  • MIL-OSI USA: Attorney General Bonta Co-Leads Multistate Effort to Protect Abortion and Gender-Affirming Care Providers from Dangerous Certification Requirements

    Attorneys general call on AMA to ensure reproductive health care and gender-affirming care providers can get board-certified without unnecessary risk

    OAKLAND — California Attorney General Rob Bonta today announced co-leading a coalition of 20 attorneys general in urging the American Medical Association (AMA) to take stronger action to protect health care providers from potentially dangerous medical board certification requirements. In testimony submitted to AMA, Attorney General Bonta and the coalition argue that requiring abortion and gender-affirming care providers to travel to states that restrict those forms of care in order to get board-certified puts them at legal and physical risk. The coalition warns that mandating in-person testing in states that have aggressively criminalized or penalized reproductive and gender-affirming health care endangers providers and threatens access to essential care nationwide.

    “Right now, health care providers can only obtain OB-GYN board certification if they travel to Dallas for an in-person examination. Texas, of course, has some of the most restrictive abortion and gender-affirming care laws in the country,” said Attorney General Bonta. “The American Medical Association itself has previously acknowledged the physical and legal risk that this can pose to health care providers — my fellow attorneys general and I are now calling for concrete action. We have shared specific recommendations, and we hope the American Medical Association will expeditiously consider adopting those changes.” 

    Earlier this year, AMA acknowledged the risks posed to health care providers by state laws that restrict abortion and gender-affirming care, adopting a policy encouraging medical boards to provide alternative testing options in states with such restrictions. However, Attorney General Bonta and the coalition assert that AMA’s current stance does not go far enough to protect examinees – it lacks sufficient urgency and fails to provide policy guidance to the specialty boards on concrete steps they should take to protect candidates. The coalition calls for AMA to go further by recommending such steps, including:

    1. Relocating testing sites to non-restrictive states;
    2. Shifting to remote testing to eliminate the need for travel to hostile environments; or
    3. Granting individual exemptions from in-person exams in restrictive states for those facing heightened legal or physical risks.

    The coalition’s testimony highlights the increasingly hostile legal landscape for health care providers in the aftermath of the U.S. Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization. Following the decision, several states implemented draconian restrictions on abortion and have since taken steps to criminalize patients and providers. Many of the same states have followed by passing a wave of restrictions on gender-affirming care. The coalition argues that officials in these anti-choice states have made it clear their goal is to intimidate and punish reproductive health and gender-affirming care providers, no matter where the care was provided.

    Attorney General Bonta and the coalition warn that mandating in-person board certification testing in states that penalize these forms of health care could have far-reaching and harmful consequences. In particular, the coalition highlights the American Board of Obstetricians and Gynecologists (ABOG), which requires OB/GYNs seeking board certification to travel to Texas for in-person testing. Texas has implemented some of the most severe anti-abortion legislation in the country and similarly restricts access to gender-affirming care for young people. Despite these restrictions, ABOG continues to require in-person certification exams for all obstetricians and gynecologists in Texas. The coalition asserts that ABOG’s refusal to provide accommodations for candidates who fear prosecution or physical harm in Texas places providers at needless risk and endangers access to essential care nationwide. 

    The coalition emphasizes that ensuring the safety of health care providers is essential to maintaining access to reproductive and gender-affirming care in states like California. The coalition is urging AMA to act urgently and forcefully to ensure medical specialty boards adopt concrete, actionable policies that protect providers, warning that failure to act could exacerbate the national health care crisis.  

    The submission of this testimony was co-led by Attorney General Bonta, New York Attorney General Letitia James, and Massachusetts Attorney General Andrea Joy Campbell. They were joined by the attorneys general of Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, Oregon, Rhode Island, Vermont, Washington, and the District of Columbia.

    [WASHINGTON, D.C.] – Combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Armed Services Committee (SASC)—today pressed Air Force Secretary Troy Meink and Air Force Chief of Staff Gen. David Allvin on the more than $1 billion in taxpayer money it would cost to convert the Qatari jet into a secure Air Force One, as well as the operational security risks inherent with using a jet gifted by a foreign government to transport the President.     “It’s not enough that Donald Trump has given the pathetic appearance that he can be bought with a luxury jet—this flying national security risk will also force taxpayers to waste over $1 billion in upgrades to make the aircraft fit to protect a President of the United States,” Duckworth said. “We already have two fully operational and capable Air Force One aircraft. This would be a colossal, unnecessary waste of taxpayer dollars that needlessly creates operational security risks and gives the dangerous impression that our foreign policy is for sale. We cannot allow this.”

    Duckworth has been an outspoken critic of the Trump Administration’s plan to accept the $400 million luxury jet from Qatar. Last Thursday, she led her Senate Democratic colleagues in demanding that the U.S. Department of Defense (DOD) be transparent with them about the substantial national security and operational risks posed by President Trump’s plan to accept the $400 million jet from the Qatari royal family. Last Friday, the Senator joined U.S. Senators Chuck Schumer (D-NY) and Adam Schiff (D-CA) and other colleagues in urging the DOD Acting Inspector General to open an inquiry into DOD’s involvement facilitating the transfer of an unprecedented foreign gift intended for President Trump’s personal use.

