  • MIL-OSI New Zealand: Youth to mobilise for severe weather response

    Source: New Zealand Government

An immediate one-off grant to mobilise and coordinate young people to assist in the response to the severe Nelson Tasman weather events has been provided to the Student Volunteer Army (SVA), Youth Minister James Meager has announced.

Mr Meager confirmed the $50,000 funding to support youth volunteers aged between 12 and 24, while speaking in Foxhill today.

“The Student Volunteer Army has a strong track record of rallying the troops at speed to respond to urgent need and has vast experience in crisis response and disaster recovery. I know the work its volunteers will undertake will be of enormous community benefit,” Mr Meager says.

“Young people are ready and willing to get involved and support communities badly affected by recent flooding events. This region has been hit hard twice in the past fortnight, and these volunteers will offer valuable assistance while taking part in a youth development opportunity.”

The SVA grant will finance region-wide activities over the next four-to-six weeks. These will be identified from a register of help being sought by individuals, families, and/or communities impacted by severe flooding.

“Involving students and young people in disaster response and recovery is always a good idea. They’re fit, energetic and like to help. It also provides them the opportunity to learn first-hand about the complex issues extreme weather present,” SVA Founder Sam Johnson says.

The organisation will incorporate the knowledge and expertise of local community leaders to coordinate, support, and lead volunteer opportunities that young people can safely and appropriately participate in.

“The youth volunteers that participate will be appropriately supervised and have access to mentoring and guidance to support their learning and development while doing this voluntary work. This represents a great opportunity to grow skills and resilience, while giving back to communities in need,” Mr Meager says.

“The Student Volunteer Army has already provided assistance to 50 properties so far, with many more in need of a helping hand. We welcome anyone who’d like to volunteer – particularly family groups and retirees,” Mr Johnson says.

“I want to thank those who have helped enormously with the region’s recovery efforts so far. I encourage all young people who have seen the devastation and want to help to reach out to the organisation.”

LHASA, July 19 — Chinese Premier Li Qiang has urged efforts to develop major national projects with high quality, promote economic and social development, and enhance well-being of the people of different ethnic groups.

Li made the remarks during an inspection tour from Friday to Saturday in southwest China’s Xizang Autonomous Region. During the tour, he emphasized the need to prioritize ecological conservation, ensure high-quality implementation of major national projects, and foster distinctive and competitive industries tailored to local conditions.

While inspecting a construction site of the Sichuan-Xizang Railway project in Nyingchi city, Li said the completion and opening of the railway will be of great significance for promoting Xizang’s development and improving people’s livelihoods, noting that quality and safety must always be the top priority.

Describing the Yarlung Zangbo hydropower project as a project of the century, Li called for the adoption of advanced technologies, equipment, techniques, and materials to provide robust support for high-quality construction of the project. He also noted that special emphasis must be placed on ecological conservation to prevent environmental damage, and urged efforts to build the project into a major signature project of the new era.

At a modern agriculture demonstration zone in Lhasa, the capital city of Xizang, Li learned about the development of Xizang’s agriculture and animal husbandry industries as well as the plateau biology institute.

He stated that leveraging unique local resources to develop plateau agriculture and animal husbandry serves as a key driver for boosting people’s incomes and promoting economic growth in Xizang.

Li urged efforts to enhance the demonstration and promotion of new technologies in the agriculture and animal husbandry sectors, and strive for breakthroughs in high-altitude breeding.

Fully affirming Xizang’s achievements in economic and social development, Li also urged officials and other people in Xizang to step up efforts to maintain stability, promote development, protect ecology, and boost development in border areas.

  • MIL-OSI Asia-Pac: HK scientists halt disease using AI

    Source: Hong Kong Information Services

The use of artificial intelligence (AI) in the medical field is expanding rapidly, yielding significant breakthroughs.

One example of this is the patented MOZAIC technology developed by the Chinese University of Hong Kong’s Microbiota I-Center with funding from InnoHK. This innovative solution combines faecal microbiota transplantation with AI, matching suitable microbiota to patients who have Clostridioides difficile infection (CDI).

Sixty-nine-year-old Chow Yee-mei recalled how she previously suffered with the disease: “I pooped over ten times a day, to the point that I could barely stand. It was not a sharp pain, but an unwell feeling that made you feel an urgent need to go to the toilet. And I was excreting blood. The entire toilet bowl was filled with blood. I cried every day.”

After seeking treatment from multiple doctors and spending hundreds of thousands of dollars on various antibiotics and other medications, without success, she finally recovered when she underwent MOZAIC.

The procedure involves selecting beneficial bacteria from the stools of healthy donors and injecting them into a patient’s gut via endoscope to rebuild their gut microbiome.

