40 miles from Savannah, Ga. It is home to the 3rd Infantry Division, and one of the largest military mobilization points on the East Coast.

  • MIL-OSI New Zealand: Road Closed, State Highway 2, Pukehina

    Motorists are advised to take alternative routes due to a blockage on State Highway 2, near Otamarakau Valley Road, Pukehina following a serious crash this morning.

    Police were alerted to the two-vehicle crash at around 10am.

    Indications are people have been injured.

    The road will remain closed for some time.

    The passenger in a crash has been critically injured following a crash on Main Road Stoke, Stoke.

    At about 5.20am on Sunday 22 June, Police were called to a car that had crashed into a trailer.

    The critically injured person has been flown to Wellington Hospital.

    The driver received minor injuries and is speaking to Police.

    Enquiries are ongoing with the Serious Crash Unit conducting a scene examination.