    Since day one, Duckworth has repeatedly called out the Trump Administration’s top-ranking national security officials and the severe national security failures they have been responsible for. After The Atlantic reported that Defense Secretary Pete Hegseth sent classified war plans in a Signal group chat with other Trump Administration officials, putting the lives of our men and women in uniform at greater risk and undermining the effectiveness of the mission, Duckworth released a statement demanding Hegseth’s resignation and an independent investigation into all officials on the Signal chain. The Senator reiterated her call for Hegseth to resign in disgrace after the New York Times reported that Hegseth also shared the classified airstrike plans with his wife and brother. In March, Duckworth joined her Senate colleagues in calling on the U.S. Senate Select Committee on Intelligence, SASC and U.S. Senate Foreign Relations Committee to hold hearings to investigate why members of President Trump’s national security team were recklessly discussing classified military operations on unsecured devices.

    [WASHINGTON, D.C.]  U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Democratic Whip Dick Durbin (D-IL) joined U.S. Senators Amy Klobuchar (D-MN) and Peter Welch (D-VT) in reintroducing legislation to expand Medicare negotiation of drug prices. The Strengthening Medicare and Reducing Taxpayer (SMART) Prices Act would help lower drug costs for consumers, reduce federal spending and give the Department of Health and Human Services stronger tools to negotiate lower drug prices in Medicare Part B and Part D. 

    “No one should have to choose between paying for their lifesaving prescription or paying the rent—that’s why three years ago the Democrats passed the Inflation Reduction Act, to empower Medicare to directly negotiate with drug manufacturers,” Duckworth said. “I’m proud to join Senator Durbin and our Democratic colleagues in reintroducing the SMART Prices Act to help build on the progress we’ve made to lower the cost of prescription drugs and improve health care for hardworking Americans.”

    “People in the United States are paying four times more than people in similar countries pay for life-saving medications,” said Durbin. “Democrats took the first step to address this issue three years ago by passing the Inflation Reduction Act, to enable Medicare to negotiate with Big Pharma to lower costs for seniors—while every Republican opposed these savings. Now, instead of focusing on lowering prices for Americans, Republicans in Congress are focused on cutting Medicaid to give tax breaks to billionaires. Senate Democrats are introducing the SMART Prices Act to help lower the outrageous cost of prescription drugs, expand on the progress we have made, and improve health care for Americans.” 

    According to preliminary estimates from a model by West Health and Verdant Research, if the SMART Prices Act was enacted in 2026, it would save 33 percent more by 2030 than current law. It would also allow Medicare to begin negotiations earlier and bring down the price of more expensive drugs. 

    This legislation builds on Klobuchar and Welch’s provision, which was passed into law in 2022, that has empowered Medicare to negotiate prescription drug prices for the first time, unleashing the power of 53 million seniors enrolled in Medicare Part D Drug Coverage. The SMART Prices Act would extend this progress by more than doubling the number of prescription drugs Medicare must negotiate to a minimum of 50 per year, allowing the most costly prescription drugs and biologics to have negotiated prices five years after approval by the Food and Drug Administration, and by increasing the discount that Medicare is allowed to negotiate.

    WASHINGTON – U.S. Senators Chris Coons (D-Del.) and David McCormick (R-Pa.) last week introduced the Defending International Security by Restricting Unlawful Partnerships and Tactics (DISRUPT) Act of 2025, a bipartisan bill to address the increased cooperation between U.S. adversaries that threatens our nation’s interests. 

    Authoritarian regimes in China, Russia, Iran, and North Korea have deepened their cooperation in recent years, including an increased transfer of weapons and munitions, sharing military technologies, launching disinformation campaigns, and coordinating joint operations that threaten the stability of the international order. Despite this looming threat, the U.S. lacks a strategic response to our adversaries increasing alignment.

    “Our adversaries are becoming friends,” said Senator Coons. “We cannot continue to sit back and watch as they gain strength before our eyes – in weapons, in their armies, in their economic power. They want to make our country less secure and our economy less prosperous. The DISRUPT Act is the first step to stopping their progress and keeping Americans safe.”

    “China, Russia, Iran, and North Korea are rapidly strengthening their ties, solidifying an axis of destruction and chaos bent on undermining the United States and our allies and partners around the world,” said Senator McCormick. “Senator Coons and I are introducing this legislation to help focus the interagency’s diplomatic, economic, defense, and intelligence priorities to define and combat this emerging adversarial alliance.”

    Specifically, the DISRUPT Act of 2025 will:

    • Direct the intelligence community to report on the trajectory of adversary collaboration across diplomatic, informational, military, and economic domains and its impact on U.S. interests
    • Require the development of a whole-of-government strategy to approach this phenomenon
    • Create interagency task forces within key departments such as State, Defense, Commerce, Treasury, and the Directors of National Intelligence and of the Central Intelligence Agency to ensure a coordinated, long-term response

    The DISRUPT Act highlights the need for the U.S. to disrupt the most dangerous aspects of this adversarial cooperation, reduce its expanding footprint, and prepare for the growing likelihood of simultaneous challenges across multiple regions. The bill also reinforces America’s commitment to strategic leadership, strengthening alliances, and creating a long-term strategy to preserve our national interests.

    ndia has made a significant impact at INDEX Dubai 2025, the Middle East and North Africa’s leading interior design and furniture exhibition, with 55 companies showcasing their products to tap into the region’s expanding $25 billion interior design market, projected to grow to $35 billion by 2031.