“I received the treatment at 8 or 9 o’clock in the morning,” said Ms Chow. “By 5 or 6 o’clock in the evening, I had stopped excreting blood. It was miraculous. It has now been over three years without any recurrence.”

    Growing caseload

Over the past three years, Hong Kong has recorded more than 3,000 cases of CDI annually.

Microbiota I-Center Co-Director Prof Francis Chan, a gastroenterology and hepatology specialist, highlighted that the elderly, people with chronic illnesses or inflammatory bowel disease, and frequent users of antibiotics are all high-risk groups. Treatment with standard antibiotics is often ineffective, and the recurrence and mortality rates of the disease are as high as 35% and 40%, respectively.

“Long-term use of high-dose antibiotics wipes out the beneficial bacteria in the gut, allowing Clostridioides difficile to take hold,” Prof Chan said. “With an ageing population and frequent antibiotic use for various infections, this problem is only set to grow.”

    Microbial matching

In 2020, the Microbiota I-Center received InnoHK funding to establish one of Asia’s largest stool sample banks at the Hong Kong Science Park. Its samples are from people of all different ages, nationalities and health conditions. The centre’s MOZAIC solution draws on this bank of samples, leveraging AI to match patients with suitable microbiota.

“We make use of our huge bio-bank, collected over the years in Asia, including our Chinese population,” Prof Chan explained “Then, with the use of AI, we optimise the matching between the donor and the recipient. Therefore, our success rate, in terms of curing CDI, has approached over 90%.”

The centre has successfully applied this research in both public and private hospitals in Hong Kong, and the MOZAIC service has now been expanded to all Hospital Authority clusters. As of May this year, the authority had performed over 50 treatments, benefiting 48 patients.

Recently, the centre received a second round of InnoHK funding. This will allow it to operate for another five years and to expand its research into diagnosing autism and dementia through the gut microbiome, in addition to developing new drugs.

    Research ecosystem

InnoHK’s two research clusters comprise 29 laboratories and centres focused on healthcare and AI & robotics technologies. They span collaborations with over 30 leading universities and research institutions worldwide and engage more than 2,500 local and international researchers working across nearly 500 research projects.

Commissioner for Innovation & Technology Ivan Lee said InnoHK is committed to helping research teams translate their findings into practical applications.

“Hong Kong’s university professors are outstanding researchers. By giving additional resources, we hope that our research teams can get a more focused platform to carry out their research and development (R&D).

“We expect that the complete ecosystem at the Science Park will help them establish networks and connect with potential investors, users of their R&D outcomes, as well as other business partners.”

Mr Lee described research outcomes to date as successful, with over 1,200 patents being granted or filed.

  • MIL-OSI United Kingdom: £75 Million boost for hospices to transform end-of-life care

Source: United Kingdom – Executive Government & Departments

    Press release

£75 Million boost for hospices to transform end-of-life care

£75 million to modernise facilities and deliver upgrades to hospices across England including specially adapted beds, rooms, and technology.

Families will see further improvements in end-of-life care as the government releases £75 million for hospices to deliver major upgrades and enhancements to facilities including separate family rooms, solar panels to reduce energy costs and communal lounges.

More than 170 hospices across England will receive a share of the funding – the largest cash injection ever – to ensure patients receive the highest quality end-of-life care in comfortable, dignified surroundings.

It follows a £25 million boost in February, delivering the government’s £100 million investment confirmed in December. This is already supporting urgent building repairs and creating warmer, homely spaces.

This cash marks a further step in the delivery of the government’s Plan for Change, improving care in the community where people need it most.

Hospices include Wigan and Leigh – visited by Health Minister Stephen Kinnock this week – which used its funding to replace a flat roof which was leaking. It will use the additional funding to replace its heating system – helping create a better, more comfortable environment for patients and enabling staff to deliver higher quality care.

Minister for Care Stephen Kinnock said:

Hospices play a vital role in our society by providing invaluable care and support when people need it most.

At this most difficult time, people deserve to receive the best care in the best possible environment with dignity.

I have seen first-hand how our funding is already making a real difference to improving facilities for patients and families. This additional funding will deliver further upgrades, relieving pressure on day-to-day spending.

End-of-life care is crucial to our 10 Year Health Plan and our fundamental shift of moving more care out of hospital and into the community. We will continue to support hospices so they can deliver their vital work.

Other improvements already made at hospices across the country include:

    • Major building works and modernised facilities

    • Digital transformation to improve data sharing between healthcare providers

    • Development of outreach services to extend care beyond physical buildings

    • Creation of more welcoming spaces for families, including outdoor areas

    • Energy efficiency measures to improve sustainability

This includes Garden House Hospice Care in Stevenage which has refurbished its integrated procedures unit with eight new specially adapted beds and mattresses and created a separate room for patients’ close family members to spend the night when needed. The hospice has also equipped all its nurses with laptops with single logins to stop them carrying too much equipment when visiting patients.