    The three-day exhibition, held at the Dubai World Trade Centre from May 27 to 29, has long served as a vital platform connecting international brands with buyers from across the Middle East. This year’s Indian presence was coordinated by key export promotion councils, including the Cotton Textiles Export Promotion Council (Texprocil), which brought 10 companies; the Export Promotion Council for Handicrafts (EPCH), which facilitated 12 participants under The Hotel Show segment; and Gram Vikas Seva Sansthan, representing 11 companies.

    The 250-square-meter India Pavilion was established to spotlight India’s diverse offerings in home textiles and handicrafts—ranging from bed linen, towels, and bathrobes to rugs, kitchen linen, and decorative items. The pavilion was inaugurated by Satish Kumar Sivan, Consul General of India in Dubai, who interacted with exhibitors and emphasized India’s growing role in the region’s interior and hospitality supply chains.

    The Hotel Show, running parallel to INDEX, attracted buyers from across the GCC including Saudi Arabia, Oman, Qatar, and Jordan.     India’s robust participation is supported by the India-UAE Comprehensive Economic Partnership Agreement ,which came into effect in May 2022. The agreement provides Indian textile exporters, especially in the cotton segment, with zero-duty market access to the UAE, enhancing competitiveness.

    Textiles and clothing imports into the UAE stand at around $2.5 billion annually. Notably, the textile share has increased to 40%– up from a previous average of 20–25% with cotton textiles alone accounting for $95–110 million annually over the past three years. Indian companies noted that UAE hotels generally source through wholesalers due to smaller order sizes, creating specific opportunities for Indian SMEs offering bundled solutions in smaller quantities.

    INDEX Dubai 2025 features over 530 exhibitors and expects more than 30,000 trade visitors, including architects, designers, developers, and retailers. The event also hosts the “INDEX Design Talks” conference series, where industry leaders explore trends such as sustainable design, AI integration, client engagement, and redefining luxury. Nearly half of the speakers are making their INDEX debut, reflecting the show’s focus on innovation and fresh perspectives.

    URUMQI, May 27 (Xinhua) — More than 3,000 crossings of China-Europe/Central Asia freight trains have been recorded at the Alashankou railway checkpoint on the China-Kazakhstan border since the beginning of 2025 as of May 26, according to the railway department of northwest China’s Xinjiang Uygur Autonomous Region.

    According to the checkpoint data, during the current year, the average daily volume of freight train crossings through Alashankou was maintained at over 21, with the maximum value being 30.

    Currently, 123 freight routes between China and Europe/Central Asia pass through Alashankou, reaching Germany, Poland and 19 other countries. They carry more than 200 types of goods, including new energy vehicles, mechanical components, electronic products and daily necessities.

    There are two railway checkpoints in Xinjiang, Alashankou and Khorgos. As the Belt and Road Initiative is being implemented in depth, Xinjiang has been steadily increasing the capacity of goods to pass through the checkpoints, with the aim of turning the autonomous region into a “golden transport corridor” in Eurasia and a springboard for China’s westward-oriented opening-up. Currently, Xinjiang’s railway checkpoints account for more than half of the train entries and exits recorded nationwide in China-Europe/Central Asia cross-border railway freight traffic. -0-

    BEIJING, May 27 (Xinhua) — Wang Huning, chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), on Tuesday called for joint efforts to promote Chinese culture on both sides of the Taiwan Strait.

    Wang Huning, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks during a meeting with Taiwanese guests who arrived in Beijing to attend the 2nd Cross-Strait Chinese Culture Summit.

    Pointing out that Chinese culture is the root and soul of the Chinese people on both sides of the Taiwan Strait, Wang Huning called for maintaining confidence in their own culture, jointly developing the spirit of Chinese culture, jointly shouldering historical responsibilities, and jointly striving for the great rejuvenation of the Chinese nation.

    The CPPCC National Committee chairman noted that it is necessary to jointly promote exchanges in Chinese culture, promote cross-Strait exchanges and cooperation in various sectors, and deepen the spiritual closeness between compatriots on both sides of the Taiwan Strait.

    He called for the promotion of a great national spirit based on patriotism.

    Recalling that this year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the 80th anniversary of Taiwan’s liberation from Japanese occupation, Wang Huning stressed the need to jointly uphold the one-China principle and the 1992 consensus, and resolutely oppose separatist attempts to gain “Taiwan independence.”

    St. Petersburg, May 27 (Xinhua) — Russia’s Baltic Fleet on Tuesday began scheduled exercises to maintain combat readiness and practice defensive actions of the navy in the Baltic Sea, the press service of the Russian Defense Ministry reported.

    The exercise involves about 3,000 servicemen, more than 20 warships, boats and support vessels, including a frigate, corvettes, small missile ships and boats, small anti-submarine ships, minesweepers and support vessels. Also involved are about 25 aircraft and helicopters, up to 70 units of military and special equipment.

    BEIJING, May 27 (Xinhua) — China will continue to strengthen the role of national-level economic and technological development zones in attracting foreign investment amid its ongoing efforts to expand opening up to the outside world, the Ministry of Commerce said Tuesday.

    The international economic and trade order is currently facing serious upheavals, China’s Vice Minister of Commerce Lin Ji said at a press conference, noting that the role of national-level economic and technological development zones as a basis for stabilizing foreign trade and investment is becoming increasingly prominent.