They now record their notes electronically and have become paperless – nurses can now spend less time on administration and more time focusing on what matters most – providing compassionate care to patients and support to their families.

The new cash injection is for the financial year 2025/26 and will be distributed by Hospice UK to hospices. Hospices have been allocated a pot of funding and will be able to proceed with upgrades, invoicing Hospice UK once work has been completed.

Toby Porter, CEO of Hospice UK, said:

The announcement in late 2024 of £100 million in capital funding for hospices was welcome recognition from the government of the immense pressure facing hospices, and their urgent need for more financial support.

We were pleased to distribute the first £25 million of this funding early in March. We know this money has made a huge difference to hospices and the next £75 million will continue to help them invest in their buildings, facilities, and digital infrastructure.

While this one-off investment has been very welcome, it’s critical that we continue to work with government to secure long-term reform to ensure hospice care is there for everyone who needs it, whoever and wherever they are.

The government has just emphasised the importance of hospices in their 10 Year Plan for the NHS and the role they can play in shifting care from hospitals into the community. With the right support, there is so much more they can do to realise the vision set out in the 10 Year Plan. We look forward to working with government to make this a reality.

Matthew Reed, Chief Executive of Marie Curie said:

Marie Curie welcome this grant funding, which we will be investing in helping to ensure people living with terminal illness are well cared for across England – whether in our hospice buildings, or in their own homes through improvements in use of digital technology

We look forward to working with the Government to ensure longer-term funding is put in place to ensure the best possible palliative care is sustainably available for everyone who needs it, including in their new neighbourhood health centres in the most deprived communities.

  • MIL-OSI New Zealand: Infrastructure projects to drive jobs and growth

    Source: New Zealand Government

Billions of dollars worth of infrastructure projects getting underway in the next few months will drive economic activity and create thousands of jobs across the country, Economic Growth Minister Nicola Willis and Infrastructure Minister Chris Bishop say.

The Ministers today released an infrastructure update showing $6 billion of government-funded construction is due to start between now and Christmas.

“The projects getting underway include new roads, hospitals, schools, high-tech laboratories and other government buildings,” Nicola Willis says.

“That means spades in the ground, jobs throughout the country and a stronger economy.

“Improving the quality of New Zealand’s infrastructure is critical to growing the economy and helping Kiwis with the cost of living.

“Good roads, schools and hospitals help business to move goods and services to market quickly and efficiently, children to learn and doctors and nurses to get patients back on their feet.”

Chris Bishop says the projects getting underway will create thousands of employment opportunities for New Zealanders.

“Numbers vary according to the nature of projects, but data sourced from the Infrastructure Commission suggests each billion dollars of infrastructure investment per year equates to about 4500 jobs.

“In total, workers are expected to start construction on $3.9 billion worth of roading projects in the next few months. They include the Ōtaki to north of Levin expressway, the Melling interchange, the Waihoehoe Road upgrade, and the new Ōmanawa bridge on SH29. All will help to lift productivity by getting people and freight to their destinations quickly and safely.

“Health projects kicking off include upgrades to Auckland City Hospital, Middlemore Hospital, and the construction of a new acute mental health unit at Hutt Valley Hospital. Construction work on the new inpatients building at the new Dunedin Hospital has also just begun.

“Between now and the end of this year, school property projects valued at nearly $800 million will get underway across the country.

“Other Government infrastructure projects due to start before the end of this year include a massive new state-of-the-art biosecurity facility in Auckland for the Ministry of Primary Industries and the Papakura District Court interim courthouse.

“Importantly, this is just the start. The National Infrastructure Pipeline, managed by the Infrastructure Commission, now shows planned future projects totalling $207 billion across central government, local government and the private sector.”

Alongside the infrastructure update, Nicola Willis today released an update on the Government’s Infrastructure for Growth work programme. The update is the first refresh of the Going for Growth agenda launched in February to drive economic growth by backing business, improving infrastructure and skills, and removing barriers to innovation.