    By the end of 2024, the number of such zones across the country reached 232, with their combined gross regional product (GRP) amounting to 16.9 trillion yuan (about $2.35 trillion), according to the ministry.

    During the same period, the foreign trade volume in these zones reached 10.7 trillion yuan, accounting for 24.5 percent of the country’s total import and export volume. The actual foreign investment used in these zones reached 27.2 billion US dollars, accounting for 23.4 percent of the country’s total.

    According to Lin Ji, the country’s economic and technological development zones have made significant contributions to promoting the construction of a new open economic system, coordinated regional development and high-quality industrial development.

    Last week, China’s Ministry of Commerce released a work plan to deepen reform and innovation in economic and technological development zones at the national level, with a focus on achieving high-quality development through high-level opening-up.

    In order to improve the quality of the use of foreign investment, this document provides for the priority inclusion of projects financed from abroad in national-level technical and economic development zones in sectors such as integrated circuits, biomedicine and the production of modern equipment in the list of large and key projects with foreign investment.

    The document called for such zones to deepen their engagement with leading global investors and financial institutions through trade promotion platforms, while also promising support for sending delegations abroad to attract foreign capital.

    The ministry said it would focus on promoting the implementation of the work plan in the next stage by supporting national-level economic and technological development zones to expand sources of foreign investment and facilitating reinvestment by China-based foreign-invested enterprises. -0-

    [. That’s why the province is supporting the City of Grande Prairie with an additional $7 million in funding as it transitions to a municipal police service, helping to advance a homegrown solution that meets the needs of the community.

    This new funding reinforces and builds on the province’s initial $9.7 million two-year commitment to help the City of Grande Prairie meet its policing and public safety needs, following the city council’s decision in March 2023 to transition from the RCMP to a municipal police service.

    Since 2023, Grande Prairie has made significant progress in hiring officers and civilian staff, procuring equipment, and beginning the development of essential IT infrastructure for a municipal police service. This support from the province ensures that the city can keep the momentum of its transition going as it lays critical groundwork for the Grande Prairie Police Service (GPPS).

    The funding will support the projected start-up costs associated with building and implementing the new service, including salaries, benefits, recruitment, equipment and training. The GPPS is expected to become the primary police service of jurisdiction for Grande Prairie in 2026.

    Once provincial startup funding through the Grande Prairie Police Service Grant agreement ends, the city will absorb all operational costs associated with its new police service. The annual operating budget of the GPPS is projected to be less than those associated with policing services contracted through the RCMP.

    A public inquest into the death of Ryan Booker will be held Monday, June 23 to 26, 2025, at the Royal Hotel, 4025 Albert Street, in Regina.

    The first day of the inquest is scheduled to begin at 10:00 a.m. Subsequent start times will be determined by the presiding coroner.

    Booker, 26, was observed to be in possession of a firearm at a parking lot in Moose Jaw on July 17, 2022. Following a highway pursuit, Mr. Booker was shot in an altercation with police outside of the city and passed away at the scene. Section 19 of The Coroners Act, 1999 states that the Chief Coroner may direct that an inquest be held into the death of any person.

    The Saskatchewan Coroners Service is responsible for the investigation of all sudden, unexpected deaths. The purpose of an inquest is to establish who died, when and where that person died and the medical cause and manner of death. The coroner’s jury may make recommendations to prevent similar deaths.

    Coroner Aaron Fox will preside at the inquest.

    The U.S. House of Representatives passed the LEOSA Reform Act (H.R. 2243), the Federal Law Enforcement Officer Service Weapon Purchase Act (H.R. 2255), and the Improving Law Enforcement Officer Safety and Wellness Through Data Act (H.R. 2240). 

    H.R. 2243 allows qualified law enforcement officers who have committed themselves to their communities the opportunity to continue doing so by extending their concealed carry privileges.

    H.R. 2255 allows current federal law enforcement officers in good standing to purchase a retired weapon at market value from a federal agency.

    H.R. 2240 requires the Department of Justice to collect and report data on violent attacks against law enforcement officers, including government responses and gaps in reporting.

  • MIL-OSI USA: Risk of False Positive Lead Test Results with Certain Capillary Blood Collection Tubes Used with Magellan Diagnostics LeadCare Testing Systems – FDA Safety Communication

    The U.S. Food and Drug Administration (FDA) is alerting health care providers and laboratory staff of reports that falsely elevated (false positive) results have occurred when using ASP Global’s RAM Scientific SAFE-T-FILL Micro Capillary Blood Collection tubes with the LeadCare Testing Systems. These tests may overestimate blood lead levels and give inaccurate results when processing capillary blood samples collected in these ASP Global’s RAM Scientific SAFE-T-FILL tubes. The root cause of these false results is not yet known. The FDA is recommending that ASP Global RAM Scientific SAFE-T-FILL tubes not be used with the LeadCare Testing Systems while this issue is being investigated.   
    False test results may delay an accurate diagnosis and may lead to improper patient management and unnecessary follow-up tests (with additional risks), increased stress for patients and families, and disruptions in care. Timely and accurate detection of elevated lead levels is essential to prevent the harmful effects of lead poisoning and ensure patients receive the right care without delay.
    The FDA is issuing this communication along with the following recommendations to mitigate the potential risk of inaccurate test results to assure that patients receive accurate information regarding potential lead exposure. 
    Recommendations for Health Care Providers and Facilities, Laboratory Staff, and Patients and Caregivers