The update shows that since February the Government has delivered on 14 actions to build a stronger infrastructure pipeline and drive better value for money. They include:

    • streamlining land acquisition processes for major infrastructure projects
    • agreeing to fund more than $550 million of water, energy, Māori development and other projects through the Regional Infrastructure Fund; and
    • consulting on a draft National Infrastructure Plan due to become final by the end of the year that will give investors and businesses confidence and drive better value for money from public investment.
    • Hutt Valley Te Whare Ahuru Acute Mental Health Unit, Wellington
    • Kidz First and McIndoe Building Recladding, Middlemore Hospital, Auckland
    • Linear Accelerators Replacement, Auckland City Hospital, Auckland
    • Dunedin Hospital Sterile Services Unit, Dunedin
    • Plant Health & Environment Capability Laboratory, Auckland
    • Papakura District Court Interim Courthouse, Auckland
    • Waihoehoe Road Upgrade, Auckland
    • SH22 (Drury) Corridor Upgrade – interim works, Auckland
    • SH29 Tauriko – Omanawa Bridge – Bay of Plenty
    • SH1 Ōtaki to north of Levin, Horowhenua
    • SH2 Melling Interchange, Wellington
    • SH76 Brougham Street, Canterbury
    • Rolleston Access Improvements – Package 1, Canterbury
    • Parliamentary Library – south building and underground carpark seismic strengthening & rebuild, Wellington
    • School property projects across the country including roll growth classrooms, upgrades and redevelopments & learning support satellite classrooms, administration blocks and gymnasiums.

    Note for editors

    The projects beginning construction include:

This list excludes a small number of significant projects which will begin construction before the end of 2025, but cannot yet be named for a range of commercial reasons. The value of these projects is included in the $6 billion total. Announcements will be made about them in the coming weeks and months.

  • MIL-OSI United Kingdom: Reed: Government to cut sewage pollution in half by 2030

Source: United Kingdom – Government Statements

    Press release

Reed: Government to cut sewage pollution in half by 2030

Sewage pollution from water companies will be cut in half by the end of the decade, the Environment Secretary Steve Reed will pledge today (Sunday 20 July).

Sewage pollution from water companies will be cut in half by the end of the decade, the Environment Secretary Steve Reed will pledge today (Sunday 20 July).

Our rivers, lakes and seas will be the cleanest since records began, meaning millions of families will benefit from cleaner beaches and rivers.

For the first time the Government has made a pledge to cut sewage pollution with a clear target which they will be held accountable to.

The Government, in partnership with investors, has secured funding to rebuild the entire water network to clean up our rivers.

In one of the largest infrastructure projects in this country’s history, a record £104 billion is being invested to upgrade crumbling pipes and build new sewage treatment works cutting sewage pollution into rivers.

Over the past year, the Government has introduced a package of measures to slash pollution levels. Bills are now ringfenced to force companies to invest in upgrades and over £100 million of water fines are being spent on local clean-up projects.

The commitment comes as the Government vows “root and branch reform” to usher in a revolution in the water industry, ahead of the Independent Water Commission’s final report.

    Environment Secretary Steve Reed said:

Families have watched their local rivers, coastlines and lakes suffer from record levels of pollution.

My pledge to you: the Government will halve sewage pollution from water companies by the end of the decade.

One of the largest infrastructure projects in England’s history will clean up our rivers, lakes and seas for good.”

The Government has already taken decisive action to clean up England’s waterways.

    • Record investment: with £104 billion to upgrade crumbling pipes and build sewage treatment works across the country.
    • Ringfence customers’ bills for upgrades: customer bills earmarked for investment must now be spent on new sewage pipes and treatment works – not spent on shareholder payments or bonuses.
    • Reinvesting company fines into local projects: with over £100million being invested into local clean-up projects in communities.
    • Largest budget for water regulation: the Environment Agency received a record £189 million to fund hundreds of enforcement officers to inspect and prosecute polluting water companies.
    • Polluter Pays: companies will now cover the cost of prosecutions and successful investigations into pollution incidents, enabling the regulator to hire more staff and pursue further enforcement activity.
    • Banning wet wipes containing plastic in England: introducing legislation to reduce microplastics in our waters.
    • The Water (Special Measures) Act: banned unfair bonuses for ten polluting water bosses this year and threatened prison sentences for law-breaking executives.

This package of measures will slash storm overflow spills by 50% by 2030 and halve phosphorus from treated wastewater by 2028.

Both contaminants choke our rivers, suffocate wildlife and destroy ecosystems. In 2024, sewage spilled into waterways for a record 3,614,428 hours.

Pollution levels were a decisive factor in the Government launching the Independent Water Commission last October – the largest review of the sector since privatisation.

Led by Sir Jon Cunliffe, the Commission’s final report will be published on Monday with recommendations on regulation, strategic frameworks and support for consumers. The Government will respond to the recommendations in Parliament on Monday.