    Avoid using ASP Global’s RAM Scientific SAFE-T-FILL Micro Capillary Blood Collection tubes with the LeadCare Testing Systems.
    The capillary collection devices that are provided with the LeadCare Test Systems as well as other third-party capillary blood collection tubes, as described in the instructions for use of LeadCare Testing Systems, can still be used. 
    If no alternate capillary blood collection devices are available other than the ASP Global’s RAM Scientific SAFE-T-FILL Micro Capillary Blood Collection tubes, interpret results with caution and consider retesting with a different method or specimen type.
    Follow CDC’s recommendations for confirmatory venous blood testing based on blood lead levels observed in capillary blood lead tests (https://www.cdc.gov/lead-prevention/testing/index.html).

    Device Description
    The LeadCare, LeadCare II, LeadCare Plus, and LeadCare Ultra Blood Lead Tests are used to detect lead in a blood sample, which may be obtained from finger or heel prick (capillary). The current reports of inaccurate results are only with capillary samples collected in ASP Global RAM Scientific SAFE-T-FILL tubes. The LeadCare Testing Systems are used in clinical laboratories, doctor’s offices, clinics, and hospitals throughout the U.S. The LeadCare Test Kit includes capillary collection devices for use with the test system, and there have not been reports of falsely elevated results with the provided collection devices at this time. Sometimes third-party capillary blood collection tubes, sold separately, are also used for these tests. At this time, falsely elevated results have only been reported when ASP Global RAM Scientific SAFE-T-FILL Micro Capillary Blood Collection devices are used with the LeadCare Test Systems.
    FDA Actions (Updated May 27, 2025)
    The FDA is investigating the root cause of this issue with the manufacturers of the tests and collection tubes and will provide updates as critical information becomes available. 
    While the investigation is ongoing into the root cause of the false positive results discussed in this safety communication, on May 9, 2025, the FDA issued a Warning Letter to Kabe Labortechnik GmbH, the manufacturer of blood collection tubes, including the SAFE-T-FILL Capillary Blood Collection Systems distributed by ASP Global and referenced in this safety communication. This action follows an inspection by FDA of Kabe Labortechnik GmbH that revealed significant Quality System Regulation (QSR) and Medical Device Reporting (MDR) violations. As discussed in the Warning Letter, the FDA has taken steps to refuse entry of any devices manufactured by Kabe Labortechnik GmbH into the United States, referred to as an import alert, until these violations are addressed.
    The FDA will keep the public informed if significant new information becomes available.

    Earlier this month, Governor Josh Stein proclaimed May 25-31 as North Carolina Heat Awareness Week to bring attention to key programs that keep North Carolinians safe and to bring awareness to ongoing climate warming trends.

    “North Carolina state agencies and community partners are working to make sure North Carolinians have the resources they need to stay safe when temperatures soar,” said Governor Josh Stein. “North Carolina is preparing for another summer of record heat. While you are outside this summer, please take the necessary steps to prevent heat exhaustion and illness.”

    Communities across the state are encouraged to prepare for high summer temperatures. Several communities across North Carolina experienced their hottest days ever recorded in 2024, and 2025 is likely to continue this trend. There were 4,688 heat-related illness emergency department visits in the summer of 2024, a nearly 20% increase from 2023.

    The state Resiliency Program has provided critical support to North Carolina communities as they prepare and develop plans for reducing local impacts of extreme heat. Last year, the program launched the Heat Action Plan Toolkit in collaboration with NCDHHS, North Carolina State Climate Office, and Duke University Heat Policy Innovation Hub. The toolkit includes a template for creating a heat action plan, public outreach resources, checklists, and protocols that can be customized in advance of and during heat wave events. In December 2024, the Resiliency Program and North Carolina State Climate Office partnered to launch the Planning for Extreme Heat Cohort to help North Carolina communities develop local heat action plans. In addition, the NC Resilience Exchange website provides a complete collection of resources to help local and state leaders easily find climate resilience information relevant to their area.

    Budget and staffing cuts at federal agencies like the U.S. Centers for Disease Control and Prevention (CDC) and the Environmental Protection Agency (EPA) have put programs that support heat safety at risk, including the state heat health alert system, the Heat-Related Illness Surveillance System, and a farmworker health training program. 

    “Our environmental health and epidemiology teams conduct critical work every day to inform North Carolinians of potential health effects of extreme heat, as well as ensure resources are available for those who experience heat-related illness,” said Department of Health and Human Services Secretary Dev Sangvai. “Cuts to these services would be detrimental to the health and well-being of the more than 11 million people who call North Carolina home.”

    Among weather-related hazards, extreme heat is responsible for the highest number of deaths each year. Recognizing the symptoms of heat illness is key to preventing serious complications, including death. Some signs and symptoms include heavy sweating, paleness, muscle cramps, racing or weak pulse, dizziness, headache, fainting, and nausea or vomiting. 

    While heat-related illnesses can affect anyone regardless of age or physical condition, outdoor workers, infants and children, older adults, pregnant people, athletes, low-income individuals and people with underlying health conditions are at a disproportionate risk of experiencing adverse health effects.

  • MIL-OSI Security: Minnesota Man Indicted For Attempted Arson Of Memorial U.S. Army Tank With A Molotov Cocktail

    Tampa, Florida – United States Attorney Gregory W. Kehoe announces the return of an indictment charging Trang Johnny Nha Phan (25, Minnesota) with attempted arson of federal property, possessing a Molotov cocktail as a convicted felon, and using a Molotov cocktail in furtherance of a crime of violence. If convicted on all counts, Phan faces a minimum penalty of 35 years, up to 65, in federal prison. The indictment also notifies Phan that the United States intends to forfeit assets that are alleged to be traceable to proceeds of the offense. 

    According to the indictment, on February 14, 2025, Phan attempted to set fire using a Molotov cocktail to a M-60 A-3 tank owned by the U.S. Army. At the time, Phan had been convicted for threats of violence and possessing three grams or more of heroin.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.          

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Sarasota Police Department, and the Sarasota County Sheriff’s Office. It will be prosecuted by Assistant United States Attorney Adam W. McCall.

  • MIL-OSI Security: Ohio Man Pleads Guilty to Filing False Tax Returns for Failing to Report Business Earnings

    YOUNGSTOWN, Ohio − Sidney L. Glover, Jr., 36, of Warren, Ohio, has pleaded guilty to failing to report three years’ worth of business earnings to the IRS.

    According to court documents, Glover was the sole owner of Teaching Excellence, LLC, a business dedicated to providing home healthcare services for individuals with disabilities. Because it specialized in serving clients with special needs, most of the company’s income was generated from the Ohio Department of Disabilities, which receives its funding through Ohio Medicaid.

    IRS records analysis confirmed that the defendant did not file income tax returns for calendar years 2015 and 2016, but he eventually prepared and filed those documents two years later in April 2018. At that time, he also submitted the filing for the 2017 tax year. During the investigation, authorities learned that Glover’s Teaching Excellence business, in fact, generated more than $1 million in gross receipts for 2015, 2016, and 2017 combined, and that he did not report those earnings in his tax filings for those years. Investigators also found that Glover had spent some of the unreported business earnings on various personal expenses.

    In total, the defendant’s failure to report business income resulted in a loss of approximately $155,000 in unpaid taxes owed to the United States Treasury.

    On May 21, 2025, Glover pleaded guilty to making and subscribing false tax returns for which he faces a maximum of up to three years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing is yet to be scheduled.

    The investigation was conducted by the Internal Revenue Service-Criminal Investigations (IRS-CI). IRS-CI is the criminal investigative arm of the IRS, responsible for conducting financial crime investigations, including tax fraud, narcotics trafficking, money-laundering, public corruption, healthcare fraud, identity theft and more. IRS-CI special agents are the only federal law enforcement agents with investigative jurisdiction over violations of the Internal Revenue Code, obtaining a 90% federal conviction rate. The agency has 20 field offices located across the U.S. and 14 attaché posts abroad.

  • MIL-OSI Security: Gang Member Sentenced to 14 Years for Involvement in Cross-Country Drug Conspiracy

    RALEIGH, N.C. – A Raleigh gang member was sentenced on Thursday to 14 years in prison for conspiring to traffic fentanyl pills in the Eastern District of North Carolina.  Shakeim Weeks, age 30, pled guilty on February 27, 2025, to Conspiracy to Distribute and Possess with Intent to Distribute Four Hundred Grams or More of a Mixture and Substance Containing a Detectable Amount of Fentanyl.

    According to court documents and other information presented in court, law enforcement determined that Weeks, a validated member of the United Blood Nation gang, was part of a drug trafficking organization that was obtaining fentanyl pills in California and Arizona and transporting them to the Raleigh area for distribution. On June 7, 2024, Weeks was arrested when law enforcement found approximately 100,000 fentanyl pills, weighing approximately 11 kilograms, in Week’s suitcase when he returned to North Carolina from a resupply trip to Arizona.  The fentanyl pills Weeks’ brought to North Carolina were packaged in Lego boxes, consistent with other seizures of fentanyl pills from this drug trafficking organization. 

    This investigation was an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after sentencing by U.S. District Judge James C. Dever III.  The Bureau of Alcohol, Tobacco, Firearms and Explosives, the Raleigh Police Department, the United States Postal Inspection Service, and the Durham Police Department investigated the case and Assistant U.S. Attorney Casey L. Peaden prosecuted the case.

  • MIL-OSI Security: Former President of Local Oilfield Consulting Service Business Sentenced in Federal Court for Money Laundering

    SHREVEPORT, La. – Acting United States Attorney Alexander C. Van Hook announced that Brian T. Owen, 52, of Caddo Parish, Louisiana, has been sentenced for money laundering. United States District Judge S. Maurice Hicks, Jr. sentenced Owen to 30 months in prison, followed by 3 years of supervised release, $100,000 fine, and ordered him to pay $1,157,154.39 in restitution.   

               Owen pleaded guilty in October 2024 to a Bill of Information charging him with one count of money laundering in connection with his unlawful activities as president of an oilfield consulting service business headquartered in Bossier City. According to information introduced in court, in June 2020, the company filed a voluntary petition for relief under Chapter 11 of the Bankruptcy Code in the United States Bankruptcy Court for the Western District of Louisiana. 