    FURTHER INFORMATION

    PLEDGE:

Environment Secretary Steve Reed’s pledge is based on:

    • A 50% reduction in spills from storm overflows – an outlet from the public sewer that spills both sewage and rainwater into the environment – by 2030.
    • A 50% reduction in the amount of phosphorus from water company treated wastewater entering our waterways by the end of January 2028.
    • Work with devolved governments to ban wet wipes containing plastic across the UK. We will go further to tackle the issues caused by unflushables to reduce plastic and microplastic pollution, particularly in our waters.
    • Continued work on pre-pipe measures, such as sustainable drainage systems (SuDS) which help to reduce pressure on the sewerage system.
    • The start of trials by water companies of nature-based solutions, such as constructed wetlands, to investigate if they can be used in the treatment process to reduce harm.

    STORM OVERFLOWS:

    • There are around 14,500 storm overflows in England, which are designed to act as relief valves when the sewerage system is at risk of being overwhelmed, such as during heavy rain.
    • The Government has required all storm overflows to have event duration monitors installed which provides information on sewage discharges. That information is published in near real time. Coverage reached 100% by the end of 2023.
    • Today’s pledge is for a 50% cut in spills from storm overflows by the end of December 2029, based on a 2024 baseline.
    • There was an average of 32 spills per storm overflow in 2024.
    • The Storm Overflow Discharge Reduction Plan (SODRP) has set stringent targets on reducing spills, including a 75% reduction in discharging into High Priority Sites, such as chalk streams by 2035.
    • The first progress report on delivery against the SODRP targets will be published later this year and then every five years.
    • Around 10% of existing emergency storm overflows are currently subject to permit conditions requiring Event Duration Monitors (EDM), which monitor the frequency and duration of discharges during emergency events.
    • EDM coverage is being expanded: We have instructed water companies to install monitors at 50% of emergency overflows by 2030, and 100% of emergency overflows by 2035.

    PHOSPHORUS:

    • Excessive phosphorus is the most common cause of water bodies in England not achieving good ecological status, and this nutrient is a by-product of the wastewater treatment process.
    • Excessive phosphorus and nitrogen levels in the environment can result in algal blooms, which block sunlight and can release toxins that are poisonous to fish, mammals, and birds.
    • There is an Environment Act statutory target to reduce phosphorus loadings from treated wastewater by 80% by 2038 against a 2020 baseline.
    • There is an interim target in the Environmental Improvement Plan of 50% by the end of January 2028. This target is part of the EIP review.
    • Water companies in England released 8,340 tonnes of phosphorus into waterways in the baseline year of 2020.

    SUSTAINABLE DRAINAGE SYSTEMS (SuDS):

    • The Government is working to ensure that sustainable drainage systems are implemented in new developments.
    • Effective implementation of SuDS, including their adoption and maintenance, can reduce the impact of new developments on sewers by up to 87%.

    NATURE-BASED SOLUTIONS (NbS):

    • Nature-based solutions are increasingly being used to address water management challenges, such as flooding, drought and to treat discharges.
    • Over the next five years, water companies will be running trials to see if they can work with natural processes and the ecosystem to reduce pollution, while also working to address leaks into the network.
    • Constructed wetlands and wastewater treatment ponds can remove pollutants from wastewater and improve the quality before the treated water is released back into the environment.

RAMALLAH, July 19 (Xinhua) — Palestinian President Mahmoud Abbas on Saturday issued a decree to hold elections for a new Palestinian National Council (PNC) by the end of 2025.

The decree was issued following a decision by the Executive Committee of the Palestine Liberation Organization (PLO) at a meeting on July 17 to hold elections before the end of this year, the Palestinian news agency Wafa reported.

The date of the elections will be determined by the decision of the Chairman of the Executive Committee, WAFA reported.

According to the agency, the NTC will include 350 members, two-thirds of whom will represent residents of Palestine itself, and the remaining third will represent the Palestinian diaspora abroad.

The Executive Committee will make a decision on the formation of a preparatory committee, which will be tasked with organizing the necessary events for holding the elections, VAFA added.

The PNS serves as the PLO parliament and includes representatives of Palestinian factions, forces, trade unions and groups both inside and outside Palestine. –0–

TEHRAN, July 19 (Xinhua) — Iran is ready to expand interaction and cooperation with Armenia, while simultaneously developing plans to develop bilateral relations in the future, Iranian President Masoud Pezeshkian said on Saturday.

    M. Pezeshkian made the corresponding statement during a telephone conversation with Armenian Prime Minister Nikol Pashinyan. During the conversation, the two leaders also discussed Iran’s nuclear program and the 12-day conflict between Israel and Iran.

    M. Pezeshkian confirmed the “transparency and peaceful nature” of Iran’s nuclear activities, noting that his country will in no case submit to force, pressure or deprivation of the legitimate rights of its people.

He stressed that Iran has always supported the promotion of peace and has never sought war and destabilization.