               In January 2021, as part of the company’s bankruptcy plan of reorganization, a Distribution Trust was established to pay back creditors, and Owen executed a Distribution Trust Agreement in his role as president of the company. According to this plan, if Owen received any additional compensation from the company, he was required to pay 30% of that directly to the Distribution Trust. 

               In 2021, the company began applying for Employee Retention Credits (“ERCs”), which are a refundable tax credit for certain eligible businesses and tax-exempt organizations that had employees and were affected during the COVID-19 pandemic. Owen then devised a scheme to defraud the Distribution Trust by intercepting the physical U.S. Department of Treasury Checks before they were deposited into the company’s working accounts. Unbeknownst to other senior leadership at the company, Owen had opened a bank account in the name of the company while it was still in bankruptcy. As part of the scheme, he deposited a total of $3.8 million in ERC funds for himself as additional compensation. Owen did not pay the Distribution Trust the 30% as he had agreed, but instead used the money for his own personal expenses, including to pay off gambling debts.         

               The case was investigated by the Internal Revenue Service Criminal Investigation, Federal Bureau of Investigation, and Louisiana State Police and prosecuted by Assistant United States Attorney Seth D. Reeg.

    The phase 2 report, which is available to view online, highlights examples of good practice and areas for improvement identified by the Authority during the onsite inspections.

    There was an excellent level of cooperation among the inspected firms, including constructive feedback that will be considered as part of the Authority’s commitment to continuous improvement. All firms had in place documented procedures and controls to assist the identification, management and mitigation of sanctions risk. Most were also able to demonstrate clear escalation processes and evidence their transaction monitoring procedures.

    The Authority’s inspection teams observed several areas where there is scope for further improvement, including better documentation of decision-making processes, more robust customer due diligence, more effective use of screening tools, and a stronger consideration of sanctions risk within a firm’s Business Risk Assessment.

    The inspection findings built on the information gathered during the initial phase of the sanctions thematic review, which saw a questionnaire issued to all supervised entities in the Island. The data will feed into the Island’s National Risk Assessment, as well as informing the Authority’s overall picture of risk to support its work to protect consumers, reduce financial crime and maintain confidence in the finance industry through effective regulation.

    All relevant persons in the Island are required to have a comprehensive understanding of their responsibilities in respect of sanctions, which are used by countries to impose restrictions on certain international trade and services.

    In line with the Island’s constitutional position, sanctions imposed by the UK Government are automatically implemented and enforced in the Isle of Man by the Customs & Immigration Division of the Treasury, with updates published online.

    Stacey Kneen, Manager, AML/CFT Supervision Division, said: ‘We would like to thank all the firms that took part in the second phase of the sanctions thematic exercise. Our officers experienced an exemplary level of cooperation, which ensured the successful completion of the process.’

    She added: ‘While the inspections were targeted, the learning points can be applied across all sectors of the Island’s finance industry. Firms are encouraged to read the phase 2 report and consider any action necessary to ensure their own compliance regimes are effective, up-to-date and properly documented.’

    Europe Day saw the SNP calling for urgent clarity and action from the UK government following alarming reports that Brexit is severely undermining doctors ability to offer NHS patients new cancer drugs and treatments.

    The devastating consequences of Brexit continue to mount, from blocking access to life-saving cancer treatments, to hiking the cost-of-living and undermining family travel.

    A leaked report has revealed that cancer patients in the UK are being denied access to life-saving medicine and that trials for cutting-edge treatment are being derailed due to increased red tape and spiralling costs created by Brexit.

    Meanwhile, the long-term consequences of Brexit continue to deepen across public services, the economy and everyday life.

    Despite these mounting problems, Keir Starmer’s Labour continues to back Brexit whilst tying the UK into trade negotiations with America – a scenario making the UK beholden to Donald Trump’s whims.

    This situation leaves the SNP as the only party in Scotland credibly offering a clear route back to the EU.

    SNP MSP Clare Haughey MSP, a former nurse, said that it was “utterly indefensible that cancer patients in Scotland are being denied access to life-saving treatments because of Brexit.”

    She described this situation as a direct consequence of Brexit and decisions made at Westminster – decisions which Scotland rejected.

    Ms Haughey continued, “Our NHS staff are doing their best under impossible circumstances, but they are being forced to navigate red tape and rising costs that are putting lives at risk.”

    She described Brexit as not just a political error but “a slow motion crisis” and added, “It is making people poorer, isolating our NHS, harming Scottish businesses, and stealing opportunities from our young people.”

    The SNP MSP concluded by saying, “Scotland did not vote for this and we should not be forced to accept it. Labour’s broken Brexit Britain is failing, and only independence can give us the tools to build a better future, back in the heart of Europe.”

    UK and Isle of Man discuss measures against tax avoidance and evasion

    The Exchequer Secretary to the Treasury and the Isle of Man Treasury Minister agree to joint working to crack down on promotors of tax avoidance schemes.

    Isle of Man Treasury Minister Dr Alex Allinson MHK held a virtual meeting with the UK Exchequer Secretary to the Treasury James Murray MP earlier today (27 May).

    Following the meeting they issued this joint statement:

    The UK and the Isle of Man have a long-standing history of collaboration in the fight against tax avoidance and evasion, and in our successful cooperative efforts to promote transparency while ensuring that our tax systems are robust and fair. 