During the talks, M. Pezeshkian also praised the “historical, friendly and constructive” relations between Iran and Armenia, emphasizing that Iran’s policy is to promote “constructive” interaction with all neighbors while respecting the territorial integrity of all states.

The Armenian Prime Minister, for his part, expressed condolences over the deaths of Iranian citizens as a result of Israeli airstrikes, condemning Israel’s “aggressive” actions.

  • MIL-OSI USA: Congresswoman Cherfilus-McCormick Celebrates Court Victory Halting Haitian Deportations Until February 2026

Source: United States House of Representatives – Congresswoman Sheila Cherfilus-McCormick (D-Florida 20th district))

WASHINGTON, D.C. – Today, Congresswoman Sheila Cherfilus-McCormick (D-FL) issued the following statement following the Administration’s confirmation that it will comply with a federal court order halting deportations for Haitian Temporary Protected Status (TPS) holders until at least February 3, 2026.

“This is not just a policy decision—it is a hard-fought legal victory for the Haitian community and all who have stood in defense of our immigrant families. The court’s ruling makes clear what we have always known: TPS holders deserve stability, protection, and respect, not political games or legal uncertainty.

“Because of this ruling, deportations tied to the now-vacated February order cannot proceed, and Haitian TPS holders can continue to live and work in the U.S. with authorization through February 3, 2026. Those who were wrongfully fired due to confusion around work permits must be reinstated immediately. These individuals are essential workers, caregivers, and taxpayers, and they deserve justice.

“Let’s be clear: this is the enforcement of the law. Our communities should not have to rely on court orders to be treated with dignity. A stronger path forward begins at home, with permanent protections and immigration reform that centers humanity, not politics.

“I remain committed to ensuring our Haitian and other communities are not treated as temporary. They are a vital part of the American fabric, and I will not stop fighting until our laws reflect that truth.”

  • MIL-OSI Security: ATF National Response Team Joins LA Explosion Investigation That Killed Three Sheriff Detectives

Source: United States Bureau of Alcohol Tobacco Firearms and Explosives (ATF)

The Bureau of Alcohol, Tobacco, Firearms and Explosives Los Angeles Field Division is on scene with the Los Angeles County Sheriff’s Department and the Federal Bureau of Investigation assisting with the investigation of an explosion that claimed the lives of three Los Angeles County Sheriff’s detectives earlier today. Additionally, ATF has activated its National Response Team to deploy to the scene of the explosion located at Biscailuz Training Center at 1060 N. Eastern Ave. Los Angeles, California.

NRT provides an immediate and sustained nationwide response capability, typically deploying within 24 hours of notification, with state-of-the-art equipment and highly qualified ATF personnel specializing in explosives investigations.

ATF’s NRT consists of Special Agents, Certified Fire Investigators, a Forensic Chemist, Intelligence Research Specialist, Certified Explosives Specialist, Law Enforcement Training Specialist, Fire Protection Engineer, Electrical Engineer and an Accelerant Detection Canine with handler.

“ATF is here to work alongside our local partners and share whatever resources we have to help determine the cause of this explosion,” said ATF Special Agent in Charge Kenneth R. Cooper, of the Los Angeles Field Division. “While the pain of this loss will always be felt, we hope our efforts provide the answers a tragedy like this demands.”

This is the 14th NRT activation this fiscal year and the 934th since the program began in 1978. The team brings definitive expertise and an array of state-of-the-art equipment to the investigation of major explosives and fire incidents. The team can rapidly respond to assist local and state law enforcement or fire service personnel in onsite investigations.

“Anytime a first responder loses their life in the line of duty, it is a tragic loss to the community and this nation,” said Brian Lovin, the supervisor of ATF’s NRT. “We are heartbroken for the family, friends and fellow deputies, and vow to work alongside our partners with the Los Angeles Sheriff’s Department to determine how and why this tragedy occurred.”

Past NRT activations include such incidents as: more than 200 fire scenes resulting from civil unrest throughout the Midwest in 2020, a series of bombings in Austin, Texas in 2018; and national-level incidents such as the 9/11 terrorist attack on the Pentagon; the Centennial Olympic Park bombing in Atlanta; the Oklahoma City bombing and the 1993 World Trade Center bombing.

The NRT was most recently deployed to Esparto, Calif. for an explosion and fire at a fireworks facility.

ATF is the primary federal agency responsible for investigating this explosion. More information on ATF can be found at www.atf.gov.

  • MIL-OSI United Nations: Desks become beds as Haitian school shelters people displaced by violence

    Source: United Nations MIL OSI

The classrooms at Anténor Firmin school in Hinche in central Haiti are no longer studiously quiet.

Once a place of learning, it now echoes with the sounds of babies crying, water containers clanking, and voices murmuring through the night.

Over 700 people displaced by violence are crammed into the crumbling compound, sleeping on floors where children once solved math problems.

Among them is Edens Désir, a former teacher, who continues to believe that education should be the key to a more prosperous and peaceful future for this beleaguered Caribbean Island nation.

    © IOM/Antoine Lemonnier

Edens Désir teaches a class at Anténor Firmin school.

A trained accountant and former secondary-school teacher, his life was upended by the violent clashes that erupted in March 2025 in Saut-d’Eau and Mirebalais, two small towns south of Hinche.

Like 6,000 others, he fled massacres, rape, arson, and looting.

“Everything I built, little by little, was destroyed,” he said. “I walked away with nothing.”

Warring gangs have long controlled most of the Haitian capital, Port-au-Prince, some 30 miles (48 km) away.

It is only recently that their sphere of influence has moved to more the more rural areas of Centre department where, Hinche and Saut-d’Eau are located.

Edens Désir, found refuge in the school where he once studied, a place now stripped of its purpose. Desks have become beds. Classrooms have turned into shelters. Families lie packed into rooms never meant to house them.

    © IOM/Antoine Lemonnier

A classroom at Anténor Firmin school in Hinche now serves as both a shelter and an informal learning space for displaced children.

Even in these crowded rooms, he found a way to start over. Not for himself, but for the children around him. With a whiteboard, a marker, and quiet determination, he has brought a sense of purpose to lives that have been thrown off course.

“Ever since I was a kid, I loved teaching,” he explained. “It’s what matters most to me. I’d rather be in front of a class than sitting around doing nothing. For these kids, school is the only real chance they’ve got.”

    Living in limbo

Once on the verge of expanding a small business, Mr. Désir now lives in limbo. “That plan is gone. Violence made sure of it. My only option now is to leave and try to start over somewhere else. But as long as I’m here, I will keep sharing what I know.”

These days, he takes life one day at a time. “I can’t make plans anymore,” he said. “Each day, I just figure things out as they come. Each night, I wonder if there will be food tomorrow.”

Clean water is scarce. Long queues stretch at distribution points, where women and children wait patiently, balancing heavy containers.

Hygiene conditions are dire. With few latrines and showers available, hundreds are left without privacy or sanitation. The health risks are growing, especially for the most vulnerable.

Food is just as uncertain. “There are nights I go to sleep without eating,” he says. “But I keep teaching because the kids are here.”

    © IOM/Antoine Lemonnier

IOM staff and a civil protection agent asses the needs of displaced people

Delivering aid to the displaced is no easy task. The main road between Port-au-Prince and Hinche remains blocked by insecurity, cutting off supply routes and isolating entire communities.

Despite the hurdles, the UN’s International Organization for Migration (IOM) has reached over 800 families across 17 displacement sites, providing emergency items such as shelter kits, blankets, kitchen sets, and jerrycans.

IOM teams continue working directly with displaced families, host communities, and local authorities to assess needs and provide relief.

Site committees and civil protection teams are being trained to better manage the shelters. The most fragile sites are being relocated to safer areas and mental health support is offered to those affected by the violence.

    Protect the vulnerable

These efforts aim to protect the most vulnerable, especially children, from a crisis they did not choose but are now forced to navigate.

Edens Désir believes that knowledge is the best defence against dehumanization. When violence tears everything apart, forcing children into displacement, splitting families, and cutting off access to education, teaching becomes an act of resistance.

Even when the days feel heavy, he keeps showing up for the children who still believe in him.

“If we want things to change, we need people who grow into better citizens,” he said. “I don’t know if what I’m doing is enough to make that happen, but it gives me purpose. It breaks my heart to know that one day I’ll have to leave them behind and look for a better future.”

  • MIL-OSI United Kingdom: New RAF E-7 Wedgetail Flies with Red Arrows at Air Tattoo19 Jul 2025

Source: United Kingdom – Royal Air Force

In a historic first, the Royal Air Force’s E-7 Wedgetail AEW Mk1 performed its first ever flypast with the iconic Red Arrows aerobatic display team, at the Royal International Air Tattoo (RIAT) in Fairford, Gloucester.

The flypast was followed by the Wedgetail performing a ‘touch and go’ on the runway before departing back to Birmingham Airport.

“The Wedgetail appearance at RIAT not only reinforces the hard work and collaboration of all those contributing to the project but also reflects the importance of delivering the next generation of airborne surveillance and control capabilities to support the RAF’s operational effectiveness in the years to come.”

    Group Captain Osselton
Programme Director for the E-7 Programme

The Red Arrows aircraft flew in formation on the wings of the Boeing aircraft, as a crowd of over 50,000 people looked up at this unique spectacle.