    The UK and the Isle of Man were amongst the early adopters of the Common Reporting Standard, which facilitates the automatic exchange of financial account information between jurisdictions, and are both working on the Crypto-Asset Reporting Framework which will see the automatic exchange of information on crypto-assets. Both jurisdictions have also recently implemented measures in relation to the Global Base Erosion Rules under the OECD’s Pillar 2 Global Minimum Tax.

    Both governments are committed to taking robust action to deter and disrupt the activities of those who seek to promote marketed tax avoidance schemes that threaten our tax systems and the reputations of our well-established and globally-attractive service sectors. This proactive stance safeguards tax revenues and ensures fairness for all taxpayers. 

    Recognising the need to go further, and noting the UK Government’s ongoing consultation on steps to crack down on promoters of marketed tax avoidance schemes, we are pleased that we have been able to agree today to explore ways to further enhance information flows, joint working and other ways in which tangible benefits for both jurisdictions can be achieved.  

    We look forward to continuing our partnership and achieving tangible results in our shared objective of combatting tax avoidance and evasion.

    Stoke-on-Trent’s Centenary celebrations are set to reach a crescendo with a Party in the Park – a free afternoon music festival in Hanley Park on Saturday, 7 June. 

    The Party in the Park will start as hundreds of people taking part in the People’s Parade arrive following their celebratory walk around the city.  

    The festivities will kick off as the vibrant People’s Parade arrives in the park, bringing colour, energy and hundreds of people from across the city.  

    It will feature 100 dancing cupcakes, a towering Spirit of Stoke puppet, children in yellow duck hats, dancers, musicians and a spectacular array of costumes and models reflecting the city’s heritage and creativity. 

    The parade will leave College Road at 1pm and start entering Hanley Park at around 2.30pm where the afternoon party will have been in full swing since the start of the parade. 

    Festival goers will be treated to street food stalls, activities and music acts on the big stage throughout the afternoon until 6pm.  

    Party goers are welcome to bring picnics, chairs and blankets to add to the festival atmosphere. Alcohol won’t be allowed to be brought into the park, but a licensed bar and seating area will be set up.  

    The event is being organised by Stoke-on-Trent City Council in partnership with local event organisers PH Production Services Ltd supported by The Honey Box Live promising an unforgettable day in the heart of the city. 

    It will be a fantastic musical celebration of talented local artists, including singer songwriter Levi Knapper, electropop artist Dala Jade and a popular Taylor Swift Tribute act  – Bejeweled: The Taylor Swift Tribute.  

    Also on the line up are Steel Pan BandGreg Murray and the Seven Wonders and Boogie Knights

    Thunder and lightning strikes that create electromagnetic waves dubbed ‘Earth’s heartbeat’ are being monitored by a sensor inside a box in a rural Aberdeenshire field.
    The University of Aberdeen device is only one of two in the UK that measure Schumann Resonance – extremely low frequency waves that can be used to study our weather and – some believe – possibly predict earthquakes and may even be linked to our health, sleep and emotions.
    Flashes of lightning strike the Earth around 50 times every second sending out tiny waves of energy that bounce back and forth between the ground and the sky in the space known as Earth’s ionosphere – this is called Schumann’s Resonance.

    These electromagnetic waves make a steady hum as they circle around the Earth at very low frequencies that humans cannot hear. Some refer to this natural rhythmic pattern of electromagnetic waves as Earth’s heartbeat.
    Studying Schumann Resonance helps scientists to monitor climate change and weather patterns on Earth and also what impact solar storms have on the planet.
    Research has also been carried out into examining whether Schumann Resonance fluctuates in relation to major seismic events such as earthquakes.
    There are even hypotheses that suggest Schumann Resonance could affect human brain activity and potentially impact mood and sleep patterns. This theory, some say, is supported by the fact that the primary frequency of Schumann resonance, which is in the order of 7.83Hz, with its harmonics extending to higher frequences, overlaps with the human brain’s alpha wave range of 8-13Hz.

    Something we are really interested to study is weather events and also because we have the only other one of these instruments in the UK in Eskdalemuir in the Scottish borders, so we want to see how the data from each detector correlates.” Dr Thasshwin Mathanlal

    The University of Aberdeen team have placed a Schumann Resonance detector in a field in Aberdeenshire near Stonehaven in order to study the frequency.
    The electromagnetic frequency detector has to be far away from the interference you would get in built up areas such as electricity cables, phone and broadband signals, as these can interfere with their readings.
    The detector is tuned to pick up waves in the range of 0-30Hz and while not particularly elaborate to the eye, housed as it is in a plastic box, they actually consist of miles of cable would inside which are required to detect such low frequencies.
    Whenever there is a small electromagnetic field, such as a lightning strike, it induces a very small amount of voltage into the wires. A very high-resolution detector records these electromagnetic frequencies onto an onboard computer and the Aberdeen team retrieve the data periodically.
    Dr Thasshwin Mathanlal, from the University of Aberdeen’s Planetary Sciences department said: “Something we are really interested to study is weather events and also because we have the only other one of these instruments in the UK in Eskdalemuir in the Scottish borders, so we want to see how the data from each detector correlates.
    “In addition to Schumann Resonance, we are interested in studying something called Alfvén waves which happen whenever there is a solar storm. Solar storms happen when there is a burst of energy and particles from the sun that reach Earth. Since in Aberdeenshire we are at a higher latitude, it is also interesting to study these waves too.”