“Whether it’s the Red Arrows’ history-making, world-first use of sustainable fuels at this year’s RIAT or the introduction of E-7 Wedgetail, both showcase the RAF’s commitment to constant, cutting-edge innovation. I hope those watching the flypast were able to take plenty of photographs to mark this special mixed formation and true highlight of the 2025 Air Tattoo.”

    Squadron Leader Jon Bond

Team Leader and Red 1 of the Royal Air Force Aerobatic Team

The E-7 Wedgetail is the most capable and operationally proven airborne early warning and control platform in use today and has the growth path to match the expected threat over the next 20 years.

The mission crew will utilise state-of-the-art workstations to deliver a multi-domain battle management capability: providing situational awareness to UK, NATO and coalition force elements, directing offensive and defensive assets whilst maintaining continuous surveillance of an assigned area. The Wedgetail significantly enhances the lethality and survivability of friendly aircraft and naval assets, whilst operating in a hostile environment.

“Today’s flight is an amazing testament to the work of our integrated Boeing and UK supplier team, in partnership with the RAF. Our work reflects the pride we take in supporting the strategic alliance among the UK, U.S., and allies, and the role the E-7 plays in strengthening global joint force mission advantage.”

    Stu Voboril
Boeing Vice President and E-7 Program Manager

The UK’s Wedgetail will serve under No. 8 Squadron and will be located at RAF Lossiemouth, Scotland, alongside the nine-strong fleet of P-8 Poseidon maritime patrol aircraft, both of which are based upon the widely used Boeing 737 Next Generation airframe, allowing the RAF to take advantage of synergies between the two fleets.

GUIYANG, July 19 (Xinhua) — Jeffrey Green, a veteran pilot and chairman of the U.S.-China Aviation Heritage Foundation, has dedicated himself for nearly 30 years to preserving the legacy of the Flying Tigers and strengthening the friendship between China and the United States.

    D. Green’s connection with China began when he was invited to make a documentary on the “Flying Tigers” while working as a consultant on combat aviation history for the National Geographic military channel in the United States.

The Flying Tigers, officially known as the American Volunteer Group of the Chinese Air Force, was formed in 1941 by American General Claire Lee Chennault. American airmen came to China to help the Chinese people fight the Japanese invaders.

While losing over 2,000 men, the Flying Tigers pilots shot down over 2,600 Japanese fighters, providing significant assistance in the fight against Japanese aggression.

In 1995, a group of Flying Tiger veterans invited D. Green to join their delegation to Beijing to celebrate the 50th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. This visit marked his first trip to China.

After returning to the United States, Green and the veterans, determined to keep the memory of the Flying Tigers alive, founded the U.S.-China Aviation Heritage Foundation in 1998. Since then, the nonprofit organization has been dedicated to studying, promoting, and perpetuating the shared history of U.S.-China wartime cooperation.

Over the years, the foundation has sponsored nearly 500 veterans and hundreds of their family members and descendants to travel to China. These encounters have produced many emotional and inspiring stories.

“Every time I learned something that almost no one else knew, I was able to categorize it, creating a kind of library of these thoughts,” Greene said. “But they didn’t have many opportunities to tell their stories. As a result, they just got lost.”

In 2022, the foundation launched the Flying Tigers Friendship School and Youth Leadership Program to encourage cross-cultural exchanges and pass on the Flying Tigers spirit to younger generations.

“Young people are the key to intercultural exchanges between our two countries and the hope for the healthy development of China-US relations,” said D. Green.

To date, nearly 100 high schools and universities in China have applied to participate in the program, signing memorandums of understanding to establish exchange partnerships.

In a January 2025 letter to Green, former US Ambassador to China Nicholas Burns praised the fund’s work, saying it “helps develop people-to-people ties, which are a cornerstone of the US-China bilateral relationship.”

From Sunday to Thursday, Green led a delegation to Guizhou Province in southwest China to launch the new Flying Tigers Friendship School program and visit historic sites including the 24-Turn Road, which handled more than 2,000 trucks carrying military supplies daily during World War II, and Jiuzhou Airport in Huangping County, which was the Flying Tigers’ base.

Next year, he plans to bring American students to Guizhou Province to see firsthand the living history of the two countries’ wartime cooperation.

Now 71, Green has visited China nearly 200 times since the 1990s, bringing veterans, organizing memorial events and building new bridges between the peoples of China and the United States.

“The Chinese have never forgotten what the Flying Tigers did for them. Eighty years ago, the Chinese and Americans together accomplished something almost impossible, which shows that if we work together, we can win,” said D. Green. -0-
